Another Krooman Lagoon? Alive and Well...

Shortly after April Fool’s Day this year, Chief Justice Abdulai Conteh made a monumental decision in the case of the Krooman Lagoon. Public outcry last year halted the sale of 9.3 acres of land within the Krooman Lagoon near mile 2 on the Western Highway. The go ahead to build a factory on the land had already been given to a Belizean businessman by the Minister of Lands Gapi Vega – the

only problem is that the land had been designated as a reserve because it acts as a catchment area for water from the Collet Division. While Vega tried to play semantics with the word reserve that didn’t work and he had to back off eventually. Rumours spread like wildfire on Wednesday when people in all quarters started hearing about a terrible armed robbery and the murders of possibly four Belizeans who were heading back to Belize from the US through Mexico. The report was that the four Belizeans, car dealer Kurt Mariano and his wife, Arecia, Police Department's Scenes of Crimes technician Martin Rodriguez, along with a fourth victim, Wilfred Burgess, were all held up by armed cartel bandits on the Mexican expressway and then murdered. Burgess

spoke to the media soon after he crossed into Belizean territory on Thursday evening, alive and he said while there was an armed holdup along the most dangerous stretch of highway, it did not involve any of the Belizeans because they had been lucky to get hotel rooms for the {Monday} night. Burgess said that an entire group of 60 Salvadorans were not so lucky and did not get any rooms and had to sleep in their vehicles. All were robbed early Tuesday morning near Tampico. What if?

In the Southern United States those involved in the fishing industry are seriously concerned about how the massive oil spill in the Gulf of Mexico will affect their livelihoods. In fact many believe that this spill will probably have the effect of a massive hurricane moving through the area and wreaking destruction, so much so that it will take years for the Southern United States to recover. While on the one hand, a reduction in the large amount of shrimp produced in the gulf coast states may drive up the price of shrimp and help out the struggling shrimp industry in Belize, the long term effect of this spill on the US is an important lesson for Belize. First there is the matter of the destruction being caused by this massive spill. The quantity of fish and other marine life that is being killed or negatively affected is tremendous. Even more damaging is what it will do to the immediate future of the industry, as the oil damage kills and destroys the marine environment. Shellfish and many species of commercially harvested fish are dependent on the fragile estuaries and wetlands that are an integral part of the ecosystems that could be devastated by crude oil. According to experts in Florida, much of these areas had only recently begun to rebound from the devastation caused by Hurricane Katrina. To give an idea of the impact of this oil spill on the US seafood market, in 2008 in the Gulf Coast States, marine production equalled 188.3 million pounds, which according to officials in the business is between 20 to 30 percent of the entire US shellfish and commercial fish supply. Already in Southern United States, there is a growing concern over the impact of the oil spill on the American plate and what it will do to the price of seafood in the US. Gulf Coast fisheries are the largest suppliers of US markets with shrimp, crabs, oysters, swordfish, shark, red snapper, mackerel and grouper among other fish. While this will drive up demand and increase the cost of marine products in the US markets, it could result in a scarcity that could have an effect on those on this side of the Gulf. It goes without saying that those in the fishing industry will be filing lawsuits in the United States against British Petroleum (BP) the company whose oil rig is being blamed for this spill. The size of these law suits will be huge considering that in the state of Louisiana alone the sea food, commercial and sport fishing business is a US$3 billion a year industry. So what does all of this have to do with Belize? Well besides the fact that there will probably be a greater demand for seafood from this part of the Gulf, which may not necessarily be a bad thing, it is not likely that this spill will have any effect on the marine life in Belize. What is of critical importance however is - what if there was an oil spill just offshore here in Belize? Currently Government has given a number of licenses for oil exploration off shore. Most of these licenses have been given to small drilling companies. Considering the billions of dollars that will have to be spent to clean up the spill in the US Golf Course, everyone should be concerned about such an incident occurring in Belizean waters. For us the concern about the capacity of these small drilling companies to pay for and deal with any serious oil spill is an important issue. Should one of these small oil companies strike oil off shore, protocols must be in place to deal with the possibility of an accident occurring. For this reason it is important that government disclose what measures are being built into these exploration contracts with respect to an accident, oil spill or any damage to the reef. With millions of dollars in annual revenue from tourists who come to Belize to dive the reef, and from the fishing industry, protection measures must be put in place. The lessons from BP, one of the world’s largest oil companies and the destruction that is being caused in the Florida, Louisiana and the Mississippi Gulf coast must not be taken lightly here in Belize. The destruction and loss in revenue in the southern US should raise everyone’s concern. The Barrow Administration must put in place measures to ensure that such an accident never occurs in Belizean waters.

Dear Editor, It has come to my attention through other mediums that the so called “Real PUP/Old Guard” group is pushing for a National Convention in order to allow for a challenge of the leadership. Do these people really believe that Belizeans and or PUP’s are stupid or that they have a short memory? This same group is comprised of persons who cannot accept that there was a convention in March of 2008 and that a new leader was elected even against all odds. Why is it so difficult for them to understand this? Is it that they believe they own this party? I read Sober Reflections last week commenting on this whole issue and agree that if they want to contest the leader, well let them bring it on! The PUP is about democracy and the majority shall have its say, again! The party supporters who are happy with John Briceño as Leader of the PUP are the majority and are the ones who are working to get this party back on its feet. These are the supporters who genuinely want the PUP to win in 2013. To them it’s about the Party unlike those so-called writers at the Perspective and another little bunch of hangers-on who keep spewing venom on a weekly basis. By the way, the Perspective keeps mentioning of going back to the old leadership. Well to them I say, we in the PUP believe in moving forward….ADELANTE. We cannot get back to the old days and the old ways….if we do that Belizeans will never allow the PUP to govern this country again. Lets listen to the Belizean people…they spoke and they voted us out. But then again, would it be true that the past leadership of the PUP is interested in coming forward? Do they really believe they can survive the battle? To them I say that this is only “Aegri Somnia” (a sick man’s dream)! Sincerely, Jacob Gentle

Hypocrite of the Week

The Mayor of Belize Zenaida Moya has got to be hands down the biggest hypocrite in the UDP bunch this week, and that’s saying a hell of a lot. And apart from being the biggest hypocrite, there’s just no denying that she’s got bigger balls than her Prime Minister – way bigger. Pounded and pummeled by the public in the past months for everything from petty theft to sweetheart deals for friends and family to hundreds of thousands missing from City Hall, the media gargoyle is now making a concerted move to become the media sweetheart once again. The Mayor has called two summits in recent months – an economic summit and a crime summit. If she weren’t so serious about doing it we would be able to die laughing. Remember, this is the woman who has managed in just a few years to reduce City Hall to just a bankrupt, broken shell. Basic services to Belizeans are a thing of the past – efficient garbage collection is just a fond memory. The UDP City Council has done absolutely nothing for any Belizean. Nothing at

all! The City Council can’t even meet its bills and haven’t been able to do so for a long time. But the Mayor called an economic summit to that she could find some way to fix the floundering economy of Belize. Imagine that. She wrecked City hall but is proclaiming that she can fix the financial woes of the country. And now the Crime Summit! City Hall has been reduced to a corruption plagued, scandal-ridden underdepositing, under-reporting, missing money mess…and that’s not going into two many details and it’s actually a conservative comment. Even as this is being written City Hall is being rocked by a licensing scam. The Mayor has been charged criminally for theft. She has been called a thief by her own UDP. She has been accused of misappropriating funds by her colleagues and by the Ministry of Local Government. Ask anybody and they will tell you that Mayor Zenaida Moya is nothing better than a common criminal. But now she has turned the authority on crime in Belize. Somebody should tell her that being considered a criminal does not make her an expert on crime. While her actions label her a hypocrite, it must be noted that with both summits she has upstaged her Prime Minister who has offered no solution to either the state of the economy or the state of crime. So we offer grudging admiration for her constant reminders that she has bigger ones than Dean, but lash her and will continue to lash her for being hypocritical, brazen, facey and downright stupid.

If Da Noh Soh…

Melvin’s daughter… The head of the PSU beat us in busting out a huge story in the Ministry of Foreign Affairs. Our readers will remember that in this very same column we revealed that Minister Melvin

Hulse’s daughter has been posted to an extremely lucrative diplomatic posting in the UK – more than $200,000 per annum worth of lucrative. According to the PSU’s very vocal head, and to sources in the Ministry of Foreign Affairs, some big money is missing from the mission in the UK and all fingers are pointing squarely on Melvin’s daughter. Time for investigation and prosecution, you may think? Well no, certainly not for the Minister’s daughter. Apparently she was brought in from the UK in the midst of the scandal and posted to another lucrative desk at the Ministry of Foreign Affairs. So we paid big bucks for Melvin’s daughter with nanny to head to the UK and we’re now paying big bucks to Melvin’s daughter after she had to be brought back after money went missing…typical UDP politics…If Da Noh Soh! It’s Barrow Time… Reliable reports to us indicate that the daughter of Prime Minister Dean Barrow, Deanne Barrow of Westerhaven fame has been seen reporting to BTL three days a week. Sources are telling us that she is the new legal advisor to BTL, replacing Mr. Dean Molina who was fired recently. We have been told

that Mr. Molina is the only Belizean national with a Master’s Degree in Telecommunications and Technology Law. Apparently he was given the choice to either resign or be fired, since BTL was thinking of improving that area of legal expertise. Check that out. We have also gotten reports that she is not on payroll, so is billing the company at private sector rates, and we all know about those rates, don’t we? If asked, our bald leader would probably confirm it while lauding his daughter’s brilliance. See, when asked about Lois windfalls, Dean claimed that she is the best thing since white bread and the only ethical lawyer in Belize. When asked about his brother’s appointment, he claimed that his brother was the brightest in the land. When asked about his son’s appointment, he claimed that Anwar was tech savvy and on the cutting edge of business. Why would Deanne be any different? After all, this is Belize’s new royal family. Remember that beer commercial – it’s Miller Time. Well this is Barrow time… If Da Noh Soh!

Idiot Alert… At the Violence Summit yesterday, our idiotic deputy Mayor Philloughby told interviewers that he wants to treat Belizeans as ‘guilty until proven

innocent,’ and he would have wanted that to start like yesterday. I can imagine how his bally the Mayor cut her eye at him when he said that because the only thing keeping her out of jail right now is the presumption of innocence until proven guilty. This whole thing is one big joke on us…If Da Noh Soh! This is the problem… Not to bash Love FM cause that’s not the intent, but this morning they proved my point about the media giving the Mayor too much leeway in taking us all for fools. One of the hosts was talking about how she was impressed by the passion with which the Mayor spoke about finding solutions to violence. Man, this host was talking about the Mayor’s passion when the issue should be the Mayor’s honesty and the Mayor’s competence. Seriously, a summit or indeed anything which helps to stop crime is a good thing but the Mayor has a track record which makes her a more likely candidate for a Criminal Summit than a Crime Summit…If Da Noh Soh! Planting a tree… Our Minister of Foreign Affairs is in Israel and we only heard about it because of a release from Israel. We’re not sure exactly why he’s there. Because of the release we know that he’s visiting

some religious sites and he planted a tree. It’s a little hard to figure out planting a tree and visiting religious sites helps Belize right now, especially during this time of economic recession. And speaking about recession, reports are that the government of Belize is footing the bill for the trip to Israel. We’d like to take this opportunity to ask for some sort of confirmation on that. We don’t want to believe that while our people are starving here in Belize, we’re paying so the Minister of Foreign Affairs can go plant a tree on the other side of the world…If Da Noh Soh! Oh Lawd… Remember the Italian Minister of Economic Development who visited Belize just the other day. He was seen hanging out with Sedi and Erwin in what was termed as a brief official visit before the bashing began. About the only thing

that came out of the visit was that the Italian Minister is said to have absconded with the Turtle Inn’s chef while leaving a big bill behind. Well, that Italian Minister

While we’re getting this from great sources, we’re a little bit puzzled because we find it strange that the first wife would approve such a donation to the first lady. Tiptoes rejected… First of all our condolences go out to Net ‘Tiptoes’ Vasquez, since we hear he was injured after a nasty spill on a wet bathroom floor. But that’s as far as our sympathy goes where this slimy fellow is

Juliet on the spot… I’ve gotta tell you – listening to WAVE Radio’s morning show is fun, fun, fun! Poor Joe-liet and the dysfunctional duo are taking a licking from Belizeans these days. Complaints about the state of the city’s streets are a daily thing, but yesterday’s show had me rolling. A woman called in concerned about the abuse of government vehicles by the UDP and she had Joe-liet stammering

concerned, and word reaching us is that our feelings are shared by employees of BTL. That company generally hosts a function for Labour Day which is a big event. So Saturday morning Net turned out to give his big speech and was greeted by five (5) staff members. Yup, five out of nearly 500 cared enough to listen to Net’s nonsense. We do understand that another 45 did show up for the afternoon’s function which included food and drinks…If Da Noh Soh! New Vehicle for Gapi… Last week Gapi Vega’s vehicle was seen ferrying voters to and from the polling station in Carmelita and I thought to myself jeez, Gapi the millionaire doesn’t really associate with the common folks in Orange Walk so to

let them use his vehicle he must really be desperate for the UDP to win. Well I wasn’t too surprised when callers to the Vibes morning show reported sighting the Deputy Prime Minister in a brand spanking new luxury Lexus SUV with government plates. We’ve gotta ask again – isn’t the economy in recession, cause sometimes I wonder. Anyway, there’s more information coming on that Lexus but we’re still digging up the dirt. We’ll keep you informed…If Da Noh Soh!

Then another caller wanted to know about the declaration of assets since some of the UDP got into politics poor and are now showing tremendous and incredible gains in only two years. Talk about stuttering and stammering. Joe-liet had to admit that she has been sent forms repeatedly asking her to declare her assets, but she’s just been a little busy and the forms are just so long that she’s never gotten around to it. Okay then my fluffy friend. If you say so. Just two things in closing…Joeliet, remember when you do get around to filling out those forms you will need to declare any land assets which you’ve gotten in the past year or so and seriously, things will only get worse. You guy and gals may want to think about taking a long sabbatical. If Da Noh Soh! Election on Mother’s Day… The head of the Elections and Boundaries Commission Alberto August didn’t think anything of cancelling village council elections in Georgeville because of the Agric Fair. Instead, he decided, the elections would be held this Sunday, on Mother’s Day. We guess he doesn’t think that day is very important and people won’t have anything better to do that deal with village council politics on that day. See, it’s what we’ve been saying all along. Alberto August fits right in with the ridiculous UDP bunch of clown, misfits and idiots… If Da Noh Soh!

UDP Politics as usual

Something’s gonna blow… The standoff in Benque between Police and BDF is just one more indication that things are getting ready to blow. The news about police officers and our military personnel aiming weapons at each other seems almost surreal. Word to us from a civilian who was on the scene is that it wouldn’t have taken much more for bullets to start flying. That’s not a good thing. Morale in the Police Department is really bad right now. Morale in the BDF is really bad right now. Frustration in both departments is high. Mr. Barrow needs to do something about his Minister of National Security before it’s too late. All the signs are there. No justification… There is really nothing that the Police can say to justify the shooting of Mr. Steven Buckley. They were wrong and that’s that. I expected some serious ‘mea culpas’ and an immediate offer of any assistance necessary to Mr. Buckley and his family. What I didn’t expect was what we got – a complete hands-off proclamation from the Police and a story which goes against everything all the eyewitnesses are saying. Confidence in the Police is already very low. Trust in the Police is even lower. Fear of the Police is high. If they continue to lie to people that won’t help. Mr. Buckley may be paralyzed for the rest of his life. He has reportedly lost an eye. Even if he lives, his life and the lives of his family will be forever changed. This incident is another sign that something is seriously wrong in the Police Department. Is Mr. Barrow waiting for more people to die? A Sick Joke… This crime summit being called by Mayor Zenaida Moya is not even funny. Nothing that Mayor Moya does is funny anymore. I think the media needs to boycott anything coming out of City Hall which makes not even the slightest bit of sense. Under the Mayor’s watch City Hall has been besieged by corruption. She has even been charged criminally in Court. Big sums of money have gone missing. Even now the Council is in the midst of a big, big scam involving the illegal licensing of stolen vehicles. Zenaida Moya has been accused of misappropriation of funds by her colleagues at the Council, by her Party and by the Ministry of Local Government. And she’s calling a crime summit to come up with solutions to crime. This is as bad as when she called an economic summit the other day. Don’t remember anything coming out of that, to nobody’s surprise. The media needs to stop giving Zenaida air time. In fact it is past time that somebody tell Zenaida to go the hell home. Chip off the old block… Zenaida Moya is just as bad as the man who proclaimed her the golden girl of politics. The other day he inaugurated the Prime Minister’s Council of Scientific Advisors that will advance our economy using scientific innovation and technology…or something to that effect. That’s all well and good but we don’t need all that yet. We’d be happy if our esteemed leader could organize a council to pick up garbage in the city…how’s that for a start? Now the Mayor who can’t pick up the garbage or fix a solitary street or balance her books or deal with crime in just City Hall wants to take on crime in the whole country? Okay then! We’ll be right here waiting for that to happen.

Sanford Children’s Clinic… The Sanford Children’s Clinic broke ground yesterday. The plan is for the facility to be a state of the art pediatric care hospital which will provide quality medical attention to Belize’s children and also offer training to our medical practitioners. Sounds like a good thing, right? That’s why it was strange that the UDP chose not to attend the groundbreaking – not the Prime Minister and not the Minister of Health. The absence of the UDP politicos was obvious, and all because Lord Ashcroft is in the mix somewhere in the financing for the hospital. Seems a little petty and a lot foolish but that’s nothing strange coming from the UDP. Incidentally the Minister of Health was handing out trophies at a cycling race a couple days ago. We guess that’s much more important than the prospect of a first of its kind childcare facility in Belize. We guess that since Mr. Barrow, Mr. Marin and the UDP apparently want nothing to do with the facility, they won’t be taking their children to access the quality health care which will be available when the facility opens in 2011.

Abuse of power… There’s an ad circulating which shows government vehicles being used during village council elections. A caller to WAVE this week questioned the practice and Senator Thimbriel stated in no uncertain terms that using government vehicles to ferry voters is just plain wrong and an abuse of power. That’s one of the few correct things we’ve heard Ms. Thimbriel say but we had to wonder if she would have been so outspoken if she had seen the video footage of Deputy Prime Minister Gaspar Vega’s white Montero (with red and white vanity plates) being used to ferry voters in Carmelita. The same thing was being done by Minister of State Edmond Castro in Burrell Boom. If Ms. Thimbriel did see the footage and still spoke out about abuse of power, then we give her full props. More abuse… This columnist has confirmed from sources at BTL that Price & Company has been given the exclusive contract to provide office supplies to the telecommunications company. It’s a contract which is worth some $50,000 a month, or $600,000 a year. Price & Company is owned by Mr. Manuel Esquivel. Mr. Esquivel is one of the senior financial advisors of the Prime Minister, along with Net Vasquez who is the head honcho on BTL’s board of directors. Guess we shouldn’t be surprised at what seems to be a blatant conflict of interest. Belizeans are still waiting not so patiently to see when we will start benefitting from the ‘Belizeanization’ of BTL. There’s still no VOIP, no lowering of rates, no increased coverage and no improvement in services offered. The reality is that only a few Belizeans have benefitted from this Belizeanization, and they’re all relatives of Barrow or friends of Barrow. That’s the truth. Hare-brained… I was watching the coverage of the Mayor’s violence summit tonight to see if my feelings would change, but nope…I still think she is one of the reasons why people say common sense isn’t common. She is also a good reason to understand that even in Master’s Degree courses there must be somebody who comes in last so having a degree is no guarantee of intelligence. See, it’s not that trying to find a solution to crime is a bad thing – far from it. But I have not the slightest doubt that this summit is nothing but a distraction from the fact that the City Council is in an unholy mess. I feel that if the Mayor can’t fix the myriad problems in one building, she sure as hell won’t be able to make a dent in crime. I think that she is trying to make a media comeback after months of bad press and I believe she is trying to take us all for fools. From the interviews tonight, I feel that at least one reporter and more likely all of them share my views. I think it very likely that she and her hubby and maybe Philloughby stayed up late one night and just came up with a bunch of harebrained proposals to throw out there. Philloughby again… I think that a gag order should be immediately placed on Philloughby. It is embarrassing to have to listen to the stupidity coming out of his mouth. It is embarrassing to know that people across the region and the world watching via the internet see that he is the deputy mayor and think that maybe the rest of us might just be as idiotic as he is. Philloughby’s solution to crime is turning the whole justice system on its ear and legislating that now citizens will be guilty until proven innocent. Okay then. I honestly believe that he had no idea what he was saying. Just like when he wanted to sell City Hall to pay their garbage bills. The fellow is a certified moron. And he is one of the persons spearheading the Summit. That should be an indication of how serious the Mayor and her bunch are. No offensive lyrics… One of the Mayor’s big bright brilliant proposals is that offensive lyrics will be outlawed from the airwaves. Excellent idea! The only thing is that at the Violence Summit one of the special speakers slated to address the gathering was our new Music Ambassador Shyne. See why I say the Mayor isn’t serious? You can’t really get more offensive that Shyne’s lyrics or more violent. We say hell yes, bring on a summit to explore solutions to crime but keep this bunch of idiots far, far away. Maybe we could send the Mayor and Philloughby to the dump to check if their disappearing garbage theory worked.

Today is Mother’s Day and all across Belize and indeed the world we are giving thanks and showing our love and appreciation for our mothers. There is no way we can ever really thank our mothers for all they do for us, but we must make it a habit to keep reminding ourselves how much she sacrificed to bring us into this world and for all she did while raising us. Celebrating our mothers is a tradition that goes back for many centuries. Historians tell us that Ancient Greeks held lavish celebrations to honour Rhea, the mother of the Gods. In Christianity, especially for Roman Catholics, Mary the mother of Jesus is celebrated as the mother of the Church and great religious feasts are held to honour the Blessed Mother. Starting out as a mostly Christian celebration, every Sunday was called Mothering Sunday, when the church community honoured Mary and by extension mothers. Whether you want to view celebrating Mothers Day as a religious or a commercial event, everyone agrees that Mother’s Day is a very special occasion and everyone honours their mother, living or dead, by their expressions of love and appreciation. Of course every day should be Mother’s Day, since there can be no greater sacrifice than that of mothers who carry us for nine months, loving and nurturing us from that moment to adulthood. Like me there are some whose mother has left this earthly life and has gone ahead of us to their heavenly reward. For us Mother’s Day is still important; as a Christian I believe that mothers who have passed on are our guardian angels, always watching over us as we move on in life. Their love for us and our love and appreciation for them can never be extinguished. This Sunday as we celebrate our mothers, we must also be mindful of the many Belizean mothers who on Sunday will shed a tear or say a prayer for their sons who have died violent deaths. No mother should be made to bear the pain of burying a son. No matter the reason, our compassion for the mothers who cry out on television, mourning the lives of their sons lost to street violence, is a reflection of our failure to create safer neighbourhoods. As a nation we must work to stop the vicious circle of violence which is claiming the lives of so many of our sons and bringing so much pain to our mothers. Former US president Abraham Lincoln is famous for many great political quotations, but one of my favourite Abraham Lincoln quotes is not about leadership, or one of his famous presidential or political statements, it is what he had to say about his mother. Abraham Lincoln said: “All that I am or ever hope to be, I owe to my angel Mother." How many of us would not say the same about our mothers? A mother's greatness and her sense of sacrifice inspires the best in each of us, for we know that there is no greater love than that of a mother for her child. So as we celebrate Mother’s Day, let us give thanks for all the women of Belize, but more so for our mothers who day by day provides us with the greatest love of all, that of a mother to her child. BARROW’S COUNCIL OF SCIENCE ADVISORS

On April 28, 2010 the Government announced the commissioning of the Prime Minister’s Council of Science Advisors, which was the product of a memorandum of understanding between the Office of the Prime Minister and the Petters Research Institute of Belize. This Council has a mandate of leading the way in formulating and implementing an effective strategy for Belize’s economic advancement through the utilization of science, technology, engineering and mathematics (STEM) education. It is envisaged that this Council will provide direct advise to the PM and his Cabinet on development policy initiatives through the use of practical and environmentally sustainable applications of science. The stated objectives of the Advisory Council are to assist in the following areas: • Framing science policies that convert into practical programs that promote day-today economic growth; • Attracting science and technology investors and industries, particularly in green technologies; • Identifying strategic economic opportunities that cut across different ministries as well as creating synergies and efficiencies among ministries using technological tools; • Developing the Belizean human capital in science, technology, engineering and mathematics (STEM) to advance national development; and • Reviewing policy proposals for scientific soundness. These laudable objectives of the PM’s Advisory Council are no doubt a key input in fostering Belize’s economic development as she strives towards industrialization. Dr. Arlie Petters as a Belizean scientist must be greatly commended for his foresight and genius in being able to realize the establishment and need for such an initiative. He chairs this Advisory Council and his credentials and achievements in astrophysics are world renowned. This Advisory Council is expected to function under the aegis of the Petters Research Institute, based in Dangriga Town. It must be noted that the members of the Advisory Council are majority scientist and professionals that are nonnationals such as Doctors Samuel Malone, George McLendon, Jeremiah Ostriker, Rochelle Schwartz-Bloom and Ms. Nancy Zeleniak. A cursory review of their professional acumen reveals their expertise in the following areas: economics and mathematical modeling, chemistry

and biochemistry, astrophysics, pharmacology, cancer biology, biological psychiatry and extensive experience in pharmaceutical and biotechnology development. The only resident Belizeans on the Council are Doctors Bernard Bulwer, current director at the Karl Heusner Memorial Hospital and Kenrick Leslie, executive director of the Caribbean Community Climate Change Centre in Belmopan. This columnist makes the insight that for the objectives that were established for this Advisory Body it would have been an imperative to see expertise in public policy and economic development; alongside the utilization of more Belizean social scientist that are well aware of the vagaries and nuances of development challenges in small states. While this writer supports this new initiative, the remainder of this essay will focus on some areas that are deemed as important imperatives for the realization of successful utilization of the experts that have offered themselves to making significant contribution to Belize’s development. Firstly, the existence and operation of a Science Advisory Council ought to have been conceived and operationalized through a holistic approach to policy formulation and development. Like the current exercise for the preparation of Horizon 2030, these initiatives all fail to speak to any institutional arrangement that would support the implement and execution of these policy initiatives. In order for policy implementation to be successful in Belize there requires a multi-sectoral approach that is evident in the establishment of a National Economic Council that has the required legislative backing. For only with the existence of such an arrangement can policy formulation be made meaningful, thereby ensuring cohesion in all policies. Secondly, the emphasis of a STEM educational approach while a necessary imperative for development does require some inputs that would warrant its success. The United Nations Educational Scientific and Cultural Organization (UNESCO) in its 2005 World Summit on the Information Society, clearly elucidated some practical elements required to guarantee success in the partnerships in information and communication technologies for development (ICT4D). These areas require attention in light of the broad mandate established for the PM’s Council of Science Advisors and the modus operandi of the current Government. Firstly, the partnership must

be based on trust; thus to give advice is one thing, but to follow advice requires acknowledgement of one’s shortcomings and conflict of interest may arise if there are economic interest at stake. Secondly, this Council must have a clear focus on what it wishes to see accomplished in the medium to long term development horizon. For the benefits of promoting STEM education are usually realized in the long term. Therefore verifiable indicators and outputs must be sine qua non. Thirdly, this partnership must have enthusiastic leaders and provide clear focus on sustainability of all efforts. Lastly, and the most important element is the balance between demand and supply. The importance of demand must clearly allow for the identification of whom and where is the drive for ICT4D initiatives. For only if the Belizean people who ought to be the beneficiaries understand the need and how any initiative will enhance their livelihoods would policy be considered successful. The dilemmas of development in small states are much different from the experiences and challenges faced

by the industrialized countries, especially the USA. On the supply side, knowing who are the partners and donors that would facilitate policy implementation is an important factor. Research evidence has supported that when development initiatives are supply led and does not take account of the needs of the beneficiary communities then success may be minimal. Whilst the elements addressed above are all key inputs, the overarching need for transparency and an ethos that speaks to ethical behavior must prevail. This writer thus concludes, that the success of having these scientists at the disposal of Prime Minister Barrow and his Cabinet will be reflected in the benefits that would accrue to Belizeans over the next 3 years. Dr. Petters must be applauded for his bold step, but his enthusiasm must be tamed by knowing the challenges and deficiencies of the other party that he has sought to assist. New Belizean law jeopardises assets and threatens investments, says TV report

LONDON, England -- A hastily-introduced amendment to Belize’s Contempt laws threatens the country’s assets abroad and its role in the international community. These are just some of the claims of leading international lawyers which form the basis of a special TV report presented by author and broadcaster, Robert Beckford. Eamon Courtenay, the former Attorney General of Belize, tells Beckford, “This Act is radical, it is draconian, it is unprecedented. The Government has taken a policy decision that it is not going to participate in arbitrations. They are also going to dishonor awards made by existing arbitration agreements”. James Lewis QC is a specialist in international law. He believes the penalties in the Act of a fine of up to $500,000 or a maximum of ten years imprisonment are excessive, and that the statutory minimum sentence of five years in jaill for even the most minor breaches is disturbing. He also points out that this legislation means that people are now presumed guilty rather than innocent, and says these measures are so extreme that they breach the U.N. Convention on Civil and Political Rights.

“The Act dispenses with the presumption of innocence for people who are shareholders, officers and managers of the company who have breached injunctions and puts the burden on them of proving they were not involved”, says Lewis. “That is a position which is completely contrary to international law, and indeed is contrary to the United Nations International Convention on Civil & Political Rights to which Belize is a signatory and has ratified”. Professor Julian Lew has thirty years experience arbitrating in the international courts. He believes that companies who cannot get redress in Belize will try and seize Belizean assets elsewhere; for example, in the U.S., where the Belizean government keeps its foreign currency reserves. “There are mechanisms for enforcement”, says Lew, “The most important of which is the New York Convention. This has as its purpose to facilitate the enforcement of awards not only in the country from which the party comes, but also in the country where it has assets. Over 150 countries are now party to the New York Convention”. But the biggest danger for Belize may be the Act’s impact on international investment in

the country. According to Eamon Courtenay, “This legislation is completely counterproductive to attracting investment to Belize. It is going to chase investment away. Additionally, it is going to be increasingly difficult to attract new investment to Belize, because international investors are going to look around and say it is not worth the risk investing in Belize”. Beckford ends his special report by warning that the impact of this Act might be felt right across the region. In his final piece to camera, he says,

“In passing this law Belize has turned its back on international treaties, agreements and human rights conventions. But its impact may go even further. This law threatens the reputation of the whole region. If one country can so easily reject a major plank of international law, might others not do the same? Belize may need to think again.”

A Descent into Anarchy

Although the press briefing on April Fools’ Day was called to announce the involvement of police officers in a criminal ring that was responsible for a string of high profile robberies that had traumatized the nation in March Police Commissioner Crispin Jeffries took the opportunity to unveil his Department’s new strategy in the fight against the unrelenting crime wave – shoot first, answer questions later. Perhaps to strike fear in the hearts of the criminals Mr. Jeffries declared that “if we (officers) are confronted, we will have to speak to people in the court system thereafter because they (the criminals) will be shot and killed when they are caught.” In other words he was warning the criminals that he would have no problem if an officer became judge, jury, and executioner of anyone who found himself on the wrong side of the law. We should have been appalled by Mr. Jeffries’ comments that advocated extrajudicial killings as a means to curb violent crime. Moreover, we should have hit the airwaves immediately to voice vehemently our disapproval, but we did not. Instead we had a nonchalant response. Even Prime Minister Honorable Dean Barrow who was present at the press briefing and who himself is an officer of the court said nothing. But his silence it now seems conspired to corrupt justice. There is no doubt that officers today have no problems denying the right to due process of law that all of us are supposed to enjoy including persons suspected of or charged with crimes and that they are rarely held accountable for their actions. Over the last week alone,

officers have shot four persons including an innocent grandmother, who was hit in her own home by stray pellets fired from an officer’s service shotgun. Two of the shooting victims were known criminals, but the other did not even have a police record. On Wednesday night April 28th, witnesses claim that a police patrol stopped a Dodge Ram truck at the corner of Kraal Road and Guerrero Street and ordered those inside to exit the vehicle. But while they were exiting, one of the arresting officers apparently fired two shots from his shotgun through the windshield, hitting one of the passengers Stephen Buckley in the head. The father of two is now in the Karl Huesner Memorial Hospital fighting for his life. The eyewitness accounts however do not back up the official police version. They claim that “the driver and the victim went down as to pick up something from the floor, where the police pointed

a shotgun in the direction of the Dodge Ram pickup cranked it, after which it went off, penetrating the windshield and injuring Buckley.” In other words, the shooting was accidental. But their version is hard to believe particularly when the police have built a reputation of clamping down hard on innocent civilians. Yet it is not surprising that Assistant Commissioner of Police and Head of Belize City’s Eastern Division David Henderson reported at a subsequent press briefing that the investigators only recovered one expended cartridge. Case closed. But in cases such as these there is the possibility that police testimony and findings may not be credible and are tainted. For that possibility alone, investigations into an officer’s use of excessive or lethal force should be conducted by independent investigators. There is no denying that the nation just now is under siege by criminals, and that the police are understaffed, undertrained, underequipped, and that the courts are backlogged with cases. And to top it off, we have a National Security Minister Hon. Carlos Perdomo, who has failed miserably to offer any guidance to the police and who has been overwhelmed much too often by his responsibilities. But officers acting outside the law create disrespect for the law and only foster an environment that breeds further crime and lawlessness. Most importantly, deadly force should be used by officers only as a last resort in response to imminent threat of death or serious injury, and only when all other measures have been exhausted. Indeed, the police do not have an easy job,

particularly when violence may erupt at any second without warning, but the high crime rate does not excuse the excessive use of force. At the same time, we cannot overlook the fact that there are many of us who are willing to condone even the most extreme and illegal actions under the excuse of crime fighting. But we cannot blame our compatriots, particularly when persons who are arrested for violent crimes such as murder walk free by the intimidation of witnesses or by having their lawyers exploit other loopholes in the system. It seems that criminals act with impunity and are unlikely to be punished. But many times these criminals walk off on nolle prosequis as a result of the police’s failure to produce sufficient evidence by which to convict accused persons. Oftentimes it starts with the identification parades that are not fair to the accused and that are later thrown out in court. More importantly, their capacity to gather evidence is stymied by their poor forensic capability that leaves cases heavily reliant on eyewitness testimony. Thanks a lot, Mr. Barrow for once more failing to keep a campaign promise. But despite your Department’s shortcomings, Mr. Jeffries, we the Belizean people can never tolerate your advocacy of extrajudicial killings and your shocking disregard for human life. It is not up to an officer to judge the guilt or innocence of anyone. That is the courts’ jurisdiction. As a result, we need to strengthen the justice system not discard it as you propose. If not, the nation will descend into anarchy from where we will not soon return.

Scandal at City Hall's Traffic Dept.

It is not a strange thing for the Customs compound to be filled with imported vehicles waiting for duty clearance. But our eye caught a bulletproof Land Cruiser that the Customs had impounded recently. The luxury vehicle bore Belize City license plates and registration but a check with the local authorities proved that it was done fraudulently. Further checks revealed that it was stolen from Guatemala. And while the issue of stolen vehicles is nothing new, this time it was the very Traffic Manager, Kevan Jenkins who blew the whistle on what has been taking place in his Department. Jenkins told the press that he feels as if though his hands are tied because he can't do anything about it. He said that because the main suspect in the fraud is a staunch UDP supporter and campaigner, everyone in authority is turning a blind eye to the problem. In fact the person was fired and then later rehired! While Councillor Wayne Usher went on television and said that there is no record that the vehicle was fraudulently licensed, in sharp contrast, Jenkins admitted that indeed the vehicle was licensed with the

Traffic Department in 2006. City Hall decided to dismiss some employees and transfer others on strong suspicion that they were involved in the scam. But had this news not broke last week, we the public would never have known that the problem prevails. We say that because new evidence coming out of City Hall suggests that there are more people whose heads should

Murder madness continues

There was another murder since the last edition of this newspaper and the victim this time happened to be a nineteen year old. Police did not have much information but to say that they are investigating whether his killing shortly after 11:00 last Friday morning was a matter of retaliation for a previous shooting last week. The victim, Michael Warrior Young, 19, was approached by a gunman who Police say came out of an empty lot. The attacker, they say, wore a grey polo shirt and black shorts with a white rag across his face. Young, who was riding a bicycle on Boots Crescent just behind St. John Vianney Primary School was shot at 12 times, and at least 2 of the bullets hit their mark, sending him crashing off his bike. Residents of the area said they heard the shots ring out. Some did not know where they were coming from and decided to dash for cover but a number of people said they thought they heard the shots come from what is considered to be a narrow street off Boots Crescent. One lady said she and her daughter were sitting down that morning and they heard the shots one after the other and ran in her bathroom for safety. Another

But Lord has defiantly defended his name, saying that someone else is committing the scam and the person is so creative that even his signature they have mastered in duplicating. Lord's signature appears on a number of the fraudulent documents, an occurrence that he himself cannot explain. The results of the audit will be forwarded to the Police and the Director of Public Prosecutions. The Council will also rotate employees to avoid further fraud and transfer of vehicles from one owner to another will only be done now when the two signatories show up together to carry out the transaction. Let’s wait and see what will come to light next at City Hall.

He was recently charged for two shootings in September of 2009, in which Trevor Trapp and Kareem Williams were shot. Young was facing attempted murder and aggravated assault charges for that shooting.

Jermaine Fuentes sighted in US

He is known as Jermaine Fuentes and Jermaine De Paz, and after years of escaping the public eye, many thought he was dead. But new reportd coming out of the United States suggest that he is very much alive. Fuentes, who is wanted for the murders of Mark Ireland and Anthony “Trigger” Adderley, and the attempted murder of Joel Waight, also managed to escape police apprehension for drug trafficking in 2001. In 2008, Fuentes was an unlikely subject that caused two rival police officers to come to odds with each other. One used his absence to plot against the other as if he had murdered Fuentes. Pictures of human skeletal remains that circulated seemed at the time to give credibility to the claim. But when the officer being blamed came forth, it soon put all the allegations to rest. The remains were those of an old woman on whom a post mortem had been conducted, and this was evidenced by a neatly cut skull

Stephen Buckley partially paralyzed after police shooting

It caused quite a stir last Wednesday night when a shooting on Caesar Ridge Road in Belize City left a man clinging to life in a coma, without a right eye and paralyzed on the left side of his body. But what caused even more outrage was when the news broke on Thursday evening that it was a police officer who had done the shooting. Police never issued a timely release on the incident and only did so after the media broke the news. But the fate of Stephen Buckley, 37, a father of two, hangs in the balance as while he has started to breathe on his own, he also remains paralyzed and on a heart monitor. He needs blood and his medical condition has now brought on new debts for his family. A construction worker by profession, Buckley was with his boss leaving a work site and when they reached on Caesar Ridge police, led by Inspector Dennis Lopez, stopped their vehicle because it resembled one that was involved in a previous shooting that same night. Lopez claimed that he gave the occupants instructions to shut down the vehicle and get out, but he later said that the 16 gauge pump action shotgun he had pointed at them accidentally discharged, hitting Buckley in the head. But residents of the area say they heard two shots and officers who

COURT NEWS 32 Year Old Man Stabbed Over Cigarette

BELIZE CITY, Wed. May 5, 2010 Nelson Peters, 19, a fisherman of Woodpecker Street, Ladyville who allegedly stabbed Elvis Brackett, 32, because Brackett refused to give him a cigarette, was charged with attempted murder when he appeared yesterday in the #2 Magistrate’s Court. Peters was also charged with dangerous harm and use of deadly means of harm. Magistrate Sharon Fraser did not take a plea from him because the offences are indictable.

She explained to Peters that the Court could not offer him bail because of the nature of the offences. She remanded him into custody until July 22. The incident occurred at around 10:25 p.m. on Friday, April 30, in front of Woodpecker Sports Bar on Woodpecker Street in Ladyville. Brackett, a laborer residing in Vista Del Mar, reported to the Police that when he exited Woodpecker Sports Bar he met Peters and Peters asked him for a cigarette. Brackett said when he told Peters he did not have any Peters attacked him with a knife. Brackett said he feared for his life so he ran. According to Brackett Peters pursued him and caught up with him and stabbed him in his chest, abdomen, throat, left leg and on both his hands. The Police reported that when they arrived on Woodpecker Street they saw Peters with a knife in his right hand and he was attacking Brackett. The police said that while they were subduing Peters he threw away the knife but they retrieved it and noted that it was a small black pocket knife.

42 Year Old Man Remanded for Sexual Assault of Minor

May 5, 2010 Da lesmo n Lewis, 42, a constr uction worker of Oleander Street who allegedly committed sexual assault on a 7 year old female child, was charged with aggravated assault when he appeared in the #2 Magistrate’s Cour t on Monday, May 3. Lewis pled not guilty to the charge. He said he was not at the house when the incident occurred. The prosecution

objected to bail on the grounds that the offence has become prevalent and the complainant is a minor. Magistrate Sharon Fraser upheld the objection and remanded Lewis into custody until June 7. The incident occurred on Thursday, April 29. The child, accompanied by her mother, went to the Police Station and reported that Lewis sexually assaulted her while she was in her room lying on her bed. The child said she was awakened by someone caressing her from her leg up to her thigh and on to her genitals. She said when she looked she saw that the person was Lewis. She said Lewis backed off when he saw that she was awake and she got up and went and told her mother. The child was taken to the hospital where she was examined by a doctor who certified that her hymen was still intact. If convicted Lewis faces a maximum sentence of 2 years.

23 Year Old Woman Acquitted Of Attempted Murder

May 5, 2010 Elisa Chan, 23, who allegedly stabbed Khadija Castillo, 25, in a dispute over a man, was acquitted of a charge of attempted murder today in the Court of Justice Herbert Lord. Justice Lord directed the jury of 5 women and 4 men to return a formal verdict of not guilty after Castillo, the first witness for the prosecution, took the witness stand and testified that she did not want any Court action. Castillo said that everybody makes mistakes and she is the forgiving kind which is why

she decided not to pursue the matter any further. Chan was represented by attorney Simeon Sampson while Crown Counsel Christelle Wilson represented the prosecution. The incident occurred at around 10:30 p.m. on September 2, 2008, on Jaguar Avenue near to Faber’s Road Extension. Castillo at the time worked as a floor supervisor at Smoky Mermaid Restaurant while Chan worked as a waitress at Celebrity Restaurant. Castillo reported to the Police that she left work and hired a taxi to take her to her house on Jaguar Avenue. She said that the taxi dropped her off a short distance from her house and while she was walking on Jaguar Avenue about 2 houses from her home, Chan jumped out of a vehicle and attacked her with a sharp object. She said Chan stabbed her under her right armpit and on the left side of her abdomen and she fell to the ground. She said Chan stabbed her several times more while she was on the ground and Chan got into the vehicle and it sped away. Castillo said she crawled to her house and her common-law husband took her to the hospital.

COURT NEWS CYDP Teacher and Student Remanded On Burglary Charge BELIZE CITY, Wed. May 5, 2010 Two persons, CYDP teacher Anthony Mor ris Jr., 32 and a 17 year old student of Excelsior High School, who allegedly entered Lavish Store through a hole in the roof, were charged with burglary when they appeared yesterday in the #2 Magistrate’s Court. Morris and the minor pled not guilty to the charge. The prosecution objected to bail on the grounds that burglary has become prevalent and Morris has had several brushes with the law. Attorney K areem Musa who appeared on behalf of the defendants submitted that his clients should be offered bail. But Magistrate Sharon Fraser upheld the objection and remanded Morris and the minor into custody until July 23. The burglary occurred between 10:30 p.m. on Sunday May 2 and 2 a.m. on Monday, May 3. The Police reported that when they went to Lavish Store located at #25 Albert Street, they saw two persons walking away from the store. The Police stopped the persons at gunpoint and searched them but did not find

They made further searches and they found a yellow and black hammer which the culprits apparently used to pry open the zinc on the roof. Pradeep Techandani, 27, the owner of the store, reported to the Police that apart from the Dickies pants, the burglars stole $800, 400 Smart and Digicell phone cards and two cell phones.

May 5, 2010 A j u r y o f 9 wo m e n a n d 3 men deliberated for about 4½ hours yesterday in the Court of Justice Troadio Gonzalez before it found Aaron King, 23 and Llewelyn Williams, 25, not guilty of the murder of Russian national Alexi Goloubev, 34, who was stabbed multiple times on December 31, 2005. Goloubev’s partly decomposed body was found in his apartment in King’s Park by Pamela Pyne on January 2, 2006. Pyne said he was lying face down and there were flies were all over his body which had already began to swell. Dr. Hugh Sanchez who did a post mor tem examination the following day, testified that there were 15 stab wounds to Goloubev’s body and he died from multiple stab wounds, particularly the one that penetrated his brain. allegedly gave Police a confession statement which he did not sign. Williams allegedly gave Police an oral confession in which he implicated King as the person who stabbed and killed Goloubev. Both statements were admitted as evidence after a voire dire was held to determine their admissibility. Also, a knife with a broken point which the Police believed was the murder weapon and which the Police testified that King led them to where it was hidden in a grassy area, was admitted as exhibit after a voire dire was held to determine whether it should be admitted. Williams gave a statement from the dock in which he denied he was involved in the incident. King took the witness stand and testified that Police gave him a statement to sign but he did not sign it and it was the Police who took him to a grassy area on a street and pointed to a spot and wanted him to pick up a knife but he refused. King was represented by Michael Peyrefitte while Williams was represented by attorney Ellis Arnold. Crown Counsel Yohhahnseh Cave represented the prosecution.

FINANCE Minister Audley says his government made the right decision to sell the national carrier Air Jamaica to Caribbean Airlines. Shaw defended the decision to sell the airline during his a report to parliament today. He said the country could no longer bear the burden of a company which was being run at a loss for 40 of its

42 years in existence. "At the end of the day responsible government is about making honest choices and that process begins with an honest appraisal of our economic situation. I am confident we made the right decision in favour of maintaining our social programmes," Shaw said. He said the choice to sell the airline was a difficult but necessary one. "With heavy hearts and tears in our eyes, we have had to say, thank you, but goodbye to a 40-year-old institution. An institution that served us well, but one we could no longer afford. It was not a choice against Jamaica, it was a choice in favour of Jamaica," Shaw said. The government has factored in $22.5 billion to cover advanced ticket sales, employee separation payments, payments of statutory deductions and termination of contract costs in its 2010-2011 budget, he said.

An estimated 5,000 barrels a day has leaked since the Deepwater Horizon exploded in the gulf on April 20, but experts have warned that the flow could reach 100,000 barrels in a worst-case scenario. The incident left 11 people presumed dead and anxious states Louisiana, Alabama, Mississippi and Florida awaiting the slick’s landfall. Minister of Environment Dr. Earl Deveaux said environment officials would not sit idly by while the disaster affects the country’s closest neighbour. "We have called the national oil spill contingency team together. I have asked them specifically to coordinate with CARICOM, Florida, the US Coast Guard and the major companies in The Bahamas to have equipment so that we develop all of our available options with respect to where we would seek help and deploy the help in case this oil spill creeps around Florida and enters the gulf stream," he told the Journal on Sunday. According to officials, the oil spill is the size of Jamaica and is half an inch thick. "If the weather shifts and this oil spill continues to drift and goes around Florida and enters the Gulf Stream then where those currents flow would have a direct impact on our country," Dr. Deveaux added. Dr. Deveaux said the US is seeking to drill an alternate well to plug the oil leak. "They believe that if they can drill a second well they can plug the leak but that can likely take about three months so this disaster will continue to be with us and we are developing our options," he said. However, Dr. Deveaux stressed that if the oil reaches Bahamian waters, the country would need all the international

assistance it could get. "I don’t want to give anybody the impression that The Bahamas is capable of handling any disaster of this magnitude by itself," he said. " We would need every available international resource." Environmentalists have said that if the oil gets near wetlands it would devastate economic and environmental life. "Anything that comes in contact with the oil would be immediately covered with the slick and likely die," Dr. Deveaux said. "We would have monumental coastal damage to our areas and it would take years to clean up." Dr. Deveaux explained that if a serious storm was to end up in the Gulf of Mexico it would travel through Key West and first hit Bimini and Cat Cay. "If the oil is pushed into the Gulf Stream it would get into the Great and Little Bahama Banks. If it comes on to the Great Bahama Bank then the nearest islands it would affect is Andros and Berry Islands. If it continues onto Little Bahama Bank then we are looking at Grand Bahama and Abaco," he said. Dr. Deveaux said even though The Bahamas has not been affected as yet, it should be alarmed. "We should be alarmed because it is affecting our closest neighbour. We depend on oil to drive, eat, and cool. Though there is a remote chance that it will affect us, it is affecting the neighbour we would call on for help. "If your neighbour’s child dies, do you feel compassion or do you only feel it if your child does? We have to feel it and we have to feel concerned," Dr. Deveaux said.

Oil Spill Could Affect The Bahamas

ST GEORGE'S, Grenada (GIS) – Senator Arley Gill, Grenada's Minister of State with responsibility for Culture, has said that carnival organisers will be seeking additional private sector support to ensure Spicemas 2010 is “very successful.’’ The Minister, who recently announced in the Senate government’s plan for providing a grant of about $484,000 to help pay off carnival debts accumulated over the 2008-2009 period, said the festival needs “capital injection’’ from both the private and public sectors. “Central government allocations to carnival basically have not moved in the last 10 to 15 years,’’ said Gill, “and the cost of production of carnival has increased in terms of sound system and in terms of prize monies. Just as how the cost of living goes up, just so the cost of producing carnival goes up. That’s one of the major challenges.’’ The Senator, who also has responsibility for Information and Information Technology, praised the 22month-old National Democratic Congress government, which has made an overall budgetary allocation of $827,000 to the Grenada Carnival Committee (GCC) to cover current and outstanding expenses “Let it be said that our government sees carnival as an investment,’’ Gill said. “It’s not just putting on a cultural event; it’s an investment really. It’s one of the biggest tourist attractions for a country like Grenada. We know that it impacts the economy positively and as such we need to make that investment.’’ Gill said the first payment instalment of $484,000 should be received by the GCC within a couple of weeks. “We are waiting now on the Ministry of Finance to make those payments, but that will rely on how the cash flow goes,’’ he explained. “You have to appreciate that the government has a whole lot of obligations

We are looking at one or two innovations because we believe that carnival is something that should evolve over time.’’ The 2010 Grenada carnival celebrations culminate on Tuesday, August 10, with the customary Parade of the Bands from Lagoon Road to the Carenage.

Castro stages show of unity amid international pressure

HAVANA, Cuba (AFP) -- Cuban President Raul Castro presided over a May Day march Saturday staged as a show of unity in the face of what his government charges is a US and Europeanbacked campaign to destroy the Cuban revolution. Dressed in a white guayabera shirt and peasant hat, Castro was accompanied by the leadership of the ruling Communist Party and the armed forces at the event in Havana's Revolution Plaza. A sign covering the facade of the National Library on one side of the plaza declared in giant red letters: "In the face of Yankee and European Union interference: Unity!" The Cuban government has accused the United States and the European Union of waging a smear campaign against the revolution in the wake of the death of Orlando Zapata, a dissident who died February 23 after a prison hunger strike. Zapata's death sparked international criticism of the Cuban regime's human rights record, and prompted another dissident, Guillermo Farinas, to go on a hunger strike to press for the release of 26 political prisoners who are in poor health. Farinas is now on the 67th day of his

fast.

But the Cuban government's hardening stance was reflected in the signs carried by the crowd at Saturday's rally. "Cuba does not fear lies, nor does it kneel under pressure," said one sign, paraphrasing a defiant speech by Castro three weeks ago rejecting the international criticism. Castro, 78, assumed the presidency in July 2006 from his brother Fidel Castro, 83, who stepped down because of deteriorating health.

Con cúpula submarina se limitará marea negra

La mejor solución a corto plazo para contener un catastrófico derrame de petróleo que amenaza la vida marina y la fuente de ingresos de la gente en la costa estadounidense del Golfo de México arribaría en las próximas horas bajo la forma de una gran cúpula de hormigón y acero diseñada para succionar el crudo. Las cuadrillas de Wild Well Control, una compañía contratista especializada en controlar pozos petroleros, construyeron el domo de contención de 100 toneladas. Una balsa arrastraría el artefacto hasta unos 80 kilómetros (50 millas de la costa), donde un pozo submarino descontrolado escupe 795.000 litros (210.000 galones) diarios de crudo en el Golfo desde hace dos semanas. El vocero de la firma petrolera BP, John Curry, dijo que el artefacto estaría sentado en el lecho submarino para el jueves. Es la idea más reciente de los ingenieros de BP desde que una plataforma operada por la empresa explotó el 20 de abril y causó la muerte de 11 trabajadores. La plataforma se hundió dos días después y el pozo empezó a verter petróleo en el Golfo. BP está a cargo de la limpieza y el presidente Barack Obama ha dicho que es responsable de todos los costos. BP tapó una de las tres vertientes del derrame el martes por la noche, una

medida que no detendrá el derrame, pero ayudará a controlarlo. Las manchas irisadas de petróleo tocaron tierra en algunas partes de Luisiana, pero los enormes charcos pegajosos de crudo coagulado aún no lo han hecho. Se pronostica que eso no sucedería antes del jueves. "Se nos regala un poquito de tiempo. No estoy descansando", indicó la contraalmirante guardacosta Mary Landry. De acuerdo con su hipótesis más grave, el derrame sería de 9,5 millones de litros (2,5 millones de galones) por día, pero lo más probable sería 6,5 millones de litros (1,7 millones de galones), dijeron directivos de BP a un comité del Congreso.

Aseguran a “Bacalao” por narcotráfico

Un fiscal de la Unidad Nacional Antinarcóticos e Interdicción Marítima, Unaim, profirió medida de aseguramiento, detención preventiva sin beneficio de excarcelación, en contra de Danith Darío Doria Castillo, alias Bacalao, como posible coautor responsable de los delitos de concierto para delinquir agravado, uso de documento público falso, y tráfico, fabricación o porte de estupefacientes. Según la Fiscalía, “Bacalao”, supuesto sobrino de Pedro Oliverio Guerrero Castillo, alias Cuchillo, estaba encargado del manejo y cobro del dinero por la venta de estupefacientes en Centroamérica y Estados Unidos. Doria Castillo fue aprehendido el 25 de abril último en Montería (Córdoba) y está recluido en los calabozos de la Dijin en Bogotá. La Fiscalía asegura que es acusado de liderar la banda criminal Erpac y de

exportar varias toneladas de cocaína a Estados Unidos y Europa. Según la Policía, “Bacalao“ controlaba el transporte de drogas de la organización criminal comandada por su tío, alias Cuchillo, mediante contactos en países del centro y sur de América. Pedro Oliveiro Guerrero es líder de una banda armada de origen paramilitar y es considerado uno de los cinco narcotraficantes más buscados de Colombia. “Bacalao”, quien perteneció al Bloque Calima de las Auc, era buscado por la Interpol por el envío de narcóticos a varios países entre 2004 y 2006. Doria Castillo aparecía en una circular roja emitida por la Interpol y por su captura se ofrecían 5 mil millones de pesos. Los bienes que tenía en el departamento de Córdoba serán sometidos a extinción de dominio.

India, el tercer mayor consumidor de petróleo de Asia, importa cerca del 76 por ciento de sus requerimientos de crudo. En una reunión con el funcionario venezolano, el ministro de Petróleo de India, Murli Deora, exploró la posibilidad de suministros adicionales de crudo. Essar Oil y Reliance Industries son los principales compradores indios de crudo venezolano, dijo Deora. El sofisticado complejo de refino de petróleo de 1,24 millones de Reliance en el estado occidental de Gujarat es capaz de procesar crudo pesado venezolano, que está disponible a una tasa más barata. "Estamos listos para suministrar adicionales a otras refinerías que estén debidamente equipadas para recibir el crudo venezolano con características especiales", dijo a periodistas Porras después de una reunión con Deora en la capital india. Dijo que Venezuela el año pasado ganó 4.000 millones de dólares de ingresos en el comercio con India,

mayormente a través de ventas de petróleo, sobre los 1.000 millones de dólares del 2008. No especificó la cantidad de crudo que su país suministró en el 2009. De acuerdo a estimaciones de operadores, Reliance el año pasado compró cerca de 60.100 bpd. El director de gestión de ONGC Videsh, R.S. Butola, quien también estuvo presente en la reunión, dijo que otras refinadoras indias incluyendo a MRPL están interesadas en comprar crudo venezolano. Butola dijo que el consorcio indio de administración estatal ONGC , Indian Oil Corp (IOC) y Oil India firmarán un acuerdo para el proyecto Carabobo-I el 12 de mayo. Firmas indias que juntas poseen una participación del 18 por ciento en el proyecto Carabobo-I inicialmente invertirán 2.100 millones de dólares durante 6-7 años, agregó.

Venezuela entrega 150.000 barriles por día de crudo a India

La PNC asegura que de enero a la fecha ha incautado mil 655 armas, de las cuales 980 son pistolas, 297 revólveres y 160 escopetas. Asimismo, del 1 de enero al 28 de abril últimos fueron capturadas 850 personas que portaban armas de fuego sin licencia. Sin embargo, las fuerzas de seguridad siempre se mantienen en desventaja numérica y tecnológica en armamento, debido a que el crimen organizado tiene acceso fácil a este. Mercado negro Investigadores policiales indican que en la frontera entre México y Guatemala, así como con Honduras y El Salvador, existe un enorme mercado ilegal de armamento. “Los carteles del narcotráfico asentados en la frontera sur de México buscan proveerse de armas, y en ese flujo, una buena cantidad llega a Guatemala y circula principalmente en la capital”, explicó. Con la puesta en vigencia de la nueva Ley de Armas, en abril del 2009, la Policía incautó seis mil 680 de esos artefactos, pero esto no detuvo su tráfico.

Ese año la Policía decomisó mil 802 armas de fuego en el departamento de Guatemala, mil 101 de estas en el área metropolitana. El municipio con mayor incautación fue Amatitlán, con 678, entre pistolas, fusiles, artefactos explosivos y granadas de fragmentación, durante un enfrentamiento entre agentes de la Policía antinarcóticos y narcotraficantes. Más complejo EE. UU. y México revelaron que los narcotraficantes empezaron a comprar armas legales en el primer país y las ingresan en forma ilegal en el segundo, donde se libra una batalla contra el narcotráfico, lo cual hace más complejo el problema. La Oficina de Alcohol, Tabaco, Armas de Fuego y Explosivos (ATF, en inglés) considera que en México circulan 15 millones de rifles y pistolas, y admite que un buen porcentaje de estas son introducidas a Guatemala. Sin embargo, es un número bajo comparado con el millón de armas ilegales que, según estiman organizaciones civiles, circulan en manos de integrantes de bandas criminales.

Hold On Smart and Truckers win in Digicell junior basketball Hold On Smart and Truckers both posted their 3rd wins of the Digicell “Balling for Life” junior basketball competition at the Belize City Center over the weekend Sunday, while the Belize Bank Junior Bulldogs munched on the Ghetto Ballers for their 5th back to back to back win: 83-68. Hold On Smart had 3G speed as they zoomed past Ferrari to a 68-53 win on Friday night. Elvis Olivera had double-double digits in 16pts and 13 rebounds as he led the Smart boys to a 15-5 lead in the 1st quarter. Kendice Williams added 14pts and snagged 10 rebounds to keep the Smart boys ahead 31-24 at the half time break. Kadeem Loredo fired back 3 treys to lead Ferrari with 13pts, while his teammate Rodwell Neal scored 12pts. Smart’s Jamal Kelly shot 12pts and grabbed 10 rebounds and Marshall Nunez Jr. assisted for a 44-37 lead at the end of the 3rd quarter. Ferrari’s Malcolm Robateau added 7pts while Kent Welch added 9pts and Dylan Moguel drained in a trey to add 6 points, but Smart’s Lyndon Arnold tossed in 4pts, and Edgar August, Beresford Codd and Russell Staine added a bucket each for the 68-53 win. The Tr uckers squeaked by the Burrell Boom Celtics 60-58 on Sunday. The Burrell Boom boys led 9-7 in the

1st quarter with buckets from Kyle Pinkard and Roman Williams, but by the half the Truckers were up 28-16 with Steven Smith leading the way with 17pts and Steven Wade adding 14pts. Burrell Boom’s Kyle Pinkard topscored the game with 24pts, while Roman Williams scored 9pts, but the Truckers’ Oliver Solis and Jaleel Arnold scored 10pts each to lead 46-31 at the end of the 3rd quarter. The Burrell Boom boys pulled out all the stops, outshooting the Truckers 27-14 pts in the 4th quarter as Kyle Baptist, Devon Brown and Philip Arthurs scored 8pts each. The Hankook Verdes blasted Corozal Shaniah 15-0 at the C a l c u t t a f i e l d o n S u n d ay t o qualify to the Caribbean Motors Cup football semifinals, ranked 2nd with 26 pts, while the BDF are No.1 with 32 pts after a 3-1 win over BRC Blaze at the FIFA Goal project in Belmopan on Saturday, May 1. The league leaders now await the Paradise Freedom Fighters and F.C. Belize to take on Georgetown Ibayani and the San Pedro Sea Dogs in the quarter finals on Wednesday night to determine the other 2 semifinalists. The semifinals begin on Sunday, May 9. Marlon Meza scored Verdes’ 1st winning goal in the 8th minute and Amin August made it 2-0 in the 28th minute. Daniel Jimenez scored the third goal in the 34th minute, Trevor Lennon added a 4th goal in the 41st minute, and Meza added a 5th goal in the 43rd minute as Verdes led 5 zip at the half time break. The Paradise/Freedom Fighters sought to qualify to the next round on Sunday but the San Pedro Sea Dogs held them to a 1-1 draw at the Toledo Union Field in Punta Gorda. The Sea Dogs scored first on a strike by Paraguayan import Gabriel Hicks in the 41st minute, but not for long as Devon Makin delivered the equalizer for the PG squad in the 44th minute.

This is a first – not only for Belize, but for the whole of Central America.” These were the words of Dr Muthugounder “Venny” Venugopal, speaking today at the groundbreaking ceremony for the new Sanford Children’s Clinic in Belize City. The initiative for a children’s hospital for Belize stems directly from the creation of Belize Healthcare Partners Limited, which already operates a full-service hospital close by, and which is donating land for the project at the corner of Chancellor Avenue and Blue Marlin Boulevard. Belize Healthcare Partners Limited is a partnership between The Belize Healthcare Charitable Trust, which was created as a result of a joint initiative between the previous Government and the Belize Bank, and a group of medical practitioners led by Dr Venugopal. The focus of The Belize Healthcare Charitable Trust is for the development, investment in, and provision of medical and healthcare services in Belize; for the benefit of the people of Belize. In this venture it is collaborating with Sanford Health along with Belize Healthcare Partners Limited. Dr Venugopal continued, “It was announced in February that The Belize Healthcare Charitable Trust had undertaken to raise additional cash to enable the project to be completed against a speedier timetable. I am delighted to announce that this has happened, and that $2 million (US$1 million) is being provided by The Hayward Charitable Belize Trust, enabling this vital project to move forward more swiftly. I am grateful to the Hayward Trust for making this commitment and to The Belize Healthcare Charitable Trust for facilitating this.” The Hayward Charitable Belize Trust (“the Hayward Trust”) is the former majority owner of Belize Telemedia Limited (“BTL”). The new Sanford Children’s Clinic Belize is being designed to be similar to other Sanford Children’s facilities and is expected to open next year. That thing By: Mike Rudon Jr. By this time my friends at the National Perspective will no doubt be squealing like stuck pigs over what they will perceive as an attack on them in last week’s paper. That’s fine. As far as I’m concerned, those two or three people who dedicate each week’s column to airing their petty, personal gripes will get no apologies from this side, nor will they get any quarter. I’m frustrated and angry enough to feel compelled to respond from time to time, but I’m rational enough to realize that our Party Leader and the Party is much bigger than those few. I’m also intelligent enough to realize that apart from a small jab from time to time, these motley few don’t really warrant much more attention than that. Moving on…the United Democratic Party continues on its path to self-destruction. Whenever that party comes into discussion, quite a few people will become vocal and insulting. Others will sign and shake their heads in disappointment. Still others have become so numb that news of more shenanigans elicits very little reaction. Nobody will launch into a spirited, sincere praise-fest of either Mr. Barrow or his administration not even those who waved red flags in a frenzy of support and pasted red and white stickers on their vehicles! People just don’t get that warm, gooey feeling anymore. Things are just too rough and there is no indication that they will get better anytime soon. A young lady on the news the other day stated quite plainly that she would never trust the Police. Ever! She was on the scene of a shooting which by all accounts was not justified, to put it nicely. It’s a little scary to hear a citizen say that she does not trust the men and women in uniform who swear an oath to protect and serve us. It’s even scarier to realize that she is echoing the sentiments of a great many Belizeans at this point in time. Things have never been this bad as far as the Police Department is concerned. In fact, the distinct impression is that things are going to blow up very soon – look at the recent standoff between Police and BDF in Benque. How much longer can this continue? You can say what you will, but the truth is that the fault lies squarely with the government of Belize – with Mr.

It is all over the place. There are so many things wrong in so many departments that it plain boggles the mind. Apparently this crowd does not even acknowledge that there is anything wrong, so I guess it would be too much to ask that they do anything about anything. This Krooman Lagoon thing where the Chief Justice is basically saying that the Minister of Lands Gaspar Vega made a stupid and unnecessary mistake is a big thing. We Belizean taxpayers may have to pay as much as $7million dollars for Mr. Vega’s mistake. But it doesn’t seem like too big a deal to those in power. Mr. Barrow hasn’t said anything about it. Mr. Vega hasn’t explained why he lied to Belizeans when he told them that a title hadn’t been issued to Mr. Jack Charles and no title would ever be issued. Hell, the Police held a conference where they insisted that only one shot was fired even when the eyewitnesses are saying it was two shots and the bul-

We can jump from topic to topic and department to department and it’s all going to be bad news. Pick a department, any department! We can go from health to agriculture to housing to works. It’s all the same. And that’s because we don’t even have enough space on this page to touch our lady mayor and the City Council. We need to get our act together because the other side isn’t getting it done and our people need us. This nation needs us. We’ve got a Party Leader who prefers diplomacy to daggers, but even that well of goodness seems to be in danger of suffering from a dry spell. Those few people over at that other paper who continue their attempts to distract are just doing a job, plain and simple – getting paid by paragraph with a little extra thrown in for pettiness. It’s not about them, really. It’s about the man paying the piper and calling the tunes. We need to get it together for the people, because there’re thousands of PUP supporters out there and their needs are bigger than me and bigger than the bubbybandits over at the Perspective. It’s fast getting to a point where we mind very much, and those playing games soon won’t matter!

Let’s move on!

There is absolutely no doubt in my mind that I am a PUP. From the time I was brought into this world my family has done a good job in teaching me that the PUP is not only a Party, but an extended part of a bigger family, or so I was taught. I can count on one hand the occasions that I have gone publicly, lashing out at my fellow party members who have not acted according to the principles and philosophy of the PUP. In fact I have even reserved my criticism of those that have continuously taken every opportunity to disrespect our Party Leader. Since the election of our new Party Leader two years ago, there have been nothing but negative remarks and bad mouthing from some elements that consider themselves TRUE PUP. We over this side have been nothing but tolerant, respectable and to some extent far beyond courteous with those negative elements. But there is a point where I believe we must say enough is enough. Sometimes we have to remind those elements that regardless of their attitude, we will and shall move on in the rebuilding of our beloved PUP family. The Father of the Nation and our former Prime Minister and Party Leader Rt. Hon. George Price has taught us that as true PUP we must always be respectful and loyal to our Party Leader and Party regardless of who that leader is. If we cannot respect the person heading our family then we have lost respect for ourselves and our own identity. In other words, if we cannot respect the Leader of the PUP, then we have no respect for our Party and our identity as a PUP. Because it is out of respect for oneself that love grows, similarly it is out of respect to our Party that the love towards our Party grows. But along with respect comes a word that many times we have taken for granted - LOYALTY. Again, growing up within the PUP family, Mr. Price taught us that being LOYAL to our Party Leader and our Party is one of the key ingredients in our Party being successful time after time. We must be loyal to the philosophy and objectives of our Party. Our objectives at this time are to regain the confidence of our fallen PUPs; we must regain the trust of those that have lost faith in us; our objective is to rebuild the PUP and return it to the party of nation building. In order for this to happen, we must give our unquestioning support to the Leader. Through our actions, we should be able to show our Party Leader that when he calls for our support to rebuild our party, we are willing to answer the call. If we

are unable to show our support for our Party Leader, then we cannot expect him to move forward. Our Party Leader must be able to depend on us so that he can entrust us with the responsibility of moving forward. But how can he entrust such responsibility on us if we ourselves are not loyal to him? There is no doubt in my mind that as true party supporters, we honestly want to move forward along with Party Leader John Briceno. There is also no doubt in my mind that our rank and file wants our Party to move on. And similarly it is also clear to me that there is another set of elements that want to control our Party along with its leadership. May I remind those elements that this PUP does not belong to a particular group of elite people; it belongs to its membership. The owners of this party are those of us who toil day in and day out to see the party move on. The owners of the PUP are all those foot soldiers who are ready to stand up against the UDP government come hell or high water; the PUP is for those who are at the forefront of the campaign during the village council elections. The PUP belongs to those members who are working to rebuild the unity of this party; those that are fighting the injustices of the UDP and standing up to in defense of the PUP. It is because the true owners of the PUP elected Hon. John Briceno as the Leader of our party that we as TRUE PUP should respected him. Just as I have been loyal to George Price and Said Musa when they were leaders, I remain loyal to John Briceno as my Leader. That was the way George Price taught me and no one will change the way he taught me. Those who call themselves true PUP and cannot respect our new Leader; it simple means that they have gone against the teachings of Mr. Price; to be respectful and loyal to our Leader and Party. For those of us (True PUP) who despite our differences have embraced our new leader, then let’s move on. Let’s continue to re-unite our troops, rally behind our leader and get ready for the 2013 battle. Que Viva John Briceno! Que Viva nuesto PUP!

Like everybody, I always find conspiracy theories hard to swallow and view them with great skepticism. And so back in 2008, after government had changed and Sr. Superintendent Chester Williams was telling the country that he was being set up by other high ranking members of the police department and politicians, it was kinda hard to swallow. It did seem like a conspiracy theory to me, as I suppose most Belizeans, at the time. It seemed incredulous at the time that senior police officers who had a personal vendetta would be so consumed that they would frame Mr. Williams in the manner they did: getting a fellow police officer to give a statement stating that he witnessed Mr. Williams execute a man who was supposedly on the run. It did seem extraordinary for men who took an oath to maintain law and order, to go to such depths in the quest to jockey for power. Ah mean, that is the stuff that makes for an excellent Alfred Hitchcock suspense movie. We out here were not privy to what Mr. Williams or his lawyers or those police officers and politicians knew. So, as I said, most of us our here thought Mr. Williams’ was fielding a conspiracy theory at the time to save face as disciplinary actions were being taken against him, and he was being suspended. And most of us, naturally, did not believe his version at the time. But it is said: truth crushed to

MEXICO PARTICIPATED AT THE NATIONAL AGRICULTURE AND TRADE SHOW 2010

Belmopan, 3 May 2010.- A large Mexican delegation participated for the second year at the National Agriculture and Trade Show 2010. The Mexican representatives set the “Mexican Pavillion” at the Agri Show which took place the 1 & 2 May 2010 in Belmopan. With the support of the Embassy of Mexico, more than 10 Mexican companies and organizations participated in this important Belizean event which is aimed at promoting

new developments and presenting innovative projects in agriculture and livestock in Belize. The 10 Mexican participants came from the states of Yucatan, Quintana Roo and Chiapas. Belmopan, 3 May 2010.The Government of Mexico has implemented new rules for foreigners visiting Mexican territory, in order to eliminate requirements and simplify proceedings. These new rules are being applied at all Mexican borders. Among the new rules, Mexican immigration authorities presented a new universal immigration form to visit Mexico. All foreign visitors have to fill up this new form at the immigration office of any Mexican border every time they enter Mexico. Under the new system, Belizeans will be able to continue using their passports in order to visit Mexico without any visa requirement. Additionally, all visitors, including Belizeans, will have to fill up the new immigration form with basic personal information included in their passports, every time they enter Mexico. This new format, which is available in English and Spanish, can be obtained free of cost from the immigration office at the Mexican border in Chetumal. Each visitor will have to show their passport and the new immigration form to the immigration official who will process the entry in an electronic system. Belizean citizens who hold a border visitor’s card (FMVL) DO NOT have to fill up the new immigration form. This will mean a faster and expedite process to cross the border into Mexico. Belizeans are encouraged to apply for the FMVL card, which can be obtained only at the Mexican immigration office (INM) at the border. The card allows traveling within Quintana Roo, including Chetumal, Playa del Carmen and Cancun up to 3 consecutive days. Among order purposes, the new system that is being implemented in all Mexican borders will provide more security for the crossing of visitors, it will simplify and give more transparency to immigration proceedings, and it will also provide more legal certainty to foreign visitors. The UK’s New Prime Minister?

(Continued from page 1) Party to form the Government. When none of the Parties gain 326 seats, the British consider this to be a “Hung Parliament.” According to the exit polls, the election results will show the Conservative Party with the largest number of seats, 305. The incumbent Labour Party should have 255 seats and the Liberal Democrats 61, according to the poll. Others small parties or candidates could win 29 seats. So what happens in the UK in the case of a hung Parliament? In the event of a Hung Parliament, the Prime Minister remains in office until a deal can be worked out between one of the major Parties and one of the other Parties. In this case, the Liberal Democratic Party could

join up with the Conservative Party or with the Labour Party to form the government. Of course the leader of the Liberal Democratic Party Nick Clegg said during the Campaign that he believed that the party with the "biggest mandate" should get the right to govern the UK. The next 24 hours will be very important to David Cameron, leader of the Tor y Party and for Prime Minister Gordon Brown, leader of the Labour Party as they both try to court Mr. Clegg to try and form a coalition government. Given what Clegg said about the mandate, it is unlikely that he would agree to form a coalition government with the Labour Party. This is not the first time that elections in England resulted in a Hung Parliament; in 1974 the situation

was reversed and Conservative Prime Minister Edward Heath remained in power for four days trying to cut a deal, even though his party had earned less Parliamentary seats than the Labour Party. Something different about this year’s UK election is that Belize was often mentioned in the election campaign. Lord Michael Ashcroft, the Deputy Chairman of the Conservative Party and a well know figure in Belize were discussed during the campaign, so much so that Lord Ashcroft’s connection in Belize was even brought up during the debates. Lord Ashcroft, who is said to have been a major contributor to the Conservative Party, was Belize’s Ambassador to the UN and is also one of the major shareholders of the Belize Bank Ltd. The controversy surrounding Lord Ashcroft and his relationship to Belize caused a great

deal of stir. We must also remember that Mr. Ashcroft was also mentioned by Belize’s Prime Minster Dean Barrow in the House of Representatives, when Barrow said that he received contributions from Lord Ashcroft for the UDP Campaign in 2008. Today the relationship between the PM Barrow and the Lord Ashcroft is not a good one and many believe that this could have an effect on Belize/UK relations should the Tories for m the next government. In the UK when voters leave the polling stations, independent surveyors ask questions like whom they voted for and why they voted for a particular candidate or party. Based on the responses they are able to predict who will win the elections. While these results are unofficial, it is seldom that they are proven wrong.

The Belize Times has received a copy of a request granted to survey 2.629 acres of National Land in the Southern Lagoon area of the Belize District. That’s an island surrounded by the waters of the lagoon, and the request to survey was made by Carlos Alexander Burns, who is the brother of wellknown UDP financier in Orange Walk, Landy Burns. It’s bad enough the Burns looks to be getting an island of his own, but what makes it worse is that our best information indicates that the island is smack dab in the middle of a wildlife sanctuary. Now that’s sacred ground,

a protected area where no commercial enterprise or interest is allowed and certainly the Minister has no authority to approve the sale of that island. That didn’t exactly stop him where the Krooman Lagoon was concerned, so taxpayers may well be stuck with the cost of another ‘blunder.’ The Minister’s largesse to family and friends is evident when contrasted to his Mr. Quitar policy toward poor Belizeans. Since taking power, Vega has literally snatched hundreds of parcels away from Belizeans in Orange Walk, Corozal and in fact across the country. called breaking up of the criminal gang, Broaster has gone under the radar. A number of documents have surfaced which are alleged to have been retrieved from his laptop, giving sordid details of Broaster’s involvement in the criminal underworld. This latest revelation about Fuentes shows the extraordinary steps Broaster will go to curry favours for his political bosses in order to gain ascendancy in the police department.

Three weeks ago, as some type of Easter reprieve from crime, Dean Barrow had called a press conference. He was flanked by the Commissioner of Police Crispin Jefferies and Barrow super-cop Edward Broaster. They told the nation tales of the busting up of a ring of organized criminals who had been unleashing mayhem in Belize City. Barrow gave full credit and kudos to Broaster for breaking up the ring. The name of the organized crime boss was to be released the following Tuesday after the Easter festivities. We were all disappointed. He was an East Indian Police Constable who looked like he still had milk in his teeth. No one believed that he was the boss of any organized crime gang. But the Prime Minister had vowed he was and Broaster said so. But as events of this week now reveal, Broaster is the boss of set up, lies and deceit.
