August 16, 2016 Here in Orange Walk we are blessed. After our jewel was hit by a storm more powerful than we anticipated, the cleanup continues and life goes on. For all of us, it could have been much worse. This truly was an incredible storm, strong enough to destroy the low-lying bridge connecting San Ignacio and Santa Elena, powerful enough to destroy the iconic Bird’s Isle in Belize City, yet we suffered no loss of life, while tragically the same storm crossing Mexico caused the deaths of thirty-eight persons. I say again, we are blessed, and we must always remember to give thanks for our continued blessings. I use this opportunity today to remind our government, though, that the real damage extends far beyond Belize City. As we’ve seen in past disasters, this administration tends to focus all attention and a majority of its resources in Belize City. I understand the reason why. The UDP holds a majority of the seats in the old capital and it is considered their stronghold. I understand that the Prime Minister’s constituency is
in Belize City. So is the Deputy Prime Minister’s constituency. And other very senior UDP ministers. So this is where all the attention traditionally goes. I understand also that the poverty in the city, the UDP stronghold, is so pervasive that whenever there is any disaster, even from a tropical depression like we saw last year, the damage is appalling. Even with all the millions and millions and millions supposedly pumped into the Southside by the UDP, and even with almost four hundred million in Petrocaribe money, a vast majority of the persons in the Southside of Belize City live in abject poverty. Many of them live in shacks with no electricity and no running water. A few of the more “fortunate” steal electricity through a deadly network of wires running over swamps and miles of London Bridges. So when any storm hits, they suffer. When any system hits, they suffer. Even without a storm or a system, they suffer. I understand that. But the government also has to look beyond that and realize that it is time to try to right some of the wrongs they have done. There was a time just a few months ago when the flood resulted in flat screen
TVs and sofa sets. Just before the last elections people who didn’t even have appliances to get damaged got new appliances to replace those they didn’t have. Know what I mean? But the UDP pumped their millions into the city and forgot about the farmers – those farmers who struggle and fight against all adversity to provide food to our nation. It is a crying shame. When will this government realize that we are slowly but surely losing the people who are some of the most valuable in our country? They may not be waving red flags in political rallies or marching behind trucks or hugging up UDP Ministers every chance they get. They don’t have time for that. They don’t have time to go wait hours at a Minister’s office for a $20, or a $50. These are our farmers who work from sunup to sundown to make an honest living and feed their families. The Prime Minister can sit in a press conference and talk about the millions in losses suffered in agriculture, but I wonder if he realizes that there are people working in these fields who lost everything. This isn’t just about statistics which will be used to beg for money. This is about people who continue to be pushed down by this administration. Mr. Prime Minister, please help our farmers. They have suffered for a long time through the blindness and lack of vision of this government. They have suffered because during all the hardships facing them they never got any

subsidies or relief. They have suffered through drought and disease. And they have suffered through natural disasters. So deliver your mattresses and stoves and refrigerators to your people in the city, Mr. Barrow, but remember the REAL damage, the significant damage, the short, medium and long term damage is outside Belize City, in the fields and farms which have been damaged and destroyed.

DPM’S VEHICLE PLUNGES INTO CARIBBEAN SEA Belize City, August 17, 2016 If pigs could fly…and cars could swim, oh but wait, Minister of Education Patrick Faber’s Ministerial ride did go for a swim on Sunday night when it plunged into the Caribbean Sea off Marine Parade Boluevard. The Minister has a lot of explaining to do, and according to reports, he tried to with an incoherent series of posts on Facebook, followed by a more sober press conference on Monday in which he babbled on about leaving the car in the care of a friend and it being stolen under the friend’s watch. Faber’s version of how the $130,000 luxury 2013 Toyota Prado assigned to his care found its way into the sea is as good as the story of Santa Claus coming down the chimney to leave your kids Christmas toys. According to Faber, he returned to the city from what we understand was an exclusive Caye party earlier the day. Around 7pm, when Government vehicles should be parked, he drove to an undisclosed address at Mile 3.5 on the Western Highway where he left the vehicle with a friend. He then got a lift to Old Belize and a short while after he was informed that his vehicle was under the sea. How odd, right? Faber’s excuses are as clear as
mud. He said the vehicle was stolen and taken for a ride. Which thief takes a vehicle just for a ride down Marine Parade? And in this case, not just any vehicle, but a Minister’s vehicle that had no license plates on it! He said that perhaps his friend left the key inside the car, which made it easier for stealing. He then said that the vehicle doesn’t really need keys as it has a push button feature, and in fact, when he drove the vehicle he didn’t have the keys. So, how would his friend leave keys in the vehicle, if he drove it to her without using keys? Did his friend have a separate, special set of keys? Wouldn’t that be against the protocol for Government vehicles? Faber’s misuse of Government assets is a small example of everything going wrong with the country and Government. At a time when our country is facing tough economic times, those who have made the most of Government’s resources, are willing to sacrifice so little. This latest episode of political drama and reckless behaviour from another senior UDP Minister is what is taking Belize, as Hubert Elrington has warned, to the reef. And this is how the Minister wants to become Leader of our country. Should that ever happen, don’t be surprised if all of Belize goes under the sea on his watch.

A Government of Hopelessness By Mayor Kevin Bernard, Mayor of Orange Walk Town Seems like all the Prime Minister has been doing lately is calling press conferences to put out fires. Just the other day he was on the hot seat trying to defend his Ministers who were way too cozy with a man who allegedly cut the head off a Pastor and drove around with it in his vehicle. Then he was dealing with his very good friend and head of the GSU Mark Flowers who allegedly sexually assaulted a minor. Then it was back to the hot seat to remove Mr. Saldivar as Minister of Police. There’s no rest for the wicked, because now he will be bashed again for the DPM’s fancy ride taking a swim in the sea. He’ll probably take heat for his DPM’s drinking problem and domestic issues too. And then there’s the situation where another senior Police Officer’s name has come up in a situation with a very young girl. And of course there’s the economy and an increase in GST
(very soon) which will make Mr. Barrow very unpopular in a hurry – even more unpopular than he is lately. And then there’s the fact that teachers and public officers won’t be getting their salary adjustment this year, and the cost of fuel going up, and all our industries screwed. And just all in all, everything is just getting worse, for everybody. So Mr. Barrow is not a happy camper. Here in Orange Walk we see the signs of the government crumbling. Our cane-farmers are going through some of the toughest times of their lives, and it’s going to get much worse. Even though they were already getting an unfairly low payment for their cane, they took a further unexpected hit when molasses was destroyed at the factory. Do you hear government saying anything about subsidizing the farmers who are the lifeblood of the North? Our corn and soybean farmers were already facing crippling challenges because of the Continued on page 4

LADYVILLE MAN REMANDED ON MURDER CHARGE Belize City, Monday, August 15, 2016 A Ladyville man was remanded to the Belize Central Prison this morning, after he was arraigned on a charge of murder. Egbert “Eggie” Baldwin, 18, an unemployed from the Japan area of Ladyville appeared before Chief Magistrate Ann Marie Smith who read the single count of murder to him. Ladyville Police charged Baldwin for the August 2 murder of John Michael Williams, who was shot inside his home. Smith, after reading the charge, asked him if he understood what she had just read. Baldwin replied that he understood the charge. No bail can be offered for the offense of murder and Chief Magistrate Smith remanded Baldwin to prison until December 19, when he is to return to court and will be given the disclosure of the evidence that police have against him. January 14 has been set as the date when the court will hear a preliminary inquiry into the murder charge and if there is sufficient evidence against him, Baldwin’s case will be sent to the Supreme Court where he will be indicted and tried. On the night of August 2, Williams was at his home in the Japan area of Ladyville when someone knocked on his door and when he went to see who was knocking, he was met with gunfire. Williams was shot once to his head and died on the spot. Baldwin is no stranger to Ladyville police who charged him recently with several counts of attempted murder, resulting from a shooting incident in May, when he and another man, Darwin Prado, 18, were charged for that shooting. At the time he allegedly committed the murder, Baldwin was out on Supreme Court bail.

higher costs of production, drought and lack of access to government assistance and concessionary financing. And then along came Earl and drove another nail into the coffin. Do you hear government saying anything about any programs to assist our farmers? I have said it before and I will continue to say it. This UDP administration has done a terrible job of managing the resources entrusted to them by the people. Yes we got our road through Orange Walk Town, but at what cost, and what quality? All so Gapi’s nephew could enjoy the benefits of a bloated contract. Look at the terrible workmanship – the cement in the roundabout by the NRH and the dividers on San Lorenzo Road is already crumbling, falling apart. And government has absolutely no apology to make. In fact they continue to boast. Using just a faction of the Petrocaribe monies which Mr. Barrow wasted, the UDP could have ensured the nation’s food security for generations to come. The UDP could have done so much for education, and to alleviate poverty and to uplift our people. But look at where we are now.
There’s no money left. Our industries are in crisis. Education is prohibitively expensive for many. Our people are frustrated and angry. All that money in the hands of this government and the poverty level remains the same - not one percentage point better. And many would tell you that despite what the statisticians in GOB’s employ claim poverty has become even more pervasive. What we are experiencing today is the result of an irresponsible government which didn’t give a damn about the people in the medium and long term, but only about their votes in the short-term. We have a government which didn’t care about the country, but only about winning elections. We have a government which focuses on aesthetics and doesn’t deal with substance. That’s why we are where we are, a million miles away from the best which we now know will not come under this UDP administration.

Sink or Swim… So who wants to know who was driving that fancy government SUV when it went submarine mode off Marine Parade? Let me tell you who it wasn’t. It wasn’t some really random person who stole it from where it was parked and went on a joyride. That bogus crap was pulled out of a magician’s hat. Everybody knows a certain someone came back from Goff’s Caye a little “happier” than usual and docked along with the babes at Old Belize. Why in the world would someone park at a “friend’s” on the highway and then go back to Old Belize? That’s just plain stupid. The DPM was at Old Belize having some drinks until about 7:00pm. Some say his “friend” was pissed at him because he overdosed on happy juice. A little while after that the government ride was sitting in the Caribbean Sea and Faber was spinning his story. Listen, even the Police don’t believe that tale but you know how things are in Belize. The Police take orders from their political bosses so as far as they’re concerned that is the end of that. Cinco-seis… I hear the DPM’s deh goh cinco-seis because there’s talk around of a video showing him taking an energetic swim in the murky waters of the Caribbean Sunday night. Besides that, word is that the babes isn’t backing the DPM’s story of him dropping the vehicle at her house and then heading back to Old Belize. Seems she’s telling a completely different story. Police have searched her house, God alone knows for what, and have hauled her into the station different times to grill her but she’s sticking to her version which means that the DPM needs to come clean. Don’t say I told you, but the PM apparently isn’t buying his deputy’s story and is sending somebody to talk to her to try to find out exactly how that SUV landed in choppy seas. This one is gonna get interesting fast, people, so grab your popcorn and coke. Woman-abuser… Even before this latest episode of domestic drama and vehicular diving, the PM has had his eyes on his new deputy. Seems the little guy has some great big issues – like drinking too much at times and beating women. The current babes is the same babes who made a report to Ladyville Police stating that the DPM punched her in the face in a jealous, drunken rage. Remember when he got drunk and threw a cement block through his wife’s windshield. The PM is reportedly going to have a talk with his deputy very, very soon and it won’t be pretty. Anybody seen the Big Deal? The PM is running out of options fast. The reality is that his Cabinet isn’t exactly a top-shelf talent pool. He’s already had to bring in Vanessa Retreage and Carla Barnett to put them in senior positions because he didn’t have anybody else qualified and capable enough for those posts. So if the DPM goes the PM doesn’t have anybody to put in that post. Sure as hell he can’t give the Big Deal a break, not after that plump fellow got into bed with accused murderer William Mason, figuratively speaking. Saldivar knows it too. He’s been MIA since that less than stellar moment when he was booted out as Minister of Police, his political ambitions shot to pieces. He knows that the best he can hope for right now is to continue working on that fancy retirement package. Yes John-John we do know about that package. We’re just waiting for the right moment to blow your dubious cover. A Cabinet divided… Ain’t no love in Cabinet these days, we’re hearing. Even as he sits in a jail cell at Kolbe, William Mason has managed to throw some serious shade on the Cabinet. You know how it is. The PM stood up and said okay who took money from Mason, and only one man actually admitted that he did. We hear that man, Papa Mena, is pissed off because he knows that more than a few of his Cabinet colleagues had their hands in William Mason’s pocket, including his one-time best buddy the Big Deal. We say one-time buddy because when the PM was looking for a scapegoat to sacrifice at Mason’s altar, John-John threw Papa’s name into the hat. Lucky for him the PM decided that he needed a little more significant sacrifice and so Papa was saved for the moment. But it’s causing all kinds of bad vibes in Cabinet, and since hell hath no fury like a Minister from Dangriga scorned, we expect to be hearing the real deal about the big deal anytime soon.

The UDP’s Mess
he Barrow administration is meting out its full arrogance, its greed, its corruption, its nepotism, its mockery and hypocrisy towards the poor and dispossessed, its indifference to the voices of dissent AND of reason. This ruthlessness is no longer palatable to the masses-certainly not to the majority of this small multi-ethnic population which has been suffering. The voices of discontent and disdain towards this vision-less and no-good Government administration are slowly becoming a crescendo. There are frightening signs that the attitude of the Prime Minister is that not one single member of the Cabinet can do wrong. So much so that recently when the PM talked about corruption, he preferred to blame “all of Government” and highlighted that this also includes the public officers who are the operators. Unlike the Prime Minister would readily admit, there is evidence that he should look more to his Cabinet’s way. There is strong evidence that money laundering is one of the many favourite crimes of choice for the criminals in Belmopan. The Financial Intelligence Unit, which falls within the Prime Minister’s portfolio in his role as Minister of Finance, has its head in the sand while people in the international business of following money, sees Belize as a money laundering and crime haven. The Mason saga has unleashed more evidence and the public is surely now convinced that the Prime Minister has lost the moral responsibility to govern. His attempts to clean up after his Cabinet Ministers’ messes have him making “public fool” of himself.
While the Government rots from its core, we have noted the intensity with which it is trying to hide the reality of the poverty, economic depression, corruption and social decay in our country by brainwashing Belizeans with expensive political ads about the few and too seldom, and poorly thought-out efforts in a few corners of the country, mainly Belize City. These attempts at deceiving, distracting and blinding the Belizean people from the reality of our country with propaganda, lies and oppressive tactics are one of the dark highlights of this UDP Government and in particular this UDP Leader. The UDP must have been glad for Hurricane Earl, which has When the House meets next week Friday, we will see another example of a Prime Minister who needs a reality check. We can bet that we will not hear about any job program, antipoverty initiative or education reform plans. Neither will we hear about any answers to the economic mess the Prime Minister and his Government has steered us in. Belizeans then will be placing their hopes on the Opposition to call out the Barrow Administration for its complete failure and loss of people’s confidence to do and lead right. Belize is in dire need of good and trustworthy leadership. Aside from lifting the lives of their families and friends, the Barrow Administration can show little that has lifted the majority of Belizeans from poverty, crime and depression. In our country, natural storms like Hurricane Earl can wreak havoc, but we also know that man-made storms like Hurricane Dean/Hurricane UDP can wreak total pain and sorrow. Belizeans deserve better.

Cop accused of rape of 15 year old girl, granted bail Belize City, Friday, August 12, 2016 While the Supreme Court is on recess until the September Session commences in a few weeks, the work of the court continues with Fridays set aside for bail hearings in Belize City. A number of persons who were on remand at the Belize Central Prison appeared today before Justice John Gonzalez for bail consideration.
Apart from the high profile bail application of Melissa Ferguson, the commonlaw wife of William Danny Mason, the bail application of Addison Gillett, 53, a police Special Constable, caught the attention of Justice Gonzalez, who read out some of the police’s facts on the charge against Gillett. Justice Gonzalez, before
he offered bail to Gillett, noted that he has been accused of a brutal sexual assault of a teenaged minor. The allegations against Gillett are the he dragged the 15 year old teenager up a flight of stairs at a hotel

Belize City, Monday, August 15, 2016 A Belizean-American woman, who got caught up in the criminal justice system, is in more trouble than she bargained for after she had successfully applied for and received Supreme Court bail on Friday, only to have Justice John Gonzalez revoke her bail upon discovering that she is the holder of a United States passport. Three sisters allegedly decided to beat-up another woman at her house in Dangriga Town. During the assault, they pulled off the top of her clothing and beat her in front of her young children. Dangriga Police charged the three with aggravated burglary, wounding and damaged to property, and when they were arraigned on the charges in the Independence Magistrate’s Court, only one of them who has an advanced pregnancy was granted bail, so the two who were remanded to prison applied for bail at the Supreme Court. On Friday, attorney Dickie Bradley convinced Justice Gonzalez to grant bail to his two clients, Kimberly Lino and Samantha Lewis, who is visiting Belize from the United States where they are residing with their children. Bradley managed to out-maneuver Crown Counsel Rene Montero, Jr. who strenuously objected on the grounds that they are flight risks, and Justice Gonzalez offered them bail of $30,000 each and ordered that they surrender their travel documents. But it turned out that only Lewis has a Belize passport, her older sister Lino became a naturalized American citizen and doesn’t have a Belize passport. When she was brought before Justice Gonzalez this afternoon, Gonzalez
cused of entering the home of Brimimie Martinez and beating her. The assault was allegedly over a Face-

Gillett was also ordered to stay away from all prosecution witness in the case. The alleged offense occurred in Belmopan, where Gillett was stationed.

ASHCROFT In 2009, Dean Barrow and the UDP took BTL under the illusion of “nationalisation”. Barrow and the UDP refused to pay the owners knowing well that it would lead to many years of expensive legal battles. Still, Barrow chose to create a legal mess that lasted for almost 7 years, like an ugly sore. Now the Belizean People, not Barrow, not the UDP, have to pay $550M for BTL. BTL is only worth a little over $100M but Barrow agreed to pay Lord Ashcroft $550m for it. Sounds like “Puss Inna Bag”, right? Check this out now! Dean Barrow and the UDP could have settled this problem from day 1 and saved Belize lots of money. But because of Mr. Barrow’s 7 Years of EGO and ARROGANCE, WE have to pay $224M in interest ALONE. That’s a QUARTER BILLION IN INTEREST! BTL has made less profit ever since Anwar Barrow and the UDP took over. Customers complain endlessly about the services being the worst it has ever been. But Belizeans MUST still pay 5 times what BTL is really worth - all because of Barrow’s arrogance and the incompetence of the UDP. When all is said and done – the only ones benefitting are the Barrows! - Only Anwar – Millions in salaries and perks - UDP cronies – Millions in salaries and perks - Denys Barrow – Millions in legal fees at $1,000 an hour - And of course, Dean Barrow – his law firm still represents ASHCROFT Barrow and the UDP think we are fools. They are blaming the PUP. Well, the PUP never told Barrow to take BTL. The PUP never told him to drag it through the Court for almost 7 years. It was Barrow’s own arrogance.
He wanted to be MASTER OF GAMES. Barrow is to Blame. Now Barrow is bringing up the Accommodation Agreement. If the agreement was so wrong, why he never challenged it in Court? Barrow likes to bring up “secret agreement”. But he never mentions that in September 2015, he made his own SECRET deal with Ashcroft. Did Patrick Faber know? Did John Saldivar know? Did the rest of Cabinet know? Belizeans found out about the secret deal with Ashcroft LONG AFTER it was done. At a secret meeting in Miami, Barrow gave up HALF A BILLION to Ashcroft easily. Barrow agreed to an upfront payment of US$25M while final amount was decided. He agreed to pay all interests and expenses involved in the 7 years of legal battles. A smiling Barrow calls the whole fiasco “a win” claiming that Government will get 60% of the value of the Millions we will pay. He says he can use it for Government projects. But he is lying. That money is controlled by Ashcroft and no one else. The BTL fiasco is a $550M RED elephant…one BIG LOSS at a time our country is experiencing tough financial conditions. The money could have been used to help almost 50,000 students from primary school to University. It could have funded National Health Insurance for 18 years for every Belizean. It could have provided meaningful jobs for over 60,000 jobless. It could have built 18,000 classrooms or paved 550 miles of road or built 15,000 bungalow homes for Belizeans. Barrow wants to trick the Belizean people. But the truth is, Barrow and Ashcroft are friends and Barrow’s law firm has represented the LORD for over 20 years!!! Who are the Real Victors in the sick GAME? The answer is easy: the Barrows and Lord Ashcroft.

Internet providers are increasingly embracing a technology that provides fast, reliable connections in areas across the country that lack it. Carmen Triola, Aug 16, 2016 Currently, outdated laws allow providers to have monopolies over certain regions. This is due to pre-deployment barriers, in which local government and public utility officials overcharge for “rights of way” or “pole attachment fees” in certain regions. These fees can sometimes run double what it costs to merely lay cables. The Washington Post last year wrote about Chattanooga, Tennessee, where providers had been fighting for years to expand their network a tenth-of-a-mile. Enter cellular internet, or “wireless fiber,” which does away with cables and wires running to individual residences. Instead, it relies on cell tower technology, which isn’t exactly cheap, but does wirelessly connect to many homes from one wireless connection with Google Fiber or Verizon Fios capacities. Additionally, the method is much cheaper than dealing with all of the “rights of way” bureaucracy. It’s similar to adding range extenders or WiFi routers to one’s home network, but for people who live on the borders of a provider’s region. As exciting a promise as that may be, providers are still experimenting to iron out the kinks. AT&T will be conducting field tests in Austin soon, as well as in Middletown, New Jersey. The company is is promising speeds 50 to 100 times greater than 4G LTE. Verizon will also be testing cellular Internet, but in Euless, Texas; Framingham, Massachusetts and South Plainfield, New Jersey. With that in mind, commercial availability is likely a few years down the road.

A CRITICAL RULING In the early 2000’s I was the chief advocate, cook, and bottlewasher in Maria Roches’ legal challenge of the Roman Catholic School System’s decision to terminate her employment as a teacher in Toledo because she had become pregnant out of wedlock. I was Ambassador/Special Envoy for Children, Women and HIV/AIDS at the time, and together with many tireless advocates in the National Women’s Commission and other agencies, I advised Ms. Roches and obtained legal representation for her so that she could bring the landmark case of Maria Roches v. Clement Wade to the Supreme Court of Chief Justice Abdulai Conteh. I remember many of the occurrences then as if they were yesterday. And I chuckled later when one or two Labour union leaders tried to take all the credit for Ms. Roches’ successful challenge. Senior Counsel Magali Marin Young took on the case, and Women’s Commission members and other feminists and supporters provided backative and support. I can recall very clearly sitting in the packed courtroom for the hearing of the case. By then, now Prime Minister Dean Barrow had joined with Ms. Magali as attorneys for Ms. Roches. My most vivid recollection is that when Senior Counsel Phillip Zuniga tried to invoke the policy of the Catholic school management as to the immorality involved, CJ Conteh, abruptly stopped him and made it clear that the court was not a court of morality or religion. It was a court of law, he said, in making sure not to entertain the argument that Ms. Roches had knowingly violated Church teachings and the Catholic Management’s rules on morality. Of course she could not knowingly have violated the rules and morality alone. She did not become pregnant by herself. And CJ Conteh ensured that in his ruling in 2004 he said that a male teacher could not have suffered the same penalty, since the result of his immorality could not become crystal clear as he could not become pregnant. The Bishops and many other persons were not happy, but so many of us who advocated for Ms. Roches felt a sense of satisfaction
that we had done the right thing to help her defend her constitutional and human rights. CJ Conteh’s ruling was indeed an important vindication of women’s right to be treated equally before the law. In Wednesday’s ruling in the Caleb Orozco case, Chief Justice Kenneth Benjamin stated importantly in his ruling that “the court stands aloof of adjudicating on any moral issue” and that the court does not “act on the prevailing majority view.” I believe that the Chief Justice took the correct position, because despite our own religious or moral convictions, the Constitution of Belize must be interpreted and upheld for all persons, who are equal and have equal rights before the law. I also think that last week’s ruling is of critical importance for the continuing response to HIV and AIDS. The picture is not looking good in Belize and throughout the Caribbean. HIV is once more on the rise, and Dr. Edward Greene, United Nations Special Envoy on HIV in the Caribbean, has decried the complacency that has set in. Dr. Cesar Nunez, UNAIDS Director for Latin America and the Caribbean, has said that the ruling of the Supreme Court in the Orozco case comes at a critical juncture in the HIV response. He reminded everyone that discriminatory and punitive laws hamper the ability of vulnerable groups to access HIV and STI prevention and treatment as well as other social services by reinforcing discriminatory attitudes. The ruling helps to remove a key stumbling block to men who have sex with men accessing vital testing and treatment services, he said. I am heartened that National AIDS Commission Chairperson Laura Longsworth has taken this point in welcoming the ruling, and that she has also acknowledged that much more needs to be done to encourage the enabling environment for a more effective fight against HIV/AIDS. I want to look forward to vigorous responses now from all government and nongovernment agencies and from the wider community. There is a long way to go in order to conquer HIV and AIDS.

If people want change at the top, they will have to live in different ways. Our major social problems are not the cause of our decadence. They are a reflection of it.” ~ Cal Thomas If ever a society could fit the description of being “chaotic” or interesting” as is described in the above Chinese sayings, it would have to be a place like Belize. For some time now, we have been watching our country descend into a state of chaos, callousness and immorality. Our evening news has become an exercise in despondency and just when we think it has gotten as bad as it can get, things seem to get even worse. Religious leaders are now pointing to the recent Supreme Court ruling that strikes down Sec. 53 of our Constitution as the key that will finally unlock Pandora’s Box and set upon us the hounds of hell. I put it to them that “this box” has been open for some time now and that just maybe, the hatred, bigotry and intolerance currently on display following Judge Benjamin’s ruling, is more a sign of our decadence than the lewd and lascivious conduct associated with homosexuality. To put things in context, we can compare the brevity of our alarm over the recent beheading of a pastor from Belmopan to the staunch and fervent disapproval emanating from certain quarters regarding this recent court ruling. In all fairness, Hurricane Earl did “blow away” much of the disquiet associated with Pastor Lue’s beheading but really, should we be so much more concerned about two consenting adults living together than the fact that we have

living among us, those capable of such heinous villainy? This week we learned of a case where an 11 year old child was sodomized by his older brother. Louis Wade of Plus Tv, arguably the most vocal critic of the recent ruling decriminalizing sex “between consenting adults”, has been reporting that the older brother explained to the young child while committing the act that “the courts now make it legal for me to do this to you”. Nowhere else has it been confirmed that the accused uttered any such a delusory comment but this leaves me puzzled and wondering. Which is worse, the deplorable act itself or Wade’s obvious schadenfreude in finding it timely to promulgate an agenda?

A recent report examining the distribution of wealth in more than 200 countries revealed that the wealth inequality has widened considerable and rapidly over recent years. The report entitled Credit Suisse Wealth Report found that more than fifty percent of people in the world now control only one percent (1%) of the world’s total wealth while the richest 10 per cent own almost ninety percent (90%). Nowhere is this more evident than in Belize, where some struggle to own a bicycle or even some shoes, while others can dump a late model SUV’s into the sea one day and be seen driving another the next. We are living in a time where we have given politicians more and more power over our lives and where a career in politics is seen as a sure and secure ladder to success and extravagant living. Because the involvement in politics has become so lucrative, it has attracted those more preoccupied with wealth and power than those wishing to render service to the people. The worst sort of people become elected and re-elected while voters increasingly turned a blind eye to corruption, scandals, perjury and bribes. Poor George Price must be turning in his grave. For some, appealing the ruling on Section 53 would mark a measure of good governance and would likely cement their loyalty forever. Priorities I suppose. I am an avid sports fan and ordinarily around these times, I would be glued to my television set watching the Olympics. I must admit that so far, if I have watched more than a couple of events, I have watched many. For some reason, I am strangely not interested. Maybe it is because there is so much going on at home or maybe it is because of the disrespect shown to Kaina Martinez in snubbing her in favour of a foreign born “white” girl. I do not even know Kaina but that incident has left a bad taste in my mouth. I did see reports that the performance so far by those who we sent to represent us has been dismal and embarrassing. Please don’t tell me that they have tried their best! Here is another area in which we could better focus our attention and energies. While politicians squander our money on lavish lifestyles and unlawful enrichment of themselves, family members and cronies, our children go unfed and uneducated and our sports and arts programs go neglected. Yet you want me to be more concerned about what two consulting adults are doing in the privacy of their own world? &%#@, please!!!!! Certainly, neither cancels out the other and it is deviously inapposite from whichever quarter it stems, but let us be frank here. I would not dare be so audacious as to go their way in professing to speak for GOD and I dare not declare homosexuality “okay”, but neither would I be so pompous as to appoint myself judge in condemning it. Suffice to say that it is not my choice but just as I will not be denied a right to mine own choice, neither will I deny any other, a right to a choice that is theirs. I believe that there are many issues more pressing on which we could better focus our energies. The unfortunate thing is that while Louis Wade continues to be obsessed and consumed by this whole homosexual charade, he is in fact missing a more useful and constructive calling. His Plus tv station has been quite effective in unearthing and exposing wrongdoing in many areas of government and this diversion is doing a disservice to his audience. Many have been turned off and distanced by his fanaticism and now view him as more hypocritical than utilitarian. This is unfortunate because again, the whole issue of homosexuality

Scorchio! Earth’s surface is the hottest it has been in history By Michael Le Page It’s official: in July, the world’s surface was the hottest it has ever been since we starting measuring its temperature, according to NASA. That means it is likely to be the hottest it has been since the last interglacial period 125,000 years ago. This record for the hottest month ever will not last long: as the planet continues warming, it will get smashed again and again. We are on course to pass the limit we are meant to avoid – 1.5 °C above average pre-industrial temperature – in 2024, give or take a few years. Recent months have set a string of records. Globally, February was a whopping 1.32 °C above the 1951 to 1980 average for this month in NASA’s record. July came in at 0.84 °C above the average for July. So how can the planet be hotter now than in February? The reason is that these monthly figures are relative to previous months, rather than absolute. The absolute temperature of the entire surface of the planet changes over the year, being hottest during the northern hemisphere summer.
So a hot July is much hotter than a hot February. The seasonal variation in the global surface temperature is due to the fact that there is much more land in the northern hemisphere than in the southern hemisphere. Land warms up faster in summer and cools down faster in winter compared with the sea. “July 2011 may have been warmer than July 2015, but only by an amount that is a small fraction of
the margin of error for these estimates,” says Reto Ruedy of the NASA Goddard Institute for Space Studies in New York. But there is no doubt that July 2016 exceeded all other months by a significant margin. Extreme weather A warmer planet means more extreme weather events, and that’s exactly what we are seeing. For instance, the temperature in Mitribah, Kuwait, reached 54 °C on 21 July.
CHINA LAUNCHES WORLD’S FIRST QUANTUM COMMUNICATIONS SATELLITE By Jacob Aron China has just launched the world’s first quantum communications satellite. The 600 kg spacecraft blasted off from the Jiuquan Satellite Center in the Gobi Desert at 0140 local time. The satellite is both an extreme test of the weird properties of quantum mechanics, and a technology testbed for what could be the start of a global, unhackable communications network. Officially known as the Quantum Science Satellite (QUESS), the mission has been renamed Mozi after the ancient Chinese philosopher said to be the first in history to conduct optical experiments. A team led by Jian-Wei Pan of the University of Science
and Technology of China in Hefei will conduct their own experiments with QUESS, using photons to test quantum entanglement – in which the quantum properties of two particles are linked even when separated – over a record-breaking 1200 kilometres. The team will also test quantum key distribution, a form of secure communication in which the laws of quantum mechan-

The world passed the 1 °C above preindustrial mark in 2015, and 2016 is set to be around 1.2 °C above, according to the UK’s Met Office. The stated aim of the Paris climate agreement in December 2015 was to keep warming under 2 °C above pre-industrial levels, and endeavour to limit it to the more ambitious 1.5 °C. However, the world is currently on course to pass the 1.5 °C mark in around 2024, and 2 °C in 2036, according to a recent estimate by Andrew King and Ben Henley of the University of Melbourne, Australia,

India: Three die as kite string slits their throats Saanchi Goyal, 3, and Harry, 4, were looking out through the sunroof of their cars in different parts of Delhi when sharp strings slit their throats. Zafar Khan, 22, died in the same manner when he was riding his motorbike. Glass-coated strings are used to bring down competitors’ kites, but they also end up injuring and killing people. Many Indians fly kites to celebrate festivals and important occasions like the Independence Day, which is celebrated on 15 August. But every year, there are reports of people dying or getting wounded from the kite strings - locally known as manja - treated with powdered glass or metal to sharpen them. Similar strings killed a five-year-old boy in 2015 in the northern town of Moradabad, and a five-year-old girl died in Jaipur in 2014.

Ryan Lochte and James Feigen ordered to stay in Brazil A judge in Brazil has issued an order preventing US swimmers Ryan Lochte and James Feigen from leaving the country after police queried their evidence in a robbery case. Lochte, Feigen and two other members of the US swimming team said they had been robbed at gunpoint in a taxi in Rio. But police say their account of when they arrived at the Olympic village does not square with CCTV recordings. Lochte’s lawyer told the BBC on Wednesday that he was now in the US. The swimmer’s Twitter account shows footage of him arriving back in the United States on Monday, Lochte is one of the most successful swimmers in history, with 12 Olympic medals and he once had his own reality television show in the US. In Rio, he swam in two events, winning gold in the 4x200m freestyle relay. Feigen, who told the San Antonio Express he is still in Brazil, won gold in the 4x100m freestyle relay.

California wildfire: 80,000 evacuated east of Los Angeles A rapidly moving wildfire has forced the evacuation of some 82,000 people in San Bernardino County, just east of Los Angeles, officials say. The blaze broke out on Tuesday in a mountain pass and has already engulfed about 15,000 acres (6,070 ha) of land. Tens of thousands of homes are at risk from the so-called Bluecut fire. A state of emergency has been declared. Another fire, the Clayton, which broke out on Saturday in northern California, has destroyed 175 homes. ‘Raining ash’ The Bluecut fire spread with great speed in the parched canyons around San Bernardino. At least a dozen buildings have already been engulfed. US Forest Service spokeswoman Lyn Sieliet said: “It is a very fast-moving fire, it has wind behind it.” California Governor Jerry Brown has declared a state of emergency in San Bernardino County to bring in federal assistance. The blaze forced the closure of a stretch of Interstate 15, the main road between Las Vegas and Los Angeles area. Some 700 firefighters are battling to control the blaze in the Cajon Pass. Its cause remains unknown.
US police catch Cuban fugitive known as The Ghost after 26 years on the run Police in Florida on Tuesday announced the arrest of a Cuban fugitive who had been on the run for 26 years, earning himself the nickname The Ghost. Anibal Mustelier, 66, was detained in Hialeah, near Miami, on charges of armed robbery and grand theft. He is also suspected of having worked as a contract killer, officials say. Police say they were led to Mr Mustelier by an informant who had knowledge about a jewellery theft on 7 August which allegedly involved him. Big fish US Marshalls first issued an arrest warrant for Mr Mustelier in 1990. Hialeah Police Sergeant Carl Zogby said arresting officers had not at first realised who they had in their custody because Mr Mustelier had given them a false name. “We went fishing for a grouper, and we caught ourselves a whale,” Sgt Zogby said, adding that Mr Mustelier had become known as The Ghost for his ability to hide in plain sight. “He was an international fugitive from ATF [Bureau of Alcohol,Tobacco, Firearms and Explosives], FBI and the US Marshals.” Sgt Zogby said Mr Mustelier was wanted for his alleged participation in two murder attempts in 1989 and 1990, during the heyday of the Miami drug wars, when rival drug dealers fought over control of the city.
Son of drug lord ‘El Chapo’ Guzman kidnapped in Mexico They say Jesus Alfredo Guzman, 29, was one of six members of the Sinaloa Cartel seized by members of a rival gang, Jalisco New Generation. The incident took place at a restaurant in the resort city of Puerto Vallarta. Chapo Guzman, who is in jail, led the Sinaloa Cartel for years. Jesus Alfredo is suspected to be a senior member.
A son of Mexican drug lord Joaquin “El Chapo” Guzman was among suspected criminals abducted in a Pacific coast city on Monday, officials say.
He is wanted on drugs charges by the US. The US also wants Joaquin “El Chapo” Guzman to be extradited to the US on charges of smuggling vast amounts of drugs into the country. He was recaptured in January, six months after escaping through a 1.6km (one-mile) tunnel from his maximum-security prison cell. Cartel war warning The six suspected gang
members were abducted at La Leche restaurant in the early hours of Monday in Puerto Vallarta, Jalisco state. State Attorney General Eduardo Almaguer told reporters that forensic evidence collected at the scene had confirmed Jesus Alfredo Guzman’s abduction. He added that four of the six kidnapped people had already been identified, without providing further details.

THINK ABOUT IT SECTION 53 Homosexuality is no longer a crime in Belize. The law at Section 53 of the Criminal Code, Chapter 101 had laid down the following: “Every person who has carnal intercourse against the order of nature with any person or animal shall be liable to imprisonment for ten years.” This was a cruel law. But there was a time when sodomy was considered a dirty, nasty and abhorrent act. It was a hard pill to swallow that men should lust and desire to have sex with other men. Thanks to American movies, television, music videos and music and movie stars, Belize has been softening its views over the years. For the young generation in 2016, homosexuality is no big deal. To the churches in Belize, particularly the Evangelical churches and their followers, homosexuality is not merely a crime but a sin of major proportions. The Roman Catholics in Belize, under the seasoned and experienced leadership of the Rt. Reverend Bishop Dorick Wright also strongly believed homosexuality flies in the face of the Almighty God of the Universe. The Bishop’s view and the view of the Pope is that Christians hate the sin but have love and forgiveness for the sinners. The Churches who feel it is their duty to, in the words of a moving hymn “stand up, stand up for Jesus, ye soldiers of the cross…” find strength in their beliefs from their Bible. Particularly from their greatest law giver-Moses. This is the only man who has spoken face to face with God. This is the man who brought the Ten Commandments direct from God. Moses had also written many laws to govern the original people of the Israelites whom he faced from four hundred years of slavery under ancient Egypt. The law against homosexuality is to be found in Leviticus Chapter 18, verse 22 of the Bible: “Thou shalt not lie with man, as with woman: it is abomination.” God’s dislike of homosexuality is repeated in Chapter 20 verse 13 in stronger language: “If a man also lie with man, as he lieth with a woman, both of them have committed an abomination: they shall surely

be put to death; their blood shall be upon them.” This is harsh stuff from the God of the Old Testament. We note that in our reading of the Old Testament, which has 39 books, we find no condemnation of lesbians, but we are open to correction. By the way, there are 37 books in the New Testament. The New Testament as the 37 books are called, came about because of the birth and teachings of Jesus, the only son of God. In the book of Romans, Chapter 1 verses 24 to 32, lesbians and homosexuals are condemned. At verse 32 the Bible says: “who knowing the judgement of God, that they which commit such things are worthy of death, not only do the same, but have pleasure in them that do them.” The apostle Paul at 1 Corinthians Chapter 6 versus 9-11 says the wicked will not inherit the kingdom of God. In fact it is worth reproducing: “Do you know that the wicked will not inherit the kingdom of God? Do not be deceived: neither the sexually immoral nor idolaters nor adulterers nor male prostitutes nor homosexual offenders nor thieves nor the greedy nor drunkards nor slanderers nor swindlers will inherit the kingdom of God…” Lawyers and Judges will tell you morality and religion has nothing to do with their legal decisions and so be it. But society is much more than the dry bones of the law. And there are many bad laws. Our society like others is about economies, money, politics, politrics, music, culture, race, class, our beliefs and imported ideas. Belize is a Christian country. Our Christians may not be as devout as they should be but they believe in Jesus and in God and they wish to be good, decent people. To be good and God fearing is a daily struggle with the devil and his demons, especially the earthly demons. So much for that sermon. The supreme earthly law of Belize is the Constitution. Any earthly law in Belize which is contrary to the Constitution is unconstitutional. There are many unconstitutional laws in our law books. Anyone who challenges any of these unconstitutional laws would succeed as the Judges have a duty to uphold the Constitution and its important
principles. A homosexual and his backers (no pun intended) challenged Section 53 of the Criminal law which made it a crime to be a homosexual. He and they succeeded because the Constitution provides that no law can discriminate against one group of persons on the basis of their sex and other grounds. In the judgement by the Chief Justice of Belize, delivered last week, part of the decision was that the word sex in the Belize Constitution includes a person’s sexual orientation. Another reason for the decision was that it deprives a homosexual of his dignity for him to be subjected to discrimination and other form of indignity based on who he is. The judgement is a major decision for Belize. In the eyes of the churches it is all part of the ongoing wickedness that has come over Belize. Damnation is not far away at the rapid pace at which the moral and spiritual decline is occurring. APPEAL The decision must be appealed. Firstly, this major decision has taken place at the first court. Magistrate courts are not equipped to deal with constitutional issues so the law is such issues must be raised with Judges. The Supreme Court is only the first stairway of three courts. There is the Court of Appeal and there is the Caribbean Court of Justice. An issue as major as the acceptance of homosexuality and all that it will bring, must be thoroughly ventilated in the highest courts of the land. Secondly, if only out of sheer respect and concern for the vast majority of Belizeans who follow the Christian faith, they deserve to have their day in court-meaning they must be satisfied that no stone has been left unturned in ventilating the matter. The government of Belize is pro homosexuality. Several of the Ministers of government are wellknown homosexuals. They cannot sit in Cabinet and decide that the matter is not be appealed. In fact, from all appearances the Prime Minister and his wife are tainted in this issue and they cannot be left to be among those deciding that the churches should not be allowed to see this matter to the legal end. The duty of the Prime Minister and his government is to enter an appeal and here the churches ap-

point additional attorneys to fight their cause. Their cause is not to imprison homosexuals but to ensure the protection of other sacred rights and religious beliefs. The word sex in the Constitution, in the eyes of the church, cannot mean or include sexual orientation. The decision of the Chief Justice that Section 53 is a violation of the constitutional rights to freedom of expression sounds distinctly American and not legal. Our Constitution treats expression as the freedom to receive and import ideas and information and protection of correspondence. The churches are fearful and suspicious that this is a clear opening for the gay agenda to next be imposed in the educational system. That fear is legitimate and needs absolute clarity. The homosexuals in Belize are now talking about gay marriage. This is seen as spiritual warfare for the churches. This issue, too, deserves absolute clarity in the highest courts of this country. For these and other reasons the Prime Minister and the Leader of the Opposition should feel obliged to allow the churches to go to the Court of Appeal and the Caribbean Court. This can only be done if the government, through the Attorney General, enters an appeal. THERE IS MORE The Chief Justice of Belize, in exercising his responsibility, has ordered that the law as it is to be applied is that Section 53, quoted at the start of this column will remain. But the judgement says that the following words are to be added: “This section shall not apply to consensual sexual acts between adults in private.” Those who are versed in Constitutional law will need to carefully check those versed in criminal law. These words are vague and will open the door to another fear of the churches. This fear is that so long as it is in private two or more persons/homosexuals can engage in sex with animals. The churches and the good people of Belize have been told publicly that the government will not appeal the decision. But every decision in the Supreme Court against the government over BTL, Belize Bank, Nationalization, Maya Rights have all been appealed by the government. Why is it that they can appeal and the Churches on a moral and spiritual issue are being denied the appeal process?

Judge will allow Bradley Pauman to travel to the US Belize City, Friday, August 12, 2016 Bradley Pauman, an American national who owns and operates Dark Knight Tours, a tour guide business in the Cayo District, and who has been accused of four counts of abetment to commit murder, was granted permission to leave the country today, when he and his attorney Herbert Panton appeared before Supreme Court Justice John Gonzalez. On January 15, 2016, Paumen was granted bail in the sum of $50,000 plus one surety of like amount, after police charged him with the indictable offences. Panton told Justice Gonzalez that his client has been adhering to all the conditions of his bail and today he was asking for a variation to his bail conditions which ordered him not to leave the country, unless he gets permission from the court. As a condition of his bail, Paumen had to surrender all his travel documents to the Belmopan Magistrate’s
Court. Today he asked for permission to leave the country effective, today, August 12, to August 26, 2016. Panton submitted that with the bail condition, he had to surrender his passport and today he asked permission of the Supreme Court to get hold of his passport so he could travel to Minnesota, USA, his home state, for two weeks. Justice Gonzalez granted the application and Pauman would be able to get his passport to travel. Justice Gonzalez suspended all his bail conditions until August 29, three days after he is expected to have returned to the country. Paumen is due back in the country on August 26. Upon returning, he must make sure that the returns his passport to the Clerk of Court at the Belmopan Magistrate’s Court. He is also to resume reporting to the Belmopan Police Station. If he fails to return, his bail will
be revoke and he will be remanded to the Belize Central Prison until his case is tried. Pauman has been committed to stand trial in the Supreme Court in its October Session. One of the persons for who he was charged with the abetment to murder is Michael Modiri, an Iranian businessman with whom he has been in dispute over a property access to his caves, located in Blackman Eddy, Cayo District.

George Cadle Price fue exitoso en atraer la azucarera “Tate & Lyle” de Gran Britaña para expandir la industria azucarera en Belice. La expansión fue posible de manera que se logró que Tate & Lyle construya una fábrica moderna en Tower Hill en el distrito de Orange Walk. De igual manera, otro de los propósitos fue de mejorar la fábrica existente en la comunidad de Libertad, en el distrito de Corozal. Este apoyo se le extendió al cañero en forma de préstamos a largo plazo con poco interés y en la construcción y desarrollo de cientos de calles de acceso a las fincas cañeras. El día 14 de diciembre del 1984 se llevo a cabo las elecciones generales donde el U.D.P. gano bajo el liderazgo de Rt. Hon. Manuel Esquivel. El U.D.P. no le dio seguimiento a las negociaciones que dejo en pie Rt. Hon. George C. Price. Esto causo el cierre de la fábrica azucarera en Libertad. El U.D.P. permitió esta situación devastadora que afectó gravemente y hasta el día de hoy se siente en Corozal Norte donde la mayoría de los ciudadanos dependen de este vivir. Una vez más la industria azucarera está enfrentando serios problemas. El mayor afectado es el cañero. Los presentes representantes del U.D.P. en Corozal Hon. Hugo Patt, Hon Pablo Marin y Hon. Ángel Campos no están haciendo nada para remediar la situación y menos tienen la intención de apoyar a los cañeros. Por lo contrario ellos han permitido y facilitado la división entre los cañeros. Belice es un país con alrededor de 360,000 habitantes donde alrededor de 5,300 son cañeros. En vez de cuidar los intereses de los cañeros cuidaron sus propios intereses. La división solo beneficia a ASR/BSI, el poder de la voz del pueblo se encontraba en la unión. Al dividir se debilito esa voz y cada quien ahora es responsable de ver por su propio bienestar sin un buen interés en común.
23 Young Belizean Architect Receives Trainings on Small and Medium-sized Enterprises Development in Taiwan
Belize City, July 25, 2016 A Belizean Architect, Mr Kristian Chanona, will attend a workshop in Taipei, Taiwan on the topic of Small and Medium-sized Enterprises Development for Latin-America in the first two weeks of August of this year. It is one of the two dozens of workshops Taiwan offers every year as a means to help countries develop and contribute to international community. Kristian is proud to be representing Belize at the workshop, and will share Belize’s perspectives and experiences in this area. Kristian was born on Christmas Eve in 1976. In the midst of holiday celebrations during a family visit to northern Belize, his parents, Al and Candy Chanona, unexpectedly had to cross the Corozal border into Chetumal, Mexico for the nearest hospital to welcome Kristian’s arrival. After growing up as a kid in Ladyville and San Pedro, and as a teenager in Belize City, Kristian finally completed paperwork to become a naturalized Belizean at age 17, and is a patriotic Belizean who respects its natural beauty and lifestyle it offers. Due to his family moving, Kristian attended two Primary Schools, two High Schools and two Universities, but benefited greatly by connecting with many people and becoming fluent in English and Spanish. Kristian’s inspiration was his Uncle Ray. An Architect himself, he often visited from East Sussex, England with books and personal accounts which were always a source of encouragement and inspiration. Kristian believes that thru hard work and consistency, anything and everything is possible. Kristian’s interest lies in solving problems in urban architecture, believing that thru applied scientific methods and meaningful artistry, people can create a unique and architecturally pleasing society. Kristian wishes to integrate his values into the workshop so as to get out of it a better insight into matters at home, to help improve the quality of life in Belize from an Architect’s point of view.
