Cabinet took note of the recent alleged child labor and trafficking offence issues and reiterated its commitment to fighting all forms of exploitation. Cabinet also instructed that there be full collaboration among line ministries in this regard. Cabinet gave its approval for the unification of tax administration to be done in a phased approach aimed at the restructuring of revenue administration through consolidation and modernization. This will allow for all major tax revenue entries to be administered and collected by one revenue department or authority. These tax revenue centers would include tax collecting centers such as the Customs Department, Ministry of Natural Resources, and the Belize Tax Services, among others. Cabinet considered various relief measures in connection with heightened fuel prices and their volatility. In addition to action already taken to mitigate the price increase through reduction of excise duty by $1.23 per imperial gallon and further excise duty reduction on regular gasoline, Cabinet is evaluating possible targeted subsidies as well. Cabinet further determined that constituent commercial components of the fuel price including the dealer’s margin and the depot fee be urgently renegotiated. Cabinet will shortly introduce legislation for the consolidation and modernization of the Companies Law Framework in Belize by bringing together the Belize Companies and Corporate Affairs Registry (BCCAR) and the Belize International Corporate Affairs Registry by introducing an act for the creation of the Belize Companies Bill. This is a part of government’s reform process to modernize and consolidate the business laws and processes in Belize. The result of these actions will allow for strengthened compliance in line with international rules and regulations to support and enable digital transformation through the leveraging of information and communications technology and to enhance the business law regime, all meant to improve investor confidence, boost competitiveness, and cultivate a culture of innovation and modernity in the business environment. Cabinet gave its support to the request from the Minister of Defence and Border Security to allow members of the Belize Defence Force to pay social security contributions and to become insured persons through the Social Security Board. Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 243,000 vaccines on hand. As of 29th March 2022, 215,428 persons or 50.07 percent have received at least one dose of the vaccine and 209,379 or 48.6 percent have been fully vaccinated. Of the population aged 12 to 17 years, 25,968 have received two doses of the vaccines. To date, 43,190 booster shots have been issued. The daily positivity rate is 1.38 percent, an indication that the nation is moving in the right direction. Cabinet approved the following measures in advance of the 1st April 2022 lifting of restrictions related to the COVID-19 pandemic: 1. All unvaccinated people 5 years and older entering Belize through the airport must show proof of a negative rapid test (48hrs) or a PCR test (72hrs) 2. All unvaccinated foreigners 5 years and older entering Belize through a land or seaport must show proof of a negative rapid test (48hrs) or a PCR test (72hrs) 3. Belizeans 12 years and older wishing to exit Belize through air, land or seaports must be fully vaccinated before exiting. Finally, Cabinet urges all Belizeans to take personal responsibility to minimize the risk of contracting COVID-19 and encourages those persons not vaccinated to do so.

The $364 million bond could serve as a blueprint to finance other emerging market countries’ climate objectives without adding to their indebtedness, according to Swiss bank Credit Suisse, its underwriter. The need for such a bond followed the Caribbean country of Belize suffering heavily in 2020 due to the impact of Covid-19 on tourism – a sector which accounts for 40% of the nation’s GDP. The nation, which has a population of around 400,000, saw its economy shrink by almost a fifth (18%) in 2020, while its debt-to-GDP ratio leapt from 98% to 126%, according to Credit Suisse. Its credit rating was downgraded by both S&P and Moody’s. The bond allowed Belize to raise new funding at competitive terms and buy back all its outstanding external commercial debt. It represented a “unique” collaboration by a government, an NGO, an investment bank, and the US government’s development finance institution, Credit Suisse said. Credit Suisse, as sole structurer and arranger, underwrote and placed the bond and lent the proceeds ($364 million) to a subsidiary of The Nature Conservancy. The Virginia-based environmental organisation then on-lent the proceeds to Belize as a blue loan enhanced by political risk insurance from the US International Development Finance Corporation (DFC). Ramzi IssaRamzi Issa, managing director at Credit Suisse, says: “This transaction is unique in that it provided Belize with long-term sustainable financing to support marine conservation through debt relief rather than through incurring additional debt. “It is a new and innovative structure that raises critical funding required to conserve precious marine resources. “Investors found that the transaction had very compelling underlying financial and environmental outcomes, whereby the benefits from the transaction were spread across a number of civil, economic and environmental stakeholders.” The bonds were rated as ‘Aa2’ by Moody’s – significantly higher than Belize’s rating of ‘Caa2’ – thanks to the DFC’s insurance. The bond enabled Belize to reduce its debt by approximately $190 million, according to Credit Suisse, triggering a national credit rating upgrade from S&P. In addition, an estimated $180 million will be channelled into domestic blue economy projects through an independent conservation fund. Issa says: “The market has turned a corner over the past 12 months, with investors increasingly shifting from talking about ESG investing targets, to proactively implementing those targets in their portfolio allocation.
“We see many investors having announced highly ambitious ESG targets, now moving to fill those quotas by participating in transactions like the blue bond for Belize.” The transaction allowed Belize to commit to protecting 30% of its territorial sea, which houses part of the Mesoamerican Reef, a UNESCO World Heritage Site. It also enabled the country to strengthen its governance frameworks for fisheries and establish a regulatory framework for coastal blue carbon projects. One judge said the transaction was “brilliant” and seemed to have introduced insurance and impact mechanisms to sustainability bonds. Another said it demonstrated “true innovation” with notable size, complexity and cooperation. Deal highlights box: The Belize blue bond: • Has a ‘catastrophe wrapper’ to provide insurance protection to cover repayments by Belize should it be affected by a hurricane. The ‘wrapper’ is tied to three parametric criteria which are triggered by specific ‘objective’ criteria being met rather than through more subjective loss assessments; • Pays upfront relief through debt servicing payments rather than just extending the repayment schedule following a catastrophe; • Was designed and placed by the alternative risk transfer team at Willis Towers Watson, with Munich Re awarded all of the placement – which cover the first 31 months of the bond – after providing the best underwriting terms.

BUDGET WITH A BANG
he presentation of the national budget for the next fiscal year is noteworthy in many respects. This is the first budget that has been fashioned and presented by the new administration while Belize is in recovery from the pandemic. There are many goals which have in the first year been achieved, most importantly there has been the reduction of the national debt, the super bond has been cut down by half giving Belize much-needed respite. The Home-Grown Fiscal Recovery has yielded positive results in every sector and the economy was kept afloat in the darkest of times by the agro-productive sector who continued to work to ensure food security and to export bringing invaluable and much needed foreign exchange. The Belizean government has managed to put thousands of Belizeans back to work by reopening the economy and the borders at just the right time. This has ensured that visitors were able to come to Belize and enjoy a relatively safe experience. The work that has been done to mitigate the health crisis caused by the pandemic has been stellar. Vaccines have been made available in both quantity and quality for all Belizeans twelve and over-inclusive of booster shots. The vaccination campaign has allowed the reopening of schools and workspaces allowing students to catch up while parents return to work. It was evident that a couple of folks were not in agreement with the budget. The unseasoned pseudo-intellectuals do not understand the budget as evidenced by the weak discussions at the House of Representatives. Some choose to contribute albeit erroneously, and then others forgo the discussion altogether shunning their responsibility and work they are paid to do by being completely absent. The people’s work must be done, their interests represented, and their welfare defended, that is what members of the honourable House get paid to do. At the very least there was no slap for the entertainer no matter how ludicrous and offending his comments. The Speaker showed great command and restraint and kept her House in Order. What comes next is clear in the budget, more allocation of resources where there is need for development. Road infrastructure for feeder roads so that farmers can get their produce to market and for further export. The cattle farmers will be able to deliver livestock worth millions to neighboring countries. This expenditure is needed unlike the inflated projects and roads to nowhere that were built in the past. The beneficiaries of these roads number in the thousands, not just a select few. There is also investment in our human capital, in maintaining some level of social safety nets and in Education which needs to ensure that students can recover the lessons and material lost because of pandemic restrictions. Housing will continue their roll out of houses countrywide fulfilling yet another commitment made to Belizeans. National Health Insurance is also being rolled out properly so that Belizeans will be able to receive the care they need in proper facilities that are stocked adequately. Key investment in areas like health, housing, education, and sports combined with government’s commitment to raise the minimum wage to $5.00 to meet the living wage and the initiatives to boost investment and create jobs mean that poverty and crime will undoubtedly see a dramatic decrease. This is the essence of Plan Belize, this budget is powerful and transformative and packs a bang!

PRESUPUESTO CON IMPACTO
a presentación del presupuesto nacional del próximo año fiscal es digna de mención en muchos aspectos. Éste es el primer presupuesto que ha sido elaborado y presentado por la nueva administración mientras Belice se recupera de la pandemia. Hay muchos objetivos que se han alcanzado en el primer año, el más importante es la reducción de la deuda nacional, el super bono se ha reducido a la mitad dando a Belice un respiro muy necesario. La recuperación fiscal autóctona ha dado resultados positivos en todos los sectores y la economía se ha mantenido a flote en los momentos más oscuros, gracias al sector agro productivo, que ha seguido trabajando para garantizar la seguridad alimentaria y exportar aportando unas valiosas y muy necesarias divisas. El gobierno de Belice ha conseguido que miles de beliceños vuelvan a trabajar al reabrir la economía y las fronteras en el momento justo. Esto ha garantizado que los visitantes pudieran venir a Belice y disfrutar de una experiencia relativamente segura. El trabajo que se ha realizado para mitigar la crisis sanitaria causada por la pandemia ha sido estelar. Se han facilitado vacunas en cantidad y calidad para todos los beliceños mayores de doce años, incluidas las vacunas de refuerzo. La campaña de vacunación ha permitido la reapertura de las escuelas y los centros de trabajo para que los estudiantes se pongan al día mientras los padres vuelven al trabajo. Era evidente que un par de personas no estaban de acuerdo con el presupuesto. Los pseudointelectuales sin experiencia no entienden el presupuesto, como demuestran las débiles discusiones en la Cámara de Representantes. Algunos optan por contribuir, aunque sea de forma errónea, y otros renuncian por completo al debate rehuyendo su responsabilidad y el trabajo por el que se les paga al estar completamente ausentes. Hay que hacer el trabajo del pueblo, representar sus intereses y defender su bienestar que es para lo que se paga a los miembros de la honorable Cámara. Al menos no hubo bofetadas para el animador bufón por muy ridículos y ofensivos que fueran sus comentarios. La presidenta mostró un gran dominio y moderación y mantuvo el orden en la Cámara. Lo que viene a continuación está claro en el presupuesto, habrá más asignación de recursos donde hay necesidad de desarrollo. Infraestructuras viales para carreteras de enlace, para que los agricultores puedan llevar sus productos al mercado y para su posterior exportación. Los ganaderos podrán entregar ganado por valor de millones a los países vecinos. Este gasto es necesario a diferencia de los proyectos inflados y las carreteras a ninguna parte que se construyeron en el pasado. Los beneficiarios de estas carreteras se cuentan por mil, no sólo unos pocos elegidos. También hay que invertir en nuestro capital humano, en el mantenimiento de cierto nivel de redes de seguridad social y en la Educación que debe garantizar que los estudiantes puedan recuperar las lecciones y el material perdido a causa de las restricciones de la pandemia. El sector de la vivienda continuará con el despliegue de casas en todo el país, cumpliendo otro compromiso adquirido con los beliceños. El Seguro Nacional de Salud también se está desplegando adecuadamente para que los beliceños puedan recibir la atención que necesitan en instalaciones apropiadas que cuenten con los recursos necesarios. Las inversiones clave en áreas como la salud, la vivienda, la educación y el deporte, combinadas con el compromiso del gobierno de aumentar el salario mínimo a 5 dólares para cumplir con el salario digno y las iniciativas para impulsar la inversión y crear puestos de trabajo, significan que la pobreza y la delincuencia verán sin duda una disminución dramática. Esta es la esencia del Plan Belice, este presupuesto es poderoso y transformador y tiene un gran impacto.

BELIZE PARTICIPATES IN CARIBBEAN INVESTMENT FORUM AND THE ANNUAL INVESTMENT MEETING 2022 IN DUBAI Belmopan. March 31, 2022 BELTRAIDE’s Chairman and CEO for Investment, Mrs. Narda Garcia, and Executive Director, Dr. Leroy Almendarez, are in Dubai representing Belize for the closure of Expo Dubai 2020 where Belize was featured. Over 300,000 persons from Dubai and other host countries visited the Belize Pavilion, which featured everything from Belize’s rich culture and diverse tourist product to local products. The pavilion also served as a hub for the BELTRAIDE staff, who met and networked with over 192 other countries represented at the expo. CEO Garcia and Dr Almendarez maximized their time in Dubai, where they participated in the Caribbean Investment Forum. The forum serves to promote investment opportunities across the region with over 500 delegates from the Middle East and North Africa (MENA) in attendance seeking clarity from expert panelists, who provided additional information with respect to the areas of interest. CEO Garcia and Dr. Almendarez also participated as panelists at the Annual Investment Meeting 2022, the world’s leading investment platform, hosted by the Government of the United Arab Emirates (UAE) in the margins of Expo Dubai, from March 29 to 31. Both participated in discus-

sions on the wider theme, “Investments in Sustainable Innovation for a Thriving Future.” They joined world-renowned experts, academics, private sector leaders and government policy officials in discussing the challenges and opportunities facing countries in attracting foreign direct investment in a post-pandemic era. Both CEO and Executive Director participated in the pillars on foreign direct investment and foreign portfolio: Dr. Almendarez focused on “Seizing the Opportunity to Attract and Retain the Talent Pool” and CEO Garcia on “Latin America and the Caribbean – Fostering Investments that Promote Innovation and Sustainability,” in a focus session led by United Nations Economic Commission for Latin America and the Caribbean
(ECLAC). Several meetings were also held with Belize’s government officials and private sector investors from the UAE and other countries that expressed interest in Belize as a potential investment partner. At these meetings, information on the various priority areas and incentive programs was shared with the investors. The meetings also served as opportunities to establish relationships with interested investors and commenced networking for follow-up in the near future. Expo Dubai 2020 provided an opportunity for BELTRAIDE to meet and discuss with potential partners and investors as it continues to be the leading government entity in attracting much-needed foreign direct investment to Belize.
Belmopan. March 31, 2022. 3:10 p.m. The Ministry of Finance announces that effective April 1, 2022, the regulated pump price of diesel remains at $13.41 per gallon in Belize City with prices being slightly higher in the districts reflecting transportation costs. The most recent shipment of diesel received this week brought with it a further increase in acquisition costs. However, to maintain the pump price at the current level, the government reduced all levies on diesel by 76 cents per gallon. This is in additional to an earlier reduction in taxes of $1.17 that took effect on March 12, 2022. Thus, the total reduction in taxes on diesel this month now stands at $1.93 per gallon. A statutory instrument reducing the taxes with effect from April 1, 2022 will be issued shortly. Countries all over the world are enduring fuel price surges as a direct consequence of Russia’s invasion of Ukraine. Though future prices are impossible to predict, the Government of Belize continues to examine all viable policy options for minimizing the fuel price shock, balancing as best as possible between the twin demands of affordable pump prices and national budgetary requirements.

Breaks ground for Soybean Oil Refinery While the pandemic forced a contraction in production of milk and cheese, the 292 milk producers are roaring back with confidence in our economy and country. The PM took part in the opening of a new dairy processing plant in Spanish Lookout. It’s a state of the art Ultra High Temperature (UHT) factory valued at $2.3M. Belize’s 292 dairy farmers were responsible for $10.3M dollars of local milk production in 2019, 22.6% of the milk products market in Belize.
PM Briceño: “I welcome the opportunity for our soybean industry to support local market demand and afford Belize greater import substitution.” The soybean industry is important for food security on a long-term basis. Belize has been dependent on imported soybean concentrates to mix with local corn and sorghum for animal feed. In addition, we have been dependent on various imported oils and fats for use in our homes and restaurants. The PUP Administration as well as previous PUP governments has encouraged and supported soybean production in Belize. From zero acres of soybean in the 1990’s, we now have 28,000 acres planted late last year almost 40 million pounds (or 400,000 bags) of soybean. Now there is a new soybean factory with the Quality Feed Mill Soybean project. The Government of Belize welcomes this $8M investment and once it’s managed and operated well, this plant will be able to earn its keep and save Belize critical foreign exchange. Currently we import just about $24M in soybean and vegetable oil imports. After this ground breaking, the Prime Minister was presented with a modern state of the art hatchery. This will truly be a game changer in the poultry industry. PlanBelize opening the economy has made it possible for these industries to blossom. More of Belize’s work men and women can get jobs and, thus, more can win.

Most recently, the Chunox Polyclinic relaunched its services, which will benefit residents of eight communities in the Corozal District. P-PP Benefits Youth & Sports PlanBelize – FFB, together for healthy football
“Sports develops children and young people in numerous ways. Aside from keeping them positively engaged. It is discipline, team spirit building, strategy development. Sports is healthy lifestyle building and wellness,” PM John Briceño lauded this initiative led by Minister Mahler and, at first, Minister Bernard then Minister Ferguson. The PM described them as a star-studded team working for the successful rehabilitation of the well-known Berger Field of southside Belize City. The field is in the Albert Division, yet, there is no support from the Area Representative. During the budget debate, she was invited to attend. She couldn’t be seen in any of the pictures of the ground-breaking so most likely she did a Sista B. Belize City Mayor Bernard Wagner and Councillors were pleased to participate in the Official Ground breaking ceremony for the Berger Field Project, the kick-off to a series of projects set to rehabilitate sporting facilities in Belize City. This rehabilitation project is led by the Minister of Tourism and Diaspora Relations Hon. Anthony Mahler, the Ministry of Tourism and the Belize Tourism Board. Key collaborators include Minister of Youth and Sports Hon. Rodwell Ferguson, Minister of State Hon. Gilroy Usher, the National Sports Council of Belize and the Football Federation of Belize(FFB). The hope is that the improvement of this facility along with others across the city will revitalize these communities and provide safe, inclusive and sustainable spaces that are easily accessible for residents to practice different sporting activities. The projected cost of the facility is over $400 thousand which will be funded between the Ministry of Tourism and BTB, the Ministry of Youth and Sports and the FFB. In a truly Public-Private Partnership planBelize style, the cost of the project will be divided evely amongst the

No clear-cut champion of incompetence emerged. On Sunday March 27 the remaining few UDPs and their children met at the Bird’s Isle to pretend they had not raped Belize. Words like democracy, unity, fairness and allegiance were all corrupted by the champions of incompetence. Let us say that their convening of 516 handpicked deplorables is not a leadership convention. They cannot have a bigger convention as there are no more members. Let’s think, what has Tracy ever led? Nothing. Somehow Tracy felt that jumping into the woman bandwagon would ease her a win. Not so...at least not by three votes...Shyne, his aunt and Pithy Patt. Patrick did not bother come to vote for her. Word is that Patrick plan to FAIL again at another convention hoping that people will forget his domestic transgressions. But back to Tracy... the achievements of women do not automatically translate to a win for you. You have to be a leader. Tracy Panton is just one of those unconfessed UDPs holding on a little power. This power was gotten by some 41 votes; all the votes are found in one Albert building. Shame!!! Shyne has been gifted items since he was forced back to Belize

Is it clear if this was disbursed? We all know where some of the Marion Jones funds ended up in Faber’s Ministry. This totally new project will see the upgrading and renovation of the field to FIFA standards. It will also serve to encourage the positive involvement of the wider community, the participation of youths in sporting activities, and foster the development of local sporting talent. Southside Belize City seats all won with the same ill formula...voter transfers. This is except for Lake I and Pickstock of course. These two were blowouts. Now, coming to the leadership conviction, Shyne got help with papa Barrow’s stale chips. Dean said so himself. Dean asked the reporters, what would be wrong if he used his stripes to help his son? To the reporters, it was rhetorical. But what it shows is that Barrow still has the clout to muster a 50percent win. Wow!! Only 256 UDPs in Belize want Barrow. The rest present 253 had to settle for Tracy. Seven were absent... sort of like Sista B in the House. None of the two are leaders. Lastly, the winner of Sundays conviction need led 259 deplorables. Tracy got 253 and Shyne got 256. No one reached the magic number needed. The imagery is that NONE is wanted even by the deplorables in the list. The deplorables voted for the free meal and handouts. Belize definitely wants nothing to do with anyone called a UDP.
2022 CORPORATIONS AND BUSINESSES PLEDGE SUPPORT TO SAFE HOUSES IN BELIZE BELIZE CITY, 29 March 2022- The National Women’s Commission (NWC) in partnership with the Women’s and Family Support Department within the Ministry of Human Development Families and Indigenous Peoples’ Affairs, and with support from the Spotlight Initiative held a signing ceremony with Private Sector Businesses who pledged their ongoing support to safe houses in Belize. Safe houses provide an important service to victims and survivors of domestic violence, human trafficking, and other forms of gender-based violence. There is an urgent need for these safe houses to be provided with the support for their sustained upkeep as they are key to aiding survivors of gender-based violence when they are displaced and in need of a safe space for themselves and their children. The NWC lead the strengthening and enhancement of standard operating procedures (SOPs) for safe houses to improve the quality of services provided to survivors during and beyond the COVID-19 pandemic. Training of three (3) Safe House shelter staff and volunteers has been conducted to support the implementation and roll-out of these new SOPs and improve services. The National Women’s Commission, the Government of Belize and Spotlight Initiative thank the Belize Water Services Limited, F.T. Williams & Associate, FAST Constuction, Hon. Oscar Mira, and Councillor Javier Castellanos who have committed their support to these safe houses and encourage other businesses to commit and support this important initiative as we work in partnership to support victims of gender-based violence.

Orange Walk Central - Hon. John Briceño, Prime Minister and Minister of Finance, Economic Development and Investment Members Represent The People The people that elected us expect us to represent their interests vigourously in this Chamber. It is regrettable that the Member from Queen’s Square once again decided that that views of the people of Queen’s Square do not matter nor count and she once again decided to stay home and not represent the people of Queen’s Square. Not even her nephew(LOO) could get her to come. Also, the member from Collet was elected not as Leader of the Opposition but as representative of the people of Collet. If he is tired, we can take care of that... We represent the people that voted for us; those that gave us their confidence...it is unforgivable. The Member from Mesopotamia feeble presentation was an insult to Mesopotamia and the people of Belize. Belizeans are seeing this PUP administration delivering on planBelize. While the Opposition tears itself apart we will continue in this urgent mission to rescue Belize from thirteen squandered year of three wasted terms of 14Billion dollars squandered. This budget pivots from a rescue to key national priorities of jobs, housing, rural roads, new clinics, and hospitals. This is the largest budget because it is the most ambitious because we must produce greater results with less resources. These results will lift Belize into a new epoch of purpose, of prosperity, of participation in the national life of our beloved jewel. Let me thank the people of Orange Walk Central. I am working along with the Mayor Ladrick Shepard; we are paving streets, digging drains, fixing parks, put a new playground. In San Estevan, we are also working with the community. We will pave the road as well as the road to Progresso. We will celebrate the September celebrations this year; God First. Thanks to all the member who have done an excellent job in presenting and defending this budget and to show the Belizean people that planBelize is in action. Lake Independence - Hon. Cordel Hyde, Deputy Prime Minister, Minister of Natural Resources, Petroleum & Mining Public Officers Salary Restored This could not have been a more challenging year for our teachers and public officers. They were asked to sacrifice in the worst of times. The public officers collected taxes in record numbers. God knows they were unsurpassed last year. They hold a special place in my heart. I am glad that we will not keep the salary adjustment any longer. More Land Clinics At the land clinics we do not see colors. We don’t see divisions. We don’t see ethnicity. All we see are the Belizean people. This is putting lands that are worth thousands of dollars in the hands of poor people for a fraction of the cost. Concrete Houses We will build more concrete houses. That is what the PUP does. We do not build plycem houses. No one said we have a one-year term, we have a five-year term. So, judge us after five years. You can’t possibly judge us when you left us in this mess. One hundred and sixty-seven was a good start. Education and reducing Crime The greatest antidote to crime is a sound education...not more money for the police. Every single child should go to school and complete school. Under the UDP 2000 children were dropping out of school yearly They were building streets with billions but couldn’t find a million to make sure the kids stay in school. Budget allocation for Sports There is providing a record additional 2 million dollars for sports. We have never had this money for sports and youth. And there is more to come since we are here for five years. All kids should play sports since it teachers you discipline, character, conflict resolution, and, learning to win and lose. You learn hard work. Sports builds confidence. Sports builds community. There is nothing like sports to get Belize united. Min. Ferguson: “we want to have an explosion of youth and sports in Belize.” NHI and More The budget will see us spend 3.2Million more on National Health Insurance (NHI) for a total of 22Million. More people in the Southside and Orange Walk and Corozal will see better service. San Pedro wil get its hospital finally—34Million. Solving Crime and Social Ills The police will get a building for digital forensics. People all over the world is solving crime in that way. We have to find a way to find enduring peace. In this budget, I see 6 million dollars for grocery bags. Even the Constituency Development Fund get six million dollars. ALL 31 constituencies getting of these funds. I must mention Hon. Gilroy Usher for his program of 500 dollars to small business. I must use that idea. JULY 1, 2022 The long awaited FIVE DOLLAR Minimum wage is finally here. No more starvation wages for our workers. It is all having a living wage. We cannot have people working full time and living in poverty. History will judge us by how many people we have helped at the base of the economic pyramid and not by how many cronies we have made rich. The test of success is how many people is not how many elections they have won but how well the least advantaged members of society are doing. This will go along with the also way before promised the restoration of the 10% of the salaries for the Public Officers and Teachers. We need to be there for each other more than ever before. We can’t leave anybody behind…Everybody fih win. Freetown - Hon. Francis Fonseca, Minister of Education, Culture, Science & Technology Barrow’s UDP Absolute Failure How can you come and cry and bemoan the challenges the country is facing when just over a year ago your party was in government for over a decade. It is an admission of the absolute failure and neglect and incompetence by your own party. The leader should talk about the betrayal by the UDP. That is the betrayal of the country. The UDP borrowed 3 Million dollars a week…no plan in place to grow the economy. Belize and the Belizean people were losing their future. Poverty grew by over 10 percent under the UDP. Advice to Barrow You should get a 101 class (before the PHD) in just reading the budget. It is very important to understand what is steed in the budget book and what it means. The Capital budget for Education was increased by 13 million. We are adequately funding every sector of the economy. You need to learn about the budget book if you will talk about the budget book. Debt Management This is another important indicator of economic growth and strength. This is nothing short of miraculous. This is a brilliant effort by the Prime Minister Briceño and his debt management team which lead us to the Blue Bond for conservation which reduced the public debt of this country by over half a Billion dollars. It is being hailed all across the world as an innovative and creative effort to reduce the debt of countries. The debt to GDP ratio fell from 133 percent to 108 percent, an absolute remarkable achievement. We need to fix the structural foundation of the economy once and for all. Making Education Work For Belize We are on the road to fully opening all schools in Belize. It is not important for academic development but also for social and psychological development. We are close to 90 percent of our schools open for face-to-face instruction. With the new school year, it will be five days a week face to face instruction. I thank for Minister Chebat and Minister Bernard to make sure we open schools in a safe manner. Also, we want to thank all our stakeholders – Churches, BNTU, BAPSS, GAMMAS, ATLID, parents, Bi-lateral and Multilateral Partners. All these has a hand in
making sure we returned to the classroom. For women’s month I want to big up our own team at the Ministry of Education. They are all women for the most part. They are brilliant, competent, energetic, focused women and I want to pay special tribute to them. They have led the work that we have produced in the Ministry of Education. The recovery of lost learning is our challenge. We have put the BDAT. The objective is for the purposes of the school so that they can understand where the gaps are in their learning and how these can be addressed. This is addressed in the budget and the data will be used to provide our students with the best opportunities. Education Upliftment Project is investment that will take place in Sadie Vernon, Excelsior, Maude Williams and Gwen Lizarraga High Schools. It is not only tuition. It is really the start of our free education for all schools. It is a comprehensive approach to Education and to improving the quality of life for all students. It addressed uniforms, books, transportation, e-devices and more. We are also dealing with the National Healthy Start Feeding Program. All over the country there are communities, churches, businesses, representatives that support school feeding program. This was in our planBelize agenda that we need a comprehensive National Healthy Start program. (Shyne steps out as he has no interest in people) Our goal is that no child should go to school hungry. A child cannot learn if they are hungry. Special Thanks to the Special Envoy for her strong support in this and in Special Education. If we(PUP) do what is right for the people of Belize, the politics will take care of itself. Cayo Northeast - Hon. Orlando Habet, Minister of Sustainable Development, Climate Change & Disaster Risk Management Celebrations This week the world celebrates World Forest Days, World Water Day and World Meteorology Day. The entire month is celebrated for women and rightly so. March 21 is celebrated for the Elimination of Racial Discrimination. On March 25, it is the remembrance of the victims of slavery and the transatlantic slave trade. I am proud to say that my Ministry employs 54 percent females. This administration continues to be one that is of a Belize. My Ministry gets a 6.5 per cent in its budget.

Fire Stations Refurbishing of the Orange Walk fire station is nearing completion. We are pleased to announce the construction of fire stations in Placencia, Independence, Punta Gorda, another for Orange Walk, San Ignacio, and Belize City. All will begin construction in the next few weeks. We will see ambulatory service expanded from the twin towns to include Benque Viejo, Belmopan and surrounding areas. Both stations will see equipped with ambulances to see for emergency response. Belize boasts the highest forest cover in the region. The forest department via its Geospatial Monitoring unit continues to provide support for the agriculture, forestry and other land use sectors. We will ensure that everybody wins. Belize Rural Central - Hon. Dolores Balderamos García, Minister of Human Development, Families & Indigenous Peoples’ Affairs Condolences for Fellow Parliamentarian Condolences to the member from Albert and we wish you the best. Call to Belize Rural Central I wish to salute all the members on this side who serve the country with distinction. The people from Belize Rural Central are benefitting from the yeoman and assiduous work from our Prime Minister. Our constituency fund is assisting. We want to ask for patience that we cannot do everything all at once. The management of the finances have been put back on a footing that every Belizean can be proud of. I want to thank the Minister of Education for the library we will be inaugurating in Hattieville. We will be upgrading the Ladyville Community Center. Thanks for the roadwork of hot mix for the road into Lord’s Bank. There will be a major renovation of Basketball court in more than one village. Work in Ministry We have visited 18 Maya Communities in the Toledo District. We have engaged. We have respect for people in the MLA, the TAA, and every one of the South but nobody will come and tell me that we should exclude anyone from the conversation implementing the consent order of the Caribbean Court of Justice. Fort George - Hon. Henry Usher, Minister of Public Service, Constitutional & Political Reform, and Religious Affairs There is No Fool Like an Educated Fool Well, he got his(Shyne) doctorate(albeit honorary from Liberia) so I can say educated. Why are there so many empty chair on the other side? If the Leader of the Opposition and other members are serious about moving the nation forward then they will make sure that their colleagues are present for House meetings. They were elected to do the work of the people yet they are absent. They are ghost representatives. Shyne has surrounded himself with some characters. It is guilt by association. No matter how much the Opposition tries they cannot remove the dark red stain. If you want to do something beneficial, bring back Rene Montero. Debunking Shyne Allegations of Cuts in the Judiciary The Leader of the Opposition did not read the budget. There are four new Judges for the Supreme Court, four new magistrates, three Justices of Appeal and two more to be names in 2022. The Access to Justice Program is being undertaken by the Attorney General has brought more equitable Justice and easier to access. These are all investments in the Judiciary to make sure our justice system serves the Belizean people. Economic Recovery The economic recovery undertaken by the PUP administration working closely with our social partners is unparalleled in the region and has outperformed the most optimistic of forecasts. What has been done in fifteen short months is remarkable. It wasn’t only the SIB that said the economy was performing, it was also the EU, CARICOM, IMF, IDB, CDB, and it was the MCC. The government of Belize is exhibiting the type of fiscal responsibility and prudence that has led to a recovery. This recovery, former Prime Minister Dean Barrow said could never be done. He grieved for Belize. He and the UDP gave up. The people of Belize voted for a plan, planBelize, to remedy the mistakes of the past and chart a better future for our country. We were elected not to grieve but to roll up our sleeve and get the job done. The UDP had taken up poverty to 52 percent in 2018 two years before Covid. Real GDP was on a steep decline since 2015 and falling sharply in 2020 in rates not seen since 1992. The National Debt had doubled under Barrow’s reckless incompetence. Thanks you to the Lands Department, Human Development, Ministry of Education and the Ministry of Finance for the Community Development Fund that has been used in the area to repair homes, support small businesses, encourage sports and refurbish recreational areas. Last week we had a minifair that was held on the former PM Said Musa’s birthday so we called it the Said Birthday MiniFair but really it was to showcase the entrepreneurs in the area. They have been in lockdown for two years and wanted to show what they have been doing. They wanted to sell their products. We included representation from Pickstock, Freetown, Caribbean Shores, and Caye Caulker. They all came out to show what they had and to have a community event. We need to continue to open the economy. Moving Forward Ever forward, always forward. Always forward, or as they say in the Caribbean, forward ever, backward never. It is time to get this economy moving in a more progressive, a more inclusive and a more productive way. Stann Creek West - Hon. Rodwell Ferguson, Minister of Public Utilities & Logistics Kudos to Leadership Thanks Hon. Briceño for taking up the challenge left by the past Prime Minister for being brave and to lead this country to recovery. This includes the restoration of salaries for teachers and public officers. Also, Thanks for DPM for the land clinic. Thanks to the Minister of Education for students being in school all over the country. Kudos also to the Minister of Infrastructure for getting the work done in Stann Creek West and for the five homes. When there is a breakdown for water breakdowns and including new water system, the Minister of Rural Transformation is there with the truck and wells. The Ministry of Health is always there, thanks. The Minister of Agriculture is always with me and the farmers of Stann Creek West. Thanks to the Ministry of Finance. I get the maximum, 20 thousand, which I use to maintain my villages. The money goes to DAVCO and they account for every penny to the Ministry of Finance. Transport It is high time that we improve the transportation ministry in this country. We will modernize the industry. I brought in a new operator(Floralia) as an example. We extended the deadline to have their new buses from July to December 2022. I have spoken to the National Bank of Belize and they will soon come out with an MOU to say that they will assist the existing bus operators to buy better buses. The same was done for school buses transportation of children in the South of Belize. We will get five new vehicles and ten additional traffic wardens that will help improve the safety of the highways in Belize. Orange Walk East – Hon. Kevin Bernard, Minister of Health and Wellness Clarification Requested I would like to ask the wounded member from Mesopotamia to clarify what he meant when he says he is the leader of the House of Representatives. He has said this in multiple forums. God knows what he says in private. Support for Budget What an absolute pleasure to listen a budget presentation that contained no fancy words, no rhetorical flourishes and no quotes from obscure philosophers dead for centuries. This budget in contrast is real and clear difference between leadership and governance today as opposed to the travesty of those who stood on the other side who behaved like wild pigs scrambling for treats while the rest of the country slowly starved. I give thanks for the Hon. Dr. John Briceño for his leadership. This is leadership that cares and has compassion. This is leadership that is not afraid to make bold decisions because we do it for the good of the people. Support for Division Soon the portion of the highway that passes though Carmelita will be done and it will include six new bus stops. We have had internet upgraded in Santa Martha along with the upgrading of the green park. We have installed lighting in Chan Pine Ridge, Santa Martha, Tower Hill and San Jose Nuevo Palmar. We have secured lights for the park and football field in Carmelita. We are currently building an exercise and walk park in Orange Walk Town. We have received two of the pilot homes, one in Santa Martha and the other in Chan Pine Ridge. We will see the commencement of two more homes in the coming week. This is delivering on planBelize. A new school building is going up in Louisiana School and five new digital labs will be put up in Orange Walk East. We hope we do not end up like those on the other side who violates all the codes of decency after being given the trust of the people. They should be ashamed to show up themselves in this House. Belize Rural North - Hon. Marconi Leal, Deputy Speaker of the House Progress in BRN I can humbly report that through all difficulties and challenges we had a fruitful and productive year. My team and I decided to make much of the little we could get in times of austerity. We decided that we will lay the foundation. We will lay the seeds now to lay the foundation for future growth and real progress in BRN. The ultimate goal is full employment, land ownership for our youths, first-time land owners, and thriving entrepreneurs. We managed to spread over loads of material over our roads in BRN with Crooked Tree and the river valley area receiving most of that material. We will now upgrade the portion of the old Northern Highway affecting positively St. Ann, Corozalito, Bomba, Santana, and Maskall. Thanks to the MIDH for the constant support given. Much more is in the budget for the rest of the villages in BRN. The Leal Cup will be bigger and better than ever. There will be 80 new street light all around BRN. We have also assisted 100 families for home repairs. Special thanks for the 5 new homes and more to come. Thanks for the water wells in several of the villages by the Minister of Rural Transformation. This will help the villages and the farmers. Also, we helped various schools in preparation for the opening of schools. BRN will see increased investment in agriculture in BRN as we have been a bread basket in Belize. We would like to add a fully functional polyclinic in Sandhill as we have in Crooked Tree. Coronavirus Experience Condolences to all the families of all the six hundred and fifty-four who succumbed to this virus. In my own experience, I knew I had to fight and fight I did. Thanks for the well wishes and care I got at the Healthcare partners and at the Karl Huesner Memorial Hospital. Thank God for pulling me through. We are still very much on a pandemic and we must protect ourselves. If we are still not vaccinated, we must do so. Corozal Southwest - Hon. Ramiro Ramirez, Progess in Corozal Southwest We will receive new house lots and houses in Corozal Southwest. This we did not see in 13 years. Furthermore, we will get more maintenance of our feeder roads. We have sugar road that have not been touched in 13 years. We already did many miles but there are more to do. I am proud to say that NHI is being rolled out in the Corozal District. We will see much needed Police Stations in San Narciso and then also Libertad. Toledo East - Hon. Mike Espat - Hon. Mike Espat, Minister of State in Finance, Economic Development and Investment Grateful for Amnesty Particularly in my constituency, we have a number of single mothers with Belizean children that are here illegally. So, I must congratulate the Cabinet for agreeing to go ahead with this amnesty. It will begin April 1st, as far as I understand. and so far, all the preparations are being made in order that this amnesty program can begin. Each district area will be allowed three areas for registration, and for those people in the Toledo District, there is going to be a station at the Public Works Department in Punta Gorda or the Ministry of Infrastructure [Development]; there will be one at the Forestry Department for the areas that cover Toledo West, and there will be another station in Bella Vista Village, where people can go in to get registered. The program is not a free program and somebody threw it back in my face and said, ‘but it’s supposed to be amnesty.’ Yes, it is, but permanent residency today costs $1,500. The price is now being reduced to $500 for adults and $250 for children. It is important that the word gets out to the people concerned because now it not only catering to single mothers but to anybody that has been living here for four years and also working in Belize. Land Issues Punta Gorda Town is completely surrounded by private estates - private ownership and that was one of the reasons why we took so long in trying to get the approval for houses, again for single mothers because was where
it began. But in other areas we have large acreages of land and because of that there’s a lot of abuse in that people just want to go and squat and take what they want. It is a very difficult situation for me and for the Minister involved with lands in that area. But, so far, we have been able to survey 164 lots in one area. We already have another proposal in the Ministry for 500 lots because we have enough land. … The housing project will continue. This is only the beginning of the housing project. Agricultural Assistance I just attended a ceremony in Trio Village to assist the pineapple farmers that work in that area with a nearly half a-million-dollar grant that they received. They are going to put $33 million, so it’s funded by both sides, and I think it is a good initiative in that many times we go and arrange these programs, they end up feeling like it’s a free gift, so they don’t take it seriously. So, by them contributing to the scheme, it makes them a lot more serious about what they’re doing. Corozal Southeast - Hon. Florencio Marin, Jr., Minister of National Defence and Border Security Delivering on Plan Belize In my Ministry and in the Corozal Southeast Constituency, we are delivering on planBelize. That is our Bible in this period of government. That is what is guiding our work in delivering for everyone and that is Plan Belize. In the period 2020-2021, despite the public health and economic challenges and the pandemic, my Ministry remained resilient in the face of adversity. As the coronavirus threatened the lives and livelihoods of Belizeans across the country, our soldiers and sailors mobilized to safeguard our borders and people to ensure the security of our nation. Our successes in 2020 and 2021 were due, in no small part, to the remarkable efforts of the security sector, which grew out of our mission, our mandate and our manifesto pledges of Plan Belize. Joint Sexual Violence and Response Program in BDF We launched several capacity-building initiatives which were crucial to address vulnerabilities that existed within the defence force for years: welfare, morale, gender issues were identified as areas that required serious legal and policy revisions. Some of the major initiatives that our ministry undertook during this period include, and I’m very proud to speak of this one, Madam Speaker, the Joint Sexual Violence Prevention and Response Program. This Ministry, under the leadership of myself and Minister [of State] Oscar Mira, is the lead ministry in dealing with gender issues and gender violence in the country. This program brought together the BDF, the Coast Guard, and the Belize Police Department under one umbrella to reduce the incidence of sexual violence within Belize’s security sector and provide effective response services should an incident occur. Improving the Standard of Living of Those Who Serve After our countrywide inspection of our military installations of the BDF, I identified priority areas for the immediate reconstruction to improve the standard of living of the soldiers, the women and men who serve. These included major repairs to the bathroom facilities at Price Barracks - bathroom facilities which have gone without major repairs for over 30 years and needed new windows, doors, electrical and plumbing [upgrades]. Cayo North - Hon. Michel Chebat, Minister of Health & Wellness New Projects This fiscal year, 2022- 2023, the Ministry will be commissioning two new microgrids and will see the upgrading of an existing microgrid, bringing electricity to four villages to over 500 households and to four health centres, to three schools and to countless students who will now be able to do their school work at night. These systems will not only bring light, but will also bring opportunities for the residents of these communities. This ministry is also working on electrifying an additional six villages, through partnerships with the European Union and other strategic partners. Madam Speaker, we are delivering on Plan Belize. The ministry will also be partnering with the Ministry of Transport, to bring the first electric buses to Belize’s highways and Belize City. The ministry is also pursuing the National goal of obtaining 75% of the total electricity consumed in Belize from sustainable, renewable sources by 2030. Madam Speaker, although 92% of our population have access to electricity, we must ensure that within the term of this administration, we increase that number to provide access to many more of our people. Caribbean Shores - Hon. Kareem Musa, Minister of Home Affairs & New Growth Industries Tracy Endorsed the Government’s Performance In many ways, Madam Speaker, while she did not say so, she was endorsing this government’s performance for the last year and four months. She acknowledged the fairness in our government that we are providing them with the community development fund. She acknowledged that our Minister of Education (Hon. Francis Fonseca) does not play politics in terms of the development and progress of our children. She acknowledged, Madam Speaker, that dehn di get house under PUP. Shyne’s Garbage Madam Speaker it is clear that he showed up completely unprepared to discuss this Budget in any serious, analytical way. Yes, I believe he was jet-lagged, Madam Speaker. He came here, Madam Speaker, and his entire focus, as is always the case, was in speaking of something that is all too familiar to him - crime and violence. Madam Speaker, he spoke about the Member from Fort George being obsessed with him. Well, I don’t know how you would call the way he was unhealthily obsessed with me. It makes me wonder, Madam Speaker, whether he had a special friend named Kareem at Clinton Correctional (Facility), but he would have to see a real doctor about that, Madam Speaker. Madam Speaker, his outburst about crime and violence and it was all lies and misrepresentation when it comes to his analysis of crime in Belize. Now, I don’t know if it is because he is never here; he’s an absentee politician. He can call me anytime and I can give him the black and white statistics, Madam Speaker, so I don’t know if it’s because he does not do enough research; I don’t know if he’s not listening to when I show him the black and white. I don’t know if he’s hard-headed. If ih mi deh da Mango Creek deh mi wa seh ih head tough like Landshark bottle, but Madam Speaker, as I mentioned before, the crime statistics for 2021 show that our PUP administration did better than all the UDP past years on crime and violence, excepting for 2020, which again was an anomaly. But Madam Speaker, he’s now alleging that the crime statistics for this year is worse than the UDP term in office. (This is contrary to a report from the Belize Crime Observatory.) New Projects Through our Cap 3 Budget, we are enhancing and expanding the closed-circuit surveillance system and our 9-1-1 system. The project will see more coverage of over 100 cameras in strategic locations. The system will find its home in a newly-constructed home in Belize City. The list of rehabilitated and new buildings includes a sub-station for Santa Elena, San Narcisco, and Caye Caulker. In the case of the much-needed San Narciso station, it is incredible that for all this time there was only one station for the entire Corozal District, and I am happy to say that we will fix that shortly. Madam Speaker, we are committed to turn things around roll up our sleeves and do the honest work. Belmopan - Hon. Oscar Mira, Minister of State in Defence and Border Security The UDP Did Nothing with the CABEI Security Loan Program Under the CABEI Security Loan Program, yes, it was started under the UDP, but it’s almost ten years and we cannot get anything from CABEI done as yet; over ten years! This year, in May, we are going to start procuring the troop-lifting capabilities that the Belize Defense Force requires; we will be fixing most of the infrastructure in all the camps. This is something that the other side could not do. Ten years! For ten years they had this CABEI loan there just sitting there. They could not understand the importance… Under this loan agreement, not only the Belize Defence Force will benefit but also the Belize Coast Guard. The Belize Coast Guard will be acquiring two patrol vessels that for the first time will have blue water patrolling capability. It is needed to contribute to the patrolling of Belize’s Exclusive Economic Zone, provide security at sea… and contribute to our blue economy. The Belize Defence Force airwing, under this loan and with the help of our partners, will soon be getting a Cessna Caravan, equipped with radar and tracking capabilities. This will significantly improve our national and

Orange Walk South - Hon. Jose Mai, Minister of Agriculture, Food Security, & Enterprise The Hypocrisy is Incredible! All of a sudden, Madam Speaker, the Member for Albert remembers that there are farmers in this country. All of a sudden, the Member is saying that we need to subsidize the farmers…Madam Speaker, for 13 years she sat in the back there, while budget after budget after budget was passed and not a single day, did she stand up to say “we are going to give the farmers this support or that support.” How quickly can she forget? The hypocrisy is admirable, Madam Speaker, admirable hypocrisy, when they spent $450 million Petro Caribe dollars and not a single penny went to the productive sector! I sat there, Madam Speaker, and I complained and cried, and asked and pleaded that they consider the farmers. Never did they lift a finger and give the farmers a single penny… We had the worst drought in 2015, Madam Speaker. I remember the CEO then said that farmers lost $33 million and they were just eating pibil and [havin] beach parties, drinking rum, and I remember the person who ran against me in Orange Walk South declaring on national TV, not so smart of a move, you know, declaring on national TV that yes, the PetroCaribe money the Prime Minister gave her for her campaign, but not a penny went to the farmers, even when they had drought! And a couple months after, there was a rainfall in Belize City and it flooded out and they came to this House and approved a supplementary budget in the millions because they were going to have elections, Madam Speaker. And you know how much they put in that budget for the farmers for the drought? Because ih mi look bad you know. They can’t come to the House and approve this supplementary because there’s flood in Belize City and nuh give the farmers nothing. You know how much they put in the budget for the farmers? Twenty thousand dollars! Twenty thousand dollars for farmers who lost $33 million! The hypocrisy is admirable Madam Speaker! Pickstock - Hon. Anthony Mahler, Minister of Tourism & Diaspora Relations Recovering and Expanding the Economy After one budget period, the Belizean economy is on a path of recovery and expansion. Jump high or jump low, this turnaround is as a result of Plan Belize, Madam Speaker. … During the course of the last 15 months, we have had to roll up our sleeves, put on our thinking caps, and work at frenetic pace to rebuild the most important industry in Belize, Madam Speaker. I know many Belizeans may not realize, but it was a Herculean task, and many days we worked well into the night, designing the solutions to every single problem that was thrown our way as a result of the pandemic. But we recognized the urgency, and we put in work with our relentless resolve to overcome the challenges, we were able to implement the safety standards, encouraged tourism workers to get vaccinated early, and safely reopen. Today we can honestly say that we have surpassed all expectations. With true public and private sector partnership, we have navigated through the rough seas of COVID and now we’re seeing blue skies ahead of us. And Madam Speaker, Belize has done this in only one year, even though many experts said it would take three to four years to rebound. Orange Walk North - Hon. Ramon ‘Monchi’ Cervantes, Minister of State, Foreign Affairs Foreign Trade and Immigration Setting the Record Straight They like to ridicule the idea that people can’t eat streets. But in the rural areas, in the villages here a majority of the people are farmers, it’s true, people cannot eat streets, but the people in our rural communities need streets and need roads to be able to eat. Obviously, those on the other side have something against the rural communities, against the villagers, against the villages for some reason or the other. And I guess that’s what confuses the gentleman from Corozal North because he is from a village from the north and he really surprised me when he said that too little is being allocated in the Ministry of Rural Development, but then he starts to criticize the Ministry of Infrastructure Development and Housing about too much money being allocated to his ministry. But it is this government who has saved the Belizean people $38 million on the Caracol Road. It is this PUP government who has saved the Belizean people $28 million on the Haulover Bridge for doing the same thing with less money. He thinks (referring to the Member for Corozal North) that every government - he thinks we are like they were during their 12 years of kleptocracy. Corozal Bay - Hon. Elvia Vega-Samos, Minister of State in Development, Families & Indigenous Peoples’ Affairs A Budget Well Thought Out This budget is not merely about numbers. It’s about the value that it brings. This budget was not done haphazardly. It was done with a lot of consideration for our people of Belize. This budget is about laying the foundation for our children. … We, the PUP government, we do not do things haphazardly. We think every step of the way and we begin with the end in mind and that is what successful people do. It is evident that we are not a reactive government. We don’t react to situations. We are very proactive. And I must take this time, Madam Speaker, to give a big “thank you” to our public servants and our teachers, who made the sacrifice. We had our differences in the beginning, but we realized that we had to come together to do what is best for Belize. Thank you to our teachers and our public servants. We are so grateful for that. NHI Extended to Corozal Bay The constituents of Corozal By cannot overstate the value of NHI and how beneficial this will be for us. Unfortunately, in the past 12 ears we had an area representative of Corozal Bay who happened to be the Minister of Health and actually the attention was not given to the NHI program. So, I must commend both Minister Chebat and Minister Bernard for bringing this to our Corozal people. Toledo West - Hon. Oscar Requena, Minister of Rural Transformation, Community Development, Labour & Local Government The Unprepared LOO We on this side are totally disappointed by the ill-preparation by the Leader of the Opposition to respond to the budge, Madam Speaker. It was evident that he was jumping all over the place without making any substantial analysis of the budget figures, Madam Speaker. And it is obvious also, that the other Members, in their presentations and in their deliberations, have forgotten that they were there for 13 long years. They are the architects of the failure and the abuse and the corruption that this country saw over the last 13 years, Madam Speaker. And they must be reminded; they must be called out because they are the ones who have us in this mess. But under the leadership of the Hon. John Briceno, our Prime Minister and this government, in 15 months, Madam Speaker, we are delivering on Plan Belize. We are recovering back the economy and serving our people. Responding to the Patt Misrepresentations I think it is only appropriate that I respond to the misrepresentations, to the allegations, and the total inaccuracies that were made by the Member from Corozal North, Madam Speaker. I particularly want to point out to the areas that he referred to in the budget under my ministry as well as the Ministry of Finance, Madam Speaker.
Madam Speaker, as I listened to him, how pathetic! He seems to have forgotten that under the last administration, he was the Minister of Rural Development. But, not only was he the Minister of Rural Development, he was also the Deputy Prime Minister, Madam Speaker, and he presided over the corruption on that side and he must be reminded, Madam Speaker. I was flabbergasted and taken aback. How dare he speak and want to say that the budget that we are presenting smack of any corruption! They are the ones who have that record, Madam Speaker. The face of brass! This Government, under Plan Belize, thanks to the Prime /minister and this government, we have seen significant increases under the Ministry of Rural Development for village roads. And he’s crying and complaining. Dangriga - Hon. Louis Zabaneh, Minister of State, Education, Science and Technology On Trade Deficit Under the previous administration, the trade deficit ballooned, reflecting an absolute neglect of our productive sector, causing a dramatic fall in exports earnings This was compounded by their misguided policy of grandiose, overpriced buildings and highways that fueled imports. Imports grew while exports fell. This is the opposite of what we need to develop our country to achieve sustainable human development. Belize experienced a rapidly deteriorating balance of trade. That is the difference between exports and imports over the 2008 to 2019 period. Exports were $963 million in 2008, and fell sharply to $489.7 million by 2019, a drop of 49%. Imports increased from $1.58 billion in 2008 to $1.97 billion in 2019, an increase of 29% over the period. The trade deficit increased from $616 million in 2008 to a high of $1.5 billion in 2019, a massive increase of 241%. What an unmitigated disaster that was! Today this horrific trend is being reversed and corrected and this budget is going to accelerate the correction by promoting the productive sector and increasing exports, critical to foreign exchange earnings, employment and sustainable human development. This budget is investing in areas that will support the productive sector, including $286 million in finance, which does not include $111.9 million in debt service, $61.9 million in national defence and border security, $35.9 million in foreign trade, $22.9 million in economic development and investment, $13.2 million in agriculture, food security and enterprise, $9.4 in public utilities, logistics and e-governance, $6.6 million in the Blue Economy and Civil Aviation, and $3.7 million in tourism and diaspora relations. Port Loyola – Hon. Gilroy Usher, Minister of State in Youth, Sports and Transport Revenue Projections For the new fiscal year, revenue is projected to be $1.122 billion. That is $86 million more than expected earnings for the current fiscal year, which ends on March 31st, 2022, and is $86 million more to address the basic needs of the people from Corozal to Toledo and Benque to the cayes. Madam Speaker, those figures represent expected revenue collection and expenditure to offer the Belize people a better life as promised. To really appreciate those achievements, we must recall the terrible mismanagement of the economy and the massive corruption of the previous government, which left this nation on life support. In his presentation of the new budget, Prime Minister John Briceno best described the terrible condition in which the UDP left Belize when he said, “our administration inherited an economy weighted down by corruption and incompetence withering from prolonged recession, strangled by debts and deficits, squeezed by past credit, beset by surging unemployment and void of common-sense solutions.” The Belizean people must also remember that although COVID-19 caused major economic decline, an increase in unemployment and debt under the previous UDP administration, the country was already broke when COVID hit our land. Cayo West - Hon. Jorge ‘Milin’ Espat Assistance We have distributed in excess of three thousand grocery bags, valued in the neighborhood of $240,000 to over three villages and Benque Viejo Town. This has touched the lives of many, but more specifically, the most vulnerable of our residents. We have upgraded streets in the villages of Arenal, San Jose Succotz and Calla Creek, major works in excess of $150,000 has been done with a substantial amount of that going to the villages of Arenal, that was sadly and shamefully neglected for multiple years. We installed 12 culverts in the village and rehabilitated all the major and even some of the minor streets in the village. We also constructed a drain to alleviate future flooding in the village. Benque Viejo Town also saw the renovation of some major roadways with more coming in the near future. New drainage systems have been built and will continue to be built in San Jose Succotz. The network of drains was woefully neglected Infrastructure and the damage to the roadways in this village is clear for all to see. The Ministry of Development has conducted and concluded detailed studies to address the drains and roadways and work is to begin promptly. Belize Rural South - Hon. Andre Perez, Minister of The Blue Economy & Civil Aviation Record Achievements This year, our Fisheries Department netted a record $51.2 million in exports - the highest ever recorded, as compared to 2020 that was $35.5 million., an increase of $15.68 million. That’s an achievement that must be recognized. At the same time, we must be mindful that we try to extract whatever our blue space, our blue waters have to offer. We must also maintain that we continue to do our best practices. By constantly providing training, education, our people must learn that we must fish in a sustainable manner, in an efficient manner as well. An Example for the Region Madam Speaker, in just 16 months the Blue Economy has truly become a force to contend with as we set ourselves as best practice in the region - truly a story to be told in years to come. So much so, that Prime Minister Mia Mottley of Barbados requested a side meeting with us and her team during the SICA-CARICOM Intercessional meeting to establish as soon as possible a bilateral mechanism for collaboration between their Blue Ministry and ours. Cayo Central - Hon. Alex Balona On the former Cayo Central Area Rep. PlanBelize was not just a dream that would have been blown away by the mere red of an extinguishing UDP, but it is a plan that is being realized and is being reflected in the PUP administration’s budget that is being debated. Madam Speaker, Cayo Central was left to the mercy of God and to the hard efforts of the constituents who live in that constituency. For 13 long years of neglect, victimization, and abandonment by the one who everyone knows is on the run from the law but moreover, from his own conscience. Farmers were left to find their own way to create, repair, and maintain the roads to their villages, so that they can get their most valuable produce to the market, and even so, had to observe losses due to damages on their way there. … Madam Speaker, I want to reiterate that unlike the previous area representative for Cayo Central, the Minister of Infrastructure Development and myself are here to ensure that public road works are rightfully budged for and executed … and not in the construction of roads on private farms.

2022 Belize to Develop World’s First Fully Coastal and Marine Project Finance for Permanence (PFP) Initiative
Belize (Thursday, March 24, 2022). Today, the Honorable John Briceño, Prime Minister of Belize, announced that the Government will commence with the design of a coastal and marine Project Finance for Permanence (PFP) initiative. This initiative is embraced by the Government of Belize, as reflected in a Memorandum of Understanding which was officially signed at the UN Climate Change Conference (COP26) between the Government of Belize, World Wildlife Fund (WWF) and The Nature Conservancy (TNC). By developing the world’s first fully coastal and marine PFP initiative, Belize can secure long-lasting protection of its unique and globally significant biodiversity, foster long-term economic viability and sustainable livelihoods, as well as strengthen coastal communities’ resilience to the impacts of climate change. A PFP is an innovative approach to provide the long-term enabling environment for sustainable financing for Belize’s marine
protected areas and broader coastal ecosystems and is a key part of the solution to the challenges faced with ensuring their effective management and functionality. The approach was adapted from private sector practices for organizing and financing complex, resource-intensive, and well-defined projects. PFP initiatives address an issue often seen in the conservation community: insufficient funding for the management of conservation areas. Prime Minister Briceño indicated that: “Belize’s marine and coastal natural assets are central to its national development and economic recovery, while meeting its climate ambitions and conservation goals. BARROW - NO SOLUTION; BRICEÑO - LET’S FIND ONE By HILLY BENNETT Prime Minister Dr John Briceño continues to display the epitome of responsible leadership when he convened the stakeholders to the table to discuss and to consider recommendations on the high cost of fuel. Submissions were made by the Chamber of Commerce and Industry (BCCI), the Business Community, the Non-Governmental Organizations (NGOs) and the Bus Operators on Friday, 18 March 2022. The PM and the Cabinet have been considering the proposals proffered. Contrarily, on June 12, 2018, Nikita Usher the President of the Belize Chamber of Commerce and Industry wrote the former Prime Minister Dean Oliver Barrow requesting an audience with Barrow to discuss the lowering of fuel prices at the pump in the Jewel. Unlike John Briceño embracing the inputs by the various sectors, Dean scoffed at the BCCI challenges of the fuel tax, specifically the excise component of the Government tax take. Retorting with rancorous shards of skepticism, Dean said he did not see a solution, but he would be happy to meet with the representatives of the Chamber’s executive to see how they could reconcile the irreconcilable and added that any significant reduction in the fuel tax would “immediately blow huge holes in the Government’s budget” and that the shortfall realized would have to be made up somewhere else. The options for the makeup for the shortfall proffered by Barrow was a clear overreach. Increasing GST from 12.5%, increase the environmental tax from 3% to 7%, raising business tax from 2.5% to 3.75%. Additionally, an across-
the-board salary cut of 12% for all public officers and retrenching 3,000 officers in the junior grades and reducing pension by 55% was a Barrow bargaining point. Additionally, in March of 2017, an amendment to the Customs and Excise Schedule (No. 29 of 2017) was effected by the Barrow Government in order to maintain a two-percent primary surplus to fulfil the commitment to the holders of the socalled “super bond’ in the restructuring and the ‘kicking of the can down the road’. With the signing of instrument 29, Dean Barrow and his minions permitted the bondholders to extract their “pound of flesh” allowing the taxing excise legacy to become the stickler to the government formula in calculating the price at the pump on the Belizean consumer. THE REPARATION ISSUE CONSIDERED The recent visit of the Royal Couple, Prince William and Catherine Elizabeth Middleton, the Duke and Duchess of Cambridge once again brought recognition to the shores of the Jewel, Belize, for its culture, hospitality and warm embrace of the couple. The visit to the Commonwealth nations, commemorating the 70th or Platinum Jubilee of Queen Elizabeth the Second and Head of State for the Commonwealth nations, also stirred the conversation on the issue of reparations across the Caribbean countries. In 2013, at the 34th Regular Meeting of the Conference of Heads of Government of the Caribbean Community, the CARICOM Reparation Commission was established. The focus was the pursuit of reparatory justice for the Trans-Atlantic Slave Trade and the underlying impacts. Reparation committees should have been configured but unfortunately, the advice by the Reparation Commission was not adhered to by the various Heads. The committees would have been financed from government coffers. Belize’s Foreign Minister Wilfred Sedi Elrington rejected the idea of placing scarce resources to fund the implementation of such a project citing pressing issues affecting the nation. In February 2021, at the Thirty-Second Intersessional Meeting, CARICOM Heads of Governments recommitted

It is a public issue and widely held view that your aunt’s behavior is intolerable and deplorable for an elected representative. It is an ugly reflection on the UDP. Any revenues or profits would go to worthwhile projects, like sports, skills training and education. The intentions sounded practical and noble. Not good enough said the trio. Government was gonna be the big drug trafficker. The country would be awash in weed. There would be thousands of zombie like young people roaming the streets who had lost their souls and their minds. You think that’s bad? Huh! The brutal Mexican cartels would abandon their lucrative cocaine trade and penetrate tiny Belize to control the little trickle of Belize currency (not US dinero). Mayhem. The slaughter on Golgotha wouldn’t end there. Belize’s economy and by extension the country would collapse. Because the dirty money mingle with regular monies in the bank and the USA would decertify the entire banking system, transforming us into a waste land like Eastern Ukraine. In the name of religion the trinity released a hypersonic missile on the Ministry of Marijuana. Nothing good can come of it, everything about marijuana is evil and must be utterly destroyed.

We respectfully disagree. It is unfortunate the Ministry failed to conduct a mature and facts based public education campaign. They may yet regret this overnight. But this is not too late. If there are legitimate fears and concerns the government must deal with it. The moral minority versus marijuana cannot get away from the fact that since the arrival of East Indians to our country after slavery, weed has been smoked for generations, even onto the proverbial third and fourth generations. They have since been joined by creoles, mestizos and new comers. We don’t see a single marijuana zombie on our streets. And where are the voices of outrage against alcohol and it’s known evils. An increasing nakedness. And cigarettes? And gentlemen, there are no billions of dollars to be made from the sale of weed. And the government never said the weed would be exported. The truth is, weed is being imported from Mexico and Guatemala. It used to be home grown and free of chemical and fertilizers. No growers, middle men, sellers or transporters got rich from a few pounds of weed. If everyone is allowed to grow or legally purchase weed under strict controls there will be reduction in the underworld rivalry for selling what would now be in the open. WEED IN CHURCH 3,000 YEARS AGO Speaking of facts, check this out. “A well-preserved substance found in a 2,700-year-old temple in Tel Arad has been identified as cannabis, including its psychoactive compound THC”. “Researches concluded that cannabis may have been burned in order to induce a high among worshippers”. The above are quotes from an article published on 29th May, 2020. Many prestigious journalists and news media reported the archeological find in May 2020. LADY IN RED A lady in red has been seen walking up and down the Phillip Goldson Highway almost daily for the past two months. She is dark skinned, has a red headwrap and a long red gown-like dress and has three or four smallish plastic bags. She can be seen talking or mumbling to herself. She walks between Benny’s on the opposite sidewalk all the way to the BWS compound. Sometimes as late as 9 pm or 10 pm she alone walking the road. We are sure she is not on weed. And we are also sure we are becoming a cold-hearted people. And it is women’s month. PROSTATE AND COLON Prostate cancer affects men. It is most painful affliction. It can be caught early and successfully treated. Colon cancer affects both men and women. For God’s sake men and women in your 40’s and 50’s go get tested. SEX IN SAN PEDRO Instagram was ablaze on Sunday night. In real time, a young lady was doing a video and doing it. She was having sex. She was accompanied by another female and her boyfriend. No effort to hide their faces. The video was going viral. In Belize City, viewers could not believe what was unfolding. Neither could they keep their eyes off their phone screen. The name of the young lady was right there on Instagram page, and she is well known. What the heck! BRITISH JUSTICE Six men spent 16 years in a British prison for a crime they did not do. We hear and read of these terrible injustices in the USA but not dear mother England. “It is shocking not only for this fact but also for the brutal methods of the police, and their decades long efforts, with the help of some judges and sections of the media, to insist - in the face of mounting evidence to the country-on the men’s guilt”. “If you are British, it shakes any faith you might have in the country’s institutions of law and order…if you are under 45, you may know little of one of the worse of miscarriages of justice in modern times”. In 1974, there were bombings at two clubs in which 21 persons died and 220 wounded. This was during the troubles between the British government and the Irish Republican Army. The British police had resorted to torture, beatings, forced confessions and tampering with evidence, as well as perjury, to convict persons who were completely innocent of the crimes. THE REPARATION ISSUE CONSIDERED Continued from page 19 Trade offers the opportunity to honour and remember those who suffered and died at the hands of the brutal slavery system’. As explained by Hyde to Parliament the former slaves and their descendants were denied the freedom to movement, to own land, and education. They were stolen from their country, brought in chains, sold as chattel. Their families were split, their religion beaten out of them, they lost their languages, customs, histories, culture, children, mothers, fathers. Their names changed, everything wrenched from them and grounded into sharp choking dust. Every trace, indicia of a people, heredity and identity is gone. These individuals had no choice but to piece together a whole new culture from shards, splinter, remnants of what was their lives was has never been compensated. Their worth for their labor sucked into the pockets of plantation owners, entrepreneurs and state treasuries. However, in the book THE DEBT written by Randall Robinson the writer proffered that no statute of limitations exists either legally or morally that would extinguish this debt. Financial quantities are nearly as indestructible as matter. According to Dudley Thompson, the Jamaican human-rights lawyer, International Law in this area is replete with precedents. Thompson posits that “not only is there a moral debt but there is clearly established precedence in Law based on the principle of unjust enrichment.” Dudley Thompson continues his reasoning saying that “in law, if a party unlawfully enriches himself by wrongful acts against another, then the party so wronged is entitled to recompense. There have been some 15 cases in which the highest tribunal, including the International Court at the Hague, have awarded large sums of reparation based on law.” The Poles and Jews recovered claims from Germany for slave labour and Japanese - Americans we’re compensated by the US government. Interestingly, in 2018 evidence surfaced that Her Majesty’s Treasury financed a slave compensation package as required by the 1833 Act of approximately $300 billion in today’s currency to former slave owners and their descendants which was cleared from the British public debt in 2015. Similarly, in the United States, the famous Aetna insurance company insured slave owners against loss of their human property. Many of these companies continue to exist on the ill-gotten gains of slavery. The Jamaican Government was in the process of referring the question of reparations, via a petition to the Queen of England, for referral to the Judicial Committee of the Privy Council in England. Complementing the petition was Jamaica’s tenpoint plan of action which includes a Full Formal Apology, Reparation, Indigenous People Development Program, Cultural Institutions, Measures Addressing the Public Health Crisis, Illiteracy Eradication, African Knowledge Program, Psychological Rehabilitation, Technology Transfer and Debt Cancellation. In Belize, the historic motion led by Deputy Prime Minister, Cordel Hyde has become the impetus for Belize and the reparations unit to engage its plan of action regarding the compensation to cure the injustices inflicted on the former slaves and their descendants in the Jewel. Hyde has called on all CARICOM nations to follow suit and take similar steps to reconsider the reparation issue in their jurisdiction.

Chris Rock continued. This is just like Belize. Shyne got baxed. Bradley Roe put him in his place. It was also recorded. Shyne ran and told. Chris Rock pressed no charges. He did not run and tell. FAKE? The bax to Chris Rock was a shock. It did not seem real. Some think it was fake. A publicity stunt. The reaction was unnatural. Plus, Chris Rock has a comedy show. It is coming up. The ticket prices have exploded. Tickets were $46. Overnight it is now $580. That adds up to millions. Comedians are polite. They are social commentators. We are comfortable with them. Final Phase-out date for Prohibited Products Belmopan, Belize. March 30, 2022. The Department of the Environment, within the Ministry of Sustainable Development, Climate Change, and Disaster Risk Management, hereby reminds the public of the upcoming phase-out date for the possession of PROHIBITED Plastics Products, which includes all items listed under Schedule II of the Environmental Protection (Pollution from Plastics) Regulations, 2020, such as disposable plastic and foam cups, plates, containers, as well as plastic forks, spoons, straws, and lids. The phase-out date for possession of these items is March 31, 2022, as stipulated by the Environmental Protection (Pollution from Plastics) Amendment Regulations, S.I. 17 of 2022. Importers and retailers are advised that possession of any PROHIBITED items after March 31, 2022, will result in court action which can incur fines and the cost of destruction or the cost of returning the items to the country of origin. The department advises importers and retailers to contact its office at info@ environment.gov.bz to report any residual stockpiles and to make necessary arrangements for compliance with the regulations.

2022 Inauguration of School Substitution Building for Santa Martha Government Preschool Belmopan. March 24, 2022. 12:45 p.m. A substitution school building for the Santa Martha Government Preschool in the Orange Walk District was officially inaugurated on March 23, 2022, by the Ministry of Education, Culture, Science and Technology (MoECST) in collaboration with the Belize Social Investment Fund (SIF). The new preschool building is a one-storey ferroconcrete structure that houses an open classroom space measuring 1,840 square feet, a fully furnished kitchenette, a male and female bathroom block and a storage room. The building is complemented with a fully accessible ramp for persons with disabilities, an outdoor playground and a security fence that encircles the compound. As part of the project, provisions were also made for tables and chairs, along with preschool toys and equipment. In addition, the teachers’ and students’ bathrooms were renovated. The project was made possible through funding from the Caribbean Development Bank’s Basic Needs Trust Fund (9th Programme) and the Government of Belize at a total of BZ$588,451.85. In his remarks, Hon. Kevin Bernard, Minister of Health & Wellness and the Area Representative for Orange Walk East, spoke of the importance of the new school building for Santa Martha Village and the surrounding communities and expressed gratitude to SIF and the MoECST for delivering on the project. Ms. Yolanda Gongora, Chief Education Officer in the MoECST, in turn, highlighted the significance of the inauguration taking place during Child Stimulation Month and reiterated the commitment of the ministry to improving the quality of and access to early childhood education in Belize. Also, present at the ceremony were Mr Carlos Tun, Executive Director of SIF, and members of the education community of the Santa Martha Government Preschool.

TENDER FOR THE GENERAL SECURITY AND SURVEILLANCE OF THE CENTRAL INFORMATION TECHNOLOGY OFFICE Tenders are invited from security companies for the general security and surveillance of the Belize National ICT Center Building (Belmopan City), corner Mountain View Blvd. and Dry Creek Street, and for infrastructure relating to the Disaster Recovery Site located on the top floor of the Post Office Building in Belmopan. 1.
The tender shall be for a period of one (1) year commencing 1 July 1, 2022, and ending 30 June 2023.

The successful tender will be expected to provide the following security and surveillance services: (a) General security and surveillance of the Belize National ICT Center compound (the “Premises”) including all buildings and fixtures erected therein by armed guards on a 24-hour basis seven days per week, including public and bank holidays. (b) Monitor the Disaster Recovery Site (the “DR Site”) using surveillance cameras and conduct nightly patrols and random verification checks of the generator, electrical room door, and main access door commencing at 6pm to 6am. (c) Allow only authorized persons to enter the Premises. The Security must maintain a log of all persons and vehicles entering and leaving the Premises. (d) Conduct patrols outside the Premises to ensure that doors remain locked and that there is no sign of breakage into the building. (e) The Security Company will provide its personnel with equipment including a licensed firearm for the effective performance of their duties. (f) The Security Company, or its agents shall not divulge to any person or persons, any proprietary information coming to their knowledge in the course of their duties. (g) The Security Company/Guard shall also comply with CITO’s Fire Safety Policy in the event of an emergency fire evacuation. It is hereby declared that the principals of Exotic Caye Beach Resort Limited, located on Coconut Drive and Hurricane Street, San Pedro, Ambergris Caye shall develop a luxury resort featuring a five-story building with one hundred and ninety-nine (199) condo rooms and supporting amenities inclusive of a pool, fitness club, restaurants, and conference center. Exotic Caye Beach Resort Limited (hereinafter called ‘the Company’) shall be an approved enterprise under the Fiscal Incentives Act.

In addition to the conditions imposed by the Act, the Company shall: not practice whatsoever any discrimination on grounds of ethnic, religious or political identity; observe all safety, social security, health and labour regulations; pay fair wages to the workers and observe fair labour practices; consult with the Belize Labour Exchange before employment of workers of other nationalities; employ only such workers of other nationalities as are in possession of valid work permits; make provision for the training of Belizeans in all aspects of the operation and conduct of the Company including management; submit a plan for approval by the Ministry of Labour for such training in all the required skills; satisfy the Ministry of Natural Resources and the Department of the Environment that all necessary measures are taken to control any pollution to the environment that may result from the operation of the company; satisfy the Ministry responsible for Archaeology that all measures are taken to prevent the destruction of any ancient monument or antiquity located within the Company’s area of operation; maintain separate books of accounts and records in respect of the Company; maintain such books of accounts and records in a manner which conforms with generally accepted accounting principles in Belize and appropriate to the business in which the Company operates; conduct the business in a manner acceptable to the Belize Trade and Investment Development Service; continuously employ at least two hundred and ninety-eight (298) persons by March 9th, 2025; Upon obtaining the written approval of the Executive Director, Belize Trade and Investment Development Service, the Company shall be permitted to import such quantity of such items free of customs duty and revenue replacement duty as shall have been proved unavailable from suitable local products or raw materials, and necessary for the establishment/expansion and operation of the Company, and for the sole use thereof, but limited to:

In addition to the conditions imposed by the Act, the Company shall: (a) not practice whatsoever any discrimination on grounds of ethnic, religious or political identity; (b) observe all safety, social security, health and labour regulations; (c) pay fair wages to the workers and observe fair labour practices; (d) consult with the Belize Labour Exchange before employment of workers of other nationalities; employ only such workers of other nationalities as are in possession of valid work permits; (e) make provision for the training of Belizeans in all aspects of the operation and conduct of the Company including management; submit a plan for approval by the Ministry of Labour for such training in all the required skills; (f) satisfy the Ministry of Natural Resources and the Department of the Environment that all necessary measures are taken to control any pollution to the environment that may result from the operation of the company; (g) satisfy the Ministry responsible for Archaeology that all measures are taken to prevent the destruction of any ancient monument or antiquity located within the Company’s area of operation; (h) maintain separate books of accounts and records in respect of the Company; maintain such books of accounts and records in a manner which conforms with generally accepted accounting principles in Belize and appropriate to the business in which the Company operates; (i) conduct the business in a manner acceptable to the Belize Trade and Investment Development Service; (j) continuously employ at least eight (8) persons by February 7th, 2024; 4. STRENGTHENING OF TAX ADMINISTRATION PROJECT REQUEST FOR EXPRESSIONS OF INTEREST Consultancy Firm to prepare and implement the Belize Tax Service Department (BTSD) Enforcement Collection Model based on risk criteria Institution: The Ministry of Finance (MOF) Country: Belize Project: Strengthening of Tax Administration (STA) Abstract: Consulting Services – Consultancy Firm to prepare and implement the Belize Tax Service Department (BTSD) Enforcement Collection Model based on risk criteria Loan No.: 4839/OC-BL Deadline: April 8, 2022, Belize Local Time The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BLL1031). Through this project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process. This new system will be used in the management of the Belize Tax Administration. The authorities’ concerns on the growth of the arrears balance are reflected in the BTSD strategic plan; “The stock of debt has been steadily increasing throughout the years, with the largest increase recorded between 2017 and 2018. The respective annual increases from 2016 to 2018 were 4%, 7% and 23%. There is a need to institute a mechanism to facilitate monitoring and timely enforcement actions to collect and recover revenues.” The consulting services (“the services”) includes the contracting of a Consultancy Firm for a period of five (5) months. The main activity of the consultancy includes: • • • • • • • • • •
To assess the current situation of BTSD enforcement collection and review the organization and resources of the collection area as well as their skills To assess the potential sources for information on taxpayer transactions and assets that could be used as arrears payments (Customs, social security, immovable property registration department, Bank accounts, City Council’s Traffic Departments, etc.) Propose a strategy for enforcement collections and prioritization based on risk analysis, define risk parameters and relevant mitigation measures as well as special procedures according to taxpayer segments Establish a system of payment by instalment via Internet, with parameters defined by BTSD with payments through automatic debit in the taxpayer bank account and to freeze delinquent taxpayers’ bank accounts via Internet Establish rules for writing off uncollectable debts and modify ITAS to incorporate them Update the BTSD Enforcement Collection manual defining the procedures to select the debts to be enforced, the task to collect the debt, the identification, and procedures to put a lien on debtors’ properties, the rules, and procedures for agreements for payment by instalment, etc. Propose performance indicators for monitoring the enforcement collection Deliver workshops and train the collection staff in the new procedures Implement the new procedures Conduct Pilot with the designated BTSD staff to plan, execute and report on randomly selected taxpayers.
The Consultancy Firm should have a minimum of five (5) years’ relevant working experience in the following areas: • • •
Organizational development and design; Enforced arrears collections; Tax administration training
As well as minimum of five (5) years relevant assistance to tax administrations, particularly in the arrears collection areas. In addition, the Consultant firm should have at least three (3) years of previous experience specifically in conducting programs on arrears collection with the use of risk analysis techniques or similar programs and consultancies between the calendar years 2015 to 2020, as well as experience in Belize, and Caribbean environment. The BTSD Strategic Plan states that: “BTSD will explore the introduction of a Risk Management Plan (RMP) to properly respond to the risks identified on a timely basis, to minimize overall compliance burden for both the taxpayers and the tax administration. As an important aspect of the RMP, risk mitigating strategies will be proposed for application against potential and existing risks. The plan will highlight all areas of risks including risk-based assessments, riskbased audits, risk-based sector and taxpayer segmentation, compliance risks (registration, filing, reporting and payments) and international risks. Risk mitigation reduces the extent of exposure and ensures that the strategic objectives are achieved.” The consulting services (“the services”) includes the contracting of a consulting firm for a period of ten (10) months to Prepare, Implement and Execute a New Audit Model, making use of the range examination and risk-based techniques (to include analytic tools for audit). The main activities of the consultancy include: • • • • • • • • • • •
To assess the status of BTSD taxpayer audit strategies and operations for all tax type. To review the Audit Division organization and resources, as well as the staff skills. To suggest the strategy for centralization/decentralization of the audit. To propose a new organization area (if required). To propose the staff composition by area and by location. To propose the different audit programs taking into consideration taxpayer segments and different audit locations (central, districts). To propose a system of massive audit based on IT verification of returns against risk factors and third-party information. The selected cases should be resolved very quickly (4 cases a day) as they are based on firm verification. To propose modern analytical tools for tax auditing suitable for Belize’s environment by conducting a SWOT analysis to support the audit work. Once the proposal of the modern analytical tools is approved, the consulting firm will procure the Analytical tools software for auditing with 50 licenses with subscription for 3 years, implement, and train auditors in its utilization for adoption. To execute onsite Pilot audit (for at least one month in duration) with the audit team to plan, execute and report on randomly selected taxpayers. To develop training materials and manuals in hard copies and digital copies in Microsoft Word format.
The consulting firm should have a minimum of five (5) years’ experience in similar assignment. In addition, the consulting firm should have a minimum of three (3) years specific experience in the following areas (* are must): •
