FROM THE MINISTER The Australian Government is committed to Western Sydney and the Liverpool Local Government Area, where the airport site at Badgerys Creek is located. Establishing WSA Co, the company building the Western Sydney Airport, in the region is a vote of confidence in Liverpool as a great place to do business. Liverpool is experiencing significant growth, with educational institutions, businesses and residential developments all choosing to locate in the area. Liverpool is emerging as an important health and education precinct and has strong manufacturing capabilities.
Mayor Wendy Waller and Paul Fletcher, Minister for Urban Infrastructure
I am excited about the role the Western Sydney Airport will play in the transformation of the region. The Government is investing up to $5.3 billion and the airport will be operational by 2026. Western Sydney Airport will generate significant jobs and investment opportunities. New modelling commissioned by the Australian Government shows the jobs will be even greater than previously thought, with 11,000 direct and indirect jobs during the construction phase and 28,000 jobs supported by 2031.
Liverpool is probably the best physically connected region in the country. That’s an enormous natural advantage.
We look forward to continuing to work with Liverpool City Council on this exciting opportunity for Liverpool and South Western Sydney.

FROM THE MAYOR Liverpool will be the city that builds and runs Western Sydney Airport (WSA). WSA Co – the headquarters of the $5.3b operation – will establish itself in Liverpool by the end of 2017. This sends a very clear signal to anyone thinking of investing in the airport, business parks and aerospace precinct: you need to be in Liverpool too. It sets the city up for a very exciting future – a decade that will firmly establish Liverpool as the jumpingoff point for the new airport. But WSA will be just one source of employment for a city undergoing a major transformation into a dynamic hub of innovation.

But we haven’t forgotten our manufacturing roots — high-value advanced manufacturers are taking advantage of a skilled workforce. Liverpool is growing fast, with 100 new residents every week. We are the young, vibrant face of modern multicultural Australia – reflecting the best of 150 nations. We’re building a new city in one of Australia’s oldest towns. It’s time to get on board.
Liverpool’s ambition is to move towards the 30-minute city – where highly skilled local people don’t have to leave the area to find quality working opportunities. Work is beginning on a billion dollars’ worth of new projects and $13 billion of major infrastructure will be built in the next 10 years. From the rural hinterland,

AEROTROPOLIS
TRANSFORMING AN AIRPORT In a short space of time a 1780-hectare greenfields site within the Liverpool Local Government Area will be transformed into a fully functional international airport. But that’s not where the story ends. Between WSA and Liverpool there will be an aerotropolis – a vibrant, modern, campus-style commercial and manufacturing zone comprising an aerospace precinct, business parks and more. WSA will attract a range of businesses whose proximity to international flights is vital to reach distant suppliers, customers and partners around the globe. By 2031 the airport will generate 13,169 jobs with an additional 14,778 jobs in the surrounding precinct, stretching to Liverpool.* Global aerospace company Northrop Grumman will be the first tenant in the aerospace precinct, having committed to building a $50 million centre of excellence, employing 500 people. 4
LIVERPOOL THE AIRPORT CITY
The airport and its aerotropolis will attract a broad range of jobs from quarantine inspectors and immigration officers to avionics engineers, hospitality workers and cleaners (See table). Liverpool’s qualified professionals and skilled employees will be a major part of this exciting opportunity.

OPPORTUNITIES AEROSPACE PRECINCT
AEROSPACE AND DEFENCE WSA would be the perfect home for Australia’s new space agency. The Badgerys Creek site offers an ideal location for satellite research, manufacture and launch facilities. Liverpool is strategically positioned to drive future growth in aerospace and defence industries. The Liverpool area has a long association with the Australian Army, stretching back to the 1880s when the Holsworthy Barracks were established.

SUSTAINABILITY WSA Co has an opportunity to build a carbon-neutral airport that cost effectively incorporates sustainability in its design, construction and operational phases.
Solar roof panels
Liverpool’s vision of a sustainable WSA is one that procures a large portion of its energy from solar and wind power generation. WSA would also ideally recycle water on-site and operate vehicles powered by renewable energy. Liverpool City Council would also advocate for a conservation zone around Badgerys Creek itself and plan a smart and sustainable aerotropolis.

TOURISM The relocation to Warwick Farm Racecourse of the Inglis throroughbred stables, home of the biggest yearling sales in the country, will be a major tourism drawcard. Inglis will occupy a $140 million facility near the racecourse that will include a hotel, conference centre, microbrewery, bars, a restaurant and day spa. Western Sydney Airport also presents opportunities to grow visits for business (currently 8 per cent) and Liverpool’s burgeoning education precinct will bolster education visits (4 per cent) through study tours and exchanges*. *PwC, 2017

THE FOOD BOWL Liverpool is in a unique position to feed a growing international hunger for high-quality fruit, vegetables, meat and dairy. China, India and Indonesia are driving demand for ‘clean and green’ produce and see Australian food growers as reliable, quality suppliers*. Liverpool’s long history with market gardening, crops, livestock, dairy and poultry — and its proximity to WSA — will reach these markets quickly. The airport presents an opportunity as an intermediary between farmer and flight to export markets through onsite food processing, packaging and cold storage facilities.

The construction of WSA will add another major focal point for Australia’s national and international connectivity. Liverpool is already in a key geographical location, with road and rail access to more than 14 million people along the Eastern Seaboard and beyond via the M5 and M7 motorways. The Intermodal at Moorebank will provide a ‘port shuttle’ to Port Botany, further enhancing Liverpool’s key position between WSA and Kingsford Smith Airport. The arrival of WSA will mean nearly 60 per cent of the world’s population will be within a 14-hour flight of Liverpool, the capital of South West Sydney. 10 LIVERPOOL THE AIRPORT CITY
