Delivering the 10-year plan Growing Liverpool 2023 articulates where we want to be as a community in 10 years’ time, what we need to do to get there, and how we will know when we have arrived. It is the highest level plan for Liverpool. The 10-year plan is supported by a suite of documents that outline how Council will deliver on the community’s vision and the activities and actions that will be taken. The Delivery Program outlines the principal activities that Council will deliver over four years to implement the 10-year community strategic plan. The Operational Plan is the annual plan that describes the specific actions that Council will undertake and its budget for completing these. The Long-Term Financial Plan is about the financial resources needed over the next 10 years to ensure the plans can be delivered and Council continues to operate in a financially sustainable manner. The Workforce Management Plan is about our people and details the four-year staffing, skills and human resources that are required in Council to achieve the outcomes documented in the plans. The Asset Management Plan is about our infrastructure and outlines the 10-year plan for ensuring that our assets are developed, managed and maintained effectively and efficiently to meet current and future community needs.

Statement of commitment Liverpool City Council acknowledges the original inhabitants of the Liverpool Local Government Area (LGA), the Dharug, Gandangara and Tharawal Aboriginal people. We recognise the devastating impact of European invasion and the effects of forced assimilation by the removal and separation of Aboriginal people from their families and communities. The impact has created a loss of culture, language and identity. We celebrate the survival of Aboriginal people and we acknowledge their right to live according to their own beliefs and culture. We acknowledge that Aboriginal culture continues to strengthen and enrich our community. We commit ourselves to preserve past, present and future identified Aboriginal sites and cultural landscapes, and to recognise and accept the significance of the Georges River as a ‘meeting place’ for the Dharug, Gandangara and Tharawal Aboriginal people. We accept Aboriginal history as integral part of Australian history. We acknowledge the contribution of Aboriginal servicemen and women in the defence of our country. Liverpool City Council supports and encourages Aboriginal and nonAboriginal people working together towards reconciliation. We recognise the diversity of many cultures who share the values of tolerance and respect for one another, and their rights together with all Australians to live according to their own beliefs and culture. Liverpool City Council adopts the Council for Aboriginal Reconciliation’s Vision Statement: “A united Australia which respects this land of ours; values the Aboriginal and Torres Strait Islander heritage; and provides justice and equity for all.” Signed by Council in July 2000.

The 10-year plan has been developed as a direct result of in-depth and ongoing community engagement and consultation.
More than 2000 people were involved in the first phase of planning for Growing Liverpool 2023 and a further 1500 people contributed in the next phase. During the first phase the community was able to provide feedback at engagement booths, speak-outs, art workshops, community events and forums. During the next phase of engagement, all households in Liverpool received a letter inviting them to comment on Council’s directions. In addition, Council undertook a random telephone survey to encourage and receive community feedback. Once the plan was in draft stage, focus groups were held with residents and Council’s partners to ensure all of the community priorities were captured.

Liverpool is already a major employment destination for Sydney’s South Western and West Central regions with 22,000 jobs currently being located here. There is significant state investment through the Liverpool teaching hospital and TAFE precincts and established health, educational, retail and community service industries. Liverpool’s economy is experiencing rapid growth and marketing and branding Liverpool as the destination of choice for South Western Sydney is a continuing priority. The State Government has set a target of 31,000 jobs in Liverpool by 2031 and there is a fast growing knowledge-based services industry.
Council will play a lead role in supporting and promoting a robust local economy. There will be a range of strategies in place to develop vibrant and dynamic public spaces that attract business and investment. We will proactively work with landowners, business and stakeholders to develop retailing places and destinations that attract people to Liverpool and we will support land use policies that are conducive to commercial growth in both the city centre and across Liverpool.
It is important in Liverpool that prosperity is shared across all sections of the community and that workforce participation rates are increased. To support this, we will facilitate employment and training opportunities and promote life-long learning and skills development which will assist in boosting our economy as well as supporting all sections of our community.

Direction 2
Liveable Safe City Liverpool is an area of significant growth. The development of Liverpool into the regional city for South Western Sydney will transform the city centre into a key employment, entertainment and retail precinct. The latest State Government projections estimate a population of 230,900 by 2021. To prepare for this growth, we will continue to work closely with all tiers of government and the private sector to plan for sustainable urban development and advocate for the delivery and funding of the infrastructure and services required by a growing population. You have told us that you want the city to be well looked after and that cleanliness is of highest importance. We will revitalise Liverpool’s towns and neighbourhoods by reviewing our public and open space maintenance program to ensure the highest standards of cleanliness are being implemented. We will create liveable and safe neighbourhoods that are designed to bring people together. Integral to this is a simple and flexible planning system which supports high quality development. Safety is an issue which is paramount to our community and a range of strategies will be in place to address this. Safer by Design Principles will be incorporated into the planning of public places and Council will capitalise on its relationships with the police and State Government to implement a range of community safety initiatives.

Healthy Inclusive City Liverpool is a socially, culturally, and economically diverse community, both as a whole and within its suburbs. Our diversity and multiculturalism are one of our key strengths and defining features. The diversity of Liverpool is visible in our vibrant city centre, in our public places and in our many primary and high schools.
There are over 140 languages spoken in Liverpool by people from more than 150 different countries. We observe a wide variety of cultures and religions including Catholic, Anglican, Islam and Hindu. We are a city of young people and families with almost 40 percent of the population aged under 25. We work in a range of professions and industries including manufacturing, retail, health care and construction. While there are commonalities amongst us, we do have some unique differences. Most of us live in the urban areas of Liverpool while others live in rural and periurban areas. Some areas have a higher than average income while many areas have a lower than average income. These differences need to be considered when planning for local services and facilities.
As a healthy inclusive city, we will be a community where our distinct skills, characteristics and cultures are valued and used to build a connected, friendly, safe, healthy and vibrant lifestyle for all. Our community will have a sense of belonging and feel welcomed. We will offer diverse sport, recreational, cultural and leisure facilities for the enjoyment of all. We will support the development of a strong not-for-profit sector and deliver programs and initiatives which are founded on best practice. We will create active public places through good planning and design, and promote healthy and active lifestyles by offering appealing parks and playgrounds. Equity and inclusion will underpin all of our service delivery as we strive to build community strength and ensure social inclusion.

Proud Engaged City Our community will be proud of its city. Our people will feel like Liverpool is a great place to live and promote our city as the destination of choice for living, working and recreation. Liverpool has several iconic places and spaces that inspire community pride. Casula Powerhouse Arts Centre is nationally recognised as a leading cultural institution, attracting local, national and international audiences. The Whitlam Leisure Centre hosts events which have been broadcast nationally and showcase Liverpool and its facilities. Our newly developed Brownes Farm Reserve attracts people from all over Sydney to play sport and enjoy recreational activities.
As a regional city, Liverpool will continue to deliver iconic facilities, servicing the whole South Western Sydney region as well as state and national visitors. We will foster innovation and creativity, hosting world-class events, programs and festivals which showcase our city and attract people to Liverpool.
As well as providing these newer places and spaces, we will value and celebrate our heritage. Liverpool has an array of highly significant heritage places, including Collingwood House and the Cecil Hills Farm. We will ensure that our heritage, both landscape and cultural, is protected and commemorated. We will put in place strategies to strengthen Liverpool’s local character and celebrate our unique community identity.
Our community will participate in shaping our city. To achieve this, we will implement innovative and effective community engagement practices to ensure that the community has the opportunity to be informed and involved in Council’s services and decisions. We will take advantage of the latest technological advances and use social media and mobile applications in conjunction with more traditional forms of communication. We will ensure opportunities are available for everyone to have a voice and remove barriers to participation which may be experienced by some groups.

Direction 5
Natural Sustainable City Liverpool has two significant rivers in the Georges and Nepean rivers and over 500 open space reserves covering approximately 1400 hectares. We are home to a wide variety of plants, animals and ecosystems, including 35 threatened fauna species and 23 threatened flora species. Approximately one third of Liverpool is covered in vegetation, made up of 16 different vegetation communities. Protecting our community from the effects of flooding, climate change and minimising our ecological footprint, including energy and water use, is integral to ensuring our environment is protected for many generations to come.
Liverpool is currently undergoing significant change and development. There will be extensive population growth over the next 20 years with many residents settling in to new suburbs in a city built on the flood plains of the Georges and Nepean river systems. Our focus will be on ensuring development is environmentally sustainable and that our natural corridors, waterways and bushland are enhanced and protected.
We will create an environmentally healthy, vibrant and sustainable city where our natural environment is valued and protected. We will advocate sustainability goals as plans are developed and corridors will be regenerated and restored to natural bushland. We will lead by example by implementing sustainable practices and engaging and informing the community and business to participate.

Accessible Connected City We will be a city which is accessible and connected with a diverse range of transport options including public transport, roads, cycleways and pathways. We will work with all stakeholders to achieve a transport network that is convenient and efficient. We will rely less on our cars and journey times will be reduced.
Liverpool is the major transport hub for Sydney’s South West and parts of the West Central sub-region. Key transport assets include the Liverpool train station and bus interchange which are supported by the Liverpool to Parramatta transitway. Liverpool has good access to motorways through the M5 and M7 and an extensive network of cycleways and pedestrian pathways. As the regional city for South Western Sydney, we need to ensure that our transport system has the capacity to support people travelling to Liverpool from across Western Sydney. We will improve the connectivity and functionality of Liverpool’s transport system by investing in key infrastructure and working with all relevant partners. In addition to being locally accessible through high quality transport networks, Liverpool will be globally connected. We will work with the Federal Government to support the rollout of the National Broadband Network in Liverpool and support community access to high speed internet and technology. We will take advantage of new generation technologies which reduce the need for travel to work and capitalise on all of the benefits the internet has to offer.

Leading Proactive Council Liverpool City Council is one of the largest councils in NSW. In 2013-14, Council’s operating budget is approximately $214 million including $64 million in capital expenditure with more than 700 staff. Local government is currently experiencing significant change and in order to deliver the best possible service to the community, Council needs to ensure it is not only prepared but a key driver in leading this change.
We will be a strong advocate for the community, representing Liverpool’s needs at all levels to ensure Liverpool is heard and receives its fair share of support and resources. We will place customer satisfaction, innovation and best practice at the centre of everything we do. We will take advantage of technological advances and embrace new ways of thinking. The community has entrusted us with their vision and we will integrate their vision into all of our operations, reviewing our functions and services to ensure they are in line with the community’s aspirations. We will ensure long-term financial sustainability by effectively and efficiently managing our resources and assets, actively seeking funding and developing dynamic and strong partnerships with all relevant stakeholders. We will seek to optimise revenue streams from our property portfolio and other income sources to reduce costs to our ratepayers. To maintain levels of service and infrastructure assets, we will consider seeking a special rate variation, if it is supported by our community. We are committed to demonstrating integrity, professionalism, and transparency in our decision making and have strong governance structures in place to support this. To ensure Council is an employer of choice, we will attract and retain a highly skilled workforce and develop a culture where staff are supported and rewarded for performing at their best.
