Thursday, 22 February 2018 On Wednesday, all 67 dynamic, energized and committed mayoral and councillor candidates of the People’s United Party were nominated in nine different municipalities of the country. Nomination Day is critical in that from this point on it is official – these slates are the ones which will represent the PUP as it starts its march to Belmopan by taking the municipal elections scheduled for March 7, 2018. Featuring eighteen female candidates, the nine teams fielded by the PUP represent the best of the best. In Benque Viejo, the party offers the youngest mayoral candidate in Cristian Castellanos. In Belmopan, the only female mayoral candidate in Tanya Santos. In every area, Belizeans who are committed to seeing change for the people, and governance which is all about the people. For far too long, Belizeans have been forced to bear undue hardships and scrape for crumbs because those they elected into office have mismanaged the economy into ruin. And not only have they mismanaged the country, but the greedy despots in power have managed to fill their pockets and ensure that friends and family members and cronies have become millionaires. As our PUP candidates have walked through potholes and over swamp to speak to the people; as they have walked on London Bridges and through overgrown bush and sat down in homes without running water or electricity, the input from residents is clear. There needs to be a change. Enough is enough. In San Pedro, PUP mayoral candidate Andre Perez refers to it as somewhat of ‘two tales of one city.’ While the island is the largest tourism revenue income earner for the country, all that money seems to have been funnelled somewhere else, since residents live in deplorable conditions and there is no hospital or morgue on the island. In Punta Gorda Town and Dangriga, the people have been treated as if they are beggars, bribed with rum for votes after years of neglect. In Corozal, and in Belmopan and in Benque the UDP have been in power at both the municipal and central government levels for years, and still the levels of poverty and abandonment are astounding. How is it that there are some who have become instant millionaires under the UDP, while so many have been driven deeper down into poverty? The UDP boasts about transforming lives, and about improving lives – yet there is more poverty, more crime, less access to health and education than before the UDP came into power. Nomination Day has come and gone, and now we march on every city and town hall in the Country. From there, we march to victory in Belmopan. The country is already feeling it. True Blue all the way.

According to official reports, at around 4:00am this morning Ariel Audinette, 46 and Oscar Payes, along with a female friend were hanging out at Audinette’s home at the Corner of san Antonio Road and Staine’s Alley in Orange Walk Town. Members of the BSAG allegedly entered the home to conduct a search for a telephone that had been reported missing, and sometime during that search both Audinette and Payes were badly beaten. Both were rushed to the Northern Regional Hospital, where Audinette succumbed to his injuries just before 11:00 this morning. Payes remains in critical condition at this time. Police have offered no official report of this latest murder at the hands of Belize’s elite military personnel and Police.

Sour Senator Offers Red Rum for Votes

Thursday, 22 February 2018 If you thought the United Democratic Party couldn't stoop any lower and insult voter's intelligence any more than they already have, then you'd be absolutely wrong. This is because the UDP's very own sour Senator Juliet Thimbriel was in Punta Gorda this last week doing no good as usual. The reason the UDP deployed this war-tank of a woman to PG was to hand out bribery packages

in hopes of stealing hearts and hopefully votes. But instead, all that was accomplished was upsetting and insulting the very competent and capable communities of the south. What did these bribery packages include, you ask? Well surely, with all the UDP's seemingly infinite resources and government coffers which afford the UDP elite all kinds of lavish lifestyles, these bribery packag-

ANOTHER MURDER VICTIM…12 YEARS OLD Thursday, 22 February 2018 David Morrison, 12, a young man who had nothing to do with the street life or the feuds between warring adults, was shot and killed on the corner of Cemetery Road and Pregnant Alley. He is one of 2 murder victims whose lives were cut short in a deadly shooting; the other deceased has been identified as Lloyd Valentine, 26. Police say that at around 7:05 p.m. on Wednesday, February 21, they went to the Karl Heusner Memorial Hospital and that’s where they found Albert Wagner, 23, suffering from a gunshot injury to the abdomen. According to the cops, Morrison suffered several gunshot wounds to the body. Residents say that he was also shot in the head as well. Valentine suffered several injuries to the body. Police investigation has revealed that sometime around 6:40 p.m., all 3 victims and several others were socializing at the street corner when a man riding a bicycle approached them from the direction of West Street. He immediately pulled out a weapon and opened fire on the group, injuring Morrison, Valentine, and Wagner. The attack caused everyone to flee, and as soon as was possible all 3 victims were rushed to the KHMH. Unfortunately, Morrison and Valentine did not make it, and shortly after the attack, they both passed away. The grieving families have declined to comment to the press, but the mother of 12-year-old Morrison recently found a new home for them in Ladyville, away from the gang violence that is rampant in that area. Readers may be aware that Pregnant Alley is the home base of the Taylors Alley Gang. Patricia Wade, Morrison’s Standard 6 teacher, and the Vice-Principal of the Queen Street Baptist School, spoke with the press about the tragedy of losing one of her students, a promising young man. Wade described him as “the life of the class”. She said that he loved dancing, and he was a talker, who loved to express himself. She said, “It’s very heart wrenching to know that your baby will not be able to graduate.” He was looking forward to sitting the Primary School Examination, and he intended to attend Wesley College, where his mother went. His teacher probably said it best when she commented, “What can a 12-year-old do to you for you to do something like that to him? He has not even experienced life yet.” Most likely, he was not the intended target, and he becomes a casualty in a war between adults.

Would you believe that Juliet was actually out there in PG handing out packages of Danalac powdered milk, a small bottle of Traveller's Belizean rum, a $1 Digicell phone and, of course, a UDP water bottle? The UDP believes that people in PG are so damned senseless that after years of neglect and extreme poverty, community members will jump up to vote for them because of powdered milk and rum. The phones didn't even come with Sim cards! Dios mio! What kind of fools do these people actually take us for? And what do the items in this package say about the way the UDP perceives people of the south? What are they trying to say? That all PG residents can be bought with powdered milk and rum because they're all a bunch of alcoholics having babies left, right and center? The message that this really sends, is that the UDP doesn't view residents of the south, and residents of Belize in general for that matter, as human beings deserving of being treated with dignity and respect. This is nothing new for this squad of arrogant, self-indulgent pricks. They have consistently treated Belizeans who aren't directly related or associated with them as second and even third-class citizens. Belize has rotted away under these new Colonial masters, while hogs like Juliet Thimbriel have pigged out and grown to astronomical proportions on tax payer dollars. Those mediocre packages offered for votes are an insult to the people of PG and to the people of this country. But this is not the first, nor will it be the last time these people have disrespected Belizeans in such a manner. They have done it time and time again. They are the masters of bribery and deceit, and their disrespect knows no limits.

UDP OPERATIVES ATTEMPT TO BRIBE BPP CANDIDATE Thursday, 22 February 2018 It has been called the “silly season of politics,” but in the case of the United Democratic Party, it is time for ramped up aggression, hostility, entitlement, bribery and intimidation. UDP operatives this past weekend attempted to bribe Maria Lara, a councillor candidate for the Belize Progressive Party. This is the back story. The young woman is attending Galen University. Months ago, before she even contemplated going into politics, she approached UDP supporter and mayoral candidate Ashton McKenzie for assistance with school fees. She was promised help

but it never came. However, when she turned up on the ballot for the BPP, the UDP jumped to get her to step away. They approached her before the mayoral debate in Punta Gorda last week to find out if her bills were paid. The BPP though decided to set up a sting and a meeting was set. Among those who negotiated with her were UDP senator Macario Coy, Andre Price and former senator Juliet Thimbriel who had travelled to Punta Gorda with her money bag. They met at Eden Martinez’s farm. She told the media, “I felt disappointed because I thought they were going to help me genuinely. I was not expecting them to ask me to do a public

In the almost three-minute recording captured in what seems to be a moving vehicle, aspiring UDP candidate Martinez refers to the UDP as thieves and explains that she would want to bring somebody she met in Las Vegas who killed a lot of people to go into the House of Representatives and ‘shot’ up declaration to step down from my party. That is what made me change my mind. I didn’t want to go through with it.” Despite attempts at intimidation from the UDP, who tried to turn things around on the Deputy Leader of the BPP, Wil Maheia, Maria Lara remained steadfast and continues on the BPP ticket. On Wednesday she joined her slate for nomination ahead of the municipal elections on March 7th. When contacted, Andre Price told the media that they felt sorry for Lara who vehemently complained about Maheia simply using her. Price claimed Lara stated that Maheia had promised to pay her fees long before but had not fulfilled the promise and so when they stepped in to assist – because they felt sorry for her - Maheia allegedly told her not to take the UDP’s money and offered to pay for her once more. In this case, events speak for themselves.

She goes on to express the sentiment that all normal Belizeans in this country can associate – she is hating on the Prime Minister because under him she has punished, her children have punished and her friends have punished. This is certainly a story we’ll keep following. It promises to become interesting because Martinez was nominated yesterday, so she is officially a member of the UDP 11 in Belize City. We’ll keep you updated on what is surely to be a massive display of fireworks in the UDP camp tonight.

Turbulent Marriage Ends in Murder-Suicide Thursday, 22 February 2018 They were both considered nice, calm and productive employees at their respective government departments where they worked. So, when the news broke that there had been a murder-suicide, first there was shock and then came speculation as to who had killed whom (at least on the part of those who did not know the couple). According to best information so far, 46-year-old Hermelinda Pinks Emmanuel was shot once to the left temple as she slept in their bed on Saturday, February 18th at their Rose Lane address in Belize City. Her husband of several years, 43-year-old Jason Emmanuel would shoot himself to the right temple hours later. A licensed 9mm pistol was found beside him. Relatives and close colleagues of Linda, as she was also known, were aware that the marriage was troubled. The couple had gone through counselling last year and were trying to work things out. Even up to now, it is unclear what may have triggered Jason to do the unthinkable; only 5 days before, for Valentine’s Day, he’d sent her flowers accompanied by a love note. For Linda’s relatives and colleagues however, though not physical, the signs of abuse were there. He was controlling, said her supervisor at the Belize Coast Guard, Captain Elton Bennett, the vice commandant. She had become the commandant’s right hand. Although she was not a uniformed element of the force, she was a part of the Coast Guard family and so an honour reserved only for the uniformed elements was bestowed on her: the Coast Guard flag was raised only to half-mast since her untimely death. Her office was adorned with flowers. On Tuesday when the leadership of the command decided that they needed to publicly remember the consummate professional, Commandant Admiral John Borland recalled her being on call at any hour and “finding solutions when there were

none.” Less than six years ago when she arrived at the Coast Guard, she came with the institutional know-how of the public service and as such was highly treasured in the force. As an administrative assistant, when she had the opportunity to rise to the next level in the Public Service, she forfeited the rank and pay to remain at the Coast Guard. For his part, Jason’s supervisor and colleagues were utterly shocked at the news. They are still grappling with the devastating loss as what happened on that fateful Saturday does not mesh with the identity of the Jason they knew. They considered him a kind, happy and jovial person. Linda’s family paints another facet of Jason’s personality. Her younger brother, Patrick

2018 Meighan told the media that while there were never any signs of physical abuse, the signs of verbal abuse were evident. He recounted an instance when he used to share a house with the couple. On one occasion two years ago, during a quarrel between the two, Meighan says Jason casually remarked “one day I can just kill you, kill PJ [Meighan] and kill mihself.” However, Meighan says he never thought such a thing would come to pass. Linda would often tell the family that they quarrelled and though Jason tried to follow her every move and keep tabs on her, going to the point of wanting to prevent her from spending time with family, she never stayed away. Meighan wishes that Jason would have just simply left if he was unhappy.

CAN YOU FEEL IT?

T

he UDP has sent sour former Senator Juliet Thimbriel to the South to rescue Punta Gorda Town which has showed every indication of going blue. Earlier this week, Thimbriel was accused of trying to bribe a candidate of the Belize Progressive Party (BPP), offering money for school fees in exchange for her giving up her candidacy and offering a public endorsement of the UDP slate. It didn’t work out, the BPP candidate went public, and Thimbriel was forced to deny everything. Now Thimbriel is known for many things, including her curious and meteoric rise to extreme wealth under the UDP, but she is not known for her integrity or her honesty, so her denial isn’t worth the rancid air on which it was expelled. This week also, it was revealed that the UDP has been offering ‘care’ packages in exchange for voters’ declaration of support in the South. In those ‘care’ packages are a red water bottle, a disposable BTL-sponsored phone (no SIM card included), a small can of powdered milk and a bottle of rum. That is what the UDP believes can sway the minds of voters in the South, convincing them that the UDP loves them. On Nomination Day, as the UDP boasted about its muscle in the city, one of those city voters, in a bright red shirt in the middle of the assembly, was caught on camera explaining that she was only out there because there was no other way she could get a chance to speak to her Area Representative, Patrick Faber. That voter complained bitterly that she was forced to do that, and that the very rich UDPs stayed locked up in their fancy offices while poor Belizeans suffer. In her bright red UDP shirt, she condemned those rich UDPs and lamented that while in the march they were given rum to drink instead of water. That was an incredible revelation at a critical time by a voter and Belize City resident who was not afraid to register her complaints publicly, even while wearing a red shirt and in the middle of a UDP crowd. It is incredible because in Belize City and countrywide, the UDP has been campaigning on a platform of transformation, and of improving lives. But none of that has been evident, unless you count the handful of UDP Ministers and cronies and friends and family members whose lives have been both transformed and improved. Another woman was caught on camera stating that she would want to hire a gunman to go into the House of Representatives, and I’ll leave that thought at that. She referred to Prime Minister Dean Barrow as a dumbass. She referred to Anthony ‘Boots’ Martinez as a dumbass. And she spoke of how she has suffered as a Belizean. And how her children have suffered. And her friends have suffered, under the UDP. Her sentiment is not surprising. That woman is the wife of Anthony ‘Boots’ Martinez, and she is also a UDP candidate on the Belize City Council slate. Patrick Faber, the Collet Area Representative, who is also the Minister of Education, was questioned this week after revelations that the UDP has misappropriated some $2.13M to pay school fees for selected persons to incentivize them to vote UDP. Faber, of course, denied it, but Belizeans have been quick to go on social media to accuse him of lying because they know it is true, and they know the UDP has been doing it. Faber’s denial was almost comical, because he couldn’t even summon the acting skills to appear credible. But what is not comical is that use of taxpayer monies for political gain. With all that said, the UDP has not been gaining ground. They have been struggling in every corner of this nation. That is because Belizeans are fed up. And no matter what the UDP says, Belizeans can see, clearly, how only a few have benefitted while the majority have continued to suffer. Belizeans can also see, clearly, that for a very long time the UDP has treated them with absolute disrespect and neglect. They can see, clearly, that the UDP believes that it is okay to neglect them for years and then to offer to buy them with a bottle of rum and a few dollars. Belizeans can look at somebody like the sour Juliet Thimbriel, who is offering them a bottle of rum and a can of powdered milk for their support, and they KNOW that while she is bullying them, she had nothing before politics and is now a millionaire who can travel the world. There is a very, very wide gap between the very, very rich UDP privileged and the masses. The people see, and they are tired. They are tired of being kept down, tired of being treated like they don’t matter, and can be bought for a brief moment for political events and election day and then forgotten. There is a change coming, not only in governance but in how the people will demand to be governed. That can only be a good thing for the people and for the country. On March 7th, come be an active part of that change. Send a message to the UDP.


04 6 06 Is GOB Covering Up Another Guatemalan Incursion?

Thursday, 22 February 2018 Government authorities are mum about allegations that there has been a second incursion of this time - two elements of the Guatemalan military into Belizean territory on Monday, February 19. An amateur video captured on cell phone shows two persons dressed in military fatigues escorting a Hispanic man in civilian clothing on a dirt road behind the Belize Border Management Agency. This area along the Mopan River is often used by criminal elements and others as an illegal crossing at the Western Border. At some points, the video shows the two soldiers pushing the man along the way. Therefore, although he is not handcuffed it is clear that the individual is in their custody. Moments later, the soldiers are met by another man in civilian clothing. Sources on the ground tell us that a Guatemalan money changer, only known as “Bushin” was robbed of a substantial amount

of cash, presumably on the Guatemalan side of the border on Sunday February 18th. It is alleged that the Guatemalan elements then came into Belizean territory in search of the perpetrator. However, the information has not been corroborated by Belizean authorities and it would appear that so far, there is no will to properly investigate what has happened. The Minister of Foreign Affairs and the CEO in the Ministry of Defense both told News Five that they were unaware of any such incident. However, CEO Felix Enriquez highlighted that there are protocols that must be followed for there to be any exchange of wanted persons, and as far as he is aware, none was made by Guatemala. So, while authorities speak of having no knowledge of the situation, it does not appear that they have any interest in finding out. Simply speaking with officials on the ground in the border area and making a formal request for information from Guatemala would likely get them somewhere but as we go to press, there is no indication that any such thing has been done. This latest brazen incident comes on the heels of the January 16th incident when three Guatemalan military elements walked into the hallway at the Border Management Agency at night to follow up

ASMA JAHANGIR – WOMAN OF SUBSTANCE The name Asma Jilani Jahangir would certainly not be a household one in Belize, but it is one that I believe we would do well to learn something about. Ms. Jahangir was a renowned lawyer and human rights activist in her country Pakistan and the world over. Her death on February 11, 2018 at age 66 yrs. must be mourned and marked by those who care about human rights, women's rights, equality, and advocating for the oppressed in our world and in all individual nations. During her life Ms. Jahangir was hailed by supporters of full rights and equality for all, but many traditionalists were staunchly against her activism, and they accused her of working to destroy Pakistan's male-dominated social and political fabric. In 1983, young attorney Asma was at the helm of the Women Lawyers Association, which vigorously protested against a proposed law of evidence which stipulated that the value of a woman's testimony was half that of a man! This seems incredible, but there are still many countries that continue the espouse the subjugation of women as being the “natural” order of things. At that time Asma was jailed along with other protesters. She also became a fearless advocate for the human rights of the poorest and most oppressed people in her country, and, with her sister Hina, she founded the first legal assistance center in Pakistan. In 1987 she co-founded Pakistan's Human Rights Commission, later becoming its Chairperson, which position she held until just seven years before her passing. She became famous and globally recognized for her persistence and fairness in defending the most underprivileged and helpless, as well as religious minorities, and she also fought against the ongoing scourge of violence against women and girls. Her own political activism started when her father became a vociferous critic of the military dictatorship in the 1960s. Of course, she and her sister protested when he was placed under house arrest and then imprisoned. Asma obtained her Bachelor of Arts and Bachelor of Laws at Pakistani universities. She was called to the Bar in 1980, and established, with her sister and two other attorneys the first law firm of all women lawyers. They also set up a pressure group styled as the Women's

Action Forum, working for more fairness and less discrimination against women. They strenuously fought against the Hadood Ordinances, whereby women who had been raped had to prove their innocence or else themselves be convicted of adultery (again incredible, but true)!! In 1989 Asma was interviewed by the BBC World Service and asked to assess the extent to which the election of Benazir Bhutto to the post of Prime Minister had “raised the glass ceiling in Pakistan.” Benazir Bhutto was the daughter of previous Prime Minister Zulfikar Ali Bhutto, and she came to power on a wave of populism and hope for the future of her country. Ms. Bhutto was later assassinated, and to this day it is felt that the military leaders had much to do with her murder. When interviewed, Asma answered very firmly that, yes, Benazir Bhutto's ascension to leader of Pakistan had helped the cause of equality for women. She felt that having a female prime minister meant that, despite continuing gender inequality, she and other gender activists could act with greater certainty that, as far as was possible, they would be supported at the highest level. Having a woman prime minister in a traditionally male environment set a great example to all women that they can attain seniority in all fields of endeavour. Asma was president of the Pakistan Bar Association from 2010 to 2012, and in 2016 she was appointed United Nations special rapporteur for human rights in Iran. She was awarded the Hilal-i-Imtiaz, Pakistan's second highest award for service to country in 2010, and she received many honorary doctorates from international universities. Indeed, Asma Jilani Jahangir was a superb role model for all of us, and for being a tireless warrior for women, children and the oppressed she was, I think, the epitome of a woman of substance. Her loss should truly be felt by all who are committed to human rights, women rights, and advocacy for the poor and downtrodden.

2018 IMPROVING LIVES AND NEGLECTING OTHERS

The Struggles

Today I was going to write about alcoholism and depression, because both have affected pretty much every aspect of my life for a goodly number of years now. While I am chronically embarrassed by my weakness, to the point that after an ‘episode’ I have been known to hide away for days, I write about it from time to time because of a hope, maybe one that will never be realized, that my words would cause even one person to run far away from alcohol. Just as importantly, it also helps me to clear my head sometimes – a sort of catharsis. I find it cute that the asses in the UDP periodically refer to me as a drunk, or a fat drunk – both accurate, by the way. I’ve offered to write their insults for them, but nobody’s accepted. Sure as hell, I can insult me better and more hurtfully than they can, but I digress. I think I wanted to write about this at this particular time because over the weekend I learned about a murder-suicide which seemed to have caught everybody by surprise. I knew him, didn’t know her, but my first thinking was that something must have been happening there that nobody caught, for it to end up with such extreme bloodshed. And that made me think, as I have about years, that there are a frigging lot of people right among us – family members, friends, neighbours, co-workers, people we pass on the streets… who have real, real, real problems. And nowhere to turn. I’m not talking about the persons who walk around in tattered clothes mumbling to themselves or drinking water out the drain. I’m not even talking about the guy who walks up and down Queen Street slapping people for absolutely no reason. I mean people who may appear totally normal and okay… but are really not. Anyway, I digress again. Before too long I learned that domestic violence was a factor in

the murder-suicide. And then I got pissed all over again. I hate that we are not serious about domestic violence in Belize, and that some of our people treat it as a convenient tool to profile, for a few days each year. I hate that the Special Envoy for Women and Children, the spouse of the Prime Minister, can stand up one day and plead with women to speak up about domestic violence. And it is not her alone. There are various women who owe their positions to politics who stand at the frontlines of the domestic violence photo-ops, but none of them has publicly condemned Deputy Prime Minister Patrick Faber, the man who wants to be the leader of this country. He is known to beat women, viciously. Yet there he stands, proudly and fully believing that he can be the Prime Minister this country needs. None of those women are saying anything about that. And there are others in the UDP ranks who are known to beat up women. One of them is a UDP mayoral candidate. Today I saw the Prime Minister proudly stand beside him, grinning like a loon, and I don’t get it. Do we or don’t we care about the abuse of our women? Are we just paying lip service? Does domestic violence only count if the abuser is unconnected in UDP politics? If the abuser is a normal Belizean and not one of the ‘special’ few? Tonight, I caught the news where the Vice-Commander of the Coast Guard spoke about the murder of Hermelinda Emmanuel, who had worked there. I was moved by his interview. It was obvious that he was hurting because he explained that he knew some of what was happening in the relationship and he didn’t step in as a man to help more. He explained that the norm is to put the onus on women to walk away from abusive relationships, but that we as men – men that don’t beat women and don’t believe in beating women – need to step in and help when we know it is happening. We need to do more. We’re either serious about acting against the abuse of women or we are not. Until we decide, until there is stronger legislation or intervention - whatever works – our women will continue to be hurt and beaten and abused and yes, murdered. Let’s get this thing right.

By Gilroy Usher, Sr. Over the last ten years the lives of a handful of persons have improved tremendously in this country. During the same time the lives of ordinary Belizeans have gotten worse due to increasing poverty as a result of shameful neglect by the government. Despite the millions the country earns from tourism, agriculture, sugar, oil, citrus, bananas and other aspects of the economy yearly, our people keep getting poorer every year. That is primarily because they have to fight for the

crumbs from all those millions of dollars in each Budget. Many parents can’t receive their children’s report cards for the last school term because they can’t get needed assistance from the government to pay unaffordable fees. On the other hand, thanks to the administration Ministers Martinez, Finnegan, and Montero among others have used $250,000.00 to send their children to law school. Their children’s education is not more important than that of our children. The government keeps disrespecting poor people in Belize by building very weak plycem houses without ceilings, electrical wiring, partition and bathroom facilities. Due to the disadvantage of marginalized Belizeans, more and more of our people are using cardboard boxes from refrigerators for their partition to have a little privacy at home. While that is the housing reality in the hood, thanks to the administration a handful of their cronies have gone from renting low budget rooms to owning several mansions. This is totally unacceptable. We all deserve a better life in this country. We have lost many of our loved ones and scores of our people are suffering at home because of inadequate health care. KHMH and other public hospitals lack the basic medicine and equipment to care for our loved ones. To add insult to injury, before leaving any government hospital all patients must now pay

at least half their bill regardless of the amount. The government is pressuring poor people to pay their bills, but it has turned a blind eye to the refusal of Attorney Sharon Pitts and Andre Vega to return $400,000 of tax payers money that they each obtained fraudulently in the massive corruption at the lands department. This administration is pressuring the little man to pay small hospital bills, but it turns a blind eye to two of its wealthy cronies, who together owe the country almost $1 million. What kind of justice is that? At a recent concert at BTL park with highly paid foreign artists, we were told that a vote for Deon Leslie and the other members of the UDP slate for the Belize City Council election is a vote for more free concerts at the same venue. G.O.B. needs to stop taking the Belizean people lightly. We don’t need free concerts. We need land, steady jobs to care for our families, homes in which we don’t get wet whenever it rains, neighbourhood parks for the children, equal treatment before the law, less crime and an increase in the minimum wage. We also need an end to the mass corruption that has made at least ten persons with political connections overnight millionaires to make funds available for the needs of our communities. Within the last ten years practically nothing cost too much for a handful of people in this country. That goes for healthcare, shopping abroad, vacations, education or whatever they desire. Their lives have improved with the UDP in Belmopan. The Ministers have forgotten about improving our lives - those who put them in power. They have to go. We are tired of all the suffering and injustice.

Nothing Free Under the UDP Monday, February 19, 2018 So…the Undemocratic Deceitful Party candidates running for the Belize City Council recently used hard-working tax payer dollars to hold their annual Free Thing party at the BTL park. They spent thousands of dollars to fly in Jamaican dancehall artists Baby Cham and Cecille for the BTL Park Fest and gave themselves a huge pat on the back. See, they hold a free concert every year, so that must definitely mean they are fit to lead and manage the daily affairs of the largest city in the country. Except, who the hell is even listening to Baby Cham and Cecille in 2018? Furthermore, this man doesn't even refer to himself as 'Baby' Cham anymore; the man goes only by Cham! That alone should disqualify these fools from running this city! Well not really, but they are totally unqualified to lead. And to prove just how unqualified these stooges are, former Belize City Mayor Zenaida Moya's ex-boyfriend, DJ ‘not worth a Dalla’ told the people in attendance: "If you want to do it again next year you need to vote for this man," signaling toward mayoral aspirant Dion Leslie. It would seem that this is the only accomplishment which would qualify Leslie to be this city's Mayor. The guy is the manager of Leslie's Imports, his family business. He couldn't even bother to get a real job, while his opponent, the PUP's own Bernard Wagner, is an accomplished banker with extensive knowledge of managing finances and getting value for cost. Leslie has had his chance. He has served in the City Council under Zenaida Moya and under Darrell Bradley. He was there as Deputy Mayor for the ‘under-depositing’ scandal. While they love to boast about all the streets they've concreted, a quick drive around the city will show what kind of quality they have provided. Cement streets paved just a year or two ago are already in such degrad-

ed states that the steel set down before the cement mix is poured has already become exposed in some parts of the city. The truth is, these greedy leeches have become reliant on the fleecing of public money to survive. Seriously, what would Philip Willoughby be doing were he not a councillor? Does anyone even care? Does he even understand what's happening most days? Probably not, but we digress. The point is, the City Council as we have known it for the last few years are a bunch of political minions with no intelligence, no ambition, and no plan for this city; much in the same way the Unorganized Delinquent Party has nothing to offer the country except pain and sorrow. Are free concerts all we have to look forward to from this UDP CitCo slate? Most definitely, because they can't provide much else. But the people of this city deserve so much better. Residents of Belize city deserves a city council that is smart and has an actual plan to provide quality services and goods. All this current crowd has to offer is a bunch of outdated, overpaid artists flying in once a year to dazzle a few concert goers. But what of the citizens who pay tax but have no interest in attending childish concerts? Where is the value for the mass citizenry in that? Wouldn't it have been more beneficial to invest those taxpayer dollars in something beneficial to the community-at-large? People need jobs, and not periodic, back-breaking manual labour jobs building crappy streets for minimum wage while still struggling to make ends meet. People need quality infrastructure, not over-inflated contracts that make UDP cronies rich while the streets are built out of the cheapest materials. Vote for Change on March 7!

Forging Partnerships. Impacting Lives

BREAK THE SILENCE Domestic Violence and Abuse is a women and men issue. It is an issue that demands we not only talk about it but that we sustain the conversation and actively do something about it. No amount of marches, speeches or political promises will take away the scars, the bruises, the psychological effects. These will not restore self-esteem lost to the daily stripping away of self-worth by the abuser nor will they bring back a loved one who has lost her or his life to domestic violence or abuse. It is time not just for women to break their silence but time for men, friends, family members and others to speak up and join the conversation. And to act. And to strengthen the laws. And to invest in programs to assist victims of abuse and domestic violence. The Domestic Violence Act (Chapter 178 of the Laws of Belize) states that “domestic violence includes physical, sexual, emotional, psychological or financial abuse committed by a person against a spouse, child, de facto spouse, or any other person who is a member of the household.” The Belizean society has gotten so used to abusive behaviour and language not just between men and women in relationships; but in every facet of our lives. We have gotten so used to it, as if it is “a cultural norm” to accept. We as Belizans tolerate a lot of crap. We don’t want to cause trouble or get anyone into trouble. This approach is defeatist. We have every right to agitate for change. We need to stand up for ourselves and for each other. The UWG has publicly stated - “As a society, we each have to do our part to speak out against domestic violence and abuse, to say something when we see or know something and to demand a change in our laws and in our systems. We are each of our sisters’ and brothers’ keepers. The social media outcry that has unfolded is welcomed because it has given voice and hope to so many who continue to suffer in silence.” Prominent women attorneys, Lisa Shoman and Audrey Matura, have made several recommendations and have inspired

thought-provoking discussions following the most recent murder of Hermelinda Pinks Emmanuel at the hands of her husband, Jason Emmanuel, who committed suicide afterwards. There are non-government organizations such as POWA (Productive Organization for Women in Action) who are doing incredible work on empowering women and there are several other groups and professionals who working together can press for real progress. The UWG encourages Belizans to get involved in these efforts. Changes in laws and systems are important steps to changing mindsets. This will not be an easy journey or a quick fix. For too long our society has tolerated abusive behavior and abusive language. Murdering a spouse or partner is the worst form of domestic violence and abuse. It is time for less talk and more action. Men who have licensed firearms but are abusive or are known to Police for incidents of domestic violence or cruelty should not have a firearm. This will require a more robust system and database of police records to ensure that no weapon is returned to any person who has a record that involves abuse. That’s one step that can be made even if it impacts those in authority or official positions. The murder of Hermelinda Pinks Emmanuel is a tragedy. Sadly, it is not the first. In 2015, Belize was shocked at the murder-suicide of Mike Estell and Colleen Sharp. If we do not get serious about tackling this nasty truth that exists in our society it will not be the last. The UWG extends its sincere condolences to the families of all those who have lost loved ones to domestic violence, abuse and cruelty. The UWG is calling on all Belizeans to get involved in the discussion and the change needed in-country on domestic violence and abuse. What we do today can save the life of another tomorrow. This is not a political issue. This is a people issue that has to be grappled with, as difficult as it may be. Let’s be the change we want to see. Connect.

1) RESTRICTION ON SALE OF INTOXICATING

Section 146 of the Cities and Town Councils Regulations and S.I. No.’s 32 and 33 of 2009 which states that every person who is the holder of any liquor licence authorising the sale of intoxicating liquor in any premises maintained solely for that purpose shall take all necessary steps to cause such premises to be closed to the public on election day, between the hour appointed for the opening of the poll, that is,7:00 a.m. 7th March 2018, and the completion of counting of ballot papers. The law further provides that any person who is the holder of any hotel licence, special hotel licence, restaurant licence or licence to sell liquor in any premises, not solely maintained for that purpose, granted under the provisions of any Act authorizing the sale of intoxicating liquor shall take all necessary steps to prevent the sale of intoxicating liquor at any time upon election day between the hour appointed for the opening of the poll and the completion of counting of ballot papers. A breach of this section by any person is an offence and a fine not exceeding two thousand dollars. 2) EMPLOYERS TO ALLOW EMPLOYEE PRESCRIBED PERIOD FOR VOTING

Section 147 of the Cities and Town Councils Regulations, which requires employers to allow employee prescribed period for voters on Election Day, Wednesday, 7th March 2018, between the hours of 7:00 a.m. and 6:00 p.m. (1) Every employer shall, on polling day, allow every voter in his employ a reasonable time during the prescribed period for voting, and no employer shall make any deduction from the pay or other remuneration of any such voter or impose upon or exact from him any penalty by reason of his absence during such period. (2) Any employer who, directly or indirectly refuses to grant, or by intimidation, undue influence or in any other way, interferes with the granting of reasonable time to any voter in his employ during the prescribed period of voting as in this section provided, shall on summary conviction be liable to a fine not exceeding two thousand dollars or to imprisonment for a period not exceeding one year.� 3) BAN ON LOUDSPEAKERS ETC. (4) No person shall directly or indirectly induce any voter to display his ballot paper after he has marked known to any person the name of the candidate for or against whom he has so marked his vote. (5) Any person acting in contravention of the provisions of this regulation shall be liable, on summary conviction to a fine not exceeding one thousand dollars and in default of payment, to imprisonment for a term not exceeding one year. (5) PROHIBITION AGAINST USE OF MOBILE TELEPHONES AND TAKING OF PHOTOGRAPHS INSIDE POLLING STATION

Section 149 states as follows: (1) No person shall furnish or supply any loudspeaker, bunting, ensign, banner, standard, set of colours, or any other flag, to any person with intent that it shall be carried, worn or used, as political propaganda, on polling day, and no person shall with any such intent, carry, wear or use, any such loudspeaker, bunting, ensign, banner, standard or set of colours, or any other flag on polling day. (2) No person shall furnish or supply any flag, ribbons, label or like favour to or for any person with intent that it be worn or used by any person within any division on polling day, as a party badge to distinguish the wearer as the supporter of any candidate, or of the political or other opinions entertained or supposed to be entertained by such candidate, and no person shall use or wear any flag, ribbon, label, or other favour, as such badge, within any city or town on polling day. (4) No person shall on polling day do any of the following acts within any polling area in which a poll is being taken(a) organize, hold or participate in any meeting, or organize, lead or participate in any procession, of five or more persons; (b) accost, or solicit or canvass his vote from any elector who had already joined the line of voters waiting to vote any polling station. Any person who contravenes any of the provisions of this regulation shall be liable on summary conviction to a fine not exceeding two hundred and fifty dollars or to imprisonment for any term not exceeding six months. 4) INFRINGEMENT OF SECRECY Section 157 of the Cities and Town Councils Regulations which states: (1) Every officer, clerk and agent in attendance at a polling station shall maintain and aid in maintaining the secrecy of the voting in that station, and shall not communicate to any person, except for some purpose authorised by these Regulations before the poll is closed, any information as to the name or number on the register of electors of any voter who has or has not applied for a ballot paper or voted at that station, and no person whatsoever shall interfere or attempt to obtain in the polling station any information as to the candidate for whom any voter there is about to vote or has voted, or as to the number on the back of the ballot paper given to any voter there.

(2) Every clerk and agent in attendance at the counting of the votes shall maintain and aid in maintaining the secrecy of the voting and shall

Statutory Instrument No. 44 of 2008 which provides that no person shall on polling day within a polling station, without the express permission of the Presiding Officer, use a mobile telephone, paging machine or any other device for electronic communications; or film or take photographs or make any audio or video recording of any matter or thing on election day, that is, 7th March 2018. A breach of this section by any person is an offence under the law. (6) PROHIBITION AGAINST CARRYING OF FIREARMS ON ELECTION DAY

Statutory Instrument No. 22 of 2008 which provides that no person shall carry, discharge or use any firearm or ammunition in any public place within one hundred yards of any polling station or counting station between the hours of opening of the poll on the polling day that is, 7:00 a.m. on 7th March 2018, until the completion of counting of ballot papers. This provision does not apply to members of the Belize Police Department or the Belize Defence Force on duty, or to any other public officer on official duty who has been authorized by the Commissioner of Police in writing to carry any firearm or ammunition. A contravention of this provision is an offence under the Firearms Act.
