Lauded is a super understatement to the true effect of the Blue Bond saving Belizeans money, and earning conservation money for our portion of the Caribbean Sea. The colossal-sized historic achievement of exchanging debt for nature is nothing short of economic majesty. Add to this the Prime Minister and team head to Venezuela and get the cure for another of the UDP cancers—the pibil insult of PetroCaribe dollars that rendered PM Barrow guilty of unconstitutional spending. President Maduro and Venezuela upon bilateral negotiation has

freed us of another half a billion dollars. Two UDP cancers wiped (SuperBond default and PetroCaribe buyout of 2015 elections) out in two glorious years of planBelize. Slicing down our debt-to-GDP ratio by half is economic sensationalism without a doubt.

zuela. Belize’s debt to GDP will therefore fall by another 6 to 7 percentage points.”

“At such time that Belize can pay back Venezuela, we will pay back this much-reduced amount and do so from the date of our new agreement on the original terms provided for under Petro Caribe at an interest rate of (2) two percent for (25) twenty-five years, with a principal moratorium of (2) two years.”

PM Briceño went on to note that “with this restructuring, Belize's debt to Venezuela, this administration will have wiped out, for a second time, more than a quarter of a billion dollars of public debt in a single renegotiation."

Special Sitting of the House of Representatives Petrocaribe

Monday, December 12th, 2023 – The House of Representatives passed a Supplementary Appropriation Bill for 2022/2023 - Prime Minister Honourable John Briceño made an announcement stemming from his recent visit to the Bolivarian Republic of Venezuela, where the Prime Minister met with President Nicolas Maduro. Discussed during that visit was Belize’s debt to Venezuela under the Petrocaribe program. Belize owes Venezuela just over half a billion dollars under that initiative. In line with planBelize and the steadfast leadership under Prime Minister Hon. John Briceño this PUP Administration have brought Belize’s debt down significantly.

The PM also expressed, “Enduring gratitude to Venezuela as PetroCaribe Debt Savings Potential reduction of $267 - $327 Million BZD”

Also, tabled before the House was the General Revenue Supplementary Appropriation (No. 4) (2022/2023) Bill, 2022. Prime Minister Briceño presented Paper No. HR 136/1/13 Supplementary Appropriation (No. 4) Schedule for the Fiscal Year 2022/2023. This bill was presented to appropriate further sums of money for the use of the Public Service of Belize for the financial year ending on the thirty-first day of March, two thousand and twenty-three. A motion presented for the Caribbean Development Bank and Development Finance Corporation (DFC) Loan Agreement.

Supporting the Financing of Tertiary Education in Belize

This loan will significantly help DFC to improve its capacity to finance tertiary education in Belize. Broken down the loan amount equivalent to BZD$ 7.0 million BZD (US$ 3.5 million) OCR and BZD$ 5.0 million (US$ 2.5 million) from SFR with repayment terms of 68 equal or approximately equal and consecutive quarterly instalments, commencing five (5) years after the date of the loan agreement at a variable rate on the OCR portion disbursed and outstanding from time to time; and fixed rate of 0.75% per annum on the SFR portion disbursed and outstanding from time to time.

International Cooperation and Development Fund Taiwan (ICDF Taiwan) Loan and Grant Agreement

The second motion tabled was the International Cooperation and Development Fund Taiwan (ICDF Taiwan) Loan and Grant Agreement with the Development Finance Corporation (DFC) to Support the Sustainability of the MSMEs in Belize USD$ 5.0 million Loan, Grant, and Guarantee Motion, 2022. The general objective is to support the sustainability of MSMEs as employment providers in Belize and to support the post-COVID economic recovery of MSMEs especially those owned or led by women, through access to production-oriented finance. The loan will be administered by IDB (for an administrative fee of 0.5%) with an interest rate fixed at 2% and a repayment period of 20 years, following 5 years grace period on a Semi-annual payment.

Lisa Hurricane Relief

Next, the Prime Minister announces that due to Hurricane Lisa the Government was seeking authorization for hurricane relief quoted Prime Minister John Briceño, “We seek authorization for nearly BZD$ 25 million dollars in funding for hurricane relief and recovery effort. This includes but is not limited to two point three million for additional grocery bag assistance, primarily for the Belize District. (BZD$ 3.2 million) for NEMO-related emergency relief, expenditures on various supplies including mattresses and other essentials, including funding for fuel and other essentials for the B.D.F. assistance in emergency clean-up, and related efforts in connection with Hurricane Lisa. (BZD$ 3.2 million) in emergency relief including home repair supplies like zinc and plywood to those most affected by Hurricane Lisa in constituencies in the Belize District. (BZD$ 2.7 million) for major repairs and construction works in Price Barracks in Ladyville and other national defence facilities.

You should see the appalling condition that the B.D.F. are living in. It is shameful that we had Petro-Caribe money, we had the oil money, and they did nothing you fix the living facility of the BDF, (BZD$ 6 million) to support housing relief and construction, and (BZD$ 4.5 million) for emergency clean-up and repairs to road infrastructures. While addressing relief and recovery efforts other pressing demands continue to arise. The higher cost of fuel and other goods and services had meant that another recurrent expenditure has gone up.”

The Prime Minster noted that some of these funds will be allocated or used for the continuation of the social program “Grocery Bag Program” for residents in the Belize District.

RRB Program Continues to Support Small Farmers in Belize

On December 13, 2022, the Government of Belize (GOB), through the Resilient Rural Belize (RRB) Program of the Ministry of Economic Development, signed Matching Grant Fund Agreements (MGA) with Concepcion Vegetable Farmers’ Cooperative Society Limited, the Northern Sustainable Agro-Producers Cooperative Society Limited, both of the Corozal District, and the Seven Miles Farmers’ Association of the Cayo District.

This program is in partnership with the MED and the Ministry of Rural Transformation, Community Development, Labour and Local Government. The main objective of the MGAs is to provide resources and technical assistance to improve, in volume and quality, the three producer organizations’ agricultural productions, organizational capacities and marketing/value-added strategies, while also safeguarding food security in the context of existing and projected climate change effects.

Each organization will be receiving 85% financing from RRB while contributing 10% in cash and 5% in kind. The Conception Vegetable Farmers’ Cooperative Society will receive a total of BZ$240,000, the Northern Sustainable Agro-Producers Cooperative Society Limited will receive BZ$262,393.13, and the Seven Miles Farmers’ Association will receive BZ$231,880. In total, the government, through the RRB Project, will be financing BZ$657,823.13 in resources, while the organizations will contribute BZ$113,777.

Hon. Ramiro Ramirez, Minister of State in the Ministry of Rural Transformation, Community Development, Labour and Local Government, in his address, highlighted that these types of projects benefit new generations as climate change and the effects of pandemics have caused these

Today, Prime Minister Hon. John Briceño received the Presidency Pro- Tempore (PPT) of the Central American Integration System (SICA) from the outgoing PPT, Mr. Luis Rodolfo Abinader Corona, President of the Dominican Republic, at the LVI Meeting of Heads of State and Government of SICA held in Santiago de Caballeros, Dominican Republic.

In his remarks, Prime Minister Briceño congratulated the Dominican Republic for its accomplishments during the term of its presidency and pledged Belize’s full support in advancing the efforts of the Dominican Republic on the implementation of SICA’s regional agenda.

As the PPT, Belize will be steering the regional integration process based on the five priority pillars of SICA integration, which are economic and social integration, institutional strengthening, democratic security, climate change and sustainable development. Along with these pillars, Belize will also focus on issues high on its national development agenda such as climate change, food security, migration, and deeper engagement with CARICOM and SICA.

Prime Minister Briceño was accompanied by Hon. Eamon H. Courtenay, Minister of Foreign Affairs, Foreign Trade and Immigration; Ambassador Amalia Mai, Chief

SEASON’S GREETINGS!

Since the last minimum wage increase, which was ten years ago, the prices of most raw materials and other inputs have increased. The increase is driven mostly by the increase in the price of fuel, and since the pandemic and subsequent global lockdowns, by the disruption in the supply chains, distribution, and delivery systems. In Belize the only input that has not officially increased in price is labour. The minimum wage continues to be $3.30 Belize dollars per hour for unskilled labour. The Briceño Administration has announced that effective January 2023 this will finally increase to $5.00 per hour. This move is to bring up the minimum wage to try and bring it to par with a living wage. This is one of the fundamental commitments that Plan Belize has with Belizeans. The raise in the minimum wage is more than just another commitment kept by the People’s United Party. This is concrete evidence that the PUP has returned to its social justice bases.

Those people who will benefit most from this initiative are those who most need it and who because of the growing disparity between the living wage and the minimum wage are living in poverty and extreme poverty. The Belize Social Security Board estimates that there are still 30,000 people currently earning less than $5.00 per hour. Their lives and those of their families will be positively impacted by this increase. The increase in minimum wage will ensure that people working and living in Belize can enjoy a dignified living and our indices of poverty are lowered. This is poverty alleviation done the PUP way, by ensuring that an honest wage is paid for an honest day’s work.

There are detractors who argue that the increase in minimum wage will cause mass termination of workers in Belize. The truth is that market forces have established a minimum wage above the legally mandated $3.30. In tourist areas like San Pedro, Caye Caulker, and Placencia it would be difficult to find a worker that would toil for $148.50 for a full week of work. The unofficial standard starting point is around $250.00 which already exceeds the $5.00 minimum proposed and implemented by this PUP Administration. Those whose earnings are above the new minimum wage will not be affected, but for those 30,000 workers, it will certainly make a difference. In truth, there may be a short adjustment period in the labour market, which is expected. This will soon be offset by an increase in spending due to the extra money circulating in the economy.

Economics or common sense will tell you that it is the elite who have excess money to save. People in the lower economic brackets are the ones that spend a greater percentage of their income. There will be more spending, and that will generate more demand. In short order, the supply will need to increase to meet this demand and the market forces will balance off once again. The haves will soon realize that the 2.23M which is the calculated difference between the current minimum wage and the $5.00 minimum wage will stimulate the economy to their benefit. The benefits of increased spending are obvious and many. There will also be increases in taxes collected from the increased spending, but there are also other benefits to society that are less discernible. Poverty is one of the leading causes of crime, ill health, food insecurity, and school absenteeism. All good Belizeans want social justice, they want social advancement, they want reductions in crime poverty and want increases in employment and education. An increase in our minimum wage to close the gap with a living wage is one of the ways in which we can begin the process to achieve this. Good employers will realize that happy, well-fed, healthy and safe employees are more productive. They must also agree that just like other factors of production it is time that labour finally increases its price. Honourable John Briceño and Cabinet have given Belize and, especially those 30,000 workers, a Christmas Gift that will truly keep on giving. There is no better way to say Season’s

Desde el último aumento del salario mínimo, que tuvo lugar hace diez años, los precios de la mayoría de las materias primas y otros insumos han aumentado. El aumento se debe sobre todo al incremento del precio del combustible y, desde la pandemia y los posteriores cierres mundiales, a la interrupción de las cadenas de suministro, distribución y sistemas de entrega. En Belice, el único insumo cuyo precio no ha aumentado oficialmente es la mano de obra. El salario mínimo sigue siendo de 3,30 dólares beliceños por hora para la mano de obra no cualificada. La Administración Briceño ha anunciado que a partir de enero de 2023 aumentará finalmente a 5 dólares por hora. Con esta medida se pretende elevar el salario mínimo para intentar equipararlo a un salario digno. Este es uno de los compromisos fundamentales que el Plan Belice tiene con los beliceños. El aumento del salario mínimo es algo más que otro compromiso cumplido por el Partido Unido del Pueblo. Es una prueba concreta de que el PUP ha vuelto a sus bases de justicia social.

Las personas que más se beneficiarán de esta iniciativa son las que más lo necesitan y que, debido a la creciente disparidad entre el salario vital y el salario mínimo, viven en la pobreza y la pobreza extrema. La Junta de la Seguridad Social de Belice calcula que todavía hay 30,000 personas que ganan menos de 5 dólares por hora. Sus vidas y las de sus familias se verán positivamente afectadas por este aumento. El aumento del salario mínimo garantizará que las personas que trabajan y viven en Belice puedan disfrutar de una vida digna y se reduzcan nuestros índices de pobreza. Se trata de un alivio de la pobreza a la manera del PUP, garantizando que se pague un salario honesto por un día de trabajo honesto.

Pronto se verá compensado por un aumento del gasto debido al dinero extra que circula en la economía.

La economía o el sentido común le dirán que es la élite la que tiene exceso de dinero para ahorrar. Las personas de los estratos económicos más bajos son las que gastan un mayor porcentaje de sus ingresos. Habrá más gasto, y eso generará más demanda. En poco tiempo, la oferta tendrá que aumentar para satisfacer esta demanda y las fuerzas del mercado volverán a equilibrarse. Los ricos pronto se darán cuenta de que los 2.23 millones que es la diferencia calculada entre el salario mínimo actual y el salario mínimo de 5 dólares, estimularán la economía en su beneficio. Los beneficios del aumento del gasto son obvios y numerosos. También habrá aumentos en los impuestos recaudados por el aumento del gasto, pero también hay otros beneficios para la sociedad que son menos perceptibles. La pobreza es una de las principales causas de delincuencia, mala salud, inseguridad alimentaria y absentismo escolar. Todos los buenos beliceños quieren justicia social, quieren avances sociales, quieren reducciones de la pobreza criminal y quieren aumentos del empleo y la educación. Un aumento de nuestro salario mínimo para cerrar la brecha con un salario digno es una de las formas en que podemos iniciar el proceso para lograrlo. Los buenos empresarios se darán cuenta de que unos empleados felices, bien alimentados, sanos y seguros son más productivos. También deben estar de acuerdo en que, al igual que otros factores de producción, ya es hora de que la mano de obra aumente por fin su precio. El Honorable John Briceño y el Gabinete han hecho a Belice, y especialmente a esos 30,000 trabajadores, un regalo de Navidad que realmente seguirá dándose. No hay mejor manera de celebrar las fiestas.

RRB Program Continues to Support Small Farmers in Belize MoECST Signs for Sports Scholarships

As a result of the impacts of climate change and the pandemic, farmers have been forced to change techniques and they had to adapt new modalities to sustain their livelihoods and the industry as a whole. He assured the organizations that the government is committed to continuing to support the agricultural sector.

In his remarks, Dr. Osmond Martinez, CEO in the Ministry of Economic Development, congratulated the farmers as they are the ones on the ground ensuring that there is quality control to safeguard food security for the country. He mentioned that other than building capacities and marketing strategies, the funds provided will be used to construct storage facilities for the organizations, as well as to purchase greenhouses, solar water pumps and irrigation equipment to enhance their productive capacities.

The Ministry of Education, Culture, Science and Technology (MoECST) today signed individual memorandums of understanding (MOU) with the Football Federation of Belize (FFB) and the Belize Basketball Federation (BBF) at the Government House in Belize City.

The MoECST, through the signing of these memorandums, has committed to supporting student-athletes by providing education stipends to assist with living and tuition expenses. The FFB identified 10 student-athletes studying abroad to receive a BZ$600 monthly stipend to assist with living expenses, and 39 student-athletes have been identified by the BBF to receive a tuition scholarship up to the baccalaureate level.

In his remarks, Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology, expressed his satisfaction with the work that led up to the signing of the memorandums and called on all parties to work together to create more opportunities for youth in sports. He said that sports can serve as an avenue for youths to express themselves and gain the skills necessary to lead productive and fulfilling lives.

Hon. Rodwell Ferguson, Minister of Youth, Sports and Transport, spoke on the importance of the memorandums and expressed gratitude to the MoECST for supporting the initiative. Presidents of both federations commended the ministry’s willingness to support the student-athletes and to take the necessary steps to transform that willingness into concrete results. They highlighted the significant impact that the MOUs and the

support they guarantee will have on the lives of the student-athletes. The memorandums were signed by Mr. Sergio Chuc, President of the Football Federation of Belize, and Mr. Jacob Leslie, President of the Belize Basketball Federation, and witnessed by the general secretaries of both federations. Mrs. Cecilia Ramirez-Smith, Deputy Chief Education Officer, signed on behalf of the MoECST’s chief executive officer, and Dr. Yvonne Palma, Director of the Tertiary Education Unit, signed on behalf of the chief education officer. Recipients, mentors and parents were also present for the signing ceremony.

The ministry recognises the crucial role that the development of sports can play in the transformation of the lives of Belize’s youth and is proud to support this initiative.

“Madam Speaker, please allow me a moment to acknowledge the life of Sylvia Flores who is an outstanding Belizean, many of us think about her as this trailblazer as a woman but more than anything else, she was this great outstanding Belizean

We know she was one of the most successful mayors that Dangriga has had, Speaker, President of the Senate, Area Representative, and Minister in Government. Pretty much everything you could name in public service, Sylvia Flores did and did it to a very high standard.

We all recognized that Sylvia came from the same cloth as George Price, a leader that served with humility, a leader that was never concerned about personal wealth but about the wealth of our people and her country. It can never be accused, of Sylvia having a mean bone in her body. Or to try to have done anything, any kind of decision because she or her siblings would have benefited. She is a wonderful example of what a true public servant is because she was a servant pretty much her entire adult life.

Even when she was bedridden the present mayor, Area Representative, Hon. Louis Zabaneh, and others still use to go and visit her and ask for her counsel. And she was always willing to do her part.

I had the blessing to say that on the 19th of November when I was there celebrating Garifuna Settlement Day along with the people in the south. Louis insisted that I go visit Sylvia at home, and Sharole her daughter was amazed because Ms. Sylvia was already starting to lose her memory and, in many instances, could not recognize people. But she recognized me and said, “Prime Minister how are you doing?”

We talked a little bit about the work that we were doing, and she continued to encourage, myself as the leader and as Prime Minister, leader of the Party, Cabinet, and the PUP to continue to do the work of the people. And she reminded me that she every day prays for us and this country. I was saddened to learn last week when her daughter sent me a message as I was out of the country, late at night her mother just passed. While she said, ‘she was saddened, but she in a way felt that Ms. Sylvia has done her work in this world and that our creator, our Father, our God was calling her to heaven where she will get her just reward that she had worked for her entire life while she was in this land’.

I want to take this opportunity on behalf of myself, my Cabinet, the People’s United Party, and people from all over the country to express to Sharole and her children to her entire family, and the entire Garifuna community, Dangriga, the south and Belize everyone. Our deepest sympathy and this despite that we did not talk every day or regularly that we will miss her presence, we will miss her counsel, we will miss the love that she shared with us so easily, Ms. Sylvia Flores may you rest in peace and rise in glory”

Belmopan – As U.S. support to bolster regional security continues, U.S. Ambassador Michelle Kwan commemorated the donation of five buildings, a fleet of vehicles, and office equipment to the Belize Police Department. At a ceremony held at the Police Headquarters, Minister of Home Affairs Hon. Kareem Musa and Police Commissioner Chester Williams received the donation on behalf of the government and people of Belize.

The donation includes a state-of-the-art newly constructed CompStat building, four pickup trucks, one van, four prefabricated office buildings, and office equipment. Funded by the U.S. Bureau of International Narcotics and Law Enforcement Affairs (INL) at over US $883,000, this is part of bilateral projects through the Central American Regional Security Initiative (CARSI) to build local law enforcement capacity. Through these projects, the United States and Belize are working together to increase training for officers, formalize police policies, promote compliance of those policies, and improve the police department’s ability for internal oversight and accountability.

Ambassador Kwan noted, “We are resolute in our commitment to support the Government of Belize in enhancing citizen security. This latest tranche of U.S. donation through CARSI is pivotal to Belize’s efforts to reduce crime and better serve the citizens of this country. At the core of our work with the Belize Police Department is to provide law enforcement the tools and resources to be successful in improving security for the benefit of Belize and the region.”

Today’s donation supports key divisions within the Belize Police Department, including the CompStat Program, the Professional Standards Branch, the Research, Planning, Legal, and Compliance Branch, and the Police Training Academy.

Minister Hon. Musa underscored, “These donations serve as a commitment, from both the Government of Belize and the Embassy of the United States of America, that we stand committed to the security and prosperity of Belize and its people. These donations will serve to improve the service that the Police Department provides by building the confidence of its officers in creating more avenues for professional training and development.”

Since 2008, the United States has committed US $38 million in INL-CARSI funds toward programming, equipment, and officer training at the Belize Police Department. The U.S. Embassy has also facilitated Belize’s inclusion in the Caribbean Basin Security (CBSI) Connect Online Learning System, a shared U.S.-Caribbean security partnership that supports efforts to reduce illicit trafficking, increase citizen security, and promote crime prevention.

Minister of National Defence Holds Meeting with US Ambassador

On December 8, 2022, Hon. Florencio Marin, Jr., Minister of National Defence and Border Security, received Her Excellency Michelle Kwan, the newly appointed U.S. Ambassador to Belize, for a courtesy visit at the Curl Thompson building in Belmopan.

During their meeting, the minister and ambassador discussed matters related to border security and other security matters in which the military forces of Belize are currently engaged. They also discussed the bilateral en-

gagements between the militaries of both countries and the aid provided to Belize. Minister Marin thanked Ambassador Kwan for her visit to the ministry and shared his hopes that military engagements and aid would be expanded under her leadership.

Also, present for the meeting were Hon. Oscar Mira, Minister of State in the Ministry of National Defence and Border Security, and Brigadier General (Ret’d) Dario Tapia, Chief Executive Officer in the ministry.

MBECA HOSTS CLIMATE DATA AND INFORMATION GAP ASSESSMENT AND ACTION PLAN VALIDATION CONSULTATION

December 15, 2022 - Today, the Government of Belize through the Ministry of Blue Economy and Civil Aviation (MBECA), in collaboration with the Food and Agriculture Organization of the United Nations (FAO) Representative for Jamaica, the Bahamas and Belize and Belize’s National Designated Authority to the Green Climate Fund (GCF), hosted a Climate Data and Information Gap Assessment and Action Plan Validation Consultation for the Coastal Zone and Fisheries Sector of Belize.

The consultation is the second and final round which is part of the GCF readiness project entitled, “Enhancing adaptation planning and increasing climate resilience in the coastal zone and fisheries sector of Belize”.

The representatives previously consulted are actively involved in data collection, engaged in policy and planning, or are knowledgeable of their organization’s role in Belize’s Nationally Determined Contributions (NDC) commitments. The main objectives are:

1. To examine each institution’s cli-

mate and environmental data system (what is being collected, managed, and shared, and what data is needed – NDC and nonNDC indicators).

2. To identify where synergies can be established to improve data management.

3. To assess key cross-sectoral climate data and information gaps for the coastal zone and fisheries sector relevant to the monitoring of climate change impacts, as well as adaptation and mitigation actions; and

4. To explore potential solutions to inform the action plan and data collection strategy. The information collected is geared towards addressing the gaps identified in the climate data and information assessment.

This activity will provide important baseline information to build coastal resilience and improve adaptive capacity for fishing communities. The data solutions proposals identified will be vital to developing the climate rationale for fisheries and coastal zone projects for future GCF and overall climate change projects.

Tilapia in Orange Walk

A tilapia farming and marketing workshop has been held at Carmelita Government School in the Orange Walk District. Mr. Neri Bol and Mr. Joe Saravia of the Ministry of Agriculture, Food Security and Enterprise Aquaculture Unit facilitated a training session aimed at primary schools with tilapia ponds on Pond Management, Water Quality, Feed and Nutrition, and Pro-

cessing and Marketing. 25 participants from 5 schools in the Orange Walk District (Carmelita, Chan Pine Ridge, Santa Cruz, San Pablo and Trinidad Gov't) received attendance certificates at the end of the session.

The session was organized by the Orange Walk District Agriculture Department headquartered at the Yo Creek Agric Station.

Official Launch of the Public Poll to choose the logo for the Belize Sustainable Ocean Plan

December 13th, 2022 - The Coastal Zone Management Authority and Institute, in partnership with The Nature Conservancy, is inviting the public to choose a logo for the Belize Sustainable Ocean Plan (BSOP)- Belize’s Marine Spatial Plan (MSP). The development of the BSOP is a principal milestone in achieving Belize’s conservation commitments under the Blue Loan Agreement and the Conservation Funding Agreement signed between the Government of Belize and The Nature Conservancy (TNC) in November 2021.

Marine Spatial Planning is an inclusive and participatory process through which stakeholders determine the optimal distribution of human activities across marine areas to achieve the country’s ecological, economic, and social objectives.

Voting for a logo follows on several stakeholder engagement activities already conducted to involve Belizeans in the BSOP process. Notable actions to ensure public participation so far have included:

1. Preliminary consultations with key government, non-government, and private sector stakeholders.

2. Establishment of a BSOP Steering Committee with representation of stakeholder groups from the fisheries, coastal zone management, tourism, water resources, shipping, environment, finance, academia and energy sectors.

3. Selection of a name for Belize’s MSP process through a public electronic voting poll hosted on Facebook.

4. The official launch of Belize’s Marine Spatial Planning process on October 19th, 2022, to share with the Belizean public what the MSP process is and how they can participate in developing a plan

5. Unveiling of the name selected by the public for Belize’s MSP processthe Belize Sustainable Ocean Plan – at the MSP official launch.

MoHW Receives Government of Brazil Donation

On December 12, 2022, the Ministry of Health & Wellness received a donation of 1,200 boxes (14,000 tons) of sanitizing alcohol-gel from the Embassy of the Federal Republic of Brazil and the Pan American Health Organization/World Health Organization (PAHO/WHO).

The dermatologically tested sanitizing alcohol-gel, which is packaged in a 1,156 ml bottle (equivalent to 39 fluid oz.) and contains a moisturizer, fights the coronavirus and kills 99.9% of bacteria.

Through the assistance of the Brazilian Cooperation Agency, PAHO/ WHO coordinated the acquisition, transportation and delivery of the sanitizing alcohol-gel to Belize.

Ministry of Transport Hosts Public Ground Transportation Workshop

Present for the handing over were Hon. Kevin Bernard, Minister of Health & Wellness, and His Excellency Agemar Sanctos, Ambassador of Brazil to Belize.

The MoHW thanks the Government of Brazil for the welcomed donation and encourages the public to continue to practice public health measures like washing and sanitizing hands to reduce the spread of infections.

Stakeholders of the Public Ground Transportation sector in Belize participated in a knowledge transfer workshop in Belmopan from December 5 to 8, 2022.

The sessions were facilitated by Steer Consulting Firm with focus on policy, legal review, and updates of transport related laws, while Transconsult provided details for the routing, scheduling and ticketing models. Participants received information on key findings of the Public Ground Transportation system and corresponding recommendations towards modernization. This participatory workshop allowed stakeholders to engage with the consultants and offer feedback on the submitted recommendations.

The sessions included activities that provided insight into the need for collaborative approach to the implementation of the recommendations by the authorities, providers and users of the public transportation system. The sessions also expounded on the importance of having accurate and up-to- date data system which should inform decisions and changes to the transport system.

Hon. Rodwell Ferguson, Minister of Youth, Sports and Transport, and Mayor Sheran Palacio, representative for the Belize Mayors’ Association, joined in their commitment to collaborate as transport regulators. Marconi Leal, Jr., CEO in the ministry, and Dian Vasquez, Chief Transport Officer, both expressed to Thomas Shaw, President Belize Bus Association, that the implementation of the recommendations would be done in a phased approach over the next two years and promised to continue with consultations to keep key stakeholders accountable.

MoECST Receives Donation of Stationery and Sanitary Supplies from Naïa Resort and Spa

On Thursday, December 8, 2022, the Ministry of Education, Culture, Science and Technology (MoECST) received a donation of school stationery and sanitary supplies from Naïa Resort and Spa. The donation was presented by Mr. Clive Myers, General Manager of Naïa Resort, and was received by Ms. Terri Wesby-Langford, Education Officer in the MoECST.

This initiative was made possible through the resort’s ‘Pack for A Purpose’ programme which encourages guests to make a priceless impact on the lives of local children and families by contributing to local and community-based causes.

GCF Support for Climate-Resilient Infrastructure

December 13, 2022 - The Ministry of Economic Development (MED), Belize’s National Designated Authority (NDA) to the Green Climate Fund (GCF), and the Climate Finance Unit (CFU), announce that the GCF has approved a readiness project entitled “Building Capacity for Climate Resilient Infrastructure and Sustainable Urban Land Management and Strengthening the Capacity of the Ministry of Economic Development for Pre-Accreditation to the GCF”.

The readiness grant valued at BZ$1,996,074 is to further address three major gaps identified in a previous initiative that will enable MED to become a Direct Access Entity to the GCF. These three priority areas are:

• Project management policies and standards to be developed and institutionalized at the MED;

• Strategic plan for the MED to be developed and validated; and

• Environmental, social and gender management framework to be developed and implemented.

Having these gaps addressed, the MED will be one step closer to strengthening its internal structures in meeting GCF’s requirements to access climate finance of up to US$50 million. In addition, the Ministry of Infrastructure Development and Housing (MIDH) and the Belize Association of Planners (BAP) will also receive support to strengthen the inter-institutional coordination mechanism and to identify and prioritize appropriate climate technology solutions for climate adaptation and mitigation. They are also expected to draft the regulatory framework for sustainable urban land management and resilient infrastructure.

The direct beneficiaries of this readiness are the MED, BAP, MIDH, municipalities, regulatory agencies, and the populace of Belize.

The Protected Areas Conservation Trust (PACT), as the delivery partner, will be responsible for the implementation of the project, with support from MED, MIDH and BAP as the lead entities.

Dr. Osmond Martinez, CEO in the Ministry of Economic Development, on behalf of the Government of Belize, expressed his gratitude to the GCF for approving the proposal and grant, as well as to the CFU and PACT for developing the concept note. He emphasized that the Government of Belize remains firm in its strategy to access climate finance to address the climate change impacts on Belize.

Allan Pollard, Deputy Mayor, of the Belize City Council was the guest speaker and stated, “In my view, the BYM is one of the most important arms of the People’s United Party.” He also noted that “we know what the leaders and ministers are doing but not what the youths are doing.”

The newly sworn-in members are ready to get to work. So far this is the fourth chapter to be sworn in as BYM has representation in Belize and Corozal district, San Pedro, and now Belmopan. Soon to come will be the Orange Walk District.

Today marks the end of week two of the Online Business Registry System (OBRS) going live. The team at the Belize Companies and Corporate Affairs Registry (BCCAR) has been working intently to provide guidance and assistance and will continue to do so. OBRS was built to deliver digital registration services to the public with the vision of making business registration services accessible to all and to create a registry that is built on proper checks and balances ensuring data security and data privacy. These principles promote predictability, security, and good governance.

For context, the Financial Services sector in Belize is a strong contributor to the local economy creating skilled employment opportunities for Belizeans and has synergies with, for example, banking, real estate and other high value industries and investments. Moreover, Belize’s cooperation with international organizations such as the EU/OECD/FATF, has enhanced its global standing as a compliant jurisdiction, which changes are embodied in the legislations that have been enacted in recent years.

With the amalgamation of the Companies Act (Chap 250) and the IBC Act (Chap 270) into the new Belize Companies Act 2022, one of those legislative changes as noted, the Financial Services Industry is at the cusp of rebirth and development of a world class Corporate Registry backed with a modern legislation in tandem with the roll out of a state-of-the-art Online Business Registry System. While the regulations for the free access of information have changed, there are built in mechanisms that allow limited and extended access to information via lawful channels. Therefore, the assertions made in the public should be corrected based on facts within the current laws and regulations.

Other modern good practices that have been introduced included the services of Licensed Registered Agents (LRAs) which is optional for business entities wholly owned by Belizean shareholders. Licensed Registered Agents are responsible to conduct due diligence on company participants before registration of business entities as well as ensuring the ongoing filing and maintenance of the register of the business entity is kept up to date.

The use of LRAs also provides for that much needed layer of due diligence under Anti- money laundering legislation while protecting the individual’s right to privacy. The general public’s unfettered access to this information constitutes a serious interference with the fundamental rights of respect for private life and to the protection of personal data. Furthermore, once this data has been made available to the general public, it cannot only be freely consulted, but also retained and disseminated.

To safeguard these rights, Belize has recently enacted a modern data protection legislation that regulates the collection, keeping, use and dissemination of personal data to protect the privacy of individuals in relation to their personal data and provides the appropriate channels of access.

REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) towards implementing the Belize Social Investment Fund Loan III and the Basic Needs Trust Fund Tenth Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Belize Social Investment Fund (BSIF) the Executing Agency, now wishes to procure consultancy services for Technical Unit Coordinator.

The objective of the consultancy is the responsibility for the efficient operations of the Technical Unit. The Consultant will coordinate the work of the Technical Unit to ensure that all projects presented to the BSIF Board of Directors (BOD) are properly appraised, and that they conform to the policies established by the Fund. The duration of the assignment is expected to be a period of two (2) years, extendable by mutual agreement in accordance with prevailing Belize legislation as well as results of a performance appraisal.

BSIF now invites interested eligible individual consultants to submit Expressions of Interest indicating their qualification and experience to provide these consultancy services.

Consultants shall be eligible to participate if:

(a) the persons are citizens or bona fide residents of an eligible country; and

(b) in all cases, the consultant has no arrangement and undertakes not to make any arrangements,whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

The Government of Belize – Ministry of Infrastructure Development & Housing has received financing from the Central American Bank for Economic Integration for the Expansion and Rehabilitation of the Philip Goldson Highway, and it is intended to use a portion of the funds for consulting services contracts.

The Consulting services ("the services") include: A two phased assignment. Phase #1, is to assist the GOBZ in reviewing the existing (November 2017) detailed design and make adjustments to its content and cost estimates reflecting conditions that have changed since its completion and current cost escalations due to various national and international factors. Phase #2, of this consultancy is to assist the GOBZ in providing project management of those road works, including contractor supervision and contract administration throughout the project implementation process, inclusive of the defects liability period.

The Government of Belize – Ministry of Infrastructure Development & Housing invites eligible consulting firms to express their interest in providing the requested services. Interested consultants shall provide information indicating that they are qualified to provide the services and may partner with other firms in the form of a Joint Venture (JV) or subconsultants to improve their qualifications. The criteria for shortlist selection are found within the respective Terms of Reference.
