• Cabinet received a comprehensive report from the Ministry of Finance regarding settlement discussions relating to the 2013 cancellation of an agreement for Belize International Services Ltd. (BISL) to manage the international ships and companies’ registries. Following a July 2020 Caribbean Court of Justice judgement, that government had act ed illegally in taking back the registries, BISL’s damages claim stood at some US$65 million at the start of the administration in November 2020.
• To realize the benefits of integration, Cabinet recommended that amendments are made to the Immigration Act and Caribbean Commu nity Free Movement of Skilled Persons Act to allow for free movement of agricultural workers and security guards and to amend the qualifi cation requirements for household domestics now domestic workers.

Anwar became not only the eyes and ears of the king but filthy rich. Broth er Dennis, Lois Young, daughter and niece were privy to the myriad of lucrative litiga tion contracts regarding lawsuits for fraud ulent actions of the Barrow Government. Net Vasquez, the one of nylon secret fame, God rest his soul, was made chief, head and bottle-washer to launder the red-hydra dirty little secrets. These UDPs carrion crows feasted at the expense of the Belizean Contrarily,taxpayers.thePeople’s United Party (PUP) Government led by Prime Minister and Minister of Finance and Economic Development, John Briceño, have aggres sively negotiated to lessen the legacy of UDP debts on the Belizean taxpayers. Similar to the reductions brought on by the Blue Bond, they have successfully negoti ated with Belize International Services Ltd. (BISL) for a deep discounted settlement for damages resulting from the breach of the 1993 agreement in 2013 by the Dean Barrow administration. In 1993, the BISL entered into an agreement with the Government of Belize to assist in the development and manage ment of two statutory bodies, the Interna tional Merchant Marine Registry of Belize (IMMARBE) and the International Busi ness Companies Registry of Belize (IBCR). An innovative venture with the underlying objective to diversify the Belizean econo my. The agreement was extended in 2003 and further extended in 2005. The Govern ment of Belize (GOB) and BISL agreed to extend the contract to 2020. In 2013, the UDP administration, in what was considered another hostile take over, took over control of IMMARBE and IBCR citing the 2005 extension as illegal and, therefore, invalid. BISL sued the gov ernment for breach of contract and sought award for damages. In 2020, judgement to BISL's claim was rendered. The Court admonished the UDP for its “commercial coupe d’ etat.” Another Justice used the maxim “ex turpi cause” which in Kruffy term means “nuh tek yuh wrong mek right.” The Justices of the CCJ found that the UDP Government abused its execu tive power. Additionally, the Dean Barrow administration acted in a constitutionally immoral manner disregarding the mini mum rule of law standards. As proffered in the judgment the rogue actions of the UDP relating to “the commercial sphere has resulted in the erosion of trust and
• A report was presented to Cabinet on the recent tropical wave that passed over Belize between 17th and 18th August and caused sig nificant flooding which resulted in damage to the country’s national highways and primary feeder roads, causing damages in the millions of dollars. Cabinet discussed and gave support for supplemental ap propriations of BZ$12 million to be presented to the House of Repre sentatives to cover the cost of these emergency repairs.
• Cabinet was provided with an update on the status of vaccinations. Currently, there are more than 210,950 vaccines on hand. As of 16th August 2022, 228,187 persons or 53.04 percent had received at least one dose of the vaccine and 219,116 or 50.9 percent have been fully vaccinated. Of the population ages 12 to 17 years, 26,726 have received two doses of the vaccines. Of the population ages 5 to 11 years, 6,353 have received two doses of the vaccines. According to the report seen by the Be lize Times, the 29.317 acres of land in the area has been demarcated by the BDF as a danger area for live firing and demolition.Thearea reportedly has munitions and unexploded ordinance. Despite these inherent dangers the past UDP government purportedly sold more than 3/4 of the area to the Penner group.No public announcement! • Cabinet supported the recommendation from the Attorney General’s Ministry to introduce amendments to the Non-Governmental Organi zations Act to allow for the appointment of a Registrar and to provide for the appointment of a Deputy Registrar to be appointed under the Belize Companies Act to be the Deputy Registrar of Non-Govern mental Organizations and to provide for the delegation of powers and functions of the Registrar and Deputy Registrar. In addition, Cabinet recommended amendments to the Patents Act to provide that the Registrar of the Belize Intellectual Property Office (BELIPO) be a sitting Registrar at BELIPO.
Superbond: The clueless UDP paid $700million in interest but grew the principal as they capitalized debt.The latest fix the now government negotiated was a “Settlement Agreement with BISL, which caps dam ages at the equivalent of US$38.25 million. Previously, BISL had sought compensation in excess of US$70 million.” The savings of US$31.75 million is only dwarfed by the $500 million saved with our internationally awarded Blue Bond.
The contrast between a UDP that self-destructed to about 5 members and some fifty paid ‘protestors’ with a PUP government with a super mandate after four or arguably five election wins is one that history will qualify. The remains of the United Democratic Party and an uncut beefy journalist can now only sputter child-like fake accusations of corruption. The Government of Belize 2020 to the present is guided every day literally by the people. Its forward temperament will not let up. Belize will work for its people and the people will all win.
Let us look at a few: Barrow Family Legal Fees: Without entering complexities, the Barrow family has been estimated to have ac crued 30 million in legal fees for a myriad of cases here, there and everywhere. Barrows lived for the next legal battle as much as rapper Barrow lives to fly off to the United States in a fake reality.
Corruption within the United Democratic Party is first nature. As they wound up their last of their three terms of maladministration, their feet pressed to the floor the corruption accelerator. This included compensation for land, quickie land titles, new contracts and contract extensions which spitefully extended into a new admin istration, roads to nowhere galore, ghost workers everywhere, and infrastructure is done on the cheap and/ or overpriced as climate resilient. The latter was the substitute for Petrocaribe. Campaign dollars had to flow, and Imer Hernandez was the contractor of choice. The people reacted and the castigation was sent—Village Council elections 2019(110-70 approximately), General Elections 2020(26-5), Municipal Elections 2021(64-3 mauling), and Village Council elections 2022(146-23 trouncing). The UDP as a mass party had ceased to exist. The multidimensional PlanBelize grew strong roots.

In 2020, the planBelize government led by Prime Minister John Briceño tweaked the vision of George Price and began to serve the people virtually, face-to-face, and, by any manner possible, in order to stave off the UDP-induced devaluation bogey. The team of 26 representatives, 6 senators, and formed Cabinet began their quest to defeat Covid-19 and what has been called UDP-13. Scandals popped up each time the new government accessed a document, reviewed a contract and audited any UDP-government carry-over process.
BTL: The UDP ‘settled’ with Michael Ashcroft in a Miami hotel room for a complex of 560 million dollars. Where this money was siphoned, was directly from the backs of the hard workers of the jewel. Was BTL the real hotbed of corruption? The UDP lands department is not even discussed here. The Belize City Center for $33 million and the Eleanor Hall Building which the MIDH unveiled for an in glorious $26M contract or even more millions could all have been done for less with more value for the same money.Haulover Bridge: The UDP was contemplating building for $59M. The Ministry of Infrastructure Devel opment and Housing (MIDH) negotiated the contract for the bridge for thirty million. The MIDH yielded similar savings on the Caracol Road and the Coastal Road. Similar economic damage can be seen all over Belize.UDP’s

Los restos del Partido Unido Demócrata y un periodista fornido no pueden ahora más que escupir falsas acusaciones de corrupción. At the inception of the idea and the launch naysayers and backbiters indicted the event to fail. The defunct music ambassador, the nonsensical intellectual, Shyne Jamal Levi Loo21 Barrow questioned the investment and calling it a waste of the people’s money.

Julius Espat House of Representatives August 24, 2022 Presentation Rationale for $12 Million following Au gust 17-18 Tropical Wave Good morning, Mr. Speaker, I thank you for giving me the opportunity to report to this honorable house and to the nation on the flooding and damage to roads and private properties in the central and northern districts caused by the Tropical Wave which passed over our country between Au gust 17 - 18. It is estimated that as much as 7 inches of rainfall was experienced during the time it took the weather disturbance to pass. This caused two major culverts on the Philip Goldson Highway to be washed out, and several others compromised, creating a hazard to motorists and road users. There were reports of as much as 18 inches of wa ter crossing the Philip Goldson Highway at various locations that have never historically flooded as well as reports of feeder and farm roads across the country being impassable after the rains subsided. Entire villages in the North were under water and thus prevented many residents from continuing with their daily activities. The lack of adequate drains and culverts is a main contributor to the prob lem of flooding. Perhaps these are possible signs that the effects of climate change will be a greater challenge for us going forward. The MIDH District Road Maintenance Units were quick to respond to notifications of flooding and damage to restore public access, protect infrastructure and alleviate impacts to those affected. The teams con ducted their inspections and made recom mendations. Lessons were learned, many more improvements can be all made in the Ministry's capacity to quickly react in times

In particular, the requested funding for these emergency works will primarily be used for: Belize District - $6.75 Million, Orange Walk District - $4.0 Million, Corozal District - $1.25 Million. My government, with PlanBelize as its game plan, has made it a key priority to promote and encourage a culture of entrepreneurship in Belize. The National MSME Roadshow, which officially kicks off this Wednesday in the Corozal District, is one of the efforts we are undertaking to ensure that businesses succeed encouraging diversity and innovation, with the inclusion of technology, making them more competitive. The objective of the Roadshow is to ensure that we reach every small business owner across the country, especially women and youths providing the technical and financial skills that they need to grow. We recognize that Belize’s prosperity depends on innovative ideas and innovative business concepts that enterprising women, like yourselves, require in generating jobs and contributing, even more, to economic growth. Today, I acknowledge and congratulate BELTRAIDE for successfully establishing this program that has now seen its 3rd Cohort. I must also greatly commend the Embassy of China (Taiwan) for their commitment to the people of Belize. Your contribution to pro grams, like these, is vital to continue our important work. Setting on the journey of entrepreneurship, together we have, for years, work ing towards a common goal to support and assist entrepreneurs especially women to gain the knowledge and business acumen to amplify their success. I also give special congratulations to women from across the country who have been a part of the FEP, since 2018. It is important that we pause to reflect on the contributions of women to the development of our country and their resilience. Not only through the most recent pandemic, but also through the challenges that some times marginalized and created bottlenecks to their participation in economic activities that would provide even greater growth and sustainability for them. If I were to highlight one major challenge, it would be access to finance, where they still needed someone as a guarantor or some kind of collateral when applying for a loan or were basically just denied access.
We know that we need a sustainable future for all MSMEs in Belize, but we must acknowledge that in order to realize that we must prioritize women who are often the most forgotten demographic in development. They have also been more deeply affected socially and economically by the hardships unleashed by the COVID-19 pandemic and many struggled to keep their businesses afloat and retain employees with whom they usually share closer relationships. In many households, we find that women were often the muscle and at the forefront of the battle against the pandemic and the economic survival of the family. I must also commend the nurses, and yes there are a few male nurses, of our country whose strength and commitment were integral in our fight and ensured that we had fewer of our citizens dying from COVID-19, despite having to risk their lives and the lives of their families to save others.
I close by offering my most heartfelt congratulations to the ten successful women who have qualified to access resources from the Angel Fund. May you continue to inspire, succeed, and be empowered for work, self, and country. you!

Too long has the selection and execution of road infrastructure development projects been shortsighted targets for quick political gains, by focusing on the highly visible pavement surface while omitting the utterly critical and important component of drainage which improves the foundation and performance of infrastructure and is key in ensuring its intended design life. It is a sad reality that we have inherited in the ministry thousands of miles of roads in total disrepair and neglect. In the past 13 years of the past administration, little or no attention was given to the rural gravel and earth roads. The ministry of Infrastructure Development and housing is responsible to main tain approximately 3000 miles of roads, of which approx. 530 miles are paved, 2200 miles are gravel, and 270 miles are Earth roads. In addition to this, approximately 6000 miles of drains along with thousands of culverts are also needed to be moni tored and maintained. Finally, we have hundreds of bridges that we are constantly monitoring. Presently, the ministry is working on the following proj ects to address the infrastructure issues we face as a nation: Haulover bridge replacement, Revetment project on the GPH, Philip Goldson highway and Remate bypass upgrading project, Poverty alleviation project in Belize City, Resurfacing and drain age works from the airport junction to Biscayne, Coastal High way, Corozal to Sarteneja. The ministry is also assisting all the municipalities with technical expertise, materials and equipment, even though the work of the municipalities does not fall under our jurisdiction. At the end of the day though, we are one family. It is impossible to solve all the infrastructure concerns that the country has in a little over 18months that this administra
The MIDH has established seven Road Maintenance Units, one at the Ministry's Headquarters in Belmopan, one in Santa Ele na and one in each of the other five districts; however, not all units have the required plant and equipment for road maintenance. While efforts were made when this new administra tion entered office in boosting the Ministry's fleet, not one district currently has a full com plement of vehicles, plant and equipment to fully meet maintenance obligations within its jurisdiction.Ladies and gentlemen, we must safe guard one of our country's primary assets, its road network. The supplementary budget of BZD 12M being requested will not only ad dress the repairs to damages caused by the past Tropical Wave but will also contribute to enhancing the capacity of the MIDH to not only respond to emergency situations, but to fulfil our regular maintenance. We must pri oritize maintaining our roads, and by exten sion our Belizean people, safe and accessible while reducing future vulnerabilities. In closing Mr. Speaker, I would like to ask all Belizeans to please understand that we have a responsibility to work for all and every single Belizean has a right to proper in frastructure to carry on with their daily lives. Let's look out for each other, Lets maintain our highways clean, lets drive safely, and please do not drink and drive. RRB is a six-year programme (2018- 2024) and its development goal is to minimize the impact of climatic and economic events on smallholder farmers while supporting sus tainable market access for their produce.
The Programme Management Unit (PMU) of the RRB, acting through the Min istry of Finance, Economic Development and Investment (Lead Programme Agency) and working closely with the Ministry of Agriculture, Food Security and Enterprise, has overall responsibility for programme im plementation. Under Component 1, is the administration and implementation of the Programme’s Matching Grant Fund (MGF), the main objective of which is to support the achievement of the Programme’s ob jectives by co-financing investments that would improve, in volume and quality, smallholder farmer agricultural production and safeguard food security in the context of existing and projected climate change effects. Under component 2, there is a possibility for the upgrade of rural road to benefit beneficiaries of the project and the community as a whole.
For any activity to be implemented in areas where indigenous peoples are pres ent such as San Jose Village in the Toledo District, the RRB Programme had to im plement the legally required process of the Free, Prior and Informed Consent (FPIC) - a process that is a relatively new practice in Belize. The RRB Programme’s FPIC pro cess road map was developed drawing on IFAD, and GCF requirements, international instruments such as UNDRIP, the Caribbe an Court of Justice Ruling of 2015 and the Maya of Southern Belize FPI Consultation Protocol.Consultation with San Jose Toledo Vil lagers and its leaders commenced in Janu ary of 2022 with the following goals: (i) to adequately inform the community about the project, its risks and benefits; (ii) to negotiate the content of the programme and implementation mecha nisms; and (iii) to bring the community to a point where they can decide whether to give consent.The process provided the elements for an Indigenous Peoples Plan (IPP) and FPIC agreement to be developed with the com munity.On Sunday, August 21, 2022, in San Jose Village, Toledo District, the eligible vil lagers present gave their written “YES” consent to the Indigenous Peoples Plan (IPP) and Free, Prior and Informed Consent (FPIC) Agreement. This output of the con sultation process is not a simple yes or no, but an agreement and plan that specifies the way forward including how the project will be implemented, benefits shared, how conflict may be resolved (grievance mech anism) and how additional consent, if that were necessary, will be obtained.
The signing of the Consent Agree ment was witnessed by representatives of the Ministry of Rural Transformation, Local Government and Labour; the Ministry of Economic Development; the Indigenous Peoples’ Affairs, Toledo Alcaldes Association, leaders and villagers of San Jose Village. Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations re ceived a donation of 4,500 gallons of paint from Global Paint for Charity Inc. The donation was secured by the Min istry of Tourism and Diaspora Relations, along with Mrs. Sandhya Murphy, Am bassador for Diaspora Relations, in col laboration with Ignite Belize. Present at the handing-over was Ms. Erica Antoinette Castillo Slaton of Ignite Belize. Ms. Slaton, an active member of the Belizean Diaspora, has created a project entitled, “Painting A Brighter Future for Our Children” which pledges to paint schools, gov ernment buildings, and homes. The goal of the project is to uplift communities and stimulate innovation through color. The paint was officially handed over by Mr. Ronny Delgarde, CEO of Global Paint for Charity Inc. The US-based organization is a part sponsor and collects and recycles left over paint from local residences, buildings, and businesses. The paint is then donated to community-based projects around the world. Also in attendance were His Worship Robert Mariano, Mayor of Dangriga, Mrs. Nicole Solano, CEO of the Ministry of Tour ism and Diaspora Relations, Mr. Evan Tillett, Director of Tourism, and invited guests. The paint will be distributed to various locations by the Ministry of Tourism and Diaspora Re lations.

August 19th, 2022 - The E-Gover nance and Digitalization Unit, under the Ministry of Public Utilities, En ergy, Logistics, and E-Governance, established and convened the first meeting of the Digital Inclusion Team, a multi-stakeholder committee established to guide, coordinate, and champion strategic planning activ ities to foster digital equity through the National Digital Inclusion Pro gram.In October 2021, Cabinet formal ly approved Belize’s National Digital Agenda 2022-2025, which highlight ed the need to address urgent chal lenges to strengthen an enabling environment, particularly low digital skills, access, and infrastructure.

The National Digital Agenda has three focus areas: capacity, con nectivity, and technology. Activities under these focus areas include (i) establishing digital connect cen tres across rural communities; (ii) conducting digital skills and literacy training for youths, women, and the elderly; and (iii) conducting a national digital divide study. The initial phases of this initiative are being funded through Taiwan’s International Coop eration and Development Fund (ICDF) and the United Nations Development Programme (UNDP) in collaboration with the Government of Belize.

From August 15 to 18, 2022, two officers from the Ministry of Agriculture, Food Security and Enterprise (MAFSE) participated in a technical exchange visit in El Salvador. While in El Salvador they visited the Centro Nacional de Tec nología Agropecuaria y Forestal (CEN TA) and fruit tree producers to gather information on research and technology transfer in non-traditional fruit crops such as dragon fruit, soursop, coconut, pine apple and avocado. This exchange was coordinated by the Belize and El Salvador delegations of the Inter-American Institute for Co operation on Agriculture (IICA) and was funded through the ongoing technical cooperation titled Regional Collabora tion, Capacity Building and Development of Germplasm Management for Nontra ditional Fruit Tree in Belize. This techni cal cooperation project aims to provide direct support to MAFSE to develop a germplasm collection for non-traditional fruit trees including pitahaya, coconut, passion fruit, avocado and soursop, as well as to con tribute necessary resources to conduct research and devel opment, coordinate technical capacity building, and facilitate field exchanges between part ner institutions and industry stakeholders (public and pri vate) for the advancement of the non-traditional fruit tree in dustry in Belize. The delegation was accompanied by a fruit tree producer and a rep resentative of the Be lize Agricultural Health Authority responsible for the regulation of im ports of plant material as a main objective of the technical visit was to identify quality germ plasm for introduction.
24th August 2022: The Food and Agriculture Organi zation of the United Nations (FAO) for Jamaica, the Bahamas and Belize, in collaboration with the Ministry of Ag riculture Food Security and Enterprise hosted today a half day Training Work shop on “Project Beneficiary Selection using GIS based Feasibility Analysis. The aim of the workshop was to build the capacity of the Extension Service Unit of the Ministry of Agriculture and stakeholders to use GIS based food security and general statistical data analysis to determine a projects feasi bility and targeted interventions. The workshop is an activity under the project of FAO’s Technical Coop eration Programme entitled Technical assistance for inclusive, sustainable and resilient food systems in selected rural and peri urban Territories of Cayo District, Belize, as a response to the COVID-19 (TCP/BZ/3801).

The Inter-American Institute for Cooperation on Agriculture (IICA) in collaboration with the Ministry of Agri culture, Food Security and Enterprise, BAHA and other key stakeholders part nered for the implementation of this project.The Poultry Health Regulations, to be enacted into law by Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security, and Enterprise, is a key element in good governance in the veterinary domain of BAHA. This vet erinary instrument complies with the relevant requirements of international instruments related to the veterinary domain and adds a functional, trans parent structure to the regulation of the poultry industry, particularly, in the control of poultry diseases. In the drafting of this revised leg islation, which repeals the outdated Poultry Disease Regulations, BAHA pursued a consultative process involv ing BAHA as the Competent Authori ty, a legal expert and poultry industry stakeholders, to ensure that the re sulting legislation is scientifically, tech nically and legally sound. The World Trade Organization was also notified of this draft legislation in compliance with the Agreement on the Application of Sanitary and Phytosanitary Measures. The consultative process helped to strengthen relationships with stake holders and this should greatly facili tate implementation. BAHA continues to build the in-house structure required and plans to provide educational work shops with stakeholders to help in im plementation.ThePoultry Health Regulations pro vide a basis for BAHA to manage poul try diseases of importance to Belize. Among other measures, it provides for: Traceability through registration of commercial poultry establishments; The listing and mandatory re porting of diseases of importance to the country;Surveillance of poultry diseas es; Biosecurity particularly during a poultry disease emergency; and Disease prevention and con trol, including emergency response plans and Copiesfinancing.ofthePoultry Health Regu lations, once gazetted, would be made available to stakeholders during the educational workshops. As a future micro-entrepreneur, I was sure to tune in to BELTRAIDE’s Facebook page to catch the official launch of the MSME Policy and Strategy and the National MSME Roadshow. There, I learned about several initiatives that are being rolled out to help MSMEs be as successful as they can be. The first thing that stood out was the mention that there is ready handholding help for entrepreneurs like me to get their business up and running. I have participated in a few sessions led by the Small Business Development Centre (SBDCBelize) and found them highly effective. These provided useful intros that have tempted me to dive deeper. While affordable, I was always conscious of the need to balance my other expenses and so I have hesitated. With the clarification that SBDC is always available to provide free guidance and sup port, however, I feel inspired to get back on it.
• Registering with the Belize Tourism Board, if applicable “Registration made easy” is the thing I like the most about these digitalization efforts. Another benefit of digitalization is the possibility of paying the respective agencies virtually from the comfort and safety of my home or business space, saving me time, effort and expense.

August 5, 2022, which was the day I heard that the Cabinet had approved the National Micro, Small and Medium-sized Enterprise (MSME) Policy and Strategy for 2022 – 2025, was indeed an exciting one for me. It’s no wonder that I had a hard time falling asleep, and when I did, I even dreamt once again of being at my successful business. You see, I have always wanted to own an online gift store because I’m con stantly amazed by Belizean creativity and the many artisans out there making quality handicraft products who I would love to help by selling their goods for them and there by promote my country’s unique culture to the world. So far, however, my successful business has just been a dream. I tried to set up the store a couple times before but I either did not have enough start-up money, or I had not planned on what to do when I got sick, nor figured out what to do with my two young children when I needed to travel out-district, so the idea is still a dream for me. I suppose recognizing these limitations made me even more intrigued that the government seems to be taking a serious interest in the needs of small businesses like the one I hope to someday grow.

Incidentally, contrary to popular belief, registering for a Tax Identification Number (TIN) does not mean that you automatically begin to pay tax or collect GST. That only applies once you move above a certain threshold of sales. In fact, one of the huge ben efits of registering your business for tax now, is that you will be able to operate as an MSME without having to pay business tax for up to four years!! Additionally, once you have a TIN, you could be eligible for import duty exemptions on packaging materials. Belize City, August 20, 2022 The Orientation for the 2022 Tai wan MOFA and Taiwan ICDF Schol arship Recipients was co-hosted by the Embassy of the Republic of Chi na (Taiwan) and Belize Taiwan Alumni Society (BTAS) on August 20, 2022 at Belize Best Western Biltmore Plaza. H.E. Ambassador David Kuan-Chou Chien officially congratulated the 52 aspiring young Belizean awardees with best wishes before they depart for their upcoming trip to Taiwan by the end of August. Invited VIP guest speakers in cluded H.E. Dame Froyla Tzalam, Governor-General of Belize, H.E. Rossana Briceño, Special Envoy for the Development of Families and Children, and Hon. Francis Fonseca, Minister of Education, all of whom emphasized the critical role of educa tion in Belize’s national development and thanked the Government of the Republic of China (Taiwan) for con tinuing to provide young Belizeans with scholarship opportunities, as a testimony to the stronger-than-ever Taiwan-Belize friendship, along with Senator Bishop Moses Benguche leading the prayer for the event. They also shared the view that the 52 scholarship recipients will become ambassadors-at-large of Belize while in Taiwan, and should return to Belize once completing their studies to con tribute to the national development of Belize with their specialized exper tise. Distinguished alumni Dr. Gilroy Middleton, CEO in the Ministry of Im migration, and Dr. Kenrick Williams, CEO in the Ministry of Sustainable Development, shared their person al unforgettable experiences when studied in Taiwan. Other programs included a video clip made by Belizean students cur rently in Taiwan, with a pre-recorded welcome message from H.E. Dr. Can dice Pitts, Ambassador of Belize to Taiwan, and 2022 Taiwan Scholarship recipient representative Ms. Siyah Ayin Swasey, sharing her aspirations for studying in Taiwan and returning as the positive driving force for Belize. This year marks the record-high number of Belizean scholarship re cipients since the Government of the Republic of China (Taiwan) began of fering scholarships in 2002. Among the 52 scholarship recipients, 38 are TaiwanICDF Scholarship awardees, and 14 are MOFA Taiwan Scholarship awardees. The majority of MOFA Tai wan Scholarship recipients will study Mandarin Chinese in a language Cen ter before their degree program. Pop ular study fields for the recipients are tropical agriculture, public health, me chanical engineering, and computer science and information technology. Both Scholarship programs cov er not only tuition fees, but also a round trip economy class flight tick et, accommodations, credit fees, insurance, textbook costs, and monthly allowance. To prepare the scholarship recipients for a smooth transition to their new lives in Tai wan, a free Mandarin introductory course for 1 week was offered by Mr. Edward Yang, Mandarin Lecturer from TaiwanICDF Technical Mission in Belize. To date, more than five hundred Belizeans have been of fered the scholarships to study in Tai wan. Graduates return to Belize and contribute to their country by serv ing in government and public institu tions such as hospitals and schools, as well as in private sectors. In his remarks, H.E. Ambassador Chien stressed that as a trustworthy and faithful ally of Belize, the Embas sy of Taiwan will continue to work with the Government of Belize to further strengthen the bilateral part nership between Belize and Taiwan and advance the benefits of Belizean people.

The Commission by law is to comprise nominees from the social sectors and a variety of organisations. The Commission’s sole terms of reference is to review the existing Constitution of the nation and report their findings to the Prime Minister, who is to table such a report in the National Assembly within the short period of sixty days. The Commission is therefore going to need the nation’s intellectuals and thinkers and hopefully guidance from the handful of interested attorneys with knowledge of constitutional law.
During the 2nd World War (1939-1945), Germany had invaded France, among most of the countries of Europe. Germany occupied France for four years. But on 25th August, 1944, the French resistance was able to chase Nazi Germany out of their country. Adolf Hitler had given instructions to his general in France to blow-up Paris, the French capital. The general disobeyed.

But they are the opening sentence from the novel. “A Tale of Two Cities” written by the great English writer, Charles Dickens. Dickens is credited with writing the phrase – “the law is an ass…” If you can’t find time to read good books like ninety odd percent of our people, try finding one of the British versions of the movie. No movie can compensate for reading a book, but most people are not readers.
REBEL Elected City Councillor of Belize City has been in and out of the news. Some of it negative and some of it, party political. Some of the negatives created by Micah Goodin himself. After all, he is young, energetic, outspo ken and Recently,rebellious.hejumped in his vehicle after cooling down an explosive argu ment between some youths, as his vehicle sped off, the other side fired a few shots. Someone in the back seat of Micah’s vehicle, returned a shot or fired in the air or something like that. Police later arrested the shooters and requested a statement from Mi cah. Needless to say, the opposition had a lot to say. At the time, the situa tion sounded sad, and bad. Micah stepped down as Deputy Mayor and two or three weeks after he asked for leave as an elected City Councillor, or something like that. His saga took a big upturn when he received acceptance from no other than the prestigious Law Faculty of the University of the West Indies. Just how lucky can this guy be?
“A poor, young man with a record of struggle and achievement and he is, I will say, a black Belizean who has shown his quality and ability. I support Micah all the way.” A poor, black young man! Did the former white UDP Prime Minister ever use words like those? Or, did anything meaningful for the masses of black Belizeans struggling in his constituency and elsewhere on the southside of Belize City and Dangriga?
As a dude from a poor upbringing and no silver spoon, not even a wooden one, he asked the City Council to consider assisting him with a stipend while on study leave. The UDP haters went ballistic. The media asked the Prime Minister if Micah should get some financial help. In a blast that will last, the Prime Minister answered straight from his heart. Check this, he called out the haters who would wish to prevent Micah from making use of his opportunity to study law. The P.M. was clear that he supported Micah, a poor, black young man from Majestic Alley in Belize City.

“Is Paris burning?” is a 300-page paperback of the drama and history surrounding these matters. The question was from an annoyed Hitler who couldn’t get a straight answer on the phone from his general. In February 1983, we purchased the book, second hand, for $1.25 cents. Written by Larry Collins and Dominique Lapierre, it was quite a read.
The UDP had a very small protest on Tuesday morning. It is one of the smallest political demonstrations in the history of party politics. Less than two hundred persons took part. A number of them appeared to be rent-a-marcher. The pelinky protest is sad. Sad in every respect. It showed poor thinking. Lack of planning. And no kind of strategy. The UDP did themselves a big disservice. They wanted to send a message. Well, they sent a message alright. That as an Opposition they are in bad shape. And they are deeply divided. The huge disrespect shown to their former Leader and elected representative, Patrick Faber, is hurting them. Their almost Leader, and elected representative, Tracy “three votes” Pan ton, is a force to be reckoned with. But she is also being disrespected. Lead ership is about respect, not disrespect. If the new Leader of the Opposition cannot show genuine respect for Pat rick and Tracy, how will he show honest respect to the people of the country. The UDP is a mass party. It has thousands of supporters. They stayed away from the jokey demonstration on Tuesday. They had stayed away from the Village Council elections a few months ago. They stayed away from the City and Town Councils election over a year ago. And of course, in November 2020 general elections, they sent a strong message to the corrupt and worth less party that the UDP had become. After almost two years in opposition, they, or what’s left of them, are unable to offer the people and country sound solutions to the many problems bedevilling us. And a lot of our problems found their genesis under the UDP. When the PUP leaders glanced at the pathetic “protest” on Tuesday morning, it confirmed a general feeling widespread in the country, the UDP is in a mess.
In British and French history there was a bitter war called the Battle of Waterloo in which the British were successful in defeating the great Napoleon and his French army in 1815. It is intriguing that the economic general of Belize, a.k.a. Michael Ashcroft has named his latest multi-million-dollar investment in Belize after a historic battle in which the British triumphed over one of the greatest military gener als. Waterloo is the proposal to upgrade the Belize City sea port and combine it with a modern cruise ship terminal for tourists. This project requires a huge amount of dredging thousands upon thousands of material from the ocean floor.Where to dump this quantum of silt and sand is the rub. Waterloo original ly proposed to just dump the stuff further out at sea. Sounds crazy, but that was their considered proposal, no doubt dutifully supported by experts. No amount of experts could sell such a scheme to Be lizeans, much less our environmentalists. The project stalled. Waterloo is back. This time with the support of the new Leader of the Opposition along with the variation of the original theme. They propose to dump some stuff on land, dump some on the sea shore and dump some out at sea. Yes, that’s our Waterloounderstanding.isahigh watermark in the military annals of the former British empire.Waterloo, the business company, is heading for a show down if not a se rious conflict with nature lovers in Belize. The odds are in favour of Waterloo. Ya Ya will need serious back-up.

BELIZE HAS GOLD Belize has gold. Lots of it. But Belizeans don’t know it. Some weeks ago, one of our newspapers carried a notice that a com pany was applying for permission to “pan” for gold. Shucks! Time doesn’t permit our searching for the ad. Anyhow, we want to inform Belizeans including our brothers and sisters living in the so-called diaspora, that there is gold in our country. Lots of it. Why can’t we have a national company and hire prospectors. Or whatever ideas we can stitch together to share the wealth of our land with the people of ourOneland.ofthe most knowledgeable persons who have been there and done that is Francis Gregg. He knows where some of the gold can be obtained. He had a license for the land and Esquivel/Barrow cancelled his permit and gave it to foreigners. There is gold in the bountiful Chiquibul reserve. Did you know that one little ounce of gold on the open world market sells for U.S. $1,739.00? Good Lord, many of us are rich and don’t know it.

OnEinsteinTuesday August 9th, 2022, the Hon. Rodwell Ferguson Minster of Youth, Sports, and Transport, my self Minister of State in the Ministry, and Mr Kevin Cadle Director Depart ment of Youth Services (DYS) along with other senior staff from the Min istry visited several facilities in the western part of the country that are under the Ministry of Youth, Sports, and TheTransport.firststop was the 4H Train ing Center at the Show Grounds in Belmopan. At the Center both Min isters, Director Cadle, and members of the staff discussed the achieve ments and challenges of the facility as well as future plans to make the training facility of greater service to the country. On a tour of the 4H compound the group visited the veg etable area, the piggery, the chick en coup for layers and broilers, the site for the rearing of goats, and the mini-slaughter house. The next stop was at Wyam Christian Training Center where our two dozen young women were be ing thought about self-confidence, self-esteem, ambition, suitable attire, verbal communication, eti quette, and being good role models at home, at places of employment, and in the wider society. From Wyam the delegation travelled to the San Ignacio and Santa Elena Town Hall. The twin towns have a beautiful town hall building in San Ignacio. Almost all visitors agree that the structure is a beauty with the latest amenities.
It was an honour to have a meet ing with the Mayor and three of the five PUP Councillors of the twin towns. Members of the Council were all congratulated for going the extra mile to work together for the benefit of the residents of San Ignacio and Santa Elena Town. A healthy discussion was then held with the aim of reaching an agreement with the Council on how best to co-manage the sporting fa cilities in the municipality that are under the Ministry of Youth, Sports, and Transport for the benefit of all the stakeholders.InSanIgnacio, we also visited the Department of Youth Services. There, a dedicated employee is holding the fort in making the office user-friendly to students and others who need a place to access the internet, do as signments, or participate in a training program…Big respect to the brother. From San Ignacio, the delega tion travelled to Benque Viejo Town. It was a pleasure to see the commit ment of a group of youths to their education at both the primary school and high school levels. The students made sure they were in attendance for the summer class being offered by the Department of Youth Services despite constant heavy rain through out the day. The visit to the Benque Viejo Town Board was also filled with other unforgettable moments. As visitors we were given the best of treatment including souvenirs. As a result of co operation between the Council under Mayor Jorge Rosales and the Depart ment of Youth Services, the Council has allowed the DYS to use a part of its ground floor for its office until a suitable location is found. It moved us when one of the teachers for the training program with the Department of Youth Services said that she prefers to worker with marginalized students, because they need the most assistance in getting the best possible education. Massive respect is due to the Department of Youth Services and the Benque Viejo Town Council for working together to serve the community. One of the happiest moments at Benque Viejo Town Council was when I met Councillor Edgar Cocom. As a primary school teacher in Belize City about forty years ago, I taught Mr. Cocom at St Martin’s Primary School. It was a pleasure to see how another of my past students is contributing to the development of his community and the country as an elected official. When I was teaching Mr. Cocom I did not foresee that the smart but quiet student would become an elected of ficial for local government. Similarly, at the time, Mr. Cocom had no idea that his then teacher would later become an elected member of the House of Rep resentative.Continue being the best possible public servant Mr Cocom; the sky is the limit.Mayor Rosales hosted us in his of fice. We all sat around a few long tables. Mayor Rosales explained that the job of the Council in addressing the needs of the town is much easier now, because they have succeeded in getting rid of thousands of dollars of debt that was left by the UDP that had governed Ben

Benigno was born to Esme Reynolds and Benigno Betancourt on October 16, 1974 in Sittee River. Although he was the 5th child in the family, he always thought he was #1 and made no one forget it, simply because he had daddy’s name. Specifically, Uncle Dave avoided sell ing to Mr. Gunn because, faithfully, Mr. Gunn waited for his boy Ben with those hot Whengoods.he was old enough to go out and get a job, he first started at Mr. Pip ersburgh where he learnt his carpentry skills… but if you know Ben he was al ways trying something new. He learned the in and out of construction where he became the proud owner of Triple J Construction, and also gained the name Ben the Builder. Ben had a way about him, when he had a point he would get it across which led him to dabble in someUnclepolitics.Ben had faith in himself that nobody could dim that nobody could shine. He gave his life to God and joined the Adventist Church. He was a dynamic preacher, wonderful singer and faithful servant in his time.
