Fleetwood 175th Anniversary On behalf of Fleetwood Museum Trust and the Fleetwood "175" Committee, may I thank the people of Fleetwood and surrounding area for their support in attending the Archive Film Show at the Marine Hall on Tuesday 11th. January. All 550 tickets were sold and it was good to see the Marine Hall almost full to capacity. My thanks also go to the local traders who donated items for raffle prizes; to all the staff at the Marine Hall whose help and consideration with all the arrangements for the evening was very much appreciated and to Lynn Asghar and the Museum Volunteers who helped arrange the evening and sold raffle tickets and Museum items. When Fleetwood Museum opens for the 2011 season on April 1st, there will be a special exhibition commemorating our 175 year history. Do visit the Museum to go down "Memory Lane" again. Go ahead sought for Wyre dog control orders Wyre's open spaces are set to become more enjoyable for all, with more action against irresponsible dog owners. Following widespread consultation with the public, a series of dog control orders are being recommended to Wyre Borough Council's ruling Cabinet on Monday (31 January) making it clear where dogs can be walked freely, where they should be on a lead and how many can be walked at once. Because the orders are easier to understand and enforce than the existing raft of bye-laws, it will be harder for irresponsible dog owners to spoil other people's enjoyment. This is particularly the case in such areas as children's playgrounds and cemeteries where dogs will be excluded altogether. Under the orders, up to five restrictions could apply on each piece of public land. Fixed penalty notices can be issued by council officials and PCSOs for: - failing to remove dog faeces - not keeping dog on a lead - not putting a dog on a lead when requested to do so by an authorised officer - permitting a dog to enter land from which dogs are excluded - taking more than four dogs on to the land

People with registered guide dogs or trained assistance dogs will be exempt. Councillor Paul Moon, Cabinet member with responsibility for the control of dogs, said: "The current system of bye-laws is very confusing because they were brought in at different times under various government acts, some of which have now been repealed. "Single dog control orders are much easier to understand. "This will not be a blanket ban on dogs, as some people have been suggesting. We are looking to bring in restrictions only where specific problems have occurred in the past. Following feedback from dog walkers, rules have actually been relaxed in some areas. "Nor should the orders been seen as discriminating against dog owners. Our public spaces are there for everyone to enjoy and we simply want to make it easier to punish the irresponsible few who spoil our parks, beaches and playgrounds with their thoughtless behaviour." A review of all the orders every six to 12 months is also being proposed so that they can be amended in necessary following feedback from the public. If the go ahead for the scheme is given, signs will need to be installed at each site before the orders can be effective and this will take place as soon as possible. Until such time all existing bye-laws are still in place.

WALKING FOR HEALTH Health walk scheme renews national accolade Congratulations to the Walkin’ Wyre health walk scheme, which has renewed its accreditation through Walking for Health, a joint initiative between Natural England and the Department of Health. The Walkin’ Wyre scheme which originally started in 2004 and first gained accreditation in February 2008, has again demonstrated that it meets the required criteria in its annual review. This includes offering led walks for beginners, meeting the Walking for Health safety and insurance standards for all walks and collecting basic monitoring information. As an accredited scheme, Walkin’ Wyre will benefit from being nationally evaluated, as well as being formally recognised by health professionals, prospective partners and funders. With support from Wyre Borough Council, Walkin’ Wyre is able to operate a referral system in partnership with Fylde Coast YMCA and NHS North Lancashire, where GPs and health practitioners can refer a person on to the scheme in order to improve their physical activity and improve health through walking. Councillor Lynne Bowen, Cabinet member with responsibility for Walkin’ Wyre at Wyre Borough Council, says: “We are very pleased to qualify for this accreditation for the fourth year in a row and it is great reward for the success of

Feta and Spinach free-form pie 25g butter, melted 10 sheets fresh filo pastry 200g feta cheese 250g baby leaf spinach 1tbsp golden raisins 1tbsp pine nuts 1 garlic clove, crushed Juice of 1 lemon 200g ricotta, drained
For the tomato relish:
Preheat the oven to 190C/fan 170C/gas 5. Brush a 20cmround, loose-bottomed tart tin with some of the butter. Lay over a few sheets of filo, slightly overlapping and brush the overhanging filo with more butter. Repeat to use up all the pastry. Set aside. Crumble 125g of the feta into a bowl and mix with the rest of the filling ingredients and some seasoning. Spoon into the filo pastry case and crumble over the remaining feta. Fold the overhanging filo over the filling and scrunch it up roughly to form an edge. Bake for 18-20 minutes until golden and crisp and the filling is piping hot.
Meanwhile, make the relish. Heat the oil in a large frying pan over a medium heat. Add the onion, carrot and garlic, and cook, stirring, for five minutes. Stir in the puree, cinnamon and tomatoes, and cook for 2-3 minutes. Add the stock and simmer for 8-10 minutes, until reduced slightly. Season to taste. Serve with the filo tart.

Seared Salmon with Cucumber, Ginger & Hot Chilli Salsa 1 small or 1/2 large cucumber 2 red chillies, halved, seeded and finely chopped Small handful of fresh flatleaf parsley leaves, chopped Small handful of fresh mint leaves, chopped 1tbsp grated fresh root ginger 4 skinned salmon fillets (about 200-250g each) Splash of olive oil 250g tub creme fraiche
Halve and seed the cucumber, then cut the flesh into small dice. Put into a bowl and stir in the chopped chillies, parsley, mint, ginger and some seasoning. Set aside. Brush the salmon fillets on both sides with olive oil. Heat a little oil in a large frying pan and sear the salmon for 2-3 minutes on each side until just tender and cooked through. Divide among four plates. Spoon a dollop of creme fraiche on each, then top with the hot chilli salsa.

Funding to continue for Wyre PCSOs Wyre Borough Council has pledged to continue its funding for Police Community Support Officers (PCSOs). Financial support for this valuable community resource has been provided by the council for the past five years, with the current agreement coming to an end in March. This will now be extended for the foreseeable future (subject to Cabinet approval) following feedback from the public and a scrutiny exercise which reviewed the service provided by the PCSOs in Wyre. Discussions will take place between the council and Lancashire Constabulary to determine exact requirements and how things can be taken forward.
"We have also seen plenty of evidence of the excellent work the officers have done on the ground to reduce low level crime, disorder and anti-social behaviour.

NCI Rossall Point Voluntary organisations come in all shapes and sizes, providing support when local services aren’t able to meet their needs, mainly through lack of funds. The National Coastwatch Institution is no exception. Set up in 1994, following the closure of local Coast Guard stations, the NCI became the ‘eyes along the coast’ and has currently re opened over 40 stations, manned by volunteers and funded by donations, around our coast line. The Fylde has the only NCI Station in the North West, situated at Rossall Point, with widespread views across Morecambe Bay. It is notorious for its ever changing sands and fast flowing tides. NCI Rossall Point recently achieved the Deferred Status Facility, which followed a joint exercise with HM Coast Guard and the RNLI. This assessment means we were passed fit to be integrated into the National Search and Recue organisation.
Training is kindly provided by Fleetwood Nautical College, every Wednesday evening at 7 and includes radio and radar training, chart work and weather recording. This year, as part of the Sea Change programme, instigated by Wyre BC, the NCI Rossall Point can look forward to moving into a new iconic ‘leaning’tower. Work is due to start in the spring with completion in September. Volunteers are always welcome, as are donations, towards the running costs of the station. The NCI Rossall Point is manned 7 days a week, 10 till 6 in Summer and till 4 in Winter. They work closely with HM Coast Guard, their first point of contact in the event of an emergency. Last year, we reported many incidents, including alerting the Coast Guard to a family of seven and a man walking his dog, all cut off from the rising tides.
