DELTA VARIANT IN BELIZE
BEST DEFENSE, GET VACCINATED “Vaccination is our civic duty to each other. Getting vaccinated means getting back to school, getting our economy on track, and most importantly – saving lives. Of course we also have to keep wearing our facemask, washing our hands regularly and watching our distance.” – Prime Minister John Briceño in the weekly message The Central Medical Laboratory on 9th August 2021 indicated the presence of the following variants in Belize: Alpha, Gamma and Delta. The latter is proving in Belize and worldwide to be extremely contagious. As a country, everyone needs to follow the protocols even if vaccinated. The pandemic is now largely in a Delta-driven wave with deaths among the non-vaccinated. A recent study completed by the New England Journal of Medicine looked at the impact of the Pfizer and AstraZeneca COVID vaccines on both the Alpha and Delta variants. The study showed if a person took two doses of the COVID vaccines, they stood a good chance of not getting the Delta variant or any of its effects. (Alan Collins, August 9, 2021)

If your child is unvaccinated, presently the best way you can protect them and other unvaccinated members of your household is to get yourself vaccinated and have everyone wear a mask in indoor public spaces. (CDC) Belize has stockpiled enough vaccines to get to a point of optimal defence against Covid-19. Even as we are seeing that vaccinated are getting Covid-19, the guarantee is not getting extremely sick and not dying. For those that have been infected with Covid-19 you should also get vaccinated. It is proven that one is in then a stronger position to fight the variants. You can have the vaccine 28 days after you had a positive test for COVID-19 or 28 days after your symptoms started, so you may need to wait. (Oxford University Hospitals, United Kingdom) Some facts: The current pandemic is being caused by SARS-COV2, such is the name of the coronavirus that is carried in sneezed or exhaled mucus droplets which then enters another persons respiratory airwaves. As it then becomes a part of human cells, one virus becomes two. Two becomes four. Four become eight....and so on until you have enough of a viral load that your body becomes infected and reacts—this is then called Covid-19. During the replicating (some would say multiplying), the viral information at the center, inside of the spikes, mutates/changes to this may then be called a variant strain. So, it the new virus is still SARS-COV2 but with slightly different information. The millions of times a virus replicates increases the chance of an unwanted variant occurring and then being spread by the infected person. Let’s try an analogy. You write a letter of the alphabet to a pre-schooler to rewrite over and over. He or she will write many versions. Along comes a sibling and copies the last one and rewrites that. The virus is somewhat like that but way more deadlier. So in 2020, vaccine developers were tasked with a challenge of a lifetime—the world needed a vaccine against the SARS-COV2 before it killed the human race. Yes, that was the challenge. Human existence was being threatened; one has every right to choose to attempt to foretell the future and deny the veracity of that assertion. No one knew scientifically but the threat was there...maybe still is. Get vaccinated!! Before SARS-COV2 appeared, scientists have been at work on vaccines for AIDS, Malaria, Ebola and others. When Covid-19 entered the pandemic stage ALL of that was placed on hold. Every immunology center including the one in Wuhan China, LASER focused on destroying SARSCOV2. Another analogy, when one builds a new car you take all the data, knowledge and technology you have access to you, you then innovate from
there. The vast number of vaccines out there already in emergency use is mind-boggling to those who know that making a new vaccine is a many-years-long endeavour. All centers use a Three-Stage approach in testing a possible vaccine. Each stage has a number of subjects who sign up to be vaccinated. Nevertheless, today the world has 4.56 Billion people vaccinated at least with their first shot. This is a record that no one is proud of having. But we must save ourselves. Everyone is responsible at this point. That responsibility is filled by getting vaccinated. Today, vaccines remain the best protection against every strain of the novel coronavirus. But masking, social distancing, and avoiding crowds and poorly ventilated indoor spaces add extra layers of protection against breakthrough infections and lower your risk of inadvertently spreading the virus. (CDC) This disease has killed, at this point, 344 in Belize and over 4.3 Million worldwide and counting. The vaccines is protecting those who have received their shots at an almost 100 percent rate. The delta variant took advantage of that and started to infect the non-vaccinated even via vaccinated breakthrough cases. People vaccinated can contract and spread the disease even if it is less likely but it does happen, thus the need for all to continue wearing the masks. The message is this; if you are unvaccinated either you act like it and be very cautious with mask-wearing OR get vaccinated soon. Belize needs everyone that qualifies to get vaccinated. Soon our teens will get vaccinated. Presently the adults have the weight of Belize on our back. Really Belize!!……..Before you relax; get Vax!!

UDP Circus Continues While most of the country is bracing and vaccinating against Covid-19, the once super corrupt leader UDPs seemingly transform every day to much more senseless variants. Irresponsible could have been used to describe the pervasive incompetence of a group once called the United Democratic Party. That name is simply now the antithesis to what they really are. UNITED… the group that since 2008 to 2020 formed the most corrupt government that the citizens of Belize have ever had to tolerate is incoherent and has no semblance that can be called United anymore. They are non-existent so United is not even close. DEMOCRATIC…Is it more than enough that San Ignacio/Santa Elena mayor is using ex-PM Barrow’s dogma of dictatorship? The now leader Faber, or is he, is trying his best to subvert the delegate process of his UDP-leftover group so that they would all vote for him at any upcoming leadership convention. Instead of leading with deeds, he is looking to see how he can electioneer. This epitomizes the UDP group. It reminds me of old names like Saddam, and a more relevant Putin where they win

elections with a 99 percent vote. The one percent never did appear to vote. Faber would love this. PARTY… this is made of people. The UDP lost all of these. Instead of helping with the pandemic at hand the UDP leftovers are cackling around trying to figure out where their head is at. Jules booted by Faber It has long been public knowledge that the Petty one was not in Jules book of worthy persons who could lead the corrupt UDP. Patrick for one wanted the UDP exclusively for himself. A complete success in that goal is guaranteed if the zombie UDP loses all its appendages, limb by limb. First Covid defrocked the UDP stark naked. Then the people gave the UDP two deadly lashings. Jules has long been considered a vital organ of the UDP. Patrick has surgically removed that organ via a termination text. Well-deserved termination of a party that owes Belize billions. Drop-through Convention The truth of the imaginary Superspreader is that the UDP is dead in Belmopan as it is in the rest of the country. Patrick and his morbid bandit candidates were advertising a light weight skeleton match destined to be the laughing stock of Belize’s political history. They even offered a drive though event where no one would see the face of the zombie petrified UDPs. There are no UDPs even to vote. Patrick and Saldivar can only mellow in each other’s misery. They can only dream of having another Superspreader. The UDP already allowed Covid into Belize. Belizeans will never be allowed a UDP government ever again. They have dropped thought into the annals of infamy.
Cabinet Brief Belmopan. August 10, 2021. 6:00 p.m. The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 10th August 2021. • Cabinet received an update from the Ministry of Health & Wellness informing that Belize is currently experiencing its third wave of COVID19. In addition, reports received from the Central Medical Laboratory on 9th August 2021 indicate the presence of the following variants in Belize: Alpha, Gamma and Delta. In response to the presence of the very active Delta variant, Cabinet agreed to extend the current regulations, including the 9:00 p.m. to 4:00 a.m. curfew until 31st August 2021. • Cabinet was apprised of the status of vaccines and the number of vaccines available in Belize. As of 9th August 2021, 141,770 or 32 percent of the population had received at least one dose of the vaccine and 56,330 or 13 percent of the population had been fully vaccinated. • Cabinet requested the Attorney General seek medical expertise from the Ministry of Health & Wellness to explore all necessary legal measures that the government may lawfully implement to help contain the spread of COVD-19, including options to implement mandatory coronavirus vaccinations for both the public and private sectors or to require vaccination passes for the use of public spaces and for business facilities. • Finally, Cabinet asked the Attorney General to explore the increase in penalties for offences relating to the spread of falsehoods, in particular the spread of disinformation on public health matters. EDITORIAL Complacency- The True Pandemic!
S
o, the panorama seems gloomy this week as Covid-19 cases keep rising and Belize experiences what experts call the third wave. In the span of twenty-four hours there were three deaths and as the date for the beginning of the school year approaches, it seems increasingly unlikely that face to face classes will resume. Already the University of Belize has indicated that they will impart only virtual classes this semester and many more learning institutions are following suit. The standardized tests such as the BJAT and the PSE have again been cancelled for the upcoming school year. The Belize Medical and Dental Association is calling for further restrictions and a stricter curfew. In the middle of the hurricane season, it seems that the waves of the pandemic present a more imminent danger than any weather phenomenon. It would seem that every time we feel like we might just be able to hold our head above water, Covid-19 sucks us right back under. Many blame the influx of tourists who require very strict controls to enter the country. Yet, it is easy to see that places like the Corozal Free Zone and San Pedro Town who daily receive hundreds of visitors have managed to keep the numbers of new infections fairly low. It is those districts where in comparison tourism is comparatively low that the numbers of new infections are greater. In those high traffic areas for visitors, it seems that the protocols are more likely to be adhered to and enforced, and the vaccination rates are higher. It seems there is a correlation to lower vaccination rates, higher hospitalizations, and increased infections. The virus moves when people move, when protocols are allowed to become lax and when we become too complacent. Complacency in Belizean society is rampant perhaps more so than Covid-19 and maybe there lies the true pandemic we face. We are too sure of ourselves and too sure that it cannot happen to us that we can cure Covid with fever grass tea and garlic better than we can avoid it with a mask. That those infected with the virus must have comorbidities that we do not. That while the deaths are now counted worldwide in the millions, Belize will manage to escape barely unscathed. We have become desensitized and the harrowing videos showing people dying in the streets and on the floors of hospitals are somehow not real. Belizeans have enjoyed the summer, and now we must pay the price in the number of lives we must lose. How many of us live to see Christmas depends largely on how much we can control the urge to socialize now. The truth is that we must move for work and other essentials. Tourists and visitors are important because as a country we simply cannot afford to go into a lock down again. We must move about safely, wearing masks, following safety protocols and as many of us that can must vaccinate. The variants become more virulent and dangerous each time they mutate. This is no time for laxness and complacency, these are as dangerous as the virus. These attitudes are what will eventually lead to our demise, and so the time has come for an entire attitude adjustment. There can be no quarter for the belief that it cannot happen to us, it is happening and Covid is not fictional but very real. The socio-economic impacts it drags along are also very real. Hunger, increasing poverty and inflation are already happening. There is no one that can save you, Belizeans must save themselves. There is no magic cure, no quantity of Vicks mixed with salt on your foot bottom will cure this one. Belize lost three hundred souls before the vaccines came, we need not lose three hundred more. The old proverb is right “prevention is better than cure!”

¡Complacencia - La Verdadera Pandemia!
l panorama parece sombrío esta semana, ya que los casos de Covid-19 siguen aumentando y Belice experimenta lo que los expertos llaman la tercera ola. En el lapso de veinticuatro horas se produjeron tres muertes y, a medida que se acerca la fecha de inicio del curso escolar, parece cada vez más improbable que se reanuden las clases presenciales. La Universidad de Belice ya ha indicado que este semestre sólo impartirá clases virtuales y muchas otras instituciones educativas están siguiendo su ejemplo. Los exámenes estandarizados, como el BJAT y el PSE, se han vuelto a cancelar para el próximo año escolar. La Asociación Médica y Odontológica de Belice pide más restricciones y un toque de queda más estricto. En plena temporada de huracanes, parece que las olas de la pandemia representan un peligro más inminente que cualquier fenómeno meteorológico. Parece que cada vez que sentimos que podemos mantener la cabeza fuera del agua, Covid-19 nos hunde de nuevo. Muchos culpan a la afluencia de turistas, a quienes se les exigen controles muy estrictos para entrar en el país. Sin embargo, es fácil ver que lugares como la Zona Franca de Corozal y San Pedro Town, que reciben diariamente cientos de visitantes, han conseguido mantener las cifras de nuevas infecciones bastante bajas. Es en esos distritos donde, en comparación, el turismo es relativamente bajo, donde las cifras de nuevas infecciones son mayores. En esas zonas de gran afluencia de visitantes, parece que los protocolos se cumplen y se hacen cumplir mejor, y las tasas de vacunación son más altas. Parece que hay una correlación entre las tasas de vacunación más bajas, las hospitalizaciones más altas y el aumento de las infecciones. El virus se desplaza cuando la gente se mueve, cuando se permite que los protocolos se vuelvan laxos y cuando nos volvemos demasiado complacientes. La autocomplacencia en la sociedad beliceña es incontrolable, quizás más que el Covid-19, y tal vez ahí radique la verdadera pandemia a la que nos enfrentamos. Estamos demasiado seguros de nosotros mismos, demasiado seguros de que no nos puede pasar a nosotros, de que podemos curar el Covid con té de zacate-limón y ajo mejor que evitarlo con una mascarilla. Que los infectados por el virus deben tener comorbilidades que nosotros no tenemos. Que mientras las muertes se cuentan ahora en todo el mundo por millones, Belice se las arreglará para salir apenas indemne. Nos hemos insensibilizado y los estremecedores vídeos que muestran a la gente muriendo en las calles y en las plantas de los hospitales no son reales. Los beliceños han disfrutado del verano, y ahora debemos pagar el precio en el número de vidas que debemos perder. Cuántos de nosotros vivamos para ver la Navidad depende en gran medida de cuánto podamos controlar el impulso de socializar ahora. La verdad es que debemos movernos por el trabajo y por otras cosas esenciales. Los turistas y los visitantes son importantes porque, como país, no podemos permitirnos el lujo de volver a bloquearnos. Debemos movernos con seguridad, usando máscaras, siguiendo los protocolos de seguridad y todos los que podamos debemos vacunarnos. Las variantes se vuelven más virulentas y peligrosas cada vez que mutan. No es momento para la relajación y la complacencia, ya que son tan peligrosas como el virus. Estas actitudes son las que finalmente nos llevarán a nuestro fallecimiento, por lo que ha llegado el momento de un ajuste de actitud completo. No puede haber cuartel para la creencia de que no nos puede pasar, está sucediendo y el Covid no es ficticio sino muy real. Los impactos socioeconómicos que arrastra también son muy reales. El hambre, el aumento de la pobreza y la inflación ya están ocurriendo. No hay nadie que pueda salvarlos, los beliceños deben salvarse a sí mismos. No hay cura mágica, ninguna cantidad de Vicks mezclada con sal en la planta del pie curará esto. Belice perdió trescientas almas antes de que llegaran las vacunas, no necesitamos perder trescientas más. El viejo proverbio tiene razón: “más vale prevenir que curar”.

Hi everybody. Just a few short decades ago the United Nations membership stood at 51, today there are still only 193 member states in the entire world. Belize is one of them. We did not arrive in 2021 as a result of our natural beauty, or the charm of our people, no, we resisted, achieved and continue to struggle. The 1981 Independence phrase: “The Chance To Create A New Society…” still rings strong. That we are only one of 193 countries should never be a cause for feeling entitled or to expect special treatment, but it should stand as a testament to our duties and responsibilities to ourselves, to our regional neighbors and to the international community. One year ago, we undertook a massive consultation campaign to develop our plan Belize. In our discussions some important questions kept coming up, like: • How will we reshape, and redesign our economy in a world turned upside down? • How will we address our land issues? • Or how will we re order our education and health systems? These questions must be kept at the front of our minds and hearts as we continue to govern in a world of serious challenge and uncertainty. One year ago, there was no such thing as a vaccine for Covid-19. Today, we have an effective and safe vaccine to control and contain the coronavirus. We are not even one year into our new government and clearly, we are making strong strides toward our first goals set in our plan Belize: to control Covid-19, steady economic recovery, develop a safe society and of course getting our students back in school safely. Vaccination is our civic duty to each other. Getting vaccinated means getting back to school, getting our economy on track, and most importantly – saving lives. Of course we also have to keep wearing our facemask, washing our hands regularly and watching our distance. Because we are Belize at 40 and with hopeful hearts, and steady hands together we will rise. Thanks, God bless and have a safe week.

Ralph Gonsalves, Prime Minister of Saint Vincent and the Grenadines, that occurred yesterday outside Parliament in Kingstown. While the right to assembly is a fundamental freedom in democratic societies, violent protests can never be countenanced. We reject any attempt to introduce violence, hate and undemocratic practices into the political life of the Caribbean Community which has a proud and long history of peace, democratic traditions, and respect for rule of law and human rights. We call for those responsible for the attack on Prime Minister Gonsalves to be brought to justice. The Government of Belize stands in solidarity with Prime Minister Gonsalves and the Government and people of Saint Vincent and the Grenadines and extends its best wishes to him for a speedy recovery.

The ministry states categorically that there is no court order issued by any court to back up such document. The sharing of the document is misinforming the Belizean public. It is unlawful for persons to engage in misinformation or disinformation of any kind. As COVID-19 continues to threaten the country’s social and economic wellbeing, the Government of Belize condemns the spreading of misinformation without any medical or legal substantiation. Exemption Letter for Frontline Workers Belmopan. August 10, 2021. 12:05 p.m. The Ministry of Health & Wellness informs the public of an exemption letter for frontline workers who test positive for COVID-19. The exemption letter will be issued by the Ministry of Health & Wellness to frontline workers defined in Statutory Instrument No. 74 of 2021 who test positive for COVID-19 for a period of 90 days. Frontline workers in possession of this letter will be exempt from presenting a vaccination card or a negative COVID-19 test to their supervisors or employers during that time. Employers will be responsible for recording the end date of the 90-day period. After the 90 days, the public health regulations in SI No. 74 will then apply and frontline workers will need to present a vaccination card or negative COVID-19 test every two weeks. The exemption period begins
on the date of the onset of illness. In the case of persons who tested positive and were asymptomatic, the period begins on the day the COVID-19 test was done. Why Biden Called Cuba a “Failed State”
By Assad Shoman Nobody who knows the minimal facts took President Biden seriously when he said recently that Cuba was a failed state. Everyone knows he was just pandering to the small but economically and politically powerful Miami-based clique that he feels could determine whether he can win back Florida. The irony is that he pretended to condemn the Cuban state as “failed” on an issue where the USA has been among the worst in the world—the handling of the COVID pandemic. The Johns Hopkins Coronavirus Resource Center, a highly respected US body, reports that case fatality in the USA is 1.7%, whereas in Cuba, despite the current surge, it is 0.8%. And while deaths per 100,000 in the USA is 190, in Cuba it is 32.(1) (The relevant figures for Belize are 2.3% and 87.) None of the horrific scenes of people unattended in dozens of hospitals all over the USA have been replicated in Cuba, despite the fact that the US blockade (condemned by the entire world except Israel) makes it very difficult for Cuba to get medical supplies. This week, a few scientists in Cuba wrote an open letter to President Biden asking him to reflect on his words. The full text of that letter appears below: ------------------President Biden: You recently referred to Cuba at a White House saying: ‘I would be prepared to give significant amounts of vaccines if… an international organization would administer those vaccines and do it in a way that average citizens would have access to those vaccines.’ You also called Cuba a ‘failed state’. These statements surprised many, including those in the U.S. who have first-hand exposure to Cuba’s health system. They also rankled with frontline Cuban health workers risking their lives to contain the COVID epidemic in our country. They do not reflect Cuban reality, and we deplore that disinformation by malicious political players is influencing your policy decisions. As scientists, doctors, and concerned citizens, we believe it’s worth fact-checking three assumptions implicit in what you said. Assumption one: International intervention is needed to ensure all Cubans receive vaccines. Assumption two: Cuba’s response to the pandemic has been dismal, symptomatic of a ‘failed state’. Assumption three: U.S.-supplied vaccines are the only route to guarantee COVID-19 immunization for Cuba’s 11 million people. Vaccines Produced and Applied in Cuba Let’s take these one by one: the first assumption – that intervention is needed to guarantee vaccine access for all Cubans – suggests that vaccine rollout in Cuba is inefficient and discriminatory. But the data does not support this. In fact, as both UNICEF and the World Health Organization have confirmed, childhood (not Covid-19) vaccination rates are over 99%. Immunization is part of our country’s uni-

versal public health system, free to all Cubans regardless of socioeconomic status, politics, religion, sex, or race. The national immunization program, created in 1962, covers the whole country. Since 1999, all Cubans have been protected against 13 potentially fatal diseases, including diphtheria, tetanus, and pertussis. Eight of these vaccines are manufactured in Cuba. As a result of high vaccination rates, we have not had a single case of measles. In contrast, the CDC confirmed 1,282 measles cases in the United States in 2019, with only 74% of children receiving all CDC-recommended vaccines. The Finlay Vaccine Institute in Havana developed the world’s first effective vaccine against meningitis B (meningococcal disease) in 1989. The annual incidence of meningococcal disease in Cuba dropped from 14.4/100,000 population before vaccination to less than 0.1/100,000 since 2008— eliminating the illness as a public health problem in the country. Several factors explain the success of Cuba’s national vaccination program: people trust the easily accessible neighborhood family doctors and nurses, and the health professionals at their community polyclinics—making vaccine hesitancy very rare. In turn, the health system’s organizational capacities make vaccine rollout fast and dependable. Finally, Cuban biotechnological research and production centers are well integrated with the needs of the public health system. Working partnerships on vaccination have been carried out with the World Health Organization and UNICEF. But none of these has ever suggested the need to step in to administer vaccines in Cuba. Rather, Cuban vaccine experts have been called upon to assist in global efforts to eliminate polio, and our production facilities have been tapped by WHO to export urgently needed vaccines to the ‘meningitis belt’ in sub-Saharan Africa. Response to the Pandemic Assumption two: Cuba’s ‘failed’ pandemic response. It is puzzling why, with so many real COVID catastrophes in the Western Hemisphere, only Cuba is labeled a ‘failed state’. Cuba has indeed seen a recent spike in cases that threatens to overwhelm the health system in parts of the country. However, it’s response has been more effective than many other nations that have not received
this harsh criticism from the U.S. All countries are now challenged with new COVID variants, such as Delta, often driving sharp increases in cases. Cuba is no exception. What makes Cuba unique is the need to manage the epidemic under a crippling financial, trade and economic embargo enforced by the U.S. Government for the last six decades. The 243 additional restrictions slapped on by the Trump administration—each one of them still in place under your presidency—were intended to close the blockade’s few remaining loopholes, and thus choke off revenues to Cuba. This reduces the cash available to buy medical supplies and food, and delays in the arrival of materials to the country. Assumption three: the only route to COVID immunity in Cuba is through U.S.-supplied vaccines. This ignores the fact that more than two million Cubans, or nearly 30.2 % of the population, have already been fully vaccinated with Cuban developed vaccines. making it the first vaccine to achieve this status in Latin America. Abdala achieved 92% efficacy in Phase III clinical trials, while the Soberana Vaccine achieved 91% and is also close to emergency use authorization. At the current rate, the entire population of the island could be fully vaccinated by October or November. Difficulties in rollout, including imports of vital vaccine ingredients, are due primarily to the financial squeeze of U.S. sanctions. Roll Back Trump If the U.S. Government really wanted to help Cubans, it could roll back the 243 Trump-era measures— possible with the stroke of the president’s pen. Congress could also lift sanctions altogether, as demanded each year by overwhelming votes at the UN General Assembly by the nations of the world. During the pandemic, science reiterates that (politics aside) we are all in this together. All of us are threatened not only by disease but also by the unprecedented challenge of climate change. In this context, health systems of all countries should support each other, not undermine one another; and cooperation should be the order of the day. More so, taking into consideration the alarming dearth of vaccines worldwide, especially dangerous for middle and low-income

countries. A number of them have already shown an interest in acquiring the Cuban vaccines, and we would argue that such a Cuban contribution to vaccine equity should be applauded by the Biden administration, not stifled. The Cuban Democracy Act of 1992 (Part II.6) explicitly bans exports to Cuba from the U.S. in cases in which: ‘the item to be exported could be used in the production of any biotechnological product,’ including vaccines. Cuba and the USA Should Cooperate For Good A reminder of what the two countries can do together was the joint work during the Western African Ebola virus epidemic (2013–2016), when both nations strove to contain disease and save lives. Obviously, the U.S. and Cuban governments differ on fundamental issues. Yet the world is full of such discrepancies. The essential question, not only for Cuba and the U.S., but also for human civilization, is whether nations can respect each other enough to live along sideby-side and cooperate. President Biden, you can do much good if you move in the right direction and take into consideration what most Cubans living in the island desire. This does not include ignoring and weakening its public health system, but it does include respect for the nation’s achievements. Let us hope that the shared threats posed by the Covid pandemic will lead to more cooperation, not more confrontation. History will be the sole judge. Biden’s whole mind-set is governed by belief in the free market capitalist system based on inequality, where the wealthiest 1 percent of families hold about 40 percent of all wealth. People in Belize and in other countries in the hemisphere must not be allowed to think that a socialist economy is capable of producing a more just society than a capitalist one. Such a country must be labelled a “failed state” and more sanctions must be imposed, and maybe someday it will fail. Belize Department of Civil Aviation holds First Stakeholder Consultation Meeting The aviation industry in Belize is expanding not only in the commercial sector but also in the general (military, humanitarian, medevac, executive and private) aviation which simultaneously create an impact in other aeronautical sectors. For instance, the increase of air traffic in the Belizean airspace, ground handling operations, air transport, to mention a few that require attention to meet demands and comply with the standards and recommended practices established by ICAO. The Belize Department of Civil Aviation held its first stakeholder consultation meeting as part of the initial phase of the Terminal Control Area (TMA) Expansion Project. The Director of BDCA along with team members met with the aviation stakeholders/industry in Belize to brief them on Belize’s present airspace structure and the intentions of improving the same. The objectives of the meeting were the following: a. To provide a brief overview of Belize’s present airspace structure, its capacity and the available ATM & CNS
infrastructure. b. To present the current challenges in air transport operations c. To inform the industry of the reorganization and redesign concept of Belizean airspace to meet demands. Officials representing entities such as Belize Airports Authority, Belize Airport Concession Company, COCESNA, Tropic Air Ltd, Maya Island Air Ltd, BDF Airwing, Caribee Air Services, Astrum Helicopters, American Airlines, United Airlines, Delta Airlines, Aero Dispatch Services, and the Private Aeronautical Sector, attended this important convocation. Aug 05, 2021, BELIZE CITY, BELIZE - The Embassy of the Republic of China (Taiwan) is pleased to announce that five outstanding Belizean nurses, Viviane Villas, Sheila Dominguez, Lusbei Can, Elvita Choco and Enelie Alfaro, have excelled and completed their 18-month Operating Room (ORN) Training Programs at the Chi-Mei Hospital in Taiwan on August 5th, 2021, and will return to Belize in the end of August. The Embassy of the Republic of China (Taiwan) not only congratulates these 5 nurses on their completion of training, but also appreciates all the help extended by the Chi-Mei Hospital to Belize. This training was based on a “Letter of Intent” (LOI), signed between Chi-Mei Hospital of Taiwan and the Ministry of Health of Belize, in February, 2019. Under this LOI, five Belizean nurses were selected to receive operating room training pro-
grams on General Surgery, Orthopedics, Obstetrics & Gynecology, Otolaryngology and Neurosurgery in Taiwan in March, 2020. During the training period, those nurses were required to submit their monthly reports and they finished and excelled in all the exams in Chi-Mei Hospital. According to ChiMei Hospital, their brilliant performances and diligent efforts were highly recognized by their instructors. The Embassy would like to take this opportunity to applaud their study achievements and look forward to welcoming their contributions to Belize. The COVID-19 pandemic has brought enormous challenges for both Taiwan and Belize. THINK ABOUT IT DELTA DI YA The feared Delta strain of coronavirus is in Belize. Infections are rising and so are deaths from Covid-19. For the past year and a half we Belizeans have been battling this deadly virus. Just about, three hundred and fifty Belizeans have lost their lives. Thousands have been infected and they have suffered but they survived. Covid has attacked when we were down and almost out. Thirteen years of the worst government which stole and squandered all our monies; including our boledo and lottery. Now comes Delta. Let’s redouble our efforts. Let us resolve to do all we can, every which way we can. Masks in morning, masks in the evening, masks for early night. Sanitize! Sanitize! Sanitize. Wash ‘we’ hands every time we touch something or someone. Sanitize money every time we hold it from someone. Not enough persons are keeping social distance. Do everything you can to help reduce any chance of spreading the virus. Those who know better than us say that Delta is more infections, more dangerous than the first Covid in 2020. We are in a war. A peculiar, strange and unusual conflict. The enemy cannot be seen or heard. When it attacks you, you don’t even know until you done get it. We are poor but we are strong and sensible people. We must do all we can to avoid getting infected. We must prevent the spread of Covid. The last thing we need is for infections to spread to a level where the country has to undergo a lock-down. Masks, sanitize and distance. Every one of us must do our part. THE SEA IS DANGEROUS Robinson Point, 13 miles from Belize City, depending on where you set sail from if you launch at Old Belize marina, it is about 11 miles. The surrounding areas at Robinson Point and its little islands are a rich nesting grounds for migrating turtles. The area is also awash with pirates. These are criminals armed and dangerous who are pulling up on fishermen and robbing them. They also steal fish and fish traps. They steal from the small fishing camps and they have stolen zinc, windows and furnishings. It’s becoming very dangerous out there and for the surrounding areas. Imagine, on the open sea our fishing folks are being terrified by bandits and criminals. And we haven’t even mentioned the cocaine buccaneers. There is talk of a biggish, blueish boat coming from the vicinity of Yarborough armed with a teck-9 submachine gun. Flanked by a smaller whiteish skiff. The fishing cooperatives need to help its member to obtain licensed firearms. Their lives are in danger. KNOWLEDGE IS POWERFUL The government is entrusted with many important matters. Our army police, our taxes, our safety on the roads and in our camp communities. Almost every aspects of our lives and our livelihoods. One important area of responsibility is the Archives department. This is where a group of dedicated public officers take care of our history and important documents. Education Minister Francis Fonseca has often mentioned the need to make archive documents and records more available to Belizeans. As a man who holds not one but two university degrees, he is very aware of the importance of knowledge and information. One of his commitments is to find a way to start putting historic information on the internet. We know that Bill Gates foundation financed a library project in Jamaica. We also know that UNESCO may be of some help. And what of our merchants of Venice and Chinese and Indians millionaires. Making our knowledge and our history available is visionary and progressive and something we all support. MORE UDP CORRUPTION The UDP government, which ruined our country, was awash in corruption. Years and years of corruption piled up in their bank accounts. Every program they touched, every project they put in place were all infested with corruption. Roads, bridges, streets, roundabouts, school buildings, fire station-everything was a hustle, a kickback, a thieving. Latest exposure comes in a detailed Audit Report about the poor people’s grocery assistance. Under the UDP, most ministers decided who can and who can’t get a little help with groceries on a regular basis, PUP supporters, no matter how poor and how much their innocent children needed help, would never, could never expect a little rice, flour and beans. A certain sista bee refused to cooperate with the Auditor General and although some shadiness has been uncovered there are sticky questions yet to be answered. The so-called pantry program was a big hustle for the UDP and sad to say some public officers let us down. On another level, Belizeans want to know what is happening with our Boledo and Lottery which were stolen by the UDP government and as Minister Julius Espat has inti-

mated frustratingly, when will the police arrest certain former Ministers whose misdeeds have been documented. 15 AUGUST -EAST INDIANS On the 15th August, India, after a long, long struggle finally achieved its independence in 1947 from the British colonial masters. We take this opportunity to congratulate the nation of India and its handful of so called east Indians who live in Belize. We also wish to call on whoever is the representative of India in Belize, to double and triple India’s support and assistance to us. Be it in sports, musical instruments, scholarships marine and agricultural upliftment and technology. CUBA Did you know that Cuba has developed its own home-grown Covid vaccination? What an amazing nation of industrious and talented people. These brothers and sisters have been under the hammer for a long time. From one generation to a next. For 50 years they have been forced to suffer under the boots of the mighty U.S.A. How much longer can they take it? How much longer can this go on? They have to ration food and clothing and gas and electricity. We Belizeans don’t know how lucky and blessed we are compared to Haiti, Cuba, Jamaica, and many other nations. IMMIGRATION A Belizean American family came to beautiful Belize for a third time. They delighted in Caye Caulker, and the interior at Mountain Pine Ridge. All of them were born in America. Their mother was born in Belize and, like thousands of Belizeans in the 1960s and 1970s, migrated to USA for a better life. Back then America was like a land of milk and honey. Nowadays the milk is sour and the honey ain’t sweet. One of the Belizean-Americans wanted to obtain the certificate to which she is entitled to show proof she is a Belizean. With such a document, she can apply for a Belize passport. An immigration officer in the Belmopan office bite the person five hundred dollars under the table to prepare the application and give her the Nationality Certificate. The happy person asked how much under table she would need to give to get a passport. $1,500 came the answer, in a voice cool like cucumber. A LITTLE HISTORY At 9:00 o’clock in the morning of 1st June 1797, the white rulers and slave masters in the small settlement of Belize, called one of their largest public meetings. The little town of Belize had been hearing for some time that a convoy of ships would come from Mexico and chase them off the land. This was because under the Treaty between Spain and Britain, the British had been given written permission to cut forest products but not to build any permanent structures. Spanish forces from Mexico had chased off the so-called Baymen in 1716, 1724, 1733, 1747, 1751, and in 1779. Every one of those times they were chased off little Belize and especially from the capital-St George Caye. Each time they would return. The attack on St. George’s Caye in 1779 was particularly painful and frightening. Of the 400 persons captured and taken to Mexico, then to jail in Cuba, some one hundred whites were captured with their slaves. St. George’s Caye and the settlement on the mainland were destroyed. All prisoners were released in 1782. By 1797 news of another attack had all whites jittery. They kept requesting military assistance from Jamaica which the British used as a kind of headquarters in the Caribbean. To make a long story short, the meeting of 1st June 1797 was for the white rulers to decide whether they should stay or go hide way up the river and go somewhere else for a while. All talk about staying and fighting was just that, talk. The settlers were few in numbers and had little guns and ammunition. After crying and begging and railing up, the British in Jamaica later sent a biggish ship called the Merlin with black soldiers of the West India regiment. But on 1st June 1797, some settlers attended a meeting to vote yea or nay. This is the record of the proceedings which were written by the clerk of the meeting, George Thompson and kept in our Archive; “After much conversation and several of the gentlemen having communicated their sentiments respecting the critical situation of this settlement and the best mode to be adopted for the general good. The chairman put the following question. Whether this meeting do consider it most for the interest of the community at large to carry on defensive operations for the keeping possession of the settlement or to determine upon a general evacuation through the medium of His Majesty’s Superintendent and captain Dundas as soon as the same can be carried into execution. Upon casting the names there appeared for the evacuation fifty one, against it sixty five. Majority against the general evacuation fourteen”. CONDOLENCES TO LORD RHABURN The mighty Lord Rhaburn, Belize’s most prolific and top level song writer as lost his beloved wife Rosey. Eulogy for Tio Jaime Antonio Keith, Sr. Delivered by: Abner Andre Perez
Robert Frost said it best “do not go gently into that night. Old age should burn and rave at close of day: Rage against the dying of the light?” What better words to recall the strong-willed man that Tio Jaime Keith was? A life lived to the fullest and a life lived up to the last breath. I stand here privileged to speak accolades of a true family man, an exceptional father, husband, grandfather, father-in-law, uncle and friend to many. Jaime Antonio Keith Sr. was born on October 3rd, 1944 in Chetumal, Quintana Roo to his beloved mother Hilaria”Hilita” Perdomo Keith. At the tender age of 10 years, he and his mom, Ms. Hilita, were brought to Belize City by uncle Tio Bushin Perdomo and Tia Epish and their family. His pet dog “Sandy” also came along. In Belize City, young Jaime Keith grew up alongside his cousins notably Carlos Perdomo, “Tio Chino”, as we know him affectionately, whom he was very close to and his almost “adopted” brother Polo Heredia. He attended Holy Redeemer Primary School. There he started learning English. This was difficult for Jaime. Tio Chino would constantly make fun of him by asking him to say “river” and the young tio Jaime would say “RIBER” and all would laugh at this strong Chetumal Spanish accent where he would roll the “R” when saying “river.” Another of those stories when tio Jaime was learning to speak English was when a lady stepped on his toes and he cried out in pain “you hurting the fingers of my feet.” Despite the many challenges of the English language, tio Jaime surprised everyone when he scored the highest country-wide for a scholarship being awarded to attend St John’s College. To Ms. Hilita, his mom, who was a Panama Boledo vendor and simply could not afford to send him to high school, this was a true blessing. Nonetheless, Tio Jaime excelled in high school. As fate would have it, in 1961 Hurricane Hattie took away the little that they had. Once again Tio Bushin was there to help them. He helped tio Jaime repair his bicycle which had been damaged by mud and salt water. Through these tribulations, tio Jaime never lost his fighting spirit. He worked for a brief period at Brodies and then
joined the Belize Public Service in 1964 when he started to work at the Agriculture Department in the southern part of the country. There he had his first relationship of which his son Duane Vasquez was born. On behalf of our family, we acknowledge and thank you and your family Duane for being here with us. After working in the south, Tio Jaime was transferred to the Orange Walk Agriculture Department where he met the love of his life, a vivacious 16-year-old secretary Seminola Elizabeth Madera our beloved Tia Semi. With his wife Seminola, Tio Jaime formed his family with 4 kids, Jaime Antonio, Jr., Hilita Yasmin, Vanessa Domitila and Carlos Antonio. Oh! How Tio Jaime loved all of his children. While excelling at his work as a survey technician with the Government of Belize, he was granted an amazing opportunity to travel away and study in Canada at the University of New Brunswick. With a heavy heart tio left his beloved family but promised that he would settle in first and return for them. And that he surely did! Six months later, Tia Semi went to Canada to visit Tio Jaime. Tia Semi came back with specific instructions, come back to live with the entire family and that meant including his beloved mother Ms Hilita Keith. Tio was not sure how they would survive but it was clear that he needed his family in Canada but being the family man that he was, the Keith Family all left for Canada. Being resourceful persons, they all survived on his minimal government salary, Tia Semi worked as a housekeeper to earn an additional income while abuelita Keith took care of the two kids Perdy and Yasmin. Even though things were tough, there was still room for one more as Vanessa the third child was born in Canada. Tio was such a good father, he would sometimes take his children with him to his class as Jaime and Yasmin fondly remember how mischievous they were and getting bored and distracted in class. But Tio kept pushing forward with his studies and his family. Upon completion of his degree as a Survey Engineer, Tio returned to Belize with his family. He continued working for the Government of Belize and very soon there was the 4th addition to the family came, Carlo Antonio. Now the family was complete. Tio Jaime was loved dearly by his children. To Perdy and Carlo he was “old
bwai” and to Yas and Van he was affectionately called “Papi” while to many of his family members and close friends he was “Papa Keith.” Jaime will always remember that when the eyebrows would raise and go cross way this meant serious business. Tio was always a cool person but it was smart not to cross him because it meant trouble. Those eyebrows would raise specifically when he heard the story that Perdy played “hookey” from school again. Perdy knew he was in hot water. It was like “Be Afraid, be very very afraid.” Perdy knew that playing hookey was serious trouble and that Tia Semi was clear as his fate was no longer in Tia Semi’s hands but in Tio Jaime’s Hands. Well, you know how that story went. Grounded for a grueling month and that meant no weekend parties. Damn how my primo hurt bad and felt it where it hurts the most. No weekend parties and staying home. Yasmin will always remember him being strict with his 2 girls but always soft at heart with them as well. He was a disciplinarian because he always wanted them to excel in school and bring home the good grades. Yas treasures the memory of receiving that $100US in the mail from her dad when things got tough when she graduated from Rockhurst University in Kansas and her parents couldn’t afford to attend. It was a symbolic gesture that meant so much to Yas. Papi was there for her even in the most difficult of times. Van recalls that while being treated for “petit gran mal epilepsy”, her beloved “Papi” as per doctor requirements would stay up with her 24 hours to make sure that the meds were working as required by the doctor to study her more in depth. She remembers Tio saying that many times they could not eat bacon because the medication to treat her condition was very expensive. No matter how expensive and how difficult, “Papi” was always there for Van. Carlo’s memories are a bit more joyful and filled with Dits meat pies and Bluebird ice-cream on Saturday mornings. His dad would take him to enjoy these delicacies every Saturday and then they would take the government F150 pickup to the Old Paslow Building and park it there for the weekend as was mandatory for government vehicles. In 2005, Tio lost the love of his life, Tia Semi. In spite of his pain, he remained strong for his children and his grandchildren. His grandchildren were the center of his life then. Mikey, Alexia, Alejandro, Omsi, Evy, Carlito and Camilia kept him very busy and distracted. He would always take them and pick them up from school. He would answer all questions from his grandkids. Alejandro the grandson cancer trooper survivor remembers him as the grandpa with all the answers. Alejandro claims that even the dumbest question he shot at papa Keith, he always had answers. Tio enjoyed many trips to Chetumal with the family. Those were his happiest moments. Tio’s health soon began to deteriorate and he could no longer go on those trips. In fact, he sensed that these trips were posing a challenge and knew that he was sort of burdening his grandkids.

He himself admitted and said, “nope it’s time for me to stay home and you guys go ahead.” How gracious and understanding he was. But yet in spite of his health condition, Tio never lost his sense of humor. Once while a death announcement was being passed on the television you know those obituaries “pre-deceased by his mother, his father, brothers and a long list of family members” tio once said “lawd, that poor man will have to bury himself.” His children and his yernos and nueras always enjoyed his good humor as well as his guidance. Mike and Omar will miss those exciting Saturday night boxing matches on the television and hearing him shout “ihgone..ih gone..ih gone” when a knock out was in the making. On those nights the house became rowdy and the neighbors were already accustomed to it as they knew it was Tio’s fight night. Kings Park corner 14th and D Streets was noisy on a Saturday night cause you were going to listen to the shouts with every round. For sure the neighbors knew when it was a fight night. Tio made them know. Daughters-inlaw Larisa Beristain, “su nuera Mexicana” will always remember him for his honesty, a straight shooter when speaking. Krystal his daughter-in-law, loved to share her special eggs and Chaya which Tio always loved and will always remember him for his great love especially for his grandchildren. Without a doubt these are testaments to Tio Jaime’s great love for his family. These testaments and the fact that every Sunday morning he would make breakfast for everyone. That was true love and everyone was very happy for this treat. I will always remember my Tio Jaime as an intelligent man, a true role model for me. Even though he enjoyed his Archie and Mad comics, he had a passion for reading Reader’s Digest, National Geographic, and Time Magazine as well. Merely a month ago, I had the privilege of engaging in a good discussion with Tio. As usual, he would ask me how my political work was coming along. But he did express to me his profound sadness that his grandson Alejandro was fighting the scourge of cancer. Tio said, “why can’t it be me instead of Ando. He is so young and has a life ahead of him. I am already old and I have lived my life.” As he became more worried for his beloved grandson, Tio Jaime’s health continued to deteriorate. It was a very trying time for the entire family but Tio kept trying to be as strong as he could be for the family. Tio Jaime passed away on Thursday, August 5th at 1:51pm, he had closure. He had heard the good news that his grandson was cancer free. Beloved “Old Bwai”…. “Papi” querido, took his last breath knowing that his grandson would be taking many more healthy and strong breaths. His heart was content and his earthly mission accomplished. “Go Gentle into the light, dear Tio!” You will forever be loved and remembered! Before the Belize people, busy with covid and with their daily work miss it, let me point something out. Land reform is here…or at least the so important beginning. We can hear the churning of the wheels that will lead to land equity. Such is the temperament of the Minister of lands or as the government will have it…natural resources. Just as our planBelize has it spelled out, every Belizean especially first time land owners should own a piece of the jewel and then have a house over it. I personally cannot wait for this initiative to be on its full roll. I have done the first step. I have applied or better I have put in my name. I come from a super PUP family and this is something that stopped me for 13 years from any access to land. If I had money then it would not be a problem but I belong to the maybe poor of Belize. Some would consider me middle class but even they are struggling. I expect to get a piece of land of Belize from my government because I deserve it not because I am PUP. All deserving Belizeans who are willing to own and work a piece of land should have access. So here we see a Land Clinic first in Stann Creek, Cayo and lately in San Pedro. The lines of people who attended to see Minister Hyde in San Pedro directly saved boat cost and all the trouble. The land clinic today made even the idea of applying for land accessible. The land clinic nevertheless was about regularizing ones possible any making wrongs right. I get that. It is an important beginning. It was clear to me that the first instance was to fix all those people that ought to own land that they already live on. I of course do not condone squatting but we need to deal with all the reality. I saw lots of smiles and people satisfied that they were heard during the two-day land clinic this beginning of August 2021. Even rabid UDP’s were seen on the line and tables bringing their case to our planBelize government. The PUP has put on hold many cases of abuse in the issuing of land in San Pedro, the minister has said so. So as we move forward. I will be patient yet impatient. My family and I want to live what I would like to call our own Belizean dream. The PUP changed this to living in a Belize that works…this mean living and working in a country where most everyone is employed and contributing to the development as our global challenges abound. ‘Unequivocal’ and ‘irreversible’: U.N. report sounds alarm on climate change By Denise Chow and Helena Skinner and Josh Lederman August 9, 2021 - Climate change is changing Earth in ways that are “unprecedented” in thousands of years — and in some cases, hundreds of thousands of years — according to a blistering report released Monday by the United Nations. The sobering assessment also found that some changes that are already playing out, such as warming oceans and rising sea levels, are “irreversible for centuries to millennia.” The report is the most comprehensive assessment from the U.N.’s Intergovernmental Panel on Climate Change (IPCC) since 2013, and provides the strongest case, yet, for human-caused global warming saying, it is “unequivocal that human influence has warmed the atmosphere, ocean and land.” The report also found that climate change is intensifying, occurring at an accelerated pace and is already affecting every region of the planet. “It has been clear for decades that the Earth’s climate is changing, and the role of human influence on the climate system is undisputed,” Valérie Masson-Delmotte, co-chair of the IPCC’s Working Group I, said in a statement. Ko Barrett, the IPCC’s vice- chair and a senior climate adviser at the National Oceanic and Atmospheric Administration, told NBC News that the report shows that no matter what humans do going forward, the future will be hotter than it is now. “It can be kind of demoralizing or depressing to think that there are so many things that are kind of irreversible for a long period of time,” Barrett said. “But the good news is that these irreversible changes can be slowed down with rapid, strong and sustained reductions in greenhouse gas emissions.” The IPCC, established in the late 1980s, consists of thousands of scientists across 195 member governments who pore over the most recent published and peer-reviewed research on global warming and compile the findings into a report on the current state of the climate. The assessment, which includes a look at the future risks and impacts of climate change, typically represents consensus within the scientific community. More than 230 authors contributed to the latest report. The assessment comes less than three months before world leaders are set to convene from Oct. 31 to Nov. 12 in Glasgow, Scotland, for the 2021 U.N. Climate Change Conference. Countries are expected to set forth ambitious targets to reduce emissions by 2030, and the IPCC’s findings will likely feature prominently in the discussions. John Kerry, former secretary of state and the U.S. special presidential envoy for climate, said in a statement that the report should compel leaders to take aggressive action to put the planet on a path toward net zero emissions by midcentury.

“What the world requires now is real action. All major economies must commit to aggressive climate action during this critical decade,” he said. “We can get to the low carbon economy we urgently need, but time is not on our side.” The report states that greenhouse gas emissions from human activities have caused global warming at a rate not seen in at least the past 2,000 years. It’s estimated that human-caused climate change is responsible for approximately 1.1 degrees Celsius of warming since 1850-1900, the earliest period with reliable measurements of global surface temperatures, the authors wrote. What’s more, the report found that global temperatures are expected to exceed 2 degrees Celsius of warming this century “unless deep reductions in [carbon dioxide] and other greenhouse gas emissions occur in the coming decades.” “This report is a reality check,” Masson-Delmotte said in the statement. “We now have a much clearer picture of the past, present and future climate, which is essential for understanding where we are headed, what can be done, and how we can prepare.” Climate scientists have warned that the increase in average global temperatures should be limited to under 2 degrees Celsius, or 3.6 degrees Fahrenheit, in order to avoid the most devastating effects of global warming. The 2-degree benchmark was set by climate negotiators in Copenhagen in 2009, but studies have increasingly found that the target may already be out of reach. The new IPCC assessment goes further than any of the group’s previous reports in linking human-caused climate change with increases in extreme weather events around the world. “It is virtually certain that hot extremes (including heat waves) have become more frequent and more intense across most land regions since the 1950s, while cold extremes (including cold waves) have become less frequent and less severe,” the authors wrote, adding that human-caused global warming is the “main driver” of those changes. Recent events, including widespread drought in the western U.S., heat waves across Europe and North America and devastating wildfires in Greece, Turkey and the U.S., have highlighted the consequences of a warming world. “The climate is behaving like an athlete on steroids,” said Erich Fischer, a climate scientist at ETH Zürich and one of the authors of the IPCC assessment. ORDER made by the Minister of Investment in exercise of the powers conferred upon him by Section 4 of the Fiscal Incentives Act, Chapter 54 of the Laws of Belize, Revised Edition 1980-1990-2000-2011, and all other powers thereunto him enabling. (Gazetted ... 2021) 1. This Order may be cited as the APPROVED ENTERPRISE (CAYE CHAPEL COMPANY LIMITED) ORDER 2021. 2. It is hereby declared that the principals of Caye Chapel Company Limited, located at Caye Chapel, Belize will develop a luxury destination resort marketed as the Four Seasons resort featuring a 100-room hotel including 33 overwater structures, condominiums, golf course, spa, fitness centre, redesign of the marina with 50 slips, airstrip, helipad, pool and other recreational facilities. Caye Chapel Company Limited (hereinafter called ‘the Company’) shall be an approved enterprise under the Fiscal Incentives Act. 3. In addition to the conditions imposed by the Act, the Company shall: (a) not practice whatsoever any discrimination on grounds of ethnic, religious or political identity; (b) observe all safety, social security, health and labour regulations; (c) pay fair wages to the workers and observe fair labour practices; (d) consult with the Belize Labour Exchange before employment of workers of other nationalities; employ only such workers of other nationalities as are in possession of valid work permits; (e) make provision for the training of Belizeans in all aspects of the operation and conduct of the Company including management; submit a plan for approval by the Ministry of Labour for such training in all the required skills; (f) satisfy the Ministry of Natural Resources and the Department of the Environment that all necessary measures are taken to control any pollution to the environment that may result from the operation of the company; (g) satisfy the Ministry responsible for Archaeology that all measures are taken to prevent the destruction of any ancient monument or antiquity located within the Company’s area of operation; (h) maintain separate books of accounts and records in respect of the Company; maintain such books of accounts and records in a manner which conforms with generally accepted accounting principles in Belize and appropriate to the business in which the Company operates; (i) conduct the business in a manner acceptable to the Belize Trade and Investment Development Service; (j) continuously employ at least one hundred four hundred fifteen (415) persons by 5th July, 2026; 4. Upon obtaining the written approval of the Executive Director, Belize Trade and Investment Development Service, the Company shall be permitted to import such quantity of such items free of customs duty and revenue replacement duty as shall have been proved unavailable from suitable local products or raw materials, and necessary for the establishment/ expansion and operation of the Company, and for the sole use thereof, but limited to: • Building Materials & Supplies (no wooden construction material) • Specialized Tools • Plant, Machinery & Equipment • Fixtures & Fittings • Office Equipment & Supplies • Agricultural Machinery & Supplies • Utility & Transport Vehicles • Marine Crafts 5. The date of production shall be July 6th, 2021 . 6. The date of commencement and the date of termination of the duty exemption period shall be 6th July, 2021 and 5th July, 2026 respectively. 7. The Company shall enjoy no tax holidays. 8. This Approved Enterprise Order may be revoked if any condition to which it is subject to is broken by the Company.
