Public and Bank Holiday for January 15th Belmopan. January 11, 2021. 1:35 p.m. Going in line with the sentiments of the people and knowing fully well that George Price is beloved by Belizeans, the Government of Belize hereby informed us that starting this year, January 15 will be officially observed as a public and bank holiday in honour of the Rt. Hon. George Cadle Price, Belize’s first Prime Minister. At the Special Sitting of the House of Representatives on January 8, 2021, parliament passed a proposal made by Hon. Kareem Musa, the Minister responsible for public and bank holidays, for the installation of George Price Day and Emancipation Day. Belize will now join other Caribbean nations in the observance of Emancipation Day on August 1 to commemorate the emancipation of enslaved people in the Caribbean. Additionally, October 12, celebrated as Pan American Day, is to be renamed. A special committee will be established to determine the official list of public and bank holidays. The announcement of the official changes in the public and bank holidays will be done at a later time.

Ministry of Health and Wellness Expresses Condolences on the Passing of Dr. Baldomino Barboza Belmopan. January 10, 2021. 3:25 p.m. The Ministry of Health and Wellness joins the medical community, family, friends and colleagues in expressing sincerest condolences on the passing of Dr. Baldomino Barboza. Dr. Barboza was well-known and loved among the entire medical community countrywide, especially in Orange Walk where he worked for many years. Late last year, Dr. Barboza contracted COVID-19 and in early January, serious complications arose, leading to his death at the Belize Healthcare Partners Limited. Dr. Barboza worked as a general practitioner from 1981 to 1987, and went on to specialize in Internal Medicine in Costa Rica. Upon his return, he served as the first internist in the northern region for 25 years. During this time, Dr. Barboza also held the post of District Medical Officer, a post he held up to his retirement from the public sector. He went on to work at the Northern Medical Plaza, where he remained up to his death. Dr. Barboza remained a member of the Belize Medical and Dental Association for many years. He was a dedicated and loved doctor, who gave selflessly to his community and responded to the call as a frontline doctor during this pandemic. On behalf of the Government of Belize, the management and staff of the Ministry of Health and Wellness extend deepest sympathies to the family of Dr. Baldomino Barboza. The Ministry and the wider medical community shares in the family’s pain and sorrow and wish the family comfort and strength to bear this loss. Dr. Barboza will be missed by all.

The beloved Right Honorable George Cadle Price was born on January 15, 1919, in Belize City as the third of eleven children to William Cadle Price and Irene Cecilia Price (nee Escalante). Mr Price attended Holy Redeemer Primary School and St. In 1947, he won his first municipal election and he was Mayor of Belize City from 1958 to 1962. In 1949, he along with others formed the People’s Committee which on September 29, 1950 became the mighty People’s United Party which he led since then up to 1996. He as leader attained Universal Adult Suffrage in 1954 from Britain for then British Honduras. In 1964, again led by the PUP and George Price Belize Attained Self Government with him being the first Premier of Belize—this was the precursor to Prime Minister and Belize was still under British rule but we were on our way to Independence with the efforts of George Price and the People’s United Party. On September 21, 1981, Belize attained Independence and full sov-

ereignty with George Cadle Price being the First Prime Minister. He has been honoured as the national Hero and is considered by Belizeans as the Father of the Nation. The Right Honourable George Cadle Price died on September 19, 2011.

BELIZEANS UNITE!

R

t. Hon. George Cadle Price was the Founding Father of Belize. Born on the 15th of January 1919, he would become the architect that would shape our country and destiny. While many leaders in Central America fought violently for freedoms and rights, George Price believed in the “peaceful, constructive Belizean revolution.” The culmination of his hard work and fierce determination would lead Belize to political independence on the 21st September 1981. He was much beloved by Belizeans as their patriarch. He was also recognized by the wider Caribbean community, whom with other Caribbean leaders, also helped to unify the region first under CARIFTA and then later under Caricom. Belize conferred upon him its highest honour, the Order of National Hero in 2000 for his tireless work toward achieving Independence. He was awarded the Order of the Caribbean Community (OCC) in 2001 for his accomplishments in the unification of the Caribbean region. Prime Minister Price could be seen walking to mass at The Holy Redeemer Cathedral every morning. It is perhaps his devotion to God and country and his unpretentious demeanour which most endeared him to the masses. He came from a middle-class family and never forgot his roots. He was known for having a prodigious memory and would greet each passer-by by name. He was a paragon of integrity and honour and was a role model to aspiring politicians in the entire region. His political career spans five decades and started with his election to the city council in 1947 and served as Belize City Mayor from 1956 to 1962. He would later become Belize’s first Prime Minister in 1981. His call for national unity in that now famous speech in 1950 was the birth of the People’s United Party. The 15th January has now been set aside to honour and remember the Father of the Nation. His contributions to our independence cannot be denied, but he did so much more than give us just political independence. He called for unification of a people, that we be known as Belizeans all of us regardless of race, colour, creed or any perceived difference. He gave us national identity, and most of all national pride in what today we all call The Jewel. His core principles of social justice are embedded deeply both in the Constitution of Belize and in the Constitution of the People’s United Party. His fight was always for equity, equal access and participation, and equal rights and opportunities for all. Wherever he went his love for his country Belize was contagious and infectious. He felt just as home in Jalacte as he did in Chunox, but it was only because all of Belize was his home and all Belizeans were his family. His rallying cry for unity, for social justice, for equal rights, for equal access are as relevant now as they were then. The need to protect the vulnerable and to come together as a great Belizean family, to care for one another in these difficult times is of the highest priority. Difficult times come to test our mettle to see what we are indeed made of. Adversity only seemed to make our beloved Founding Father dig his heels in and work harder. He led by example, with quiet dignity and humility, let us follow where he led. Belizeans unite!

l muy Honorable George Cadle Price fue el padre fundador de Belice. Nacido el 15 de enero de 1919 se convertiría en el arquitecto que daría forma a nuestro país y destino. Mientras que muchos líderes de América Central lucharon violentamente por las libertades y los derechos, George Price creía en la “pacífica y constructiva revolución de Belice”. La culminación de su duro trabajo y su feroz determinación llevaría a Belice a la independencia política el 21 de septiembre de 1981. Era muy querido por los beliceños como su patriarca. También fue reconocido por la comunidad caribeña en general que, junto con otros dirigentes caribeños, también ayudó a unificar la región, primero en el marco de la CARIFTA y luego en el de la Caricom. Belice le confirió su más alta distinción, la Orden del Héroe Nacional en 2000 por su incansable labor para lograr la independencia. En 2001, se le concedió la Orden de la Comunidad del Caribe por sus logros en la unificación de la región del Caribe. El Primer Ministro Price podía ser visto caminando a la misa en la Catedral del Santo Redentor todas las mañanas. Es quizás su devoción a Dios y a la Patria y su comportamiento sin pretensiones lo que más les atrajo a las masas. Vino de una familia de clase media y nunca olvidó sus raíces. Era conocido por tener una memoria prodigiosa y saludaba a cada transeúnte por su nombre. Era un dechado de integridad y honor y un modelo de seguir para los aspirantes a políticos de toda la región. Su carrera política abarca cinco décadas y comenzó con su elección al consejo de la ciudad en 1947 y sirvió como alcalde de la ciudad de Belice de 1956 a 1962. Más tarde se convertiría en el primer Primer Ministro de Belice en 1981. Su llamado a la unidad nacional en ese ahora famoso discurso en 1950 fue el nacimiento del Partido Unido del Pueblo. El 15 de enero se ha reservado para honrar y recordar al Padre de la Nación. Sus contribuciones a nuestra independencia no pueden ser negadas, pero hizo mucho más que solo darnos independencia política. Llamó a la unificación de un pueblo, a que se nos conozca como beliceños, sin importar raza, color, credo o cualquier diferencia percibida nos dio identidad nacional, y sobre todo orgullo nacional en lo que hoy todos llamamos La Joya. Sus principios fundamentales de justicia social están profundamente arraigados en la Constitución de Belice y en la Constitución del Partido Unido del Pueblo. Su lucha siempre fue por la equidad, la igualdad de acceso y participación, y la igualdad de derechos y oportunidades para todos. Dondequiera que fuera, su amor por su país, Belice, era contagioso e infeccioso. Se sentía tan en casa en Jalacte como en Chunox, porque todo Belice era su hogar y todos los beliceños eran su familia. Su grito de unión por la unidad, por la justicia social, por la igualdad de derechos, por la igualdad de acceso es tan relevante ahora como fue entonces. La necesidad de proteger a los vulnerables y de unirse como una gran familia beliceña, de cuidarse unos a otros en estos tiempos difíciles es de la más alta prioridad. Los tiempos difíciles vienen a poner a prueba nuestro temple para ver de qué somos hechos. La adversidad sólo pareció hacer que nuestro amado Padre Fundador se esforzara más y trabajara más duro. Mrs. Estella Betty Ann Leslie Appointed as First ever Female Comptroller of Customs

The Ministry of Finance has promoted a home grown southside Belizean woman with southern rural roots to head up its crown jewel – The Customs and Excise Department. The hope filled year of 2021 saw Mrs. Estella Betty Ann Leslie appointed as the first ever female Comptroller of Customs. Estella was born in the southern fishing village of Gales Point Manatee as the youngest child to parents Mrs. Kethuria Abraham – Bailey and Mr. Lincoln Bailey. She spent her early years in this pristine village, now a major Belizean Tourist destination, with her 5 brothers and 4 sisters. Her father was a well-known Sailor in the village but his sailboat, Brenda B, made its own name in the lure of sailboat racing back in the late sixties and early seventies. Estella made a diversity shift from the hard sciences when she attended Sixth Form at SJCJC and chose to study History and Literature. She switched majors in her second year, to retain her appetite for Math and Science, graduating with an Associates Degree in General Studies in 1988. Armed with her Associates Degree, Estella made a faithful decision that directed her on a path that would lead to a history making appointment in the crown jewel of Belizean Government departments. Realizing her potential to support her family, she entered an interview process with more than seventy (70) other young Belizeans and, after an extensive interview with then Comptroller Mr. Pandy, she entered the Customs and Excise Department as one of the 10 successful candidates from her interview cohort. Mrs. Leslie entered the department in 1988 as a Grade II officer, where she began that slow but deliberate process of learning the structure and function of the Customs and Excise department. Her first major mobility opportunity came in 1992 when she sat and passed the Customs internal examination and was promoted to Customs Examiner Grade I. She remembers her internal development being strongly influenced by Senior Officer Mr. Karl Tillett, an influential training officer who made you feel like you

are joining an elite organization. While learning the ins and outs of the new world of Customs, Estella never neglected her academic ambitions. She found herself a proud graduate and alumni of the University of Belize, as she completed her Bachelor’s Degree in Business Administration in 1994, while working full time at her new job. Through the guidance and tutelage of senior officer and other Collectors, Estella’s development and performance earned the trust of senior management who handed her the keys as the Officer in Charge of the Phillip Goldson International Airport Operations after her promotion to Senior Customs Examiner (SCE). Her next major promotion to Collector of Customs, which was later renamed first to Supervisor and later changed to Assistant Comptroller, ushered in the opportunity for her to take up a special post that came along at a time when Customs was looking for academically minded officers to lead the department’s embarkment on a landmark modernization program in 2008. In conjunction with United Nations Conference on Trade and Development (UNCTAD), the project introduced the Department of Customs and Excise to the Implementation of ASYCUDAWorld. Estella joined the ASYCUDAWorld modernization project team as the functional Officer, responsible for documenting all customs procedures and processes. Her specific responsibility was to convert the old and arcade, paper-based Customs and Excise processes to a national networked digitized computer-based system and strip out redundancy to streamline to current best practices. Mrs. Leslie credits the unique experience during the years she spent in the ASYCUDAWorld project (2008 to 2012) to amassing of her now vast and comprehensive knowledge of all aspects of the Customs and Excise process. After working with the United Nations funded consultants to migrate the paper based system to ASYCUDAWorld, she was tasked with the post system development job to create all the user manuals for internal and external stakeholders. Out of respect for her intimate knowledge of the new system, Estella was also charged with the responsibility of training all the internal and external stakeholders in the

new system. She buried her energy and now famous work ethic into the training task and took ownership as its champion. By the end of the training process, the ASYCUDAWorld project was internally affectionately referred to as “Estella Project” by both management and the rank and file of officers in the department. She credits her observation and influence of another senior office, Mr. Darrell Smith, in the development of her career and professional posture as she navigated her way as the only woman moving up to the upper echelons of the department. She said, “Darrel told you as it is. He speaks the truth and corrects you with no malice, fear, or favor. He was just a great mentor who call balls and strike like none other.” Like many a high achieving woman in our society, Estella was forging her way forward in the Customs and Excise Department, while simultaneously juggling her family and in this case wrestling with the rigors of a Master’s Degree at the University of the West Indies. She successfully completed her Master’s Degree in Business Administration (MBA) from the University of the West Indies in 2007 with distinction. Estella set out over the next ten years to leverage her educational experience with her Customs experience to climb the internal ladder and solidify her knowledge on the middle management platform of the department. According to Estella, it was her next promotion to Deputy Comptroller in 2016, one of three newly installed Deputy Comptrollers that rounded out her knowledge of the totality of Customs services on the broader international scale. She credits the shift in management style ushered in by the now outgoing Comptroller, Mr. Collin Griffith, which opened the opportunity for the department to take on its own

responsibility to liaise directly with international organizations like the International Monitory Fund (IMF) and other partners in International Trade Policy. She said quote, “I do not know everything in my 32 years because Customs is about trade and trade is dynamic. Trade changes almost daily. He exposed me to Belmopan in his short time there and I really got an appreciation for national and international trade policy and agreements. I think that took too long for me to be exposed to and appreciate. My intention is to expose my officers earlier to all these vast areas of customs. Previously, only one- or two-persons in the department were marginally familiar with this area of Trade and when they left, they took all the institutional knowledge. I was so challenged when attended the inter-agency meetings; I was so lost. Now I realize this is what officers need. Customs is not just examining containers, but to understand the entire world of customs and Trade regardless of your rank. This experience and style will greatly influence my strategic focus and management style of exposing and empowering my junior and senior staff.” Mrs. Leslie takes the reigns of the Customs and Excise Department effective 30th December 2020 and ushers in a historic and groundbreaking era of female leadership in the highest seat of one of the most important government departments responsible for about half a billion dollars in revenue annually. A woman of faith and prayer, a mother of Miracle Leslie and a wife of Stanley Leslie, she is an inspiration to public officers who have waited 30 plus years for their opportunity; women who have had to be twice as good as their male counterparts just to get consideration and southside educated primary and high school citizens who can aspire to high office, notwithstanding their humble beginnings. Mrs. Leslie will be not only be the first female Comptroller of Customs, but also the first leader of the department with a Master’s Degree in Management.

Dian Castillo Maheia has spent her life in and around schools in one way or the other. She was raised by a single mother who was a teacher and then a principal, and without ever planning to do so, she found herself following in those very capable footsteps. After completing her Bachelor’s degree as a Fulbright scholar at 19, she came back to Belize and immediately found herself back at home at SCA, her alma mater. For 12 years she was devoted to her girls and to teaching English and Literature, preparing them for CXCs and fully engaged in academic life. In 2003, married now and with children, Dian’s focus changed. Her world expanded in multiple ways. She was asked to lead the planning of the National Education Summit, a dream of the then Prime Minister and Minister of Education. That work led to the execution of the first-of-its-kind four day summit in Belize, and then the subsequent publication of the papers presented, and the formation of the plan that resulted from the discussions sparked at the summit. Dian then became the Action Plan Coordinator for the Ministry of Education, and helped to monitor and track the progress of the plan across the country. During this time she also worked with Macmillan Caribbean as a writer and editor of the Language Tree series, and then delivered teacher training sessions in Belize and the Caribbean. As part of a tag team duo with her mom and mentor, she also created and delivered courses in English to private organizations across Belize. In 2009, as she has often explained, the universe conspired to bring together a team of people who shared a common vision, and their efforts resulted in the birth of Horizon Academy. Horizon Academy is a thriving, unique blend of child-centered, holistic, inclusive, and progressive philosophies and practices. From policy building to implementation, Dian has been at the helm of Horizon as principal since its inception, and has been absolutely committed to first the formation and then the growth and development of this little school who has already served so many of this nation’s children. Her work at Horizon has helped to define and to refine a greater vision for education in our country. As a teacher, as a mom, as a principal, as a stakeholder in education for all her life, Dian is fully invested in the work of education and fully committed to serving her beloved Belize.

(On the on-going construction of Eleanor Hall Building on Lake Independence Boulevard) In a time when people are not eating, they(UDP) will spend 28 million dollars on a building. The same is being done on the Caracol Rd. It made me look up what a former UDP Minister said about them. Hubert Elrington, a former attorney general, “We cannot run the country with idiots(UDP) in cabinet, it cannot be done. If I am aboard an airplane and the pilot dies, needless you look at me. You are wasting your time. I have no ability to fly that plane. The cabinet it more important. How will you put idiots in your cabinet? That cannot happen. They are getting paid to do

foolishness.” A UDP, said this. How can you justify the 28 million dollar building? The farmers just went through a drought and got no help. But the UDP will give IE(International Environments) 28 million dollars for a building. When you get into the elevator, you can see people living in squalor and in abject poverty. Some children in the area do not have access to the internet to attend school. To make a comparison, this building on Lake I Boulevard(Belize City), which is 55 thousand ft when compared to one of 45,000 sq. ft that Social Security(SSB) just completed, this one cost 7.6 million dollars. This again is compared to 28 million. Those on the other side think that it costs three times more to build in Belize City as compared to Belmopan. Maybe there was another motive? Elections was coming. But IE build another in Belmopan, that was over half the size of the SSB building(just mentioned). This one was built for 15 million dollars. A total of 43 million dollars in two contracts. It has been rather peculiar how this building in Belize City was paid for. The past UDP administration made payments to Belize Infrastructure Limited(BIL). We are doing a full investigation on this ‘special vehicle’ BIL. Over two fiscal years, 25.1 million has been paid to BIL. There is a discrepancy as to how much has been paid for this building since BIL is saying that a little over 17 million has been spent on this building while the Ministry of Finance is indicating that it is easily 20 million has been spent. What happened to 3 million dollars? What is alarming beside what I just said is that of this 25 Million dollars that has been paid to BIL over 15 million dollars constitute unauthorized expenditures. There has been no aapproval for 15 million dollars from this Honorable House. Over 12 million in unauthorized spending in 2019-2020 and another 3 million for 20202021…just before the General Elections. They did not worry what the former Chief Justice told them. He told them to stop unauthorized spending. They(the UDP) did not give a damn. We will have to finish the building. We cannot throw away 20 million dollars. We will never get back this money. This was never about the people. It was about hustling. This was about pilfering and plundering the treasury of this nation. That was why we are on the verge of bankruptcy, thanks to the UDP. If this is not corruption, Mr. Speaker then what it is? . We need an investigation to see if everything has been done above board. In effect we have to investigate what has been happening here before we can approve the additional 7.5 million that is being requested to finish the Eleanor Hall Building. Thank you Mr. Speaker.

UDP Chair of Elections & Boundaries Refuses to Resign

Mid July 2019, Estevan Perrera was defending Andre Vega and his gifted 400k illicitly paid to him in land compensation. Said payment was done earlier in the UDP maladministration and exposed even causing the resignation of the abnormal one—Gaspar Vega was Deputy Prime Minister and in charge of signing documents for land transfers and land compensation from funds agreed to by Minister of Finance Barrow. This transaction was ONE of the more infamous ones that hit at the UDP behemoth and who as a party were eventually kicked out of office. Mid-July 2020, during the Covid pandemic and after Doug Singh cussed/ disrespected ALL poor people and working single mothers in the best and crass UDP style, Estevan Perrera was placed into a spot of prestige and integrity as the overseer of Belize’s democratic election machinery. To bring normal UDP disrepute to the required hiring, Perrera was given a FIVE-year contract. This of course was a Denny/Miller type contract with a UDP crony whilst knowing fully well that the UDP was on their way to be voted out. The UDP has NO problem saddling the people with obscene contracts that go beyond their mandate time. It is especially obscene since in fact they place cronies in a position where they will not function nor be palatable to the upcoming administration. Such cronies start to drag their feet, directly or indirectly sabotage, and are still beholden to their past bosses and, in general, there is no trust. It cannot work. Prime Minister John Briceño went public last week with requesting that the Elections and Boundaries commission chair, Estevan Perrera should resign. Perrera is taking the stubborn route. As a lawyer, Perrera once said during a post-trial interview, that no one can understand him because they are not attorneys themselves. That is the smallest reason why he should do the honourable thing and resign. Such honor to let go has been non-existent in the UDP. Perrera has Got to Go!

The Palace Coup, Resignations and the Obscene Contract! The contract entered into by the Belize Tourism Board and Karen Bevans on the 1st of April is being considered by the masses as obscene and another unconscionable act of the Dean Barrow/Patrick Faber administration. Seemingly, the signing unto profuse contracts was the Barrow/Faber Government’s modus operandi of bartering away desperately needed finances, realizing a loss of the General Election of 2020 was imminent, thus binding the future People’s United Party Government into a legal quagmire. The fly by night contracts are presently under review by the Attorney General’s Office. These contracts, veiled in UDP political spite, will not survive deep public scrutiny for want of sound administrative decision. Karen Bevans resigned from the Belize Telemedia Limited circa 1st April 2014 under circumspect fashion. Consequently, Bevans was given a send-off package in the six-digit figure. She assumed the post of Director of the BTB on the 9th of April 2014. Bevans replaced Laura Esquivel Frampton who was terminated unceremoniously in what was characterized at the time as a ‘palace coup.’ The situation created a rift between the Esquivels, a prominent family in the hierarchy of the UDP and, then, Prime Minister Dean Barrow. Since 2008, when the United Democratic Party took office, BTB has gone through three directors with Bevans becoming the fourth. This reflected institutional instability within one of the most important economic industries to Belize’s economic well-being. Thus, the current BTB Director’s contract will expire in the year 2024, almost the full term of the PUP Government. Bevans is be-

ing paid the exorbitant salary of $173,250 with a possibility of an increase on the anniversary of the commencement date of the contract. Allowances include $1,000 for telephone/internet and $2,000 monthly for housing. Along with a bonus of up to 25% of annual salary based on the BTB performance, the package includes a ‘Christmas bonus.’ The Director has at her disposal a ‘suitable vehicle.’ Without considering the contract in totality, this writer wishes to draw attention to clauses 3.6 regarding an assigned vehicle and the recent purchase of a swanky SUV. Notwithstanding what the contract states that Bevans is entitled to a suitable vehicle, a highpriced vehicle was purchased for Director Karen Bevans. The purchase was conducted in the heart of the economic crunch brought on by the COVID-19 pandemic. BTB was firing workers and initiating pay-cuts. Similarly, the then Prime Minister Dean Barrow was forcing the Public Servants to salary cuts whilst the wastage of government spending continued. The Karen Bevans infamy, the obscene contract mentioned herein illustrates that the parties involved are without conscience and reeks of political abuse. Undoubtedly, each governments seeks its own set of experts, and the right fit, to honor the people’s mandate. Being surrounded by the revelation of her past UDP government’s allegations of involvement in malfeasance and irregularities, corruption and thievery, Karen Bevans and all the politically tainted UDPs should do the right thing- pack up and leave!!

This Special Sitting follows the Inaugural Opening of the planBelize, John Briceño-led government which is asked to deliver during the worse of the Covid-19 pandemic, the third of the UDP-induced recessions, and, then, left to unearth the most despicable of corruption in any and all departments. The Barrow/Faber Touch is the antithesis to the Midas Touch. The B/F Touch corrupts everything. The Cesspool of Corruption might have first been at the Vega-Patt-led Lands Department but they were given a run for their money by Montero’s Works, Boots’ Human Resources, Heredia’s Tourism, and any other past-UDP Ministry you would want to place here. Enter, the innovative and vision-guided People’s United Party and we can see the FOUR UDP-opposition representatives covering-up for their past. Covering-up is the right term since they are spurting alternative facts and at best embellishing their past UDP government’s illegalities and misdeeds. The deportee and the petty one are trying to outdo themselves in presenting pre-prepared rebuttals that are far from confessions and definitely off-tangent. Watching the entire 10 hour video might be the best way to see the UDP defending the indefensible AND experiencing the planBelize PUP setting the stage for upcoming meetings. The Speaker of the House could have kicked out Faber already as he continually stands for some knee-jerk point of disorder. He states nothing of substance and, thus, breaks the honorable standing orders himself. One must feel sorry for the petty one, after so many years as DPM he never did get to practice legislation as he was never trusted. He obviously did not learn. Shyne for his part rose quickly thus showing up his ‘leader’ to talk some obviously pre-prepared rap which sounded like ‘bring the bags.’ The UDP went on record to say that they do not know why the Ministers are all making Statements. For the UDP, they were totally unaware that the Belizean people out in the country were being informed and served. Caring for the people was a totally new concept to them; the UDP were baffled. Faber called good governance a “Nonsense Paper.” Statement by Ministers Lake Independence Hon. Cordel Hyde, Deputy Prime Minister, Minister of Natural Resources, Petroleum & Mining We are dealing with our people of real flesh and real blood. People are hurting who see no future for their children and their children see no future in the future…We must explain to them what we are doing. I take this opportunity to explain to them what has happened at the lands department. What has happened during the long thirteen years of UDP rule, and where we go from here? Huge tracts of land has been gobbled up by a few. Name the area: Mountain Pine Ridge, San Pedro, Caye Caulker, Placencia, Independence, Hopkins, the Coastal Road and I can go on and on. Valuable tracts of land sold for a paltry sum by the Government of Belize. Very little land left for the landless. Schemes: Put into other people’s names unbeknownst to those people by scheming ministers and complaint public officers. When you match the signatures on the documents with those on the SSB cards, they do not square. It all starts when they get copies of the SSB cards of their constituents who have come to apply for financial assistance. From there these copies of the cards become the bedrock of a land application. These individuals would then be the recipients of lucrative massive pieces of land. The land is in their name but they do not know. Eg. There are five individuals (115 acres each) that get permission to survey(2012) land in the Mountain Pine Ridge Area. The total 575 acres is given to them in title one year later all in the same day, January 08, 2013. They each pay a measly fifteen thousand thirty nine dollars to the government. Two and a half years later(September 2015), these five people(Hilda Guerra, Juventino Guerra, Guadalupe Mohica, Hilda Mohica, and John Ramirez—two are SGuatemalans) all transferred ownership to Belize Roadway Limited for 325K, 265k, 345k, 275k, and 230k dollars respectively. Said company got the contract to resurface portions of George Price Highway and the Hummingbird Highway. A related company of theirs got approximately 900 acres in the coastal area. Something like that must be illegal because I do not recall it ever coming to the House for approval. Anything over 500 acres need House approval before distribution. Also, one Florencio Talbert owned acres upon acres in Mountain Pine Ridge. He didn’t know, he applied, and purchased and didn’t know. He had been asked by Errol Gentle for his SSB card. One day Florencio Talbert goes to the Lands Department only to find out that the lands were transferred to Errol Gentle’s name and to a company named Scorpio development company owned by Rene Montero’s two sons. Montero learned well from Gaspar Vega. Vega and his family were able to obtain over 16 hundred acres of prime land in Carmelita village. This was over 50 pieces of land right next to each other. The government purportedly sold this land to his campaigners and other people in his

constituency; many of them unaware of this. Later, this was transferred to Vega and family. Countless pieces in the Young Gyal area, Cayo District to relatives of Rene Montero. “Rene and his sons cooked up a similar scheme in the Young Gyal McRay registration section in the Yalbac area. This area has prime land, absolutely fertile land. They say if you spit, things grow, if you stand too long on the land, you might take root. Nice lands in the Young Gyal area. They had government put the lands in their family members’ names, daughters-in-laws, nephews, cousins, campaigners and then the lands are transferred to two companies controlled by Rene’s sons. I think one of the company is Go Sen Products Company Ltd. and Kings Landing Ltd. They put 80 acres in Danny Martinez’ name in Young Gyal, 79.841 acres in Thelma Savala’s name in Young Gyal. 100 acres to Myra Savala also in Young Gyal. 80 acres in Geovanni X name another 49 acres in Geovanni X name another 78.45 acres in the same Geovanni X name in the same Young Gyal area. 139 acres in Salvador Martinez name. These lands were all recently transferred to Go Sen Products Ltd. who directors is listed as Robert Jaime Montero, the son of Rene Montero. There is an amount that was transferred to Kings Landing Ltd., another company lead by Rene Amin Montero, 32 acres, several 25 acres plots, 27 acres plots, 18 acres plots - all in Young Gyal - all transferred to King’s Landing Ltd. And Robert Jaime Montero got a land certificate from government for 311 acres, again in the Young Gyal area. The man them can’t get enough of Young Gyal. Then, he got a land certificate for 19 acres and even a 2.83 acres parcel in the same area. They cleaned up everything in the Young Gyal area. They even got some purchase approvals for land in that area, but time had ran out, elections came and they had not gotten a chance to pay. These people are classic land hogs. These people were not thinking about our children. In the middle of Covid, there people were busy racking up bills for land compensation to the tune of 22 million dollars. It may not be criminal to own 30 pieces of land but it is downright immoral. Faber’s Campaign Manager, Roosevelt Blades, Has Patt Babbling “In the month of September alone they(UDP) racked up over 15 million dollars in new land compensation commitments, amazing. Simply amazing. And in that month they did something that I thought was unthinkable. On September 25th of 2020, the then government entered into a contract to pay a lady by the name of Barbara Harris 66 to 67 thousand dollars for 26 acres of land in the Belama area…pure mangrove for 6 million dollars. Government bought 26 acres of that land and then gave her title for remain 13.49 acres as part of the settlement agreement. She got her title November 5 of 2020, but the following day November 6, 2020, the lands department issued a purchase approval for the same 13.49 acres to one Roosevelt Blades. So it’s not bad enough that Mr. Blades got an opportunity to buy the 6 million dollars land for not $26 thousand, but $33 thousand, for the 26 acres of Belama land. He had to get the other 13 acres for which the lady had already gotten title. Its insanity on stilts. But there is a saving grace, because Mr. Blades never did complete the payments for the 6 parcels of land that comprise the 26 acres and 13.49 acres. He only paid about $7,500 of the purchase price. So Madam Speaker, Mr. Blades can come back for his money or someone over there can pick up the money for him.” COMMITMENT: I promised that I was going to take the Lands Department to the people and I will. The Right Honorable George Cadle Price was born on January 15, 1919, in Belize City as the 3rd of 11 children to William Cadle Price and Irene Cecilia Price (nee Escalante). He has been honoured as the National Hero and is considered by Belizeans as the Father of the Nation as he led us to Independence. He died on September 19, 2011. This year 2021 Belizeans will honour and celebrate his peerless legacy with a National Public and Bank Holiday on the date of his birthday January 15.

Orange Walk South Hon. Jose Mai, Minister of Agriculture, Food Security, & Enterprise We have hit the ground running. Agriculture is food security, Agriculture is foreign exchange earnings, Agriculture is income generation, Agriculture is job creation, hence Agriculture is the single most activity that is keeping this country’s economic wheels turning. “In the month of November 2020, beginning on the 12th of November, Belize exported two thousand and twenty seven head of beef cattle to Guatemala. December, Madam Speaker, we exported a further three thousand two hundred and ninety four head of beef cattle, and in January, we have exported 1,947 heads of beef cattle. And in addition, to Mexico, 606 animals were exported. Since we were elected to office, madam speaker, on November 12, 2020, in less than two months, 7,874 beef cattle were exported from this country generating $7,086,601.32. In less than two months, madam speaker, farmers have gotten desperately needed relief. Farmers have again managed to reemploy their workers, families have income to feed themselves, no longer madam speaker. No cattle farm is being advertised in the newspapers for sale, madam speaker and the country has earned valuable foreign exchange. This is how the PUP under the leadership of the Prime Minister John Briceno, operates. And we still have approximately 35,000 head of beef cattle to export before the dry weather comes in, that’s a value of 50 million dollars, Madam Speaker, this plus the $7,086,601.32 is the amount of foreign exchange that the cattle industry was to generate in 2020 if the UDP had not stopped the exportation.” How can anyone in their right state of mind attempt to kill an industry that is next to the sugar industry that creates so many jobs? It is irresponsibility. That is why they are on that side. There are five of them in person but maybe only 3 in substance. Guatemalans want more. Even pigs are being exported. Even Rene Montero has exported four truckloads of cattle. He exported pigs too. I do not know where he got those from. Hens and even rice hull, a waste product, is being exported. It is leaving money in the hands of our farmers. This is what we need in times if crisis. At time people seem to forget that there is a new government in office and that ii is not business as usual as it was with the UDP. This government will look after the interest of farmers first and foremost. Farmers and manufactures depend on each other; they are bound to each other. No one will beat up on the other as those of you on the other side will understand. The main leader who attempted to undermine the sugar industry is no longer employed. Even as the economic situation is grim, our government has allocated close to a million dollars for sugar roads. As the weather improves the work will intensify. Cayo South Hon. Julius Espat, Minister of Infrastructure Development & Housing “Our mandate at this Ministry given to us by the Prime Minister is to ensure a safe road network. The vast majority, close to 80 percent is in the rural communities and the agroproductive sector. The last government spent millions of dollars on infrastructure. But their priority was not on the 80percent that needed the assistance. I am glad that the Minister of Agriculture sits right beside me here in the House. We can partner together with the blessing of the Prime Minister and the Cabinet to ensure the equitable distribution of funds when it pertains to the infrastructure network of this country and the productive sector that is definitely in definitely in need of it. We are reprioritizing from building white elephant projects for personal gain. For example Madame Speaker, the Financial Building on Lake I boulevard. I am pleading to have a little more patience with us. The work will get done. We will be employing people along the highways wherever we pass with some project. BOOTS “Just now I got a call. Oscar Requena Minister of Rural Transformation, Community Development, Labour & Local Government My ministry is in the process of restoring hope in the rural communities. For twelve long years they were abandoned. These communities are in a deplorable state but that will not remain so for long. We have been pushing initiatives that were languishing shelves due to poor leadership. We will improve the quality of lives of the rural populations to ensure effective and sustained contribution from the rural communities to national development. There are several upgrades to water system in different villages across Belize. In collaboration with out municipal authorities and the building central authority, we are building an online application process for the processing of building permits. We are intent in serving the people. Cayo Northeast Hon. Orlando Habet, Minister of Sustainable Development, Climate Change & Disaster Risk Management The dark and ominous cloud that blocked the sun from shining on Belize for thirteen years called the UDP administration has been lifted. My Ministry inherited a Fire Service that has been utterly neglected. All buildings are in desperate need of repairs and in some instance for replacement(to be hospitable to our firefighters). The Belize City Fire Department Headquarters building was sold in March of 2020 for 2.8 million dollars but no effort was places to properly transition the firefighters and their equipment into adequate facilities. Land was identified but never secured for the construction of a new fire station. This administration we had to ask for permission for an extension of the time for relocation. You cannot have a fire service if you do not have brave men and women know that we care for them. Pickstock Hon. Anthony Mahler, Minister of Tourism & Diaspora Relations January is when we talk about good wishes, about good health, happiness and prosperity for the year ahead. As we begin to navigate this year, we need to know that this year will be filled with uncertainty and difficulties. But his year will be one of new hope and accomplishments. Just a few months ago, the people said “No!” to corruption, said “No!” to incompetence said “No!” to greed said “No!” to waste, said a resounding “No!” to the UDP. The also voted for the People’s United Party and policies that we have devised from consultations, researched and experience. The people were suffocating under the UDP. We found a country overwhelmed with debt and broken. The debt to GDP ratio is hovering around 135percent. For our size we should be at 65 percent. I commissioned a credit exposure survey, to get a better understanding of where we stood in the tourism industry. Of approximately 200 stakeholders that responded almost 50percent indicated that their cash reserves were out. Another 25 percent indicated that their reserves will run out in the next three months. This means that many business and people are in deep trouble. The more clear and present danger is the threat of Biosecurity. Keeping our tourism frontline workers safe is a priority. To date, 50percent of licensed accommodations(450) and about 60percent of licensed tour operators have achieved their Gold Standard certification. (On the Diaspora) We look forward to creating an environment where we can reach out and exchange ideas and opportunities that will make it easier for Belizeans living abroad to come home to invest, work, vacation, and retire. It is our mandate to provide the support they need to make it easier. Despite the hurdles and challenges we move steadfastly ahead. It will take a joint effort of gargantuan proportions but we can do it, of that I have no doubt. Cayo North Hon. Michel Chebat, Minister of Health & Wellness Belize is on the grips of the global pandemic and I wish to pause and express sympathy to all that have lost loved ones during this time. As, well, Madame Speaker, I wish to thanks and salute all the frontline workers for the incredible job that they have been doing to preserve Belize lives. STATE of the Ministry of Health When we came to this Ministry on the 16th of November 2020, we found that there was no clear Covid strategic plan with a budget. There was not testing strategy. Up the end of July 2020, MoH headquarters decided who got tested. The processing of swabs was centralized and that resulted in some serious backlogs. Despite a clear offer from BAHA and the IAEA to assist with PCR testing, that offer was never taken Continued on page 17

Dear Editor, On December 31, 2019 the first case of Covid 19 was reported in the world. On March 11, 2020 the World Health Organization declared Covid 19 a Global Pandemic. By March 20, Government officials in Belize closed all schools in what would soon become a series of unprecedented moves in an attempt to minimize the impact of the global pandemic on Belize. On Sunday March, 22 at 10:45 a.m. the Ministry of Health announced our first positive Covid 19 case that of a female who had arrived in country on March 19, 2020 with a second case confirmed due to close contact with the first case. This discovery and subsequent containment measures led to the declaration of a State of Emergency and Lockdown for San Pedro on March 25, 2020. Our third case originated in Belize City and again was an imported case. By April 10, Belize had seen its second death the first occurring on April 4. Ministry of Health officials stressed calm and begged the citizenry to follow proper protocols such as hand washing and social distancing. On April 2, a national lockdown was instituted which was extended up to June 30. By May 5, the last of our reported sixteen (16) cases had fully recovered and Belize was declared free of Covid 19. On June 5 a new case was discovered and by July 14, we recorded as many as 39 cases, mostly in the Orange Walk District. Now here is the gist of the matter. No one in the Ministry of Health in the months of July/August wanted to acknowledge that by this time we were experiencing community spread. Testing was pathetic at best and one had to be showing symptoms in order to qualify to be tested. It was evident based on data and

THE BELIZE TIMES success stories from other countries that the key to beating the virus was mass testing, adequate quarantine and contact tracing. Someone in the Ministry of Health saw Covid-19 as a time to make them some money. Testing was restricted only to the Central Medical Lab which was soon overwhelmed with the quantum of testing creating a massive backlog extending for as much as 16 to 20 days in some instances before results to become available. Way too many Belizeans who died, did so, not knowing their Covid-19 status which was only revealed to their families after their deaths. This opinion piece would venture to declare that a formal and proper investigation needs to be conducted as to why free test kits that were offered to Belize were rejected by officials at the Ministry of Health. Why did the Ministry officials monopolize testing knowing fully well that they did not have the capacity to keep up with the increasing volume? Who was responsible for or who profited from the testing supplies? By September 10, we reported one thousand twenty-one (1,021) active cases. By October 11 our numbers had ballooned to over two thousand reported cases and increasing fatalities. Since the November 11, 2020 General Elections, the Officials at the Ministry of Health have made massive strides in the containment of this virus. Mass testing is now encouraged and proper quarantine measures backed by proper financing has been put in place. Mobile testing sites have been set up and more and more of our people are receiving rapid testing resulting in self isolation and a slow down in the community spread. We have a long way to go before we can declare final victory over this pandemic as a nation and as a world. We are encouraged by the recent reported numbers and as a nation we must continue our vigilance. Wear our mask when in public, wash our hands regularly, exercise, eat healthy, maintain an optimum immune system and follow social distance protocols. We can and will overcome this virus together. up. This offer was brushed aside. The IAEA offered to buy consumables for testing. If this offer was taken up the decentralization of testing could have already occurred. It now takes ten to twelve weeks to get these items. The backlog of PCR results, the increased in the number of infections, and the number of deaths can be squarely placed on the UDP past administration even with ample time to full in the gaps. The budget for the Ministry of Health was cut by 40 percent. This was despite the fact that the MoH was required to respond to the pandemic. Overtime for Healthcare workers was cut. There was restrictions to hiring for health. During the 58 days when there were no Covid cases, they MoH should have used the time to deal with the pandemic and equip the hospitals with the supplies and to decentralize the processing of samples. We have done significant achievements. With respect to the KHMH, the new Board under the leadership of Dr. Andre Sosa has revamped the Covid-19 response by creating a focal group(clinicians and technical people from within the institution) headed by Dr. Adrian Coye. The goal was to equip the wards to be able to deal with more patients and to get more favourable outcomes and at the same time make for a more compassionate level of care. The focal group is in charge of correcting deficiencies including feedback from staff. We have sources high-flow oxygen machines that will deliver high energy needed by Covid-19 patients in critical conditions. Cabinet has approved 15 million for the battle against Covid. Cabinet has approved the payment of accrued overtime which was denied by the UDP. Overtime has been extended up to 60 hours. We have increased Rapid Testing to areas outside the normal testing areas. This includes mobile testing. Only by identifying the infections can we be able to curb the spread of this disease. As the Minister responsible for the youth of this country, a role I take very seriously, I take this opportunity to express my disgust and outrage, following an examination of the Department of Youth office in Dangriga. Keep in mind that this office should be a place which provides positive opportunities to our young people – a place where important work is done to ensure that the youth of Dangriga are given access to opportunities, and constructive recreation. After examination of what passes for an office in Dangriga, I can’t fathom that any actual work took place there, and certainly I would not encourage any child or young person to seek opportunities in such a setting. That is a shame, and I do not hesitate to point out that those entrusted with the care of our youth failed them, miserably. This is more, much more than a political issue, but I must also point out that I cannot comprehend how the former Minister of Youth is not ashamed as he stands in our Honourable House of Representatives and boasts about his prowess when he was in government. He has nothing to boast about. He should be ashamed of himself. I can commit to the people of Dangriga that the Department of Youth WILL soon be able to serve an efficient, effective role in that community. I have instructed that a comprehensive structural analysis be done, with a view to determine if indeed the facility can be upgraded to the standard which is demanded. If not, then my commitment as Minister is to find proper facilities. We owe it to our youth – but more than that we owe it to our country, because our stability and prosperity as a nation depends on the positive contributions of our youth today and in the years ahead Belize Rural South Andre Perez, Minister of The Blue Economy & Civil Aviation This government is very serious about the Blue Economy and Aviation and is prepared to support and promote innovative economic innovation. We have acted swiftly at the department of aviation to conduct and assessment by consulting with key partners like COSESNA, Belize Concession Company, and Belize Airport Authority in order to identify key areas that are in need to immediate attention. Based on this, we have begun to develop the five year development plan. A department with a strategic plan cannot take us into the new era of civil aviation. This is in addition to being compliant with the international standards that will make us more attractive as a safe destination. Implementation of the use of the weather observation system at the International Airport as well as the commencement of the airspace classification is an achievement. Global evidence is showing us that the Blue Economy model, if implemented successfully, can catapult and economy such as ours. We take this mandate very seriously as we seek to strike that balance between much needed economic growth and the protection of our Oceanic wealth and heritage. We have sought to put together an advisory committee which we coin the Blue Economy cluster—an important multisectoral cluster that will include key decision makers at the governmental as well as non-governmental and communities level. The first item on the agenda is the forging of a vision that will guide our policies and a strategic plan for the next five years. The role of this cluster will be instrumental in pioneering the new Blue Economy of our country. We will identify existing opportunities and gaps. Already, in our 100 day plan we are identifying sources of funding while continuing to implement existing programs at the fisheries department. This includes the increase of the sectors contribution to the export primarily of lobster

and queen conch which up to November 2020 had a foreign exchange earning of 40 million dollars. There is massive potential in the Blue Economy model and our country is poised to be a success story in the region. 2021 is the year of the Blue Economy. Stann Creek West Hon. Rodwell Ferguson, Minister of Public Utilities & Logistics I see discrepancies in the Ministry of Transport. One in particular, a gentleman rented a stall at the Dangriga Terminal at 100 dollars a month. He hardly pays anything towards his rent and in September 2020 he signs a contract with the then Minister for 20 years to manage this stall. If this contract is revoked the government has to pay him 750 thousand. This is disgraceful to the Belizean people. This is what I will put to the Attorney General of Belize to review. People are starving and this is because of the past administration. I have told several organizations involved with my Ministry and I told them, this Minister wants no ‘mordidas.’ Fort George Hon. Henry Usher, Minister of Public Service, Constitutional & Political Reform Madam Speaker in this week of the epiphany, it seems that the Leader of the Opposition, Member from Collet has had a political epiphany. I am happy to hear that he will not defend the ACTIONS of the previous UDP administration. Likewise, I hope that he will not defend the ACTORS of the previous administration. And he will assist this government in identifying those who should be arrested for crimes against the people. With your indulgence, Madam Speaker, I would like to thank the great people of Fort George for giving me the opportunity to represent them and serve them in this Honourable House and for being a part of this dynamic time in our nation’s history. The Belizean people spoke in a resounding and awesome voice on November 11th. Annually that day is a day of remembrance and certainly as we set about to right the wrongs of the past 12 plus years it is a day the Belizean people will not forget. Madam Speaker, a result as that which was given on November 11th is a result that clearly indicates that the people were fed up, fed up not only with the personalities of the previous administration – elected and not elected – acquiring obscene wealth while more Belizeans got poor but also in the way they brandished this wealth in the face of Belizeans. It was criminal, Madam Speaker, and the people want justice. The country was under a red siege, an unprecedented time of pillaging and corruption in almost every single government ministry and department. The depth to which the previous administration sunk, Madam Speaker, was like some kind of political Dante’s Inferno, combining the 4th circle “Greed” with the 9th circle “Treachery”. It is because of the UDP’s insatiable greed that they can be described as traitors, traitors to their constituencies, traitors to their communities, traitors to the people of Belize. The UDP of 2008 – 2020, only a handful of which have survived the people’s wrath, were scientists of corruption and architects of destruction. They destroyed industries. They destroyed government institutions. They destroyed the Belizean economy. The corruption was endemic, and it was killing the body politic of Belize. Madam Speaker, the people voted for a government not only to reform the system, but to transform it, to fix it, and it starts with the Public Service. We will modernize the public service and prevent political interference. Public Officers will be allowed to do their jobs without fear or favour. They will come to work without the worry that some political hack will walk in and tell them what to do. Those days are done! This Motion on Good Governance is not merely words. It is a solemn pledge by this Government to always govern in the best interests of our bosses, the people of Belize. Under the UDP the Ministers sat smugly at the top of the proverbial pyramid and expected everyone to be at their beck and call. Now the people are at the top and the elected representatives, all of us, are their servants. For this Motion to be presented in the very first working session of this House signals the seriousness of the Prime Minister John Briceño and this government, and I am proud to be a part of it. A new era has dawned, Madam Speaker, an era of openness, an era of sustainable development, and an era of good and efficient service. I support this Motion, Madam Speaker, and I ask all members to do so as well. Caribbean Shores Hon. And whereas the people of Belize, including the indigenous people of Belize were never conquered by the Spanish and as such we wish to celebrate the heritage and also the cultural diversity of the great people of Belize by either removing the 12th day of October as Columbus Day and predesignating that day and establishing a committee to do so and to review all other public and bank holidays. PATRICK FABER MUST APOLOGIZE Patrick Faber is now the “Leader” of the Opposition. He leads a rag-tag group of four politicians, make that three and a half. As no-one expects anything from Sista B. He couldn’t even get her to attend and contribute anything at the first meeting of the nation’s parliament last Friday. Faber, seeking to grand stand said in the House meeting that he will not be defending any of the wrong doings, irregularities, stealing and corruption which occurred under the UDP government. What a thing to say. But what else can he say. None of those things can be defended. Most of them are criminal activities and violations of the law. Worst, Faber was in government from 2008. He was Deputy Prime Minister. He was in cabinet for almost thirteen years. The Constitution at Section …is clear, all Ministers are responsible for what is done. Patrick Faber was an enabler, a facilitator a collaborator. He aided and abetted everything that happened in the UDP government and Cabinet. Everything that Dean Barrow did, including the government of the boledo and lottery and millions of dollars for TWENTY years. There is a saying - the upholder is as bad as the thief. Where was your voice Honorable Faber? What action did you take? Which reform you put in place at the Lands Ministry, passport, customs, police, petro-caribe funds, or the Finance Ministry where all stolen and wasted monies passed through. Did you insist on a proper function Public Accounts Committee? Did you insist that a certain amount of money be set aside for the proverbial rainy days? Madam Speaker, don’t expect me/us on this opposition side to defend any wrong doings of the past UDP government. That is NOT what you should be saying. You should have said, Madam Speaker, I take much of the blame for Dean Barrow and what my fellow Ministers did to the people of this country. I wish to offer a full apology for what happened and for my failure to speak out against it and to fight for what was right for this country and her poor, struggling people. Patrick Faber, you let down yourself, and the good decent supporters of the sad, dishonourable UDP. WHO IS CHARLES GIBSON Charles Gibson was a public officer who spent his whole career at the Archives Department. He is a quiet, non-descript person. As the Barrow government wallowed deep in corruption and flagrant abuse of public office, the Prime Minister decided on some optics. He appointed Charles Gibson to be a Minister of government. Gibson was not a union leader, he was not an advocate of workers’ rights, nor was he a person who expressed any views on any matters. He was appointed Minister of Public Service. A golden opportunity to engineer some meaningful changes and improvements in the burgeoning bureaucracy. He had access to Hubert Enriquez, Godwin Sutherland, Marion McNab, David Gibson, Beatrice Robateau and many other outstanding public service giants willing to see improvements. Nothing happened. Under Barrow this story repeated itself for Godwin Hulse and Carla Barnett, both more knowledgeable than Gibson but both never attempting, never achieved any changes especially at the Ministry of Corruption (Lands). After the 2015 general elections, Gibson was appointed as chairman of the Public Service Commission. We cannot fathom how such appointment could occur. An open UDP person, ex-Minister in a UDP government, appointed to sit as head of the impartial office of Chairman of the whole public service where appointments, transfers, promotions, discipline and dismissals are to be done in an impartial manner under the Constitution. The whole issue of impartiality and bias is thrown out the window, but Barrow did it and Gibson acquiesced. No morals, no principles. It was a shocking, unbelievable situation, but Barrow had been sabotaging every committee, commission, and institution established to act as checks to such activities, known, perceived or real. Neither did he place public notices, warning voters of the criminal penalties or of doing such a worthless deed of transferring for money or love of party—All grounds for removal of Estevan; you didn’t carry out your responsibility. The general elections results were not favourable to Estevan’s party. Not by a mile. Citizens by a whooping massive majority ran the UDP out of office. Perrera wants to stay in office and continue as Chairman of election for the next four and a half years. He even wrote a four page document posted on Facebook showing why the new Prime Minister and the Cabinet cannot remove him. This is funny. Funny, peculiar, not so much funny ha! ha! Estevan has fallen into legal error, as the judges would say. Apart from the written words of the Constitution, there are conventions which apply in tandem with most of the words and the spirit of the law. An outgoing government cannot tie the hands of an incoming government. Not only do conventions apply, but binding case-laws. Since no research was done, only quoting the Section of the Constitution, we will offer a little guidance. Don’t need to look far. See the case of DWIGHT NEAL v MINISTER OF RURAL DEVELOPMENT,

Belize Supreme Court Claim 261 of 2008. Lois Young Barrow was arguing in support of Dean Barrow’s victimization of the then rural water board. Anthony Sylvestre was defending the victimized board members. Lois Young Barrow lost the case. See paragraph 35, although the Claimants won against UDP victimization the Supreme Court said they should resign. “The Claimants should have resigned… to give way to the current Minister responsible, to implement the policy of his government”. They have not done so. There is no sanction in the Court for their conduct. That last sentence along with paragraph 36 does not apply to you sir, or Charles Gibson and the hundreds of UDPs cronies who are refusing to leave office. Why! Because the law goes further and there is the doctrine that balance against governmental abuse and Ministerial over reach. Gilson sat in the chairman position for five years. Did nothing. He was reappointed not too long ago, for another five years. But in the November 2020, General Election, the Borrow mal-administration and all it stood for, were kicked out of government. Kicked out by a massive majority of citizens who became angry and fed up with the horrible conduct of the country’s affairs. One of which is corruption and waste has left the government so broke it cannot even pay for public officers’ salaries without borrowing. Not a dollar was saved or money set aside for emergencies like flood, hurricane or Covid. It is a monumental crime and a goddam shame what Dean Barrow, his Minister’s, cronies and collaborators in the public service have done to the people of Belize. The change of government has meant nothing to Charles Gibson. He continues to collect his fat salary. While sitting in an important position only because he is a UDP, appointed by a former UDP Prime Minister. The Accountant General’s department has hundreds of files for public officers who have retired over a year ago and cannot get their final letter from the chairman of the public service commission. This alone is grounds for removal from office. We would wish to respectfully advise Mr. Gibson to go quietly into that good night, and not appear to be part of the obvious UDP strategy to undermine the new government and the people of Belize. For go he must, surely, he is sensible enough to know that. ESTEVAN PERERA Five months before general election, Estevan Perrera, a known UDP was appointed by Dean Borrow to be chairman of the election and boundaries commission. He succeeds UDP fanatic, Alberto August. UDP political candidates were stalking up their voters list with bogus voters from other constituencies. Pererra spoke not a word about any contract or agreement purporting to better further executive action as unlawful and void. The new government has a duty to untangle this mess of hundreds of UDP cronies occupying important positions all across important institutions. It is a problem and it will be solved. This is a guarantee. Madam Speaker, Bill for an Act to undo the insidious Action of the outgoing Prime Minister. NEW APPOINTEES Here is hoping that appointees to the various boards and committees will eschew allowances and credit cards. That is the way of the corrupt UDP. With poverty on the rise, there is something immoral for persons with employment to be collecting allowances for attending once a month meeting for a few hours. The new Prime Minister is still driving his personal vehicle as a way of showing that in these times of austerity we all have to do our part. WAR ON WASTE As we enter a new year with all its uncertainties. The new government has to help focus the mind of the nation. Precious monies can be saved if there is a war on waste on all public service department and ministries. Turn off lights and air conditions when leaving offices. Purchasing of a new vehicle for individual public officers has to cease. Like in George Price days such public officers would be given loans at minor interest rate to purchase vehicles. When used for official purpose, a monthly allowance is provided. Everyone has to work harder and produce more. It is wasteful and immoral for us to be importing more than TWO HUNDRED MILLION dollars of foreign food and drinks. Imagine how many Belizean farmers, and fishers, and small businesses can benefit if we eat what we grow and grow what we eat. This is an urgent task for Hon. Jose Mai and the new government. A public campaign must begin, national focus must be on agriculture, including backyard gardens. We must get serious with a sense of urgency. Posters and banners at every shop and supermarket. TV and radio infomercials to buy Belizean products. Talking thousands of jobs. No more imported furniture’s, start off with local chairs and desk and doors. No more imported school bags, these can be sewn locally through women’s cooperatives. Imported jams, milk, and butter can be replaced. No more imported vegetables, fruits, nuts, beef and pork. No more imported water, juices. Poverty is on the rise to unacceptable levels. So is unemployment. The situation is URGENT and CRITICAL.

The Ministry of Natural Resources, Petroleum and Mining invites tenders for the provision of Janitorial services of its office premises situated at Her Royal Majesty Queen Elizabeth II Boulevard, Cohune Walk, Belmopan City, Cayo District.

The Ministry of Natural Resources, Petroleum and Mining invites tenders from duly registered security companies for the provision of security and surveillance and cash courier services at the following office premises situated in Belmopan and Belize City:

The tender shall be for a period of two (2) years (1st April 2021 to 31st March 2023) The successful tender will be expected to provide the following services:i.

Daily cleaning and dusting of all floors, walls, ceilings, stairways, entrance and exit access. ii. Clean and sanitize all bathrooms daily. iii. Clean all kitchens and kitchenettes and all appliances, kitchen equipment, crockery, cutlery and all other kitchen items. iv. Sweep and mop office floors. v. Dust and polish office furniture, fixtures and telephones. vi. Clean and polish glass doors, panels and windows. vii. Remove cobwebs from building. viii. Empty and clean waste paper baskets and all garbage containers. ix. Maintain all garbage containers with garbage bags. x. Clean all vertical blinds and windows quarterly xi. Provide two (2) onsite Supervisors during the course of the day xii. Provide cleaners for three (3) hours daily to clean bathrooms, emergency spills or leakages xiii. Provide and pay for all tools, equipment, transportation, permits, taxes supervisors, labour and all other necessary services to complete the above described works. xiv. Provide all cleaning materials, deodorizers, cleaning agents, chemical equipment and any other materials or tools necessary for the cleaning maintenance of the building. xv. Provide sanitization services for COVID-19 in line with Ministry of Health and Wellness protocols

Conditions for participation in the Tendering process:

The successful tender will be expected to provide the following services:-

Twenty-four (24) hour general armed security and surveillance services at its offices and compound including all buildings and fixtures erected thereon situated on Her Majesty Queen Elizabeth II Boulevard, Cohune Walk, Belmopan ii. Ten (10) hours general armed security and surveillance services at its offices at No. 144 Corner Central American Boulevard and Cemetery Road. iii. Allow only authorized persons/vehicles to enter the buildings and compound iv. Assist in protecting employees from physical and verbal abuse v. Assist in protecting Ministry properties from theft and abuse vi. Patrol and inspect said premises during and after normal working hours vii. Provide an incident report, in writing, for any incident or accident occurring at the said premises viii. Report any suspicious movement around said premises ix. Any other security task as may be agreed upon from time to time by contracting parties.
