Cabinet Brief Belmopan February 17, 2021. 5:00 p.m. The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on Tuesday, February 16, 2021. •
Cabinet received a full report from the Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology, on the consultations held with the unions from February 10 to 12, 2021. Cabinet discussed thoroughly the recommendations and requests for information made by the unions and agreed to urgently provide a comprehensive response and to have follow-up discussions.

Cabinet received an update on the COVID-19 pandemic and reviewed the plan from the Ministry of Health and Wellness on the rollout of the vaccine. Of special note was the overall decline in COVID-19 cases, which has fallen from an average of 182 positive cases per day to a daily average of 22, bringing the daily positivity rate from 20 percent in November and December to the current average daily positivity rate of 4.5 percent. With respect to the vaccine, a four-phase rollout plan, which should start by the end of March, was presented to Cabinet. The plan seeks to vaccinate over 200,000 Belizeans in 120 days and will start with healthcare workers, the elderly, vulnerable citizens with mental and physical disabilities, teachers and other frontline persons.

Cabinet gave its approval for the Ministry of Tourism and Diaspora Relations to introduce a long-stay visitor program to allow for extended visitor permits for targeted visitors and nationalities. This program is aimed at encouraging tourists to stay longer through a “Work Where You Vacation” Program. In addition, Cabinet gave its approval for the Ministry of Tourism to expand and improve the Qualified Retired Persons Incentive Program.
• Finally, Government will procure that the stipends paid by public utilities and statutory bodies to non-executive directors be cut by 50% effective March 2021. Ends

Budget Consultations Held with Public Service Union Belmopan. February 10, 2021. 4:35 p.m. The second in a series of budget consultations for fiscal year 2021/2022 was held today in Belmopan with members of the Public Service Union (PSU). The purpose of the meeting was to discuss the current financial state of affairs and to seek to find common ground on the development of a sustainable, practical and equitable homegrown plan for economic recovery. The Government of Belize was represented by Hon. Cordel Hyde, Deputy Prime Minister and Minister of Natural Resources, Petroleum and Mining; Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology; and Hon. Henry Charles Usher, Minister of the Public Service, Constitutional and Political Reform. The PSU was represented by Mr. Gerald Henry, Jr., PSU president; along with members Mr. Dean Flowers, Mr. Shane Reneau, Ms. Ana Loague, and Ms. Gale Garcia. Similar meetings are scheduled this week with the Belize National Teachers Union, the National Trade Union Congress of Belize, and the Association of Public Service Senior Managers. Last week, consultations, chaired by the Prime Minister, were held with representatives from the private sector. Ends

When caught in a corner, the Barrow bulldog reared its ugly head to bite at the ears of the Commissioners. Barrow ended with he ONLY approved 2 of 112 unserviceable vehicles. Barrow did say that his ministries seemed too eager to render the vehicles unserviceable since they would get a replacement. It seems that their was a HOTTER hotbed of corruption than Hugo Patt’s Lands. It was so hot that Hugo came over to give it a 65 thousand dollar taste. A little more about Barrow: After an initial question, Barrow spent too much time explaining the non-process of how he knew nothing of how his Ministry was being run. This Vehicle Car Unit in charge of ALL of Belize’s Vehicle are under the Minister of Finance for one specific job— for 4k Transparency of all vehicles that should be accounted for by Barrow—the Minister of Finance during the year before the election that the Commission is mandated to investigate. Barrow’s legendary inaction and incompetence glittered of his lack of substance. Of 121 vehicles he only knew about three. The rest he practically had the financial secretary doing Prime Ministerial work. The FinSec himself passed the buck to the Vehicle Care Unit Manager who had his own issues. Why is Ruperto Vicente, a past football referee at the Vehicle Unit? Once the impartial referee Vicente became partial in an election in Belize’s Football Federation for president then not-re-elected then he ends up at the Vehicle Care Unit. Time will tell how if any impartiality remained. In the meantime, we know that Dean Barrow is fully partial to Barrow firstly, UDPs 2nd and UDPs last. At this commission hearing, Barrow showed how he is no better than lowly and crass Clear the Land. Castro infamously barked at the Senate Select Committee on Immigration when questioned about his seemingly clear involvement in the Visa hustle at Immigration. Here Barrow showed his disdain to being challenged. His ego could handle only Kumbaya-type questions. Three hundred thousand Belize dollars for one hundred twenty one vehicles. The UDP want Belizeans to believe that suddenly at the end of the UDP reign of terror and with elections on the horizon that vehicles en masse are beyond servicing and should be dumped into the begging hands of ruby red UDP posing as hard working Belizeans—they are imposters, fraudsters and thieves of Belize’s assets. Get back Belize’s vehicles and lock them up just as with the case of the stolen tablets from Gwen Liz High School. Barrow hold on....this is the tip of your Iceberg. You can go back to grieving for you non-legacy—a legacy of infamy. Patt as mentioned earlier is not sleeping any. Along with handing to some Roosevelt a 6 million dollar in escrow for Faber’s Collet, he now has to explain to the Belize people a few questions. 1. Why was he buying a vehicle for 65 grand a few days before the elections? This vehicle had cost 89 grand just 10 months before.
2. Was Patt in cahoots somehow with the Torres auto-dealer? 3. Was Patt really privy to the 3rd Party deposit Torres was depositing for into the GoB coffers? 4. Patt, the people of Belize want to know if you were taking advantage of your DPM position even during the caretaker dying days of the UDP. 5. Where is the 65k vehicle that for some odd reason, shows in the documentation that it should have been sold for 50k? Why the discrepancy Patt? If LOO Faber is worth the name, he should be able to explain for his fellow representative. Faber, stop saying that you do not know. The inaction of your past government reeks. Will you, Faber, continue to be worthless to the Belizean people? This is a BIG deal and if you and Patt are involved in some nefarious action(s) this will rise to the top. In this case, the truth might not set you free. Belizeans want to know the truth.

UNSERVICEABLE UDP!
T
here was much revealed in this week’s inquiry. Though the Opposition pretends otherwise, claiming absolutely no issues, there were plenty that were uncovered. The thick web surrounding the sale of the Tacoma which had been assigned to Hon Hugo Patt is nothing short of incredible. This plot twisting chronicle is truly befitting an Academy Award thriller movie. To make a long story short, the person who sold the GOB the Tacoma bought it back at a huge discount, the pickup changed multiple hands but was eventually resold and a mysterious someone sure made an effortless profit. We now know where Shyne gets his musical talent as the former PM gave us a magnificent cover of Shaggy’s “It wasn’t me.” He punctuated his grand performance by throwing major shade in the direction of the Fin Sec who was undoubtedly hurt by the callous behaviour of his former BFF. We particularly note the considerations given by the former PM toward Dr. Barnett. It seems that her plight of becoming unemployed so abruptly, similarly to the almost sixty percent of Belizeans so affected primarily by his ineptitude and this pandemic, now lays heavily on his mind. In order to soothe his conscience, he decided to be generous with the people’s property by allowing her to buy the vehicle she was assigned. Let us be clear, all Belizeans are at the “Mercy of the World.” However, not all Belizeans list their net worth for the Integrity Commission as more than a million dollars. It will be difficult for those poverty-stricken Belizeans to believe that millionaires cannot afford to buy their own mercies, but instead must continuously pilfer theirs. If the entire situation over at the Vehicle Care Unit were not so appalling, it might have been humorous to witness the tongue-tied attempts of Mr. Vicente trying to explain the inexcusable. One hundred and twelve (112) vehicles have been disposed of for an average of less than three thousand dollars each. In many cases Mr. Vicente readily admitted these were erroneously classified as unserviceable. These discrepancies were only discovered after an in-depth investigation and it is almost sure that these errors would have been swept under the rug. The former PM himself admitted that it has long been the practise of writing off the vehicles in order to purchase new ones. The GOB loses money in two ways here, first by writing off assets which are still in working order and selling them at below their true value. The replacement of the assets is an unnecessary expense and, in most cases, companies wishing to make that sale incentivize procurement officers in order to push through both the writing off of the asset and the purchasing of the replacement. The additional cost of the incentive is borne in this case by Belizeans because it is tacked on to the price of the vehicle. Unserviceable is defined as unfit for use, not in working order or not fulfilling its function adequately. It is a word used to falsely classify the assets in order to justify the cheap sale performed at the vehicle care unit. It is the classification used also for furniture, and for electronic devices that were sold off for pennies on the dollar. This word also clearly defines the last UDP administration and their past and present leadership. They were and still are unfit, to lead and to govern. They have proven with deeds and with great failure to act that they are indeed, the whole lot of them, unserviceable! This municipal election is about finishing the work that has already started. We must remove the truly unserviceable, but this time from our Local Government. We must move decisively together with #Plan Belize.

La espesa red que rodea la venta del Tacoma que había sido asignado al Honorable Hugo Patt es nada menos que increíble. Esa crónica que retuerce la trama es realmente digna de una película de suspenso de la Academia. Para resumir la historia, la persona que vendió el Tacoma al GOB lo volvió a comprar con un gran descuento, la camioneta cambió de manos en varias ocasiones, pero finalmente fue revendida y alguien misterioso obtuvo un beneficio sin esfuerzo. Ahora sabemos de dónde saca Shyne su talento musical, ya que el ex PM nos regaló una magnífica versión de “It wasn’t me” de Shaggy. Y para rematar su gran actuación, lanzó una gran sombra en dirección del Fin Sec, que sin duda se sintió dolido por el insensible comportamiento de su antiguo mejor amigo. Observamos en particular las consideraciones del ex primer ministro hacia la Dra. Barnett. Parece que la situación de la doctora, que se ha quedado sin trabajo de forma tan repentina, al igual que el casi sesenta por ciento de los beliceños que se han visto afectados principalmente por su ineptitud y por esta pandemia, pesa ahora en su mente. Para calmar su conciencia, decidió ser generoso con los bienes del pueblo permitiéndole comprar el vehículo que le fue asignado. Seamos claros, todos los beliceños están a la “merced del mundo”. Sin embargo, no todos los beliceños hacen constar en la Comisión de Integridad que su patrimonio neto supera el millón de dólares. Será difícil para esos beliceños sumidos en la pobreza creer que los millonarios no pueden permitirse comprar sus propias misericordias, sino que deben hurtar continuamente las suyas. Si toda la situación en la Unidad de Cuidado de Vehículos no fuera tan espantosa, podría haber sido cómico presenciar los intentos del Sr. Vicente de explicar lo inexcusable. Ciento setenta vehículos han sido desechados por una media de menos de tres mil dólares cada uno. En muchos casos, el Vicente admitió prontamente que fueron clasificados erróneamente como inservibles. Estas discrepancias sólo se descubrieron después de una investigación en profundidad y es casi seguro que estos errores se habrían barrido bajo la alfombra. El propio ex primer ministro admitió que desde hace tiempo se da de baja a los vehículos para comprar otros nuevos. El GOB pierde dinero de dos maneras: en primer lugar, dando de baja los activos que aún funcionan y vendiéndolos por debajo de su valor real. La sustitución de los activos es un gasto innecesario y, en la mayoría de los casos, las empresas que desean hacer esa venta incentivan a los funcionarios de compras para que se lleve a cabo tanto la cancelación del activo como la compra del reemplazo. El costo adicional del incentivo lo asumen en este caso los beliceños porque se añade al precio del vehículo. Inservible se define como no apto para el uso, lo que no está en condiciones de funcionar o que no cumple su función adecuadamente. Es una palabra que se utiliza para clasificar falsamente los bienes con el fin de justificar la venta barata realizada en la unidad de cuidado de vehículos. Es la clasificación utilizada también para los muebles, y para los aparatos electrónicos que se vendieron por centavos de dólar. Esta palabra también define claramente a la última administración del UDP y a su liderazgo pasado y presente. Eran y siguen siendo incapaces de dirigir y gobernar. Han demostrado con hechos y con una gran incapacidad de actuar que, en efecto, ¡todos ellos son inservibles! En estas elecciones municipales se trata de terminar el trabajo que ya ha comenzado. Hay que desalojar a los verdaderos inservibles, pero esta vez de nuestro Gobierno Local. Debemos avanzar con decisión juntos con el #PlanBelice.

Maximiliano “Pincel” Rosado November 14, 1950 - February 13, 2021.
He is one of Belize’s esteemed commercial graphic artists. The life of 70-year-old Maximiliano Rosado has expired – with the blame resting on one of those cancers that afflict the human race (lymphoma) - but if you listen to his daughters speak of him now, you’d not detect an ounce of sorrow. After seven decades of life thoroughly enjoyed, of opportunities seized and dogged determination galore, his children, three girls, and wife, are left only to celebrate the giant of a man that “Pincel” became in the art world. Pincel, of course, being the Spanish translation for paint brush. Never mind that his artistic mark is left in varied places – gracing the sea on vessels from north to south, the entrances of businesses almost the country over. “Pincel” closed the last chapters of his life as a graphic design artist, commercially esteemed, and he would paint anywhere from the walls of the business next to his Belize City studio, that big lobster on the Northern Fishermen Cooperative building, to the remarkable work that adorns the halls in the Old Belize Museum. Born in Corozal Town but having moved to the cayes, Rosado became a fisherman and lover of the sea. His subject on whatever he turned into his canvas, therefore, invariably became marine subjects. When his shrimp boat sank under him as captain in the 80’s, he turned to his God-given talent - painting. His eldest daughter, Lesly Francis Caballero-Lin could be no more proud of her father. She explained that his talent was discovered in his primary school days when a sister saw his drawings in text books. From there he was tasked with drawing Christmas decorations on all the classroom blackboards – something he thoroughly enjoyed. In later years, his clientele featured fishermen who sought him out for tattoos. Thereafter, he turned to sign painting for businesses. In August of 2020 Rosado began displaying signs of illness but his daughter says that due to the COVID-19 pandemic he was not diagnosed until October when they could finally get hospital service. He completed his last sign painting in November 2020 and though visibly frailer, he insisted on getting it done. In fact,
another of his daughters, Ruth Rosado shared that one day, he sneaked out of the house from 8 Miles to get to work. When she went to pick him up he refused to leave until he had completed the sign. Lesly told us of his sheer dedication to his work that stemmed from his passion for his craft, “with all his ailing he continued to work daily. He would take a bus and go into the city and he would walk every day where he had his studio… he was so passionate. It gave him so much joy to bring to life and bring out a perspective of what the client want-
ed. He aimed to please.” And as a father, please he did in the kitchen to the point that the cooking of his Honduran cosmetologist wife had some serious competition among their daughters. Lesly recounted, “he had such a touch with fish! He would bring home fish and it would taste like the nicest thing you ever ate…It was quite a situation because mommy would cook during the day… and when daddy come he will make something and then you are conflicted: ‘Ok, which one do I eat?’ And we would be like ‘mommy we love your cooking, it’s nice, but we want to tell you that daddy cooks really good too!’” And while it sounds like he lived a life of ease throughout, despite all his successes and countless high points, it was not all a bed of roses for “Pincel.” He had a difficult childhood and youth but he did not allow that to poi-
05 5 son his future; he trod on and chose positivity above all. When he married Blanca Galeano, he bestowed all the love he had on her and their children: Lesly, Ruth and Lastenia. His family will remember him as a cheerful, humble man and a wonderful father whose parting shot was always a joke. And in like fashion, his daughters and wife continue the tradition. Leslie closed by recalling, “he turned everything into humour in life and he made sure when he left, wherever he left, he left the people laughing. And that is how we are today. Even though we grieve and we are strong, we are laughing at the memories that we shared with him.” (Kremnews) The People’s United Party Family extend a most heartfelt condolences to Maximiliano’s Family. May his legacy live on even as he rests in peace and rises in eternal glory.

Team and Transparency Hi Everybody, thanks for your many messages of hope about what happened in our House of Representatives on Friday 5th February 2021 with the historic reconstitution of the Public Accounts Committee (PAC). At the heart of this radical change to PAC is that now the government has surrendered its control of that committee bringing transparency and accountability to how your money is being
managed and spent. This historic moment comes in our 40th year of Independence. Yes, it has taken a long time. We are emerging anew from pandemic and facing the deep economic crisis with laser focus on recovery and betterment for Belize. I must remind you about the incredible work our frontline team continues to perform every day. Our dedicated team at the Ministry of Health and Wellness has done skillful work implementing part of our planBELIZE to contain and control the disruptive covid-19 virus. Our aggressive measures for active surveillance, health education, curfew restrictions, and countrywide testing is working with the flattening curve. Our Public health personnel remain on the ground, working in teams, doing inspections of various premises across Belize. My fellow citizens, this is not the time to relax. The virus never sleeps. We are now preparing the way for our vaccine roll out plan, and I encourage all Belizeans to get the vaccine when it is your turn. Team effort and transparency in government continues to be two of the many ways we continue to roll out our plan BELIZE. Thank you for your continued support. Together we move forward better! THINK ABOUT IT DEAN BARROW IS LYING Dean Barrow is lying when he said he sold an expensive government vehicle to the President of the Court of Appeal because that judge had been driving the said vehicle for twelve years. This is not true. It is a lie. The President of the Court of Appeal had a previous government vehicle. After the last election, the Judge was sold that vehicle. After the 2020 election, the Judge was again sold an almost new vehicle. The Judge/President of the Court of Appeal was sold two vehicles. As to the excuse for selling the latest vehicle, is that the Judge did not use a driver, well what of the expensive residence rented for the Judge just few streets from where he lives. He is allowed a whole house to relax, at taxpayers’ expense. The Judge got two vehicles, not one. The ex-Prime Minister said none of this. The Commission of Inquiry held Monday 15th February 2021, is a historic occasion. For the first time in the history of Belize, a Commission established to delve into possible wrong doings and criminal activities regarding taxpayers’ assets, has summoned a past Prime Minister and questioned him. In this case, unable to dodge attending, our disgraced Prime Minister turned up and Belizeans got another opportunity to see why they despise this man. Apart from his unbearable arrogance, Belizeans got a reminder of how terribly he mismanaged the country. For 13 years, he was Prime Minister and Finance Minister and does not know where the vehicle care unit keeps vehicles. Worse, Vehicle Care Unit is Not a Lawful department or unit. The law is that the Auditor General, Accountant General and officials of a Ministry physically check on government assets before they are written-off or sold. The nonsense that one contract employee with no public service back ground can be in charge of millions of dollars worth of vehicles, furniture, computers etc., is contrary to public service laws and regulations contained in the Financial Orders and Stores Orders Regulations. When a vehicle is in a crash and damaged beyond repair for it to get written off, there is a detailed process through the professional (not political) public officers. The information is sent to the National Assembly for approval to write it off. All his previous years in government and the past 13 years as Prime Minister and Minister of Finance Mr. Barrow has done no reforms, no improvement in the public service. The way he met the public service and the government is the same way he left it only much worse. He even subverted most if not all, of the institutions put in place as the checks and balance against abuse, waste and theft of taxpayer’s monies

and assets. When confronted with evidence Minister Castro was abusing tax dollars by buying racing bicycle for his sons and pay for funeral for his family from monies at Civil Aviation Department, Prime Minister Barrow did nothing to improve the system so it could not happen elsewhere or again. Abuses by his Ministers continued unabated. When confronted by disappointed UDPs and angry Belizeans in California, over how they are all treated at the Ministry of Lands, Prime Minister Barrow told the gathering, ‘the Ministry is a cesspool of corruption’. But then did nothing to put a stop to it or to put in place better systems and people of integrity to prevent reoccurrence. No government department or
Ministry can provide themselves with monies for any vehicle, building, road, bridge or wasteful unnecessary stuff. ALL monies are provided and approved by the Prime Minister as Minister of Finance. He is ultimately responsible for any waste, fraud, theft and corruption. What happened with government vehicles was happening with lands, contracts and politically appointed unnecessary additional employees. When, for example, the do-nothing Minister of Housing had sixty seven extra employees attached to his Ministry in Belmopan, the monies were provided by Dean Barrow Minister of Finance. The employees themselves have come forward to say they had no work but collected wages all year round for years. This too must be investigated. Patrick Faber has tried to play down the Commission of Inquiry, even calling it a circus. Be careful, he and Peyrefitte may well turn out to be the clowns. There is nothing

2021 circus-like for Mr. Barrow to buy a brand new luxury vehicle ten months ago for $90,000 for Minister Hugo Patt and then sell it to him just before election for a few thousand dollars. The very Peyrefitte who was paid as Attorney General, whose duty to advise Barrow, Faber and all CEO‘s that it is illegal to be buying and selling government vehicles and assets, he himself was doing the illegal buying. Faber bought alcohol and pibil for voters in the 2015 elections from PetroCaribe monies. Let it be absolutely clear, Dean Barrow and the Minister have no authority to sell government vehicles and furniture and computers. There is a legal procedure and it was not followed. We want these people to pay for their unlawful behavior. We also want a Commission of Inquiry into the unlawful give away of boledo and lottery. And another into how PetroCaribe millions were abused, stolen and squandered.

Our school community is saddened to learn of the passing of one of our members of faculty during the 70’s and again during the 90’s. (Early 80’s and early 90’s were spent in the USA) She retired in 2003. Ms. Netty was a well-known Science teacher at Muffles College. At the time of her passing at 78 years, she was living in the USA. The picture seen below
was taken in 1999 as it appeared in our yearbook at that time. She was always prepared, well dressed, beautiful and ready to serve. It is also very noteworthy to mention that she also served as deputy mayor of Orange Walk Town. 1942 - 2021......the dash in between could never capture all the accomplishments of a person, but we are sure that Ms. Netty made that dash worthwhile. Our sincere and most, deepest condolences to her family and friends. May she rest in God’s eternal peace.(Muffles College) The People’s United Party and the rest of the PUP family join with the school and the Orange Walk Community in sending the deepest of sympathies to the Johnson family. GOVERNMENT OF BELIZE MINISTRY OF INFRASTRUCTURE DEVELOPMENT AND HOUSING HAULOVER BRIDGE REPLACEMENT PROJECT INVITATION FOR PREQUALIFICATION OF CONTRACTORS The Government of Belize (GOB) has received a loan from the OPEC Fund for International Development (hereinafter referred to as OFID) in an amount equivalent to US$12,000,000 towards the cost of the Haulover Bridge Replacement Project, and intends to apply a portion of the proceeds of this loan to eligible payments under this contract. Payments by OFID will be made only at the request of GOB and upon approval by OFID, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. This Project is being implemented by the Ministry of Infrastructure Development & Housing (MIDH), Project Execution Unit (PEU). An Engineering Coordinator within the PEU is responsible for the day-to-day management of project activities. Engineering Consultants will be retained by MIDH to assist with the supervision of the contract. The MIDH intends to prequalify contractors for the following works under this project: Haulover Bridge Replacement Project. It is expected that Invitations to Bid will be issued during the First quarter of 2021. The project consists of the construction of a new bridge structure comprising of reinforced concrete abutments, two intermediate piers, AASHTO girders, reinforced concrete deck and reinforced concrete retaining walls. Also included are earthworks, pavement and safety features such as guardrails, road marking and lighting. All countries are eligible for this opportunity. The requirements for prequalification include: (a) an average annual turnover (defined as billing for works in progress and completed) over the last five years of United States Dollars (US$) 6.0 million equivalent for civil works; (b) demonstrate capacity to have a cash flow of at least US$1.5 Million equivalent (including access to credit); (c) experience as prime contractor in the construction of at least one assignment of a similar nature and complexity to the proposed project activity within the last five years with a value of at least US$6.0M (to comply with this requirement, works quoted should be at least 80 percent complete). The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Scope of Works. Interested eligible applicants may obtain further information from, and inspect the Prequalification Documents at, the PEU at the address below, Monday to Friday from 8:00 a.m. to 4:00 p.m. A complete hardcopy set of the prequalification documents in English may be obtained by interested applicants by writing or email to the address below. The 2008-2020 UDP had ONE thing is abundance…or is it two. They had unlimited incompetence. Their incompetence was of such virulence that it eventually morphed into Unlimited Corruption. The UDP now seems to revel in Trumpian world of alternative realities, fake profiles, fake news and the stupidest of conspiracy theories all of which break the laws of the land as they put these on social media. The UDP, leader et al, are not even trying to oppose anymore. The UDP expect the listeners to drink the disinfectant and to forget that Barrow and Faber were guilty of the most atrocious years in Belizean history—this we call UDP infamy, never to be forgotten by the people of Belize. • The UDP has NO rebuttal only the twisting of the truth into anything that is the furthest from the truth. For example, the Covid positive have went down from 5000 to 200, Faber says there is corruption in how the people of Belize and the PUP government managed to get the Covid numbers down. Unbelievable! Congratulate the people oh Petty one!! • Next, the PUP use 12 Million dollars to make a move to fix our nation’s Imerian highways ‘built’ by the UDP on the cheap. The same 12 million has been enough to tackle the sugar roads and a culvert at Mile 38 on the George Price Highway. Faber cries foul… the PUP is misinforming the people. We(the UDP), left them broke, thus the PUP cannot be doing any real work…Faber asserts. People travelling of the highways will beg to differ. The fixing of the UDP infrastructure is underway. • Faber, most recently, claims that the Commission on the last minute Sale of our Assets did not find anything(after just one hearing)…could almost be heard begging them to quit the hearings. The LONG list of 112 vehicles(Prados etc) sold at an average of 2500 each is hardly ‘much ado about nothing’. Faber, like Barrow, claimed to know nothing of these sales during their tenure of lead-
ership. Faber, thus, confessed to the same thing as Barrow—they were asleep at the wheel when they should have been governing Belize. • Barrow is gone so he can bark all he wishes at the Commissioners. But Faber is still here, chirping, ‘It wasn’t me’. Faber will have to resign sooner or later. The LOO will fully comprehend the nature of the commission when all is unearth. Faber’s own submarine will probably have its own investigation. Who was driving that taxpayer’s vehicle into the Marine Parade drink? What is the real story? Did Faber pay for damages or did her get a sweetheart deal? Who should know? Vicente? Barrow? LOO Faber? • The UDP attempting to make people forget that their criminal exleader spent 1.5 billion without our permission is definitely UDP style. The law was flouted Barrow with utter disdain and he continued to borrow, borrow, borrow to the tune of 1 million a day during his own depression. The UDP’s present unlimited levels of incompetence in being a credible opposition is hurting their ability of being functional and worthwhile for Belize. Their LOO’s unlimited pettiness insults all Belizeans everyday he refuses to credibly disavow the 2008 to 2020 Barrow/Faber/Patt litany of wrongs. Just as a reminder, Mr. LOO, a credible confession is one with full penance. A full cleansing of your political soul would include an honourable resignation from the House. Try it!! It will free your UDP soul, for all THAT is worth. Incidentally, the people of southside Belize City are asking, “Where are our representatives?” They are so, so sorry to have voted for you. This time they will not give you their proxy vote. Ahead you will see how the Unlimitedly Incompetent and Corrupt UDP raped our country!!
PLANBELIZE ANALYSIS OF OUR BELIZE’S ECONOMY • Average income per person (real GDP per capita) has fallen steadily since 2008, from $7,412 in 2008 to $7,040 by 2019, and then plummeting to $5,843 in 2020. • Unemployment has almost tripled in 2020, from 10.4% to almost 30%. • With underemployment also increasing from 22.7% to 38%, almost 68% of the labour force is left looking for work. • Belize’s unemployment rate is more than triple the average unemployment rate throughout the Caribbean and more than quadruple that of Central America. • Government revenues fell by almost 30% or over $300 million in 2020. • 36 cents out of every dollar spent on government expenditures is being borrowed to make payments. • 83 cents out of every dollar of government revenues is being spent on wages, salaries and pensions. • Wages and salaries have almost tripled - from $234mn in 2008 to $684mn in just 12 years. • Heightened spending coupled with revenue shortfalls led to financing requirements of over half a billion dollars in 2020. • It took 4 successive administrations from independence to 1998 for the government to accumulate $700 million of debt while it took the last government one year to rack up financing requirements of over $500 million in 2020. • Since 2008, government debt has increased by almost $2 billion with domestic debt more than tripling from $333mn to $1.3 billion and external debt other than the superbond more than doubling from $830mn to $1.77 billion. • At 134.1%, Belize now has the highest debt-to-GDP ratio in the entire Caribbean and Central American region.
SOME MORE DETAIL • $5,843 in 2020 back to 1992 levels; before when most of the electorate was born. • Don’t blame Covid, blame the UDP • Yet, unelected ex-Minister of Everything claims: Healthy Economy • Unemployment is NOT a regional thing it is a UDP thing. • Focussing ONLY on tourism since key UDPs had invested in elysian dreams. • Where did most of the UDP gov’t loans go? Can we call them a campaign government? • Sadly, many of the UDP hires were ghost workers— collected without really doing any work. • Cronies’ wealth tripled as well. UDP Ministers’ wealth grew limitlessly. Coincidence?? • This is criminal. People were dying and they were rejecting Covid tests since Pablo’s ministry determined who buys so the usual UDP hustle can be danced. Yes, Rene…yours too. • And the infamy continues with the same theme… The UDP mastered corruption. Yes, their incompetence and corruption is limitless. • If Barrow borrowed heedless to the IMF caveats and was found guilty of 1.5 billion unconstitutional spending… why should Belizeans pay? Let him pay? Let Barrow pay and pay and pay until he cannot pay anymore. • The UDP’s 13 years was devoid of a government and leader. Barrow and Faber wrecked the country with their limitless incompetence.

(2) Every clerk and agent in attendance at the counting of the votes shall maintain and aid in maintaining the secrecy of the voting and shall not attempt to ascertain at the counting the number on the back of any ballot paper or communicate any information obtained at the counting as to the candidate for whom any vote is given in any particular ballot paper. (3) No person shall directly or indirectly induce any voter to display his ballot paper after he has marked it, so as to make known to any person the name of the candidate for or against whom he has so marked his vote. (4) Any person acting in contravention of the provisions of this regulation shall be liable, on summary conviction to a fine not exceeding one thousand dollars and in default of payment, to imprisonment for a term not exceeding one year. 3)
EMPLOYERS TO ALLOW EMPLOYEE PRESCRIBED PERIOD FOR VOTING
The attention of all employers and the general public is drawn to the provisions of Section 147 of the Cities and Town Councils Regulations, which requires employers to allow employee prescribed period for voters on Election Day, 3rd March 2021, between the hours of 7:00 a.m. and 6:00 p.m. Section 147 (1) and (2) states as follows: “147. (1) Every employer shall, on polling day, allow every voter in his employ a reasonable time during the prescribed period for voting, and no employer shall make any deduction from the pay or other remuneration of any such voter or impose upon or exact from him any penalty by reason of his absence during such period. (2) Any employer who, directly or indirectly refuses to grant, or by intimidation, undue influence or in any other way, interferes with the granting of reasonable time to any voter in his employ during the prescribed period of voting as in this section provided, shall on summary conviction be liable to a fine not exceeding two thousand dollars or to imprisonment for a period not exceeding one year.” 4)
RESTRICTION ON SALE OF INTOXICATING LIQUOR ON ELECTION DAY
Section 146 of the Cities and Town Councils Regulations and S.I. No.’s 32 and 33 of 2009 which states that every person who is the holder of any liquor licence authorising the sale of intoxicating liquor in any premises maintained solely for that purpose shall take all necessary steps to cause such premises to be closed to the public on election day, between the hour appointed for the opening of the poll, that is 7:00 a.m. and the completion of counting of ballot papers. The law further provides that any person who is the holder of any hotel licence, special hotel licence, restaurant licence or licence to sell liquor in any premises, not solely maintained for that purpose, granted under the provisions of any Act authorizing the sale of intoxicating liquor shall take all necessary steps to prevent the sale of intoxicating liquor at any time upon election day between the hour appointed for the opening of the poll and the completion of counting of ballot papers. A breach of this section by any person is an offence and a fine not exceeding two thousand dollars. 5)
BAN ON LOUD SPEAKERS ETC. ON POLLING DAY
Section 149 of the Cities and Town Councils Acts, which bans the use of loud speakers and meeting on polling day, which is 3rd March 2021. Section 149 (1) and (2) states as follows: 149. (1) No person shall furnish or supply any loudspeaker, bunting, ensign, banner, standard, set of colours, or any other flag, to any person with intent that it shall be carried, worn or used, as political propaganda, on polling day, and no person shall with any such intent, carry, wear or use, any such loudspeaker, bunting, ensign, banner, standard or set of colours, or any
other flag on polling day. (2) No person shall furnish or supply any flag, ribbons, label or like favour to or for any person with intent that it be worn or used by any person within any division on polling day, as a party badge to distinguish the wearer as the supporter of any candidate, or of the political or other opinions entertained or supposed to be entertained by such candidate, and no person shall use or wear any flag, ribbon, label, or other favour, as such badge, within any city or town on polling day. Failure to comply with these provisions is an offence under the law. 6) PROHIBITION AGAINST USE OF MOBILE TELEPHONES AND TAKING OF PHOTOGRAPHS INSIDE POLLING STATION The attention of the public to Statutory Instrument No. 44 of 2008 provides that no person shall on polling day within a polling station, without the express permission of the Presiding Officer, use a mobile telephone, paging machine or any other device for electronic communications; or film or take photographs or make any audio or video recording of any matter or thing on election day, that is, 3rd March 2021. A breach of this section by any person is an offence under the law. 7)
BRIBERY
Section 32: (1) The following persons shall be deemed guilty of bribery within the meaning of this Act(a) every person who, directly or indirectly by himself or by any other person on his behalf, gives, lends or agrees to give or lend, or offers, promises, or promises to procure or to endeavour to procure, any money or valuable consideration to or for any voter, or to or for any person on behalf of any voter, or to or for any other person, in order to induce any voter to vote or refrain from voting, or corruptly does any such act as aforesaid on account of that voter having voted or refrained from voting at any election; (b) every person who directly or indirectly, by himself or by any other person on his behalf, gives or procures, or agrees to give or procure or to endeavour to procure, any office, place or employment to or for any voter, or to or for any person on behalf of that voter, or to or for any other person, in order to induce that voter to vote or refrain from voting, or corruptly does any such act as aforesaid on account of any voter having voted or refrained from voting at any election; (c) every person who directly or indirectly, by himself or by any other person on his behalf, makes any such gift, loan, offer, promise, procurement or agreement as aforesaid to or for any person in order to induce that person to procure, or to endeavour to procure, the return of any person as an elected member of the House of Representatives or the vote of any voter at any election; (d) every person who, upon or in consequence of any gift, loan, offer, promise, procurement or agreement, procures, or engages, promises or endeavours to persuade the return of any person as an elected member of the House of Representatives or the vote of any voter at any election; (e) every person who advances or pays, or causes to be paid, any money to or for the use of any other person, with the intent that that money, or any part thereof, shall be expended in bribery at any election, or who knowingly pays, or causes to be paid, any money to any person, in discharge or repayment of any money wholly or in part expended in bribery at any election; (f) every voter who, before or during any election, directly or indirectly, by himself or by any other person on his behalf, receives, agrees, or contracts for, any money, gift, loan or valuable consideration, office, place or employment, for himself or for any other person, for voting or agreeing to vote, or for refraining or agreeing to refrain from voting at any election; (g) every person who, after any election, directly or indirectly, by himself or any other person on his behalf, receives any money or valuable consideration on account of any person having voted or refrained from voting or having induced any other person to vote or refrain from voting at any election. (2) No person shall be guilty of bribery under subsection (1) who gives to any other person any article not exceeding twenty dollars in value.
