$20 Million USD Locked Up with Nowhere to Go - New Transparency Policy – ‘Don’t Tell Anyone!’
Christmas is a time when tradition dictates that everyone should be jolly but nothing could be further from the truth right about now. The majority of Belizeans are extremely unhappy, especially the Corozal Free Zone (CFZ) businesses. They just have too much cash and cannot pay their bills and clear their containers for the Christmas season. Some have even bought steel safety boxes because the banks will not take their US dollars. One of the major objectives of the CFZ was to generate foreign exchange. However, some time ago the banks began charging (1%) one percent to receive US dollars and then the cost to accept the US deposits went up to 2%. Now the banks in the CFZ will not accept US dollar deposits at all. It is alleged that US officials are saying that Belize and El Salvador have too much US cash for
the size of their economy. Part of the problem is that the CFZ has never been recognized, officially, for its contribution to the economy. In its peak period the free zone had 1.5 million visitors which
represents more spending visitors than what both cruise and overnight tourism brings in for any given year, yet these statistics are never officially reported as a part of the overall economy. The extent of the re-export
trade and the employment generation (of over 2,000 jobs) are two other important by- products of the CFZ economic activity. In 1995 the CFZ actually helped the port in Belize City to come out of the red by developing more container traffic. Although Mexico is our neighbor, Belize has never had a formal structure in place to facilitate trade. There is no Mexican Bank in Belize, nor one at the CFZ to facilitate foreign exchange. In fact, you always hear about officials both at the Mexican Border and those on the highways trying their best to discourage Mexican visitors from visiting Belize. While there is a program for Europe and the USA there is none for Mexican tourists. Two years ago the local banks in the CFZ were accepting Pesos but that was discontinued and no official attempt was made to rectify the (Continued on pg. 3)
BRN Residents Want Castro Gone
Gayle must be PUP…
The Story Behind the New Judge
It didn’t take the residents of the Belize Rural North constituency any great period of time after their area representative Edmond “Clear the Land” Castro was expelled from Cabinet for collecting money and not following through on a land transaction with a Belizean American, before they called for his removal from the area. Castro fell from grace officially as Minister of State for the Ministry of Works on November 24th when Prime Minister Dean Barrow concluded that it would be too risky to sweep this scandal under the rug. It came after Althea Grant, a Belizean lady living in the United States, provided proof to Barrow that she had paid close to
On Monday, December 6, 2010, the Bliss Center for the Performing Arts was filled with an anxious crowd of truly concerned Belizeans. Anthropologist Dr. Herbert Gayle presented his damning work, which is a fourteen month research entitled Male Social Participation and Violence in Urban Belize: An examination of their experience with goals, guns, gangs, gender, God and governance. The intimidating four hundred and three page research paper stuck it to everyone. Despite the slap-knee comedy of Gayle during his two hour presentation, his findings were a shameful scolding of the Government and its institutions. Gayle began what can only be considered as his flogging of the government by questioning how one
The last time the public heard from the Bar Association of Belize, it was pleading to the Prime Minister to be included in the process of selecting members of the judiciary, in particular, the Chief Justice of Belize. Shortly thereafter, a member of the bench with whom the Bar Association found much fault was rammed into that very post. The members of the Bar Association on the strength of their constitutional convictions filed action in the Supreme Court as evidence of the severity of their qualms. The next blow was a maniacal accusation by Barrow that the Bar Association is “PUP” and that he would exercise restraint in not using his magical toy in

Killing the Messenger Caught up in the usual mess of allegations and scandals which has shadowed this Barrow administration are two very notable events which stand out this week. One is the government’s decision to tamper with the independence of the media and freedom of the press by suspending relations with Channel 5 and Great Belize Productions. The other is a call for the removal of Belize Rural North Area Representative Edmond Castro after allegations of financial wrongdoing which resulted in him losing his junior minister status. Mr. Barrow’s release explaining his decision as regards Channel 5 and Great Belize Productions is lengthy, convoluted, typically slanted and sprinkled liberally with untruths and misrepresentation. In short, it is nothing more or less than we have come to expect from the current leader. In regards to the other matter of his area representative allegedly accepting a bribe to conduct a land transaction Mr. Barrow has been silent. He doesn’t want to talk much about it, he said, because he does not want to embarrass Mr. Castro. M r. B a r r o w a l s o d i d n ’t h a v e m u c h t o s a y a b o u t t h e r e c e n t immigration scandal, even after his minister of immigration admitted that he has very likely signed onto documents for illegal visas. Even after that same minister proclaimed that corruption in the ministry is so rife that it brings him to tears, the prime minister would say only that there is no money to spend on any investigation into the extent of corruption in the ministry. In the matter of one of his UDP area representatives being accused of illegal land deals and financial misappropriation Mr. Barrow is mute. In the matter of the immigration scandal in which there are indications of corruption and collusion at the very highest level of government and the security of our borders is threatened, Mr. Barrow is mute. In many other matters like crime and poverty and the economy Mr. Barrow is mute. In the matter of Channel 5 and Great Belize Productions, what Mr. Barrow is doing is punishing the messenger for the message. It’s as simple as that. He does not make any attempt to deal with the real issues, but is concerted, committed and patently obvious in his attempt to silence those who bring those issues to light. In his release, Mr. Barrow claims that ‘the station has over the past two and a half years proceeded down a deliberate path to systematically undermine not just the government, but the interest of the entire nation and its people.’ This brings to mind another release about another messenger who came under fire from the prime minister. Not so long ago, our UK High Commissioner revealed financial irregularities at the High Commission allegedly perpetrated by the daughter of UDP minister Melvin Hulse. For daring to shed light on that issue, HE Kamela Palma was accused by her government of ‘imperiling the entire nation.’ The Tuesday Editorial of the Amandala newspaper prefaced the issue of Mr. Barrow’s sanction of Channel 5 and Great Belize Productions, stating that ‘spokesmen and propagandists for the Opposition People’s United Party would like for this newspaper to begin attacking the ruling United Democratic Party, but that would be a silly thing for us to do.’ Politics completely aside, the move by Mr. Barrow’s government sets a bad precedent. In the 1993-1998 term of the PUP, the media was vigilant, voracious and in many cases vicious. Interviews with PUP leaders were testy and contentious but there was never an attempt by those leaders to stifle the media. Even when it would have been politically expeditious and indeed a matter of political survival to do so, the freedom of the press remained sacrosanct. Mr. Barrow will lose much more than he will gain from this meanspirited, petty and dictatorial attack on the freedom of the press. He has consistently demonstrated his inability to address the real, critical issues affecting Belizeans and the nation and that has now been compounded by this attempt to kill the messenger. Mr. Barrow is denying the Belizean people the right to judge the merits and demerits of information which is disseminated by attempting to control and manipulate that information. Every media house and organization in Belize should speak out against the government’s sanction of Channel 5 and Great Belize Productions. It is not and should not be about which media house is being targeted by the Prime Minister. It should be about the fact that freedom of the press is not to be tampered with and today it is Channel 5 but tomorrow it could very well be any other media entity that dares to criticize Mr. Barrow and the UDP administration.

Are You Blind? Prime Minister: On February 8, 2008 the people of Belize gave you and your party an overwhelming mandate to govern our beloved country. Prior to the election you made many promises to improve the quality of life and the way we are governed. The reality is that over the last two years we have regressed as a nation and the quality of life has deteriorated significantly for the masses. In fact, the Belizean people h a v e b e c o m e m o r e c y n i c a l a b o u t t h e political process and about the future of our country. As a resident of Caribbean Shores, I would like to voice the concerns of many who live in the division regarding the deteriorating infrastructure and the accumulation of garbage that can be seen all over the place. What I am talking about can be visualized and experienced on the majority of streets in Caribbean Shores but since you traverse Newtown Barracks on a daily basis that would be a good place to start the rehabilitation process. I must state that your disregard for this situation in the Caribbean Shores Division and for the rest of the country is really disheartening. I say this because with a little effort the situation can be rectified. I simply cannot grasp your total disregard for an area where you pass through on a daily basis. Do you not see the filth on the streetsides, especially that old mattress that has been rotting for the last 2 months? Mr. Prime Minister this has become so much more important than just petty politics. It has become a betrayal of the public trust, a betrayal of the people who elected you into office and believed that you would be a good leader. You are surely not blind, Sir. Please look around you and see what has become of us. Our people ask for no special dispensation, no extraordinary attention - no m a g i c a l o v e r n i g h t c u r e - a l l . We a s k o n l y t h a t y o u a c t responsibly to fulfill your obligations as leader and keep firm to the oath to which you swore so passionately. The people deserve no less. problem. After two years, the best government officials could come up with, at the last two recent meetings last Friday and this Monday, was to say, “Don’t tell anyone about the
crisis.” As said by a CFZ investor, so much for the greatly lauded Barrow Policy of transparency. Much like the bald headed bird, the ostrich style of management is to bury his head in the sand and repeat, “Don’t tell anyone …”
It seems that in our country every week there is a major crisis whether it is the failed Tilapia Program, the Sugar Industry Crisis, the Citrus (BAHA) debacle, the CFZ Crisis or the impending shrimp shut down of the largest state-of-the-art farm down South. Major Belizean investors

Village Council representative, George Guest of Crooked Tree, did not hold back his sentiments on the issue. In fact, the villagers went further to say that their call for Castro’s removal or resignation is not based solely on this latest scandal. They also point to other shady transactions
in which residents feel that they were cheated. The residents say they will not stop. They are also demanding that Castro’s bank accounts be investigated and say that if their demands are not met, they will take their fight to Belmopan to "CLEAR OUT CASTRO!"
finds: “Young populations are supposed to be information driven – not dependent on the so called wisdom of the sage or guru.” Sound like Barrow? Gayle’s findings suggest that the budgeting of the Government is misplaced. This was told to them by the PUP in the house during the Budget Debate. The cuts from the Judiciary and the Police were huge red flags. He critically observes: “Another example would be that of the Ministry of Education which was allocated 26.3 percent of the 2008--2009 budget. Yet without a well-funded Ministry of Human Development and the existence of a ‘Ministry of Youth’ to assist it, the Ministry of Education will suffer from overload!” He went on to say the same thing that we the people and the PUP have been saying for two plus years. In respect of the Crime Control Council who only managed to put out a failed gun amnesty program as its national comprehensive plan, Gayle unapologetically condemned that “gun amnesty just don’t work!”. Shame on the UDP! If anyone had any doubt why our Party Leader refused to follow the mockery of “Restore Belize” and called
for substance from Barrow, well, Gayle sums up the value of that program and the mangy feline one: “we have examined four parts of the central political authority and the verdict is not good. The central government’s formation of Restore Belize suggests that it is aware that the social landscape is the core of its problem with social order. Paradoxically, the same government launched Operation Jaguar about the same time – a cat that clawed at an already tired, sick, angry and therefore violent set of youth, who expressed that they are happy it is a cat as it would end when the rains started. Undoubtedly the problem of violence in urban Belize cannot be para-militarily policed.” In other words, Barrow, get those soldiers off the gas guzzling ATVs and fix the real problem. It is the people, stupid. The new UDP policy to give amnesty to twenty thousand illegal immigrants would also be a no-no for Dr. Gayle: “Belize needs to systematically attract skilled persons rather than have immigration by accident. At present immigration laws are too loose. Belize is already poor and is being flooded by the desperate of neighbouring states… (immigrants) to Belize have much to offer but there has to be some structured
programme or filter otherwise the country will simply act as a poverty catchment putting strain on already thin resources and creating the base for race wars.” “Structured social violence caused by centuries of problems cannot be solved overnight. However, the situation can be made very worse overnight by employing ‘Operations’ that make lazy, impatient, and/or misguided people happy for a while. Solving violence is hard work, and it requires patience and resources– and even then those efforts have contexts of challenges. One bad policy from Government or a neighbouring body can wreck the efforts of people on the ground” (from page 323). Sorry Dr. Gayle, it has not just been one bad policy from this UDP government. Their sins have been legion; their laziness has been frightening, their incompetence legendary and their hypocrisy shameless. But we will stop here because with so much dissent leaking from this research, Gayle may join the ranks of Channel 5, the Church, the Unions, the Chamber of Commerce, Medical Association, our Cane Farmers and The Bar Association. If you do not praise Barrow, you are PUP. Dr. Gayle welcome to the Party!

of the least densely populated countries in the world could maintain such a crowded and dangerous delta we refer to as the ‘south-side.’ Actually, Belize is the 24th least densely populated country with 12.0 persons to every square kilometer. Yet Gayle says the “Belize City southside delta” is possibly more crammed up than Jamaica. Considering that rather than giving people land, this UDP Government “quitar-ed” the land issued under the PUP and then went on to stuff houses into already crammed and impoverished areas like Mesopotamia and Queen Square just to pad in voters, Gayle wags his fingers at Barrow and the UDP. Now according to Barrow anyone who does not agree with him and the UDP or anyone who does not bow down to him as God is PUP. For Barrow a PUP is anyone that opposes him. Belize should be happy that when Barrow swallows we should belch, according to Barrow. So Dr. Gayle by Barrow-nian definition is PUP. After commenting that Belize is one of the only countries with such a young population, seventy per cent of us under age thirty-five, on page 12 of his paper he

the Legislature to create, by implication, a more favorable or maybe even UDP Bar Association. The plot thickened as Barrow impishly declared that he had quite a few applications for Chief Justice but that he would not disclose the names. That was the veil of secrecy which was strung up shortly before out of the blue the public was told that Belize had a new judge of the Supreme Court. On Tuesday, December 6, 2010 in the chambers of the embattled and newly appointed Chief Justice, Belize’s complement of Judges had to shift over to make room for 67-year-old Hon. Denis S. Hanomansingh on the bench. Hanomansingh is to take over from Belizean Justice Herbert Lord in the Northern Session of the Supreme Court, with immediate effect. The real story coming from the halls of the Supreme Court are particularly disturbing. Our investigations reveal that the appointment of Hon. Hanomansingh was quite eventful. When the Bar Association got leave of his pending appointment, the Executive of the Bar Association launched an independent fact-finding investigation into the background of Hanomansingh. The results of the investigation which was approved by Vice President Naima Barrow, niece of Dean Barrow, were uncomplimentary. Consequently the Bar unanimously decided to vote against his appointment at the Judicial and Legal Services Commission. The Judicial and Legal Services Commission is the body responsible for the appointment of Judges in Belize, we are told. It has some four members, The UDP Government’s Solicitor General, the recently UDP appointed Chief Justice, the Bar Association President, and the UDP appointed CEO of the Ministry of Public Service. The Bar voted “nay” and after
3
a deadlock. The Chief Justice polled his second vote as a “yay” and thereby providing its reasoned opposition, the squeezed out the appointment. If the minutes of this meeting are CEO also casted a “no vote”. The recent UDP appointed Chief Justice and the UDP accurate, why did the votes go the way Government’s Solicitor General voted they went? What were the findings of the independent investigations of the Bar “yay”. The same Chief Justice, recently Association? What is this Dean Barrow appointed by the UDP, then has what is Administration doing with the Judiciary, called a “casting vote” which basically again? Why has the Bar not made their means that he can vote twice if there is findings public?
The independence of the Judiciary is the only safeguard to a free and democratic society. Section 97 of the Constitution of Belize and the care with which we lend our expectation of justice must be jealously and independently guarded. Is the Constitution the supreme law of Belize, or is it Barrow’s whim, despite what his own party members think; what the people think and, in this case, what his own family thinks?

"Breaking News" The Stench of Corruption
Every five years Belizeans engage in one of the most important aspects of our Nation’s democracy, the electing of 31 representatives to the House of Representatives. Those of us who are privileged to be chosen to represent the people must swear a solemn oath to uphold the constitution and the law and to do right by all our people. Each time an elected official violates this solemn oath, he betrays the trust of the Belizean people, weakens himself as an elected representative, but does damage to the very institution he swore to uphold. I n 2 0 0 8 t h e U D P l e a d e r, the Hon. Dean Barrow went throughout the length and breadth of the nation telling everyone that if elected he would run a government that was clean, free from corruption and always upholding the practice of good governance. He went so far as to say that he would not even tolerate the whiff of corruption. While every Belizean knows of the unabashed acts of corruption in the Ministry of Natural Resources and the Environment, the Prime Minister has remained silent. Indeed, when a number of his ministers made allegations about actions by the very minister of Natural Resources, the Prime Minister refused to act in a manner that Belizeans can believe is decisive. We h a v e a l s o s e e n t h e reaction from the Prime Minister in respect of the obvious corruption that has taken place in the ministry of Immigration. Instead of ordering a Commission of Inquiry, the Government took the decision to “suspend normal relations” with Channel 5, a decision that could have only been influenced by the fact that Channel 5 exposed all that has been going on at Immigration. While every Belizean is fully aware that this immigration scandal is a reflection on the Minister, the Prime Minister has dug in his heels and stands by his minister of Immigration. O n We d n e s d a y a n u m b e r of concerned Belizeans, including elected village council representatives in the Belize Rural North constituency took their case for the removal of their area representative to the Belizean people. During their press conference they openly
accused Mr. Edmond Castro of a number of serious violations, including collecting money for land, something in which no elected representative should ever be involved. C a s t r o ’s accusers did not hide from the cameras. They did not write anonymous letters or leak documents. They stepped forward, faced the cameras and made their accusations. One person said: “What we are saying here today is that we are ashamed in our area having somebody like Mister Castro representing us as our area representative. Mister Castro should either resign or we have a bi-election. Mister Castro should also be investigated and the necessary criminal action be taken.” I agree with the Chairman of Crooked Tree Village who said that it is an honour to be given the duty of representing the people, in this case the people of the Belize Rural North. Every p e r s o n e l e c t e d t o o ff i c e m u s t therefore behave in a manner that reflects this position. In the case of the Mr. Castro there is clearly enough evidence of wrongdoing to merit such strong statements from the people who elected him to office. If indeed the Prime Minister could remove him from his Cabinet, then the call from the people for him to step down should not be taken lightly. Since the UDP was elected to office, a number of very serious issues have occurred that brings into question the integrity of this entire administration. From the issue with former minister Juan Coy and the contraband goods to the scandal at the Karl Heusner Memorial Hospital; from the immigration scandal involving an Ambassador and the landing of planes in the night at the Phillip Goldson International Airport; from under-depositing at City Hall to scandals at the PG Town Council, the UDP has not been as clean as they profess to be and what was supposed to be zero tolerance by the Prime Minister has now become nothing more than another empty campaign promise. The time has come for the Prime Minister to deal with the putrid stench of corruption that is hanging over his government. It has already started to rub off on him.
Dear Editor: The fight against crime has proven to be a never ending battle. “Breaking news” has lost its meaning as a family is expected to grieve everyday. With the crime rate in Belize soaring, we are now apprehensive about simply walking down the street in any neighborhood for fear of being “at the wrong place at the wrong time”. The government must instill fear in the devious minds of these criminals who are out walking freely on our streets. The fact that they may get a couple of years in Belize’s prison, if there is sufficient and accurate evidence doesn’t intimidate them in any way. With a smile on his face, a recent cold hearted murderer seemed oblivious to the fact that he had ended the life of a beloved member of society and that he would probably receive life sentence at Hattieville Prison. It can be said that most of these criminals see the prison as merely a retreat where they are offered a warm bed and three meals a day. This system is not working for us, the citizens, who must sit and watch a family, friend, or neighbor die innocently. There is no safe haven in Belize, at least, not anymore. It is obvious that something drastic must be done. We cannot tolerate or ignore this anymore because THIS SYSTEM is not working. There must be harsher punishment put in place despite the fact that some other nations may disassociate themselves from us, possibly by limiting financial aid. What is more important? the money or our people?! The government needs to immediately take drastic measures to ensure that its people are safe. Amanda Galvez UB Student
Belize Customs and Excise Department Dear Editor, Most Belizeans have our own views of the Administration of the Customs Department. Many people view the Administration as laid back, secretive and clique like while others view it as partners and a hindrance to our daily movements through our ports of entries. Whichever way it is viewed it is important to realize you must be prepared to cope and deal with the department if you import, export or travel through our ports of entry. It is the mandate of the Government to ensure that our revenue and tax collecting departments maximize their potentials in collecting, protecting and safeguarding all appropriate revenues. This is done by establishing policies and procedures that will facilitate an efficient and effective Public Service. The Customs Department falls directly under the Ministry of Finance, who appoints a Chief Executive Officer to be the link between the Ministry and the Comptroller of Customs, who is the Administrator of the Department. It is through this channel that Governments policies and procedures are relayed to be enacted by the department. For many of us Belizeans it is because of this direct link that we believe that there continues to be a constant interference between the policy makers and the Administration. At times it is thought that many of the ills of the department are a result of this interference coupled with a largely unsupervised staff. The administration of the Customs department is tasked with ensuring that the mission and goals of the department are accomplished. This is done through the direct supervision of the Top Management or Administration of Customs. The Administration is made up of the Comptroller of Customs, two Assistants, and an Administrative Officer who are tasked to ensure that the Customs Laws are enforced, Human Resource policies are addressed, the various laws governing Public Service are adhere to, for e.g. Control in Public Expenditure, Financial Orders, Public Service Regulations and Governments mandate is met. UDP Politics as usual
Tin-pot dictator… This latest move by Mr. Barrow to censor the media and limit the freedom of the press is unexpected but certainly not surprising. In fact, trying to control what is disseminated in the media is trademark dictatorship. For the past months Channel 5 has been making great strides in shedding light on a lot of very nasty things happening in government, not the least of which is the still ongoing immigration mess which the prime minister certainly would prefer swept under the rug. It is not the first time that Dean Oliver has made disparaging comments against the media house and those comments have become more pointed as more and more of government’s dealings come to light thanks to Channel 5’s investigative reporters and resources. But Dean Oliver’s dislike of Channel 5’s investigative prowess and revelations aside, it is not a good idea for the prime minister to attack the freedom of the press. Who will be next? If the Reporter newspaper reveals more of the corruption in this government will Mr. Barrow sever ties with them? If the Amandala runs an article blasting Mr. Barrow for his incompetence will they face sanction as well? Will the hosts on Love FM be allowed to criticize Mr. Barrow or any UDP representative? Let the people decide… During the last months of the previous administration the media was vigilant and vicious. Watching past leaders under the glaring spotlight was painful at times. There is no doubt that the media did contribute to what was eventually the demise of the PUP. I’m not passing judgment, casting blame or saying that was a bad thing, just stating a fact. At no point in that heated time was the media subject to any sanction, any threats or indeed any blatant move by the then government. Freedom of the press was once a sacred thing, but that’s not the case anymore. There was a time when news could be disseminated without any pressure from the government. There was a time when Belizeans were allowed to take in that information and make their own decisions on the merits or demerits of that information. But Mr. Barrow doesn’t think that’s so important anymore. He thinks that government should decide what information is disseminated and once it is not positively raving about how great he and the UDP are then it has no value. Belizeans are not fools. Let the people decide.
Recall NOW… The residents of Belize Rural North don’t feel that they need to wait for the recall mechanism to kick in sometime after next general elections. They want the disgraced and disgraceful Castro removed now. There have been allegations about Castro’s financial shenanigans since shortly after he became junior minister of works. The Prime Minister has never deemed it necessary to pay any attention. When one accusation with supporting documents was produced, the Prime Minister’s hand was finally forced and he had to act. But the people feel that moving Castro to the backbench is not enough. They feel that he should be made to face charges for his actions. They feel that the Prime Minister should now sit up and pay extremely keen attention to all the other allegations against Castro. They feel that his personal finances should be audited. They feel that his many business enterprises should be investigated. Mr. Prime Minister, the people have spoken. The very least you can do is LISTEN and ACT. If Castro is as pure as the driven snow we’ll devote pages and pages of the Belize Times to praising his goodness and greatness. But he needs to be investigated and if necessary he needs to be charged and removed. The worst of times! Six months ago the prime minister addressed a graduating class and made reference to a light at the end of the economic tunnel. He spoke about the worst of times and the best of times. But so far that tunnel is either longer than we thought or the damned light was just a mirage. Three months ago the prime minister again stood up, this time in front
7
of the nation, and gave a glowing rendition of the times in Belize. He talked about robust industries and a growing economy. He talked about new jobs and new infrastructure. But none of that has happened… not in the least. Belizeans are still facing the worst of times. The newspapers every week are filled with pages upon pages of people losing their homes and properties. Every single week businesses are closing their doors and sending Belizeans home. The cost of goods in the stores continues to go up, up, up! There are crises popping up all over the place and we all continue to be held hostage by violent crime which is killing us…literally. This Christmas, the prime minister will no doubt give another glorious address patting himself on the back for something we just do not see. For all of us out here, these are the worst of times. Perhaps Mr. Barrow and his family are the ones enjoying the best of times. Broken city…broken nation! There is not one single street in our nation which is in good condition. Even Princess Margaret Drive which was one of our better byways is now sporting craters because it has been neglected by this UDP City Council. It is amazing to me that this Mayor and assorted Councilors still show their faces from time to time whenever the photo opportunity presents itself. Our streets are wrecked; garbage covers the city; drains and street-sides are cluttered and filthy; our parks and playgrounds are dilapidated and the City Council is broke and now seeking to raise more money on the backs of poor Belizeans who are already overburdened and not getting any service for their money. But Belize City is just part of a larger picture. Our entire country is in a mess. Crime, tourism, education, economy, industries – everything is going down the drain. Mr. Barrow and the UDP have broken Belize and they have neither the will nor the ability to fix it. Complete waste… There was a lot of money and a lot of energy spent so Carlos Perdomo could defeat Roger Espejo in the Caribbean Shores convention this past weekend. It’s a real pity that money and energy hasn’t been put at the disposal of the Belizean people. The fact is that the city is a mess, and Roger Espejo is one of the men elected to take care of the city. Caribbean Shores is a mess and so is the Ministry of Immigration and that is Carlos Perdomo’s responsibility. As far as we are concerned, both men are duds and both men have betrayed the trust people put in them. Boots Martinez was there with his usual cocky self claiming credit for Perdomo’s win. According to Boots he was out there day in and day out supporting his friend and colleague in the campaign. Damn, but it would be great if the minister of works put all that energy into helping the people. He claimed that it was all about his loyalty to Perdomo. It would have been great if he felt some little shred of loyalty for the Belizean people. When all is said and done, this convention was just another installment of the ongoing UDP circus. Our city is still in a mess. Our nation is still in a mess. Nothing has changed. There is absolutely nothing for Perdomo or any other UDP minister to be smiling about. Absolutely nothing!
Worst destination… New BTB director Seleni Matus says that Belize is considered one of the worst destinations in terms of tourists who come to Belize City and walk around. According to Matus, these tourists often leave with ‘a very bad perception of Belize…and we are consistently rated as the worst destination in that regard.’ Well Duh! It’s not like this is news to anybody. We live here in the city. We can look around and see what there is to see. My only problem is that Matus seems to want to throw all the blame on local tour operators and tour guides in the city. But that’s not it at all. Our city is filthy. How can tour operators sell a city which is a dismal mess with any measure of success? Our tourists have to walk on garbage strewn streets. They need to dodge the craters and smell the stench of filthy drains. They are harassed in perpetuity and mugged with frightening regularity because crime is completely out of control. Those are the things that need to be dealt with by the BTB. Zoning is fine when all the rest is in place, but in this case zoning won’t get it done.

GOVERNMENT NEGLECTS SUGAR INDUSTRY
Despite the many prognostication of the Belize Sugar Industry, what is often ignored is the fact that the contracting arrangement between the Belize Sugar Industries Ltd and the farmers require serious rethinking if the long term sustainability of the industry is to be achieved. The relationship cannot continue to be one where farmers feel disenfranchised and left-out of the decision making with respect to the sale of sugar production. This critical rethinking requires for the owners of the industry to determine how commercial contracts can dominate their economic interdependent relationship. This column will provide an overview of how this important industry has evolved and identify some key areas requiring serious intervention. The Belize sugar industry is the oldest manufacturing industry in Belize that predates independence. Sugar manufacturing as a central pillar to the Belizean economy and its contribution to Gross Domestic Product (GDP) has been challenged over the decades due to both internal and exogenous pressures on this particular sector. The socio-economic importance of the sugar industry to Belize extends far beyond the Corozal and Orange Walk districts were sugarcane is cultivated. Despite various challenges that this industry has faced over the past decade, it continues to add value by way of contributing an average of 4% to GDP and 14% to total exports; its contribution to total agricultural exports averages 33%. Over the years, the number of cane farmers has ranged from 8,000 to 4,000 who are the bedrock of this industry, which translates into over 40,000 persons being dependent on this industry. The Belize Sugar Industries Ltd (BSI) is the sole manufacturer of sugar as prescribed in the Sugar Industry Act of 2001. This mill has the capacity to mill 1.2M tons of sugarcane annually. This throughput is dependent on weather patterns and quality of sugarcane received for milling. Therefore, the Belize sugar industry unlike most sugar producing countries in the region, is majority privately owned with Government’s investment being limited solely to its 9% share in BSI. It is thus evident, that the industry is not dependent on financing from Government, but nonetheless the Government has the unenviable role of regulating the industry. The antagonistic relationship between cane farmers and BSI has resulted in Government’s intervention through the Sugar Industry Control Board to play havoc on the industry that ought to be able to regulate itself, for the most part To more effectively dispense its duty as regulator for the industry, the Government may consider divesting of its interest in BSI and passing such benefit to cane farmers. For only when farmers are part owners of the milling plant can some change be engendered in their relationship. There are some important areas of development within this industry that requires the attention of all stakeholders to secure the long term viability and survival of this important industry. This writer will call attention to some salient issues affecting the industry. International Trade and Market Access Belize as a member of the African, Caribbean and Pacific (ACP) group of states has traditionally benefited from preferential market access into the UK initially and then transcended to the European Union (EU) under the Sugar Protocol. Sugar exports which were previously limited to a quota allocation, now enjoys quota-free access into the EU. This benefit however came
with a down-side. This primary market for Belize’s sugar came under significant threat in 2000 when a challenge was mounted at the World Trade Organization (WTO) to the preferential arrangement afforded to the ACP states. This resulted in the EU being mandated to reform its Common Agricultural Policy to become WTO compatible. The reform measures undertaken resulted in a 36% price cut that was spread over 4 years from 2006. In the creation and negotiation of Economic Partnership Agreements (EPA’s) between the various ACP regions and the EU, the benefits of the Sugar Protocol were subsumed under this new trading arrangement. For the Caribbean, the reform measures resulted in several countries exiting sugar production, but for Belize its capacity for competitive participation in the EU market poises it to continue being a major exporting industry. In 2010 of 87,000 tons of sugar that was produced, some 82% was sold to the EU market. With the benefit of duty free and quota free access into this major market, it is incumbent for the sugar industry to strive for increased sugar production. This can only take place if serious attention at reform is placed on the sector. With an estimated 60,000 acres of land under sugarcane production, yields can be improved way beyond the current 12 tons sugarcane to 1 ton sugar currently being realized. Since 2008 after initiation of discussions by BSI, Belize’s sugar exports were certified by Fairtrade. This certification was done for the Belize Sugar Cane Farmers Association that is noted as the sugarcane producers. This certification resulted in a premium being received of US$60 per ton of sugar sold to the EU. The BSCFA is the direct beneficiary of these payments; however evidence of the benefit being flowed down-stream to farmers has been vague. From 2008 to 2010 it is estimated that the BSCFA has received in excess of $25M in Fairtrade premiums. The management deficiency that is evident with the BSCFA leaves much room for speculation as to how these funds were utilized to reform the field sector. There must be some arrangement that allows for the transparent utilization of these funds to the benefit of the entire industry but specifically the field sector. EU Financial Assistance In 2006 industry stakeholders along with the initiative of the People’s United
Party Government of the day, saw the importance of solidifying the long term sustainability of the sugar industry. This was accomplished in tandem with the EU’s own commitment to securing Belize’s future market access. A Country Adaptation Strategy for the Sugar Industry 2006 – 2015 was prepared and outlined the various levels of strategic intervention required to increase the competitiveness of the sugar industry. The strategy that was presented focused on the following areas: • To increase efficiency in sugarcane production, processing and transportation; • Diversification within the sugar sector to create more value-added activities and increase industry revenue; • To support agricultural diversification in the Orange Walk and Corozal districts; • To provide socio-economic intervention by way of micro-enterprise development as alternative livelihood strategies; • To provide appropriate policy interventions required at the national level. The total budget line that is attached to this strategy is $280M. Phase I of this program saw the allocation of $123M the majority of which was earmarked for infrastructure development of road networks in the north. To date the current UDP Government has been unable to implement and adequately execute the projected works. This delay can be attributed to limited capacity resident within Government to manage the projects. Most recently the series of contracts that were announced for commencement of road works in the northern districts has not been implemented. Such is the case for phase 2 Lot A of the road rehabilitation project under the EU Accompanying Measures for Sugar. A further $20.5M has been allocated for field rehabilitation and ought to go directly to farmers, with the funds being channeled through micro-finance institutions such as credit unions along with the DFC. Farmers continue to be in need of low cost financing to invest in their fields and improve their husbandry practices. Government has a responsibility to guarantee the timely draw-down of these much needed monies. Policy Reform The most critical aspect of the sugar industry that has gotten minimal attention has been the development and
implementation of policies to improve competitiveness within the industry. In 1998 the then Government saw the need to review the legislation in conjunction with all stakeholders to allow for meaningful reforms to meet the challenges of the changing trading landscape. Now in 2010 the time is once again ripe for a review of the legislation to allow for greater reduction in Government’s intervention, which over the past years has been more mischievous than beneficial to the industry. With cane farmers recognizing the need to operate in a more economically viable fashion, the BSCFA has come under significant attach due to poor management and this has resulted in creation of new associations. The unconstitutionality of the Sugar Industry Act was challenged with the court mandating the required amendments by Government. A few areas that require attention in a revised legislation are: • The economic relationship between BSI and cane farmers to be government by commercial contracts and abolition of the current payment arrangement for sugar sales. • Reform of how cane farmers are organized • The role of the Sugar Industry Control Board should reflect less Government participation and greater ownership by the investors in the industry. It is strikingly obvious to all Belizeans that since 2008 the level of attention the current Government has placed on this industry has been negligible. This is despite a national UDP convention being held in Orange Walk and the farmers protest that resulted in one death, Government continue to turn a blind eye to a sector so important. It had to take BSI’s financiers protracted position on their access to credit to bring Government and PM Barrow’s attention to sugar. After great delay and badgering the required $10M to start the 2010/11 crop was approved; disbursement of which remains delayed. The Government has a constitutional obligation to provide the required policy intervention that will guarantee the long term sustainable development of the sugar industry. If action is not taken with haste, this current administration can be held accountable for the demise of a most important industry in Belize. The call is made loud and clear that Government must take this responsibility seriously and act now before it is too late, for without a vision our people are sure to perish. Accident on Boom Road rips car in two; occupants flee
A terrible collision between two vehicles last Friday narrowly escaped resulting in fatalities when the smaller of the two vehicles broke in two when it impacted with a Belize Natural Energy flatbed truck. Its occupants walked away unscathed. The incident occurred at around two o’clock in the afternoon as BNE truck driver Marvin Chable was on the Boom/ Hattieville Road heading towards Gentrac in Ladyville. Chable said he saw the small blue Toyota car speeding towards him on the road and then as he reached a curve almost on the approach with the Northern Highway the driver of the car lost control and slammed into

the passenger side of his truck. Chable said there was nothing he could do to avoid the collision, even though he tried to alert the driver. A portion of the Toyota was still wedged onto the truck when authorities arrived on the scene. The two vehicles spun uncontrollably off the road. By the time Chable exited his truck and went over to the car, its occupants were nowhere in sight. He told Police that both driver and passenger disappeared into the bushes. A Police Canine Unit search of the area yielded nothing and Police are now tracing the VIN number on the Toyota to determine whether or not the car was stolen.
Canadians Attacked Onboard Private Yacht
One day after it celebrated the fifth anniversary of its establishment, the Belize National Coast Guard’s efficiency and responsiveness was put to the test. It came in Honduran waters in the form of a horrendous robbery and murder at sea for a Canadian father and daughter who were cruising the Central American region. Myda Egrmajer, 24, and her father, Milan Egrmajer, 55, were weathering a storm in a remote lagoon off the coast of Honduras when a group of four pirates boarded their 32foot private yacht on Thursday night and robbed and shot Milan four times, killing him. The young lady managed to save herself when she used a flare gun on the attackers. An oil tanker named the Tessa PG traveling from Honduras to Belize discovered her on Friday night and brought her to Belize. They arrived at the English Channel at around five on Saturday morning and were met by the local Coast Guard who, along with the Police, took statements and transported her to the Karl Heusner Memorial Hospital to make sure she was medically alright. She later told authorities that she could not identify her father’s killers. Milan first left from St. Catharine’s, Ontario in July 2008 and travelled to Florida, Belize, Guatemala and Mexico. His daughter joined him last month. Myda is a recent graduate of Trent University in Peterborough, Ontario, Canada. She has since moved up to stay with her mother in northern Ontario's Manitoulin Island.

Crime and Garbage Crippling Tourism Industry
Tourism has been on a steady decline since 9/11 and subsequent occurrences including the global recession, the Swine Flu bug and natural disasters have compounded the problem. In Belize other local issues have added to poor tourist arrivals over recent years. That is why last Friday at their Annual General Meeting the Belize Tourism Industry Association’s members were up in arms when they criticized the way this government has allowed the crime wave to spiral out of control and the Belize City Council to have the old capital looking like a garbage dump. The members spoke on how corruption in the Police Department, the inefficiency in evidence-gathering, the poor conviction rate and lenient penalties whenever a conviction does occur have put a damper

on the fragile industry. Many stakeholders feel that because crime has gotten out of control, particularly the murder rate, tourists have been deciding against visiting Belize. For instance, the image that the murder of Spanish flight attendant, Maria Antonia Plaza and the attack on a couple visiting have created for Belize can only be harmful for the nation. In both instances, no arrests have been made. Doug Thompson, President of the Belize Hotels Association, and owner of Black Orchid Resort, appealed to Prime Minister Dean Barrow to do something urgently to turn the situation around.
Thompson said that merely shifting around ministers will not improve anything if serious policy changes and investments are not made. With a forensics lab still only a promise and a witness
protection programme nowhere near implementation, it seems that the crime wave will not let up anytime soon. The recent eyesore that is Belize City also delivered a further black eye on the industry. Tourists who are visiting at the time have to take their tours past smelly and unsightly garbage piled high at every street corner with stray dogs and rodents spreading about the contents and making the situation worse. With the economy as bad as it is, one would think that this government and City Council would do what they can to attract much-needed tourism dollars to the country, especially at this time when we are in the peak season. The power-hungry politicians were instead engaged in preparing for their convention on Sunday than fixing the problems that matter to Belizeans.

On Sunday during the UDP’s Caribbean Shores Convention between the incumbent Carlos Perdomo and the relative newcomer, Roger Espejo, Belize got a glimpse of how the UDP as a mass party handles their operations. It was also a litmus test for Deputy Prime Minister Gaspar Vega who is rumored to have aspirations to take over leadership of the UDP. But that is a story for another time. Why the PM Couldn’t Afford for Perdomo to Lose! When the visa scandal broke a few weeks ago, the Prime Minister placed a significant amount of political capital on Carlos Perdomo by saying that the Minister of Immigration was not involved with any wrongdoing. The reality is that most Belizeans dispute that statement and believe that the Minister knows a lot about the sale of illegal visas. What that means is that the Prime Minister could not afford for a ranking Minister in his Cabinet to lose to a political novice and a jackass at that. The Prime Minister also had to show his Deputy that he still runs things, especially in the City. Sorry Gapi, a lightweight like Creamy cannot take you to the promised-land. For these reasons, the Prime Minister called on his street generals to wage war against Roger Espejo. In fact, in an interview with Channel 7, Minister Boots openly stated that: “I was in charge of the first one hundred licks.” Other UDP heavyweights like Michael Finnegan also worked against Espejo. Rough Tactics Word coming out of the Espejo camp is that he and his team are bitter about the tactics used to pad the voters list against them. This was a sentiment that Oscar Ayuso took to his grave with him. From the information that
we have gotten, even dead people were voting. The reality is that due to the “scurvy” tactics employed at the convention Espejo’s bid to represent the UDPs in the next general elections was thwarted. With the bitterness too much to swallow and tensions high, the hostilities were vented somewhere on Baymen Avenue. Reports are that the situation became tense and guns were drawn. The only reason why things did not get out of hand is because a nervous neighbor called the police. The Importance of Caribbean Shores It is often said that during an election, the way Caribbean Shores goes so too does the rest of the country! This is because Caribbean Shores has a large number of independent voters who have a good grasp of the poignant, pertinent issues confronting our nation at any time. Now that we know that Carlos Perdomo will be the Standard Bearer for the UDP again and since he is the current Area Representative we have to call him out on incompetence and misdeeds. Truth be told this is the worst the infrastructure has been in the area, businesses and residents are continuously robbed and the people in the poverty-stricken areas in the constituency are fed rum so that they accept their misery in inebriated state. As a resident of Caribbean Shores and a proud citizen of Belize, I cannot stand by and watch my community and country continue to regress. My children depend on me to stand up in order for them to have a future. The war has just begun!

Panama Canal reopens after flooding
The Panama Canal reopened Thursday after heavy rains and flooding prompted its closing for only the third time in its storied 96-year history. Officials closed the canal around noon Wednesday after heavy rain in the Chagres River area, caused water behind the Gatun Dam -- which creates Lake Gatun, a significant part of the canal -- to rise. The canal was reopened 17 hours later. The last time the canal closed was in 1989, after the United States invad-
ed Panama to topple strongman Manuel Noriega. Landslides forced the canal to close for several months from late 1915 to mid-1916, just months after it opened. The 48-mile canal is a key conduit for shipping between the Pacific and Atlantic oceans. The canal was built from 1904 to 1914 by the United States, which had sole control over the channel across the Panamanian isthmus until 1979. Then, after 20 years of joint U.S.-Panama control, the Panamanian government assumed administration on December 31, 1999.
The headquarters of Haiti's ruling party was set ablaze yesterday as protests over disputed presidential election results spread through the Haitian capital. Thousands of protesters took to the streets, erecting barricades and setting fires, furious that government-backed candidate Jude Celestin, the protege of unpopular President Rene Preval, apparently will go on to a runoff vote while carnival singer Michel 'Sweet Micky' Martelly finished third in official results and is probably eliminated. Protests have also broken out in Les Cayes, CapHaitien and other cities. Associated Press journalists saw flames leaping from the roof of the Unity party headquarters, the centre of Celestin's campaign. Witnesses said the building in central Port-au-Prince was on fire for an hour. Protesters say security guards shot demonstrators as they assaulted the building, but there were no confirmed injures in the fire or demonstration. Several fire trucks were trying to control the blaze -- an unusual scene in a city with few reliable public services. The official preliminary results have law professor and former first lady Mirlande Manigat in first with 31.4 per cent of the vote and Celestin next with 22.5. Martelly has 21.8 per cent -- trailing Celestin by about 6,800 votes. Hundreds of protesters massed near the offices of the electoral council in Petionville, with young men hurling rocks at UN peacekeepers in armoured personnel carriers. The international troops and police occasionally responded with volleys of tear gas. The area around the electoral office includes a plaza that is home to several thousand people in a tent encampment erected after the January 12 earthquake so it was unclear whether all of the people on the street were protesters or if some were spectators. Also uncertain were the intentions of the demonstrators. "If Michel Martelly is not president, in a day or two days things are going to get a lot worse," said 22-year-old Lucate
Hans, carrying a stick and the pink campaign poster of his candidate. "Tensions are going to rise and we are going to kill people." The results, announced after hours of delays Tuesday evening, were immediately questioned at home and abroad. The US Embassy said the results did not match reports by official election observers who said Celestin would likely be eliminated in the first round. An appeals period is open for the next three days, and election observers said a third candidate might be included in a January 16 runoff if the electoral council decides the first-round vote was close enough -- though the constitutionality of such a move would be debatable. UN Secretary-General Ban Ki-moon has expressed concern about allegations of fraud and the violence and he urged candidates to use only formal, legal procedures to make any challenges to the results, UN spokesman Martin Nesirky said. "He reminds all candidates that they have a personal responsibility to encourage their supporters to remain calm and to stop violence. A peaceful solution to the current situation is crucial not only to confront the cholera epidemic in the short-term but also to create the conditions in the medium term for recovery and development from the earthquake," Nesirky said at U.N. headquarters in New York. But the protesters would not wait, and marched through the streets. About two thousand pro-Martelly demonstrators also gathered near the U.S. Embassy but dispersed without incident as protesters headed out to other parts of the capital. "We want to tell them Martelly is the president. We won't accept anything less. Otherwise we will set this country on fire," Frances Odis said. Martelly supporters also set up flaming barricades in Petionville, the smoke of burning tires blackening the air. Thousands were on the streets, singing political songs and chanting for "Micky."

100 more bodies believed trapped in landslide
About 100 people remained missing underneath a landslide in a suburb of Medellin, Colombia, a Red Cross official said Wednesday. Rescuers resumed digging for victims Wednesday after overnight rains halted them, but Red Cross National Deputy Director Jorge Ivan Nova said the chances of finding survivors was slim. The landslide happened Sunday night. Workers have recovered 43 bodies, Nova said. The best chances of finding people alive are within the first 48 hours, he said. "As more time passes, the less likely to find survivors," he said.
Between 30 and 50 homes were believed buried by the landslide in the town of Bello, just north of Medellin. Officials think the neighborhood was particularly packed Sunday afternoon, when families commonly get together for meals. At least 194 people have been killed and 248 injured after torrential rains throughout Colombia that have affected nearly 1.6 million people, according to the country's Interior Ministry. The downpours have caused landslides and overflowing rivers, destroying at least 2,040 houses and damaging nearly 270,000 more nationwide, the ministry said.
Grenada (CMC) Health Minister Ann Peters has confirmed that government ministers were receiving counselling following the internal rift that emerged following the decision of Prime Minister Tillman Thomas to reshuffle his Cabinet late last month. She said that team building and leadership to conflict management were among issues being addressed by the ministers after political tensions heightened following the prime minister's move and the initial decision by three Cabinet members not to accept their new portfolios. "I must say however that as part of the process of the development of the Cabinet we have been embarking on a series of workshops and retreats," said Peters. "We felt that it was important enough to expedite the process of doing it now so in the last two sessions that we have had so far we have been working with a consultant out of Barbados in the person of Dr Basil Springer who is very good in the private sector. "He is not a politician but he is very good at team building and con-
flict management and that is what we were embarking upon in the last two sessions that we have had with him," she added. The reshuffle, the second since the National Democratic Congress (NDC) came to office in 2008 resulted in the demotion of Environment and Foreign Trade Minister Michael Church, who later quit the Cabinet. The other two protesting MPs, Peter David and Glynnis Roberts eventually took their oath of office a week later following mediation talks that also involved by Barbadian politician strategist Hartley Henry. "They are things that we need to do on a monthly basis and they are things that we need to do to follow up based on whatever the monthly goal is. When the consultant would have done the session on leadership within the cabinet we would have been assigned certain things we have to do; it's part of a building process," Peters said. "We hope that this is the beginning of the stage where we would normalise and then really have things begin to happen," she added.

CAREER VACANCIES Positions:
Round 1: Religion Vs Kingdom Man has always been in search of a deity, a higher being. We have worshipped anything and everything spanning from trees, animals to graven images made with hands! Some nations have built their constitution on values and dictates representing the higher being we serve! Our very months of the year and days of the week are named after different gods, while there are also many who celebrate the birth, death and resurrection of the son of God! There seems to be something in this species called man that hungers and is violently unsatisfied, looking for a higher authority to make peace with and to serve. Then we even have a few that believes no God exists or that we are our own God. There is a God that is very jealous (Deuteronomy 5:9). He claims that he is the only God and that there is no other. That there is only one person who can reconcile us back to him! (1Titus 2:5) If this claim is true, most religions are boxed out of the picture. It leaves no space or tolerance for religions with a savior “outside of Christ” of which there are many! (1John 4:3). Such are referred to as the anti-Christ. A religion simply put, is man’s attempt to discover, re-unite, or reconcile to a Higher Power (God). Some religions who believe there is no God profess that there was a big bang where two rocks collided together and man appeared from this explosion. While this might make an exciting movie it is rather difficult to swallow. Some believe we were first tad poles, lost our tails became fishes, then monkeys, and finally humans. Now although our new way of life today seems to be animalistic, survival of the fittest, selfishness, and a lack of value for life where we hunt each other down like a lion would a zebra, I still have a problem believing this theory.. My question for both examples is “Where did these materials come from?” : The rocks, the tadpole, the water, the oxygen? Instead of coming up with their own design, for short cut they choose to utilize elements that God made! I am many times at a loss for words to explain where religions gather their information! Here are a number of examples with scripture that completely opposes that particular view! Some religions encourage you to bow before graven images (Deuteronomy 5:8), to worship created things and objects rather than the creator (Deuteronomy 5:7), to pray to and through other good people and saints rather than Christ(1Titus 2:5) , some believe after you die they can manipulate or pray your soul from where ever you are into heaven(Hebrews 9:27) , some believe Jesus did not finish the job so God had to send another man to complete the work (John 19:30), and the list goes on and on. There are many other practices that occur in religions today which were not tolerated in scripture. For example God burned down a whole city because of un- natural practices (Genesis 19:5), (1 Corinthians 6:9), and although its name Sodom in Hebrew meant to “scorch” it is very popularly used today to represent an un-natural act! It is hard then to understand why many religions and churches would find it in their heart to facilitate the marriage of two men or two women, completely disregarding the law of God. Many turn a blind eye to sexual immorality occurring inside their institution, while God says no one practicing this will inherit his Kingdom, and of all the other sins when we commit fornication, we sin against our own body, (1 Corinthians 6:9, 18). Some religions celebrate hollow-ween (holy- week). We dress our children up as popular movie” killers”, witches and vampires, all depicting grievous sins, sending them out to trick and treat. We continue to bless and open ungodly ceremonies filled with witch craft! Religion is something that God hates. In the earlier centuries the religious folks were so passionate that they went to different countries who did not believe in their God and tortured those who refused Christ, killing and cutting out babies from their pregnant mothers. Religion is one of the greatest reasons for wars and killing! Amazingly the folks who Jesus rebuked the hardest and almost seemed to have no patience with, were the religious folks! They were actually well versed in scriptures and taught the people about Christ. Incidentally they were also the same people who angrily desired and ensured the crucifixion of Christ! Most people are tired of religion. It turns them off and many believe religion carries no answer to the issues of life, many times causing damage rather than helping to make things better. I must close now and will close with this statement “There are many religions and Christianity is also one of them!”. Tune in next week as we land this topic on the runway of the ‘Kingdom of God’! Have a blessed week! Columnist note: We thank the brother from a Belize City based Evangelical Church who provided this week’s article. We print it un-edited and un-cut.

About Damned Time…!
By: Mike Rudon Jr. I am ecstatic at the news that villagers in Belize Rural North are standing up and saying NO MORE. I mean absolutely no disrespect when I say that it’s about damned time. This thing is about way more than just PUP or UDP or VIP or PNP. This is about way more than petty politicking and propaganda. This is about people power, about people who hired Mr. Castro to represent them stating that he is a failure, an embarrassment and a hustler and they want him to answer for his actions. They want him to be investigated and charged if found guilty and they want him gone. I like it. I like it very much. I’m fed up of people out there saying that the Opposition is doing nothing and allowing this Barrow administration to ride roughshod over Belizeans. What exactly is the Opposition supposed to do? Nobody seems to be able to answer that little gem? But it’s fine to just say that the Opposition needs to do more. I’m fed up of Mr. Barrow and his bunch wrecking this nation and then refusing to account for their actions. Three years after people kicked out the PUP and anointed the UDP amidst great golden promises of plenty, we are messed up. And every single time the Prime Minister or any one of his bunch of morons gets to a podium they blame the PUP…three years after they’re still blaming the PUP. Oh, crime is out of control…blame the PUP. The economy is in a mess, blame the PUP. Tourism is on the
reef and sinking, blame the PUP. Businesses are closing hand over fist, blame the PUP. Our people have no jobs, blame the PUP. There are more school dropouts than ever before in history, but they want us to blame the PUP. So could somebody please remind me why we voted for the UDP? Hell, when Mr. Barrow was asked recently about his junior minister’s actions and the media wanted to know if Castro shouldn’t be facing legal charges for the allegations against him, Mr. Barrow shrugged it off by stating stupidly that with all that his government was far, far, far, far, far better than the PUP. Not exactly what we were asking, buddy and not exactly a response which makes us feel all warm and cuddly inside, but typical Barrow. Mr. Castro has been a very bad representative. That is no
great secret. His wealth and holdings have increased beyond all proportion since he was named junior minister of works. There have long been talks about a missing grader under his watch; talk of land shenanigans; talk of hustling; talk of misappropriation of funds allocated for roadworks; talk of vehicle-loads of contraband good crossing the border; talk of sexual misconduct. The arrogance of the man has been almost beyond belief. It still pisses me off mightily to see him using the government vehicle which we pay for so that he and his sons can exercise every more. But Mr. Barrow never cared about any of that. Castro continued to enjoy all the privileges and perks of his office and so much more. I may be going out on a limb here, but I’m fed up of people complaining about those who are supposed to be serving us but doing nothing about it. I can’t stand the phrase, as true as it is - that people get the government that they deserve. I don’t give a damn about who is in power. Our political representatives need to get the sense that the phrase ‘in power’ is just a fragile gift which we have chosen to give to them. Our political representatives need to realize that their hold on that gift is a tenuous one and will be decided by how ably they represent and serve us. This ain’t a free for all, Jack. We didn’t put you there so you could get rich and screw us in the process. Like I said, I don’t care who it is. This is way bigger
19
than politics, way bigger than party lines. If the PUP gets into office and somebody screws up I’ll be here saying the exact same thing. Trust me on that. This move by the villagers of Belize Rural North is a big one and a great precedent. For too long our politicians have screwed us and we need them to get the sense that we’re in charge. I hope this move goes all the way until the cries of our people have been heard because it should be all about us. And when Castro is gone, it should not stop there because none of our politicians are sacred cows. Some of them are guzzling at the public trough like gluttonous cows, but none of them are sacred cows. You can’t make omelets without breaking a few eggs. Let Castro be the first and then let’s really get serious. If not, then we should all just stop complaining and sit back and let Mr. Barrow and his crew do what they want to us. I think as a people we’re bigger and better than that.

Trial Farm wins Copa Norte football champs
Trial Farm Old School won the 2010 Copa Norte football competition by a 3-2 win over Otro Benque F.C. in the championship final at the People’s Stadium on Sunday Dean Flowers, Marlon Miranda and Ian Chi led the Trial Farm attacks, with the help of midfielders Norman Palacio, Edwin Castillo, Miguel Card and Arnold Caceres. Dean Flowers headed in the 1st goal in the 5th minute of play when Marlon Miranda attacked on the right wing, causing
Otro Benque goalie Bernabe Jimenez to shift to close the angle and when Miranda passed the ball across to Dean Flowers, Jimenez was beaten by Flowers’ header into the back of the net. Otro Benque continued to live dangerously as their defense allowed Edwin Castillo to blast off a rocket of a shot that mercifully hit the corner of the crossbar and upright. Jimenez’s luck ran out when Dean Flowers blasted in his next shot; Jimenez could
not hold the leather sphere which had to much energy on it, but he got a glove on it deflect it out of goal. Marlon Miranda, streaking in on the right flank recovered the rebound and blasted it into the net at point blank range in the 15th minute to lead 2-0 at the half time break. Otro Benque F.C. got their scoring opportunities too, but Imir Teyul’s long range missile went outside the sticks, while Evan Reynolds’ bombshell went straight to the waiting arms of the Trial Farm keeper, Jeffrey Waight. In the 2nd half, Otro Benque midfielder Floyd Jones cut the deficit by converting a penalty, but when Trial Farm won a corner kick in the 60th minute, Jimenez got up the vertical to punch the ball clear but Ian Chi connected with the ball to head it into the net for a 3-1 lead. Otro Benque’s Evan Mariano bent it like Beckham when he executed a free kick for Otro Benque’s 2nd goal in the 87th minute. The Otro Benque boys now pressed for a 3rd goal to tie the ball game and take the game into overtime, but they just could
not seal the deal in the few minutes of injury time as the Trial Farm defenders Oliver Hendricks, Dennis Perez and Ernest Martinez had locked up shop to secure the 3-2 win for the championship. The San Jose Pumas won the consolation game for 3rd place: 2-1 over San Pablo F.C. San Jose’s Josue Novelo scored the 1st goal and the Pumas held on to their 1-zip lead up to the half-time break, but San Pablo’s Abel Cosme tied the ballgame at 1-1 in the 2nd half. San Pablo sought to close the deal, but just could not finish in regulation time, and the game went into overtime. Pumas’ Rene Rodriguez scored a 2nd winning goal in the 2nd 25 minutes of overtime. The champions, second and third place winners all received team trophies and individual trophies for the players. The Old School champions won a $3,000 1st prize, Otro Benque F.C. received a $2,000 2nd prize along with their trophy, San Jose received a $1,000 3rd prize with their trophy and the 4th place winners, San Pablo F.C. also received a team trophy and a $500 prize.

COMBATTING THE MOSQUITO VECTOR WITHOUT HARMING THE ENVIRONMENT
For two centuries, the mosquito has wreaked havoc on the health and national development of countries in Africa, Asia and the Western Tropics where it has served as the vector or carrier of malaria and more lately, the two forms of dengue fever. Whole families have been lost in these regions to the deadly diseases and the response of the benevolent aid organizations and even the World Health Organization, PAHO and UNICEF has been to use the equivalent of chemical sledge hammers to kill the proverbial mosquito. DEET has been the chemical of choice and most countries, especially the LDCs or Lesser Developed Countries have used it in aerial and direct spraying of the environment in the effort to control the breeding of the mosquito vectors with devastating results. Studies have shown that DEET has had harmful effects on both man and mosquito and has been responsible for contamination of precious drinking water supply sources such as ponds and rivers; has damaged soil used for crops and killed crops and made its way into the human body via these sources as well as by direct contact with the chemical through the skin. DEET was finally banned from aerial dispersal methods a decade ago but thousands have suffered its harmful side effects ranging from nerve damage, blindness, gastrointestinal illnesses and skin disease and even death. Banning DEET left a vacuum in the fight with the mosquito vector and especially in Latin America where the new scourge of dengue hemorrhagic, carried by the Aedes egypti mosquito quickly spread across the continents of Central and South America. In desperation, the UN reverted to the use of DEET and its derivatives, albeit in lower concentrations, and the new group of chemicals have been tried over the past decade, all of which claim NOT to damage and contaminate the soil and water supply. GLOBAL TRENDS 1. Chemically Treated Mosquito Nets Four years ago, the UN agencies embarked on a mission to eradicate malaria from Africa “one household at a time”. A Dutch scientist had discovered that regular “mosquito nets” were quite effective in protecting people from being bitten by the malaria mosquito. They began treating mosquito nets with insecticides, even DEET, and the results have been phenomenal. The program has been spreading all across the African continent and the scientific research continues to ensure that the chemically treated nets are killing and repelling the mosquitoes (and other harmful insects) without harming humans or the environment. Issues like the smell of the nets could not be ascertained by the TIMES but statistical evidence is there to prove the efficiency in the fight against malaria. 2. Electric vaporizers In more affluent westernized countries and in Southeast Asia, the vector control fight at the household level is high-tech. The Asians pioneered the use of pyrite based chalks and powders then took it one level up earlier this decade with introduction of the electronic vaporizers that plugged into an outlet and using dry heat, burned without smoke or odour to release the chemical agent that killed mosquitoes and other flying insects almost undetected by the other animals, namely man and pets. Since the patent expired last year, American pharmaceutical companies have rushed into the market with versions now available in Belize from RAID, BAYGON and other US brands. These claim to be harmless to humans and are recommended for use even while you sleep and some brands claim to
keep mosquitoes away even outside. The TIMES has found that there is a slightly sweet smell emitted but it does keep the pests away. Given the choice, I would prefer to put an infant to sleep under a chemical free mosquito net rather than in a room with a chemical vape. 3. MOZZY- the new kid in town in the vector control battle
The latest scare of dengue in Belize has brought in a new ‘natural repellent’ patch called MOZZY. The first thing about it is the price which is about $4.00 for a box of twelve patches. Each patch is active for a full twelve hours but I have found them to keep the little pests at bay for days. Having ‘googled’ the ingredients it seems the product is insecticide free and
23
certainly has NO DEET or its derivatives. MOZZY uses lemon oil or orange oil obtained from the skins of citrus fruits as its primary ingredient so what little smell it has which is evident only when you first open the individual plastic pouches is just a little lemon oil smell. It is recommended that you stick the 2 inch diameter blue patch on clothing if you are outdoors or on surfaces within the home such as furniture. It works well for outdoor settings. Best of all, it does not use electricity. So as the cold fronts and the rain they always bring come on in, be not afraid of the mosquito vector and its deadly bite. We have lost control of our environs to gross incompetence at the municipal level where the potholes, dirty drains and festering garbage allows for the mosquito populations to thrive even in the heart of our cities and homes. But we have control and divine authority over our homes and vector control MUST now begin at home. Stay safe.

Reflections Bam Si Deh…
By: Mike Rudon Jr. Belize’s very own home-styled tin-pot dictator is acting up again, feeling his oats and swinging his mighty rod to and fro, so to speak. This time he has a new target – the media and that little thing we tend to call freedom of the press. Cause see, like my buddy Boots loves to say – don’t be fooled by the noise at the market…be sure to check your change. This isn’t about Channel 5 or about Great Belize Productions. This isn’t even really about Lord Ashcroft or about our little black Moses battling the mighty white devil. That’s all the noise in the market. What this is really all about is sending a clear message to the media in Belize. What Mr. Barrow is telling our media is that they must tread lightly when it comes to coverage of news which reflects negatively on his motley crew. Don’t be dissing the baldhead and the bozo bunch, you hear. And yeah, Channel 5 might be the target of this first warning, but it’s a warning for everybody. It’s a warning for my friends at Love and at Krem…at Plus Television and Reporter and Amandala and every other media house large and small in this nation. Well except for us here at the Belize Times cause Mr. Barrow knows exactly where he can put his censorship when it comes to us. I remember back in the good/ bad old days when the PUP was in power. Some people will probably think I should just let sleeping dogs lie, but it is what it is. The media was merciless. There was no quarter given in what was a general bloodletting. I used to watch the then Prime Minister and wonder how he could stand there day after day as the media hounds pawed and sniffed and tore at him viciously. It wasn’t a pleasant experience. Maybe it was a necessary exercise, but pleasant it certainly wasn’t. But with all that, there was not one day when the PUP government sanctioned or punished or severed ties or attempted to stifle any member of the media. See, freedom of the press is supposed to be a sacred thing. In fact it was under the PUP administration that freedom of the press took greater meaning… took wings. B u t i t ’s n o t l i k e t h a t w i t h Mr. Barrow. I’ve been one who consistently clowns our leader for
his lack of balls…Zenaida said it, not me. But fun and joke aside, the truth is that Dean Oliver has a pair of great big monstrous balls. That’s not in and of itself a bad thing. In fact it could be a wonderful thing. But Dean O’s problem is that even his great big monstrous balls are overshadowed and eclipsed by his gargantuan, monumental, gigantic, vast, massive ego. So big, big ego plus big, big balls equals big, big
problem! And that is where we are right now. C h a n n e l 5 ’s n e w s r e p o r t i n g has been sticking in the Prime Minister’s craw for some time now. Not because of any bad reporting or wrong reporting or even biased reporting. The thing is that Channel 5’s reporters are tenacious and are backed up by resources which allow them to dig deep and dig long. Like with this immigration thing recently which was a huge stinking mess and still is. Mr. Barrow came out smelling really bad. See, he said that after investigations they had arrested the six culprits and that was it…done deal, end of story, moving on. But Channel 5 did not move on like some of the others. The resulting revelations of collusion with the issuing of illegal visas going all the way to the top tiers of government made Mr. Barrow look like a fool, and a blind, incompetent fool at that. Even more than that, he was made to look like a liar…like he was covering up things, hiding things from the Belizean public. And that is only one story in a long
Sunday, December 12, 2010 series of things which have made Mr. Barrow and the UDP look very bad. This next thing with Mr. Castro is shaping up into another royal mess. Our Prime Minister thought that he could have kicked Castro to the back bench, closed his mouth and moved on. But it shouldn’t work that way. If Castro was involved in illegalities he needs to face the full force of the law just like anyone of us would have. If Channel 5 continues to dig those things will come out…in fact they’re already coming out. Mr. Barrow is looking really bad again. His ego couldn’t allow this consistent pummeling and his balls stepped in. I don’t need to fight Channel 5’s battles for them…they are perfectly willing and able to deal with Mr. Barrow on any level he chooses. But this is not a good thing. It’s not the way to go. The Prime Minister is making a big mistake and setting a bad precedent. Who will be next? Will Mr. Barrow cut all ties with the Reporter or Amandala whenever they report something which makes him look bad? Methinks you should rethink this one, Dean Oliver.

Hon. Francis Fonseca Condemns GOB for Attack on the Media Area representative and senior member of the People’s United Party the Hon. Francis Fonseca today chastised the Barrow Administration for suspending relations with Channel 5 and Great Belize Productions. In his release to the media the Hon. Fonseca said, “As a Member of the House of Representatives for the Freetown Division, a practising Attorney-at-Law, and a citizen of Belize, I absolutely reject and condemn this misguided and dangerous precedent-setting decision taken by our Government. He went on to say that freedom of the Press is a fundamental pillar of a healthy and robust democracy contributing to greater accountability, better governance, and economic development. Sounding a caution about the risk of censorship on a nation’s democracy the representative for the Freetown Division said: “restrictions on the media are generally an indication of a

The Truth Shall Make You Free

El Señor Castro o debe renunciar o exigi m o s u n b i - e l e c t o r a l .

Me gusta. Me gusta mucho.
