Cabinet Brief Belmopan. January 5, 2021. 12:45 p.m. The Cabinet, chaired by the Prime Minister Hon. John Briceño, met remotely in regular session on Monday, January 4, 2021. • Cabinet approved the introduction of legislation at the next sitting of the House of Representatives, scheduled for Friday, January 8, 2021, to empower the Central Bank of Belize to provide for emergency programs and facilities to assist during unusual and necessary economic circumstances. • Cabinet discussed and approved a request by Hon. Orlando Habet, Minister of Sustainable Development, Climate Change and Disaster Risk Management, to review all short-term logging licenses issued on national land for the logging season October 2020 to July 2021. • Cabinet approved the formation of an inter-ministerial committee to review the Misuse of Drugs Legislation to recommend amendments to facilitate the proper development of the hemp industry and to establish a national hemp policy as well as monitoring mechanisms. The committee will include Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise; Hon. Kareem Musa, Minister of Home Affairs and New Growth Industries; and Hon. Orlando Habet, Minister of Sustainable Development, Climate Change and Disaster Risk Management. • Cabinet approved the introduction of a General Revenue (Supplementary Appropriations) Bill to cover urgent and unforeseen expenditure for the period after November 11, 2020 to March 31, 2021. • Cabinet approved the signing of a memorandum of understanding between the National Forensic Science Services (NFSS) and the Central American Health Sciences University in order to formalize a working relationship between the two entities. This will ensure that the forensic post-mortem examinations for medicolegal death investigations can continue in a manner that is aligned with the strategic priorities of the NFSS. Additionally, the Coroner’s Act will be repealed and replaced by modern legislation. • The Prime Minister informed Cabinet that a state funeral will be held in honour of Dr. Dame Elmira Minita Gordon, Belize’s First Governor General. The unraveling of the United Democratic Party Government abuse, neglect, incompetence and rabid acts of corruption continues. The visit to the Youth Hostel by the Honorable Dolores Balderamos Garcia, Minister of Human Development and Indigenous People Affairs and Minister of State Honorable Gilroy Usher, and Chief Executive Officer Tanya Santos unveiled the blatant attack on humanity and a direct violation of the Convention on the Rights of the Child ( CRC). The youths housed at the Princess Youth Hostel were living in fetid conditions. Bathrooms were in disrepair without running water. The 19 individuals slept on almost bare steel with a thin layer of sponge for comfort. The social worker and mediator for these young people indicated that numerous reports of various incidences of abuse were laid without finality. Clearly the Youth Hostel, under the administration of the then Minister of Human Development Boots Martinez, and CEO Judith Alpuche, was a stark contradiction to the intent of rehabilitation. The existing conditions throughout the facility was abused and neglected as displayed in the Channel 5 exposé. In 1993, Minister for Human Development and Women’s Affairs, Dolores Balderamos Garcia suggested that upon signing unto the CRC, the Government of Belize became tasked with the responsibility of ensuring “that children, and especially young women received the opportunities that will ensure their wellbeing...” That assurance of allowing these young people to realize their dreams became a nightmare under Boots the enabler and his minions. The operations at the Hostel, the squalor lived and heinous incidence of wrongdoing emanating from maladministration was no support for a better life for the youths which became a hush, tucked beyond the razor wire fences. No media was allowed inside the walls of the rehabilitation institution until the bold venture by the new PUP government officials. Interestingly, when the tragic fire
on 28th November 2015 snuffed out the lives of those three females, the former CEO Alpuche indicated that an urgent re-evaluation of existing policies in the method of management of these supposedly wayward youths would occur. The untimely deaths of Shadisha Arnold, 16; Anne Carlos, 16; and Elizabeth Mckoy revealed that several protocols were breached. The facility owed those girls that perished and now the youths, presently being housed at the Youth Hostel, a duty of care and a standard of care. They have failed to deliver those legal responsibilities thus hinging into illegality. To date, the report on the fiery incident in 2015 has not been made public with anyone held accountable. Minister Garcia gave her assurance that the tragedy is not a “cold case” and the results of the findings will be made public. The honourable minister was adamant that the institution is “not a dumping ground” and measures of reform will be actively pursued. She further insisted that in the promotion of a country’s development, people must be placed at the centre of the efforts of that development. Whilst her ministry is responsible to engage a climate conducive to changing the lives of the young people the families and by extension the communities must be included. Had the status quo remained and the Minister was not proactive, the words of Shakespeare, The Rape of Lucrece would be echoing loudly. The visit on 30th December wasn’t just a visit but an indication that development must include people. A win for the people!!

CROCODILE TEARS
his past week we have witnessed the appointment of several people recognized for their contributions to Belizean society and development. These people were nominated sometime last year and before the last election, a few of them are questionable at best. Belize signed on to the Convention of the Rights of the Child on March 1, 1990 but almost thirty-one years later nothing much has changed at the Princess Royal Youth Hostel. Ironically, just as Judith Alpuche, former CEO in the Ministry of Human Development, Social Transformation and Poverty Alleviation was named an Ordinary Member of the British Empire (MBE), we discovered the inhumane conditions in which children are currently forced to live at the hostel. Yet, it is precisely for her work and contributions to Social Work and Public service that she has been recognized. The squalid conditions of the grounds littered with garbage gives previews of even worse conditions inside. The facilities are rundown and resemble prison cells more than a rehabilitation center for troubled youth. In fact, that is precisely how they are forced to live behind bars like hardened criminals beyond redemption. In November 2015, on the fourth day of the 16 days of Activism Against Gender Violence there was a fire at the hostel. Three young girls perished together in a fire. Their names were Anna, Elizabeth and Shadisha. These girls died a violent death in a place that should have been their sanctuary. There was a coroner’s inquest, and administrative discipline. The report was never made public and those responsible were never held accountable for their actions and their neglect. It was Judith Alpuche who told us that the experience would serve so that the conditions that led to the horrible incident would never again happen. It has been more than five years since Belize witnessed horrified as the building where these girls were, was engulfed in flames. Until just recently, it was still Ms. Alpuche who served as the CEO of the Ministry, and it was under her watch that our girls died. To add insult to injury, the conditions at the hostel did not change, they remained exactly the same. Under the convention children are guaranteed the right to life, survival and development, non-discrimination, and the devotion to the best interests of the child. The abomination that is the hostel in its current state violates all the core principles of the rights of children. It is inconceivable that the former CEO under whose watch three children died in a fire and who did nothing to change the systemic rot that permeates every corner of that institution should now receive recognition and award. However, it is not only the inept former crocodile tears CEO who is responsible. The last administration spent millions on over-priced and substandard roads. Millions were also spent on sporting facilities, on the famous pibil, and of course, on fruitless litigation. When we say that in the past there was not enough investment in the people, this is a prime example. It is easy to dismiss young girls as problematic, angry, and out of control, but as wards they are under the protection and care of the state. They are placed in the system for rehabilitation not incarceration. The retired ministers who live in the mansions in the hills, or on their luxurious farms developed with public owned equipment do not care for these children or the conditions in which they are forced to live. Some former ministers had to stuff their cash in their socks because their pockets were so full, while these children are locked behind bars in run down rooms full of trash with barely enough to eat. We know that Hon. Dolores and Hon. Gilroy will not rest until the rot is rooted out and the hostel becomes the haven for young girls and boys that it should be.

sta semana hemos sido testigos del nombramiento de varias personas reconocidas por sus contribuciones a la sociedad y al desarrollo de Belice. Estas personas fueron nominadas en algún momento del año pasado y antes de las últimas elecciones, algunas de ellas son cuestionables en el mejor de los casos. Belice firmó la Convención de los Derechos del Niño el 1 de marzo de 1990, pero casi treinta y un años después nada ha cambiado en el Albergue Juvenil Princess Royal. Irónicamente, al mismo tiempo que Judith Alpuche, ex CEO del Ministerio de Desarrollo Humano, Transformación Social y Alivio de la Pobreza fue nombrada Miembro Ordinario del Imperio Británico (MBE), descubrimos las condiciones inhumanas en las que los niños están actualmente obligados a vivir en el albergue. Sin embargo, es precisamente por su trabajo y sus contribuciones en el trabajo social y al servicio público que ha sido reconocida. Las condiciones miserables de los terrenos llenos de basura dan un avance de las condiciones aún peores del interior. Las instalaciones están deterioradas y se parecen más a las celdas de una prisión que a un centro de rehabilitación para jóvenes con problemas. De hecho, así es precisamente como se les obliga a vivir tras las rejas como criminales empedernidos más allá de la redención. En noviembre de 2015, en el cuarto día de los 16 días de Activismo contra la Violencia de Género hubo un incendio en el albergue. Tres niñas perecieron juntas en un incendio. Se llamaban Anna, Elizabeth y Shadisha. Estas niñas murieron de forma violenta en un lugar que debería haber sido su santuario. Hubo una investigación del forense, y disciplina administrativa. El informe nunca se hizo público y los responsables nunca se responsabilizaron de sus acciones y su negligencia. Fue Judith Alpuche quien nos dijo que la experiencia serviría para que las condiciones que llevaron al horrible incidente no volvieran a ocurrir. Han pasado más de cinco años desde que Belice presenció con horror como el edificio donde estaban estas niñas, fue envuelto en llamas. Hasta hace poco, la Sra. Alpuche seguía siendo la CEO del Ministerio y bajo su supervisión nuestras niñas murieron. Para colmo de males, las condiciones en el albergue no cambiaron, siguieron siendo exactamente las mismas. En virtud de la Convención, se garantiza a los niños el derecho a la vida, la supervivencia y el desarrollo, la no discriminación y la dedicación al mejor interés del niño. La abominación que es el albergue en su estado actual viola todos los principios fundamentales de los derechos de los niños. Es inconcebible que la ex CEO bajo cuya vigilancia murieron tres niñas en un incendio y que no hizo nada para cambiar la podredumbre sistémica que impregna todos los rincones de esa institución reciba ahora reconocimiento y premio. Sin embargo, no sólo la inepta ex CEO de lágrimas de cocodrilo es la responsable. La última administración gastó millones en carreteras sobrevaloradas y de mala calidad. También se gastaron millones en instalaciones deportivas, en el famoso pibil, y por supuesto en litigios infructuosos. Cuando decimos que en el pasado no se invirtió lo suficiente en la gente, este es un ejemplo claro. Es fácil descartar a las jóvenes como problemáticas, enojadas y fuera de control, pero como pupilas están bajo la protección y el cuidado del Estado. Se les coloca en el sistema para su rehabilitación, no para su encarcelamiento. Los ministros jubilados que viven en las mansiones de las colinas, o en sus lujosas granjas desarrolladas con equipos de propiedad pública nunca se han preocupado por estas niñas ni de las condiciones en las que se ven obligadas a vivir. Algunos exministros tuvieron que meter su dinero en sus calcetines porque sus bolsillos estaban muy llenos, mientras estos niños están encerrados tras las rejas en cuartos destartalados y llenos de basura con apenas lo suficiente para comer. Sabemos que los Honorables Dolores y Gilroy no descansarán hasta que la podredumbre sea erradicada y el albergue se convierta en el refugio que debería ser para las chicas y chicos.

UDP TIMEBOMB(S) Continued from page 1
The request is for “legal action for the recovery of losses to the revenue occasioned by the wanton and prolonged abuse of Minister Rene Montero of public resources for his private gain.” The police aided removal of the Ministry of Works machinery and lately of a Horse racing Starting Gate from a Rene Montero’s private property way after election time is but the very tip of this red iceberg. The remnant of the UDP are still out there and they are still dangerous to Belize. Those of us that follow hurricanes know that the remnants of tropical systems can be extremely disastrous and lethal. Many a hurricane remnants have been known linger into Mexico after laying direct havoc in Central America, and even reach far up to Canada, and the UK. Yes, remnants can cause misery and death. The UDP’s Covid’s non-policy, cheap kickback-laden infrastructure, politically compromised Pantry, Nepotistic Phamaceuticals, made Belize a sanctuary for fraudulent Ponzi-type investors. Just so are the remnants of the 13 year, three term, three recession Barrow/Faber maladministration. The contaminated remnants of the UDP are popping up everywhere post-November 11. Dirty mine-like contracts and embedded cronies usurping the ethical field of the Public service are a dime a dozen. These remnants of a UDP that once appealed to imaginations are set in posts within the government for two reasons: to collect their obscene salaries for doing nothing successful and two, they are there to sabotage anything that even has a tinge of PUP success. These UDP cronies are the same chronically incompetent and corrupt minions that feigned at ‘aiding’ in the governing of Belize. Saldivar, you are not forgotten; BUT the People and the PUP serving them is FIRST and FOREMOst Even as John Saldivar has a pending case that will soon be covered in black and white from Utah, he is disrespecting a George Cadle Price. The poster boy of UDP corruption has had all his authority removed by his actions and also by the Belmopanese kicking him out. We say Saldivar shut up....George Price is due all the accolades from Belize. You deserve jailtime. Saldivar is still lingering out there but his timebomb is ticking very loudly. He should give thanks that the UDP has Belize as priority number ONE. The PEOPLE are first. A little more on Montero Montero sued when the Belize Times hinted to his possible involvement in situations beyond his ministerial powers. Now his oily hands have been caught red-handed in his ex-Ministry. The Hon. Julius Espat will reveal finding to the nation that will place Montero exactly where he should be—begging for mercy. It is impossible to claim for shattered integrity when there is none. Cayo Central people saw it clearly. We can now wait to see the remnants of Montero bulldozed out of his farm via a taxpayer built road. Pablo and his Weed Connections

While people are being arrested for not wearing a mask and taking a Corned Beef to stave off hunger, Pablo Marin was busy dealing drugs vis-avis pharmaceuticals in a direct conflict of interest competing with those he should be regulating. Also, Pablo was way ahead of the then Prime Minister Barrow and inept Deputy Faber— Pablo was signing dozens of licences for hemp marijuana with the major over sight of NO receipts to show for it. Wait, is that saying that the man that did NOTHING for Corozal Bay charged nothing for all those licences to deal hemp in Belize? Who smells a rat? VEGA-PATT Boy in Trouble When most Belize only have nickels and dime stored at home, just resigned Commissioner of Lands Vallejos has to explain why there are close to 100 thousand dollars in his house to the Financial Intelligence Unit. More importantly, he will need to explain findings in his computer that was also seized in a raid carried out by the Mobile Interdiction Unit—a branch of the Police Department. The Lands department is one that is under deep scrutiny since November 11 and the stink of the cesspool of corruption goes in deep. What will be the finale of this saga is many a Belizeans guess. Commissioner Vallejos was one public officer but we know that Vega was complicit in many a shady land deal that included his son who has an outstanding 400k with the government. Ex-DPM Hugo Patt will also need to sing several tunes before all is said and done. The remnants of the UDP have to be dealt with for Belize to move forward. We know that there is no confession to be expected so the investigations will need to process right behind the PUP-led Belize government efforts of serving the people and to return all of us to a dignified life that we knew before the infections UDP and Covid-19.

KENNEDY CARRILLO Ministry of Blue Economy and Civil Aviation
Kennedy Carrillo is a graduate of the University of Louisville where she completed a Bachelor of Science degree in Psychology, and completed a Master’s degree in Counseling Psychology at the University of the West Indies. Over the past 26 years of her professional life, she has been vested in the work of development and sexual health at the national, regional and international level. Kennedy served as Executive Director of the National AIDS Commissioner of Belize for four years from 2001 to 2004. In post, she was instrumental in the development of the country’s first Five-Year HIV Strategic Plan, the National HIV policy, as well as, mobilizing millions of dollars to support the HIV response in Belize through entities such as the USAID, the Global Fund for HIV, Tuberculosis and Malaria, and the Caribbean Development Bank. After her tenure at the National Youth commission, Kennedy went on to establish your own consultancy company. For the past 15 years, MC consultancy has been providing technical support to organizations would nationally and regionally in: Programs and Human Resources Management, Strategic Planning, Policy Development, Monitoring and Evaluation, Research and Training in several different aspects of sustainable development and sexual health. In this respect, she has provided the technical support for key organizations such as CARICOM, UNAIDS, USAID, UNDP, OXFAM International and the Global Fund among many others. From 2017 to 2020, she served as the Caribbean liaison for regional Latin American and Caribbean Platform of the Global Fund and Caribbean Researcher for Outright Action International. In country and throughout Latin America and the Caribbean, Kennedy is well-recognized by will by a wide spectrum of non-government organizations and communities for her dedicated work with them in capacity-building, institutional strengthening and resource mobilization. CEO Kennedy Carrillo brings to the Ministry of the Blue Economy and Civil Aviation a combination of important managerial and technical skills which are needed to lead the team of experts who will be establishing the new and innovative Ministry of the Blue Economy. She will also be working very closely with the Department of Civil Aviation and the Belize Airports Authority to ensure the highest standards of the national, regional, and international level.

January 2, 2021. 1:45 p.m. The Office of the Prime Minister announces the death of Dame Elmira Minita Gordon, GCMG, GCVO. She died yesterday, January 1, 2021, in Inglewood, California. Dame Minita Gordon served as Belize’s first Governor General from 1981 to 1993, the first woman in the Commonwealth to assume the role. The Prime Minister Hon. John Briceño and the Government of Belize express condolences to the family and friends of Dame Minita Gordon. Details of her burial will be shared at a later date. Ends

Covid-19 Clusters Identified:
Key Factor in Controlling the Spread
The Ministry of Health and Wellness is successfully pinpointing two mightily crucial factors that can lead to lessening the spread of Covid-19. These factors are strategical testing with both PCR and rapid testing kits and in an upgrade to contact tracing, a sort of cluster tracing. The Hon. Michel Chebat and the Covid-19 task force has aimed at those two as their dual target thus achieving the dwindling positive daily cases, lower active cases, as people are recovering. As we go to print Belizeans can see the success of their restraint and safe practices even at Christmas time which is now some 15 days away. Spikes can still show up and the New Year date is still within Covid-19’s incubation period but it looks good. Belizeans are doing what it takes to stop the spread. Our population density does not allow the numbers we are showing so it is our main tool to heed the curfew’s physical distancing intents. Let us recall: On March 23 of 2020, Belize was shocked to hear that we had joined the pandemic and that the killer virus was here. Then there was the loss of life and, well, we joined the Great Lockdown. For many weeks 18 cases and a couple of deaths were jarring and numbing at the same time. Fear gripped us. Even hard criminals feared this unseen foe. But, Belizeans in large numbers started to be brazen and reckless. The initial euphoric defence of staying at home was sloughing away. Even as one can argue that the majority use facemasks and social distance, the effort was comparatively a failure. UDP political leadership was non-existent and its vacuum became increasingly detrimental to little Belize. We started to see numbers that were more than we should have when compared to the Cancun area or the so familiar Chetumal. Why? Should we blame the UDP or should we blame the thousands who got infected? Definitely, the UDP’s inert policy towards the coronavirus is to blame. Definitely, the UDP ‘s active greed and nonchalance is to blame. Definitely, UDP prioritizing two

inept leadership conventions became a lethal factor that saw our summer Covid massacre. On September 22nd cases soared over 1000 active cases and this number grew untethered. The UDP couldn’t care less. No one
was in charge of Covid-19 in Belize. The UDP were busy fulling their pockets as they DID see their retirement redlights flashing before their eyes. John Briceño and the planBelize team were swept into office with a mandate to enlist the UDP into extinction while curing the economy and maneuvering Belize’s Covid-19 cases back down under control. The new Ministry of Health and wellness saw the need for increased Rapid testing. The logic was clear--identify the infected and see to it that they are quarantined. This basic policy was too much for the incompetent and corrupt UDP to institute. Their thing was...if it did not involve a hustle then it was not worth their while. Oh....worthless UDPs. Worthless Pablo. Worthless Barrow. Worthless Faber. Now, after massive increases in testing, Belize is finally seeing

and feeling Hope. The numbers are just over 500 active cases and they are going down fast including per day. Of course, the number of infections and deaths will always be intolerable as long as it is greater than one. The pain is equally jarring and obscene. But now we have a general date in which vaccinations will be seen in Belize--March is being heard from International circles from a COVAX facility Belize subscribed to some months back. Vaccinations plus recovered immunities need to reach to as close to 100 percent as possible. Science says that a country is Covid free when 70 percent or more is in the immune category. That is our immediate goal Belize since true Covidfree maybe years ahead. The large majority have been keeping safe. Let us continue working with our new planBelize leadership. We will soon be able to accelerate our move to a Belize that truly works for everyone.

January 6, 2021. 10:50 a.m. The Ministry of Human Development, Families and Indigenous Peoples’ Affairs is now accepting applications from vulnerable households for its redesigned food assistance programs. The COVID-19 Food Assistance Program and the Grocery Bag Program (formerly known as Pantry) have now been merged into one program entitled Food Assistance Program; therefore, clients on any of these should apply for the new Food Assistance Program. The target population is the very needy and most vulnerable households in the country. Priority will be given to the following: 1. Households where no one is working 2. Households which are not receiving assistance through BOOST or BCCAT 3. Households which are not receiving a pension 4. Single-parent families 5. Families with children, elderly and differently abled individuals Applicants are asked to visit the Ministry’s website at www.humandevelopment.gov.bz/status to register. Please have your Social Security Card when registering. Statement on Incident at Northern Regional Hospital on December 31, 2020 Belmopan. January 6, 2021. 6:10 p.m. The Ministry of Health and Wellness hereby clarifies an incident involving the mishandling and erroneous release of a corpse at the Northern Regional Hospital on December 31, 2020. On December 24, 2020, the body of an unidentified elderly man labeled as ‘John Doe’ was brought to the Northern Regional Hospital by the Police Department. The attending doctor pronounced the person dead and the usual protocol of swabbing for COVID-19 was conducted. Results of the COVID-19 test were negative and the body to date awaits a post mortem. On December 30, 2020, the body of Mr. Fernando Canche was brought to the morgue at the Northern Regional Hospital. The following day, when police arrived at the morgue to retrieve ‘John Doe’ for burial, due to its unclaimed and unidentified status, the body of Mr. Fernando Canche was instead mistakenly given to the Police Department. The incident was brought to the attention of the Northern Regional Hospital on January 4, 2021. A meeting was convened that same day by the Regional Health Manager to discuss with all involved, including the son of Mr. Canche, the deceased, to get clarity on the incident and to offer support to the family to get closure from this unfortunate incident. At the conclusion of the meeting, the management at the Northern Regional Hospital determined that there was a procedural error in the steps for the handling and release of the body from the morgue. Recommendations to ensure this does not reoccur have been forwarded to the Ministry of Health and Wellness, which includes an immediate revision and resensitization of the morgue policies to all staff. Clear communication channels were also reviewed and agreed on with the police personnel present. The family was offered assistance to exhume and bury the body at the location originally prepared in San Felipe Village. The Ministry has also encouraged the family to submit a request for any financial compensation that this incident may have caused them because of this error on the Ministry’s part. The Ministry of Health and Wellness regrets this unfortunate incident that has regrettably caused unnecessary pain to the Canche family. The Ministry is committed to following up with the family and assures the public that all that is necessary will be done to avoid a repeat of such an incident. Ends

PUP HIGHLIGHTS OF 2020 (APRIL TO JUNE) April 2020 Party Leader John Briceño presented truth: Belizeans: as a nation we are facing the greatest crisis of our lifetime. The COVID-19 or coronavirus pandemic poses a serious threat not only to our lives, but also to our livelihoods. PL had to lead the charge as the UDP/Barrow/Faber was befuddled: For this reason, I have urged the Prime Minister to ensure that we provide unemployment relief as well as relief on utility payments. We are working with the banks to see how we can postpone loan payments, lower interest rates and implement other creative measures to help to ease the financial pain on employers but more importantly on employees. MANY examples of Belizeans feeding Belizeans: Here the COROZAL TOWN COUNCIL… They are working together with the Chi-
nese Community to assist the needy and poor in these difficult times. Join us in extending a heartfelt thank you for donations received by our Chinese Business Community. Due to Social Distancing Measures, the CTC will be delivering packages to the respective homes. Even as the country goes into quarantine and state of Emergency there is a need to be fed and the Corozal Town Council is stepping up. We have seen the bakeries in San Pedro and Belize City doing their part. As everyone waits for the government to release the funds and the food program to come on stream these programs will keep us going. The Belize Times thanks all those that are helping to feed the hungry. PUP Supports the Agroproductive Sector in press release: The Coronavirus epidemic is causing a great deal of uncertainty and suffering to all Belizeans. The full extent of the damage to our economy caused by the spread of COVID-19 will not be known for some time but it is estimated to be not less than a contraction between 20-25% of GDP. This is a time when governments need to act decisively to mitigate the economic hardship caused to many of the poorest in our society and to protect the agro-productive sector who safeguards our food security. May 2020 PL Labour Day Message: Many parents are now able to appreciate the hard work that teachers must put in to care for our children eight hours in every day. And yes, we now know how indispensable people who work on the front lines are to the running of our society. Doctors, nurses, police officers, coast guard and BDF, sanitation workers, delivery persons, bus drivers and all those people who keep working while we stay home. They have all kept us going during this month long interruption to our lives and livelihood. Like the rest of the Belizean workforce, they must remain at the heart of building a stronger and better Belize. For sure we in the PUP are proud to be the Party that was born out of the labour movement, for that makes us an ally and partner of the working man and women. PL Mother’s Day Address 2020: Now I know that this year, families will be challenged to find creative ways to celebrate Mother’s Day, but celebrate we must. For we are fortunate that so far here in Belize we
have not lost a single mom to the Coronavirus. For this, we must give thanks and, from this, we must be inspired to keep practicing the good hygiene and social distancing measures that have kept us with manageable amounts of infections. We make these sacrifices including the wearing of our masks in public so that we may keep each other safe and so that we can continue to show our love and appreciation to our mothers as well as our friends and other family members for years to co me. PL Address to Teachers: In these days when all our children are home from school and so many of our parents must now take on the full-time supervision of our children and manage their studies, we understand the role teachers play in their development. Now more than ever, we are able to appreciate the heroic efforts of our teachers. For sure our nurses, doctors and other front-line workers in the fight against the coronavirus and those who are working while we stay safe at home deserve our gratitude at this time, but so too must we show our appreciation for our amazing teachers. While the prolix PM is exuberant with his fascination with Tourism, the Belize City Council team is keeping the city afloat with their New Bond, Addressing the Old Bond, Employee Work Schedule, Donations of Masks to Police, Donation of Masks, Food Donations, Covid Test Booth Donation, Continuous Flood Mitigation, Tax Discounts and so on. Allan Pollard for Queen Square Allan, a young entrepreneur himself, is the owner of “Supreme AutoMotive,” a venture he manages with pride after being awarded with the Emprende Belize Fund in 2016. He graduated from St. John’s College High School then further earned an Associate’s Degree in General Studies from St. John’s College Junior College and plans to pursue a Bachelor’s degree in Economics. This young general, currently a City Councillor, has always had a passion for serving the people of his city. The PL on the other hand was busy planning on how to undo all the harm done by the UDP unto Belize. “It was a privilege to come together for both the opposition and the government to work as one. This pandemic was and still continues to be a serious one. It worked fairly well. The Cabinet now feels that constitutionally they run things in this country. The Prime Minister informed the NOC that they had no legal standing.” There was no pressure on the Party Leader to resign as this was his own decision and it was respected by members of the PUP. Some members felt that the Opposition shouldn’t be entangled with the Government. THINK ABOUT IT GEORGE PRICE HOLIDAY AND FREEDOM DAY TOO Two important holidays are now on our nation’s calendar. George Price Day and Freedom Day. George Price Day is a new holiday. It is the 15th January which is the day our Father of Independence was born. This important and progressive move by the new government will now give this and future generations a better understanding of the unique human being who defeated British intentions to give Guatemala a portion of Southern Belize as the price of obtaining our independence. George Price represents so many important features of a leader and a human being. He was a humble man. He was also a practitioner of austerity, both in his personal life and in the workings of the government. He saved this nation millions of dollars by fighting waste and corruption. He will turn over in his grave this Friday 8th January when the new government shares with Belizeans the extra ordinary levels of massive corruption committed during the Dean Barrow rule. We wish to suggest that whenever the Central Bank needs to print new currency notes, that the image of George Price be placed on our currencies. All our independent Caribbean sister countries feature their leaders and heroes on their currencies. Put George price pan wi money! Freedom Day: Another progressive move by Johnny Briceño and his Cabinet for making 1st August a national holiday. On 1st August 1838, slavery in Belize legally ended by virtue of legislation passed in the British Parliament. This was an annual event in Belize. Speeches, marches and music were all a part of the celebration for black Belizeans back then. Eventually the white colonial masters and their local bourgeois flunkies killed this important event in the history of our blessed little nation. Freedom Day will now, each year, offer an excellent opportunity for creoles to better understand their history. To appreciate where we come from is to be better prepared for where we are going. If we could have survived slavery and colonial racism, we can survive anything. Better must come. 500 NEW JOBS Thanks to the initiative of our Police Minister Kareem Musa, two hundred and twenty five persons are presently being selected for training as police officers. Over a thousand young citizens submitted applications, nearly all are qualified. This is an indication of the desperation for work that has plagued our country. It should help to send a signal to all indiscipline and rogue police that dozens of young, qualified Belizeans are waiting to replace them. In San Pedro, newly elected area representative Hon. Andre Perez has secured employment for nearly three hundred citizens in a call center that’s coming to the island. This is wonderful news and timely as tourism is not likely to make a comeback any time soon. When the illegal boledo/crony and family hustling is straightened out, we can foresee plenty jobs for vendors and marketing agents as a national type lottery is put in place or in tandem with the popular boledo. EAMON ISTHE DIFFERENCE Guatemalan military entered the territory of Belize for the umpteenth time. This happened last Thursday morning 31st December, 2020. Their naval forces told Belizeans in the Sapodilla Caye area that they must obtain permission from Guatemala to be in the area. Guatemala started entering Belizean territory by crossing into our half of the Sarstoon River and interfering with Belizean fishermen and boats. The UDP government at the time in 2015 was trying to keep it a secret, but thanks to activist Wil Maheia the nation was alerted. Prime Minister Barrow promised he would send a strong diplomatic Note of protest. Later, Belizeans found out Barrow was telling Guatemala it was the fault of Will Maheia. By contrast, Guatemala’s latest violation of Belizean sovereignty last Thursday was met with strong condemnation from Foreign Minister Eamon Courtney. What a difference! ‘UDP DESTROYEDTHIS COUNTRY’ As the shocking revelations of UDP corruption and naked theft of public assets and monies continue to be exposed, the question is, when will the guilty ones be called up to answer? In a television appearanceTuesday 5th January, Hon. Henry Charles Usher having listed some of the new government’s findings said in a somewhat sad tone of voice – “the UDP destroyed this country”.

The UDP stole new batteries and tyres from government vehicles and switched them for old ones from private vehicles. Expensive government vehicles were sold to Ministers and cronies, for a pittance. Even furnitures and computers have gone from offices. Hundreds of millions of dollars have disappeared in bloated contracts. The public service is in a mess. So is the judiciary. The government is broke and cannot pay its salary bills but for borrowing a million dollars each day. Nearly fifty thousand persons have lost their jobs. The UDP had no plans to deal with Covid as deaths have now passed 250 victims. Even the Youth Hostel where a few unfortunate girls make residence, have been found to be neglected like so many other areas under government responsibility. It seems only thieves and crookedness were thriving under Dean Barrow – Belize’s worst Prime Minister. On Friday the House of Representatives will meet to table a Supplementary Budget. It will also provide an opportunity to the newly-elected officials and Ministers to report to Belizeans on the appalling state of affairs. Appalling is too mild a description for what has been done to the people and country of Belize. For the four weeks leading up to the general elections of 11th November, Dean Barrow spent SIXTY FIVE MILLION DOLLARS. This money could have helped every needy Belizean for the next five years with money and groceries and house rent. Unemployment is now over sixty percent. Poverty has rocketed up to fifty five percent. The nation is in crisis. The people of Belize changed government just in the nick of time. The ship of state is on the reef, battered by big waves in the midst of a storm. All hands are needed on deck. All hands. NO JURYTRIALS Because of the Covid situation the Supreme Court is considering whether to do a number of criminal matters without using a jury. Jury for all non-murder cases are nine citizens. They found sixty nine thousand dollars, a few pesos and some US currency. This column does not support military type police and their Israeli/ Guatemalan/Salvadoran tactics. Police in regular uniforms should have served a search warrant which would say what was being searched for. Having sixty thousand dollars is not a crime. Detaining Vallejos’ mom is unlawful. She committed no crime. The F.I.U. got in the picture because the police called them after finding the money. F.I.U. will now search to try and find a crime and keep the money for years. There is a lawful, professional way of conducting a search and entering the homes of citizens. The police returned when no adult was home and reportedly removed a computer. The new government is a government of law and lawful conduct. The police have not gotten the memo. They still behaving as if Barrow is the PM. COVID AT PALM CENTER This sounds like grounds for an inquiry. Nearly all the mental patients have been stricken with Covid at Palm Center in Belmopan—Twenty-one out of twenty-seven. Imagine, these Belizeans were the lucky 25 percent that Barrow and ‘Singhions’ felt deserved to be helped after waiting for almost a month. Alas, over 70 thousand were back at home all over the jewel with no whisper of a promise of any coming help. UDP Government Threatens the Public Officers and Teachers GOB Ultimatum to PSU and Teachers: Accept this or We will Pass a Law The UDP has the teachers exactly where they like them at home in a sort of extended vacation. What will the teachers do, strike? In the past two years, Faber has attempted to unilaterally slide policy into the teacher’s side during late June and July. “I WILL BORROW UNTIL I CAN BORROW NO MORE” are the most irresponsible words a head of state can utter to his citizens. To add salt to a wounded economy, at his May 8 press conference, Prime Minister Barrow followed with a snapshot of the grim collections done in April and the outlook for an even “dreader” May. What he has failed to tell Belizeans is that this is only the worst-case scenario manifesting itself from a lackluster 2020/21 budget that he so willingly swept under the rug thanks to COVID 19. UDP Retrenches DOCTORS: As the economic panorama worsens, Belizeans are aware that the fallout due to COVID-19 is just beginning to be felt. What began as furloughs are now becoming permanent layoffs of very significant numbers of employees. Some companies are trying to remain viable by cutting salaries and implementing strict cost cutting and austerity measures. These provisions are being employed in the hopes
that it will allow the companies to ride out this financial catastrophe that has seen demand affected and supply lines severely disrupted, and bounce back once the economy stabilizes. Forecasts predict that the Tourism Industry our main June 2020 Who paid 400K for the Planes? The UDP government was akin to lowly crackheads as they were willing to ‘negotiate’ 4 planes that were worth tens of millions of dollars for ONLY 400K. Who was paying this via the General? Later they rescinded the deal when the public got wind of it. The UDP guise was that since unaccounted CASH was being paid for it, it could not meet the international standards of the Belizean Central Bank. The joke was on the UDP as they did not get the collect the behind the scenes obvious UDP kickback for this deal. Faber cuts from the Education Budget… Even as our children took the brunt of the curfew and were locked down for most of 3 months, they will be taking another UDP hit where it hurts the most—their future and their quality of life. The UDP cold heartedly in a State of Education announced Cut after Cut to what they still calling our children’s education. Education was already short changed as is but the UDP finds education expendable. Even as the Prime Minister said that there was money for education in his last press conference. Did he lie? Yes and Faber was already planning how to get his campaign funds from tablets. The George Price Highway splits right across - No way. The flood got out of control because of the UDP. Deforestation and poorly built infrastructure is always the cause of flooding and of flooding disasters, respectively. The incompetent and corrupt UDP has been at the forefront of poor and cheap construction everywhere in Belize and the proof has been unveiled by nature this time. The country has been literally cut-off geographically into many inaccessible sections by a tropical wave and one night of rainfall. Culverts and bridges that should last at least twenty-five years or eighty if they are FDR quality as PM Barrow has asserted, just gave way after a few years of nature and traffic. The UDP and Montero brought some construction objects and months later when Nana, Eta, Iota visited they had to quickly add more material to the area since it was never reconstructed by them. They did not know how to do it. Yet, they did not resign. BELIZEAN STUDENTS IN CUBA, STIPEND CUT – And others…Imagine you are far from home and your exact money is cut. Cold. But that is exactly what Patrick Faber did. Up to now the UDP has cut the jobs of many… even as they claim that everyone will keep their jobs. The following list of jobs CUT is in no way exhaustive: Belize Tourism Board Jobs | Specialist Doctors | National Institute of Culture and History needed staff | Our Children’s Education Subsidies | Belize Telecommunications Limited Salary Cuts | All Public Officers and Teachers will not get their yearly increment. Of course the latest in the list is the cut to students with scholarships in Cuba. Please note that since the UDP was, at the time, on their way out, they care not for the future of Belize. WHO Chief Says COVID-19 Pandemic Will Not Be The Last | 27th December 2020
GENEVA, Switzerland (AFP) — The coronavirus crisis will not be the last pandemic, and attempts to improve human health are “doomed” without tackling climate change and animal welfare, the World Health Organization’s chief said. Tedros Ghebreyesus also condemned the “dangerously short-sighted” cycle of throwing cash at outbreaks but doing nothing to prepare for the next one, in a video message marking Sunday’s first International Day of Epidemic Preparedness. The WHO director-general said it was time to learn the lessons from the COVID-19 pandemic. “For too long, the world has operated on a cycle of panic and neglect,” he said. “We throw money at an outbreak, and when it’s over, we forget about it and do nothing to prevent the next one. This is dangerously short-sighted, and frankly difficult to understand.” The Global Preparedness Monitoring Board’s September 2019 first annual report on world readiness for health emergencies — published a few months before the novel coronavirus broke out — said the planet was woefully unprepared for potentially devastating pandemics. “History tells us that this will not be the last pandemic, and epidemics are a fact of life,” said Tedros. The pandemic has highlighted the intimate links between the health of humans, animals and planet,” he added. “Any efforts to improve human health are doomed unless they address the critical interface between humans and animals, and the existential threat of climate change that’s making our earth less habitable,” he said.
