Cabinet Brief
Belmopan. December 9, 2020. 6:00 p.m. The Cabinet, chaired by the Prime Minister Hon. John Briceño, met remotely in regular session on Tuesday, December 8 th, 2020. • Cabinet approved $930,000 for a special December COVID-19 Relief Fund to be equitably distributed among 31 constituencies to assist disadvantaged Belizeans. The Hon. Dolores Balderamos Garcia, Minister of Human Development, Families and Indigenous Peoples’ Affairs, informed Cabinet that funds for the Food Assistance Program (FAP) were completely depleted prior to the general elections leaving the Program substantially out of funds for the remainder of the financial year. Additionally, Cabinet approved allocation of resources necessary to fund the FAP for December and agreed that the Minister of Finance along with the Minister of Human Development will examine the possibility of additional funding for continuation of the Program. • The establishment of a Diaspora Relations Unit under the Ministry of Tourism and Diaspora Relations was approved by Cabinet to develop, engage, and strengthen the linkages between the Government and Belizeans living abroad. • Cabinet established a subcommittee to review Government’s options in connection with employment contracts of the past administration’s political appointees. • Cabinet approved the constitution of an Economic Recovery Advisory Team to make recommendations to engineer sustainable economic activity, protect and create jobs, and successfully emerge from the current economic crisis stemming from the 2019 UDP administration recession, the COVID-19 pandemic and weather-related shocks as well as the resulting collapse of the tourism and other sectors of the economy. Dear Editor, Didn’t the UDP see the Nov 11 elections results? The people do not want to see them. The corruption in them has blinded them and got them tone deaf. I have always said, “If you don’t have a good point, then you do not belong in an argument.” To any and all who want to get involved in lawsuits to defend the indefensible we say listen to the people. Barrow didn’t just resign, he and his brand name were kicked out for all the bills and corruption allowed during his 4661 days long terrorizing of the Belizean people. You AND Bradley have signed a contract too many and Miller number two will have no space in this Belizean land. In the upcoming issue(s), we will highlight their more detailed biographies. As could be seen at the front, the women in the Senate are accompanied by the new President of the Senate, Mrs. Carolyn Trench-Sandiford. Her work in the Belizean sphere is extensive and allows for impartiality that is needed at that lead position in Belize’s Senate. PlanBelize address many changes to the senate and these will be executed in due time. The House of Representative sittings will be carried in an impartial manner as well with former Senator Mrs. Valerie Woods who will be sworn-in as well come Friday morning at the historic outdoor inaugural event. Everyone will be able to witness this Inaugural Sitting and savour a bit of who and what we all voted for. Belize is in for a treat with development for the immediate and distant future imminent. The proof of planBelize’s success will come with time as we all together win as we live in a Belize working for everyone.

Cool Breezes and Good Tidings
W
e are exactly one month post general election. There have been many setbacks on various fronts but finally the new House of Representatives has been sworn-in. Several Members of the House, like thousands of Belizeans, have been affected by Covid-19. The simple truth is that illness is indiscriminate, and every Belizean family has been touched by this sickness and experienced firsthand not only the symptoms, but also the psychological, emotional, and socio-economic effects. The wheels of government under the UDP had been moving slowly for some time now, victims of the economic distress caused by corruption, mismanagement of the public purse, and an ever-growing public debt. That legal maxim that states the “Justice delayed is justice denied” is the basis for the shaking up of the judiciary and the changes that have been a long time coming. Supreme Court Judges will now be legally required to deliver judgments within a time limit. This measure has been in practice across the Caribbean, and so, this brings us up to par with the standards in the region and is a much needed measure to ensure that Belizeans regain confidence in our Judicial System. Another point of contention for Belizeans has been the raging corruption that has been the norm for the last thirteen years. Our Prime Minister Hon. John Briceño has instructed that forensic audits must be carried out in all statutory boards and all the utilities. The prime objective of the investigation is to identify and recover public assets which have been misappropriated and to deliver justice to those guilty of the offences. The work of the people has begun now in earnest. Already, we have seen the partnership between ministries for the benefit of the people. The ministries of Health and Wellness with Agriculture have teamed up and used resources to expand the testing capacity for covid. This collaboration has completely depleted the backlog of tests and allows for speedy and timely delivery of test results. Although initially, there seems to be an explosion of cases it is expected that the identification of cases and hotspots will lead to a flattening of the curve. The pinpointing of cases ensures timely treatment for those infected and then allows even those who are asymptomatic to enforce quarantine and self-isolation protocols. The spreading of the virus is then slowed because of the expanded testing that is now happening. Finally, it cannot be left unsaid that women will be well represented in this government. Already, there much excitement because the AG, the President of The Senate and The Speaker of the House are all women. This government has ensured that half of their appointed senators are women. Indeed, we can already see the shift and feel the changes. These women individually are powerhouses in their own right, but collectively they are a force that will bring about the kind of positive change this country needs. That crisp, clean, cool breeze we feel is a sign of more than the approach of Christmas… it signals good tidings.

stamos exactamente a un mes de las elecciones generales. Ha habido muchos contratiempos en varios frentes, pero finalmente la nueva Cámara de Representantes ha tomado juramento. Varios miembros de la Cámara, como miles de beliceños, se han visto afectados por el Covid-19. La simple verdad es que la enfermedad es indiscriminada y cada familia beliceña ha sido tocada por esta enfermedad y ha experimentado de primera mano no sólo los síntomas, sino también los efectos psicológicos, emocionales y socioeconómicos. Las ruedas del gobierno bajo el UDP se movían lentamente desde hace algún tiempo, víctimas de la angustia económica causada por la corrupción, la mala administración del erario y una deuda pública cada vez mayor. Esa máxima jurídica que dice que “la justicia retrasada es justicia denegada” es la base para la restauración del poder judicial y de los cambios que se han venido esperando desde hace mucho tiempo. Los jueces de la Corte Suprema ahora estarán legalmente obligados a dictar sentencias dentro de un plazo. Esta medida se ha puesto en práctica en todo el Caribe, por lo que nos pone a la altura de las normas de la región y es una medida muy necesaria para que los beliceños recuperen la confianza en nuestro sistema judicial. Otro punto de discordia para los beliceños ha sido la corrupción desenfrenada que fue la norma durante los últimos trece años. Nuestro Primer Ministro, el Honorable John Briceño, ha instruido que las auditorías forenses deben ser llevadas a cabo en todas las juntas estatutarias y en todos los servicios públicos. El objetivo principal de la investigación es el identificar y recuperar los bienes públicos que han sido desviados y hacer justicia con los culpables de los delitos. El trabajo del pueblo ha comenzado ahora en serio. Ya hemos visto la asociación entre los ministerios para el beneficio del pueblo. Los ministerios de Salud y Bienestar con Agricultura se han unido y han utilizado recursos para ampliar la capacidad de pruebas de covid. Esta colaboración ha terminado con el atraso de las pruebas y permite la entrega rápida y oportuna de los resultados de las pruebas. Aunque inicialmente parece haber una explosión de casos, se espera que la identificación de los casos y puntos conflictivos conduzca a un aplanamiento de la curva. La identificación de los casos garantiza el tratamiento oportuno de los infectados y permite incluso que los asintomáticos apliquen protocolos de cuarentena y autoaislamiento. La propagación del virus se ralentiza gracias a la ampliación de las pruebas que se realiza ahora. Por último, no se puede dejar de decir que las mujeres estarán bien representadas en este gobierno. Ya hay mucho entusiasmo porque el Fiscal General, el presidente del Senado y el presidente de la Cámara son todas mujeres. Este gobierno se ha asegurado de que la mitad de sus senadores designados sean mujeres. De hecho, ya podemos ver el cambio, y sentir los cambios. Estas mujeres son individualmente poderosas por derecho propio, pero colectivamente son una fuerza que traerá el tipo de cambio positivo que este país necesita. Esa brisa estupenda, limpia y fresca que sentimos es un signo de algo más que la proximidad de la Navidad... es una señal de buenas noticias.

This is nothing short of Barrow disrespecting the electorate. They got rid of all of his UDP in droves including the Tourism Minister and the corruption-infested UDP. Barrow is to Bevans and Bradley is to Miller. Both Barrow and Bradley are at the helm when these last-minute contracts are issued knowing full well the Belizean people will vote against it. Bradley and Barrow and their leftovers got kicked out but they smirk as they have saddled the people with these unwanted people and their obscene contracts. 250k a year...Needs some explaining. Faber? No time for shadowing this one either? One year after the Miller case, Barrow has reared his ugly head to defend the corruption in his past incompetent government’s issuing of obscene last-minute contracts. In a letter sent to Prime Minister for BTB CEO Karen Bevans, there is a demand for retraction within two weeks of letter. The PM was to retract words that caused “injury to her reputation and feelings.” Imagine even as Tourism spent 12 million dollars in Visitor Centers no one will visit. This is Tourism Heredia’s version of Imer. Highfalutin CEO Bevans has been marred countless times by the handling of the Tourism Department. The Minister, Heredia, did not help. But then, she accepted him or else she could have resigned. Like the rest of the UDP, the BTB was a center of mismanagement and deceit with Bevans at the helm. Deceit since Tourism was made to seem like a Ministry that could do no wrong. It was

San Pedro branch had mass firings as well. It was obvious that the pandemic was the perfect excuse. It would have been befitting that such large scale firings would have been followed by a CEO Bevans resignation. Hardly! Horrid dancer and barefaced exMinister Heredia obviously backed by the Master of Incompetence saw it fit to honour Bevans with a five-year contract with all the obscene trimmings. This 250k per annum is a pointed insult to the Country reeling and hungry. The SUV bought for her as CEO a few months ago pales before the Miller type contract. During all of this, 12 million is spent on nonsense. Montero’s brother gets 8 million for 3 useless Tourist visitor centers--talk about waste and a definite RED flag for corruption at the highest. The question is “why was Bevans rewarded with that contract?” Were there other directors at the BTB on a similar Miller-style contract and laughing at the Belizean people?

UDP’s Mickey Mouse Pantry Barrow slid into historical infamy as a confessed as leader of a “hotbed of corruption” lands, “for God’ssake-stop-it” Ministers, and a “politically contaminated” Pantry program. He and the non-apologetic extinct Faber oversaw the most corrupt of governments ever. The people saw that and the people slammed the UDP out. What the people did not see then is the internal raping of the government in a UDP systemic fashion. Covid gave the UDP the vast opportunity to do everything that was wrong. Covid gave the UDP a whole new arena to corrupt. As is becoming easily believable now, the UDP corrupted everything that they could—name it and they found a way to corrupt it—from debate to lands to campaigning. The leftovers are now corrupting how to be in Opposition. Sad!! Now, we see names of cartoon characters, Minnie, and Mickey, who were in the Pantry program. I would be upset as well if my favourite cartoon character was not in it; maybe, it was PUP. But seriously, this is criminal. When people are needy and suffering due to the ravages of the pandemic, the UDP found ways to further contaminate the Pantry program—at-
tempting to consolidate votes. Covid relief money that Barrow had said should last until March 2021 is done. They served it out at $1,500 dollars apiece to their favourite voters—now, we know these are in the terrible minority. Today, real need abounds and many Belizeans have formed lines to get to the front to NO deposit. Many filled out forms to no answer or false promises. All this suffering while a few just blinked and somehow money floated to them. The UDP were NOT even trying to be a government. The UDP bought mandate and then they consumed it. They were money-hungry not even power-hungry. November 11 night Faber falsely conceded. He tries to concede now that the UDP was corrupt. You were a part of it Faber. A real concession would be his immediate resignation and admit-
tance that they defrauded the Belizean people and are not even worthy of being even in opposition since they have ZERO credibility and in the negative red for moral authority. Resign Faber. ADDRESS AT THE VII CARICOM-CUBA SUMMIT 8 DECEMBER 2020, VIRTUAL MEETING Your Excellency, Miguel Díaz-Canel Bermúdez of Cuba, Your Excellency, Ralph Gonsalves, Prime Minister of St Vincent and the Grenadines and Chairman of CARICOM, Colleague Heads of Government of CARICOM, Your Excellency, Irwin LaRocque, Secretary-General of CARICOM, Ladies and Gentlemen in our Community of Friends, it is my honour to be able to join today’s meeting. Despite all the upheaval that the COVID-19 pandemic has caused globally and in our own region, I am extremely pleased that we are able to keep this appointment to convene our 7th Summit between Cuba and CARICOM on this day, 8 December — the CARICOM - Cuba day. This is a necessary Summit for several reasons, first, because we need to reflect on where we are as region, amid a world in crisis. Second, we need to fashion our own indigenous, regional strategies for recovery. Yes, we have managed our response to the pandemic with regional cooperation and solidarity, and these must be terms which underpin our recovery. Cuba has a long tradition of humanitarian assistance and has supported CARICOM States in confronting the COVID-19 pandemic through the deployment of medical personnel from its Henry Reeve Brigade. In the early days of the pandemic, Cuba sent 59 members of the Brigade to Belize to augment our own frontline medical personnel. Currently 50 Cuban medical personnel remain in Belize providing critical support as our own ranks frontline medical workers have been battered by COVID-19. The Belizean people as well as my government are truly grateful for the swift support of Cuba, despite its own challenges at home. Cuba’s support in the battle against COVID-19, is in keeping with its long history of cooperation in the health care field across the world. In the case of Belize, cooperation between our country and Cuba goes back over 30 years — predating even the establishment of bilateral relations. The COVID-19 pandemic has underscored the urgency and necessity of strengthening our healthcare systems. We have within our region the capacity, skills, and knowledge to do this. Cuba’s excellent health care system is a shining example of what can be achieved. The Cuban Medical Brigade, which has been a consistent and constant feature of Belize’s health sector for over 20 years, have been transformative. At the same time, Cuba has supported Belize in training young Belizeans in medicine. Because of this we can confirm that a large segment of the Belizean medical profession, at least 200 persons, have benefited from Cuba’s generosity and commitment of investment in human capital. These are the kinds of intervention that will help us strengthen our health systems. As we know, the cooperation between Cuba and our region is not confined to the field of health alone. We are working together in many areas fundamental to the sustainable development of our region including in education, culture and the arts and trade. A common challenge we are all facing especially as small island developing states is climate change. This year alone, Belize suffered a devastating drought at the start of the year and then 3 storms between September and November bringing floods not seen by Belizeans in generations. Belize’s experience is recognized by all the countries here. While we do not have it in our power alone to address climate change, we can learn more from each other on disaster risk reduction and preparedness. I am sure this is an area for deeper cooperation. CARICOM is working assiduously on improving its agriculture production and Cuba is a large market needing predictable supply of such products. Our trade and economic relations should truly reflect the close fraternal and political relations we already enjoy. Regional resilience and regional prosperity must be driven by us, by our cooperation and collaboration. But, our cooperation and collaboration should also extend beyond the region to advance our common interests. At the multilateral level, CARICOM stands firmly with Cuba in demanding an end to the illegal financial and economic embargo against Cuba — Belize of course supports this regional position without reservation. We need to amplify our advocacy at the global level on the challenges we are all facing as SIDS in respect of access to concessional and grant resources, debt relief, and the replacement of outmoded criteria for graduation with a universal vulnerability index. Cuba’s contribution to Caribbean development is significant and transformative. Caribbean people, including Belizeans, have a deep respect and admiration for Cuba and the Cuban people, for their resilience, their fearlessness and their service to humanity. For all you do, we thank you Senor Presidente, as well your government and people for you generosity, your readiness to always support and assist; for your tenacity. Know my dear friend that you can count on us, CARICOM, and Belize for our support and solidarity. I thank you.

REPRESENTATIVES AFTER WINNING FIVE SEATS
The four people that officially represent the UDP in parliament are the last standing champions of incompetence…and, yes, corruption. One deported paid voters into the constituency to squeak a win—in other words, the constituency did NOT vote a representative. Two had stacked up the list with terrorized voters whose jobs were on the line. Some didn’t even vote as they signed off in proxy. Who could this be? Imagine… Another, landed a win with lies and promises of gifts of acreages. Instead he was giving away land in San Pedro to Sunday friends. The last wrote a concession speech which did everything but confess on his past multiple infamies and, even after begging for unity, keeps his slander page alive and bullying all...very petty.

Foreign Minister Holds Bilateral Meetings with Guatemala, Taiwan and the OAS Representative Belmopan. December 10, 2020. 5:15 p.m. Today, Hon. Eamon Courtenay, Minister of Foreign Affairs, Foreign Trade and Immigration, received copies of the Letters of Credence of the new Ambassador of the Republic of Guatemala to Belize, H.E. Erwin Rudy Archilla Falla. In the ensuing bilateral meeting, Minister Courtenay and Ambassador Archilla had exchanges on the impact of the COVID-19 pandemic and the recent hurricane-induced floods in their respective countries. The Minister noted that Guatemala had recently submitted its memorial to the International Court of Justice in connection with its claim to Belize and underscored Belize’s commitment to the 2008 Special Agreement and its protocol between the two countries. Minister Courtenay also emphasized the necessity of advancing the good neighbourly relations between the two countries for the mutual benefit of Belizeans and Guatemalans. Minister Courtenay also held a bilateral meeting with the Ambassador of the Republic of China (Taiwan) H.E. Remus Chen. The Minister and the Ambassador reviewed the ongoing cooperation between Belize and Taiwan and reiterated their desire to continue deepening the strong ties of friendship and solidarity. Later in the morning, Minister Courtenay met with Mr. Luis Coimbra, the Representative of the Organisation of American States (OAS) in Belize. The Minister recognized the important role of the OAS in the hemisphere and in Belize including its support in the areas of development, education and through its office in the Adjacency Zone. Mr. Coimbra reiterated the commitment of the OAS to support Belize. Minister Courtenay was accompanied in these meetings by Hon. Ramon Cervantes, Minister of State, and Ambassador Amalia Mai, Chief Executive Officer in the Ministry of Foreign Affairs, Foreign Trade and Immigration. Ends

PRESS RELEASE Exportation of Live Cattle to Mexico Belmopan. December 9, 2020. 5:00 p.m.
A ceremony to commemorate the exportation of another consignment of live cattle to Mexico was held today at Blue Creek Village in the Orange Walk District. A total of 629 heads of cattle are expected to be exported to Mexico. The main speakers at the ceremony were the Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise, and Hon. Eamon Courtenay, Minister of Foreign Affairs, Foreign Trade and Immigration. Minister Courtenay pledged his Ministry’s support for export-oriented activities such as cattle export and stated that the collaboration between the two ministries and relevant stakeholders will continue to strengthen formalization of the cattle trade. Minister Mai underscored the importance of the cattle trade as an important economic activity for Belize. The Minister said that the value of export earnings of the cattle trade is right behind that of sugar, a long established export commodity. Also present at the ceremony were Minister of State in the Ministry of Foreign Affairs, Foreign Trade and Immigration, Hon. Ramon Cervantes; representatives from Sukarne, a Mexican meat processing company, which is the buyer of the cattle being exported; as well as officials from the Ministry of Agriculture, Food Security and Enterprise and cattle farmers from the area. Prior to the ceremony, the ministers and other guests as well as the media were given a tour of the quarantine facility where the cattle are being kept until they are loaded for export.

Housing With great pride, we celebrate the fulfillment of a promise to Ms. Oriemay Evans who will now be living under much safer and healthier conditions going forward. During a walk through on Sunflower Street, the Mayor came across Ms. Evans and her home and decided he could not allow her to continue living in those conditions. While it is not customary for the Council to address housing issues, Mayor Bernard Wagner was determined to assist. The Belize City Council in partnership with the Belize Bank Ltd, Golden Bay Co. Ltd. and Benny’s Home Center were able to construct a new home for
Ms. Evans and contributed additional interior necessities after weeks of combined hard work and determination. We thank all who contributed to this undertaking and we are more than happy to have the Belize City Council impact the life of Ms. Evans and her grandchildren. It was truly an honor to hand over this new home in the presence of Ms. Evans and her family, our contributors and our councillors. Women MUST/NEED/ SHOULD be in politics
By Senator Elizabeth Bennett, MScN (Edu), BScN (Admin- HONS), RN Women have been in politics from bible time. Even though, some people will argue that women have no place in politics, only at home to care for the children and the home. There is strong evidence throughout the bible and other holy books that indicates women are to take on leadership roles to balance governance in any country or institution and at home. Women played many powerful roles from the creation to now
and women will continue to become strong leaders in years to come. I first happily reflect on one of my sisters (from another mother), Huldah Dominquez (LA). She was given a bible name of a woman who is documented as a Reformer in her time. She was chosen by King Josiah to help restore the kingdom (2 Kings 22). Deborah was a great leader as well as a judge who held court before the male military leader Judges 4 & 5). Another well-known bible figure is Miriam who governed the children of Israel along with Moses and Aaron (Micah 6:4). The business woman Lydia (Act 16), and of course Queen Esther who is known as the fearless female leader of all times. She risked her own life to save the lives of her Jewish people. Her life’s story of exemplary unselfish leadership is the hallmark that any strong leader – both man and woman – should desire to follow as a role model for the people’s sake. But let’s fast forward to 2020. Belizeans women continue to find their rightful places in the governance of our country. This year 2020, was named the Year of the Nurse by the United Nations, but Covid-19 came in, in what should have been a very
festive honorary year for the nursing profession globally. But instead, Covid 19 is impacting the very fabric of healthcare worldwide and our very existence as human beings. However, for the first time Belize has seen two strong women leaders in the National Assembly – Former Speaker of the House Laura Longsworth UDP and yours truly as a PUP Senator appointed in August 2019. With the change in government from the UDP’s 12 year reign, to a newly installed PUP on 11 November, I humbly and gratefully return to senatorship under the visionary leadership of the Hon John Briceño – Prime of Belize. Mrs. Longsworth was one of the many exemplary role models for me at the Bliss School of Nursing. Each Nursing tutor contributed to my professional development and helped to shape me professionally in some way or another. I was never afraid to question nor challenge policies and rules. Then, there was the powerhouse of a leader - Senator The Honourable Syringa Marshall-Barnett CD, JP (11 May 1935 – 10 October 2014). She was a Jamaican nurse, educator, and former politician with the People’s National Party (PNP) of Jamaica. She was the 8th President of the Senate serving from 1995 through 2007. I recall sitting in amazement of her position, her grace, her knowledge and wisdom as she lectured me in the strict walls of the School of Nursing she had headed
at the UWI Kingston, Jamaica. It was at this juncture and with her influence, some 20 years ago, I decided that politics would be my next life-goal simply because I can achieve two goals with such a major decision – one to improve the nursing profession in Belize and two improve the lives of Belizeans. Many strong women leaders have done it before me, a few remarkable strong women and men have and are still mentoring me and there will be many strong women after me. It is with this mindset and rich influence, why I remain steadfast to my life’s goal to continue to empower nurses because an empowered body of nurses will translate into an empowered nation of healthy productivity citizens. As I work alongside other brilliant, strong women leaders like the newly elected PUP Senator Honourable Carolyn Trench-Sandiford- President of the Senate, Senator Honorable Erica Jang and the Honourable Speaker of the House Mrs. Valerie Woods, collectively there will continue to be substantial changes in our laws and creation of new laws which will translate into a multidisciplinary approach to improve the lives of Belizeans. I am grateful and eagerly looking forward to continuing to work with this visionary government. I embrace this opportunity wholeheartedly without reservations. I am humbled by this opportunity to continue to be of service to my beloved country Belize.

Ministry of National Defence and Border Security Meets with San Vicente Alcalde and Village Council Belmopan. December 10, 2020. 2:55 p.m. Hon. Florencio Marin, Minister of National Defence and Border Security, and Hon. Oscar Mira, Minister of State, visited San Vincente, Toledo District to meet with the village council. The purpose of the meeting was to address the issue between the Belize Defence Force (BDF) soldiers stationed in the village, following an incident which occurred on November 29, 2020. The Ministers and the community leaders held a frank but cordial discussion and agreed to continue working together to maintain border security and enforce COVID-19 security measures. Minister Marin reminded those present of the critical importance of maintaining BDF presence in the border region and maintaining a respectful and collaborative relationship with community leaders. New protocols for communication and engagements between the BDF and community leaders will be put in place to ensure a positive and effective relationship between the troops and villagers. Mr. Eriliano Cal, Alcalde, and Mr. Salamon Ical, Chairman of San Vicente, reaffirmed their community’s support for the presence and work of the BDF in their community. WEAR YOUR MASK, PRACTICE SOCIAL DISTANCING, WASH/SANTIZE HANDS, NO SOCIAL GATHERINGS Since the People’s United Party formed the new government in early November they have been working hard at trying to fix major problems left behind by the corrupt, rogue and reckless UDP government. One such major problem is the handling of the COVID 19 pandemic. In a press conference held late November, new measures to move forward was announced. It was revealed that Belize Agricultural Health Authority (BAHA) had offered the previous government assistance to do testing and was refused. That issue was rectified with the signing of a Memorandum of Understanding (MOU) between the Ministry of Health and Wellness (MOHW) and BAHA as a part of the scaling up of the national response to COVID-19. The MOU specifically seeks to enhance and support the diagnostic capacity of the Central Medical Laboratory in terms of delivering PCR testing and more efficient results for SARS-CoV2. Other measures includes Improve Surveillance and Testing Capacities, surge capacity for Hospital Services, National Public Health Measures for Containment, The latest figures released on December 9th indicated that since March 2020, tests conducted was 45,721. Of that figure 8,519 were confirmed positive, 4,075 recovered and 183 deaths have been recorded. The MOHW says it is eager and committed to work with all sectors to reduce the increasing COVID-19 cases and deaths.///

Today, only ten persons were allowed at the grave site, and again, I was honored to be allowed to be one of those ten. Thanks a million to the family. PRESS RELEASE December 8TH, 2020 - Today, the Ministry of Foreign Affairs received Guatemala’s Memorial in relation to Guatemala’s Territorial, Insular and Maritime Claim to Belizean territory which it filed at the International Court of Justice, in accordance with the Court’s order of 22 April 2020 extending the date for such submission following Guatemala’s request for extension, citing delays resulting from the COVID-19 pandemic. The Guatemalan Memorial states what Guatemala is claiming in terms of continental land, islands and seas, and the legal grounds for such claims. It consists of one volume of 500 pages, 462 Annexes, 8 Maps and 24 Figures. The ICJ rules do not allow Belize to disclose Guatemala’s pleadings, and Belize is obliged to abide by these rules. (Article 53(2)) At the same time, the Ministry is aware that all Belizeans are rightly anxious to know what Guatemala is claiming, since it has made varying claims to different parts of Belize’s territory over the years. While at times it has laid claim to all of Belizean territory, at others it has limited itself to claiming a part, albeit a substantial part. The most explicit formulation of the claim made in modern times was that contained in a letter from Guatemala’s Foreign Minister addressed to Belize’s Prime Minister on 18 October 1999 (attached) in which, although the claim to other parts of the territory was not expressly abandoned, Guatemala declared that the territory between the rivers Sibun and Sarstoon should “revert” to Guatemala, being an integral part of the Verapaz province. The letter also protested the “de facto occupation of the islands adjacent to Belize.” Guatemalan governments since then have tended to follow the line laid down in that letter and have refrained from claiming the entire territory. While it is constrained in what it can say by the ICJ Rules, the Ministry can reveal that Guatemala’s Memorial presents no surprises, no new claims that are different from those that have been made at different times in the past, which are well documented. The Court’s order of 22 April 2020 also extended until 8 June 2022 the time for the filing of Belize’s Counter-Memorial. The Belize Office of the Agent to the ICJ, in collaboration with the international team of experts, is already at work in preparing Belize’s Counter Memorial which will resolutely reject Guatemala’s Claim and strongly assert Belize’s claim to all its territory, islands and seas in accordance with international law. The Ministry can also state that, maintaining absolute respect for the Court and its esteemed Judges, Belize remains confident of its sovereignty over all the territory we succeeded to from the United Kingdom at independence on 21 September 1981 and over all the maritime areas to which we are entitled by the law of the sea. Belizeans can be secure in the knowledge that our rights and interests are well preserved by our local and international teams of experts and with confidence in the justice dispensed by the ICJ that it has demonstrated in years of adjudicating territorial disputes. PR#23 PRESS RELEASE Ministry of Health and Wellness Receives Medical Donation from the Embassy of the Republic of China (Taiwan) Belmopan. December 7, 2020. 3:50 p.m. The Minister of Health and Wellness, Hon. Michel Chebat today received a grant for the “Project for strengthening Medical Imaging Systems in Belize” and other medical materials from the Ambassador of the Republic of China (Taiwan) to Belize, H.E. Remus Li-Kuo Chen. The donation was made possible through a project agreement. A part of this is a grant in the amount of BZ$1,100,000 being funded by the Government of the Republic of China (Taiwan). The grant will be used to assist in the improvement of medical imaging services and to procure digital imaging equipment (CR) and image system (PACS) for the public hospitals in Belize. The donation also included an emergency medical material kit (medicine and other portable equipment) to aid victims of the recent floods, as well as 5,000 isolation gowns and 30,000 surgical masks for the medical service providers and first responders fighting COVID-19 in Belize. The Ministry extends its gratitude to the Government of the Republic of China (Taiwan) for their continuous support and commitment in the public health field and acknowledges the strong collaboration in these difficult times during the pandemic. This united front undoubtedly continues to be a stimulus in fighting for a healthier and sustainable world. THINK ABOUT IT REPORTER NEWSPAPER CONDEMNS BARROW’S CORRUPTION The Reporter newspaper has condemned the latest reports of corruption of the Dean Barrow’s government. Specifically the Reporter found it “profoundly disturbing to hear reports about the now retired Barrow government.” The Reporter in its editorial of last week 6th December continued:- “This is why we should view corruption in government as intrinsically evil, malevolence which should be rooted out.” Also- “There is only one way to break this trend, and that is to make the politicians and others pay for the harm that they do”. “What are we to make of these accusations is there is no follow-up and prosecution? Are we on the same old merry-go-round? The editorial ends – “The credibility of the Briceno government is at stake here. If there have been corrupt practices, the new government must act with vigor to set the example”. Younger Belizeans should know that the owner, publisher of the Reporter newspaper is a staunch supporter of Dean Barrow. Barrow even appointed the publisher as an ambassador to the Vatican (where the Pope reigns). It must have been profoundly disturbing to have heard and learnt of the massive and continued corruption in which Barrow and fellow Ministers were wallowing in. The Reporter newspaper is an unabashed capitalist and neoliberal spokes agent for the business community. The publisher was a key factor in the formation of the then opposition UDP. To see the UDP become Belize’s most corrupt government must hurt, must rankle all the good decent Belizeans who supported the UDP. What the hell went wrong with Dean Barrow? The same issue of the Reporter newspaper carried two articles against UDP corruption by two of its premier writers. “Asset Recovery Now” by Neri Briceno and “The Aftermath” by Lloyd Jones, a former BDF Major. Major Lloyd Jones wrote, “Mr. Barrow has betrayed Belize and he should not be made to forget it, he should be made to pay.” The article ends with: ‘Mr. Barrow has gone off to enjoy his luxurious life. Meanwhile the rest of us ordinary Belizeans are left with his bitter legacy. In his aftermath, there shall be pain beloved – lots of pain.” How true Lloyd, how very true. So powerful is Lloyd Jones’ article that the Reporter felt the need to put beneath it a disclaimer that views expressed are not necessarily those of the newspaper. Lloyd Jones has emerged these past couple years as a thinker and a thoughtful, insightful writer. He is a disciplined and talented man. He has an important role to play in the new dynamic government just voted in by the vast majority of Belizeans. JESUS BORN IN MANGER BABY BORN IN POLICE TOILET In two weeks, Belizeans will celebrate the birth of Jesus, the Christ whom we are thought is the son of God. God’s son was not born at Medical Associates or Health Care Partners. He was not even born in a clinic on Southside. A was born in a manger. A manger is space where animals are fed. On 30th November, two weeks ago in the Orange Walk Police Station, a lady from Honduras was begging to use the toilet as she was in pain. She, like other persons detained in the Orange Walk Station was kept in a tiny, little dungeon cell in the back of the yard about twenty five feet from the

Police Station building. A female officer went to the back and opened the cell for the lady. She went to the toilet while the female officer waited to lock her back in the cell. The female says she heard like a little baby crying. She rushed to the toilet and saw a new born baby on the floor still attached to the mother by the umbilical cord. She said she was shocked at the sight. The baby was hurriedly wrapped in a towel and rushed to the Orange Walk hospital, which is less than five minutes distance from the police station. The new Prime Minister is unhappy over the events that led to this unfortunate incident. Although, he is glad the mother and baby are well. We condemn the system which shows our inhuman treatment of fellow humans. The lady was caught by Immigration. She has no papers for being in Belize. She is to be deported. She is placed in quarantine. She was sent to a concentration camp type of facility in the Mountain Pine Ridge area of Cayo. It is reported she was kept there for one month. She must have been swabbed to test for Covid. Was it by a nurse or doctor? No one noticed she was pregnant? No one had conversation with her? No one inquired of her health? When she was handed over to the Orange Walk police station no one noticed she was pregnant? No one spoke with her? No one inquired from her about her health or physical condition? Surely a woman nine months pregnant would show signs. At the very least, her belly would show. In the name of God Almighty, none of the immigration officers, the quarantine staff, the police who checked her into the Orange Walk police station, spoke with her and inquired of her condition? Nobody cared? Is this how we treat human beings, yes, it’s what we have been doing. A new government has been elected but the old ways remain. This is a major failure on all those persons, their superiors and seniors. What kind of public officers are we employing? What kind of training are they given? This is a great shame on all of us. When and how did we become so cold hearted, so callous in how we treat human beings? MAGISTRATE CRISIS There is an urgent need for the new government to sit with the Chief Magistrate and tackle a looming crisis—shortage of Magistrates. The Magistrate in Punta Gorda has resigned. The Magistrate in San Ignacio has resigned. The Magistrate in Independence has long since left. One of the two Magistrates in Belmopan retires this month. The other is now down with Covid. A Magistrate in Belize City retires this month. Another has gone on vacation. Another has requested urgent leave. That amounts to eight magistrates not in place. At the civil court on North Front Street one of the two overburdened Magistrates had to be posted to San Pedro, which has been without a Magistrate for the past three months. The family court has been on melt-down for the past several months. The Director is gone on retirement. The remaining three Magistrates need to be relocated. Two of them are there too, too long. They do not have the maturity and empathy for that type of specialized responsibility. The army of sad, weary, downtrodden women who have no choice but to seek help deserve better. Much better… The situation at the Supreme Court is also concerning. Two temporary judges on twelve months contract on the civil side. We may lose Judge Young. On the criminal side, we may lose the best judge, Colin Williams. He is just awesome and a work horse. Covid or no Covid he has disposed of over eighty cases this year. His name sake is the opposite, her record is dismal. Lawyers avoid appearing to do bail applications. In my opinion, she does not follow the laws governing bail, which is a travesty. The other two judges, in Dangriga and Belmopan are also work horses who are highly respected.

Government of Belize to Implement New Measures to Improve Judiciary PRESS RELEASE

December 4, 2020. 1:15 p.m. In its commitment to improving the delivery of justice to the citizens of Belize, the Government of Belize has decided to join other countries in region to legislatively impose time limits on judges to hand down their decisions in court matters of the Supreme Court and the Court of Belize. This will be done along with improving the infrastructure under which judges operate and, where possible, increasing the size of the budget that funds the judiciary. The delay in the delivery of judgments has become a perennial problem in the administration of justice in Belize, which has significantly impacted Belizeans in their quest for justice, and has weakened the confidence of the public in the judiciary. The problem in delay stems from several factors, including an under-resourced judiciary. With these measures, it is hoped that in time, the lives of the citizenry of this country will be greatly improved. Ends

Oscar Requena, Minister of Rural Transformation, Community Development, Labour and Local Government, broke ground for the installation of a solar plant in Indian Creek Village, Toledo District. The groundbreaking ceremony followed a meeting convened with stakeholders to chart the way forward for the implementation of the emPOWERing Rural Electrification Project (emPOWER Project). The project is part of the Government of Belize’s strategic plan to fulfil its national sustainable strategy of 100% access to modern and affordable electricity coverage in the country. It aims to provide renewable energy solutions to assist Belize in achieving universal energy access through the installation of 400kW of solar photovoltaic and battery storage that will serve the villages of Indian Creek, Medina Bank, and Golden Stream in the Toledo District. The emPOWER project is being funded by the Government of the United Arab Emirates in partnership with the Government of Belize. The solar installation is scheduled to be commissioned in June 2021. Ministry of Rural Transformation, Community Development, Labour and Local Government Meets with San Antonio Village Council and Water Board Belmopan. December 9, 2020. 6:25 p.m. On December 7, 2020, the Hon. Oscar Requena, Minister of Rural Transformation, Community Development, Labour and Local Government, and Mr. Valentino Shal, the Chief Executive Officer in the Ministry, held a meeting with the newly appointed water board and the village council in San Antonio Village, Toledo District. The main objective of the meeting was to discuss the challenges the community is facing regarding water. The San Antonio Water System was constructed in 1996, supplying approximately 120 households. Today, the village has a total of 360 households and the water system has been affected by numerous water challenges. Qatar will inaugurate its latest completed World Cup stadium with a domestic fixture at which half of tickets will be reserved for fans who have recovered from coronavirus, the country's FA said Monday. The Al-Rayyan Venue, the third new stadium to be completed ahead of 2022, will host the domestic Emir Cup final on December 18 and will welcome around half of its 40,000 capacity. "Anyone who enters the stadium must return either a negative Covid-19 test or a positive Covid-19 antibodies test," Abdul Wahab al-Musleh, Qatar's deputy chief medical officer, said in a QFA statement. "About 50 percent of the available seats will be allocated to people who have previously contracted the virus." Fans will be required to undergo tests at one of three locations where their ticket application will be linked to their national identity cards and phone number. Fans will then be eligible for a non-transferable ticket once they receive the required test result. Once inside, fans will be required to wear a mask, show their contact tracing app, and stay in their allocated seat. Qatar has slowly been welcoming fans back to stadiums, permitting attendances of up to 30 percent in the top-flight Qatar Stars League.
