Selection of Master Developer for Pompano’s Innovation District Moves Forward The City of Pompano Beach and the Pompano Beach Community Redevelopment Agency (CRA) have gotten closer to procuring a master developer for the creation of a “dense urban downtown,” which includes an area designated as the “Innovation District.” The City and CRA own about 30 acres of prime real estate within the 70-acre Innovation District, which is bound by I-95 to the west, Dixie

for Letters of Interest (RLI) that was issued by the City and CRA on May 23 seeking qualified master real estate developers. The deadline for submissions was July 15. From among the eight responses, two firms were chosen to continue to the second step of the selection process, which involves providing their best and final proposal for the master development of the downtown and Innovation District.

Highway to the east, Dr. Martin Luther King Jr. Boulevard (NW Third Street) to the north, and Atlantic Boulevard to the south. The westernmost portion of the site is one of the last land clusters in South Florida that is undeveloped along the busy I-95 corridor, with a major exit to an urban area and the Atlantic Ocean. Recently, a selection evaluation committee reviewed proposals received in response to a Request

The two firms that made the cut are E2L Real Estate Solutions, based in Winter Park, and Armada Hoffler Properties, headquartered in Virginia Beach. The firms will have about 30 days to submit their final proposals to the City, once a solicitation for the second step is issued. E2L is currently carrying out the redevelopment of downtown Boynton Beach, which includes a

new Town Square. Armada Hoffler Properties is the firm behind the Town Center of Virginia Beach, an ongoing, multi-phase development that started in 2000 as a publicprivate partnership with the City of Virginia Beach. “We are seeking developers who understand our goals for the area, offer experience in prior projects of this scope and have the financial capability to undertake this project,” said Nguyen Tran, CRA Director. The Innovation District, and the downtown as a whole, lie within the Northwest CRA district. Based on market analysis, the master plan for the Innovation District and downtown could include a new city hall, 750,000 square feet of office space, 165,000 square feet of retail, 35,000 square feet of restaurant use, 1,500 residential units, up to 420 hotel rooms, and education opportunities. The current zoning allows for a maximum building height of 105 feet. In addition, the CRA envisions a new system of self-contained, linear waterways, which will create a scenic setting for outdoor cafes, restaurants, shops, offices and mixed-use residential buildings. Inspired by the canal systems in Amsterdam and The Riverwalk in San Antonio, this series of waterways is an innovative drainage system that eliminates the need for dry retention ponds, allowing developers a maximum buildout capacity across parcels. City Beat Date Set For McNab House Relocation MCNAB PARK PROJECT GETS SCALED BACK

The Pompano Beach Community Redevelopment Agency (CRA) plan to move the historic McNab House from its current location at 1736 E. Atlantic Boulevard to McNab Park, just five blocks east, and to convert the house into a restaurant with a botanical garden, has taken several steps forward. The house is now scheduled to move to the new site in January. The proposal to build two bed and breakfast structures

because a developer who purchased the land from the McNab family in December has plans to build a mixed-use redevelopment project, called Atlantic One, that includes 304 residential units. In July, the CRA Board, which is made up of the mayor and city commissioners, approved a donation agreement from the developer to transfer the title of the two-story home and two-story

detached garage to the CRA. The developer will also donate three trees – a mango tree, an elm tree and a live oak tree – which will be used to help create the botanical garden surrounding the McNab House. As per the agreement, the

developer will donate $28,000 toward the costs of moving the structures and trees. The original goal was to move the house, garage and trees to the park in October, but the date has been changed to January 2020 to avoid disrupting any Thanksgiving festivities or the City’s annual Yuletide parade along Atlantic Boulevard. The deadline set in the donation agreement is Jan. 26. The 2,470-square-foot McNab House will be placed to the east of the Chamber of Commerce building that currently occupies the northwest corner of the project site. The Chamber of Commerce is currently looking at options to move to another location and the building would be torn down to make way for the botanical garden. The 629-square-foot garage will be placed east of house, in the area now occupied by the north shuffle board courts.


Both the house and the garage will front Atlantic Boulevard. The open area between the two structures will be used to create a courtyard for outdoor dining. The garage itself may be used as a dining space, with offices upstairs. While many residents are in favor of the project, some have voiced concern over a number of issues, including the potential loss of the existing civic building, shuffle board courts, basketball court and tennis court, as well as the need for additional parking. They have also repeatedly spoken out against a bed-and-breakfast-type mini-hotel component, comprised of two buildings with 10 units each, which was included in the original conceptual design for the project. The city’s Parks and Recreation Advisory Board made a recommendation to the City Commission in June saying it strongly opposed any type of bed and breakfast or hotel on the park property. “We are not looking at bed and breakfasts, we are not doing hotels,” CRA Director Nguyen Tran told the CRA Board and the public. “That is no longer part of this project.” Mayor Rex Hardin asked: “Can you say that again Mr. Tran?” “It was a conceptual idea to start conversations,” Tran continued. “We got feedback from everybody, they don’t want it. It’s off the table.” “There we go,” said Hardin. Tran said the plan is to renovate, and possibly repurpose, the existing civic building, which is currently used for community meetings and activities. Both the north and south shuffle board courts will be removed from the park. The south shuffle board courts will remain until a site plan is approved. Another step needed to relocate

the McNab House was for the CRA to enter into a lease agreement with the City, the owner of McNab Park. The CRA Board, at its July meeting, approved an agreement to lease from the City roughly the northern half of the 2.5-acre park, which is in the East CRA district. Since the City doesn’t own the site of the Chamber building, it is not included in the lease. However, when the City does acquire the Chamber parcel, the CRA will come back for an amendment to the lease, said Tran. The term of the lease is for 50 years. The CRA will commit to spend a minimum of $2.7 million on capital improvements within four years of the effective date of the lease. At least $1,350,000 of that amount must be spent within the first two years.

The City Commission approved the lease at its July 23 meeting. The CRA will pay a total rent of $10 per year for the full term of the lease. Before the lease expires, it can be negotiated for a new term of 50 years. An architectural firm, Bermello

Ajamil & Partners, has been hired to design a master plan of the entire park in an effort to activate and improve it. Tran said a master plan is needed to know how the house and botanical garden will work in relation with the rest of the park, but no other improvements identified in the master plan will be carried out, unless further direction is given by the CRA Board and the City Commission. The area leased by the CRA includes the park’s existing parking lot, which will be reconfigured because it only has one driveway to go in and out. There is also an opportunity to acquire additional property for parking, said Tran. The CRA’s original estimates to move the house and garage to McNab Park were $350,000 to $400,000. Two proposals from moving companies were received in response to a solicitation for bids issued in July – one from Modern House & Building Movers and one from Brownie Structural Movers. A contract for the selected mover is anticipated to be approved by the CRA Board in September. Bermello Ajamil & Partners (B&A) is expected to present a preliminary master plan for McNab Park to a joint meeting of the East CRA Advisory Committee and the Parks and Recreation Advisory Board in September. B&A is the firm that developed the City’s first ever Parks Master Plan, which was adopted in 2013. B&A’s scope of services for the McNab House relocation project includes conducting public outreach meetings, in order to “design something that’s going to be ultimately enjoyed by everybody,” said Tran. City Beat Plans For New A1A Condo Get Approval from Planning and Zoning Board Plans to build a 22-story, oceanfront condominium in Pompano Beach moved forward when the Planning and Zoning Board, at its July meeting, approved a rezoning request from the developer, as well as a site plan. The residential development, called 1116 North Ocean, will be located at 1112-1116 N. Ocean Blvd., directly on the beach, on a 2.9-acre property that is currently vacant. The project has been modified significantly since the original site plan was approved in 2011. The Planning and Zoning Board approved an application submitted by the developer, The Related Group, to amend the zoning of the property – which is a Residential Planned Unit Development (RPUD) – in order

The new building design is “less intense” and “in greater conformity with the surrounding area,” according to the rezoning application documents. In addition, two major curb cuts on A1A have been reduced to one, which “enhances the pedestrian environment.” The architectural style is more

contemporary, and the overall square footage of the building is less than it was in the old project. Units will range in size from 1,900 to 2,400 square feet, with prices from $1 million to $1.8 million. The south side of the property will include a five-foot-wide beach access, with landscaping on either side, which the Planning and Zoning Board requested be marked so the public will know it’s available. The Planning and Zoning Board also approved the developer’s request for an Air Park Obstruction permit, which was required because the project site is located within the Air Park Overlay District, and the proposed height of the building is considered an obstruction. The Federal Aviation Administration determined that the building’s height will not be a hazard to air navigation. A consultant planner for the City explained that the project site has an irregular shape which creates problems with traditional design, and makes the property suitable for RPUD zoning. RPUD sites are required to be a minimum of five acres, but since the property is under that size, the requirement will need to be waived by the City Commission. Y

City Beat City Commission Approves 205-Foot Height for “Twin Towers” Despite Neighbors’ Concerns At its July 23 meeting, the City Commission approved, in a 4:2 vote, a developer’s request to rezone land located at 1508 N. Ocean Blvd. in order to build a 205-foot-high “twin towers” project, which many residents in the surrounding neighborhood strongly oppose. The maximum height allowable before the zoning change was 105 feet. The site of the proposed project, known as Ocean Park Beach Residences, is located on a 0.62-acre parcel of land at the southeast corner of the NE 16th Street and A1A intersection, just next to North Ocean Park. The developer, Mount Vernon Property Holdings, is planning to construct two towers of condominiums with a total of 28 units (a single unit per floor), and 1,500 to 3,500 square feet of ground-floor commercial space, which will possibly include a café. Prices for these condos are likely to be among the most expensive ever built in Pompano Beach. The towers are 19 stories high, approximately 50 feet taller than their closest multi-family neighbor, Tiffany Gardens to the north, which stands at 145 feet, but was built before the 105-foot height restriction was established. The majority of residents who spoke during a public comment period that lasted over 90 minutes told the Commission they opposed the project and the rezoning of the property. They expressed concern about the height of the buildings, insufficient parking, potential traffic issues, incompatibility with the proposed site and putting too much on such a small parcel. The weekend prior to the commission meeting, residents had staged a rally at the development site to protest the project.

Proponents of the project said it is “forward-looking,” low in density, will create jobs, increase the tax base, and is the “highest and best use” for the site. The Commissioners said they had received numerous e-mails, letters, and phone calls from residents both for and against the project. The developer is proposing to carry out $300,000 of improvements to North Ocean Park, but some residents are concerned that the oceanfront park will be made to look like a private plaza for the two towers and their residents, rather than a public city park that is designated as one of the resources along the Broward County A1A Scenic Highway. Mayor Rex Hardin assured residents that “it’s a City of Pompano Beach park and will remain a City park.” Hardin refuted insinuations made by a resident that the votes of certain commissioners were influenced by campaign contributions they received from parties involved in the development of the project. “Everyone who’s up here, we’re voting what we feel is best for the City of Pompano Beach,” said Hardin. “Any suggestion that that dictates someone’s vote is plainly wrong.”

Hardin, who voted against the rezoning, said: “It’s a beautiful project but not in that spot. It’s just not compatible with that park being right behind it. I think it’s just too large. It’s not really even just the small lot size; it’s more where it’s at.” Commissioner Beverly Perkins, who also voted against the project, said she was “listening to the residents.” “I would be very passionate about what’s going to be built next to me or across the street,” she said. “So, I do understand.” The City Commission approved the proposed rezoning in a 4:2 vote on first reading at its July 9 meeting, with Hardin and Perkins casting the ‘no’ votes. The ordinance approved by the Commission will rezone the project site from RM-45 multi-family residential to a Planned Development Infill (PD-I) district. PD-I zoning is intended to provide flexibility to enable mixed-use development on relatively small sites within the city’s already developed areas. In December 2017, the developer’s application to rezone the property was unanimously denied by the Planning and Zoning Board in a 6:0 vote. At that time, the project consisted of two 248-foot-high towers with a total of 35 residential units. The mixed-use being proposed was 768 square feet of unmanned kiosks and a 400-squarefoot Broward Sheriff’s Office substation on the ground floor, which are no longer part of the project. One of the main reasons for the Planning and Zoning Board’s denial was that the project did not meet the mixed-use requirements for a PD-I zoning district. It was explained by a City consultant that a project has to go back to the Planning and Zoning Board only if the scope of the project has been increased, and in this case, there was a reduction in density and height. Among the four commissioners who voted in favor or the project was Commissioner Rhonda Eaton, who sat on the Planning and Zoning Board when the original project was denied. “Change is difficult sometimes,” said Eaton. “I also ask when I consider these things: If not this, then what… a monolithic block? Commissioner Andrea McGee of District 1, where the project is being

proposed, also cast a ‘yes’ vote. McGee said she thought the project that was submitted by the developer in 2017 was too high and too big, but she supports the new smaller plan. One resident who gave sworn testimony at the meeting that approximately 1,600 residents from throughout the city had signed a petition opposing the rezoning said: “The voices of the community fell on deaf ears. The sky is now the limit even in low-height residential areas in Pompano Beach.” The Commission also approved a development agreement that identifies the specific improvements to North Ocean Park being offered by the developer, which include a new pavilion, restrooms, exterior showers,

seating, landscaping, picnic tables, BBQ grills and fitness and exercise equipment. The developer will present a park improvement site plan to the city’s Parks and Recreation Advisory Board, and all improvements that occur at North Ocean Park must have City approval. Changes to the park must also comply with all guidelines consistent with the park’s AIA Scenic Highway designation. Y

Pompano Beach Fishing Village Makes Progress The beachside development project known as the Pompano Beach Fishing Village continues to make progress, and the City Commission, at its meeting on July 23, gave its preliminary approval for an amended development timeline. The first component to be completed on the Fishing Village site, which is next to the Pompano Beach Pier, was the Pier Parking Garage in 2016, followed by the Pompano Beach House restaurant, which opened last year. According to Tim Hernandez of Pompano Pier Associates, the developer of the project, the opening of Oceanic restaurant is coming up soon. The restaurant is for the most part done, and only the high-end details need to be finished. Lucky Fish Beach Bar and Grill has started construction, but due to additional permitting requirements, the expected completion date has been pushed back to February 2020.They will be turning the pier’s old concession stand into a kitchen and will then build a

circular pavilion-style bar. A lease for an event venue was signed in July with New Yorkbased Apogee Events, a high-end event space operator. The event venue is expected to be 15,000 to 18,000 square feet over two floors, with a rooftop deck that will have views over the ocean. Construction is currently expected to start in November 2020, with completion in December 2021. Construction of Alvin’s Island, a beach goods store, is expected to be completed by the end of November 2019, and should be open for business shortly thereafter. The building that will house BurgerFi, Kilwins and Cannoli Kitchen is well under way, and is anticipated to be completed at the end of June 2020. The dual-branded Hilton hotel that will be part of the Fishing Village had its groundbreaking ceremony in May. The five-story hotel is being built on what is formerly a city-owned parking lot, just west of the pier and

south of the parking garage. The targeted opening date of the hotel is December 2020. Much of the structural work for the first level has been completed, as the construction crew has been working long hours and often six days a week. The 6,000 square feet of retail space on the ground level of the Pier Parking Garage is not being leased just yet, as it is directly across from the hotel construction site. The retail space can accommodate one to six separate uses, and is expected to be completed in December 2020, to coincide with the opening of the hotel. City Manager Greg Harrison said the new development timeline for the Pompano Beach Fishing Village will not affect the grand opening of the reconstructed pier, which is slated for October. The updated timeline, which is an amendment to the development agreement between the City and Pompano Pier Associates, is expected to go before the City Commission for a second and final vote this month. City Beat Beachfest: New Music Festival on the Beach Coming Soon to Pompano Starting next year, Pompano Beach will hold an annual two-day musical festival on the City’s main public beach, north of the pier up to about NE Fifth St. The festival will feature major headlining rock acts, but will also include artists from a variety of genres, Assistant City Manager Earl Bosworth told the City Commission in July. The Commission unanimously approved a five-year license agreement with Beachfest Entertainment, the promoter that will be organizing and hosting the event. Beachfest will take place on mutually agreed upon dates for each year the agreement is active, and will start at noon. It is expected Beachfest will become one of the major events and fun things to do in Pompano Beach. Bosworth explained that three stages will be placed in an enclosed area on the beach, one at the area behind and slightly north of the Beach House restaurant; one adjacent to the restroom facilities in the center of the festival site; and one smaller stage for local acts at the north end of the site. Vendors will be situated along the east side of N. Pompano Beach Boulevard. Depending on the acts secured for the festival, attendance is estimated at up to 20,000 people per day. As per its license agreement with the City, Beachfest Entertainment will provide the City, at least six weeks prior to each festival, a

parking plan that includes a site map showing available parking for patrons, vendors, water taxis, talent, rideshare pick-up and drop-off locations, a shuttle route map and a list of adequate signage to direct patrons to and from the event. The proposed parking plan will be reviewed by the city’s traffic control and life safety personnel, and modified if necessary. Beachfest Entertainment will be responsible for securing an adequate number of shuttles to provide patrons free transportation to and from the event, and will secure off-site parking for patrons, and shuttle pick-up and drop-off locations. At least four weeks prior to the event, all residences and businesses within one mile of the event will be given written notice of the event dates, times, location and all associated road closures. The promoter will also provide a nationwide mass marketing campaign promoting the event, including print, social media and television advertisements, and will secure all event sponsorships, as well as multiple logo and branding recognition for the City. The City will “make every reasonable effort to keep boats at an agreed to distance offshore from the event,” and in accordance with City regulations and ordinances. The City will provide marketing support, as well as logistical help with traffic, transportation and parking issues.

The City will receive $2 per ticket sold for entry to the event. Up to $75,000 of in-kind services will be provided by the City, which will include staff from the Public Works and Parks and Recreation departments, as well as contract execution and management. When asked by Mayor Rex Hardin if he had an estimate of the revenue that the event would bring into the City, Bosworth said that festivals such as Tortuga and Riptide on Fort Lauderdale Beach, and the Hangout festival in the Panhandle area, get $35,000 to $40,000 over a two-and-a-half to three-day festival, with a total economic impact of about $32 million. Bosworth said the event will help promote tourism, drive economic impact and further enhance the city’s cultural environment through the development of the arts. Roy Anthony of Beachfest Entertainment said he has five years’ experience in Broward County holding major music festivals in Pembroke Pines, Miramar and Sunrise. He said the firm usually hires approximately 350-400 people, some not just for the two-day weekend, and will start looking for local talent to help them put the production together. Anthony said they will also be looking to the city’s restaurants to support their vendor program, and during festivals they have organized in other cities in recent years, about seven local hotels typically sold out. The event will bring the city national, and likely international, attention on the tourism destination stage, said Bosworth, but “is also a great event for our quality of life.” Y

Pompano Beach: Heading Toward a Positive Future? BY JEFF LEVINE

INTO THE 1980'S POMPANO BEACH WAS THE THIRD LARGEST CITY IN BROWARD COUNTY AND WAS GROWING FAST. PRIOR DECADES BROUGHT DOZENS OF HIGH-RISE CONDOS TO A1A and new housing developments in Harbor Village, the Highlands and elsewhere. The next twenty years saw minimal new development and even the opposite. The iconic Howard Johnson hotel was torn down, the Fisherman's Wharf oceanfront restaurant blew away and stores up and down the city's main streets closed down and were boarded up. About ten years ago, Redevelopment Management Associates

(RMA) was hired to run the City's Community Redevelopment Agencies. In relatively short time, the beach area was rejuvenated, shops on Atlantic Blvd. got major makeovers, an arts district was created in the battered old downtown area and new stores and restaurants opened in long closed locations.

The changes, mainly funded by public dollars, were applauded by most residents, who generally supported the plans. Except, many really didn't understand the whole plan. It was easy to fancy a prettier beach or the opening of The Foundry in place of a closed fish shop. But...the largely cosmetic makeover was done to attract private investment money to fuel a much bigger redevelopment of the city. That plan has been very successful, perhaps more so than the city even expected. We're now seeing dozens of new mixed-use and residential projects, representing thousands of new housing units recently completed, currently underway or soon to break ground. Those plans seem to be making some residents nervous. For the most part, complaints have largely come from those closest to the specific ventures. In the past couple of months, residents living near the current McNab House property (where over 300 new units will be built), Hidden Harbour (also 300+ units) and the "Twin Tower" project on A1A have been very vocal opponents. However, if you ask residents elsewhere in the city about those plans, you will get mostly positive feedback. Construction continues As more projects get closer to reality, down at the beach at the Pompano Beach Fishing it is likely that more neighbors will voice Village objections. Change can be scary. It can be inconvenient. It is also necessary. A city that was once filled with blight, stagnation and pessimism is now a place on the rise. The question isn't whether or not we should build. We either grow, or we decline. Keeping things as they are isn't reality. So, the question becomes: How do we best manage that growth? I would offer three important suggestions to help with the >>>

to their downfall. Among other things, this means making sure residents in the Northwest CRA area don't worry they will be priced out of and forced to move away from their homes. It also means improving communication with all residents. The city has had, and needs to, continue to have many forums explaining plans while in their early phases, allowing folks the opportunity to be heard. Lately, there have been several projects that seemed to pop up without much advance warning. That leads to fear and gossip. Get that message out as many ways as possible — e-mail blasts, social media, videos — any and every way for residents to be informed and involved. 2 DON'T OVERDO THE HIGH-RISE BUILDINGS. Based on current zoning rules and some loose plans that have surfaced, the majority of the south side of East Atlantic Blvd. from US1 to the ocean could consist of big buildings. We are a long way from this actually happening and hopefully the city will take a good hard look at potential plans including future proposals for the Atlantic Square shopping center and the area around the Rayvan building. There are other areas of the city where this could happen as well. Open space and visible blue skies need to be an important part of the mix. We are a beach town. It shouldn't feel like a big city or worse, Hallandale. 3 TRAFFIC! TRAFFIC! TRAFFIC! With new development, comes more cars and congestion. We are already seeing an increase in drive times along Federal Highway, Atlantic Blvd. and other roadways. We've got to begin addressing this now and not wait until the new condos and apartments have been built. There is no easy fix. So, we need to look at every option. Public transportation is great, but we haven't seen any examples of it reducing traffic in Broward County. Mass transit might be in the mix, but can only be a small piece of the solution. We need to move the cars faster with tools such as improved synchronization of traffic lights and better turn lanes (or no turns at certain intersections). I'm not an expert but let's implement some traffic flow improvements as quickly as possible. And, last but not least, I urge the city to re-consider reducing the Atlantic Boulevard-Dixie Highway corridor from three lanes to two. Maybe I am thick headed but I just can't see this becoming anything but a traffic nightmare. The key to the future of Pompano Beach is balancing the new development while properly addressing the issues increased development brings. We seem to have a mayor and several city commission members who understand this. Muddling My Way to the Perfect Mojito BY DAWNE RICHARDS

YOU MIGHT BE WONDERING “WHAT DO MOJITOS HAVE TO DO WITH SEPTEMBER?” I’LL GET THE SUSPENSE OUT OF THE WAY: NOTHING, UNLESS you’re the parent of school-age children and you’re celebrating that school has (finally) started again. However, since summer is mojito season, it’s the perfect year-round Florida drink. So there. Personally, I’m not a big drinker, except for those times in college that are best left in the past. Lately, though, I’ve developed an interest in learning how to make a few festive drinks, which of course requires having a properly stocked home bar. I went out and got the basics. I prepared for this shopping extravaganza by taking a trip down Memory Lane to the house I grew up in. If you’re of a certain age, your parents probably managed to have a fridge/pantry/bar that always had everything needed no matter the occasion, and none of it ever went bad. This is a superpower that I fear will vanish with the Greatest Generation. But I digress. Again. Anyway, here I was, with everything I needed to be a Cocktail

Queen. First came a few disastrous experiments in mai tais. They weren’t just waaay too strong; they validated the professionals’ insistence that you must have good orgeat syrup to make a good mai tai. But that’s a story for another day. I moved on to my next casualty — the daiquiri. I found the recipe by searching for “three-ingredient daquiris,” and the result was as fabulous as you might expect. After the daiquiri debacle, I shifted my focus to mojitos, for one main reason: Nostalgia. Nostalgia for what, I’m not sure, because my parents probably never even considered serving mojitos. But somehow, I just knew that if I’d been the Child of Cool 1960s parents, we would have served mojitos. Anyway, mojitos met my three firm requirements: no orgeat; not too strong; and gives me the ability to look at once worldly and authentic* while picking mint from my own garden Before you run out and get a mint plant, you should know that the mojito ranks as one of bartenders’ “most hated drink requests,” because it’s time-consuming and labor-intensive. Naturally, I didn’t see this critical information beforehand. Nevertheless, I’m finding real zen in the slicing, and the juicing, and the muddling. Really. I go outside, pick some mint, quarter the lime, and begin muddling. And muddling. And muddling. It’s an excellent metaphor for life. So pick some mint, juice some limes, and muddle away! And if you don’t like the result, there are 3,999,999 more recipes to try. Looking for virgin mojitos? There are over five million recipes for those. Y

The Moshakos family — Lou and Joy, the founders of LM Restaurants, and their daughter Amber, now LM’s president — are the brains behind Oceanic, the new, highly anticipated oceanside restaurant soon to open right next to the Pompano Beach fishing pier. On July 31, the warm and hospitable family gave Pompano! magazine a private tour of Oceanic, which is still under construction but is in the final phases of its completion. With caution, Lou said the restaurant should hopefully be completed in September, barring any unforeseen hurdles. The word “wonder,” Amber said, has been the central word from which her family and their team conceptualized the restaurant’s architecture, design, menu, bar program and atmosphere. They were looking to capture the enchanting essence of the sea and pay homage to the restaurant’s majestic beachside location. “The concept idea from the beginning was how do we capture that awe and wonder of the ocean?” said Amber. “Thinking of those transatlantic voyages so many years ago, how do we create that awe and wonder? There’s a Jacques Cousteau quote that completely captures the essence of what this brand is going to be: ‘The sea, once it casts its spell, holds one in its net of wonder forever.’”

Upon taking the tour, it became apparent just what Amber meant. The oceanside restaurant indeed casts a certain spell.

THE DESIGN

The design is both ethereal and captivating. It was envisioned, Amber said, to evoke the feeling of being in the hull of a grand ocean liner. Arched wooden beams in the ceiling, massive glass windows peering out over the ocean and shades of blue throughout capture this spirit. The main dining room is lined on both the east and south sides with vast, floor-to-ceiling glass doors, which slide open and extend out to the bar, lounge and patio deck. Expansive views of the ocean are on every side, and the patio overlooks Pompano Beach’s new fishing pier. The old fishing pier building stands adjacent to the restaurant, maintaining a sense of the area’s historical roots. On the west side of the first floor is a grand, circular dining room with a cavernous, 25-foot-high ceiling. Cascading shades of aquamarine, teal and blue lead upward to skylights. and evoking an abstract sense of fish swimming under water. The room makes one feel as if they are standing in the center of a mythical aquarium. Frayed boat ropes hang Edison bulbs in the front entrance, and modern art pieces made of ocean drift wood are spotted throughout the first floor design. In addition to the drift wood elements, Amber said her family saved some of the historic wood from the original Pompano Beach Fishing Pier to craft a cool entrance table with artifacts from Pompano Beach’s oceanside history. Venturing upstairs to the second floor, one will find a stunning special events space with its own functioning kitchen that stretches out to another expansive bar, patio and lounge. The second floor, too, has open-air, floor-to-ceiling, glass sliding doors. The upstairs space will primarily be used for special events and weddings for up to 400 people, but if the demand warrants, the second floor may be utilized for the restaurant. All together, the restaurant is 20,000 square feet, with more than 9,000 of those open-air. Creating such a magnificent restaurant was no small feat. The project, Lou said, has been five years in the making and has gone through three architects and three design teams. Lou said that just when he thought his architectural plans were complete and ready to go, Amber sent him back to the drawing board urging him to think bigger. She wanted the entrance to be grander and more welcoming. “I said, ‘We can do better than this,’” Amber recalled. “We asked the second architect to dream. He came back with this idea of the hull of a ship. The first architect was an absolute specialist when it came to operational layouts and where you put the drains and how you get the flow and where are your operational challenges. The

other architect was more the visionary on how do you really transform what this architecture is going to look like.” The results are stunning, from both the interior and exterior.

THE FOOD & DRINKS

Like the architecture and design, the menu has been crafted to honor the ocean. “The fresh local seafood is the emphasis,” said Executive Chef Brian Cantrell. “We’re going to be offering fresh seafood and local fish everyday. We’ll do a whole fish every day. Our featured menu is going to be very large. Its going to have all of our raw bar on it — so our fresh oysters and our shellfish and shrimp cocktail, and lobster cocktail. Then the fish we’re doing is local stuff — grouper, cobia, mahi — whatever is the freshest. We’ll have a great offering of high-end steaks as well.” Cantrell has an impressive career working in high-end seafood restaurants all over South Florida. “I was in Miami Beach for ten years. I opened up Prime 112, was the chef at Nemo for six years, and was at a Fish Called Avalon on Ocean Drive for three years,” Cantrell said. “I worked at Blue Moon here in Fort Lauderdale for about five years and helped them when they remodeled and re-did their menu as well. And more recently, I was in Deerfield at Oceans 234 and Gigi’s in Hollywood.” Cantrell’s motto is “What grows together, goes together.” Diners can expect food that is bold, colorful and healthy. “I try to give a lot of big flavors — not muddled and very health-oriented,” he said. The bar program at Oceanic is rather progressive. The restaurant will offer 24 wines on tap. Wines on tap, though not common, is a concept that is growing in popularity in the restaurant industry because the dispensing system allows for custom temperature pours and is a more eco-friendly system. One keg of wine equals more than 26 bottles of wine, and over a keg’s lifetime 3,000 bottles will avoid landfills. LM Restaurants started pouring wines on tap at some of their restaurants eight years ago. “This keg system allows us to pour a wine at the perfect temperature every single time. And from a guest perspective, they’re able to taste different wines that sometimes would be out of their price range. Plus, [CONTINUED ON PAGE 54]

On a recent trip, we had the smoked salmon pizza for lunch. It was fresh, tasty and satisfying. They have a full menu with salads, sandwiches and entrées. Calypso Restaurant and Raw Bar. CARIBBEAN Since they opened their doors in 1990, Calypso has been a local favorite. This gem of a restaurant is known for their fresh, wild caught fish, Bahamian conch dishes, Jamaican jerk and American favorites all served with an island flair. On any given day, look around and you’ll see fellow diners devouring their house special cutter (sandwich) — sautéed shrimp with garlic butter, mushrooms and cheddar all stuffed into a hollowed out kaiser roll. Check out the special board for a variety of locally caught fish with everything from grouper to snapper to wahoo among others. Plenty of land lubber options are also available including filet mignon. For island comfort food, don’t miss one of their curries or rotis. Fresh oysters and clams are also available. Wash it all down with a draft beer, a glass of wine or choose from over 40 different bottled beers. ITALIAN Wow! What a find. This small but impressive Italian eatery is delightful. We can’t really tell you what to try because the menu changes daily. However, we are willing to bet you will fall in love with this place which feels like it just plopped into Pompano straight from the hills of Tuscany. Reservations are highly recommended. a change in your restaurant rotation, take a trip back to the old country at Checkers Old Munchen. The restaurant’s exposed wood framing is reminiscent of the German half-timbered architectural style and the walls are lined with classic German beer steins. For a traditional German meal, try the wiener schnitzel — it’s divine — a lightly breaded veal cutlet sautéed in lemon butter and topped with homemade brown gravy. The spaetzle (German noodles) are a real homemade treat and not to be missed — throw a little of that brown gravy on them and they could be a meal unto themselves. The red cabbage is both classically sweet and sour and there are other side options too including potato dumplings, potato salad and even hot potato salad. As you look around, you can’t help but get the feeling that most of the patrons are returning customers. And the next time we get a hankering for some

The atmosphere is friendly and fun all around. There is outdoor patio seating available and a large U-shaped bar inside. The portions are generous — certainly enough for a doggie bag. We enjoyed the spicy shrimp tacos — soft flour tortillas filled with Cajun-grilled shrimp in a spicy chile lime sauce, topped with cilantro slaw, avocado and pico de gallo. The menu has a lot more than tacos — there’s all the Mexican favorites plus burgers, sandwiches, steaks and more. So we feel it’s perfect.” In addition to wines on tap, the restaurant will offer craft cocktails on tap, as well as a regular menu of craft cocktails made with fresh ingredients — a menu planned by a team of LM Restaurant’s best mixologists. “Were putting as much emphasis and focus on our bar program as we are our culinary and our hospitality,” Amber said.

Oceanic is really a coming home story for the Moshakos family who started LM Restaurants more than 41 years ago in Deerfield Beach. Their first restaurant, Seafood Shanty, was opened in 1978 at the corner of Hillsboro and Federal, where the Walgreens now sits. Seafood Shanty was a 48-seat restaurant and the “quintessential family business,” said Amber. “My mom was cooking in the kitchen until mom was pregnant with me…Dad was working the raw bar. My aunt served. My grandmother was the hostess at various points. So it was truly a family run and started business,” said Amber. In the 41 years the Moshakos family has been operating LM Restaurants, which is now based out of Raleigh, N.C, the group has opened up seven restaurant concepts including Vidrio, Bluewater Waterfront Grill, Hops Supply Co., Taverna Agora, Carolina Ale House, Oceanic and Henry’s. Amber said the success of LM can be attributed to Lou and Joy’s working partnership. “Watching them dynamically work together — its magical,” she said. “Mom’s strengths complement dad’s. Dad is the visionary and he sees things so far ahead of time. And then mom is the one that can be systems, process, meticulous details.” Lou grew up in a farming town in Greece before immigrating to Canada. Joy’s lineage is from Newfoundland — a community of tight-knit fisherman. The couple, Amber said, inherited the same core values. “They are very family driven and focused on the earth and the community,” she said. “I think it’s because they came from fishermen and farmers.” The Moshakos try to instill those values in LM Restaurants, making staff family, honoring the communities and cultures in which their restaurants operate, sourcing fresh ingredients and promoting ecofriendly practices. Lou said he’s thrilled to have taken LM Restaurants full circle and landed back near Deerfield Beach: “This is a really exciting time for our family to be coming home to where it all began.” Y
