The planBelize government will make a historic motion in condemnation of Gender-Based Violence at the 4th February House meeting. The GBV issue has been a nasty part of society and it has even crept up to the lowly UDP whose demeanour is fertile ground for such behaviour. The plan is to categorically call out any and all incidences of Gender-Based Violence and what may be also called Domestic Abuse. As this motion is being read, the eyes of the world will be on the UDP Opposition who has sown and are now yielding the worse of domestic abusing starting at their very top.

Tracy and the UDP Do Not Get it...As Shyne rolls in to become the 15th LOO, with Party frantically running away from him for the Party Leader, the UDP is definitely a carcass whose political stink is desired by no one in Belize. Shyne is on US record for having shot a female in the face... then he came to Belize. Shyne had a viral video, not when he was slapped, in which he shouted down a business owner at a night spot hurling insults at a female. Then, in a look-like-Faber domestic even, Shyne was accused by his wife of kicking her on the back.

This would truly be remarkable. What would Faber say? If he condemns it, would Faber then resign from the House—that would be a true condemnation. Would Shyne condemn, then resign? Would Tracy condemn then resign for her silence? Would Patt withdraw his support for Shyne then Faber then Shyne? Will Denise Barrow talk? It is widely known that honorable acts are not in the UDP’s DNA. Will Faber even be in the House of Representatives on Friday February 4? The UDP has found itself in such a convoluted pickle that one would think someone put a spell on them. For the past 14 months since losing so miserably at the general elec-

tion polls and even worse at the municipals under Patrick Faber, they have been unable to muster any sort of comeback. But how could they, when the mess they are currently in was created by unto themselves with Faber making it worse by the minute? Faber plunged the party into mud after his latest domestic violence episode that left the nation in awe. Now two from among their five elected members, and a stray coming from out of the wilderness, are jostling for the position of UDP Leader. But alas! The UDP’s problem is that all of their elected representatives have something questionable about them. And on Wednesday evening when a reporter asked for his perspective on the ongoing circus, Minister of Housing and Infrastructure Development, Hon. Julius Espat described the situation best. “I see five people across the aisle. I see

Cabinet Brief Belmopan. 3rd February 2022. 9:00 a.m. The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 1st February 2022. • Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security & Enterprise, and Hon. Anthony Mahler, Minister of Tourism & Diaspora Relations, reported on their recent trip to Cancun, Mexico, where they led a delegation to the LATAM Business Summit held from 26th to 29th January 2022. The Business Summit, which was attended by several Latin American states, offered opportunities for bilateral meetings between government and the private sector on areas ranging from agriculture, agro-industry, tourism, the hotel and restaurant industries, transport, healthcare to construction and manufacturing, among others. Belize was one of only five countries to be highlighted at LATAM 2022, together with Colombia, Panama, the United States and Mexico. Through one-on-one meetings with investors and sector representatives, the delegation successfully achieved its goal in acquiring investment and other business leads, securing solid interest for contributing to private sector growth and economic development. • Cabinet received a report on a meeting held on 26th January 2022 between the government’s consulting team and the Joint Unions and expressed its full support for the ongoing consultation process. The next meeting is scheduled for 16th February 2022. • Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize as of 31st January. Currently, there are more than 321,000 vaccines on hand. As of 31st January 2022, 212,940 persons or 49.5 percent of the total population has received at least one dose of the vaccine and 204,165 or 47.5 percent of the total population has been fully vaccinated. Additionally, over 31,681 booster shots have been issued to date. Also, 30,407 Belizeans aged 12 to 17 years old have received at least one dose of the vaccine and 25,017 two doses. • Cabinet approved the opening of the land borders and seaports effective 7th February 2022 from 6:00 a.m. to 10:00 p.m. daily for fully vaccinated persons only. In addition, the Ministry of Health & Wellness will require all persons entering and leaving through these border points to adhere to the health regulations. • Cabinet gave its recommendation for the Minister of Finance to introduce a loan motion for US$8 million from the Inter-American Development Bank for strengthening public expenditure management in Belize. • Cabinet gave its approval for the Attorney General to present amendments to the Inferior Courts Act to allow the Magistrate Rules Committee to make rules for virtual trials. • Cabinet also gave approval to the Attorney General to have introduced the Protection of Witness Bill to provide for the granting of witness anonymity court orders to safeguard the identity of witnesses who are afraid to testify due to intimidation and threats. • Cabinet gave its approval for the introduction of legislation to amend the Fisheries Resources Act to provide specific penalties for certain fisheries offences and to allow for the establishment of the Florida Stone Crab (Menippe mercenaria) Fisheries in Belize. • Finally, in the wake of the rising number of COVID-19 infections and the presence of the highly contagious Omicron variant and the continued presence of the Delta variant, Cabinet continues to encourage the public to wear masks in public, maintain physical distance, wash hands regularly, and for those not fully vaccinated, to get vaccinated as soon as possible. I’ve seen another that is like a ghost person – total disrespect, that never appears. And I see another that lacks trust from her party because dehn nuh sure if she da P.U.P. or U.D.P. So that’s what I see across the line. So how can I even debate properly? How can I even practice democracy when there’s nothing across the line! That’s a sad situation for Belize,” Hon. Espat responded pointedly. The power struggle for UDP Leader is currently between none other than the jail bud and the one who said nothing to denounce Faber’s abusive tendencies when the hilarious home video of him running full speed into a door went viral. To top it off, the visa-hungry Mesop representative, Shyne Barrow has once again been sworn-in as the Leader of the Opposition even though Faber has still not resigned from that post nor as UDP Leader. What another spectacle it would be if Faber, through an attorney, legally challenges the validity of his replacement? Barrow has slammed Tracy Panton from Albert for cowering on the previous occasion

2022 of last year when Faber’s leadership came into question. Tracy cowers at any domestic violence instances from the males in her party; she seems afraid to call them out directly. Leaders are born and Tracy definitely does not have it. Not to be left behind, Panton has accused Barrow of circumventing the very doctrine that defines them as UDPs - their party’s Constitution when he decided to solicit the individual support of Denise “Sister B” Barrow and Hugo Patt for their votes to, along with his, name him their new LOO. Panton is relying on her “record” as a former minister of state and former BTB Director for a chance to lead. She was Minister of Economic Development when Belize’s development ceased and Belize headed people first into recession. That is one of Tracy’s doing that makes her a great UDP. Shyne is depending on his performance when he served as LOO for less than three months. Each time lacklustre Shyne places his hand on the KJV bible his con surfaces. How can he swear over a book he does not follow? The third interested party we have heard of also has more than a few huge question marks to his name, but we will raise those issues when he makes his candidacy official.

His wife withdrew the complaint but the details were out. Both Shyne and Faber reached out to PRIVACY. They will handle it privately. That of course was a lie since they are still public figures today. REALLY handling their GBV weakness in private means RESIGNING from Mesopotamia and Collet. None of that has happened. Shyne needs his diplomatic passport more than anything else and Faber needs his next paycheck since just like Shyne they lack talent to do anything. Both are imposters of the worse kind—unskilled and uncaring for the needs of the Belizean people. Tracy Panton for her part is still unapologetic for the two buildings that were padded with some 80 voters as part of the Albert division. Tracy was ecstatic to unfairly defeating Paul Thompson with votes coming from outside the Albert Division. She defeated Paul by 41 votes. With most of these transfers having promises unfulfilled, Tracy will be hardpressed to even return to the House of Representatives in 2025. Belize needs great leaders... definitely not cheaters of the system. With her fake UDP DNA ‘TRACY For UDP Party Leader’ push, she has said, “I will adhere to the principles and values of the UDP; respect the Constitution of the Party; and, nurture a culture that is both inclusive and diverse.” Of definite note, is that Tracy does not care for Belize; that is definitely UDP First dogma. Shyne kicks at Tracy accusing her of not directly calling out Patrick Faber as a domestic abuser. Maybe Shyne forgot that Tracy has not called out anyone, NO ONE, as having been an abuser, not even Shyne. Why is that? What is Tracy afraid of? Why is Tracy afraid of calling out the men in the UDP who publicly have asked that their domestic violent tendencies be dealt with “privately.” Both Shyne and Faber have asked Belize for that same request? The Belize Times joins all other women organizations and the government in asking Patrick Faber to resign from the National Assembly. We would like to go further and state

that any representative that has information from the past hostile Barrow administration government and is not willing to disassociate from them should resign and give way for a new opposition. Shyne, for example, is simply there for a diplomatic passport to escape to the US as often as Mesopotamia irks him. This is consistent with Papa Barrow who left Belize often to escape the country he had never led in 13 years of a corrupted administration. Shyne is there for his dad, uncle and the old guard of the UDP that lead Belize into a trail of nothingness and despair. Shyne-Tracy-Patrick-Barrow-Patt what a repulsive five. They make Belizeans wonder, “when will they leave?” They do not get it and never will. Quit the juggling!

EDITORIAL ON REPEAT! “History repeats itself, first as tragedy, second as farce.” -Karl Marx

H

istory is defined as the academic discipline that uses sound evidence to describe, examine, question, and analyse past events, and to investigate their patterns, causes and effects. The purpose of the study of History is in fact so that we can learn from it, and hopefully avoid the commission of the same mistakes. It was Winston Churchill who wrote, “those that fail to learn from history are doomed to repeat it.” The member for Collet, we can unanimously agree has failed to learn the lessons that history has attempted again to impart. The facts leading to the great meltdown and eventual exit that was Fabergate were indeed tragic. Yet, the circumstances came as no surprise to anyone. It had been long whispered in both polite and political circles that the violence and aggression, which tend to repeat in a vicious cycle, would make their appearance soon enough. Sure enough, Belize did not wait long before they made their grand entrance and Faber was forced to make his exit in defeat and dishonour. The collective Belizean public, even those not politically affiliated with the UDP, have stood back in absolute horror as the events have unfolded. We know with certainty that the Opposition plays a vital role in our governance. The Office of the Leader of the Opposition which up to this point had been held by men of distinction and honour has now been reduced to a joke of international proportions. The revolving door style of the appointments are ridiculous and show that the UDP, and in particular, one drab and dim Member of the House is desperate for the relevance and power he thought he once held and now seeks through Belizean politics to regain It seems that the inhouse fighting and mudslinging has begun. Shyne has characteristically come out on the offensive and swinging. He has no compunction about landing those political blows on a lady. He has claimed that his evils are not comparable to those of Faber, that somehow his one and only reported and withdrawn incident makes it less repugnant in the eyes of any right-thinking person. He has tried desperately to spread the narrative that experience, education, preparation are not desirable qualities to have as the leader of a mass party. These qualities are not those he possesses rather he stands precariously on the position that he is not the same as Faber, guilty of so many aggressions against women. Yet, the more he defends his position, the more he campaigns, the clearer the picture of just how deep the misogyny runs the self-proclaimed whip and fearless leader who has since the age of ten been a UDP volunteer in Queen’s Square. The years he was away in the USA pursuing his fame and fortune certainly were not times in which he had any love for anyone in Mesopotamia as is immortalized in interviews. The narrative is full of falsehood, where this gentleman fails to accept that he came back to Belize only after being involved and convicted of a violent crime and served his time in a federal prison. He further neglects to mention that Mesopotamia and Belize for him were his fall-back plan after he failed to reengage with the music world. Far from being reliable and consistent, Shyne even has trouble committing to his very name, religion, and country of residence, having moved to Israel and changed his name and converting to Judaism. For Shyne, Belize is plan B, when plan A just did not work out. Had he continued to make his millions in music he would not have looked back but finding himself deported and with the millions drying up, this is just another gig, another show, another farce, and he is nothing if not a brilliant performer. The Barrow family and the UDP have been synonymous for decades. It seems they have found in Shyne a way to keep their talons hooked in the UDP. Faber was never meant to be anything but a chair warmer until Shyne was ready, but it seems he could not manage to hold on till the timing was right. There are many things working against Madame Tracy, being a woman is just a convenient excuse. She has worked her way up, has served the UDP steadily and consistently, even if not spectacularly. However, she is not a Barrow, she seems to have her own mind and will not be easily swayed to overlook the shenanigans of her fellow colleagues. The UDP boys club are trying to intimidate her, calling her weak because she is not a showboat. They call into question her work ethic and her commitment negating her hard work during the same time her opponent sat languishing in a jail cell. There are double standards hard at work in the UDP, pushed by the patriarchy that wants to retain control of the UDP. Some feel that a certain gene pool entitles them somehow to automatic leadership status without having to work and pay their dues. It is left for those of us outside the circus to enjoy the show. Where it will stop nobody knows, will steady and slow win out in the end or will fast and furious seize the day?

a Historia se define como la disciplina académica que utiliza pruebas sólidas para describir, examinar, cuestionar y analizar los acontecimientos del pasado e investigar sus pautas, causas y efectos. El propósito del estudio de la Historia, de hecho, es que podamos aprender de ella y, con suerte, evitar que se cometan los mismos errores. Fue Winston Churchill quien escribió: “los que no aprenden de la historia están condenados a repetirla”. El miembro de Collet podemos estar unánimemente de acuerdo en que no ha aprendido las lecciones que la historia ha intentado impartir de nuevo. Los hechos que condujeron al gran derrumbe y a la eventual salida que fue el Fabergate fueron ciertamente trágicos. Sin embargo, las circunstancias no sorprendieron a nadie. Hacía tiempo que se susurraba, tanto en los círculos educados como en los políticos, que la violencia y la agresión, que tienden a repetirse en un círculo vicioso, harían su aparición muy pronto por supuesto, Belice no esperó mucho antes de que esas hagan su gran entrada y Faber se vio obligado a hacer su salida en la derrota y el deshonor. La opinión pública de Belice, incluso la que no está afiliada políticamente al UDP, ha contemplado con absoluto horror el desarrollo de los acontecimientos. Sabemos con certeza que la oposición desempeña un papel vital en nuestro gobierno. El cargo de líder de la oposición que hasta ahora había sido ocupado por hombres distinguidos y honorables, ha quedado reducido a una broma de proporciones internacionales. El estilo de puerta giratoria de los nombramientos es ridículo y muestra que el UDP y, en particular, un miembro de la Cámara, soso y sin brillo, están desesperados por la relevancia y el poder que aquel pensó que una vez tuvo y que ahora busca recuperar a través de la política de Belice. Parece que la lucha interna y las peleas en el lodo han comenzado. Shyne, cómo es característico, ha salido a la ofensiva y a golpear. No tiene ningún reparo en asestar esos golpes políticos a una dama. Ha afirmado que sus males no son comparables con los de Faber, que de alguna manera su único incidente denunciado y suprimido lo hace menos repugnante a los ojos de cualquier persona que piensa correctamente. Ha intentado desesperadamente difundir la narrativa del que la experiencia, la educación y la preparación no son cualidades deseables para ser el líder de un partido de masas. Estas cualidades no son las que él posee, sino que se mantiene precariamente en la posición del que no es lo mismo que Faber, culpable de tantas agresiones contra las mujeres. Sin embargo, cuanto más defiende su posición, cuanto más hace campaña, más clara es la imagen de lo profunda que es la misoginia que sufre el autoproclamado látigo y líder intrépido que desde los diez años ha sido voluntario del UDP en Queen Square. Los años que estuvo fuera en Estados Unidos persiguiendo fama y fortuna ciertamente no fueron tiempos en los que tuviera ningún amor por nadie en Queen Square como se inmortaliza en las entrevistas. La narrativa está llena de falsedad, donde este señor no acepta que volvió a Belice sólo después de estar involucrado y condenado por un crimen violento y cumplió su tiempo en la prisión federal. Además, se olvida de mencionar que la Mesopotamia y Belice fueron para él su plan de repliegue después de haber fracasado en su intento de reenganchar al mundo de la música. Lejos de ser fiable y coherente, Shyne tiene incluso problemas para comprometerse con su propio nombre, religión y país de residencia, ya que se ha trasladado a Israel y ha cambiado su nombre y se ha convertido al judaísmo. Para Shyne, Belice es el plan B, cuando el plan A no ha funcionado. Si hubiera seguido ganando millones con la música, no habría mirado atrás, pero se ha encontrado con que le han deportado y con que los millones se están agotando, esto no es más que otro concierto, otro espectáculo, otra farsa, y él no es más que un artista brillante. La familia Barrow y el UDP son sinónimos desde hace décadas. Parece que han encontrado en Shyne una forma de mantener sus garras enganchadas en el UDP. Faber nunca estaba destinado a ser más que un calentador de sillas hasta que Shyne estuviera preparado, pero parece que no pudo aguantar hasta el momento oportuno. Hay muchas cosas en contra de Madame Tracy, ser mujer es sólo una excusa conveniente. Se ha abierto camino, ha servido al UDP de forma constante y consistente, aunque no de forma espectacular. Sin embargo, no es una Barrow, parece tener su propia mente y no se dejará influir fácilmente para pasar por alto los tejemanejes de sus compañeros. El club de los chicos del UDP intenta intimidarla, tachándola de débil porque no es una fanfarrona. Ponen en tela de juicio su ética de trabajo y su compromiso, negando su duro trabajo durante el mismo tiempo que su oponente se sentó a languidecer en una celda. Hay un doble rasero en el UDP, impulsado por el patriarcado que quiere mantener el control del UDP. Algunos creen que un determinado acervo genético les da derecho, de alguna manera, a un estatus de liderazgo automático sin tener que trabajar y pagar sus cuotas. A los que estamos fuera del circo nos queda disfrutar del espectáculo. Nadie sabe dónde se detendrá, ¿se impondrá al final la constancia y la lentitud o se impondrá la rapidez y la furia?

In seeking to improve quality of services, and increase access to basic health services, the National Health Insurance(NHI) has introduced private sector providers to cover certain support services, and one clinic that was not performing under the Public Service system. Chunox PCP has been tendered out to private providers in a formal bidding process. The winner of the bid was the Northern Medical Plaza Group. They will be providing care to the geographic area designated in the bid, including Sarteneja. Initially they will undertake a registration drive for the first two months after which they will officially start to provide services Mam-

mography Services also available as a screening for breast cancer. This will be available for all NHI registered members in the Corozal District. NMP has also been designated as the approved provider. Laboratory have been have granted to two providers; Pro Health Alliance will cover Corozal; and the TrustLife will provide services for the San Narciso and Patchakan referrals. Each provider will be responsible to advertise and ensure coverage. The services include a panel for diabetes and hypertension, as well as PSA if you are a registered member of any of the clinics, please ensure that you are attended by the correct lab provider.

New Haulover: $1.6M first payment as bridge construction underway After years of UDP lies and diverted cash, Belizeans can see the New Haulover Bridge under construction. Road being carved out. Measurements being made. Foundation piers(sort of like, piles) will first be constructed in the middle of the river. As we haul over the old bridge, we are all witnesses of planBelize reality—not imagination. The Hon. Julius Espat’s specific leadership in Belize’s infrastructure development today is saving our children money and also giving them tangible construction that will be around for generations to come. This is serving the people at its optimum. First payments are already being disbursed as the different stages commence. Earlier release: The Ministry of Infrastructure Development and Housing through its construction contractor for the Haulover Bridge Replacement Project, M&M Engineering Consultants Ltd., informs the public that two perma-

nent mid- river foundation piers will be constructed in the Belize River at a location just downstream of the existing bridge. Multiple heavy lifting barges will be used as platforms for heavy equipment used in the driving of piles and the construction of the reinforced concrete piers. Commencing on January 15, 2022, the barges will be in the river executing the works. They will be mostly stationary but at times there may be movement while ferrying materials, equipment and personnel. “No wake” signs will be erected to caution boaters to go slow when approaching the Haulover Bridge from both sides. The ministry thanks the public for its cooperation in respecting and abiding by these safety precautions and exercising due attention and care when navigating through the worksite. This is one at last that people will definitely notice. What must be remembered is that 20 million dollars was saved when planBelize’s MIDH took over the project. Make you wonder what the UDP was going to do with the extra money.

NATURALLY ATTRACTED TO BELIZE “Commitment to the Environment”

Prince Charles has said of his son, Prince William, that there is a, “commitment to the environment” and a “restoring harmony between nature, people and planet.” The royals of Britain have in the last two years found that they can use their royal oomph to put a positive dent in the fight to keep the world livable for us humans. Documentaries like ‘A Planet for us all’ show that they are making a concerted push to call on society to “unite in repairing our planet.” The son of the Queen’s heir is arguable naturally attracted to Belize. Reports in the international media are that Representatives for the Cambridges were spotted on Belize’s paradise island of Ambergris Caye in what locals said was an ‘advance party’ preparing for a Royal tour in the spring. Furthermore, they report that a source on the island said: ‘Their people were very secretive and kept saying this had to be kept very quiet, but on a small island like Ambergris Caye it’s impossible to keep anything quiet for very long. ‘They were talking about a four-day visit to Belize in March as part of a longer trip to this part of the world. They said William and Kate might visit the Caye and also go to mainland Belize. It’s all anyone here is talking about. We are so excited.’ The royals should be naturally attracted to Belize since we, via our Prime Minister Briceño, have made little tsunamis on the environmental front. For starters, Belize signed the field-redefining Blue Bond which with a partnership with The Nature Conservancy wiped away half a billion of Belize’s foreign debt whilst setting up a trust that will benefit our world-renowned Barrier reef and the Blue Economy the naturally is borne from it. On the heels of that signing, PM Briceño challenged the developed world to set up their contributions to the reversal of climate change which is largely to the detriment of the Small Island and Developing Nations. Belize by scale is small but with 40 percent protected for environmental reasons it makes it a giant in the world of environmental conservatism. This same natural attraction might have afforded Belize the destiny of the first international pageant win and at Ms. Earth nonetheless. It is reported that The Duke and Duchess of Cambridge are expected to launch a charm offensive in the Caribbean as part of a tour to mark the Queen’s Platinum Jubilee this year—70-year anniversary. Belize is where Prince William once trained with the Welsh Guards, is understood to be among the destinations on a trip that would have ‘a focus on ecological issues’.

This time today February 2 was the the Albert constituency resident’s turn to receive that coveted life asset. The PUP has went on record considering a ownership of a home one of five basic rights of everyone who is Belizean. Ms. McDougall was out of luck some time ago with her previous home collapsing. Now with minimal weekly payments for 10 years and the government paying most of the cost of cost of the house, the ownership of her home is now reality. Many Belizeans spent more than a decade of their life hoping and praying that the previous government wold use some of their flush cash to build homes but no can do. Most money designated to decrease poverty under the UDP went into pockets and socks, literally… not to mention bank accounts. We are sure that life has a special place for those who took advantage of the poor to enrich themselves. Meanwhile, the MIDH has placed their Pilot Housing program into full speed ahead with the able guidance of their leader Hon. Julius Espat. THE FPIC PROTOCOL, CONSENT VS CONSULTATION Setting the Record Straight

By HILLY BENNETT On Monday 31st January 2022, the Honourable Dolores Balderamos Garcia, Minister of Human Development, Families and Indigenous Peoples’ Affairs during a press conference set the record straight to the notion made by the Toledo Alcaldes Association (TAA) and the Maya Leaders Alliance (MLA) that there has been a lack of consultation regarding the Free Prior Informed Consent Protocol. Cristina Coc had contended that there was a lack of consultation by the Commission of Indigenous Peoples’ Affairs before the Government of Belize (GOB) submitted the final document regarding the FPICP to the Caribbean Court of Justice (CCJ). Notably, the consultative document is considered definitive upon its submission to the Court. Way back in July of 2021, Minister Garcia was hosted by Vibes Media, Radio and Television where the conversation evolved into the Minister’s responsibility of Indigenous Peoples Affairs, including the issue of Maya Customary Land Rights. Honourable Dolores drew upon the 2007 ruling handed down by the Supreme Court of Belize by the Honourable Chief Justice Abdulai Conteh. CJ Conteh ruled that Maya Customary Land Rights is preserved and that the evidence proffered by the Government of Belize and the former Barrow/Faber did not extinguish those rights. The government filed an appeal to Belize’s apex court, the Caribbean Court of Justice. A Consent Judgement was handed down and in 2015 both GOB and the Claimants signed onto. When the host of The Whip Morning Talk Show, Vaughan Gill asked Minister Garcia what is a Consent Judgement is? The minister response was that “a Consent Judgement is not so much of a settlement, as an agreement by both sides that we are going to abide by this judgement because we both agreed to it”. The CCJ Consent Order mandated that the Barrow/Faber Government delimit, demarcate, and title or otherwise clarify and protect the territory in which the other Maya peoples have communal property right, accordance with their customary land-use practices. Lisell Alamilla the then Minister of Forestry and the Barrow/Faber Government failed to comply with the decisions of the CCJ. The failure of the Court Order and subsequent failure to prevent ongoing incursions on Mayan land resulted in a form of discrimination based on the Maya Peoples’ status as indigenous persons and their nature of customary land rights. The Free Prior Informed Consent was not adhered to. Furthermore, a protocol applied to FPIC was not established as required by the CCJ judgement. The issue was “kicked down the road” by the worthless UDP -13 and the Briceno Government became, once again, the beneficiary of the UDP incompetence and is tasked to give serious consideration to the 2015 CCJ ruling. Hence, a series of consultative meetings between GOB through the Commission for the Indigenous Peoples Affairs, Minister Dolores Balderamos Garcia began in early January 2021. Minister Garcia met with some of the MLA, including Cristina Coc and Pablo Mes. The meeting was held at the George Price Centre to consider the FPIC Protocol. Free implies consent without coercion, intimidation or manipulation. Prior should imply consent is sought “sufficiently in advance of any authorization or commencement of activities. Informed is interchangeable depending on the kind of project being proposed. Another bone of contention by Coc was that GOB was using Consent interchangeably which Coc say that the 2015 judgement mandates and consultation would lower the threshold of responsibility on the government. It is this writer’s opinion that Cristina Coc is attempting to have the “tail wag the dog.” It was Joan Carling, a longtime advocate for indigenous rights and former member to the UNPFII who expressed the difference between consent and consultation in the context of decisions made by indigenous communities regarding resource and land management. Incidentally, the offerings were made by Carling to a Maya K’iche’ Avexnim Cojti who sought advice on the thorny issue. Joan Carling explained that consent (or refusal of consent) is given at the conclusion of a process of consultation. Consultation, defined as open, collective deliberations, is a crucial [precursor] to Free Prior and Informed Consent. Although the MLA, the TAA and the Julian Cho Society (JCS) have accused the Briceño Government of ambushing Indigenous Maya Belizeans with the FPIC document, evidence submitted by the Ministry of Human Development, Families and Indigenous Peoples Affairs shows that the requirements were followed. As a matter of fact, when the draft of the FPIC Protocol was forwarded to the CCJ in September 2021 for consideration, further consultations were necessary upon objections entered by some of the organizations. With the Court deadline to file the FPICP by January 31, 2022, Minister Dolores insisted that the PUP Government will not kick the can down the road Minister Garcia vociferously stated that “any notion of lack of consultation... Is nothing further from the truth.” The deadline to file the Customary Land Tenure Policy is Monday 28th February 2022 after exhaustive and inclusive consultations.

07 7 There is Never an Excuse for Domestic Abuse

Secretary In last Wednesday’s episode of Uncut with Jules Vasquez, the soon to be former leader of the opposition, Patrick Faber, appeared on the show to provide some explanation for his latest alleged domestic abuse case involving his fiancée. However, instead of taking the opportunity to clarify and give an account of the circumstances of the alleged incident, Faber instead chose to reveal that his fiancée supposedly has mental health issues. Exactly how this newly disclosed information is related to the alleged domestic violence case is still unclear, but what is apparent is that raising the issue about a person’s mental health, rather than acknowledging the domestic violence case in question, is perhaps seen as a tactic to discredit and repress the alleged victim by riding on the coattails of the stigmatization of mental health in society. Stigma describes a ‘degrading and debasing attitude of society that discredits a person or group because of an attribute (such as an illness, deformity, colour, nationality, religion, etc)’. Actions seeking to assail and slander the character and credibility of an alleged domestic violence victim based on their mental health status reinforces the stigma surrounding mental health and highlights the barriers that domestic violence victims face when seeking justice and retribution from their alleged abusers. Furthermore, while we should always support persons speaking out or to someone about their mental health issues, it should always be in the individual’s right to disclose such information publicly. Thus, speaking about someone else’s possible mental health struggles is not only an invasion of the individual’s privacy but is also an invasion of their rights. Persons with any disorder whether psychological or physiological should feel safe to confide in their family and friends without such information being used against them or as a point of contention. As well, it is always in the best interest of someone, experiencing psychological distress, to be supported and encouraged by those around them in seeking a professional diagnosis and treatment, rather than their possible issues being told via a public forum. This is because inaccurate portrayals and uninformed ideas of mental disorders in the media and among society continues to threaten our progress toward a discrimination-free community. These often-damaging portrayals, publicize and wrongly defends the stereotypical attitudes that society has towards people with mental disorders. Therefore, as a community of Belizeans, we must work together to improve each other’s understanding and awareness of the importance of mental health and the value of supporting those with mental disorders and those who are victims of domestic abuse. Only then, will we be able to remove the barriers to justice and change the way generations of people have viewed psychological disorders. We all play a vital part in ensuring that Belize is not a place where people with mental disorders are marginalized or stigmatized for their condition, but instead where mental disorders are viewed the same as any other physical disease, and where people will not be made to feel ashamed or be criticized for something that is treatable and manageable. Equally, we must work together for a Belize where domestic violence is no longer normalized or justified and where victims will feel safe and supported to report their abusers, free from public scrutiny or intimidation, as there is never an excuse for domestic abuse. Belize Airports Authority Inaugurates Ranchito Airstrip Access Road

With new leadership at its helm and following on its mission to “develop Belize’s air transportation industry through effective aerodrome management,” the Belize Airports Authority has started the year with the inauguration of its first project. Visitors to the Ranchito Airstrip will now be welcomed to the northern aerodrome via a rehabilitated access road. Ambassador David Kuan-Chou Chien was honored to be invited to attend the inauguration ceremony of the Ranchito Airstrip Access Road in Corozal, jointly with Hon. Minister André Perez, CEO Ms. Kennedy Carrillo, and Director Nigel Carter of Ministry of Blue Economy and Civil Aviation, Hon. Elvia Samos, Minister of State in the Ministry of Human Development, His Worship Mayor Rigoberto Vellos of Corozal Town, and representatives from Belize Airports Authority (BAA), Belize Tourism Board (BTB) and civil aviation business. Potato Farmers Meeting to Chart a Way Forward

Potato plants are grown from seed potatoes, small whole potatoes, or large potatoes cut in pieces. Last year a total of 435,300 lbs of seeds were imported for production. This quantity indicated that there was going to be a bumper crop of potatoes this year 2022. Unfortunately this will not take place. Farmers started experiencing seed spoilage even before the date of planting. The total percentage loss was 45%. This morning a meeting was convened at the Showgrounds in Belmopan with potato producers and seed importers to discuss a way forward in avoiding such a situation in the future. When production estimates are not on target, everyone is affected, from farmers who will not harvest as predicted, to consumers who will be unable to obtain the commodity, to Agriculture officials who have to adjust their crop production estimates and figures. The Ministry of Sustainable Development, Climate Change and Disaster Risk Management and the International Organization for Migration (IOM) are collaborating with the European Union (EU) to build climate change resilience. EURO $2,000,000.00 (BZ $4,600,000.000) grant funding through the EU funded and UNOPS operated Lives in Dignity Grant Facility for the project entitled “Building Climate Change Resilience and Social Integration of Displaced People in Settlements of Western Belize.” This project was successfully chosen from more than 70 projects submitted for funding consideration to the Lives in Dignity Grant Facility last year. The general objective of this project is to support displaced persons in migrant settlements to become productive members of their host communities and participate in furthering their common resilience, socio-economic growth, and sustainable development, thereby preventing further displacement. Specific deliverables of this project include the following: • Constructing approximately three

miles of drains and placement of 10 culverts in the Community of Billy White and approximately one mile of drains and two culverts at Los Tambos community primary school, which is used as a hurricane shelter. • Equipping four settlements surrounded by pine savannahs and threatened by forest fires with at least one fire bowser outfitted with firefighting equipment. • Establishing emergency response teams and firefighting brigades in six settlements and building their capacity through training on disaster risk management, search and rescue and fire management to ensure sustainability. • Upgrading two primary schools, one in Los Tambos and one in Billy White, to be used as hurricane shelter and building of three new hurricane shelters in Santa Familia, Duck Run 1 and Duck Run 3.

This project aligns to Plan Belize, Belize’s migration policy, the objectives of the Global Compact for Safe, Orderly and Regular Migration (GCM) 2, 15 and 16 and the Sustainable Development Goals (SDGs), primarily 3, 5, 6, 10, 11 and 13 on Climate Change. The outcomes directly contribute to the 2030 Agenda on Sustainable Development and its principle on “Leaving No One Behind.” It is with this in mind that the Government of Belize and IOM are resolved for this project to serve as a pilot initiative with the intent of scaling up across other communities in Belize, thereby addressing migration, climate change and community stabilization.

LAUNCH OF MATCHING GRANT PROGRAM FOR TOURISM SMALL AND MEDIUM SIZED ENTERPRISES Belize City, Belize, Monday, January 31, 2022- Today, the Belize Tourism Board (BTB) officially launched a call for Expression of Interest (EOI) for Small and Medium Sized Enterprises (SMEs) interested in applying for Grant Funding under the “Matching Grant Program for Tourism Small and Medium Sized Enterprises”. The project has earmarked $2.4 Million Belize Dollars to contribute to the growth of the tourism industry through the support of the Inter-American Development Bank. The project launch was held at the Belize Biltmore Plaza with guest speakers which included Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations, Inter-American Development Bank Representative, Ramiro Lopez Ghio, Director of Tourism at the Belize Tourism Board, Evan Tillett and Chief Tourism Officer, Raymond Mossiah. During his remarks, Minister Mahler, said “Micro Small and Medium Enterprises (MSMEs) represent over 70% of our private sector employment and income in Belize and in tourism, they are the backbone of our service industry. MSMEs also provide inclusive growth that leads to a more equitable distribution of wealth.” Minister Mahler also noted that the program will have two special projects complementing it. One will be the development of a Gastronomy Corridor in Belize City to begin our quest to take Belize’s culinary experience to the global stage. The second, will be the establishment of two Music Entertainment Studio facilities, which will serve as a catalyst for Belizean artists to refine their art, and a platform for music to take on its merited role as a critical segment in the tourism value chain.” The goal of the Matching Grant Program (MGP) is to identify, develop and implement growth opportunities within the tourism industry, for the benefit of all stakeholders. Further, it aims to contribute to the development of Belize’s economy via the enhancement, expansion and promotion of the tourism industry. The Matching Grant Program

will provide financial incentive for Small and Medium Enterprises (SMEs) to support projects that generate positive effects and are beneficial for the Belizean tourism ecosystem productivity and host communities. The grant will assist the SMEs in overcoming a clearly defined set of market failures. The MGP will support projects by SMEs in the selected project categories: 1. Projects to implement COVID-19 bio-protocols in Belize. 2. Projects to enhance or preserve Belize’s natural capital or contribute to the mitigation or adaptation of the tourism sector ecosystem. 3. Projects which enhance the human capital of the tourism sector entrepreneurship and/or workforce in Belize. 4. Projects with the purpose to boost technology investment and adoption in the tourism sector entrepreneurship and or workforce in Belize. 5. Projects with the purpose to invest on market intelligence and promotion strategies. 6. Projects with the purpose to create a more efficient critical mass. THINK ABOUT IT DEATH OF A DON-TANGA -Di Girls Dem Sugar Tanga’s funeral was the first of its kind in the history of this country. In a time of covid restrictions, hundreds of young people crowded Belize City cemetery on Saturday 29th January 2022. Every young female was a Diva. This was a Love & Hip Hop moment. One of the Ghetto’s Lover Boys and a kind Robin Hood had been assassinated and this is how his fans showed their respect. There does not seem to have been a traditional church service. Live streaming and Facebook showed the funeral, which was led by two Ninga bikes as it headed over the Belcan Bridge and on to Central American Blvd. A little distance past Racoon Street extension and still on Blvd, the funeral procession halted. Tanga’s coffin was on full display on top of the pan of a pickup of a large new looking dark, heavily tinted double cab F150. Music blared. Of the dozens and dozens of those in procession behind the coffin, almost all wore a Tanga T-shirt. There was ten to one ratio of females to males. The coffin was out of this world. An Imaginative and creative product of funeral maestro Andrew Munnings. Only Milton Paulino’s funeral hearse and stately horses could rival this. Emblazoned on the top of the coffin was the word Tanga, scripted in elegant gold letters. All around the sides of the pretty light blue coffin was a wide band streamer with different photos of Tanga, a power fist of Tanga fingers each with a large ring. Photos of sexy, scantily clad women, a cannabis plant, stacks of US currency... Simply amazing. The funeral procession arched off Central America Boulevard into Mahogany Street and down one of the long lanes to one of Tanga’s residence. The yard was packed with more worshippers, in good spirits and Tanga’s T-shirts. Most were wearing covid masks. The bristling blue coffin was placed on support in the yard and opened for viewing. After jostling and disorder to see the Don, discipline was enforced and the curious paraded orderly to view the body. Uplifting music could be herd. Money, wine and jewelry were placed in the coffin. Then it was back to the big pick-up and the family, friends and fans continued to Lord Ridge Cemetery. At the cemetery crowds could be seen lining both sides of the street and many on the top of the tombs. When the pickup turned left into the burial ground, the music changed to Bennie Man lyrics “Di Girls Dem Sugar” - Everyone broke out dancing. “Di Girls Dem world class lover Dem girls dem need this nigga Me love dem shape and figure” Tanga, born Joesph James 33 years ago, was married and had between five and nine sweethearts, all at the same time. It sounds as if he was the father of five. He is considered a generous person, always helping and willing to help. He is considered to be one of the successful business figures in the illegal marijuana trade. To be able to do so, he would have had to have a group of employees, i.e. a gang. He was not into the silly gang banging activity. He was a business man with families to feed. Scuffles and quarrels broke out at the cemetery, solely among the rival women. Funeral proceedings had to be aborted. Tanga was rushed into his grave and the closing words were -let’s say it for Tanga-1,2,3, and the crowd shouted “The girls dem sugar”. Ten thousand viewers were glued to their cell phones watching the funeral event. Ten thousand... Tanga, and young men like him who rise as gang leaders in the marijuana trade are totally not understood by the police or the politicians. Many of these young men have a magnetism about them. Young women can sense it and are drawn to them. Young men make such charismatic humans their leaders. Leadership qualities are a gift. It is a talent like being a musician, an artist, an athlete, an intellectually brilliant person. Leadership is so sorely lacking in Belize, especially in Belize City specifically on the Southside of this embattled city. Men like Tanga who emerge from the underbelly of the beast with their natural leadership skills can become, and should become leaders for positive change. Leaders who should be inspiring our youth to be their better selves—To be bigger and better than crime and violence. Early Sunday morning around 2:00am police attention was drawn to burying ground. Tanga’s tomb was broken open, the coffin pulled out and raided. The wine, jewelry and money were gone. Those with eyes to see, stop being so blind, open your eyes and see. VERY GOOD MOVE CORDEL Cordel Hyde, our Deputy Prime Minister for lands and other natural resources, deserve huge respect for his mobile Serve the people. On Thursday and Friday last week it looked like thousands of citizens turned up at the Ladyville Community Centre where Cordel and his staff showed patience, professionalism and service with sincerity. Loads of Belizeans were able to process the new requirements for First-Registration of their land titles. As well as make headway with leases to become Title. PUP, UDP and no kind of P were all treated equally. This is a major situation that is becoming a regular part of the Deputy Prime Minister’s personal commitment to help those who are treated shabbily by the bureaucracy.

Respect Cordel and your staff. TRACY TAEGAR, THE LAWFUL LEADER Tracy Taegar is the lawful Leader of the UDP. The written Rules governing the UDP, or what is left of it, states that the elected member of the House of Representatives with the longest serving period in Parliament is to become the new Leader of the party when the existing leader resigns, or leave, or is thrown out. The leader, Patrick Faber has verbally signaled he will resign. He has not resigned as yet. Those words were not fully spoken when ambitious wanna-be Shyne announced he is the right man to lead. A reluctant woman said excuse me, I am the rightful leader and ready and willing to show what a woman can do. But, in this weird political circus known as the UDP, with Faber unable to remain as leader, you would think the Deputy leader would step-up. Or at least just hold-over until the handful of so-called delegates are summoned to say who is to be the leader. Not so, ladies and gentlemen, the deputy, one Hugo Patt of a “buy government vehicle cheap” fame, hurriedly announced he is supporting Shyne. Shyne, for those of you who may have just tuned into the series, is son of the disgraced former party leader who left both the country and his party in one hell of a mess, far worse than mess-up a-tam tam. So, Hugo for Shyne and Shyne for himself makes two votes for Shyne. Tracy for women rights and Faber for women fights, makes two votes for Tracy. But, don’t hold your horses. Don’t buy those boledo numbers just yet. Guess what, you all forgot. Sista B! yes, the said Sista B of proxy-voters fame. She who never attends House meetings. Makes absolutely no contributions to proposed legislation. Has nothing to offer on the pressing issues of the nation. And votes for nothing, not even a budget for her constituency. Does she collect her taxpayer’s salary? Shouldn’t she have been thrown out the house many months ago? Well, it doesn’t matter. Inside the UDP, like inside the rabbit hole in Alice in Wonderland, anything goes. Sista b is voting for her brother’s son, her very own nephew, who has only been in Parliament for one year and three months. Tracy has over six years. But the UDP was never much on principles, morality or ethics. For sista bee to appear, not out of the blue, but from somewhere where conflict of interest is of no interest, she added her name to nephew Shyne and waste a time Hugo. 3 for Shyne, 2 for Tracy. So Shyne runs over to the Government House and asked to be made Leader of the Opposition in the House, He is not the Leader of the Opposition Party. Not yet. But listen to this, on a serious note, which is always preferable to bogus vote. Tracy Taeger needs a lawyer, a good lawyer. Preferably a UDP lawyer who has the best interest of the party at heart. Clearly not a certain Barrow (known for causing so much sorrow). Certainly not Peyrefitte whom Faber dubbed the political vulture. Maybe O.J. Maybe Sedi. He is seeking penance after 13 years of silence in the face of the worst and most corrupt government. The issue is this. The UDP must follow and abide by their Rules. The Senior Parliamentarian is Tracy. The party must submit her name to the Governor General as leader of the UDP. The Party cannot arbitrarily do what the terrible three has done. Tracy can have her lawyer apply to the Supreme Court ordering the UDP to comply with their Rules. The Constitution of Belize says whoever commands the support of the majority in Parliaments becomes the Prime Minister. Whoever has the support of the majority in the other party become the Leader of the Opposition. Tracy needs to put Hu-go, Shine and dista b in their place. There is a principle involved. Otherwise UDP will stand for Unashamed Disgraceful Party. Straight like that. THANKS BEL The Belize Electricity Limited, which is supposed to belong to the people of this country is finally doing the right thing. They have finally begun to replace yellow street lights with the new bright ones. On the few streets that have gotten some, the differences are clear. Let’s light up our cities BEL. And thanks. LEAVE THOSE DOGS ALONE The Dangriga Town Council announced it will be terminating stray dogs in the town, with help from health authorities. In the past, health authorities used a poison called strychnine, something like cyanide. Dogs would suffer a slow, painful, horrible death. Animal lovers appealed to the Council not to do it. The Town council reviewed the matter and decided not to kill the so-called stray dogs. Working with dog lovers, an alternative will be found. There is even talk of a humane society being formed. Stray dogs just don’t come out of the bushes of Stann Creek to roam around the dusty streets of the culture capital. These were once beloved pets of children and families. For various reasons they are neglected and abandoned and are forced to go out to hustle food and water. It says something about the type of humans we become when we all too quickly want to kill other creatures that God has put on the planet to share with us. Man best friend eh! Bet you noh German shepherd, Rottweiler, or Chihuahua are roaming the streets. Poor pot-lickers, always getting the shitty end.

The National Council on Ageing has become aware of a video circulating in which an older man is assaulted by a younger man and rendered unconscious. There is no justifiable reason for any member of our society to attack an older person violently and heartlessly. This incident is not the first in which we have seen physical harm being perpetrated on older persons, specifically older men. The National Council on Ageing along with its partners and the larger society strongly condemn all acts of violence towards older persons. We also condemn the passivity of the bystanders who not only witnessed this heinous act but also filmed this incident. As we follow this case, we call on the Police Department to continue their investigative process to ensure that justice is served. We call on all members of the Belmopan Community who may have any information regarding this incident to provide information to the Police Department. We can only protect our most vulnerable when we serve as the voices for those who are unable to speak for themselves. We also take the time to remind our entire country that we have a collective responsibility to protect and preserve the wellbeing of our society. This includes reporting incidences like this one to the Police, intervening when appropriate to prevent harm or injury to a vulnerable person and holding those around us accountable and responsible for their actions.

The Taiwan Technical Mission in Belize farmer cash assistance project, in collaboration with the Orange Walk Central Constituency provided much needed basic equipment for bee keepers of Orange Walk. Hives, veils, smokers, gloves, extractors, and wax stampers were provided for the bee keepers. The handing over took place at the Yo Creek Agricultural Station on 22nd January.

Caution from OPEC+ producers to keep oil prices high By DAVID McHUGH, AP Business Writer Frankfurt, Germany (AP) February 2 — Oil cartel OPEC and allied producing countries are sticking with cautious increases in the amount of oil they send to the global economy, a decision likely to support prices that are near seven-year highs amid fears of a Russian military move against Ukraine. The alliance of OPEC members led by Saudi Arabia and non-members led by Russia agreed Wednesday to add 400,000 barrels per day in March. That is in line with plans by the OPEC+ group to add that amount of oil every month and gradually restore deep cuts made during the depths of the coronavirus pandemic in 2020. The move comes as oil prices hover near their highest levels since 2014, pushing up gasoline costs for drivers. U.S. oil traded up 1.2% at $89.28, while international benchmark Brent crude was priced at $90.09, up 1%. Prices at those levels have led to pressure for more production from the U.S. and other consuming countries, which in November announced a coordinated release of oil from national reserves, a step that has not done much to curb the increase in prices as the economy bounces back from the pandemic and consumes more fuel for travel and industry. OPEC+ sticking to its plan will support oil prices, especially since several members have been unable to meet their share of output. Higher oil prices are sending reverberations throughout the global economy in terms of higher consumer inflation in the U.S. and Europe and costlier fuel for heating, flying and driving. U.S. drivers are paying an average of $3.36 per gallon for gasoline, up 8 cents from a month ago and 94 cents from a year ago, according to motor club federation AAA. In Germany, gasoline prices hit a record 1.71 euros per liter, the equivalent of $7.31 per gallon. Taxes make up a larger proportion of gas prices in Europe. Recent price rises also have been fed by the tensions in eastern Europe, where uncertainty around Russia and Ukraine has raised fears that Russian oil supplies could be interrupted if diplomatic talks break down and U.S. and European sanctions materialize. Russia is a major oil and gas producer. Some analysts think, however, that any sanctions imposed by the U.S. and Europe would seek to spare energy supplies. Some OPEC member countries, such as Nigeria and Angola, have been unable to ramp up production due to lagging oil investment. That raises the question of whether countries that can produce more — such as de facto OPEC leader Saudi Arabia — can fill the gap. OPEC+ has a stake in stable price developments: While higher prices benefit state budgets in producing countries, members may not want to see them shoot to levels over $100 per barrel, when they might begin to erode demand from transportation and industry. The scale of such is not one for Belize’s oil nor for Belize’s economy nor for the dunce incompetent Barrow/ Faber maladministration. The control of oil prices lies intricately in the international extraction of the crude. Oil nations, and conglomerates do their best to keep prices up at their convenience but economic forces really cannot be harnessed. During the coronavirus onset in 2020, the price of oil theoretically was ZERO. Yet, crude nor the all-precious gasoline was never FREE. So as the planBelize government brings Belize back and up to being an economic force in the

region, fuel taxes at the pump belong to a long list of UDP ingrained infamies that the PUP will have to rectify in due time. Just like all the UDP contracted into the public service, the gas taxes will be removed for lower ones in due time. These taxes are etched into the budgetary year so it would be more harmful than good to just scrape them off. Couple that with the HIGH world prices of crude, the government today is working to grow the economy as the main way to soften the blow of Barrow’s fuel taxes. There is a lot of success in that endeavour but the job is far from complete. John Briceño and the PUP will not rest until Belize is fully working for everyone...until everyone truly wins.

COPA INCIDENT FINALE ALL PERSONS REFUSED LEAVE TO LAND IN BELIZE ON 18th JANUARY 2022 HAVE LEFT BELIZE Belmopan 31st January 2022 On Saturday 29th January 2022, the remaining 10 Venezuelan nationals that were detained at the Best Western Belize Biltmore Plaza Hotel at the expense of COPA Airlines until they were cleared to fly were returned to Panama via TAG Airlines. These individuals were part of the larger group that did not satisfy Belize’s legal entry requirements, were found inadmissible and refused entry into Belize on 18th January 2022. They all tested negative for COVID-19 before their delayed departure. On the 28th of January 2022, a request was received from the UNHCR National Office - Belize, that seven (7) of these ten (10) persons be handed over to the Help for Prog-

ress, as they had expressed a desire to be considered for asylum in Belize. In its request, UNHCR specifically informed the Government that the “UNHCR is not in a position to secure the stay of these asylum seekers in the Help for Progress shelter”. The Government notes that these individuals never claimed asylum when they arrived in Belize. On their immigration declaration forms, they stated that they came to Belize for “tourism” purposes. They had previously been interviewed by UNHCR and did not claim asylum. After eight asylum seekers were handed over to Help for Progress, at the request of the UNHCR, and allowed to escape to Mexico, these seven persons

changed their position and wished to apply for asylum. Finally, it is noted that the individuals asserted that they feared for their lives if they were returned to Venezuela. The Ministry of Immigration informed the UNHCR that its request for these seven individuals to be handed over to Help for Progress, without security, was refused. The Government was satisfied that Belize’s National Security, the Region’s Security, Belize’s Immigration Laws, and Belize’s commitment to the Global Compact on Migration have been and would once again be compromised. Consequently, the seven (7) Venezuelans were returned on a TAG flight to the country of or-

igin, Panama, as scheduled. The Government of Belize has not returned them to Venezuela, and these individuals are free to seek asylum in Panama. Furthermore, on the 25th of January 2022 the Ministry of Immigration updated Cabinet utilizing disaggregated data of the increasing numbers of migrants arriving in Belize through the Phillip Goldson International Airport from Panama via COPA Airline flights and using Belize as a transit point to move northbound. Cabinet was also briefed on the circumstances surrounding the application for refugee status by the eight Venezuelans who were handed over to the UNHCR and later escaped while in the care of that organization. Cabinet gave its approval for the Ministry of Immigration to impose visa requirements for nationals of Venezuela, Ecuador and the Dominican Republic.

The US Government-funded Millennium Challenge Corporation (MCC) had selected Belize as one of only two countries in the world for a five-year government to government grant to fund a program aimed at reducing poverty and stimulating economic growth. The Government of Belize (GOB) through the Ministry of Finance, Economic Development, and Investment intends to contract a team of individual consultants to form a MCC Compact Development Team in Belize that will work together with a U.S. based MCC Team to conduct a diagnostic of the constraints to economic growth, prepare concept notes, develop project proposals and plan for project implementation. The MCC Compact Development Team will be led by a program coordinator who will manage the team, engage key stakeholders across all sectors, and bear responsibility for the overall performance and work quality of the team. MINISTRY OF INFRASTRUCTURE DEVELOPMENT & HOUSING PHILIP GOLDSON HIGHWAY AND REMATE BYPASS PROJECT CONSULTANCY SERVICES FOR THE DEVELOPMENT AND IMPLEMENTATION OF A LIVELIHOODS ENHANCEMENT STRATEGY AND ACTION PLAN REQUEST FOR EXPRESSIONS OF INTEREST The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) and the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Philip Goldson Highway and Remate Bypass Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawals from the Financing Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. The Ministry of Infrastructure Development and Housing (MIDH) through its Project Execution Unit (PEU), the Executing Agency, now wishes to procure consultancy services for the Development and Implementation of a Livelihoods Enhancement Strategy and Action Plan for Small Businesses and Communities along the Philip Goldson Highway and Remate Bypass. The objective of the consultancy is to explore the potential economic development opportunities available for Project-impacted communities especially small businesses and entrepreneurs, including vendors, to take advantage of the wider economic opportunities that the upgrading of the road is intended to bring. The consultancy team is expected to provide the consultancy services in two phases: Phase One (Assessment and Planning) in 30 days, over a four-month period; and Phase Two (Implementation) in 45 days, over an eight-month period. MIDH now invites interested eligible consulting firms to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services. Consultants shall be eligible to participate if: (a) Be legally incorporated or otherwise organized in, and have their principal place of business in an Eligible Country; (b) Be more than fifty (50) percent beneficially owned by a citizen or citizens and/ or a bona fide resident of an Eligible Country, or by a body corporate or bodies meeting these requirements, as far as the ownership can be reasonably determined; and (c) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country. Eligible countries are member countries of CDB. The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2019), setting forth CDB’s policy on conflict of interest. In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. The consultancy team should possess persons with appropriate qualifications in Sociology, Community Development, Gender Studies or a related field, as well as expertise in monitoring and evaluation, management or business or a related field; and natural resources management with a minimum of 10 years’ practical experience in applying community development and small business/livelihoods development, and natural resource management in rural communities.
