Melvin Hulse says “money…is gonna mess up his [Dean’s] head” Belize City, June 23, 2015 Like an atomic bomb the confessions of UDP Stann Creek West Standard Bearer Melvin Hulse, captured in a recording that was leaked to the media on Monday of this week, have rocked the inner core of the United Democratic Party. Hulse, who is known to always speak candidly and loosely, and who is no stranger to recordings, focused his wrath on his Party Leader this time. According to him, Dean Barrow has a wicked and self-centered plan to hold onto power and to do so at any cost. “I do not support Dean and what he is doing. I think Dean is making money and he is gonna mess up his head,” declared Hulse in a miserable tone. Hulse then went on to berate Dean Barrow for almost thirteen minutes, firing stiff criticisms and blows at Barrow’s leadership and binge with power. “The only, only thing important to Dean Barrow is for him going down in the history book as being the only person to serve three-terms back to back that is the only thing important. Nothing else is, not loyalty to friends or country or anything. He wants to be in the history book for being the only person who win three-time, back to back to back. He says it in every speech and every opportunity he gets; he said it again Sunday and he is beginning to sound more and more arrogant,” remarked Hulse. According to the former UDP Minister despite the UDP already enjoying majority rule in the House of Representatives, Barrow continues to push for more power and this makes no sense. Hulse expressed grave concern that because of his voracity, Barrow has been meddling in the affairs of the People’s United Party, luring PUP politicians and triggering bye-elections. Hulse also said that the exaggerated spending in towns and cities (for political gain), while leaving rural areas badly neglected is bad for the UDP. “Spending over two million dollars on a bye-election gets you nowhere. It doesn’t achieve anything because if you call election in three months, everybody has to go back again. But if

you call a bye-election, P.U.P. noh the spend no money. I don’t know why the U.D.P. is talking stupidness about ‘PUP, oh we beat yo’ and everything. PUP noh wah spend any money on a bye-election; dehn noh wah spend no money on no town board or city
council. For what? The government noh change. They are not wasting any money on these things. None, and they know that Dean Barrow do not, have not and will not support the rural with any money. Ina towns and cities, he will do it and that is why they won nearly all the rural areas because they spend money pan the rural areas, but Dean noh spend nothing. They spent six hundred thousand dollars in each constituency in Belize City. Well he give me ten thousand, but rural don’t get money.” Hulse’s confessions have also vindicated the PUP. There have been suspicions that the resignations of two PUP area representatives had more to do with deals with the UDP than about internal party issues. Hulse confirmed this in his conversation. He said the resignations involved expensive sellouts and buyouts. It is not clear who Hulse was conversing with when he made the revelations, but he made it clear that he is not happy with the way things were in his
party. He warned that while Barrow has been fixated with power and winning the election, he won’t achieve it because Belizeans can’t be fooled. “It is beginning to sound... it making it sound they can’t stop me, we are unstoppable. You don’t tell people that. That’s what he said again Sunday at the endorsement. That’s the worst thing to tell a Belizean. “You can’t do this, and you can’t stop we” Not us Belizeans, we too ordinary for this my bway, we noh like being pushed.” “Just shut up little bit, Christ man. Just shut up li bit and let the good things talk for themselves and convince people. Stop with the bashment of PUP and arrogance of how powerful, strong and unstoppable the UDP are,” said Hulse. UDP Leader Dean Barrow, we are told, threw a fit when he learnt of the audio recording. He could barely walk when he arrived in Dangriga for a rare appearance. He immediately issued a press release, threatening to sue any media house or anyone who broadcasts the recording. He also declared the danger Hulse had gotten himself into, saying that he “will also have to suffer the consequences, both political and legal, for his actions”. Within hours, Hulse rushed to give LOVE FM an exclusive interview in which he apologised to his Party Leader and expressed sorrow that he had been recorded and that the recording was aired, but never retracted any of his statements. “It was bad enough that I was grumbling in private but ‘maddafish ‘ they went to put it on the flipping air,” he told LOVE FM. The BELIZE TIMES has learnt that under pressure Hulse announced his resignation late Wednesday via press release.

Mose Hyde calls PetroCaribe Loans Act “a one-night stand affair” Unions, social partners stage ULTIMATE stand with PetroCaribe Loan Act Forum
BELIZE CITY, Thursday, June 25th, 2015 It was a desperate, rain-stained night, but it was a night that nevertheless wholly needed such a backdrop for unburdening fiery and unstoppable rage against today’s most controversial issue: the Petrocaribe Loan Act. Despite the pathetic, unsavory and downright ruthless attempts by the Dean Barrow administration to frustrate a public forum to discuss the law, the Belize National Teachers’ Union (BNTU) showed courage and held the discussion on the PetroCaribe Loans Act and its planned amendments at the St. Mary’s Parish Hall on Gabourel Lane in Belize City last night, Wednesday, June 24th. The event was still the target of the Barrow government and its spirit-sucking, immature-thinking-and-feeling minions at the UDP media organs, Wave Radio and the Guardian Newspaper. But as the old saying goes, neither rain, nor Government propaganda, could stop the jam of a packed-to-thebrim Hall who craved information and knowledge about the Act that has, in effect, destroyed and decimated the hard work of those who called for necessary stop-gaps to the ruthless levels of spending and borrowing perpetrated by the Government, apparently on behalf of the Belizean people. The night kicked off with veteran radio and TV personality and member of the Rod of Correction (ROC) Movement, Evan “Mose” Hyde, who wasted little time putting GOB to task for their disrespectful, immature mentality. The Wake Up Belize Morning Vibes host made clear to the audience at the start of his speech that “we don’t have pibil tacos, or a live band… all we have are our opinions on this Act”. He also blasted those ‘powerful’ people who he felt were “uncomfortable” with the Forum going forward if there was not Government representation on-board, which would have supposedly given it “legitimacy”. He bluntly put it this way, “The only Forum I would have been a part of is one without a Government representative on it”. But he went even further than that, citing the Government’s need to engage Belizeans as if things were operating under a “one-night stand” mentality. “If you want to treat me like I’m some kind of one-night stand, you only comin’ to me when you want to deal with me, and expect me not to say something back to you, I have a problem with that,” he bellowed. Hyde lamented that Belizeans just give authority to GOB to spend and borrow in their name without demanding any level of accountability, which is only right under our sovereign Constitution, and declared, “Even in its amended form, the PetroCaribe Loans Act is abominable.” He demanded that

Belizeans should “call for and support for concrete laws and demand full adherence and respect for those Laws.” Presenters Patrick Rogers of the Vision Inspired by the People (VIP), Business Senator Mark Lizarraga and Christian Workers’ Union (CWU) President and Attorney Mrs. Audrey Matura-Shepherd all presented on the more technical aspects of the law, the proposed amendments that will be tabled in the House of Representatives on Friday, June 26th, and their views on those amendments. Lizarraga, in particular, raised one of his ten “Inconvenient Truths”, pointing to the inconsistency between the level of borrowing from the PetroCaribe Funds from ALBA PetroCaribe (Belize Energy) Ltd. (APBEL), believed to be just over US$200 million, and actual spending on projects using funds, totalling just about $88 million. He even cited that infamous giveaway of tablets to college students at UB, citing the inconsistency between projected costs of the tablets brought (around $850,000), what was cited in the media (around $2,000,000) and what Financial Secretary Joseph Waight told one media house (around $1.6 million), without no reconciliation as to an “official” figure. Matura-Shepherd, with her special brand of urgency, pointed out to all the gathered that all interest accrued on loans borrowed from APBEL (a company considered by Matura-Shepherd and the presenters as an illegal entity because “it operates like a financial institution, even though it is a private entity”), if not paid by the agreed upon ‘anniversary’ date of September 2015, becomes a loan unto itself, and thus, another burden to an already overburdened populace. But even with the positive energy circulating through the St. Mary’s Hall, UDP infiltration was not too far behind. Brian “Yellowman” Audinett and Allan “the Walletman” Kelly, known UDP operatives, inserted themselves, along with a small handful, into the event, hoping to derail it directly. But they walked into a house where they were not remotely welcomed. Orson Elrington, a special UDP, tried to suggest that the panel’s continued attacks on the PetroCaribe Loans Act were nothing more than “mental masturbation”, but the no-nonsense crowd wasn’t having it, and rebuffed him immediately. In the end, though, even though the UDP tried, they were in over their heads, and left before the event ended at 9:45 pm. It was a last stand unlike any other, and no matter what happens on Friday when the House of Representative meets and the Barrow Administration tries to ram through a sham Amendment Bill, the fight against PetroCaribe Loans Act continues, and hopefully, GOB can come to its senses and repeal such an erroneous, wrong-footed Act.

I
Gouging Belizeans
n 2011 when the UDP Government of Belize expropriated the Belize Electricity Limited (BEL) from the Canadian based Fortis International all of the UDP supporters and cronies rejoiced. They saw that this was another grab tub just as the takeover of Belize Telemedia Limited which was expropriated in 2009. The BEL management, prior to the expropriation, had asked for an increase in rates because their operational cost had increased due to the serious drought the country was experiencing that year which made the hydro dam useless and the then rising cost of fuel used by the sub stations in Belize, in addition to the high cost of purchasing electricity from Comision Federal de Electricidad (CFE) in Chetumal, Mexico. CFE’s selling price was high because their fuel acquisition price was high due to their use of oil. The government of the day refused the increase in rates to Fortis-owned BEL, and using that as an excuse, they instead chose to nationalize BEL a few days later. To date the government has yet to pay a penny for the company. Upon taking over, the government through its regulatory arm, the Public Utilities Commission approved an increase in the rates to the public consumers by 10%. This is the same increase that the Fortis had requested and the government had refused a few weeks earlier. In addition they fired a number of long serving employees to make way for their UDP unqualified cronies. During the years that followed BEL struggled under the burden of heavy staff (now packed with cronies) and the Belizean people struggled under the high and exorbitant electricity rates. In addition BEL borrowed heavily from the Social Security Board and other domestic and international lenders. In 2013 BEL declared that their profit was $18.0m. That was a shock to everyone as the company was struggling. Nonetheless they claimed it was because they had used more hydro power and purchased less power from CFE. Now at the 2014/2015 Annual General Meeting held 18 June, 2015 they have declared $36.2m in net earnings. This earning is astronomical for any company in these hyper economically difficult times. Belizeans are struggling to pay their electricity bills. Companies
have to keep their prices of goods and services high to cover the expenses of their operations which included the humongous and artificially high electricity bill. Just the thought of such an obscene profit makes every Belizean upset with this government. They have allowed BEL to gouge the Belizean consumers unfairly. So much so that many households cannot afford to pay the inflated bills and are promptly disconnected, and the same situation exists with small businesses which have had to close down due to high electricity bills. Note for further emphasis the government. Presently the Government of Belize is the majority shareholder of BEL and therefore will get the lion share of the $11.0m that has been earmarked by BEL directors for dividends payment, which is $.15 per share. What will the government do with this huge sum of money? Will they squander it on their cronies trying to buy votes? Why couldn’t the rates be lower during the previous years from 2011 to now? Why were these Belizean households held at ransom during the time BEL was racking up this huge obscene profits off the backs of hard working Belizeans? Why were many businesses allowed to close (246 businesses since 2012). Many of these businesses closed because they could not pay their electricity bills because it was too high? Those questions are easily answered when one look at how high the rates are and even when they purport to reduce it, it is still the highest in the region. These high rates are the only reason the profit of $36.0m could have been earned. BEL stated that the reason they made the huge profit was because they had lower acquisition cost of electricity. This means is BEL could have lowered the rates years ago, but kept it artificially high so that large dividends can be paid to this broke UDP government so they can use it to buy votes and PUP elected representatives. Belizeans are not only going pay back for the squandering and stealing of the Petro Caribe loan, but now they know they are providing more money (dividends) for the government to steal via the high gouging done by BEL due to abnormally high rates.

Eulogy for Gerald Leopold Garbutt June 23, 2015, San Ignatius Church, Belize City Read by Glenn Tillett Gerald Leopold Garbutt was above and before all else a man committed to his family, his community and his nation. Born on August first, nineteen forty five, to Violet Garbutt and Nicholas Castenada, he would have celebrated his seventieth birthday in a few weeks. The record shows he had two sisters Sonia and Margaret, and four brothers Hipolito, Saturino aka Bebi, Justo and Manny, all of whom resided or resides in Chetumal, Mexico. He married his wife Marianna “Anita” Garbutt on August Thirtieth, Nineteen Sixty Nine and their union produced his beloved daughter Andrea, known to nearly all as “Angie”. Andrea wrote me to say that her dad liked drifting over the bridge from their Racecourse Street home to play dominoes and cards with friends over in Yabra but no matter what time he returned home, he always came home with food to share with them. The thought, she told me, that he always remembered family and was committed to their wellbeing and happiness was most important to her, and that that commitment and dedication was spread to other aspects of his life including his involvement in sports and radio broadcasting. She remembers fondly that during high school it became even more evident in how often he picked up and dropped off his “children” – his daughter and her friends. No matter how long he had to sit in Pallotti’s parking lot being eaten by flies he would sit there and wait for his girls: Angie, Erin, Celine, Julia, all of them, to ensure that they would be returned home safely. This was a routine she said, that had started in primary school and continued right through to 6th form. This memory of Gerald Garbutt, Raldo or Ger or just “Garbutt” as many of us affectionately called him, epitomized his character and personality. He was a man of dedication and determination to his family, his community and to his nation. There is no one though, who called him “Garbutt” the way his granddaughter Gaby did. She was the one who could make him smile in an instant. Fondly she never called him anything but “Garbutt” as that’s what everyone who stopped by the house said. When she did it would light up his eyes and bring an expression of pure joy to him. On June 25th, two days from now she will celebrate her fourteenth birthday, her first without her grandfather. She was his heart and he was always checking to ensure she was well. Gaby is quiet, a shy, and sweet, and sometimes mischievous, but a gentle soul who loves animals and water the way her grandfather did. Gerald often told the story of when, shortly after being married, his young wife had decided to cook crab stew. Crabs were brought home live and put in the pot but some crawled out, leaving him to catch dinner once again. It is a story he told with more than a touch of humour, but it pointed to the fact that he loved all things seafood, loved his family, and had no regrets of doing what he thought needed to be done even if it entailed him doing it twice. Indeed for Ms Anita, her favourite memories are centered on trips to the cayes. Gerald was a fearless sailor and fisherman who loved spending time on the water, loved fishing, and loved spending time out at “Turneffe”.

Among his friends and colleagues Garbutt, as we nearly all addressed him, was legendary for his willingness to help anyone. He was truly big-hearted, and was known for going out of his way to offer assistance to those in need, and often just to offer a gift of food, often times seafood or produce, and the gift of his service. He was a true friend to many, and was a man dedicated to his community, a large extended family of friends and acquaintances. Many of us attending his

funeral this afternoon remember only too poignantly today his many acts of sheer kindness, both large and small, of yesteryear, and far too numerous to mention here, but each one so special to its recipient. I can personally attest to things he has done for me and I saw him do for many others. I valued his advice and the counsel of his experience. I admired the courage of his forthrightness and often sought the knowledge of his vast network of acquaintances. Gerald had been a fixture in Belize City, and in media, and in sports for more than 50 years. I could speak for over an hour as to his work in broadcasting at Radio Belize, at Krem Radio, how he started his own radio station FM2000 and was later its general manager when it morphed into Positive Vibes Radio. I could speak of our working togeth-

WOMAN IN THE HOUSE By Dolores Balderamos Garcia
An Important Issue Last Sunday at Mass I picked up a copy of The Christian Herald. It is the publication for June 2015, and is Volume 36 No. 10. The Christian Herald is published by the Roman Catholic Diocese of Belize City and Belmopan. Its Editor is Rev. John Maher S.J. and its Assistant Editor is Mr. Ruben Wong. Two articles in this June’s issue are outstanding and are of much importance for people of faith, I believe. The first will be of interest in particular to Catholics. It is the headline story written by Bishop Christopher Glancy about the Beatification of Archbishop Oscar Romero of El Salvador. The Church considers him a martyr for the faith and for his Christian witness against the violence and abuses that took place in his country at the time of the civil war. Beatification is the first step towards canonization which, in the Catholic faith, is being declared a saint. Bishop Glancy’s account of the beatification is detailed and well written. He tells us that Archbishop Romero’s Episcopal motto was “Sentir con la Iglesia,” translated as “Be of One Heart with the Church.” He has now been recognized as Central America’s first martyr. Bishop Glancy also tells us that Archbishop Romero fearlessly denounced the abuses of the government, the wealthy and the military. He did not insight violence, nor did he encourage people to take up arms. Some two hundred thousand faithful attended the impressive ceremony in San Salvador. I am very happy to learn that many people who escaped from El Salvador in the 1980’s settled in Valley of Peace in the Cayo District and that the school there is named Archbishop Romero Roman Catholic School. Bishop Glancy describes a beautiful and uplifting Mass and beatification ceremony, and in concluding his account he also says that in stressing the good works of Archbishop Romero all people of faith are called
to follow his example of awareness and action for peace and justice in our communities. The second important article is the Statement on Domestic Violence by the Antilles Episcopal Conference of Bishops, who met in Montego Bay, Jamaica in April this year. This extremely important position statement begins by stating clearly that Domestic Violence is a Call to Act for all people of faith. It states that every human being is endowed with dignity by our Creator, and domestic violence is a sin, a crime and a serious social problem. It is not a private family matter, and it constitutes violence against the entire family. It also states forcefully that we must end the Silence on Domestic Violence, since silence regardless of reason condones the violence and is a sin of omission. We are therefore called upon as religious and lay persons to be informed, not to be silent, and to act to prevent and to respond to instances of domestic violence. We must not only provide spiritual support and prayer, but we must also ensure that victims of domestic violence receive legal support and protection. As the leaders of Catholic communities throughout the Caribbean, the Bishops pledged to collaborate with community and non-governmental organizations as well as with government agencies to work towards ending the dehumanizing threat that is Domestic Violence. They also issued a call to all parish communities to work with people of good will to end this destructive force in the Caribbean region. The honoring and beatification of Archbishop Romero has been a signal event in the life of the Church in our region, and the statement on Domestic Violence is critically important in all efforts to combat this terrible curse. I must therefore say that Volume 36 No.10 of the Christian Herald for June 2015 is AN IMPORTANT ISSUE!!

Bullet Tree girls are national football champs Belize City, June 17, 2015 The Immaculate Conception RC School girls from Bullet Tree, Cayo District, won the national primary schools football championships held at the MCC Garden last Wednesday. The Bullet Tree girls won 2-0 against the Caledonia girls with goals by Jeamileth Santoval and Taren Clark. In 3rd place, the Toledo district champs, the St. Peter Claver R.C. School girls, won 3-0 against the Belize district champs, the Belize Elementary School girls, in a penalty shootout with goals scored by Normalee Gomez, Denisha Canelo and Leah Mariano, and Normalee Gomez in goal for PG stopped the BES girls’ tries. Independence boys win national football champs Belize City, June 17, 2015 The Independence Primary School boys won the national primary schools football championships held at the Raccoon Street field in Belize City last Wednesday. The Independence Primary School boys won 3-2 against the Mt. Carmel RC School boys, with Jeffton Apolonio scoring 2 goals and Leon Westby adding a 3rd goal to lead 3-0 before Benque’s captain Julio Castellanos scored on a free kick 3-1 at the half. In the 2nd half, Kimo Jolly scored his 3rd goal of the tournament but Benque was still down 2-3 at the final whistle. The San Pedro boys won 3rd place by defeating the Orange Walk champs, the Louisiana Government School boys 1-0, with a goal scored by Dixon Paguada. Reid Sue City By G. Michael Reid It has been said that the same knife that sticks the sheep, sticks the goat. On Monday morning, a loud bawling was heard from the goat pen as the same knife that had a couple of months ago stuck a sheep, was plunged deep into neck of the head Billy goat. For argument’s sake, we’ll call this goat Dean. In March of this year, the big buzz was about a recording secretly made of a conversation that PUP standard bearer for Orange Walk Central Johnny Briceno had had with a confidant. Briceno was saying, apparently, all the things that he believed his confidant wanted to hear, but for the most part, he was simply regurgitating a lot of unfounded allegations that had been aired ad infinitum in the media for years before then. Everyone had a feast and Wave radio in particular, played the recording ad nauseam. At every opportunity, supporters of the UDP have pointed to the tape as evidence that the PUP had indeed done all the things that they were accused of doing. Fair enough, the comments did come from a party insider and although he offered no evidence to support his accusations, the fact that they were uttered by a member of the PUP gave it a degree of credence. It was obvious that Johnny Briceno did not intend for this tape to be made public and was indeed just spouting off out of frustration and desperation but that did not stop the UDP from using the recording for maximum political gain. The Prime Minister used an occasion which was supposed to have been set aside for the budget reading to highlight and discuss the contents of the tape at length. He recommended that “Belizeans demand answers to the specifics of all the charges. The disclosures, after all are made by one who was there at the top occupying a vantage point, from which he saw, couldn’t missed and has now documented every last piece of (this) mountain of stench and corruption.” How now, brown

cow….or should I say, gloat goat! On Monday morning, the news that there existed a recording of a confidential conversation between UDP Standard Bearer for Stann Creek West and a person yet to be identified, piqued everyone’s interest. According to early reports, the tape contained some serious revelations of corruption and wrongdoing within the UDP government. Safe to say, the contents did not disappoint. While Melvin Hulse is no longer in Cabinet, everyone knows that Melvin is in the know. He has numerous sources and is a long time senior and respected member of the United Democratic Party’s inner circle. If Melvin tells you that the horse is gray, it is because he has the hair in his hand. I was listening to the WUB talk show on Krem on Monday morning when Mose Hyde broke the news
Campos for being “wicked” and for wasting taxpayers’ money. This time, he is obviously very upset about the gross mismanagement of the Petro Caribe Loans money and was quite candid in his remarks. He admonished his leader for being “arrogant” and for being “concerned about one thing and one thing only; winning a third term in office”. Melvin went on about things that the PUP had always suspected but could not prove. He revealed that the UDP was forcing by-elections by making special deals with PUP politicians. Both Joseph Mahmoud and Ivan Ramos resigned from the House of Representatives quite suddenly and with very little reason or explanation. Hulse also revealed that Barrow had spent millions to win the Cayo North by-election and was squandering quite a bit more in an attempt to win Dangriga. It is not anything that Hulse had to say, because the evidence is there for all to see, but coming from such a prominent member of the party, it gave much credence to what was hitherto considered, mere speculation. All these monies, according to Hulse, were coming from the Petro Caribe Loans Fund. Something is very wrong about all of this. Now, while the Melvin Hulse’s recital bears close resemblance to
been obvious for some time now, and Hulse reaffirms the fact, that our Prime Minister is drunk with power and obsessed with making history even if it means sending this nation into unsustainable debt. In a recent interview with the press, Marvin Moya, President of National Trade Union Congress (NTUCB) expressed concern that the Prime Minister had revealed to them in a meeting that he “isn’t worrying about how the Petro Caribe loan will be repaid.” The loan currently stands at almost three hundred million and is growing by the day. The Prime Minister recently passed a law allowing him unfettered access to these monies with no need to account to anyone. If we were not worried before, these revelations by Melvin Hulse and Marvin Moya should have us all sitting up and paying attention. The funny thing is that when the Briceno tape was released, there was no gag order to the media, no threat of law suits, and no promise of “legal and political consequences” for the messenger; the PUP took it in stride. The Prime Minister at that time had sanctimoniously glared down at the Leader of the Opposition urging him “not further dirty your office. Do not further sully your person. Either discharged those obligations and do your duty or stand condemned forever, before the bar of Belizean history.” As is often the case, the Prime Minister could very well be speaking to himself. We say to the Prime Minister about Melvin Hulse, the same words that he said about Johnny Briceňo, he cannot be “sanctioned because he is telling the truth”. Yes Mr. Prime Minister, you “will have to explain this to the public, the Party and (to your) constituents, and (you) will have to apologize to (us as a nation). (You) will also have to suffer the consequences, both political and legal, for (these) actions.” As it is has been spoken by you, Mr. Prime Minister, so let it be done! May GOD bless Belize!

In all fairness, in today’s Belize, one has to be careful and very mindful of the potential for law suits in particular where this government is concerned. While late into the evening the Prime Minster was claiming to not having heard the tape, his office, before noon, had issued a stern warning to anyone even thinking about repeating what Melvin Hulse had said. According to the release sent to the press by the Prime Minister’s office, “no one should feel free to repeat Hulse’s libel just because it originated with a UDP candidate.” I’m still trying to figure out if it is just because “it originated from a UDP candidate” why it cannot be repeated. (1) Subject to subsection (2), every person who is the holder of any liquor licence granted under the provision of any Act authorizing the sale of intoxicating liquor in any premises maintained solely for that purpose shall take all necessary steps to cause such premises to be closed to the public on Election Day between the hour appointed for the opening of the poll and the hour appointed for the closing of the poll. (2) Every person who is the holder of any hotel licence, special hotel licence, Restaurant licence or licence to sell liquor in any premises not solely maintained for that purpose granted under the provisions of any Act authorizing the sale of intoxicating liquor Shall take all necessary steps to prevent the sale of intoxicating liquor at any time on Election Day between the hours appointed for the opening of the poll and the hour appointed for the closing of the poll. (3) Any person who contravenes this section is guilty of an offence punishable on Summary conviction with a fine not exceeding two hundred and fifty dollars or with imprisonment for a term exceeding six months. EMPLOYERS TO ALLOW EMPLOYEES THE PRESCRIBED PERIOD FOR VOTING The attention of all employers to Section 29 (1) of the Representation of the People Act, which provides that every employer shall, on polling day, that is 8th July 2015, allow to every voter in his employ a reasonable time during the prescribed period for voting, and that no employer shall make any deduction from the pay or other remuneration of any such voter or impose upon or exact from him any penalty by reason of his absence during such period. All employers are urged to comply with this requirement. Failure to do so is an offence under the law. PROHIBITION AGAINST CARRYING OF FIREARMS ON ELECTION DAY The attention of the public to Statutory Instrument No. 22 of 2008 which provides that no person shall carry, discharge or use any firearm or ammunition in any public place within one hundred yards of any polling station or counting station between the hours of opening of the poll on the polling day that is, 7:00 a.m. on 8th July 2015, until the completion of counting of ballot papers. A contravention of this provision is an offence under the Firearms Act. PROHIBITION AGAINST USE OF MOBILE TELEPHONES AND TAKING OF PHOTOGRAPHS INSIDE POLLING STATION The attention of the public to Statutory Instrument No. 44 of 2008 which provides that no person shall on polling day within a polling station, without the express permission of the Presiding Officer, use a mobile telephone, paging machine or any other device for electronic communications; or film or take photographs or make any audio or video recording of any matter or thing on election day, that is, 8th July 2015. A breach of this section by any person is an offence under the law. BAN AGAINST LOUDSPEAKERS AND MEETINGS ETC., ON POLLING DAY The attention of the public is drawn Section 31 of the Representation of the People Act, that no person shall carry, wear or use, or furnish or supply to any other person, any loudspeaker, bunting, ensign, banner, standard or set of colours, or any flag, other than the national flag, for the purpose of political propaganda, on polling day, that is, 8th July 2015. This section further provides that no person on polling day shall organize, hold or participate in any meeting, or organize, lead or participate in any procession, of five or more persons, or accost, solicit or canvass his vote from any elector who has already joined the line of voters waiting to vote at any polling station. THINK ABOUT IT POWER- HUNGRY TYRANT “When madafish come from river bottom and tell you alligator di abuse petro caribe money, believe him.” What a flippin thing! The sanctimonious, somewhat self-righteous Prime Minister found himself the center of damning and hurtful views from Melvin Hulse. Hulse’s statements and observations were right on point. He said the Prime Minister was arrogant. That is putting it mildly. The Prime Minister is known to be the most arrogant person in Belize, if not in the whole of Central America. Hulse said Mr. Barrow does not care about friendship or loyalty or the best interest of the country. That is very true. Hulse said Mr. Barrow is obsessed with winning a third term in government. This too is true. This obsession has caused him to violate the Finances & Audit law over two dozen times which should have triggered criminal penalties. He then passed an unheard law to cover himself from his own illegalities. Hulse said he knows of instances where ego causes persons to lose their common sense. Look at Mr. Barrow as a grand example. Hulse is saying Barrow authorized $900,000 for party political show-case projects in Dangriga. Hulse questions why millions of dollars are being wasted to win one bi-elections, or should we say buy-elections. There are many serious and disturbing statements made against the Prime Minister. The striking factor in this sordid tape-recording is that when Hulse was threatened and forced to apologize, he did not destruct a single word. The sensational statements of Melvin Hulse are the latest exposé which confirms and validate the nature of the person who is Prime Minister. An arrogant, egotistical and power-hungry politician whose only interest is to win a third term. And to hell with the people, the pressing issues and the best interest of the country. MARCEL CARDONA-VINDICATED According to some sections of the media, Marcel Cardona was suspended as an attorney for twelve months. The truth is nothing nuh go so. A person had a vendetta. That person is not even the client of Mr. Cardona. Mr. Cardona’s client was a foreigner who was in jail and who said he would pay anything to be released and to avoid a further imprisonment as he was the subject of an Interpol investigation. Moreover, it seemed this person had two passports and the photos did not look the same. Marcel did all he could, got the person released and safely out of Belize before he could be re-arrested and put back in jail. Some months after, another person started asking for some of the payments to be returned. After two or three years this person and another started threatening to scandal Marcel Cardona. They sent copies of emails to all ruling UDP politicians slandering Mr. Cardona. Eventually they sent an email to the Legal Council, which is the disciplinary body for attorneys. The complaint was not even from the client to whom Cardona had provided so much legal help and resolution of all his issues. Some “hater” then leaked out news that the Legal Council had adjudicated on the Cardona matter and suspended

him. When this news was broadcasted, attorney Cardona immediately made the media rounds to clear his name. He was absolutely clear that no formal complaint was sent to him by the Legal Council, and if he had been the subject of a disciplinary hearing he would have easily cleared his name. This week the Chief Justice clarified the matter, informing by letter that that “contrary to what has been in the press the General Legal Council has not made any adjudication and Order against Marcel Cardona” and he is to continue to practice his profession in the Courts. It is not clear if attorney Cardona will file lawsuits against certain sections of the press for defamation of his impeccable character. PUBLIC OFFICERS Public officers are commemorating public service week. They have much to be proud of and much to be thankful for. And then there are the mounting challenges they need to confront and resolve. As the employees of the State of Belize their regulations require them to serve all persons faithfully and impartially and to the best of their abilities. The Constitution is supposed to protect them from political intimidation and fear and their promotions and transfers should be in their interest and that of the public service, not politicians. The arrival of a UDP government in 2008 has turned the public service impartiality upside down. UDP cronies and fanatics have been given employment contracts and choice jobs over the career public officers. Victimization and fear has seeped into the ranks of the service. The filling of vacancies, promotions, training and scholarships are no longer decided by the Services Commission or the training units, it is all party political. The public service is no longer a career organization. Everything depends on the whims and fancies of small minded politicians. Rules and regulations have been flung in the garbage box; the way the Finance & Audit (Reform) law was thrown on the garbage heap by the Prime Minister. Government vehicles which used to be under strict control are now free for all with cronies driving all over the country and even outside the country at taxpayer’s expense. Political favourites like the lady at Dangriga hospital “walk-way” with hundreds of thousands of dollars. Even the practically defunct post office was robbed by a political employee who flew abroad with fifty thousand dollars. At the Housing department (which has built no house in five years), over one million dollars disappears each year. At Boots Martinez Ministry monies to the tune of one hundred thousand weekly is paid out in the name of poor people who never see these funds. And the beat goes on. Just imagine how much millions are being ripped off from the unregulated, grab-tub called Petro Caribe. To the good and faithfully public officers we congratulate you. Happy Public Officers week. DOING NOTHING The government has done nothing to help the Supreme Court and the administration of justice in relation to the hundreds of persons in jail who cannot get a trial.
The Report of the United States Justice Department on Belize for 2014 states that some 674 persons were on remand at our prison. This number amounts to half of all prisoners at the prison. The prison cost taxpayers over eleven million dollars each year. The salary of a judge in the Supreme Court is about one hundred thousand for the year. A prosecutor gets about fifty thousand for the year. The government would have spent less than three hundred thousand dollars to tackle this gross injustice of having human beings in jail for years- some up to five and seven years, without a trial. This is an indictment of the Police Minister, the Attorney General and the Prime Minister. What a way to manage our country. The Chief Justice is unable to seriously tackle this violation of our people’s fundamental rights to their liberty, if he does not have the resources to do anything. And each week more and more persons are arrested and remanded to prison. As for persons who have been convicted years ago and are eligible for parole, that system has broken down with jailers in charge of the Parole Board. It’s made up of the D.P.P, the Police, the Prison and the Ministry- all of the very persons responsible for jailing people. Then there is the matter of an unprecedented shortage of Magistrates. None in Corozal, none in Orange Walk, none in Benque, none in San Ignacio, only one in Belmopan, only three in Belize City, soon to be two as magistrate Panton is expected to leave to hit the campaign trail. BEL PROFIT 36 MILLION The Belize Electricity Company, which like B.T.L is supposed to be owned by the people of Belize, has announced it made a record profit of $36 million dollars last year. This is what these blood sucking public companies are doing to business people and household residents. High electricity rates. This is a shameful admittance of the high charges being forced on the people of Belize who have no alternative and no other competition company to turn to. This is nothing to boast about. Water, electricity, petrol and transport, like food stuff are essential. DICKIE-BANDULA Baniki Bandula, was one of the most exciting, talented and sensational Belizean music bands in the 1980’s. Baniki was basically the brain-child of Dickie Straughn of Dean Street, Belize City. Dickie Straughn, along with Cordel Flowers were close relatives of a dynamic, perhaps a brave and bold politician, Lloyd Coffin. Mr. Coffin was an admirer of Che Guevarra and Fidel Castro from back in the 1970’s and 1980’s. To the extent that he dressed like Fidel, in green military fatigues complete with the peak cap. He joined George Price’s struggles for independence, spoke from the PUP rostrum and became an elected City Councillor. There is a Lloyd Coffin Park somewhere in Belize City but over the years the UDP smashed it to nothing. As for Dickie Straughn, he and Cordel were trained musicians and were part of a marching band. When Dickie returned from the U.S.A and unleashed Baniki Bandula, which means Children of the Forest, the band became a roaring success. street, while on a short visit to his beloved Belize. Dickie had the pleasure of hearing performances from Shawn Taeger, Pulu Lightburn, Myrna Manzaneres, Grand-Master Leroy Young and Kenny Morgan. RAMADAN For Muslims who are devoted to the religion called Islam, the month of Ramadan is the holiest month of the year. It represents when the Qur’an was revealed to the prophet Muhammad. This year Ramadan is celebrated from 17th of June to 17th of July. It requires Muslims to fast during daylight hours every day for one month. SOLTICE Sunday 21st of June was this year’s summer solstice. It is the longest day of the year. It occurs when the Earth tilts on its axis the most towards the sun. There is also a winter solice, the longest day of the winter, each year. WHY AMERICA IS GREAT Fourteen years ago the U.S.A came under its worst terrorist attack when two planes slammed into the World Trade Center buildings in New York on 9th of September 2011. The world sympathized with America. Some of the things America did in response have caused that sympathy to have long evaporated. America invaded Afghanistan claiming Bin Laden was there. America invaded and occupied Iraq claiming President Saddam had weapons of mass destruction (a total lie fully exposed). The less known responses include America kidnapping so-called “terrorist suspects’ and taking them to repressive nations to be tortured. Inside America, repressive laws were passed under the cover of fighting terrorism. In one instance some 762 persons were arrested who had no ties to terrorism or who broke no laws. They were kept in jail for up to eight months. Naturally, they sued the government. The case, now at the federal appeals court level is looking good for those who suffered unnecessarily. The Appeals Court recent decision said holding them “in solitary confinement 23 hours a day with regular strip searches because their perceived faith or race placed them in the group targeted for recruitment by Al-Qaida violated the detainees’ constitutional rights”. The court further ruled “the suffering endured by those who were imprisoned merely because they were caught up in the hysteria of the days immediately following 9/11 is not without a remedy.” The law suit is against the U.S. Attorney General and Head of their security agency. LEARNING FROM THE PAST “The failure to include classical civilisation among the subjects taught in every secondary school deprives us and our future citizens of access to educational treasures which can not only enthral, but fulfil what Jefferson argued in Notes on the State of Virginia (1782) was the main goal of education in a democracy: to enable us to defend our liberty. “History, he proposed, is the subject that equips citizens for this. To stay free also requires comparison of constitutions, utopian thinking, fearlessness about innovation, critical, lateral and relativist thinking, advanced epistemological skills in source criticism and the ability to argue cogently. One of his eye-opening disclosures is that the UDP and Dean Barrow do not trust Pawpa Mena enough and have sent a team of outsiders to manage his campaign and to dictate how campaign money will be spent. I could talk of his invaluable support when I briefly tried to publish a newspaper, or of many stories of the hours we spent on the road on our way to broadcast sporting, political and ceremonial events. Truly some of those are now the lore of legend and because he was so well known, those stories are plentiful and we could retell them literally for hours. He was a super generous, gregarious but eminently practical man who helped a lot of people. He was a friend and neighbor to nearly all he met, and will always be celebrated in memory for the countless good deeds and acts of kindness he did seemingly without thought. But I want to remark on another aspect of his life as we mourn his passing but celebrate his life today. I first became aware of Gerald as a child going to then Radio Belize back in the Sixties with my parents who often did a program called “Schools Broadcast” with Reverend William Faux. I looked forward to going to the Albert Cattouse Building because it had the only elevator I knew about and riding in it was irresistible to me as a child. It was while now endlessly it seems riding that elevator up and down the building’s three floors I met Gerald and many of the men who would become household names in the nation such as Everal Waight, and the inimitable Eddison Seferino Claudino Coleman. I never asked Gerald how he came to work at Radio Belize or even how he got into radio, and I regret that in the times we sat around talking it never occurred to me to ask. He knew many, many, many people and of many, many things and was a part of many occasions and historical events. You see Gerald was known as the technician of radio technicians. He was the man who helped to pioneer outside broadcasting in Belize and in so doing helped to bring the news of the events of this nation’s far flung communities
and scattered and diverse people into homes, into living rooms, bedrooms and places where we gathered to listen to the radio. You will hear others sometimes talk of the “Golden Age of Radio” and hear them big up the part they think they played in it. Indeed for decades, particularly in the Sixties and Seventies, before the proliferation of electronic media and Independence, Radio Belize played a crucial role in seeking to unite us as a people, providing us with a sense of nationhood, and giving us a national identity as Belizeans. And I daresay that Gerald Garbutt played a very crucial part in that. Gerald travelled to all the far flung corners of the Belizean nation, both within and without its geographic borders, to help spread the word and build that sense of nationalism. He drove the long dusty roads in the heat of day and the dark of night, literally through all kinds of weather, and nearly always, seemingly invariably, got the job done of putting those luminaries who can proud-
ly boast today, on the air. For the most part his selflessness was unsung and near unremarked. But it was on the back of his remarkable skill and unmatched determination in those crucial years that we were able to build the nation we have today. There may be no record of the number of times, the hours, the days, his near single-minded dedication and determination got his broadcast on the air but we should pay proper tribute to that, and not just in our collective memories. Today is your final broadcast my friend, my neighbor, my fellow Belizean. Like stars winking out before the onset of a new day, we are now witness to the passing of a generation of men and women whose unsung efforts built the nation of Belize. Thank you. You were an uncommon man who had an uncanny common touch. You touched so many of our lives and we are all better for it. Family, friends, neighbours, fellow citizens and indeed this nation, in this moment we can only say respect always. Rest In Peace Raldo. Repose In Peace Garbutt, and may our memories of your life and times continue to rise in your glory.
