When our daughter was born, my husband and I bought a tree at an end-ofseason sale to plant in her honor. lt sat all winter looking quite dead. As warmer temperatures arrived in the spring, I anxiously watched for signs of budding, quite aware of the one year guarantee on my sales receipt-if the tree didn't blossom within the first year, I could uproot it and return it for a full refund.

l'm not sure how l'd have responded if a gardener had begged me to keep the tree past the deadline. l'd lose my chance at a refund, and what would be the likelihood of the tree really "coming back to life" if it hadn't done anything within the first year? lt would take a lot of trust in the gardener and in the tree's potentialto give it another chance.

the final phase of the painting. Repair to the cement and sealing around the windows was not covered in the original cost of the project ($r493.r7), but much needed to preserve the integrity of the building-and now the floor in the Hall doesn' leak.

Yes. That's illegal, and it's stealing to use welfare checks in illegal ways. That's cut and dried. For example, it's illegal to trade food stamps for cash, and it's illegal for a store to Iet people use food stamps for cigarettes or liquor. Anyone who does any of those things is stealing, and stealing is a sin. But other aspects of this issue aren't so cut and dried. If we decide someone who is legally on welfare shouldn't be eligible, or that someone shouldn't Iegally use food stamps to buy two-percent milk because we don't think two-percent milk is a necessity, we're judging. Jesus tells us to be very careful about that.
Ifyou think something shouldn't be legal, workwith your legislator to get the law changed. But the people who legally do those things are not stealing or sinning.
And don't forget: Misuse of welfare funds isn't the only way people steal from taxpayers. Taxpayers who lie about or "e><agerate" business expenses, dependents, income, or other matters to save money on taxes or get a bigger bonus are also stealing, and again, that's a sin. Fr.
