Dear Editor, I have to take the opportunity this week to express my deepest appreciation to the people of the People’s United Party – and I mean all of you, all of us who fought in the trenches during the past six weeks of Village Council elections. In the end the PUP emerged victorious in 40% of those communities, but the figures aren’t the most important thing. What was important, and is important, is the story of battle in the trenches of a Party united and a people who have new hope in their hearts. The people of our great Party were fighting against all odds. Week after week we saw the government using all their resources against us. We saw powerful UDP ministers trying to intimidate voters. We saw money passing hands. We saw government vehicles providing support for the UDP slates and carrying voters to the polling stations. We saw the usual promises and threats which have come to symbolize every election under this corrupt UDP government. They have everything at their disposal but still they could not break the PUP’s spirit. Across the country the PUP was able to break down traditionally UDP strongholds in Orange Walk North, South and East. In the West the valiant soldiers of the PUP shook the foundations of the arrogant UDPs and won significant victories in Cayo Northeast, Cayo South, Cayo North and Cayo Central. In the Belize River Valley the people stood up against the corruption of Clear the Land Castro. In the

South the PUP blew them away. I think there are two major things at play. One – the most important one – is that the PUP has new energy, new hope and new PASSION. I saw it on full display in Orange Walk and other places across the country. I saw the blue machine oiled and ready and working. When our Party is working together and is galvanized, there is no political force which can defeat us. It was an amazing thing to see PUPs young and old, from all walks of life working hand in hand to achieve something important for us, but bigger than that – something important for our country. And there’s another thing. The people have gotten enough of the UDP. It’s as simple as that. I sincerely believe that this bogus BTL settlement was the last straw. As a people we have been saddled with $550 MILLION in debt because of Dean Barrow. That’s bad, but then he takes ALL OF US for fools and tells us that it’s a good thing and we should be happy and even grateful to the UDP. Besides that the people now realize that under this UDP it is only the Barrows that get filthy rich. Nothing is better for any of us and the best only came for them. All of Mr. Barrow’s friends and family got rich during this UDP term. All the Vegas became much, much richer during this UDP term. As we went from village to village talking to the people we could see how discouraged they are and how frustrated they have become with the UDP. Many of the villages which voted PUP over the past weeks are traditionally UDP but they want a change. They know that under this UDP they haven’t seen any development in their village. They have heard the promises but those promises never came true. So they decided to do the right thing and booted out the UDP. Finally I want to tell my Party Leader, Hon. John Briceño a heartfelt thank you. He is a man who doesn’t lead from an office. He travelled from one corner of this country to the next meeting with residents of the remotest areas. He stayed at the front lines doing what needed to be done because that is the type of leader he is. We appreciate you, Party Leader, and the people will continue to stand beside you. Orange Walk Town Council Hard at Work!

I must speak on behalf of my town and mayor. I can sincerely say how upset I am at how this government has treated our beloved town and district as a whole. The Orange Walk Town Council asked for help from Central Government to assist in dealing with staggering debts left by past UDP administrations. They asked for any assistance they could get and were ignored. They tried the Ministries of Finance, Works, Local Government and even the Office of the Prime Minister. But the truth is simple. Once the UDP is not in charge of the municipality, the UDP Central Government will not help. I’m not the only one saying it. I remember Prime Minister Dean Barrow saying it when he came to Orange Walk just before the last municipal elections. He told the people that if they wanted anything to be done in the town, they would have to vote in the UDP. Imagine that, from the leader of this country. But you know what? The people still voted followed their minds and didn’t give in to that false promise. They trusted Mayor Bernard and his team to do the right thing and to continue to work for them as they have been doing all along. And I am proud – very proud of what he has been able to achieve through proper management of OUR tax money, hard work and the support of the community, always willing to lend a helping hand to see us continue to grow and develop. There is no better feeling than to look around and see what Mayor Bernard has been able to do working TOGETHER with our community. The Mayor of Belize City enjoys a huge subsistence payment from Central Government and has received millions in assistance and grants and bailouts. He also got permission to launch a municipal bond in the tens of millions. The Mayor of Belmopan just announced his own multi-million dollar bond approved by Cabinet. And that is in addition to millions being spent in that municipality through the Belize Road Safety project. I am happy for them because in the end the work is for the people of Belize.

With all that, I can tell you that Orange Walk town is doing its thing without the benefits of any grants or assistance or bonds. Just look around. The Mayor has launched a massive project which will see the complete paving of ten major streets. And that is in addition to the ongoing works program. Currently they are working on San Francisco Street which had gotten worn down. San Andres Street is being prepared simultaneously with Bethias Lane so that when paving commences, all three streets will be done, including the second coating on Oleander Street. The Council is also doing remedial work on Stadium Street. You can see the work being done Bethias Lane, San Andres Street, Santa Ana Street, Tate Street, Arthur Street, Cinderella Street, Orchid Drive, Muñoz Lane, Progress Street – and in early January the Council will be placing another coat of chip-seal on Bakers and Main Streets. The Mayor and Council have been able to do all this including drainage, social programs, sanitation, maintenance and beautification of parks and playgrounds and so much more because they have earned the trust and support of the community they serve. The Council has been a transparent and accountable Council which has always included us the people in the decisions they make and in the work that they do. As a proud resident of our town, I continue to be proud and grateful of the teamwork which has characterized this Council’s years in office. I am confident that Mayor Kevin Bernard will continue to work for you. That remains his commitment always. I too believe that he is the future for our town as a representative. Actions speak louder than any amount of words and I can sincerely say that Mayor Bernard has put his efforts wholeheartedly for the benefit of us all. Keep up the splendid job Mayor!!! Signed,

BARROW BROKE THE LAW?? ILLEGAL USE OF $350 MILLION PLUS $550 MILLION? Continued from page 1 Act or any regulations made thereunder, SHALL be guilty of an offence and SHALL be liable on summary conviction, to a fine not exceeding ten thousand dollars or to imprisonment for a term not exceeding two years or to both such fine and term of imprisonment”. The Constitution of Belize and the Finance and Audit Act makes it mandatory for public funds to be safeguarded by doing certain things. All monies, such as Petro Caribe monies must be deposited in the Consolidated Revenue Fund and must be checked and protected by the Accountant General and the Auditor General. If there is a specific purpose for using public monies, there must be special deposits into a Development Fund. Permission must be obtained from the National Assembly. Spending of public monies for any project must be done by open, public tendering. There are many other procedures. None of the legal requirements were followed by Prime Minister Dean Barrow when he started to squander and abuse the Petro Caribe monies. We ask the question. Did the Prime Minister act criminally and illegally when he was doing what he did from 2012 to 2015 when he hastily passed a law to protect himself from police and court action. Is it illegal and unethical for the Prime Minister to have taken over BTL in 2009 and not pay for it for seven years, but in the meantime appoint his own son Anwar Barrow to be the boss when he has no qualifications for such an important job? Is it not the heights of nepotism for Prime Minister Dean Barrow to allow his son to pay himself some thirty thousand dollars each week even though he is unqualified and the job was never advertised? Is it illegal under government laws for the Prime Minister to allow his son to decide on contracts for telephones, cell-phones and BTL equipment without any government oversight as is required by the law government public departments and agencies? Is it breaching the law that require any contract to be done by public tenders and Anwar Barrow, Nat Vasquez and other politically appointed persons to enter into contracts such as LG4 for forty million dollars’ contract? Is the Prime Minister breaking the law, not to mention acting unethical, when he hires his brother Denys Barrow to do legal work and charge the taxpayers one thousand dollars an hour when the government has a whole department of
qualified lawyers at the Solicitor General’s office? Did the Prime Minister break the law when he paid out millions of dollars to his ex-wife Lois Young to do legal work which should have been done by the Solicitor General’s office and should have been put to public tender? Did the Prime Minister break the law when he misled Belizeans that he was going to Miami in September 2015 for medical treatment and instead secretly visited Michael Ashcroft in a hotel where he signed a secret contract to pay out half a billion dollars as compensation for initially stealing BTL in contravention of the acquisition law? Does a Prime Minister have the authority to sign such a secret contract for such a large amount of public expenditure without getting the prior authority from the National Assembly? Can any Prime Minister attend a secret meeting and sign a secret contract for half of one billion dollars? Why was not such a meeting held in Belmopan with the Financial Secretary and Accountant General in attendance? Did the Prime Minister violate the law and failed to protect public funds when he intentionally or negligently signed to allow an accommodation agreement to be included in the secret contract, knowing that this would cost Belize more than one hundred million dollars? Is it not a violation of the Finance and Audit Act for the Prime Minister even now to be pulling out almost two hundred million dollars to pay Mr. Ashcroft when the National Assembly has given no approval to such expenditure? Is it illegal and/or unethical for the Prime Minister to have his law partner Rodwell Williams sign as a witness to a government document and in particular such a monstrous document as the secret contract in September which condemns Belize to pay half a billion dollars as well as million in legal fees to private lawyers? Is the document itself legal without being authorized by the House of Representatives and the Senate before it is signed and it is not witnessed by the proper public officers in the Ministry of Finance or Accountant General department? In looking at the legality, possible criminality and the ethical behaviour of Prime Minister Dean Barrow let one other question be included: who gave Prime Minister Dean Barrow authority to instruct the Belize Coastguard to surrender the Sarstoon Island to Guatemala on the 29 May 2015? Who is above the law and is so big and bad that they can secretly agree to spend million without prior approval of the National Assembly and at the same time conduct himself so as to be accused of treason in allowing Guatemala to exercise their laws on Belize territory in the Sarstoon River?
Where is the Big Deal!! Belize City, July 12, 2016 With gun violence erupting over the past weeks, and reports of murder after murder from gang rivalries and gun violence filling up the evening news and gripping our community with fear, one must ask the where is the Minister of National Security John Saldivar and why is he so silent over the terrible situation in our country? Just two short months ago, ahead of a political convention for a big position in the UDP, Saldivar couldn’t help himself as he hogged up every possible chances to be on the television every night. He was all over the country meeting UDP delegates and had television ads ad naseaum, with campaign songs and jingles that advertised the slogan “The Big Deal”. Saldivar was backed by a senior Ministerial team of cheerleaders who preached to anyone that Saldivar is the man who will solve the nation’s growing problems. Well, where is the big deal now? Where is Saldivar when the crime level in our country is reaching imploding levels? Where is Saldivar when the blood of our young, mostly black Belizeans is spilled on our streets, both day and night, because of ongoing clashes between gang members? Where is the Big Deal when the Police Departments throughout the country are lacking basic equipment to carry out their work properly? Police are dire need of vehicles and man-power. They cry out but their big deal boss doesn’t hear them out. Obviously it was all just a show for political gain. The big deal ain’t nowhere to be seen why the streets of Belize City spiral into terror. The Big Deal appears unable to recover from the licking put on him by the one who called himself the “Real Deal”. But whether big or real, neither of the two has provided the right opportunities to our young people to become productive citizens. For them when it comes helping our people meaningfully, there is no deal.
‘Buzzard’ Murdered on Plues Street Wednesday, July 13, 2016 Police have few leads in the brutal murder of popular security guard Kariem Hafiya, 40. Hafiya, affectionately known as ‘Buzzard’ had just left his post at NICH after working the overnight shift, and had arrived at his apartment on Plues Street at around 4:00am when he was shot to death by an unknown gunman. Police recovered as many as 15 expended shells in the area, though they would not confirm how many shots hit Hafiya. Gang tensions have escalated in past months and have resulted in continuous bloodshed in the city, but Police say that they have no reason to suspect that this killing is related to ongoing gang warfare. Hafiya was not known to have any gang affiliations. But the murder could have been committed by players involved in gangs. Street sources tell the BELIZE TIMES that “Buzzard,’ who loved to hang out at the Baaba Shop on Orange Street, had been robbed two weeks ago and his report to Police had resulted in the robber being remanded. ACP Chester Williams, Commander of Eastern Division South, explained that “the perpetrator of that crime is currently in prison. That is one angle we are looking at. The next angle we are looking at is the fact that we have been made to understand that he had a dispute with a female and the female may have made some threats.” While Police look for a killer, colleagues, friends and family of Hafiya remain in a state of grief and shock. The security guard was described as a person who loved life and spent a lot of his time helping disadvantaged youths in the most troubled areas of the city.

GUAT CIVILIANS ASSERT “OWNERSHIP” OF SARSTOON Belize City, July 11, 2016 Minister of Foreign Affairs Wilfred “Sedi” Elrington has not indicated if the Government of Belize will submit an official protest note to the Government of Guatemala following the unwanted and illegal presence of an organised group of Guatemalan civilians in the Sarstoon River. Considering Sedi’s “let’s be friends/ give peace (or he meant piece?) a chance” stance, it is highly doubtful that there will be any form of protest. The small group of seven Guatemalan nationals travelled onto Sarstoon River in what they claim was a symbolic move to assert ownership of “Guatemalan territory” on Saturday, July 9, 2016. Video footage of the expedition has been posted on at least two Facebook pages, the main one is under the offensive name “Belice Es De Guatemala”. The video shows the group of Guatemalans on a vessel, travelling along the southern channel of the Sarstoon. From the video, it appears that the Guatemalan vessel is moving along Belize’s side of the channel. A male person is heard speaking loudly, voicing his sentiments about “territory which they have taken from us”. The expedition went uninterrupted as Belize’s military officials at the Forward Operating Base built were reportedly instructed not to intervene, unlike what the Guatemalan military have done to Belizean civilians, NGOs, media and even our military found traversing along the Sarstoon. The Guatemalan military is vigilant and ready to block deny passage and instruct “respete el protocolo”. The Government of Belize, following a meeting between the Foreign Ministers of both countries in Istanbul, Turkey in May, claimed that Guatemala had agreed to allow Belizeans to have “untrammelled access” to the Sarstoon area, but at least on three known occasions involving the media and the NGO group, SATIIM, that did not happen. Concerned that the Government of Belize has been misleading Belizeans with their own version of meetings, Guatemala has called on the Government of Belize to stick to the agreed script of meetings. The Foreign Minister and Prime Minister were egged in the face by this statement and could not offer a reasonable explanation of Guatemala’s charges. Another reality which the Foreign Minister Elrington conveniently denies is that Guatemala has asserted military control of the entire Sarstoon River. The Opposition People’s United Party has described Guatemalan’s move as “annexation”, which is the forced possession and control of another’s territory. Sedi and Prime Minister Barrow have a different, less-alarming version of Guatemala’s aggressions. The evidence is very clear, however. It is against this backdrop; one of intimidation and bully tactics from Guatemala and weak diplomacy from the Barrow Administration, that the Guatemalan civilians who seek to mirror the efforts of the Belize Territorial Volunteers, travelled to the Sarstoon this past weekend. Their military remained in the distance, protecting them. The group called their “mission” a success even though their efforts failed to meet their own expectations of attracting hundreds of Guatemalans. The group’s members had been advertising the trip for several months on their Facebook pages, yet only seven persons turned out. Nonetheless, the seven were undeterred and even vowed to return. “We will continue in this fight and we will demonstrate that this is our land and it does not matter how much we have to fight. We will reach the thousands of Guatemalans and why not say the millions of Guatemalans,” remarked one of the Guatemalans in the video. The Guatemalans also commented that the entire of “Belice” belonged to Guatemala and they hope to one day recover it, stating, “Now more than ever we are committed to continue this fight and to demonstrate before the corresponding authorities that this territory is ours. A territory which they have taken from us, which they have cut off from our map but not from the will of the hearts of the Guatemalans”. These are similar sentiments to those expressed by President Jimmy Morales on his campaign for President earlier this year.

Well that was the debt collector, Lord Ashcroft, come to pick up his two hundred million pounds of flesh from his bally Dean Oliver. I gotta say it again – TWO HUNDRED MILLION! That’s $200,000,000.00. And it’s only a first payment. Just a part-payment. Just half! You know if I were a more skeptical fellow and if I didn’t swear by this wonderful, saintly politician, I’d want to think that some really secret, lucrative deals were made when the Lord and King Dean sat down in Miami together last summer. But not Dean Oliver. He would never. So anyway, fun and joke aside, the Lord wants his cheese, and the Prime Minister is reportedly MIA. That’s Missing in Action for the uninitiated – as in nowhere to be found. The last time we checked the PM and loyal Joe were talking paper in all shapes and forms and notes, but the Lord don’t want no paper – he wants cash! And he wants it TODAY. That’s the DEADLINE. Can you just imagine that vein in the side of the PM’s head looking to pop? Talk big again mih bally. Lord Ashcroft got the medicine fu you! King Malpago? Say it ain’t so King Dean? We’re hearing that Barrow is contemplating another acquisition to go along with BTL. We hear he’s thinking about acquiring MALPAGO status. If the Lord don’t get his cheddaz today this is going to spell big problems, since a clause in the Secret Agreement states that if the first payment isn’t made then the collector can demand ALL – as in all $400,000,000.00. Did I get all the zeros? Apparently Mr. Arrogance wants to delay again, and go to Court again. WTH! Mih bally try goh pay weh yu owe. Is it a situation where the country is really, really rich and we’re just pretending to be a poor, Third World nation? You know, it’s like this. We got hospitals all across this country which are falling apart – rats, roaches, not enough beds, outdated equipment, deteriorating infrastructure. We got Police officers who can’t patrol because their vehicles are falling apart, or they don’t have fuel. We have BDF soldiers who are walking in the jungle in tennis shoes because they can’t get boots. We got hungry children who have to be fed by schools to ensure that they get at least one meal a day. We got people living in the worst poverty you have ever seen – poverty that makes you feel sick to your stomach. We are in a crisis. REAL! So then the government of Taiwan comes to you and says you know what? I want to help. In his funny lil accent Benjamin Ho says hey I got three million to give you. What is it that you really, really need? And you know what this country really, really needs? What we couldn’t do without? What we did with $3 MILLION dollars? We bought a frigging mansion by the sea with fancy bathrooms and majestic bedrooms and chandeliers and mahogany staircase and a fountain. We really frigging needed that. Smh!

YOUNG LIVES MATTER
B
lack Lives Matter has become an important protest slogan spawned by the ongoing shootings of young black men by white police officers across the Unites States of America. The three words are not just a slogan and an urgent cry for justice, but the words have become the name of an equally important protest movement seeking to call national attention for solutions to a situation in the land of the free and home of the brave. America is still very much in the grips of racism. Last week in the USA, three incidents gave renewed attention to the issue of Black Lives Matter. A young man travelling in a vehicle with his fiancé and her little daughter were stopped by a white police for a traffic check. He ended up being shot to death. The fiancé had filmed most of the incident on her cell phone. It went viral on the internet. Within days another cell phone video surfaced. White police officers again fatally shot another black man. More outrage in the black communities. Then Thursday evening in Dallas, Texas, as protesters carrying placards of Black Lives Matter, a sniper opened fire. He killed five police officers and wounded seven more. The sniper was killed. He turned out to be a black man with military training. Outrage among white people in America followed. The sniper was said to have been taking revenge for the killings of black men by white police men. The three incidents last week may well trigger further revenge shootings and could lead to a low grade race war across America. Such a prospect in 2016 in a country where over one hundred million guns are in the hands of the civilian population is not a contemplation to be wished. In America, anyone can walk into any gun store and buy weapons. High-powered “mass-killing” types of automatic and semi-automatic guns. So frightening and disturbing were the three events that the leadership of the USA thought it so important that the former white President George Bush and the present black President Barack Obama were called upon to attend, together, a ceremony in Dallas for the slain police officers. Both Barack and Bush addressed the gathering - broadcast live on all major TV and radio stations across the USA. It is one of the duties of leaders in a democracy to publicly address major issues that trouble the citizens of a country. The exception is Belize. In Belize, the elected leader who frequently holds a form of press conferences (attended primarily by government appointees and political cronies) has deliberately decided not to address the most disturbing and pressing issue in the nation. Apart from the loss of the Sarstoon, this issue is the frightening and ongoing gun violence and murders in Belize City and in the districts. The Prime Minister, who used to “big up” himself with regular photo-ops showing him meeting and greeting gang leaders and declaring he has brought about a “gang-truce”; has for the past three years abandoned the gangs and gun violence issue. Neither he, nor the Minister of Police have had anything to say about the worst scourge of murders plaguing the country. In the first half of 2015, from January to June, there was a whopping 73 murders in Belize. For January to June 2016 the number is 74. Not a word from the Prime Minister. At this rate there will be over 100 persons murdered for the year 2016. For the last eight years that Dean Barrow has been Prime Minister over 100 persons each year are murdered. Belize City, and particularly the Southside of Belize City, remains the murder capital of the country. The Prime Minister is the elected representative of Queen’s Square on Southside of Belize City. Anthony “Boots” Martinez is elected to represent Port Loyola on Southside. Patrick “Pibil” Faber represents Collet. Tracey Panton represent Albert. Michael Finnegan represent Mesopotamia. All these persons hold high positions as Ministers of government. Like their Prime Minister, none of them have ever uttered a word on the rampaging violence and murders, taking place in their constituencies, year after bloodsoaked year. To them it is clear that young lives don’t matter.
This stony, calculated, cold-bloodied silence by the Prime Minister and his Southside Ministers is an affront to the principles of parliamentary government. It is the behaviour of officials and elected politicians who refuse to answer to the requirements of democracy. Indeed, it is the duty of elected members of the National Assembly to make formal statements or raise the issue of rampaging gun violence and murders in their constituencies and in the country. This is what the Prime Minister and his hand-picked Ministers are paid to do by the taxpayers. They collect their huge salaries and allowances each month but fail to carry out their sworn duties. The situation is worse than a defiance of the democratic rules that elected officials must report regularly to the citizens through the National Assembly. As Ministers of Government in Cabinet, they have a duty to DO SOMETHING by way of policies and problem-solving. In this second regard, the Prime Minister and his Ministers remain outstanding examples of failures. In the mean-time the frightening murders continue. Unabated. Young people dying in unprecedented numbers. Don’t their young lives matter? There is a third failure, equally as atrocious as the other two. We highlight the shocking crime four weeks ago to make the point. A minor, 15 years of age, deliberately waited in front of the Queen Street Police station on a busy Friday morning. His mission? To murder a gang leader exiting the Police compound. The attempt resulted in a shoot-out in downtown Belize City in which one Police was shot and two civilians injured. The minor was captured. Eight years ago when Dean Barrow became Prime Minister to his newspaper banner headline- “Let The Good Times Roll”; the minor would have been seven years of age. Eight years of growing up under Dean Barrow’s government has seen not the graduation from college for that minor, but a graduation into a life of crime, of the worst kind. The same needs to be said about the majority of persons arrested and charged for murder. They were minors when Dean Barrow became Prime Minister. Instead of attending college and becoming productive citizens, these young people like the majority of their peers could not attend college. They could not go to a high school because their parents could not afford to send them. Neither could they enter any program for skills training or enter the job market. Because there are no jobs created by Mr Barrow. But doesn’t their young lives matter? Crime is primarily the result of social and economic consequences. Young, uneducated males do not just take a gun and murder another person they hardly know. The rise in violent crime is the direct result of the utter failure of Dean Barrow and his government to provide opportunities and solutions which would lure persons away from a life of crime to a life of meaning and productive behaviour. Their young lives do matter. For the recent Village Council elections, Opposition Leader John Briceno called on the UDP government to take the high road and stop dividing villages along party political lines. The Prime Minister scorned the advice and proceeded to do what he does best- abuse government monies, vehicles and resources to win meaningless elections that offer no betterment to villages. The Prime Minister has only recently been exposed for an even worse sin than dividing villages along political lines. He signed a secret agreement in Miami that will cost the nation of Belize five hundred and fifty million dollars. Yet for eight years he signed no agreements, passed no laws, forged no policies that would ensure every young Belizeans would be guaranteed a college education and the necessary skills to find or create employment. This is a monumental failure of leadership. The kind of failure that has condemned generations of young Belizeans to a life that offers no hope and no future. It is one thing for an unscrupulous politician to misuse millions of public monies to bribe voters. It is an entirely different matter to formulate policies and solutions that will make Belize a safer and better place for young Belizeans, for all Belizeans. Young lives matter, Mr. Barrow. All lives matter, not just yours and your family.

July 11, 2016 The Hon. John Briceño and the People’s United Party (PUP) commends and thanks all who participated in the democratic process during the recent Village Council Elections. Even though the United Democratic Party abused its authority by utilizing government resources during the elections, the PUP won just over 40 percent of the villages. This is a significant improvement from the 26 percent three years ago and coming just eight months after a general election. The successes for the PUP in the Village Council Elections can be attributed to the hard work and dedication of the men and women who believe in the principles and rich history of the Party. TWO GANG-AFFILIATED MEN REMANDED ON MURDER CHARGES Belize City, July 12, 2016 Police investigators have charged two men for two out of the three murders that occurred last Wednesday evening. The men, who are believed to be affiliated with Belize City gangs, were brought to the Magistrate’s Court during the morning and afternoon sessions and the murder charge was read to them, after which they were remanded to prison to await their trialday. Valentine Baptist, 27, who is a resident of Castle Street, appeared before Senior Magistrate Sharon Fraser in the morning session of her court. Police charged Baptist for the murder of Devin Parham, 19, who was shot and killed as he and another man was walking on Cemetery Road, on Wednesday afternoon. Parham’s bullet-riddled body lay stretched out on the street. Assistant Commissioner of Police Chester Williams told the media that Parham’s murder appear to be in retaliation for the murder of Tevin Palmer, who was murdered inside a house on

In court, Kelly, a resident of 5 Mayflower Street which is in a gang area known as “Ghost Town”, was read a single charge of murder for the Wednesday, July 6 murder of Tevin Palmer. No plea was taken from Kelly, since the offense of murder is an indictable offense and will be heard in the Supreme Court after a paper committal from the Magistrate’s Court in the form of a preliminary inquiry is held. Kelly was remanded to the Belize Central Prison until September 8, 2016.

2011 MURDER TRIAL CRUMBLES Key witness failed to identify the accused
BELIZE CITY, Mon, July 11, 2016 Another man accused of murder walked free on Monday July 11th when the prosecution’s main witness failed to say with certainty that the accused man was the man he had identified to police almost 5 years ago. Sanjay Lino, 22, was indicted for the October 2011 murder of Sand Hill grocer Ernesto Myvette, who was shot and killed during a robbery. After being almost 5 years on remand for the murder and waiting for a trial, Lino walked out of the Supreme Court freed of the charge when the Crown’s case collapsed. The Crown’s main witness, who is also the son of the murdered man, told Justice John Gonzalez that he was not sure of the identity of the man on trial. Jermaine Myvette told the court that could not identify Lino as the man who killed his father. Lino was one of 3 men who the witness had met on their way to his father’s grocery shop and who, the Police suspected, had shot and killed Myvette during the robbery in Sand Hill. In 2011, after the incident, the witness had identified Lino during a police identification parade. Initially, Lino was charged jointly with others for abetment to murder; but he was later charged alone for Myvette’s murder. The prosecution closed its case and the judge acquitted Lino of the murder due to insufficient identification evidence to link him to the murder of Myvette. In his 2011 statement to police, Jermaine Myvett had told police that he saw the entire incident as it unfolded, and that he had met the three alleged robbers when they were on their way to his father’s shop, just as he was leaving the shop. were acting suspicious so he turned back toward the shop, where his father was alone. That is when he met one of the men who had spoken to him, in a not so friendly manner. The man had asked him, “Where are you going?” According to Myvette, he motioned to his waist, as if though he had something there, and that was when the robber he was talking to ran back towards the shop and yelled out that the owner’s son was coming. 2016 back toward the shop that he heard a shot and saw the three men run away. The robbers had taken the victim’s firearm and fired shots at him Jermaine, but they missed. When the police arrived at the scene, they discovered Myvette’s lifeless body. He had been shot twice and his gun was missing. Myvette was represented by attorney Simeon Sampson in the trial which began on June 23. Senior Crown Counsel, Sheiniza Smith led the Crown’s evidence, but had to throw in the towel after her key witness failed to identify the accused as the person he saw on the day of the murder.

July 11, 2016 A retired American soldier, who over stayed his visit to Belize by nine months, was busted by immigration officers at the Philip Goldson International Airport on Sunday, July 10th. Tarry Eugene Rhodes, 46, a resident of the U.S. state of Ohio appeared before Magistrate Deborah Rogers this afternoon. He told the Magistrate that he had not been given a chance to call an attorney, but Rogers told him that the offense for which he was before the court is a strict liability offense and that an attorney would be of very little help to him now. Roger Banner Wednesday, July 13, 2016 On Saturday night at around 9:15pm Roger Banner, 29, was sitting on the canal rail talking to his girlfriend on West Collet Canal, near Publics Supermarket, when he was approached by three persons. One of those persons, Police say, took out a firearm and fired multiple shots at Banner, hitting him in the head. He died on the scene. Police say that the brazen murder was a hit on Banner by somebody he owed money for drugs. According to ACP Chester Williams, Commander of Eastern Division South, “there were three persons together, but only one of them was armed with a firearm. Nonetheless, if our investigation or our evidence points us to all persons based on the doctrine of joint enterprise we believe that we’ll be able to charge all three with his murder. We believe that he was indebted to somebody for some drugs and that person was the one who put the hit on him. So that is what our investigation is revealing at this time”. Banner was a resident of Roaring Creek, where he had lived since the age of 18 after moving away from his family in Black Man Eddy in the Cayo District. He was well known to Police in Belmopan as an associate of Russell Hyde, deceased. He had spent years in prison on drug charges and was only released about five months ago, when he moved to Belize City and apparently resumed his old life. So far Police have no suspects detained for the murder.

Rhodes explained to the court that he can pay his fine, but he needed a little more time, because his money has to be accessed through his bank account. He also said that he did not have all the money on the account but his son will assist him. The Immigration Department indicated to the court that Rhodes is a flight risk and that he must pay the fine immediately or will serve 6 months imprisonment. The court gave him until Tuesday to
11 pay his fine. Rhodes’ luck ran out at the PGIA where he had gone to pick up someone. An alert immigration officer checked his passport and discovered that he arrived in Belize on June 4, 2015 and was given until September 29, 2015 to remain in the country. Andrea Jones, the immigration officer who handled the matter in court, indicated to the court that Rhodes is wanted in the US state of Ohio and that there is a warrant out for his arrest. Rhodes is wanted in Ohio for three drug related offenses, for illegal manufacture of drugs, and for illegal assembly or possession of chemicals for the manufacture of drugs and for possession of drugs. His expulsion will come either after he has served 6 months in prison or has paid his court fine in full. Rhodes has been living in Calla Creek, Cayo District.

THE VALUE OF LOBSTER TO THE NATION By Richard Harrison Spiny lobsters, also known as langouste or rock lobsters, are a family (Palinuridae) of about 60 species of achelate crustaceans, in the Decapoda Reptantia. Spiny lobsters are also, especially in Australia, New Zealand, South Africa, and the Bahamas, sometimes called crayfish, sea crayfish, or crawfish (“kreef” in South Africa), terms which elsewhere are reserved for freshwater crayfish. Commercial lobster production (harvesting) in Belize started around 1950, peaking around 1984 when production reached around 1,000 metric tonnes. The value of exports peaked around the year 2000 at around BZ$18 million, for around 293 tonnes, when the average international price was around US$29 per kilogram or around US$13 per pound. The Fisheries Act of 1948, and its Amendments, Regulations and its Subsidiary Legislation regulate fishing for lobster. It is illegal to harvest: • Lobster with carapace length less than 7.6 cm (3 in) • Tail-weight less than 112 g (4 oz) • Between 15 February and 14 June inclusive of any calendar year • ‘Berried’ females (having eggs) or with eggs forcibly removed • Moulting or soft shelled lobster • Using scuba equipment in commercial fishing In 2001 the Northern, National, Placencia and Caribena Fishers Cooperatives produced 49.8 percent, 42.8 percent, 6 percent and 1.3 percent of all lobster tails, respectively. This means that the northern half of the country harvests the lions share, and that there is great opportunity for the southern half of the country. “The lobster season will remain closed until Sunday, June 14th. This time is given to allow lobster populations to breed. The general public and fishermen are advised that it is illegal to fish, attempt to fish, possess, buy or sell any lobster or lobster products during the closed fishing season, which runs from February 15 to June 14, 2015. All lobster fishing gears, including traps, drums and shades must be removed from the sea floor during the closed fishing season. It is important that we follow regulation to ensure that next season is equally as productive,” was a statement issued by a Fisheries Department official. The Spiny Lobster (Palinuridae) remains as one of the top marine exports for Belize. The 2014/2015 lobster fishing season was considered a good one and the fishery has remained relatively stable over the past 28 years within the production range of 400,000 – 600,000 pounds. In 2014, lobster catch landings amounted to
484,891 pounds, which represents a decline of merely 0.45% when compared to the 2013/2014 season when 487,066 pounds was produced. The total export value was around BZ$15.27 million. Some 452,930 pounds of lobster tails was exported that year, mainly to the United States of America. Other lobster exports included 31,840 pounds of lobster head meat, 3,102 pounds of lobster head and 77,911 pounds of whole lobster. There is no available data on volume sales of lobster on the domestic market. With the growing tourism sector, and a local population of around 360,000, this amount is currently estimated to have an economic value similar to exports. The local market currently pays around BZ$15 per pound or US$16 per kilogram. The value of lobster to Belize; however, is much more than the current dollar value of exports. Belize’s lobster grows in environments that are still very clean and free from pollution, and is considered very high quality. It is one of the “star” feathers in the cap of Belize’s substantial conservation efforts, and should be used to attract more and better investment in conservation and sustainable development in the country….it may qualify for “organic certification” to earn higher value. Lobster is prized all over the world, hence identifying Belize’s services and goods exports with the high quality BELIZE LOBSTER has all kinds of synergistic “image building” opportunities. Greater linkages with the tourism sector can create lobster harvesting tours, complete with educational opportunities, preparation lessons, etc. The shells must be aesthetically preserved and cast into gift items, instead of being discarded. Lobster is a part of Belizean culture…and is prepared in many different ways by locals, for breakfast, lunch, snacks and dinner. This entire culture needs to be offered as a special gastronomic experience of visiting Belize. Belize needs to grow this industry increasingly based on commercial aquaculture production of lobster. This requires substantial investment in research and sustainable development of the species in ways that cause minimal undesirable effects on the environment. There are many value-added opportunities in processing of readyto-eat meals of lobster and other seafood, developing on local recipes. In short….BELIZE’S LOBSTER is the best of Belize!!!

MY PERSPECTIVE By Dolores Balderamos Garcia
MS. YVONNE, LADY FEARLESS The name Yvonne McCalla Sobers is familiar to me. First of all, she is the mother of my old law school classmate Hilaire Sobers, who now lives in Washington D.C. I remember being extremely impressed by the strength and warmth of her personality when I met her in Jamaica many years ago while in law school. Next, Ms. Yvonne has worn and still wears many hats. She is perhaps best known for being one of Jamaica’s strongest, if not the strongest, advocate for human rights. She is also Chairperson of e-Learning Jamaica Limited, a company dedicated to encouraging young people to embrace new forms of technology so as to achieve a quality education. She is additionally an aquaponic farmer, having earlier been a history and mathematics teacher at Jamaica College. Her tiny stature belies the power of her presence and demeanor, as she takes on a multitude of causes, usually in defence of the rights of Jamaica’s most vulnerable persons. Recently, she took on then Education Minister Ronnie Thwaites, who supported the decision of many school principals to send home students who wore tight pants and short skirts or were otherwise “inappropriately dressed for school.” Said she: “For me, suspending children cannot be the answer for an educational institution. It’s like going to a hospital when you are sick and you are told you can’t come in because you are wearing shorts.” She suggested that teachers and guidance counsellors should spend time talking with students about the issues affecting them, and she hopes that her e-learning program can tackle the challenges of indiscipline, high dropout rates and low performance, especially among boys. She also recently lent her formidable voice and dynamism to the fight for the rights of the LGBT community, especially young men who actually live in drains and gullies after being rejected and put out by their families for being gay. I recommend that readers should Google her and watch with interest her discourse for “We Are Jamaicans,” a series of testimonials of support funded by the Caribbean Vulnerable Communities Coalition. Yvonne is genuinely passionate in her defence of gay rights and the
human dignity of every single individual. She looks like the kind of loving auntie that everyone would want to have, her white hair and the wealth of her knowledge and experience employed now as the fearless advocate she has become. Her most recent opinion essay is on the subject of ganja, or weed as we call it here at home. It is to be found in the Commentaries section of the Gleaner newspaper for May 29, 2016. The essay is titled “Ganja Regulation: Wheel and Come Again.” This is an essential read for all who are interested in the decriminalization/legalization of marijuana. Her thesis is that regulation of marijuana certainly has its place, but over-regulating will have the same effect as complete prohibition. Over-regulation will benefit big business, while most law abiding citizens and small farmers will be “too shackled to compete.” She has also had the insight to recognize that ganja regulation placates drug-control watchdogs, while alienating those who are most familiar with local realities. Ms. Yvonne also sets out cogently the pros and cons of marijuana use, and discusses the stringent, prohibitive requirements that ganja farmers in Jamaica will have to comply with when regulation comes in. Extremely tough regulation will bar small farmers from being able to compete. It is clear from her discussion that there will be a very high bar for meeting licensing criteria. She also reiterates what we all would recognize – that prohibition disproportionately affects poor, black males, and that there is a huge human cost to the failed war on drugs. Her recommendations are that when there is a review of laws and regulations it is essential that policymakers are guided by evidence and not by myths and fears. It is necessary, she submits, for Jamaican lawmakers to hold consultations, especially with small ganja farmers with a view to examining Jamaican realities and not outdated drug treaties. Whether you are in favor of legalization or not, I think it is important to read and consider Ms. Yvonne’s views. They are strong and progressive, since she is clearly thinking outside of the box where weed is concerned. And considering her forceful interventions on many pressing issues in Jamaica, I have to call her LADY FEARLESS. We would do well, I believe, to emulate her as we consider the raft of social, cultural and other problems facing Belize today.

Going down a slippery slope By G. Michael Reid The inherent vice of capitalism is the unequal sharing of blessings; the inherent virtue of socialism is the equal sharing of miseries. ~ Winston Churchill Belize seems on pace for another record setting year as far as murders are concerned. Over the past week, there have been no less than seven murders; three of these happened in the space of less than five hours. Considering from whence we came and considering our small size, this is unthinkable and unacceptable. The trained experts as well as the armchair sociologists have been scrambling for answers but so far, not coming up with much that is practical. We are continually told that crime is going down but the only ones that seem to believe it are those political cronies who are afraid that the reality will hurt the image of their party. This administration did come into office with grandeur promises and after three full terms in office, very few if any of those have been fulfilled. They were going to create jobs but unemployment remains sky high. They were to address poverty but the figures remain at an alarming forty plus percent. And does anyone remember the “double edged machete” that would be wielded at the first sign of corruption? And the grandest promise of all; they were going to address crime. That one has turned out to be the biggest joke of all. In fairness, a few jobs were created when the Petro Caribe wagon was rolling. Those jobs however were temporary, menial and not meant to develop any type of skills. Young men and women were made to dig ditches and mix cement by hand for meagre salaries while they watched the well connected grow filthy rich. These young people are no fools; they knew

THE WONDERER AND COASTAL EROSION IN BELIZE
Coastal erosion is a natural process and also man made. Some 40 years ago when I was a kid and wandered around Belize when tourism was not much in existence coastal erosion was mostly due to storms or hurricanes. Ambergris Caye at that time had about 2 small hotels and Placencia had one very small hotel. Caye caulker had none. We practically had to use sailboats or big dugout canoes with a small engine as the only means to access these islands. I wondered why there is so much erosion lately, so much coast disappearing or being washed away so I decided to wander around the country. I went from north to south and everywhere they are fighting erosion. All sorts of methods being used, some work and some create more erosion. We found out that perpendicular groins to the coastline creates more problems than benefits. It usually benefits the property to the north of the groin but damages the property to the south. You see our sea currents inside the barrier reef are mainly from north to south and the sand shifts usually in this direction. The sand is caught on the northern section benefitting this property but usually creates damages to the property next door even if it has vegetation. Not a good idea. Useless idea in Belize. About 3 decades ago the northern tip of Caye Chapel had minor erosion problem so the owners decided to place perpendicular groins along their entire coastline. Erosion was more rampant than ever. They started losing the island more by natural process. Then I wondered why they took the wonderful idea of bringing in a clamshell equipment to dredge a canal about some 20-30 feet offshore around the island especially on the northern section. Are you wondering what happened? They enjoyed the white beautiful sand that was piled on the island, to be used for their
golf course. Well, when Mother Nature decided to fill back the offshore channel around the island it all came from the island shoreline and erosion was worse than ever. They were losing the island so fast that they decided to sheet pile the island along the entire west side and parts of the east side. The island was not natural anymore thanks to man’s interference with nature. The Caye Caulker Island split also has its story. Have you ever wondered if it is natural? Well it was caused by the old fishermen who once dug a small channel for their canoes, then their sailing boats through the wetlands and mangrove. Finally Hattie came and really made a mess and it’s been getting larger ever since. Hurricanes play a large role in changing the coastal shape but its worst when the human touch has been there first. Do you remember when Hurricane Mitch chased us all to Belmopan! Thank God it did not come this side, but we felt the effects of it. The entire coastline of Ambergris Caye and Caye Caulker was affected. All piers and beaches were gone. Beach areas were washed away up to the wall of homes. Thank God the government of the day realized it could affect the tourism industry and hurriedly sent dredging equipment to replenish the beaches. Caye Caulker got more beach than they
originally had, but recently it had to be replenished again. This process of replenishment will be forever. San Pedro Town also needs some urgent replenishment. Have you wandered along the east coast of Ambergris Caye, north and south of the town? The owners are basically removing all the vegetation and erosion is rampant and seawalls of different methods, material type and shapes are being experimented. Some work at the end, but most don’t. North and south of Caye Caulker and the entire Placencia peninsula is no different. The whole country’s coastline in fact. Did you know that Foreign Coastal Engineers did the study for the Harvest Caye beautiful beach project? Today as you wonder around reading this article their beach has completely been washed away by natural forces. They removed all vegetation, they reshaped the beach but Mama Nature took it away. They are presently scrambling to find solutions. They are going back to groins! They are excavating some beautiful Dead Reefs (?)…what a mess! I wonder if NEAC and DOE know about this mess at Harvest Caye….What happen to the Placencia NGOs? Are they alive! I wonder! The image below shows a land subdivision where the entire mangrove vegetation was removed. The beach looked beautiful at the beginning but 10 years later the erosion was rampant. Look at the coast beside with no human touch, it’s still there. Following are some photographs around the country of various erosion problems and remedies. In the last photo can anyone guess where (In Belize) is this house that sits partially in water due to erosion, climate change and sea level rise? Please wander around. Erosion is a natural process. Look at the photograph of Placencia peninsula near Riversdale. It’s basically all natural vegetation. But erosion and accretion changes the coastline gradually, and when the human touch is there it compounds the problem. The authorities should take more precaution when issuing licenses for development. They should have guidelines as to how much human touch can occur and if the human touch is going to be much then a coastal specialist(s) should undertake the required studies. Hurricanes, currents, wave action, vegetation, climate change, sea level rise, etc. should be considered during these studies. Perhaps we need to do a National Study. World anger over Honduras activist Lesbia Yaneth Urquia’s death The UN, EU and other international organisations have condemned the murder on Wednesday of a prominent environmental activist in Honduras Lesbia Yaneth Urquia was killed four months after the shooting of award-winning environmentalist Berta Caceres. Both women had spent years campaigning against a giant dam. More than 100 people have died in Honduras in five years for opposing dams, mining, logging and agriculture projects, human rights groups say. In a statement, the EU said urgent steps needed to be taken to fight impunity and protect human rights activists. “This killing as well as the climate of violence that continues to prevail over human rights activists in the country is an extremely worrying development,” it said. The body of Ms Urquia, 49, was found abandoned on a rubbish dump in the municipality of Marcala about 160km (100 miles) west of the capital, Tegucigalpa. A mother of three children, she was a member of the Council of Indigenous People of Honduras (Copinh) - the organisation founded by Caceres - and had been working to stop a hydroelectric project in Honduras’s western La Paz department.
Hundreds forcibly disappeared in Egypt crackdown, says Amnesty Egypt’s security services have forcibly made hundreds of people disappear and tortured them in the past year to try to tackle dissent, a rights group says Students, political activists and protesters - some as young as 14 - have vanished without a trace, according to a new report by Amnesty International. Many are alleged to have been held for months and often kept blindfolded and handcuffed for the entire period. Egypt’s government has denied it uses enforced disappearances and torture. More than 1,000 people have been killed and 40,000 are believed to have been jailed since President Abdul Fattah al-Sisi led the military’s overthrow of Mohammed Morsi, Egypt’s first democratically elected head of state, in 2013. Amnesty’s Middle East and North Africa director, Philip Luther, said enforced disappearances had become a “key instrument of state policy” under Mr Sisi and his Interior Minister, Magdy Abdul Ghaffar, who took office in March 2015.
Japanese Emperor Akihito ‘wishes to abdicate’ Japan’s Emperor Akihito has expressed his desire to abdicate in the next few years, public broadcaster NHK reports The 82-year-old, who has had health problems in recent years, reportedly does not wish to remain emperor if he has to reduce his official duties. But a palace spokesman denied that there is any official plan for the monarch to abdicate in what would be an unprecedented move in modern Japan. Crown Prince Naruhito, 56, is next in line to the Chrysanthemum Throne. An unnamed government source told Japan’s Kyodo news agency that the emperor, who plays a largely ceremonial role but is respected deeply by many Japanese, has been contemplating the move for about a year. His family had accepted his decision, an unnamed palace source told NHK. However, both palace and government sources say the Imperial Household Law would have to revised to allow for the abdication to take place. A change to the Imperial Household Law, which stipulates the rules of succession, would require approval by Japan’s parliament.
Brazil beefs up security ahead of Olympic Games in Rio The federal government in Brazil says it is releasing additional funding to beef up security ahead of next month’s Olympics in Rio de Janeiro. Sports Minister Leonardo Picciani said the armed forces would get an extra $24m (£18m) to help them meet security needs. The military would begin patrolling sports venues from 24 July, he added. More than 80,000 police and soldiers will patrol the streets of Rio for the duration of the games. The state of Rio de Janeiro has recently cut budgets across the board, including that of the police. The police in Rio recently staged demonstrations against the late payment of salaries and a lack of basic necessities like car fuel and toilet paper. Correspondents say the protests are a symptom of the political and economic woes which have engulfed Brazil in recent times. Brazil’s Senate suspended the country’s President Dilma Rousseff in May, and then began impeachment proceedings against her over allegations that she manipulated the government budget ahead of her 2014 re-election campaign.
Venezuela army deployed to control food production and distribution In a decree, President Nicolas Maduro has ordered the army to monitor food processing plants, and co-ordinate the production and distribution of items. Venezuela is going through a deep economic crisis despite having the world’s largest oil reserves. Basic products are increasingly hard to find and many say they struggle to feed their families. Gut bacteria spotted eating brain chemicals for the first time By Andy Coghlan Bacteria have been discovered in our guts that depend on one of our brain chemicals for survival. These bacteria consume GABA, a molecule crucial for calming the brain, and the fact that they gobble it up could help explain why the gut microbiome seems to affect mood. Philip Strandwitz and his colleagues at Northeastern University in Boston discovered that they could only grow a species of recently discovered gut bacteria, called KLE1738, if they provide it with GABA molecules. “Nothing made it grow, except GABA,” Strandwitz said while announcing his findings at the annual meeting of the American Society for Microbiology in Boston last month. GABA acts by inhibiting signals from nerve cells, calming down the activity of the brain, so it’s surprising
to learn that a gut bacterium needs it to grow and reproduce. Having abnormally low levels of GABA is linked to depression and mood disorders,
and this finding adds to growing evidence that our gut bacteria may affect our brains. Treating depression An experiment in 2011
China builds world’s largest radio telescope to hunt for aliens
Covering an area the size of 30 football pitches, China’s Fivehundred-meter Aperture Spherical Telescope (FAST) was officially completed this week, making it the largest radio telescope in the world. The huge disc was assembled from 4450 individual triangular panels and dwarfs its nearest rival — the 300-metre-wide Arecibo
Observatory in Puerto Rico. It should enable the detection of many astronomical objects and phenomena whose radio signals are too weak and distant to be picked up by smaller telescopes. Oh, and it will listen out for aliens. “The size of this telescope is key to its scientific impact,” says Tim O’Brien at the Univer-
sity of Manchester in the UK. “The bigger the telescope, the more radio waves it collects and the fainter objects it will be able to see.” Construction of FAST began in the south-western province of Guizhou in 2011, and it is situated in a natural bowl-shaped feature that is ideal for housing the colos-

O’Brien expects that China will periodically allow astronomers from outside the country to use the telescope. “Europe’s Very Long Baseline Interferometry Network, where we link radio telescopes across continents to create a telescope with an effective diameter the size of the planet, already incorporates radio telescopes in China, and we expect FAST to take part in these observations.”

La Barrownomia básicamente significa que Barrow y la economía no son compatibles. Dicho de otra manera, Dean Barrow ha enmarañado la economía, o lo que queda de esta. Ningún ministro, ni siquiera el insensible Manuel Esquivel, siempre maquillando y podando y pretendiendo ser un economista podría hacer más daño de lo que Dean Barrow ha infligido a la economía del país. Si esto no es una herida mortal, pue es una lesión grave y crítica que dejará al paciente en la sala quirúrgica por mucho tiempo. Ningún Primer Ministro ha sido tan aligerado y suelto, tan absolutamente derrochador de fondos públicos; gestionando el régimen más derrochador y corrupto de la nación. Bajo la Barrownomia de Dean Oliver se esfumaron 44 millones de dólares del Tesoro durante el mes de las elecciones generales en noviembre de 2015. No hay ningún dato de los gastos; ninguna lista de contrataciones, no hay contabilidad adecuada y sin duda tampoco hay Estados financieros auditados. 44 millones dólares de fondos públicos se han desaparecido sin dejar huellas. Por supuesto, para un hombre con un ego del tamaño de las montañas, 44 millones de dólares no significan nada. No es su dinero. Cada año millones del dinero de los contribuyentes se le dan a los representantes UDP y a su área electoral para proyectos y asuntos precarios como “Día de la madre” Navidad y para comprar tacos y pibil. ¡Millones! Este era un político que le prometió al Sindicato de trabajadores, maestros, funcionarios públicos y ciudadanos que administraría los fondos del gobierno con transparencia, rendición de cuentas y transparencia. Que superficial, vacío y falso él resultó ser. Hubo un tiempo, tres o cuatro años después de convertirse en primer ministro, que los beliceños estaban dispuestos a pasar por alto la arrogancia y la petulancia y darle a Barrow el beneficio de la duda con respecto a su manejo de los erarios públicos. Los millones que él le aprobó personalmente a la ex-esposa Lois Young Barrow es lo que fue erosionando la creciente preocupación pública. Las manos codiciosas y ojos ensangrentados se convirtieron en la orden del día. La Barrownomia en lo más obsceno. Más de un año de gasto desenfrenado por más de 100 millones de dólares se gastaron secretamente por el Muy Honorable Dean Barrow (¿son todos los hombres honorables, no?) Más de 100 millones de dólares se gastó de una cuenta secreta en el Banco Central. Una cuenta establecida deliberadamente para engañar a la nación y las instituciones de control legalmente constituidas. No se gastaron fondos consolidados como manda la Constitución. Nunca se le informo a la Asamblea nacional como lo requiere la ley. Ningún documento se le hizo disponible al Comité de Cuentas Públicas y ninguno se le presentó a la Contraloría General. Dicho de otra manera, no hay apertura, no hay rendición de cuentas, y no hay transparencia. ¡Nada! Esta saga continuó hasta que la oposición presentó una demanda ante la Corte Suprema. ¿Cuál fue la respuesta del Primer Ministro? El contraataque de un déspota. Le pago dinero al público y partidarios y a los pobres desesperados que se reunieron en la Asamblea Nacional cantando -” Que siga el Petro- Caribe”. Cincuenta dólares por persona fue el truco barato y un desempeño cada vez más barato en beneficio de los crédulos. Pero cubrió el último pecado de abusar deliberadamente de cientos de millones de dólares marcados por Venezuela para sacar de la miseria a las personas pobres de Belice. Ahora los millonarios se alimentaban abiertamente en el canal. Todos felicitaban al mal genio y la Barrownomia. Imagínese esto, un Faraón enfermo desembarcando de un avión American Airlines en Miami. La explicación oficial fue que era otra visita a sus doctores sobre su problema de médula espinal que todo el oro del rey Midas no puede curar. En lugar de ir al centro médico el embustero del primer ministro está en una habitación de un hotel, firmando un Contrato Secreto. Ese contrato secreto salió a la luz la semana pasada. Su contenido conmovió una nación; sacudiendo tan duro que sus ciudadanos permanecen mudos. Nada menos que la mitad de 1 billón de dólares le entrego Dean Oliver Barrow a Michael Ashcroft. La Barrownomia habría llegado a su pináculo destructivo. Asqueroso, sucio, apestando a lo más alto. El asqueroso dinero. El epitafio de un hombre que perdió su camino y arrastro por el suelo a un pobre país que sigue batallando. El Belice que conocíamos ya no es. Donde hubo risas, sólo hay amargura, dolor y sufrimiento. Donde hubo esperanza, ¡ay! Sólo hay desesperación.

THINK ABOUT IT 7000 Over seven thousand primary school children sat the primary school leaving examinations this year. They have now graduated from primary school. The immediate question should be how many of these children are going to college in September 2016? The answer should be that everyone will be enrolled and will attend a high school. Not so. More than half will not see the inside of a college. They will never have the opportunity of obtaining a college education. This sad situation, more than anything else, represents one of the worst events in the life of our young nation. There is no plan, nor is there any commitment on the part of the government to bring this human tragedy to an early end. How can Belize continue to turn its back on its young people in this coldhearted fashion? Without a college education the chances of surviving and being able to provide for one’s self and family are drastically curtailed. How does Belize as a young nation build itself and become a productive and prosperous country for its citizens if each year so many young people are deprived of a college education? We have watched, year after year, the large number of young children leave primary schools and not be able to attend a college and become a better educated citizen capable of becoming a productive and self-reliant person. Thirty-five years after independence it is unacceptable that there exists no strategic planning to put an end to what must surely be the biggest retarding situation in the country. We need to ask ourselves what are the main causes of this tragedy. We are told that high on the list is the lack of money for parents to take on the burden of paying for college. And the second biggest problem is the lack of schools and additional classrooms to accommodate the thousands of our children who are deprived of a college education. We find both of these problems to be solvable. “Where there is a will, there is a way”. We must point out that there has been no will on the part of the present government. After eight years in office it is almost criminal that this situation has been ignored, year after year. It is incredible that the Prime Minister and Minister of Education who are the beneficiaries of post primary school education, sat back for eight years and treated this matter with no importance. The consequence is that thousands of lives have been destroyed, condemned to poverty and a lack of a decent future. We can do better than this. We must do better than this. We must. ANTHONY SYLVESTRE Anthony Sylvestre has scored again. And again it is for a citizen who was abused by the Police and ended up going to jail unnecessarily. The notorious and law breaking GSU had chased a young man into a yard. He

was seen supposedly running up the steps of a home with a gun. He was followed by the GSU and family members who were in the yard. The GSU searched the house. The young man doesn’t live there. The GSU found a weapon. The GSU arrested everyone. Those inside the house, and those in the yard. Any gun charge leads to the court not being able to grant bail to accused persons. The female represented by Anthony Sylvestre sued the GSU for charging her for a gun when they admitted they saw the young man run up the stairs into the house with a gun. So why charge her, causing her to be remanded to prison? The Supreme Court Judge agreed and ordered the GSU to pay the lady five thousand dollars for spending about a week in prison before she got bail. This is another big victory by Attorney Anthony Sylvestre for the poor people who have been chanced by GSU and other rogue elements in the police Department. Our only concern is that $5000 is too small a compensation. LIVING ON ANIMAL FARM The expenditure of the government is at one billion dollars a year. One billion dollars. Every UDP politician from the last general election is a Minister, Deputy Minister or Minister of State. Some Ministries have two Ministers. This is a monumental waste of millions of precious monies. It is like we are living on “Animal Farm”, the book written by George Orwell. On Animal Farm the Pigs, who represent politicians, live in a big house while the other animals sleep on the ground. The Constitution for Animal Farm states than no animal shall sleep on beds. The pigs amend it to read, no animal shall sleep on beds, with sheets. The pigs take all the apples and milk and claim that because of their special abilities they need apples and milk for their brains, while the other animals must eat grass and hay. In Belize, while the dozens of super Ministers live high off the hog, fifty percent of our people are living in poverty. More than fifty percent of the children cannot find money to go to college. Over thirty percent of our young people cannot find jobs. Thousands of Belizeans who are working are unable to pay their bills. But the country is forced to spend millions on additional Ministers and staff, on allowances and vehicles and foreign travels. One scandalous example of the criminal waste that takes place is the Ministry of Housing. They have built no houses for the past four years. They have no housing policy and have no housing program, but each year the Prime Minister gives the Minister of Housing two million dollars for his salary and the wages of a handful of bureaucrats and office people. But no house is being built. None. The UDP politicians are a huge burden on the backs of the people of Belize. They produce nothing. They contribute nothing. They exist to enrich themselves and their families. From top to bottom.
Hustlers and con-artists. But these same politicians have already agreed that to keep their fabulous life style going. They will create more of their kind. They call it increasing the number of constituencies from 31 electoral divisions to 37. The obscene decision is just another example that the country’s government has been hi-jacked by a bunch of greedy, selfish, worthless politicians. The more money they hustle and thief, the less money is available for the health, education and security of the people of Belize. While there is suffering in the land. WHAT A DIFFERENCE Wednesday night’s news contained a story of an injured coastguard who lost the use of one leg. He is receiving free treatment in Mexico. His boss, Admiral John Borland told the country after completion of his medical, the coastguard will still have a job as he will be assigned to less onerous duties. Respect Mr. Borland. By contrast, a Police from Corozal was being transported in a police vehicle when it overturned, killed a prison officer, broke the back of a prisoner and injured others including Police Martinez. The deceased family, after three years finally got a small amount of money. The injured prisoner also received compensation. Police Martinez has been hopping around on crotches for three years. Going from Social Security to Medical Assessment Boards. He has been begging to be assigned to a desk job with the Police. The Compol and the CEO have turned him down. Cold like that. NO DRUG COURT For the past four years the Magistrates were a bit excited that there were plans for a drug court. Instead of sending accused persons with drug charges to jail, they would be ordered into a rehabilitation process and dealt with in a drug court, the way minors and family matters go to Family Court. Aint going to happen. Having squandered over three hundred and fifty million dollars of Petro Caribe monies, the government is dead broke. On top of that a recent secret deal over BTL will cost Belize FIVE HUNDRED and FIFTY million dollars. From Superbond to supervillain Bondage. One of the many, many casualties of these reckless government decisions is the Drug Court. There is no money to do it. No money nuh deh. HOUSE FALLING Neighbors in a ButtonWood Bay area tell us a large wooden house on 2nd Avenue is about to fall. The yard is unfenced and the falling house is a danger. They have called the Housing Department on North Front Street, the City Council on North Front Street, the City Council office at mile 4 on George Price Highway, they called two members of the Building Authority. One person said he spoke with the Mayor. This has been going on from February. From the angle the house is tilting on Monday July 11th, it’s just a matter of time before persons are killed or seriously injured. It is called negligence.
2016 POLICE DOING SOCIAL WORK Have you seen and heard of the number of times Desiree Phillips, Edward Broaster, Chester Williams, Howell Gillett and other senior police have been engaging their police in community work? Cleaning neighborhoods, repairing playgrounds, sponsoring sporting tournaments, hosting family meetings with parents and neighbourhood groups; putting out information and offering encouragement to young people. This represents a failure on the part of the Ministry of Human Development to do these basic community programs. It is the failure of this Ministry that has caused the dynamic Chester Williams to fill the gap on the troubled and neglected south-side of Belize City. Such programs are not the responsibility of the Police. It detracts from the more urgent task required of the Police, to be on the patrol, to monitor criminals and potential criminals; to spend time following up complaints and leads in order to prevent crime and to catch criminals. Police doing social work. The Ministry responsible for social work, doing nothing. And the society is falling apart. BAN FONTO Fonto is the name of a product sold mostly in Chinese shops and bought mostly by marijuana smokers. Fonto is really dried tobacco leaves. Weed smokers roll-up their Cannabis in fonto. But fonto is a seriously addictive substance. Who smoke it is getting the full throttle tobacco and all its poisons and cancer in their throats and lungs. Weed smokers don’t know the harm they are doing to themselves. Bad enough to be inhaling ganja but the full unbridled tobacco leaf as well, sprayed with insecticides. Wow! Ministry of Health officials need to advise the public that fonto is bad news. MAKE AMERICA SAFE AGAIN The man who is promising racists in the USA that he will “Make America Great Again” has taken the recent shooting of five police in Dallas to announce that he will Make America Safe Again. The Klu Klux Klan are sewing thousands of sheets and looking forward to helping President Donald Trump to make White America Safe Again. Cross-burnings and lynchings were their preferred style of local terrorism when they were “keeping America safe from black people”. Polls in several states in USA are showing Donald Trump and Hilary Clinton neck and neck as they head to the November election. INSTEAD Instead of Social Security Board reducing the retirement age for mandatory benefits from 65 years to 62 years, they are looking at ways to spend workers and employer’s monies to help the broke UDP government in Belmopan. Dean Barrow and his government are already ripping off five dollars out of every gallon of petrol bought by motorists. Why would union representatives on Social Security Board want to raid social security monies to accommodate the massive waste which the government has done to taxpayers?

MINISTRY OF HEALTH ADOPTS “NEW TECHNOLOGY” TO TACKLE RAT INFESTATION Belize City, July 4, 2016 There was another disturbing case of a rat biting a person at one of our public hospitals. Reports that a male nurse was bitten by a rodent at the Southern Regional Hospital were confirmed by a senior Ministry of Health official. This is not the first time something like this occurs. Back in August 2015, a rat was found inside a newborn baby’s incubator at the Western Regional Hospital. This incident, captured on video, turned into an international scandal for Belize’s Ministry of Health when the video appeared on multiple popular news stations in the U.S. and Mexico including CNN, FoxNews, and Univision. Following the recent incident, the Ministry of Health announced to the hospital staff that it would be introducing a new technology to wipe out the rodent infestations at the public hospital. Members of staff were pleased with the news, up until when Health
o ff i c i a l s arrived with dozens of rat traps and placed them all over the hospital to capture the rats. The CEO in the Ministry of Health Dr. Figueroa has reportedly said that he doesn’t know how they could have prevented the rat attack and admitted that the hospital has structural problems. It seems that while the CEO has identified the problem, he is having problems concluding that the Ministry needs to invest in new hospitals right away, or risk more of these incidents. We are told that at this week’s Cabinet, Government approved the important of one million rat traps to prepare for what they believe is inevitable.
