GROUNDBREAKING NEW CAYE CAULKER HEALTH CENTER IMPROVED HEALTH AND WELL BEING FOR THE PEOPLE August 21, 2021 - The ground-breaking for the new health clinic for Caye Caulker is a step towards fulfilling the Plan Belize promise of improved health and well being for the people of Belize, specifically for the people of Caye Caulker. Cabinet Brief Belmopan. 25th August 2021. 8:10 p.m. The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 24th August 2021. • Cabinet welcomed the news that Belizean Contractor M&M Ltd. was chosen for the construction of a new bridge across the Belize River to replace the Haulover Bridge at a cost of BZ$30 million. This is BZ$29 million less than the original bid of BZ$59 under the past UDP Administration for the construction of the bridge. • Cabinet was apprised by the Ministry of Health & Wellness on the rollout of the Pfizer vaccination for Belizeans between the ages of 12 and 17. As of Tuesday morning, 24th August, which marked the nationwide vaccine roll-out for students, 1,492 Pfizer vaccines were administered to students in Belize, Corozal and Orange Walk districts. • Cabinet was updated on the status of vaccines and the number of vaccines available in Belize. As of 16th August 2021, 153,225 persons or 35.6% of the population had received at least one dose of the vaccine. This represents an increase of 7,658 new vaccinations over last week’s numbers. Additionally, 61,567 or 14.3% of the population has been fully vaccinated, an increase of 5,237 more persons over last week’s 56,330. • On 26th August 2021, Belize will receive 112,000 Johnson & Johnson vaccines through the African Platform. These vaccines will be added to the other vaccines currently being distributed across Belize. The Johnson & Johnson vaccine is a one-shot vaccine and will be available to Belizeans in the coming days. Vaccines save lives so all Belizeans are urged to get vaccinated. • Cabinet endorsed the updated National Determined Contributions (NDC) to be presented by the Ministry of Sustainable Development, Climate Change and Disaster Risk Management, which embodies Belize’s efforts to reduce national greenhouse gas emissions while adapting to climate change. The updated NDC is the nation’s plan to address climate change and partial fulfillment of Belize’s commitment to the United Nations Framework Convention on Climate Change. • Cabinet gave its approval for Belize to accede to the agreement establishing the Caribbean Customs Organization and on Mutual Administrative Assistance in Customs Matters. This agreement formally enables and fosters cooperation among its member Customs Departments for the exchange of sensitive information, customs modernization and otherwise to achieve greater efficiencies in revenue collection, trade facilitation and law enforcement. • Cabinet was updated on the current status in the implementation of the new ePassport system and ePassports and approved the base concept of the ePassport design proposal, which should pave the way for the new passport system to be introduced in July 2022. • Cabinet endorsed signing of a memorandum of understanding between the Ministry of Youth, Sports and E-Governance and Harvest Trading Cap Academy for the launch of a youth scholarship program in financial markets training in Belize for 5,000 youths to assist in fostering youth entrepreneurship. These scholarships will be funded by the Harvest Trading Cap Academy. • Cabinet gave its full support and endorsement to the Belize Education Sector Strategy Plan 2021-2025 that was presented by the Hon. Francis Fonseca, Minister of Education, Culture, Science & Technology. • Finally, Cabinet is asking all Belizeans to remain alert, as yet another system forms in the southwestern Caribbean and will move closer to our area over the next two days as a weak tropical depression. This system is expected to bring rains and flooding, especially in the northern part of the country over the course of the weekend. The National Emergency Management Organization continues to monitor the system and will provide timely updates to the nation. Ends

long-awaited for the people of this island community. For years, Caye Caulker has clamoured for the attention of improved health services for its people. Today, that call is being answered. In just nine months after being elected as the Area Representative for Belize Rural South, Hon. Perez noted, “I am pleased to tell my people of Caye Caulker that this ground-breaking is the start of a fulfilment of promise… action being taken on the construction of the first phase of the Caye Caulker Health Centre. You, Our People will

no longer have to fear that being ill means a long travel to the City or San Pedro just to receive critical medical care.” This first phase of the construction of the entire ground floor facilities will be equipped with the amenities of a pharmacy, triage room, asthma bay, treatment room, consultations rooms, observation rooms, sterile room, waiting areas, restroom and facilities for staff and visitors, a laundry room, utility room and waste disposal and storage facilities. The construction is being completed via the Belize Social Investment Fund (BSIF) for a total of almost BZD$1.4Million and with construction slated to last nine (9) months. The contractor for the project is Julio Magaña of Triple E Construction. The subsequent phases, depicted in the attached pictures, will be included at the time of the construction of the second floor and ancillary items, that will include site fencing and reinforced concrete parking stalls. This will be funded in a future initiative.
FINALLY NEW HAULOVER BRIDGE! August 26, 2021 - After almost four years since the UDP Government of Belize received funds for the replacement of the Haulover Bridge, and after several people have died in traffic accidents on the narrow approaches to the bridge, finally, under a PUP Government - the one led by Prime Minister John Briceno, a contract has been signed for the replacement of the bridge. Even though the loan of $24 million had been made available from October 2017 from the OPEC Fund for International Development, the UDP administration under the bald dome failed to cough up the remainder of the funds to get the project off the ground. What the UDP was successful in doing was coming up with an inflated proposal for an anchor bridge, which would have cost Belizeans $59.4 million! That is almost double what the current PUP Government managed to seal the deal for, at $30,990,991. Despite the serious economic reality, and inheriting more debts than funds from the previous Government, this PUP Government was able to commence the procurement in March, after only four months in office. The company that won the bid for the contract is M&M Engineering Consultants, the same company that built the new bridge that spans the river passing through Roaring Creek Village. The company will, over the next 24 months, carry out the construction, while the existing bridge will continue to be used to accommodate the busy traffic flow on that main artery into and out of Belize City. The Ministry of Infrastructure Development and Housing’s Project Execution Unit will implement the project, and Politecnica Ingegneria ed Achitettura S.C, an Italian bridge specialist consultancy firm, will provide technical and administrative supervision. The structure to replace the Haulover Bridge was designed according to modern standards to be a single span, structural steel arch, on piles. According to a spokesperson from the construction company, the new bridge will be a three-
span reinforced concrete structure east of the existing structure. It will be 12 feet higher, and several feet longer and wider than the current bridge, able to accommodate traffic on both approaches simultaneously. An official from the Ministry of Infrastructure Development informed this week that the price of the bridge was significantly cut from its original cost when the original design that was submitted by a foreign company was replaced by a local design and all the components for the new structure are available in Belize. The official said that, despite the cost-cutting designed selected, the new bridge will meet all the requirements of a growing Belize City and is also expected, with proper maintenance, to last several decades. The current Haulover Bridge was built in 1947.

The Light at the End of the Tunnel
here was a lot that happened this week. The roll out of vaccines for children ages twelve to seventeen is now ongoing. Coupled with the recent arrival of the Johnson and Johnson this means that Belize is in the enviable position of having enough vaccines for their entire population. There are many countries worldwide where vaccines are not so readily available. School age children who have been vaccinated will be able to resume face to face classes as early as October. This will be the first big step to move towards normalcy. Judging by the long lines at the schools, children are anxious to go back to school and that can only be a good thing. The economy keeps growing at a rate even the experts at the IMF did not foresee. The Home-grown Plan we have sown has taken a deep hold and already the fruits of the collective sacrifices Belizeans made are being felt. There are no easy fixes, there are no quick repairs to an economy that was abused and misused for over a decade. Many pundits and economic gurus sat idly by while their leader laughed like Nero as he lit our economy on fire. These madmen and women laughed as they danced in the ashes. They come now in the guises full of notions, theories, and suggestions on how to advance the progress of our nation. It would have served us all better if they had implemented such wisdom when they were in control of government. The Leader of the Opposition has gone to rub elbows with celebrities who have not given him the time of day since his incarceration and together they all pretend that this man, who they claim their system has rehabilitated, is still not as violent as he was in his youth. Many more politicians have been deposed of their posts over much less in the United States of America. Here in town, we have work to do. The Ministry of Infrastructure, Development and Housing has done everything short of a miracle to keep us connected and moving. This has certainly enhanced the work of the Ministry with responsibility for Agriculture, and the farmers who carried the weight of economy on their hard-working shoulders throughout the worst of the pandemic. By all accounts we are expecting a robust high season in the Tourism Sector. This means that the Aviation Sector will do well, and the economic ripples will be felt all through our financial system. It seems that we are nearing the end of a long and dark tunnel. It has not been easy, but our Leader John Briceño and his team have been up to the task. Every decision taken has not been done lightly, but in an earnest desire to better the economic outlook for Belize. Today, those harsh choices bring us closer to a renewed economic stability, a stability that we did not enjoy even pre-Covid. These are the direct results of accessibility to vaccines, and the aggressive campaign for their acceptance. The policies in Education during these times will allow our children to integrate back into the classroom and for face-to-face lessons to resume. The circumstances are not perfect, there are still many challenges, and many difficult decisions must still be made. However, the worst has been averted, and we are well on our way to recovery. The light at the end of the tunnel is just beyond our reach.

It has given me time to reflect on those that did not have the luxury of getting the vaccine; like my dear colleague David “Dido” Vega, and countless others who have lost their lives to this pandemic. Get vaccinated. If not for yourself, do it for those that could only dream of a vaccine to save their lives. Do your part to protect yourself and protect Belize. PLANBELIZE THRUSTS BELIZE OUT OF RECESSION
By Hilly Bennett The Statistical Institute of Belize (SIB) released the economic indicators for Belize’s 2nd Quarter performance. A performance indicative of the economy “Recovering Stronger, Bouncing Back Better Than Before....” from the throes of recession. The 2nd Quarter report is also the first quarter that can be compared with the denudation of Barrow and Faber economy riddled with the vilest corruption and bordering criminal incompetence. The report disclosed that the gross domestic product (GDP) for Belize was valued at $711.4 million, an increase of $129.6 million, or 22.3% in comparison to the second quarter of 2020. The cumulative GDP estimates for the first six months witnessed an increase of 78.5 million dollars, or 6%. Notably, in 2020 GDP plummeted by 20%. Belize’s economy experienced 4 quarters of contraction with the 4th quarter placing the Jewel in the clutches of a depression. Sugar and banana led the agricultural sector on the rebound. Notwithstanding the effects of climate shocks and the stresses related to the pandemic. Sugar deliveries rocketed to 937 metric tons, from 740 metric tons produced in the second quarter of 2020. A total of 937 metric
tons was harvested in the second quarter of 2021. Although the reporting suggests COVID-19 as a determining factor for the lesser output in sugarcane production it was the insistence of Honourable Jose Abelardo Mai “no cane left on the ground” that contributed in the uptick in sugar production in 2021 figures. Banana production increased by 2.4% to 26.8% as reported by SIB. Livestock production increased by 64.8% for the second quarter of 2021. Interestingly, cattle production increased by a whopping 362.8%, registering an increase of about 8,800 more heads being produced, as reported in quarter 2 of 2021, compared to 2,400 heads that were produced in the second quarter of 2020. Once again, UDPs would spinning the pandemic wheel to undermine the People’s United Party Government and stewardship of Prime Minister John Briceño for the colossal turnaround in the cattle trade. Contrary, it was utter incompetence of the Barrow/ Faber red regime to kill this vital industry because Barrow considered it informal and illegal. Pigs increased by 15.6% and poultry production increased by 30.4%. Citrus declined by 6.735% compared to 2020 figures mainly from the effects suffered from the citrus greening. Imports increased in all the commod-
ities categories for the two quarters of 2021. Manufactured goods and services together rose by 64%, or 66.5 million dollars to 262.9 million, the contributing factor being increase in imports of construction materials - steel pipes, corrugated steel rods and cement. Minerals, fuel and lubricants category rose from 22 million to 133.2 million. Imports into the Commercial Free Zone went up by twenty- per cent to 159.4 million, factored by purchases of footwear, cigarettes, and beer. The beverages and tobacco category increased to 47.1 million an increase of 24 million dollars with rising imports of beer geared for the re-export market. Imports of machinery and transport equipment in-
creased by thirteen per cent. There was an increase in food and beverage processing machinery. Inflation measured at 2.2 percent amongst the lowest in Central and North America(lower than Mexico and the United States) and increase in cost of living was contributed by a myriad of external global trends. Ahead of the global United Nations Food Systems Summit 2021 being convened in September by United Nations Secretary General, António Guterres, the Government of Belize in collaboration with the Food and Agriculture Organization of the United Nations (FAO) and the European Union (EU) is poised to undertake its food systems assessment with the support of the country’s key stakeholders. Over 50 stakeholders representing the government, civil society, the private sector, academia and non-governmental organizations gathered virtually on Thursday, August 26, 2021 for a Stakeholders Consultation Workshop on “Catalysing the Sustainable and Inclusive Transformation of Food Systems in Belize.” The workshop is one of many being organized in the Caribbean and across the world through a partnership with governments, FAO, the EU, and the French Agricultural Research Centre for International Development (CIRAD). In Belize, the three partner agencies have joined hands with the Ministry of Agriculture, Food Security and Enterprise and the National Food and Nutrition Security Commission to embark on a large-scale assessment of Belize’s food systems. The consultation workshop is a central component in this assessment process and will bring together diverse food systems actors to share their views on key issues and challenges and identify levers and entry points that can lead to sustainable food systems transformation. The LAIT UP BELIZE! Project Supports a Field Trip to Villages in the Toledo District Second Field Trip to Unserved Villages in the Toledo District Thursday, August 26, 2021 - A group of key stakeholders, led by the Energy Unit in the Ministry of Public Utilities, Energy and Logistics and the Ministry of Rural Transformation, Community Development, Labour and Local Government, recently undertook a field trip to five villages in the Toledo District that currently do not have access to electricity. The field trip took place from August 23-24, 2021. Included in the mission were key stakeholders such as Belize Electricity Limited (BEL), Belize Telemedia Limited (BTL), the National Association of Village Councils (NAVCO) and the Toledo Alcalde Association (TAA). Hon. Oscar Requena, Minister of Rural Transformation, Community Development, Labour and Local Government, participated in meetings in the villages of Santa Elena and Pueblo Viejo. Hon. Michael Espat, Minister of State in the Ministry of Finance, Economic Development and Investment, was scheduled to meet with the participants in Otoxha village on Tuesday morning, but the road was impassable due to flooding in the area. The field trip was facilitated by district officers from the Ministry of Rural Transformation and Javier Sabido, president of NAVCO. Amin Matar represented the Energy Unit and Glynn Morris, Luis Larregola and Gloria Lemus represented the LAIT UP BELIZE! project, which is a technical assistance project that is funded by the European Union (EU). Mirco Schroeder represented the EU and Rainer Peyrefitte represented the National Authorising Office in the Ministry of Finance, Economic Development and Investment. The field trip was undertaken as part of the planning phase for a national programme to increase access to energy services by bringing electricity to villages that are still unserved with electricity infrastructure. Together with BEL and the other stakeholders, the Energy Unit in the Ministry of Public Utilities, Energy and Logistics has developed a national planning framework for identifying all the unserved communities. This national planning framework allows the socio-economic characteristics of each village to be included in a national database that then allows for a more integrated planning process to utilise available funds – including a grant that is provided to BEL under the EU Financing Agreement with the Government of Belize. It is planned that new electricity systems – based on mini-grid technology – will be implemented in selected villages as a first phase of the national programme in 2022 with the grant funds that are currently available from the EU. These projects will complement the mini-grid electrification project that is presently being implemented through the Energy Unit and BEL in Indian Creek – and serving the villages of Medina Bank, Golden Stream and Indian Creek – and the project that is in planning phase for Corazon Creek Village. The field trip was planned for 10 villages but the heavy flooding in the south of Belize made it impossible to reach five villages. Site visits and consultations were conducted in the villages of Santa Cruz, Santa Elena, Pueblo Viejo, Na Luum Ca and the community at Pine Hill. The field trip is the second field trip in the Toledo District – complementing the one undertaken in April to the villages of

Corazon Creek, Mabil Ha, Santa Theresa, San Vicente, Jalacte and San Jose. Additional field trips were conducted in June in the Orange Walk and Corozal districts as well as in July in the Cayo District. The participants collected data and heard the views from residents in the villages as well as from the village chairpersons and alcaldes. They were particularly focused on the productive uses of energy services – such as for agro-processing (including corn milling, rice de-husking, coconut oil production, etc.), eco-tourism, business services, irrigation and refrigeration, as these activities are understood to stimulate local economic development and social well-being. The five villages that were out of reach due to the flooding will be scheduled for a visit as soon as the road conditions allow access.

Belize Education Sector Plan 2021-2025: An Overview
Belize has committed to national, regional and international goals for education that seek to increase access and equity and improve the quality of education for all. These include the National Development Framework for Belize (Horizon 2030), the Caribbean Community (CARICOM) Human Resource Development Strategy 2030, and the Sustainable Development Goals (SDG) 2030. The Belize Education Sector Plan (BESPlan) 2021-2025 is designed to advance the system of education from its current state towards these national, regional and international commitments. The plan is based on a comprehensive analysis of the current status, recent trends and key challenges of the education system, the policy priorities of the Government of Belize and the input of a wide cross-section of education stakeholders. The BESPlan will be the major policy document used by the Ministry of Education, Culture, Science and Technology (MoECST) for planning, budgeting and allocating human, material and financial resources over the next four years.

The Belize Education System will be inclusive, of high quality, accessible and equitable, technologically driven, and capable of fostering the development of good, productive citizens. The System will be accountable and effective in providing the support necessary to allow students, regardless of individual or family characteristics, to achieve their full personal and academic potential and to contribute positively to national development.
Philosophy
All our people, wherever they live and whatever their ethnicity, religious preference, political affiliation, gender or economic status, MUST have access to quality education. All Belizeans must be provided with an opportunity to acquire the capacity and attitudes for full and active participation in the development of the nation. Access, Equity and Quality are central to the Education Agenda from Preschool to University.
Goals
The overarching goals of the BESPlan are to increase access to all levels of education, from preschool to university; reduce gender, rural/urban and socioeconomic inequities in education; improve the standard of quality at all levels of education; and align the system of education to national development needs.
Policy Objectives

The leaders of the cane farmers let it be known they would try to borrow the money to become the owners of the whole sugar industry. A man named Barrow perished the thought. Instead of mobilizing the people and the resources. Instead of government joining the cane farmers and together buy the sugar factory, the UDP government allowed a foreign company to get their hands on such an important economic asset. The allegation is that a certain law firm benefited tremendously by handling the “paper-work” for the new owners. If true this is shocking and scandalous and the new government has a duty to inform Belizeans. Imagine the possibilities. Cane farmers, their families, and their town would have all the revenues and profits from sugar. How sweet that would have been… Todos Ganamos. The rise of poverty to 60 odd percent is a direct threat to peace and security of our country. Things will get worse, not better. Leadership, vision, and wisdom of biblical kind are called for. We cannot understand why our Port, airport, boledo/lottery, forest, tourism, sea and banks are not serving our people. Why are so many of us struggling just to survive? We need to mobilize our best thinkers. We are all in this together. How much does the Port of Belize owe the bank…? Is it an amount which the Stevedores and government can raise and buy the Port.? To the Port a vehicle entity worth owning by the people of Belize. We need to hear from Cedrick Flowers, Arthur Saldivar, Francis Fonseca, Jaime Alpuche, Christine Vellos, and many others on what the Port can (and cannot do) for Southside Belize City and the wider society. If it is a golden goose fertile with eggs or just another ugly duckling, we need to know. Options are limited dwindling in our part of town. Troy Gabb and Nuri Mohammed need to host some shows. If the future looks bleak, it need not be. Somebody talk to me. IT’S TIME TO GET VACCINATED It’s time to get vaccinated. It is time to do it now. Today. Not tomorrow. Go and do it now. The number of persons getting Covid and the fact that deaths are taking place are reasons enough. Vaccinations are a way of strengthening your body to better withstand infections. Without vaccination your body is much more vulnerable against Covid and its different strains. The Prime Minister stated last week that government would undertake a major public information and education campaign. The government machinery/bureaucracy has not produced any such commercials and infomercials. What is the hold-up? Infections are on the rise. Clusters are popping up. The death toll continues. Urgent responses are needed. Urgency is the word. We believe in the power of persuasions. We believe our people are sensible and intelligent enough to understand, clearly, that vaccinations are a huge part of the solution to slowing and stopping the spread of Covid. We need to reach out to people. Please, it is time to get vaccinated. The life you save may be your own. Or someone you love dearly. Stop making excuses and get your vaccination.
Last week China started teasing Taiwan. Telling them to look and see what happened to America with the Taliban. Can’t trust America, they are saying. PUT PRICE ON OUR MONEY In three weeks’ time, Belizeans will mark 40 years as an independent nation. It took our parents and grandparents a long time to get rid of the British. At times it looked like we would never be an independent country. Especially with Guatemala actively saying they would use military force to take back this piece of their country. But we made it. Guatemala cannot invade and take over the whole of Belize. Neither can they do so for half of our country. They have succeed in taking away our half of our Sarstoon River. It was an incredible and slick campaign which exposed how naïve and shallow our young country is. The behavior of the then Prime Minister Dean Barrow during that period raises some serious questions. Very serious questions. Putting a picture of George Price, the father of our Independence with all our territory intact is not just a symbolic tribute. It is a serious reminder of leadership, vision and an iron-will to do the right thing for this country. Put George Price picture on our hundred dollar bills. “I’LL BE BACK” The famous lines from movie action hero Arnold S were quoted to the media by local medical superstar, Doctor Fernando Cuellar. The good Doc was hospitalized and needed some oxygen over the weekend following a sneak attack by the villain virus in red and black better known as Covid-19. Doctor Fernando had been fully vaccinated with AstraZeneca which he credits with making his system strong enough to ward off a Covid attack. Doctor Fernando is a hero to Belizeans for years because of his straight up, honest no beating around the bush on a wide range of issues. While he doesn’t wear his hair in Rasta dreadlocks like Samson, John the Baptist, or the man from Galillee, the Doc is a dread and as root as can be. Asked by the media if he expects to be up and functioning soon, he made the famous quotation from the movie “Terminator”-I’ll Be Back. God speed and respect Doc. JOB CREATION We need to start building houses. We cannot be fighting crime when poverty is at 60 percent and rising. The Minister of Home Affairs on the young people sun-up show this week is correct. Crime is every body’s business. It is multi-sectoral – meaning, several Ministries have important contribution to make. Ministry of Education, of Sports, of Economic Development, of Youth, of Housing. We need to start investing in people. Building houses puts young people to work. Work is a major contributing factor to putting money in people’s pockets. We need to start building homes. FIGHTING WEED IS FOOLISH A few days ago, G13 which comprises the same persons who were GSU turned up in a yard. Showed no search warrant, cranked their big military guns and entered a small wooden house. They found some weed, almost half a pound. The person had just had it to hold for someone who would come and collect it. Now what is that person to think? Some snitch called the police. This is how some people get killed. The police are wasting everybody’s time and money to be paying snitch to rat off over small quantities of weed. By doing so they are setting up these “traitors” to get shot. Government needs to amend the marijuana laws to remove all the harsh, USA influenced punishments. How can sixty grams of weed be drug trafficking. How can drug trafficking of a few pounds be jail and a fine of ten thousand dollars. Wasting time and resources. AFRICAN PROVERB “The sheep spend its time fearing the wolf or the tiger, when it is the shepherd who will eat him.”
CHINA TEASES TAIWAN Taiwan is a small island about 100 miles off the coast of China, Taiwan is 245 miles long and 90 miles at its widest point. Its population is 23 million people. The United States of America has a population of 330 million people. China has a population of 1 billion, 440 million people. China and America are serious rivals. They are soon to become enemies. America (USA) is the world’s most powerful economic and military nation on earth. China is the second most powerful economic nation on the earth. It is no match for America’s military might but it has started to invest in weapons, warships and sophisticated missiles. America’s defeat by the Taliban in Afghanistan after 20 years of a brutal bombing war is having serious repercussions around the world. The Taliban had told America, you have the clocks and watches, but we have time. Taiwan belongs to China, but Taiwan wishes to be an independent nation. America supports Taiwan.

A Man of the Resources… A Man for the Resources Minister of Blue Economy and Civil Aviation visits SEA
An avid diver… a business entrepreneur… a representative of his people… a policy maker committed to making decisions and managing the blue and aquatic resources of Belize for the benefit of the people and the economy of the country. Last week was a busy week for Hon. Abner Andre Perez. Reeling from his ground-breaking for the long awaited and critically needed health centre for the residents of Caye Caulker, he took to the road traveling to Placencia Village, Stann Creek District to meet with the team of the Southern Environmental Association (SEA) for a familiarization visit and tour. SEA co-manages along with the Ministry of Blue Economy’s Fisheries Department and the Ministry of Sustainable Development’s Forestry Department two critical marine protected areas. These are the Gladden Spit and Silk Cayes Marine Reserve and the Laughing Bird Caye National Park. For Hon. Minister Perez, the visit was an opportunity to appreciate the work of the community-based organization with a view to discuss opportunities not only to strengthen the co-manager’s relationship with the government but also to identify avenues for improved resource management and establishing regimes for sustainable use of the blue resources for community folks and resource users’ benefit. While on the visit, the Minister – an avid diver – was able to enjoy a dive at Silk Caye Wall within the Gladden Spit and Silk Cayes Marine Reserve and enjoy an up-close encounter with a loggerhead turtle during a snorkel. The Minister experienced first-hand the rich bounty of our southern protected areas alongside the Ministry’s Communities Blue Innovations Officer Shantel Espadas, who is also a certified diver. “Every time I meet our stakeholders, enjoy the fruits of our resources or dive the beautiful blue of our seas, it is a recommitment for me in the work that I do as an elected representative and the Minister for Blue Economy and Civil Aviation. We are critically poised to realize more for our people and country. Our strategic management plan is informed because of our relationship building efforts with stakeholders and our five-year focus is informed by what will bring improved life and livelihood to our people and spur increased economic growth from our blue resources,” said the Hon. Perez.
SEA is an organization that has been operating in southern Belize since 2008 as an amalgamation of two former environmental organizations – Friends of Nature and the Toledo Association for Sustainable Tourism and Empowerment. The organization works to continuously improve stewardship and the environmental integrity of key marine areas in southern Belize through effective, collaborative protected areas management, community involvement, and strategic partnerships for the benefit of all stakeholders. SEA serves village communities that line the coast of southern Belize, including Hopkins, Sittee River, Seine Bight, Placencia, Independence, Monkey River, Punta Negra, and Punta Gorda. The organisation currently has a staff consisting of administrative, education and outreach, science and enforcement personnel. SEA’s board of directors consists of community leaders and key stakeholder representatives from tourism, business and other sectors. Its work principally focuses on the Gladden Spit and Silk Cayes Marine Reserve and the Laughing Bird Caye National Park. SEA Executive Officer Mrs. Arrieni Palacio Morgan noted with enthusiasm, “SEA was extremely grateful that the Minister and the Blue Economy team had the opportunity to visit the Gladden Spit and Silk Cayes Marine Reserve and Laughing Bird Caye National Park. Dear Editor, Kindly print this letter as is and you are free to issue a disclaimer. I am a long standing PUP. I have served my party and never one day asked for anything for myself or my family. I grew up in the George Price era and our motto which has stood the test of time was and remains our mantra: “SERVE THE PEOPLE.” Now to the matter at hand. Norris Hall quoted the Father of the Nation in his bizarre diabolic epilogue directly attacking our Prime Minister and indirectly the PUP Administration. In so doing he violated one of George Price’s core principles entrenched in the PUP; “never air your dirty laundry out in the open.” A true PUP will come and sit with our PM and express his gripe in person. A true soldier of this revolution would not do what Norris has done so casually over the years while claiming partisanship. The man he attacked has served this party with distinction for many years. He has never lost an election and has paid his dues. He inherited the worst economy in Belize’s history and is skillfully, dutifully and patiently working to turn things around. Norris you are no match for Hon. John Briceño our Prime Minister. It is obvious that he is not in your ‘like’ corner but to utter such disgust in a time when our country is mired in so many challenges is not only low, it should be beneath you but I wonder if there is any such thing as standards in your life or dictionary. Lest we forget, you and your family have benefited well from previous PUP administrations. All your children to my recollection received lucrative scholarships and never returned to serve. You see sir, all the children of our PM live, work and contribute to Belize’s development. Where are yours? We roiled hell when Perdomo’s son did so, but you have kept quiet when it comes to your family. Roil on that Norris. Proper research should be done… and have you paid your bills? Just checking… am sure you have. On another note, I have been to numerous Party Council meeting prior to Covid-19. I never saw you at any? I have been to many a PUP rally and campaign events in Belmopan and your sir have always been absent. It is easy to make a claim, but such must be backed up with action. You sit behind the old pen and paper and throw cheap shots at all you oppose. Let me be cut and dry. John Briceño is no push over. He is our Prime Minister and his love for this nation and its people cannot and dare not be questioned, more so, by the likes of you. In every facet of this country our PM has visited and brought hope to many. He delivered a resounding victory for this party, and as our Leader, we have maximum respect for him. The likes of you and others who think they can openly and freely attack him will always be met with ire and disgust. In my books, you are now persona non grata in this party. The ODS should call you in and discipline your pseudo intellectual self. In fact, why should they? You and nothing in this party are the same. So do what you do. Do you? If your only mode now is to show your bitter dislike for John Briceño and that floats your boat, then enjoy the remaining years of your miserable life but know that every time you attack our PM, I will personally pen a piece and return the favor. This Order may be cited as the APPROVED ENTERPRISE (OBREGON COCONUT COMPANY LIMITED) ORDER 2021. It is hereby declared that the principals of Obregon Coconut Company Limited, located at Monkey River Junction, Southern Highway, intends to develop a coconut and soursop farm on 4,800 acres of land. The Government of Belize (GoB) has received financing from the CARICOM Development Fund (CDF) to implement a project that focuses on improving water supply systems in four communities. The project comprises small-scale infrastructure works and capacity building for key stakeholders. The GoB has appointed the Belize Social Investment Fund (BSIF) as the Implementing Agency (IA) for the project and intends to apply a portion of the proceeds of this financing towards eligible payments under a contract to provide consultancy services to prepare electrical designs, specifications, bills of quantities, and estimates of works which shall be utilized to solicit bids to improve the electrical supply each water supply system. Consultants will be required to work in close collaboration with BSIF staff and will interface with community personnel. BSIF is now seeking the services of a Consultant to inspect the existing electrical infrastructure, review available data as it relates to the electrical equipment utilized for the water supply systems, and develop detailed electrical designs, in accordance with the National Electrical Code (minimum NEC 2008 standards), that shall be utilized to improve the electrical systems for each of the following water supply systems: 1. RE-INVITATION: REQUEST FOR EXPRESSIONS OF INTEREST The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) towards the cost of a Second Road Safety Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. The objective of the consultancy is to ensure that Project Management Unit reports effectively, efficiently, and accurately on all aspects of the Project. PM will be responsible for coordinating and monitoring all aspects of the implementation of the Project. PM shall be assigned exclusively to the Project and will be supported by a monitoring and evaluation officer, a finance officer, a procurement officer, and administrative staff within the Road Safety Unit. The duration of the assignment is expected to be for a period of twenty-four (24) months in the first instance with a possible option to renew the consultancy. The PM will report to the Chief Executive Officer, MFEDI. MFEDI now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services. Submissions must include a detailed curriculum vitae Consultants shall be eligible to participate if: (a) the persons are citizens or bona fide residents of an eligible country; and (b) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
