Being at the “Right” Table is Key for Shaping Policy Building Relationships for a Better Workforce

our team at the chamber is engaged in shaping policy! We believe we have a responsibility to help ignite a movement to make life better for future generations. How? Through shaping policy. Some of our most recent work relates to education/workforce policy. Why? Education and Workforce policies are JOBS policies! Yet there is a significant difference between jobs and “good jobs.” We remain engaged with national and state organizations to have a seat at the table to ensure the East Texas Voice is heard! A few of the organizations we invest our time with are the U.S. Chamber of Commerce, Business Leaders United, Texas Association of Business, Commit Partnership, TX2036, and Aim Hire Texas. These organizations are aligned on the critical components to ensure policies are in place that brings results with accountability.

[ CHALLENGES IN TEXAS 1. Texas does not have a coordinating mechanism at the state level that links statewide policies to local community college boards. Therefore, education is handled in silos. • In 2031 in Texas, researchers project that there will be 15 million available jobs, with 64% requiring more than a high school diploma. Of those,

• 3.7 million for high school graduates (24%). • 2.6 million for people with some college, no degree, or those who hold a certificate/industry-based certification (16%). • 1.7 million for associate degree holders (11%). • 5 million for people with a bachelor’s degree or higher (largest share). 2. Regarding “good jobs,” in 2019 in Texas • 212,000 were available to people without a high school diploma (3% of all good jobs in Texas). Those numbers were weighted toward older workers, meaning there was little assurance that recent high school graduates had access to these jobs. • 987,000 went to people with some college but no degree (16%). • 700,000 were available to associate degree holders. • 3.1 million went to people with a bachelor’s degree or higher. 3. Texas voters are extremely concerned that the state’s $100 billion yearly investment in education and workforce doesn’t lead to wellpaying jobs. [ DOWNLOAD THE REPORT ]

[ WHAT DO THE NUMBERS FOR EAST TEXAS SAY? 1. Labor Force is growing. Workers are returning to work. The unemployment was at 4.7% for the Longview MSA as of December 2021 with 92,429 individuals employed out of 97,001 in the civilian labor force. 2. East Texas is lagging with post-secondary degrees behind the rest of the state, with the exception of the Rio Grande area, with a 17% population age 25 and older with a bachelor’s degree or higher. The recent U.S. Census reports Longview to have a 21.4% of the population 25 and older with a bachelor’s degree or higher.

[ WHAT IS THE SOLUTION? Recently, the U.S. Chamber released the America Works Initiative to help employers better understand the data and so strategies can be developed. In February 2022 they hosted programs related to Competition for Talent. Issues like sensible immigration reform, how employers must adapt to find workers, and getting workers off the sidelines was highlighted. The entire State of American Business series can be viewed on line. The Business Leaders United (BLU) approach is focused on building partnerships and providing relevant publications that industry sectors can use. BLU also organizes Capital Hill visits with industry partners to invest in workforce and skills as part of any recovery legislation.

[ HOW CAN YOU HELP? Employers and their employees can participate in critical conversations in several ways. 1. On March 30 & 31 the Longview, Kilgore, and Tyler chambers are working together on a DC Fly-In. The first day is spent in briefings with Business Leaders United, National Retail Federation, American Bankers Association, Department of Labor and more. On the 31st we will spend the morning at the US Chamber of Commerce to gain perspective from their executive staff on key issues impacting East Texas. Both afternoons will be spent on the Hill making elected official visits. 2. Serve on one of our policy committees. Email khall@longviewtx.com to sign up. 3. Kilgore College’s workforce education courses are designed to put people to work

Each of its occupational programs are guided by an Advisory Council who helps direct the skills, standards and equipment usage community employers need.

I’m asked all the time – “How can I find employees?”

Those serving on these councils are steering the rudder on where the 60% of Texans aged 25-34 who have a certificate or degree by 2030 are headed.

The problem is not confined to East Texas. Employees are still nervous about COVID exposure, have federal stimulus money in the bank, prefer to work from home, want flexible schedules, are dissatisfied with their current jobs and are looking for their dream jobs.

MY ADVICE: 1. Hold on to the employees you currently have (offer raises and flexible schedules). 2. Network among current employees, family and friends (offer bonuses for successful referrals). 3. Raise your salaries and hourly rates and offer signing bonuses. 4. Go without that extra employee if you can until the tight job market eases. 5. Cross-train your existing employees to increase efficiencies. 6. Hire family and friends if necessary.

Twelve Federal Reserve Banks Release Small Business Credit Survey

The Longview Chamber participated in helping the SBDC to promote and get employers to participating in the 12 Federal Reserve Banks Small Business Credit Survey. Recently they issued the results for the Small Business Credit Survey: 2022 Report on Employer Firms, which sheds light on the experiences of firms employing between 1 and 499 employees.

“This report would not have been possible without your partnership, so on behalf of the Federal Reserve System, we want to say, ‘thank you’,” stated Grace Guynn, FRB. AMONG THE KEY FINDINGS:

• The pandemic continues to have a significant impact, with 77% of surveyed firms reporting negative effects.

• 66% of employer firms received pandemic-related financial assistance, down from 87% in 2020.

• A majority of firms, 59%, reported being in fair or poor financial condition, a figure little-changed since the 2020 survey. Firms of color, smaller firms, and leisure and hospitality firms were most likely to be in fair or poor financial condition.

• Hiring or retaining qualified staff and navigating supply-chain issues are the top operational challenges that firms faced. • The share of applicants receiving all of the traditional funding they sought fell from 51% in 2019 to 36% in 2020 to 30% in 2021. The Small Business Credit Survey includes experiences from firms across all 50 states and the District of Columbia. In addition to the 10,914 firms included in the employer firms report, the 2021 survey yielded 6,834 responses from non-employer firms. Project Open House and Leadership Longview Graduation!

The Leadership Longview class of 2022 invites you to their Project Open House on Thursday, April 14, 20122. The event will take place in the afternoon at Newgate Mission at 207 South Mobberly Avenue. Newgate Mission is holistically rebuilding the lives of the homeless, lowincome, and marginalized populations of Longview, Texas. A safe, Christcentered community, Newgate is a day mission that is open to all, serving over 200 people every day, and providing compassion, hope, and renewed dignity.
