Cabinet Brief Belmopan. December 17, 2020. 11:30 a.m.

The Cabinet, chaired by the Prime Minister Hon. John Briceño, met remotely in regular session on Tuesday, December 15, 2020.

• Cabinet approved the request by Hon. Kareem Musa, Minister of Home Affairs and New Industry, for the recruitment of Intake 95 of the Belize Police Department. This new intake will increase the ranks of the Police Department by 225 new constables. Intake 95 will commence January 2021.

• Cabinet discussed and approved new COVID-19 measures which will be presented to the nation at a press conference hosted by Hon. Michel Chebat, Minister of Health and Wellness, and his team on Friday, December 18, 2020.

• Cabinet approved the formation of a committee to be led by Hon. Andre Perez, Minister of the Blue Economy and Civil Aviation, to review and develop standard operating procedures for passenger entry at the Phillip Goldson International Airport. A significant increase in arrivals is projected for the next few months, and therefore the arrival process must be more efficient.

• Cabinet was briefed by Hon. Dolores Balderamos Garcia, Minister of Human Development, Families and Indigenous Peoples’ Affairs, on the roll-out of the Belize COVID-19 Cash Transfer Program (BCCAT). The Minister informed that the program, which is being funded by the World Bank, has begun accepting applications for COVID-19 relief assistance to eligible persons who are not already receiving assistance through BOOST and the COVID Food Assistance Program.

We all know that planBelize has a broad economic agenda and it is PM Briceño’s guide as, daily, he navigates relentlessly with every Belizean considered and accounted for. Still, the ever-present goal is the unwavering quest to build a Belize that works for everyone.

With that in mind and heart, an Economic Recovery Task force has been assembled by the planBelize cabinet. Together, they are a veritable Belizean economic dream team given a Prime Ministerial-level mandate to draw up a detailed plan with recommendations that would undo ALL the torture Belize took from the Barrow/Faber UDP. Additionally, PM Briceño is feeling for the starting blocks that would propel Belize into being a regional powerhouse with a view to make Belize the poster country of economic recovery and eventual financial grandeur.

In the meantime, our Human Development Ministry, in the able hands of the Hon. Dolores Balderamos Garcia, has rehashed the Barrow/Faber’s politically contaminated pantry to the new ‘GroceryBag’ program that will see our most needy getting their most necessary food items. Pig-

gybacking with goodwill on the data will be the new Covid Cash transfer program.

The most difficult part of said rehashing with less than a month in hand was the sanitizing of the existing list to remove literal fakes and double dippers from getting their criminal hands on public money.

The cleaning is ongoing in real time. The program had to be reopened as the REAL needy have been cornered by the cataclysmic Covid-19 and the 13 years-corrupt UDP. The former was here only since March 2020. The latter despots have been here since February 2008.

But now only the ruins are left behind of the extinct UDP. All Belizeans now need to push ahead: work hard, study, sanitize, wear your mask as often as is necessary. We are waking up from a true nightmare called the Barrow/Faber government to a new era with John Briceño leading us to reap our winnings.

EDITORIAL Christmas of Different Sort

C

hristmas this year will be different. Not in any way less special, just different than what we may have become accustomed to. The gifts that we receive this Christmas will mostly be of a different sort, and the perception of what they are and how much we appreciate them will set the tone for a brand new 2021. In years gone by Christmas Cheer was filled with superficial excesses and splurges of every kind. This year, due to the special circumstances that the pandemic has brought this new administration has been able to secure the funds that will ensure that those Belizean brothers and sisters that are most in need are able to meet at least their essentials. The labour force survey which reflects results from September has shown dramatic increases in both the unemployment and underemployment. Three of every ten Belizeans are now unemployed and four of every ten are underemployed. Poverty rates which were already alarming are now staggering. These are our most vulnerable families and who must receive the benefits of the social safety nets available. These safety nets which were used more like electioneering propaganda by unscrupulous rogues in the previous government were mismanaged by those unscrupulous Mickey Mouse rogue ministers.

This week, the government announced that the Grocery Bag Program would be launched and already many families are starting to benefit. These families are vetted and the help they receive is adequate for the size of the family. This is a far more equitable manner and proper vetting means that those in need will benefit. The Cash Transfer Program is also another initiative that is geared toward helping those house-holds that do not qualify for other social assistance programs. The elderly, pregnant women, people living with disabilities and those households with children are top priority. Again the assistance given depends on the composition of the household and the assessment. The roll out of both these programs is essential to help families get through these difficult times. There has also been a significant increase in Covid-19 rapid testing. Although the numbers of infection have risen significantly, and are of great concern it has allowed the authorities to place special emphasis on those hot spots and to come up with plans for containment and mitigation of the spread of the virus. It is the expert opinion that increased and widespread testing, such as we have only seen during this new administration, is the first step in the being able to flatten the curve of infections. Knowing where the virus is more active means that resources and measures can be taken to those area. Prevention is always the best option, and to that effect we will soon see the roll out of a massive educational campaign to educate and encourage compliance and adherence to safety and health protocols. It is imperative that as a people and as a country we work and act in unison to safeguard ourselves, our families and our wider community. We must use good judgment and discipline, as these will help us to minimize the fatalities and the spread of the virus.

As mentioned before, these holidays will be different but not any less special. The gifts of life, health and family are those which we often take for granted. So these holidays once we discover the joy in the abundance of the gifts we already have, the material entrapments we are used to might become more insignificant. There are rough roads ahead, and there are many more sacrifices we must make before we can resume any semblance of normalcy. Under the able and steady guidance of the Hon John BriceĂąo, Prime Minister of Belize, and with our indomitable Belizean spirit we will overcome.

Una navidad diferente

a Navidad de este año será diferente. No menos especial, sino diferente a lo que nos hemos acostumbrado. Los regalos que recibamos esta Navidad serán en su mayoría de un tipo diferente, y la percepción de lo que son y lo mucho que los apreciamos marcará la pauta para un nuevo 2021. En años pasados, la alegría navideña estaba llena de excesos superficiales y derroches de todo tipo. Este año, debido a las circunstancias especiales que la pandemia ha traído, esta nueva administración ha podido asegurar los fondos que asegurarán que aquellos hermanos y hermanas de Belice que están más necesitadas puedan satisfacer al menos lo esencial. La encuesta sobre la fuerza de trabajo, que refleja los resultados de septiembre, ha mostrado aumentos dramáticos tanto en el desempleo como en el subempleo. Tres de cada diez beliceños están ahora desempleados y cuatro de cada diez subempleados. Las tasas de pobreza, que ya eran alarmantes, ahora son asombrosas.

Esta semana el gobierno anunció que el Programa de Bolsas de Comestibles será lanzado y ya muchas familias están empezando a beneficiarse. Estas familias son examinadas y la ayuda que reciben es adecuada para el tamaño de la familia. Esta es una manera mucho más equitativa y una adecuada investigación significa que los necesitados se beneficiarán. El Programa de Transferencia de Dinero es también otra iniciativa que está orientada a ayudar a aquellos hogares que no califican para otros programas de asistencia social. Los ancianos, las mujeres embarazadas, las personas con discapacidades y los hogares con niños son las máximas prioridades. Una vez más, la asistencia que se presta depende de la composición del hogar y de la evaluación. La puesta en marcha de estos dos programas es esencial para ayudar a las familias a superar estos tiempos difíciles. También ha habido un aumento significativo en las pruebas rápidas de Covid-19. Aunque el número de infecciones ha aumentado significativamente, y es de gran preocupación, ha permitido a las autoridades poner especial énfasis en las zonas críticas y elaborar planes de contención y mitigación de la propagación del virus. La opinión de los expertos es que el aumento y la generalización de las pruebas, como sólo hemos visto durante esta nueva administración, es el primer paso para poder aplanar la curva de las infecciones. Saber dónde el virus es más activo significa que se pueden tomar recursos y medidas en esa área. La prevención es siempre la mejor opción, y a tal efecto pronto veremos el despliegue de una campaña educativa y masiva para educar y fomentar el cumplimiento y la adherencia a los protocolos de seguridad y salud. Es imperativo como pueblo y como país que trabajemos y actuemos al unísono para salvaguardarnos a nosotros mismos, a nuestras familias y a nuestra comunidad en general. Debemos usar el buen juicio y la disciplina, ya que esto nos ayudará a minimizar las muertes y la propagación del virus.

Como se mencionó antes, estas fiestas serán diferentes, pero no menos especiales. Los regalos de la vida, la salud y la familia son las que a menudo damos por hecho. Así que estas fiestas, una vez que descubramos la alegría en la abundancia de los dones que ya tenemos, los atrapamientos de las comodidades materiales a las que estamos acostumbrados podrían volverse más insignificantes. Hay caminos difíciles por delante, y hay muchos más sacrificios que debemos hacer antes de que podamos reanudar cualquier apariencia de normalidad. Ceremonial Opening of the National Assembly

Statement by Prime Minister of Belize and Minister of Finance, Economic Development and Investment

Hon. John Briceño Madame Speaker of the House of Representatives Madame President of the Senate Hon. Members of the House of Representatives and the Senate Madame Chief Justice of the Supreme Court Excellencies of the Diplomatic Corps Members of the Consular Corps Most Reverend Philip Wright, Bishop of the Anglican Church of Belize Distinguished guests, Ladies and Gentlemen.

My fellow Belizeans, It is with a sad heard that I inform the nation of the passing of the Honorable David ‘Dido’ Vega. He would have been swearing the same oath that we did earlier. On behalf of all of us, I extend to his family, to the people of Corozal Bay and to the Nation our heartfelt condolences to the Hon. David Vega’s family.

The Hon. David Vega will be given an official funeral and all flags will be flown at half-mast in the entire country until the date of his burial.

We gather this morning in Belmopan on Independence Hill to participate in a ceremony steep in tradition. Ceremonies just like this have been held nine times since Independence on 21st September 1981.

These proceedings with the attendant pomp and ceremony are an important symbol of Belizean governance, a democratic Central American nation in the heart of the Caribbean basin.

The Belize Constitution proclaims as a foundational principle that we believe that the will of the people shall form the basis of government in a democratic society in which the government is freely elected by Universal Adult suffrage and in which all persons may, to the extent of their capacity, play some part in the institutions of national life and thus develop and maintain for lawfully constituted authority.

We do not only believe this, not only is this an article of faith for Belizeans, we live it. On the 11th November 2020, quietly and at physical distance with minds made up, Belizeans joined lines across this beautiful jewel of ours. Of the 182, 815 Regis 149,650 electors went to the polls. A remarkable 81.86% of those entitled to elect representatives risked contracting the dreaded Covid-19 virus and solemnly exercised their right--they voted. That secret act, making a mark, on a ballot is the ultimate act of people’s power. I stand here proud but humble as the leader of the People’s United Party whose candidates collectively received 88,040 votes or 58.83 percent of all votes cast.

Therefore, the government I lead has been given a strong and unquestioned mandate to implement planBelize.

Today, before the nation, the elected representatives took their oath. Each of us swore true faith and allegiance to Belize. We swore to uphold the constitution and the law and to do right to all manner of people without fear or favor, affection or ill will, we accept this obligation to be honest, to be fair, to do right and above all to serve the people according to law.

Belizeans demand a new commitment to decent and honest public service and Belize deserve no less. We as duly elected servants of the people must rise to this challenge. I pledge in the name of all elected Representatives of the People’s United Party and Senators to remain faithful to our oaths.

As former President Barrack Obama said, “If the people cannot trust their government to do the job for which it exists, to protect them and to promote their common welfare, all else is lost.”

Our nation, not yet forty years old has never confronted a year as disastrous as 2020. Without exaggeration, 2020 has been a living hell. Sadly, 183 have lost their lives to Covid-19.

8805 persons have tested positive. These include frontline workers--security forces, healthcare workers and others, who risk their lives in service to the people. To their lives ones we offer our deepest condolences and gratitude for their exemplary service.

We are urging our Belizean companies to adopt a front line worker instead of having a Christmas party. This will be coordinated by the Ministry of Health and Wellness.

By any measure, we are facing a healthcare crisis, a national emergency. Our healthcare system is overwhelmed and the virus continues to spread apace.

In response to the emergency, drastic measures were implemented including a national lockdown to contain the spread. Let’s face the facts.

The stubborn truth is that so far the measures have failed. The promise of a vaccine alone is not the answer to the present problem. Your government has acted decisively.

Testing has been dramatically scaled up. We have introduced Rapid Testing at all community and regional hospitals and at Polyclinics. We will be rolling out addition testing sites and mobile testing services to wage war against this virus we need to identify those who are positive so that they know their status and are able to isolate.

My government recognizes that when we isolate people we cannot abandon them. Therefore, we will be providing a minimum of fourteen days food supply and a stipend to assist families in need.

An MoU have been signed with BAHA to assist with PCR testing. Equipment and consumables have been sources which will allow us to reduce the waiting time for PCR results. We are investing in additional human resources--Doctors, nurses, public health inspectors, lab technicians. Government is also looking at the overtime earned by our frontline workers that’s was denied by the previous administration.

But it is time for a reality check. Approximately thirty nine thousand lost their jobs due to Covid-19. This is on top of the twenty thousand persons that were already unemployed prior to the onset of the pandemic. As of September 2020, over sixty four thousand Belizeans or almost thirty percent of the entire labor force remained unemployed with an additional 82 thousand individuals underemployed.

In other words, one hundred and forty six thousand Belizeans or 67.6 percent of the entire labour force are either unemployed or underemployed and looking for work. Almost forty four percent of the workforce work less than 40 hours per week. These numbers are shocking and entirely unacceptable.

The abnormally high level of unemployment is attributable to the prolonged economic crisis we are experiencing.

Prior to the coronavirus pandemic, Belize was already in the throes of a year-long recession. In the first quarter of 2020 prior to Covid, the Belizean economy contracted 4.5 percent.

In the second quarter it contracted 23.3 percent and a further 13.2 percent in the third quarter. Over the first nine months of this year, Belize’s GDP declined by 316.2 million dollars or 14.4 percent compared to 2019.

While the economy has been mired in this depressive state, the government’s hands have been tied by the massive public sector debt load. Prior to Covid Belize’s debt was already approaching 100 percent of GDP. Since Covid, this debt has skyrocketed unsustainably to around 133 percent of GDP. For the past nine months we have been borrowing one million dollars a day to cover operations.

From April to September 2020, government’s fiscal deficit has widened by over 110 million dollars due to severe revenue shortfalls approaching a 150 million combined with incongruent reduction of expenditures by less than thirty three million dollars.

The effect is that our income per capita has shrivelled to 1992 levels but our debt has ballooned to unsustainable levels. This is untenable.

We are constantly reviewing the Covid-19 threat to our way of life and will take all measures, however drastic to contain the spread. No doubt new measures will be necessary. We have a sacred duty to preserve life. We will discharge our duty.

Winston Churchill said, “I never worry about action but only about inaction.”

Belizeans, now more than ever, it is time for action. We must summon the courage to fight and defeat this pandemic. Through personal action, each and every person must act responsibly.

We must wear our masks properly at all times.

We must wash our hands repeatedly.

We must get tested.

We must isolate and quarantine when advised by medical practitioners.

And, we are appealing to all to resist the temptation to gather in large numbers during the holidays. The healing of our nation calls each of us to act. We must act now!

On the 9th September of this year, Hurricane Nana made landfall between Dangriga and Placencia. It caused serious damage to property in southern Belize. If that was not enough, torrential rains associated with Hurricane Eta drenched Belize for days is the first week of November. The Stann Creek, Cayo and Belize Districts were heavily impacted by excessive rainfall of up to 20 inches. On 15th November, NEMO advised on the formation of Hurricane Iota which brought rainfall across Belize which amounted to 10-12 inches. Residents in flood -prone areas experienced losses to their homes, household effects, crops, watermelons, melons, cucumbers, tomatoes, sweet pepper, corn, beans, pumpkins, cabbage, jalapeños and assorted fruits, to name Continued on page 15

IN APPRECIATION HEALTH PROFESSIONALS ON THE FRONTLINE Hon. Francis Fonseca, Freetown I join with all those across our Country paying tribute to Drs Kevin and Kenneth Guerra who have so sadly lost their lives to Covid-19.

When any of our citizens lose their lives to this dangerous and persistent virus it is a tragedy, but when we lose two of our frontline medical officers it is particularly devastating news.

Such a loss tests our faith and challenges us all to do more and to do better. We must be united and focused in our efforts and commitment to defeating this deadly virus attacking our families, communities and country.

As an elected representative and Member of Cabinet, I can assure you that for Prime Minister John Briceño and his government, there is no greater priority than the safety and health of our citizens. The government has a plan and strategy to defeat Covid. We need your help to effectively implement and execute that plan and strategy.

Government of Belize to Launch COVID-19 Cash Transfer Program Belmopan. December 15, 2020. 12:00 p.m.

The Ministry of Human Development, Families and Indigenous Peoples’ Affairs, in partnership with the National Bank of Belize Limited, Digi, and Belize Social Investment Fund, is launching a cash-transfer program to provide support to vulnerable households affected by COVID-19.

The Belize COVID-19 Cash Transfer Program (BCCAT) will provide supplementary short-term emergency cash to households that have not qualified for other social assistance schemes. Beneficiaries will receive approximately $150 to $600 per month depending on the household composition. So far, 36,000 beneficiaries have been assessed through the Food Assistance Program for the cash-transfer with priority being placed on poor families with pregnant women, children, the elderly, and persons living with a physical disability.

The BCCAT application will be open to the public from December 15 to 23, 2020, for families who meet the eligibility requirement and did not apply in the first instance. Households that apply will be required to participate in a poverty assessment and must meet the program’s eligibility criteria in order to benefit. Countrywide screening and enrolment into BCCAT are being conducted in eight phases.

BCCAT beneficiaries will be notified of their successful application and payment dates using MobilePayz, a new mobile payment solution developed by Digi. The application will allow beneficiaries to cash out their funds using their mobile phones. Beneficiaries will be notified of their payment amount, when and where to collect via bi-monthly text messages.

A series of informational ads, frequently asked questions, a website, and two hotlines are being created to provide information on the program design, eligibility requirements, appeals process and payment timelines.

The BCCAT program is being funded by the Government of Belize with funds from the World Bank, which has allocated BZ$19 million to provide financial assistance to over 18,000 households during a sixmonth period.

Statement by Prime Minister of Belize and Minister of Finance, Economic Development and Investment Continued from page 7 a few. We are experiencing a critical shortage of beans which forced us to authorize importation of black and red kidney beans. Productive areas mostly affected were agricultural communities in and along the Moho, Macal and the Belize rivers. This flooding negatively impacted the livelihoods of 787 rural producers, mostly rural families. Grains and vegetable were mostly affected for a combined loss value of over 12 million dollars.

Total loses to the agricultural sectors is estimated at 18.2 million dollars resulting in the destruction of approximately 12, 992 acres of agricultural crops. Cumulatively, approximately 1200 families or 6000persons were impacted by flood water. Farmer have reported losses in 6000 acres thus far. The numbers may increase as some areas are still inaccessible due to flooding conditions. NEMO has assessed on a preliminary basis, and I stress preliminary, losses at an estimated 93 million dollars and this does not account for the losses caused by the droughts that we experienced.

The 2020 Hurricane Season was the most active on record. The droughts we have experienced is a part of our new normal. Too much rain and too little rain, climate change is real and it is cruel. The science is clear. The state of the Caribbean Climate report produced by the Climate Studies Group of the University of the West Indies have set out in details the dire trends that have emerged.

The Caribbean as a whole will gradually

dry through to the end of the century. The regional climate model projects up to 25-30 percent less rainfall by the end of the century. The experts say that the Caribbean region will be 17 percent drier by the end of the century. There is an increasing trend of very warm days and nights for the Caribbean as a whole. Regional models suggest an increase in mean temperatures of up to 4 degrees. Of course, sea surface temperatures are expected to continue to rise.

Simultaneously, we will experience a rise in sea levels. Remarkably, our experts predict that sea levels will reach or exceed one meter across the Caribbean. These statistics speak truth to us and we must respond, and respond urgently.

We have created the Ministry of Sustainable Development, Climate Change and Disaster Risk Management to signal my government’s commitment to driving an ambitious agenda to address the urgent need to change the way we live.

To make my point clear, I can do no better than to quote his Excellency Antonio Guterres, the Secretary General of the United Nations. He said, “Making peace with nature is the defining task of the 21st century. It must be the top priority for everyone, everywhere.

In this context, the recovery from the pandemic is an opportunity. We can see rays of hope in the form of a vaccine but there is no vaccine for the planet. Nature needs a bailout in overcoming the pandemic, we can also avert climate cataclysm and restore our planet. This is an epic policy test. But ultimately, this is

a moral test, the trillions of dollars needed for Covid recovery is money that we are borrowing from future generations--every last penny. We cannot use these monies to lock in resources that burden them with a mountain of debt on a broken planet.

It is time to flick the green switch. We have a chance to not simply reset the world economy but to transform it. A sustainable economy driven by renewable energies, will create new jobs, cleaner infrastructure and a resilient future. An inclusive world will help ensure that people can enjoy better health and the full respect of their human rights and live with dignity on a healthy planet. Covid recovery and our planet’s repair must be the two sides of the same coin.”

The Secretary General spoke for us. He spoke for humanity. We agree.

My fellow Belizeans, with a heavy heart, I have been frank with you. Make no mistake, I have not exaggerated the precarious position we are in. These threats are existential. We face extraordinary and unprecedented challenges. A truly national effort is necessary for us to emerge from this dark place.

We will! We can! We must!.

To show commitment to a national effort, my cabinet will take a 10 percent salary cut effective 1st January.

I have absolute faith in the strength of the Belizean people. Together as Belizeans we will rebound. We will rebuild and we will restore this beautiful jewel. That is our sa-

A GOOD START

Wilson On November 11, 2020 the new administration had a massive landslide 26 to 5 victory at the polls. Instead of becoming arrogant and drunk with such power, they chose to appointed a new board of directors for BTL that consist of persons of know integrity and vast experience in managing companies successfully.

These new directors are Chairman Mark Lizarraga – proprietor of Southside Meats and know advocate for transparency and accountability as former Senator for

the business community. Marconi Leal, Jr- former marketing executive at B.T.L., Jermaine Usher, Jose Urbina, Attorney Denise Courtney, Michael Bowen – C.E.O. of Bowen and Bowen Company Ltd, and Eric Eusey.

This new Board is a far cry from it’s predecessor that was know mainly for blind loyalty to then ruling party, and several members with limited experience in managing an investment successfully.

In speaking to the press the new Chairman revealed that over the last 12 years BTL had become a severe burden on the taxpayers of the county.

It was disclosed that after the previous government invested over a $1 billion of taxpayers money in B.T.L., the company is so cash trapped that it has not paid the government over $19 million in profits for its huge investment in its operation. .

It was also stated that despite its huge backing with taxpayers money, due to lack of proper management and vision, B.T.L. had lost it major competitive edge as the largest telecom provider in the county and was simply another provider in competition with smaller companies.

The telecommunication company suffered even more lost in obtaining value for money when the then Prime Minister appointed his son as it C.E.O. with a huge salary and exceptional benefits that enable him to rake in millions for himself although he was totally unqualified for the job.

The new Board of B.T.L. is committed to fighting corruption that is responsible for numerous problems that has hindered the success of the business. In that respect it was announced that a system of internal audit will be established with responsibility to report its findings directly to the Board instead of to its chairman. It was that lack of oversight which allowed the former Chairman to hide the unauthorized spending of over $800,000.00 of the company’s money with use of its credit card for lavish personal expenses. The new Board has also take the necessary steps to ensure the former Chairman fully repays his debt to the company

within a reasonable time.

The latter decision was uncharacteristic of the previous government, which made no serious effort to collect a total of $800,000.00 from Sharon Pitts and Andre Vega, after they were each wrongfully paid $400,000, almost half million dollars each of taxpayers money in separate bogus land compensation.

The decision of the new administration to constitute a Board for B.T.L. which demands accountability, transparency, and enlighten management in government is in keeping with its manifesto pledge to wage a true war against corruption, which is largely responsible for many of the social ills that confronts the country.

The progressive changes that are being made at B.T.L. by its new Board is a breath of fresh air and reason for hope of a better country in which everyone wins. For the first time in over a decade persons in authority are making decisions for the best interest of the people and the country instead of themselves.

It is the sincere hope of everyone that this good start in truly serving the people by the new Board of B.T.L. will serve as a trail blazer for the other statutory boards that will be established by the Briceno administration.

Patrick Faber to Request Peyrefitte Back on Saturday Nights?

It seems now we need to take Barrows advice and cut off corruption whenever it rears its ugly head. There goes Mr. Concesssion again without a confession.

He still wants the oversight committee, and now he also wants the ‘Asks the Experts.’

No respect for the electorate as Faber does not comprehend that the Belizean people voted ALL of that put. They voted out all corruption and everything Dean Barrow and Patrick Faber stand for. By some electoral mishap, Collet voted for Faber. that is a sad misgiving.

What next will Faber request? Peyrefitte..?

Faber has NO answer and no plan to address Covid all he wants is to see how he can show himself out there.

Open the oversight/Ask the Experts... is his innovative call. All that is nostalgia of a past corrupted and incompetent UDP Barrow/Faber government that he still does not really concede is gone into the annals of UDP infamy.

We may remember an Eddie Murphy Wallstreet-based movie where a character shouted, “Turn on the Machines.”

It’s over Faber. Your bid to be Prime Minister is now dust. You don’t even have a Party anymore. You have never been a leader and never will.

Just for kicks… what has Patrick Faber ever led?

Concede Faber...stop lying here there and everywhere. Allow yourself to be led by a true Prime

Minister. Remember a true concession is a confession of your past UDP ills.

THINK ABOUT IT JOHNNY – JUST IN TME It is one month, one day after the historic turn out of Belizeans (80 odd percent of voters) in a massive rejection of Dean Barrow and his incompetent and corrupt government.

Thousands of Belizeans in Corozal and Orange Walk voted the same way their brothers and sisters in Stann Creek and Toledo voted. Like-wise the patriots in Cayo voted like patriots in Belize District and the Cayes.

Belize City deserves special mention and commendation. Considered the home of the creole population, and a stronghold of the UDP, it was like emancipation day. They broke the chains of economic slavery, said to hell with the bribery and election manipulation and overthrew their oppressors.

When the dust settled Dean Barrow’s legacy was shattered. The political con artist of the decade who presided over the cess-pools and hot-beds of corruption, which condemned poor people to a life of misery and our young citizens to decades of poverty and deprivation – was vanquished.

Three UDP politicians survived in Belize City, well make that two and a half. Sista B is a sick joke. A walking reminder of years of allegations of padding voters lists with persons who never lived in the area, of giving out monies that don’t belong to her. We have heard from young Allan Pollard of his experience in Queens Square. We have seen the voters lists and addresses where “14” persons live in one home where they never saw the inside. We know most of them and where they actually live. There is a proxy list of over two hundred voters. If it is true Sisa bogus got possession of it and then handpicked proxies, there should be a criminal investigation.

Tracy Panton put a wooden extension on her parent’s home on Regent Street and then put fifty two voters on the voters list.

Francisco Zuniga, the election official who has been in Queen’s Square longer than most of the young voters have lived on this earth, has been long retired and still working at the elections offices, rehired, rehired, rehired and rehired in clear violation of the retirement law of the country. He and the Chief Elections Officer, who admitted in a Supreme Court trial that she opened ballot boxes from San Pedro, an unlawful act and a sacrilege.

They are still in their jobs, a little uncomfortable but not fearful of retribution. Because, Johnny Briceño is not a mean, petty, malicious person like Dean Barrow.

Which brings us to the man who is our new Prime Minister. In the name of Allah, the most Gracious, the Most Merciful, may his decisions and his actions be pure and wise. May he, in the name of God, guide our people to peace, safety and prosperity?

A person called the new Prime Minister a few evenings ago. The number was busy. But Wow! by 8:00 o’clock that very night the call was returned. The voice of the Prime Minister was not, why am I being disturbed or, I am very busy, what is it you want? It was the same jovial, willing to listen Johnny that the person knew.

One month after becoming Prime Minister, Johnny remains the same person he has always been. He has not forgotten all those who have helped him to become the leader of our nation. That speaks volume for him. He is a genuine human being. The outgoing, gone Prime Minister was a machine. A cold piece of metal – no heart, no soul, no love for people.

Not one single day, not at any press conference, any House meeting has the former Prime Minister ever, we mean never, never able to say he reduced poverty. Not even by one percent.

For twelve long years and nine more months, while Mr. Barrow became rotten rich, thousands of Belizeans became poor. On Southside Belize City, where the people supported UDP, election after election, they were rewarded with a deeper level of poverty. Forced to eat fifty cents ramen—modern type of paper manufactured into noodles with no nutritional value. Just crazy, insane.

Johnny shared with the caller, how could the former Prime Minister spend twenty five million on a government building by Chetumal Street Bridge in poverty stricken Martin De Porres and not do anything to improve the KHMH. Johnny was distraught, saddened. As we all should be. Our country is in a bad shape, on the verge of ruin. Everywhere in every Ministry, the situation is dread. Belizeans changed government in the nick of time. We were on the verge of becoming a failed state. We owe billions of dollars. Our economy is on its back. Our social fabric is torn and tattered. Our people need all the encouragement and help they can get.

Many persons prayed for deliverance from the ruin that befallen Belize. Their prayers were answered.

With patience and hard work and some sacrifice we shall overcome. And Johnny, full of energy, and hope and determination, along with the dynamic team he has assembled, is just the leader to get it done.

THE GSU ARE BACK Not too far from St. Ignatius Church, on Basra Street, two police in military uniform had a young man pinned to the police vehicle. One of them was scrolling through his cell phone.

Time 8:50 a.m. Date Friday December 11th, 2020

On the same Friday night around 8:00 p.m. on Coney Drive, three young men were lined up against a police vehicle. One police were taking their picture with his cell phone.

Last Sunday morning, on a street not far Divine Mercy Catholic Church, police had a young man against their vehicle. We drove slowly watching. They took away his identification card and was taking pictures of it.

We asked two Senior Police yesterday, what with the ongoing picture taking of young people. They individually on different days said the information is stored in the police data base.

What! that still going on.

On 27th December, 2019, on behalf of the Commissioner of Police, written instructions were issued to “All Regional Formation, Precinct and Unit Commanders”.

The instructions read:“With immediate effect, Police Officers on VCP’s are to ensure that whenever they stop and search vehicles in which a group of persons are travelling, a full description and photograph of the vehicle is taken and documented. Likewise, all particulars and photographs of occupants in the vehicle gotten. These must be placed on your respective WhatsApp blog.”

A massive police campaign of stop and search and writing down information and picture taking was unleashed on Belizeans. It became disgusting and disruptive. Public outcry ensued. The media started asking questions and showing footage of public photographing vehicles and persons.

A Minister of Cabinet reported that Cabinet was advised by the Attorney General “that police should cease and desist from this practice”. “Cabinet met on Tuesday and it seemed that the police officers have not gotten the memo because this morning police officers were caught on camera taking down the names of two men and photographing them”.

The police toned down their behavior, but never stopped it.

That was December, 2019.

Here we are December, 2020.

Just a few weeks ago Commissioner of Police at a press briefing with his Minister said of the GSU”…the past some of them behaved like animals”. This is harsh criticism. But it is true.

It came in the midst of concern that the new government would disband the GSU. The GSU, Gang Suppression Unit, was formed to deal with the gang problem. All the years of wanton brutality and illegal behavior by GSU has not resulted in a single gang being dismantled.

The GSU represents the worst elements of our much needed police officers. GSU have broken every law, every rule that governs police conduct. They have broken into homes, broke up furniture and personal items, pointed their guns in the faces of grandmothers, and at breastfeeding women. They have choked, slapped, punched, kicked and stomped the young men of this city and country. They rough up women too. They plant evidence, they all copy each other’s statements and they lie in court. We won’t bring up accusations of the murder of four young men on George and Dean Street.

GSU are not good people. They operate just like the criminal gangs they were supposed to keep in check.

On Tuesday 15th December, in the Year of Our Lord 2020, the Commissioner of Police, a most diligent fighter against those in violation of Covid restrictions announced he was forming a task force to focus on the recalcitrants. The task force would include the GSU. Yes! you read correctly. The animals are back. Can’t keep the bad guys down.

We are, with the greatest of respect asking our brother the Minister of Police not to allow the GSU to be rehabilitated. Let them hand in their uniforms and be reposted.

Nuff said.

SANTA TEST POSITIVE In the middle of all our economic woes, the Covid pandemic and the reemergence of the hated GSU, here comes the news that Santa will be on quarantine for the same period he was to visit Southside.

SATURN AND JUPITER An awesome sight is unfolding in our skies. We noticed it two nights ago from as early as 5:45 p.m. There is a quarter moon and right above sits two bright planet close to each other.

We rushed to Starwatch. Lo and behold the two big planets of Saturn and Jupiter will be so close to each other they will look like one big bright planet.

On 21st December they will become a conjunction. The last time this happened was 2000 but was not so close because of cloudy skies. Before that a conjunction occurred in 1623. And before that it was around the time Jesus was born.

Scientist says it is possible the star of Bethlehem seen by the three wise men was a conjunction of Jupiter and Saturn.

Don’t miss it, each night it becomes brighter.

Sending back my thoughts to Home

My heart goes out to all health workers in Belize that are currently experiencing the peak of covid-19 or better said, fighting… battling... at war with covid-19.

I pray that the curve is flattened promptly and it is only possible with the help of each individual. Let’s help the health workers especially those in the frontline who are at a higher risk of catching the disease, with higher viral loads and higher chances of complicaciones.

Please follow all covid-19 guidelines to help stop the spread. Here in Guatemala the curve was flattened but a few weeks ago cases started to rise again, we are expecting another peak in January. It’s a worldwide battle but I hope and pray it will all be over soon. Missing my family and friends in Belize, please stay safe!!
