ONE YEAR OF HELL… Continued from page 1 in which Vega transferred crown land to a company for $6540.30. That land was flipped, costing taxpayers $1,000,000. And there is another in which Vega’s son Andre Vega received $400,000 from the Ministry in compensation, when he had paid only $15,000 for a parcel of land. There are reports that during Gaspar Vega’s terms as Minister of Natural Resources, GOB paid out approximately $70M in compensation and owes $100M more which has not yet been paid. This massive land scandal, in a place that the Prime Minister himself referred to as a hotbed of corruption, is what will take the United Democratic Party into its first anniversary of “The Best is Yet to Come.” For Belizeans, it has been a year of hell, in which all of the Prime Minister’s fat corruption chickens have come home to roost. The land scandal comes on the very heels of unprecedented Immigration corruption revealed in a three volume Special Report compiled by the team of the Auditor-general Dorothy Bradley. Thirteen Ministers were named and shamed, accused of wrongdoing in the facilitation and movement of Visas, nationality documents and passports. The scope of the involvement of Ministers suggests that the Immigration hustle was a well-oiled corruption machine, and against his will and every machination he could devise, the Prime Minister was forced to accede to demands for a Senate investigation. Besides all we lost to the tune of tens of millions, we also lost something infinitely precious as a result of the UDP’s mishandling of the Belize/ Guatemala territorial dispute. As a proud country we were once proud to sing of the Old Sarstoon in our national anthem. Now we can say the words, but to go into the Sarstoon we need the permission of Guatemala. Then it was the William Mason scandal that shocked the nation, brought to light by the gruesome beheading of Pastor Llewellyn Lucas. It was revealed that members of the Prime Minister’s Cabinet and highranking members of the Belize Police Department were much too cozy with the con-artist turned accused kidnapper and murderer William Danny Mason, including senior Ministers like John Saldivar, then Minister of National Security and even Deputy Prime

DOUGIE DODGED A BULLET

Minister Patrick Faber. Belizeans are still waiting for an investigation to reveal to what extent Mason infiltrated the highest levels of Government. Even as the government reeled from scandal after scandal, the nation was rocked by a recession caused by the mismanagement of the people’s resources. The unfettered spending of hundreds of millions in Petrocaribe money was enough to guarantee a third term, but at what cost to Belizeans. It is expected that latest stats will see the economy contract for a third consecutive quarter. Every industry with the exception of tourism has declined. Exports have continued to fall every quarter while imports grow. Poverty has increased, and a direct hit by Category 1 Hurricane Earl only exacerbated the effects of Category 5 Hurricane Dean. Belizeans were also saddled with a debt that can be called accurately the price of the PM’s arrogance. At a time when we could least afford it, the Prime Minister gave Lord Ashcroft a check with no amount written in, signed by taxpayers. That amounted to $557M for a defunct company, BTL, run into the ground by the Prime Minister’s ‘tech-savvy’ son. Mr. Barrow said that this new debt of more than half-a-billion dollars was a victory for the people of Belize. Crime is no exception in the catastrophic chaos waged in Belize during the past year. Even now, Police are reporting that the murder rate for this year has surpassed that for the same period in 2015 and we are on track to break the record. Morale is at an all-time low, matching the conviction rate. There is no visible light at the end of this tunnel, only continued gloomy analyses by the IMF who say that our debt levels are unsustainable and we MUST pay more taxes. Perhaps if there is any bright spot, it is the action of the BNTU and teachers who used industrial action to bring the arrogant Prime Minister to his proverbial knees. There is word that GOB will sign onto and ratify the UNCAC, but with this administration it is best to see that actually done before we consider it done. That is what we as Belizean can anticipate in this second year of UDP rule and ruin. For Belizeans it has been one hell of a year, one year of HELL.

Paul Ferguson Wednesday, 02 November 2016 Via text this afternoon, in response to a query, Assistant Commissioner of Police and Eastern Division North Commander Dezerie Phillips explained that “Paul Ferguson visited CIB office Queen Street at 5:13 on Tuesday, November 1, 2016 and gave a further statement requesting no Court action into the report he made against Douglas Grant on October 30, 2016.” At least up to the time of that report Grant, an employee of the Ministry of Defence and political confidante and best friend of Minister of Defence John Saldivar, was ALLEGEDLY being sought by Police in relation to an incident outside a Belize City nightclub in the early hours of Sunday morning. Video from a surveillance camera clearly shows an argument between Grant and chicken vendor Paul Ferguson. Grant walked away, clearly intoxicated, and the footage then shows him pulling his gun, racking the slide and then pointing it into the air. From the video, which is without audio, it appears that the weapon was actually discharged, and then Grant kissed it for some unknown reason, all the while still shouting at Ferguson, who was at least 15 feet away from him during the entire exchange. Following the appearance of the weapon, the video shows Ferguson approaching Grant again for a verbal exchange, and the Police from the Eastern Division Strike Force showed up and parted the two. Grant was allowed to go free while Ferguson, irate that there was no arrest, was detained for four hours ‘to calm down.’ That is when he allegedly made his formal report to Police. But it appeared that it was only when the very clear video showing the series of events was released and went viral that the Police made very quiet noises about looking for Grant. It seems that they could not find the well-known Belmopan resident on Sunday or Monday or Tuesday, and the new statement by Ferguson makes that point moot, at least where the Eastern Division North is concerned.

The Belize Times has obtained information which suggests that officers of the Strike Team mishandled the situation at the scene. Grant, according to procedure, should have been arrested for pulling a firearm while under the influence of alcohol even if there is some debate about whether he discharged it, and a blood or urine sample should have been taken from him. Based on the statement by Ferguson, then, Grant would have been charged by Police and Ferguson, if he so chose, would have had to withdraw the charge in Court. There is also the fact that there is an amendment to the Criminal Code in which the state should have opted to pursue the case on the basis of the first statement by Ferguson, his press conference in which he related exactly what occurred and the video evidence offered by the surveillance camera. But Belizeans are well aware that there are now two sets of laws – one for normal Belizeans and the other for ‘not normal’ Belizeans like Douglas Grant. For context, we note that Grant and John Saldivar were in the group that aggressed Police in Belmopan after one of Saldivar’s crew pulled a firearm and fired it into the air. That person, too, was “not normal” and nothing every came of that case. We note, again for context, that where this scenario is concerned, there is a criminal charge to be levied when the complainant in a matter is approached by the accused to induce him to drop the case. Just saying.

Wednesday, 02 November 2016 In early October, pictures taken during a public health inspection of a popular Chinese restaurant in Belmopan were leaked on social media and caused an immediately outcry and outrage for two reasons – one, the pictures documented incredible filth in the food preparation area of the restaurant, piles of rat droppings strewn between condiments and sauces and two, the restaurant was closed less than 24 hours before it was allowed to reopen to the public. Today the Ministry of Health issued a release addressing “queries on Public Health Violations at a Belmopan Restaurant.” In that release the MoH makes reference to the leaked pictures, and explains that “the reported conditions of this establishment were investigated by the Public Health Department in Belmopan with support from the Belmopan City Council over a two-day period on October 4th and 5th, 2016. The restaurant was found to be in violation of several public health infractions, namely unsanitary conditions and rodent infestation. Immediately a closure was effected on the establishment ordering it to conduct thorough cleaning and sanitization of the restaurant and control of rodents. After several checks over the course of the two days, the establishment had complied with the rec-

ommendations of Public Health and was reopened.” The admission in that release, that a large restaurant was inspected and found with unsanitary conditions and a rodent infestation and closed down and allowed to reopen in a one day span, between October 4th and 5th, is incredible. Even a minor rat problem in a home cannot be addressed in 24 hours, much less a rat infestation in a large restaurant with a large kitchen and pantry area. For context, we note that years ago a small bakery in Belize City was closed down for a rat infestation. It was many weeks before that bakery reopened, and then only after it had purchased all new equipment and addressed a sewerage situation with completely new infrastructure. Where there is a rat infestation, especially to the extent shown in the leaked pictures, the Ministry of health must be aware that a bottle of Flash and a sponge won’t address the problem. The release from the MoH goes on to state that it “remains vigilant on this matter and has instructed a comprehensive inspection of all facilities in the neighbourhood to include private premises.” We note, in closing, that a picture was also posted on social media of a rat found by a customer in that same restaurant two weeks after the MoH’s intervention.

ing with CB Governor Joy Grant, who is currently out of the country, next week when she returns. Financial Secretary Joseph Waight made comments to the media on Monday that reserves were at an all-time high. He followed that up moments later by saying: “So but yes, you are spending US dollars and it is hard to accumulate again you know.” Understatement alert! No government official has yet acknowledged the serious implications having so little foreign reserves can have on the country. The grim realities of such events unfolding were detailed in former CB Governor Glen Ysaguirre’s letter to FinSec Waight in July 2016. In that letter, Ysaguirre warned that using CB’s foreign reserves to pay the additional US $67.5M to Dunkeld would be catastrophic to Belize’s economy. Ysaguirre further warned in no uncertain terms that using CB’s reserves to pay Dunkeld could even result in devaluation of the country’s currency. Yet GOB had little choice as they could not have borrowed the

money from anywhere to make the payment so they gambled with the country’s reserves. Now the word is that GOB may very well be considering another restructuring of the Superbond or risk default next March. This is all going on while in the backdrop de-risking continues to threaten Belize’s financial sector and very little progress has been made in finding a resolution to the crisis, which has already started impacting businesses in Belize. In fact, in Ysaguirre’s letter to Waight, the then Governor noted that CB had put aside US $40M as a temporary option to assist banks in Belize who were experiencing shortages in liquidity due to derisking. “So far, the Central Bank has resisted these requests but it must nonetheless stand ready to assist as the lender of last resort,” he wrote. Now with only US $315M left in CB’s foreign reserves, Belize has only US$15M more than what is required to meet the international benchmark for exchange rate sustainability. In other words, we’re US$15M away from being totally screwed.

Questions to Ministers

Could the Member for Queen Square and Prime Minister of Belize say if he is proud to celebrate one year in office when instead of the best that was to come, his administration has run the country into the ground and rampant corruption is destroying his Party and his so-called legacy? Could the Member for Queen Square and Minister of Police please update Belizeans on the alleged investigations into the corruption at the Lands Department, the corruption in Immigration and the William Mason scandal?

Could the unelected Senator and former Minister of Natural Resources please explain why he never revealed the corruption going on in the Ministry when he was there? Could he further say if ‘being a part of the team’ means actively covering up corruption when you find it? Could the other unelected Senator and current Minister of Natural Resources say what has been uncovered by the investigation she says she commenced into the compensation hustle? Could she also say when she will be revealing the list of names of those that received compensation when Gaspar Vega was Minister? Could that other unelected Senator and current Minister of Natural Resources please confirm or deny reports that family members of her political boss are also named in those lucrative deals in her Ministry? Could the Member for Belmopan and Minister of Defence please say if he will allow his BFF, closest confidante and military advisor to be arrested by Police for discharging his weapon while under the influence of alcohol at a club in Belize City? Could the Member for Collet and Minister of Education please provide updates on his vehicular situation and his domestic situation, since both seem to be connected? Could he further assure the public that no other vehicles paid for by taxpayer dollars will be destroyed when his relationships go sour?

Moral of this story – when you see Dougie coming out the club, find some damned chicken in a hurry, cause that boy be needing to get his munchies on. Word is she’s being sent over to BTL to take over wen the boy-wonder departs after screwing up the whole damn company. Told you it was “text-savvy” Man I was on Facebook last night and there’s this BTL launch of some crap called Barrow-net or something like that, and boy the comments on that post were unkind. Ain’t nobody jumping on that BTL bandwagon no more! But you know, we told the PM way back then that he heard wrong. See those were the days when he was trying to figure out what bounty he could dispense to the royal princeling. Somebody at some cocktail party or the other was complimenting the boy wonder for his ability to text, like saying he was so text-savvy. The king heard ‘tech-savvy’ and this big old light-bulb went off in his head and BAM, there you have it, let’s make the prince ruler of Barrow Telemedia Limited and the rest is history. Real family man dis… I feel so bad now for being unkind to Gaspar Vega years back when I kept referring to his apparent ahhh, how should I say it…intellectual challenges. Don’t I feel like the big fool now? This dawg has game, people. He got into politics and nearly every jack one of his family members is now loaded thanks to his largesse. I mean…they got all their land and assets and stuff because Gapi was kinda playing a little shady with public resources but hey, let’s not quibble over the small stuff. This man is a family man. He’s a saint. Yeah he got rich off politics too…I mean multi-multi-multi-millionaire status rich but let’s get past that. He made sure all his family and friends were handled and you’ve got to admire that. This is not a selfish man. This is a giant. And then you want to punish him for that? What is wrong with you people? Mein cousin Gapi I gat your back! Noh worry bout nothing! See Penner was the Minister of State in Immigration and just like he was doing the dirty with our nationality documents, he knew who else in Cabinet was also getting filthy rich off the sale of that little thing called our birthright. It’s as simple as that. Same thing is going to happen with cousin Gapi. That’s why he was given that duty exemption on his vehicle four days after his wutless ways offended the optics of government. Ain’t no shame in the PM’s game! Keep yuh damned mouth shut and we wah be friends till dih end.

Above the Law

or there to be good governance…accountable governance and a healthy respect for the people who elect politicians to office, those politicians must realize, beyond a shadow of a doubt, that they are not above the law. They are not untouchables. They are not special. In fact, by the very privilege of the office allowed to them by the people, these politicians must be held to a higher standard across the board. Whether this government or a future one, be it UDP or PUP or one of the emerging alternative parties – politicians must be subject to the same law, and same repercussions for breaking the law, as any normal Belizean. We watch as unbridled, unapologetic, bold, brazen corruption is revealed at the Ministry of Natural Resources. This is no small change, penny-ante hustling. This was brutal rape over a period of years, under the then Deputy Prime Minister and Minister of Natural Resources, Gaspar Vega. What is emerging is a tale of institutionalized corruption, using the system to plunder tens of millions of dollars from public coffers to enrich family members, friends and cronies. There was little attempt to conceal the outrageous hustling. But while the evidence is there in black and white, the names of the unjustly enriched familiar to any political observer, Gaspar Vega has not been made to face any semblance of real justice. His resignation from Cabinet was a cruel joke. The Prime Minister’s almost sheepish claim that a demand letter would be sent to Vega’s son to recover monies not even slightly believable. And to the Prime Minister one thing seems perfectly clear – that is the end of that sordid tale. Except that the evidence keeps coming out including one document which carries the name of Vega’s brother and a prominent UDP insider. And it is clear that this is the tip of the iceberg. There is every indication that this was a ‘get rich quick’ scheme, a way in which the chosen few were able to get a quick pay-check, a quick come-up. There are already indications that some of this money may have been used to finance UDP electoral campaigns. This ‘compensation’ is said to have totalled $70M during Vega’s term as Minister of Natural Resources. And it is said that the Government of Belize currently owes another $100M in compensation not paid just yet. The only thing perhaps more outrageous than the shameless hustling of taxpayers’ money is the fact that Vega almost certainly will have no real repercussions to face. In fact, just four days after what was supposed to

have been a disgraceful departure, Vega managed to add insult to injury by taking another $100K plus of taxpayers’ money by way of a duty-exemption on a fancy 2016 Lexus SUV. It is apparent that this man has no shame. And yet Belizeans have been asked to feel great sympathy for his family with all this evidence coming out. The granting of that duty exemption by the Prime Minister was a slap in the face of all Belizeans, insult to injury, and clear proof that Mr. Barrow has no real regard or respect for ‘normal’ Belizeans. But what of our laws…? How is it that we have gotten to this place where the Prime Minister decides what is corruption and what is not corruption, what is right and what is wrong, what is criminal and what is not criminal? He did so with Elvin Penner once before, when he proclaimed that where Penner was concerned there was factual guilt, but not legal guilt. What a crock. But it went away. Mr. Barrow did so again with Edmond Castro when he decided in the matter of the BAA checks that it was ‘distasteful, but not corrupt.’ In the matter of the Auditor-General’s report naming myriad irregularities and calling for an investigation into that wrongdoing, the Prime Minister, on his own, decided that the persons named in the report had been denied natural justice so legal action against them would be fruitless. Where Vega is now concerned, the Prime Minister has claimed only an error in the Ministry which forced him to regrettably and with a heavy heart accept his friend’s resignation. No UDP Minister in what has to be the most corrupt three terms in Belize’s political history has faced any criminal action for wrongdoing that has been legion. The Prime Minister has instead occupied himself with ‘optics’ – a one week suspension, a move from Cabinet, a removal of a portfolio and a shuffle or two – while appointing himself the ‘corruption’ jury and judge, but never executioner. The People’s United Party, in its new good governance platform, has declared that Ministerial discretion will be revisited and revised. The Party has committed that any and all Ministers or officials who break the law will be subject to immediate action, just as would befall any normal person. And the PUP has announced that the practice of appointing political CEOs will be discontinued in favour of the return of Permanent Secretaries appointed from the Public Service and not beholden to any Minister. Currently ‘politics’ is a bad word, ‘politicians’ the bogey-men of our era. It is time for that to change, once and for all.

Drug Wars Escalate in San Pedro…Two Dead! Monday, October 31, 2016 San Pedro police are scrambling to solve two separate murders, believed to be connected, while they try to keep the peace on the island. The two murder victims are 30 year-old Jason Gillett and 40 year-old Nieves Antonio Paguada. Both men were murdered within 3 days of each other. Police suspect that Paguada was killed as some form of retaliation for Gillett. At around 6:30 p.m. on Wednesday, October 26, the cops responded to reports of shots being fired in the San Mateo area of the island. There, in front of a church building, they found Gillett’s lifeless body. He had been shot 5 times to the chest and the head. Reports are that he was hanging out at his favourite spot in that area and that’s when a lone gunman rode up on a bicycle and fired shots at the group. Gillett was the only one injured in the attack. Police have released no further information, and they say that their investigation has only just started. They have been given certain information which they cannot release, but which they intend to follow up on. Gillett had been relocated on the island for the past 4 years, and his family tells the press that

he went out there to try to make a better life for himself as a fisherman. Unfortunately, he did have a criminal past, which is believed to have caught up with him on that night. He is originally a resident of Belize City. He was once charged with attempted murder, aggravated assault, and he was even convicted of drug trafficking. On Friday, October 28, at around 11 p.m., police had to respond to another shooting murder in the San Mateo area. This time it was Honduran Nieves Antonio Paguada, and he was killed very close to where Jason Gillett was gunned down. There the officers found that he had suffered 6 shots to the abdomen, the chest, and the shoulder. This hardworking man, living on the island for a number of years, was heading home from work when he was waylaid and shot to death. Police say that they believe that he was targeted because of his sons. There is reason to believe that there are two warring factions on the island, and so Police have also prepared a plan of action to try and de-escalate the situation before any more violence erupts. It is interesting to note that the Police on the island seem to believe that this war affects only those affiliated with the drug industry in some form or fashion on the island, and not tourists who are the lifeblood of La

Toloza Stabbed to Death Monday, October 31, 2016 Orange Walk police continue to investigate the stabbing murder of 25 year-old Manuel Toloza, a resident of the “Otro Benque” area of the town. His family strongly suspects that he was attacked by a known group of trouble makers from the Trial Farm area, but the Police say that until evidence is forthcoming to support that conclusion, they will not be able to act on any such reports. The incident took place on Saturday, October 29, in Trial Farm which is just outside of Orange Walk Town. Reports are that Toloza and other persons were socializing and drinking when he got into some sort of quarrel with a man which escalated into a fight. The two men walked away from that scuffle mostly unscathed, and while Toloza was walking away he was attacked by a group of five men, one of whom stabbed him in the chest and the back of his neck. Bystanders rushed him to the Northern Regional Hospital where the doctors tried to save his life. Unfortunately, he succumbed to those injuries about an hour or so later. Of course, his family is grieving, and angry, and especially upset that Police have not arrested the men they are sure were his attackers. They say that these young men are well-known in the village for their sustained gang-like behaviour. They claim that there are certainly persons who witnessed the attack on Toloza, but they will be afraid to speak up and assist the Police to prosecute them. His cousin, who did not wish to be identified, said, “They are trouble makers at Trial Farm. There is more than one person who saw the incident, but as usual they will not talk. We don’t want anything, if the Police do their job that’s it. Only God can judge them.” That’s where the investigators agree with them. So far, no evidence has been forthcoming, and until that happens, their hands are tied while they canvass the area of the village hoping to get help. Of note is that Toloza and 2 other men were acquitted last year of the 2012 murder of 35 year-old Ricardo Blanco.

“Jaro” Shot Dead in Barber’s Chair

Monday, October 31, 2016 Southside Police are trying to solve the murder of 37 year-old George Young, better known as “Jaro.” The father of 3 was killed by a gunman who caught him off-guard while he was getting a haircut. The incident happened on Saturday, October 29, at around 5:30 p.m. at Buck’s Barber Shop, located at the corner of South Creek and Mohamed Ali Streets. Young was a regular at the barbershop, stopping by every weekend for a shave. He was in the barber’s chair when a gunman entered the shop and shot him several times to the back, the chest, and his legs. In

the hail of gunfire, 19 year-old Abraham Craig was also injured the chest, abdomen and the back. Reports say that the gunman turned his weapon on Craig as he was exiting the barber shop. He then ran into Mohamed Ali Street, escaping from the area shortly thereafter. Persons who were nearby immediately rushed both men to the hospital, and the doctors were able to save Craig’s life. Young wasn’t so fortunate, and he succumbed to his injuries about 15 minutes later. At this time, Police suspect that Young was the target, and he became the victim of a gang rivalry between two warring groups from Antelope

a reputation of being an affiliate of the Backa-Town gang. In 2012, he was charged with attempted murder. Those charges were dropped about 2 years later when the complainant, Ellis Meighan Jr., told the Court that he did not wish to proceed with that case against him. Peebles leaves behind a 3 year-old who is now fatherless.

NOTICE Tuesday, November 1, 2016 The family of Belize City resident Jeon Peebles continues to search for answers after the 25 year-old Periwinkle Street resident was found dead in an abandoned area off the Hattieville/ Boom Road. On Monday, October 31, at around 8 a.m., a passerby found his partially nude body in a dirt road off the main highway. He had suffered several gunshot wounds to the back of the head. It is believed that he was taken to that area sometime between Sunday night and early Monday morning, where his assailant or assailants killed him and left his body. It is a very unsettling matter which has his family suspicious that Police had a hand in his murder, since Peebles was in the custody of Police. He was detained by two officers on Mahogany Street about 24 hours before his body was discovered. His family and friends reportedly tried contacting all the police stations they could think of, but nobody knew where the officers had taken him. Ladyville Police have apparently not yet been able to verify for themselves which officers picked him up, and they say that this is part of the investigation. But, while Police want to verify the version that some of their own had Peebles in their custody, his family feels certain that the department had a hand in it. His sister told the press, “If the police pick

I also certify that although the payment is made to Eduardo Vega, he collects eight (8) cheques of $9,000.00 for and on my behalf.” Note that the currency referred to in the document is Wednesday, 02 November 2016 The leaked documents from the Ministry of Natural Resources which put former Minister Gaspar Vega, his son Andre and UDP attorney Sharon Pitts on blast may have been the ultimate reason for his departure from Cabinet, but it is clear to all now that this straw which broke the corruption camel’s back was just the tip of the iceberg. The “compensation scam” may well have netted Vega’s family, friends and affiliates millions, but the hotbed of corruption had different layers. Documents released this week chronicle what appears to be a crystal clear land speculation hustle. The records we have obtained show that UDP insider and former candidate Dean Williams received a lease certificate in 2009 for 2.82 acres of land on Spider Caye, approximately 19 miles East of Placencia Village, Stann Creek District. Three years later, on August 6, 2012 he received a title for which he paid $10,998. But four days before that, he had already drafted an agreement to sell the land to a foreigner for BZ$400,000! The agreement on behalf of the purchaser stipulates that the foreigner would pay a deposit of BZ$160,000 within 7 days. Of that amount, BZ$16,000 was to go to the Government of Belize and the remaining BZ$144,000 “in a post-dated cheque cashable within 10 days of the signing of this agreement” would go to the vendor. The balance on the total, $240,000, would be paid to the vendor, Williams, in monthly instalments of $20,000, for a year. But there is an interesting document attached to the end of the agreement prepared for the buyer. The document, signed by Williams as the purchaser, is requesting from the buyer that the first payment be made out to none other than Eduardo Vega, the brother of then Minister of Natural Resources, Hon. Gaspar Vega. It reads: “I DEAN WILLIAMS (Vendor) HEREBY CERTIFY that I have requested…that

US dollars. The document is dated August 6, 2012. So in this one deal – the Minister of Natural Resources expedites a title for UDP insider, one who had already sourced a buyer for a piece of prime caye property. The Minister sets the

purchase price at just $10K plus, while the buyer has agreed to shin out $400,000. When all is said and done, the man with the land, Williams, would walk away with $240,000, while the brother of the Ministry of Natural Resources (for some unspecified reason) would get $144,000, as per the agreement. Oh, those sweet days of UDP plenty at the Lands Department.

From $6K to $1M…Vega Style!

Monday, October 31, 2016 Another of those shady land compensation deals has been exposed, and it has resulted in the Belizean taxpayers losing one million dollars. Once again, it happened under the watch of that “not normal” man, Gaspar Vega, whose ministerial integrity continues to be called into question. The documents in our possession show that on February 15, 2012, Gaspar Vega, who was Minister of Natural Resources at the time, approved the transfer of a 1.677-acre piece of land in Placencia. The exact ID number in the Land Department registration system is Parcel # 3246, Block 36, in the Placencia North Registration Section. A check at the Companies Registry reveals that the Principals of the Ron J Company are of Indian ethnicity. The directors are listed as John Najendran, Sharon Peters and Richard Wilson. The documents also reveal that in January 2012, the Ron J Company paid fees to a total price of $6,540.30. What happened to the land in the following months is uncertain, but sources tell us that the development which Ron J wanted to do to the land would have hindered a very well-connected UDP from accessing the lagoon. That person complained to the Government, and in August 2013, the Registrar of Lands cancelled Ron J’s Land Registry Certificate. Almost 2 years later, on July 14, 2015, the Ministry of Natural Resources which was still being run by Gaspar Vega agreed to compensate

the principals of Ron J Limited for the reacquisition of the land. In that deal, they got back their investment and then an exponential profit margin. Remember, they only paid $6540.30 but the Government compensated them a staggering 1 million dollars. It is certainly unsure how someone could sign off on such an agreement in which Belizeans lost that much money. The Belize Times attempted to question the Prime Minister at his press conference on October 17. Readers will remember that as the one which he held to explain away Vega’s fall out of his Government when the Andre Vega scandal broke. The Prime Minister couldn’t give any account of the 1 million dollar Ron J transaction, and instead of taking the matter seriously, his heckling crowd of UDP sycophants treated the injustice to taxpayers as one big joke. New Natural Resources Minister Vanessa Retreage did say that this shady looking compensation deal is on the list of payments being reviewed. She said, “I will say that the Ron J Limited is one of the companies that is on the current list of compensation payments. I have not examined the contents of that file as yet, but it is currently on the compensation list… I have actually instructed…payment ceased until we have had an opportunity to look at all these matters.” Based on past experience, any investigation into this matter will go the way of all those other ‘rhetorical’ investigations carried out under this UDP administration.

Penner Rewarded! For Keeping His Mouth Shut?

Elvin Penner Monday, October 31, 2016 On Thursday, September 19, 2013, the Prime Minister via a release dropped a bombshell – revealing that the (dis)Honourable Elvin Penner was fired from Cabinet with immediate effect. The release from his office stated that the Prime Minister, Dean O. Barrow “formed the view that, with respect to a situation brought to his attention on Tuesday, Hon. Penner, as Minister of State in the Immigration Ministry, did not discharge his responsibilities with either the due judgment and balance, or the

scrupulous regard for appearances, which the Prime Minister demands of all his Ministers.” By way of explanation, the release added, “in a related development, the Office of the Prime Minister also announces that the Immigration Ministry, together with the Ministry of the Public Service, has launched an investigation into the circumstances surrounding the issue of a Belize passport to a South Korean national.” That South Korean national was Kim Won Hong, prisoner in a Taiwanese jail at the time when he was illegally issued a passport. The disgraced area representative who refused to resign as such despite public outcry was relegated to the backbench in the House and was deemed persona non grata but unbeknownst to the Belizean public, months after his dismissal, he was still being bestowed privileges denied to the average Belizean. While “John Public” is asked to jump through hoops, sometimes for years, to obtain a house-sized lot, Penner was paying a pittance

for acres upon acres of prime land, as confirmed by land rent statements for Penner, and in the name of his father Edward and his mother, Lena Penner. In the case of Penner, he had already been leasing 36.17 acres of land in the Mountain Pine Ridge Area of the Cayo District. On June 1, 2015, a purchase price for the property was set at $9,404.20. The statement we have seen shows no further records to indicate that the land was actually purchased at that rate but one would imagine it later was. If in fact that is the price paid, it would mean Penner paid $259 per acre of prime property. In the cases of his father and mother, on January 15, 2014, lease documents were prepared for both. Again, this would have been only four months after Penner was sacked as UDP Minister. The father’s lease was for 10.07 acres of land in the Turneffe Islands. Nine months later, a purchase price was set at $65,000 on October 20, 2014. A year after that, on October 26, 2015, a new purchase price was set at $26,000. Compared to the Penner land rent statement, his fa-

ther’s clearly states that land rent is cleared due to purchase of the property. However, it appears he continues to pay land rent in 2015 and it is later that year that the purchase price is greatly reduced. While the document shows that the balance is down to $39,000 it does not show payments made for it to be reduced to that amount. Whatever the case, if the final price paid minus rent was indeed $26,000, it would mean $2,581 for an acre of property on an island! Turning now to Penner’s mother, she received a lease for 37.6 acres of land also in the Mountain Pine Ridge area. Her annual rent is set at $113 and that is paid up to 2014 but is cleared for 2015 when the land is purchased on June 1, 2015 at $9,776 or at $260 dollars per acre! Sources close to the situation told the Belize Times that the lands in question, both at Turneffe and Mountain Pine Ridge, in the names of Elvin Penner’s parents, are actually lands obtained by Penner and only placed in his parents name to obscure the trail. According to the source, buyers are being sought for two of those properties while a third is already in the process of being sold.

Monday, October 31, 2016 Elodio Aragon Jr. was announced as Minister of State with responsibility for the Police less than two weeks ago, but already his plate is full of politically volatile stew. One incident over the weekend involves two of his constituents, one, Michael Shaw, an employee of the National Sports Council and the driver of National Sports Director Ritchel Dominguez. It was reported from Orange Walk that both men, Michael ‘Taicos’ Shaw and Gilbert ‘Malico’ Young were socializing at a home in Orange Walk Saturday night when they got into a heated political argument. That allegedly led to Shaw following Young home that night and hitting Young to the head and fracturing his skull, an injury so serious that the victim had to be rushed to the KHMH where he under went immediate surgery to save his life. The official version by Police in Orange Walk did not call Shaw’s name. Supt. Selvyn Tillett, OC told media that ““We had an incident where a person was hit with a spanner to his head. One Frederick Young, of Savannah Street, Orange Walk, claimed that he was walking in the Louisiana Area when a male person stopped their vehicle; they had a confrontation, and

Michael ‘Taicos’ Shaw the person got out, got what appeared to be a wheel spanner and hit him in the head.” Interestingly, less than two weeks after becoming Minister of State with responsibility, Elodio Aragon Sr. is already interfering with Police procedures in the event of a crime. On his Facebook following the incident he posted that “Since getting the news, I have asked the police in Orange Walk to carry out their duties and investigation so that justice can be served.” Aragon Jr. has no business issuing requests or instructions to any member of the Police Department, since they should not answer to the Minister of Police, a fully political post, but to the Commissioner of Police. When asked about Shaw’s status, Police would say only that they are investigating.

GUATEMALAN COURT ORDERS BABY NINA INTO MOM’S CUSTODY

Monday, October 31, 2016 Guatemalan born baby Nina Charlotte Alexandra Barrera Pérez, now three years old, will soon be back in Belize with her Belizean mother, Analiz Gutierrez. Details of the sensational cross-border custody battle first made it into the public domain in mid-November 2015 when Analiz Gutierrez spread word on social media that the baby, then 2 years old, had been abducted. She pointed fingers at the Department of Human Services whose social worker she initially accused of acting in collusion with the Guatemalan father of the child, failing to provide formal identification and present documentation to back Nina’s forcible removal from the home. On Monday November 16, 2015 the matter went before the Family Court where it was ruled that the Department should have interim custody of the child for two months. In that time, the Court was to decide on the accusation by the child’s father, Ernesto Barrera, that Gutierrez had wrongfully removed baby Nina from Guatemala during a trial for full custody. Chief Executive Officer in the Ministry of Human Development, Judith Alpuche in denying the allegations of improper behaviour on the part of the social worker made reference to the Hague Convention on international child abduction and informed that they acted based on a request from the central authority in Guatemala, “saying that a Guatemalan child had been wrongfully removed from the country and brought into Belize by her mother. In this case the mother took the child out of the country without the father’s permission.” The response of Gutierrez’s attorney, Marcel Cardona, was that the Convention was improperly invoked because at the time his client crossed the border with the child she had custody. Nevertheless, with the Court’s intervention, Gutierrez’ fears were calmed somewhat and two weeks later, upon the family’s request baby Nina was placed in foster care with a relative. Gutierrez was allowed daily visitation rights. On December 17, 2015 Gutierrez appeared in Court once more only to learn that she could not be reunited with baby Nina just yet as the father was absent. The case therefore had to be adjourned. Two hearings and a court-ordered gag order later, on February 12, 2016, Gutierrez’ worst fears were realized: the child was being ordered back to Guatemala to be placed in the care of Guatemalan social services until the legal battle concluded. A distraught Gutierrez told the media “if my daughter has to go to Guatemala, I’m gonna follow her to Guatemala,” and that she did, setting aside fears of abuse she had previously cited in appearances before the Guatemalan Courts. On Saturday October 29, 2016 Gutierrez informed that she had been reunited with baby Nina. She posted on social media, “OUR PRAYERS WERE ANSWERED!! Thank You God!! Thank You Everyone Who Were Supporting Us Throughout This Horrible Nightmare that Is Finally Over!!! GOD IS LOVE!! GOD IS GREAT!!! Nina is Back!!” In an interview while still in Guate-

mala finalizing the paperwork to get baby Nina home, Gutierrez informed that she had returned to Guatemala and hired attorneys Guillermo and Anita Penados Cambranes who worked to get Nina back to Belize. Gutierrez stated, “On the 25th of October, after being able to get a hold of Nina and her father, thanks to the Police and other authorities, the Guatemalan Judge was able to place Nina back in my care where she rightfully belongs.” After one year of separation, Gutierrez says baby Nina initially did not recognize her but she happily informed that in the little time they had spent together since the Court’s ruling, “we have reconnected and she now recalls and recognizes that I am her mother.” She recollects, “this was a very hard experience for all of us. Myself, I’ve had to go out of my comfort zone; push through a lot of fear as a mother whose child has been ripped apart from her…and basically never give up. Thankfully I’ve always had the support from my family and friends which was very crucial for me in being able to keep focused on my mission to bring my daughter back HOME.”

THE WONDERER VERSUS CAPTAIN MORGAN! Captain Morgan, a Welshman, was very famous when he WANDERED around the Caribbean Sea as a pirate, a privateer, a buccaneer, same difference. Bloodthirsty Morgan was widely viewed as a National Hero by the British under whose commission he ransacked and plundered what he could all in the name of mother country! When you look at a map of Belize you see island names such as Gallows Point, Deadman’s Caye and Man O’ War Caye. You must wonder how these names came about! Today in modern days we have a resort in Ambergris Caye, “Captain Morgan” that is polluting/contaminating/plundering our waters, the lagoon, the sea and the groundwater. The same waters the real Captain Morgan wandered around while wandering and plundering! No difference! According to the San Pedro Sun, Captain Morgan was given a cessation order by the Department of Environment (DOE). This order was to shut down their operations due to non-compliance with the DOE, because for years they have lacked a proper wastewater treatment system and are polluting the environment - our environment, the environment we Belizeans and the tourists use, and oops our Belizean creatures such as the fishes, the turtles, the manatees, the birds, the crocodiles, etc. the defenseless!

Readers please wander around the San Pedro Sun of this past weekend and learn the entire story, the baby story given by the Manager why they have not complied. DOE is getting soft, I guess, due to Ministerial interference and afraid for their jobs they decided to back off. When you look at the history of the situation you will learn of how they have been contaminating our environment from King Hatchet is a hammer. These people are in our country to make money, money and more money. They don’t give a damn about SHIT being released into our waters, because shit happens! Tourism is contaminating our environment in general, not only bloodthirsty or is it money-thirsty Captain Morgan. Tourism is affecting our environment all over the country with human wastewater! Even our own Belizeans are contaminating our waters! The only places in the country that have some form of sewer collection and treatment are Belize City, Belmopan and San Pedro. But the sewer service by BWSL is only some 20% total at these 3 communities. The other 80% with the rest of the country uses septic tanks, latrines and bucket parade! If you look at EIA’s done all over the country especially the coastal waters they are heavily polluted by phosphates, nitrates, BOD, E. Coli, Total and fecal coliforms and if you investigate deeper even heavy metals. If you look at the BWSL EIA done for the sewer expansion for Northern Ambergris Caye there are 2 sets of water testing done along the lagoon, and the west and east coasts of Ambergris Caye, including the effluent from the existing sewer lagoons. In both these sets it shows that there is human waste water contamination in the surrounding waters of Ambergris Caye. Even the effluent coming out of the BWSL treatment ponds was not acceptable because it is not meeting National Wastewater Standards enforced by DOE. In fact the CLASS 1 effluent standards are not being met by anybody in this nation. Septic tank effluents do not even meet the old CLASS 2 standards and septic tanks are what Captain Morgan has been using from their inception. Go to the DOE webpage for all these standards. Do San Pedranos remember the San Mateo community case when engineers without borders did studies there in 2012 and came to the conclusion that the entire surroundings were heavily contaminated? Do you remember the case when Ms. Soila Ack from San Mateo fell off her house into the contaminated waters and wounded herself then when taken to the clinic, was attended then sent home? Her wounds got infected and she passed away so quickly it was no joke. Contamination killed her! In 2014, The San Pedro Sun (SPS) reported that Dr. Marisa Tellez a Scientific Re-

searcher conducted research in Ambergris Caye and then said because of her findings “We are hitting the tipping point and if we don’t all take action soon in the community, Isla Bonita is not going to last much longer”. Her strong statements come while sharing initial findings on her research of parasite samples collected on the island back in September. Tellez has been contracted by the United States Government through the National Science Foundation, to collect data and study American Salt Water Crocodiles in an effort to look at ways humans and environmental impact are affecting disease and the health of the animals in crocodilian habitat. The SPS also reported that According to Tellez, fish and crabs from around the populated parts of San Pedro Town actually showed signs of illness. “With the fish, their spleens were white and covered with cysts … their spleens need to be very pink or red and very plump. A spleen can tell you right away the health of an animal. Upon our initial observation, we could have said right away there is something going on in the environment.” The finding can also be attributing to the crocodiles’ direct health explained Tellez. She further said that in some instances, the research team came across crocodiles whose skin has been peeling off just by a gentle scratch. “There has been documentation in Louisiana, USA on alligators that have been exposed to oil or arsenic, which shows that their skin peeled off. A crocodile’s skin is very strong and so when it begins to peel off by simply scratching it, that’s another red flag.” She also observed several crocodiles in the area with a variety of abnormalities. From no teeth, to tumors, skin diseases, stunted growth, deformities and low body weight, many of the crocodiles they have examined display troubling health issues. Crocodiles are considered apex predators, and important indicators of resilience and a healthy environment. They also keep the food chain in balance by feeding on other species, thus keeping the environment regulated. “Speaking to a lot of fishermen in the area and repeat tourists who have been coming for 15 or 20 years, they will tell you that there are not many fish, conch, lobster or birds left. People are seeing the island changing, but not in a good way,” said Tellez. She explained that a right balance must be struck between development, tourism and the environment. “I understand tourism is important to the island and it contributes to the economy of the island and country. However, there is a way we can do tourism but also preserve the wildlife. We need to come up with a sustainable environmental program that can benefit both tourism and wildlife.” The SPS also reported that Dr. Tellez observed that afflicted crocodiles, crabs and fish were concentrated in the more developed and urbanized areas of the island. These areas, specifically San Mateo and San Pedrito, were all constructed on wetlands that were originally filled with garbage. These areas, which are also without proper sewer systems, contaminate the surrounding waters with raw sewage, turning it into a putrid stew. It is easy to understand how crocodiles and marine life that live in the area are unhealthy. If these creatures blessed with a super immune system are falling ill, the conditions must be extremely toxic. These same toxic waters ultimately infiltrate the marine system and damage our cherished reef and mangrove systems as well. You must come clean! “Oceana” instead of fighting oil you must fight these issues directly affecting people and the environment and all those creatures living in there that cannot defend themselves! How many bad projects or bad laws has your parent USA organization stopped at TRUMP land! USA recently issued huge new drilling concessions in the Gulf. Did you say anything? Did Papa Oceana say something? Instead of spending money here why not at home? Belize Audubon Society your mission statement talks about striking a balance between people and environment, where are you? Do you exist? The waters contaminating our seas are the ones affecting the very marine reserves you manage. “Hol Chan” I don’t hear anything from you? All these effluents are contaminating the very existence of your reserves and instead you are concentrating in stopping over the water cabanas. Stop wandering and start to wonder how you can effectively manage your reserves and save/protect the fly fishing industry! Not fly by night industry! BWSL when will the North Ambergris project begin? It’s badly needed to alleviate all the pollution coming from the tourism sector. You need to put sewer systems in San Pedrito, San Mateo, Caye Caulker, Placencia and all over the country (all CLASS 1)….stop wandering and wonder how the tourism sector can pay for all these investments….No more Morgan the Pirates in this country! Belize City, October 30, 2016 The Hattieville Riverside boys won the Belize District Football Association under-17 football championship, sponsored by Maclean Insurance, taking the finals: 2-1 against Fabro’s Young Warriors at the MCC Garden on Sunday. Richard Hinds scored the 1st goal in the 5th minute and Jadon “Cheetes” Macgregor caught goalie Shawn Billary off his line and scored a 2nd goal with a reverse kick into the empty net in the 15th minute for Hattieville to lead 2-0 at the half. In the 2nd half, Akeem “Bib” Sutherland and Jaheim Thomas came off the Warriors’ bench to strengthen their attacks, and Sutherland created the play for Kyle Samuels to score Warriors’ only goal. Hattieville might have made it 3-1 when they got a penalty, but Mario Rivera’s try sent the ball over the top. Fifteen teams began the tournament and the top 4 teams from each division have made the playoffs. The format for the semi-finals is set as the 1st Division’s top 4 are the Sweetshots, the Prodigies, Racqueteers and SJC Wildcats. The 2nd Division’s top 4 are the Topspinners, Racqueteers, Bismark and the Strikers. The 3rd division’s top 4 are the Youngstars, ACE, C-Ray and T3. SCA Girls Win CSSSA Volleyball Finals Belize City, October 31, 2016 The St. Catherine Academy girls defended their title as Belize City volleyball champs in the Central Secondary Schools Sports Association’s (CSSSA) volleyball finals at the Stars gym on Princess Margaret Drive in Belize City on Monday evening. The SCA girls dominated the Nazarene High School girls: 3-0 as Mya Musa, Anyka Brown, Amberly Marin, Aya Safa and Zazie Mckenzie spiked home points at the net on balls set by Allyana Musa and Julianna Ramos. The Nazarene girls’ only points came from SCA errors and service faults as SCA took it away: 25-5, 25-11, 25-1. In last Saturday’s semi-finals at the SJC gym, SCA had a tougher competition as they eliminated the Belize High School girls: 25-17, 25-13, 25-18. The Nazarene girls made it to the finals by eliminating the Anglican Cathedral College girls in the semi-finals: 25-16, 25-11, 25-11. Oscar Acevedo scored Sugar City’s 1st goal in the 2nd minute, but Wagiya’s Harrison Tasher equalized in the 23rd minute, and Hector Gomez scored Wagiya’s 2nd goal a minute into injury time at the end of the 1st half. Joao Silva equalized for Sugar City in the 47th minute, but Evan Mariano scored Wagiya’s 3rd goal in the 53rd minute. It looked like a Wagiya win until the 84th minute, when Marlon Garcia scored the equalizer for Sugar City, and Garcia scored the 4th winning goal in the 88th minute to loud cheers from the home fans. The Belmopan Bandits are still No. 1 with 29pts after posting their 9th win: 4-0 against the Placencia Assassins at Isidoro Beaton Stadium on Saturday night. The Holy Redeemer Credit Union hosted its zone elimination competition for the Fr. Marion Ganey Quiz Competition in collaboration with the BHS Honor Society on Wednesday, October 26th. Eleven schools from the Belize District sent Std. 5 and Std. 6 students to compete in general knowledge questions on HRCU. Participating schools included: St. Joseph’s Ashanty Mayen, BES’ Kai Blades, Zoila Aguilar of Burrell Boom Methodist, Robin Argueta of Hattieville Seventh Day Adventist, Our Lady of the Way RC School sent Jayla Ocampo, Roselyn Pech of All Saints, Joshua Rodriguez represented Holy Redeemer School, Kaleah Burgess of Pancotto Primary, St Martin De Porres sent Abijah Vernon, St. Mary’s Courtney Hamilton and Donald Gordon of St. Ignatius Primary. After four rounds of tough competition, three schools remained: BES, Hattieville Seventh Day Adventist and St. Ignatius. After exhausting the study questions, Robin Argueta and Donald Gordon tackled the reserve questions. In the end, St. Ignatius School’s Donald Gordon of Std. 5 emerged victorious. Por Encima de la Ley

ara que haya buena gobernabilidad... gobernabilidad responsable y un respeto sano a las personas que eligen a los políticos, los políticos deben darse cuenta, sin la menor sombra de duda, de que no están por encima de la ley. No son intocables. No son especiales. De hecho, por el mismo privilegio de su función pública permitida por el pueblo, estos políticos deben sujetarse a un estándar más alto en todos los ámbitos. Ya sea este gobierno o uno futuro, ya sea UDP o PUP o uno de los partidos alternativos emergentes – los políticos deben ser sujetos a la misma ley y a las mismas repercusiones por infringir la ley, como cualquier Beliceño normal. Vemos como se revela esa corrupción desenfrenada, sin remordimientos, atrevida, descarada en el Ministerio de Recursos Naturales. No se trata de un insignificante chanchullo de poca monta. Esto fue una violación brutal durante un período de años, bajo el entonces Vice Primer Ministro y Ministro de Recursos Naturales, Gaspar Vega. Lo que está emergiendo es una historia de corrupción institucionalizada, utilizando el sistema para robar decenas de millones de dólares de las arcas públicas para enriquecer a familiares, amigos y compinches. Hubo muy poco esfuerzo para ocultar los escandalosos trapicheos. Pero mientras que la evidencia está escrita en blanco y negro, y los nombres de los ilícitamente enriquecidos son conocidos por cualquier observador político, a Gaspar Vega, no se le ha hecho afrontar ni la más mínima semblanza de una justicia verdadera. Su dimisión del Gabinete de Ministros fue una broma cruel. La afirmación abochornada del Primer Ministro de que enviaría una carta de reclamo al hijo de Vega para recuperar el dinero no es en lo más mínimo creíble. Y al Primer Ministro solamente le parece perfectamente clara una cosa: Para el este es el final de esa historia sórdida. Excepto que las pruebas siguen saliendo, inclusive un documento que lleva el nombre del hermano de Vega y un prominente privilegiado UDP. Y está claro que esto no es más que la punta del iceberg. Todo indica de qué se trataba de un esquema de ‘hágase rico rápidamente’, una forma en la que pocos elegidos fueron capaces de obtener un pago expeditivo, un devenir rápido. Ya hay indicios de que parte de este dinero pudo haberse utilizado para financiar campañas electorales del UDP. Estas “compensaciones” se dice que ascienden a M $70 durante el mandato de Vega como Ministro de Recursos Naturales. Y se dice que el Gobierno de Belice debe actualmente otros 100 millones de dólares en compensación que restan pagar. Lo único que tal vez es más ofensivo que el trapicheo desvergonzado de los impuestos de los contribuyentes es el hecho de que Vega seguramente no confrontara repercusión alguna. De hecho, sólo cuatro días después de lo que debía haber sido una salida vergonzosa, Vega logró agregarle sal a la herida

echándose a la bolsa otros $100K del dinero de contribuyentes a través de una exoneración del impuesto sobre un lujoso SUV Lexus 2016. Es evidente que este hombre no tiene vergüenza alguna. Y aun así se les ha pedido a los Beliceños que sientan gran compasión y apego por su familia, a pesar de todas las pruebas que salen a luz. La concesión de la exención del impuesto por el Primer Ministro es una bofetada a todos los Beliceños, le echo sal a la herida y es una prueba clara de que el Sr. Barrow no tiene aprecio real ni respeto a los Beliceños ‘normales’. Pero, ¿y que de nuestras leyes...? ¿Cómo es que hemos llegado hasta este punto donde el Primer Ministro decide lo que es corrupción y lo que no es corrupción, lo que es correcto y lo que está mal, lo que es un delito y lo que no es un delito? Anteriormente Lo hizo con Elvin Penner cuando proclamó que en lo referente a Penner hubo culpa de hecho, pero que dicha culpa no es del ámbito legal. ¡Qué disparates! Pero eso se le dejo pasar. El Sr. Barrow lo repitió con Edmond Castro cuando decidió que en la cuestión de los cheques de la BAA el asunto era ‘desagradable, pero no corrupto’. En la cuestión del informe del Auditor General donde se nombran innumerables irregularidades y se recomienda una investigación de los delitos, el Primer Ministro, por su cuenta, decidió que a las personas nombradas en el informe se les había negado justicia natural por lo que cualquier acción legal contra ellos sería infructuosa. Con respecto a Vega, él Primer Ministro ha afirmado que por un error en el Ministerio se vio obligado a lamentablemente y con sumo pesar aceptar la renuncia de su amigo. Ningún ministro UDP en lo que tiene que ser los tres periodos de gobierno más corruptos en la historia política de Belice, ha enfrentado algún proceso criminal por delitos que han sido tan abundantes. El Primer Ministro en vez de eso se ha ocupado con asuntos de ‘óptica’ – una suspensión de una semana, un pequeño cambio en el Gabinete de Ministros, el retiro de una cartera ministerial, un cambio o dos de otras carteras, a la vez nombrándose juez y jurado de la ‘corrupción’, pero de tal nunca el verdugo. El Partido Unido del Pueblo, en su nueva plataforma de buena gobernabilidad, ha declarado que la discreción Ministerial será reexaminada y revisada. El Partido se ha comprometido a que todos los ministros o funcionarios que quebranten la ley estarán sujetos a proceso judicial inmediato, como acontecería normalmente con cualquier persona. Y el PUP ha anunciado que la práctica de nombrar oficiales administrativos políticos (CEO) será descontinuado a favor del retorno de los Secretarios Permanentes designados a partir de la función del servicio de trabajadores del estado y sin compromisos con ningún ministro. Actualmente ‘política’ es una horrible palabra, los ‘políticos’ los horribles cocos de nuestra época. Es hora de cambiar de una vez por todas.

Fiestas de Halloween se ponen de moda en Cuba

Batalla por la herencia de Joaquín el Chapo Guzmán en México Mexico: 1 de Noviembre 2016 El ataque fue inédito. Una treintena de hombres llegaron por la madrugada a la casa de Consuelo Loera, madre de Joaquín el Chapo Guzmán, y después de amenazarla se llevaron algunos vehículos. Lo más grave no fue el robo, ocurrido el pasado 11 de junio en la comunidad de La Tuna, Badiraguato, sino el significado de la agresión: Nunca, desde el nacimiento del cartel de Sinaloa en la década de 1990, el hogar materno de quien fuera uno de sus jefes máximos había sufrido un atentado. El ataque fue la primera evidencia de la guerra por el imperio que construyó Joaquín Guzmán, y que comprende una de las zonas de mayor producción de heroína del mundo, el llamado Triángulo Dorado. Es una batalla de varios años y donde participan antiguos adversarios del capo. Pero también existen exaliados y familiares, le dice a BBC Mundo José Reveles, autor del libro El Chapo, entrega y traición. “Me parece incluso que es tardío porque pudo haber ocurrido cuando capturaron a el Chapo por primera vez”, refiriéndose a febrero del 2014. “No ocurrió por el control de Ismael Zambada García, el Mayo, que esa vez entregó lo que tenía que repartir”. Disputa familiar Pero ahora, tras la segunda recaptura de Guzmán Loera en enero del 2016, el escenario es más complicado. Varios personajes se creen con derecho a heredar el territorio y bienes del capo. También participa Aureliano Guzmán Loera, el Guano, hermano del Chapo y a quien según medios locales buscaban los agresores de la casa de su madre. Según estas versiones, el ataque fue organizado por Alfredo Beltrán Guzmán, el Mochomito, sobrino del capo y quien desde hace varios años declaró la guerra al cartel de Sinaloa. Este personaje, de alrededor de 28 años de edad, es uno de los protagonistas centrales de la violenta batalla por el cartel. Es hijo de Alfredo Beltrán Leyva, el Mochomo, detenido en el 2007 y actualmente preso en Estados Unidos. La familia, que encabeza el cartel de los hermanos Beltrán Leyva, culpa a Guzmán Loera de entregarlo a las autoridades. Ahora que el capo está en prisión y en proceso de ser extraditado, el grupo pretende quedarse con el negocio. La ayuda de Caro Quintero Pero no son todos, aclara el escritor Reveles. En esta batalla también se encuentra Dámaso López y su hijo del mismo nombre, a quien se le conoce como el Mini Lic. Ambos encabezan una de las facciones más violentas del cartel, el grupo de sicarios conocido como los Viagra. También manejan parte de las finanzas de la organización, algo que les confiere “mucho poder”, explica el analista. También creen tener derecho a quedarse con el imperio del Chapo, aunque no está claro si han participado en algún conflicto. Hasta ahora los enfrentamientos son entre el Guano y el Mochomito, según informes de la Secretaría de la Defensa Nacional. El especialista Ricardo Ravelo, autor de varios libros sobre narcotráfico como Zetas, la franquicia criminal, cree que en la batalla también participan viejos narcotraficantes. “De acuerdo con informes de la Procuraduría General de la República (PGR), Alfredo Beltrán pudiera estar relacionado con Rafael Caro Quintero”, le dice a BBC Mundo. “Eso está provocando la guerra con los hijos del Chapo y su hermano”. Caro Quintero es uno de los fundadores del llamado Cartel de Guadalajara, del que nacieron varias organizaciones de narcotráfico como la de Sinaloa. Estuvo en prisión durante 28 años por la muerte del agente de la DEA Enrique Camarena Salazar, pero en agosto del 2013 fue liberado.

Un adolescente vestido de Batman bailaba entre la puerta a ritmo del reguetón durante una fiesta de Halloween en el apartamento del primer nivel de un proyecto de viviendas de la era soviética en la capital de Cuba. PASAJERO DE AUTOBÚS MATA A CUATRO ASALTANTES EN MÉXICO Mexico: Cd de Mexico 1 de Noviembre 2016 Un pasajero de un autobús mató a cuatro presuntos asaltantes el lunes Los cadáveres de los cuatro hombres fueron abandonados en el kilómetro 38 de la carretera México-Toluca, una de las principales rutas de acceso a la capital mexicana, informó la fiscalía del vecino estado de México. En uno de los cuerpos se localizó un recibo que se entrega a los pasajeros al pagar su viaje y con ello se estableció que el autobús salió de

madrugada del poblado de San Mateo Atenco, a unos 50 kilómetros de Ciudad de México. Según pasajeros que fueron localizados por las autoridades, los cuatro hombres abordaron la unidad a la salida de San Mateo Atenco y después con armas en mano y amenazas despojaron a los viajeros de sus pertenencias. “Cuando los presuntos delincuentes se disponían a descender de la unidad, uno de los pasajeros se puso de pie y comenzó a dispararles, causándoles lesiones que ocasionaron los decesos de los cuatro individuos”, añadió el texto.

Los hechos ocurrieron a la altura de La Marquesa, una zona fría y montañosa donde se ubican numerosos restaurantes a pie de carretera donde suelen detenerse los viajeros. Enfrentamiento En un comunicado, la Procuraduría General de Justicia del Estado de México (PGJEM) precisó que los cuatro cuerpos “presentaban impactos de arma de fuego”, y también se encontraron cinco casquillos calibre 9 mm. La costumbre del Halloween estadounidense de que niños pidan golosinas casa por casa no se ha establecido en Cuba, pero este fin de semana muchos alumnos de primaria, secundaria y universidad han disfrutado —con disfraces y bailes— una festividad que pocos conocían de niños. “Es una cosa fuera de lo habitual”, dijo Ramos, uno de los compañeros de escuela de Alannís Rodríguez. “No lo celebramos antes, mucho tiempo más atrás, porque no era la costumbre. La Comisión Nacional de Seguridad respondió en un comunicado que respeta el trabajo que realizan los medios de comunicación y sus reporteros, y anunció una investigación para determinar si los policías “excedieron sus facultades”.

Expresidente Saca desvió

US$246 MILLONES SEGUN FISCALÍA

El Salvador 1de Noviembre 2016 La fiscalía salvadoreña acusó este lunes al detenido expresidente Elías Antonio Saca y seis de sus colaboradores de haber desviado US$246 millones, parte en efectivo. “Hay un monto general de US$246 millones que fueron desviados a una gran cantidad de cuentas particulares a favor de unos imputados”, declaró el fiscal general, Douglas Meléndez, en conferencia de prensa. “Hemos determinado que por lo menos US$116 millones fueron cobrados en efectivo; de las cuentas del Estado fueron remitidas a cuentas particulares de empleados de casa presidencial y posteriormente fueron remitidas a cuentas de empresas”, agregó. La investigación fue realizada por el naciente Grupo contra la Impunidad (GIC) en una operación denominada “Destape a la corrupción”, dijo Meléndez. Como parte de las indagaciones, este lunes comenzó el allanamiento de negocios vinculados a un primo del expresidente Saca. El fiscal denunció haber sentido “las presiones” por la apertura de una investigación contra el expresidente Saca, pero advirtió que “no vamos a retroceder y vamos a continuar ejerciendo nuestras facultades”. “Hago un llamado a la población honrada a que defienda a su fiscalía” ante “presiones de cualquier tipo”, dijo Meléndez. Que le caiga todo el peso de la ley Saca, quien llegó a la Presidencia bajo la bandera de ARENA, de donde fue expulsado en 2010 para posteriormente crear el partido de centro derecha Gran Alianza por la Unidad Nacional (GANA),

y seis colaboradores de su gabinete fueron detenidos este domingo por los delitos de peculado, lavado de dinero y agrupaciones ilícitas. “Nosotros esperamos que las instituciones funcionen y que, mediante un debido proceso, él (Saca) pueda defenderse, pero si resulta culpable nosotros esperamos que le caiga todo el peso de la ley”, indicó el diputado. Muyshondt precisó que, a pesar de que entre 2004 y 2009 Saca fue presidente de ARENA, el partido “se desliga de todo proceso” porque “todos los ilícitos que pudo haber cometido el expresidente deben de ser tratados a titulo personal”, a pesar de que el colectivo de oposición pudo haber recibido US$400 mil, según la Corte Suprema de Justicia (CSJ). El diputado agregó que

Arena ha ofrecido la “colaboración y poder contribuir con las investigaciones”, pero enfatizó que los actos personales no tienen porque perjudicar al instituto político. Entre las personas que fueron arrestadas junto al expresidente se encuentran tres funcionarios que continúan trabajando en la Presidencia, bajo el Gobierno del presidente Salvador Sánchez Cerén. Al respecto de la detención de Saca, el partido de oposición Alianza Republicana Nacionalista (ARENA, derecha) de El Salvador, partido que lo llevó al poder, dijo que si su exmilitante y expresidente es “culpable, que responda por sus actos y que le caiga todo el peso de la ley”. I was watching a video just now which shows Douglas Grant outside a club, obviously under the influence of alcohol. That video, from surveillance footage, shows Grant arguing with somebody who is at least fifteen feet from him. Grant then stones something at the person before pulling his firearm, cocking it and then firing it into the air while the crowd outside the club watches. It is clear from the video that there was no threat to him, nobody attacking him, nobody except one of his friends even within ten feet of him. It is an offence to pull out a firearm in a crowded area. It is an offence to pull out a firearm while under the influence of alcohol. It is an offence to discharge a firearm in public, and an offence to discharge a firearm while under the influence. Yet from the video it is clear that members of the Police who approached the scene seemed to target the person Grant was arguing with, and not Grant who is known to be “ass and chamber-pot” with former Minister of Police and now Minister of Defence John Saldivar. In fact, if I’m not mistaken Grant is an employee of the Ministry of Defence. As I write this, there have been no charges brought against Grant. Maybe public pressure will lead to a detention, or an arrest, and the video is certainly clear evidence of what transpired. Why is it that our Police Officers did not do what they are mandated to do? Are our officers so intimidated by political operatives that they are unable to do the right thing in situations like this? It almost seems now that we have to be constantly pressuring the Police to just do their jobs the right way. We see it all over the place. Right here in Orange Walk there was a situation over the weekend where one UDP-connected person hit another UDP-connected person with a pipe on his head, fracturing his skull. We

are hearing that it was during a fight, with one person defending Gaspar Vega while the other defended Elodio Aragon. That hard talk escalated to violence and the victim almost died. Yet we are hearing that the Police did not immediately lay charges, and even when the media pressed them on it they refused to disclose the name of the assailant, who drives for National Sports Director Ritchel Dominguez who is closely connected to now Minister of Police Elodio Aragon Jr. Whenever there are any incidents involving persons close to the United Democratic Party, it almost seems that countrywide the Police Department has become afraid to do their jobs correctly. In the situation in Orange Walk, it shouldn’t have mattered that the assailant and victim were connected to the UDP, or that they were drinking in the company of high-ranking UDPs. It shouldn’t have mattered if the persons were PUP supporters or connected to the PUP. A crime was committed. There is a police protocol to deal with crime. Or at least there should be. What is becoming more and more apparent is that there are two sets of laws, two sets of protocols – one for UDPs and one for ‘normal’ people. As Mayor of Orange Walk Town, our Council works closely with the Police Department. So I take this opportunity to ask them to do things the right way regardless of who breaks the law. It is not a matter of asking a special favour. All we are asking is that we dispense with this Animal Farm mentality where some animals are better than others. No Minister should be able to call the Police and instruct them to investigate or not investigate any crime. No Minister should be able to call the Police and instruct them to charge or not charge any persons. We are a nation of laws, or at least we should be.

YOUTHS: THE FUTURE OF OUR COUNTRY By: Eduardo Santos Young people are often considered representatives of the future as they bring new ideas and energy to add to the pool of knowledge that currently exists. They can bring enthusiasm and vitality which can lead to new discoveries and developments that can benefit society or even the world at large. Although not the only drivers of social change, young people are seen to be some of the key drivers engendering change. Whether this is inherent in the beliefs of young people or the hope for the future is placed upon them by older generations is not clear. However, Belize is changing and developing, and this affects the lives of the people living here in varying degrees depending on their individual circumstances. Therefore, there are many new opportunities becoming available that can provide very different futures for today’s youth that were not available to previous generations. In order to consider the role of youths in Belize it is helpful to first consider the overall situation in Belize as this provides the context in which young people are growing up. There are two areas in particular to consider: the transition towards being a developed country and the changes in population. Belize has made great strides in our development since our independence in 1981. However, much of the country remains unaffected by such developments and there is still much to be done to create an inclusive society where the living conditions for the whole population are brought up to an acceptable level and absolute poverty is eradicated. The youth of Belize make up approximately half of the population and thus represent a substantial sector of society. The environment in which they are living is very different than that which was experienced by their parents. As a result many of the traditional values and cultural behaviors are being challenged by the influence of other cultures, particularly those in the West. Therefore, it can be seen that there are competing ways of life that exist which may be considered either a choice or a cause of confusion for young people. Young people in Belize are considered to be vitally important as they will bring new ideas and developments to improve their country where older people are viewed as unable to be innovative or deal with new ideas. This perception

differs from the views of young people and indeed the structure of society in general that exists in the West. Western perceptions do place young people in a strong position but, possibly due to a substantially longer life expectancy, there is a less dismissive view of older people, certainly in respect of those of working age. The roles of people in other age ranges in addition to young people are considered to be valuable as each contribute differently to society as a whole. This does not extend in many cases to the elderly, however, but the longer life span in the West presents a different set of issues. Belize is keen for their young people to become involved in civil society and develop political interest as this seen to be a vital part of the development of the country. In many ways there would appear to be a great deal of pressure being placed on the younger generation to move Belize into more developed and progressive country. The call for young people to be involved in Belizean politics began with the Right Honorable George Price, who asked the youth of the day to come forward to become actively involved in the development of our nation. However, there are still few young people involved in the political arena. Belize is a vast country with an enormous population that is increasing quite rapidly. There is a definite move towards becoming a developed country but there are still many problems to be solved. Comparing the situation in Belize with western countries presents challenges, as the cultural and social situation is very different and there are very different belief structures. One key factor is that young people are considered to be almost the ‘saving grace’ for the country. Great reliance is placed on young people becoming educated and increasing the status and economic profitability of the country. This is set, however, against poverty and poor educational offerings and achievement for large sections of the population. There is a substantial concern regarding young people being drawn into gang activities, and major changes in law and order remain to be achieved. So it can be seen that there is much to be done and directives in place to work towards those aims. However, this does appear to place a great deal of responsibility and reliance on younger people to make this happen.

NO ONE BUT HIMSELF This is surely the winter of Belizean discontent with the Barrow administration, coming short months after the last general election of November 2015. Although the BNTU voted that teachers would return to their classrooms, and although there is determination to make up the lost teaching and learning time, there is still widespread unhappiness and disgust with the UDP government. More and more horrendous corruption that took place in the Ministry of Lands is coming to light. Some people really need to go directly to jail, not passing GO, not collecting $200, and certainly not enjoying any “Get Out of Jail Free” card. Perhaps too much is said about the Prime Minister, Rt. Hon. Dean Barrow, but he is the Head Honcho; the buck stops with him, so he must be held responsible. The PM loves to tout that he is not involved in any shenanigans, but he has repeatedly failed to be above board with the Belizean people. In relation to his family, he has ensured that all their nests are well and properly feathered, and this blatant nepotism is corruption and definitely not good governance. Millions upon millions have been collected by ex-wife, son, brother and others. Many poor Belizeans do not have enough to put a decent meal on the table, let alone education for their children, health care, housing or basic needs. If the PM thinks he is so righteous, he is fooling no one but himself. Looking at Godwin Hulse, the go-to team player and Barrow surrogate, we see a man who used to enjoy some respect for his principled positions on various national issues. Now we look at someone who will say just about anything to please his boss and obfuscate just about everything that needs to be confused so as keep thinking citizens off balance or in the dark. His most recent foray is in the matter of seismic testing offshore. All of a sudden he knows it all, accusing environmental activists of jumping up and down unnecessarily. When it comes to the natural heritage of our Barrier Reef we have to jump up and down. And if the PM thinks that Hulse has credibility and is the

right person to speak about all and sundry, he is fooling no one but himself. Minister of Defence Hon. John Saldivar was put by the PM on a very brief “Optics Only” suspension, which gave the PM just enough time to get the legal opinion he wanted. The PM as a very senior attorney knows of course that it is not difficult to get the opinion you seek. I say that it is pure rubbish to quickly exonerate Saldivar from wrongdoing, when everyone and their sister knows that Saldivar did not just accept money from the notorious William Danny Mason. The PM is concerned as is his wont with Optics, but it is the Stink of Saldivar’s substantial relationship with Mason that Belizeans are concerned about. If the PM thinks that a little slap-onhand suspension of the minister will have cleared him of wrongdoing in the eyes of all, he is fooling no one but himself. We go now to the Clear the Land fellow. What a sick joke to once more elevate him to the rank of full minister of government. This guy is one of those people who would get no Get Out Of Jail Free card from any Belizean. His past shenanigans are way too sordid, it not being necessary for me to here go into the gory details. Oh, to the PM all that he has done is distasteful, but it is not corruption. What do I say again? He is fooling no one but himself. Finally, and probably the worst for last, there is Vega. All decked out in black the PM eulogized him as if he were dead. Not only is the man not dead; he seems to be getting a huge $80,000 freebie on a brand new Lexus SUV, having presided over and been the principal actor on the stage of the Hot Bed of Corruption. As I said, this level of corruption is completely horrendous, and those responsible must be held accountable. There must be criminal charges levied, not merely lawsuits for misfeasance in public office. This kind of grand larceny of the people’s money cannot go unanswered. If the PM thinks that eulogizing Vega for his exit from Cabinet (while Vega still enjoys all his perks of being in the National Assembly) is well and satisfactory, then I must say one more time - HE IS FOOLING NO ONE BUT HIMSELF !!

A SENSE OF OCCASION, PLEASE…MR. PREACHERMAN?

By Norris Hall Is the ecumenical movement, which enjoyed a certain level of success among the churches in Belize, alive or dead? Or has it been fragmented by the usual divisiveness that comes with Christianity? It would appear so, especially when thrown in the mix of a toxic blend of partisan politics and manipulation. In recent developments, when the churches have had to take firm positions on moral issues, it appeared that they may have been reading and interpreting various scriptures, or even certain versions of the bible, on morality and authority. It has also become clear, by the pronouncements of certain clergymen, that the ruling political party may have infiltrated the leadership of certain churches and senior churchmen. They have been unabashed in their defence of the government, despite its sins and inequities. The church in Belize is divided. It would appear that salvation is not nigh. This is based on some very strong political pronouncements that have been made from the holy pulpits. It would even appear that God has already selected his chosen ones. THE CHURCH IN POLITICS There are three recent examples that offer some clues: The divisiveness of some Church leaders and their fluid and almost laissez-faire attitude and support for the current government despite its immorality, corruption, the unrighteous rising national debt and the unprecedented level of poverty. They have set aside the beatitudes for a certain political credo that trumps “governance” with “rule” and moving towards a dictatorship. In a recent landmark case, the Supreme Court ruled in favour of a representative of the LGBT community that now DECRIMINALIZES homosexuality. The Prime Minister subsequently pronounced that his government would not appeal the ruling. The Catholic Church was livid as were members of the Evangelical Council of Churches. They are separate from the National Council of Churches that includes the Roman Catholic and the Protestants, mainly the Anglicans and the Methodists. The Roman Catholic Church and some members of the Evangelical Council separately took firm moral positions in their rejection of the Court’s ruling. The Methodist and Anglican churches held their fingers up in the wind. With pressure from the Roman Catholics and some of the Evangeli-

cals, the Prime Minister was forced to reconsider his decision and to spearhead an appeal to the Supreme Court’s decision. It was only then, as if from a signal by the government, that the other churches jumped on the bandwagon. CHRISTIAN PRINCIPLES…? Where are their Christian principles on either side of the issue? Do they not have one? It is so damned obvious the games they play. Another scenario played out when the government had introduced a National Gender Policy. This policy provides for inclusion despite sexual orientation-perhaps a bit more complex than that. This policy was much to the chagrin of the Roman Catholic Church and most of the Evangelicals who challenged the government’s gender policy. The Evangelicals subsequently met with the Prime Minister to pray with him (or to him?) over this controversial document. They are still waiting for their prayers to be answered. And so apparently are the Protestants. We seem not to know what they pray for. They are again holding their fingers up to determine how the political wind will blow, or how the Prime Minister will answer the prayers. It is almost as if they are the religious arm of the Barrow Administration. Well actually they are. Read on. Another outrageous display of righteous hypocrisy took place recently in the Senate. The Senator, who was appointed to represent the National Council of Churches, including the Evangelicals, actually represents only a fringe group of the Belize City based Evangelicals. Recent history, reported in a previous column, showed where this Senator has become a pawn of the government. He has been manipulated in the process for the appointment of a Special Senate Select Committee to investigate the findings of the recent Auditor General’s Report of the passport scandal that involves the Prime Minister and thirteen of his Ministers. According to allegations made against the Senate’s churchman, he has been manipulated by his handlers, who may have included government operatives and, by his own admission, a leading Methodist churchman. TEACHERS TOOK THE MORAL HIGH GROUND

In a recent two-week strike by the Belize National Teachers Union, the teachers took a moral high ground and demanded an end to official government corruption and for the government to sign-on to the United Nations Anti-Corruption Convention, the reconstituting of the House of Representatives’ Integrity Commission, the re-establishment of the Public Accounts Committee of the House and the appointment of the thirteenth Senator, as was promised eight years ago by the Prime Minister. Again, both the Roman Catholic Church and the strong voices from the evangelical community supported the teachers on moral grounds and as a matter of principle. The teachers’ demands were firmly based on these moral principles, making moral demands on an immoral government. Yet there were some who took a myopic position by failing to see the big picture and the sacrifices the teachers were making and by extension, their students and the nation, for better governance and accountability. It was therefore a shocker, a mind boggling experience, a jaw-dropper, when a leading Methodist clergyman took to his holy pulpit and at a funeral,

2016 no less, and on a rainy day, to grab his captive audience, politicized the farewell funeral service for the deceased, and choose to bash teachers and admonish those who had turned their slings and arrows on a delinquent Prime Minister for his lack of good governance and for a crumbling economy. THE ELEVATED PULPIT He stood on absolutely no moral ground from his elevated pulpit. His “words of comfort” offered none to the bereaved - or very little. He was out of order, disgraceful and without a sense of occasion and with utter disrespect and human compassion for the mourning family who had suddenly experienced losing their loved one and without showing any respect for the deceased. The Prime Minister and his brother, both eminent Attorneys, in contrast, paid fitting and succinct tributes to the deceased, Michael Clarence Edward Young, Senior Council. He was a senior Party man. Mr. Young was an executive member of the ruling United Democratic Party. He was solid, indomitable perhaps, or so it seemed. He was at the same time magnanimous. He had friends from all walks of life and across the political spectrum. His funeral was testimony to his goodwill.
