Change a Child; Change a Community In the United States, to say that relations between schools and businesses have been less than synergistic over the years is an understatement. Some educators will tell you they dislike businesspeople meddling in their affairs. They feel that too many businesspeople talk about students as if they are widgets that can be mass-produced with zero defects.

They point out that while business can hire whomever and whenever they want, schools are compelled to accept almost anyone who

walks in the door at any time. It does not matter if a new student speaks only a foreign language, just came from juvenile corrections, has a learning disorder, or flat out does not want to be in school; schools are obligated to give them every chance to receive a proper education. This means that schools do not have the luxury of laying off 30 percent of their lowest-performing students to improve their end-of-year, bottom-line results. Educators are wary of business people (or politicians) who act like experts in saying, “Let us tell you how to educate kids.”

At the same time, many business leaders are frustrated with schools. They view schools through bifocals, one lens being the view they get as parents or grandparents, and the other being the lens through which they view the coming workforce. Through either lens, they are not seeing what they want to see. For years they have been content to remain at arm’s length and merely point fingers, but that is changing under the new reality.

Invited or not, a good number of them are getting off their spectator chairs and becoming involved.

But there are practical interests beyond student welfare that attract the attention of the wider community. Good schools produce a good workforce and attract outside businesses, investors, and home buyers.

Good schools also produce good citizens and community volunteers, which equates to a safer and friendlier community.

Everyone wins.

Indeed, the beauty of community and business relationships is that they are about more than a financial relationship: these are our children and grandchildren, so we are very interested in their development. Make an investment not only in your community, but in your offspring. And so companies, sponsors, and community leaders are getting involved well beyond giving money. Some of the most valuable donations are their talents and leadership knowledge.

Business leaders are feeling the pressures of global competition and are becoming vocal about schools and what they perceive as serious shortcomings with the forthcoming workforce. What this leads to in many communities is a business world that is frustrated with schools, and educators who are annoyed with what they view as arrogant, naïve business leaders. Fingers are being pointed in both directions.

But, the world is changing in Longview. Schools and businesses are putting their heads and hearts together to focus on the common goal of helping young people. It is a synergistic, purposeful relationship. Most communities have high hopes for the well-being of

86th Legislative Session Wrap Up

The Longview Chamber of Commerce has signed on to an amicus brief with the U.S. Chamber of Commerce along with many state and local chambers, against the district Court’s ruling. The 86th Texas Legislative session is officially closed. The Texas business community fared well with a session that was productive and effective for them. HB 3 passed and is one of the most important investments in Texas public education. The Longview Chamber of Commerce is a strong supporter of Pre-K education and believes ensuring young children have full-day Pre-K will provide a strong educational foundation that will support development in the years to come. Young children are the future of Texas businesses, and we want them to have the best advantages possible. The passage of HB 3 is a win for Texas business. Passing property tax reform was also a highlight of this session because it will ease the tax burden on businesses.

A focus for the 87th session will be legislation to preempt city regulation of employment benefits. Private employer policies, like paid sick leave, are best left to negotiations of private employers and their employees. Several economic development tools will continue moving forward. Also, bills were passed that (1) reduce taxes for telecommunications providers and (2) improve regulations and lower costs for Texas industries. Longview Chamber of Commerce Fights for Affordable Health Insurance Options for Small Business In March there was a ruling from Judge John D. Bates of the District of Columbia which strikes down parts of the rules on Association Health Plans, one being geographical plans such as the HealthyVIEW of East Texas Employers Health Plan Cooperative. The Department of Labor has filed an appeal against this decision.

The Longview Chamber of Commerce learned on May 7 that The Department of Labor did request their appeal on April 26; however the DOL did not request that the Court “stay” the ruling as part of the appeal, which would have allowed the ruling to be put on hold awaiting the appeal decision. This means that the District Court’s decision will go into effect and will remain in effect unless and until it is reversed on appeal. As a result, CCEHPC will have to pause quoting any new employer participant groups until we get further direction from the DOL. It is important to note: Any plans quoted through May 6 will be honored and groups already implemented will be able to retain

In fact, recent analyses show that USMCA will boost economic growth and create more jobs for American workers as a result of key achievements that include: • More North American Auto Content • Increased Agricultural Market Access • Enhanced Labor and Environmental Rights • Addresses Non-Market Practice and Unfair Subsidies • Increased Intellectual Property Protections • Strongest Provisions on Digital Trade

Longview Chamber of Commerce Named Finalist for National Award The Longview Chamber of Commerce has been named a finalist for the 2019 Chamber of the Year award, presented by Alexandria, Va.- based Association of Chamber of Commerce Executives.

Suzanne Brown completed the U.S. Chamber of Commerce Foundation Institute for Organization Management, earning her IOM deisgnation.

Institute provides an amazing oppoturnity to take classes from some of the most widely-resopected professionals in the industry. It is also provides peer-to-peer relationship builiding and knowledge sharing from an international level for chambers and associaitons. It has been a great learning opporutinty for me and and allows me to bring expertise back to my region and drive toward greater change in the Longview area! This allows me to build on my succes and my chamber’s sucess by building my professional knowledge and tactical skills.

Institute for Organization Management is the professional development program of the U.S. Chamber of Commerce Foundation. It is the premier nonprofit professional development program for association and chamber professionals, fostering individual growth through interactive learning and networking opportunities.

Congratulations to Misty Amaya on earning her MBA. Misty is the Education and Workforce Manager.

Congratulations also to Ana Arroyo on earning her Bachelor of Business Adminitstration in General Business. Ana is the newly hired Special Projects and Business Development coordinator.

The Longview Chamber of Commerce is pleased to be working with the cartographic and marketing firm of Target Marketing to publish the 2020 edition of the, up-to-date, full-color Longview Area Street Map and Resource Guide.

This publication will be the only official map endorsed and distributed by the Longview Chamber of Commerce.

Accurate, user-friendly maps are a popular item for our newcomers, potential commercial relocation candidates and even our lifelong residents.

Here are a few more reasons to include your advertisement on the new map. According to US Census Data: • • •

One of the questions we are asked when selling ads is, “do people really use ‘paper’ maps?” Yes! In 2017 we ran out of maps by October. Visitors request them. Companies, transportation entities and officials use them as relocation and recruiting resources, New business owners and residents use them to better understand the lay-out of their new community. First responders request them to update their employees and trainees. With the economy continuing to improve, requests will continue.

You will want to be part of the Business and Professional Showcase Directory of Members section that offers the opportunity to promote your business. Advertising space on the back cover and a limited number of interior display panel ads are also available. Participating advertisers will receive a complimentary supply of the folded maps.
