Sir Manuel Esquivel honoured with State Memorial

The Office of the Prime Minister informed the public that the Prime Minister Hon. John Briceño designated a period of mourning from Monday, February 14 to Wednesday, February 16, 2022, in honour of the Rt. Hon. Dr. Sir Manuel Esquivel, KCMG, PC, former prime minister of Belize. As such, the Prime Minister ordered all Belizean flags flown at half-mast for those three days. The Government of Belize had a state memorial for Sir Manuel Esquivel who died on February 10, 2022, in Belize City, Belize. The former prime minister was accorded a memorial event on Wednesday, February 16, 2022, at the Government House in Belize City. The order of events. • February 15 – The urn containing the remains of the Rt. Hon. Dr. Sir Manuel Esquivel, KCMG, PC, will be transported via Cortège (Procession) to the former State Dining Room at the Government House, where it will lie in state. The paying of respects by invited guests only will commence at 2:00 p.m. and end at 4:00 p.m.

• February 16 – Cortège to the House of Culture in Belize City, commencing at 2:10 p.m. from the home of the former head of government, followed by a memorial service at 3:00 p.m. • The memorial service included a variety of Belizean genre of music which rivalled any international musical repertoire. • Prime Minister John Briceño and ex-Prime Minister Dean Barrow offerred remembrances while a Eulogy was delivered by son David Esquivel. • Then full Military Honours included the band playing the National Anthem, 21-gun Salute, placing of wreaths by officials and Presentation of Belizean Flag to the family of Rt. Hon. Dr. Sir Manuel Amadeo Esquivel, KCMG PC who served as Prime Minister of Belize from 1984 to 1989, and then again from 1993 to 1998 Due to COVID-19 restrictions, all events were closed to the public except lining up on the short route to government house. Queen Street and Albert streets were closed for parking for the first time in memory. The public viewed the live coverage of the two-day event via the Facebook and YouTube pages of the Government of Belize Press Office or via live television broadcasts from all major media houses. The event was a collaboration of all media house in terms of technical support and broadcast.

Cabinet Brief Belmopan. 17th February 2022. 10:45 a.m. The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 15th February 2022.. • Cabinet met with the executive team of the National Health Insurance (NHI) to discuss the critical role of the NHI in the reform of the health sector. The Cabinet was informed of the implementation and performance of the NHI services in several areas of the country and its positive impact on these communities. Plans for the further rollout of the NHI Program, as outlined in Plan Belize, was also discussed and Cabinet will decide on the way forward after further deliberations. • After discussion on a protocol to amend the Revised Treaty of Chaguaramas in relation to the issue of the current implications of who is a CARICOM national, Cabinet gave its approval for signature of amendments to Article 32 of the treaty which defines a CARICOM national. This amendment will be signed at the Thirty-Third Intersessional Heads of Government Meeting to be held in Belize on 1st and 2nd March 2022. • Cabinet gave its approval to introduce revised legislation to amend the Misuse of Drugs Bill, titled the Cannabis Control and Licensing Bill, 2022, to provide for the control and licensing of the cannabis industry and to establish the necessary legislative framework to govern and regulate the cultivation, processing, distribution, and delivery of cannabis products for adult use only. • With a view to address the rising cost of living and in the interest of protection of consumers, legislative and enforcement measures shall be taken on a prompt basis to punish price gouging offenders with strict fines per violation through a ticketing system. A public reporting system will also be established for the reporting of overpricing of controlled items. Cabinet will also consider other protection and relief mechanisms, especially for essential items, as it continues to closely monitor price movements. • Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize as of 14th February 2022. Currently, there are more than 299,400 vaccines on hand. As of 14th February 2022, 213,679 persons or 49.76 percent of the total population had received at least one dose of the vaccine and 205,678 or 47.81 percent of the total population has been fully vaccinated. Also, 30,671 Belizeans aged 12 to 17 years old have received at least one dose of the vaccine and 25,351 two doses. Additionally, over 35,449 booster shots have been issued to date. Boosters are now available to everyone (including those 12 to 17 years old), who have been fully vaccinated for three months or more. • Finally, Cabinet continues to encourage the public to wear masks in public, maintain physical distance, wash hands regularly, and for those not fully vaccinated, to get vaccinated as soon as possible. Belizeans are asked to be ready just in case. We already know what to do to combat any new variant. Largely, it is felt the entire pandemic is winding down but the coronavirus can still affect us endemically. After two years of curfew hours, the government’s balancing of people at home as much as is necessary to

A FEW NOTES ON INFLATION

nflation in a very general sense is the increase in prices of goods and services causing a decrease in the purchasing capacity of money. Inflation occurs when there are increases in production costs, such as raw materials and wages. This is called Cost-Push Inflation. It can also occur when there is surge in demand for products and services as consumers are willing to pay more for the same product. This is called demand pull inflation. Another culprit for the increase in inflation can also be the fiscal policy of the government. Increasing the disposable income whether by reduction of taxes or other fiscal incentives that increases the supply of money, for example, through cash stimulus packages and other protective social safety nets. This increases the demand for goods and services which in turn drives prices up. In Belize, the Statistical Institute of Belize (SIB) uses the Consumer Price Index (CPI) as an indicator of how inflation has increased or decreased over a period. The latest CPI calculates that the annual inflation rate for 2021 was 3.2%. The leading culprit in the upward trend of inflation is the rising cost of fuel, which had an inflation rate calculated at 19%. This was followed by the increase in prices of food and non-alcoholic beverages which rose by 4.8%. The simple answer would be to assume that the economic force at work here is Cost-Push Inflation brought on by the ever-increasing prices of fuel. Fuel is a major cost of production and transportation, with an increase of 19% it follows then that most other commodities and services will experience an inflation. While there are many who may conveniently assume that the government tax on fuel is the root cause of all our problems, that might not necessarily be so given the current circumstances. The Belizean economy is sensitive to external influences, especially to global inflation. This is true for two reasons; the first because the Belizean economy has an imbalance of trade. This means that it imports far more than it exports, and one of the things that it imports along with the goods and services is inflation. The United States of America is currently plagued with inflation due to its monetary policy and its stimulus packages. The pandemic first disrupted demand, causing contraction in demand as people went into isolation, lost jobs, and generally spent less. The next phase saw governments increase cash pay-outs to stimulate the economy and provide covid relief to families in need. This made it easier for people to stay unemployed longer and also disrupted labour supply and supply chains. This is what has caused the prices of many commodities to first dip and now soar. Belize imports most of its goods from the USA and the inflation felt there is also felt here. Demand for goods and services is greater than the supply because people have more disposable income. Raw materials and labour as production costs are more expensive as supply tries to keep up. Belize too had its share cash stimulus programs such as the BCCAT which saw the disbursement of over 19M BZ into the Belizean economy. Globalization does have its draw backs and an open economy such as Belize has, certainly exposes us all to the effects of inflation imported from other countries as much as the homegrown variety. It is why in this context, we must look toward balancing trade, building a strong economy, minimizing the external risks we face. It is also why building resilience in our economy through programs such as the national roll out of the National Health Insurance (NHI) is more important now than ever. Strengthening our health system can only build resilience in responses to health crisis such as the recent pandemic. It is also a way of providing relief to those who really need it by providing medication and services, not by indiscriminately handing over cash that in the end drives up the cost of living. This administration headed by PM John Briceño is cognizant that we must look to the future, plan ahead, and prepare. We must be proactive not reactive even in our monetary and fiscal policies. The long-term welfare of the Belizean people is far more important that the myopic and stunted plans of the past. Adelante!

a inflación, en un sentido muy general, es el aumento de los precios de los bienes y servicios que provoca una disminución de la capacidad de compra de producción, como las materias primas y los salarios. Esto se denomina inflación por empuje de los costes. También puede ocurrir cuando hay un aumento de la demanda de productos y servicios, ya que los consumidores están dispuestos a pagar más por el mismo producto. Esto se denomina inflación por atracción de la demanda. Otro culpable del aumento de la inflación puede ser la política fiscal del gobierno. El aumento de la renta disponible ya sea mediante la reducción de impuestos u otros incentivos fiscales que aumentan la oferta de dinero, por ejemplo, a través de paquetes de estímulo monetario y otras redes de protección social. Esto aumenta la demanda de bienes y servicios, lo que a su vez hace subir los precios. En Belice, el Instituto de Estadística de Belice (SIB) utiliza el Índice de Precios al Consumo (IPC) como indicador de cómo ha aumentado o disminuido la inflación durante un periodo. El último IPC calcula que la tasa de inflación anual para 2021 fue del 3,2%. El principal responsable de la tendencia al alza de la inflación es el aumento del coste de los carburantes que tuvo una tasa de inflación calculada en un 19%. Le siguió el aumento de los precios de los alimentos y las bebidas no alcohólicas que subieron un 4,8%. La respuesta simple sería asumir que aquí la fuerza económica en el trabajo es la inflación del empuje del costo provocado por los precios siempre-crecientes del combustible. El combustible es un importante costo de producción y transporte, con un aumento del 19% se deduce entonces que la mayoría de los demás productos y servicios experimentarán una inflación. Si bien hay muchos que pueden asumir convenientemente que el impuesto gubernamental sobre el combustible es la causa raíz de todos nuestros problemas, eso no necesariamente podría ser así dadas las circunstancias actuales. La economía de Belice es sensible a las influencias externas, especialmente a la inflación global. Esto es cierto por dos razones; la primera porque la economía de Belice tiene un desequilibrio comercial. Esto significa que importa mucho más de lo que exporta, y una de las cosas que importa junto con los bienes y servicios es la inflación. Los Estados Unidos de América están plagados de inflación debido a su política monetaria y sus paquetes de estímulo. La pandemia primero interrumpió la demanda, causando la contracción de la demanda a medida que la gente se aislaba, perdía empleos y generalmente gastaba menos. Por eso, en este contexto, debemos procurar equilibrar el comercio, construir una economía fuerte y minimizar los riesgos externos a los que nos enfrentamos. También es la razón por la que la creación de resiliencia en nuestra economía a través de programas como el despliegue nacional del Seguro Nacional de Salud (NHI) es más importante ahora que nunca. Reforzar nuestro sistema sanitario sólo puede aumentar la resiliencia en las respuestas a las crisis sanitarias, como la reciente pandemia. También es una forma de aliviar a los que realmente lo necesitan proporcionándoles medicamentos y servicios, y no entregando indiscriminadamente dinero en efectivo que al final hace subir el coste de la vida. Esta administración encabezada por el Primer Ministro John Briceño es consciente de que debemos mirar al futuro, planificar y prepararnos. Debemos ser proactivos, no reactivos, incluso en nuestras políticas monetarias y fiscales. El bienestar a largo plazo del pueblo beliceño es mucho más importante que los planes miopes y atrofiados del pasado. ¡Adelante!

Continued from page 2 consumer spending, the Covid infection numbers down, Covid severity levels down, and average vaccination levels all point to a pandemic that is winding down. There are still mountains of caution to observe but it can be said that we might have arrived to a level where we now know how to live with the virus for the foreseeable future. Just to drive the point home, 16th February 2022, there were 8000 deaths in the world due to Covid and over 2000 in the United States due to the coronavirus. We keep seeing full stadiums in the United States as if they are numb to the deaths. The issue is that these deaths are largely of unvaccinated, aged, and with underlying conditions. These persons might not necessarily go to football stadia but can be infected by those that do go. It is still difficult to ascertain the levels but Delta and Omicron are both still keeping the pandemic on as it moves to an endemic disease. Keep wearing your mask in public and visiting the vulnerable...we can do it Belize. And, if you are still not vaccinated do so, and if you are get boosted. There are enough vaccines in Belize for us to be better protected.

State Memorial

SIR MANUEL A. ESQUIVEL, KCMG PC Remembrance by Prime Minister John Briceño February 16, 2022 at Government House, Belize City We are here today to pay respect to our second Prime Minister. Indeed we must not forget though that we are also here in solidarity with a wife, with two daughters, with his son, grandchildren and other relatives and friends of Sir Manuel. The memorial concert, which was a celebration of music and fellowship was beautiful; now comes the solemnity. So that, while the soldiers march, while the band plays and the cannons blast, let us remember that our main purpose here today is to support a family bidding farewell to someone very dear to them and a nation honouring the contribution of our second Prime Minister. And so, to Lady Kathy Esquivel, Ruth, Laura, David, the grandchildren and all the family members, close friends and, yes, the UDP family, I extend condolences. I speak for a nation that is not only grateful for the service of our second Prime Minister, but on behalf of a nation that will forever value his contribution to the building of our nation. In the first Chapter of her Book, Still Waters, Lady Kathy Esquivel said of her husband and I quote: “The typical politician is a paradox whose major characteristic is overweening ambition leavened with varying degrees of desire to make good things happen. But Manuel Esquivel was never a typical politician. His modesty is genuine, and he was always a reluctant participant in the plotting and planning inherent in the political process.” End of quote. She went on to speak of this as a sort of contradiction which she believed was weaved through Sir Manuel’s political life, a life that started in the house where he was born and where he grew up. In many ways, leadership is not formed the day you choose to step forward to lead people, but it is formed via the people and circumstances in our lives. It is formed out of the paradoxes and contradictions for sure. Indeed, Sir Manuel’s leadership in the UDP and his rise to the highest office in our nation had to be the sum total of it all. Who he was as a leader of a political movement and as a Prime Minister had to be influenced by many situations: his interrupted studies abroad, the unfair colonialism that existed in Belize for so long. The unavoidable face of poverty he saw each day on his way to work. A political Party desperately in need of a national electoral victory. His party political battle scars. A political adversary with four decades of experience. A young underdeveloped nation, and a collective of influencers who believed in him and those who stood in his way. The sum total of all these influences notwithstanding, history will find it rather incredible that a high school physics teacher would make this remarkable journey which would not just see him rise to the highest office in the nation once, but twice. The job as leader of a nation is not easy. Leading a nation just four years after independence must have been even more challenging. For sure, our second Prime Minister on occasions may have longed for those heady days teaching science at St. John’s College. Perhaps there were days when he may even have asked himself what could have motivated him to leave the formation of young men for the often turbulence of political leadership and the task of national government. Yet, Prime Minister Esquivel stepped boldly on this path, facing challenges that were not easy. He made decisions, some politically detrimental, which had to be made for a greater good. He gave of himself with diligence, intelligence and with steadfast devotion to the task of Belize’s national development. Every day the office of the Prime Minister presents challenges that can wear a person down and require a steady hand and the conscience of your convictions. I would want to believe his wife and partner Kathy and his three children helped him through those turbulent moments. For sure, no one can question the resolve of Sir Manuel or his dedication to the task and his desire to complete and accomplish the things he believed were good for Belize. My generation will not soon forget that on the day of his first road traffic accident the Prime Minister first saw to the needs of his driver and continued to the National Assembly, bruised and shaken, he proceeded to present the national budget. We will also not forget his conviction which was on full display in 1992 when he went against some of his own political colleagues and joined Prime Minister Price in signing a letter to the President of Guatemala assuring him that the Maritime Areas Bill would be approved in the National Assembly. This action in part, resulted in Guatemala for the first time, recognizing the independent state of Belize. As former Prime Minister Barrow pointed out, Sir Manuel’s contribution did not end after he retired as a political candidate, he kept contributing by serving the Barrow administration as a senior advisor in the office of the Prime Minister for far less than minimum wage. The enduring lesson of Sir Manuel’s public life, can be summed up like this: he was a Prime Minister who lead our nation his way, with integrity and determination, never compromising who he was—the scientist who turned politician and the politician who put duty before expediency. A prime minister who I believe was convinced that what he did was what he sincerely believed needed to be done for the development of the nation and people. Today, his family and his friends are allowing us to share this moment together and to remember Sir Manuel’s life, not only as a Prime Minister but, as a man who made good things happen and a man who truly believed in Belize. To family and loved ones, I say on behalf of a grateful nation thank you.

Development of a Stakeholder Engagement Plan for Environmental Impact Assessments in Belize BACKGROUND The Department of the Environment (DOE) is committed to meaningful and effective stakeholder engagement in the preparation and evaluation of Environmental Impact Assessments (EIA). This will contribute to a successful project, eliminate conflicts with local communities and other stakeholders, and provide for a transparent and systematic process that is beneficial to all parties. Failing to carry out a meaningful consultation in development of the EIA report and in the evaluation process may result in timeline delays, failure of the project, and a significant cost to the community, executing agency, and beneficiaries. Public Consultations and Hearings were carried out in-person since the inception of the EIA Regulations. However, the safeguard measures now in place to prevent, control, contain and suppress the spread of the infectious disease COVID-19 has required that the DOE identify and implement new measures for the continued and enhancement of public involvement in the EIA process. Hence, the stakeholder plan shall take into consideration such new measures and the need for their standardization and formalization, taking into consideration existing policies and programs to engage stakeholders. OBJECTIVES The Department of the Environment is looking for a consultant/firm that will be able to develop a Stakeholder Engagement Plan, taking into consideration the safeguard measures now in place to prevent, control, contain and suppress the spread of the infectious disease COVID-19. The consultant will be expected to develop and submit the following to the Department for implementation. I. A Stakeholder Engagement Plan (SEP) to be used during the EIA Screening Process when conducting public consultations/hearings to further strengthen the Environmental Clearance Process. Such a plan will outline actions/activities/processes to be set in motion at the time confirmation is received that the developer will proceed with the EIA study, to the final stage of the EIA process, that is, the decision-making stage. II.

A procedure that is the most effective/efficient means of communication to standardize the public consultation and engagement, considering the background of all stakeholders.

ANOTHER IFI COMMENDS BELIZE Belmopan. February 15, 2022 Just following the visit by the Central American Bank of Economic Integration the Caribbean Development Bank paid a visit led by the President. The highest levels of the International Funding Institutions are visiting Belize and commending what the see—planBelize at work. The Blue Bond might have provided the impetus, but it surely has not ended there. The Millenium Challenge Corporation is yet to be economically felt in Belize. The inaugural visit of Dr. Gene Leon, President of the Caribbean Development Bank (CDB), and his delegation to Belize included discussions with the Prime Minister and Cabinet, the Central Bank of Belize, engagement with private sector entities including the Belize Chamber of Commerce and Industry and the Citrus Growers Association, and meetings with entities executing projects with CDB support. Team members met with several agencies to identify new areas for CDB partnership and support in the private sector space and called on CARICOM sister institution, the Caribbean Community Climate Change Center. Notably, members of the delegation visited The Hub in Belize City, a community resource center constructed in the Lake Independence Area under the bank-funded Youth and Community Transformation Project; the Coastal Road Highway Upgrading Project; the Belmopan Polyclinic being constructed through the Social Investment Fund; and a display of equipment acquired under the first and second Road Safety projects. President Leon and Mr. Daniel Best, Director of Projects, also made appearances on the Business Perspective and SunUp on 7 shows, respectively, discussing ongoing work of the bank and plans for further engagement intended to benefit Belizeans. A highlight of the mission was the launch of four projects aimed at enhancing trade. Two projects are financed by CDB and two financed through the European Union funded Economic Partnership Agreement & CARICOM Single Market and Economy Standby Facility with co-funding from the bank. The projects focus on improving Belize’s trade competitiveness with a view to improve trade facilitation. The first project will enhance Belize’s capacity to facilitate trade and will involve a study on the time taken for goods to be processed through the Customs and Excise Department, and the feasibility of establishing an electronic single window for trade in Belize. The second project involves the enhancement of the national quality infrastructure by improving the processes undertaken by the Belize Bureau of Standards (BBS). The Belize Agricultural Health Authority will benefit from the third project which will develop a risk-based sanitary and phytosanitary import and export control system; and the final project, a grant to the Toledo Cacao Growers Association (TCGA) will assist the entity in the development of its capacity to participate in the cacao-chocolate global value chain. A tour of the BBS laboratories followed the launch. The mission extended to the Toledo District where the president and his team visited project beneficiaries, the Sarstoon Temash Institute for Indigenous Management (SATIIM) and TGCA. At SATIIM, presentations were delivered by women involved in the creation of the Xe’il clothing line, developed through a project financed by the CDB and targeting

women’s economic empowerment. As guests of the TCGA, the delegation toured Mr. Justino Peck’s cacao farm in San Jose Village and the facilities at the Maya House of Cacao. The president expressed satisfaction with the visit, highlighting the alignment that exists between the vision

of the new administration and the vision of the CDB. He spoke to the transformative potential of the Coastal Highway Upgrading Project in mobilising trade and impacting lives and emphasized the importance of transferring valuable skills such as those employed in the creation of the

A GENERATION LOST TO UDP CORRUPTION AND INCOMPETENCE The most salient symptom of UDP corruption and incompetence is crime which riddles an entire generation especially in Belize City where UDP Ministers won elections at the expense of the citizens. Today, the UDP still ‘represents’ some of these constituencies yet continue to ignore the constituents. Shyne, for example, keeps attending only US talk shows drinking and the lying about his position in Belize. Sista B does nothing to represent the people of Queen’s Square since most of her voters don’t even live in the physical division. Tracy who for all intents lost REAL Albert voter votes needs Faber so she will not say anything about his abusiveness. All three neglect the glaring crime in their constituencies. This neglect was heightened in 2008 as some of these have been UDP since 1984 like Queen Square. Today, even the openly UDP media are at odds with crime which is their fault. UDP hosts even walk off the set when challenged. An under shirted host berated the UDP’s former chairman on Wave FM on Tuesday and then walked off the set. The caller was aghast as to the UDP arrogance. But something of note is that before the host walked-off he endorsed a planBelize style approach to combat crime—multisectoral using Education, Youth, Human Development and others. As we know this approach is on-going but unlike the economy this will take years to turn around. UDP host and UDP caller were exchanging blows. The other co-host of “Fussing” Da Mawning was equally rude to the caller by ignoring him after the under shirted host walked off, undoubtedly to frustrate him into abandoning the point he was trying to make on the issue of crime. Eventually, the caller did leave the show after noting that he was indeed being ignored. The called was given the cold shoulder simply because he had a difference of opinion on the perpetration and consequences of crime. Mind you, this was a fellow bird of the same feather that was treated like Friday’s trash. When level-headed Belizeans call that unpopular station to try to enlighten the Pirate-drinker and Under shirted one about the remarkable efforts that the current government is making in order to address crime and violence, one or the other (whoever can reach for the phone first) disrespectfully and abruptly cut them off. No one is allowed to point out the good that the John Briceño administration is doing to better the quality of people’s lives. What the so-called host failed to admit was that the crime rate, though being addressed through an intervention program that offers employment and skills training for at-risk youths, is the result of neglect that spanned for over a decade under the Barrow administration. Under that regime, they removed Youth for the Future and instituted the Restore Belize fiasco that only restored hopelessness and gang activity. Over the weekend, there were two murders - one in the old capital and one in the current capital. In the latter, a 20-year-old mother of a two-year-old toddler was shot to death as she and her friends got a lift from a nightspot to their house in Belmopan. In Belize City, a man was targeted and shot dead as he made a purchase at a grocery store. In both cases, the police said the shootings were motivated by gang-related rivalry. In Orange Walk, a taxi driver trying to earn an honest living to feed his family was held up at knife-point. His attackers ambushed him as he drove them to the pasadita area at their request. And while they stabbed him several times in an attempt to rob him, he was alert enough to pull out a licensed handgun from his pocket and shot his attackers. The nation applauds him. The entire nation knows that the gang rivalry and violence has been festering for the past 10 years at least, compounded when the past government refused to take meaningful steps to crack down on the criminal element, and, instead, chose to host these gang leaders at truce meetings and to pay them just to behave themselves. Which responsible government would take monies from the public purse and distribute it to gang members just to keep the peace? None...only the corrupt UDP... If the UDP had invested in the free education for all high school-aged youth as they had promised to do, as well as in sports, create more meaningful employment, get serious about gun smuggling and drug trafficking, and introduce harsher laws for the conviction of serious offenses, the crime rate would not have gotten so out of hand. But this went unchecked for years! The PUP government and the Minister of Home Affairs, Kareem Musa are making the multisectoral interventions, necessary changes, introducing policies and legislation that seek to address the key areas that result in criminal activity. But sifting out the ills which have taken firm root over those years will take time before we begin to see the fruits of the efforts the planBelize government is currently undertaking.

THINK ABOUT IT ESQUIVEL Mr. Esquivel became the first person, after the long reign of George Price, to become Prime Minister of our country. This was from December 1984 to 1989. Belize had finally achieved its long overdue Independence from the British in September 1981. By 1984, the voters of Belize changed government for the very first time. There was much rejoicing at the change. And expectations were high that the country had made the change for the better. But alas! Better did not come. The UDP won 21 out of 28 seats, Esquivel became Prime Minister. But by 1989 their arrogance became unbearable and the people voted back the PUP. In 1993, the PUP declared a snap general election, one year before it was due. It was held in June 1993. The British government announced they would be withdrawing their soldiers. With Guatemala claiming our country, this was frightening news. The UDP won for a second time, by the slimmest of margins. Esquivel become Prime Minister for a second time. And we don’t dig this revisionist history that is being said of him. He came across as a cold, cold-hearted person. Wanting to please his foreign masters-the IMF, he fired 800 public officers in December 1995. A shocking and dastardly deed which was met with great public outcry. This cruel decision led the then Bishop O P Martin of the Roman Catholic Church to decry the pain inflicted on so many families getting ready to celebrate the birth of Jesus. And who can forget the poison called paraquat. Esquivel is credited with unleashing American helicopters on Belizean farmers, by spraying marijuana fields. In the process killing all birds and bees, cannabis, and sugar cane plants, and, odds are, poisoning human beings. It was the Esquivel government of 1984 which started selling Belizean citizenship and passports by the barrel full. But those ignominy aside, when did Esquivel give up on the God of Abraham, Isaac and Jacobs? The people of Belize deserve to know. Can our young crop of journalists please question those who knew Esquivel. THE PORT IS SUING THE WORKERS UNION The Port of Belize situated in the Yarborough area of the southside, Belize City is suing the Christian Workers Union, made up of stevedores who are the life-blood of the Port business. The lawsuit by the Port was filed in the Supreme Court a few days ago. The Port wants one million dollars plus costs and legal fees. They claim that when the Union went on strike, it cost the Port a million dollars from lost revenues. The Port used to belong to the government and people of Belize, but like the Airport it was sold to private business. This is the real fight that all Unions must undertake-the return of public assets to the struggling people of this country. The government of Belize, any government will never have sufficient financial resources to satisfy the needs of the population. Poverty is at an all-time high, ranging from anywhere near 65 percent to 70 percent, and rising. Never before in the history of Belize, except for slavery days, has poverty ever reached 60 percent. Crime, already unmanageable, is heading for a full-blown crime wave and crime crisis. The government needs all the financial resources it can get its hands on. We must take back our shipping port and our airport. The cash flow alone will ease our burdens. So, let’s ask these questions. Why is the Port still under receivership from 2012? Why has it not been put up for auction? Who is benefiting from this ridiculous receivership arrangement? Isn’t the Port insured against union-caused delays. No one sues a person of straw, i.e., who has no money. The Christian Workers Union has no money. Neither do the few officials currently in charge. A Court judgement to collect a million dollars is a waste of time. What else could be behind this clear attack on a Workers Union. Are they trying to break up the stevedores Union in preparation for turning the Port into a cruise ship destination? The media is reporting that the Port lawsuit timing is curious. It came shortly after government announced it was paying an old debt owed to the workers when the Port was originally privatized. The Port cannot get their hands on that money. It belongs to individual workers for their lost earnings. No Court will order hundreds of individual stevedores to hand over their individual gratuity to the Port. The Union needs to hurriedly distribute the monies to the workers. And finally, who says the strike by the Union was illegal. Only the government can say that. And finally, finally, this lawsuit is a very serious matter. Never before in the history of Belize has a private company (one under receivership) sued a Workers Union. This is cause for grave concern. THE KILLING OF KARINA How many young women have given up in finding a job? How many feel forced to fall back on watching endless idiocy on television and accept that their future looks bleak? And that, they will have to fall into a kind life where they must depend on boy-

friends for a little money here and there? Not Karina Andrews... Even as she had a job in Stann Creek, she was ambitious and motivated. She had a reliable boyfriend. Still, her search paid off. She found a better paying job in Belmopan, just few weeks ago. Karina’s new boss and her fellow working colleagues fell in love with her. She was friendly, patient, mature and willing to learn. On Saturday night, 12th February 2022, Karina went with few friends to a club in Belmopan. Returning home with her friends in a van, an assassin or is it ass-ass-in, in another vehicle opened fire when the van turned at a round-about. All four occupants were injured. Karina died from her gunshot wounds. She was only 20-years of age. She had a twelve-month-old baby. A wonderful life snuffed out by a fool. She was not even the target of the cold bloodied murderer. By Wednesday morning, the police were proudly announcing they had arrested and charged a 19-year-old resident of Roaring Creek Village for the murder. But a word of caution, bitter experience has taught us the police are quick to arrest and slow to gather evidence which can hold up in Court. This very week superhero Commissioner Chester was telling the media the police alone cannot fight the rising crime in our community. He said the police needs the citizens help and cooperation. We wonder why the police cannot get it. On another note, a shocking piece of information has come to our attention. During the Christmas week, the Head of the Police Prosecutions Unit lost a major drug case. A Foreign pilot was captured with a drug plane and cocaine on the Coastal Road. After many months of trial, the Head of Police Prosecutions fumbled important evidence and lost a winning case. Imagine, a pilot from a foreign country is captured after a shoot-out, and tons of cocaine found in the plane and he wins his case. The American Embassy is annoyed? It is understood this scandal has not been reported to the government. The Head of the Police Prosecution Branch is a well-known high profile UDP, employed by the UDP government before the general elections and kept on after the change of government. COLUMBUS WAS A GREAT SAILOR BUT… A man I have known for many years and who has, unlike myself, not lost faith in this country we all love, loaned me a book last week. When I opened it, he had gifted it to me. Thanks a million, my brethren. It is the paperback 1980 edition of A PEOPLE’s HISTORY OF THE UNITED STATES by Zinn. It is fascinating, I can’t stop reading it, even in this distressing cold weather which particularly aggravates my sinus. The book starts with Columbus landing in this part of the world. My grandfather who lived to 102 years came from a long line of sailors and boat builders. He built his own sail boat, a 25-feet named “Arrow.” He thought Christopher Columbus was the greatest sailor. He was right. Columbus sailed from Spain on 3rd August 1492. He stopped on the Canary Island off the Atlantic Coast of Africa and filled up with food and water and then onwards. On the 6th September with 3 small ships, he then set off west to go around the world to try and find India in the east. His ship Santa Maria was the largest, about 100 feet long. It had a crew of 39 sailors. On the 12th October they spotted land. It was the Bahamas, one of hundreds of Caribbean islands. Neither Columbus or any European knew of the landmasses we now know as North America or South American continents or the Caribbean islands. As Columbus boats approached the beaches of the Bahamas, the people living there greeted them in friendship, gave them food and gifts and welcomed them in peace. These people were the Arawaks. Columbus made four journeys back and forth from Spain to our region. In time Columbus and his Europeans would rape and torture, kill and enslave all the peoples they came across in the islands and the mainland. Hundreds of thousands of original peoples, Arawaks, Cebones, Caribs. Genocide. This is the history of white European contact with other peoples of the earth.

GOB: Road Safety Project

Project: Second Belize Road Safety Project Event: First Responders Training. In 2019, the Government of Belize received funds in loan financing from the Caribbean Development Bank (CDB) towards the cost of Belize’s Second Road Safety Project. This collaborative effort of the Government of Belize and the Caribbean Development Bank supports interventions to build the country’s road safety management capacity, improve the safety of road infrastructure and improve post-crash care. Over the past two days, First Responders Training, which compliments the Defensive Driving Course delivered to the same group in January 2022, was delivered to 25 officers within the Ministry of Health & Wellness, the Department of Transport, Municipal Traffic Department and Island Emergency Services. The aim of these trainings is to inspire safe road users - road users that are skilled and competent, alert and unimpaired, and comply with road rules. This training was sponsored by the Belize Second Road Safety Project, within the Ministry of Economic Development. This training was carried out by instructor Javier Canul from ABC Life Support. One life lost is a life too many!

For a moment, BCCI you sounded as in total support of the UDP killing of Gutierrez early in the Barrow reign of terror. You also seemed in total cahoots with the tear gassing and ‘batonning’ of the stevedores again via the same Barrow/Faber and Co. Ltd. If the cañeros and stevedores broke any laws, I would be surprised and disappointed at Belize’s constitution…but no. When PM Briceño placed policemen at both demonstrations, it was to PROTECT the people which you BCCI are a part of. Both occasions, there was a solution. No solution in these situations may be a total win for either side but such is the nature of deals. As opposed to Trump, this PM is truly in cahoots with the art of the deal and he is truly in sync with Service to the People. Minister Ferguson and Minister of State Usher conduct successful tour of facilities for Youth , Sports ,and Transport in the North On Thursday and Friday February 10 and 11, Hon. Rodwell Ferguson, Minister of Youth, Sports, and Transport and Hon. Gilroy Usher Minister for Youth, Sports, and Transport in the company of Marconi Leal, Jr.- C.E.O. in the Ministry, Kevin Cadle – Director of Youth Services, Ian Cal – Director of the National Sports Council, and Diane Vasquez – Chief Transport Officer along with other senior personnel conducted a successful tour of the facilities for youth, sports, and transport in Orange Walk and Corozal Towns. In Orange Walk, the group was joined by Prime Minister John Briceño and Ladrick Sheppard, Mayor of Orange Walk Town. In Corozal, the group was joined by the town’s Mayor Rigo Vellos. During the tour the group saw numerous ways that the people in each town and its surrounding communities are benefiting from the programs being carried out by the Ministry. The tour also gave the group the opportunity to see first-hand a number of challenges employees at the various offices have to deal with as they make every effort to offer the best possible service to the public. Both Minister Ferguson and Minister of State Usher reiterated that they are serious about greatly improving the level of youth services, sports, and transport in the country. The Ministers also stated that they will do everything possible to ensure that employees of the Ministry have the necessary resources to achieve the stated objectives, as they work in collaboration with all the stakeholders in youth, sports, and transportation in the nation.
