Investment by definition is the act of devoting time, effort, energy or finances to a particular undertaking with the expectation of a worthwhile result. We can invest in a lot of things such as our community, our relationships, our finances, and our health with the hope that the effort will have a positive impact. We can invest in our community by supporting our local businesses, schools and local organizations. We can serve  the community through volunteerism and investment in future generations. On a larger scale, we can participate in public surveys and stay educated and involved with future town planning. Investing in our finances helps create wealth, meets long-term financial goals and secures our retirement. On a personal level, we can invest in our families and enrich relationships by giving time and effort to the people in our lives that mean the most to us. This type of investment has the most meaningful impact to not only ourselves but to the people closest to us.

Gift and estate tax planning is a crucial aspect of financial management, particularly for individuals and families with significant assets. Understanding the intricacies of these taxes can help preserve wealth for future generations and ensure compliance with federal and state regulations.

UNDERSTANDING GIFT TAX

The federal gift tax applies to transfers of money or property from one individual to another without receiving something of equal value in return. For 2025, the annual gift tax exclusion allows an individual to give up to $19,000 per recipient without incurring gift tax. Married couples can combine their exclusions, gifting up to $38,000 per recipient annually.  Remember, gift tax is assessed on the donor, not the recipient.

Gifts exceeding the annual exclusion amount count against the lifetime gift and estate tax exemption, which stands at roughly $13 million per individual. This exemption is unified, meaning it covers both lifetime gifts and the estate tax liability at death. Once the exemption is exhausted, the remaining taxable gifts and estate value are subject to a federal tax rate of up to 40%.

It’s essential to note that certain gifts are not subject to the gift tax, such as:

• Payments made directly to educational institutions for tuition.

• Payments made directly to medical providers for qualified expenses.

• Gifts to a spouse who is a U.S. citizen.

• Charitable contributions to qualified organizations.

UNDERSTANDING ESTATE TAX

The federal estate tax applies to the transfer of assets upon death. If the value of the decedent’s estate exceeds the lifetime exemption amount, the excess is subject to estate tax. Estates must file a federal estate tax return (Form 706) if the gross estate exceeds the exemption threshold.

In addition to the federal estate tax, some states impose their own estate or inheritance taxes, often with lower exemption amounts. This dual-layer taxation underscores the importance of strategic planning.

STRATEGIES FOR MINIMIZING GIFT AND ESTATE TAXES

Proper planning can significantly reduce gift and estate tax liabilities. Below are some key strategies:

1. Annual Gifting: Utilize the annual gift tax exclusion to transfer wealth incrementally without reducing your lifetime exemption. Consistent annual gifting can effectively reduce the taxable estate over time.

2. Trusts: Trusts are powerful tools for estate planning. For example:Irrevocable Life Insurance Trusts (ILITs): Remove life insurance proceeds from your taxable estate.  This is an easy and cost effective strategy. Grantor Retained Annuity Trusts (GRATs): Minimize gift taxes on appreciating assets.Charitable Remainder Trusts (CRTs): Benefit a charity while receiving income and reducing estate taxes.

3. 529 Plans for Education: Contributions to 529 college savings plans can qualify for the annual gift tax exclusion, and you may front-load five years of contributions without triggering gift tax.

4. Family Limited Partnerships (FLPs): Transfer interests in a family business or investment assets at a discounted value, reducing the taxable amount.

5. Leverage Portability: Married couples can take advantage of the portability provision, allowing the unused portion of one spouse’s exemption to transfer to the surviving spouse. Properly filing an estate tax return is necessary to elect portability.

THE ROLE OF A CPA IN GIFT AND ESTATE TAX PLANNING

So, what’s our role in navigating the complexities of gift and estate taxes?:

• Tax Compliance: Ensuring timely filing of gift tax returns (Form 709) and estate tax returns (Form 706).

• Valuation Guidance: Assisting with the accurate valuation of assets, including closely held businesses, real estate, and investments.

• Strategic Planning: Developing personalized strategies to minimize tax exposure while achieving financial and legacy goals.

• Collaboration with Estate Attorneys: Working alongside legal professionals to implement trusts, wills, and other estate planning documents.

LOOKING AHEAD: CHANGES ON THE HORIZON

The current lifetime exemption of roughly $13 million per person is set to sunset at the end of 2025, reverting to approximately $5 million (adjusted for inflation). This potential reduction emphasizes the importance of proactive planning.  I should add that with the new administration and makeup of Congress, there is a high likelihood of continuing estate tax relief.

Gift and estate tax planning is more than just a financial exercise; it’s about preserving your legacy and providing for future generations. By understanding the rules and leveraging effective strategies, you can minimize tax burdens and maximize the transfer of wealth. “What I consider most valuable is hearing from families directly.”

CEO Sabrina E. Smeltz’s journey to Wakeman Boys & Girls Club was shaped by her lifelong dedication to youth development. “I grew up at the YMCA—preschool, swim lessons, swim team, and then ultimately my first job in high school as a swim instructor and lifeguard,” Smeltz shares. Those early experiences led Sabrina to pursue a degree in Physical Education at Springfield College. “College helped me realize my calling—a passion for serving youth through coaching, teaching, and giving back to the community.” Her career spanned roles at private high schools and multiple YMCA branches before transitioning to Wakeman Boys & Girls Club as COO. She was later named the organization’s first female CEO, a milestone she calls breaking into the original “boys’ club.” In October 2023, Wakeman Boys & Girls Club opened its state-of-the-art 45,000-square-foot Madison Avenue Community Clubhouse. “Unlike other Boys & Girls Clubs, this location is home to not one, but three non-profits working in collaboration,” Smeltz explains. The facility includes a gym, early learning center, café, commercial

kitchen, youth and teen lounges, STEAM classrooms, learning centers, a performing arts theater, and administrative offices for WBGC and community partners Southwest Community Health Center and Bridgeport Caribe Youth Leaders.

Additionally, Southwest Community Health Center will open a 10,000-squarefoot medical center in 2025, offering family medical services, behavioral health care, and dental services. Wakeman Boys & Girls Club provides a safe space where youth can learn, grow, and thrive. Sabrina and her team embody the passion and dedication needed to tackle the multifaceted challenges that today’s youth encounter.

1. Academic Success: Educational support is a top priority at Wakeman Boys & Girls Club. The DeLuca Early Learning Center prepares preschoolers for kindergarten, while the ASML STEM lab and after-school programs provide academic reinforcement for older students. The educational programs are designed to ensure that all Club members graduate high school on time and are ready for a post-secondary education and a 21st-century career. The Arts programs foster creativity in young people and give them outlets for self-expression.

2. Health & Wellbeing: Physical activity and wellness are integral to Wakeman’s mission. These programs focus on physical fitness, healthy lifestyles and a positive use of leisure time. The Wakeman Boys & Girls Club Cowboys Youth Tackle Football Program provides structured athletic opportunities while emphasizing teamwork, discipline and perseverance. “This comprehensive program includes meals and tutoring sessions to ensure the youth are investing in themselves beyond athletics,” says Smeltz. Additional offerings such as yoga, volleyball, basketball, and rugby provide varied fitness options.

3. Character & Leadership: Wakeman Boys & Girls Club fosters leadership through programs like Youth of the Year, which recognizes outstanding young members. These youth have invested in their futures, and Wakeman Boys & Girls Club will continue supporting and ensuring they are set up for success. “We strive to build character and leadership so that our youth can positively impact their community,” Smeltz states.

4. Workforce Readiness: Wakeman Boys & Girls Club equips teens with skills to succeed in the workforce through job training, career development programs, and financial literacy courses. The Fire Cadet program, in partnership with the Bridgeport Fire Department, offers hands-on firefighter training. The Webster Finance Lab provides financial education on topics like budgeting and credit. “Our programs help teens build professional and interpersonal skills to meet workforce challenges at no cost to participants.”

Wakeman Boys & Girls Club evaluates program effectiveness through enrollment numbers, membership renewals, event participation, and community feedback to ensure they align with the communities’ needs. “What I consider most valuable is hearing from families directly about how Wakeman Boys & Girls Club had a lasting impact on their youth, Smeltz says, that because of an experience they had at WBGC, they went on to pursue a career in STEAM, or to become a firefighter, or to attend a four-year college.” She highlights the Cowboys Tackle Football program as an example of a recent noteworthy accomplishment—85 players participated in the 2024–25 season, with 15 earning acceptance to private schools. Team members attended weekday study halls and served 4,080 dinners, creating a true sense of teamwork and community. The club’s girls’ volleyball program is another point of pride. “As a former volleyball player and coach, it’s awesome to see our volleyball clinics filled with young women and outstanding coaches,” she shares.
