UDP Compromised by 13 years of Corruption Faber was wounded some more by supposedly friendly fire as he tried to attend an interview. Lo and behold, Faber was being asked the right questions. This was an easy interview as all UDPs are forever Compromised by UDP corruption and incompetence, Tracy Panton and all UDPs involved in the Barrow/ Vega/Faber administration are deeply compromised. Jules can dissect any UDP he wishes in that way and wound them. No UDP will attend Jules show after Faber’s experience. The UDP are holding on to their corrupt legacy without uttering a word in confession. Tracy’s incompetence was so rotten her role in the Ministry of Economic Development led Belize into economic stagnation, dire recession, and investor flight. It seems distasteful

that Tracy will offer herself since she is a woman and that automatically all the UDP crassness in her will wash away. That is as deceitful as Shyne seeking signatures. Incidentally, Shyne has the same problem Faber is being castigated with. But Shyne, he has support from other sources. Sad for the UDP these sources are nowhere close to the Belizean people. What would it have taken for the five UDP’s to all lock themselves in a room and discuss who is the lesser evil or give Belize a schedule...2022 is Tracy’s turn; 2023 is Shyne; 2024 is Denise Barrow(Many would say, “Who?”; and lastly, if he is still there in 2025 Patt. Other than this, there is NO good that could ever come out of a Party that has been rejected. Their problems will persist as long as

the UDP persist. Belize will do well by staying away from the UDP as long as there is life. Also, the UDP has the problem of Leader of the Opposition vs Extinct Party’s leader. These are two positions of futility. These are two positions no one in Belize gives credibility to...not the UDP versions. The people of Belize did not vote for them. Now, Collet...that is the real seat disrespected by a man who is a loose cannon. The National Assembly is the people’s institution. Guess what? The UDP is still looking out for UDP. They do not care Faber disrespecting the National Assembly. UDP First is still their infamy. When the people of Belize look for the leader of the country, they are investing their

time in search of a number of qualities. The people need and look for a person with a moral and skill set that is conducive to building this country. It is probably impossible to itemize the virtue and capability package the people look for in the leader for Belize, John Briceño has it. The UDP has never had anyone lead them to prosperity. They also never will. Well Faber the pibil partygoer’s time is up. He and Babb are now out to pasture. Cabinet Brief Belmopan. 27th January 2022. 9:00 a.m. The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 25th January 2022. • Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize as of 24th January. Currently, there are more than 327,000 vaccines on hand. As of 24th January 2022, 212,480 persons or 49.3 percent of the total population had received at least one dose of the vaccine and 208,878 or 47.2 percent of the total population has been fully vaccinated. Additionally, over 28,628 booster shots have been issued since the start of the Booster Program. Also, 30,238 Belizeans aged 12 to 17 years old have received at least one dose of the vaccine. • Cabinet approved the Free Prior Informed Consent (FPIC) Protocol that will guide consultations with Maya communities, whether by government or private entities, in keeping with government’s commitment to the implementation of the 2015 Consent Order of the Caribbean Court of Justice. • Cabinet approved the establishment of the Blue Bond and Project Finance for Permanence Unit within the Office of the Prime Minister, which will be responsible for ensuring that the government meets all its commitments in initiating and leading efforts geared towards the timely fulfillment of the agreement under this project. • Cabinet gave its approval for the Minister of Rural Transformation, Community Development, Labour and Local Government to present amendments to the Village Council Act, Chapter 88 of the Laws of Belize at the next sitting of the House of Representatives. • Cabinet was updated on the increasing numbers of migrants arriving in Belize through the Phillip Goldson International Airport from Panama via COPA Airline flights and using Belize as a transit point to move northbound. In addition, the Minister responsible for Immigration informed Cabinet of the application for refugee status by the eight Venezuelans who were handed over to the UNHCR and later escaped while in the care of that organization. Cabinet gave its approval for the Ministry of Immigration to impose visa requirements for nationals of Venezuela, Ecuador and the Dominican Republic. • Hon. Michel Chebat, Minister of Public Utilities, Energy & Logistics, updated Cabinet on the current industrial action by the stevedores at the Port of Belize Limited, highlighting matters in contention and reported that the issues between Port of Belize Limited and the stevedores were currently before the Essential Services Tribunal for resolution. The Minister also expressed concern about the impact the industrial action was having on the stevedores, Port of Belize Limited and the country’s economy. • Finally, in the wake of the rising number of COVID-19 infections, the presence of the highly contagious Omicron variant and the continued presence of the Delta variant, Cabinet continues to encourage the public to wear masks in public, maintain physical distance, wash hands regularly, and for those not fully vaccinated, to get vaccinated as soon as possible. Sugarcane Farmers Receive Drought Relief

January 25, 2022 - Sugarcane farmers in the Orange Walk and Corozal districts are receiving relief certificates as part of the Enhancing Sugarcane Farmers Resilience to Natural Hazard Events Phase II project funded by a loan from the Caribbean Development Bank. To assist with the after effects of the 2019 drought which affected their crops, BZ$1,996,218.53 is being disbursed to sugarcane farmers. After consulting with the sugarcane farmers’ associations and the Sugar Industry Control Board, it was decided to share the funds for assistance proportionally, depending on tonnage of cane delivered in the 2018-19 crop year, among farmers registered on the Belize Agriculture Information Management System up to November 2019. With more than 3,600 farmers qualifying for assistance, 60% of the total assistance was issued in 2021 and the remaining 40% is now being distributed. Relief certificates may be redeemed at participating suppliers to obtain cane seeds, fertilizer, agrochemicals, irrigation materials and other equipment needed for production as part of the program.

The NOW, a group who has been in hibernation since 2008, were not against Patrick. They were for Tracy and that infuriated somebody. This somebody unleashed Peyrefitte. Who was that? See, the UDP women’s group, NOW who scrambled in disorganization(they are UDP) for letterheads and red paper lost in 14 plus years of UDP anti-women infamy was showing a sliver of leadership. UDP DNA in Peyrefitte could not have that. Peyrefitte verbally castigated the women of his party for having an opinion. He basically said that the NOW should leave leadership to men. Again, he revealed the obvious UDP DNA of transforming into political werewolves. Peyrefitte has an ulterior motive and most likely he was out on that limb seeking to balance equity towards him. Equity is most likely Peyrefittes’ impetus as he is definitely against Faber present hold of the one dollar building by the Belchina bridge.

EDITORIAL UDP: A Culture of Abuse

isogynistic and patriarchal tendencies run deep, but nowhere deeper than in the UDP. Smack in 2022, the old boys club has conspired against one of their very own in the grossest exhibition of political cannibalism yet. In the realm of public opinion, it was widely felt that both the members for Collet and Mesopotamia were not fit to represent as Leader of the Opposition. If Faber has been deemed unfit to lead because of the very many allegations of perpetuating Gender Based Violence, there have been similar allegations against Shyne, rendering him similarly unfit to lead. In a very unsurprising but telling turn of events, we have been reliably informed that Area Representative Hugo Patt has thrown his weight and vote behind Mesopotamia Area Representative Shyne Barrow. It leaves no doubt as to the value of women within the UDP. Suffice it to say that education, experience, service and trajectory are lower on the totem pole of their hierarchy than familial ties, violent tendencies and misogyny. The good ole boys have again conspired to prevent a better qualified and dignified candidate from representing them, simply because she is a woman. They have missed their chance at making history, at far better representation not just for their own party but for Belize as well. The reason is simply this, a man, any man, no matter his deeds, no matter his inexperience and faults, is thought superior to any woman. Women are thought inferior in intelligence and capacity, but this is merely a ruse to maintain power and control, by men that cannot by their own merit and hard work rise and remain on top. Oppression by any means necessary is the order of the day at the UDP. If that was not enough there have been many mistakes made this last week. The Belize Police Department has been amiss in their duties and allowed statements to be leaked to the press. This is not a practice that bodes well as it discourages others from coming forward from reporting abuse, because it is now a recurring practice of that department to make details known. The practice revictimizes those that have already suffered so much abuse. The press has been complicit to this by publishing in extensive and minute detail those events. It is, however, the host of a particularly vicious talk show who created the space for the Member from Collet to spew malicious and unfounded declarations of the state of health of the victim. In an attempt at ratings, he allowed the alleged perpetrator of abuse to continue to cast aspersions on the professional and private integrity of a well-respected front-line worker. While it would seem that he was on the side of the victim, he could have chosen to scrap the pre-recorded show and avoided the sordid incident all together. Therefore, while he tries to say he is on the side of right, the greed for publicity and relevance got the better of him. In the end Juicy was just one more of a long list of misogynistic men who milked and squeezed the traumatic events endured by a woman for their own selfish gain. We see you Juicy, you are just like all the others, no matter how you try to spin it. We understand that there is no space for women under the red tent. We understand that when push comes to shove, it’s the women who are pushed out.

FABER MUST RESIGN! The Office of the Special Envoy Calls for the Resignation of the Leader of The Opposition January 24th, 2022 - Gender-based violence continues to be a very serious problem in Belize, and there is much more work to be done to understand and be educated on the underlying forces and dynamics of violence against women. The events of last week’s news of the domestic altercation involving the Leader of the Opposition must be strongly condemned by all. My office supports the call for his resignation. This recent incident resulted in a warrant for his arrest and with the complainant withdrawing the charges, which unfortunately is a very common occurrence in the cycle of abuse. Our women need our support, not criticism, as they navigate the terrible scourge of abuse and violence. It is important that victims know they are not alone. It is critically important that we work harder to empower our women and provide the support and safety mechanisms they need to break the cycle of the domestic abuse. The records of gender-based violence have demonstrated that violence against women is mostly perpetrated by current or former intimate partners. In 2021, we have recorded 2155 cases, where 696 are open cases, accounting for 32% of all reported cases. It must be noted that 78% of complainants are women and that 11 women were killed as a result of domestic abuse. For too long, we issue statements of condemnation, yet the scourge continues. Stronger actions are needed. Beyond legal interventions, addressing gender-based violence requires a multi-sectoral approach as we must reach households, communities, educational institutions, businesses, and leaders as we demand a zero-tolerance for violence against our women and families. My office remains steadfast in its duty to work with the Government, the Police Department, the Ministry of Human Development, the Ministry of Health, and other partners in raising public awareness and in advocating for increased dedicated financial resources to implement reforms and programs that address the cultural barriers and issues which contribute to the cycle of abuse. As the Special Envoy for Families and Children, my commitment remains resolute in ensuring that we make the necessary changes in the law, in our educational system, and in our public awareness campaigns where needed. We recognize that we must create an environment of a safe space for victims to report the abuse and to reduce the stigma and fear associated with reporting these incidents. We will work with the relevant agencies to ensure there is progress in this regard. The public is reminded that these acts of violence against our women are violations of human rights of our women. While we do our part to strengthen the response to these incidents, we call on the public to do their part. If you see something, say something as it may save a life. We must act with urgency to end the abuse of our women and families and hold our leaders to account in setting the examples of upholding the rights and safety of our women.

Call for the Resignation of Patrick Faber from the National Assembly 24 January 2022 The Ministry of Human Development, Families and Indigenous Peoples’ Affairs has been following closely the developments of this past week on yet again another reported incident of domestic abuse by Opposition Leader Patrick Faber. The Government of Belize and our Special Envoy join the Ministry in once more condemning in the strongest terms the intimate partner violence perpetrated against a series of women by him. It is disheartening that yet another complainant has found herself in a position of not wishing to pursue the charges that are based on her report. Too many victims find themselves in this position whether through self-doubt, fear, criticism or coercion. This underscores the point that intimate partner violence does not discriminate based on socio-economic status, education, religious affiliation, sexual orientation, gender, race or ethnicity. Let us recognize that Gender Based Violence(GBV) is NOT just a women’s issue. Domestic violence is NOT a private matter. It is a serious public health and social issue. Domestic violence is a crime! It affects every member of our community, and we all have a role in addressing it. In addition to the physical, emotional, mental health and financial impacts that victims face, there are also traumatic effects on the children in these families, and if left unaddressed, it continues to perpetuate the cycle of abuse. It is equally unacceptable for victims to be told or to feel that violence in the home is a private matter that should be handled “privately.” This is part and parcel of the cycle of abuse. As Minister with responsibility for the empowerment of women, children and families, I pledge that my Ministry will take to Cabinet a firm request for additional budgetary resources to further strengthen the interventions, safeguards and public awareness required. Additionally, along with our National Women’s Commission and partners, there will be legislative review aimed at filling gaps and putting in the necessary reforms for the response to GBV. In tandem, we will work on securing additional financial resources to provide the support to women, children and families who are grappling with domestic abuse. With leadership comes the responsibility of setting the example. It therefore goes without saying that we must hold our leaders to a high standard of behavior and accountability. This latest incident of despicable abuse is made even more appalling because it was perpetrated by no less than a Member of Parliament who is also Opposition Leader, Patrick Faber. In referring to Faber’s actions, the Opposition Chairman publicly declared, that this is (and I quote) “not once, not twice, three times involved from what WE know in these situations” (close quote). In December 2019, the United Democratic Party, whose Deputy Party Leader was Mr. Faber, issued a statement strongly condemning (open quote) “any act of violence against women and girls and any threat of such violence whether done in private or in a public space.” (close quote) The UDP further stated (and I quote) “there should be no place in our country for this kind of reprehensible behavior to find succor, and there certainly is no place within our party for this type of conduct.” (close quote) In closing, I reiterate that in holding our public officials and elected leaders to the expected high standards and accountability, we signal the demand of all Belizeans for zero tolerance of domestic violence, and for proper and upright conduct. For the full realization of women’s safety and security, our rights and our empowerment, it is no longer enough to simply condemn. I say therefore, that the only honorable thing for Opposition Leader Patrick Faber to do, is to resign.

PUP CONDEMNS GENDER-BASED VIOLENCE & CALLS FOR RESIGNATION OF LEADER OF THE OPPOSITION The People’s United Party condemns, in the strongest possible terms, all forms of gender- based violence. Domestic abuse and intimate partner violence have been longstanding issues in Belize which we must address without fear or favor and with malice towards none. The People’s United Party and all its Standing Units: the United Women’s Group (UWG), the Belize Youth Movement (BYM), and the Marshall’s Community Service Corps (MCSC), unequivocally denounce last week’s actions of the Leader of the Opposition, Patrick Faber. It is, unfortunately, another in a series of incidents of reported domestic altercation perpetrated by him. With leadership, comes immense responsibilities. Mr. Faber has had numerous allegations of domestic abuse which are on public record. As the Leader of the Opposition, as a fiveterm politician and, as an experienced Member of Parliament, there cannot be anymore tolerance for his actions. Enough is Enough! The People’s United Party joins the call for the immediate resignation of Patrick Faber and further, calls that he resigns as a Member of Parliament. With the alarming rate of deaths and violence against our women due to domestic abuse, the PUP further calls on the United Democratic Party (UDP) to uphold its own call of not condoning gender-based violence and demand that they too call for the resignation of Patrick Faber. The PUP also supports the call of the National Trade Union Congress of Belize (NTUCB) that the Belize Constitution be revisited to review the criteria for the disqualification of a Member of Parliament. To this end, the PUP supports that the Constitutional Reform Commission that is to be installed shortly, ensures that the criteria for the disqualification of Members of Parliament seriously considers the Code of Conduct of Members, which puts the Parliament in disrepute, particularly as it relates to gender-based violence. This most recent public record of last week’s domestic abuse involving the Leader of the Opposition has presented a seminal moment in Belizean politics, not just for the UDP, but for the PUP and for any political party or political aspirant in the country, to hold ourselves individually and our political organizations collectively accountable on the issue of gender- based violence. Gender-based violence is not a private matter. In addition to being a serious crime, it has serious ramifications for the health and safety of our children and the impact on our families and children. No Leader, in Government, Opposition, Private Sector, Church, NGO or otherwise, should condone these actions of gender-based violence and therefore, definitive actions must be taken to demonstrate a zero-tolerance approach. To this end, we call on the business community, the church, the NGO community, and the wider society, to support victims of gender-based violence and to hold each Area Representative and our community leaders to account, as well as condemning the actions of the Leader of the Opposition. This cannot be a partisan political issue. Belize is a Signatory to the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) as well as the Convention on the Rights of the Child (CRC). Therefore, this is not a political issue. We encourage Patrick Faber to seek the necessary help he requires to address his actions in the hope that he will take all the time required to heal and reform his behavior. The People’s United Party commits to working with all relevant Agencies to address the root causes of gender-based violence and to provide the necessary support to the victims and families of abuse.

Domestic Exports Up 74.8% In December 2021 IMPORTS DECEMBER 2021: Belize’s total imports for the month of December 2021 were valued at $229.6 million. This was a significant increase of 57.4 percent or $83.7 million from imports of December 2020, which amounted to $145.9 million. SOME INCREASING CATEGORIES: Machinery and Transport Equipment Imports of ‘Machinery and Transport Equipment’ for the month almost doubled, rising by $22.3 million from $26 million in December 2020 to $48.3 million in December 2021, owing to increased imports across a variety of items including trailers, liquid dielectric transformers, and excavators. Mineral Fuels and Lubricants Expenditures on ‘Mineral and Fuels and Lubricants’ more than doubled, growing by $19.4 million from $17 million to $36.3 million, as the country imported greater quantities of all major fuels at higher world market prices. Commercial Free Zones Goods destined for the ‘Commercial Free Zones’ grew sharply by 82 percent or $15.7 million, from $19.2 million in December of 2020 to $34.8 million in December of 2021, due to increased imports of clothing and footwear. DECREASING CATEGORIES: Beverages and Tobacco ‘Beverages and Tobacco’ was the only commodity category to have seen a noteworthy decrease during the month, falling by $0.5 million from $5.7 million in December 2020 to $5.2 million in December 2021, due mainly to a drop in imports of beer meant for re-exportation, as well as wines. Annual 2021: Total merchandise imports for the year 2021, amounted to $2.1 billion, representing a 34.7 percent or $547 million increase from the $1.6 billion worth of goods imported during the twelve months of 2020. DOMESTIC EXPORTS DECEMBER 2021: Total domestic exports for December 2021 amounted to $37.1 million, up by a considerable 74.8 percent or $15.9 million when compared to exports for December 2020, which were valued at $21.2 million. INCREASING CATEGORIES: Earnings from most of the major exports grew during the month, with crude petroleum recording the largest increase. While there were no exports of this commodity recorded in December 2020, revenues from crude petroleum amounted $7.4 million in December of 2021, due to a bulk shipment to the United States of America during the month. Marine exports also increased notably, by $2.7 million from $4 million to $6.7 million, as sales of both conch and lobster products rose during the month. Additionally, lobster tails were sold at more favorable prices than in December of 2020. Earnings from sugar more than doubled, from $2.2 million in December 2020 to $4.7 million in December 2021. Exports of animal feed recorded a $2.1 million increase, from $1.4 million to $3.5 million, while revenues from bananas were up slightly, from $7 million to $7.5 million. DECREASING CATEGORIES: Among the major exports, only citrus

products saw a decrease in revenues for the month, falling by $1.6 million, from $2.8 million in December 2020 to $1.2 million in December 2021, due mainly to a drop in exports of orange concentrate. MAJOR DESTINATIONS: With the bulk of crude petroleum exported during the month destined for the United States of America, earnings from this nation rose substantially by $9.3 million, from $3.8 million in December 2020 to $13 million in December 2021. Also contributing to this increase were improved sales of conch and lobster tails to this country. Increased sales of sugar and bananas, likewise, led to a $3 million rise in export revenues from the United Kingdom, from $5.5 million in December 2020 to $8.5 million in December 2021. Earnings from Central America went up by $2.8 million, from $1.7 million to $4.5 million, due largely to boosted exports of animal feed and scrap metal. Revenues from Mexico saw an increase of $0.5 million, from $0.8 million to $1.3 million, on account of improved cattle sales to this nation. Belize Defence Force 44th Anniversary and Change of Command Address by Prime Minister

Your Excellency Ms. Froyla Tzalam, Governor General of Belize and Retired Captain Daniel Mendez, Acting Chief Justice of Belize Madam Michelle Arana, Members of the Cabinet and other senior members of Government, Your Excellences of the Diplomatic and Counsellor Corps, Members of our armed forces, Distinguished Guests, Ladies and gentlemen, And of course the good men and women of the Belize Defence Force, as the leader of this nation I have sworn an oath to protect this nation from threats both foreign and domestic. So too have the men and women of our armed forces. Today, I am happy to be a part of this event which for us in Belize is a normal part of our work, the seamless transfer of the Head of our military from one General to another. We take it for granted, yet, there are places in our world and, not too long ago, even in our region where this transfer of authority was not so routine. For us in Belize, however, it is routine and this routineness if I may use such an expression is the cornerstone of who we are and what we believe in a Belizeans—A society of free men and women who believe in the supremacy of God and desire to live in a free and democratic nation. And so, I am honoured to be with you today to celebrate two significant milestones for the Belize Defence Force: its 44th anniversary in service to the people of Belize and the change of command from Brigadier General Steven Ortega to Brigadier General Asariel Loría. I am honoured, more so, that even amidst the military pomp and ceremony, General Loría is fully aware that he is here to serve this nation and to uphold our democratic principles and our values which are rooted in our peaceful, constructive, progressive and authentic Belizean revolution. Like his soon to be predecessor, I am confident that General Loría will not only honour but, also, value the hard work and dedication of the women and men of the Belize Defence Force and all that they have accomplished over their 44 years of service to our nation. I am sure that like General Ortega, he too is proud of the talented men and women of the BDF, of the quality training they undertake throughout their careers and the adversities they endure in the line of duty. Now, at the risk of getting into trouble with the commanders of our other uniformed services, I will express my own admiration for the men and women of the Belize Defence Force, who in my layman’s opinion have repeatedly proven their bravery and integrity. From the treacherous trails along our border to their contribution in the fight against well-financed and ruthless drug-traffickers, the members of our Defence Force have not been deterred. Indeed they have consistently executed their responsibilities with unparalleled courage. From special operations to humanitarian work, from ceremonial events to the more dangerous search and rescue operations, they perform so selflessly; the members of the Belize Defence Force have been there for us. They have and continue to be ready and willing to face every danger to assist those in harm’s way, and those in need, and for this, and for the sum total of their service, every Belizean is proud of the men and women of the BDF. All of us know that the men and women of the BDF will continue to make us proud. We know that you will work hard every day to fight against those who would dare to harm this nation. Indeed for the past four years you were led by a good and determined leader, one whose legacy was built through hard work which started 31 years ago. Cherish what he taught you, be inspired by how much he loved this organization and what it represents. Remember he dedicated his life’s work to the BDF. More than three decades of selfless service to the Defence Force and the people of Belize must stand for something. Value the fact that over the past 30 years General Ortega distinguished himself as a good soldier and a good officer. To his family: we thank you for your sacrifices. We know General Ortega’s love for our country and his sense of duty may have kept him from you at important moments in your lives, sometimes, even for months at a time. Of course, we want you to be proud because your father, brother, son, husband embodied the high standards of excellence. General Ortega, for the sacrifices you made and the dedication you have shown throughout your illustrious career, I thank you on behalf of this nation. I am not sure if I can say this since it is not in our culture for civilians to so do, but if you will allow me the expression sir, but I salute you and what I believe I can do is ask all of here to join me in a round of applause for your good work. To the incoming Commander of the Belize Defence Force, Brigadier General Asariel Loria, congratulations on your new appointment. We are handing command of the Belize Defence Force over to you. We do so confident that you are the best man for the job at this time. Needless to say, you have big shoes to fill. The Commanders before you have built a fearless and dedicated professional armed force that is the envy of countries many times our size. Along with the entire nation, the officers and soldiers of the Belize Defence Force will be looking to you for guidance and leadership. Your leadership is what will guide them through the challenges of our time, and, it is your leadership that will allow them to continue operating at the highest level of professionalism. I trust sir that the course you will chart will build this force to meet the challenges of our generation while setting the tone for the next generation of first-rate Belizean military leaders. Let me assure you that my administration is committed to national security and to strengthening the Belize Defence Force as one of most important pillars of support for our nation. This government, and the Ministry of National Defence and Border Security led by Ministers Marin and Mira fully understand that we must do everything possible to provide the support to ensure your successful tenure. Ladies and Gentlemen, today is a good day for Belize, it is also a good day for the Belize Defence Force. You have much to celebrate at 44. Although still young, this institution is now a mature institution, it is one of our finest of Belizean institutions fabricated on a culture of excellence. Together with two generations of alumni, you have built this force into what it is today. This nation is counting on you to move to greater levels of excellence, and to move forward, clear in the understating that you must always serve the people, protect this nation and that you are strongest when you stand shoulder to shoulder. Your Excellencies, ladies and gentlemen, join me in congratulating the fine men and women of the Belize Defence Force on this, their 44th Anniversary, and in welcoming our new Commander of the Belize Defence Force General Asariel Loría.

Belize Highlighted: LATAM Summit 2022 Belmopan, January 27, 2022. 5:40 p.m. Day 1 of the Latin America (LATAM) 2022 Summit has started on a high note with Belize’s delegation taking center stage at the Caribbean region’s largest business round. This year’s summit is taking place in Cancun, Quintana Roo, Mexico, from January 26 to 29, 2022, and convenes a platform offering opportunities for bilateral meetings between government and the private sector on areas ranging from tourism, the hotel and restaurant industries, transport, healthcare to construction and manufacturing, among others. Belize is one of only five countries to be highlighted at LATAM 2022, together with Colombia, Panama, the United States and Mexico. This significant visibility is a direct outcome of Prime Minister Hon. John Briceño actively seeking to reinforce and build relationships with Mexico and the Latin America region, specifically to expand in the areas of trade and investment. In his address, the Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise, speaking on behalf of the Prime Minister, emphasized that Belize is open for business and articulated Plan Belize’s strategic vision and objectives in support of strengthening the productive sector’s ability to actively participate in international commerce, while at the same time ensuring environmental protection and sustainable development. The latter point was echoed by Carlos Joaquin Gonzalez, Governor of the State of Quintana Roo, as being essential for ensuring the longevity of the region’s tourism product. The governor also emphasized the importance of investments for job creation and expanding the potential for expanding the reach of Mexican investments in Central America. In turn, Lic. Sergio Leon Cervantes, President of Quintana Roo’s confederation of business associations, COPARMEX, highlighted the key benefits of investing in Belize for accessing frontier and CARICOM markets. Other significant organizations represented at the LATAM Summit 2022 include FONATUR, Mexico’s national tourism promotion agency, and UCABICIMEX, the Union of Central American Chambers of Commerce, Industry and Mexican Investments. Belize’s robust delegation includes ministerial, executive level and technical representatives from the Office of the Prime Minister, the Ministry of Agriculture, Food Security and Enterprise, the Ministry of Tourism and Diaspora Relations and the Belize Tourism Board. 2022 CABINET APPROVES ESTABLISHMENT OF BLUE BOND AND PROJECT FINANCE FOR PERMANENCE UNIT

On January 25, 2022, Cabinet approved the establishment of the Blue Bond and Project Finance for Permanence Unit within the Office of the Prime Minister. This unit will be charged with ensuring that the Government of Belize meets all commitments outlined in the Blue Loan Agreement (BLA) and Conservation Funding Agreement (CFA) and the design of an innovative new financing model: Project for Finance Permanence (PfP) to further assist Belize in meeting and sustaining its Nationally Determine Contributions and conservation goals. The Blue Bond and Project Finance for Permanence Unit will be headed by Mrs. Narda Garcia, Chief Executive Officer in the Office of the Prime Minister, and led by Ms. Beverly Wade, Director of the unit. Ms. Wade has over 22 years of extensive experience in the marine and blue economic sectors and

has been instrumental in the finalization of the CFA. The new unit will coordinate across all relevant government ministries and agencies and will be the point of contact for the Government of Belize on all enquiries related to the Blue Bond and PfP programs. Additionally, the unit is responsible for documenting and maintaining workplans; ensuring project teams have sufficient human resources to achieve government’s commitments; and coordinating with external partners to ensure full implementation of said workplans. Furthermore, throughout the project’s lifecycle, the unit will monitor program progress and communicate program status information to all relevant internal and external stakeholders; coordinate all reporting requirements; and ensure all relevant governmental and program management standards are met.

Andre Perez is demanding a retraction of a UDP/Guardian baseless statement via a Hon. Perez lawyer’s correspondence. According to the Guardian’s vile post, the Representative and Minister from Belize Rural South cannot buy a vehicle without being called out by the UDP. Truth: The vehicle in question is personal property and not the government’s as the post purports. The UDP’s organization is not even printing a paper anymore yet they continue trying to usurp the usual honor bestowed on newspapers in this country. Time and again they are caught spewing false sensation just to keep a floudering UDP relevant. The UDP has no idea how to serve. The UDP’s Guardian attempt at slaying the character of a hard working authentic servant of the people cannot be tolerated and must be met with the full protection of the law.

The Government of Belize and the Ministry of Health & Wellness support the Republic of China (Taiwan)’s participation at the 75th World Health Assembly (WHA) as an observer. The 150th Executive Board is meeting today, January 24th, in a forum where all the member states of the Region of the Americas will review and discuss agenda items of particular interest to the region. The meeting will address current issues related to public health and will also provide member states of the region with an overview of the COVID-19 pandemic.

Taiwan has demonstrated its ability to effectively manage the COVID-19 pandemic. The country is seen as a model in combating the pandemic due to their highly effective early response measures, and continues to be applauded internationally, which is why Belize’s support for their inclusion comes at this critical time. Taiwan has assisted Belize and many other countries in their COVID-19 response efforts through the donation of essential medical

supplies and equipment, including surgical and N95 masks, protective gowns, and ventilators. In addition, through the Taiwan ICDF, Taiwan has partnered with the Nephrology Society to launch an online introductory training course on kidney disease. Belize, therefore, considers Taiwan’s participation as an observer in the WHA imperative. The Government of Belize remains committed to the joint efforts led by the World Health Organization and reiterates its support for the inclusion of the Republic of China (Taiwan) as an observer at the 75th WHA to help in the fight against COVID-19, its emerging variants and sharing of critical information on genetic sequencing. Taiwan’s expertise and input will benefit all member states in the global health fight against COVID-19.

Ex-UDP Minister Exposes the UDP

Melvin Hulse Slams the UDP

When he first got into office in 1993, the country knew little about Melvin Hulse, the man known now by his very own words, such as “flipping” and “mada fish!” But now that he has been diagnosed with stage four cancer in his prostate and given little time to live, Hulse, in an exclusive interview on Channel 7, slammed the same UDP that propelled him to popularity, saying he does not consider himself a UDP anymore. “I got more done in five years for Stann Creek than any before and any after,” Hulse said of his first term under Manuel Esquivel. Comparing his second re-election in 2008, when he served under Dean Barrow, Hulse said that Barrow did not have the passion to develop a country. “It was more ‘Bwai, mek wi - mek wi mek sure the party win. Mek sure that the party win. It was about the party and about individual ministers. It was never about people. That’s why I resented - I’ve always resented (it). Don’t ever tell me that a par-

ty come before people,” Hulse said candidly as he shared his thoughts about Barrow on Channel 7 (aired on January 19, 2022). “No party can be (more) important over your country and your people. Can’t! Can’t! Can’t!” Hulse added, admitting that he and Barrow never saw eye to eye on fundamental principles. Calling him and fellow politicians “Honourable” was another thing he disagreed with, he said. “Honourable soh and soh and yoh know the man da wa bad mada fishing brute weh beat up ih woman; alcoholic, thief, all kinda flipping thing, bwai?” Hulse snapped. Dipping again into history, Mevlin Hulse has exposed UDP senators going way back to the original Scampos, who he told, “Bwai, you no good.” At the time, that was sugar to the ears of many and bitter to the corrupt UDP as this led to the demise of many a UDP political careers. Hulse said that he considers himself a failed politician and only got into politics because Mr. Esquivel asked him to do it to develop Stann Creek West.

On Domestic Violence By Thea Garcia-Ramirez, President of Nation Women’s Commission There are things in life that some people will never understand, like why women stay when they are victims of domestic abuse... unless it happens to them. It is documented that it takes an average of 8 attempts for a woman to leave an abusive relationship. A lot of them never make it out alive. One of the most common reasons for not telling anyone of the abuse suffered in silence, sometimes for years is the shame that the victims feel, but many of you will not understand...unless it happens to you. Many women stay in abusive relationships because abuse comes in many forms and probably one of the most violent forms of abuse is the psychological control that is exercised by the perpetrator on the victim. Perpetrators of DV isolate victims from their family and support circle, this makes it easier to exercise complete control over the victim and this creates complete emotional and financial dependency on the perpetrator. Victims are told by the perp that no one will believe their stories, that they will not be able to make it, and that they will be ostracized and ridiculed publicly. When a woman comes forward and reports her case to the authorities, she does so only after extreme circumstances. It is an act of extreme courage and bravery!! Often the report is withdrawn due to public pressure, coercion and, yes, even threats of bodily harm against the victim, her children or other family members. When a victim is shamed for her choices, for repeated attempts to access help and, then, her withdrawal of charges or her going back to the toxic relationship, it reinforces and confirms all she has been told. You(FB, IG users) are not helping with your comments on social media, further shaming and re-victimizing, it is truly kicking someone when they are already down. Cruel commentary only discourages other victims from coming forward. Instead, I urge my friends and anyone else reading this to support your local shelter, to foster children, to offer shelter if even for a night to women in urgent need. I ask you to do more than criticize, laugh and ridicule...I urge you to help and to ensure that whatever your opinion is that it does not cloud your empathy. I ask you to stand with women and for women and I hope that it never happens to you.

Reports to: Marine Manager Summary of Responsibilities: The primary duty of the Boat Captain is to safely navigate the vessel of which he has in command. The captain has absolute authority relating to the safe conduct of his voyage and he alone shall make determinations regarding the safety of his vessel, crew and passengers, including when put to the sea. This post is fun and challenging, come prepared for a new venture. Job Responsibilities: • • • • • • • • • • •

Operate and navigate all Port of Belize Limited vessels under command in a safe and efficient manner. Ensure that the Pilots Launches are always in a state of readiness to perform its function. Be thoroughly familiar with the duties of a Captain/Engineer as contained in Belize Port Authority Mariner’s Handbook. Provide proper accounting for all fuel and lubricants and for spare parts used in repairs and maintenance including a log Book for each vessel. Ensure the safe handling of hazardous material in compliance with current safety precautions and environmental protection laws and regulations in the procurement, stowage and disposal of such materials. Ensure that the Pilots & Stevedores embarking and disembarking from ship are done in a safe and efficient manner. Follow proper and comprehensive preventative maintenance program for the Pilot Launches as provided and assist to effect repairs to engines of the Pilot Launch. In time of emergency or danger, when in command, give proper and clear instructions. Inspect Vessels, check fuel levels, major shipboard systems, navigational lights and sound devices. Ensure all safety devices are onboard and in good working order. Complete Pre & Post voyage check list. Any other duties of a related nature assigned from time to time.

Job Qualifications/Requirement: • Minimum High School Diploma. • 5 years’ boat handling experience preferred (minimum Class B). • Possess a valid Boat Captain License Class C. • Knowledge of maritime laws and regulations Required Skills, Knowledge and Characteristics: To be selected applicants must possess the following important characteristics: • Firm Knowledge of marine craft communication and problem –solving skills. • Must have the ability to adapt to changing conditions and respond to emergency situations. • Able to easily multi-task and work independently. • Team Oriented, Punctual, and Ethical Compensation Package: Will be commensurate (in accordance with the Company's Salary Structure). Shendra Casimiro 3’ and 56’ and Shadette Lino 11’ and 28’ each scored a brace to lead the Stann Creek girls to a 8-2 win. THINK ABOUT IT VULTURE VS. THE HAMMER The Hammer was in trouble again. Another domestic violence had weakened his political power. The Vulture saw an opportunity and decided to go on the attack. Hammer had won five major battles. Vulture had not won a single nomination fight, and has not even qualified for a championship bout. Hammer was agile, he could take off from zero to twenty miles an hour and smash doors. He suffered from anger management problems. He could perch on fragile limbs and take off before it could break. Vulture on the other hand was huge, way too overweight. He could never perch on limbs. He could never run, neither long distance or sprint. Speculators attribute his situation as endomorph. They say it’s an eating disorder. Other, more unkind, say its laziness and indiscipline. Supporters of Hammer also ridicule Vulture’s verbosity. They also despise his bloviatedness. In the ego world of verbiage and verbal diarrhoea, none exceeded the other. They both could puff and posture and blab their mouths for hours and utter nothing of substance. But now as Hammer faced an arrest, Vulture struck. On Friday afternoon, the conditions of an already sick and despised UDP could not have been in more dire straits. Hammer was contemplating getting an injunction from the Supreme Court to restrain the police from trying to arrest him. Such an application would readily be granted by any judge as there was no formal complaint against the Hammer. And the complainant in the domestic brouhaha had publicly confirmed she had signed a statement for the police to cease and desist any attempts at Court action. Hammer would still face difficulty as the police were notorious for leaking information to the media. As it turned out, the complainant’s confidential report went viral on social media. As Hammer contemplated his options on Friday afternoon, Vulture was already giving the media his “personal” views. It was a performance unbecoming of anyone holding the lofty position of Chairman of the Opposition party in a two party structure. The proper approach to the impending scandal was to simply say the executive of the party would be holding an emergency meeting and a decision would be forthcoming on Monday. Unable to tackle Hammer front-on, Vulture attacked from the back. A rear move. He jacked Hammer, verbally. Condemnations poured out. The chairman of the party kicking the Leader of his party, while he is down. Grand-standing and ego maniacing should have no place in the upper reaches of a mass party. This party had tackled the mighty People’s United Party, buffed and powered by a new breed of general’s. When the dust settled the UDP was limping away with five out of thirty-one. This highlights how highly personal and confidential information is treated with scant disregard for the privacy and feelings of victims of domestic violence. It sends the wrong signal to those brave women who come forward seeking police help from the nightmare they and their children are subjected to. Shame on all woman beaters. Speaking at the opening of the Supreme Court, the Attorney General mentioned that the government figures showed that over TWENTY MILLION dollars were spent paying lawyers under the UDP government. This is shocking information. We know that many of those millions went into the pockets of the UDP lawyers and family members of the former Prime Minister. The government owes it to this nation to provide a breakdown of the more egregious payments to law firms, especially as there were over a dozen public officer attorneys staff at the Solicitor General office. This is a scandal of major proportion. It should not be swept under the rug. The Attorney General also outlined some progressive changes which will be coming soon to the Supreme Court, the Court of Appeal, and innovations in how they will function in delivering justice to our citizens. Out of the blue (literally and figurately) the transport department in Belmopan has stopped renewing their bus licenses. Instead of a one-year renewal, they are all getting one-month extensions with no explanations. To add to their woes, persons they know are approaching them to say their licenses have been promised to new persons who wish to operate mini-buses. They were planning to take their thirty odd buses and block the Western Highway but were talked out of it and advised to request a meeting with the Minister of Transport as it is the Transport Board which is taking away their licenses. ISLAND BREEZE-GRIGA The Owner of Island Breeze Bar and Grill felt he had no choice but to share his frustration with the public. Island Breeze occupies a scenic and serene spot on the edge of the lovely beach in Dangriga. The open-air facility is popular in the culture capital. But of late, someone, somewhere, has decided to disrupt and embarrass Island Breeze. Every minute, as is the phrase, the Police pop-up at the establishment. They claim they are checking if there is any breach of covid rules. So regular police in regular uniforms, so special units in camouflage with sub machine guns. They harass the customers, point guns in their faces, even take the customers pictures on their cell phones. Several of these unprofessional conduct have been caught on camera. Complaints to the Dangriga Police station has gone unheeded.

20 United States Donates All-Terrain Pickup Trucks to Support Anti-Trafficking Operations Belmopan, January 24, 2022 – The U.S. Embassy today donated four Ford Ranger pickup trucks valued at over US $206,000 to the Belize Joint Intelligence Operations Centre (JIOC) for use in investigating and countering transnational organized crime in Belize. The donation was made through the U.S. government’s Foreign Military Financing grant program and coordinated through the U.S. Embassy’s Security Cooperation Office. The brand-new vehicles will support the deployment of JIOC assets to remote areas in its ongoing efforts to disrupt and deter the illegal movement of drugs, people, weapons, and other contraband through Belize. The JIOC comprises members of the Belize Defence Force, Belize Coast Guard, Police Department, Customs and Excise Department, and the Immigration Department. “The United States has pledged our continuing assistance to our partner, Belize, in the effort to protect its people and sovereignty from transnational criminal organizations. Today’s donation of high-performance vehicles to the JIOC will facilitate a quicker and more effective response to criminal activity that threatens citizen security. As Belize’s strongest ally, the United States will continue to stand with Belize,” noted U.S. Embassy Chargé d’Affaires, a.i. Leyla Moses-Ones. Medical Waste Regulations Signed Belmopan, Belize. January 25, 2022. The Government of Belize, through the Department of the Environment within the Ministry of Sustainable Development, Climate Change and Disaster Risk Management, signed the Medical Waste Regulations on November 29, 2021. These regulations are aimed at ensuring that medical waste is managed throughout the country through improved storage, transportation, and disposal. The Government of Belize endorsed the enactment of these regulations recognizing that medical waste management is largely unregulated and unmanaged in Belize and the effects it has on human health and the environment because of improper incineration and open burning of medical waste. The regulations also considered the advancement of the pilot project of a medical waste autoclave system installed at the Mile 3 Transfer Station in Belize City. During the development of the Medical Waste Regulations, stakeholders were directly engaged in all major municipalities targeting all health care providers in the human health and animal health sectors. Belize’s Direct Access Entities Receive Multinational GCF Readiness Grant January 18, 2022 - As the Green Climate Fund’s (GCF) National Designated Authority for Belize, the Ministry of Economic Development and the Climate Finance Unit are pleased to announce the approval of the project entitled “Strengthening the capacity of Direct Access Entities through the Community of Practice for Direct Access Entities (CPDAE) to access climate finance and implement adaptation and mitigation programs and projects.” Valued at EUR 991,810, the project is intended to support the ongoing effort to further complement the coherence between the Adaptation Fund (AF) and the Green Climate Fund (GCF) through CPDAE. The CPDAE is a network composed of national implementing entities and direct access entities, led and driven by its own members, including Belize, alongside an elected committee that coordinates its work. The CPDAE has made significant efforts in structuring its governance framework since its creation in 2019. The AF and the GCF have been promoting Direct Access Modality as a best practice approach to enhance country ownership of climate projects and ensure that developing countries remain in the driving seat of climate finance. The Protected Areas Conservation Trust (PACT), accredited as Belize’s AF National Implementing Entity and Belize’s first GCF Direct Access Entity, is a member of the CPDAE and along with other potential GCF accredited entities such as the Development Finance Corporation, Belize Social Investment Fund and the Ministry of Economic Development will benefit from capacity building for project designs, project development, implementation, monitoring and evaluation, etc. These entities are important since they promote country ownership, the understanding of national priorities, and contribution towards low emissions and climate-resilient development pathways. Additionally, the readiness grant will address the gaps related to the CPDAE governance framework, communication and outreach mechanisms, and the lack of an M&E framework to further improve its engagement with its membership. To this end, CEO Martinez thanked the Ministry of Economy and Finance from Peru, the lead country, and the delivery partner Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH that will assist with the implementation of the project. The readiness grant will support Argentina, Armenia, Belize, Benin, Bhutan, Colombia, Costa Rica, Georgia, Mexico, Micronesia F.S., Niger, Panama, Peru, Senegal and Togo. Mr. Vejerano is selftaught on computer use and repairs, despite his challenges. He has also developed a community programme to assist others who are visually-impaired to become computer literate and to use smart devices to learn. He now will start his own business,

offering computer repair services. Earlier this month, the Belize Chamber of Commerce and Industry awarded Mr. Vejerano a Micro, Small and Medium Enterprise (MSME) Inclusivity Grant to start-up his business. Mr. Vejerano was selected by BCCI for the grant out of a pool of seven business proposals.

Mayor Vellos encouraged Mr. Vejerano to keep focused on achieving his goal of being an entrepreneur and to bring about positive change in the community. He added that the support from the Council should assist him to ensure that he focuses his resources into realising his dream.

REQUEST FOR EXPRESSION OF INTEREST The US Government-funded Millennium Challenge Corporation (MCC) had selected Belize as one of only two countries in the world for a five-year government to government grant to fund a program aimed at reducing poverty and stimulating economic growth. The Government of Belize (GOB) through the Ministry of Finance, Economic Development, and Investment intends to contract a team of individual consultants to form a MCC Compact Development Team in Belize that will work together with a U.S. based MCC Team to conduct a diagnostic of the constraints to economic growth, prepare concept notes, develop project proposals and plan for project implementation. The MCC Compact Development Team will be led by a program coordinator who will manage the team, engage key stakeholders across all sectors, and bear responsibility for the overall performance and work quality of the team.
