In Bloom groups, park volunteers and Council Tax-payers are the winners after work was completed on Fylde’s new community nursery. The £30,000 Growing Base project, at the rear of Ashton Gardens, started four months ago to turn a former Fylde Council parks depot into a nursery for volunteers across Fylde. Work has now been completed on a second polytunnel hothouse and a 30ft greenhouse. Together with raised planting beds, the Growing Base can now be used by council gardeners and volunteer gardeners to grow plants, bushes, vegetables, fruit and hanging baskets for parks and town centres across Fylde. Mark Wilde, Fylde Council’s parks and green spaces manager, said: “In Bloom groups have sprung up in every corner of Fylde in recent years. They do a superb job – but few have had proper access to proper nursery facilities.

“Other people want to garden but they also have few opportunities. The council had the former depot so, thanks to financial support from the area’s former Local Strategic Partnership, we’ve been able to improve the facility and open it to everyone. “Two of the council’s parks gardeners have also been appointed as qualified nurserymen. They will still do their gardening work but will be allowed some time each week to assist volunteers in growing their own plants. “The council used to run its own nursery but that stopped many years ago. The facility means we can now grow our own plants for parks – rather than buying them – and help residents and In Bloom groups in improving their own areas. “We hope this will become a horticultural centre for the whole community.”
In Bloom volunteers and Fylde Council’s parks staff are preparing Fylde for North West in Bloom judging. Judges will be in the area on 16, 17 and 18 July.

No cash grants were awarded when Fylde Town Centre Forum held its first meeting – although members have requested more details on one proposed scheme.

The six-member Forum represents businesses and town councils across Fylde and was established to administer the £100,000 High Street Innovation Fund cash given to the borough by Whitehall. Forum members meet every three months to consider bids from traders and other organisations. Approved bids must show they will help businesspeople in town centres across the area. No bids were deemed suitable on Wednesday, although members have asked for more information on a proposed £40,000 Knowledge Transfer Partnership submitted by UCLAN (University of Central Lancashire). Councillor David Eaves, Fylde Council leader and chairman of Fylde Town Centre Forum, said: “Sadly we haven’t been able to give the green light to any scheme yet. “All the schemes were interesting and all the schemes represent a lot of hard work by their proposers. It is good that Fylde has people willing to think so intelligently.
Proposals rejected included a possible town centre manager and smaller schemes to support a toy shop, a craft base and a pet shop. Forum members will now consider developing a “business start-up/ business booster” element to the scheme to possibly help individual businesses in future bidding rounds. Councillor Eaves added: “UCLAN’s Knowledge Transfer Partnership would involve local traders sharing knowledge of things such as marketing and IT with experts and other traders across Britain. “It may or may not be of interest and we need more information before we can consider it more fully. “Fylde is fortunate compared to many parts of the country – our town centres are still pretty vibrant. Nevertheless we have to spend this money wisely so the search for strong and innovative projects will continue.”

Residents contact council about cold-calling Fylde residents have been contacting the council about companies cold-calling for business by claiming that their house could be in a higher Council Tax band than it should be and offering to apply for re-banding. Companies that offer this service do not do it for free. They are commercial enterprises and they are not working on behalf of Fylde Council. The advice being given to residents by Fylde Council is that if you believe your property is in the wrong Council Tax band then you can take action yourself. The Council Tax bands, based on a property’s valuation, determine how much Council Tax that householders must pay.
“The firms that offer this service are legitimate and residents can choose to use the service. However, some of the gains from any potential Council Tax reduction are offset by the fee charged by the company – and it is money that does not need to be paid. “Any householder can appeal themselves to the Valuation Office Agency, which sets the bandings, and it will cost them nothing. Their claim may or may not be successful. “There is no need to pay a penny and, in these difficult times, householders need all the help they can get. The sun is shining…and two months of work on the “new” Promenade Play Area is paying off. Hundreds of children have enjoyed the play area – adjoining the St Annes pitch and putt course - every day since work ended on the £56,000 project last week. Fourteen new items of equipment, all with a marine theme, have been fitted while new rubberised surfaces guarantee safety. The items of play equipment include an Octopus springer, a “solo dinghy”, a Viper five-child swing, a rope climbing frame, a see-saw, a slide, a rocking horse and spinning bowl.
Councillor Sue Fazackerley, Fylde Council cabinet member for Leisure and Culture, said: “It’s been a delight to see the children enjoying themselves. We have completely replaced the old equipment with the most modern items possible. “It all has a seaside theme as almost all the equipment features seashell, fish and starfish motifs. “Residents and visitors alike will benefit from this play area for many years to come. That entire length of prom is really looking the part as palm trees have now been planted in the prom gardens. “Visitors have been very appreciative – the council’s parks staff have all been thanked by visitors for their efforts in making the area look fantastic for the summer.”

Make the most of climbers in containers
If you need height and colour on your patio and you have a couple of large pots to hand, there's still time to plant a mixture of climbers to cover an obelisk or wigwam this summer to provide you with a riot of colour. Sweet peas are the most obvious choice and are still available in garden centres. Just a small pot of them should give you enough plants to cover canes or other supports and when they flower you should cut them regularly to give you the same scent and colour indoors as you'll have outside.
Tip… With sweet peas, the more you pick, the more prolific the flowering will become. Don't let them run to seed or the plant takes that as an indicator that flowering is over and will stop producing more blooms. Some clematis work really well in pots and good garden centres can recommend suitable types for the size of the pot and the area you have to cover. Clematis which build up a framework of branches, such as the early and mid-season hybrids, are the easiest to train, but take note of the height they'll reach before investing. Good specimens for pots include C. 'The President', which has deep purple blue flowers from late spring to early autumn, growing to 3m (10ft) and C. 'Edith', which bears large white flowers and deep red anthers, growing to 2m (6ft).

Some climbing annuals can provide a blaze of colour during the summer months, including black-eyed Susan (Thunbergia alata), which is perennial in its native Africa, but an annual here. Its stems wrap around supports to reach 2.5m (8ft) and it produces pretty yellow or orange flowers with a chocolate eye from summer through to autumn. Put it in a sheltered spot, shaded from the hottest sun. If you have a sunny corner and you want a tropical feel to your patio, invest in the canary creeper (Tropaeolum peregrinum), which produces bright yellow flowers with large upper petals that look like a bird's wings. it will flower all summer and can reach up to 4m (13ft) tall. Of course, no obelisk would be complete without nasturtiums, those sizzling flowers in shades of acid yellow, orange and red, which can ideally be placed near the kitchen so you can add the peppery leaves and flowers to salads. Look for the climbing varieties such as T. majus 'Jewel of Africa' and T. majus 'Tall Single Mixed' to give you columns of colour all summer long.
Other climbers which are ideal for containers include Morning Glory (Ipomoea tricolor), a half-hardy annual with large, trumpet-shaped flowers in blue or purple which will reach 1.5m (5ft) in a pot, Clematis 'Evening Star' and 'Kingfisher', as well as Trachelospermum jasminoides 'Variegatum', one of the best scented white climbers, which bears showers of starry white flowers which turn cream as they age.
Tip… When choosing a climber for the patio, select a container at least 45cm (18in) deep and wide. Plants always to better in larger pots. Bear in mind that one container thoughtfully positioned can serve as a focal point. It you want more than one pot, plant matching or toning plants in containers grouped around it, but not masking the climber itself. Make sure the grouped pots are similar in style and colour. Dog walkers are being reminded to bag and bin their pet’s waste to keep the borough clean and tidy. The dirt is a year-round health hazard despite the efforts of the council’s wardens and other citizens who sometimes ring the town hall with reports of offenders! It is unpleasant and can lead to blindness, so Fylde Council is reminding people that hundreds of litter bins borough-wide can now be used for dog-dirt. Sarah Wilson, Fylde Council’s principal waste development officer, said: “We make it as easy as possible for dog walkers by letting them use litter bins. Not all councils do that but we want to work with pet owners.
“We now have nine staff who are authorised to hand out £50 Fixed Penalty Notices to offenders. We also have a small army of members of the public who always let us know of areas where there is a problem. “Only last month one citizen gave us a description of who to look out for. We never fail to act if we get given good information and, on that occasion, we gave a ticket to the offender. “That’s not what we want to do though – we’d much rather that dog walkers used our hundreds of litter bins to clean up.” Anyone wishing to report dog-fouling should telephone 01253 658658 or report it online at the “residential” section of www.fylde.gov.uk

St Annes Carnival Competitions 2013 This years St Annes Carnival takes place on the weekend of 6th and 7th July. Each year we are encouraging more of the St Annes community to enter into our Carnival competitions and there is something for everyone, whether you prefer to enter as an individual, a group or as a school. This newsletter tells you all about the competitions, how you enter, when they will be judged and who to contact if you need some more information or even get help with materials for the miniature garden competition. Crackdown promised on fly-tip menace
Advice is available from Fylde Council on what checks householders should make with tradespeople they employ. Private skip hire is another option.
A new crackdown involving fines, vehicle checks and hidden cameras is being launched to stop the scourge of flytipping.
If homeowners have a tradesperson undertaking work on their property they must check that the tradesperson is either registered to carry waste away from the property or they have made suitable provision for the appropriate storage and disposal of waste such as a skip from a registered carrier of waste.
Removing illegally dumped waste across Fylde cost Council Tax-payers almost £20,000 in 2012 – and environmental health staff say it has to stop. Householders normally dispose of waste such as sinks, doors, rubble and windows legally either at the Civic Amenity Site at Saltcote Road in Lytham or by the householder contracting a licensed waste carrier. But hard times mean that a growing minority are risking £5,000 fines by appointing unlicensed cut-price door-to-door waste carriers who just dump the rubbish. Since 2005 it has been a legal requirement for householders to check the waste-carrying licence: if they don’t it is the householder who could be fined £5,000. Phil Dent, Fylde Council principal environmental protection officer, said: “Citizens should not have to put up with eyesores in lay-bys and on spare ground. There is even less reason why Council Tax-payers should be paying to clean up after fly-tippers. “Any day now we will be launching a new drive against this nuisance. We’ve got cameras to hide in known hot-spots and we’ll also be going through dumped items to look for clues as to who has dumped it. “The police will also be assisting council officers with regular stop-and-searches of waste-carrying vehicles. Offenders will be given a £300 fixed penalty notice.
If a waste carrier’s licence number is given by a tradesperson, its validity can be checked by going to http://www.environment-agency.gov.uk/ research/library/publicregisters/default.aspx or calling 08708 506506. Registered carriers can be checked by registration number, company name, town or post code. As an additional precaution, homeowners should: - Always record the registration number of the vehicle removing waste; - Ask for a receipt on headed paper; - Ask to pay by cheque, as payments can be traced if waste is fly-tipped.

Action urged over farmland flooding A leading councillor is urging Environment Agency chiefs not to drag their feet over plans to improve land drainage to the east and north of Lytham. The Environment Agency has said it will replace non-return valves at the Dock Bridge pump station and reducing nearby culvert silt this summer to speed the draining of water. The expected increased waterflow should draw more water from farmland to the rear of Lytham – farmland that has become increasingly waterlogged in recent years.
