To enter a period of rapid and disruptive transformation, the E-Governance and Digitalization Unit under the Ministry of Youth, Sports & E-Governance has successfully launched Belize’s first National Digital Agenda 2022-2025: Towards a Digital Belize. The four-year National Digital Agenda will serve as the Government of Belize’s integrated transformation and modernization plan to address key areas from digital infrastructure and connectivity programs to inclusion, open government, innovation, and new technologies application programs to achieve a digitally enabled society and public administration. The Covid-19 pandemic has caused a significant economic shock worldwide, especially for those countries like Belize, whose economy relies on tourism and other service sector activities. To drive economic recovery, policymakers must find new ways to overcome the impacts of

Covid-19 while addressing long-standing systemic problems impeding the country’s socio-economic growth. As such, the Government of Belize has chosen to unleash the power of ICT by establishing a unified vision, promoting cross-sectorial collaboration, building a digital savvy population, and fostering an enabling environment and innovation. The National Digital Agenda represents the Government’s commitment to establish new strategies that place ICT at the core of its transformation to realize its national development goals and objectives for a brighter future. It provides a clear strategy and implementation roadmap to better position the Public Administration to deliver services that meet citizens, businesses, and public officers’ expectations and demands. The National Digital Agenda’s fundamental goals are to transform the way Government operates, build the foundation for fu-

Cabinet Brief Belmopan. 8th December 2021. 5:00 p.m. OThe Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 7th December 2021. •

Cabinet gave its approval for the Isidoro Beaton Stadium, located in the City of Belmopan, to be placed under the management and operations of the National Sports Council with immediate effect. The National Sports Council will assume responsibility for all costs related to the maintenance and upkeep of the stadium and will allow the Belmopan City Council access to the stadium.

Cabinet approved the Ministry of Public Utilities, Energy and Logistics’ Sustainable Energy Roadmap 2021-2040, established with a view to progress Belize to energy independence using renewable energy technologies buttressed by grid modernization. Cabinet also took note of the ministry’s ongoing rural electrification program and gave its approval for further efforts to be undertaken to implement electrification in several rural villages with an approach involving Belize Electricity Limited.

Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. Currently, there are more than 360,000 vaccines available. As of 7th December 2021, 209,662 persons or 48.7 percent have received at least one dose of the vaccine and 196,206 or 45.6 percent have been fully vaccinated. This represents about 67 percent of the adult population vaccinated, an indication that the nation is moving in the right direction. To date 23,768 or 50 percent of the population ages 12 to 15 have been fully vaccinated and over 13,000 Belizeans have received their booster shots. Cabinet also approved free testing for all students returning home during the month of December through all border points of entry. The Minister of Home Affairs and New Growth Industries informed Cabinet that the Belize Police Department through its traffic police and highway patrol, in an effort to address the increasing number of road traffic accidents, will be increasing its presence on the highways including increased check points. In addition, police will step up its presence at shopping centers and major stores countrywide during the Christmas shopping season. Finally, as the holiday season draws near, Cabinet continues to encourage those not yet vaccinated to do so, and reminds Belizeans who have been fully vaccinated for more than five months that booster shots are now available. The public is reminded to maintain physical distance, wash hands regularly, and wear a mask or face covering in public.

Together, we will achieve the country’s transformation.

AMNESTY PROGRAM IN 2022 In January 2022, the Government of Belize will embark on its third amnesty program. For the first time since 1999, thousands of undocumented Caricom and Central American residents who have been living in Belize for years will receive their official documentation. They will receive residency and will not qualify for nationality until five years later. The first amnesty program was held in 1984. According to Amnesty International “most states in the Americas support and have ratified human rights standards and treaties, but for millions the promise of rights remains hollow. Social and political problems such as discrimination, violence, inequality, conflict, insecurity, poverty and environmental damage are just some of the challenges that are creating a human rights crisis across the region.” A census done by the Statistical Institute of Belize in 2010 indicated that fourteen point two percent of the country’s population was born outside of Belize. The Belize Amnesty 2022 aims to address four main areas: The first being the mandate of the Ministry of Immigration which is managing migration. The second is national security: it is estimated that currently there are approximately 40 to 60 thousand individuals within our country that are undocumented. Now they will be documented and we will know who is in our country. The third is economic development: Once documented these individuals that have been contributing to Belize will now do so in a documented fashion. And, finally international humanitarian assistance. “The amnesty will look at registered asylum seekers, one. And two, irregular migrants who have resided continuously in Belize from a specific base year; irregular migrants who have Belizean children born prior to 2020; irregular migrants who have completed primary and secondary education in Belize and continue to reside in Belize; irregular migrants who are married to Belizeans for at least one year; irregular migrants who are in common-law union with a Belizean national for a continuous period for five years or more; those who are children who have resided in homes or foster care and are recom-

mended by the Ministry of Human Development; those who have maintained gainful employment in Belize for at least five years,” Dr. Gilroy Middleton, C.E.O., Ministry of Immigration. The successful applicants would first be granted permanent residence. After five years the permanent residence could apply for citizenship as per the law. “The realities of these migratory trends have prodded the Ministry of Foreign Affairs, Foreign Trade and Immigration to address the issue proactively and humanely and manage the migrant situation in Belize. The realities of people living here in Belize have made it necessary to regularize the undocumented migrants to our tranquil haven of democracy and have made Belize their home,” stated Ramon “Monchi” Cervantes, Minister of State of Foreign Affairs, Foreign Trade and Immigration. The amnesty program is expected to end in 2023.

From 16 Days to 365 Days: The Work Continues!

he present Government of Belize through the Ministry of Human Development, Families and Indigenous People’s Affairs, The National Women’s Commission and the Office of the Special Envoy has conducted a robust observance of 16 Days of Activism Against Gender-based Violence. This reaffirms their commitment to safeguarding and recognizing that women’s rights are also basic human rights. This year’s theme is You and Me From 16 days to 365: End Violence Against Women Now! This theme places the responsibility on all of us to do better in the fight against Gender-Based Violence. The theme also places emphasis on the continued and sustained efforts beyond the observance period of sixteen days and across the country for the entire year. The call for action is urgent because change is needed now. Every year close to the observance of 16 days of Activism there are reports of extreme violence against women that result in death. Recently, a mother and her twelve-year-old girl child were the victims. This highlights the need and urgency for the work of all stakeholders and duty bearers. We must all be vigilant, report abuse and violence in all its forms. We must eradicate those traditions and cultures that disenfranchise, subjugate, and demean our women with impunity. A truly just society is one in which all its members can live and work in safety and with the certainty that they will receive equal pay for equal work and will be treated with equality and equity. Women in a just society are happier, they have more opportunities for education, employment, better access to health care and justice. Women in such a society are more productive and can increase global GDP by an estimated 26%. Empowered women wait longer to have children, have fewer children. They have the power to break the cycle of poverty in just one generation. This new government is making strides in every sector. They are championing the causes of women by encouraging entrepreneurship and access to micro and small loans. The Gender Policy which has undergone extensive consultation will soon be implemented. Investment is continuous in capacity building, and ongoing training for those front-line workers. The rollout continues of the Gender-Based Violence Referral Pathway for frontline workers, and the establishment of District Committees and Subcommittees’ that address Gender-Based Violence (GBV). There has also been the training of GBV advocates, especially in rural areas to help survivors navigate and access those resources available for help. There has been widespread education and advocacy championed by the Special Envoy for Families and Children and Minister Dolores Balderamos Garcia. The work that they have been doing in the engagement of children and transformation of the Hostel is remarkable. Finally, Minister Dolores has targeted rural and Indigenous women who are a particularly vulnerable group. Sixteen Days ends with a forum especially focused on empowering Indigenous women and promoting wellbeing, mental health. The work continues powered by a Prime Minister who knows well the valuable contributions of women to the building of community and society. Honorable John Briceño and his Cabinet work toward a Belize that also works for everyone, including women!

l actual Gobierno de Belice, por conducto del Ministerio de Desarrollo Humano, Familia y Asuntos de los Pueblos Indígenas, la Comisión Nacional de la Mujer y la Oficina del Enviado Especial, ha llevado a cabo una vigorosa observancia de 16 días de activismo contra la violencia de género. Esto reafirma su compromiso de salvaguardar y reconocer que los derechos de la mujer son también derechos humanos básicos. El tema de este año es Tú y Yo De 16 días a 365: ¡Basta ya de violencia contra las mujeres! Este tema nos impone a todos la responsabilidad de actuar mejor en la lucha contra la violencia de género. El tema también pone énfasis en los esfuerzos continuos y sostenidos más allá del período de observancia de dieciséis días y en todo el país durante todo el año. El llamamiento a la acción es urgente porque se necesita un cambio ahora. Cada año, cerca de la celebración de 16 días de Activismo, hay reportes de violencia extrema contra las mujeres que resultan en muerte. Recientemente, una madre y su hija de 12 años fueron las víctimas. Esto pone de relieve la necesidad y la urgencia de la labor de todos los interesados y responsables. Todos debemos estar vigilantes, denunciar los abusos y la violencia en todas sus formas. Debemos erradicar aquellas tradiciones y culturas que privan, subyugan y degradan a nuestras mujeres con impunidad. Una sociedad verdaderamente justa es aquella en la que todos sus miembros puedan vivir y trabajar con seguridad y con la certeza de que recibirán igual remuneración por igual trabajo y serán tratados con igualdad y equidad. Las mujeres en una sociedad justa son más felices, tienen más oportunidades para la educación, el empleo, un mejor acceso a la atención de la salud y la justicia. Las mujeres en esa sociedad son más productivas y pueden aumentar el PIB mundial en un 26% estimado. Las mujeres empoderadas esperan más tiempo para tener hijos, tienen menos hijos. Tienen el poder de romper el ciclo de la pobreza en sólo una generación. Este nuevo gobierno está avanzando en todos los sectores. Están defendiendo las causas de las mujeres fomentando el espíritu empresarial y el acceso a microcréditos y pequeños préstamos. Pronto se aplicará la política de género, que ha sido objeto de amplias consultas. Inversión en el desarrollo continuo de capacidades y capacitación continua para los trabajadores de primera línea. La puesta en marcha de la vía de remisión de casos de violencia de género para los trabajadores de primera línea, y el establecimiento de comités y subcomités de distrito que se ocupan de la violencia de género (VG). También se ha impartido capacitación a defensores de la violencia por motivos de género, especialmente en las zonas rurales, para ayudar a los supervivientes a navegar y acceder a los recursos disponibles para obtener ayuda. Se ha llevado a cabo una amplia labor de educación y defensa de los derechos de los niños y las familias por parte de la Enviada Especial para la Infancia y la ministra Dolores Balderamos García. El trabajo que han estado haciendo en el compromiso de los niños y la transformación del albergue es notable. Por último, la ministra Dolores se ha centrado en las mujeres rurales e indígenas, que constituyen un grupo particularmente vulnerable. Dieciséis días termina con un foro especialmente centrado en el empoderamiento de las mujeres indígenas y la promoción del bienestar y la salud mental. But removing this fuel tax is like removing many unqualified UDP hired cronies in the government service. It takes time. Whenever we see fuel prices in Belize, we are looking at UDP incompetence at it’s worse. But like the UDPs superbond, it will be fixed.

National Digital Agenda: Towards a Digital Belize “Building Trust in Government Services” Public Launch

KEYNOTE ADDRESS BY

PRIME MINISTER JOHN BRICEÑO December 6, 2021 Good morning everyone, and thank you all for joining us today. Minister Bernard since this is a digital event, I trust that in addition to all those gathered here today, we have many more who are with us virtually. Today is a good day; one we should all be proud of. I am sure those in the Ministry of E-Governance are extremely proud of this moment when we are launching Belize’s First National Digital Agenda. I am told with its implementation our nation will now pivot towards a digital nation. Of course, we are able to do this one year into my administration because of partners like the Inter-American Development Bank whose help is indispensable. To the IDB, we say thank you for helping us charter a new way and for helping us to elaborate this transformative and modernization plan. This initiative is in partial fulfillment of another of our PlanBelize initiatives and is directly about delivering on our commitment to transforming lives. The National Digital Agenda is more than about the present, it is also about meeting the challenges of tomorrow. It’s about being a part of our desire to see improvements in education; about having better access to affordable mobile and data plans, access to health care, reducing poverty and unemployment. Indeed, it is about addressing corruption, inequality, digital divide, cyber safety, economic challenges and yes, it is about global pandemics. For sure the COVID-19 pandemic has taught us that harnessing the power of technology is not a thing of the future but the present. How then do we maximize our current strengths to capture the hope of a digital nation? The answer lies in our collective action and forward-thinking to embed technology at all levels of society to overcome our challenges. Our transformation requires every Belizean, business, and government entity to embrace digital as our core. The National Digital Agenda positions digital transformation and ICT as a core pillar in our new chapter. It represents our unwavering commitment to achieving a Belize that works for everyone. Our commitment to this vision is why we established a Ministry of E-Governance because we know the vital role that information and communication technology (ICT) could play in Belize’s rapid and disruptive transformation. Through its E-Governance and Digitalization Unit, the Ministry has worked across Government entities and with external partners to develop a plan that addresses your needs. The adoption of digital technologies is our pathway to that vision of a better tomorrow. Digital technologies will allow us to improve traditionally inefficient systems to facilitate service delivery and create new opportunities. The Government’s transformation will form the bedrock for change at all levels. But beyond the promise of a more efficient government service, digital transformation is about creating public value and simply disrupting the way we do things. If we only take a step back and look, digital technologies such as social media, video conferencing platforms, and e-commerce platforms have allowed many citizens to become entrepreneurs and allow for distance learning and virtual medical consultations. Imagine then, what more we could achieve if we truly unlock the potential of ICT. Of course, this will require hard work and strategic investment to build the foundation for a digital nation. Government alone cannot achieve this transformation. To truly leap forward and to become leaders of a digital economy, we will need to build strong partnerships with development partners, the private sector, civil society, and the public. This National Digital Agenda charters a new way of placing citizens at the center of our public reform agenda. To create this enabling environment, the National Digital Agenda 2022-2025 aims to invest in key areas to strengthen our infrastructure, build digital capacities, and transform the way Government operates. It is our vision that through the successful implementation of the National Digital Agenda built on a strong foundation of partnership, openness, and inclusion that citizens will begin to trust in government services. For public trust is necessary to overcome the fear of change and build robust relationships and a unified vision. It would be remiss of me not to mention some of the key foundational work leading up to today’s launch. I am referring specifically to a suite of five new laws recently enacted in the National Assembly. These new laws outline the framework for data sharing within the public sector, electronic evidence in court procedures and the protection of data privacy for all citizens. There are laws which also create offenses for instances of electronic fraud, and laws which set the foundation upon which e-Government and e-Commerce can truly and securely take off in Belize. These laws were developed through technical assistance from the Inter-American Development Bank under the Compete Caribbean project ‘Leveraging Digital Technology for Improving the Business Climate in Belize’. This project is being implemented by the Office of the Prime Minister through the Economic Development Council and seeks specifically to undertake the digitization of key public services in a holistic way considering the need for system development, as well as process re-engineering, legislative amendments and critically, change management. Just as exciting are those projects and initiatives we will see in 2022, the roll out of a national ID, the modernization of the vital statistics unit, so that someone can apply for a birth certificate online from Santa Elena, Corozal to Halacte in Toledo or anywhere in the world. Our new passport system which will be introduced in June 2022 will include state of the art biometric technology. In the Ministry of Natural Resources, Petroleum and Mining, we will improve the digital lands registry and to help us with improved governance, the establishment of procurement unit in the Ministry of Finance. We are doing all these things not only for ease of doing business, but more so to make life easier for everyone. Ladies and gentlemen, the time for change is today! The time for our advancement to a more digitized nation in now. Together we can and will make this meaningful change which will impact every Belizean at all levels of society. Thank you.

Team Ek’ Balam wins Mundo Maya Pok-Ta-Pok championship in 3-peat Orange Walk Town, December 5, 2021 Minister of Sports, Youth and E-Governance Hon. Kevin Bernard joined Mayor Ladrick “Mad Bull” Shepard in welcoming home the undefeated Team Ek’ Balam of Yo Creek at the Orange Walk Town Hall on Sunday afternoon, after they won their 3rd backto-back-to-back World championship at the 4th Mundo Maya Pok-ta-pok World Cup at the Gimnacio Polifuncional del Instituto del Deporte del Gobierno de Yucatan in Merida on December 2-3. Orange Walk Town welcomed the team with a victory motorcade through the streets of the town, then it was like history repeating itself for Minister Bernard, who as Orange Walk Mayor had also welcomed home Team Ek’ Balam when they won their 2nd World Championship in May 2019. He had bet on them winning again when he invested $1,000 to the team with travel expenses. He now pledged his full support for Team Ek’ Balam, for when Belize hosts the 5th Pok-ta-Pok World Cup in 2023. Mayor Shepard also congratulated the team for his Mundialito tournaments from 2015 to the present had sharpened these young men’s football skills. Although the rules of Pok-ta-pok meant they could not kick the solid, 6 - 8 pound rubber ball, but were only allowed to strike it with their hips. Frontier Airlines will celebrate its Inaugural Flight on Saturday December 11. Belize Tourism and Civil Aviation are making good on their summer announcement that new Airlines would be coming to Belize this late fall. Westjet resumed, Alaska Air has come and now Frontier Airlines will make their inaugural non-stop flights to Belize starting December 11. The low-cost carrier airline is offering a November 11 deadlined sale for US$69 nonstop flights to Belize City, Belize (BZE) from Orlando, Florida (MCO). Initially offered on Saturdays only, direct service from Orlando departs 1:42 pm and arrives in Belize City (BZE) at 3:10 pm while the return flight departs Belize at 2:49 pm. A seven-day advance purchase rules applied. These fares are valid for nonstop travel (round-trip purchase not required) on select days of the week, but the following blackout dates apply November 20–30, 2021, and December 18, 2021–January 4, 2022. Belize City with flights from Orlando, FL, and Denver, CO were a part of the low-cost carrier Frontier Airlines announcement of 20 new

nonstop routes. The new non-stop service to Belize City (BZE) by Frontier Airlines marks the 10th (tenth) international carrier in Belize to and from places like Cancun, Guatemala, Panama, Seattle, El Salvador, Toronto, Calgary, Los Angeles, Houston, Denver, Minneapolis Chicago, Newark, Dallas, Atlanta, Charlotte and Roatan. Belize a Safe destination is this showing all the signs of a boom tourism high season with this greater connectivity and reports of full beds in hotel rooms. PLANBELIZE MOBILE LAND CLINIC VISITS STANN CREEK WEST On December 1-3, 2021, the Ministry of Natural Resources, Petroleum and Mining conducted its mobile land outreach in the Independence Village in the Stann Creek West constituency. This program is to attend to the land issues of the people in the area. We are happy to report that 553 purchase approval letters were distributed to the people in the villages of Santa Cruz, Silk Grass, Cowpen, Independence and Hopkins. The Deputy Prime Minister and the Hon. Rodwell Ferguson made the seemingly impossible possible for Belizeans waiting for years to exercise their right to own a piece of land. “We are bringing the government to the people. Belmopan, December 6, 2021. The Ministry of Finance, Economic Development and Investment, through the Central American Bank for Economic Integration (CABEI) COVID-19 assistance program, has acquired a fully equipped 2021 Toyota HiAce van. The 12-seater van is worth BZ$73,500. The donation is part of a cooperation provided to each member country of the Central American Integration System (SICA) to continue supporting the efforts that they are making to face the emergency that occurs due to the spread of the COVID-19 virus. Today, the van was handed over to the Ministry of Health & Wellness. The van will be assigned to the Punta Gorda Community Hospital to assist in transporting the nurses to and from the hospital. The 2021 Toyota HiAce van was handed over to Hon. Michel Chebat, Minister of Health & Wellness, by Dr. Osmond Martinez, Chief Executive Officer, Ministry of Finance, Economic Development and Investment. In attendance were Hon. As an essential service provider, Belize Water Services (BWS) is focused on ensuring the continued reliability and safety of our water and wastewater systems for our customers, as well as the health and safety of our employees. BWS is proud to announce that our employees have cooperated to achieve nearly full vaccination of our workforce. Our current vaccine statistics are as follows:

We commend our employees for this high level of vaccination uptake and for recognizing that water and wastewater services are a key component to public health, especially now given the pandemic. A reliable continuous supply of potable water is essential to homes, workplaces, schools, and, even more so, to hospitals and health care facilities. It is therefore critical for BWS staff with their specialized skills to remain healthy in order to keep our facilities and our services operating for the protection of public health. BWS employees were saddened by the loss of one of our own to the virus early in pandemic. Vaccines are the single most effective tool to protect our staff, their families, and our communities against COVID-19 virus. As soon as the vaccines were available, as part of BWS’ COVID-19 preparedness and mitigation, BWS’ Board pushed for utility workers be given priority for the vaccine. To date, BWS has had 77 employees who have tested positive for the virus. We are pleased to report that none of these employees became critically ill or had to be hospitalized; in fact, they have been medically cleared to return to work in fairly short time spans. This provides statistical proof that the vaccines work. Ensuring protection against COVID-19 is a team effort in our workplace. The COVID-19 vaccine adds one more layer of protection against infection for our employees and ultimately helps to protect the entire community. BWS employees are issued a “Fully Vaccinated” pin as soon as they submit their confirmation – they wear it with pride! Thank you, BWS Employees!

LAUNCH OF NATIONAL DIGITAL AGENDA REMARKS BY

HON. HENRY C. USHER,

MINISTER OF PUBLIC SERVICE AND CONSTITUTIONAL AND POLITICAL REFORM DECEMBER 6, 2021 When I told my children that I was speaking at the launch of the National Digital Agenda, they were in shock. You see, in our household, for me to be able to utilize a program or app, it not only has to be user-friendly, it also has to be dad-friendly. But having said that, and accepting that I must do better with my digital immersion, I do recognize that Government must undergo a digital transformation in order to deliver services and programs more efficiently, transparently, and cost effectively. Today, digital government has become critical to meet the expectations of the modern Belizean citizen. By offering end-to-end digital transactions via online customer portals and mobile apps, GOB can increase customer satisfaction, compliance and..... very important.... revenue. To implement this digital transformation, government must have a clear idea of what success looks like from the perspective of the users of the technology. It all boils down to trust, says Suma Nallapati, the Chief Information Officer for the Governor’s Office of Information Technology in the State of Colorado. “Citizens need to trust the government,” said Nallapati, “and from an IT perspective we can do that by deploying secure, reliable, efficient, effective and elegant technology that is designed with human use in mind.” Therefore, I am very pleased to have this opportunity to express my support of the National Digital Agenda with its pledge to aid in the unified vision of ‘Building Trust in Government Services’. I would like to congratulate my good friend and colleague Hon. Kevin Bernard, CEO Urbina and their team for this revolutionary step forward. Building Belize’s digital infrastructure is in line with PlanBelize and a realization that Belizeans want more than value for money, they are seeking responsive, living services that fit seemlessly into their lives. Recently, I asked a business owner about the Iris online tax platform. She said that the platform was easy to understand and use, but it took her company almost a month to get fully enrolled. Why? Nobody answered the phone when issues came up with the enrollment process. This underscores a critical component, the digital platform still needs efficient, trained, accessible human resources to make it run well. A Wall Street Journal Workplace Technology headline said, “It’s Time to Get Rid of the IT Department.” And before the heads of IT departments across the public service start to worry, no, I am not recommending that these posts become redundant. But this article was very eye opening making the case that IT is used every day in every office by every employee. So the same way you wouldn’t allocate resources for a separate paper department or pen department, why allocate for an IT department that is separate and distinct from your core business. In other words the modern public officer, every public officer, must have a working knowledge of IT functions for the government department or ministry to work as efficient and effective as possible. I am very proud, then, that the Ministry of Public Service is partnering with the E-Governance and Digitalization Unit. HON. KEVIN BERNARD, MINISTER OF YOUTH, SPORTS AND E-GOVERNANCE DECEMBER 6, 2021

Prime Minister, Hon. John Briceño, IDB Country Representative Ramiro Lopez Ghio, Cabinet and Ministry of Youth, Sports and e-Governance colleagues, invited guests and last, but certainly not least, the team of the e-Governance and Digitalization Unit, the stars of today’s event. I start today by thanking the Prime Minister for his confidence in appointing me Minister responsible for e-Governance, a new but critical portfolio, and one which will allow the nation, our government and people to take a giant leap forward in technology, in development, in growth across all sectors and, of course, in accessibility to government services. Welcome, my friends, to the new digital era of governance in this country. Digital government is defined as “the use of digital technologies, as an integrated part of governments’ modernization strategies, to create public value. It relies on a digital government ecosystem comprised of government actors, non-governmental organizations, businesses, citizens’ associations and individuals which supports the production of and access to data, services and content through interactions with the government.” What that means, simply, is that Government will embrace digitalization as the engine which will empower the provision of all its services, and the access to all services offered by Government. Digital government, on a global scale, is designed to strengthen public governance, and to make governments more accountable, efficient and effective. This is what this administration promised our people – accountability, in an era where accountability in Government had become non-existent – efficient and effective governance at a time when it is not only demanded by the changing world around us but is critical as a global pandemic threatens our way of life. Where we are today did not happen overnight. And, it could not, because the transition to a digital government is a monumental undertaking. It was necessary for our team to define a clear governance framework which could only be possible through a mandate from the highest levels of this administration. We also needed to identify and allocate powers and resources to the public sector organization responsible to steer the design and coordinate the implementation of the digital government strategy across the public sector. I am grateful, as always, for the vision and support of my friend and Cabinet colleague Henry Charles Usher, Minister of the Public Service, whose leadership will be critical in the implementation of the national digital agenda. It was also necessary for our team to update the legal and regulatory frameworks in order to safeguard citizens’ digital rights and incorporate the potential implications of increasing use of emerging technologies and data into existing legal safeguards. This was no easy task, but there could be no digital government without the supporting legislation. Today, there are six new and comprehensive pieces of legislation which cover every aspect of digitalization, ensuring that the rights of our people are protected in every instance. These new Acts also deal in detail with digital threats – including cyberbullying and the use of digital means to threaten or cause harm. And of course, there is legislation to promote and protect every manner of e-commerce and the provision of services in the digital arena, with very stiff penalties for those who break those laws and use the opportunities presented by digitalization for harm or criminal actions. There are so many people to thank, because this was truly a collaborative effort. By collaborative, I mean invaluable assistance from our regional partners like the IDB and Compete Caribbean, our Attorney-General and her team, partners from the public and private sector and the public, whose input we sought and whose input we will need throughout the process of digitalization. I know that our e-Governance and Digitalization Unit has a presentation planned which will go into far greater detail, but I could not sit today without acknowledging the work of the unit, led by Alexia Peralta. What they have been able to achieve is laudable on so many levels, and the work they have put in will be evident in the days and months ahead. On a personal note, let me say that I am proud and excited to be a part of this revolutionary movement. If I could borrow and paraphrase the words of the Father of the Nation – a part of a peaceful, constructive, digital revolution. We all know and have felt the frustration of being far behind as technology passes us by. I have felt the pain of persons who are forced to travel from as far as Punta Gorda to Belize City to access services at the Vital Statistics Department, only to be told they must come back the next day. In so many government offices, there are mountainous heaps of paper records going back years, and I always wonder – what would happen in the event of a fire? Those days must be put behind us, and I am happy to say that they soon will be. I close by emphasizing that the National Digital Agenda is a collective effort by all GOB entities, the private sector and the general public. And through this effort, we WILL change how business is done in Belize. Thank You!

GOVERNMENT OF BELIZE SIGNS MATCHING GRANT FUND AGREEMENTS WITH TWO PRODUCER ORGANIZATIONS he New River Farmers’ Co-operative Society Ltd. and the Maya Green Growers Co-operative Society Ltd. signed individual Matching Grant Fund Agreements with the Government of Belize. The government, with financing of BZ$40 million from the International Fund for Agricultural Development (IFAD), the Green Climate Fund (GCF), and participating beneficiaries, has embarked on a six-year programme called Resilient Rural Belize (RRB), which aims to minimize the impacts of climatic and economic events on small farmers while supporting sustainable market access for their produce. The Programme Management Unit of the Be-Resilient Programme (PMU), acting through the Ministry of Finance, Economic Development and Investment (Lead Programme Agency) and working closely with the Ministry of Agriculture, Food Security and Enterprise, has overall responsibility for the programme implementation, including the administration and implementation of the programme’s Matching Grant Fund (MGF). The aim is to support the achievement of the programme’s objectives by co-financing investments that would improve, in volume and quality, small farmer agricultural production and safeguard food security in the context of existing and projected climate change effects. Working with producer organizations, the programme is providing support for the development of business plans, which identify proposed investments, including technical assistance and capacity building, aimed at achieving the above objectives, and which shall be used as the basis for accessing support from the MGF. On December 2, 2021, the Government of Belize and the New River Farmers’ Co- operative Society Limited signed an agreement for BZ$255,530, which will provide support to the members of the co-operative to become more resilient by working cooperatively. The co-op is seeking to build an office, storage and marketing centre in the community and to hire a marketing and administrative officer to manage customers and suppliers. It will support members to receive, sort, store and sell all the produce from a proposed 17 acres of onions and six acres of carrots to be cultivated both cooperatively and individually. Other activities will also include the financing of a capacity building plan to improve management, reduce chemical use, improve water management for irrigation, quality control and enhance gender equity. New River Farmers’ Co-operative Society Limited was duly registered on January 17, 1984, by the Department of Co-operatives. The MGF aims to increase the eco-

nomic, social, and environmental resilience of the co-operative. It is expected that this investment will have a direct positive impact on 29 households representing the 39 members of the co-operative. A breakdown composition of the co-op is 26 men, 5 women and 8 youths (6 males and 2 females). The total number of final beneficiaries to be impacted by this investment is estimated to be 136 persons, including 41 women and 30 youths. On December 6, 2021, the Government of Belize and the Maya Green Growers Co- operative Society Limited signed an agreement for BZ$289,410, which aims to sub-

stantially improve decision-making among the farmers as they become active stakeholders in developing climate-resilient agriculture practices. A marketing, sorting and packaging facility (30’ X 40’) will be constructed and from which the office will also operate. In order to improve production and upskill members, a fertigation system will be provided for the two new covered structures. Water tanks will be procured and provided to the group members and for the two new covered structures to harvest irrigation water. Members’ capacity will be improved through training and engagement in implementing activities while im-

proving their understanding of the commodities (carrots, sweet pepper and tomato) they produce and market negotiations. There will also be an exchange of existing knowledge with other communities supporting the dissemination of good practices. Additionally, collective decision-making and the climate information system will enable advances in social and inter-community communication improving resilience and sustainable agriculture. It is expected that this investment will have a direct positive impact on 14 households representing the 18 members of the co-operative. A breakdown composition of the co-op is 14 men, 4 women and 1 youth (female). The total number of final beneficiaries to be impacted by this investment is estimated at 58 persons, including 14 women and 7 youths.

Transporting of Freight, Heavy Equipment and Wide Loads December 8, 2021 - The Ministry of Public Utilities, Energy and Logistics via the Department of Transport hereby reminds the public of the regulations pertaining to the transporting of freight and other loads (scrap metals, logs, homes, industrial machinery etc.), particularly trucks carrying construction materials such as sand and gravel, cement blocks and cement, that are not properly secured. This is in accordance with regulations 126 and 152 of the Motor Vehicles and Road Traffic Regulations. Any person who intends on transporting any load in a manner that is contrary to the stipulated regulations must seek written approval from the Chief Transport Officer at the Department of Transport. It is hereby advised that the Department of Transport will be making routine checks and inspection to ensure that these regulations are being adhered to. PRESS RELEASE FOR IMMEDIATE RELEASE Appointment of New Governor of the Central Bank of Belize Belize City, 7 December 2021: HER EXCELLENCY FROYLA TZALAM, Governor-General of Belize, on the advice of the Hon. John Briceno, Prime Minister and Minister of Finance, Economic Development, and Investment, appointed Mr. Kareem Michael as Governor of the Central Bank of Belize, with effect from 1 December 2021. Mr. Michael began his work at the Central Bank as Monetary Economist in 2000. He later led the development of and oversaw the Bank’s Statistical Unit and was promoted to Deputy Director of the Research Department in 2008. In 2014, Mr. Michael resigned from the Central Bank to take up the position of Senior Business Analyst at the Belize Electricity Limited. He returned to the Central Bank as Deputy Governor in November 2017, with responsibility for the Financial System Supervision Department, Research Department, and Compliance Unit. Mr. Michael, who has been Acting Governor since 13 August 2021 now assumes the substantive position of Governor. Mr. Michael brings a wealth of supervisory and regulatory experience to the role. His areas of expertise include Monetary Policy, Exchange Rates and Capital Flows, Economic Indicators and Survey Methods, Financial Programming and Policies, Monetary and Financial Statistics Compilation, Leadership Development, and Project Management. Mr. Michael holds a Master of Public Administration Degree in Economics from the Columbia University in New York City, as well as a Bachelor of Arts in Economics from Valdosta State University in Georgia, USA, where he was awarded Outstanding Economics Senior of the Year. THINK ABOUT IT FOOLS IN THE FORMER GOV’T Fools in the former UDP government allowed the sugar Factory to be sold to foreigners. The cane farmers had wanted to buy the Sugar Factory which would have been a much more desirable situation. But we live in a capitalist system. The same system which operates and made up the Golden Rule. Who has the gold makes the rules. The Belizean cane farmers have a problem with the foreign owners of ASR/ BSI. It is a dispute akin to laborer’s having problems with employers. Servants and masters. Slaves and slave owners. Here are some terminologies from a text book on how capitalism works. “…they (the bigger bosses) are very disappointed with the situation we are in at the moment. Evidently very disappointed and feel that from the investments that they have put into the sugar industry in Belize since 2021; we gave the industry a life-line….BSI was rapidly going downhill. “….with ASR investment, knowledge and expertise … our owners came in and decided, we want to make this industry strong. Make it viable….and have invested very heavily. We have explained over the years what those investments are doing….. All of these are multi-million dollars projects (we don’t have a dollar to spare on cane farmers) “We explained to the government that … we are being put in a position where one side (darn cane farmers) wants to get more from us without really listening to our arguments (ignorant and fool-fool eh?). “we are simply not prepared (do you hear our threat?) And our owners (the big bosses) are not prepared to invest (we are threatening you again) any more money in Belize until we can straighten out these things. “….we have considerable long time term debts at this time ( cho, only unu, don’t cane farmers have debts and deaths too). And we are simply not in a position to be able to pass on more value (money) to these darn cane farmers (these must learn their place and live poor). “I also want to emphasize that the current terms on which the commercial agreement is based, we believe are very favorable for farmers. I think they are some of the best terms in the region (So why are the poor cane farmers living in poverty and are agitating for better terms?). As we look through the window towards the sugar cane Factory the ugly black smoke is belching its poison in our atmosphere. And our river has been murdered by chemicals, choked and dead, the blackest, ugliest, disgusting looking sight of a river, one of the worst in the region. DOROTHY BRADLEY HONOURED BY U.S.A Well, Well, Well and wow! And, congratulations to a humble public servant, toiling away in her office unappreciated and getting no thanks for her work. She is Dorothy Bevans Bradley, Auditor General of Belize and has just this Wednesday received recognition from the government of the United States of America. The recognition plague reads. “Ms. Bradley exposed corrupt practices and illegalities in the sale of Belizeans passports and visas. She uncovered long suspected chronic dereliction of duties, abuse of power, malfeasance, and corruption within the Immigration, Nationality and passport Department resulting in criminal and administrative charges for those involved.” The Auditor General was honored at a ceremony where she was presented with the prestigious award of Anti-Corruption Champion by the USA State Department. It is to be recalled that under the Dean Barrow corrupt UDP government, the Auditor General was personally singled out by Barrow for public attacks. She incurred Barrow’s wrath for refusing to suppress evidence of corruption in his government. We also wish to make the point that while Barrow was Prime Minister not a single Chief Executive officer or senior public officer ever blew the whistle, leaked any document, or exposed the rampant corruption that was taking place, costing millions of dollars. Auditor General Bradley and her audit team exposed wrong down and serious irregularities in many government Ministries and departments. She was a guest on Love FM morning show this Monday and last week. Prime Minister John Briceño publicly lauded her stellar years of dedication and contribution to the people and government of Belize. We are proud of her and the good image of the faithful public officer making her contributions to a better Belize. FIRST FEMALE POSTMISTRESS We have more good news from public service. History has been made with the appointment of as the nation’s first female Postmistress General, Mrs. Castillo Price is from famous Wagner’s Lane which two centuries ago was part of Elore Town in Belize City. Following the massive destruction of Belize City from hurricane Hattie in 1961, thousands of Belizeans migrated to the USA where they sent monies

to their relatives back home. Under the cerebral Charles B. Hyde, postmaster General, the Post Office was modernized with post offices in every town and almost all villages in the country. The new Postmaster General, Postmistress has indicated she intends to recapture the old glory with a series of initiatives. LEONORA PATNETT IS 108 YEARS She is probably the oldest person alive in the country of Belize. Her mind is alert and her memory is intact. She still has hair and teeth and as cheerful as ever. Born on 13th December 1913, Miss Leah as she is affectionately known, is a wealth of information on old Belize. She lived through the two world wars, 1914 to 1918 and 1939 to 1945. Also through the two most destructive hurricanes to hit Belize 1931 and 1961 not to mention the 1918 pandemic. Channels 5 and 7 usually send reporters and cameras to mark the march of the centenarian as she chalks up extra years. NICH should sit with Miss Leah and capture some of her and the country’s history. CHRISTMAS FILMS In the so called good old days Belize City had two ….houses, Palace on Albert Street and Majestic on Queen Street. The buildings are still these. Later, came Eden on North Front Street close by the old city council building and Bel Rio by Holy Redeemer parking lot on North Front Street. This was before the invasion of America television and cable shows on 1980. When American television penetrates small and, not so small countries, all their morals and values are turned upside down. Soon there are gangs and guns, crack and cocaine. The women dress like prostitutes and drink alcohol and smoke cigarettes like they see on television. Struggling middle class want to drive SUVs and live in luxury. Nobody is saving for the rainy day. Medical attention is privatized and the cost is catastrophic. Supermarkets selling cancerous foods and drinks overtake real traditional markets where fresh, healthy food from our soil is available. Anyhow, those days and those things are a fading memory. So too are the movies that became a part of our growing up. Christmas time and Easter we all saw ‘the Ten commandments’, ‘Ben Hur’, ‘Jesus of Nazareth’, and ‘Barabbas’. Those were the days my friend. We would not have believed they would ever end. JULIUS IS THE MAN Appearing on Love FM morning show, Julius Caesar Espat was a breath of fresh air. The outspoken Minister shared a number of his personal views on Covid vaccinations, on redistricting of the electoral boundaries, on reduction of ministerial authority and the need for openers and transparency with government funds and tax payers’ monies. As minister for infrastructure, with a limited budget, the dude is doing magic, and doing so all over the country, repairing roads, upgrading village streets, and tackling outlets and feeder roads for our hard-working farmers. As Minister of Housing, the magic is contagious, everyone wants one of Julius houses. From no income to low income he is doing what he can with the limited resources. And he is humble enough to give credit to his cabinet colleagues and his public officer’s team.

On December 2, 2021, the Ministry of the Public Service, Constitutional and Political Reform held a two-day strategic planning session for the senior management team of the ministry. The session was facilitated by Muslar and Saunders Consultancy Services. The strategic plan provided an updated mission statement that reflects the ministry’s commitment to service excellence and the transition to a more modern public service. IICA PROVIDES SUPPORT FOR THE NEWCASTLE DISEASE PREVENTION, CONTROL AND ERADICATION PROGRAM On 14th September 2021, Belize notified the World Organisation for Animal Health (OIE) of two outbreaks of Newcastle Disease Virus (NDV) in backyard poultry in the Toledo and Belize Districts. Following confirmation and notification to the OIE, an Emergency Task Force was activated to manage control measures. The task force consists of government agencies and stakeholders such as the Inter-American Institute for Cooperation on Agriculture (IICA), Regional Organization for Agricultural Health (OIRSA) and the Belize Poultry Association (BPA). The presence of NDV with the absence of control measures would mean a possible negative impact on food security, farmer livelihood and collapse of the poultry industry. In light of this, the taskforce recommended aggressive vaccination in the restricted and control areas to help stop the spread of the disease, complemented with public awareness, strengthened farm biosecurity, education and training, intense surveillance and movement

control. As part of the collaboration and support to the campaign, the Inter-American Institute for Cooperation on Agriculture made a financial contribution for the purchase of 90,000 doses of vaccine, personal protective equipment (250 units), cryogenic vials for sampling (1000 units) as well as to support the awareness program to encourage reporting of cases, to strengthen biose-

curity and to prepare for declaration of freedom from the disease. The procurement of these items were made possible with the coordination of the Belize Agricultural Health Authority and the Belize Poultry Association. IICA remains committed with the Government of Belize to continue supporting the campaign as well as for the development of the agricultural sector.

I. BACKGROUND

(i) Maintaining an adequate filing system for the Programs’ financial records (budget, accounting and treasury), including the payment records, among others.

1.1 The Government of Belize, through the Ministry of Finance (MOF) is embarking towards the modernisation of the tax administration by merging the existing Income Tax Department (ITD) and the Department of General Sales Tax (DGST) into a single function-based tax administration, and procuring and implementing a new Integrated Tax Administration System (ITAS). 1.2 In order to facilitate the process, the Tax Modernization Program was initiated and comprises of five main projects/components including: (a) Communication and Change Management; (b) Organization/Human Resources (HR)/Infrastructure; (c) Business Processes Re-engineering; (d) Legislative Framework; and (e) Information Technology. These will be implemented in phases, with the existing core areas of the ITD and DGST operating as the new, consolidated functional organization, the Belize Tax Service (BTS). 1.3 To support this endeavor, the GOB has requested the support of the Inter-American Development Bank (IDB) to fund a five-year project, “Strengthening of Tax Administration” (BL-L1031). The main objective of the Project is to strengthen Belize’s tax administration aimed at increasing tax revenue collection, through the following specific objectives: (a) increasing the effectiveness of the Government to collect taxes, through improvement in the tax administration governance and; (b) increasing tax administration efficiency, through improvement in the operational processes and modernization of the technological infrastructure. 1.4 The MOF is responsible for the implementation of the overall Belize Tax Modernization Program and, for this purpose it has established a Program Management Office (PMO) under the Office of the Financial Secretary to support the implementation of the Program along with the consolidation of the BTS. The MoF is the Executing Agency (EA) of BL-L1031. For this purpose, a Project Executing Unit (PEU) is established in the PMO with concrete technical, administrative, financial, control and planning, monitoring and evaluation responsibilities for the IDB-funded initiative. 1.5 In this regard, a vacancy exists for the Financial Officer for the PEU under a contractual arrangement with the MOF, and as part of the BL-L1031 initiative. II. OBJECTIVE AND SCOPE OF WORK 2.1 he objective of the position it to lead the overall financial management responsibilities of the Project (i.e. accounting, budget administration, treasury, and asset management), and for ensuring the presence of the necessary control environment for effective and transparent financial reporting in compliance with IDB and national regulations. 2.2 The Financial Officer is responsible for the overall financial management and administration aspects of BL-L1031, by leading and executing the fiduciary functions for all components of the Project in accordance with national legislative requirements and the financial management policies and ethical code of the IDB and the GOB. In particular the Financial Officer: (a) ensures that appropriate financial and accounting systems and controls are implemented so that all Project activities are executed in accordance with the applicable MOF and the Bank’s financial and accounting requirements; and (b) assists the Project Coordinator with monitoring Project activities to meet the stipulated Project objectives, transparency and accountability requirements as they relate to the planned expenditures and asset allocation. III.

RESPONSIBILITIES/ACTIVITIES

3.1 The main responsibilities of the Financial Officer include, among others: (a) Reviewing all documentation relating to the Project; and, be informed on the Program Operation Manual (POM), the Loan Contract, the Procurement Plan (PP), the Annual Operational Plan (AOP), the Project Execution Plan (PEP), and the initial Disbursement Projection Table. (a) Managing, in an effective and transparent manner, the financial resources of the Project (b) Preparing the “Chart of Accounts” of the Project and submitting it for consideration and non-objection of the Bank. (c) Maintaining the payment and budgetary records of the Project in the SmartStream system/ platform, following the guidelines of the MOF, and implementing a parallel Enterprise Resource Planning (ERP) platform to maintain the accounting, budgetary and treasury records of the Program (including the general ledger) as well as the preparation of financial reports. (d) Maintaining the registration and control of all fixed assets purchased with resources of the Project, through the deployment of the applicable Fixed Assets Module of the ERP platform. Specifically, conducting the following actions: (a) the official recording of the assets upon delivery, receipt and acceptance by the MOF/PEU, following internal procedures, and in compliance with the Stores Orders of 1968; (b) the provision and attachment of official identification numbers or codes (preferable electronic/bar coding); (c) the allocation of each assets to a department, division or unit of the MOF, along with the identification of the person/position responsible for its use and safeguard; (d) the tracking of movements of the assets, being geographically or internally in the Ministry; (e) the write off of assets that may be deemed unserviceable, based on the inspection of a commission of representatives of the MOF and the PEU, and subject to the approval by the IDB, based on the recommendations of an independent external auditor; (f) the verification of the conditions of the fixed assets no less than once per fiscal year, and previous to the closing of the Project’s financial statements; and (g) the execution of internal control procedures for spot checks conducted by independent personnel of the MOF and PEU, not responsible for their use and/or safeguard. (e) Preparing and updating the Project’s Financial Plan for calendar year and Fiscal year, including the investment and disbursement plans in accordance to Pluri-Annual Execution Plan/Project Execution Plan (PEP), the Annual Operational Plan (AOP), and the Procurement Plan (PP). (f) Following applicable national and internal procedures, executing through the Treasury Single Account (TSA) the payments, transfers and disbursement of resources to cover the Program’s eligible expenses to contractors, goods and services providers, consultants, and other. (g) Preparing and submitting, for consideration of the IDB, the bi-annual budget execution reports and financial statements in formats agreed with the Bank and classified by component and product/activity.

(j) Contracting the annual independent external audits, following IDB norms and procedures. 3.2 Specific financial management activities include: (a) Review the Project Operations Manual (POM), the PEP, the AOP, the PP and other Project documents to ensure complete and comprehensive understanding of the intended goals, activities and results of the Project, including their financial planning and management implications. (b) Review the IDB financial management policies and GOB financial regulations to ensure full understanding and familiarity with the payment processes and requirements and controls, following the purchase and contracting of goods, works and services nationally and internationally. (c) Manage, update and maintain the accounting system to allow for the identification of the sources and uses of Project funds and reporting in line with standard and generally accepted financial management requirements based on Bank and GOB policies and procedures. (d) Provide for the effective administration of the Project’s financial/budget control system. (e) Prepare the Project’s annual budget by component and consolidated, along with Disbursement Schedule, Financial Plan and other, and work in collaboration with the PEU’s Procurement Specialist to contribute to the drafting of the annual PP with respect to costs and expenditures. (f) Maintain updated financial statements and audit reports to support disbursement requests to the Bank, and work with PMO and PEU personnel to prepare the justification of expenses from previous disbursements, according to component activities contained in the Financial Plan and the Advance of Funds. (g) Provide guidance to the PMO and PEU team with respect to eligible and ineligible expenses according to the Loan Contract. (h) Provide regular updates to the PMO/PEU management team on Project budget status, with attention to tracking and monitoring budget expenses, Project financial benchmarks and results, against the PEP, AOP, PP and overall Financial Plan. (i) Coordinate with personnel of the MOF for the implementation and execution of the payment system, taking into consideration process controls, signatories, authorizations and other. (j) Provide for the execution of payments to contractors and goods and services providers, following the stipulations contained in the POM, while aiming at an effective compliance with time cycle requirements and targets. 3.3 Specific financial monitoring and reporting activities include: (a) Establish and maintain adequate financial, accounting, and internal control systems to allow for effective monitoring and reporting on, among others, planned versus actual budget execution on a continual basis. (b) Prepare payment requests and corresponding expenditure reports and financial statements as per requirements, and any other financial documents necessary in close liaison with the MOF. (c) Prepare and review notes, reports and presentations for the IDB, the PMO, Financial Secretary, and PSC as necessary. (d) Coordinate and cooperate with the independent external auditing firm on an annual basis and ensure submission of annual audited financial statements within 120 days of close of each fiscal year (i.e. 31st July) and at Project completion within 120 days after last disbursement. (e) Provide monitoring and oversight as required to the financial administration of Project activities, in conjunction with technical specialists of the MOF, PMO and PEU. (f) Work with the Procurement Specialist and the Project Coordinator to prepare regular updates to the PEP (in MS Project and excel), AOP, and PP and corresponding Financial Plan and inform on the quarterly Project status reports to MOF. (g) Follow-up and reporting to the Project Coordinator and Program Manager as required, ensuring status updates, and timely preparation of periodic financial reports for presentation to the PSC and other management instances. (h) Maintain and inventory of all assets and investments of the Project in coordination with the financial and administrative officers of the MOF. 3.4 The Financial Officer shall undertake his/her work with the guidance of and coordination with the MOF and the PMO, and in accordance with the Loan Contract, annual work plan, and IDB financial management and procurement policies and in compliance with GOB regulations. Finally, the Financial Officer will provide the necessary support to team members of the PMO, PEU and MOF with respect to payment requests, financial reporting, and information sharing. IV. He/she shall work in close coordination with the staff of the MOF and especially the members of the PMO, the BTS and the Financial Officer of the Ministry. VII.

COMPENSATION

7.1 The Financial Officer will be paid a monthly salary to be established during the contracting process. 7.2 Given the staff-like tasks and responsibilities of the PEU personnel, reports (deliverables) do not apply. Instead, performance assessment reports from the supervisor. VIII.

1. Background: 1.1 The Economic Development Council (EDC) was launched during the first Prime Minister’s Business Forum in 2011 upon recognition of the need for a mechanism to be in place to support action for addressing problem areas that impede rather than facilitate an enabling investment climate in Belize. The Public-Private Desk (PPD) in the Office of the Prime Minister (OPM) was established in 2012 to provide technical support to the EDC in executing its mandate. In 2017 the Economic Development Council Act, No. 38 of 2017 was passed which formally outlines the EDC’s structure and mandate. Key functions of the EDC include to: (i) Foster an improved business climate by making recommendations to the Prime Minister and relevant government ministries; (ii) Support reforms that lead to an improved business climate; (iii) Strengthen the relationship between the private and public sector through meaningful dialogue. 1.2 Since November 2020, the Government of Belize has reiterated a renewed focus on advancing ease of doing business reforms as outlined in #PlanBelize in support of a robust and resilient economic rebound. The successful implementation of initiatives championed by the EDC (as operationalized by its Secretariat) require efficient coordination and project management that is supported by qualified expertise. The PPD, as the Secretariat to the EDC, is staffed by technical officers and a head of department. The PPD takes on a project management approach to managing its work, ensuring that proper planning, risk management, stakeholder engagement and monitoring and evaluation of activities occur in a systematic manner. The Public-Private Desk is hereby seeking to strengthen the work of the EDC’s Secretariat by procuring a Communications/Administration Officer to join its team. 2. Objectives: 2.1 The Public-Private Desk is looking for a dynamic Communication/Administration Officer to support its work. This person will be responsible for successfully raising the profile, building and managing relationships with key stakeholders and effectively communicating the mandate and work of the Public-Private Desk and the Economic Development Council. The Communications /Administration Officer will work along with the Project Coordinator, Project Officer and report to the Executive Director. 3. Qualifications: 3.1 The following is the minimum technical expertise required to conduct the assignment: Bachelor’s degree in Business Administration, Marketing, Communications, or other related fields, with knowledge of communications and marketing principles. At least 3 years of professional work experience in communications and marketing or public relations. More than two years of experience in designing, editing and producing publications, especially reports and briefs. Experience in customer relationship management, website content editing and proofing, and advanced English-language writing, editing and spoken English. 4. Qualifications: 3.1 The following is the minimum technical expertise required to conduct the assignment: Master’s Degree in Project Management, Business Administration, Economics, Development Studies and other Social Sciences, or other field relevant to the tasks identified under the EDC’s mandate. Have at least three years’ experience in the private sector. Certificate and work experience in Project Management are distinct advantages. 4.
