Government of Belize Allocates over $1M to Minimize the Effects of Increased Bus Fares that Take Effect on April 15th April 5th, 2022 - After consultation with key stakeholders within the Public Transportation System, Cabinet has approved a blended alternative consisting of a fuel subsidy for Bus Operators and an increase in bus fares for to minimise the impact on commuters and ensure the sustainability of the public transport industry in Belize. Considering the recent increases in diesel prices due to global fuel price surges and conscious that the Public Transportation System enables essential mobility services across the country, the Government of Belize takes this opportunity to inform that lower bus fare increases than initially proposed have been approved. This comes as a result of Cabinet’s approval to include a fuel subsidy to cushion commuters from the impacts of fuel prices. While some commuters would have seen up to $3.00 increase on a one-way trip, this has been capped across the entire country to a maximum of $1.00 only.
Effective April 15th, commuters can expect their public transport fares to increase by the following: • Below 13 miles – $0.25 • 13 to 25 miles – $0.50 • Above 25 miles - $1.00 New fares apply to both regular and express runs. The Government of Belize will be providing a monthly fuel subsidy to Bus Operators traveling in excess of 13 miles (one-way) for the number of gallons used. The fuel subsidy was approved for a six-
month period with a cap on diesel at $12.50 which will represent over $1 million in savings to commuters. The Statutory Instrument containing the regulates fares will follow. Additionally Cabinet Approved a stabilization fund: “The continued provision

BELIZE DIASPORA TOWN HALL MEETINGS The Belize Tourism Board joined the Ministry of Tourism & Diaspora Relations, the Ministry of Public Service, Constitutional & Political Reform and Religious Affairs, the Ministry of Health and Wellness, the Ministry of Foreign Affairs, Foreign Trade & Immigration and the Ministry of Youth, Sports and Transport at a series of town hall meetings with the Belizean Diaspora in Los Angeles and Las Vegas. This unprecedented platform aims to provide an opportunity for the Belizean Diaspora to address the Ministers of Government on pressing issues and explore opportunities for collaborations. The Belize Tourism Board’s primary focus at the event is to provide a wealth of information on the destination, including tourism developments and encourage travels back home among the various diaspora communities. The meetings ran from April 1-3.

Cabinet approved numerous fuel price relief measures as follows: 1) The continued provision of fuel price relief for all sectors of the economy to provide predictability in fuel prices. Cabinet has established a firm cap on diesel and regular gasoline pump prices per gallon at $13.41 and $13.50 respectively. This cap will be supported through a fuel price stabilization fund to be established by the government with the Central Bank of Belize. Currently, government has already reduced excise taxes by 57% to keep diesel prices at the capped price of $13.41 per gallon. On an annualized basis, these tax reductions represent an excise tax loss of over $30 million. Without such tax reduction, diesel pump prices would have been $2.13 per gallon more at $15.54 per gallon at the tax rates applied over the past five-plus years. 2) Cabinet also approved targeted support to alleviate fare increases on bus commuters through a fuel subsidy of $0.91 per gallon for eligible bus operators for a period of up to six months, cumulatively amounting to over $1.1 million. 3) Similarly, eligible tour operators will be beneficiaries of a capped fuel subsidy jointly funded by the Government of Belize and the Belize Tourism Board in the sum of $1.5 million for a period of up to six months. Cabinet gave its approval for the Minister responsible for Forestry to undertake the following: • to amend the boundaries of the Sibun Forest Reserve; • repeal the Statutory Instruments declaring Mango Creek No. 2, No. 3 and of Grant’s Forest Reserves; • amend the boundaries of Mango Creek No. 1 and No. 4; • amend the boundaries of the Melinda National Park, handing over 36 acres to the Stann Creek ITVET for conservation purposes and amend the Machaca Forest Reserve, excising 500 acres for community expansion. These measures will be undertaken to regularize the current boundaries of these areas and improve the management of these forest reserves. Cabinet received an update from the Minister responsible for Immigration informing that the 2022 Amnesty will commence on 2nd August 2022 with the registration process and conclude on 31st May 2023. The registration process will be for four months to be followed by the processing period which will last for six months. Cabinet urges all Belizeans to take personal responsibility to minimize the risk of contracting COVID-19 and encourages those persons not vaccinated to do so. Finally, Cabinet wishes all Belizeans a blessed and happy Easter and urges extra caution and safety over the busy weekend travels.

The 92nd Edition of the Annual Holy Saturday Cross Country Cycling Classic will be held on Holy Saturday, April 16th, 2022. This morning, Hon. Anthony Mahler, Minister of Tourism & Diaspora Relations, presented a cheque in the sum of $5,000 to Mr. Dion Leslie, Vice President of the Cycling Federation of Belize, to assist with expenses related to the classic. Minister Mahler stated, “The Cross Country is the longest running sporting spectacle in the region. We are proud to be one of the sponsors of this historic national one-day event.” As the body responsible for promoting and marketing Belize, the BTB is also committed to the development of such important events as the cycling classic, which attracts numerous international visitors to Belize.

RURAL BELIZE IS A PRIORITY!
illage council elections are set to commence shortly after the Holy Week. These elections will be a trial by fire of sorts for both major political parties. The People’s United Party has rolled out extensive programs through the Ministry of Rural Transformation that have since delivered a plethora of community wells, rural and farmers’ roads as well as repairing broken down water pumps and even complete water systems. There has been unprecedented investment in the electrification and school buildings in rural areas. Finally, rural Belize is being given their fair share of infrastructure and development investment. The work is also ongoing in building the human capital in those rural areas, the Ministry of Human Development, Families, and Indigenous People’s Affairs has done its part in ensuring that this previously underserved demographic has at their disposal the services they are entitled to. As the guardians of the environment, keepers of our rich traditions and culture, tillers of the soil, Rural Belize must be given every advantage to grow and develop. Gone are the days when resources in this country were reallocated to favour one region over the other. This time PlanBelize recognizes the contributions and potential of rural areas and will ensure that they receive proper investment both in infrastructure and human capital of Rural Belize to ensure its productivity. The United Democratic Party however will have to prove that their spectacles headlined by the entertainer formerly known as Moses really are to the liking of the Belizean Voter. The nouveau UDP have tried to disassociate themselves from the same old UDP government even going so far as throwing out dear ole Pat not once but twice to drive home the point. It seems though that the current leader cannot remember if he and dear ole Dad are at odds or in cahoots. In some interviews, he has disowned Dad and in others, they seem to have made up. The ole man threw his political dead weight behind the prodigal son and made him heir to the UDP throne. Try as he might now, the artist’s political fate is tied to the Barrow legacy and only the Belizean Voters will decide if that is indeed a good thing or not. The UDP historically have never made the rural areas of Belize their priority or their concern. They have concentrated their power in the city mostly and when in government also diverted many resources, previously tagged for other areas, to the old capital. For thirteen long years, the villages in Belize were left abandoned and in utter and complete disrepair. School buildings and police stations crumbling, no parks or playgrounds for the children. There were no initiatives for proper medical care, potable water and even roads were completely abandoned. It will be indeed interesting to see the result of this year’s village council elections. Rural Belize has realized that they hold tremendous power, during the pandemic they kept us fed and made sure that foreign reserves kept trickling in. They are indeed one of our most essential workers and it is right and proper that they be given the acknowledgement and recognition. It is great to see Rural Belize made a priority!

as elecciones a los consejos municipales comenzarán poco después de la Semana Santa. Estas elecciones serán una especie de prueba de fuego para los dos principales partidos políticos. El Partido Unido del Pueblo ha puesto en marcha amplios programas a través del Ministerio de Transformación Rural, que han proporcionado una plétora de pozos comunitarios, caminos rurales y agrícolas, así como la reparación de bombas de agua averiadas e incluso sistemas de agua completas. Se ha realizado una inversión sin precedentes en la electrificación y los edificios escolares de las zonas rurales. Por último, el Belice rural está recibiendo la parte que le corresponde de la inversión en infraestructuras y desarrollo. También se está trabajando en la construcción del capital humano en esas zonas rurales, el Ministerio de Desarrollo Humano, Familias y Asuntos de los Pueblos Indígenas ha hecho su parte para garantizar que este grupo demográfico antes desatendido tenga a su disposición los servicios a los que tiene derecho. Como guardianes del medioambiente, custodios de nuestras ricas tradiciones y cultura, labradores de la tierra, el Belice rural debe tener todas las ventajas para crecer y desarrollarse. Se acabaron los días en que los recursos de este país se reasignaban para favorecer a una región en detrimento de otra. Esta vez el PlanBelice reconoce las contribuciones y el potencial de las zonas rurales y se asegurará de que reciban una inversión adecuada tanto en infraestructuras como en capital humano del Belice rural para garantizar su productividad. El Partido Unido Democrático, sin embargo, tendrá que demostrar que sus espectáculos encabezados por el animador bufón antes conocido como Moisés son realmente del agrado del votante beliceño. El nuevo UDP ha intentado desvincularse del viejo gobierno del UDP, llegando incluso a echar al querido Pat, no una, sino dos veces, para que quede claro. Sin embargo, parece que el actual líder se olvidase si él y el querido papá están en desacuerdo o en complicidad. En algunas entrevistas ha renegado de papá y en otras parecen estar reconciliados. El viejo lanzó su moribundo peso político detrás del hijo pródigo y lo hizo heredero del trono del UDP. Por mucho que lo intente ahora, el destino político del artista está ligado al legado de Barrow y sólo los votantes beliceños decidirán si eso es bueno o no. Históricamente, el UDP nunca ha hecho de las zonas rurales de Belice su prioridad o su preocupación. Han concentrado su poder en la ciudad en su mayor parte y, cuando estaban en el gobierno, también desviaron muchos recursos, antes destinados a otras zonas, a la antigua capital. Durante trece largos años, los pueblos de Belice quedaron abandonados y en total y completo deterioro. Los edificios escolares y las estaciones de policía se desmoronaban, no había parques ni zonas de recreo para los niños. No hubo iniciativas para una atención médica adecuada, el agua potable e incluso las carreteras estaban completamente abandonadas. Será realmente interesante ver el resultado de las elecciones al consejo de la aldea de este año. El Belice rural se ha dado cuenta de que tiene un enorme poder, durante la pandemia nos mantuvo alimentados y se aseguró de que las reservas extranjeras siguieran entrando. Son nuestros trabajadores más importantes y es justo que se les reconozca. Es estupendo ver que el Belice rural se convierte en una prioridad.

BELIZEANS ARE READY FOR A HOTLY CONTESTED HOLY SATURDAY RACE
Belize City, April 6, 2022 The lifting of all COVID-19 health restrictions has opened sports all around Belize, and Renan Codd of the G-Flow team dominated the BEL Junior Cross Country Cycling Classic organized by the Cycling Federation of Belize from San Jose Succotz to Belize City on Sunday, April 3. Renan Codd swept the last 3 station prizes, opening up a 26-minute gap on the main peloton, as he rode the last 31 miles all alone from La Democracia to the City to win in 3:59:51. His nearest rival Goran Gabourel of the C-Ray team rode in 3:24 minutes later, to claim 2nd prize in 4:03:15. Tyler Tejeda of Team Chavarria, the first Youth rider, led the main peloton in 4:26:08 to capture 3rd prize. Codd’s twin brother Ramon Codd had led early half of the race, winning the first 5 station prizes. The 75-mile Women’s Cross Country Cycling Classic, from San Ignacio to the City is on for Sunday, April 10. Will the 2019 champion Kaya Cattouse return to defend her title against two-time champion Alicia

Another strong contender is their Under-23 teammate Derrick Chavarria, who won the junior Caribbean championships in Santo Domingo last year, and teammate Joshua Fuller won the 100-mile Westrac race from Belmopan to City and back last December. Three Guatemalans Julio Padilla, Alex Julaju and Jose Canastuj dominated the 2019 Classic 1-2-3, and the borders are open, so they may return to test the Belizean riders. SECURING OUR AGRI PROCESSING FUTURE Ministries of Investment and Agriculture Visit Southern Quintana Roo on Familiarization Tour
Quintana Roo, Mexico. April 7, 2022 - Senior representatives of the Ministry of Finance, Economic Development and Investment and the Ministry of Agriculture, Food Security, and Enterprise visited Quintana Roo as part of an Investment Exchange Programme, which entailed a familiarization tour to an industrial park and agro-processing facilities in the southern part of the Mexican state. Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise, led the Belize delegation. This exchange programme between Belize and Mexico was organised by Mrs. Narda Garcia, Chief Executive Officer in the Office of the Prime Minister and the Ministry of Investment. CEO Garcia had previously participated in the LATAM Investment Summit held in Cancun in January 2022, where she met with the ministry’s Mexican counterpart, Secretaría de Desarrollo Económico de Quintana Roo, which expressed interest to improve communication and engage in greater collaboration with Belize to gather information on economic opportunities that could leverage economic synergies and facilitate development between Quintana Roo and Belize. Day one of the working visit started in southern Quintana Roo with a visit to the Chetumal Industrial Park (Recinto Fiscal) where the Secretaría de Desarrollo Ecónomico de Quintana Roo hosted the Belize delegation and showcased Quintana Roo’s long-term vision for this innovative model of investment and trade promotion. the UDP consistently push these rejects back to the people it is an utter shame. Imagine Peyrefitte shoved down your throat like “Ask the EXXperts.” The latest news is the INNOVATIVE move by Shyne to bask in the Shadows of an overused non-functional idea—to have a shadow cabinet. The disrespect rears its ugly head again when Shyne puts to the Belizean people the same candidates that were so soundly beaten and compromised by scandal after scandal. DISSOLUTION OF VILLAGE COUNCILS WHEREAS, Section 10 (1) of the Village Councils Act Chapter 88 of the Laws of Belize, Revised Edition 2020, provides that the Elections and Boundaries Commission shall, at least seven days before any general election of members of the council becomes due under the provisions of this Act or any regulations made there under, dissolve that council, by Order published in the Gazette and on the radio; AND WHEREAS, the general election of members of those Village Councils set out in the Schedule hereto becomes due on the 15th and 22nd May 2022. NOW THEREFORE, in exercise of the powers conferred upon it by the aforesaid Section 10 of the Village Councils Act, the Elections and Boundaries Commission hereby dissolves the Village Councils set out in the Schedules hereto effective 1st May and 8th May 2022 respectively. As from the said 2nd May and 9th May 2022 respectively, the following provisions shall apply in accordance with Section 11 of the said Act: vb (a) subject to the following paragraphs of this section, the members of the council shall from the date of the dissolution vacate their offices; (b)
all the powers, duties and liabilities of the council shall, until the constitution of a new council, be exercised, performed and discharged by the persons who held the posts of chairperson, secretary and treasurer of the council immediately before the dissolution; and
(c)
all property belonging to or vested in or in the occupation of the council shall, during the period aforesaid, vest in and be in the occupation, control and management of the persons indicated in paragraph (b) of this section.

MoECST Inaugurates School Building in OW
April 7, 2022 – Today, representatives of the Ministry of Education, Culture, Science and Technology together with the Social Investment Fund and joined by the Minister of Health and Wellness and OW East Area Representative Kevin Bernard and Special Envoy Rossana Briceño, inaugurated a new two storey school building. The new Louisiana Government Primary School extension has six classrooms, including a computer lab and special needs assessment area. The modern structure also features access ramps to both storeys and bathrooms for students and teachers. Together, we deliver on Plan Belize.

MOECST’S GREEN LIGHT FOR FACE-TO-FACE LEARNING April 1, 2022 - In keeping with Statutory Instrument No. 61 of 2022, the Ministry of Education, Culture, Science and Technology (MoECST) hereby issues the Green Light for all schools to return to face-to-face learning. The health and safety of all students, teachers, and the entire school community remain of paramount importance. It is recommended that schools continue the protocols of indoor mask wearing, hand washing and sanitising, as well as the practice of monitoring for COVID-19 symptoms, and asking that those with cold and flu-like symptoms remain at home. The Ministry’s measured response to the pandemic has acknowledged that schools have varied circumstances and experiences. It is our position now that schools may begin to chart their

All schools, however, will be expected to return to the full pre-pandemic schedules for the 2022-2023 academic year. The MoECST remains committed to the safe and responsible reopening of schools across the country. We continue to be guided by the public health experts and to keep the academic and overall well-being of our students as our number one priority, and we appreciate the efforts of all our partners who stand with us in our efforts to make education work for Belize. As we go to print today the Covid-19 active cases are all the way down to approximately 150 active cases with the last Covid-19 deaths reported for March 18. The last reported number of Covid-19 deaths was 3,600 on April 6, 2022 in the world. The pandemic is on full swing with variants looming. We are doing well in Belize thanks to the Belizean people, immunity, vaccinations and the Ministry of Health and Wellness who was prescribed by planBelize has been behind the impetus to defeat Covid in Belize. Those who are yet to vaccinate should do so. There is still a good level of uncertainty as to how long and far the coronavirus will extend. In the meantime our schools and education need to move forward. Let us follow the collective ministries’ guidelines especially the MoECST.

STRENGTHENING OF TAX ADMINISTRATION PROJECT REQUEST FOR EXPRESSIONS OF INTEREST Consulting Services to design and implement an Internal Control Model including the implementation of a system to support internal control processes Institution: The Ministry of Finance (MOF) Country: Belize Project: Strengthening of Tax Administration (STA) Abstract: Consulting Services to design and implement an Internal Control Model including the implementation of a system to support internal control processes Loan No.: 4839/OC-BL Deadline: April 26, 2022, Belize Local Time The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BL-L1031). Through this project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process. This new system will be used in the management of the Belize Tax Administration. BTSD staff integrity is a concern for its management. The BTSD strategic plan indicates that: “Corruption has devastating effects on the integrity of any organization. At the BTS the effects would be particularly harmful as corrupt activities could compromise the collection of revenue; impede tax compliance; negatively impact the image of the Agency and reduce the public’s confidence in the Agency’s ability to objectively administer taxes. As such, an Internal Audit Division will be executed to conduct investigations into alleged employee misconduct and ensure that commensurable disciplinary actions are taken when staffers are found culpable. Additionally, a new Employee Code of Conduct will be drafted, which will be instructive on the standards of Professional Conduct. Given that partnerships with the public are important in combating corruption, Outreach Programs will be utilized to engage civil society and to aid in deterring and reporting immoral activities.” Management is also concerned about internal audit. They have identified the need for regular reviews the compliance with the department’s regulations, operations, procedures, and controls and if they comply with the international goods practices and operate effectively. So, BTSD is looking for reorganizing its Internal Audit Division into an Internal Control Division with the view of improving both, the control of staff integrity and the internal audit. This consultancy is intended to address this concern. Consequently, the BTSD will explore the introduction of a Risk Management Plan (RMP) to properly respond to the risks identified on a timely basis, to minimize overall compliance burden for both the taxpayers and the tax administration. As an important aspect of the RMP, risk mitigating strategies will be proposed for application against potential and existing risks. The plan will highlight all areas of risks including risk-based assessments, risk-based audits, risk-based sector and taxpayer segmentation, compliance risks (registration, filing, reporting and payments) and international risks. THINK ABOUT IT CRISES BREWING An incredible thing has happened. The Belize Council of Churches and the Pentecostal Churches have joined forces. Almost smack in the middle of the sacred Lent period. Lent is a symbolic commemoration by Christians all over the world, and in Belize, to mark the period when Jesus was tempted by the devil. The devil did not succeed then, but has been spectacularly successful since then on human beings. The Council of Churches is made up primarily of the traditional churches. Principally, the powerful Roman Catholic church whose followers comprise the majority of Belizeans. The Anglican, Methodist and Baptist churches are officially a full and active part of the Council of Churches. The dozens of Pentecostal churches have two major representative organisations. There are more modern Christian churches, some very small, others medium sizes. They show the rituals and robes of the traditional church leaders. Many of their Pastors have no training in theology or the meanings of scriptures. But all Priests and Pastors are now joined in opposition to the marijuana law, recently passed by the House of Representatives and the Senate. This religious opposition is blossoming into a formidable force. They are being joined by the Teacher’s Union and other Unions. The hypocritical and opportunistic opposition UDP is attending to “side-in.” The opposition brings nothing to the table, their involvement will be a distraction and cause the churches to be embroiled in divisive party politics. The Roman Catholic organization has been cranked up. By Wednesday, high school students were taking home electronic copies of a Petition, in which parents are being asked to endorse the request for Referendum against the marijuana law. The Catholics alone will easily garner twenty thousand signatures for a Referendum. With Pentecostals and the Teachers/Public officers Unions, the government will have quite a challenge on its hands. The question the Referendum Petition is seeking to obtain support for is:“Should the Government of Belize issue licenses for the cultivation, storage, processing, sale, purchase, distribution, delivering and consumption of cannabis in Belize?” It is a clumsy sentence. George Orwell, the author of “Animal Farm” and “1984” would disapprove of such a sentence. George Price would readily utter his injunction- brevity of words. In fact, George Price would not have watched the churches put on boxing gloves and climb into the ring to take on the government. No government should be in a position where it has to take on the churches and religious citizens over an issue. Neither should churches be throwing down the gauntlet at popularly elected government. It is an ill wind that blows no good. We can learn from experienced fishermen who sail on sailing boats. How do they sail directly into the wind? They don’t. Yet they reach their destination which is in windward position. Tack my friends. It is called tack. “A sail boat sailing against the wind will turn through the point on each tack. This is the point which the boat tack and is directly headed against the wind” In boat language and sea language starboard means to the right side of the boat. And port means left side of the boat. There is tack my friends. And there is tact. Check your dictionary. They both apply to boats and to steering a government through rough seas. Government Minister Henry Usher did not shirk or shy away when the Prime Minister asked him to add religious issues to his heavy portfolio which includes Constitutional Reform. We understand Minister Henry Charles has seamanship in his veins. It will serve him well. This completely unforeseen challenge from the nations religious leaders will test his mettle. No government of Belize has ever faced such a situation. The last time the churches were riled up was over section 53 of the criminal law. The gay agenda won that round as the body of Christ was terribly divided. Not so this time. There is a storm brewing. It must be averted. AMERICA IS HELPING US The United States of America has organised a top local one-day conference. It is being called Criminal Cases Backlog Reduction Workshop. Attendees include just about every personality in the Supreme Courts and Magistrate Courts. Director of Public Prosecutions, Police Commissioner, Bar Association, Défense Attorneys Association, Attorney General, Registrar General, CEO in the Police Ministry, Head of Legal Aid Services, President, Director of Family Courts. Just about all the persons who have contributed to some of the increasing backlog and who can make a difference will be in attendance. Leeroy Banner, Arthur Saldivar and Michelle Trapp from the Association of Defence Attorneys will attend. America’s Chargé d’affaires Patrick Ventell will speak as well as Chief Jus-
tice Michelle Arana and legal burning Justice Dennis Morrison. Krystal Thompson and Oldales Osinuga from the Pan America Development Foundation will make presentations. The eighteen Magistrate Courts throughout the country handles over 95 percent of all criminal cases. It is a hard grind, day in day out. District Magistrates are not provided with vehicles. During the two years of Covid they risked their health to keep the Courts open. In case of police prosecutors in all Magistrate Courts, they do not get even a small allowance for the over and above their police duties preparing and reading files and case law and interviewing witnesses. VILLAGE COUNCIL ELECTIONS Villages all across our blessed country will be holding their elections for members of village councils. This will start next month May and continue weekly until all villages have conducted their elections. How we wish that party politics can be excluded, expunged, banished from villages. HONOURABLE, DOCTOR, DEFAMER…… The nearly installed Leader of the opposition party, the disgraced, corrupted UDP, has mouthed himself into another scandalous behaviour. Appearing on the channel 7 Wednesday night show, the self-proclaimed “Leader of the House Representatives” launched a verbal assault on the Prime Minister. It was low down, personal and uncalled for. It was also defamatory, grossly defamatory. Jules Vasquez, the host tried to get the Leader to tone down his libellous statements. The disturbing aspect is that Leader of the Opposition is already in the Supreme Court on a lawsuit for defeating the churches of the present Prime Ministers. ANOTHER CRAZY KILLING A human being was seen lying on his back taking a horrific beating from a tall muscular looking person who kept punishing him in his face-left hand, right hand, left hand, right hand. Over and over and over and over. The beater then jumped on the pitiful human being. Not clear if he is jumping on his face or his chest. He stamped the person, stamped on him, again and again. All this caught on camera and goes viral. Turns out merciless beater is a member of our Belize Defence Force. Belizeans are doubly outraged. We can’t blame the whole army for craziness of one person. The pitiful victim dies. The soldier is charged for murder. BELIZE’S BIGGEST ONE DAY SPORT Next Saturday, known as Holy Saturday will also be return of the Cross-country Cycling race from Belize City to San Ignacio and return. It’s been on pause for the past two years because of covid. Now it’s back. We saw Kenrick Halliday only yesterday. This man was the toughest, roughest, fastest Cross-Country rider that ever there was. Since he is still around and healthy and this is his season, we hope Kirane Scott can get a detailed interview with him soon. It’s part of our sporting history. MRS. INTRODUCTION: The Environmental Management Fund was established through the Environmental Protection (Amendment) Act, (EPA) 2009, Chapter 328 of the Substantive Laws of Belize. Part VII of the EPA has provisions for the governance and general operations of the Fund. Government of Belize Belize Social Investment Fund III Loan (BSIF III) Consultancy Services to Undertake Design Review Services and Construction Works Supervision Services for the Proposed Expansion of Water Supply Services for the Communities of Camalote Village, Teakettle Village, and St. Matthew’s Village, Cayo District, Belize Request for Expressions of Interest (REOI) The Government of Belize (GOB) has received financing from the Caribbean Development Bank (CDB) towards implementing the Belize Social Investment Fund III Loan Project (BSIF III), which aims to provide increased gender-equitable and inclusive access to climate-resilient infrastructure and quality basic social-services for poor and vulnerable communities. The Project comprises small-scale infrastructure works and capacity building for stakeholders. The GOB has appointed the Belize Social Investment Fund (BSIF) as the Implementing Agency (IA) for the Project, and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. The BSIF, the IA, now wishes to procure consultancy services to undertake design review services and construction works supervision services for the proposed expansion of water supply services for the Communities of Camalote Village, Teakettle Village, and St. Matthew’s Village, Cayo District, Belize Important to note is that design services and construction works will be undertaken by Belize Water Services Ltd. The objective of the consultancy is to provide technical support to the IA during the implementation of the BSIF III Project. Consulting Firms will be required to review existing designs and estimates; advise on scope and adequacy of sub-project intervention; and provide detailed revised designs, revised summary estimates, and revised priced activity schedules. The work must consider thematic areas such as gender and environmental assessments, and shall seek to integrate disaster mitigation measures into revised designs. Consulting Firms will also be required to provide technical inspection of construction works. The duration of the assignment is expected to be for a period of approximately sixteen (16) months; however, it may vary as a result of certain aspects of the sub-project. Spotlight Initiative Donates ICT Equipment to Strengthen FAMCare

REQUEST FOR EXPRESSION OF INTEREST The US Government-funded Millennium Challenge Corporation (MCC) has selected Belize as one of only two countries in the world for a five-year government to government grant to fund a program aimed at reducing poverty and stimulating economic growth.
BELIZE CITY, Tuesday, April 5th, 2022 — Hon. Elvia Vega-Samos, Minister of State in the Ministry of Human Development, Families and Indigenous Peoples’ Affairs (MHDFIPA), today received a donation of Information and Communications Technology (ICT) equipment to improve the infrastructure to strengthen data collection, management, harmonization and analysis of gender-based violence (GBV) in Belize from Mr. Ian King, Deputy Resident Representative of UNDP. Through the Spotlight Initiative, a consultancy was carried out to support the harmonization of GBV information systems to strengthen the MHDFIPA’s case management system, FAMCare. The upgraded system will house GBV data to support the national referral system and joint data collection by officials within the relevant government and non-government organizations that are a part of the gender referral pathway system. The harmonization of the GBV information system will fulfil the role of a statistical monitoring and evaluation system that will improve the delivery of critical services to women and girls through the creation of the new Gender Based-Violence Dashboard. Furthermore, the ICT equipment will enhance the infrastructure within the Women and Family Support Department, which provides support through the Women Development Officers in their work to collect data, act as gender advocates within their mu-
nicipalities, and work with the National and District Gender-Based Violence Committees to end Violence Against Women and Girls (VAWG) nationally. The Spotlight Initiative is a global initiative of the United Nations which has received generous support from the European Union to eliminate all forms of violence against women and girls by 2030. The Initiative is addressing legislative and policy gaps, strengthening institutions, promoting gender-equitable attitudes, and providing quality services for survivors. Interventions are also strengthening systems for collecting data on violence against women and girls. The enhancement and strengthening of the FAMCare Case Management System will assist essential service providers to better understand GBV cases being reported and enable actors to share data on FAMCare, and externally with agencies, for broader trend analysis and to improve GBV coordination. The donation comprised 15 desktop computers, a television, printer, firewall and an upgrade to the FAMCare Case Management System valued at over US$64,000. The Ministry of Human Development, Families and Indigenous Peoples’ Affairs is grateful for this generous donation and commends the Spotlight Initiative for its commitment to partner with the Government of Belize in eliminating violence against women and girls.
Ambassadors of Belize and Nepal Establish Diplomatic Relations April 1, 2022 - The governments of Belize and Nepal, today, established diplomatic relations at the ambassadorial level in New York. Signing on behalf of the Government of Belize was His Excellency Mr. Carlos Fuller, Permanent Representative of Belize to the United Nations, and His Excellency Mr. Amrit Bahadur Rai on behalf of the Government of Nepal. The establishment of diplomatic relations with Nepal is yet another step toward the government’s goal of expanding Belize’s connection and identifying potential markets with non-traditional trading partners. Both ambassadors confirmed their commitment to the purposes and principles of consolidating international peace and security. They also discussed areas of mutual concern such as peace-building and climate change, which are being discussed within the United Nations, and agreed to support each other in this regard. At the signing, Ambassador Fuller was accompanied by Ms. Sharleen Henderson, Attaché, and Mr. Krishna Aryal, First Secretary, accompanied Ambassador Rai.

Presiding Officers of parliament meet with Executive Secretary of FOPREL The Honourable Valerie Woods, Speaker of the House of Representatives, and the Honourable Carolyn Trench-Sandiford, President of the Senate, had a courtesy visit from Dr. Santiago Rivas Leclair, Executive Secretary of the Forum of Presiding Officers of Parliaments/ Congresses of Central America, the Caribbean and Mexico. (FOPREL). The parliamentary officials met and discussed various parliamentary issues of interest in a meeting held in·the Speaker’s Room, National Assembly Building, Belmopan, following the official presentation of a pin/plaque of FOPREL to the Honourable Woods, for being a Member of FOPREL and the representative for Belize’s membership. Also present at the meeting was Mr. Eddie Webster, Clerk of the National Assembly, and Mrs. Clarita Pech, Deputy Clerk. Belize is one of the founding members of FOPREL and has been a member since 1994. The organization is led by the heads of the legislative powers of each member parliament. FOPREL works to assist members in their legislative work through the application and standardization of legislation based on key thematic areas which are.used as guidelines for consideration by each parliament. FOPREL has its permanent headquarters in Nicaragua and annually appoints a pro tempore president from among its members. The current pro-tempore President is led by El Salvador and the Vice President by the Dominican Republic. The parliament of Belize chairs FOPREL’s Interparliamentary Committee on Education and Health. Dr. Leclair was on a 2 day visit to Belize and is scheduled to depart the country today, after a courtesy call to the Honourable John Briceño, Prime Minister of Belize, at the Office of the Prime Minister, Charter House, Belize City.

TENDER FOR THE GENERAL SECURITY AND SURVEILLANCE OF THE CENTRAL INFORMATION TECHNOLOGY OFFICE Tenders are invited from security companies for the general security and surveillance of the Belize National ICT Center Building (Belmopan City), corner Mountain View Blvd. and Dry Creek Street, and for infrastructure relating to the Disaster Recovery Site located on the top floor of the Post Office Building in Belmopan. 1.
The tender shall be for a period of one (1) year commencing 1 July 1, 2022, and ending 30 June 2023.

The successful tender will be expected to provide the following security and surveillance services: (a) General security and surveillance of the Belize National ICT Center compound (the “Premises”) including all buildings and fixtures erected therein by armed guards on a 24-hour basis seven days per week, including public and bank holidays. (b) Monitor the Disaster Recovery Site (the “DR Site”) using surveillance cameras and conduct nightly patrols and random verification checks of the generator, electrical room door, and main access door commencing at 6pm to 6am. (c) Allow only authorized persons to enter the Premises. The Security must maintain a log of all persons and vehicles entering and leaving the Premises. (d) Conduct patrols outside the Premises to ensure that doors remain locked and that there is no sign of breakage into the building. (e) The Security Company will provide its personnel with equipment including a licensed firearm for the effective performance of their duties. (f) The Security Company, or its agents shall not divulge to any person or persons, any proprietary information coming to their knowledge in the course of their duties. (g) The Security Company/Guard shall also comply with CITO’s Fire Safety Policy in the event of an emergency fire evacuation.
