But as we go to press there is confirmation that the indigestion from those excesses is here to stay. A terse release from the Belize Press Office, sans niceties, informed Belizeans that Prime Minister Dean Barrow is currently in New York for “consultations with the Government of Belize’s legal and financial advisers on various pending matters.” If that seems vague, it is most likely deliberately so. They say when it rains it pours and Belize is very likely to get very, very wet. The government is fully aware of the absolutely treacherous road ahead yet no-one from GOB is willing to acknowl-

Thursday, November 10, 2016 Anthony ‘Boots’ Martinez says there is no conflict of interest in the Department of Human Services, direct under HIS portfolio as Minister of Social Development, moving into a building he owns at the corner of Central American Boulevard and the George Price Highway. According to Martinez, “I don’t have no difficulty with that, nothing illegal, nothing immoral.” Of course it’s no surprise that “Boots” Martinez has no difficulty with that since it is his building, after all, and the rent paid by his Department would be doing into his pocket. But Martinez clarifies that it is NOT his building. That building, he says, belongs to his daughter. “The building at the roundabout, that building fortunate for me that building is for my daughter,” claims Martinez.

BRING BACK THE MONEY! Monday, November 7, 2016 Sixteen days after Minister of Natural Resources Vanessa Retreage indicated that her Ministry would be making attempts to recover monies paid to Andre Vega and Sharon Pitts, action was taken. Late Friday evening, a release from the Ministry claimed that on October 31st demand letters were sent to Vega and Pitts instructing them to return $800,000, $400,000 each that they were paid in “compensation” in 2015. The Vega/Pitts scandal came to light after documents were leaked from the Ministry of Natural Resources. Those documents chronicled the particular case which saw Pitts and Vega, the son of then Minister of Natural Resources, receive hundreds of thousands in compensation after both were given title to land which was privately owned. For that “error,” Pitts received $400,000 though she had paid just a

MANY MORE IRREGULARITIES YET UNDOCUMENTED, SAYS AG BRADLEY Thursday, 10 November 2016 The Senate Hearings on the Barrow Administration’s Immigration scandal began on Wednesday, November 9, and Auditor General Dorothy Bradley was the first witness called to testify. The BIGGEST reveal of the day are that the Auditor General’s more-than 800page report on the immigration practices, between the time period she audited is only 25% of her findings. There are three times that many irregularities which have not been published on any documents as yet. PUP Senator Eamon Courtenay commented to the press saying, “I don’t want to prejudge anything, but it seems to me that that’s a clear indication that we may have a little bit more than the tip of the iceberg, but there is an iceberg down there… The Committee’s report and the Committee’s investigation will lead to wherever it leads…” Before the questioning session started, Bradley was given an opportunity to give an opening statement which was used to correct an error she made in naming House Speaker Michael Peyrefitte in her Reports. She named him as someone who made recommendations on passport application forms as a member of the House

of Representatives. Her report says that he was not authorized to do that, but because he holds the chair as Speaker of the House, he legally becomes the 32 member. She corrected the mistake in her statement saying, “It is clear that Mr. Peyrefitte’s name should not have been included in the list…and was done so in error. Any inconvenience caused to Mr. Peyrefitte is regretted. Save and except for that error, I stand by my report.” The committee did not probe very deep into any of the report, but instead chose this opening hearing to lay some ground work. The Chairman, Aldo Salazar, went through the motions with the Auditor General for her to identify the 3 parts of her report on the record: those being a volume on passports, one on nationality, and a final volume on visas. Readers are aware that the thrust of the Barrow Administration’s quarrel with the Audit Reports is that they are quick to proclaim that their right to natural justice was violated because they were not given any op-

3 03 portunity to offer a defense before the final draft of the report became a public document. Business Senator Markhelm Lizarraga asked the Auditor General to discuss who she ended up providing the report to, and she indicated that she handed over a draft of her report to Dean Barrow, Minister of Finance, because her report names persons in the Immigration Department as part and parcel of the mass irregularities her investigation exposes. The regulations, she said, allows for this type of submission, and had anyone from the Government, including the Prime Minister; Godwin Hulse, the then Minister of Immigration; Beverly Castillo the Minister of State with Responsibility of Immigration and Nationality; Edmund Zuniga, the then CEO of Immigration, or Diana Locke, the Director of Immigration - had any of these persons expressed any concerns, she would have been open to receive them. So no one complained to her for weeks, and then when it came time for the report to be tabled in the House, the press got a hold of them, and started exposing the findings. So, if the Barrow Government were in so much disagreement with the Auditor General’s findings, and they had time to review it and seek clarifications, why didn’t they take the opportunity? That wasn’t done and after the public started scanning the scandalous findings, they started crying foul. The Belize Times will be following the Senate hearings with great interest.

Questions to Ministers

Would the Member for Queen Square and Minister of Finance please say why exactly he had to go to New York in a hurry to meet with legal and financial advisors? And could he further say how much exactly the country owes due to arbitration settlements and enforcement judgments in US Courts? Would the Member for Queen Square and Minister of Finance say if he is now prepared to admit that the country is in a deepening financial crisis caused by his own arrogance and his administration/s mismanagement of the people’s finances? Could he further say if Belize will be able to meet its debt obligations this year and in 2017? Would the unelected Senator and Minister of Natural Resources say exactly what breaches, if any, were committed by Andre Vega and Sharon Pitts when they received $800,000 of taxpayer dollars? Could she further say if the demand letters are real or just optics to comfort the Belizean people?

Would the unelected Senator and Minister of Natural Resources say if she intends to issue demand letters to other family members, friends and cronies of the former Deputy Prime Minister, and also other UDP insiders who made millions off the compensation scam? Would the Member for Collet and Minister of Education say how he can justify cutting teachers’ salaries just before Christmas when taxes paid by those teachers were used to buy the vehicles which were destroyed while in his care, and it is taxes from those teachers which allow him to live a lavish lifestyle? Would the Member for Port Loyola and Minister of Anti-Social Development say how it is that he managed to fit so many people into those little tiny shacks in Port Loyola, since records show more than twenty persons registered to vote in many broken down houses in that area? Would the unelected Senator and Minister of Immigration and Agriculture just please stop talking…just stop?

Trump is POTUS Donald Trump will be the next President of the United States. This uncouth, filthy-mouthed, semi-coherent, seemingly semi-literate, pretty much admittedly racist, bigoted, backward-thinking pig of a man will be the head of the greatest superpower in the world. He will be superman. Belizeans were glued to their television sets last night in utter shock, tears flowing through mixed emotions of anger, incredulity, anxiety, hilarity and that’s just here in Belize. Me…I went to sleep. I woke up. My wallet was still empty and my bank account dry. When I went to the gas station fuel at the pump was still high. I hit the same potholes in the road. I owe the same people and I’m still damned fat. So basically nothing changed. Life goes on. End of story… Forget Trump All y’all crying about Trump and sweating fever for Hillary get over it. FOCUS. Why did Dean Oliver, bad back and all, have to get his tired old butt up and fly off to New York in a hurry? That’s the question. Belizeans need to pay attention because nobody in this government is volunteering any information. There’s a bunch of litigation coming to an end, three separate judgments to the tune of about another $200M. GOB has already lost, written decisions filed. Enforcement has been ordered, and payment is to be in US dollars. Pay attention! Panic! Our foreign reserves can’t even handle another $20M, much less $200M. We’re in trouble, Belize. So get your minds out of Trump Tower and a little closer to home where all financial hell is about to break loose. Kiss of Death There’s this guy who’s pretty much as (un)attractive as Trump and also thinks he’s superman. I won’t call his name cause he’s like the Candyman in that old horror flick…call it a couple times and he pops up on my Facebook page. So anyway he runs to the Police and tells them that he was by the Memorial Park when this guy blew a kiss at him and told him that it was the kiss of death. He tells Police that the kiss has made him fear for his life, and so the Police go pick up this guy and charge him. You know how this should have played out? The judge should have charged this guy who is afraid of kisses, and all those police officers who encouraged him, for wasting the Court’s damned time. Man we have serious crap going on out here, like murder even, and the Police go hunt down a man for blowing the kiss of death. Man goh soh…unnu tuh schupid! Insult to Lame Ducks Somebody told me last week that I should never refer to the ComPol as a lame duck because it is an insult to ducks everywhere. So I won’t. And truth be told, after many months of being virtually invisible he has been very active lately. Like for example he wrote a letter threatening to sue Love FM last week…that was very active! And then this week he put Chester Williams on time-out for insubordination – there’s another explosion of energy. I’m trying to remember…hmmm I’m sure there was something else that he did but I can’t quite put my finger on it. Anyway yeah so I don’t think we’ll be seeing too much more of him anything soon. After all that activity the man must be exhausted. It’s back to his farm for more possum-hunting and fishing, maybe a few months of well-deserved leave. You know…what can you say when you think about the erstwhile Commissioner Whylie? The words just fail me. Serenity… Dear Lerd Please grant Godwin Hulse the serenity to accept that he is not a fraction as great as he thinks he is… The courage to talk less and do the right thing instead of the team thing And the wisdom to…well just wisdom Lerd because he seems to have so little! AMEN. Gaspar… Gaspar Vega should have just gone quietly into that goodnight. He owed that, and more, to those in his family who are not responsible for the mess he made of his career as a Minister of Government. He shamed those particular members of his family (and I mean the ones who weren’t directly, knowledgably feeding at the public trough) by abusing the power of his office. Those members of his family will have to live with what he has done. He should have gotten out. The not normal Vega clan has already made millions at the cost of normal Belizeans. Gaspar Vega should have walked away.

ComPol Allen Whylie Tuesday, 08 November 2016 On Monday the acrimonious and increasingly tense relationship between Commissioner Allen Whylie and Assistant Commissioner of Police Chester Williams came to a head when Williams was placed on Administrative Leave. A release from the Ministry of Home Affairs

Disgraced Politician Clings to Power

Wednesday, 09 November 2016 While former UDP powerhouse turned regular disgraced politician Gaspar Vega has been lying low and keeping far from the media, over the weekend he arranged for his own media house in Orange Walk to do a carefully rehearsed interview with him. In that interview Vega revealed that he will not be resigning his seat in Orange Walk North, a move which would force a by-election and certainly a victory by Vega’s nemesis Ramon Cervantes Jr. According to Vega, “I’m not resigning. Not because some person who probably has never liked me and would never like me is asking for my resignation.” It is unclear to whom Vega is referring, that person who has supposedly asked for his resignation. What is clear is that there has been a widespread outcry from Belizeans who are appalled and angry at the rampant and blatant corruption in the Ministry of Natural Resources while Gaspar Vega was in charge. As far back as 2012, Vega was under scrutiny after it was revealed that many of his family members had benefitted from a massive and unabashed disbursement of prime lands. That is when Vega revealed to outraged Belizeans that he was not a “normal person in Belize.” In 2013, Mr. Barrow uttered those famous words in reference to the Ministry of Natural Resources, calling it a “hotbed of corruption” and in 2014, Prime Minister Dean Barrow was obliged to step into the Ministry and forcefully remove Vega’s nephews – Deputy Registrar of Lands Barony Hernandez and Deputy Commissioner of Lands Nestor Hernandez, along with National Estate Officer Darlene Padron, after it was alleged that corruption in lands had reached epic proportions with the Department being run like a very lucrative private business, un-

fairs Hon. Aragon, those issues have since been resolved.” Sources high up in the Police Department told the Belize Times that Whylie has for some time been trying to find a way to bring “Chester” to heel, and the Administrative Leave was his way of doing that. Those sources tell us that since Williams’ return from studying law, Whylie and he have never seen eye to eye on policing procedures and protocols. For those in the media, the tension has been visible, with lines in the city clearly drawn – Williams and the Eastern Division South on one side, and the ComPol, Eastern Division North Commander Dezerie Phillips and Rural Eastern Division Commander Edward Broaster allied on the other side. It has not helped that Williams’ handling of the southside has resulted in a dramatically reduced murder rate in that area, and perhaps more than at any other time a tentative ceasefire between most hostiles in the traditionally gang-ravaged area. Meanwhile, as Wil-

der Vega’s watch. What is coming out today is no surprise to anyone. And Gaspar Vega is culpable and responsible for the mess in the Ministry of Natural Resources. In any normal country, Vega would have been the subject of a criminal investigation years ago, and likely would be behind bars right now. But Vega is not a normal person, and under the UDP this is not a normal country. Still, late word to the Belize Times is that there is every intention from the People’s United Party of exploring the possibility of bringing legal action against Vega under the Prevention of Corruption Act. So Vega’s freedom from any real repercussions as a result of his privileged UDP status may well be short-lived.

In fact, Whylie has been called the Commissioner in absentia, considered a lame duck politician’s puppet who never knows anything about anything – a sort of “see no evil, hear no evil, speak no evil” mascot. Insiders at the Police Department claim the ComPol was irate at Williams following the situation with Douglas Hyde, best friend of former Police Minister John Saldivar. Eastern Division North Police have been criticized for their handling of the matter which occurred in that jurisdiction. Grant was never detained nor arrested, even though he was caught on camera pulling a firearm while intoxicated and allegedly firing that weapon outside a crowded club. Some of the criticism came from one of their own, Commander Williams, who stated in a news interview that Grant should have been arrested and the matter allowed to proceed in a Court of law.. Most recently, ComPol Whylie and ACP Williams crossed paths over police officers working twelve hour shifts. Williams, a field commander, changed shifts in his area to 8 hours to ensure the maximum efficiency and effectiveness of the men and women under his supervision. The ComPol allegedly vehemently disagreed and ordered Williams to revert to 12 hour shifts, a directive which Williams allegedly ignored. So has the situation been resolved? The release says so, but sources tell us that the Commissioner has taken what he believes is Williams’ insubordination very seriously, even more so because it is alleged that in that meeting today between all parties, junior Minister Elodio Aragon reversed the administrative leave and instructed that the shift system will remain as is. It is not known what will become of Commissioner of Police Allen Whylie. It has long been rumoured that he has plans to relocate to the US. We have been reliably informed that his contract with the Belize Police Department will not be renewed.

Cops Investigate Origin of Mystery Cocaine Monday, November, 7, 2016 Reports reaching the Belize Times indicate that Police are still clueless as to the origin of nine bricks of cocaine intercepted on the Boom/Hattieville Road Saturday morning at around 9:00am. The tightly wrapped packages, weighing in at just over a kilo each, were stamped with what appears to be the head of a mountain lion, or puma with jaws open, a stamp not well-known to authorities. According to Police, the Anti-Narcotics Unit was on patrol on the Phillip Goldson Highway when it observed a dark-tinted SUV turn onto the Boom/Hattieville Road. The vehicle did not stop when the ANU patrol attempted to flag it down, but sped off. Further down the road, the vehicle reportedly came to a halt, at which point a dark-complexioned male carrying a duffle bag came out and ran into the bushes while the SUV continued on its way. The ANU patrol abandoned the vehicle chase and focused on the man carrying the duffle. They were unable to catch him but reported that he dropped the bag which was found to contain nine bricks of cocaine weighing in at 10.3 kilos, just over 22 pounds.

The Belize Times conducted its own online research into the stamp on the cocaine, but could not find any similar markings originating from Mexico. Some well-known stamps include the Sinaloa Cartel’s scorpion and the Gulf Cartel’s dolphin, but we could find no drug-related online images similar to the puma’s head stamped on these bricks. Because the ANU were unable to catch either the man carrying the duffle bag or the SUV which was carrying the cargo, allegedly from up north, the bust which we are told amounts to approximately $350,000 (street value) remains a mystery. It is hoped that the ‘mystery’ remains locked up in the evidence room which will be its destination for the time being until it is destroyed.

POLICE MINISTRY DISSES CAYE CAULKER POLICE

Monday, November 7, 2016 Police officers working on the island of Caye Caulker are now being told that instead of complaining about their deplorable living conditions at the Police Barracks, they should use their $300 monthly housing allowance to find their own accommodations, since it is not the responsibility of the Police Department to find somewhere to house them. The conditions of the Police Barracks in Caye Caulker have been highlighted since 2014. Officers working long hours patrolling the island were forced to live in a dorm where the roofs, walls and floors were barely holding together. Sanitary conditions were sub-human and the building posed a real danger to officers and their families. When it was brought to the attention of then CEO in the Ministry of National Security George Lovell in December 2014, he sprang to attention, saying that “I personally with the Commissioner of Police visited the Caye Caulker dorm facilities in September I think it was, of this year. And when I went there, like yourself I was appalled by the conditions in which the facility was in. Right away I instructed the Commissioner for us to get the estimates and we will get the work

done…” But after two years that work was still not done, and when CEO Lovell was asked again just last week, he sang a completely different tune. “I can tell you that every officer who is out there gets the requisite allowances for them to be able to go out and rent their own facility…obviously what the police officers need to do now is to go out and use the funding that was given to them to get the kind of accommodations that they need,” stated Lovell. Minister of State with responsibility for the Belize Police Department Elodio Aragon Jr. may have been a Police Officer in a past life, but he has shown that as a politician he couldn’t care less about the conditions police officers are forced to endure. When asked about the conditions in Caye Caulker, he stated, “I think the CEO in his last interview given to the media explained clearly the situation in terms of Caye Caulker. The fact is that yes the police officers there are getting their housing allowance etc., which they should indeed find their own accommodations.” It is important to note that a housing allowance of $300 on an island like Caye Caulker, which caters to tourists, is hardly adequate for officers to find proper accommodations for themselves and their families. One thing is clear…the officers in Caye Caulker are on their own.

When asked about other cases similar to that of Andre Vega and Sharon Pitts, Hulse stuttered, “I had no idea what—I just saw that people were coming in and saying, ‘oh Government have

to compensate me fuh dis and I have a court ruling,’ and attorneys were writing left, right and center but I couldn’t say who and what and when.” An audit of the compensations, according to Minister Hulse, “was in process” before he became Minister of Lands in November 2015. Government officials say that report is still being compiled. The Government has demanded the compensation money back from Andre Vega and Sharon Pitts, but it is likely that the matter will end up in Court, and unlikely that anything is even expected to come of it.

COUNCIL OF LEGAL EDUCATION ENTRANCE EXAMINATION FOR ADMISSION IN 2017 TO: Godwin Hulse Wednesday, 09 November 2016 One hundred million dollars is what the Rt. Hon. Prime Minister and Minister of Finance, Dean O. Barrow estimates is Belize’s outstanding land compensation bill. The exorbitant figure was disclosed during a press conference on October 17, 2016. A few days earlier, lands documents were leaked showing that two UDP insiders (Andre Vega, the son of former Lands Minister, Hon. Gaspar Vega, and UDP attorney Sharon Pitts) had been improperly compensated to the tune of $800,000 by the Ministry of Natural Resources which unlawfully sold them private land. Available documentation suggests this was done with prior knowledge of the then Minister although government officials have dismissed what happened as simple “errors.” But just how many “errors”/cases of unwarranted compensation were there? It is an important question especially after it surfaced that in the last eight years in power, the UDP administration has paid out some $70 million in compensation, with the amounts skyrocketing year to year. The question was put to another former Lands Minister, Senator Godwin Hulse. He was asked “how did it come to that?” He referred to the disclosure of Natural Resources CEO, Sharon Young at the October 17 press conference that compensation payments were halted as a result of the alarming figures they were encountering. Hulse was the Minister then and claims he was the one who started asking - “what the heck is this? I mean, all these compensations, how we get to this? Let’s try to stop it first of all; not pay anything else but get a complete analysis of who we owe and why we owe, etc., even those that were mandated by the Court.’ A lot of them were mandated by the Courts.” Minister Hulse says he found the scheme unfair and therefore did not approve any new compensation payments. A lot of the compensations, according to him, were old cases that began to be paid to some people who were “waiting forever.” He insisted, “I don’t believe that you get a piece of land for $4,000, you do nothing to it, then it is suggested you got it in error and then it is valued at commercial rates and you are paid nearly a million dollars… It just seems odd to me.” He claimed that if it were left up to him, all the second buyer would get back is what they originally paid for the land in question plus interest because in his view, that is all they deserve. But while at one point Hulse, as he is prone to do, took credit for unearthing the compen-

Freed After 79 Months… Sewell Beats Extradition!

Monday, November 7, 2016 As incredible as it seems Gary Sewell, on remand six years and nine months fighting an extradition order issued by the United States, was freed at the Court of Appeal level on Friday because the committal warrant issued by the Chief Magistrate for his detention in 2013 could not be found. Attorneys Anthony Sylvestre and Ben Cooper successfully argued before the three-member panel that because there was no committal warrant in evidence, Sewell’s detention and remand in 2013 was illegal. The Court agreed and Sewell was able to go home to his family for the first time in almost seven years. The US case against Sewell and his brothers Mark and Duane is not a current one. The extradition of the siblings was sought by Uncle Sam so they could stand trial for allegations of moving large quantities of cocaine into the US from Mexico, and also

Appeals Court Makes Landmark Ruling Monday, November 7, 2016 The Court of Appeal has ruled that a life sentence without the possibility for parole is no longer a sentence that a Supreme Court judge can hand down to a person convicted of murder. Legal minds say that the implications are far-reaching, and it will require that 42 persons in the Belize Central Prison will have to have their cases reviewed so that applicable sentences can be re-applied in the wake of this landmark decision. The defendant who challenged the constitutionality of such a sentence is Gregory August. He was convicted in November 2012 of the murder of 73 year-old Alvin Robinson, an elderly disabled man. A jury found him guilty of stabbing the victim 9 times in the neck and chest. Evidence from the trial says that it happened on May 23, 2009, in Robinson’s home at Mile 8 on the George Price Highway. The trial judge sentenced him to life in jail without the possibility of parole. August challenged that ruling at the Court of Appeal, and in February 2015, the Court handed down its ruling, reaffirming the conviction. He then filed an appeal at the Caribbean Court of Justice, and his attorney, Eamon Courtenay, was given an audience in order to secure the special leave required. The judges determined that August’s case would become the first criminal appeal that they would hear from Belize. First, though, they requested that he go back before the Court of Appeal to seek that lower court’s opinion on the constitutionality of life sentences.

been made. Initially I thought well, clients would say these things and we started to dig and unearthed and it proved positive that in fact this order was not made.” “The Court of Appeal decided today that there was no jurisdiction and no basis in law to detain Mr. Sewell… that he had effectively been unlawful detained and that is why the writ of Habeas Corpus was issued today and the Court ordered him to be discharged on the US request,” Sylvestre’s co-counsel explained. Sewell’s brother Mark remains in the Court system fighting extradition, while Duane was caught in Miami and is serving seventeen years in a US prison. As for Gary, he is a free man for now, pending another move by the US which is known to be persistent in these cases.

Gregory August His attorney argued before the Appeals Court panel of judges that August was due a good character direction from the trial judge which was not given. In August’s case, before this incident, he was never convicted for any previous crimes. On the point of the constitutionality of life sentences, Courtenay submitted on August’s behalf that the mandatory minimum sentence for a murder conviction takes away the jurisdiction of the trial judge to decide if that sentence is appropriate. By automatically imposing this as punishment for the crime, the law ties the hands of the judge, making it impossible to look at mitigating factors such as good character, the facts of the case, and the circumstances under which the offense was committed. After consideration, the judges of the Court ruled on Friday, November 4, that life in prison without the possibility of parole is unconstitutional, and so, August’s life sentence has been set aside. He has been given a new sentence of 30 years in jail. Of note is that he will now go to the highest court, the CCJ, to challenge the substantive guilty verdict against him for the crime. There are 42 persons serving life sentences imposed under the mandatory minimum penalties for murder which has now been overturned. Those cases will all need to be addressed to substitute a more suitable sentence.

Bradley Paumen is Apparently ‘Not Normal!’

Wednesday, November 9, 2016 Tensions between employees of Bradley Paumen and employees of Michael Modiri are threatening to reach the point of violence, and also did so this week after Modiri’s security stopped Paumen from using a road which is on Modiri’s property. Violence was narrowly averted, but players know that is only a temporary reprieve. For background, Paumen, a UDP affiliate currently accused of four counts of Abetment to Commit Murder, was ordered to pay Modiri a Supreme Court Judgment of $300,000 which Modiri won in May 2016. That’s after Justice Shona Griffith heard him and agreed that Paumen trespassed on his land, did not pay rent, and he was running his business without compensating him for the use of his land. Modiri insists that this same trespass, for which Paumen was sanctioned, still continued, and Paumen still hasn’t paid the judgment debt as yet. Modiri claims that Paumen is not only ignoring the award, he has ignored written invitations from his, Modiri’s, attorney to negotiate out an amicable resolution to the trespass issue. He told the press that he has no choice but to enforce the ownership of his land and stop everyone from entering. He has hired a security team to stop anyone

Michael Modiri from entering. This time 130 employees who work for Paumen stand to be affected by their latest fight. Modiri claims that Paumen has persisted in trespassing on his land to run his tour operation, and so at the beginning of this cruise season, he has set up a blockade and security team to stop anyone from entering his land. His stance of keeping people out means that Paumen’s business is at risk of closing down because he cannot take his cruise guests to the Dark Night Caves. Daniel Arzu Jr. Monday, November 7, 2016 The news out of Mexico City this week is that Daniel Arzu, the Coast Guard Officer shot to the head on October 24th, is showing miraculous signs of recovery at a naval facility, and is able to speak and remember the events surrounding his almost fatal injury. On October 24th Petty Offi-

cer 3rd Class Daniel Arzu Jr. was shot to the head as he entered his girlfriend’s apartment at Neal Penn Road in Belize City. In critical condition, the young man was placed in an induced coma and a few days after was flown to Mexico City through the generousity of the Mexican Navy. While the immediate focus was on saving the life of the young man, his father is a career Police Officer and Officer Commanding the Benque Viejo Police. Supt. Daniel Arzu Sr. this week told the media that he is already conducting his own investigation of sorts. “I have questioned him in certain areas, endeavouring to find out the motive of this incident and he indicated to me that the motive is robbery. The shooter approached him and demanded his chain and before he could have even conceded, the person fired shots at him and got away his gold chain.” Arzu went further to say that his son will be able to identify his attacker, and so he sent out a message to the perpetrator to tell him to prepare for justice.

Bradley Paumen can businessman who wants to get into the tour business. He owns a piece of land that borders the Dark Night Cave system, and in some instances, one of the caves passes through his land. He and Paumen are landlocked since Paumen owns a piece of land right next to his, and some of the Dark Night caves pass through his property. Paumen also has exclusive rights in a partnership and a contract with NICH to use two of those caves for his tour business, which is valued at just over a million dollars. Paumen wants the Government to declare the road he built through Modiri’s land as a public road. He says that the road fits all the criteria and it is simply a road which passes through his first property, which the Government mandated

should be used by all members of the public. Of important note is that to get to the Dark Night Caves, everyone needs to travel pass Paumen’s first land, where his Dark Night Tour compound is and travel down the continuation of the road, where there is no land dispute. After that, travelers will arrive at Modiri’s land which Ministry of Natural Resources tried to acquire under the premise that they were doing so for a public purpose. That was under disgraced UDP Minister Gaspar Vega, and the court gave a slapdown judgment reversing that acquisition, and the judge commented, “I therefore find that the compulsorily acquisition was not for a public purpose as it was not taken in the general interest of the community, but rather solely for the interests of an individual entity.” So, for the Government to attempt to do what Paumen wants - which would be a second attempt at the very same thing - would be a bad move, and it would expose the Belizean taxpayers to be paying Modiri monetary damages, if such an attempt is made. Unfortunately, there are 130 employees of Dark Night, which includes tour guides, and other residents from Franks Eddy Village. They are losing work days, which means that they are losing money. The fight between these two businessmen does not involve them, yet, they’re getting trampled in the scuffle. Mixed in the criminal allegations Modiri has made against Paumen for allegedly trying to get him killed, and also allegedly trying to plant an illegal weapon on him, and such a business fight will become worse before it gets better anytime soon.

Bus shed on Caesar Ridge Rd. without seat

By Gilroy Usher, Sr. With the full support of the PUP Port Loyola committee and other residents of the division I have decided to spearhead the needed renovation of four of the bus sheds in the area. This decision will end years of inconvenience for residents of the division and passersby who are forced to stand up under bus sheds without seats, without back-rest and without proper roofing to protect them from the rain or the hot sun. The bus shed on Caesar Ridge Rd. has no seat. Most of the seat for the shed on Faber’s Rd. near the Cummerbatch field is gone, and the bus sheds on both Central American Blvd. and Faber’s Rd. Extension near the big Chinese grocery shop have pieces of a seat and no proper roof to protect people from the elements. The facilities have fallen into such a terrible state as a result of the total neglect by both the Area Representative Anthony “Boots” Martinez and the Belize City Council. Persons who make use of the bus sheds in the division also include policemen on foot patrol to protect the community and ordinary persons who use the facilities to do a little vending or simply socialize with each other. As the Area Representative for Port Loyola it is the duty of “Boots” Martinez to either address the basic needs of the people with the over $10,000.00 he receives monthly for the area or to lobby the necessary organizations to get basic things done in the community. A waste of time Area Representative, “Boots” Martinez does neither of those things for his division. That explains why the bus sheds like so many other things in the division are literally crying out for attention under his watch. The Belize City Council also has an obligation to assist in the upkeep of the bus sheds in the Port Loyola Division, because the residents of the area also pay property tax, trade license, and fees to the Council to operate their vehicles and obtain their drivers’ licenses. It is a very important to point out that although Port Loyola is one of the largest divisions in Belize City, it is often treated as an unimportant part of the municipality by the Council in terms of infrastructural development with paved or concrete streets, proper drains, parks, the cutting of high grass and other services offered by the Council to improve the lives of city residents. Some people say that’s because Port Loyola is one of the areas in the city that has the most marginalized residents. I truly hope that’s not the case. With the fast approaching Christmas season the business community is also being encouraged to assist the Port Loyola Division and other divisions in Belize City as much as possible with basic community projects such as the building of bus sheds for the people. That is one of the many ways for those establishments to prove that they are good corporate citizens by using a tiny portion of the tremendous profit they make throughout the year as a result of the patronage of Belizeans to assist in the upliftment of the community. Once the bus sheds in Port Loyola have been renovated the residents of the area, like all other residents of the city should also do their part to take care of the facilities. In being civic minded everyone will help to ensure that the renovated facilities offer years of convenience and comfort to their community.

Is Elected President in Stunning Repudiation of the Establishment

By MATT FLEGENHEIMER and MICHAEL BARBARONOV. 9, 2016 Donald John Trump was elected the 45th president of the United States on Tuesday in a stunning culmination of an explosive, populist and polarizing campaign that took relentless aim at the institutions and long-held ideals of American democracy. The surprise outcome, defying late polls that showed Hillary Clinton with a modest but persistent edge, threatened convulsions throughout the country and the world, where skeptics had watched with alarm as Mr. Trump’s unvarnished overtures to disillusioned voters took hold. The triumph for Mr. Trump, 70, a real estate developer-turned-reality television star with no government experience, was a powerful rejection of the establishment forces that had assembled against him, from the world of business to government, and the consensus they had forged on everything from trade to immigration. The results amounted to a repudiation, not only of Mrs. Clinton, but of President Obama, whose legacy is suddenly imperiled. And it was a decisive demonstration of power by a largely overlooked coalition of mostly blue-collar white and workingclass voters who felt that the promise of the United States had slipped their grasp amid decades of globalization and multiculturalism. In Mr. Trump, a thricemarried Manhattanite who lives in a marble-wrapped three-story penthouse apartment on Fifth Avenue, they found an improbable champion. “The forgotten men and women of our country will be forgotten no longer,” Mr. Trump told supporters around 3 a.m. on Wednesday at a rally in New York City, just after Mrs. Clinton called to concede. In a departure from a blistering campaign in which he repeatedly stoked division, Mr. Trump sought to do something he had conspicuously avoided as a candidate: Appeal for unity. “Now it’s time for America to bind the wounds of division,” he said. “It is time for us to come together as one united people. It’s time.” That, he added, “is so important to me.” He offered unusually warm words for Mrs. Clinton, who he has suggested should be in jail, saying she was owed “a major debt of gratitude for her service to our country.” Bolstered by Mr. Trump’s strong showing, Republicans retained control of the Senate. His rallies — furious, entertaining, heavy on name-calling and nationalist overtones — became the nexus of a political movement, with daily promises of sweeping victory, in the election and otherwise, and an insistence that the country’s political machinery was “rigged” against Mr. Trump and those who admired him. He seemed to embody the success and grandeur that so many of his followers felt was missing from their own lives — and from the country itself. And he scoffed at the poll-driven word-parsing ways of modern politics, calling them a waste of time and money. Instead, he relied on his gut. At his victory party at the New York Hilton Midtown, where a raucous crowd indulged in a cash bar and wore hats bearing his ubiquitous campaign slogan “Make America Great Again,” voters expressed gratification that their voices had, at last, been heard. “He was talking to people who weren’t being spoken to,” said Joseph Gravagna, 37, a marketing company owner from Rockland County, N.Y. “That’s how I knew he was going to win.” For Mrs. Clinton, the defeat signaled an astonishing end to a political dynasty that has colored Democratic politics for a generation. Eight years after losing to President Obama in the Democratic primary — and 16 years after leaving the White House for the United States Senate, as President Bill Clinton exited office — she had seemed positioned to carry on two legacies: her husband’s and the president’s. Her shocking loss was a devastating turn for the sprawling world of Clinton aides and strategists who believed they had built an electoral machine that would swamp Mr. Trump’s ragtag band of loyal operatives and family members, many of whom had no experience running a national campaign. On Tuesday night, stricken Clinton aides who believed that Mr. Trump had no mathematical path to victory, anxiously paced the Jacob K. Californians Legalize Marijuana in Vote That Could Echo Nationally By THOMAS FULLERNOV. 9, 2016 SAN FRANCISCO — California, Massachusetts and Nevada legalized marijuana on Tuesday in what advocates said was a reflection of the country’s changing attitude toward the drug. Leading up to the election, recreational marijuana use was legal in four states: Alaska, Colorado, Oregon and Washington, along with Washington, D.C. With the addition of California, Massachusetts and Nevada, the percentage of Americans living in states where marijuana use is legal for adults rose above 20 percent, from 5 percent. Representative Earl Blumenauer, Democrat of Oregon and a supporter of legalization, said Tuesday’s votes would add to the pressure on the federal government to treat cannabis like alcohol, allowing each state to decide on its own regulations. “The new administration is not going to want to continue this toxic and nonproductive war on drugs,” Mr. Blumenauer said. The federal government’s ban on the drug precludes the interstate sale of cannabis, even among the states that have approved its use. But Tuesday’s votes created a marijuana bloc stretching down the West Coast, and Gavin Newsom, the lieutenant governor of California, said he saw an opportunity for the states where recreational marijuana is now legal to “coordinate and collaborate” on the issue, including applying pressure in Washington to relax the federal ban. A Gallup poll in October found nationwide support for legalization at 60 percent, the highest level in the 47 years the organization has tracked the issue. Support is rising even though some public health experts warn that there have been insufficient studies of the drug’s effects and that law enforcement agencies lack reliable tests and protocols to determine whether a driver is impaired by marijuana. Supporters in California portrayed legalization as both a social justice and a criminal justice issue, saying the measure would help redress the disproportionate numbers of arrests and convictions among minorities for drug crimes. “I think of this victory in California as a major victory,” said Lauren Mendelsohn, the chairwoman of the board of directors of Students for Sensible Drug Policy, a group that has campaigned against the government’s war on drugs. “It shows the whole country that prohibition is not the answer to the marijuana question.” Ms. Mendelsohn spoke at a celebration in Oakland for the passage of Proposition 64, as California’s legalization measure was known. Supporters of legalization in California

Opponents of legalization say the adoption of medical marijuana laws in more than 25 states has led to a popular perception that cannabis is good for you. They have called for more studies on the drug’s long-term effects, particularly on the developing brains of young people. “There is likely medical promise in the marijuana plant, but that is different than saying smoked marijuana is medicine,” Mr. Sabet said. “We wouldn’t smoke the opium plant to get the beneficial effects of morphine.” A bill to legalize marijuana in Vermont, supported by Gov. Peter Shumlin, a Democrat, failed earlier this year. But in Massachusetts, public support for legalization rose during the fall, even with bipartisan opposition from the state’s top elected officials — including Gov. Charlie Baker, a Republican, and Attorney General Maura Healey, a Democrat — and an organized anti-legalization campaign. Lawmakers in Rhode Island were watching Massachusetts closely, and they are expected to take up a legalization measure of their own now that one has passed there. Two other states — Arizona and Maine — were voting on recreational marijuana legalization Tuesday. Arizona voted against the measure. In Maine, a state with a libertarian streak that began decriminalizing marijuana decades ago, the referendum on legalization drew scant funded opposition. Still, proponents of legalization said California would represent the biggest victory because of its huge economy and population and also its fertile soil and amenable climate.

Tuesday’s vote reinforced the state’s position as the epicenter of marijuana cultivation for the country, a role it has had illicitly for decades. Marijuana companies have been positioning themselves for the prospect of interstate commerce, buying large plots of land in areas that now grow vegetables and other crops. The California measure allows people over 21 to possess limited amounts of marijuana for personal use and also permits the personal cultivation of up to six plants in private residences, provided they are shielded from public view. The sale of recreational marijuana will not be allowed until licenses are issued, a process that will take at least two years, said Steve DeAngelo, the founder of Harborside, a medical marijuana dispensary in Oakland. California officials expect additional tax revenue of around $1 billion from marijuana sales. The revenue is earmarked for the study of medical marijuana, for the California Highway Patrol to develop procedures to determine driver impairment due to marijuana consumption, for youth education on drugs, and for the prevention of environmental damage from marijuana production, among other programs. Support for legalization in California cut across all age groups except voters over 65, according to a Field poll released on Friday. Among those older voters, 42 percent were in favor, and 57 percent were against. A large majority of Republicans in the poll, 65 percent, were against the measure, compared with 72 percent support among Democrats. Support has been rising steadily since the 1960s, when only around 10 percent of California adults favored legalization, according to a 1969 Field poll, and legalization was the culmination of decades of campaigning by proponents. A measure to decriminalize marijuana in 1972 was soundly rejected in California, with 66.5 percent of voters opposed to it. In 1996, California voted to allow medical marijuana. But a 2010 measure to permit recreational use failed. In addition to Tuesday’s votes on recreational marijuana, Arkansas, Florida, Montana and North Dakota all had medical marijuana initiatives on the ballot.

For supporters, the election often felt like a referendum on gender progress: an opportunity to elevate a woman to the nation’s top job and to repudiate a man whose remarkably boorish behavior toward women had assumed center stage during much of the campaign. Mr. Trump boasted, in a 2005 video released last month, about using his public profile to commit sexual assault. He suggested that female political rivals lacked a presidential “look.” He ranked women on a scale of one to 10, even holding forth on the desirability of his own daughter — the kind of throwback male behavior that many in the country assumed would disqualify a candidate for high office. On Tuesday, the public’s verdict was rendered. Uncertainty abounds as Mr. Trump prepares to take office. His campaign featured a shapeshifting list of policy proposals, often seeming to change hour to hour. His staff was in constant turmoil, with Mr. Trump’s children serving critical campaign roles and a rotating cast of advisers alternately seeking access to Mr. Trump’s ear, losing it and, often, regaining it, depending on the day. Even Mr. Trump’s full embrace of the Republican Party came exceedingly late in life, leaving members of both parties unsure about what he truly believes. He has donated heavily to both parties and has long described his politics as the transactional reality of a businessman. Mr. Trump’s dozens of business entanglements — many of them in foreign countries — will follow him into the Oval Office, raising questions about potential conflicts of interest. His refusal to release his tax returns, and his acknowledgment that he did not pay federal income taxes for years, has left the American people with considerable gaps in their understanding of the financial dealings. But this they do know: Mr. Trump will thoroughly reimagine the tone, standards and expectations of the presidency, molding it in his own self-aggrandizing image. He is set to take the oath of office on Jan. 20.

THE WONDERER AND THE JEWEL OVER THE WATER STRUCTURES I’ve been wandering around the Jewel of ours for many years and have always appreciated over the water structures (OTWS) as long as they are built properly to engineering standards, which includes structural and sanitary wise. A lot of the old structures have disappeared because of storms and hurricanes and also due to old age like me. Even recently a lot of these structures were demolished by hurricane Earl in Belize City, Ambergris Caye and Caye Caulker. These structures were mainly used at the beginning by fishermen for camping purposes, but the Maya fishermen used something called a “rama” which today is still being used in different fashions and new designs to attract fish. It has always worked. Following are photos of OTWS in our country – in our atolls, around the Barrier Reef, north/south and east of mainland Belize. The Department of Environment (DOE) many years ago had concerns of these structures being developed rampantly around our country. They decided to develop the “Over the Water Structures Guidelines” which has become the rules that are used to design these structures. The department of the Environment invited all stakeholders to attend these meetings so as to get information from them as they are the ones that were more familiar with these structures and to take their advice into consideration. They held consultations all over the country and finally the guidelines were completed and to date they have been revised and updated at least once. These documents are living documents as they have to be reviewed and changed as time and new technologies arise. Wonderer readers please go to the DOE webpage and download the guidelines and read for yourselves how in-depth they are and how every consideration was given for the protection of the environment, the social aspects, structural and sanitation aspects. Some of the structures we see in this column may have been before the guidelines and these developments should consider reviewing their structures to meet these standards. In fact these structures exist all over the country and the DOE should visit these for a thorough inspection. DOE must wander around the nation more often. You have a big job to accomplish and also have a big staff, so please stop wondering and wander more! A few of the most important aspects of these structures I believe is that they should be prop-

erly located, the right type of material used and that the wastewater collection and treatment system is an adequate one. I believe that hardly any resort sitting around our reefs and atolls have any proper wastewater plants meeting class 1 standards. This must be enforced immediately, especially in those close to the reef. I don’t believe the Belize Audubon Society Half Moon Caye wastewater system is meeting any kind of standard! And I can bet many others also. I say DOE should take the lead and I did not mention the Public Health Department because I wonder if they exist. Have you seen them lately eating and drinking at the Chinese Restaurants! I hope they’re paying the bill? I’ve been following a ‘Faceybook’ page “Defend Blackadore” and I’ve noticed that the people writing are just a bunch of them writing over and over about issues on which they have no technical defense, except for emotional defense. Now their topic of late is

about some other island wanting to develop OTWS for tourism purposes. They have no idea how beneficial these structures can be to the zone for which they are being planned. They should start wandering around other parts of the country and see for themselves. The photographs here are only a small portion of our jewel and many of them located in more pristine and important habitants than west of Ambergris Caye. Nobody knows exactly about any negative impacts of structures in our type of waters. If you google all you will find is about studies done in the USA freshwaters for fishes going up the river for spawning purposes. They don’t only have OTWS but also many dams for these creatures to attempt to pass to reach their destination. We cannot apply these studies to our waters. We are completely different - different type of fishes and fishing! As far as my experience goes, because I was born and raised near

the sea, OTWS have not been detrimental to the health of fishes. These to some degree serve as artificial reefs. They work as FADs and improve fish production and biodiversity. They may assist in decreasing the amount of sensitive habitat being used on the island that is important for birds and other terrestrial species. These structures may only modify the surroundings but will not compromise the fisher-folk but possibly enhance the economy and social aspects of the zone. All OTWS must submit a report to the DOE for clearance. Let our technical government staff do their jobs. They usually request a public consultation to hear the voice of the people. But please not an emotional voice but voice filled with experience and technicalities. We Belizeans must stop acting with our hearts. We must not do like the American people just did at TRUMPLAND! Championships Orange Walk Town, November 5, 2016 The New Hope High School of Orange Walk Town and the San Pedro High School boys won the Northern Secondary Schools Sports Association (NSSSA) volleyball championships at the People’s Stadium last Saturday, November 5. Both squads will represent the North at the upcoming championships organized by the National Secondary Schools Sports Association, to be hosted by the Sacred Heart College at the SHC auditorium in San Ignacio on Friday and Saturday, November 11-12. The New Hope High girls overpowered the Corozal Community College girls to win the last 3 sets of the final: 25-13, 25-20 and 15-9; after the CCC girls had won the first 2 sets: 25-19 and 25-18. In Game 1, the New Hope girls eliminated the San Pedro High School: 25-19, 2826, 22-25, 25-16. In Game 2, CCC girls won over the Orange Walk Technical High School girls: 23-25, 25-23, 10-25, 25-11, 15-11. The San Pedro boys outlasted the CCC boys in the finals: 22-25, 25-13, 21-25, 2510, 15-4. SCA Girls & BHS Boys Win CSSSA Volleyball Champs

Belize City, November 2, 2016 The St. Catherine Academy girls and Belize High School boys won the Central Secondary Schools Sports Association (CSSSA) volleyball championships with back to back victories in the city finals last Monday and Wednesday; and so both teams will represent the city at the upcoming championships organized by the National Secondary Schools Sports Association (NSSSA) to be hosted by Sacred Heart College at the SHC auditorium in San Ignacio on Friday and Saturday, November 11-12. The SCA girls’ team included 8 players from the Belize team who won the silver medal for the first time at the 18th CODICADER Central American Scholastic Games in Tegucigalpa in September. They won their 21st city volleyball championship by dominating the Nazarene High School girls: 3-0 in both games of the finals at the Stars gymnasium. Mya Musa led the SCA attack and with Amberly Marin, Zazie Mckenzie, Anyka Brown and Ayah Safa spiking home points at the net on balls set by Allyana Musa and libero Alexis Burns, they won 25-5, 25-11 and 25-1 on Monday. PUP STRONGER THAN EVER ONE YEAR LATER…

ixty-Six years ago a number of courageous men and women came together to create an institution that would become the Party of Belizean Independence. By now all of us know the story. Every Belizean knows that had it not been for the Peoples’ United Party, for our vision, and our fervent desire for a free and independent Belize, we would not be the nation we are today. The Progressive Revolution that was started back then continues and our desire to always “Serve the People” remains at the center of our mission as the People’s United Party. As PUPs we always believe that our mission was to build a country where our people have the opportunity to grow and where progress would not come easy but through hard work and determination. Today our Party is stronger and we are prepared for the task that is before us. Now more than ever we in the PUP must get back to the work of nation building. Make no mistake about it, Belize needs the PUP because our country is facing some of its most challenging times since Independence. Our economy is in recession, too many of our young people who want to work can’t find a job, more Belizeans are poorer than ever before; thousands of our children are not getting access to education. Crime and violence have taken over many of our once safe and peaceful communities and our young people have lost hope in the future. Our Beautiful Belize is becoming less caring and greed and selfishness seem to be the only priorities of this UDP Administration. Corruption and cronyism are rampant and Ministers who have been entrusted with the development of our nation have become so drunk with power that they are destroying our country. They continue to be embroiled in corrupt and illegal activities. This is not the Belize any of us want to call home; this is not the government Belizeans expected when they went to the polls one year ago. Today if Belizeans were asked if Belize is moving in the right direction many would say NO. Surely the promise that was made by the UDP that the best was yet to come did not materialize; in fact what Belizeans now have is a failed administration and a corrupt government where ministers have been forced to resign. In the recent immigration scandal ALL but three Ministers of Cabinet were implicated in some form of wrongdoing. This entire UDP Administration is in crisis and more of the same is yet to come. If a report card was to be issued on the first year of the UDP’s third term it would be a big fat F for they have failed everyone and the policies of the UDP seem to only benefit their friends and family. As a result our country is moving backward. On the other hand, consider what we in the PUP have done. Our Party is coming together, combining our strengths and talents and we are ready to meet the challenges to get Belize back on track. We are ready to build prosperity and create opportunity for every Belizean. Today our Party Executive is working together to build a vibrant PUP from the four corners of our country. The recent election of our new UWG and BYM presidents has energized the women and youth of our Party. We welcome Ms. Tanya Santos, Mr. Ivan Valencia and Nigel Belisle of the Marshalls to the National Executive of the PUP and look forward to working with them. Aun cuando se revela más corrupción en el Departamento de Tierras bajo la supervisión del entonces Ministro Gaspar Vega, el Primer Ministro no ha visto necesidad de actuar ni siquiera de comentar. Se alega que se envió una carta de “demanda” a Andre Vega y Sharon Pitts pidiéndoles que devuelvan $400.000 cada uno, pero es probable que esto sea una cuestión de óptica y nada más. Hace veinticinco días, la nueva Ministra de Recursos Naturales Vanessa Retreage le dijo a un público indignado que ella le había exigido explicaciones sobre la flagrante debacle de Vega/Pitts a su CEO Sharon Young y al Comisionado de Tierras Wilbert Vallejos. Hasta hoy no existe actualización sobre si tales explicaciones han sido ofrecidas, o de hecho, de cualquier repercusión que pudo/debe acontecer a todo aquel en el Ministerio que ha participado en el escandaloso saqueo de las arcas públicas. Retreage dijo asimismo que ella estaría investigando los archivos de compensación para determinar el alcance de la violación brutal, por así decirlo, pero no ha retornado al pueblo Beliceño con información en la mano. No ha habido ninguna palabra sobre una supuesta investigación en la situación de Ron J en que a una empresa se le vendió una parcela de tierras de la corona por unos $6.000 y luego fue readquirida por el Gobierno de Belice por $1.000.000. ¿Sera que se le pedirá a esta empresa devolver ese millón a los contribuyentes? ¿Sera que alguno de los compinches afiliados UDP, familiares y amigos que se beneficiaron tendrán que devolver el dinero de lo que se puede con toda razón llamarse corrupción institucionalizada? La verdad es que si el Primer Ministro no hubiera sido presionado, junto con documentos y pruebas evidentes de irregularidades en el Ministerio de Recursos naturales, no hubiera habido una Conferencia de Prensa el 17 de octubre y no hubiera salida del gabinete de Gaspar Vega. Durante su tiempo en el gabinete, el Primer Ministro ha visto mucho peor y ha permitido que suceda mucho peor. Es increíble contemplar que Dean Oliver sigue creyendo, hasta la profundidad de su alma, que los Beliceños perciben que él está adornado con un manto de integridad. El Señor Barrow es tan culpable como cualquiera de sus Ministros corruptos porque se ha hecho de la vista gorda referente a sus chanchullos y les ha permitido que continúen violando al pueblo de Belice.

¿Quién en su sano juicio creería que el Primer Ministro no estaba plenamente consciente de lo que su Viceprimer Ministro estaba haciendo en el Ministerio de Recursos Naturales? Él sabía. Tenía que saber. ¿Decenas de millones de dólares se pagaron en ‘compensación’ en pocos años y el Primer Ministro y Ministro de Finanzas no sabía? ¿Por qué sacó a Gaspar Vega como Ministro de Recursos Naturales apenas unos meses después que su hijo André obtuvo $400.000 dólares de los contribuyentes? Y todavía el Primer Ministro se sentó allí en la conferencia de prensa haciendo todo lo posible por verse completamente desconcertado, como si nunca antes hubiera contemplado una estafa de compensaciones en el Ministerio. Esto es lo mismo que hizo cuando aquel terrible chanchullo fue revelado en Inmigración hace años. Dean Oliver intentó, en instancias distintas, parecer sorprendido, contrito, enojado, frustrado y completamente confundido. ¿Recuerde el tristemente célebre “por amor de Dios, ya párenlo”? Ese era el maestro y experto en acción. El Primer Ministro sabía lo que estaba sucediendo en Inmigración. Él sabía exactamente lo que hizo Elvin Penner. Tenía que saber que mucho más Ministros y funcionarios estaban involucrados en la facilitación de documentos a ciudadanos extranjeros. Tenía que saber que el Departamento de Inmigración se había convertido en “el día de mercado’ en Belmopán. Siendo Primer Ministro de este país tenía que saber que nuestros sagrados documentos se habían convertido en artículos dudosos y bajo cuestión de escrutinio en otros países porque cualquiera podía venir aquí (o no venir) y convertirse en Beliceño instantáneamente. El señor Barrow nunca ha actuado de una manera real, basado en fuertes principios o firme ante la corrupción que apesta en su alrededor. Nunca, ni una vez, hizo más de lo que le fue exigido como mínimo para asegurarse que la óptica de la gestión de cualquier instancia determinada sobre la corrupción fuera adecuada. Todo miembro del círculo del señor Barrow acusados de o implicados en cualquier acción corrupta siguen siendo miembro de su círculo exclusivo, incluso Elvin Penner que sigue beneficiándose de los privilegios concedidos a muy pocos en el UDP. Mientras que esta administración sin duda será escrita como la más corrupta de nuestra joven historia política, Dean Oliver Barrow sin duda pasará a la historia como el líder que nunca hizo nada de sustancia para afrontar la corrupción que ha resultado en el enriquecimiento de pocos y empobrecimiento de muchos. Él pasará a la historia como el Primer Ministro aficionado a las florituras retoricas, pero con carencia de fortaleza para hacer lo necesario cuando se lo exigió su deber al país y al pueblo. El Señor Barrow pasará a la historia como el fundamental y épico hombre OPTICO.

Narcolaboratorios en México dejan peligrosa bomba de tiempo ambiental Mexico: 07 de Noviembre de 2016 Desde hace varios años México aparece en la lista de los mayores productores de drogas químicas del mundo. Pero poco se conoce sobre el daño ambiental y de salud que el negocio causa en el país. Las autoridades dicen que no existe una evaluación sobre el impacto por la operación de los “narcolaboratorios”, como se les conoce. Es una parte del problema. La otra es que tampoco hay un programa oficial que sea específico para atender las consecuencias de esas fábricas clandestinas de drogas sintéticas. “Particularmente para eso no”, le dice a BBC Mundo Arturo Rodríguez Abitia, subprocurador de Inspección Industrial de la Procuraduría Federal de Protección al Ambiente (Profepa). “Para nosotros, está fuera de nuestras capacidades visitar los laboratorios clandestinos”. Seguridad primero Así, en la mayoría de los casos, la limpieza de las zonas donde operan los laboratorios clandestinos está a cargo del Ejército y la Marina. Sin embargo no siempre es posible realizar el proceso en las mejores condiciones, reconoce el funcionario. La mayor parte de los narcolaboratorios se encuentran en selvas o zonas montañosas de difícil acceso. Con frecuencia los militares destruyen las instalaciones después de enfrentamientos armados, o con el riesgo de sufrir un ataque de narcotraficantes. “La seguridad de las fuerzas armadas que se encargan del combate a estas actividades es muy precaria”, señala Rodríguez Abitia. En esas condiciones es necesario evaluar el daño que las sustancias químicas puedan causar al entorno, o proteger la vida de los militares. Estadísticas No está claro cuál de las dos decisiones prevalece. En todo caso, señala el subprocurador, por el sitio donde suelen encontrarse las instalaciones el impacto al medio ambiente suele ser “muy localizado”. Hasta ahora, sin embargo, no se ha revisado el daño ambiental en esas zonas. Y al mismo tiempo el número de narcolaboratorios está en aumento. En su informe del 2015 la Junta Internacional de Fiscalización de Estupefacientes (JIFE), establece que “el número de laboratorios de metanfetaminas descubiertos en México ha aumentado considerablemente desde el 2008”. Además, “las autoridades estadounidenses han declarado que la mayor parte de la metanfetamina que circula en los Estados Unidos se fabrica en México”. Entre el 2006 y el 2015 se localizaron mil 323 de estos sitios clandestinos, según informes de la Secretaría de la Defensa Nacional, la Procuraduría General de la República (PGR) y la Policía Federal. Los datos fueron la respuesta a una petición ciudadana a las áreas de transparencia de información de las dependencias, y se publicó en medios locales. En todo caso las cifras oficiales muestran una tendencia al alza. En el 2014, según JIFE, las autoridades mexicanas destruyeron 131 narcolaboratorios. Hasta septiembre del 2016, sólo en Michoacán, Jalisco, Guerrero, Estado de México y Sinaloa, se desmantelaron 134 según conteo de medios locales. De acuerdo con la agencia antidrogas de Estados Unidos (EE. UU.), la DEA, son dos las organizaciones que controlan la producción de metanfetaminas, cristal y otras drogas químicas: los carteles de Sinaloa y Jalisco Nueva Generación. El lanzamiento a la reelección del presidente Juan Orlando Hernández, invocando una polémica interpretación constitucional, sacude el clima político en Honduras , donde el exmandatario Manuel Zelaya fue derrocado en el 2009 por intentar quedarse en el poder. 07 de Noviembre de 2016 El Consejo Supremo Electoral (CSE) oficializó este lunes la reelección del presidente de Nicaragua, Daniel Ortega, que arrolló en los comicios del domingo con el 72.5 % de votos, está vez junto a su esposa, Rosario Murillo, como vicepresidenta. Con el 99,8 % de las mesas electorales escrutadas, Ortega ha conseguido el 72,5 % de los votos, frente al 15 % de su principal rival, el exguerrillero de la “Contra” Maximino Rodríguez, de la opositora alianza Partido Liberal Constitucionalista (PLC) , detalló el CSE. Según los datos oficiales, Ortega fue favorecido por un millon 803 mil 944 votos, mientras Rodríguez obtuvo el apoyo de 373 mil 230. En tercer lugar se sitúa el ganadero José del Carmen Alvarado, del Partido Liberal Independiente (PLI) , con un 4.5 %, según el informe provisional leído por el titular del CSE, Roberto Rivas. En cuarto lugar se ubica el pastor evangélico Saturnino Cerrato, con el 4.3 %, de la Alianza Liberal Nicarag ense (ALN) . En quinta posición está el abogado Erick Cabezas, del Partido Conservador (PC) , con un 2.3 % de los votos; y en sexto y último lugar Carlos Canales, de la Alianza por la República (Apre) , con un 1.4 %. Rivas destacó que esos resultados son irreversibles y ya no ofrecerán una comparecencia para rendir un informe con el 100 % de las mesas escrutadas. Antes de la lectura de estos primeros resultados, anoche, miles de simpatizantes del presidente Ortega y Murillo salieron a las calles y plazas de Managua para celebrar anticipadamente su victoria en las elecciones de este domingo. Si los militares encuentran laboratorios en zonas aisladas el procedimiento es distinto. Generalmente para ellos resulta peligroso mover las sustancias químicas, que pueden ser compuestos orgánicos, aromáticos, solventes o ácido clorhídrico, por ejemplo. El contacto con ese material, por sí solo, es peligroso para los seres humanos. Pero cuando se mezclan, como sucede en la producción de drogas sintéticas, el riesgo aumenta, dice Islas.

Fernando Anduray, dirigente del PN y allegado al gobernante, dijo a la AFP que la Sala constitucional reconoció que el artículo 239 viola la Convención Americana de Derechos Humanos, por lo que el PN pide al Congreso que convoque a un plebiscito para reglamentar la reelección. Manuel Zelaya fue derrocado en 2009 por un golpe militar tras llamar a una consulta popular para convocar una Constituyente que permitiera la reelección presidencial. Los aspirantes tienen que presentar planillas el próximo viernes al Tribunal Supremo Electoral (TSE) para las elecciones primarias del 12 de marzo próximo, con vistas a los comicios generales de noviembre de 2017. La última encuesta, de CidGallup, publicada por el diario La Tribunaen mayo, ubicaba a Hernández como el político más popular con 64%, seguido del líder del Partido Anticorrupción (PAC), el presentador de televisión Salvador Nasrala. Anduray alegó que ese caso fue distinto al del actual presidente, por cuanto Zelaya “pretendía establecer el socialismo del Siglo XXI del presidente de Venezuela, Hugo Chávez”, lo que justificó su derrocamiento. El general retirado Romeo Vásquez, quien encabezó el golpe contra Zelaya, declaró a Radio Cadena Voces que “hay que levantar al pueblo” contra los planes del presidente Hernández, y “si no lo hacemos,

El Departamento de Estado de Estados Unidos cuestionó los planes de Hernández: “las reglas del proceso democrático, como los límites de lo mandatos, no deben modificarse para el beneficio inmediato de quien está en el poder”, dijo su portavoz adjunto Mark Toner. Sin embargo, la embajada de Washington en Tegucigalpa aseguró en un comunicado que las declaraciones del portavoz sobre el proceso electoral en Honduras “han sido malinterpretadas” y que “el gobierno de Estados Unidos no se opone a que Hernández u otros se presenten a la reelección”. This past weekend was big for the People’s United Party. Since I still consider myself a youth most of the time, I was excited to see vibrant young people from every area of this country come out to hold democratic elections for the BYM Executive of the PUP. I know that every organization has overused the term ‘the youth are our future,’ but it is true. Our youth are the future of our beloved PUP and the future of this country. So I was pleased and proud to see the bright minds, the intellect, the passion and determination on full display Saturday. I was especially pleased and proud to see in these youth a love for the people and a commitment to the mantra of the PUP – Serve the People. I take the opportunity to congratulate the new executive, but really all those who participated and continue to believe in what this Party can do for people and country. Since it is a personal passion of mine, I also take this opportunity to condemn those in the government who seem determined to punish the teachers in the most petty, spiteful way possible. I understand that the announcement was made last week that Minister of Education Patrick Faber has given instructions that salaries of teachers who went on strike be cut. This will be done in November, one month before Christmas. How vindictive can the new Deputy Prime Minister get? At the same time, though, while informing teachers that they will be punished by GOB, Faber is telling them they will have to work extra time in December to make up. I don’t know what kind of teacher the DPM was if he cannot comprehend that teachers have already started to make up classes, of their own accord. I think it is important that we look at events recently and understand the thrust of this UDP administration. It’s as simple as this. Gaspar Vega was in charge of the hotbed of corruption and resigned after it was found that his own son had benefitted unjustly from taxpayer dollars. And that

was just the tip of a very dirty iceberg. Just a few days after, the Prime Minister rewarded him with a duty exemption valued at over $100K and he still holds on to his Orange Walk North seat. The teachers, across the political divide, thousands countrywide, took to the streets to fight for good governance for all Belizeans. Because of what they did critical components like the Integrity Commission and the 13th Senator and the ratification of UNCAC will hopefully soon happen. What they did was a good thing. But they are being punished. They didn’t steal money. They didn’t misappropriate money. They didn’t arrange for monies which didn’t belong to them to be given to family members and friends. They didn’t arrange for the country’s assets to be handed out to family members and friends and cronies. They didn’t sell off our passports and nationality. They didn’t participate in any Visa scam. They didn’t arrange for a criminal who had never set foot in Belize to be given Belizean nationality. They never defrauded the system. They never participated in any Rosewood scandal and they never used their power to get checks made out to them to pay personal expenses. They haven’t been engaged in massive land hustling. But they will be punished by this government, their pay cut right before Christmas. I think it would serve Deputy Prime Minister Patrick Faber well to understand that when you attack people like he has done it will have repercussions. He is a man who says that he wants to be the leader of this country one day. He has said that he wants the mandate of the people. If he continues in his petty, vindictive ways to punish and hurt those teachers and their families, he can be assured that there is no way in hell his political ambitions will ever be realized, if indeed they would have been realized anyway.

A LEADER FOR ALL

By: Eduardo Santos Being the leader is more about offering your services to others than about ordering others. Overall, one person cannot have all the abilities necessary to the society to satisfy thoroughly the significant role of a leader. However, obtaining a leading position does not automatically make you a ‘leader’. A leader can be found at all levels of society because leadership is both an individual and collective condition which develops throughout one’s life and not just at one stage. Leadership is a notion which everyone knows well, however it cannot be easily described because for each one of us it has a different meaning. Leadership is not only about abilities a person has, neither about specific features that describe a case. Leadership is the courage to take action in society with authentic and genuine goals. When we refer to ‘genuine energy and action’ we mean everything a person can do “to discover the truth about a situation which unfolds itself as a public case” influencing everyone. However, the most important aspect for a real leader is to have a vision, followers, hence, people who follow and support him, share and maintain his vision as the years go by. A leader is someone who constantly has new ideas and innovation to achieve his dreams for the advantage of the group for whom he is working, without being discouraged whenever he is unable to materialize them. The most important aspect that characterizes a leader is being authentic and constantly willing to learn more things in order to achieve what is good for the company or organization. It is of great importance for a leader to be moral and to act in an ethical way as he sets the example to others, his followers and supporters. The leading position cannot be held by a person who is immoral and whose actions and desires are opposite to the principles of ethics, otherwise many problems will occur in the company he leads. For example, if he speaks in a rude way to employees, does not respect their desires and selfishly demands that his orders be fulfilled without being able to solve any disagreements that may occur with dialogue, then tension takes

over and failure follows. On the other hand, a moral leader must have the feeling of equality and justice developed and be familiar with the principles of business-ethics in order to bring about win-win situations and win-lose situations. Also, he must solve any disagreements occurring with dialectic-methods. The principles of the dialogue have to do with the Socraticmethods, the ‘maieutic’ and ‘dialectic’ method. Consequently, a leader must see things from the point of view of a philosopher and combine many advantages. Some people may be born to be leaders but they must constantly cultivate their leading abilities in various ways for professional progress. Leading abilities come from the inner world of a person combining a philosophic approach with qualifications acquired. One of the qualifications a leader must have is the ability to constantly offer to his society in order to develop and improve it with the best possible result. The term ‘social leadership’ or ‘social leader’ denotes the part of the society or the social class , the ‘class of leaders’ as Plato calls it, which is responsible to organize effectively the productivity of the society and lead his/her society to a better situation for everyone. Briefly, he/she is responsible to bring prosperity and development to the whole. In the case where a social leader is unable or refuses to fulfill his promises and lead the society to evolution, crisis of social leadership is created. Consequently, a proper leader must be moral and try to offer as much as possible to his society. A leader must always share his values with his followers, as Ambert Svaitser said: “Morals maintain life at the top point of progress”. Over the weekend we had the election for the President and Vice-President positions within the Belize Youth Movement. Four vibrant candidates contested the elections and at the end of the day, Ivan Valencia and Marissa Cervantes were elected by their peers to lead the BYM. The challenge now will be for them to guide the youths to follow the party’s policies that trace their foundation to the Rt. Hon. George Price, the father of Belize’s independence. They must be cognizant that they are the future leaders of the party.

BAR ASSOCIATION BLUES I do not believe that any lawyer in Belize worth her or his salt would seriously disagree that Dean Barrow and his government have done their best to influence the judicial system so that it will be favourable to them. There have been appointments of various judges, terminations of others, changes made to the benefit of the administration in power, laws passed and other actions that are at the very least questionable when we look at the imperatives of good governance. The Bar Association, the association of attorneys-at-law, has functioned for many, many years, and at times has been a strong voice in matters of the administration of justice. I recall that not too many years ago, a niece of the Prime Minister, playing an important role within the Bar Association, was the person who led the charge to pressure one judge to deliver very long outstanding judgements. Justice long delayed is of course justice denied, and the individual judge had been dangerously close to censure for neglect and even incompetence. What occurred in the event is that the Barrow government provided for him a golden escape from the huge difficulties confronting him. But it was the Bar Association which took judges to task for taking inordinately long to deliver important judgements. The Association has done much to encourage continuing education for attorneys, to pronounce on legal and social issues, and to provide a cogent voice on various national matters of constitutional and political importance. No doubt attorneys have their own political views, persuasions and positions, but I have always seen attorneys put the interests of justice and of the community first, and not their partisan positions in deliberating crucial issues of the day. It used to be that membership in the Association was compulsory. One had to have paid the membership dues to the Association before being allowed to obtain a practising certificate and work as a lawyer, and I firmly believe that this was a good thing. Lawyers hold and perform important roles in society, especially in defence of persons’ constitutional rights. The argument could of course be made that you should not force someone to belong to an association, since fundamental human rights include the right to freedom of association. However, many of us read with interest a legal opin-

ion prepared by Attorneys Rodwell Williams and Godfrey Smith. It was their considered and well-researched opinion that compulsory membership in the Bar Association was not at all unconstitutional. There are over one hundred and fifty lawyers practising today, far different from the few dozen who were in practice when I was called to the bar almost three decades ago. And a firm and formidable Bar Association is critical to the good functioning of the administration of justice. Prime Minister Barrow and the then Attorney General took it into their heads that the Bar Association was becoming too strong and too full of PUP lawyers, as they said. Of course this was rubbish. They set about attacking the Bar Association by passing a law that it is no longer compulsory for lawyers to be members of the Bar Association. Despite protestations to the contrary, they were hell bent on breaking up the Bar. In many respects they have been successful, because as it is now the Association is considerably weakened. Only eighty or so attorneys are in the Association now, and many young and other attorneys do not care at all about the work the Association can do. This is why I was particularly disappointed when Dickie Bradley recently accused the Bar Association of being elitist and proposed that there should be another grouping of attorneys. This is exactly what Barrow and Elrington want. I feel strongly that Dickie played right into their hands, as they took the approach of divide and conquer. They of course do not want a vigorous and strong Bar Association that will speak and act with authority and wield considerable power. And attorneys should join and be a part of the Bar Association instead of standing back and criticizing. Naturally, the Association should do much more, especially in defence of prisoners who are languishing for years behind bars on remand. This is only one example of the myriad issues that can and should concern legal practitioners. But the answer cannot be in forming a new splinter group of lawyers. We must invite all attorneys to become a part of the solution to the many problems in Belize concerning human rights and the administration of justice. Instead, many of us are singing the Bar Association blues because we know that those in power have gotten their way in seriously decimating a once powerful and robust organization all because of political hubris.

BARROW IS THE PROBLEM Let us say this again. Over eight years ago Dean Barrow became Prime Minister because the people of Belize rejected the then government due in large part to irregularities regarding public finances and a lack of good governance. It was the Unions and other civil society groups who were in the forefront of that charge against perceived corruption. Eight years after Dean Barrow became Prime Minister, very little has been done to put in place systems and protocols to fight corruption and implement good governance. Indeed, the opposite has been occurring. Every opportunity to tackle corruption and root out corrupt persons has been diverted to optics, press conferences and personality attacks against those calling for betterment. For a person/politician who has been knocking around the corridors of power since 1984, Dean Barrow sure has been the biggest disappointment and possibly the worst Prime Minister to-date. His public commitment to govern our country with transparency and accountability has been anything but that. This “epic fail” as Jay-Z would put it, has thrown Belize to the bottom of every category of the social contract and a young nation state, with corruption being at its worst levels since we became independent. “For God’s sake stop it” must be one of the repeated slogans to be thrown in the face of Dean Barrow wherever and whenever he appears in public. For eight years, to be factual come February 2017, three months more, it will be NINE years, under the reign of Dean Barrow as Prime Minister. Nine hard painful, destructive years of a man who has completely lost his way. He and his super-wealthy family have done exceedingly well while the country and its people have done horribly bad - real bad. There has been no reform of the public service. Classic examples of the urgent need for reform are highlighted by the scandals, skulduggery, stealing and wanton corruption at the Lands Ministry, Immigration, Public Works Ministry, Customs, Ministry of Health, Ministry of Finance with illegal tendering or lack thereof, compensation payments, legal fees payments to family of the Prime Minister and crony legal firms. One of the bedrocks of our democracy - the voters list – is unrevised, outdated and corrupted. The law which calls for periodic revision

and re-registration is completed subverted by dishonest politicians and dishonest voters are registered to vote in selected constituencies where they do not live. This gross manipulation of the democratic process, as it becomes more clearly understood will be another stinking stench on the Prime Minister. Apart from the failure to carry out any electoral reform, the Prime Minister is now poised to ram down our throats his latest design to entrench his corrupt government. This is coming in the guise of an increase in voting constituencies. Already over-burdened with 31 constituencies, the Prime Minster is going to increase to 37 or 39 constituencies. Add that up by the millions of dollars that a Minister’s vehicle, office, staff, salaries, foreign travel and hustling will cost the public purse - All in the name of staying in power. But staying in power to do what? Patrick Faber, the man hoping to be the next king, cannot be accused of being an agent for change or someone committed to good governance. Look at his disrespectful statements against the leaders of the Teachers’ Union despite the Teachers Union having a more inclusive and democratic process than the Cabinet or the government. Imagine the very Minister of Education boasting how he took taxpayers’ Petro Caribe monies to spend on tacos, pibil and wine and dine party political activities. And here he is fighting hard to withhold teachers’ salaries - The very teachers who stood up and protested for good governance for our nation. Has anyone ever heard Patrick or his Prime Minister call for Campaign Finance Reform? Or legislation to encourage and protect whistle-blowers who uncover and expose wrongdoing and corruption? The answer, dear friends, is a resounding NO. What about better systems of governance? Or reducing the power of Ministers? Or a fair system of application and approval for residential lots? What has Patrick Faber, or his boss Mr. Dean Barrow ever done to make Belize and its government system better? Under pressure from the Teachers’ Union, Mr. High and Mighty Barrow was last seen eating his vomit, tumbling over himself to reluctantly agree to teachers’ demands. Yes, I will sign the Anti-Corruption treaty. Yes, I will appoint a Chairman for the Integrity Commission. Yes I will sign to have the 13th Senator. Yes I will put in place the Public Accounts

Committee. Yes, I will, yes I will, just please stop the teachers’ strike. There were things, and much more, that the Prime Minister should have done eight years, eight months ago. He never did. If it were not because of the brave teachers who went on strike for good governance, nothing would have been done. For this mighty deed of people power, our teachers are Belize’s real leaders. To them all honour and respect are due! 120 MURDERS This other, is another of Dean Barrow’s disgraceful legacies as Prime Minister. There have been 120 murders in this country since January. The record for murders in 2015 has already been broken and there are still two more months of more murders to come, for 2016 to end up as an ignoble and unhappy memory. What a record. Ever since he became Prime Minister, Belize has experienced its worst levels of murders, murders, murders, never ending murders. Each year over one hundred persons are murdered in Belize. Each year the Prime Minister has no solution to offer. The brutal and criminal behaviour of the G.S.U is all Mr. Barrow has to show. Don’t mention his personal strategy with gangs, many of whose members are registered as voters in his constituency, though they live elsewhere. Mr. Barrow found monies, big monies to pay gang members but can’t find money to pay teachers, nurses and police officers. Now, we close another year and another over one hundred murders. Just like that. Nothing so highlights the failure of this government then the never ending stream of stories of murder foulest. Amidst this tale of woe and sorrow is the harsh indictment that the Police are under-resourced. What a shame. Money for gangs but the poor police can’t even get their measly three percent. They work like slaves doing twelve hour shifts and don’t have water coolers, canteens, no dormitory, no allowances for extra hours. Their sections have inadequate vehicles and they themselves don’t even have holsters for their firearms. At one precinct where the shift is 35 officers there are only eighteen firearms. But the Prime Minister each year gives Gapi Vega millions of dollars so he can enrich his family through criminal schemes and themes. Millions! And we haven’t mentioned Castro and Saldivar yet. While there is no solution to the never ending murders taking place. The people of Belize deserve better.

MARCUS GARVEY If you don’t know who Marcus Garvey was, you need to check yourself. Marcus Garvey visited Belize on more than one occasion. He was treated as royalty by the ordinary people of Belize City. Marcus arranged to have a building erected and used for the education and upliftment of the black people of Belize. The building like all his other buildings for freedom and betterment is named Liberty Hall. Liberty Hall is on Freetown Road. It used to be a second headquarter for Phillip Goldson who had meetings for the Young Patriots and evening classes in patriotism in its open hall. There were skits and drama and dancing and singing at Liberty Hall. Later, John Young, an educator founded a school using the spaces at Liberty Hall. Today after eight/nine years of UDP government Liberty Hall, an important monument to our history is dilapidated and falling apart! Fire-hazard, dilapidated and in ruins. This is what we have become. SARSTOON Just like Liberty Hall, whose proud history and glory days are gone, never to return…so too the Sarstoon River. The Sarstoon River was the official boundary between Belize and Guatemala. Like half was theirs and half was ours. For hundreds of years this was how it was. The UDP government said or signed or did something back in 2008 to 2015 to cause Guatemala to take over our half of the Sarstoon River. In February 2015, Guatemala put in writing to the Prime Minister that the whole river would now be under the sole jurisdiction of Guatemala and that they would fully enforce their immigration and territorial laws over the whole Sarstoon River. Belizeans cannot go on the large mangrove island called Sarstoon Island which is at the mouth of the Sarstoon River on what was previously Belize’s half of the Sarstoon River. Belizeans cannot go into or onto what was previously Belize’s half of the Sarstoon River. With the complicity of the BDF commander and the silence of all Cabinet Ministers and elected Area Representatives, the Prime Minister continues to pretend that it is only a matter of signing a protocol to use the river. Yea! Right! We lost an important area of our national sovereignty as easy as Sunday morning.

$$MILLIONS FLEECED FROM THE PUBLIC COFFERS

By: Norris Hall MILLIONS of dollars have been fleeced from the public coffers in the form of scams, schemes, fraud, deals and kick-backs since the Barrow Administration first took office in 2008. The Prime Minister came to office in 2008 calling for civil disobedience and street violence during his campaign. He also, with much bluster, promised to root out corruption in government by chopping it off with a doubled-edged machete whenever it reared its ugly head. Now he presides over a hydra-headed monster Cabinet that is like a den of thieves. He recently changed his campaign mantra against corruption. He is now admitting that corruption exists within his government but without acknowledging that under his watch, it has become widespread and pervasive. It has also become embedded in every facet of the government, including the Police which have become a State apparatus that is either unwilling or unable to deal with the massive wave of criminal activity at the highest levels of government. Statistics indicate that you are less likely to be arrested for crimes or indiscretions, or for traffic accidents that carry manslaughter charges, if you are politically connected. CORRUPTION IN PUBLIC LIFE Corruption in public life, or more specifically under the Barrow Administration, has become so rampant that it appears to be the new norm. Some experts have admitted that while it is difficult to put a hard dollar figure on it and its negative effect on the country, all told it could be humungous enough to add up in guestimates to as much as $2 billion. This includes family enrichment through nepotism and cronyism; influence peddling; the siphoning of development funds, including aid grants and the massive and unending passport scandal that diminishes the national integrity of Belizeans. This also impacts election fraud. Then there is the disreputable outcome of the cost of the nationalization of the now state-owned telephone company (we still do not know what was the quid pro quo in the secret deal the Prime Minister made in Miami with the Lord Ashcroft group); the misappropriation of loan funds under the PetroCaribe Agreement with Venezuela and the bloated contracts for building the Marion Jones stadium which also allegedly included a hidden cost for the construction of a home for a former sports minister. There are hundreds of others. However, we would be remiss not to mention, by the Prime Minister’s own admission, “the hotbed of corruption” in the Lands Department. The former Deputy Prime Minister and Minister of Lands recently resigned from the Cabinet after he was exposed for making land deals to enrich his family and cronies. They acquired land from

government, and without any development, flipped them (scalping) to the government that made massive payouts for the reacquisition of these lands. The Deputy PM’s explanation, which was accepted by the Prime Minister, was that he made “a mistake”. It turned out to be millions of dollars in criminal “mistakes”. MORE SCAMS IN LANDS There are other recent allegations that after the departure of the Deputy Prime Minister from the Cabinet, more such scams amounting to over $80 million have been uncovered. It is incomprehensible that the Prime Minister could not have known about this. He is the Minister of Finance! In fact he always pretends to be in denial, as he was before the passport racket blew off the lid. The former Deputy Prime Minister, however, is still a member of the government and of the House of Representatives without any form of reprimand. Is it that the Prime Minister’s hands could be so entangled in the cookie jar that he too could be implicated as he finally was in the passport scandal? While this article was being written, we were informed that another former Minister who is now the Governor of the Central Bank, has just acquired prime land on the Placencia peninsula because of her connections with another former colleague in the Ministry of Lands. CORRUPTION CRIPPLING THE COUNTRY The corruption in the Barrow Administration is so huge that it diminishes the levels of corruption in the wider Caribbean, with the exception of perhaps Haiti. It will, in the long term, have a debilitating, even a paralyzing effect on the country’s economic growth for generations to come. The stagnation is already taking root with a lack of investments, except in tourism but with less than acceptable returns for the country, and the virtual collapse of the productive sector. The GDP, or the value of goods and services, has virtually flat-lined and is falling. The trade gap is widening with exports down. The Con-

sumer Price Index (the cost of groceries) is up. It is likely to get even more expensive. The government will quite likely have to increase the Gross Receipts Tax (GST). The country is debt ridden way beyond the Prime Minister’s favourite scapegoat - the “Super Bond” - a consolidated loan bond from the debt incurred by two previous Administrations, both PUP and UDP. The government is almost ignoring the red flags signaled by the IMF in its most recent country report. The Minister of State for Finance has said that the IMF report is not quite true. The report has recommended certain belt-tightening measures to stop run-away spending, a reduction of the government’s wage bill, caused by the sponge it has become for the employment of redundant political hacks and cronies. It will also be forced to increase other taxes. The latter will be like a declaration of war with the Belize Chamber of Commerce and Industry because of the rampant and condoned official corruption as well as reckless and wasteful spending. UNCHECKED AND UNSTOPPABLE Corruption in the Barrow Administration is unchecked and now unstoppable. There is no political will and really, no intention to end the free-for-all. Other signs and symptoms of this runaway kleptocracy includes cronyism, a lack of quality in services, the absence of

proper justice and delayed justice, chances of unemployment and growing unemployment, a failing education system as revealed by an IDB Study, an inferior public health service and sub-standard medicines because of the corruption in acquisitions, environmental degradation and the official skirting around environmental laws, and even an increase in road accidents and deaths as a result of the issuance of driving licenses without proper checks of driving skills. There are numerous other symptoms of the effect of corruption, based on international standards. One is the virtual collapse of the Public Service. In the final analysis, the level of corruption in the Barrow Administration also has implications for national security, along with the unprecedented levels of poverty and crime. There is a rising lack of faith and trust in the government and in its ability to govern. This is a dysfunctional government. It means that there will continue to be contamination of the electoral process and voter fraud in their attempts to maintain their grip on power. The government has failed to meet its Constitutional and legal obligation for re-districting and re-registration of voters. The last time these were done was in 1996. The Prime Minister has promised to fix this. And so we wait! A bet has been waged that he will not, and if he does, it will be corrupt. But then again, he may not even care. He has said in another context: “I won’t be around”. Reliable sources say that he will be escounded somewhere in Switzerland where he plans to retire. That is to be seen. For now that is mere speculation.

THINK ABOUT IT WHITE POWER Donald Trump is the President elect of the U.S.A. and will take office on the 20 January 2017. Mr. Trump overcame all odds and despite all polls showing he was unlikely to win, he did it. He smashed Hilary Clinton whom he referred to as “corrupt Hilary” throughout the long campaign. Trump is the most unlikely person to become President of the most powerful nation on the planet. His views are disturbing as well as frightening. He catered to some of the worst demons in Americans. He insulted and belittled women, the disabled and minorities. He called Mexicans rapist and criminals and repeatedly promised, if elected, that he would build a wall to keep out Mexican immigrants and illegals. He promised to ban all Muslims from entering the U.S.A and also to deport over eleven million Mexicans living in America for many years. Trump also promised to make the military more powerful and to get all the resources they request. Mr. Trump’s victory all coincided with the House of Representatives and the Senate being won by the majority of Republicans. This is the first time since 1928 that an elected President will take office with both the House and Senate in the hands of his party. Throughout his campaign, Mr. Trump repeatedly catered to the views and feelings of white Americans who believe they have been left behind and are losing their country to Latinos, Asians, black Americans and other minorities. The openly racist organization Ku Klux Klan publicly endorsed Trump two weeks ago. Trump is the hero for white people. He is bad news for everybody else. NO FIRE ENGINE Since becoming the government in February 2008, the UDP administration has not bought a single fire engine for Belize City, the largest population area of the country. Over the years, and particularly over the past several months, house after house has burnt to the ground. One main

complaint has been the poor performance of the tired and wornout fire engines. Lousy government! NEEDLE-CASE Last weekend there were needle-cases in many parts of the city. Back in the so-called good ole days the arrival of needle-cases was a sign that Christmas was coming. Needle-case or dragonflies as they are known are real cute. Like hummingbirds they can almost stay one place in the air. They used to remind us of helicopters when helicopters were a new thing in our world of the 1960s and 1970s. One of the good things about dragonflies is that they feed on mosquitoes as well as smaller creatures. As children it was a delight to sneak up on needle-cases as they rested on clothes-lines or fence palings and hold on to their long tails or out-stretched wings. Then tie a thread on their tails and you had your own personal needle-case. Ah! For the simple delights of a by-gone era in Belize! SPEAKING OF FIRES

The Prime Minister has shown us what type of human being he really is. Three little girls were burnt to death in a fire at the Youth Hostel, a government department, one year ago. He and his brother, Wayne Usher, used to sing at September celebrations events. Both of them have been a part of the steel pan scene from steel pan inception in Belize. At the debate on I.C.J (International Court of Justice) at the Bliss Center sponsored by the Social Security Board earlier this year, Michael Usher performed a solo on the steel pan doing an awesome rendition of our National Anthem. It was unbelievable.

Required qualifications • University Degree in Communications, Journalism, Public Relations. Candidates with a University Degree in related field with substantial Communication experience will be considered. • Minimum two (2) years practical professional work experience in communication, print and broadcast media, social media, or interactive digital media. • Fluency in English, written and spoken is a fundamental requirement.
