here is no doubt building an organization while executing its mission and vision in time of change can be challenging! Kelly Hall The last few months the President/CEO Longview Chamber of Commerce (LCC) has experienced considerable change with the loss of the Convention & Visitors Bureau and Main Street contracts. Four employees are no longer with our organization and their presence is missed! This season of change has exposed the realities of politics as well as revealed those individuals with great and extraordinary character. Trust during a challenging turn of events can be an issue but NOT in our case. The Chamber’s leadership team, led by Chairman Ken Cunningham, exemplifies the types of qualities an organization wants at its helm! Ken’s actions have revealed his “real” substance. His actions and intentions have showcased his gift of making wise choices. Ken’s ability to listen and understand the challenges which face the Chamber during a time of change has rallied board members, key stakeholders, staff and volunteers to work in alignment to ensure the Chamber remains healthy and strong to fulfill the mission and vision of the organization. The Invisible Future

hat does 2016 represent? A new beginning – a fresh start! That’s right: the Longview Chamber of Commerce (LCC) is embarking into the invisible future preparing for the next 100 years while celebrating the many successes of 1916 – 2016. History has proven the LCC knows how to create success! As the leadership prepares for their year-long centennial celebration they are also identifying the pathway to the future. The planning for 2017 and beyond began with a very intentional discovery approach when the board and staff learned the City of Longview would not be renewing two contracts. As a result, three significant priorities emerged as focus areas;

Volunteers, board members, and staff have been vetting the proposed pillars with the membership since July. Significant time has been invested to ensure that the future preparation and planning for 2017 and beyond stays true to the core ideology and values of the organization. Promote the community by marketing Longview as a destination for new businesses, tourists, active older adults, and potential employees. Build community-wide leadership by encouraging and developing a shared vision for the future of Longview and collectively influencing stakeholders to make it happen. This will be accomplished in a variety of ways, including: • Hosting a series of round table meetings in 2016. • Continuing to survey and benchmark existing programs and services with industry peers. • Continuing to reach out to members individually to gain a clearer understanding of what challenges they are facing in the future; workforce, regulatory concerns, etc. The official kick-off for the Invisible Future begins at our annual board planning session. “This is an exciting time for the LCC,” explained president Kelly Hall. “Our leadership is extremely optimistic about the legacy they are preparing to leave behind as we move our community forward. The strength and resolve is at an all-time high. The phenomenal success of our 2015 Total Resource Campaign demonstrates the loyalty and buy-in of the organization’s vision. Elizabeth has a Bachelor of Interior Design with a Minor in Architecture from Texas Tech University. She is a Leadership Longview Graduate and a member of the Leadership Longview Alumni Association. Elizabeth has served as a board officer for Healthy Community Advisory Board and Junior League of Longview. She is a board member of Longview Community Ministries, President’s Advisory Council, Boys and Girls Club and served on the Safety City Board. Elizabeth has volunteered for several non profits including: Alzheimer Walk, American Heart Association, Championship Heart’s, Great Texas Balloon Race, March of Dimes, Mayoral Race Campaign, Junior Achievement, The Longview Chamber of Commerce, United Way Loaned Executive Committee and United Way Pacesetter. Jon Cromer is the Vice President and Commercial Lending Officer for Texas Bank and Trust Co. Jon has a Master’s of Business Administration from LeTourneau University, a Bachelor of Science in Economics and a Bachelor of Arts in Interdisciplinary Studies from the University of Texas at Arlington. Business Solutions Center Opens

P

romote your company, events and news through the Chamber’s new Business Solutions Center. This new initiative is designed to help strengthen and promote the local economy by providing a venue which members can use to get the word out on what their company offers to the public. Available to all Chamber members, the Business Solutions Center is located inside the Chamber of Commerce offices at 410 N. Center Street. This is a central resource for information about Chamber members. Visitors to the center will be able to browse and find information on your company’s products and services as well as upcoming events and programs. There is no cost for printed material. Video infomercials and commercial spots are included in certain sponsorship packages made available during the annual Total Resources Campaign. Printed items to consider putting in the Business Solutions Center include business cards and informational brochures. Material should be printed on brochure stock that will stand up well in a display rack. Eltife - Second Recipient of The Business Voice of Free Enterprise

exas State Senator Kevin Eltife is the second recipient of the Longview Chamber of Commerce’s award, The Business Voice of Free Enterprise. The award was presented at the annual elected Officials Reception, Blues and Barbecue, held at Pinecrest Country Club. The annual event recognizes and honors officials for Longview, Gregg County and the State of Texas.

Advocacy Digest S. 2006 / Regulatory Accountability Act of 2015

S. 280, / Federal Permitting Improvement Act of 2015

In partnership with the U.S. Chamber of Commerce, your Chamber supported the multi-industry letter applauding the introduction of S. 2006, the “Regulatory Accountability Act of 2015.” The multi-industry letter received enthusiastic support from a broad coalition of 387 co-signing groups from every state. This wide-ranging support is critical to impressing upon the Homeland Security & Governmental Affairs Committee the business community’s dedication to improving and modernizing the regulatory process. The letter has already received attention, gaining media coverage, and will continue to be valuable as S. 2006 is further considered in the Senate.

In addition to the House’s passage of permit streamlining, the Senate permit streamlining legislation, S. 280, the “Federal Permitting Improvement Act of 2015,” from Senators Portman and McCaskill, has already passed the Senate as part of the highway bill. Now that permit streamlining legislation has passed both Houses of Congress a compromise may be achieved between the House and Senate with a final bill sent to the President for signature.

Transportation / Prop 7 The Longview Chamber of Commerce took the lead role in securing 100 Chambers of Commerce from across the state to officially endorse Prop 7 and pass resolutions! TAB presented several documents to the recent House Subcommittee on Long Term Infrastructure Planning. These include the report from TxDOT that updates future transportation funding needs based on recent legislative actions and information from the Texas Transportation Institute (TTI) regarding alternative transportation funding options and what other states are doing to address transportation funding needs. Please VOTE YES to support Prop 7 on the November constitutional amendment ballot.

H.R. 348 / Responsibly And Professionally Invigorating Development (RAPID) Act Passed! The U.S. House of Representatives passed H.R. 348, the “Responsibly And Professionally Invigorating Development (RAPID) Act” by a bipartisan vote of 233-170. This legislation would bring much-needed reforms to streamline the federal permitting process for infrastructure and energy projects. For example, H.R. 348 would call for increased cooperation among federal agencies during the permitting process and it would set deadlines for the review of project permit applications. The Longview Chamber of Commerce, along with other chambers and associations from all 50 states, assisted with multi-industry letters demonstrating the compelling need for such legislation. Without this support we would not be in striking distance of enacting permit streamlining legislation.

Elementary and Secondary Education Act (ESEA) On September 17, 2015, the Longview Chamber of Commerce issued a letter in support of ESEA Reauthorization. The Elementary and Secondary Education Act (ESEA) is the primary federal K-12 education law, originally signed by President Johnson in 1965. Since then, Congress has periodically reauthorized ESEA, often with significant reworks. The most recent reauthorization was in 2002 when Congress passed the No Child Left Behind Act (NCLB). While it was slated for reauthorization 2007, ESEA has not been rewritten/ renewed since 2002. Reauthorization would allow the opportunity for critical updates to areas such as improved accountability, early childhood education, and a better integrated cradle-to career system. Both the U.S. Senate (S.1177 – “Every Child Achieves Act”) and House (H.R.5 - “Student Success Act”) recently passed new versions of the ESEA that will soon go to conference committee. Key education leaders from both sides have expressed confidence that they could bridge differences between and agree on a single bill that is acceptable to the House, Senate, and the White House. Chambers of commerce can influence this important piece of legislation.

2016 Advocacy Summits The Chamber has secured all three summits for 2016: a Natural Resource Summit featuring representation from the

Army Corp of Engineers to address the implications of the EPA’s expansion of the Clean Water Act; a Health Care Summit with representation from Austin, that will be held prior to the Salute to HealthCare awards; and a Cyber Security Summit as a half-day hands on workshop prior to the Business Solutions Conference. Eligible applicants for and recipients of Economic Development Administration (EDA) grant assistance include a state, city, county, or other political subdivision of a State. For-profit, private-sector entities do not qualify for public works assistance. Economic Development Administration (EDA) will fund up to 90% of the total project costs. When working on an EDA Public Works grant, the East Texas Council of Governments will work closely with the applicant and will write the application for the customer and submit to EDA. We charge 1% for writing grants, and offer post-grant administration as well.
