As a result of these conversations your Chamber has decided to host monthly coffees to address the changes that have already taken place and those that are looming over us. Summary of Benefits and Coverage (SBC) Plans and issuers must start providing the SBC as follows: • Issuers must provide the SBC to health plans effective Sept. 23, 2012. • Plans and issuers must provide the SBC to participants and beneficiaries who enroll or re-enroll during an open enrollment period beginning with the first day of the first open enrollment period that begins on or after Sept. 23, 2012. • For participants who enroll in coverage other than through an open enrollment period (for example, newly eligible individuals and special enrollees), plans and issuers must provide the SBC beginning on the first day of the first plan year that begins on or after Sept. 23, 2012.
Medical Loss Ratio (MLR) Rebates • Fully insured plans may receive rebates in August 2012 if they qualify for a rebate from their issuers due to the medical loss ratio (MLR) rules requiring insurance companies to spend a certain percentage of premium dollars on health care. The rebates must be used for the benefit of the plan’s enrollees, which may include reducing enrollees’ premium payments.

Let your voice be heard at this year’s East Texas Coalition event in Austin. Spaces are filling up to join Kilgore and Tyler as the Coalition meets with Texas Elected Officials February 25-26, 2013. This year’s event has been expanded to include
a full day of speakers on Monday, which will allow attendees to hear updates from many agencies including the Texas Commission on Environmental Quality and

Austin Intercontinental Hotel on Congress Avenue, just four blocks from the State Capitol. It provides an opportunity for you to represent and lobby on behalf of your local business at the state level.”

Tourism – 2012 Year in Review
he Longview Convention & Visitors Bureau had a very busy and productive year promoting tourism in Longview. The Convention Sales team attended Southwest Showcase in Austin in January promoting our Vineyards and Wineries to attract small market meetings. Tourism Services participated in Travel Shows in Katy and Fort Worth. In April staff attended the Texas Travel Industry Association’s Travel Counselors Conference in Waco. The Longview Convention & Visitors Bureau participated in Tourism Week promotions in May at both the Waskom and Texarkana Travel Information Centers. The Texas Travel Industry’s Tourism College was held on the campus of Texas Woman’s University in Denton the third week of May with Margie Harris attending her first year of this three-year program. The CVB attended the Texas Association of Convention & Visitors Bureau Annual Conference in Killeen in the month of August where they were able to gain valuable information on current trends CVBs are using to promote their destinations. Margie Harris attended the State Fair of Texas in September to promote Longview in the Texas Historic Commission’s booth while Elaine Reynolds participated in the Team Texas booth at the Albuquerque Balloon Fiesta. Our newest staff member, Kayla Cantey, hit the ground running (literally) by attending the Small Market Meetings Conference in Jacksonville, Florida where she and Cindy Smith from Maude Cobb Convention and Activity Complex met individually with meeting planners from all over the southwest. New this year, we started a Geocache Contest to promote our attractions in Longview. The contest was launched in conjunction with the publication of the annual “Uniquely Longview”. The CVB also hosted three Real East Texas Friendly Hospitality Training Tours which included a comprehensive customer service training program and a tour of our local attractions on a luxury motor coach.

2012 was a very successful year in tourism as the Convention & Visitors Bureau serviced over 37 groups with 3,300 Welcome Bags and meeting services which resulted in at least 2,788 room nights. The CVB also mailed approximately 17,459 Longview Visitors Guides to potential visitors and distributed 15,000 brochures to Texas Visitor Information Centers. Our newly remodeled Visitors Center had more than 476 people come in for tourist information during the year, an increase of approximately 1,107% over last year. Developing Community Leaders Main Street Managers Gather for Training
O
ne of the reasons the Texas Main Street Program is so successful is the support that is provided to Main Street Cities by the Texas Main Street Office. The Texas Main Street Program (TMSP) is part of the Community Heritage Development Division of the Texas Historical Commission. The TMSP is the state coordinating program that operates in affiliation with the National Main Street Center of the National Trust for Historic Preservation. In 1981, following a pilot project of the national center that studied ways to address the decline of America’s downtowns, the TMSP became one of the first six state coordinating programs in the nation. In 2007 Longview applied for recertification in the Texas Main Street Program through the Chamber’s Downtown Development Division and the One Hundred Acres of Heritage. Longview was the first Urban Main Street City in 1987. In 1994, Longview withdrew from the TMSP. Longview received recertification in 2008 with Paul Anderson, Senior Vice President serving as the Main Street Manager and Elaine Reynolds, Vice President as program director. In 2012 Kayla Cantey was hired to take on the responsibilities of Longview Main Street Manager. Kayla Cantey will be attending Texas Main Street Managers winter
training this January. The winter training is a required training for all new Main Street Managers and for continuing Managers as well. Managers new to the program received one and a half days of intensive orientation and training in the state program. They are joined by the rest of the program manager for two more days of training. The Training will be held January 28th to February 1st in Llano, TX located about an hour Northwest of Austin. Each year the training is held in a different Main Street City. The annual meeting for all managers begins on Wednesday afternoon and goes through Friday noon. The keynote speaker will be from the CLUE Group (Community Land Use and Economics Group) and will address Market Analysis and how this can be beneficial to both small and large cities. The rest of the week, managers will learn from local projects in Llano (such as their Texas Capital Fund project along the river next to downtown, their restoration efforts for the historic Red Top Jail, the Main Street operation of the LanTex Theater, and more), as well as attend sessions on Main Street design issues and other topics. Wednesday evening, the cities that achieved National Recognition will be announced.

Providing Effective Networking Opportunities
O
ur team of Ambassadors are a very important part of the Chamber. As goodwill representatives they are often the face or the Chamber’s brand. Ambassadors are selected on the basis of their interest, dependability, integrity, energy, and communication skills. Ambassadors utilize those skills and provide a communication link between our membership and the Chamber staff, and between the Longview community and the Chamber. The Ambassadors role includes promoting and selling memberships, encouraging participation in Chamber functions, greeting members at events, and helping with other goodwill acts for the Chamber. Ambassadors assist the Chamber with events including luncheons, workshops, special appearances and receptions for elected officials. The Ambassadors also fill key roles in major events like the East Texas Outdoor EXPO in January and the Business EXPO in May. With a membership of almost 1200 and goals to add more, it is difficult for the staff of the Chamber to make annual calls and visits to our members. An Ambassador welcomes new Chamber of Commerce members by delivering the new-member packets and developing relationships making it possible for each member to receive personal contact. Lisa Null, Membership Services Coordinator for the Chamber helps organize and conduct the many ribbon cuttings.
The Chamber’s credibility is closely linked to the credibility of our Ambassadors. Selection of these important volunteers is very important as is the responsibility that each one carries out their Ambassador responsibilities in a professional manner. While attending functions and calling on members, they develop a long and varied list of contacts and information that proves helpful as they do business in our community. resented by Nichols Marine, the 2013 edition of the East Texas Outdoor EXPO is preparing to deliver something brand new and a show that is greatly improved.
Changes in the admission policy include new admission prices and the availability of weekend passes. Weekend passes can be pre purchased at participating locations.
All activities will be centrally located of the Maude Cobb Activity Center. For the past few years, the Outdoor EXPO - formerly known as the East Texas Boat, RV and Camping Expo - occupied the Maude Cobb Activity Center and the Fairgrounds exhibit hall. Buses transported visitors between the venues which had exhibits for RV’s, Camping, Fishing, and Outdoor Recreation.

Inside the H&W Marine Pavilion will be the Plano Marine of East Texas Special Performance Stage. There will be special demonstrations going on throughout the three-day show. It is on the Plano Marine of East Texas Stage that Frank Addington Jr., otherwise known as “The Aspirin Buster” will demonstrate his skill as an instinctive archer. Addington is on the pro staff for Hoyt Archery and proudly uses and endorses Hoyt bows for his stage shows, bow hunting adventures, and backyard shooting. The EXPO has lined up fishing pros Clark Reehm, Lance Vick and Harold Allen to make presentations. You can check out the Fishing Angler Profiles at www.bassfan.com. Inside Maude Cobb Activity Center, The Hayes RV Center Kids Adventure Camp will give children a place to experience outdoor activities. The camp will include hands-on, educational activities from learning about fish and wildlife, food and nutrition to shooting sports. This is intended to change from the traditional carnival theme for children to outdoor recreation and education in a fun way. The camp will be organized in conjunction with the Gregg County 4-H Club and the Agriculture Extension Office.

Trail Cam Contest: Pictures of Bucks caught by trail cameras were submitted from OctoberDecember 31st. The top three pictures will be framed and on display at the EXPO for attendees to vote on.
