Analysis of the State of the Nation’s Economy As the Government of Belize continues its consultations with social partners in the public and private sector, the Ministry of Finance has released the findings of a preliminary analysis into the state of the nation’s economy to date. Please note below: • Average income per person (real GDP per capita) has fallen steadily since 2008, from $7,412 in 2008 to $7,040 by 2019, and then plummeting to $5,843 in 2020. • The dramatic fall in average income per person to $5,843 in 2020 has reduced our income levels to as low as it has been way back in 1992, over 28 years ago. Unemployment has almost tripled in 2020, from 10.4% to almost 30%.

• With underemployment also increasing from 22.7% to 38%, almost 68% of the labour force is left looking for work. • Belize’s unemployment rate is more than triple the average unemployment rate throughout the Caribbean and more than quadruple that of Central America. •

Government revenues fell by almost 30% or over $300 million in 2020.

• 36 cents out of every dollar spent on government expenditures is being borrowed to make payments. • 83 cents out of every dollar of government revenues is being spent on wages, salaries and pensions. • Wages and salaries have almost tripled - from $234mn in 2008 to $684mn in just 12 years. • Heightened spending coupled with revenue shortfalls led to financing requirements of over half a billion dollars in 2020. • It took 4 successive administrations from independence to 1998 for the government to accumulate $700 million of debt while it took the last government one year to rack up financing requirements of over $500 million in 2020. • Since 2008, government debt has increased by almost $2 billion with domestic debt more than tripling from $333mn to $1.3 billion and external debt other than the superbond more than doubling from $830mn to $1.77 billion. • At 134.1%, Belize now has the highest debt-to-GDP ratio in the entire Caribbean and Central American region. PRESS RELEASE Government of Belize to Commence Commission of Inquiry Belmopan February 10, 2021. 8:40 a.m. The Commission of Inquiry will commence its proceedings into the sale of government assets on Monday, February 15, 2021, at 9:00 a.m. The first meeting will be held at the House of Culture in Belize City in accordance with and subject to all applicable health regulations. The Commission has summoned the attendance before it of former Prime Minister Rt. Hon. Dean Barrow; Mr. Joseph Waight, Financial Secretary; and Mr. Ruperto Vicente, head of the Vehicle Care Unit. In light of the existing regulations, members of the public and the media will not be permitted to attend the proceedings, which will be livestreamed by the Government of Belize Press Office via its Facebook and YouTube pages. In January 1953, President Harry S. Truman gave his farewell speech to the American people. Espousing the mantra he held dearly “the buck stops here” he said, “The President - whoever he is - has to decide. He can’t pass the buck to anybody. No one else can do the deciding for him. That’s his job “. [emphasis added ]. Similarly, the Prime Minister of Belize have a constructive responsibility regarding the affairs of the state. As Noam Chomsky alluded to that within the domain of politics the individual who holds the power is charged with the responsibility to assisting the public to understand the truth about their government. Often these individuals act immorally, hypocritically, deceptively, and unjustly. Senator Michael Peyrefitte when interviewed, post a Senate session, regarding the former Prime Minister Dean Oliver Barrow being summoned before the Commission of Inquiry, got unto his soapbox responding with a web of deception. Prime Minister John Briceño characterised the actions of the senator as coming from a “fool”. Similar to Dean Barrow, Peyrefitte wrapped himself in his usual hubristic garb and spewed complete nonsense. Senator Peyrefitte have a penchant to take advantage of a question by barking out misleading misinformative sound bites. The Belizean economy has been haemorrhaging and has been on life support stemming from the lack of sound financial stewardship. However, the former Attorney General was chomping at the bit to defend his wretched red regime’s incompetence. Peyrefitte brazenly lied to the reporters saying that the UDP left the economy in well stead. In late 2019, and in the first week of 2020, the economy contracted four quarters consecutively placing the Jewel in a recession. Due to a 23 per cent plus contraction in the fourth quarter, economic experts considered that Belize was in a state of a depression rather than a state recession. In speaking on the state of the economy PM Briceño highlighted the fault line of a five hundred million existing deficit with the national debt ballooning to almost five billion dollars. How dare you Mr Peyrefitte lie to the intelligent Belizeans that the country nuh bruk! Additionally, Peyre’ in profuse cunningness attempted to

alarm Public Servants that retrenchment was on the horizon. Retrenchment have become a political curse for the UDPs. The history of the Barrow/Faber administration reveals that many have suffered from the UDP chopping block. Under the present Leader of the Opposition numerous school wardens, mostly single mothers, many who were PUPs, lost their jobs. Barrow response was that “while you must act with a degree of humanness, man that is the inexorable law of politics, that’s the inevitable consequence of a change of government.” When the former PM was faced with litigation from the firings he submitted that “no court can force a government to pay money it doesn’t have.” In the midst of the pandemic Barrow had insisted on the scalping of the Public Servants salaries. The PSU resisted and Dean Barrow intention at the time was to seek parliamentary approval to become the sole authority to make adjustments to salaries. It is evident that UDP is the party of retrenchment. Prime Minister John Briceño have declared that firings are not up for consideration. Clearly, Senator Michael Peyrefitte corrosive lies are nothing but “nonsense upon stilts” and nonsense of a fool. Unlike the former Prime Minister Dean Oliver Barrow, Prime Minister John Briceño insist on not passing the buck. The swift action to “right the ship” and the convening of the Commission of Inquiry and the summoning of Barrow signals that under his leadership no one is above the law and there are no “sacred cows.” This represents true leadership. A leader that considers country and people first.

BCCI BIPOLAR?

y the Belize Chamber of Commerce and Industry’s (BCCI) own admission, they had not been previously involved in budget consultations, even after having requested the same in previous years. The long-standing absence of such consultations with one of the largest private-sector groups should have been cause for greater alarm during the past administration. The BCCI has come forward with their own recommendations after the budget consultations were held. After careful consideration on whether any cuts to the government’s wage bill should occur, they make several recommendations. The first, taking a cue from the International Monetary Fund, the reduction should be done gradually, and rehiring should be done at a rate lower than the natural resignations and retirement from public service. They also recommend that front line workers be granted immunity from such cuts, and that there be a balance so that those earning on the lower end of pay scales are not disproportionately affected by cuts. There were also several other recommendations like the institution of a hiring freeze, a payroll audit, the institution, and implementation of a staff replacement ratio. There were also proposals for lifting the retirement age and making the government pension contributory. The press release finishes off by stating that the BCCI feels that in their view “the public-sector wage bill reductions…would in the short term, have a relatively nominal impact on the Debt-to-GDP ratio.” This is a complete departure from the BCCI’s previous stance just nine months ago when they berated the Public Service Union and the Belize National Teacher’s Union when these were vociferously arguing against losing their annual increments and other compensations. The BCCI called them “out of touch with the current reality we are universally facing.” The BCCI then reminded Belizeans that fifty per cent of recurrent debt comes from salaries and pensions of the public sector. The public sector wage has become unmanageable, and are being sustained through loans, loans that will be repaid in large part by taxpayers and the private sector. The BCCI in May 2020 also stated, “we the private sector and our employees expect that government, and the public sector would unite with energy to discover answers for slashing its costs of operation to the barest minimum, as the private sector has been forced to do to survive.” The wage bill has not significantly changed, neither have our dire circumstances. To the naked eye, there have only been two things that have changed between May of last year and now. Those two things are the Party in Power and the position of the BCCI. There are many merits to the recommendations of the BCCI, such as the recommendations to enforce tax collection and to close loopholes that allow for tax evasion. However, it seems they are consummate back pedallers, while before they were desirous of sharing the burden of these hard times equally between the private and public sector, they are not now so keen. Back then they reminded the public sector of the many sacrifices the private sector have made and required that the public sector also do their part in trying to keep our economy afloat. Is it then the position of the BCCI that the private sector shoulder this burden alone? Certainly, the fickle BCCI does a great job of blowing hot and then cold. These are still dire and challenging times, the pandemic brought home with uncanny clarity just how broken our economy and systems are. The challenges are the same now as back in May, but they have been augmented and accelerated; we are running out of time before a total collapse. Changes, systemic and fundamental, must be enacted decisively and methodically to halt the crisis before it is too late. It will take courage, leadership and resolve to get the job done. PM Briceño will lead the charge!

¿LA BCCI BIPOLAR?

a propia Cámara de Comercio e Industria de Belice (BCCI por sus siglas en inglés) ha admitido que no había participado en las consultas presupuestarias, incluso después de haberlas solicitado en años anteriores. La prolongada ausencia por parte del GOB de tales consultas con uno de los mayores grupos del sector privado debería haber sido motivo de mayor alarma durante la pasada administración. El BCCI ha presentado sus propias recomendaciones tras la celebración de las consultas presupuestarias. Tras estudiar detenidamente la conveniencia de realizar recortes en la masa salarial del gobierno, hacen varias recomendaciones. La primera, siguiendo el ejemplo del Fondo Monetario Internacional, es que la reducción se haga de forma gradual y que la recontratación se haga a un ritmo inferior al de las dimisiones y jubilaciones naturales en la función pública. También recomiendan que se conceda inmunidad a los trabajadores de primera línea frente a estos recortes, y buscar un equilibrio para que los que ganen en el extremo inferior de las escalas salariales no se vean afectados desproporcionadamente por los recortes. También hubo otras recomendaciones como la institución de una congelación de las contrataciones, una auditoría de las nóminas, la institución y aplicación de una tasa de sustitución del personal. También se propone elevar la edad de jubilación y hacer que la pensión pública sea contributiva. El comunicado de prensa termina afirmando que la BCCI considera que, en su opinión, “las reducciones de la masa salarial del sector público... tendrían a corto plazo un impacto relativamente nominal en la relación entre la deuda y el PIB”. Esto supone un cambio total con respecto a la postura anterior de la BCCI, hace tan sólo nueve meses, cuando reprendió al Sindicato de Servicios Públicos y al Sindicato Nacional de Maestros de Belice cuando éstos se oponían a perder sus incrementos anuales y otras compensaciones. La BCCI los llamó “fuera de contacto con la realidad actual a la que nos enfrentamos universalmente”. La BCCI recordó entonces a los beliceños que el cincuenta por ciento de la deuda recurrente procede de los salarios y las pensiones del sector público. Los salarios del sector público se han vuelto inmanejables, y se sostienen a través de préstamos, préstamos que serán reembolsados en gran parte por los contribuyentes y el sector privado. La BCCI en mayo de 2020 también declaró: “nosotros, el sector privado y nuestros empleados, esperamos que el gobierno y el sector público se unan con energía para descubrir respuestas para reducir sus costos de funcionamiento al mínimo, como el sector privado se ha visto obligado a hacerlo para sobrevivir”. La masa salarial no ha cambiado significativamente, ni tampoco nuestras nefastas circunstancias. A simple vista sólo han cambiado dos cosas entre mayo del año pasado y ahora. Esas dos cosas son el partido en el poder y la posición de la BCCI. Las recomendaciones de la BCCI tienen muchos méritos, como el de reforzar la recaudación de impuestos y cerrar las lagunas que permiten la evasión fiscal. Sin embargo, parece que son pedaleros en retroceso consumados, ya que mientras antes, estaban deseosos de compartir la carga de estos tiempos difíciles de forma equitativa entre el sector privado y el público, ahora no están tan interesados. En aquel entonces le recordaron al sector público los muchos sacrificios que ha hecho el sector privado y exigieron que el sector público también haga su parte para intentar mantener nuestra economía a flote. ¿Es entonces la posición de la BCCI que el sector privado asuma solo con esta carga? Ciertamente, la voluble BCCI hace un gran trabajo al soplar en caliente y luego en frío. Siguen siendo tiempos difíciles, la pandemia ha puesto de manifiesto con asombrosa claridad lo maltrecho de nuestra economía y nuestros sistemas. Los retos son los mismos ahora que en mayo, pero se han incrementado y acelerado, y nos estamos quedando sin tiempo antes de un colapso total. Hay que introducir cambios sistémicos y fundamentales de forma decisiva y metódica para detener la crisis antes de que sea demasiado tarde. Se necesitará valor, liderazgo y determinación para llevar a cabo el trabajo. ¡El Primer Ministro Briceño liderará la carga!

Provide proper accounting for all fuel and lubricants and for spare parts used in repairs and maintenance including a log Book for each vessel. Ensure the safe handling of hazardous material in compliance with current safety precautions and environmental protection laws and regulations in the procurement, stowage and disposal of such materials. Ensure that the Pilots & Stevedores embarking and disembarking from ship are done in a safe and efficient manner. Follow proper and comprehensive preventative maintenance program for the Pilot Launches as provided and assist to effect repairs to engines of the Pilot Launch. UDP’S ANTI-WOMEN POLICY SHOWS UP AGAIN One Ian Haylock bolstered by the UDP put a direct hit at the heart of women by taking them to court. This Haylock showed EXACTLY why he didn’t qualify to be in a position to head one of the most important top posts in the government. He is petty for no reason. He has forgotten, like the usual UDP that the Public Service serves. In this writers opinion, when a Public servant starts thinking ‘when will I get promoted’ they have lost. They should think ‘I love my work’. This UDP Haylock somehow feels that he is entitled to a position and the UDP is behind him. Haylock has just added himself to the lining up protégés of ex-Mayor and rejected UDP Darrell Bradley and attorney who as PM disrespects court rulings Dean Barrow himself. Both keep defending people like Denny Grijalva who are seeking to do what is wrong for the people. Bradley infamously signed on to Candice Miller rugged contract that scraped the finances from the Belize City people for doing no work. Then she went on to get hired by the KHMH. Talk about double-dipping. But I digress, here while the

appointment of the First Female comptroller is celebrated, Bradley/ Barrow and this hurt alpha-male decides he was passed over. It is a sad case for manhood in Belize. It is a sad case of working in Belize. If this would have been a last minute hiring just before an election, it could have been argued that political expediency went too far. BUT, this was just after the PEOPLE OF BELIZE gave the PUP a fresh and powerful mandate. The PUP knows that this mandate is to be cherished. It is not to be used with wanton disregard for law. So the hiring of the new comptroller was done in the clear.

However, Haylock and Bradley/Barrow are being heard. At the Supreme Court Justice James ruled regarding the case of Ian Haylock and the Attorney General of Belize. Haylock, through attorneys, convinced the court that he has an arguable case related to the appointment of Estelle Leslie as Comptroller of Customs and Excise. Haylock’s attorneys made two applications; one for judicial review and another for an interim injunction. Haylock argued that he was overlooked for the post. He believes he was next in line to take up the post due to his experience and seniority. The responsibility of the appointed Comptroller of Customs and Excise was taken from the Public Service Commission and placed in the hands of the Gover-

07 7 nor-General on the advice of the Prime Minister who is required to consult which he did. Haylock is claiming that the government failed to consult and is thus challenging Leslie’s appointment. On the first argument, Justice James allowed leave for judicial review agreeing with the claimant that Prime Minister and Minister of Finance John Briceño did not hold proper consultations with the Public Services Commission as required by section one zero seven of the constitution before advising the Governor-General to appoint Leslie as the Comptroller of Customs. This is obviously the dead Barrow administration still disrespecting the fact that the people DO NOT want to see the UDP anywhere it matters. GO!!

Fruits of Partnership

By Gilroy Usher, Sr. “Our success has really been based on partnership from the very beginning.” -Bill Gates. Partnership is a two way street. You give and you receive. You assist others and others assist you in return. True partnership is one in which there are clearly defined rules and roles that are followed by all the participants for the common good. We are all thankful for the recent generous donation of childcare kits from UNICEF. The donation was possible because of the good partnership that exist between UNICEF and the Government of Belize. The UNICEF has been able to survive for 75 since it was created on December 11, 1946, because it realizes the importance of true partnership to achieve its goal- the maximum number of well-fed and healthy children throughout the world in addition to children who can engage in constructive activates, despite being the victims of natural or manmade disasters. Over the years several of our credit unions, cooperatives, and other joint venture businesses have failed, because a) some of the members have used their positions to hold down their fellow brothers and sisters in the partnership or b) some of the members have used their positions for selfish gain rather than to build a partnership that’s beneficial to everyone involved. One should teach the people to fish by empowering them with marketable skills to earn a living, instead of keeping the people poor and dependent on them for their survival by giving the people a little fish every Wednesday or every two weeks throughout the year. That is an injustice that should not be tolerated in any administration. Instead of practicing good partnership, as UNICEF does, some are not given any opportunity to make decisions for the benefit of their constituents and the county. And instead of allowing others to benefit from the pie as UNICEF does, some consume almost the whole pie by securing most of the available contracts, job opportunities, scholarships, grants, and other things for their constituencies, themselves, their families, and their chosen friends. As UNICEF works in partnership with different countries to end the suffering of children, members of any

government should work in partnership with each other to address the needs of the people in every possible way such self-serving practices usually have dire consequences for the ruling party in future general elections regardless of which party is in government at the time. We wish UNICEF another 75 years of success as its works in partnership with Belize and other countries in providing emergency food, healthcare, and other basic things to children of disasters, and encourage our leaders from the lowest to the highest level to practice true partnership for the benefit of all Belizeans. SITTING OF THE HOUSE OF REPRESENTATIVES HIGHLIGHTS, TAKEAWAYS, AND KEY EXCERPTS February 5, 2021 The theme for this House sitting was similar to the last: the John Briceñoled government in the middle of the UDP-20/Covid-19 Pandemic, is pressing forward with planBelize and a progressive vision for Belize WHILST the remnant four of the UDP, the enemy of the Belizean people, keep using their worst to obstruct any move forward to build Belize. At the same time the UDP can be seen crossing their red fingers as they attempt to mask Barrow/ Faber’s administration most despicable level of corrupt acts democracy has ever seen. Covering up these acts is difficult because the stench that emanates as the PUP uncovers these one by one. A rotting cesspool is no match for the UDP’s 13 years of infamy and tyranny. The UDP is rotten to the core and it is despicable that they can even walk amongst us Belizeans with not a tickle to their conscience. But the innovative and vision-guided People’s United Party will not be deterred by these FOUR horse men who would claim Armageddon before they allow the PUP-led government to legislate towards a Belize poised to work for everyone. The ‘jail bud’ and the petty one can be seen still trying to outdo each other in presenting ill-advised rebuttals and continually standing for some knee-jerk points of disorder. Of course, Faber is still in denial and offering no confessions—as is usual with the worse of defendants. They continue defending the indefensible just as their real leader is doing in the courtrooms for UDPs that their refusal to do the honourable thing—impossible to resign as there isn’t any iota of honour in the UDP leftovers. One may still feel sorry for the petty one. His levels of rebuttal are on a decline each second the House meeting lasts. There is no room for attrition since factual and legal guilt are starting to take over after a couple of House sittings. Will Faber survive multiple terms(or even years) in opposition? One, two, three, four… ? Once more at this sitting, the UDP seemed surprised that the Belizean people were being served by the PUP-led government. Caring for the people is a totally new concept to them; the UDP are still misunderstanding why the PUP want to help people. Orange Walk Central Hon. John Briceño, Prime Minister and Minister of Finance, Economic Development and Investment Covid Relief Audit Explained to Shyne Who Makes a Fool of Himself “I find it strange that this question is being asked this early by their Representative. This question tempts me to ask the honorable member if he ever questioned his father or his uncle about Covid relief when they were on that side of the House…Him like many other UDP supporters were allowed to distribute Pantry. That will soon be revealed in another of those shameful UDP scandals…In typical UDP fashion no audit ever took place.(of Covid relief). This government will audit all the Covid money spent by the previous government. The minister of human development just disclosed to me hundreds of thousands of dollars have been spent from that ministry that are unaccounted for. She just told me. All of that is going to come. Don’t get too excited. What that Audit is going to reveal is that Ministers were hooking up with their favourite vendors to fleece the Pantry program. They were giving out the pantry to Mickey and Minnie Mouse. What is worse is that the money for food assistance was borrowed money. Taxpayer money that all of us will have to pay back and was supposed to last until March 2021… You all spent all the money and now you(Shyne) dare come and ask about the pantry program. “As we speak, Madam Speaker, grocery bag supplies are rolling out. This week, grocery bags are being given out to thousands of needy Belizeans and this will continue up to the end of March. The previous government, they bankrupted the Unemployment Assistance Program and left the Debit Card Program completely bankrupt. Lots of poor people were conned before the election. Dehn gih dehn di debit card and tell dehn go through, wih got di money eena di bank fi yoh. There was no money because they had spent it all. With all of that they got the worse beating by the Belizean people. Poor people had to be told the truth; there was never any money they just gave you the debit card so that you would vote for them. COVID-19 Cash Transfer Program and the Freezone Next week, Madam Speaker, next week we will start to roll out the Belize COVID-19 Cash Transfer Program. This program will be funded through the World Bank and it will provide assistance for the next six months to about

twenty-one thousand households; twenty-one thousand households. Madam Speaker, we are doing the best we can under the dire circumstances the U.D.P. has left this country. That is why we are opening the free zone. This act alone is allowing about 800 families in Corozal to have food on the table at home. We are opening up smart with all the mask-wearing protocols, the proper hygiene protocols and with social distancing. We will do what it takes to continue to help people!!” Amendment to Standing Orders to Allow for Virtual House and Senate Meetings ““This motion has the recommendation of the Cabinet. Madam Speaker, just please allow me a few words just to explain what we‘re attempting to do here. On the first part of the amendment, as you rightly pointed out because of COVID, it is very difficult to be able to have house meetings here in the House because we‘re in a small, cramped quarters and many people ask, well why don‘t you just meet virtually on Teams or whatever it is that you want to use. We had to explain to them that the standing orders never envisioned for a day that you can hold House meetings virtually. This is a thing that‘s not new to Belize, it‘s being done in other countries, especially like in the Caribbean and so basically we‘re not inventing the wheel, we are just moving with the times and give you, Madam Speaker, and your staff, the proper tools to decide how best we can hold House meetings and also with the Senate safely and to protect each and every one of us instead of having all these Plexiglas around us and keeping our masks and doing everything possible to try to protect one another.” Joint Public Accounts Committee The second part of the amendment which is amending the Public Accounts Committee which is now going to be called the Joint Public Accounts Committee it is something that we have been clamoring for a long time and we need to give credit to the honorable member from Cayo South who for a long time along with the former leader of the party Honorable member from Freetown that they have been championing changing the composition of the Public Accounts Committee. For the public to understand, the Public Accounts Committee is the only committee that is chaired by the opposition. But then it is a committee made up of six members and the opposition has the chair plus one person and then you have four members from the government side and whenever you want to do any kind of deep analysis or asking some hard questions the government always frustrates the efforts of the opposition. “to allow the Public Accounts Committee to really do its work and to be able to hold the government to task …on how they look at government’s expenditures is to change the composition…the best way to do that was to invite the Social Partner Senators to join. …it was felt that the best way we can achieve this goal of having the Public Accounts Committee to really do its job and hold the government accountable is then to invite the social partner senators to join the, now, Joint Public Accounts Committee. So the amendment that we’re doing today is that we will have the three senators from the social partners to be able to join this JPAC. The government will no longer has an outright majority to be able to control that committee or to frustrate the work of the committee.” This is one of the promised of planBelize. We see a strange thing happening right now in the financial system; liquidity is increasing and you would believe that the interest rates would have gone down, but interest rates are going up and that’s not going to help people that haven’t been able to pay their loans. So, by making these changes then it will allow the central bank then to be able to make monies available, cheaper money to the business, whose no fault of theirs, in dire straits. So I want to make it clear, this is no money whereby you are friend of a friend of the minister or the government or anything and you could go and borrow money. It’s not like that. It’s just doing with companies that will produce foreign currency and jobs and that they can demonstrate that they were a viable company before Covid-19 and that now through no fault of theirs, they are at the brink of bankruptcy. I can gladly report that we have started that process and that two designs have already passed the design development phase and now they are in the construction document phase and they are in the process of getting Bill of Quantities prepared so that we can have a picture, a reality, numbers that we can present to Cabinet so that we can move forward. We have starting to look at foreign lending institutions to see if housing is in their portfolio that they would utilize to help Belize. I can glad say that they are opening their doors as it pertains to housing because of the crises due to Covid and how other countries are going through as well.” Belize Infrastructure Limited (BIL) Co-chaired by Faber and Montero, 100Million Misspent “Madam Speaker, BIL was a vehicle used for the misappropriation of public monies without public scrutiny. Madam Speaker, what did we find? We found that over one hundred million dollars, over one hundred million dollars because we have not been able to fully identify and certify all the expenses up to date, but as far as we have seen, one hundred million dollars has been spent through BIL. Eighty percent of the contracts awarded through BIL were given to one specific contractor. That contractor, Madame Speaker, goes under the name I.E. Subsequent to renting the office then all of a sudden all the contracts, not only the contracts of construction but the design or the design-build or just the construction or maybe a partnership was awarded to the same company which she came from, without the necessary financial scrutiny that is needed. We found out that there is also access to Smart Stream that these two offices that are adjacent to each other have access to. Smart Stream, in my opinion, and maybe the Financial Secretary can assist us a little bit more, is detailed, confidential, financial, information that only the FOs should have access to or certain financial officers. It should not be left where a contractor has access to it.” BIL Already has Spent 100 Million Dollars “BIL is a Private Company full owned by the government of Belize. BIL is a vehicle that was used for the misappropriation of public monies without public scrutiny. Eighty percent of the contract awarded was to one company that goes by the name IE. There was as incestuous relationship going on Madame Speaker. A partner/employee of IE became the General Manager of BIL after the General Elections. This GM, the first thing they did was to rent a luxurious office space in the building beside the offices of IE. The building is also owned by them or the affiliate. Matalon building…we are looking at

about forty five thousand dollars a year. Smart Stream Access. We also found out that there is access to Smart Stream. SS is detailed, confidential, financial information that only the FOs should have access to or certain financial offices. It should not be left to where a contractor has access to it. That contractor can have direct access to how government spends money and how money is flowed and the transaction of money. That was a scary revelation to us, Madame Speaker.” BIL purging of documents We found out that the general manager made purchases, made decisions that could only be decisions that a board would give permission to do or the Ministry of Finance would give permission to do. We have subsequently seen documentation of past board members that are not aware of major purchases being done by the general manager. But what was scary, and I would like the auditors, the GST, the Income Tax Department to be aware of, the Financial Intelligence Unit, we asked them for financials of this company and a letter was provided to us stating that they have financials for the year 2019/2020 but they saw it in their interest to purge, that was the word they used, my word would be destroy, it’s the same end result, they found in their interest to purge and destroy all financials before 2019 because they said they didn’t have space. The laws of Belize are clear that all companies must keep document for the last six years. It might have been amended to go back 12 years. It is six for sure. This private company decide that will ‘bun it up’. New Board Suspends Activities including General Manager The Prime Minister has appointed a new Board for a temporary time. The new board was given a directive. It has made certain decisions that Cabinet has had no objection to. The new board have found it in the interest of the Belizean people to suspend all activities of the BIL for the next six months. The new board has made the decision to suspend the General Manager upon investigation of her actions. The new board has been given the directive that an audit of all the contracts and of the financial affairs of the BIL itself. Any criminal proceeds can be considered money laundering. I am alerting all the financial institutions of this country, the FIU, the General Revenue Office. Over a hundred million was spend without proper oversight, the people of Belize deserve to know where that money was spent.” Editor: Faber sat right across the aisle and swallowed spit behind his mask. Anthony Mahler Minister of Tourism & Diaspora Relations ‘Shrek’ Got Blank Cheques at the Western Border Management “I rise to give a report on some audits done on the Border Management Authority. Madam Speaker, the Border Management Agency currently manages four facilities: the northern border, the western border, Punta Gorda and one in San Pedro. I have been advised that there should be one in Jalacte but none was built. Madam Speaker, I have personally visited three of the four facilities and what I have seen, witnessed and experienced is downright shameful and borders on criminal. Madam Speaker, like virtually every other government institution in our nation, the Border Management Agency was abused, misused, plundered and left broken and bankrupt, both financially and institutionally by the past administration. From discussions that I’ve had with my colleagues who are conducting similar exercises in their own ministries and departments. The destruction and pillaging of our institutions were widespread and became the M.O. of the past U.D.P. administration. The first problem is that from my investigations, this fellow here, Shrek, some Shrek, maybe the guy is in the west, was the general manager of the Border Management Agency, some U.D.P. crony. Mr. Shrek operated without any accountability and transparency, in fact, the former accountant would sign blank cheques and Mr. Shrek would go on spending sprees, like the money was his. In fact, I will ask your permission just to read a letter from the former accountant to Mr. Shrek. “Through this medium, I would like to inform you that at one of the Border Management meetings, I brought up the scenario where open cheques are issued to the general manager and the board expressed that there is no great concern. The board is expressing that they have no great concern about blank cheques going to Mr. Shrek. No great concern on their part, since you are the general manager. However, as an accountant, I believe that for each month all blank cheques should be well reconciled sometime in the following month.” Power Up by IT Expert billed 466 thousand dollars ““I will now just share with the Belizean people and my colleagues in here, some of how the monies were spent. Mr. Mike Gamez: six hundred and eighty thousand dollars. Mr. Sergio Nal: six hundred and forty-two thousand dollars. Mr. Carlos Castro: three hundred and seventy-eight thousand dollars. Two hundred thousand which were spent on ACs. The AC almost burnt down the western facility the other day. Mr. Juan Carlos Chulin: four hundred and sixty-six thousand dollars for IT work and I‘ll just share with you a report from the audit done by an IT expert. “As a result, no one knows the originating points of the cables with a couple of exceptions. Same applies for the network devices such as routers and switches. The routers and switches in the local network are not properly configured and are not documented, hence the team found two routers in the network located in two different buildings. Pretty much what the report is saying, all they did for IT work, for four hundred and sixty-six thousand dollars when Mr. Chulin was called was to plug out the system and plug it back in. That‘s all, for four hundred and sixty-six thousand dollars.” “We will rebuild and we will upgrade the facilities to a beacon of greatness for years to come.” Cayo North Hon. But most of all I want to congratulate the Belizean people. The people have shown maturity, responsibility and they have shown that we are in fact our brother’s keeper and we are responsible for the health and wellbeing of one another. Covid-19 Vaccine Schedule “The COVAX facility has advised us of the intended delivery of a hundred thousand, eight hundred doses of the Astra Zeneca vaccine by the end of the first quarter of this year. This indicative distribution, Madam Speaker, is based on the estimated availability of vaccines from the manufacturers. Apart from the COVAX facility, Madam Speaker, the CARICOM Secretariat has advised us of the opportunity to procure eighty-one thousand, six hundred and ninety-seven doses of vaccines through the African Medical Supplies platform. This is an opportunity offered to CARICOM member states and we have expressed our interest to CARICOM through the Ministry of Foreign Affairs. Madame Speaker, as well, I am pleased to report that today through the Ministry of Foreign Affairs, we have indicated to the Russian Federal Republic our acceptance of a donation of twenty thousand doses of the Sputnik 5 vaccine. We would like to thank Her Excellency Marta Boza, the Ambassador of Panama for Belize, for helping us with these linkages. The priority groups to be vaccinated are healthcare workers from public and private health sector, followed by the elderly population and the population with risk factors. The complete details of the vaccination roadmap will be shared and publicize for the common good. Notwithstanding the progress we are making the Ministry of Health and Wellness shall be using this time that we have in the lowering of numbers to prepare our medical institutions to confront a third wave.” Editor: This is a topic that will be front and center soon. We would see entities in tourism and agriculture benefitting significantly from the passage of this bill. So as cost goes down they can increase production and they would be able to increase employment Targeted means also that we increase our foreign exchange which also mean that we strengthen our Belize dollar. This is important as we go out of the Covid and UDP pandemic. This will require LOO more than economics 101 to understand what happened here. This is not novel, the US Federal Reserve has done the same particularly when you have unusual, economic, exigent and systemic circumstance and we have today. These are usually clear situation like the Great Recession. The Federal Reserve was able to lending directly to the private sector of course using the financial structure. So it was not a case of the referee (in a game) as was alluded to (by the LOO). The game has stopped as a tornado got into the football field. If the referee does not help then the referee is a part of the problem, With respect to the Overdraft, this is Arithmetic for Std 2 Let us say that government revenue was 100 Million dollars and there is a rule that says the 8.5 is the maximum that you can have in overdraft. That would translate to 8.5 million dollars. That would mean that if your revenue falls to 50 Million then suddenly your overdraft can only be 4.25 million. So the amendment is increasing the threshold of what is allowable.

THINK ABOUT IT BELIZE DESERVES BETTER THAN FABER & PEYREFITTE It is outrageous to see and to hear Patrick Faber and Michael Peyrefitte braying like jack… on TV and in the House and Senate. Anyone who says the UDP was the most corrupt government Belize ever had, is not far from the truth. Anyone who says Dean Barrow was the worse Prime Minister Belize had is not far from the facts. And everyone who says Faber and Peyrefitte were part of the worse and most corrupt government, are telling the truth. Faber was a Deputy Prime Ministry and has acted as Prime Minister on several occasions. He was Minister in the cabinet from February of 2008. Never once has he had an attack of conscience. Peyrefitte was speaker of the UDP House and behaved contrary to his sacred oath which he swore to Almighty God, was very biased and very, very partisan. Worse, he was appointed a Senator and Attorney General by none other than Dean Barrow. As Attorney General Peyrefitte had the duty to advise Dean Barrow and the government on all matters and shenanigans which occurred. The unlawful sale of vehicles, furnitures, lands, boledo and lottery and multiple bloated contracts. The new government is in office for two months and Peyrefitte is actually saying publicly what a terrible job they are doing. He is even claiming on channel 7, unchallenged, that government is not broke and that the new government inherited a healthy economy from the UDP. What? Excuse me, how confused can some politicians be. What a terrible job the UDP did. That’s why the people kicked them out. Peyrefitte contributed to the horrible government which the UDP became. If you don’t believe us, the result of the 11th November general elections is sufficient proof. What Peyrefitte is doing is hypocrisy-on-steroids. He helped mess up this country, wasting and squandering millions of precious dollars, wrecking all our future in the process and destroyed the dreams of the younger generation. Look how easily Peyrefitte was caught lying in the last Senate meeting. Eamon Courtney was being kind to him. Eamon could have called for a Motion of Censure. To be telling lies in the Honourable Senate is a serious matter. As to Faber, his appearance, on Love FM a few weeks ago, was the pits, “whosoever dig a pit, shall fall in it”.That is what the Bible says. For almost 13 years, this man has been a major part of the worse government. Never once has he had any problems with all the wrongs that were going on. Why doesn’t the government have the boledo and lottery Mr. Faber, Honourable Sir? Why aren’t dozens of Belizeans being employed as sales agents? How much monies have the people and government lost over the past ten years when Brads and Anwar were reaping? How much monies were used to help poor people and students? Did you know you that the Prime Minister broke the law by not taking the issue to the National Assembly? Why didn’t you and Peyrefitte speak against such a blatant illegality? A strong, intelligent and mature opposition party is an important part of democracy. We are in 2021. The low grade, dishonest type of opposition which the UDP have started out with, is no longer going to cut it. The UDP deserves better. Belizeans deserves better. $14,000, FOR MAN HELD IN POLICE STATION On Monday, the Supreme Court ordered the Police to pay a man $14,000. For locking him up at the Police Station for no good reason. The unlawful arrest and unlawful imprisonment in a police cell at Queen Street Police Station took place in November, 2019 under the horrible UDP government. Shane Harris, one of hundreds upon hundreds of persons who police routinely pick up and lock-up at police stations in Belize City, and the districts, sued the police and won. His lawyer was Leeroy Banner. The lawyer for the police and the Attorney General was Crown Counsel Kimberly Wallace. We are sad over the actions of government lawyers who go to court wasting time and money in fighting in support of wrongdoings by the police against innocent citizens. The Judge was Honourable Westmin R.A. James. His judgement in a lucid ten page decision, is like a breath of fresh air. It couldn’t have come at a better time. With a new government in office, distracted and saddled with a thousand and one problems, the police have been continuing with their same old unlawful and unconstitutional behavior against citizens. The learned Judge James made several important legal pronouncements which should go a long way in protecting poor people who are rou-

tinely chanced by police, with impunity. Only two weeks ago we all saw on the news a big, burly police in military uniform having an elderly man in a choke hold. He stood there casually in front of the cameras, knowing he will not be held accountable for his illegal action. The Judge, citing cases found that police officers Amil August and Rollington Fuller had no reasonable and probably cause to arrest Shane Harris from a yard. The arrest was wrongful in law. Keeping Harris at the Police Station for 37 hours was found to be false imprisonment. For general and aggravated damages $5,500. For extremely damages $2,000. Special damages $1,500. Cost for the claim $5,000. Also 6 percent from the date Leeroy Banner filed claim on 17th February 2020 to the date Judgement 1st February 2021. And another 6 percent from date of judgement to the date Harris is paid. For keeping a person at the police station unlawfully for 37 hours the taxpayers now have to pay $14,000 plus interest. From now on citizens will be suing police for wrongful arrest and unlawful imprisonment. Among the important statements by the Judge, he stated “these issues (wrong arrest, false imprisonment) have been the subject of numerous judgements both in Belize and around the Caribbean but there seems to be no accountability for the officers who perpetuate these breaches.” IAN HAYLOCK SUES GOVT A news 7 story is that Ian Haylock of the Customs Department is suing the government on the grounds he should have been appointed the Comptroller of Customs instead of another officer. His lawyer is none other than the former disgraced Prime Minister Dean Barrow. Creole would say Barrow really facey. If the story is intriguing. Dean Barrow as Prime Minister presided over the issue when the previous Controller Griffith reached retirement 4 years ago. Griffith retired but instead of Ian Haylock being allowed to act as Controller in accordance with the laws, Griffith was rehired on a contract basis. When his contract expired instead of Haylock being given such a chance to act, Griffith got another two years contract. Dean Barrow as Minister of Finance was the direct Minister for the Customs Department. Barrow has some explaining to do. He may also have to take the witness stand in his own case to explain why he twice passed over Haylock in favor of a retiree whose mother once worked at his law firm. CHANGE THE WEED LAW Every week police arrest persons for marijuana. Relatively small amounts of weed. This takes up a lot of police time, Court time and puts citizens in all kinds of situations. Men and women have their names and photos on the television news and in many cases as criminals and their reputations are forever ruined. It is the stated intention of government to turn marijuana into an industry. This is a progressive move, long overdue. We hope many persons will earn a decent living and contribute to reducing poverty and unemployment. It will take some time to iron out the kinks in this new business and we are impressed with the energy the new Minister has shown in this matter. In the meantime, there is no reason why some initial moves cannot be taken to ease the problem on the “entrepreneurs” and traders and sellers. Amend the marijuana law to allow persons to have more than ten grams. Remove the ceiling of 60 grams which makes a person a drug dealers and increase it to 500 grams. And, make it a bailable situation for any amounts found with a person. PROGESSIVE POLICE We have met a police Corporal who holds the key to a new industry. He and his family and a new friends have mastered the art of making leather items. They make belts, gun holsters, key chains and several other leather items used by police. They make leather purses as well. With some investments we are sure they can make sandals, slippers and shoes. This is fantastic news. It is the kind of news the media needs to cover. This can open up a whole new industry for hundreds of Belizeans to make money and save foreign exchange for the country. We are not sure if the Commissioner of police is aware of the situation. Because this officer can replace a lot of the imported items used by police officers. We have learnt that Minister Kareem Musa has heard of the matter and intends to look into it as the new police budget is being prepared.
