The BWS Project that is the most impacting will be delivered in three phases. • Starting on the 4th of July 2022, at a projected cost of 3 million 750 thousand, the Seine Bight 500 thousand US Gallon Water Reservoir & Site Development will be built. This should be completed in 12 months. This will be a 76 foot by 76 foot above ground reinforced potable water reservoir for Seine Bight Village to keep drinking water to the developing village. This is to be funded by Belize Water Services Limited. • Also, starting on the 4th of July 2022, at a projected cost of 6 million 250 thousand, the Independence to Seine Bight Transmission Line will be under works. This should be completed in 10 months. This is six miles of ten inch transmission line from Independence Village to Seine Bight Village bring much needed drinking water to the developing village. This is to be funded by Belize Water Services Limited. • Starting on the 1st of August 2022, at a projected cost of 2 million 200 thousand, the Placencia upgrade to Maya Beach Village will be under works. This should be completed in 12 months. This project is 4.6miles of water mains with 39 new connections taking much needed water to the many families. This is to be funded by the Belize Water Services Limited all led by Chairman Cornelio Acosta. Jobs, Debt management, a growing economy are some of the major areas planBelize is addressing in the PUP and the Briceño-led government. The compartmentalization skills and talent assembled in the elected representatives, the Cabinet, the cadre of Ministry CEOs, and in the Statutory bodies are a testament to the social and political smarts already embedded in the Belizean people. Today, the people are a hotbed of germinating ideas and brain power that promise to take Belize to heights never ever achieved. The PUP stewards have their eyes set on their Price-inspired NorthStar and all are ready to look down and any possible detour. There is no letting up with planBelize which has already become not only the NorthStar of the 2020 elected PUP but it is the guide and expectation for all Belizean people. This past week on April eight was again the turn of Placencia and Seine Bight villages in Hon. Rodwell Ferguson’s stomping area of Stann Creek West that recently saw ground breaking for a new clinic in January 2022. There is seemingly a blitz of improvement that cannot come soon enough for this area of Belize that is an industry on to itself and is definitely key to the economy of the country. Where’s the Benjamins? Saldivar & Caucus for Change to Shyne The 256 people that voted for Shyne at the leadership conviction want to know where is the moolah promised by the con artist. The village council elections are coming up and expenses are the order of the day. The LOO is broke, it seems. Where are the billions? No Ashcroft can be found in any hotel room. Fat Joe? Billionaire friends? Shyne is so compromised that anything he does or does not do will crease up his suits in all the wrong place. Prominent UDPs are already sounding the alarm that with Shyne and the 11th Amendment and Barrows there is no future UDP. Word to the wise...with the UDP there is no future. While Prime Minister John Briceño and Belize’s BWSL were hard at work bringing the source of life, water, to villagers in Stann Creek West the con artist Barrow was busy ushering into Belize a bad example for the young people of Belize. Why would a convicted drug dealer be a person our kids should look up to? Why would people in Belize need to spend on a jet to bring a Gargamel (smurf eater) to our jewel? Why bring West? Only Shyne, the Leader of the 256 UDP deplorables, has the acumen to round up ex-jail buds of a certain feather. The story is as it seems that the UDP and Shyne were trying to put up their $1 headquarters up for mortgage to finance something. Shyne does not get Belize. Shyne does not belong in Belize. He is just another social missile launched by the most destructive older Barrow who wants Belize in a destroyed state; rings like Putin’s wish for Ukraine. So, the crackhead deal to try to mortage the UDP property is like the theoretical end of the UDP. The UDP Carcass for Change want to know where is the money and Shyne has no answer.

Land Clinic in OW East: Fixing the UDP’s Hotbed of Corruption ONE CONSTITUENCY AT A TIME
April 7 – 8 - The Lands Clinc held at the San Jose Nuevo Palmar Community Center was a great success. Like the other multiple land clinics, the number of success stories were astounding. The number of lives that were changed was tremendous and immeasurable. Families that had met stonewalls under the UDP government suddenly saw a path to owning their little piece of the jewel. People can now sleep better. Just like the houses being issued by the MIDH to one family at a time this is fixing the UDP’s hotbed of corruption
one constituency at a time. The area representative Hon. Kevin Bernard thanked the Deputy Prime Minister and his team at the lands Department and his OW East Team for making the two-day event a great success. Over the next few days hundreds of Belizeans will receive their documents that have been pending for so many years. The Hon. Kevin Bernard, the Hon. Cordel Hyde and the PUP delivering on PlanBelize by making gov’t services accessible to the constituents.
BELIZE-USA Backlog Reduction Workshop April 8, 2022, Belmopan – Today, the U.S. Embassy and the Government of Belize hosted an Inaugural Case Backlog Reduction Workshop with senior officials from the Belize judiciary and legal community. U.S. and Belize officials appraised both the framework and standards of criminal case management processes and assessed what challenges stood in the way of reducing the case backlog in Belize. Today’s exercise is the next step in the U.S.-funded Backlog Reduction Program. The workshop was attended by Department of State Director for Central American Affairs Patrick Ventrell, Attorney General Hon. Magali Marin Young, Chief Justice Michelle Arana, Chief Magistrate Sharon Frazer, and Director of Public Prosecution Cheryl-Lynn Vidal. Also in attendance were representatives of the Belize Judiciary, the Bar Association, Human Rights Commission, the Ministry of Human Development, the Police Department, and representatives from the U.S. Embassy’s office of International Narcotics and Law Enforcement (INL). Director Ventrell underscored, “All vibrant democracies require strong, reliable criminal justice systems. Citizens must have confidence that crimes will be investigated, victims will be protected, and that wrongdoing will be addressed, in a fair and impartial manner. Simply put, courts play a key role in determining whether citizens have faith in the system.” “As Chief Justice, I welcome this workshop. As we embark on a strategy to deal with the backlog that plagues our courts, this workshop brings together all stakeholders to not only acknowledge the challenges we face, but also
to provide input and ideas on shared objectives that we can then utilize in moving this Backlog Reduction project forward,” highlighted Chief Justice Arana. Belize and the United States hold bi-annual bilateral meetings to strengthen cooperation on national and regional security issues. Since 2009, the United States has provided more than US $34.8 Million in INL assistance to advance security in Belize.

aster is upon us. For many, it signifies that a forty-day period of sombre reflection, fasting and repentance has come to an end, and they celebrate the rebirth of their Saviour Jesus Christ. For others, it is an opportunity to spend quality time with family and friends over a long weekend. While many will spend their savings on lavish trips to elysian beaches or to the scenic hills, others with nothing to spend will stay at home in mesop hopes that Sunday dinnah will come. Others still will pawn out their last to bling and shyne and try to keep up with the Borrows during this Easter Weekend. This Holy Season accentuates many ironies. The UDP resuscitates not Christ the Saviour, but ole Deano to speak against the legalization of weed while the LOO brings in celebrity guests convicted of possession of cocaine with intent to distribute to speak to gang members. Their incongruencies continue to amaze. The shadow cabinet purported by the Leader of the Opposition is ludicrous. To place Dr Campos as their point person on matters related to Health and Wellness with help from Pablo Marin is a slap in the face not only to Dr. Campos but to medical professionals everywhere. Why would Campos a doctor need help from Pablo? However, it takes a special lack of talent to have precisely put Denny Grijalva of Noh Mul notoriety as shadow minister of Infrastructure Development and Housing. The only person who has at least been consistent is Sistah B. She is as reliably absent and irrelevant in the House as she is in her nephew Shyne’s lacklustre kitchen cabinet. Dr. Shyne as minister of finance is a marvel. While he already seems eager to pawn off the headquarters of the UDP, maybe even to JL’s. He certainly has not been very judicious in managing his own finances, having been an award-winning, million-dollar earning, platinum-selling entertainer he now drives his dad’s hand-me-down car. Or perhaps, the two million net worth as reported on social media is only used to provide private plane rides for fellow convicts as opposed to funding party efforts. The UDP are anxious to see what the bad bunny will bring, elections in the villages are next and celebrity visits do little to impress rural voters. The outlook is grim for the UDP who mistook the cheap Shyne for gold. It is better to focus on the season, and its promise of spring, renewal, and rebirth. The real work continues under our steadfast leader Hon. John Briceño. The fight against crime must include greater access to education, employment opportunities, a minimum wage that is on par with a living wage and guarantees that those that work can live with dignity. It must also include access to proper health care, and the PUP will deliver universal coverage of the National Health Insurance and increase the Minimum Wage. The fight against crime also requires that the Housing situation be addressed, and so, the Ministry of Infrastructure Development and Housing is not seeking Maya Relics to destroy, it is edifying Belizean citizens, mostly single mothers and underserved and vulnerable communities by providing them with safe and affordable dwellings. It is all good to drop names of celebrities and to invite them on travel junkets across the Jewel. Those camera-seeking opportunists who come around only on Sunday, but who are also responsible for keeping an entire generation of Belizeans hungry and dependent for the last thirteen years, will, yet, have their reckoning. The hard work and sacrifice that must happen to improve the living conditions of deserving and hardworking Belizeans will be done by true nation builders. While we gather to give thanks for life and health with family and friends let us do so with caution while keeping safety and health a priority. Happy Easter!!

Mientras que muchos gastarán sus ahorros en lujosos viajes a las gloriosas playas o a las pintorescas colinas, otros, sin nada que gastar, se quedarán en casa con la esperanza de que llegue el puchero del domingo. Otros aún empeñarán sus últimos a bling y shyne y tratarán de seguir el ritmo de los Borrows durante este fin de semana de Pascua. Esta temporada santa acentúa muchas ironías. El Dr. Shyne como ministro de Finanzas es una maravilla. Aunque ya parece ansioso por empeñar la sede del UDP, tal vez incluso a la JL. Esos oportunistas buscadores de cámaras que sólo aparecen los domingos, pero que también son responsables de mantener a toda una generación de beliceños hambrientos y dependientes durante los últimos trece años, aún tendrán que rendir cuentas. El trabajo duro y el sacrificio que debe realizarse para mejorar las condiciones de vida de los beliceños que lo merecen y que trabajan duro será realizado por los verdaderos constructores de la nación. Mientras nos reunimos para dar gracias por la vida y la salud con la familia y los amigos, hagámoslo con precaución, manteniendo la seguridad y la salud como prioridad. ¡¡¡Feliz Pascua!!!

It’s a big day for the Cross-Country Cycling Classic in its 92nd year running. And, Easter Sunday is beach parties at the chosen spot for our family and friends gathering. The preferred choice is usually near one of our beautiful body of waters... sea or river. The weekend begins with a mass exodus of the main city and town centers. We find a beautiful piece of our slice of heaven in Belize to pass the four-day weekend. While those may take up a lot of our planning and focus, Easter is a Christian holiday of great sacrifice and love. Our Bible and religious teachings speak of the God becoming Man through the birth of his son fulfilling God’s promise to send a Saviour... to save us from our sins. The teachings speak of a Man with no sin who walked among us living a human life, having human needs and tendencies but without sin. We hear the story and we cringe, how could a Father send his only Son to suffer such hardship for inequities not his? That’s the sacrifice... His Son died for us to redeem that relationship with God because God so loved the world and His people. An unimaginable sacrifice for love... but the teaching did not end in death and defeat. Easter Sunday comes after Good Friday. Our Saviour, the Son of God, rose triumphantly from death, liberated us from our sins and proved there is life after death in our Lord God and good does win over evil. Life abounds over suffering. The past 2 years of the pandemic saw our people suffer unimaginably at the hands of the virus, the economy almost crushed, jobs foregone, school days interrupted, industries fractured, and lives of loved ones lost. Today we are creeping back. Our borders are open and people will travel to next door neighboring countries once again. The Covid-19 restrictions have been relaxed and we will gather again at our favorite local tourist spots and the bugle for the cycling classic will sound again. Debates about foreign versus local rider skills will be heard again and our people will feel liberated from this suffering that seemed almost too long. So, as we celebrate let’s take time to reflect on the meaning of these three days, of this Triduum. Let’s reflect on the sacrifices we can make for love of family, community and country... and in our sacrifice for love in our human fashion, we give thanks for the spiritual sacrifice and renewal this season gifts us. Happy Easter my fellow Belizeans. Celebrate safely in love with your family and friends.

The Mexican Delegation was led by Maestra Rosa Elena Lozano Vásquez, Secretaría de Desarrollo Económico de Quintana Roo, who was accompanied by senior officials representing departments leading rural agriculture, fisheries and economic development as well as the President of the Association of Central and Southern Hotels of Quintana Roo. The visit to Belize is part of a joint initiative geared towards facilitating investment between Belize and Quintana Roo. On day one of the Belize tour, the delegation visited the Corozal Free Zone (CFZ) at the Belize-Mexico Border to witness first-hand the significantly reviving economic activity at the CFZ, which hosts Mexican investors and also currently employs over 3,000 Belizeans. The delegation also visited Quality Shrimp Belize Limited, a shrimp farming facility in Libertad Village, Corozal District, where export opportunities were explored. Belize City, Belize – On Thursday 7th April 2022, Ms. Diana Locke, Head of Office of the International Organization for Migration (IOM), handed over 30 tablets to Hon Dolores Balderamos Garcia, Minister of Human Development, Families, and Indigenous People’s Affairs (MHDFIPA). This donation forms part of IOM’s continued support to improve data management within the context of human trafficking. The donation of tablets follows the development and launch of a Trafficking in Persons Module on the Ministry’s case management system – FAMCare, which was funded by IOM in 2021. This delivery of tablets will further support the Ministry’s field work to better document cases of human trafficking, leading to more informed decisions, and more appropriate actions for clients of the Ministry. With this donation, MHDFIPA and IOM undertake, to the extent possible and in accordance with their strategic plans, to take immediate and effective measures to eradicate human trafficking and secure the prohibition and elimination of forced labour, including child labour. This action responds to Goals 1, 7, 9 and 10 of the Global Compact for Migration, as well as Goals 5, 8 and 16 of the Sustainable Development Goals. This donation was made possible by the Western Hemisphere Program, a regional initiative implemented by IOM and generously funded by the U.S. Department of State, Bureau of Population, Refugees and Migration.

trary to most levels of public sentiment, the Belize Court of Appeal has reversed the decision made on July 19, 2019 by Supreme Judge Courtney Abel, that Andre Vega, the son of former UDP Deputy Prime Minister Vega, Sista B’s hero, was to RETURN a $400,000 he had been paid for in ‘compensation’ for an error at the land department. Public speculation is that this error was manufactured by someone and it ended up costing the Belizean people all of 800 thousand dollars. Andre Vega was then compensated 400k of said amount since he had in his possession title for an erroneously issued land title for a prime piece of land by the Haulover Bridge all the way back in 2013. For some context, much earlier in the first of the three Barrow terms circa 2013, said land was sold by government to a known Vega and UDP affiliate for an extremely low 2.5K. IMPORTANT, is that this was against the indication from public officers that the land was not available as it was owned. Yet, it was still titled out in what later became a duplication and the subject of compensation to Andre Vega who purchased the duplicate from the UDP affiliate for some 15K. When this story broke in 2016 it stunk and the stench just continues to wreak like a dead carcass that cannot be buried. Why the stench? As the story went, apparently, at some point the real owner of the land cried foul. By then, the land was deemed extremely valuable for its proximity to the then phantom new Haulover bridge yet to be built. Two persons were then compensated $400k for their troubles in purchasing the already-owned property which had been divided into two lots. What a trouble! Sharon Pitts, the other person compensated, entered mediation with the government but Vega went to court. Everyone in Belize can clearly see the abnormality of this transaction except Gaspar Vega and son. Andre appealed the order to pay back the 400k to the people of Belize in 2019. During the trial, Vega’s attorney alluded to not knowing who the Minister of Natural Resources was during the land transaction. This is a ridiculous stance regardless of how legal it is. This is where the crux of the trial irks the Belizean voter. On April 6, 2022, the Assistant Director with responsibility for Enforcement was visited by a representative from Help for Progress who informed the Department that the 13 Cuban nationals, who were released to the Human Rights Commission of Belize as a result of a Supreme Court Ruling on March 18, 2022, and that of the Belmopan Magistrate Court Ruling on March 23, 2022, respectively, are no longer at the shelter. To date, the department has seen a total of 39 Cuban nationals whose primary aim remains to reach the US/Mexico Border using Belize as a transit point. Most recently on April 5, 2022, the Mobile Interdiction Team of the Belize Po-
lice Department apprehended 16 Cuban nationals who entered via irregular means and handed them over to Immigration. The ministry reiterates its commitment to the Global Compact for safe, regular and orderly migration.

April 11, 2022 - Today, the Ministry of Health & Wellness received a donation of equipment and materials from the Embassy of the Republic of China (Taiwan). The donation included 70 wheelchairs for children, 52 commodes (toilet chairs), 76 walkers, 160 aluminum canes, 200 foldable canes, 60 canes for the visually impaired, 120 axillary crutches, 80 forearm crutches, and 40 polio crutches provided by Puh Sein and Cao Zhong Zhi foundations of Taiwan. Additionally, 20,000 isolation gowns and 400 face shields offered by the SimplyHelp Foundation, which was founded by a member of the Taiwanese community in the United States. The donation is valued at approximately BZ$100,000.

Statement by the Ministry of Foreign Affairs, Foreign Trade and Immigration on Today’s UN Vote to Suspend Russia from the Human Rights Council April 8, 2022 - Belize has co-sponsored and supported two United Nations resolutions, on March 2 and March 24, 2022, regarding the Russian invasion of Ukraine. Those resolutions expressed strong condemnation of Russia’s invasion of Ukraine, called for immediate cessation of hostilities and urgent diplomatic efforts to seek a peaceful resolution of the conflict, and expressed grave concern about the plight of civilians in Ukraine. The UN resolutions of March 2 and March 24 aligned with the national position of Belize expressed in public statements which the government issued on February 4 and February 24, 2022. On April 7, 2022, Belize abstained on a resolution tabled in the UN General Assembly to suspend Russia from the UN Human Rights Council (HRC). Belize took the decision to abstain following obligatory consultations among CARICOM Member States on April 4 and April 7, which did not yield a consensus regional position.
Belize notes that the HRC has established a Commission of Inquiry mandated to investigate all alleged violations and abuses of human rights and violations of international humanitarian law and related crimes in the context of the aggression against Ukraine by the Russian Federation. Additionally, the International Criminal Court Prosecutor is currently investigating the situation in Ukraine, including any alleged war crimes and any alleged crimes against humanity in all parts of Ukraine. Considering that these investigations are still ongoing, Belize is of the view that a determination to suspend Russia from the HRC would be best considered after the receipt of any definitive and actionable findings resulting from the investigations. Several CARICOM Member States also abstained in the April 7 vote including Barbados, Guyana, St. Vincent and the Grenadines, St. Kitts and Nevis, Suriname, and Trinidad and Tobago. Belize remains resolute in its condemnation of Russia’s invasion of Ukraine and supports every effort to peacefully end the war.

1. INTRODUCTION: The Environmental Management Fund was established through the Environmental Protection (Amendment) Act, (EPA) 2009, Chapter 328 of the Substantive Laws of Belize. Part VII of the EPA has provisions for the governance and general operations of the Fund. The main purpose of the Fund is to assist the Department of the Environment (DOE) to address environmental matters and enforce the legislation which also guides the DOE’s roles and functions. The specific objectives of the EMF are to cover all costs associated with the response and clean-up of oil spills and other chemical spills, to carry out programmes to prevent and reduce pollution; to provide support for laboratory analysis of samples collected for environmental monitoring; to support its environmental monitoring and enforcement programs; to promote environmental public awareness and research; to encourage local environmental initiative; to publish reports and publications on the environment; to promote, support and encourage activities relating to the protection and management of the environment; and to plan and implement other initiatives important for the effective and efficient management of our natural and environment resources.
The Government of Belize (GoB) has received financing from the CARICOM Development Fund (CDF) to implement a project that focuses on improving water supply systems in four communities. The project comprises small-scale infrastructure works and capacity building for key stakeholders. The GoB has appointed the Belize Social Investment Fund (BSIF) as the Implementing Agency (IA) for the project and intends to apply a portion of the proceeds of this financing towards eligible payments under a contract for which this invitation is issued. PURPOSE OF POSITION: This person will be tasked with the efficient management of the GOB Environmental Management Fund (EMF), as well as building the necessary capacity of the Fund for its long-term sustainability. STRENGTHENING OF TAX ADMINISTRATION PROJECT REQUEST FOR EXPRESSIONS OF INTEREST Consulting Services to design and implement an Internal Control Model including the implementation of a system to support internal control processes Institution: The Ministry of Finance (MOF) Country: Belize Project: Strengthening of Tax Administration (STA) Abstract: Consulting Services to design and implement an Internal Control Model including the implementation of a system to support internal control processes Loan No.: 4839/OC-BL Deadline: April 26, 2022, Belize Local Time The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BL-L1031). Through this project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process. This new system will be used in the management of the Belize Tax Administration. BTSD staff integrity is a concern for its management. The BTSD strategic plan indicates that: “Corruption has devastating effects on the integrity of any organization. At the BTS the effects would be particularly harmful as corrupt activities could compromise the collection of revenue; impede tax compliance; negatively impact the image of the Agency and reduce the public’s confidence in the Agency’s ability to objectively administer taxes. As such, an Internal Audit Division will be executed to conduct investigations into alleged employee misconduct and ensure that commensurable disciplinary actions are taken when staffers are found culpable. Additionally, a new Employee Code of Conduct will be drafted, which will be instructive on the standards of Professional Conduct. Given that partnerships with the public are important in combating corruption, Outreach Programs will be utilized to engage civil society and to aid in deterring and reporting immoral activities.” Management is also concerned about internal audit. They have identified the need for regular reviews the compliance with the department’s regulations, operations, procedures, and controls and if they comply with the international goods practices and operate effectively. So, BTSD is looking for reorganizing its Internal Audit Division into an Internal Control Division with the view of improving both, the control of staff integrity and the internal audit. This consultancy is intended to address this concern. Consequently, the BTSD will explore the introduction of a Risk Management Plan (RMP) to properly respond to the risks identified on a timely basis, to minimize overall compliance burden for both the taxpayers and the tax administration. As an important aspect of the RMP, risk mitigating strategies will be proposed for application against potential and existing risks. The plan will highlight all areas of risks including risk-based assessments, risk-based audits, risk-based sector and taxpayer segmentation, compliance risks (registration, filing, reporting and payments) and international risks. Risk mitigation reduces the extent of exposure and ensures that the strategic objectives are achieved.” Management is also concerned about internal audit. To assess the current situation of BTDS taxpayer account in Integrated Tax Administration System (ITAS).

2. Develop a model for a new taxpayer account in ITAS. The model should specify the entities dealing with the taxpayer account, the information that flows to and from the account, and the transactions that will be allowed with the taxpayer account (e.g., debt from tax returns, debts from refunds, debts from adjustments, debts from audits, debts from payment by instalment agreements, credits from regular payment, credits for adjustments in appeals cases, credit from payments of payment by instalment agreements, etc.). The account will be organized by Taxpayer Identification Numbers (TIN), tax type and period
A Consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) procurement method set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (GN-2350-15, May 2019 edition) and is open to all eligible consultants as defined in the IDB policies. The selection of the successful firm will be based on a competitive process among short-listed firms that takes into account the quality of the proposal and the cost of the service. The authorities’ concerns on the growth of the arrears balance are reflected in the BTSD strategic plan; “The stock of debt has been steadily increasing throughout the years, with the largest increase recorded between 2017 and 2018. The respective annual increases from 2016 to 2018 were 4%, 7% and 23%. There is a need to institute a mechanism to facilitate monitoring and timely enforcement actions to collect and recover revenues.” The consulting services (“the services”) includes the contracting of a Consultancy Firm for a period of five (5) months. The main activity of the consultancy includes:
1. To assess the current situation of BTSD enforcement collection and review the organization and resources of the collection area as well as their skills 2. To assess the potential sources for information on taxpayer transactions and assets that could be used as arrears payments (Customs, social security, immovable property registration department, Bank accounts, City Council’s Traffic Departments, etc.) 3. Propose a strategy for enforcement collections and prioritization based on risk analysis, define risk parameters and relevant mitigation measures as well as special procedures according to taxpayer segments 4. Establish a system of payment by instalment via Internet, with parameters defined by BTSD with payments through automatic debit in the taxpayer bank account and to freeze delinquent taxpayers’ bank accounts via Internet 5. Establish rules for writing off uncollectable debts and modify ITAS to incorporate them 6. Update the BTSD Enforcement Collection manual defining the procedures to select the debts to be enforced, the task to collect the debt, the identification, and procedures to put a lien on debtors’ properties, the rules, and procedures for agreements for payment by instalment, etc. 7. Propose performance indicators for monitoring the enforcement collection 8. Deliver workshops and train the collection staff in the new procedures 9. Implement the new procedures 10. Conduct Pilot with the designated BTSD staff to plan, execute and report on randomly selected taxpayers. The Consultancy Firm should have a minimum of five (5) years’ relevant working experience in the following areas:

Organizational development and design; Enforced arrears collections; Tax administration training
As well as minimum of five (5) years relevant assistance to tax administrations, particularly in the arrears collection areas. Loan No.: 4839/OC-BL Deadline: April 29, 2022, Belize Local Time The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BL-L1031). The main beneficiaries of the Project are: (a) the Government, which will have more revenues to implement its public policies; (b) taxpayers, who will have more support and a digital environment to fulfil their tax obligations; and (c) the population, from the government policies implemented. Through this project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process. This new system will be used in the management of the Belize Tax Administration. The BTSD management has identified the need for a modern audit approach based on risk analysis. The BTSD Strategic Plan states that: “BTSD will explore the introduction of a Risk Management Plan (RMP) to properly respond to the risks identified on a timely basis, to minimize overall compliance burden for both the taxpayers and the tax administration. As an important aspect of the RMP, risk mitigating strategies will be proposed for application against potential and existing risks. The plan will highlight all areas of risks including risk-based assessments, risk-based audits, risk-based sector and taxpayer segmentation, compliance risks (registration, filing, reporting and payments) and international risks. Risk mitigation reduces the extent of exposure and ensures that the strategic objectives are achieved.” The consulting services (“the services”) includes the contracting of a consulting firm for a period of ten (10) months to Prepare, Implement and Execute a New Audit Model, making use of the range examination and risk-based techniques (to include analytic tools for audit). The main activities of the consultancy include: 1. To assess the status of BTSD taxpayer audit strategies and operations for all tax type. 2.
To review the Audit Division organization and resources, as well as the staff skills.
3.
To suggest the strategy for centralization/decentralization of the audit.
4.
To propose a new organization area (if required).
5.
To propose the staff composition by area and by location.
6.
To propose the different audit programs taking into consideration taxpayer segments and different audit locations (central, districts).
7.
To propose a system of massive audit based on IT verification of returns against risk factors and third-party information. The selected cases should be resolved very quickly (4 cases a day) as they are based on firm verification.
8.
To propose modern analytical tools for tax auditing suitable for Belize’s environment by conducting a SWOT analysis to support the audit work.
9.
Once the proposal of the modern analytical tools is approved, the consulting firm will procure the Analytical tools software for auditing with 50 licenses with subscription for 3 years, implement, and train auditors in its utilization for adoption.
10. To execute onsite Pilot audit (for at least one month in duration) with the audit team to plan, execute and report on randomly selected taxpayers. 11. To develop training materials and manuals in hard copies and digital copies in Microsoft Word format. The consulting firm should have a minimum of five (5) years’ experience in similar assignment. USA WOMEN SWEEP 31st Cross Country Cycling
1st Katy Sorrell, 2nd Morgan Stern Belize City, April 10, 2022 American riders Katy Sorrell and Morgan Stern of the Cardinal team from Georgia, USA swept the 1st and 2nd places as they dominated the 31st annual Women’s Cross Country Cycling Classic organized by the Cycling Federation of Belize, a 75-mile ride from San Ignacio to Belize City on Sunday, April 10. Sorrell’s victory won her the $2,700 first prize, the garland, a T-shirt from Bey & Codd and the champion’s trophy, while Morgan claimed the $,1350 2nd prize and a trophy The American duo took over the race at the entrance to the Mountain Pine Ridge road and never looked back. Sorell won over $1,750 and assortment of gift packages, as she cleaned up 30
station prizes along the way; while Stern took her turn at setting the pace, to win over $1,840 in 20 station prizes. At the finish, the two teammates rode in hold hands, Sorrell’s wheel crossing the line barely two inches ahead of Morgan’s. Fans at the finish had a good half an hour wait before the two-time champion Alicia Thompson of Belize Bank Swoosh led in the main peloton to win the $700 third prize and a trophy. Gabrielle Gabourel, a 16th year-old 4th Form student at St Catherine’s Academy, was 4th, to win a $300 prize and trophy as the first Junior rider, as well as a trophy from the Ariel Rosado Foundation for the youngest rider in the race. Fiona Castillo won a trophy as the
oldest rider in the race. Novice rider Kedisha Francis won the first station prize at Hawksworth bridge, and Gabrielle Lovell of the Digi team won $200 in two station prizes passing the Santa Elena Public Works compound and at Eden Seventh Day Adventist High School. Usher had video-streamed the BEL Junior Cross Country live on Facebook the week before, and was on the way to San Ignacio to do the same for the women’s race, when the motorcycle on which they were travelling exploded. Banks perished instantly in the explosion, while Usher lingered to die two hours late while receiving treatment in the intensive care unit at the Western Regional hospital two hours later. The Cycling Federation and all the participating teams have extended their condolences to the families of the departed.

Finals MVP Elvert “PG” Ariola struck from outside the arc to lead Venom with a 24pts, while Joel Montejo put up 18pts in heavy traffic. Dominique Guzman scored 14pts, and Johan “Cutto” Bermudez netted 5pts. Zane Burgess tossed in 3pts, and Ivan Flowers tossed in a bucket. Venom took home the $1,500 first prize Kyron “Tut” Molina struck twice from outside the circle for 23pts for the Assassins to lead 22-14 at the end of the 1st quarter.
