Continued from page 1 Aviation was stripped from him and the BAA Board disbanded after it was revealed that the statutory body issued multiple checks to pay for his personal expenses. But today, Edmond Castro was officially promoted by his Prime Minister, sworn in as the substantive Minister of NEMO and Transport. In 2010 no official details were forthcoming when Castro was booted out of Cabinet, though reliable information indicated that it had to do with a piece of land for which Castro was paid but never delivered title. A release issued then by the Office of the Prime Minister stated only that, “The decision was taken following a report made to the Prime Minister about an incident involving Hon. Castro. The Prime Minister was satisfied that the report was substantially accurate, and that Hon. Castro had engaged in behaviour inconsistent with the high standards of propriety to which the Prime Minister seeks to hold his ministers.” Castro was brought back as a Minister of State in 2012 and by 2013 was neck deep in another scandal, this time involving the facilitation of Visas. A witness came forward to claim that she had paid Castro, on behalf of many Chinese nationals, for him to use his office to get Visas approved for them. Documents leaked at the time revealed that Castro had indeed used his office to facilitate many Visas, but the Prime Minister defended him claiming that he could see no smoking gun. Castro sued for defamation, but would later withdraw his suit after it become clear in Court that his credibility was shot and his character was indeed in question. Less than a year after Castro would again be in the center of a scandal. Checks were leaked which proved that Castro had used his office as Minister of State with responsibility for Civil Aviation to have the Belize Airports Board pay many of his private expenses. The portfolio was stripped from him and the Prime Minister claimed that the Board of the BAA would be removed and replaced, even though he stated that it was not illegal for the Board to issue “contributions” to Castro. The PM referred to the whole matter as “distasteful, but not corruption.” And now, with all that hanging over his head, he is back. Having sworn his oath on Monday, Edmond Castro now returns to Cabinet as a full Minister with responsibility for NEMO and Transport. Perhaps it is a sign that with recent rumblings and shuffling, the Prime Minister is indeed running out of credible persons in his Cabinet. One thing it does prove, at least in Castro’s case, is that there is no shame in this political game.

COAST GUARD OFFICER CRITICAL AFTER SHOOTING Tuesday, October 25, 2016 Daniel Arzu Jr. a Coast Guard Petty Officer 3 and son of Superintendent of Police Daniel Arzu, was critically injured in a shooting at Pinky’s Apartments off Neal Penn Road in Belize City where he resides with his girlfriend. The incident happened at around 5:00pm on Monday, October 24. Arzu, 28, was shot to the head and was transported to the KHMH in the vehicle of a passer-by. According to an eyewitness, the suspect entered the yard moments after Arzu arrived

home, crept up to the door and opened fire inside the house. Others scrambled to hide in the bathroom as the assailant fired over three shots, but Arzu was not spared. Police are left to determine a motive and are proceeding cautiously with the case. They have detained three people for questioning and are appealing to the public for any useful information. Superintendent Arzu is hopeful that his son will recover as the bullet appar-

CORRUPTION PAYS! Wednesday, 26 October 2016 On October 17th Prime Minister Dean Barrow sat in front of the nation, dressed in black, and issued a touching eulogy to the political career of former Deputy Prime Minister and former Minister of Natural Resources Gaspar Vega. The eulogy became necessary, you see, because evidence had surfaced of blatant, distasteful and absolutely repulsive corruption – the sort which saw the son of Gaspar Vega receive $400,000 from government, paid from taxpayer monies, as part of a “compensation scam.” Gaspar Vega’s son Andre paid $15,000 for a piece of land, a deal approved by his father, and then GOB turned around and paid him $400,000, again a deal approved by his father. That deal also included a pay-out, again from taxpayer dollars, of $400,000 to well-connected UDP attorney Sharon Pitts. In total, from just one parcel of land, taxpayers lost $800,000 while two UDP cronies gained. And this was just the tip of the iceberg in a scam which seemed to go back years and which cost Belizeans tens of millions of dollars. The outrage was immediate. The people of Belize demanded a criminal investigation, charges brought against Vega, the return of the money. Instead the Prime Minister offered nothing but the resignation of Vega from Cabinet. Vega would remain as Area Representative of the Orange Walk North constituency. There would be no real investigation into the corruption and nobody believed the PM’s assurance that Andre Vega would receive a demand letter to pay back the $400,000. But it gets worse than that. Just a few days after his resignation, in the midst of a recent scandal which cost taxpayers $800,000, Gaspar Vega asked Prime Minister Dean Barrow to approve duty exemption on a 2016 Lexus which we are told is already at Customs waiting to be cleared. The PM approved it. It may seem like a small thing, but the Belize Times checked on prices for the 2016 Lexus full-sized SUVs. They run in the region of US$90,000 to US$95,000. Duty on those vehicles is around 75%. When the Prime Minister approved that duty exemption, he probably cost Belizean taxpayers about BZD$140,000, on top of what has already been lost. When does it end, Prime Minister? When will UDP Ministers stop getting richer off the backs of the Belizean people? Gaspar Vega is a millionaire many times over. He could have paid the duty on that vehicle just like “normal” Belizeans must.

He is the type of person who abides by the law and he has no problem, absolutely no problem with the law and truly I am surprised. I really don’t know what happened.” He referred to being used to investigating shooting incidents and now experiencing the anguish of victims’ relatives. Arzu Jr. successfully underwent a first surgery but remained in critical condition thereafter. The Belize Coast Guard has received a commitment from their Mexican counterparts that they will assist with further treatment if necessary. Speaking of Arzu’s professional career, Admiral John Borland of the Belize Coast Guard stated “He’s one of the greatest guys I know. When I heard the news yesterday evening I said ‘why him?’— one of the coolest persons, easiest persons to work with. A very humble, very professional—a man who takes his work seriously. He has started developing in his career. He is not just a seaman. He is a Petty Officer Class 3. He performs as a boarding officer while on operations. So things were looking up for him. He’s very physically fit; he’s a great football player, just a good guy to be around.”

SALDIVAR TAKEN OFF PUNISHMENT Tuesday, 25 October 2016 Following the Cabinet meeting today, a release from the Belize Press Office announced that “after a one week suspension, the Hon. John Saldivar today resumed his duties as Minister of Defence. That resumption follows upon the Prime Minister’s receipt of a legal opinion concerning the question of whether the Minister continued in a (football business) relationship with Danny Mason after September of 2015.” The suspension last week of Saldivar, whose political fortunes have been waning, came after evidence from the Business Companies Registr y that accused murderer William Danny Mason and Minister John Saldivar were indeed business partners in the Belmopan Bandits Sporting Club Limited. The Memorandum of Association of that business, signed August 18, 2015, showed that of ten shares Saldivar held seven (7) while Mason held three (3). The news was significant because Saldivar lied repeatedly when asked about alleged contributions Mason had made to the Bandits. He maintained that the contributions were over a space of time and were made to the sports team with “no conditions.” The allocation of shares and confirmation of a business relationship with Mason certainly proved conditions to any contribution made by Mason, and a relationship much deeper than Saldivar claimed. According to the release, while the Memorandum of Association was filed with the Business Companies Registry, the truth was that “after the company was formed, and no doubt because the Minister shortly thereafter made unsavoury discoveries about Mr. Mason, the Minister took no steps to actually allot himself or Mr. Mason any of the shares to which they had subscribed. This meant that they never actually became shareholders and the company never got off the ground.” Based on that official premise that the company never got off the ground, the release claims that “because the company never actually issued the seven, or any, shares to which the Hon. Saldivar had subscribed, and because the Hon. Saldivar took no action, after the formation of the company, in relation to Mr. Mason except to terminate contact with him, the opinion concludes that Hon. Saldivar was not in a business or other relationship with Mr. Mason after September 2015.” There has been no indication if Saldivar returned any of the money he was given by Mason, either as “contributions” to the Bandits or for the purchase of shares when he allegedly

disassociated himself from Mason. In multiple interviews on the topic, Saldivar has never once claimed that he returned any monies given to him. While Saldivar returns to Cabinet, it is believed within and outside his Party that his ambitions for eventual leadership in the UDP have gone by the wayside, destroyed by his relationship with William Mason and his loss of the powerful Police portfolio. That was followed by his suspension from Cabinet, seen as a punishment by Prime Minister Dean Barrow who could have gotten a legal opinion without removing Saldivar from Cabinet.

Questions to Ministers

Could the Member for Queen Square and Minister of Police please provide an update on the status of the socalled investigation into the relationship accused murderer Danny Mason had with members of his Cabinet? Could he say if there will be any criminal investigation into the corruption revealed at the Lands Department under his former Deputy Prime Minister?

Could the Member for Queen Square and Prime Minister please say whether a “demand letter” has been sent to Andre Antonio Vega instructing him to return the $400,000 to the Ministry of Natural Resources? If so, could he say whether a similar letter has been sent to Sharon Pitts instructing her to return her $400,000 as well? Could the unelected Senator/Minister of Natural Resources please provide an update on any investigation into the “compensation scam” being conducted at the Ministry? Could she further confirm or deny reports that there has been enough found to warrant immediate criminal charges being brought against the former Deputy Prime Minister? Could the unelected Senator/Minister of Natural Resources please provide information on a company called Aviation Alliance Limited which has its address in Belize City at the same address as the Minister’s law firm? Could she also confirm or deny rumours that a prime piece of property near the municipal airstrip in the same of Aviation Alliance Limited is actually owned by Anwar Barrow? Could the Member for Orange Walk North please say whether he is cooperating with the investigation into corruption at the Ministry of Natural Resources allegedly carried out with his knowledge? Could he further confirm or deny reports that UDP operatives in Orange Walk have been burning documents at the Orange Walk Lands Department? Could the Member for Belmopan please say whether he ever returned any of the monies given to him by William Danny Mason for his football team, since he says that he disassociated himself from Mason in September 2015? Could he further provide an exact quantum of those contributions to himself or to the team? Could the Member for Cayo Central please say whether he is aware of any discreet investigation being carried out at the Ministry of Natural Resources in reference to the land he has attained while in office? Could he say whether he has been directed to provide information on lands attained which have been placed in the names of other persons without their knowledge?

Sweating bullets… So here’s the thing. All eyes are on the very attractive CEO in the Ministry of Natural Resources because we want to know how the hell the “not normal” man was allowed to rape us normal folks without the benefit of Vaseline. But hold up there just a minute. When all this crap was taking place at the Ministry of Lands, and when the “not normal” man’s friends and family and cronies were bottoms up in the public trough, the CEO who did the deals was actually the not as attractive Beverly Castillo. You know, the noisy one who’s been keeping on the down-low lately since the scandals started coming out. I hear, but noh seh me seh, that she’s been advised by the PM to be very, very quiet right about now so nobody looks in her direction. The only thing is…I’m hearing that while the oh so straight-laced new Minister looks through the files in the section marked “Wutless Corruption & Hustling,” there’s this certain name that keeps popping up. Ohhh Miss Bev…yuh bettah goh mek fren quick. Questions to Vanessa… There’s a piece of prime property, like say 1.08 acres right behind the Marion Jones Sporting Complex, sort of next to the Municipal Airstrip and just beside the new Civil Aviation Building. See, Ms. Retreage, it’s under the name Aviation Alliance Limited, a company formed in February 2015. In March 2015 a survey was done at the request of Aviation Alliance Limited for the 1.08 acres. What happens is that AAL has its address listed as #122 Eve Street, which just coincidentally is the address of your law firm. Madam Minister of Natural Resources, with your new connections and stuff, would you be able to provide any information about the piece of property? We’ve been hearing it belongs to Anwar Barrow. We’ve been hearing that you and the young First Son are very, very close indeed, so we thought maybe you could shed some light on AAL and Ohana Limited which holds the shares. I mean, we’ll probably find out anyway but since we asked nice and you seem so forthcoming we thought maybe you could provide some answers… Shame & Disgrace… Man I noh know weh dih saintly baldhead man midi tink wen he mek Castro full ministah. Godly Pilikin… There’s this saying that “breeze blow pelican right where they wanted to go.” Well the huff and puff man, the man who went partying at William Mason’s house but says he only drank one Lighthouse, so it’s okay, is now the Minister of Agriculture. What we’d like him to tell us, right off, is about the movement of contraband sugar from Belize to Guatemala through the Bullet Tree Road, because we’ve been told he knows quite a lot about that illegal trafficking. Then, since he’s such a man of integrity, he could take the time to correct those nasty rumours that when he was Minister of Rural Development he used the Ministry equipment to dig 18 wells at his farm, free of cost of course. Now I refuse to listen to yeriso cause me know Godwin only lef fuh tun saint, but people deh seh it soh maybe he coulda explain. Oh Mr. Mason… It’s interesting. A couple months ago we ran stories in which two separate Ministers were accused of taking money from the ‘benevolent benefactor’ William Danny Mason. Two ministers sent letters threatening to sue. But when they heard that if the matter went to Court there’d have to be affidavits taken from Mason, and he’d have to tell his side, even from behind bars, the threats of Court action went quietly away. I’m just saying that there’s much more to this Mason story which hasn’t come out yet and there are Ministers who are still very, very nervous. Like I can tell you that even though the man formerly and hilariously known as the Big Deal has been reinstated in Cabinet, he’s still anxious. Mason keeps saying that long after September 2015 he and the Big Deal were partying together, and that picture which I prefer not to remember was taken after one such party. Anyway, the thing is that Mason will, one way or the other, get to tell his story. And that has people very nervous. Just saying…

The Buck Stops at Dean Oliver Barrow

I

am disoriented whenever Prime Minister Barrow makes statements about his own character and integrity, as he is wont to do. Like he’ll say, “well you know me, I don’t engage in hanky panky.” Or he watches you with this earnest look and drops an “anybody will tell you I operate always on the straight and narrow.” Wait, wait, there’s another one he used recently – “There is no way that in an effort to resolve the problems with the BNTU we will make promises that we don’t keep. If you don’t want to believe the fact which is proven empirically by all the evidence in the world you can ever look at that I am a man of my word.” But Dean Oliver Barrow is decidedly and emphatically NOT a man of his word, and it is incredible that he was not struck by righteous lightning when he said so, particularly in reference to the BNTU and good governance issues. After all, he is the man who promised the 13th Senator before elections in 2008, and then did an abrupt about-face after election, stating “it’s not going to happen.” This is the man who committed to an unjust enrichment law before elections, and promptly forgot about it after elections. This is the man who promised to reform the Senate and eliminate government control of statutory bodies, the same man who promised to pass legislation to prevent conflict of interest, nepotism and cronyism. He kept none of those promises, and where that particular one about nepotism is concerned, it became a sick joke. Under this UDP administration it swiftly became clear that the family Barrow could do everything better than us normal Belizeans, and so were entitled to so much more. His family members were the best and brightest attorneys and so were able to access millions of taxpayer dollars from litigation, even though there is a Solicitor-General’s office to deal with government litigation. His son Anwar was obvious the best and brightest businessman and economist in the country, and so just had to be placed at the helm of the nationalized BTL, a position which has made him extremely wealthy. Nobody else would do. All things considered, the Prime Minister took nepotism and owned that sucker. It was this same Prime Minister who promised us that the cost of fuel would not pass $7, and didn’t even blink when fuel prices rose sky-high despite the price per barrel being at an all-time low. It is the same Prime Minister who as far back as 2008 promised us a state of the art DNA testing facility. In 2011 he mentioned it in his Independence Day Address, claiming that he had secured the funding for that much needed facility. It’s now nearing the end of 2016 and NOTHING. And for sure, it is the same Prime Minister who promised to wield that double sided machete with such grace and majesty, to chop out corruption every time it reared its ugly

head. Even now he, albeit a little sheepishly, claims that he will act on corruption with all dispatch. Well, what a sick joke that is. In 2010, Minister Edmond Castro was kicked out of Cabinet as a result of some underhanded, shady dealing, straight up corruption. In 2013 Castro was embroiled in a sordid Visa scandal, accused of facilitating, for pay, visas for Chinese nationals. In 2014 Castro was implicated in another scandal at the Belize Airports Authority where that entity was somehow made to pay some of his personal expenses. The Prime Minister said it was “distasteful, but not corrupt.” With a history of highly questionable behaviour you would expect this individual to have been “chopped,” wouldn’t you? But no! In fact, he was just promoted to full Minister with responsibility for Transport and NEMO. Elvin Penner was likewise mired in obvious, evident corruption. As the Minister of State in Immigration he facilitated the Belizean nationality and a Belizean passport for a criminal held in a Taiwanese prison, a man who had never set foot in Belize. The Prime Minister has ALL the evidence, of that and other transactions conducted by Penner. So you would think that Penner is behind bars. But he’s not. He was protected at the highest level. There are many other instances, including the rosewood scandal in which this hugely valuable natural resource was “given” for a pittance to an entity in which the then Deputy Prime Minister Gaspar Vega had an interest, GIV Enterprises. The wrongdoing was clear to see. The Prime Minister brushed it off. It went away. Thirteen Ministers named in the Auditor-General’s special report…accused of wrongdoing and in some instances acts which clearly reek of organized corruption in the facilitation of Visas, nationality and passports for all manner of foreigners. The details spelled out in excruciating detail and chronological order, all wrongdoing documented. But no machete in sight… instead the Prime Minister focuses all efforts on sabotaging the Senate Inquiry so that the truth may never come out. And then there is the recent matter of Gaspar Vega. It has to be a given that the Prime Minister knew what was happening in the Ministry of Natural Resources. That huge quantity of taxpayer dollars could not have been moved without the knowledge of the Minister of Finance. You can take that to the bank and cash it. The reality is that we would not be in the position in which we are today if the Prime Minister had kept his promises and had lived up to his commitments to the Belizean people. Dean Oliver Barrow betrayed the people of Belize. His sterling integrity is a figment of his own outsized imagination. And much of what is wrong with our small nation today is the result of his actions, and inaction. The buck stops at the Prime Minister. It’s as simple as that.

GOB Backtracks on Seismic Testing After Public Outrage Erupts

Wednesday, October 26, 2016 Speaking after Tuesday’s Cabinet meeting, UDP Minister Godwin Hulse criticized the opponents of seismic testing in Belize’s offshore waters, asking of the unknown cost benefit of lifting the moratorium on the issuance of new offshore oil exploration licenses, “How on earth are you going to know what the benefit would be if you don’t do a study in the first place to find out what is there? And my understanding of the seismic was just that. The experts have said it’s not going to destroy anything…My position is, we have to, in this country, start to make decisions on the basis of good evidence and good facts, man. This emotional drive that we have to everything where we huff and puff and huff and puff is not good because it destroys potential possibilities.” A three-week regional marine seismic survey was already underway in Belize’s offshore last week when public outcry at an information session on San Pedro forced Government to backtrack. The BTB-organized event on Thursday October 20th saw several government officials at the head table and Minister of Tourism and Belize Rural South Area Representative, Hon. Manuel Heredia seated among the crowd in the front row. From the outset, the attendees in the packed room were unabashedly vocal, prompting the organizers to call for civil discourse. But the people would have none of it, pointing out that the consultation should have happened way before the matter even got to Cabinet. Their passions were not to be tamed and the session was suspended with Minister Heredia being given a deadline of 2:00p.m. to report back on whether the Prime Minister would consent to halting the seismic testing. Heredia had stood up to answer the question: what would he do to protect his community. He pointed out that “without facts it’s very hard to make decisions, but anything that will be done that will affect our barrier reef or the livelihood of our stakeholders, I will be the first one to jump. I can guarantee it.” After being pressed, Heredia proposed, “I said it before that whatever the outcome of this consultation is I will forward that to the Prime Minister. If nobody wants it then that is what I will tell him…” When the meeting resumed 10 minutes past 2 (with those present forewarning that were the Minister not to show up, they would organize a flotilla to stop the seismic vessel, Northern Explorer of Seabird Exploration), Heredia proclaimed “the Government of Belize has decided that it will suspend…” - the rest of his words were drowned out with the immediate screams and applause of the crowd. A Government press release later that day confirmed that “Based on multiple concerns raised by concerned citizens regarding the seismic survey currently being conducted in the deep offshore of Belize as well as the fact that extensive consultation with a wider group of stakeholders did not occur prior [to] the commencement of the survey, the Government of Belize (GOB) has decided that it will suspend seismic operations until such consultations can be conducted.” By the following morning, the ship was on its way to port in Belize City. Minister Heredia informed also that Cabinet would make a decision at its next meeting on the way forward. With the exception of Hulse’s usual outrageous commentary on Tuesday, there was no release issued but Oceana Belize on its social media page wrote “We have just gotten confirmation that now the position of the Government of Belize is that it was only collecting data to inform its position on offshore oil especially in light of conditions such as a cost benefit analysis.” However, Oceana, like other environmental groups has a problem with that position as they affirm that seismic testing is the first step in oil and gas development.

Sharon Anderson Monday, October 24, 2016 Chief Pharmacist Sharon Anderson, a public officer for almost 30 years, was today victorious in a defamation suit against former Chief Executive Officer (CEO) in the Ministry of Health, Dr. Peter Allen. The relationship between Allen and Anderson was fraught with tension which spilled over into the public domain in April 2014. That is when the public learned of the CEO’s disrespectful and ill treatment of Anderson whose authority was undermined when an inexperienced Minister’s daughter, Danini Contreras (now engaged to Minister of Health Pablo Marin) was appointed as the Director of Drug Inspectorate. The junior employee along with three others, were authorized to approve the entry of pharmaceuticals. Until then, that had been the sole responsibility of the Chief Pharmacist, who kept discharging her duties even while on sick leave by having the customs entries taken to her home for signing. The Public Service Union (PSU) defended the Chief Pharmacist and shared her concern that the new appointment was “a deliberate move to weaken the monitoring and regulating of imported pharmaceuticals by placing persons including Ms. Contreras who is inexperienced and has not qualified as a registered pharmacist to have the oversight of such an important area.” Their ultimate claim was that procedure had not been followed in Danini Contreras’ appointment whereas the Ministry of Health affirmed that they were simply ensuring the availability of essential medical supplies at all times, hence the authorization of Contreras and three others to certify the customs entries. But from all accounts, Anderson, who holds a Master’s Degree in Pharmacology, ran afoul of Allen who eventually sought her transfer because she wanted to run a tight ship in the pharmaceutical sector. The Union disclosed e-mails referencing an exchange between the Procurement Manager at the Central Medical Stores and CEO Allen on the absence of the Chief Pharmacist who had been on sick leave from April 7th to the 17th. In his e-mail on April 11th, the Procurement Manager Arik Lima wrote “It is to my understanding that Mrs. Sharon Anderson is on strike and refusing to sign supplies – this could seriously endanger the health of our patients.” At a press conference on May 9, 2014, those at the head table spread the defamatory language against Anderson although Lima would not admit he had written said e-mail. That same year, the Chief Pharmacist sued CEO Allen, Lima and another member of the Tender Committee. After two long years, Anderson was vindicated when Madame Justice Shona Griffith handed down the oral judgment today. She affirmed that Anderson had been affected by the publication of erroneous, unverified information about her and awarded $5,000 in damages. According to Justice Griffith, the claimants acted maliciously and indifferently in making the assertions about Anderson’s absence from work, not bothering to find out the true reason for her absence. The Judge indicated however that “the vindication that the claimant will have by the Court’s judgment should go a long way,” and by that token, saw no need to make a greater award to the tune of $20,000, a figure submitted by the claimant’s attorney Herbert Panton. Therefore, while Anderson went up against a greater force and won, the award may be considered a slap on the wrist for the defendants and hardly any deterrent for possible future abuses of the same nature by higher-ups. Deputy Solicitor General Nigel Hawke represented the accused. The written judgment will be handed down in six weeks. Ironically, Allen has since been moved from the Ministry of Health and appointed as CEO in the Public Service where he has already caused at least one Public Officer to leave her post as a result of his treatment of her.

With an attachment of the popular anti-homosexual song Boom Bye Bye by dancehall artist Buju Banton, a song which has been banned in many countries, the bizarrely insensitive post stated, “To all LGBT…if you can take a six-inch ______ in your _____then you can take this song in your soul.” Peyrefitte came under immediate and sustained fire from members of the LGBT community and many others who condemned him for his insensitivity and immaturity and nasty language. Family members also chimed in to claim that the Speaker would never go public with an opinion or post of that sort, and it was obvious that his account had been hacked. That led to another post on Peyrefitte’s page, stating “my account was not hacked. I would tell some of you to kiss my a** but you would like the idea too much.” While Peyrefitte did not comment on the thread responding to his post, it was revealed there that he claimed that his account had been hacked. He allegedly made that claim to family members, and also to Caleb Orozco, head of UNIBAM and prominent LGBT-spokesperson. If indeed Peyrefitte’s account was hacked, it was obviously by somebody who is very familiar with his style of speech and his musical preference.

On March 31, 2010, Detective Constable Jermaine Mangar was detained by Police as a result of what they called a “sting operation.” He was subsequently arrested and charged with Attempted Robbery with a Firearm and Conspiracy to Commit Robbery. The arrest was sensational, to the point that Prime Minister Dean Barrow appeared with Police at a press conference to throw Mangar under the bus, accusing him of being the criminal mastermind behind a string of brazen robberies, likely even a robbery and murder which occurred at a Scotiabank in Spanish Lookout. According to the Prime Minister there was no doubt that Mangar was the mastermind, and the arrest served to restore confidence in the Police Department. “The fact is that the same Belize Police Department has been able to break the ring, has been able to arrest one of their own and is in possession of evidence that makes it crystal clear that what was happening was organised, that what was happening was the work of this criminal gang, that this criminal gang was being led by this police

officer and that as a consequence of last night’s operation that ring is now broken,” stated Barrow confidently. The Prime Minister went further to state that “there’s no question about him being charged and there’s no question about his being the leader.” But only days after that press conference, Police stated that there was no evidence linking Mangar to the Scotiabank robbery and murder. A few months after, the charge of Attempted Robbery with a Firearm was withdrawn and now after years of adjournment dates, the final charge was withdrawn. According to attorney for Mangar Dickie Bradley, there was no evidence to implicate his client as the mastermind of any criminal ring. The “sting operation” consisted of Mangar being called to the Chon Saan Restaurant by a man who was allegedly his accomplice in what was to have been a robbery at that restaurant. That accomplice, claims Bradley, is a career criminal and his word should never have been used to destroy the life of a Police Officer without any other evidence. With the prosecution declaring a Nolle Pros, Mangar has indicated that he intends to take action against the Government of Belize and the Police Department.

Wednesday, October 26, 2016 New Central Bank Governor Joy Grant last week told the press very nonchalantly that Belize now has only US $315 Million left in the Bank’s international reserves but failed to explain what a dire situation now faces us. The country’s economy is now in crisis mode as Belize now only has US$15 Million above the import merchandise threshold. That is, if Grant is even accurately reporting the figure. What it means is that Belize must have at minimum US$300 Million in its international reserves at all times because the country’s approximate spending on imports per month is around US$100 Million. Dipping below that benchmark could spell catastrophe for Belize and its citizens. Former Central Bank Governor Glen Ysaguirre had written to Financial Secretary Joseph Waight in July warning of the impending dangers of paying Lord Ashcroft the remainder of the BTL settlement in US currency from the reserve. In that leaked letter he wrote candidly about the possibility of Belizean currency being devalued: “...it is going to be very difficult, if not impossible, for the Bank to protect the exchange rate peg of BZ$2 to US$1.” At the time of that letter,Ysaguirre had told FinSec Waight that Belize had about US $440 Million in reserves and could not risk paying the additional sum to Dunkeld from the Central Bank’s reserves. “... it would be destructive for the economy of Belize if the Central Bank were to even attempt to facilitate any such request for an additional amount of foreign currency given the current level of official foreign re-

serves...,” Ysaguirre wrote. Well newly appointed Governor Grant, a trusted associate of Prime Minister Dean Barrow, did exactly what Ysaguirre warned against. Was there ever any consideration for the absolutely negative impact such an action could have on the economy or was it all done at the request of the new Governor’s puppet master? The truth is, actually, that GOB had no other choice. The Belize Times has it on good word that the government would not have been able to borrow the US $67.5 Million from any financial institution to pay Lord Ashcroft. It had been clear from the onset that the BTL settlement would have cost the Belizean people much more than any other settlement before in the country’s history. Still, GOB took the matter to the Caribbean Court of Justice (CCJ) knowing exactly what they had agreed to. The ruling from the CCJ certainly came as no surprise to Prime Minister Barrow, since he was the one who privately negotiated the terms of the settlement with Ashcroft at a meeting in Miami and it is very likely that his law firm handled the drafting of that agreement. Now Belizeans are left to suffer because of it. The Belize Times has also learned that GOB is very likely to default on its next Superbond payment due next March. In Ysaguirre’s letter to Waight he noted: “While Central Bank acts as the fiscal agent for the Government, it also has a wider mandate to protect the

We believe that proper protocol wasn’t adhered to in terms of his going into [the] cell block and removing those prisoners to use the ablution and in that process that was when they were able to escape from him.” The two men, Bejerano and Cruz, were in Belmopan and not at the Belize Central Prison because they were scheduled to appear in Court that week. Bejerano is believed to have been behind the January 2016 murder of taxi driver, 28-year-old Isidro Suar. The body, with multiple gunshots wounds, was discovered on a roadside. Police caught up with Bejerano who was along with a 17-yearold female and a third individual inside Suar’s vehicle at a checkpoint in Ontario Village, Cayo. Authorities recovered 12 live .38 rounds from Bejerano and a .22 pistol with three live rounds. Similar caliber ammunition was found at the scene of Suar’s murder. Suar’s family at the time told the media that Bejerano had tried to force him to drive them to commit robberies on multiple occasions but he would always refuse. That same weekend, another taxi driver and friend of Suar’s, Yoni Maas was found dead in the Mount Pleasant area of Belmopan. While Police were unable to link both murders through evidence, it is still believed that Bejerano was responsible for that gruesome killing as well. Just a few days after Suar’s murder, Bejerano was charged with vehicle theft in connection with a brazen highway jacking of a vehicle from a woman, leaving her, her four children and her mother stranded in Armenia Village, Cayo. The other escapee, David Cruz is one of the accused in the July 2016 robbery at the Income Tax Department where almost $30,000 was stolen under gunpoint.

Nitaya Locke Killed in Motorcycle Accident

Monday, October 24, 2016 Just weeks ago she was hailed as Belize’s only female vehicle mechanic and technician, but on Friday, October 21, Nitaya Locke, a 26 year-old resident of Lords Bank village, died from injuries she suffered in a motorcycle accident. The accident is believed to have

happened between sometime after 11:30 p.m. on Friday. Reports are that she was socializing with her sister and 2 friends that night, and just after 11 o’clock, she decided to head home. Monday, October 24, 2016 The Police’s latest elite multi-agency unit, the Mobile Interdiction Team, formed in 2012 through US funding and with US training, is in the spotlight again, and it’s not for any good reason. A Belmopan businessman, Raul Acevedo, claims that on Friday night he and his wife were extorted to the tune of $2000 by members of the MIT who detained his van at mile 25 on the George Price Highway. According to Acevedo, an importer, they were heading home from Chetumal with goods in the back of the van when they were stopped. The van was searched and MIT members allegedly found one box of perfumes for which duty had not been paid. With that discovery, claims Acevedo, the MIT escorted them in the van to the Belmopan Training School where they were allegedly informed that if they did not “come up,” they would be charged for the uncustommed perfume and for some other disclosed criminal charge. “I asked ‘well how do you mean come up?’ and they said ‘well you have to come up with some cash’. Then they said if I gave them $5,000 I can get through with the journey I’m going on,” Acevedo told the media. He says after discussion, he ended up giving the members of the team $16,000 pesos, roughly BZD$2000, and the undisclosed criminal charge was “dropped.” It is not the first time that the elite MIT, made up of Immigration, Customs and Police personnel has been accused of “irregular activities.” Two separate incidents were disclosed to the media in early July 2016 while the MIT had set up checkpoints in the Belize Rural Eastern Division. One was an alleged shootout between MIT personnel and the occupant of a civilian vehicle which was not reported by the unit, and the other was the alleged shakedown of Chinese businesspersons by the MIT. According to RED Commander ACP Edward Broaster, both these incidents were reported to the Commissioner of Police for investigation by the Professional Standards Branch. Where this recent allegation is concerned, Acevedo has indicated that he will take legal action against the Police Department after reporting the incident to the Professional Standards Branch for investigation. At the launching of the MIT in 2012, then US Ambassador to Belize HE Vinai Thummalapally stated, of the unit, that ““they interdict and seize drugs, laundered money, weapons, traffickers and other instruments that allow criminals to intimidate good citizens.”

Police are investigating the possible causes of the accident but so far they don’t have a clear picture as what caused Locke to lose control of the motorcycle. They have combed the scene, and it has been inconclusive. At this time, they are not ruling out the possibility that she may have been hit by another vehicle which could have then caused her to lose control.

11 Her family is devastated by her sudden loss, and so too are her coworkers. She was described as a promising mechanic and technician for the Bravo Motors Company since April. She had received her first certification as a junior, and her immediate superior at the company was impressed by her dedication and ambition. Giovanni Ramos, the Service Manager at Bravo Motors told the press, “That was what caught my attention quite often, her willingness to step outside her comfort zone and do more than we expected her to do. The first time she walked in to do her interview I was skeptical, I was saying how can this young lady hold her own? And of course, she put that to rest quite quickly. She came in and blew everybody out the water.” Her family recently experienced 3 of its family members passing away with very short reprieve between each, and now, they have to make funeral preparations for Nitaya.

Tuesday, October 25, 2016 Blackadore Caye, owned by Hollywood actor Leonardo DiCaprio, will have its resort which is estimated at a construction cost of around $470M. The Blackadore Caye Restorative Island Project has been approved by the Department of Environment and the construction phase of the Island resort is set to begin next year. DiCaprio is one of several investors who form the consortium known as the Blackadore Group and their plan is touted as the “Blackadore Caye Restorative Island” project. The island, due to ecological pressures from historical environmental factors and traditional fishing practices, has been described as a “sick caye” that is “dying”. Its biodiversity needs to be replenished, and it is suffering from soil erosion very much like other parts of Belize’s coast line. The Blackadore Group intends to restore the island to its pristine state, which was what it was “over 200 years ago”. Simultaneously, there will be construction of the Blackadore Resort Amenities, the Resort Hotel and Guest Pavilions, and the Blackadore Villas / Homes and Residents’ Club. The developers have committed to the environmental technicians and to the Belizean populace that they will comply with the strictest most stringent building codes in the world today. The policy is that this proj-

ect is supposed to enhance the environment in and around Blackadore Caye, and not do the exact opposite, which is to harm it in anyway. During the construction phase and operation of the resort, the pledge is that the carbon emissions and the environmental footprint should be the lowest, and will be a model of environmentally conscious development. The Blackadore Group pledges to be gold standard in environmental awareness. To prove their commitment, the developers have listened to the concerns of Belizeans who participated in the January 2016 public consultations. MP reporta 80 secuestros durante este año Guatemala: 26 de Octubre 2016 La Unidad contra Secuestros de la Fiscalía contra el Crimen Organizado del Ministerio Público (MP) registra 80 denuncias de plagios en lo que va del año. Esa dependencia recibió 120 alertas similares durante el 2015. Se trata más de casos protagonizados por “estructuras emergentes” o “casos de oportunidad”, como los calificó César Estrada, fiscal antisecuestros. Los grupos, aunque están estructurados, no tienen la organización, por ejemplo, de los Sierra o Agosto Negro, explicó Estrada. La reestructuración después de la fuga del penal de varios integrantes de la banda los Falsos Pastores originó ocho secuestros más a finales del 2015, ejemplificó la fuente. La mutación Las estructuras anteriores contaban con información detallada de la víctima, conocimiento de la logística policial, vehículos propios, el grupo estaba al mando de un líder y a su disposición había una red que aportaba información de la víctima elegida. De acuerdo con datos de la mesa técnica, presidida por el Ministerio de Gobernación, se tienen 26 casos de secuestros. “Aumentaron en la modalidad de secuestros emergentes, y estos se caracterizan por ser responsabilidad de personas individuales, entre ellos familiares y delincuentes comunes”, explicó el ministro de Gobernación, Francisco Rivas. Las víctimas La mayoría de los secuestros ocurren por lo general en la provincia. En la capital predominan las “simulaciones”, afirmó el Fiscal, quien añadió que en varios casos el perfil de la víctima ha cambiado, como su posición económica. Las bandas organizadas de años atrás perpetraban secuestros de personas con capacidades económicas muy altas. “En la actualidad, las víctimas —en su mayoría— son de clase media baja y baja”, subrayó. Los plagiados suelen ser, en su orden, adultos varones, mujeres, adolescentes y, en menor cantidad, niños. Graduaciones Las tareas de la unidad antisecuestros aumentan en esta época del año, con la llegada de las graduaciones académicas. La Fiscalía tiene la obligación de investigar si se trata de un secuestro o una simulación en todos los casos, aclaró Estrada. Sin embargo, son varios los casos de alerta que reciben de adolescentes que “desaparecen” después de las graduaciones. En ocasiones, dijo el funcionario, se trata de jóvenes que querían ir a un paseo o una fiesta especial, pero se les negó el permiso y entonces simularon un secuestro. La investigación se realiza de igual manera en todos los casos.En abril pasado, un informe publicado por el Departamento de Estado de Estados Unidos denunció la implicación del Ejército de Guatemala y la Policía en esos delitos.

Policía hondureña reprime marcha pacífica de indígenas lencas Honduras: 26 de Octubre 2016 El asesinato de varios líderes indígenas y ambientalistas en Honduras ha desatado la protesta a escala mundial y organizaciones exigen justicia. La Policía dispersó con gases lacrimógenos y agua a presión a cientos de indígenas lencas que se manifestaban este jueves en Tegucugalpa para exigir el cese de asesinatos de defensores de sus territorios. Cuando la manifestación estaba a punto de terminar, y sin que mediara provocación, unos 200 policías lanzaron a los indígenas bombas de gases lacrimógenos y potentes chorros de agua desde una tanqueta. Los manifestantes se dispersaron pero los policías persiguieron a algunos de ellos hasta a lo largo de un kilómetro, disparando las bombas de gas. “Venimos a exigir que cesen los asesinatos de defensores de los territorios, como en el caso del Aguán y las amenazas contra nosotros”, dijo el coordinador del Consejo Cívico de Organizaciones Populares e Indígenas de Honduras (Copinh), Tomás Gómez. El Salvador: 26 de Octubre 2016 Seis pandilleros murieron este lunes en El Salvador en un enfrentamiento con la Policía Nacional Civil (PCN) registrado en la colonia San José, en el municipio de Olocuilta (sureste). “Una balacera se inició anoche (domingo) y se prolongó hasta esta madrugada (lunes) en las afueras de Olocuilta”, un municipio a 20 km al sureste de San Salvador, indicó la policía en un comunicado. Las autoridades no han precisado de momento la identidad de los fallecidos ni a cuál pandilla pertenecían. La Policía se limitó a señalar en un comunicado que uno de los fallecidos tenía el alias de “El Grano”, y era señalado como un supuesto cabecilla pandillero de la zona donde ocurrió la balacera. “Un equipo de la Fuerza Especializada de Reacción El Salvador (FES) fue alertado de la presencia de un numeroso grupo de mareros armados, quienes estaban reunidos en un punto de la colonia San José y fueron sorprendidos por la intervención de la unidad elite a quienes respondieron con un ataque armado”, indicó la PNC en un comunicado. “La rápida intervención de la unidad élite sorprendió a los criminales quienes respondieron con un nutrido de fuego”, agregó el comunicado. La Policía añadió que tras el enfrentamiento decomisaron dos escopetas, una carabina 30-30, dos pistolas y un revólver. De acuerdo a datos policiales, entre el 1 enero y el 3 de octubre pasados se registrado 469 tiroteos entre policías y pandilleros, en los cuales han fallecido 429 supuestos miembros de pandillas. El ministro salvadoreño de la Defensa Nacional, David Munguía Payés, señaló a finales de julio de 2015 que los miembros de pandillas en El Salvador son unos 60 mil; dos años atrás él mismo estimó este número en 40 mil. La Mara Salvatrucha (MS13), Barrio 18 y otras minoritarias son acusadas de mantener los índices de violencia que sitúan a este país centroamericano entre los más peligrosos del mundo. SAFETY AND CARE My late Aunt Doris Hyde absolutely loved walking around in downtown Belize City. In my mind’s eye, although she is no longer with us for some fourteen years, I can still see her with her little straw hat and her plastic market bag crossing over the Swing Bridge and stopping to chat with good friends by the old Belize City Market, where the Commercial Center stands today. There was no doubt, for her, a special feeling being right in the heart of the old capital. I love it too. From my office on Queen Street, I can walk to court, the bank, the drug store, Bottom Dollar Store, the Post Office, Simon Quan Store, Angelus Press, the Police Station and many others. And, yes, I stop to chat and hail many friends and old constituents on my way. It is indeed special. Yesterday Ya Ya Marin, microphone in hand, and her cameraman, stopped me by Bridgefoot to ask KREM Television’s Two Cents Question of the Day. Happily, I believe I knew the answer. The question was “Why do they call the park in downtown Battlefield Park?” My mother told me, when I asked her, that the Salvation Army used to hold all their meetings in the park, and since they are an Army fighting to save souls, they called the meeting venue the battlefield in their laudable battle for more Christians. Today, I think that the upgrade to Battlefield Park, with its attractive bust of Antonio Soberanis, has been a good one, but I do think that we should know at what cost to taxpayers. To Ya Ya, I took the opportunity to lodge my complaint about the awful look of the Commercial Center. The torn up old awning that is above the space where Miss Irene had her fruit and vegetable shop is still there. Incredibly, it was there throughout the September Celebrations despite Bowen and Bowen having so nicely decorated the Mule Park. It is still there. What an eyesore. I wondered aloud why the city mothers and fathers don’t open their eyes and tidy up the place. Downtown can look so much better if councillors would work

THE WONDERER AND BELIZEAN DEEP SEA EXPLORATION! I must congratulate the San Pedranos, Oceana and other organizations for their bold move against offshore drilling in Belizean waters. The notion of the Gulf Oil spill is still in our heads. Nobody, including any PUP or UDP politician (I hope) would like to see oil floating in our territorial waters threatening our reefs and atolls and then our coastline such as the photo below. When oil spills into the ocean, it is difficult to clean up. When you have 3.19 million barrels to clean up like in the Gulf, it is even harder. Part of the problem is that no two spills are the same. The amount and type of oil (whether crude or refined) affects how it spreads, and a spill in seawater spreads differently than in freshwater. Local environmental conditions also play a huge role: currents, tides, weather, wind speed and direction, air temperature, water temperature all affect how the oil spreads and how well cleanup workers can access the spill area. This variability makes it difficult to plan for spills ahead of time. Removing spilled oil from the environment is a difficult task. Because oil is hydrophobic (doesn’t mix with water), it floats to the surface when it spills into the ocean and forms large slicks. These slicks can wreak havoc on coastal ecosystems and animals. There were immediate impacts to the animals of the Gulf of Mexico that could be seen with the naked eye: pelicans black with oil, fish belly-up in brown sludge, smothered turtles washed up on beaches. But not much time has passed since the spill, and it will take many years of monitoring and research to understand what happened, how much damage was really done - short term and long term damages. I wonder how our deep seas would look with structures such as the above ones. I guess we would get used to them after a while just like how we appreciate all those tourism buildings lining up the San Pedro east coast and now the west coast. Or similar to what’s happening in Placencia and also around our mainland coast, buildings and more buildings becoming an eye sore and also creating social and environmental problems. All projects, no matter what, create positive and negative impacts. The negative ones must be studied in-depth and dealt with/mitigated so to minimize the impacts. Petroleum business is big business. It’s so big that we Belizeans can’t even imagine. It’s between millions, billions and trillions. It is so big that even the USA and Mexico are still drilling regardless of the historical spill. Probable they don’t own the second largest reef system or 3 atolls or the myriad of islands like us (although most of them are now U.S. islands). I ask Belizeans to wonder into the Offshore Magazine http://www.offshore-mag.com/index. html and learn more about this mega business of offshore drilling. Another good magazine is USA Energy Infor-

New Orleans in August 2016, is the eleventh offshore sale under the administration’s Outer Continental Shelf Oil and Gas Leasing Program for 2012-2017 (Five Year Program). Sale 248 will include approximately 4,343 blocks, covering roughly 23.5 million acres, located from 9 to 250 mi (14 to 402 km) offshore, in water depths ranging from 16 to more than 10,975ft (5 to 3,346 m). The proposed terms of this sale include conditions to ensure both orderly resource development and protection of the human, marine and coastal environments. These include stipulations to protect biologically sensitive resources, mitigate potential adverse effects on protected species and avoid potential conflicts associated with oil and gas development in the region. The GOB did a huge mistake in issuing an exploration license even after a moratorium was in place. Our nation needs our petroleum laws to be reviewed along with Environmental, Fisheries, Coastal Zone, Port, etc. laws for that issue. Our laws are so obsolete that the economic benefits are mostly for the investor and not the country. We must not be afraid of seismic studies, but they must be done according to the laws presently. In the meantime the laws must be reviewed which will take at least 3 years. A committee of our best Belizean professionals should be put in place (No politician or flunky),

forecast a growth in deepwater’s share of global production to 10% by 2017. But deep- and ultra-deepwater’s share of overall capital expenditures will be 53% of cumulative spending. Operators and service companies face the challenge of substantially improving resource recovery rates and conducting operations in a cost-effective manner, while maintaining the highest safety standards. The Gulf spill was beneficial because it improved technology and standards because no one wants this to repeat. The USA Bureau of Ocean Energy Management (BOEM) has announced that it will offer approximately 23.5 million acres offshore Texas for oil and gas exploration and development in a lease sale that will include all available unleased areas in the Western Gulf of Mexico Planning Area. To and From Work – Workers’ Basic Right!

In 1981 the Social Security Act (Chapter 44 of the Laws of Belize) was enacted and it covered only injury resulting from and in the course of employment. It also covered insured persons if injured to and from work while travelling in a company vehicle only. In 1981 when the Social Security Act was conceptualized and enacted the working environment was very different than today’s reality. Very few workers commuted to work. Today the truth is that a vast majority of workers commute. In the year 2000, after a series of public consultations held in 1999, the modernization of the Social Security began (this was done in an effort to make the Social Security Board (SSB) more relevant) by a comprehensive revision of the Employment Injury Branch. Among other changes, the Employment Injury Branch was amended to expand coverage to workers travelling to and from work using private and/or public transportation. Based on SI 131 of 2000 the SSB started paying employ-

ment injury while travelling to and from work either in public or private transportation. Below please find a table illustrating the findings of the public consultations done by the Social Security Board in 1999: In 2014 the SSB decided to rely on 13A and 13C of the Social Security Act (Chapter 44 of the Laws of Belize) to say that coverage to and from work in private and public transportation should not be covered and totally ignoring the SI 131 of 2000. In the Actuarial Review 2012 tabled at the National Assembly in 2103 it is reported that “The Employment Injury (EI) Branch (the branch/fund used to administrate the injuries suffered in the work place) continues

to be overfunded, with a surplus that amply exceeds the actuarial requirements.” The Actuary continued to advise “The EI branch experienced a record surplus of $12.3 million, augmenting the reserves to $88.7 million, 23 times higher than the statutory minimum, with total expenditure less than one half the financing provisions. The statutory minimum reserves required for the Employment Injury Branch which is a Pay AS you Go system is $1.5M (Average monthly expenditure of the EI Branch) multiplied by 6 months or ($9M). The reserves of the Employment Injury branch in 2012 already stood at $88M. Even today the yearly income of the Employment Injury Branch (contributions plus investment income etc.,) exceeds the expenses of that branch. There is no reason, if even financially, why the workers of Belize should not be covered for travel to and from work when in private and or public transportation. Below please find the a 3 Tables with Income and Expenditure data and other information on the Employment Injury Branch of the SSB for period 2009-2012 submitted by the Actuary in 2013. Given all the data submitted by the Actuary it is puzzling that the present Board of Directors of the SSB and the Government of Belize continue to hoodwink the Belize National Teachers Union (BNTU) and the Belizean worker in general. Coverage for employment injury resulting from travelling to and from work in private or public transportation is not only affordable (with the present contribution structure) but is a basic workers’ right given the work environment today. It is also the obligation of the Board of Directors of the SSB to ensure that this scheme evolves and remains relevant to the world of work. Coverage of the worker should be paramount to the SSB if it is to fulfill the mandate of being a social safety net for all Belizean workers.

“I DON’T GIVE A FRIG ABOUT LEGACY” By: Norris Hall The scene is yet another press conference in a series given by the Prime Minister to discuss more revelations of what have become commonplace, even daily revelations of corruption in his government. This one is about his former Deputy Prime Minister and Lands Minister and his generosity with State-owned lands given, or sold, for a pittance, to his family and cronies. This scam is for associates of the then Deputy Prime Minister (family or friends) to acquire land from the Ministry of Lands, get an inflated revaluation by a government valuator on the same untouched land and then claim a fat payment from government for its reacquisition, at outrageous profits. The most recent scam also entailed the issuing of second titles to these people despite the fact that land records show that these lands are legitimately owned by first title holders. The Prime Minister tried, as hard as he could, to convince us that he is a distant cousin of Saint Mother Teresa. It was a “mistake” he said that his former Deputy explained before tendering his resignation from the Cabinet. It is not the first time that these “mistakes” have been made by Ministers of Government in the Barrow Cabinet. These mistakes are criminal acts that are, apparently, negated by the Prime Minister, acting as Supreme Ruler. THE ENTRANCE AT THE PRESS CONFERENCE The Prime Minister entered. The lights from the television cameras were bouncing off his bald shining scalp. He was the big man of the hour. It has become a regular series on national television - “The Hour of Corruption”. He wore a black guayabera. Appropriate for the scene. His body language was unusually unreadable: Not arrogant. Not cocky. Not smart ass. Suave and slick like Slick Sam. For a brief moment these outstanding Prime Ministerial characteristics may have thought they had the day off. He was alone it would appear, without them, except for a whiff of humility. Maybe it could have been the result of a low dose of opiates to relieve his incessant back pain. This was especially after he was beaten, punch drunk, by the powerful Belize National Teachers Union. They went on strike and took to the streets for two weeks. They demanded better governance, an end to corruption and better management of the country. Under pressure he was forced to yield, under pressure of the teachers. But he is known to be unforgiving and vindictive. This chapter, this sequel, is to be continued. But more pressure is mounting on the Barrow Administration as the media continues to expose the piling heap of dirt and corruption in the government and by the government. That pressure, heightened in the face of the rising level of poverty and the escalating national debt, is the price that Slick Dean must now pay. THE SCENARIO After he enters the room and stands at the head table, the national anthem plays. The cameras focus on the Prime Minister and two ladies flanking him: His not-so-newly minted Attorney General and Minister of Lands and his very dear friend, the Chief Executive Officer in that Ministry. They appeared to be so damn well prepared, it must be assumed that they knew this most recent scandal was going to erupt like a volcano which they tried to keep the lid on as long as possible. They must have been, having been forewarned. The crimes

may have taken place when the former Deputy PM was also the Minister of Lands. Why was he demoted to Agriculture Minister following last November’s national elections? It is now almost a year since. The carcasses must have begun to smell. HAIL MARYS NOT HANDCUFFS It must be assumed and with more sarcasm, that the Prime Minister has taken on the authority to dispense the saying of “Hail Marys” as penance to Ministers for their unholy sins of political corruption or just plain street hustling, rather than to order them arrested and handcuffed until he got a chance to sign a Statutory Instrument to change the Criminal Act to stop their prosecution. He has done so in other instances when the laws seemed to be working against his political agenda. That in itself is corruption up and in

your face. The media, with its bank of television cameras and reporters were in the back of the room. They are no longer patsies. They have asserted themselves to look like the Fourth Estate and a lethal force, armed with recorders and old-school pen and paper to safeguard Belize’s crumbling democracy from one of the most destructive forces of corruption in this country’s history. It is known as the Barrow Administration. The cameras zoomed in. They captured the faces of some men and women. They were all sitting together. The Constitution describes them as “the Cabinet”. They are the oligarchy, the untouchables. They are protected from the law by what has become a police political apparatus. THE LAND SCALPERS In the most recent land scam, the son of the once powerful Deputy Prime Minister acquired coastal land near Belize City through a convoluted paper trail to insulate both the former Deputy PM and his son. The set-up was that with the approval of this Minister, one of the Minister’s henchmen was able to buy one acre of land from the government for $2,500. This was after the actual price was discounted by the Minister. This henchman subsequently sold the same unimproved

parcel of land to the Minister’s son for $15,000. The government -the Minister - then reacquired the same unimproved land from the Minister’s son and compensated him with $400,000. A similar deal was pulled off with a Belize City attorney. She is the daughter of the late former Speaker of the House and Attorney General who was a law partner with the current Minister of Foreign Affairs. The pay-out from the public coffers of $800 thousand (nearly $1 million) which is a lot of money must have required the approval of the Prime Minister AND the Financial Secretary. It would appear then, that this “hotbed of corruption” is all encompassing. It would appear that there is pervasive corruption and that the Minister of Finance may have been dishonest or incompetent, or both, in approving such questionable payments. On the other hand it may just be that there is a collapse of a system that was designed for good governance but that has been invaded by excessive political interference or simply just thieves. When a reporter asked him if he is not concerned that corruption will be a part of his legacy, the PM said, most untruthfully, “I don’t give a frig about legacy!”

The Prime Minister of Belize, because everybody knows that it is he who makes the important decisions, has determined that teachers who were on strike will not be paid by government. The Prime Minister is said to be a very smart man, but sometimes I can’t understand why he does what he does. Despite standing pretty much on their own, many teachers were prepared to continue the strike – not to hurt government and not to overthrow the UDP, but because they felt that it was for a good cause and one which would benefit all of us. Those teachers put the strike on hold despite the fact that all they got were promises – basically the same promises they had gotten in 2008. They did so, I think, because as educators they were torn. They knew they were fighting for the right things but they missed their students and wanted, as much as possible to reduce the hardship on those students. So they decided, as a matter of good faith, to accept the promises of the Prime Minister, again. This is why I don’t understand how in his heart the Prime Minister could then, just as the strike was called off by the teachers, do such a cold, callous thing as refuse to pay them. What message is the Prime Minister sending? Is he really that petty and malicious that he would punish educators simply because they stood up against corruption in his government? It seems, at least from what we’re looking at, that he is. Teachers are some of the most selfless persons in any community, and certainly in Orange Walk it has been my experience to know some of the best. The work these educators do is inspiring. They aren’t lying when they say that they become parents for most of the day. They aren’t lying when they say they have to use their own resources to make their classrooms suitable for the grooming of young minds. They aren’t lying when they say that they often have to feed the students who go to school without a decent meal because if you are not properly nourished you

don’t learn. Teachers are parents, guardians, counsellors, doctors, referees, mentors and police at times. And their days don’t finish when the last bell rings and their students head home. That’s when they have to check papers and clean up the classrooms and prepare lesson plans. In fact, I know that teachers sometimes have been accused of neglecting their own families because they are so consumed with their schoolwork and school responsibilities. So how is it that the Prime Minister can feel that it is okay to punish these hard-working men and women by withholding their salaries? How could that ever possibly be okay? Maybe the teachers could then turn around and submit a bill for all the overtime that they work. Would the Prime Minister consider paying that? I tell you that I am saddened by the disrespect of our teachers. They were not being malicious. They were not pushing a PUP agenda because our teachers have the free mind to support whichever Party they wish, or to not support if they wish. I am sure that there were teachers of all affiliations who stood strong. They were not irresponsible. Many of them kept in contact with their students over the days of the strike through email. Many of them did community service to show that their hearts remained in the right place. Many of them walked the streets to educate Belizeans on the issues. And during all that time they were the subjects of the nastiest attacks I have seen outside the political arena. The personal lives of these men and women were made public by UDP operatives. They were threatened and insulted and harassed and intimidated. And even now that continues. So for the Prime Minister to do this is low, very low. I take this opportunity to appeal to him. To punish the teachers is wrong on every level. Mr. Prime Minister, please find the wisdom to do the right thing in this situation. Our teachers deserve much more.

MAKING THE IMPOSSIBLE… POSSIBLE!

By: Eduardo Santos To make the impossible possible, a great leader must have big dreams. However, in the process of achieving it, he may face numerous obstacles. But to be a great leader, he shall refuse to accept failures. He shall not give up easily, learn from the mistakes he made in the process and work even harder to achieve his big dreams. To attain extraordinary achievements, a great leader must have extraordinary ideas. There are a number of leaders who failed in their early careers, but with great determination and perseverance, they survived their hard times and achieved their dreams. For instance Thomas Edison, a well-known scientist, was labeled as a hopeless student too stupid to learn anything. After 9000 experiments, finally, he achieved his dream of inventing the first light bulb for mankind. A man with vision, courage, integrity, strategic planning, confidence and flexibility, the Hon. John Briceño is a great political leader whom I admire the most. He was the man behind the PUP’s rejuvenation growth from a party in shambles into a vanguard of democracy which keeps the government in check. His journey from a humble family to become a politician and a statesman provides important lessons for Belizeans on both sides of the political divide. I suppose that a good leader shall have the courage to bridge the divide with any party and work with all for the benefit of the people. Hon. Briceño was very decisive in bringing the party into the embrace of the people of Belize. I strongly believe that he is an ideal example for those who wish to become a good leader. With ups and downs throughout his life, Hon. Briceño never ignores history in his quest to find new ways to rejuvenate the PUP and maneuver the difficult terrain that we now face. With his dedication, perseverance and diligence, he is able to transform the party to what it is today, a united party of which we are fiercely proud. To him, nothing is impossible. Being positive is beyond what

can be seen by the eyes, covering both physical and psychological aspects. At ALL times, it is essential to keep a team together and motivate them to move forward. Leaders are to consistently influence the team by expressing positivity all the time. There are a few steps that leaders can practice to sow positivity in the team. Before you plant something in your garden, you remove the weeds! Similarly, before trying to inspire the team with positivity, remove factors in the team that deter it. There will always be negativity all around, in the form of current challenges, potential constraints to the team project, or even past failures. What a positive leader ought to do is guide the team to derive something positive, such as coming up with a solution by means of innovation to a current problem. As they always say, “When life gives you lemons, make lemonade!” Negative statements and questions give rise to doubt which can spread like a pandemic throughout a team. Eventually that team becomes more unproductive and unfocused. Learn to spice up your statements with optimism. Instead of “There is no time, we won’t make it”, say “We have a time constraint, but we can make it.” Simple yet essential, positivity can change an ‘impossible’ situation into a ‘possible’ situation.

uando el Primer Ministro Barrow hace declaraciones acerca de su propio carácter e integridad, como suele hacer, siempre logra desorientarme. Como cuando dice, “ustedes me conocen, yo no soy participe de conducta de poca ética (hanky panky).” O cuando te observa con esa mirada seria y dice “ cualquiera les diría que siempre obro por el buen camino.” Espere, espere, hay otro que usó recientemente: “no hay manera que en un esfuerzo por resolver los problemas con el BNTU (Sindicato de Maestros por sus siglas en inglés) hiciera promesas que no cumpliremos. Si usted no quiere creer en el hecho, empíricamente comprobado por todas las pruebas en el mundo, que usted puede encontrar de que yo soy un hombre de palabra.” Pero Dean Oliver Barrow decidida y enfáticamente NO es un hombre de palabra, y es increíble que no le haya partido un rayo de justicia divina cuando dijo esto, particularmente en referencia a las cuestiones de gobernabilidad y el BNTU. Después de todo, él es el que prometió el Senador 13 antes de las elecciones de 2008 y luego haciendo un giro completo después de las elecciones, afirmando que “esto no va a suceder.” Este es el hombre que prometió una ley de enriquecimiento ilícito antes de las elecciones y rápidamente se le olvido después de las mismas. Este es el hombre que se comprometió a reformar el Senado y eliminar el control gubernamental de los órganos estatutarios, el mismo que prometió aprobar legislación para evitar conflictos de intereses, nepotismo y amiguismo. No cumplió ninguna de esas promesas, y en particular en cuanto al nepotismo se refiere, esta se convirtió en una broma de mal gusto. Bajo esta administración UDP (Partido Unido Democrático por sus siglas en ingles) rápidamente se estableció que la familia Barrow sabe hacer todo mejor que el resto de nosotros los beliceños normales y por lo tanto tienen derecho a mucho más. Los miembros de su familia habrían de ser los mejores y más brillantes abogados y así tuvieron acceso a millones de dólares de los contribuyentes por cobros de litigios, aunque existe un Procurador General de la Nación para hacerle frente a litigios del gobierno. Su hijo Anwar fue obviamente el mejor y más brillante hombre de negocios y economista del país y por lo tanto tuvo que ser puesto al frente de la nacionalizada BTL (Telecomunicaciones de Belice Limitada, por sus siglas en ingles), una posición que lo ha hecho muy acaudalado. Nadie más hubiere podido hacerlo. Considere estas cuestiones, el Primer Ministro opto por el nepotismo y se aprovechó de ello. Fue este mismo Primer Ministro que nos prometió que el precio del combustible no pasaría de $7 y ni siquiera parpadeo cuando el precio se disparó a pesar que el precio internacional por barril de combustible estaba por el nivel más bajo de todos los tiempos. Es este mismo Primer Ministro que desde 2008 nos prometió un centro de pruebas de ADN de última generación. En 2011 lo mencionó en su discurso del Día de la Independencia, citando que había logrado financiamiento para la muy necesaria instalación. Se acerca el final del año 2016 y NADA. Y por cierto, es el mismo Primer Ministro que prometió utilizar ese machete de doble filo con tal gracia y majestad, cortando de un

tajo la corrupción cada vez que esta alzara su fea cabeza. Incluso ahora, aunque un poco tímidamente, afirma que actuara en contra de la corrupción con toda prontitud. Bien, esto sí que es una broma de muy mal gusto. En el 2010, el Ministro Edmond Castro fue expulsado del gabinete con relación a algunos negocios turbios, claramente corruptos. En 2013 Castro estuvo envuelto en un sórdido escándalo de visas, fue acusado de facilitar, por dinero, visas para ciudadanos chinos. En el año 2014 Castro estuvo implicado en otro escándalo relacionado con la Autoridad de Aeropuertos de Belice donde esa entidad de alguna manera le pago algunos gastos personales. El Primer Ministro dijo que era algo “desagradable, pero no corrupto”. Con una historia de comportamiento altamente cuestionable uno esperaría que este individuo fuera sometido a los tajantes cortes del machete de doble filo ¿o no? ¡Pues no! De hecho, recientemente fue ascendido a Ministro titular de cartera con responsabilidad para el transporte y NEMO (Organización Nacional para el manejo de Emergencias, por sus siglas en ingles). Elvin Penner también se sumió en la corrupción obvia y evidente. Como el Ministro de Estado en Inmigración facilitó la nacionalidad Beliceña y un pasaporte de Belice a un criminal encarcelado en una prisión de Taiwán, a un hombre que nunca había puesto un pie en Belice. El Primer Ministro tiene TODAS las pruebas de esta y otras transacciones realizadas por Penner. Así que se creería que Penner estuviera tras las rejas. Pero no lo está. Fue protegido desde el más alto nivel. Hay muchos otros casos, como el escándalo de la madera de palo de rosa en la cual este recurso natural muy valioso fue “cedido” por una miseria a una entidad en la que el entonces Viceprimer Ministro Gaspar Vega tenía un interés, las empresas GIV. La transgresión era obvia. El Primer Ministro lo trato con desdén. Lo dejo pasar. Trece Ministros fueron nombrados en un informe especial del Auditor General... acusados de algún delito y en algunos casos en actos que denotan claramente la corrupción organizada en la facilitación de visas, nacionalidad y pasaportes para todo tipo de extranjeros. Los particulares describieron minuciosamente los pormenores atroces y el orden cronológico de todos los delitos documentados. Pero no hay machete a la vista... al contrario el Primer Ministro centra todos los esfuerzos en sabotear la investigación del Senado para que la verdad no reluzca. Y luego está el reciente tema de Gaspar Vega. Tiene que ser que el Primer Ministro sabía lo que estaba sucediendo en el Ministerio de Recursos Naturales. Esa gran cantidad de dólares de los contribuyentes no hubiera podido pagarse sin el conocimiento del Ministro de Finanzas. Eso téngalo por seguro. La realidad es que no estaríamos en lo que estamos hoy si el Primer Ministro hubiera mantenido sus promesas y hubiera cumplido sus compromisos con el pueblo Beliceño. Dean Oliver Barrow ha traicionado al pueblo de Belice. Su integridad limpia y puritana es el producto de su soberbia imaginación. Y gran parte de lo que anda mal con nuestra pequeña nación hoy en día es el resultado de sus acciones, y su inacción. El responsable es el Primer Ministro. Es tan simple como eso.

THINK ABOUT IT AN IMPORTANT ROLE The women in Belize who are sweethearts are an important part of our society. Their value is not fully appreciated. Sweetheart is one who is a lover and or a beloved. It usually refers to females. Never heard women say men are sweethearts. The biggest religion in the worldIslam, allows men to marry more than one woman. In the Christian religion, based on the Old Testament, men had and were allowed to have more than one wife. As things currently exist, the Christian churches and white/bourgeois law does not allow for more than one wife. In Belize as elsewhere it is a criminal offence called bigamy. In Belize, sodomy was a criminal offence. It no longer is among consenting adults. Maybe the bigamy laws will be seen as discriminating and will be challenged by sweethearts. But this is an emotional and explosive issue and wives and brides to be will not go for it. We wanted to say a few words on sweethearts. They play an important role. Wives are wonderful. They play perhaps a bigger role. MICHAEL MANLEY One of the undisputed heavyweight champions from the Caribbean is Michael Manley. Only Fidel Castro could easily take the top trophy as the most outstanding leader in the Caribbean. Michael Manley was a middle class, brown skin Jamaican. He became a three time Prime Minister of Jamaica, an island half the size of Belize with some two and a half million people. Michael, unlike many of the leaders in the region, was a man on a mission and a man with a vision. He started a fight for a New Economic Order in which the powerful and wealthy industrial nations were being called upon to change the oppressive and slave to master economic conditions in the world. This was a huge undertaking coming from small Jamaica and its fire-brand orator espousing socialism. The timing would not have been worse. The United States of America and the then Union of Soviet Socialist Republics-USSR, were locked in the “cold-war”. More human beings died in this so-called cold-war than in the hot wars of World War 1 (1914-1918) and the Second World War (1939-1945). The U.S.A saw Michael Manley as a socialist who was against the Capitalist system of the white, western countries. The C.I.A-Central Intelligence Agency of the U.S.A which has a long and bloody past in overthrowing governments and assassinating leaders as well as undermining democracy

was obviously very active in Jamaica when Michael was Prime Minister. The C.I.A and the USA State Department destroyed Michael Manley. In the process of accomplishing this, they destroyed the economy and tore the social, political fabric of Jamaican society. What is happening to the President Maduro and the country of Venezuela is what was happening to Jamaica in the late 1970s and 1980s. Michael Manley was a towering intellectual. A giant who incidentally played an important role in forcing the British government to leave military troops in Belize when we in Belize were getting our independence in spite of threats of military invasion from Guatemala. Michael Manley has written several books, and several have been written about him. The latest is called “Michael Manley, The Biography”. It was officially in Belize at the Image Factory on the 6th October 2016. Why launched in Belize? Because it was written by Belizean Godfrey Smith! Godfrey, himself an intellectual, wrote the only authorized biography of George Price, the man with the vision to fight for and succeeded in winning political independence for Belize, after a long and discouraging battle against the British, Americans and Guatemala. JERMAINE MANGAR Six years ago, the Police arrested and charged Police Officer Jermaine Mangar for robbery. This arrest was sensational. It came on the heels of none other than the Prime Minister announcing there was a ring of police officers who were carrying out the robberies and daring crimes taking places at that time. The Prime Minister had, we hope, unwittingly scandalled and defamed some six or eight police officers at his press conference. Not one of these officers who were named at a police meeting and who were suspended from duty were ever found to have done anything wrong or illegal. Jermaine Mangar is the last of those officers wrongfully singled out and his reputation destroyed. He has been on suspension for the past six years receiving only half salary. On Monday morning in the Supreme Court of Judge John Gonzalez, the Prosecutor from the Office of the Director of Public Prosecutions officially notified the court the case against Mangar was being withdrawn. This was great relief for Jermaine Mangar and his faithful wife. It is to be hoped that the officer will be speedily reinstated and paid his back salary. Although knowing the malice in the Police Department and the government, we wouldn’t bet on it.

Gilroy Usher Sr. Gets Huge Waterhole on Curl Thompson St. Filled

Today residents of Curl Thompson St. in the Jane Usher Area of Belize City are breathing a sigh of relief as a very huge water hole across the street that was an eyesore in the community and a terrible inconvenience for the children and adults who have to pass the location is gone. The problem was addressed when Gilroy Usher Sr. and the PUP Port Loyola Committee got the Belize City Council to clear the drain and fill the huge waterhole with gravel. In drawing attention to the terrible situation that existed on Curl Thompson St. for over four years, Usher called the morning Talk Shows, did Facebook posts and later sent a letter with related pictures to both Belize City Mayor Darrel Bradley and Port Loyola Area Representative Anthony “Boots” Martinez. While Mayor Bradley and the City Engineer chose to do something to help to address the situation, Port Loyola Area Representative Anthony “Boots” Martinez completely ignored the letter. Residents of the Jane Usher Area of Belize City have expressed thanks to Gilroy Usher Sr. for getting the huge waterhole on Curl Thompson St. filled as it spares them the terrible inconvenience of having to walk in the muddy waterhole almost every single day.

HANDOVER CEREMONY OF TOLEDO DISTRICT DISASTER RELIEF WAREHOUSE AND EMERGENCY OPERATION CENTER Belmopan— The U.S. Embassy invites local media to the handover ceremony of the Toledo District Disaster Relief Warehouse and the Emergency Operation Center at 10:00 on October 28, at the Machaca Forest Station on the Southern Highway, Toledo. The construction of the Toledo District Disaster Relief Warehouse and the Emergency Operation Center was funded by the U.S. Southern Command’s Humanitarian Assistance Program (HAP) at a cost of approximately USD $1.5 million. The HAP partnership works with Belize to strengthen and supplement local response and recovery efforts. This Disaster Relief Warehouse and the Emergency Operation Center are the first such facilities in the Toledo District. The new facilities will be used by NEMO to effectively coordinate disaster response and relief efforts and will enable NEMO to provide timely assistance to the people of Belize, especially those in remote areas.
