To build a new office for Kim Simplis Barrow, spouse of the Prime Minister? To pay salaries when GOB’s coffers run low? Nobody knows except those who will be in charge of that piggy bank bestowed on them by

Monday, 31 July 2017 The Barrow administration’s most convenient and accessible bubby may soon be drying up after accusations of ‘dollar diplomacy’ have been levelled at the Government of Taiwan by their people. Last week there was no prior announcement that Dr. David Lee, Foreign Minister of the Republic of China on Taiwan would be visiting the country for three days, at the invitation of Belize’s Foreign Minister Wilfred Elrington. There was only a brief press release from the Belize Press Office stating that, “today Minister Lee signed a Memorandum of Understanding on Bilateral Cooperation, through which Taiwan will provide $60m to Belize, one third in grants and the remainder in loans which

In June Panama officially switched allegiance to mainland China, leaving Taiwan with only twenty allies in the region, many of them small island states in Central and South America including Belize. That has fuelled questions about the money disbursed by Taiwan without clearly identifying the purpose, classified only as foreign aid and support. According to news reports in Taiwan, “Foreign Minister David Lee signed a memorandum of understanding on cooperation with Belize during a visit to the Central American country at the end of last week in which Taiwan promised to provide US$60 million to Belize over a four-year period. Of that amount, US$20 million is to be treated as a grant and the remaining US$40 million as a loan, according to some reports, which characterized the trip as a bid by Taiwan to shore up ties with Belize after Panama switched its allegiance to Beijing six weeks ago. Apple Daily on Monday cited the reports and alleged that the administration of President Tsai Ingwen has renewed "dollar diplomacy" by offering a monetary grant to Belize.” The report continued to state that “neither Lin (Presidential Office spokesperson) nor Ministry of Foreign Affairs spokeswoman Eleanor Wang would confirm the amount of the alleged aid or what its purpose was.” Taiwan has given the Barrow Administration tens of millions of dollars in recent months in so-called support, and there is little clarity as to where that money is going. We do know that late last year as the government struggled to meet its monthly wage bill, some of those monies were used to meet the shortfall. Of this latest $60M, $20M is a grant to the Barrow administration, coincidentally (or not) just as the UDP ramps up its campaign for municipal elections eight months away.

With sales having dropped dramatically, Greif says they cannot continue the routes. In its release, Tropic writes, “it is most unfortunate for those who have come to depend on these regional links, that in the end, we were unable to sustain the growing losses.” The San Pedro Sula flight had been served for over five years; Merida for three and Chetumal since April 2017. Greif says if the situation changes, they will be more than willing to reopen the routes. For now, passengers who have ticketed reservations for flights to the affected routes will be contacted for alternative arrangements or to be issued refunds. The departure tax was increased this year by BZ$32.50 and according to the government, the calculated financing from the hike would be $10.5 million or 0.30 percent of GDP.

Thursday, 03 August 2017 Tropic Air has announced the suspension of flights – starting September 1, 2017 - to three fairly new destinations. The company says this is as a direct result of the increase in departure tax introduced at the start of the 2017/2018 fiscal year to bridge the Barrow budget’s financing gap. Affected will be the Chetumal, Merida and San Pedro Sula routes. The Cancun, Roatan and Flores flights will be unaffected as those remain sustainable. A few years ago, Tropic Air began expanding its international routes, having conquered the Belizean market. However, via an in-depth analysis, it has determined that the sustainability of the three above mentioned routes was directly affected by the Belize Government’s tax hike and will ultimately impact the tourist flow. Tropic Air President, John Greif III notes that initially, all international routes were doing fairly well. They were either breaking

CHARGED FOR MURDER

Daniel Sosa Thursday, 03 August 2017 As we go to press Hilmar David Alamilla, 42, a very close affiliate of disgraced former Deputy Prime Minister Gaspar Vega, has been charged and arraigned for the murder of Daniel Sosa, 24. Alamilla, Sosa and two others were allegedly partying together at a club. The four ended up in front of the D Star Victoria Hotel in Alamilla’s pickup, and that is when Alamilla reported took out his licensed firearm and shot Sosa, in the front passenger seat, at extreme close range. The bullet went into his left temple and exited through the top of Sosa’s head and then through the passenger side window. According to multiple sources, the two persons in the back seat ran off. Alamilla then drove a short distance and dumped Sosa’s body near a garbage pile beside the D Star Victoria Hotel and then drove home. The body was discovered by a watchman who heard the gunshot at around 5:16am and went to see what had happened. Hilmar David Alamilla is no stranger to the media or to Police. He was involved in illegal rosewood and was actually arrested for it back in 2013. That’s when widespread speculation was that Gaspar Vega was using his ministerial post to facilitate his brother’s company with the exportation of rosewood. MAJOR SHAKEUP IN THE BAA… CORRUPTION AGAIN? Thursday, 03 August 2017 There is late breaking news tonight of a major shakeup at the Belize Airport Authority after revelations of corruption at the highest level. Sources tell the Belize Times that Chairman of the Board Severo Guerrero has been asked to resign, effective immediately. General Manager of the Belize Airports Authority Nicholas Ruiz was allegedly told to pack up and leave, along with other Board members. We have not been able to confirm if they have indeed left or will work out the rest of the week. Today Minister of Civil Aviation Manuel Heredia would not take our calls, but we are told that the shakeup is a Cabinet decision after the

Prime Minister was given evidence to show that there was misappropriation of funds at the Department. Details are still sketchy, but sources say that among other things, the organizations credit cards were being abused, checks were being written and disbursed and contracts and concessions were being given out to persons on the Board and connected to the Board. Readers will remember that in 2014 it was Minister Edmond Castro who forced the termination of the then BAA Board when checks were issued to him to pay his personal and campaign expenses, something his Prime Minister called “distasteful, but not corrupt.” We’ll have much more on this story in next week’s issue.

Phillip Willoughby Thursday, 03 August 2017 If Phillip Willoughby ever harboured any slim belief that he is considered credible by the powers that be in the United Democratic Party, even he must realize now that he is not. It is clear that the UDP has no use for him. While both he and Dion Leslie have hit the campaign trail, Leslie has been racking up endorsements in

Dean Samuels the UDP while the Belize Times Editor, Mike Rudon, is the only person to date who has openly endorsed the unfortunate Willoughby. We have been informed that this week’s edition of the Guardian, the UDP’s rag, features a full page ad for Dion Leslie, with the caption ONE TEAM, ONE GOAL, or some-

thing like that. There is no mention of Phillip Willoughby anywhere, no acknowledgement that he is even running in the race for UDP Mayor. What must also have been a real blow to Willoughby is the fact that his colleague, his friend, his confidante Dean Samuels has jumped onto the Dion Leslie bandwagon without a second thought. At every level, Willoughby has been disappointed and betrayed by his United Democratic Party. He has been pushed around, pushed down, lied to and dismissed as nothing more than a joke. And he most certainly will not be allowed to run against Leslie in a convention. For all intents and purposes Willoughby is a dead duck, languishing in the same doldrums as his boss Darrell Bradley, victims of the UDP.

03 3 BRING BACK OUR $400,000 Thursday, 03 August 2017 Andre Vega, son of disgraced former Deputy Prime Minister Gaspar Vega, likely has no intention of giving back the $400,000 which he was gifted with – out of public coffers, out of taxpayers’ money – OUR MONEY. He has been too busy living the high life, building his mansion by the sea and travelling. Last week he was spotted at El Clasico Miami where Real Madrid and Barcelona played. It was dubbed as the place to be, with “a marquee match between two of Europe’s top soccer clubs on July 26, the rest of the week will be filled with parties, concerts and events under the lights and sun of Miami. The incredible week culminates as the greatest rivalry in sports – Real Madrid versus FC Barcelona – lands at the beautiful Hard Rock Stadium. Don't miss out on being part of history.” But normal Belizeans can’t be a part of that history. Normal Belizeans can’t afford to blow thousands of dollars on a three-day party in Miami. Andre Vega is not a normal Belize so he can get away with it. We have one message for Vega, and he will be hearing this a lot – BRING BACK OUR $400,000.

Questions to Ministers Would the Member for Queen Square and Minister of Finance please say exactly for what purpose the Taiwanese gift of $60M will be used? Could he further provide assurance that the monies will not be used to finance the UDP’s campaign leading up to Municipal Elections in March 2018?

Would the Member for Queen Square and Prime Minister please ask the Second Son and Deportee how much money has been collected on behalf of artists, musicians and composers through BSCAP? Could the Member further say if the Second Son can provide any proof that those monies have been handed over to artists, musicians and composers? Would the Member for Corozal Bay and Minister of Health please confirm or deny reports that he and his wife/Director of the Drug Inspectorate have formed a company which now supplies all pharmaceuticals in the country? Would the unelected Senator, failed politician and current Attorney-General please provide an update on the attempts to get back $400,000 of the people’s money from Andre Vega, son of disgraced politician Gaspar Vega? Would the Member for Pickstock and Minister of Foreign Affairs please confirm or deny reports that he is leading an undercover move in Cabinet to have the disgraceful Member from Belize Rural North replaced by Senator Godwin Hulse? Would the Member for Belize Rural North and Minister of Transportation, NEMO and hustling please say why he did not invite the US Embassy to the opening of the Maypen Bridge even though it is the US that built that bridge, and to not invite them is a deliberate insult? Could he also say whether there have been any more attempts to get him on the Embassy compound? Would the Member for Orange Walk East and junior Minister of Police please say why senior members of the Police in Orange Walk have been seen going to the home of German Vega, brother of his colleague from Orange Walk North, following the murder of Daniel Sosa this past weekend?

Double elections… It’s not wise to underestimate the canniness of that old toothless tiger Dean Oliver. He may be a shadow of the man he once was, but he’s still got enough fumes in the old tank to try to work some election money magic like he did in 2015. It was Petrocaribe then which allowed the UDP to win…millions and millions and millions, if I could borrow DOB’s triumphal words then. This time the pawns are already moving into place. Check it out. DOB has arranged so that the Social Investment Fund got a multi-million-dollar loan this year to do 29 new projects. The DFC has also gotten a loan so that when the timing is right that piñata will be ripe for the bursting. Then check out the Taiwan thing $60M right about now. $20M of that is a grant, which means that DOB won’t say where that’s going but we know. We know. For the UDP, it won’t ever get better than this, is what DOB is thinking. City Center nearing completion, northern highway project nearing completion, money in the coffers. But DOB is dead wrong. He can call it whenever he wants and the result will be the same. People are done with the UDP. That ship has sailed. Bring it on Dean Oliver. The people are ready. Damnnnn…. I must be getting hormonal in my old age. Got word that Santi is coming back and I felt a twinge of pity for Darrell Bradley. I feel kinda guilty that all that talk about DOB losing his cojones and Darrell finding them may have escalated way out of control. I’m sorry. The once golden boy Mayor is gone, just like that. He played hard to get one time too many and the fat lady is singing in his ear. He’s out of the Mayoral race and Santi’s ready to lose to Kareem in Caribbean Shores so there’s really nowhere for Darrell to go. Stick a fork in him cause he’s done. My bally dat… I swear no good deed goes unpunished. Earlier this week I posted my support for Phillip Willoughby as the UDP Mayoral Candidate and now everybody deh tek me mek clown. I become laughing stock cause so far I am the only person who has expressed support for ‘Stupor-man’ and I’m not even UDP. But I’m standing strong. You guys in red done did too many terrible things to this poor fellow. He was kicked out of Albert, promised a diplomatic post which DOB had absolutely no intention of giving him. I still remember his tearful posts on FB when he left for Chicago all dressed up in that fancy suit. Strange, he didn’t post anything when he came back a week later after being told there was nothing for him in Chicago. Imagine that DOB was able to send Herman Longsworth who isn’t much brighter than Philloughby to New York AND hire his wife to work in New York as well. But nothing for my buddy. Sheesh. I have a heart, and I’m putting my heart squarely in Philloughby’s corner. Laugh at me if you like. I got you Phil. Pablini… There have been disturbing rumours for some time now that Pablo Marin, the electrician whose hobby is being a Minister, and his wife Danini Contreras Marin, his employee at the Ministry of Health but also the daughter of his Cabinet colleague in Cayo West, Erwin Contreras…hold up let me stop for breath here. This is just too frigging complicated. Okay so the rumours are that these two have started up a pharmaceutical supply company, and now all the pharmaceuticals sold or supplied in Belize must come through their company. To tell you the truth, maybe I’ve been messing up this investigation. I know Pablo isn’t that bright so I’ve been searching for a company called the Pablo & Danini Marin Pharmaceutical Company. And no luck. Either the man is brighter than I thought or he got some advice, because now I’m hearing that two Cubans are being used as a front for the company under a different name. I’m gonna definitely do some more digging into this one. Lerd will the UDP hustle ever end? Shyne? Has anybody seen Jamaal Shyne Moses Levy ben-David ibn Ahmed Mustafa bin-Laden? Seems like he’s gone under the radar after collecting all those big bucks through BSCAP on behalf of artists, composers and musicians, or so he said. It’s been what… like almost a year now that he’s been collecting money. I hear that he got about $50,000 from one cruise company and that was only one payment. It would be interesting to find out if artists, musicians and composers know exactly how much Shyne has collected on their behalf so far. It would be interesting to find out how much those same artists, composers and musicians have collected so far out of what has been given to Shyne. Not saying the guy is a crook, but hey, show the people the money.

Animal Farm

E

arly Saturday morning, a young man was shot to the head as he partied with a group of friends. The bullet, at extreme close range, entered at his left temple and exited the top of his head. He was then driven to a dump site nearby and his body unceremoniously thrown out of the vehicle to lie there like a pile of garbage. The person who pulled the trigger then went home to drink a beer. You see, this is no normal person. This is not a normal Belizean. The shooter is Hilmar Dave Alamilla, Gaspar Vega’s right hand man. This is the man whose name appears on the land documents which made Andre Vega a quick and easy $400,000. This is a man who knows where a lot of Vega’s skeletons are buried, so to speak. So murder or not, like it or not, this is a man who must be protected by the UDP powers that be. But this editorial is not about Hilmar Dave Alamilla. It is about corruption and a loss of all confidence in our systems because of political manipulation and control. Very few people, if any at all, believe that this man will face real justice without interference from those who would protect him. The man he killed is also from a staunch UDP family with strong connections, and even they do not believe that Alamilla will be subject to the full weight of the law. They think that the trial, if it even comes to that, will be swayed by the unholy alliance between corrupt politicians and corrupt persons in the system. They are probably right. Belizeans have seen the total breakdown of our systems under this Barrow administration. Belizeans understand now that whenever politician/pipers play their tunes, there are persons in very high positions, and low positions, who will dance with reckless abandon and no thought spared for the rule of law. Ministers have gotten away with breaking the law. Ministers’ cronies have gotten away with breaking the law. It has gotten to the point where an affiliation with the UDP at a certain level practically guarantees you a get out of jail free card. So there is no confidence or contentment where the Hilmar Alamilla matter is concerned. We have seen all manner of terrible things happen on this animal farm we call Belize. The arraignment of Alamilla was held on Monday. The media was kept far away so that they could not get in Alamilla’s face. The Courtroom was cleared so that neither the public nor the media could get inside. The Police OC in Orange Walk says he did not give the order to do so. The Magistrate, Albert Hoare, stated that he did not give the order to do so. Then who gave the order to Police to clear the Courtroom and offer such a level of cover to Alamilla. It is clear that already the wheels of injustice have begun turning, greased no doubt at some point after the murder took place. This way of doing business - bad business - under the UDP must change. For the past nine years we have been living on an animal farm where some animals are much more equal than others. Some animals on this farm have entitled themselves to more feed and more privileges while the rest of the animals have none. Some animals on this farm can do what they want whenever they want, without fear of punishment, while others are governed by the rules of the farm. Belizeans no longer trust politicians because of the abuses heaped upon them by the Barrow administration. It will be up to the next People’s United Party to convince a sceptical electorate that it possesses the necessary qualifications – integrity, honesty, compassion, humility, ability and vision. But that will not be enough. The People’s United Party MUST break the status quo into pieces, completely destroy it by putting ironclad good governance systems in place. The Good Governance platform of the PUP is an amazing about-face where politics is concerned. The PUP WILL: “Limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything…public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption.” The People’s United Party WILL “strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandate.” The PUP WILL “take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and we will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses.” The PUP WILL ensure that “All Judges and Magistrates of the Court will be employed with security of tenure. The PUP will establish sound systems and good practices for recruitment of all officers of the Court and will hold them responsible for the efficient administration of justice and to ensure the separation of powers of the state as clearly stipulated in the Constitution.” This is what Belizeans have been clamouring for. This is what is needed to restore integrity to politics and to governance. It is time to do things differently and to demand more from those elected to serve. It is time to end the abuse, corruption and mismanagement. It is time for the PUP.

Luego fue conducido a un basurero cercano y su cuerpo lanzado fuera del vehículo sin contemplaciones y quedo allí como una pila de basura. La persona que apretó el gatillo entonces fue a su casa a tomarse una cerveza. Verás, no se trata de una persona normal. Este no es un Beliceño normal. El tirador es Hilmar Dave Alamilla, la mano derecha de Gaspar Vega. Éste es el hombre cuyo nombre aparece en los documentos de tierras que permitió que Andre Vega se beneficiara de $400.000 rápidas y fácilmente. Se trata de un hombre que sabe donde están enterrados muchos de los esqueletos de Vega, por así decirlo. Así que asesinato o no, nos guste o no, se trata de un hombre que es protegido por los poderes fácticos del UDP. Pero este editorial no es acerca de Hilmar Dave Alamilla. Es sobre la corrupción y la pérdida de toda confianza en nuestros sistemas de control y la manipulación política. Muy poca gente, tal vez nadie, creen que este hombre enfrentará la justicia real sin interferencia de los que lo protegerán. La víctima es también de una familia UDP acérrima con fuertes conexiones, y aun ellos no creen que Alamilla será sujeto a todo el peso de la ley. Piensan que el juicio, si llega incluso a eso, será resuelto por la impía alianza entre políticos corruptos y personas corruptas en el sistema. Probablemente tienen razón. Los Beliceños han visto el desglose total de nuestros sistemas de esta administración de Barrow. Los Beliceños entienden ahora que cada vez que el político/gaitero toca sus canciones, hay personas en puestos muy altos y bajos, quienes bailan con abandono imprudente y sin pensar en el estado de derecho. Los ministros se han salido con la suya al quebrantar la ley. Compinches de ministros también se han salido con la suya al quebrantar la ley. Ha llegado al punto donde una afiliación con el UDP a cierto nivel te garantiza prácticamente una tarjeta de salida libre de la cárcel. Así que no hay confianza ni satisfacción a lo que se refiere al asunto de Hilmar Alamilla. Hemos visto toda clase de cosas terribles suceder en esta granja de animales que llamamos Belice. El lunes tuvo lugar la lectura de cargos de Alamilla. Se mantuvo a los medios de comunicación muy lejos para no confrontar a Alamilla. Despejaron la sala y ni el público ni los medios de comunicación pudieron entrar. El Oficial a cargo de la policía en Orange Walk dice que él no dio la orden para hacerlo. El magistrado, Albert Hoare, declaró que él no dio la orden para hacerlo. Se desconoce entonces quien dio la orden a la policía de despejar la sala de audiencias y ofrecer tal nivel de protección a Alamilla. Está claro que ya las ruedas de la injusticia han comenzado a girar, sin duda engrasadas en algún momento después de que el asesinato tuviera lugar. Esta forma de hacer las cosas – horribles cosas - bajo el UDP debe cambiar. Durante los últimos nueve años estamos viviendo en una granja de animales donde algunos animales son más iguales que otros. Algunos animales en esta granja se alimentan más y mejor y tienen más privilegios mientras que el resto de los animales no tienen ninguno. Algunos animales en esta granja pueden hacer lo que quieren cuando quieran, sin temor al castigo, mientras que otros se rigen por las normas de la granja. Los Beliceños ya no confían en los políticos, debido a los abusos a que han sido sometidos por la administración Barrow. Quedará con la próxima administración del Partido Unido del Pueblo convencer a un electorado muy escéptico que posee las cualificaciones necesarias, integridad, honestidad, compasión, humildad, capacidad y visión. Pero eso no será suficiente. EL PUP deberá quebrar el status quo en pedazos, destruirlo completamente implementando sistemas de gobernanza rigurosas. La plataforma de gobernabilidad del PUP es un giro sorprendente en cuanto a la política. El PUP: "Limitara la autoridad subjetiva de los Ministros mediante la eliminación de la discrecionalidad y reducirá la necesidad de cartas de los Ministros para todo... funcionarios públicos se les obligara hacer su trabajo, sin miedo o favor, y el castigo será rápido para la incompetencia o corrupción". Cops Rescue Stranded Teens

Guat Tourist Killed in Belize Wednesday, August 2, 2017 Belize City police are hoping that eyewitnesses will come forward and provide them with information to solve a murder over the weekend which claimed the life of a Guatemalan visitor to the country. The incident happened on Saturday, July 29, sometime around 10:30 a.m. on the George Price Highway, near the Lord Ridge Cemetery. That’s where 39 year-old Josue Arizandieta and his friend, 45 year-old Walter Lopez were walking on the sidewalk of the road. Police say that the men were visiting Belize on behalf of a company and they were conducting a survey of the prices at which cement is sold. They were inspecting the market, and whether it was viable to conduct business here.

His friend, Josue Arizandieta, was not so accommodating, and he got into a struggle with the gunman over possession of the weapon. The thief then stole his cellular phone and he made off with $1,000 cash in different currencies, belonging to the two men. Arizandieta was severely injured, and he was bleeding out on the side of the road. Fortunately, a man drove by and saw the distress of the two friends. He rushed them to the KHMH, and the doctors performed life-saving surgery on Arizandieta. He remained in a critical condition until Monday, July 31, when his health took a turn for the worst and he passed away. The cops say that they need help identifying leads in this crime. Though the victims gave a description of their attacker, the Police need more help in their investigation. At this time, they believe that the men may have been the subject of some type of surveillance before the attacker robbed them.

SPTC Under Heavy Fire

Thursday, 03 August 2017 Reports reaching the Belize Times today indicate that there is significant pressure on Mayor Daniel Guerrero following explosive allegations of misappropriation of funds, misuse of Town Board resources, graft and corruption by employees at the Town Board. We are told that the accusations, posted on Facebook and then followed up with a letter to the Commissioner of Income Tax and the Financial Intelligence Unit, may force Guerrero to act because if he doesn’t, that would fuel growing speculation that he knows what has been happening and has been deliberately covering up the mess in the Council. A letter posted on Facebook is directed at one Senior employee and an accomplice. That employee is allegedly using the Council as one big cookie jar and residents and other employees have gotten fed up. The letter opens with, “I want to talk about the abuse of funds, authority and resources by the very people in charge of protecting the revenue.” It continues to state, “there are people and particular persons employed there who use the fact that the Town Board offers

BSCFA Faces Off With BSI/ASR Thursday, 03 August 2017 The Belize Sugar Cane Farmers Association (BSCFA), the largest of three has had some harsh words for the multinational BSI/ ASR. There is also a warning that the BSCFA cannot be held responsible for any reaction of cane farmers “to this senseless intimidation and threat by BSI.” The latest tension is over BSI’s appeal that the existing 7-yearcommercial agreement or cane purchase agreement be solidified to guarantee the factory an uninterrupted cane supply for the remaining four years. BSI says this will justify a BZ$22 million investment to increase the production of direct consumption sugar which attracts a higher price than raw sugar. BSI claims the benefit will be shared with farmers based on the 65/35 revenue sharing ratio. But the BSCFA – unlike the other two associations - is not caving in to BSI’s proposed change that they remove the opt-out clause which would have provided for re-negotiation of the contract at year three in January 2018. BSI/ ASR insists this is a small change while the BSCFA is proposing core changes like the re-negotiation of the formula for the payment of bagasse and the cane plot ownership among others. The Association asserts that just as BSI wishes to make changes, it too wants to discuss – in good faith – changes that provide cane farmers with fair and less oppressive conditions. The Association has also taken issue with the multinational owned BSI which stated in a July 19 press release: “BSI is unable under law to accept cane from farmers who do not have a cane purchase agreement in place. Therefore,

BSCFA considers it all glaring and shameless manoeuvring by BSI which it says is intimidating and instilling fear and anxiety in its small cane farmer members. Its perverse objective, says BSCFA, is to oblige them to accept BSI’s proposed amendment to the contract. BSCFA has notified that it is looking at legal options to prevent BSI from rejecting cane from its members. The BSCFA has also called out BSI over reports that it is harassing members and reaping group leaders to abandon the BSCFA and form another association with the objective of accepting the amendments to the commercial contract. The BSCFA writes, “But this fear can be transformed into a fierce resistance by the oppressed cane farmer, the likes of which BSI will regret, since the cane famer will feel trapped and desperate against the wall knowing that all his efforts, all his savings, all his investments and hard work are being threatened by the false and reckless declaration by BSI of not being able to accept his cane even though there is an existing commercial contract in force with BSCFA.” Mac MacLachlan, ASR’s Vice President of International Relations has admitted that they have been meeting with farmers but only to explain the benefits of their proposal. It is left to be seen how this will play out given that both the Prime Minister and the Minister of Agriculture are favouring the BSCFA falling in line and accepting BSI/ASR’s proposal without a re-negotiation of the contract.

Guatemalan Congress approves referendum to take dispute with Belize to the ICJ (TRANSLATED) Prensa Libre August 3, 2017 For now, Congress approved the agreement 22-2017, which authorizes the Executive to "immediately" submit to the Supreme Electoral Tribunal (TSE) the request to hold a popular consultation on the dispute. The objective is to ask the population if it agrees that Guatemala reaches the International Court of Justice (ICJ) to resolve the territorial dispute, as part of a commitment signed between the two nations in December 2008. The agreement determined that both Belize and Guatemala should make a popular consultation in which citizens express their views on the territorial difference. This is the question that will be on the ballot in the popular consultation that must be answered by citizens: Do you agree that any legal claim by Guatemala against Belize on continental and island territories and any maritime areas corresponding to those territories shall be submitted to the International Court of Justice for final determination and that the latter determine the boundaries of the respec-

tive territories and Areas of the parties? The proposal in Congress was approved by 102 deputies and 14 voted against, including the independent Luis Pedro Alvarez, who explained that he did not support the proposal because it is still unclear how much the consultation will cost and where the money will be obtained. According to the president of the TSE (Supreme Electoral Tribunal), María Eugenia Mijangos, the popular consultation would cost approximately Q300 million, which will be granted by the Executive, who will also be in charge of promoting the campaign to raise the question to be asked citizens. Upholding our Democratic Principles Our right to vote is one of the most fundamental rights of any democracy. It was not always so. In fact, it was not until April, 1954 that brave nationalists stood together to fight for universal adult suffrage so that later that year, Mr. Price, Phillip Goldson, Leigh Richardson and six other local candidates would be the first elected to office under universal adult suffrage. Just imagine what it was like prior to April 1954, when only those who owned property with a very high value and who had a job that paid $300 annually, which in those days was only a few people, could vote. It meant that leaders were not elected by the people, but by the elite. It meant that democracy was not of the people. Today because of what those nationalists did for us, we continue to have peaceful elections, something we must continue to value and maintain, which means there is still work to be done. Last month the Governor General signed into law the further postponement of the long overdue re-registration exercise. It’s been twenty years since we last had a re-registration, even though the law states that a re-registration should occur every ten years. Whatever the reasons for the delay, to keep postponing re-registration is inexcusable and grossly undemocratic. With all that is being uncovered with the scandal at immigration and what we know about padding of the voter’s list in certain constituencies, foreign nationals being placed on the list illegally and persons registering in constituencies where they do not reside, it is time for us to insist that there be no more delaying of re-registration. This month we celebrate two major events, the Emancipation of Slavery and the birthday of Marcos Garvey; this month we celebrate freedom. So there is no better time than now to call on the Prime Minister to stop delaying the re-registration. No more excuses, find the money to conduct the re-registration to make sure that our electoral lists are clean and that the will of the Belizean people is maintained. No more excuses. If we can spend $40 million on a basketball court, then we can find the money needed to strengthen our democracy and ensure that we conduct free and fair elections. The premise that we live in a free and democratic society is a part of our creed, it is written in our constitution and it is up to us to be brave like Mr. Price and Mr. Goldson, like George Flowers in Orange Walk, Enrique Depaz in Cayo and Nathaniel Cacho in Stann Creek who in 1954 stood for office and who in free and fair elections were elected by the people. So let us work to keep our democracy strong. Let’s keep calling on the government to move ahead with re-registration for it is only by upholding our strong democratic principles that we will be able to build a Belize that works for everyone. Belize City, July 30, 2017 The San Pedro veterans schooled Pickstock Lake I: 4-1, and Kulture Yabra marched over the Belize Defense Force: 2-1 when the national over-40 football tournament continued at the MCC Garden over the weekend. On Saturday evening, Kulture Yabra won 2-1 over the BDF when Kevin “Gellys” Rowland scored a goal in the 1st half, and another in the 2nd half to lead 2-0, until BDF’s Freddy Roches scored the soldiers only consolation goal. On Sunday, San Pedro’s Edgar Lima scored 2 goals to lead 2-0 over the Pickstock Lake at the half. Jermaine “Bowfoot” Zuniga pulled one back for Pickstock after the break, but Landy Pinelo and Javier Chavez added 2 more goals for the island boys’ 4-1 win. Elsewhere in the league, Mango Creek won 2-0 against the Belmopan veterans at the Isidoro Beaton Stadium on Saturday night, but the Benque veterans’ encounter with San Ignacio’s Quintas at the Norman Broaster Stadium had to be put back to be completed on Wednesday night, August 2. That’s because the fans unruly conduct caused the referee to call the game with 22 minutes on the clock and Benque leading 2-1. These last 22 minutes will be played behind closed doors, in a stadium without fans.

Belize City, July 30, 2017 Twelve-year-old Gabrielle Gabourel broke records when she won the Women’s division of the annual 2017 Barrow & Williams Summer Open table tennis championships, while veteran Zhi Chen won the Open championship. The Belize Table Tennis Association (BTTA) hosted the tournament at the Belize Elementary auditorium on Sunday. Zhi Chen won the Open finals 3-1 against Devesh Hukmani, who took 2nd place.

Devesh Hukmani had relegated Taye Parkinson to 3rd place to fight his way back out of the losers’ bracket and into the finals. Devesh had also won 3-2 over 4th place winner Terry Su. Over the weekend PUP Communications Director Anthony Mahler was on the ground in the Pickstock Division with the Pickstock Executive Committee meeting with residents. It’s all about talking to people and actually listening to them. There are many concerns which were shared by the people. The youths of the area particularly need meaningful employment. And everywhere in the division there is concern about the rising cost of living. The prices of everything have gone up, including utilities, education and health. The people of Pickstock are ready for a representative who works with them and for them, one who respects them and believes in them. It is time.

MY PERSPECTIVE By Dolores Balderamos Garcia

AT THE BOTTOM AGAIN What an ignominious situation! For the third year in a row Belize has been placed at the bottom of the barrel, Tier Three, in the US State Department's Trafficking in Persons Report. Last year I wrote an article on this very issue. I find myself writing on this topic again. And another black eye for poor Belize. “The Government of Belize does not fully meet the MINIMUM standards for the elimination of trafficking and is not making significant efforts to do so (Emphasis mine). The report goes on that there is “trafficking-related complicity by government officials, including those at high levels,” and that “government did not investigate or prosecute any public officials for alleged complicity in trafficking-related offenses, despite reports of a significant level of official complicity.” Last year I said that this is no mere kerfuffle. I repeat that it is very serious. You know, when the United States government say something about Belize it is because they know what is going on. Why do you think the US revoked the visas of one Hon. Castro? He and his boss can continue to play the fool, but everybody and their brother is well aware of the rampant corruption that starts right at the top of the Belize government. And things have gotten so bad regarding the neglect, abuse and exploitation of women and children that a child has even died in San Pedro in the most grotesque of circumstances. Yet the political directorate is just not taking the issue of people trafficking and abuse seriously at all. There is NO political will on their part. Belize hurriedly passed the first anti-trafficking in persons legislation in 2003. In 2013 government repealed the first Act and passed a new Act which strengthens government's hand to deal with human trafficking, increasing penalties, plugging gaps, and providing for restitution for victims. But as usual, we have great laws on the books, but no enforcement and no seriousness. Instead, we have a Prime Minister who will attack the Orange Walk North PUP standard bearer and falsely accuse him using House of Representatives immunity, but is clueless on the issue of trafficking. There is gross ignorance, ineptness, incompetence

and insensitivity on his part. Said he: “I wasn't aware of the report. I certainly reject that. I don't know that the report offers any evidence to substantiate that claim, but that is not something that I would accept (!!!). That is outrageous. For heaven's sake, where is he living? I thought that two comments made by readers of this news were appropriate. One said “we have a Belizean Donald Trump sitting in power. Ridiculous,” and another said “because it is under his watch and makes him look incompetent, Barrow acts like he is unaware. You can only lie to people who are uninformed.” I don't know which is worse, Barrow saying that because Pablo Marin wins elections he doesn't need to speak when thirteen babies died at the KHMH, or him now saying that he does not accept the trafficking report. No wonder his government does nothing. Look at who is at the helm. Various government agencies are clearly not working together to really address this problem even after thirteen or more years, and still Barrow is in complete denial, wanting the trafficking difficulty to simply go away. Contrast this with the response of the Jamaican government, Jamaica being not on Tier Three, but on Tier Two. Chairperson of their National Taskforce Against Trafficking, Carol Palmer, has said that systematic weaknesses in investigative, prosecutorial and judicial services amid high levels of unemployment make combatting human trafficking a problem. Unemployment in women and youth provides fertile breeding ground for traffickers. And Justice Minister Delroy Chuck, my old law lecturer, says that a robust judiciary system is needed to secure prosecutions and thus send a powerful message to offenders, while other agencies need to provide protection to victims. At least they are taking the trafficking scourge seriously, and that is a good start. Our leaders have not even acknowledged the huge problem, choosing to deny and dismiss it. So you see, poor Belize... What a mess we are in, and we are right there at the bottom again. Shame on Barrow and his government.

I can’t get my head around this Hilmar Alamilla thing. What caused this man to take out his gun and shoot his friend in the head? Then he dumps that friend’s body on the side of the road and heads home to drink a beer. WTF! Then my friend Dickie almost made me get heart palpitations when he’s explaining how this thing happened, and why this thing is just an unfortunate accident. My lerd. I know Dickie is a defence attorney and it’s his job to come up with this crap, but holy hell I had to open my eyes big when he explained that it had to be an accident because the vehicle is a stick shift and who really murders somebody with a gun while driving in a stick shift vehicle. WTF! And then when he described how Alamilla couldn’t even function on Saturday because his dear friend lost his life in his vehicle. I had to pull out some of my few remaining hairs on that one. His dear friend lost his life, unfortunately. Poor Mr. Alamilla. And then to have the Police harassing him when he had just ‘lost his friend.’ What utter bullshit. I’m telling you now. There is no way that Gapi can allow this guy to rot in jail where he belongs. This is a guy who has been Gapi’s right hand during the whole hotbed of corruption thing in the Ministry of Natural Resources. This guy knows all about the land deals, if you catch my drift. This is the guy who was enlisted to ensure that Gaspar Vega’s son Andre get $400,000 to assist with his mansion that he’s building on Seashore Drive just down from the PM’s house. This is the guy who allegedly acted as middleman for some of the bigger deals in the compensation scam. This is the guy who knows who got what and where in the land hustle which took place in the Ministry of Lands. Trust me when I say that some plan to get this guy out is already afoot. Maybe Gapi can’t act so directly, as in put his face out there, but you better believe that some strings are being pulled right now to make some certain things happen. It’s easy to see the power that

Gapi, or his money still yields. On Court day the media wasn’t allowed to get close to Alamilla. In my past life I covered murders in Orange Walk and all over – sensational murders, high profile murders, murders which brought out protesters to the Court plaza. But the media was never kept out and the Courtroom was never cleared. Until Monday, when Gapi’s right hand Hilmar Alamilla was arraigned for murder. Who gave instructions for it to be handled that way? The Police boss didn’t. The Magistrate didn’t. So who did? You better believe that there’s a Vega involved in that crap. Take that to the bank. And then there’s the matter of Hilmar’s gun which Police now SAY has not been found. Police sources over the weekend told us that the gun had been found in the vehicle. Then suddenly, on Monday, the gun hasn’t been found. Where is the damned gun? And why doesn’t it seem that Police are that concerned about finding it? I get really pissed off at stuff like this, which isn’t altogether great for my hypertension which will kill me one of these days. I hate this frigging corruption which has compromised all our systems – systems where integrity should be sacrosanct. How is it that under this Barrow administration our Police Department has become such a hotbed of corruption where politicians run things and UDP criminals are judged by a different set of laws? Do people even understand that the Commissioner of Police should not answer to a politician? Do we know that there is a clear line between the Police and politics and politicians? I doubt that line even exists anymore. We NEED things to be done differently. We can’t continue like this. The Barrow administration has really screwed up our country. It has been all about the UDP and all about the UDP winning. Nobody in the UDP gives a shit about anybody else. It’s all about them. They’ve screwed up every single system in our country until nobody anywhere has confidence that things will go how they are supposed to go. That can’t continue. It cannot continue. Not under this UDP or under the Party which forms the next government. No more status quo. No more business as usual. Or I guarantee you Ministers and their loved ones will become targets. The people are fed up. And you can only push people so far before they push back.

EMPOWERING WOMEN The old (but always current) saying goes “knowledge is king.” Or in this case, Queen. Last week Saturday, Annie Palacio of the Belize Kids First Organization hosted the seminar “Women Empowerment.” The panel included her speaking on Mental Health, Allison Green on HIV and AIDS and Audrey Matura on legal rights of women in relationships. In two words–absolutely brilliant. Women (young, not so young and seniors) were in attendance. Many questions from those in attendance indicate information is the first step to empowerment and empowerment starts with each of us. As mentioned at the seminar, mental health is increasingly present at an alarming rate in Belize and like many things in life it does not discriminate. Depression is key among the forms of mental health issues. Girls and Women are particularly vulnerable because there are many stress factors involved in living as a woman. This is further compounded by the daily tribulations of increasing cost of living, stigma and discrimination. The seminar provided sensational statistics on HIV and AIDS in Belize. Currently it is estimated that 3000 Belizeans are infected. As was stressed at the seminar, “this is a conservative number.” There are an estimated 225 new cases per year and the districts reporting the majority of the new cases are Belize, Cayo and Stann Creek districts. Several expressed surprise at the statistics. The message is very clear: women having consensual sex can control their health by insisting on the use of condoms. Women (and girls who are sexually active) across Belize have to have access to this information to be empowered to take charge of their sexual health. It is not a judgment call on anyone’s sexual behavior or sexual identity. It is a call to practice safe sex no matter who you are or what type of relationship you are in for the interest of yourself and of your loved ones. The session on “knowing your legal rights in a relationship” started with boldly exploring the legal benefits and disadvantages of both marriages and common law unions. There were so many questions from those participating in the seminar.

These related to matrimonial and common law union property, custody of children, legal separation and divorce and its implications to name a few. The session underscored how little information women have regarding their rights. To be clear, the session was not against any relationship but focused on women and girls understanding what their rights are and to be armed with such knowledge in the event the relationship should not go as well as anticipated. Life is real and the fact is many women and girls find themselves out of a relationship without any guidance as to what should or should not occur legally for them. This then has consequences for their mental and economic health. This session was particularly interactive so much so that it is being followed up by a legal clinic (tentatively slated for September 2017) because of the overwhelming feedback from the seminar. The seminar’s focus was on those three critical areas. Having the information is a valuable first step in arming women with the tools to begin empowering themselves. In the political arena, empowering women who are either in politics or interested in getting involved in politics also starts with understanding the “state of affairs” as it currently stands with women in politics in Belize. The women’s actual experiences in politics need to be shared and highlighted if there is to be serious change in the political environment. For meaningful change to occur, one has to accept the harsh realities that exist to encourage women to get involved. No, the playing field is not a level one. To begin to appreciate this basic fact will require raising the awareness of where things stand now in order for parties and the women and men engaged in these parties to begin to make the necessary meaningful changes. We salute all women who continue to highlight and provide information to women and young girls on their rights. Whether this is done through seminars, training, the classroom, the boardroom, and the courtroom and on social media, it is always welcomed. Let’s be the change we want to see. Connect.

GOOD GOVERNANCE DEMANDS PRUDENCE By: Omar Silva The UDP has used the government for co-opting of the country’s natural and economic resources to its convenience. They have exploited every angle including the trafficking of influence which is the heartbeat of corruption and thieving practices throughout their nine years in power. They have functioned totally against democratic principles of institutional strengthening. We are at a point where all those who claim to be indifferent to the tragedy we are faced with must redefine their convictions to move away from this unusual juncture. The uphill struggle in the fight against official corruption has exposed the ever-more evident rottenness of UDP representatives and the godforsaken political system they have applied in their three term of government during the last nine years. Shamelessly, the consistent consecutive scandals related to corruption and impunity from prosecution have highlighted and divulged the identities of persons within the highest spheres of the UDP governmental including at municipal levels who have exploited their offices to amass millions. The country's leader, Prime Minister Dean Barrow, has shown no indignation or repudiation of such intolerable behaviour by his ministers. Today, the people of Belize of all political persuasions who are swimming in misery and sinking into poverty are crying out loud and urging a new leadership with different direction. A PUP government with bold political imagination and vision MUST restore the institutionalism of true democratic governance and do away with the present fear and attacks by those rogue sectors presently close to the UDP political administration who have done everything to polarize our society. A PUP government MUST take necessary actions to ensure that there be no repetition of this sort of political exploitation by opportunists, eager for conflict. The latest corrupt actions by

Many financiers that pumped dirty money into the UDP political campaigns have overcharged monies given to these venal politicians, and now the gates of the underworld seem to have opened and liberated demons that are running our government and their systems while the masses have descended into the misery of poverty. As long as the UDP continues in government the plague of poverty will push us more into misery and further destabilization. They have demonstrated nothing but their clear intention of generating more chaos and anarchy to confuse and take advantage of the circumstances. These latest faces of corruption within the UDP are just the minimal part of a wider picture not including those few but powerful men in the private sector responsible for illicit electoral financing. These are the few that are causing a deep confrontation between lawlessness and genuine commerce and industry in Belize. Political parties that aspire to serve the people need to establish a new code of ethics that prevents their party from associating with these few shady characters and denies any political contributions or campaign financing from these people linked to corruption. The same private sector does not maintain a unified criterion regarding the position on the fight against corruption, but in a scenario of such characteristics the most prudent thing is to support the strengthening of the rule of law, and not those who, in the hands of irresponsible politicians, are pushing a corrupt model that is now untenable. The widespread institutional feebleness that we are all witnessing today are as a direct result of the corrupt leadership of the UDP within government. The nation and people of Belize deserve and demand a new level of maturity and responsibility to overcome the difficult trance that during the last decade has invaded Belize.

Councillor Dean Samuels needs to remember that residents of the Jane Usher area of the Port Loyola Division deserve service from the Belize City Council. For 6 years these three persons, Mayor Darrell Bradley and the other councillors haven’t provided any councillor service to the area. For two consecutive terms the Council has not collected any garbage from the heart of the Jane Usher community. Due to this complete neglect of its duties, for the past two years a huge, foul and unsightly garbage dump has been getting bigger every week on Curl Thompson St. to the north of the basketball court. This is shameful for a Council which says it takes its responsibility to serve all the residents of Belize City seriously. Curl Thomp-

son St. is a residential area. This unsightly garbage dump is surrounded by hard working area residents on the north, south and east and it has gotten so large that has already covered part of the street. This illegal dumpsite has become an eyesore in the area because persons from different parts of the city are using it to dispose of all kinds of waste material. In order to put more public pressure on Leslie, Willoughby, Samuels and other members of the Belize City Council to clear the unsightly garbage from Curl Thompson Street and offer proper waste disposal service to the residents of Jane Usher community, this letter with related pictures will also be posted on Facebook. For the massive neglect of the needs of the Belizean people for six long years, this UDP crowd needs to be replaced with a hard working PUP City Council.

This week I want to start by sending my sincerest condolences to my friend Servulo and his family on the passing of his mother this week. Ms. Wincie Baeza was an amazing woman and a valued member of our community and she will be missed. Many of us joined her family on Tuesday to lay her to rest and while I know it may not dull the grief of loss, perhaps it helps the family to know that she touched the lives of many, and her life is celebrated. As I observed the love for this humble woman and the outpouring of support for her family, it made me think about where we are as a community and as a country. There is so much negativity everywhere, so much anger, so much frustration and so much bitterness. The other day a political colleague of mine posted on Facebook – “why do we hate each other so much?” and sad as it is, it seems at times that we do hate each other. We see that hate and negativity everywhere. And I have to admit that it gets me down. This week the Queen’s Baton will be passing through Orange Walk. It’s a symbolic gesture taken on by the countries in the Commonwealth leading up to the Commonwealth Games in 2018. Some of you may not understand the significance of the baton making the rounds, but it is about the promotion of peace, unity and solidarity. I mention the baton because now more than ever, our country needs peace, unity and solidarity. As the Mayor of Orange Walk, as a politician, as a man, as a Belizean, I am tired of all the negativity which surrounds us every day. It seems that as a people we have lost our love for each other. Sometimes I wonder if we have lost our humanity somewhere along the way. There is too much division in our people. I keep saying it. We are too divided by everything. There are too many lines drawn between us – by religion, by sexuality, by beliefs, by colour, by political affiliation. Particularly in our small community, we need to get back our

spirit of unity. We need to become our brothers’ and sisters’ keepers once again. We need to count our blessings because despite our many challenges, we are very blessed. And we have to realize that we are living on borrowed time and so we must live each and every day as men and women for others. It is my hope that we can get back to that point. I have faith in my people and faith in God. I also want to touch on this weekend’s shocking violence which is another thing that hurts our community badly. I personally was shocked at the news that a resident of Orange Walk and a man known to all of us, had killed Daniel Sosa, another well-known Orange Walk resident and his friend. This is the kind of senseless tragedy which tears our community apart. I want to appeal to the Police to do their jobs properly and to ensure that justice is served. I will not get into the political aspects of this case. I will not be distracted by the fact that the alleged shooter is a man with connections. I will not cast any aspersions in any direction. There is already too much of that. All I ask is that the Police do a proper investigation and treat this case as they would for any normal person. I cannot help but remember the brutal murder of Don Ramon Cervantes Sr. To this day there are many more questions than answers. In that instance, I believe, the Police did not conduct a thorough investigation. I believe that there was political manipulation and I believe that certain angles to the kidnapping and murder were covered up to protect certain persons. Because of that the family of Cervantes has never felt that there was justice for his killing. I think they are right. I want to believe that our Police will do the right thing in the murder of Daniel Sosa. I want to think that we can trust our Police Officers. I want to think that there will be no calls or instructions from powerful politicians which will taint the outcome of this trial. Let us start, today, to believe again. Together we can recover what has been lost.

2017 2017 Por EFE 28 de Julio de 2017 Una persona murió y varias resultaron heridas cuando un hombre armado con un cuchillo irrumpió en un supermercado de Hamburgo, norte de Alemania, presuntamente para robar, según las primeras informaciones policiales. Las inmediaciones del comercio, el barrio de Barmbek, han quedado acordonadas y cerradas al tráfico en un amplio radio, informaron fuentes policiales de esa ciudad a través de su cuenta en Twitter. Inmediatamente se desplegó en la zona un fuerte contingente policial y, según el diario popular "Bild", se activó la alarma antiterrorista, lo que no ha sido confirmado por las fuerzas de seguridad. De acuerdo con las primeras informaciones, el atacante se lanzó a cuchilladas indiscriminadamente contra las personas que se encontraban en el supermercado, una de las cuales resultó muerta. Los hechos ocurrieron sobre las 13.00 GMT y unos minutos después la policía recibió la primera alarma, de acuerdo con ese periódico, que publica una fotografía del presunto agresor, detenido y en el interior de un coche policial, con la cabeza cubierta con una bolsa y aparentemente herido.

Autoridades indígenas de Santa Cruz del Quiché aprobaron el domingo último continuar con los castigos comunitarios como una forma de hacer justicia Por Héctor Cordero 31 de Julio de 2017 El castigo ya estaba autorizado y es conocido como Xik`ay, el cual consiste en azotar 12 veces con la rama de un árbol de duraznos en la espalda a la persona señalada de cometer algún delito en el municipio. En la reunión, llevada a cabo frente a la Gobernación departamental de Quiché, participaron además vecinos de diferentes comunidades quienes estuvieron de acuerdo con revalidar el castigo. Juan Zapeta, alcalde indígena, manifestó que la continuidad de la medida fue discutida en dos reuniones anteriores con representantes de las comunidades de Santa Cruz. “Aplicamos el castigo comunitario no solo a las personas indígenas, también a los mestizos (ladinos) que cometan un delito, también resolvemos varios problemas dentro de las comunidades y coordinamos con el aparato estatal de justi-

cia”, afirmó Zapeta. Añadió que la justicia comunitaria se practica en casos como “robo de animales, vehículos, violaciones a mujeres, problemas de linderos y otras cosas más”. La reunión del domingo fue presenciada por representantes, de la fiscal general Thelma Aldana, la Policía nacional Civil de Santa Cruz, el auxiliar de la Procuraduría de los Derechos Humanos de Quiché, la municipalidad de Santa Cruz del Quiché, y los alcaldes indígenas de San Pedro Jocopilas, Zacualpa, Chinique y Santa Lucía la Reforma, Totonicapán. Según los participantes, esa práctica mantiene la tranquilidad en las comunidades. También el Xuculem Juan Zapeta advirtió a los delincuentes que ahora también cuentan con la autorización para aplicar el

castigo denominado el Xukulem (hincarse en k’iche’), y que consiste en que el sentenciado debe dar tres vueltas al parque La Unión en Santa Cruz del Quiché, de rodillas para después ser azotados. Zapeta añadió que si los delincuentes reinciden serán desterrados del municipio. “No tenemos que permitir el ingreso de la delincuencia a nuestro municipio, mucho menos las maras, mire cómo está la capital y Chimaltenango”, afirmó. Reciben decisión con cautela Rodman Pérez, secretario de Política Criminal del Ministerio Publico, y quien dijo llegar en nombre de la fiscal Thelma Aldana, manifestó que son respetuosos de la organización comunitaria y de las decisiones que se tomen en las asambleas. Difícil experiencia A la reunión asistió Pedro Pablo Urizar López, quien meses atrás fue azotado en el parque La Unión, acusado de robo, dijo que ahora se dedica a la música y a trabajar artesanías. “Yo consumía drogas y eso me hacía robar porque tenía que comprar el crack y el dinero ya no me alcanzaba, recuerdo que fue doloroso físicamente pero más emocionalmente, porque cuando la gente me miraba en la calle murmuraba y decían ahí va el ladrón”, afirmó Urizar. Añadió que después de haber experimentado el castigo busca proponer que a los delincuentes sentenciados se les involucre en alguna fundación para aprender algún oficio. Zapeta no descartó implementar esa medida en el futuro. Los municipios donde más castigos comunitarios se han dado en lo que va del año son: Santa Cruz del Quiché, Chinique y San Pedro Jocopilas.

NO SANCTUARY FOR THE DOEHMS

Wednesday, August 2, 2017 The American couple accused of child cruelty and being investigated for the murder of 13-yearold Faye Lin Cannon is being shunned by their new neighbours on Reggae Street in Southside Belize City. Anke and David Doehm, Faye’s adoptive mother and stepfather moved into a rented room on that street on the morning of Thursday July 27th after informing the Court that they would relocate to Belize City from San Pedro for the duration of the trial. The majority of the residents – with the exception of the landlord – are none too pleased. They told the press that they want to picket the Doehms just as they were in San Pedro. One resident told us that the first time he saw the Doehms he felt the same way as the San Pedro residents, even “catching cold seed” when he saw David Doehm closing the door to the room. He shared that it was the children - who number around 50 in the neighbourhood - who first recognized the Doehms. “I would like them to get out the neighbourhood. Just like what they did in San Pedro, we want them out,” he affirmed. A big concern for the neighbours is who may come after the Doehms. A second resident shared that people are very angry with the Doehms and one could never know who wants to hurt them. She said she lives in fear as she does not want any violence to spill over into her family or the neighborhood. A grandmother who lives in the area feels they should have been informed that the Doehms would relocate there especially because children are sometimes out in the night. “If yuh dah wahn offenda we shuda know who dih come into fi we neighborhood becaz eena ada else places dehn usually inform people and tell dehn, ‘well yoh know wih have dis person di come out, ih gwein into dis area wahn lot,’ soh that we could be aware ah watch fi wih children dehn or wih neighbas children dehn or whateva, because yoh could neva know weh dehn people capable fi du.” She says she is therefore living in fear and is afraid to leave her house. Neighbours have noted that the area is poorly lit and because of the sea, there is access from several areas. So far, the Doehms have complied with their bail condition of signing in at the Queen Street Police station every Monday. The weekend after moving into Reggae Street, they returned to San Pedro. This time, they were accompanied by Police and it is unclear if they were taken to the island by authorities as part of the investigation or if they sought police assistance to extract other belongings from their condo on North Ambergris Caye. As to the three surviving Cannon sisters, we have confirmed that despite an appeal of the adoptive father, David Cannon to obtain custody, the children remain in the protective care of the Human Services Department. The Doehms are scheduled to return to Court on August 24th for disclosure.

Guatemalan Congress approves referendum to take dispute with Belize to the ICJ Continued from page 9 this year, so it should be budgeted for 2018. It would be in December. Chancellor Carlos Raul Morales told a press conference that December would be appropriate for the consultation, although the TSE will be the one to define the day. Without specifying the date, the president of the TSE (Supreme Electoral Tribunal) said that the preparations would take "about five or six months," but clarified that the call must be made 90 days before the consultation. For his part, the foreign minister explained that if the consultations won the "yes" there is a year to present to the ICJ the demand and the evidence in the rights that Guatemala claims about Belize. Once the TSE convenes the referendum, there will be a 90-day deadline to push for an information campaign, for which there are no resources, but it has been discussed with the broadcasting and television cameras to collaborate. In addition, the European Union has offered to manage funds for this issue, and the Finance Minister said they could seek support. "It is a public information campaign, not political, in which all sectors and political parties can support. It is one for our country, for the inhabitants of the zone of adjacency, for the legal certainty between both countries, " the

Guatemalan Foreign Minister said. He said that there is a great deal of ignorance regarding the territorial, maritime and island dispute with Belize. "There are Guatemalans who think that the whole territory is recoverable, there are others who believe that we have lost everything, and others who think we want a way out to sea," he said. The Foreign Minister commented that there is a possibility that the resources for the consultation are obtained from the budgetary spaces that will not be implemented this year. "That fiscal space cannot be run the other year. Then you have to ask Congress to reschedule it, "he emphasized, without specifying amounts, because he indicated that that will be the TSE's task. If the ‘NO’ wins? If the country votes ‘No’, it would be necessary to repeat the referendum until obtaining a ‘Yes’ from the citizenship, because both nations signed a reform of the original agreement, in which they recognize that the only solution to the dispute is to bring it to the ICJ, Which, in issuing sentence, would define the territorial limits, explained the chancellor last Monday. That agreement contemplates that a popular consultation is required in each country to reach the ICJ, but that, in any case, both Guatemala and Belize committed to reach that instance.
