lackpool’s families have been B celebrating their “outstanding” Five children's centres get top rating children’s centres. Grange Park Children’s Centre is the latest Blackpool Council children’s centre to have achieved an OFSTED report of “Outstanding”. With this report, now five out of the seven Blackpool centres that have been inspected, have achieved the highest rating.

Outstanding Grange Park now joins other centres, Mereside & Clifton, Thames, St Cuthbert’s & Palatine and Talbot & Brunswick Children’s Centres as “outstanding”. The OFSTED report praised the staff at the centre, saying that they were “enthusiastic” and “highly motivated”. It also commended the role that the centre played within the local area, calling it “hugely important to ….the wider communities of Grange Park and Layton.”

Testament Cllr Ivan Taylor, Blackpool Council Cabinet Member with responsibility for children’s centres, was also high in his praise for all the centres. He said: “All of the staff in our children’s centres are very professional and care a lot about the work that that they do to help improve families’ lives. These fantastic OFSTED reports are a testament to that. “The fact that we now have five centres which have been given this high standard shows just what fantastic learning facilities and support for families we have for children in

New Day Centre for Bispham ork has begun on a W brand new day care centre in the north of

Blackpool, as the old Bispham Library site is transformed in a £1m project. Blackpool Council and Blackpool Primary Care Trust are working together to develop the facility into a new hub for people with learning disabilities. The building is due to be opened in September 2012 and will make disabled facilities easier to access for people in the north of the town. Cllr Kath Rowson (pictured) joined members from Blackpool PCT and the Disability Partnership to celebrate the start of the work at an ‘earth breaking’ ceremony on the site last month. Along with another site at

the Centre for Independent Living on Whitegate Drive, the two facilities will replace the current Langdale Centre in Mereside. The transformation will include a special sensory pod, as well as a tranquil

An informative booklet has been introduced to help people on the Fylde Coast to better understand their rights. The Bright Yellow Booklet, produced by the Advice Link Network, will allow people from Blackpool, Wyre and Fylde to have improved guidance and information on their entitlements. At the launch of the booklet, Pam Cochrane, an Advice Link Coordinator said: “This network is the embodiment of the goodwill and expertise of local advice agencies reaching out to local people. “Even if you cannot get along to an appointment or drop in you can get in touch and the network will make sure you get access to the advice you need.” The booklet will soon be available from libraries, council offices, GP surgeries and other public outlets.

Blackpool’s teen pregnancy rates hit record low Blackpool’s teen pregnancy rates have hit a record low, according to statistics from the Office of National Statistics. Blackpool has been highlighted as one of the most improved areas for reducing teenage pregnancies, with this year’s statistics showing a 25.8% reduction from last year. The current rate for teenage pregnancies is now at 50 per thousand, the lowest rate since Blackpool became a unitary authority in 1998. Blackpool Council and NHS Blackpool have managed to maintain their commitment to funding in the preventative element of teenage pregnancy work.

News in brief Celebrate the Jubilee with a diamond street party People are being invited to organise a Blackpool street party, to celebrate this summer’s Diamond Jubilee. The jubilee celebrations, which take place on 2 – 5 June 2012, will celebrate the 60th anniversary of Queen Elizabeth II’s reign on the throne. As a part of the four day celebrations, people are being invited to close their road to traffic for the day and hold an outside party in their street. People can choose any day within the celebrations to have their street party. Cllr Fred Jackson, Cabinet Member for Streets and Transport, said: “The jubilee promises to be a great celebration all over the country and I hope that people will get into the spirit of it in Blackpool too.” If you wish to hold a street party, you must notify Blackpool Council so that we can close the road for you on that day. Thumbs up for Blackpool’s Leisure Centres Your leisure is our pleasure. That’s the message after the town’s leisure centres received a resounding thumbs up from their users. More than 800 customer satisfaction surveys were filled in over a six week period in October last year, as people were asked to rate all aspects of the services at each of the three Blackpool leisure centres. Each service was given an overall improved rating from the previous year’s survey with cleanliness of facilities, customer information available and the range of activities all rising by over 30%. 90% of people rated the overall service from Blackpool’s leisure centres as being either ‘good’ or ‘very good’, an increase of 64% from last year. Of the centres, Moor Park Health and Leisure Centre was given the highest overall rating, with over 95% of people who filled out the survey saying that their service was either ‘good’ or ‘very good’. Schools can sign up to a Schools’ Pledge and be part of a world record attempt across the country on May 18. There’ll also be a series of Big Dance events locally. Meanwhile the search is on for dancers to showcase their talents when the Olympic torch is passed through the resort in June. Said Sarah: “Seems as though 2012 is the year to perform!”

Meanwhile, the Friends of Anchorsholme Park Group was launched in February. It will work alongside Blackpool Council and local councillors to invest in the park and its facilities. So far a new archway has been installed, a new notice board ordered and new flowerbeds are to be planted at the entrance. Future plans include new archways, more flower beds and an investment in the facilities the park offers.

Blackpool’s new £100 Million tramway will be up and running from 4 April.

Back on track The four year project to replace 11 miles of track, create a new state-of-the-art depot and introduce 16 new trams is almost complete. The first passenger trams will be operational from Wednesday 4 April. Blackpool’s new trams have been built by Bombardier in Germany. The 16 ‘Flexity 2’ lowfloor articulated trams are 32 metres long and split into 5 sections, seating 74 passengers with space for wheelchairs and pushchairs and an additional 150 standing spaces. The new trams will not only be more comfortable, they will also speed up journey times with a more efficient acceleration rate, which could help to reduce some journey times by up to 15 minutes.

New strategy launched at conference Blackpool Council has launched a new strategy to combat cases of domestic and interpersonal violence and abuse. The strategy, agreed with partner organisations, provides a framework for them to work together to respond to and prevent such cases. It was launched at a conference at the Hilton Hotel in March, which also turned the spotlight on pioneering work in the resort. Councillor Sarah Riding, the Council’s Cabinet member for Equality and Diversity, said: “We have some of the best practice and the best teams working to prevent such crimes. We need people to understand how big an issue it is and get victims to be confident about reporting cases.” Strategy priorities include: Improving services to victims Making perpetrators accountable and also supporting them to change their behaviour Protecting victims and their families.

The recommendations included: The redrawing of some Area Panel/ Forum boundaries to align them more closely with the Lancashire Constabulary PACT areas and the neighbourhood service areas. That the Chairman and Vice Chairman of each Area Forum and consequently the Area Panel, would be Community Representatives, chosen by vote at local Area Forum meetings. That one of the Community Representatives on each Panel will be a Young People’s Representative who lives in the Forum area or is studying locally. That the Area Forum would vote on any funding applications, with the Area Panel, which will monitor spending, making urgent decisions if needed between Forum meetings.

Community representatives As part of the review of the Area Panels/ Forums, we will be seeking 42 Community Representatives to represent the local community for a two-year term of office commencing in May 2012. The Chairman and Vice Chairman of each Area Panel/ Forum will receive an annual allowance of £514 and £203 respectively, all other Community Representatives will receive an allowance of £75 per annum. Appointment will be by application form and a secret ballot to be held at the April/May cycle of meetings.

Sad Farewell lackpool Council is B mourning following the loss of two ward council-

lors. Cllr Mary Smith and Cllr Jim Houldsworth have both passed since the last edition of Your Blackpool. Cllr Smith served as Bloomfield ward councillor for more than 20 years and was dedicated to the residents she served. Cllr Houldsworth was

elected as Marton ward councillor in 2003. He was

instrumental in the work the Council did in remembering

ex-servicemen and played a big part in the establishment of the Fylde Memorial Arboretum and in the recent signing of the Community Covenant. In December Cllr Houldsworth was awarded the Blackpool medal, in recognition for his work serving the armed forces and veterans in Blackpool. Blackpool Council passes on condolences to family and friends of both councillors who be greatly missed. By-elections will be held for both wards in the coming months.

Blackpool Council - Working hard to keep your streets and parks free from dog mess t’s a heated topic that is brought Itime up by you, the public, time and again.

Nobody likes dog mess in public places, it’s dirty, dangerous and can be a serious health risk. We agree with you completely which is why we are now stepping up the campaign to keep our streets clean.

So what are we doing about it? We have recently launched our ‘Bag it Bin It’ campaign, to make it easier than ever for people to clean up after their dog, and for those who do not, we will be stepping up our enforcement activity. Wherever you go in Blackpool you will see ‘Bag It Bin It’ stickers on our bins, dog bag dispensers in our parks and a series of posters telling people how we are dealing with this problem. But we’re not stopping there because despite our best efforts there are people who will carry on letting their dogs foul our pavements and parks….…

Our next step is to take these people to task by issuing fines, and you as members of the public can help. We will be giving you a quick and easy way to pass information about irresponsible owners to the Council, anonymously if you wish. Cllr Fred Jackson, Cabinet Member for Streets, says: “The Bag It Bin It campaign is really starting to gather some momentum. “We have made it as easy as possible for owners to clear up after their dog, and we are aware that the majority of dog owners do so. “There are no excuses left now for those people who let their dogs foul on our streets and parks. We have played our part as the Council and given people a chance to do the right thing. We will take much stronger and toughter action on the people responsible.

Where do I put dog mess? You cannot walk past a litter bin without seeing the Bag It Bin It sticker – so if your

dog makes a mess - bag it - and when you have bagged it - bin it! Any bin will do. We can’t make it any easier!

Where can I get a bag from? They are no expensive and you can buy them in supermarkets and pet shops. Don’t leave your house to walk your dog without one. Even if you forget to take a bag with you while out with your dog, we have installed 35 bag dispensers, with 30,000 bags in our parks, so you know where to find one. There really is no excuse for not cleaning up.

I already clean up after my dog. What are you doing about the ones who never do? Blackpool Council is in the process of training many more of its frontline staff to deal with people who drop litter and let their dogs foul. This month, an additional

90 members of staff are receiving training to authorise them to report offences, challenge offenders and if necessary issue fixed penalty notices.

I know someone who regularly lets their dogs foul. Who do I tell and how do I get in touch with them? Many residents know whose dogs are responsible and where and when they walk their dogs and you can help us to be in the right place at the right time to deal with irresponsible owners. We have set up a confidential reporting line. We don’t need your name, just your help. If you have any information, contact 477477 and quote ‘Bag It Bin It’.

Will anyone find out if it was me who called the reporting line? No. All calls will be confidential. We’re only interested in catching the offenders.

Tramway Extension Blackpool Council is considering options for improving the connection between Blackpool North rail station and the upgraded Blackpool and Fleetwood Tramway. Tower benefactor honoured with new square Say hello to ‘Bickerstaffe Square’ he name for a new pubT lic space, which will form the main area of the

Central Business District, has been chosen, following a competition in local schools. The space, which will be at the centre of the district when it is completed in 2013, was chosen to be named ‘Bickerstaffe Square’. The name, which was submitted by two classes, from pupils at Blackpool

Sixth Form College and Unity College, was chosen to remember John Bickerstaffe, a prominent figure in Blackpool’s history. ‘Bickerstaffe Square’ was chosen as the new name for the space by the pupils who wanted to make sure that John Bickerstaffe, the person who originally commissioned the building of The Blackpool Tower, would continue to be remembered in the town for future generations.

Alongside Lancashire Police, a series of workshops taught children, parents and teachers how to make the most of the internet while remaining safe. The central theme “Connecting generations and educating each other” was promoted, with users young and old encouraged to “discover the digital world together.” Safer Internet Day 2012 took place on 7 February, as e-safety week highlighted the ongoing work in schools to make sure children and parents are able to make the most of the internet but can stay safe from potential dangers.

Blackpool Sixth Form College student Jake Hebblethwaite, 17, who originally thought of the ‘Bickerstaffe’ name, said: “I am of course very happy it [Bickerstaffe Square] was chosen and was excited to tell my friends and family. “It took a while to sink in, that the name I had chosen would become immortalised as a piece of Blackpool history. I’m very honoured.” Barbara Lund, Headteacher at Unity College: “We are all delighted to have been successful in the com-

petition for the naming of the new public space. “The name Bickerstaffe came after research from the whole school, when we were originally naming the four vertical pastoral teams after people who had contributed significantly to the development of the business culture of Blackpool. The schools nominations were then judged by Cllr Fred Jackson, and Lauren Anderson, Blackpool’s member of the UK Youth Parliament. Lauren Anderson, Blackpool Member of the UK Youth Parliament, added: I’m really happy to have been involved in choosing the name of what will be such an important part of Blackpool’s future.”

Glad all over Adam scores a job after Apprenticeship Day

ocal lad Adam Vickery has landed himself a new apprenticeship, thanks to a Blackpool Council’s Connexions event. Adam, 17, had just finished a seasonal job at Poundstretcher in the New Year when he was told about February’s Apprenticeship Day. “I had been out of work for six weeks so went along to Connexions to try and get another job. They told me about the special Apprenticeships Day that was being held in a week’s time and invited me to come along. The day allowed 16-19 year olds who are out of work to meet up with local employers to gain job advice and find out more about the local apprenticeships on offer. “I thought it would be a really good opportunity for me to meet lots of employers who could offer me a job”, said Adam, “so decided that I would go along.” Employers from Beneast Training and North Lancs Training Group were among the companies who attend-

ed the day, but it was Blackpool Football Club’s Community Trust who caught Adam’s eye. “I talked with a couple of the other employers throughout the day but was delighted when the football club took an interest in me. “I always wanted to do something with sports, so it was great when Ciaran [Donnelly] asked me to come along and do a training course with them. “It’s great that they accepted me and now I’m working in schools helping out with PE classes and learning off other people.” Over 170 young people attended the event, which proved to be beneficial both for young people and the companies who came along. Phil Stones from North Lancs Training Group said: “We attend events throughout the whole of Lancashire and by far this was the best organised and attended event we have ever been part of, the support of the Connexions Team was second to none”

Questions about transport, jobs and youth services were all discussed during the evening, which took place at the City Learning Centre, as well as being streamed live over the internet. The panel was made up of Blackpool councillors, as well as the local member of the UK Youth Parliament, Lauren Anderson and the chair of Blackpool Young People’s Council (BYPC), Nicole Burke. Young people from around Blackpool made up the audience, and were joined by local community leaders, who

also offered their insight into some questions throughout the evening. Nicole Burke, chair of the BYPC, said: “Thank you to everyone who took part in question time. It was a real success with some great discussions. “I hope that we can make progress together in the main areas that arose - such as transport- and that we can look forward to a similar, bigger, event next year” In total, 69 people watched the live online stream of question time on the night, along with the in house audience. News in brief Blackpool together on poverty A conference was held in the Winter Gardens in March where people who work with children and young people in Blackpool had a chance to put forward their views on how the difficult issue of child poverty could be tackled. Cllr Amy Cross, Cabinet Member for younger people, said: “Tackling the issue of child poverty is something we need to come together to do as a town. It’s a priority for the council but we can only achieve a positive way forward by listening to the views of as many people as possible. “It is a complex issue and there’s no quick fix. Within the next two months we will publish a child poverty framework with an action plan laying out the way forward. We hope to transform the lives of children and young people to enable them to have a brighter future.”

The Blackpool Equalities Forum aims to engage with traditionally “hard to reach” groups in Blackpool, many of which experience discrimination. The purpose of the Equalities Forum is to provide a platform for the many people and groups in the communities to have a voice and help tackle the causes and consequences of discrimination in our society. The key objectives of the Forum include working with the Council to drive forward equality and diversity in Blackpool, promoting the work and activities of equalities groups in Blackpool and acting as a communication link between the Council and local Equality and Diversity groups and communities in Blackpool. Olympics Cheer Blackpool youngsters have helped to launch the town’s celebrations for the London 2012 Olympic and Paralympic Games. More than 80 pupils from local schools were on hand at Blackpool Sports Centre to showcase their talents to invited guests from the world of sport from across the region.

Altogether Now focuses on four Tangerine Targets key to improving health in the town and is a partnership between NHS Blackpool, Blackpool Football Club and Blackpool Council.

The Olympic celebrations are the latest initiative in the ‘Altogether Now – let’s create a lasting legacy for Blackpool’ campaign.

Ride The Lights: On 28 August cyclists can take part in an exciting preview of Blackpool Illuminations. As part of the event thousands of cyclists are expected to ride along the promenade from Starr Gate at South Shore to Red Bank Road in Bispham. Cyclists can ride as much or as little of the route as they are able. The event is a fun and FREE bike ride open to all.

The ninth edition of The Tour of Britain: The UK’s biggest professional cycle race will run from 9-16 September, featuring some of the Olympic medallists less than a month after London 2012. Exact details are yet to be confirmed but Blackpool will be hosting the North West stage.
