In 2019, when two men fell inside of the new and inaugurated YET incomplete Civic Center, Belize was awestruck. What!!! After almost 40 million dollars, no AC in a “World Class” building. The civic according to the UDP is so world class that most Belizeans cannot have access to it. It is a UDP civic centre. Who got the contract to build?? At the PUP’s November 3 press
conference they exposed a list that could be the envy of one Imer Hernandez. The Arguelles brothers or International Environment(IE) were the building contractor of choice during the 2008 to 2020 years of 3 UDP recessions. Eamon Courtenay, SC – PUP’s Legal Advisor: “It is difficult to understand why it is that the government that has made a pledge to good governance and transparency found a reason to enter into an arrangement in which fifteen million dollars donated to Belize was not deposited in the consolidated revenue fund, was not deposited in government accounts and paid directly to I.E. What this allowed is that there was no oversight by the Auditor
General. It means that there was no oversight by the Public Accounts Committee. Regardless of the reason for doing, this is a gross violation of the law and in my opinion a violation from Finance and Audit Reform Act which constitutes a criminal offence. We checked and found out that Good Lee, Sheffield, and Macroy, are not Belizean companies. They are off-shore companies registered in Dominica. This means their ownership is secret, and not available to the public. The owner of Good Lee, which is the majority shareholder of Brads Gaming Company is a secret.” “We do not believe for a second that the government did not know who owns Good Lee. Clearly, the Government must have known who it was dealing with. The question is why the cover-up? Why the secrecy? The PUP has done some investigating. Details are starting to be uncovered. All that is publicly known is that Good Lee is a company formed in Saint Lucia, on December 3rd, 2009.” “Reliable information shows significant transfers of $800,000 from Good Lee to Quickstop in 2018. Reliable
sources tell us that significant transfers, $417,000, from Good Lee to Creative content were made in 2019. EVERYBODY FI WIN
W
e are just days away from the 2020 general election. This year started with seemingly insurmountable challenges, our economy which was already on the brink of disaster took a nose dive into the abyss of despair during the pandemic. Thousands of people were left unemployed. Currently thousands of Belizeans have been left disenfranchised, with no access to social safety nets nor any support of any kind. Farmers which are the guardians of our food security have been left out in the cold by the UDP waiting on the meager handouts that never came. After years of drought, this week the agriculture industry has been swept away by floods. Many more Belizeans have been displaced by these floods and have made social distancing protocols more difficult to maintain. Many of our systems have failed under the stress of the pandemic, most notably the public health systems have completely buckled. The deep flaws in our education system will not be fixed with the freebie tablets. Lastly, the corruption that exists is both systemic and chronic, but since the shutdowns has now become acute. We have come to this; we have hit rock bottom. Over the years, each time we thought they could sink us no lower, the UDP proved us wrong. It has been twelve long years of abuse, neglect and scandal after scandal. We can no longer, any of us, afford to waste another minute let alone five more years with this unscrupulous bunch. The entire future of Belize is at stake, and the power for change lies in the hands of every registered voter. By and large, the electorate has long ago made up their mind about who they will vote for next week Wednesday. It is clear as day that we not only want a change, we need it desperately if we are to survive and thrive once again. Belizeans are hopeful that after November 11th when they have changed this lawless government, we can look forward to the New Year with renewed hope. The PUP is not peddling dreams. Este año comenzó con desafíos aparentemente insuperables, nuestra economía que ya estaba al borde del desastre se sumergió en el abismo de la desesperación durante la pandemia. Miles de personas quedaron sin empleo. Actualmente, miles de beliceños han quedado privados de sus derechos, sin acceso a las redes de seguridad social ni a ningún tipo de apoyo. Los granjeros, que son los guardianes de nuestra seguridad alimentaria, han sido abandonados a su suerte por el UDP esperando las escasas donaciones que nunca llegaron. Después de años de sequía, esta semana la industria agrícola ha sido barrida por las inundaciones. Muchos más beliceños han sido desplazados por estas inundaciones que han hecho que los protocolos de distanciamiento social sean más difíciles de mantener. Muchos de nuestros sistemas han fallado bajo el estrés de la pandemia, sobre todo los sistemas de salud pública se han colapsado completamente. Los profundos defectos de nuestro sistema educativo no se arreglarán con los Tablet gratuitos. Por último, la corrupción que existe es tanta sistémica como crónica, pero desde los cierres se ha agudizado. Hemos llegado a esto; hemos tocado fondo. A lo largo de los años, cada vez que pensábamos que no podían hundirnos más, el UDP nos demostró que estábamos equivocados. Han sido doce largos años de abuso, negligencia y escándalo tras escándalo. Ya no podemos, ninguno de nosotros, permitirnos perder un minuto más, y mucho menos cinco años más con este grupo de inescrupulosos. Todo el futuro de Belice está en juego, y el poder del cambio está en manos de cada votante registrado. En general, el electorado hace tiempo que ha tomado una decisión sobre a quién votarán el miércoles de la semana que viene. Está claro que no sólo queremos un cambio, sino que lo necesitamos desesperadamente si queremos sobrevivir y prosperar una vez más. Los beliceños tienen la esperanza del que después del 11 de noviembre, cuando hayan cambiado este gobierno anárquico, podamos esperar el Año Nuevo con renovada esperanza. El PUP no está vendiendo sueños. Irán a Belmopan con planes concretos, después de incontables horas de investigación y consulta. El panorama socioeconómico actual requiere una atención urgente y competente, no improvisaciones y conjeturas. Nuestra economía está enterrada bajo montones de deudas como el pibil y no puede dejarse en manos de un hombre que derrocharía en celebraciones casuales como tacos, cerveza y otras frivolidades mientras los niños se van a la cama hambrientos y no van a la escuela. La construcción de la nación es para líderes de servicio como John Briceño y su equipo de treinta. Home Invasion At the Belize Times, we’d hate to believe the rumours that desperation has forced the dutty Edmond Castro to try to carry out a political hit on Marconi Leal. But as much as we usually try to give any of the Castros the benefit of the doubt, the truth is that these are some really worthless people. Remember that Castro’s visas were taken away because of Immigration crookedness. Remember how the man used BAA checks to pay his own personal bills. Remember how the man was hustling money from a Belizean American for a piece of land. Remember how this man tried to convince somebody he crashed into, to hustle the insurance company. This guy is scum, and for sure the rotten apples don’t fall far from the tree. His sons Wasani and Jafari are as worthless as they come. As for the outside pikni Jumoke, we think he just tries really too hard to impress daddy and be part of the nasty Castro bunch. Anyway, with all that said, we wouldn’t be at all surprised to find out that Castro knows a lot more about the so-called home invasion at Marconi Leal’s house. And that’s all we’re gonna say about that. Dean who? So the UDP’s strategy as we head into elections is to trot out old Grampa Dean to endorse the candidates. We almost died laughing when we saw his endorsement of Frank Papa Mena in Dangriga. According to Gramps, Papa is a political god, one of the finest people he knows, a real bastion of integrity and a saint in his own right and all that good stuff. Good lerd. Might be the pain pills, but just the other day Grampa Dean was bashing Papa after it was revealed that he had taken $10,000 from convicted murderer William Danny Mason in exchange for arranging gun licenses for him. Everybody and their granny and grampa, including our old Grampa Dean, knows that Papa is a worthless son of a gun who has betrayed his own people in Dangriga. Nobody has forgotten how old

great-uncle Melvin threatened to reveal all his knows about Papa and his scurrilous dealings. Mein seriously – this is the best strategy the UDP could come up with? Bringing back Dean? Wow! In great-grandfather Finnigan’s voice…AMAZING! Millionaire’s Club That thing with IE though. It’s just wrong on so many levels. First, we’d want to know why the Foreign Affairs building in Belmopan is costing $15 MILLION dollars, when experts say it should cost only about $7M. Then, of course, we’d want to know why Taiwan, finding the project, is paying that money directly to the Arguelles brothers instead of it going through the Consolidated Fund. I mean, we know it’s so the UDP could avoid the scrutiny of the House, but we really wanted to know how they got Taiwan to participate in what is clearly an illegal deal. We’d ask Daniel Arguelles, but from his interview this week he’s clearly not the brains of the outfit. According to him, the money just goes into his account and he doesn’t have a clue where it comes from. Okay buddy. And as to the Range Rover used for the project, which the UDP gave a full duty exemption for, Arguelles says he needed a safe vehicle to go home to his two kids. Hell, I have six kids. Grampa Dean that means then that I need three Range Rovers to be duty exempted so I can go home to all six of them. Fun and joke aside, this shit is sick, sick, sick. These people have been robbing the coffers dry, doing just what they wanted without worrying about the laws of the country. Please, Cousin Johnny – when you are Prime Minister please let’s send these people to jail. Thank you. The B in Brads So the truth has come out. The son of the Prime Minister, loan shark turned millionaire thanks to BTL, Anwar Barrow, is a principal in the Boledo industry. For those who may not realize it, over the life of the 10 year contract, this is worth $500 MILLION. That’s how much Grampa Dean loved Uncle Anwar. Yet, when gramps was asked about it, he claimed that he had no idea who are the shareholders of Brads. No clue, he said. The man is a much better LIAR than he is a LAWYER, and he is sure a totally worthless, unethical, arrogant jackass of a politician. But just a few days more. Just a few days. Guaranteed there will be contracts cancelled and people going to jail. You can take that to the bank.

Good morning… Let me start by saying how grateful I am to be with you this morning. I am especially looking forward to hearing your ideas and concerns and to share some ideas from our recently published manifesto – planBelize. Please download the BLU app to check out the plan, since there is no way in this limited time frame that I could reasonably expect to give you a complete picture of our PLAN. I can tell you that our planBelize has been months in development because it is a people’s effort. We base our ideas going forward on three ideals: hope, vision and realism. At the moment, we are in the midst of a global and local coronavirus catastrophe and our economy is collapsing. This requires all hands-on deck. Our work ahead is to recover and improve. What are some of the urgent actions we must take? First, we must control the spread of the coronavirus. Also we have to recover and create thousands of JOBS. All of these things have to happen at the same time. At the top of our list of priorities will be the roll out of NHI across Belize. Other priorities will include provide free education from pre-school to 6th Form, increase active police officers to 4000, double the judiciary, and the set-up an agriculture plan that includes Food and Security as the foundation of our society. Our plan gives serious emphasis to youth. For example, we will ensure fair access to a higher education loan fund and equal opportunity for a $3 million rural education grant fund, and once we start the recovery, we will increase the youth budget to $10 million. As I travel across Belize the urgent cry is for good basic living conditions. Pope Francis always talks about the three T’s: Terra (LAND), Trabajo (WORK) and Techo (HOUSING). This is the foundation of hope my young friends. So, our planBelize calls for the construction of 10,000 low income homes, to fast track a stimulus package for jobs and the opening up of the LAND ownership system especially to young people. Yes, Tourism must bounce back better and we have a clear plan for that. Two things must and will happen for all this to work, ONE: that we reform the way we are governed. We must reform the PAC, give teeth to the Integrity Commission and implement the United Nations convention against corruption. The big question should always be HOW WILL WE PAY FOR ALL THIS? The answer is with a team that is focused on re-negotiating our DEBT, growing the economy to bring in more revenue, and putting the money into our priorities. Let me end with a simple example of priority spending. Right now, the UDP is spending almost $200 million on ONE ROAD to Caracol. In housing alone, those funds could have been prioritized to build thousands of low-cost homes. In land distribution, funds could have been spent to survey farm lands for people to plant, grow and reap. I am here to tell you it is not going to be easy, but we have a plan. I encourage you to read it, discuss it with your families, and yes criticize it. We are open for debate and discussion; this is how families work and this is how our nation should work. Not only that, he was legally required to disclose to the House of Representatives and to the Senate related documents, sufficient to enable Parliament to determine whether the open tender procedure was complied with. In violation of the Finance and Audit Reform Act, and in breach of his fiduciary duty, the Prime Minister of Belize, the Hon. Dean Barrow did not submit these required documents to the House or to the Senate, in compliance with the law.” “Violations of the Finance and Audit Reform Act is a criminal offense.”

It does not have the ability of a backhoe. It has four wheel drive so many that is a reason that you can go to the site. I see no justifiable reason.” More importantly, Belizeans will go out in massive numbers to vote for 31 PUP candidates who with charismatic and innovative John Briceño offer broad-based planBelize and inspiring Hope for our nation abused for 13 years by, experts at inducing recessions, United Democratic Party. There is no doubt that this election is the end of the UDP. The update on the Boledo contract is only a smidgen of why the UDP has been at the helm of the most corrupt and incompetent in the world of governments. The UDP’s level of nepotism and cronyism is only matched by the UDP’s inability to lead and the arrogance of
imposters pretending to be a government of the people. On November 11, the final stamp will be placed by the democratic choice. The PUP and John Briceño are unquestionably for the people. The PUP and John Briceño are truly for the people. The PUP and John Briceño will be elected by the people who they will serve and this lead to a Belize that will efficiently work for everyone since everybody will win in this coming new era.

PUP CONDEMNS ARREST OF BLUE CREEK VILLAGERS For Immediate Release Monday, November 2, 2020 The People’s United Party strongly condemns the arrest of Villagers of Blue Creek by members of the Belize Police Department. The Villagers were peacefully attending church on the sacred Sunday
when the police arrested them. This was completely unnecessary. The PUP believes that the matter could have been handled in a respectful manner and there was absolutely no need for the arrests. Faber is right. Gaspar Vega is irrelevant to the UDP. In an interview, Faber uttered words to that effect and that Gaspar Vega is not running for the UDP. So did Faber say he will investigate Gaspar Vega with all the rigidness of the law? Did Faber say he will call the Attorney General to look into this newly unveiled matter? In fact, Faber seemed content with moving on without looking into the allegation of corruption and illegalities perpetrated by his present government. Faber is of course a continuation of all the wrongs that Barrow sowed and that Faber watered all these 13 years. Like Vega, Faber’s days are counted. After November 12, who is innocent will be investigated and proven so….but who is guilty after said investigation will face the laws of Belize. Here is the new fraud allegation story by CTV news: Attorney Marcel Cardona reveals another land controversy involving disgraced former UDP Lands Minister Gaspar Vega. A litany of land scandals have surfaced throughout the term of the Barrow Administration. In their near thirteen-year term, the Ministry of Natural Resources has changed leadership four times. The heaping controversies caused the Prime Minister to describe the Ministry as “a hotbed of corruption”, and was followed by the resignation of two Ministers of Government. None more prominent that the resignation of Gaspar Vega, who is accused of land giveaways to his own family, but who resigned after the scandal that his Ministry paid $400,000 as land compensation to his own son for land that was improperly given. Well it seems scandals are still being unearthed. On Friday, attorney Marcel Cardona called a press conference to reveal that he has been hired to defend an American citizen who claims that his privately-owned land in Sarteneja Village landed in the hands of another of the former UDP Minister’s relative, Raul Rosado, of Corozal Town. Cardona explained that American Robert James Condreay bought the land Lot 535 from a Sarteneja resident in 1998 and obtained a reg-
istration of title in 2017. But three years prior to that, while Vega was still Minister of Lands, Cardona claims that the same land was sold to Rosado for a mere $3,500. To make matters worse, Cardona added that the land, in UDP-style, has been re-sold for $200,000, about 600% more, to an American couple just four months ago. The American national realised something was not right when the caretaker of his property discovered construction being carried out on the land.

The Rape of the Lands and Survey Department, Belize Dear Editor,
Sometime in the late nineteen fifties in the history of Belize ‐ then British Honduras‐the first Belizean born Head of the Survey and Lands Department was appointed. At that time the holder of the post was called the Surveyor General. Later on in the middle of the nineteen seventies the name of the Head became known as the Commissioner of Lands and Survey. That first Belizean Surveyor General was Mr. James Aloysius Waight who was among other things, the first President of the Belize Audubon Society and on more than one occasion "Acting Governor of the Colony". His office was situated on the second floor of the iconic Paslow Building. Later on the post of Head was held thereafter by another eminent Belizean Mr. Karl Levi Gibson who was succeeded by James V. Hyde ‐ Hyde being the first to be called "Commissioner of Lands and Surveys". Mr. Hyde was followed by many other Belizeans all trained for the job and who maintained standards and integrity established by their predecessors. That lasted until 2010 when the post was given to the former teacher from Patchakan, a former National Estate Officer who started under Minister Gaspar Vega. It is no secret that five Ministers of Natural Resources have been appointed since 2010 but in 2020 the same Commissioner of Lands and Survey is still there. The staff of the survey section of the department ‐ since 2010 ‐ has been subjected to many changes of location in the new building in Cohune Walk until about two years ago found themselves practically in the basement of the building where one can see all the two feet diameter Air ducts and other exposed utility pipes. A far cry from previous locations Referring more to the Survey section it is important to note that the Commissioner of Lands and survey‐ to be referred to onwards as the "CLS" ‐ has the authority to authenticate plans submitted by the Licensed Surveyors. The signature of a Licensed Surveyor indicates that he has carried out the survey as shown on the plan and according to the field notes submitted and if the Principal Surveyor should one day check and find out that the surveyor did not comply then that surveyor would be summoned before the Land Surveyors Board and his License could be revoked. There has not been a functioning Land Surveyors Board for over one year and on the 16th October 2020, in response to the Member from Cayo Northeast, the Member from Corozal North, the Minister of Natural Resources under whose portfolio the Lands and Survey Department is, said the following: "In terms of the appointment of the Board of Surveyors that is something I can easily address. It does not mean that we are delinquent in any way Madame............" Clearly the Minister is misinformed. He needs to read Sect. 4.‐ (1) of CAP 187, Laws of Belize. But recent developments show

that this is a move on the part of both the Minister and his CLS "to enable a number of measures". Evidence has been brought to light where Wilbur Bastarachea Vallejos, the "CLS", has been signing and authenticating Survey plans of thousands of residential lots as if they were done by his survey Department, a grand scheme of works for which he has no staff to undertake. Furthermore the plans are signed as if they were completed on the ground when it is known that these surveys are far from being completed and as we write there are ongoing field works to try and complete them. It would be interesting to know how the field staff is being paid. If this is not a nefarious act on the part of the CLS, Wilbur Batarachea Vajellos, ex‐officio Chairman of the Land Surveyors Board, a Board set up with among other duties, to discipline Licensed Land Surveyors when they would commit these same acts, then nothing else is. The Minister, Hugo Bastarachea Pott, did say on the 16th October 2020 in the National Assembly that “we have had to adapt the system for us to enable a number of measures to be taken for us to meet the demand". As we write there are Land surveys ongoing in Orange Walk Central, O.W. District– a swampy area west of Union Town‐; Ambergris Caye – an area about 7.5 miles north of San Pedro and Lord's Bank, Belize District. Note that plans for these incomplete surveys have already been fast tracked through the Mapping Section and the Land Registry complete with "parcel numbers". It is no secret to many in the Land Surveying Profession including the staff of the Survey Department, and to many throughout the Ministry of Natural Resources that, using "drafting" software, these surveys are compiled digitally in office and plans printed for the signature of the CLS, complete with annotations of bearing to seconds of arc and distances to millimeter accuracy. After that a frantic effort is made to try and carry out the field measurements using employees from the private sector. All this under the supervision of the ex‐officio Chairman of the Land Surveyors Board. Such is the nature of work in the Survey Section of the Land and Survey Department, with the General Elections fast approaching. Regards, Licensed Land Surveyors

DR. OSMOND MARTINEZ: BELIZE IS IN AN ECONOMIC DEPRESSION! By Hilly Bennett On the Whip Talk Show on Tuesday the 4th of November 2020, Dr. Osmond Martinez, a professor with expertise in the areas of the economy, poverty and social development, highlighted the corrosive effect of the festering phenomenon of poverty and inequality on economic growth and development of the Jewel. Additionally, the United Democratic Party Government’s economic model, and their chronic appetite for infrastructure as the backbone of the country’s economy was criticised by Martinez for Belize’s economic woes being experienced presently. The professor cited the lack of return on investment in the ‘white elephant’ infrastructural projects as the culprit for the spiralling of the economy. Professor Martinez proffered that although infrastructure is important the lack of return on investment and the point of equilibrium not considered by the UDP economic model renders it a total failure. Additionally, the UDP has failed to address the poorest sector of society as important to economic development. The Encyclical Letter March 26, 1967 written to Bishops, Priest and the religious order by His Holiness Pope Paul VI stated: “The development of which we are speaking does not extend solely to economic growth. To be genuine, growth must be integral, it must clearly provide for the progress of each individual and of the whole man.” In this regard an eminent specialist
in the field has rightly and forcefully said: “we do not approve of separating the economic from the human or of considering development apart from the civilisation to which it belongs. In our opinion, great value is to be placed on man, each man, each group of men and human society as a whole.” Economic experts including Dr. Martinez consider policies and practices that help narrow the gap between the haves and haves-not, between the rich and the poor are not only desirably ethical but makes sound economic sense. When tasked by Vaughn Gill, Host of The Whip, to discuss poverty as it relates to economic growth under the lead of the Barrow administration, the Doctor made the alarming revelation on the present situation regarding poverty. The monies that was sourced to alleviate the conditions of the poor, the almost 1/2 billion Alba Petro funding squandered, funnelled to feather the nest of families and cronies. Firstly, Martinez established what poverty is. Being poor is not being able to satisfy one’s basic needs - not having the minimum level of food, health, education, and other essential services. Interestingly, he submitted that people can be deprived of such things even when there is no shortage of them. Oftentimes a consequence of political spite. Professor Osmond Martinez also pointed out that poverty can be absolute or relative. He explained how absolute poverty means having less than some pre-
defined minimum level of a particular essential. For example, income. Relative poverty, means having less than most people, for example being in the poorest 10 percent. Martinez stated that according to World Bank extreme poverty had decreased globally from 1.9 billion in 1990 to 195,176 million in 2008. However, in Belize poverty under the UDP increased from 126, 717 in 2008 to 195,176 in 2019 showing that in the last 10 years 68,8495 individuals had joined the poverty box. This means that 6,849.5 people per year or 18.5 people per day have become poor. The income per capita, an important component of the wellness of the economy, shrank during the UDP administration. Income per capita in 2008 was 2.61%. However, in the year 2019 the income per capita was 0.42%. Therefore, income per capita contracted by 3.03% resulting in Belize becoming the poorest country except for Haiti. Dr. Martinez declared that should the trend continues Belize will replace Haiti by 2030. Unfortunately, for the disadvantaged lot there is no light at the end of the tunnel under the present Barrow/Faber economic structure and will need to depend on the grace of God! Compounding the situation is that the UDP has no economic recovery plan post-COVID. There was none before and, consequently, the jewel plummeted to economic depression. In the first quarter due to a 23.3 percent contraction and debt to GDP is hovering 130%.. Fortunately, there is hope in a future People’s United Party Government and the leadership of Honourable John Briceño to avert the destructive path the red regime have forced upon the country and people. Dr. Martinez heralded the recovery plan unveiled by the PUP and insist-

DEAN BARROW UNDER INVESTIGATION ANWAR BARROW TOO It is ugly and despicable. The way Dean Barrow, Patrick Faber and the UDP government have abused their positions to allow waste, squanders, thief and misuse of public monies. We are not talking thousands of dollars, not even millions of dollars, but hundreds of millions of precious dollars which could have made the lives of Belizeans much better. What they did is criminal. What did they do? They approved over 100 million dollars in building contracts to one family. The Arguelles’. They approved the legalized theft of public assets, being the boledo and lottery and gave it to political crony Brads by Belcan Bridge and a secret partner. That secret partner is now strongly alleged to be the Prime Minister’s son -Gregory Anwar Barrow. The contract was for ten long years—from 2010 to 2020. It is estimated to be worth over FIFTY million dollars per year. When the ten years was up in June of this year. The Prime Minister again renewed it for another TEN years. A total of TWENTY YEARS. Are we talking a Billon dollars’ worth of revenue? Stolen from the government and people of Belize? To be put in the pockets of ANWAR, BRADS and who else? The allegations are serious. Very serious. It would represent one of the biggest heists of government monies being diverted to private pockets. How could Dean Barrow get himself so entangled in such a scheme? Is he a crook? Upon becoming Prime Minister his words were- let the good times roll. It is time for us (UDP Ministers) to eat. He started enriching his ex-wife Lois Young Barrow. She was seen running from one Court house to the next. Doing legal work at exorbitant prices when ten government lawyers sat in the Solicitor General office employed to do the very same work. Then the Prime Minister brother got in the act. He too was drinking milk and honey from government coffers. Then the new wife was appointed special Envoy on a special salary her pet project -a Wellness Center started off with funds diverted from various Ministries (taxpayers monies again); we are talking hundreds, upon hundreds of thousands of dollars. There were printed invitations for wealthy persons to attend a fund raiser in Dubai. Wow! The Prime Minister (or should we sarcastically say crime Minister); - he has presided over the longest and worst period of crime and murders. The Crime Minister’s other son, who had been shining in a U.S jail for eight years was deported to Belize. He was made Ambassador for music and given a fat salary and a fat budget – all from taxpayers monies. Oh! For a dad like Dean. So loving, so caring, so facilitating- with public monies. What was the genesis of this Boledo scam? A multimillion dollars enrichment

scheme… You think Saldivar and his tranches are smart, check Dean Barrow, he selected the perfect tool, or should that be perfect fool, Godwin Hulse. Hulse was a Senator representing Chamber of Commerce. He was always talking of honesty in government and was against corruption. Barrow appointed him chairman of a committee to see how to take away the Boledo/lottery from the government and give it to private persons. Hulse came through with flying colors. He was later appointed by the same “dean is clean” to be a Minister. Since then, he sees no corruption, hears of no corruption, and knows of no corruption -in the most corrupt government our country has ever had. Asked by Krem radio reporter Marisol who owned the Brads Boledo contract, Minister Hulse’s incredible and arrogant response was “go find out yourself.” Well, we are finding out brother, slowly but surely we are all finding out. Somewhere in the Gospel of Luke is written words that whatever is done in the dark will come to light. Dean Barrow and his son Anwar Barrow are now being invertigated for the shenanigans over the boledo and lottery contract. Should government change next Wednesday, the investigation will turn into a criminal one, with an overseas forensic audit team to be followed by possibly the FBI and Interpol. There, likely, will be other investigations of Dean Barrow and, also, of Gregory Anwar. Surely, what we have been hearing of BTL monies demand another forensic audit and criminal investigation. There is also that bone in the people’s throat. Following a secret meeting with Lord Ashcroft in Miami, the crime minister signed a secret deal to pay over 500 million dollars for unlawfully taking BTL from its private owners. Lord Ashcroft has now stated in a public letter the amount was 580 MILLION dollars. Belizeans are itching to know which law firm got a ten percent of 580 million dollars. At the press briefing held Tuesday 3rd November by Johnny Briceño, Julius Espat and Eamon Courtney to provide the sensational information on Barrow, Brads, Anwar and the millions. Attorney Eamon Courtney said in answer to a question- the situation “…is remarkable, it is alarming.” Eamon also said Dean Barrow like every citizen is innocent until proven guilty. The people of Belize deserve to know if he is guilty. That can only happen if there is a thorough FBI type of investigation. What is also remarkable and alarming is the silence of the UDP with all the information that has reached the Belizean people of corrupt behavior- bloated contracts, crooked deals, immigration scandals, Castro buying racing bike with civil Aviation money, Gapi selling private lands to family members, suspicious million dollars contracts at BTL, unnecessary airport road for 33 million dollars, Herman Longworth allegedly stealing sports monies, the Saldivar tranches, and on and on. Patrick Faber has said not a word. He too is smeared with his multimillion dollars tablets. No Minister, no CEO, no one has shown any moral fiber, any principle any sense of responsibility to say something, anything to distance themselves from the large cesspool of corruption that is the legacy of 12 years of Dean Barrow and his gang. It is important that Dean Barrow be fully investigated. It would be even more important if he were to be found guilty of a crime. For sure he broke the criminal law in the Finance and Audit Act over Petrocaribe monies. If Barrow is found guilty, it would not only restore some faith in our governance, but it would be an alarming message to all incoming and further Ministers, CEOs and cronies. Don’t mess with public monies.

A 31 PUP VICTORY = BELIZEANS FIRST
By Isabel Bennett I started my professional career as a Registered Nurse some 27 years ago. But what I really wanted to do was archaeology. I have always had a keen interest and yearning to understand the ancient intriguing world of the Mayas. But that childhood dream was not possible as I come from a single-parent household of three, me being the eldest and only girl with two younger brothers- Mr. Lion and Mr. Bernardo Bennett. Mi Abuela was the breadwinner of our home as my Mom was mentally unstable. But Mi Abuela made sure to instill in all three of us the core values of love for family, respect, hard work, integrity, service to others and a fear of God. So for all of my professional life, from the tender age of 18, I had focused on Belize’s health care system (MOH) where I quickly became involved in the Nurses Association of Belize as the Assistant Secretary. My decision to actively participate in my professional organization, yielded a beautiful 17 years of unbroken dedicated service and another 10 additional years at the national university-UB. Those were absolutely and totally wonderful years spent in service to others. These were my two worlds for 27 years, with no regrets as it was always a fight to empower my nursing colleagues through unionism and defending nursing students tooth and nail because I believe that they are the future of the healthcare system of Belize. But entrepreneurship and politics soon came knocking in early 2019 with a gentle but bigger and even more forceful purpose. The call was very, very clear so it was easy to say, “Yes!” to both. And here is why it was so easy to say ‘yes’ to both opportunities. They presented an even higher calling to self- sustainability (establishing the frameworks for my own businesses) and secondly, service to my country but now at a national level to serve as a PUP Senator. I prayed and acted with faith for both opportunities believing in my skills and talents, and my life of service. I saw each opportunity as the superhighway to empower myself as an entrepreneur. As a result of my decision, I find my two free-spirited children zeroing in even more to a strong business mind-set. Most definitely
too, I deem the opportunities as freedom from an oppressing UB system that suffocated creativity and unionism because of political interference and administrators who had little or no integrity. So to this end, having gotten the wonderful opportunity to serve as a PUP Senator, my eyes are truly opened to even bigger issues than those of MOH and UB that I had experienced. In that short span of one year, I was exposed to the fact that there is an urgent need for Belizeans to arrest at the national level the corruption, poor governance, and what can now be regarded as a total disregard for us as Belizean people. We have not been given the opportunities to empower ourselves worst yet provided with industries that would provide stable jobs. In just that short period of one year, my heart had truly bled profusely for the level of blatant corruption, dishonest leadership, illegal contracts, and the senseless borrowing that occurred in the name of the Belizean people. Of course, the list of wrongdoings is endless as it related to the UDP over the past 12 years. For that full year of exposure to the senate, the debates were mainly focused on yet another “money bill” that had no vision to support our people or to alleviate us out of poverty or to provide opportunities for entrepreneurship. Even if I was not a PUP supporter, just a concerned Belizean, I would have had grave issues with the UDP’s highhandedness in decision making, nepotism, poor governance of our scarce resources, and a lack of prioritization of the needs of the Belizean people. As the voter for 2020 – you are the most important person in this beautiful country of Belize. I appeal to you, think of what Belize can be in the next 10 years if we elect leaders who are God-fearing, humble, dedicated to do the hard work that is needed to rebuild our nation, have integrity, and are committed to serving you. Think of your children’s needs for a better education system where they can reach their highest potentials in life and better their circumstances with free education from pre-school to sixth form. Think of your own health needs and that of your family’s healthcare needs as well where NHI would be available to all. Think of your own urgent need to secure food and pay bills for your home. Think even of the food security that will happen when the PUP takes drastic actions to make food security a priority over road building, think of the industries that will be created in the country which in turn will reverse the jobless mess of the past 12 years and as a result of COVID. Think of the support that our farmers and business people need to continue to export goods and services, think of our need as a nation to truly address crime and violence in ways that will rebuild our young people by providing jobs and entrepreneurial opportunity etc. If you truly reflect on your basic needs as a deserving citizen of Belize, you will go out on NOVEMBER 11 to vote for the dedicated PUP Standard Bearer in your constituency. The sad circumstances that caused the passing of our dear Brother Les is the reason so few could gather today, so I join with all believers in a prayer of thanksgiving for the life of Ainslie Leslie and for an end to this awful pandemic. I also join with others in extending our solidarity and heartfelt condolences to his family, to Lilian, to his ex-wife Delta, to Lettica and Nelly as well as his children Lilia, Mark, Ainslie Jr. Ian, Sheldon, Wendy, Ainslita affectionately known as “Tweety”, Alexis, Ivan, Daniel and little Kathia. Know that all of us in the PUP cared deeply for your Ainslie and we too will miss him. Shakespeare wrote that the good we do in our lives is often interred with our bones when we are laid to rest. If so, there will be a whole lot of good that will be interred with the remains of Brother Les, for he was a man with a big heart. In fact, those of us who knew him well would tell you that it was that big, giving heart of his that often got him into trouble. Perhaps it was that giving spirit—that big heartedness—that guided him to the PUP, where we say that to be a good PUP is to serve the people. Ainslie, the politician, served the people. Ainslie the Cayo man always cared about people especially the people of Cayo, and they cared for him too, for they gave him successful victories until he decided to step away from electoral politics. For most of you gathered in church today, we are talking about your husband, partner, father or very close friend. Each of you have stories about brother Les that could fill up pages and pages of funny moments, angry moments and those very special times when you saw the gentleness and kindness of the man. I always say none of us are perfect, we all have good and bad and in the balance of things we try each day to do as much good as we can. I think upon reflection we can all agree that Brother Les did a lot of good. For a man who never begged
to be a minister of government, he sure got a lot of good done for the people of Cayo. Today hundreds, maybe thousands of Cayo residents own homes in areas like the Santiago Juan Layout, Shawville, Mosquitoville and in the Kontiki area. Families that started small and today have taken advantage of owning their own home and a piece of land and made a better life for themselves and their children. This is the good that Brother Les was most proud of. As a Minister of State in the Ministry of Natural Resources where I served as the substantive minister, I had many meetings with Brother Les where he kept pushing for more development for Cayo. I clearly remember him fighting for the paving of the road to Santa Famila, for the fixing and paving of streets in San Ignacio and for more jobs for the young people of Cayo, and always, we were being told about the many school children who needed books and the many left off the list who needed to be placed in school. These good works should not be interred with his bonds, they should and will be remembered by everyone, especially those of us in the PUP, for they are examples of how you serve the people you were elected to represent. I am sad that Bro Les left us with just about two weeks to go before the general elections, but even though he is gone, his example of caring for the people and working for those who are less fortunate will serve as an example to Micho and Landy as well as the rest of us who are currently running for office in the PUP. To all the members of his family, to his friends and relations we join you in celebrating his life for he was a man who enjoyed a good celebration. And from all of us in the PUP, we offer to you our thanks for sharing Brother Les with us. We wish for him that eternal reward that was promised to all of us who serve a loving and caring God. Rest in Peace Brother Les and fear not, we will not let you down.

In early October, the Government of Belize via a press release, emphatically reminded Belizeans that despite the dissolution of the House of Representatives, Cabinet was still governing the country. During the past weeks, the cacophonous rhetoric coming from the UDP has been focused on events that took place almost 2 decades ago. Barrow’s proverbial double-sided machete resembled more of a shovel, digging Belize into further debt and unprecedented levels of corruption. The unsustainable borrowing to keep the current public workforce employed with no plan on how to jumpstart the economy has drawn concerns from the Public Service Union on the possibility of incoming layoffs. What seems shocking is the reticence coming from a union, with much muscle, on the corruption allegations by government officials. Barrow, and by extension Patrick Faber, have done nothing in pushing for an investigation on the corruption allegations by those that represent his party in government. They were quick to point out that they are still governing and making decisions on our behalf, yet they fail to address the glaring corruption in their government. Belizeans constantly ask: What role was played by Senator Aldo Salazar, and the rest of the leadership of the now defunct Atlantic International Bank Ltd. Have in the Sanctuary Bay Saga? What has materialized in the investigation of possible illicit funding and money laundering by a sitting minister and the Washakie Group/Lev Dermen? Who met with Lev, how did he receive Belizean nationality and which government officials received the “tokens”? How did Anwar manage to get $1,000,000 USD wire transferred to his US account despite limitations on the use of foreign exchange set forth by the Central Bank of Belize? All these questions have fallen on deaf ears these past weeks. In addition, to these vile corrupt acts a new face has emerged in the past months; disgraced former Chairman of BTL, Net Vasquez. Net is accused of abusing the corporate credit card to the tune of almost $500,000 BZD, obtaining company property for personal use and awarding his media company a lucrative long-term media

contract. Despite being a social pariah, the nonagenarian has remained a trusty aide to the UDP. During the Barrow takeover of BTL, one of the acquisitions was a company by the name of Sunshine Holdings, which owned 22.39 % of BTL shares. The acquisition of the company meant that the Government of Belize would become liable for its debts. According to the 2019 financials provided by the Social Security of Belize, Sunshine Holdings Ltd. had a loan with the SSB for $14 million BZD which should have become payable in July 2020. Peculiar enough is that upon acquisition, Barrow appointed a single company director, Net Vasquez, and despite resigning from his other lucrative appointments, Net did not resign as a director of Sunshine. If the UDP government is looking after the best interest of Belizeans, why weren’t the shares of Sunshine sold to SSB to cancel the loan and prevent Belizean taxpayers from paying interest? Who is the real owner of the 22.39% of BTL shares and why has Net Vasquez remained as director of the company? To date the UDP have not condemned the vile actions of its appointed and elected officials. Then again, could we expect anything less from a party who continuously violates the constitution and amends laws at their personal whim? We must remember the adage; absolute power corrupts absolutely.

Dear Sir, About the UDP choice for Prime Minister. Is he trying to commit political suicide or what? In less than one month he has shot himself grievously. First, he calls a distinguished, highly respected lady “idiot.” Now he calls his rival “a coward.” Is he a real leader just because he won 4 elections? Johnny on the other hand has never lost any election: he has won them all. He has other remarkable accomplishments to point to, if he chooses. Among them is his portfolio of businesses, shareholder in one of the largest companies in telecom in Belize. What about his inherited family land holdings? His interests in the sugar cane industry? How about Johnny’s character? Have you ever heard of him beating his wife? I really regret having to write the above lines, for I sincerely wish that all our public figures were first and foremost persons that we could point out to our children and grandchildren urging them to imitate them and follow the good example that they have set. Belize Election 2020 must be about the moral values that we must recover or else we shall become a fetid swamp boiling with the stench of perverted behaviour with our leaders gleefully sporting their vices bought with stolen gold and silver. Hopefully on the 11th our electorate will deliver such a powerful blow that even the voter plantations and the ghosts of phantom residences will cringe and yield to the will of Almighty God. What a great joy it will be to awake at the crack of dawn to the sound of our tly or any way. The pictures that have been seen on social media are not totally true of reality. Buses 99 percent of the time are way under passenger levels and standees are in pre-Covid history. In my opinion Editor, when the UDP suddenly reacted after 13 years to scrape up any votes possible, it was for nought. There is NO ticketing system still. Today, 2020, any ticketing system without computers is unreliable and does not serve the purpose of social distancing. The conductor/ ticket seller spends more time with the passenger and now with a piece of paper to deal with. The “ticket system” is older than the buses themselves. It is a waste of time and dangerous in these Covid times. This is definitely another oversight of the Barrow charade(OC) that helped the UDP seem impartial while helping UDPs with campaign

Johnny Briceno, an independently wealthy man—wealthy before his entry into politics, with inherited land holdings and cane fields, and those acquired by himself, and now an independent person, CEO of his own business empire that includes holdings in the second largest Belizean telecom service… Johnny does not need politics, or leadership to prove anything. Most of all, he does not go around putting down others, showing them to their lower places. He does not talk about greatness at all—he is just great! During colonial times our literacy rate was described as above 90%. Under Minister Faber during his 12 years as Minister of Education, the PSE passes were lower than 50%. En esta parte de nuestra naciĂłn estĂĄn: la aldea de Arenal, el municipio de Benque Viejo, la aldea de San JosĂŠ Succotz, y las aladeas de Corozalito y Calla Creek y caserĂos. En 1984 se les dio la oportunidad a los ciudadanos de este nuevo distrito electoral para elegir su propio representante por primera vez. En ese mismo aĂąo, se enfrentaron Pedro Mena Guerra+ (UDP) y Mac Alamilla+ (PUP). El Sr. Mena gano 904 a 706. Entonces fue cuando el UDP que tomo rienda de Cayo Oeste con una diferencia de 198 votos. En 1989, en la segunda elecciĂłn para representante para Cayo Oeste, se enfrentaron Miguel Ruiz + (PUP) contra Carlos Leon+ (UDP). Don Miguel Ruiz triunfo con 1033 a 929 con la diferencia de 104 votos. DespuĂŠs en 1993 el Dr. Amin Hegar (PUP) se enfrentĂł a Guillermo Valdez+ (UDP) con votos de 1382 a 1109 respectivamente con la diferencia de 273 votos. EL Dr. Amin Hegar fue el segundo representante PUP para Cayo Oeste. En 1998 cambia los resultados. Se enfrentaron Erwin Contreras contra el Dr. Amin Hegar. Erwin Contreras (UDP) consiguiĂł un total de 1537 votos, mientras que el Dr. Amin Hegar (PUP) consiguiĂł un total de 1527 votos, con una mĂnima diferencia de 10 votos. Erwin Contreras fue el segundo representante UDP desde que se abriĂł Cayo Oeste como una divisiĂłn electoral y asĂ entrando en sus primeros cinco aĂąos en el poder como representante. En 2003 se encuentran los primos Erwin Contreras (UDP) versus Kendal MĂŠndez (PUP) quien gana con 2180 a 1800 votos respectivamente haciendo una diferencia de 380 votos. Entra Erwin Contreras en su segunda ronda como representante. Para las elecciones de 2008, una vez mĂĄs se enfrentan los primos Erwin Contreras (UDP) y Kendal MĂŠndez (PUP). Ahora, si haces cuenta, Erwin ha estado como representante desde 1998 a 2020 y ha acumulado casi 22 largos aĂąos en el poder. Y no solo es que ha sido solo representante. No, ĂŠl ha sido Ministro desde 2008. Ha tenido mĂĄs que suficiente poder en el gobierno. Ha sido ministro de Desarrollo EconĂłmico, Comercio, Industria y ProtecciĂłn del Consumidor. TambiĂŠn se le ha nombrado como Ministro de Comercio, InversiĂłn, Desarrollo del Sector Privado y ProtecciĂłn del Consumidor. TambiĂŠn ha sido Ministro de Desarrollo EconĂłmico, Ministro de PetrĂłleo y Ministro de Inversiones, y Comercio e Industria. Estos ministerios no han sido cosa pequeĂąa; han sido ministerios con muchĂsimo poder que le ha dado una amplia oportunidad de haber puesto a Cayo Oeste como una gema brillante.
