Continued from page 1 ibly, in the pristine Lighthouse Reef Atoll, the resort at one point boasted an international runway, marina for hundreds of vessels, golf-course and over-water villas…along with the myriad luxurious amenities to attract the rich and famous. The scale of the project, and its ‘intended’ location, should have given any normal person pause and cause to steer well-clear, but here in Belize there are very ‘special’ people, not normal at all. That is why in 2014 Minister of Tourism Manuel Heredia and Minister of Investment Erwin Contreras donned tuxedos, and the wife of the Prime Minister donned her best frock, to travel to Cannes for the Puerto Azul launching. There all three preened and pranced, posing for photos with celebrities, sipping champagne and getting punch-drunk on momentary stardom. They were there at the invitation of the developers to show support for the project. As it turned out, they were being used as stage props to sell a product which does not exist. Media houses in Italy and Switzerland on Tuesday reported that Puerto Azul developers Domenico Giannini and Fabio La Rosa have been imprisoned, along with three others, for what was nothing but a Puerto Azul scheme and scam which allegedly resulted in some 200 investors being defrauded of their monies. At the end of the inter-agency investigation which allegedly lasted a year, Police in Italy were able to seize over eighteen million Euros in cash and assets held by the men in offices in Italy and Switzerland. It is certainly not the first time that our celebrity-happy, integrity challenged leaders and officials have been duped. Belize is regularly portrayed as a country in which anything can be had for a price and a political connection. Former antivirus guru John McAfee made reference to it in a documentary entitled ‘Gringo’ which shamed the nation when it was released in 2016. And then, of course, there is the case of William Danny Mason, a con-man who was able to infiltrate the UDP Cabinet and Police Department within a very short period of time. From the very mention of the project in Belize, environmentalists and stakeholders had issued words of caution to the government. Still, even the omniscient Godwin Hulse, head of the subcommittee to investigate the project, didn’t raise eyebrows at the thought of such a massive infrastructure foray in such an ecologically sensitive area. The Belize Times notes that while the Prime Minister’s wife, the Minister of Tourism and the Minister of Investment were easily duped and taken for a ride, if it’s any consolation foreign media reports that even celebrities like John Travolta and Andrea Boccelli were among those used as stooges.

BONDHOLDERS REJECT BARROW – TELL HIM TO GET SERIOUS! Wednesday, January 18, 2017 As if Belize's economy needed any more bad news, the Bondholders Committee, appointed by holders of the 2038 "Superbond", have rejected government's consent solicitation presented to the Committee last week. In its consent solicitation, GOB proposed that bondholders fix the interest rate on the 2038 bonds, currently at 5 percent and stepping up to 6.767 percent effective August 20, 2017, to 4 percent per annum starting February 20, 2017 through to the final maturity of the bonds. GOB also proposed that instead of extending the bond, the amortization schedule be changed from 38 equal installments commencing August 20, 2019 to three annual payments due to commence on February 20 of 2036, 2037 and 2038. Bondholders, however, have other ideas and have promptly rejected GOB's proposal saying governments

terms would reduce the net present value of the bonds by over 40 percent. The Committee has also advised bondholders to reject the terms of GOB's proposal as GOB needs consent from holders of at least 75 percent of the bonds. It also referred to GOB's consent solicitation as premature. Barrow, of course, is trying to avoid a sticky default situation on the bonds' next coupon payment due in February. Experts, however, had long predicted that this latest restructuring effort would be anything but quick as bondholders are demanding certain commitments from GOB including adhering to a program endorsed by the International Monetary Fund (IMF). Under the terms of the last restructuring in 2013, GOB agreed to a principal reinstatement clause which provides that in the event of any unpaid princi-

Tuesday, 17 January 2017 Police say there is little information to reveal at this time, except that over the weekend cops from San Pedro Town were called to an area four miles south where they discovered a sack on the beach. Inside that sack were parcels weighing in at a kilo each, for a total of 26 kilos or 57 pounds. There was nobody in the area, so the drugs were taken to the San Pedro Police Station and labelled as found property. Ambergris Caye is no stranger to wet drops. In fact, the frequency with which large quantities of cocaine make their way to shore has created a new industry for a breed of criminals known as playadores who scour the beaches, traditionally north of town. It has also led to an increase in violence and murders on the island, as rival families of playadores battle to the death for possession The media tried without success to get an official estimated street value from Police, but they also refused to reveal that information for some unspecified reason. From media investigation, the street value in Belize of that find over the weekend could be as much as $675,000.

pal or interest before the bonds' 10th anniversary, the government has to issue to holders an additional amount of 2038 bonds equal to 11.11 percent of the original principal amount within five days amounting to about US$59 Million. According to Exotix Partners, a London investment bank that prepares market analysis on the 2038 Bonds, "... this is important as it gives bondholders the incentive to wait for an actual default - say in February, with the next coupon, and then increase the value of their claim." The report from Exotix added: "... Indeed, given the creditor projections in the 2038 bond, it's as if bondholders at the time saw this coming..." Now bondholders say that despite GOB submitting a partial outline of a proposed economic adjustment program, the Committee is not convinced that the government's proposal is likely to reduce future risks to debt sustainability or to the stability of the country's currency peg. The Prime Minister has resisted having to enter an IMF program as doing so would most likely cause serious political consequences for his administration. The IMF has advocated for GOB to raise the General Sales Tax to 15 percent and has also recommended that GOB make significant cuts to its wage bill. And as Barrow's government continues to run out of options and arbitration costs continue to pile against GOB, tax hikes and retrenchment is what is becoming inevitable. The Bondholders Committee said it would await the further details of GOB's proposed economic adjustment program. The Belize Times is informed that GOB will submit the detailed proposal to bondholders before the end of the week.

SENATOR Wednesday, 18 January 2017 The NGO Community has released a statement saying, “The Belize Network of NGOs hereby expresses its grave disappointment that the Government of Belize intends to proceed with this year’s first Session of the Senate before the Senator representing the NGO community has been sworn in.” Osmany Salas, the President of the Belize Tourism Industry Association, was elected by his peers within the NGO Community, and though it is only a formality for him to be appointed and sworn in at this point, the Dean Barrow Administration is, it appears, delaying his ascension to the upper house of parliament. The Government wants to debate amendments to the NGO Act, but are excluding the voice of the group which will be most directly affected. The NGO community, supported by the Opposition and other social partners, see no sound reasoning, and have expressed disappointment. The President of the Senate, Lee Mark Chang, has scheduled a Senate meeting on January 19 to discuss this and other bills debated and passed by the House of Representatives. That’s only 1 day before the Prime Minister’s signed

THE BELIZE TIMES Commencement Order for the 13th Senator comes into effect. The NGO Community has asked President Chang to postpone the meeting until after Salas is appointed and sworn in, and seeing the wisdom in this, the PUP joined them in their attempts to change the President’s mind. Lead PUP Senator Eamon Courtenay, wrote to President Chang last week Thursday, January 12, saying, “...A review of the Order of the Day does not reveal any matter that requires an urgent sitting of the Senate. Also the 13th Senator's arrival in the Senate has been too long delayed, and an opportunity for him to participate in the upcoming meeting should not be missed.” Senator Courtenay continues, stating “It does seem very odd that there is a senator-elect, and a meeting of the Senate will be held and he is unable to attend for no good reason. If there is a compelling reason for the meeting to be held on the 19 January 2017, please let us know as soon as possible. We respectfully urge you to set a new date after the 20 January 2017 so that Senator-elect Osmany Salas can take his rightful place and participate in the very important meeting.” The President responded, on January 16, saying, “In reference to your request to postpone the special senate meeting scheduled... I have discussed with the Clerk of the National Assembly and the special senate meeting will be held as scheduled. Shortly after there will be

another senate meeting where our new senator will be sworn in.” As readers can see, no reason was provided in that response, and no compelling reason was shared with the Senators as to why Senator Elect Salas is being excluded from this first meeting. There is only a promise that “Shortly after”, another meeting will take place where he will be sworn in, no timeline given. Godwin Hulse, the Leader of Government Business in the Senate, has commented to the press that it is the Prime Minister’s intention to have him seated in the Senate by March. He said, “My understanding is - from the Prime Minister - that he would commence the order - I think it was sometime, towards the end of this fiscal period, which would be March.” He also added that, “clearly”, Senator Elect Salas cannot be installed until after the bill is passed and brought into force by the Governor General. The NGO Community, the PUP and social partners don’t agree. They interpret that as bad faith, and the Opposition, PUP, says that it is a betrayal of all that has been achieved by all, including the teachers and the business community, to get to this point. Senator Eamon Courtenay commented to the press, “We the PUP feel that it is a betrayal of the NGO community for the government knowing that the law will come into force on the 20th of January to set a meeting for the 19th, especially as they are proposing to debate an amendment to the NGO act.”

3 03 But the NGO community is willing to compromise with the Government, asking that if the Barrow Administration feels that Salas should not participate in the debate of the proposed NGO amendments, that law should be passed with his exclusion, but to postpone all other governance matters approved by the House of Representatives on January 13, 2017. Their statement, says, “The NGO community believes that if it is the Government’s desire to pass the NGO Amendment Bill as per its official position prior to the seating of the 13th Senator, then in good faith the Special Sitting of the Senate on January 19th can be to do just that – pass the NGO Amendment Bill – and a Senate meeting can then be convened either on January 20th or any date soon thereafter to consider all other matters that emanated from the House of Representatives meeting…” The NGO community, and their Senator Elect, have committed publicly that it is not their intention to frustrate the democracy of Belize. They seek only to enhance it, and even before they get parliamentary access, they’re already being treated to suspicion of ulterior motives and an inability to be objective. Froyla Tzalam, Spokesperson for the NGO Community said, “...By us not being able to participate until after January 20th, it simply means that nothing much has changed from when the commencement order was signed."

Questions to Ministers

Would the Member for Queen Square and Prime Minister please say how much money his law firm (he and his law partner), his ex-wife, his brother and his son have made personally since 2009 from the seizure of BTL and the protracted litigation with Lord Ashcroft? Would the Member for Queen Square and Prime Minister please explain the repercussions to Belize from openly refusing an order of the US Supreme Court and declaring ‘economic war,’ since under this government Belize has become a beggar nation and depends on the US for just about everything? Would the Member for Queen Square and Prime Minister say why the $100M judgments against GOB did not form a part of the discussions during his cozy secret meetings with Lord Ashcroft in Miami in 2015? Would the Member for Queen Square and Prime Minister please confirm or deny reports that he has already informed senior UDP insiders that he will be stepping down before the middle of the year and handing over the reins of government to his alcoholic, woman-beating Deputy Prime Minister Patrick Faber? Would the unelected Senator and Minister of Immigration please respond to the testimony of former Director of Immigration Maria Marin which suggests that he intervened at the request of UDP Ministers to expedite and facilitate the Immigration processes even when requirements were not met? Would the unelected Senator, political dud and new Minister of Natural Resources please update Belizeans on the status of the investigation into nefarious activities conducted by former Deputy Prime Minister Gaspar Vega at the Ministry of Natural Resources? Can she confirm or deny allegations that she is just a political stooge who will follow orders and nothing more in that Ministry? Would the Member for Orange Walk North, accused thief and political disgrace please say whether there is any intention to return the monies misappropriated from the Belizean people in the Ministry of Natural Resources? Could he further state, for public record, if he or members of his family own shares in the Captain Morgan Resort in San Pedro?

Something’s Fishy… Has anybody else noticed that the only people who have gotten filthy rich through association with Lord Ashcroft have the last name Barrow? What a weird coincidence. There’s Dean, whose law firm got in on that latest 2015 secret agreement with Ashcroft and has represented the Lord and master for years. Then there’s Lois, the first wife, who raked in the dough from early litigation with Ashcroft. When Lois was put out to pasture Denys got in on the action making big bucks off the Lord. Then there’s the first son who took over BTL and suddenly became a millionaire. Hell, even the wife got her share, partying with the fabulously wealthy on the Lord’s yacht. Check that out. Interesting stuff! If I was a conspiracy theorist I’d maybe think that there’s something extremely fishy about them there lucrative connections…like wad-in-socks-Boots always says – don’t listen to the noise in the market…check yuh change! Good Lord… Has anybody also noticed that while the baldhead pontificates and plays intellectual giant, the very quiet Lord has won every single time? Talking aside – and the baldhead does talk purty – the Lord has gotten more than BTL was worth, plus a multi-million dollar return for every year of litigation…about $250M in interest. Lord Ashcroft has control of all that money, in US dollars and now we hear about another $100M. Listen…since 2008, Lord Ashcroft has made much more money from Belize, is owed much more by Belizeans and controls more of Belize than ever before. Seriously…Mr. Barrow can’t be that stupid. It’s not possible. And then this fool has the brass cojones to blame the PUP for his stupidity. Do the Math, genius! ‘Special’ case… Word is Mr. ‘genius in his own mind’ is going to haul ass in a few months, maybe as early as March. He’ll blame his departure on those damned pesky lesions on his royal colon, and anoint that ‘special’ case, Patrick Faber, to the top seat. I sure hope those AA meetings have helped and those anger management councillors have been able to work miracles cause this lil fellow was sure a time-bomb waiting to go off. I don’t engage in ‘minute’ banter, but I hear that the poor ‘little’ guy has been diagnosed with overcompensation issues. So that’s why he’s been so cranky, throwing cement blocks through windshields and punching women. You know what… just forget it. A judger is a sinner and I won’t judge. Besides, Kim said we shouldn’t say the R word so I’ll just wish this ‘special’ guy all the best in his future ambitions. No shame… Have you ever wondered how it is that some people have no shame? Look at the Vegas, for example. His son Andre is in the spotlight for all the wrong reasons. People think he’s a thief like his good old dad for jacking Belizeans of $400,000. Yet there he is jet-setting around the globe like nobody’s business. Reports are that he’s refused to return the money even after being busted along with daddy. No shame. Now we hear the Vega kids have become targets in school and on the streets. See there’s absolutely no reason to visit the sins of the father on the children, unless, like Andre, those children benefitted from the stolen loot. I hear his wife is having a mental breakdown. Wonder how come she didn’t have a breakdown when all those prime parcels of land were put in her name. You know what…I remember Gapi calling on God every House meeting and proclaiming his own holiness. I even saw a picture of the scurrilous fellow and his wife meeting the Pope. This man needs to do the right thing…for his children. Captain Morgan… I hear Captain Morgan’s resort on Ambergris Caye has been bought by an Asian gentleman by the name of Ken Zhong, for $32M. Is the name familiar? It should be. Ken Zhong was implicated in a lot of lucrative illegal rosewood activities back when GIV was rolling in rosewood. Is GIV familiar? It also should be, since it was the company owned by Gapi and his brother German which made millions off that precious wood, getting it for a pittance from government and then flipping it. Anyway so it was believed that Zhong was a front for the Vegas since he enjoyed some very high-level protection. That of course begs the question…is he fronting again? Are the Vegas now resort owners in San Pedro? It was certainly explain why there was very senior political intervention when the Department of the Environment tried to shut down the resort a few weeks ago…connect the dots! Was she crying…! I can’t watch the sour ex-Senator on TV without getting hives and lesions on my own colon, but I did land on WAVE by accident one morning while flipping through the stations and I could swear she was crying. At first I thought I was mistaken because real men don’t cry, but after listening carefully, there it was. Apparently she’s been receiving threats so was asking for understanding and compassion. Hey we know it gets tough juggling so many lucrative deals and demanding babes, planning exotic trips for the latest bunnies, managing so many properties and trying to lose weight. I understand the struggles. But don’t cry. Like really don’t. It’s unpleasant. Yuck. Stop.

Legends, Legacies & Larceny

O

n Sunday the People’s United Party celebrated the 98th birthday of the Rt. Hon. George Price. He was and is the people’s legend, a true Belizean hero. He travelled to every corner of the nation by foot, horse and canoe, visiting his people in the remotest areas. He sat with them, talked to them and listened. He shared their meals and won their hearts because he was at every moment one of them. He was a strong man, but never arrogant in that strength. He never lorded his intellect over any in his Cabinet or out. He never spoke down to his people. He was a quiet man, a humble man who had a vision inspired by ALL his people and his God. He was truly a man who led by serving. That was not his mantra. That was his way of life. And after a life of service, he left politics with his integrity intact, poor if judged by material trappings but rich in every way which should count. Dean Barrow is the antithesis of George Price in virtually every way. In 2016 Barrow boasted that he has won consecutive elections in Queen Square without visiting the home of one voter, since his sister does all the work in that constituency. Mr. Price would not have understood that type of glaring arrogance or that disconnect from the people. That disconnect is evident not only in Queen Square, but countrywide. A few years ago a storm devastated the southside of Belize City. Though he had never done so, Mr. Barrow was obviously persuaded to make a cursory tour of Port Loyola. I’ll never forget the image of him holding a child at arm’s length, the expression on his face one of distaste. I remember thinking to myself that it was clear that he couldn’t wait to retreat to the safety of his luxury SUV to douse his hands with sanitizer. That is the measure of Mr. Barrow. He will never be accused of being a man of the people, and it is clearly a characterization that he has never sought. He is content to rule from on high. There is no humility to him, and no compassion. He uses his arrogance to intimidate and his rehearsed prose to befuddle those of us who are too easily dazzled. Mr. Barrow, most certainly, will never be considered a legend except in family circles or in the circles of those political colleagues who have gotten rich during this glorious time for all UDPs – this unfettered gorging at the public trough. And oh what a legacy he will leave behind when he stumbles out of office. At the House Meeting on Friday, it quickly became clear that the Prime Minister continues to live inside a

bubble. His arrogance was unchecked. This man has run the country into the ground. Government is at the point where it struggles to meet its wage bill monthly, and currently survives by taxing fuel through the roof. Generations to come will be paying for Mr. Barrow’s ego. He praises BTL, under his son’s control, while that dinosaur meanders toward extinction, losing service and customers and revenues at a prodigious rate. He stood at the House and stated that he would not pay a penny of a new $100M judgment to the so-called ‘white devil.’ But that is a story we have certainly heard before. I remember Mr. Barrow waxing poetic, going into battle on his white charger, Lord Ashcroft the proverbial villain. But all Belizeans will also remember when Mr. Barrow very meekly, without a murmur, went to Miami to sit and sup with the Lord. It was at this secret meeting that the Prime Minister, law partner in tow, signed a blank check to Lord Ashcroft – a damned blank check. In the House Friday the UDP referred to the idiot who signed an agreement with Lord Ashcroft way back then – an agreement in which BTL was guaranteed 15% return. But if that person is an idiot - what then would the UDP call the person who signed a blank check guaranteeing Lord Ashcroft an undisclosed payment to be determined by an arbitration panel – whatever that payment would be? It turned out to be $557M - $250M of that payment interest. In all Mr. Barrow has cost Belizeans over $750M because while he is brilliant in his own mind, it is only in his own mind. So as Mr. Barrow limps and wobbles to pasture, his legacy to Belizeans is one of debt and taxation, retrenchment and harder times than ever before. And his legacy is also one of enormous, catastrophic abuse and larceny. We can no longer skirt the truth. Mr. Barrow must have been aware of what was happening in his Cabinet. He cannot have been so ignorant to such terrible wrongdoing. His DPM, the man he called a personal friend, was systematically raping the assets of the Belizean people, enriching his family. The Prime Minister had to know. And if he didn’t know then, he knows now, and does nothing. And it is not only Mr. Vega. Many Ministers continue to bleed our coffers dry, feathering their nests for what is certain to be massive defeat at the polls. Mr. Barrow has to know So as we celebrate the legend and legacy of a man like George Price, we cringe to see how far we have come under the rule of a man like Dean Barrow – certainly no legend with no distinguished legacy to speak of. Happy Birthday, Mr. Price. Mr. Barrow, you have failed us.

FACED WITH RISING CRIME…GOB CUTS JUDICIARY’S BUDGET

Wednesday, 18 January 2017 Although an actual percentage has not been cited, the Judiciary will face a budget cut for the 2017/2018 fiscal year. That was the disclosure at the start of the 2016 Annual Report of the Judiciary as presented by the Hon. Chief Justice Kenneth Benjamin at the opening of the 2017 legal year. The Chief Justice lamented that the current budget of $9,851,008 (1.06 percent of the national budget) which saw a marginal increase of 0.04% above the 2015/2016 budget is woefully inadequate for all the work that needs to be accomplished. He stated, “it must be recognized that the budgetary allocation is inevitably inadequate to meet the myriad of activities in need of financing. As I said before, the Supreme Court must form strategic partnerships to advance the initiatives and innovation in the areas of training, infrastructure and information technology.” He added, “austerity must therefore be expected during the coming year.” No doubt, the output of the Judiciary is also affected by this lack of financing. The third arm of Government has had success in the disposition (or conclusion) of cases in the civil division (a total of 781 civil claims were filed in 2016 plus 366 divorce petitions. 706 claims were taken to disposition and 342 divorce decrees were granted). But disposition is wanting in the criminal division. The Chief Justice affirmed that “the list in criminal cases in the Central District [the population center] remains at unacceptably high levels.” The remand population as of December 31st, 2016 stands at 475. Of those, 146 have been in custody for over 2 years. The majority of 52% or 249 inmates are charged for murder. “It remains a serious cause for concern that the remand population is disproportionately high,” says the Chief Justice. As a result, he has requested from the Attorney General’s ministry, budgetary support to hire three new judges for a fixed period to tackle the criminal cases that have been outstanding for more than two years. In the meantime, two judges of the civil division have been tasked with holding “status hearings” in respect of older cases. That started last week and will continue until the ad hoc judges are put in place. To enhance the admissibility of caution statements taken by the police, there is also a need for audio and video recording of police station interviews and statements taken under caution. Electronic recording equipment in police stations is required but is being anxiously awaited still. Infrastructure has taken a hit at the Corozal (extensive infestation) and Dangriga (in need of repair) Magistrate’s Courts and the Chief Justice has sought collaboration with other entities to as-

sist. In the case of the Family Court, what is lacking is case management software and the Chief Justice is hopeful that steps will be taken to make such provisions in the coming fiscal year.

The change is being made ahead of a poll required in both Belize and Guatemala for the people of either country to decide if Guatemala’s unfounded claim to Belize should be taken before the International Court of Justice (ICJ) for final resolution. The debate started off with Opposition Leader Hon. John Briceño echoing the sentiments of a large majority that the ruling party is seeking the amendment at this time to appease our enemy despite a culture of disrespect from Guatemala toward Belize. Caribbean Shores’ Hon. Kareem Musa accused the Government of “bending over backwards to accommodate the Guatemalans at every single turn.” He pointed to the 1999 Referendum Act which “included a provision that when you go to a referendum it was by a simple majority, but again, because of political convenience and them not wanting civil society organizations like OCEANA from succeeding in their referendum, they changed that requirement from a simple majority and took it up to the 60% threshold.” Musa went further by recalling that “on the 15th of February of 2013 when it was announced that Guatemala was insisting that Belize change its referendum law to a simple majority, the Prime Minister had a lot of hard talk. He said and I quote ‘it is part of the laws of the Country and there is absolutely no intention to amend the laws of the Country in that regard.’” Hon. Briceño likewise called out

Prime Minister Rt. Hon. Dean Barrow when he recalled that the PM had boasted about expanding democracy for the people by instituting such things as a recall mechanism while still maintaining the high voter turnout threshold. Almost nine years later, said Briceño, “the Prime Minister has to come to this Honourable House with egg in his face asking for an amendment to the Referendum Act.” The Opposition also proposed that the Maritime Areas Act be amended now that the possibility of a negotiated settlement to the claim has been dispelled. Hon. Briceño noted, “the whole reason behind the Maritime Areas Act was to be able to give an opportunity to have successful negotiations with Guatemala especially when it comes to access to the high seas.” The call is for Belize to ensure it enjoys its full exclusive economic zone rights under the United Nations Convention on the Law of the Sea (UNCLOS). Another matter raised by Her Majesty’s Loyal Opposition was the education campaign on the Belize Guatemala territorial differendum so that Belizeans can make an educated decision. On this note, Hon. Oscar Requeña for Toledo West implored the Government to find a way to reach Belizeans of his constituency and others whose primary language is not English. The Government has cited its reason for the amendment as best practice with the Foreign Minister Hon. Wilfred Elrington, stating that the reduction to a simple majority is only “proper and correct.” Yet, they neglected to address the Recall Act which cites a 65 percent threshold of registered voters for validity. Tuesday, 17 January 2017 While Police have revealed no details, citing the sensitivity of the issue, there is confirmation that over the weekend a second live grenade was discovered in the Lake Independence area. It is the second American-type grenade (M26-A1) discovered in 2 weeks. The first was discovered in a GSU operation near Cumberbatch Field, an area controlled by the Southside Gangsters (SSG). In that instance, just like this one, Police refused to get into details and there have been no arrests. This time the grenade was discovered closed in a container and left in an open field. Brigadier General David Jones, BDF Commander, was called in and told the media that he “was called to go and retrieve the grenade which was in the open lot on the road on the Chetumal Boulevard across the bridge going to the highway. In the open lot on the right hand side there was a grenade - similar type as the one we had retrieved, American type. It was in a container and I was asked to retrieve it and take it to the BDF camp and that is what I did." While there was some speculation previously that the grenades found are part of a batch that was missing and believed to be in the hands of the gang element in the city, Jones clarified, “they are definitely not from within Belize. They are being imported from somewhere across one of the borders but we are not sure from where." Jones also took the opportunity to warn Belizeans about the very dangerous device, stating that "people will need to call in and inform the Police about the whereabouts of these weapons if they know where they are, because they are very dangerous and they can kill or injure people up to 300 yards away."

FROM PETRO-PARTY TO BARROW BUKUT-FEST Monday, 16 January 2017 In the practice of law, whenever parties settle, for example as between a husband and a wife in a divorce, a settlement agreement is drafted by the attorneys that covers all assets wherever in the world those assets are situated just so that you can have finality of all outstanding matters. In September of 2015, the Prime Minister came to the nation and informed us that he had settled all outstanding matters with his law firm's client (yes still), Lord Michael Ashcroft. The Prime Minister entered into this "last minute", "secret", "accommodation" agreement in a Miami hotel room with Ashcroft because the final appellate court for Belize, the CCJ, was about to deliver a stinging judgment against Dean Barrow for his unlawful taking of a private company without paying a penny for it. In essence, he chose personal self-preservation over national preservation. In this case, though, it is the Belizean people (not Dean Barrow), that pay to protect and preserve his "good name" from being "KO-ed" by the CCJ. When he came back from Miami, the Prime Minister referred to his negotiation and secret settlement

accommodation agreement with Michael Ashcroft as "FAST AND FURIOUS". But, was our very own Vin Diesel reckless in not tying up all the loose ends when he settled all things "Michael Ashcroft?” If you are entering into a Settlement Agreement with Lord Ashcroft that covers all outstanding matters, how is it that the court case in the United States was not included as part of your settlement? Did it slip the Prime Minister? And if it did slip the Prime Minister, shouldn't he be the one to personally pay for that very costly, negligent mistake? The endless litigation, it seems, continues. The budget shows the government spending $27 million on legal fees to special hand-picked private attorneys to fight these losing cases. And that's just from 2012 to 2016. Remember, these cases started from 2008. As of today, we owe in excess of $700 million to Barrow's client, Michael Ashcroft, $300 million of which is interest alone because it was dragged out for 8 years. Add the $27 million in legal fees to that and you get the true picture of who the real winners are in this Barrow bukutfest.

In Game 1 on Monday, January 9, SCA won 1-0 against the Ladyville Technical High School girls, with Charlize Hunter scoring the winning goal. In Game 2 on Tuesday, the Gwen Lizarraga High School girls won 1-0 against the Wesley College girls when Essenie Ciego scored the winning goal. Steve Martinez scored the Coast Guard’s 1st goal, putting the finish on a corner kick executed by Adgar Adderly to lead 1-0 at the half. In the 2nd half, Arthur Garbutt took advantage of Tut Bay’s defensive error to score the Coast Guard’s 2nd goal in the 48th minute. UDP-Overloaded Integrity Commission Appointed

Wednesday, January 18, 2017 Despite the howls of disapproval from Belizeans, the clear appearance of bias and a lack of objectivity, the Integrity Commission, with an absolute majority of rabid UDP loyalists, has been sworn in. That means that it’s a done deal and these commission members are being asked to objectively police their party’s elected politicians, among others, and they’re supposed to keep their party’s government honest. The 7 member team, 5 of whom were appointed by the Prime Minister, took the oath of office in Belmopan on Thursday, January 12, 2017. They’re appointed to serve for a period of 2 years starting from January 1, 2017, and which ends December 2019. That means that this Commission will be in charge of ensuring integrity in public life, almost to the end of the scheduled last term of Prime

Wednesday, January 18, 2017 The latest victim of gun violence in Belize City is a teenager, just 15 years old. Jaheem Jamal Mahler was mercilessly gunned down on Iguana Street Extension in Belize City last night while in the company of two other minors. Police have no motive for the shooting death of Mahler originally from the Faber’s Road Extension area. Authorities are reporting that he was shot to the chest, back, face and feet by a lone gunman who fired indiscriminately against the minors. Police have since detained one person and are questioning the other minors who were along with Mahler at around 8:30p.m. when the incident occurred. They also retrieved a 9mm Luger brand pistol which they believe is the murder weapon. It was discovered in a drain on Iguana Street Extension. Although according to some, Mahler’s social media page could indicate he was a fan of gang culture (gun insignias and the like) based on photos shared, the Police say there is nothing in their records to indicate that he is gang related at all. Superintendent Alejandro Cowo, Officer Commanding CIB for Belize City, said they are also trying to establish whether Mahler was the intended target or the gunman was going after either of the other two minors. Neither do they have any indications that the other two teens are gang affiliates. Mahler becomes the 6th murder victim in Belize City’s Southside since the beginning of 2017 and the 8th countrywide.

As readers know very well, the Integrity Commission’s main mandate comes from the Prevention of Corruption Act, and they are required to review finances of each elected politician, both from Local and Central Government. All their declared assets should be scrutinized to ensure that they are not unjustly enriching themselves off the backs of the Belizean people. But, already, the Commission is considering the idea of giving a clean slate to those elected politicians who were not keeping up with the law and filing their declared assets at the required intervals. The Integrity Commission has been dormant for just about 8 years and in all that time, those who did not file their assets with the office, need not worry about

facing sanctions such as fines for disobeying the law. The New Chair of the Commission, Marilyn Williams, told the press that the law makes provisions for elected politicians to ask for an extension in the deadline to file their declarations. So, does that clean slate apply to those politicians who have been caught up with the different scandals within the UDP Government? That’s the kind of appearance of bias which all Belizeans would hope to never have when considering the actions of a watchdog organization like the Integrity Commission. The 5 Members appointed by the Prime Minister, which includes Chairman Marilyn Williams, Armead Gabourel, Wilmot Simmons, Lisbeth Delgado and Accountant Nestor Vasquez, are all considered to be UDP loyalists. It

remains to be seen if they are able to put their political affiliations aside for the national interest of good governance, if any of their elected politicians comes under suspicion of corruption in public office, while they are active. Of course, the Government’s mouthpieces have made much of the fact that the Opposition has 2 appointees, namely Melissa Balderamos-Mahler, and Claudet Grinage. How is it that the majority of 5 can be challenged by only 2 if there is ever any controversial decision which the majority forces through?

Over the past few days, I have watched with excitement and pride as the members of Belize’s national team take the field in Panama in the Copacentroamericana 2017. I watched as they stood their ground against Panama and battled to a draw, and also as they fell to Costa Rica 3-0. I can feel their pain out there on the field as they battle some of the region’s top teams, all fighting to go to the Gold Cup. I know they are putting their hearts and soul out there. I have no doubt that when the team fell to Costa Rica our boys were disappointed. They want to win. I am sure they wanted to score against Panama and take the victory in the host country. That is what champions always want, to win. But I feel as I always do when I watch these competitions - our government has to do something to assist our talented Belizeans to shine on the regional and world stage. We are a small country. I know that. But if we can pay Candelaria Saldivar over $150,000 to sit at home and do nothing, we can put that $150,000 into those who represent our country abroad. If we can continue to pay Herman Longsworth’s wife $7000 a month even after she left her post in July 2016, six months ago, we can put that $7000 monthly into our national team. If our Ministers can drive quarter-million dollar vehicles and become millionaires shortly after taking office, our government can subsidize our youths who show great potential but never realize it because the opportunities are simply not there. I could go on and on. This government finds money to do what it wants, while talented Belizeans fall by the wayside because there is no money or assistance readily available to them. And yet we sit here and criticize when our people so often fail to match up with athletes in countries around us. I

watched on Facebook as many criticized the Jaguars, but the reality is that these talented footballers only had about six weeks to train together. They are going against teams whose players are fully state-paid and who train together and play together for years, week in and week out. I know that we all expect a Cinderella story. I do too. I want our national teams to win. But the odds and opportunities are stacked against them. The sad part is that these teams go out to represent Belize, not themselves, without a cent from our government. Although you better believe that if the team does well Ministers will be out in Panama (government-sponsored junkets no doubt) waving flags and pretending that they contributed to that success. It’s not only the Jaguars. All our talented youths are neglected by this government. There is no state-funded football program, or any sport program. How many times have we seen our cyclists on the side of the road with a pan begging donations to represent Belize in Mexico or somewhere in the region? It’s a crying shame. Then we make a big deal of Simone Biles, claiming her as if we did anything to make her one of the greatest athletes in the world. The sad truth is that if Simone Biles had been born in Belize, or raised in Belize, nobody would know who she was because she would never have gotten any assistance or opportunity to enhance her God-given talent. Our government needs to look after our youths in a structured way so they can realize their potential. The business community, all of us, need to help. We can certainly criticize the government for its outrageous neglect, but we also need to be real and look at ourselves. When these individuals go out to represent they represent all of us. Let’s get it done. Go Team Jaguars.

THE INTEGRITY COMMISSION MUST WORK… By: Eduardo Santos With the Office of the Integrity Commission of Belize finally established it is now time to start working because we all know that there is a lot to be done. Section 5 of the First Schedule of the Prevention of Corruption Act, #21 of 2007 states - a new Commission has been established under Section 3 of the law, and now the onus is on them to either prove or debunk certain allegations concerning corruption, both within and without the government. Considering the gravity of their post, we can only hope that whatever findings they may encounter be made public forthwith and the appropriate actions be taken to remedy the situation. We have seen countless times where a report, upon completion, would be forwarded to the appropriate authorities and instead of acting on it the powers that be would sit on it. A recent example of this was the Auditor General’s Special Audit Report on Passport and Immigration. After three years of research which began in 2013, on the 31st of May 2016, Ms. Dorothy Bradley presented her report to Prime Minister Dean Barrow. In August of 2016, a copy of the report was leaked to the media where the names of some prominent politicians were mentioned. Chief among them was Elvin Penner, personally involved in facilitating the application for Wonhong Kim, who became a Belizean while incarcerated in a Taiwanese prison and having never set foot in Belize. It must be noted that when the Auditor General’s report was leaked to the media, the government was already going through a crisis - the first being the decapitation of Pastor Llewellyn Lucas. His head was found in a bucket in the vehicle of an individual closely connected to high ranking government officials. A little after that, Hurricane Earl hit Belize and the government of the day seized on that natural disaster to postpone the implementation of the wage increase that was due to the government employees. This triggered another event which saw the BNTU calling on a national strike and culminated with the government giving in, ungraciously, to the union’s demands.. Now that the Integrity Commission has been given a mandate, here are some places we can start. Firstly, all the government ministers should be investigated to see if they or their families and friends have benefited from

the position the minister holds. It is an open secret that there exists corruption within the government and no other than the Prime Minister Dean Barrow (I believe that the Lands Department unfortunately is another hotbed of corruption… October 21st 2013) and also Senator Godwin Hulse (Oh yes everybody know that man that is public knowledge. Lands was a private business masquerading as a public department…3rd August, 2016) has been quoted verifying that the Ministry of Natural Resources was corrupt. In my opinion, the Integrity Commission will be a toothless tiger whose function will be ceremonial in nature. Until they do provide concrete information that their work should be taken seriously, then the hard work and sacrifice that the teachers and their supporters went through to ensure the Commission be formed will come to naught. The average Belizean does not even need to perform any special investigation to prove that there is corruption. Our daily news is filled with stories concerning these same issues that should be addressed. If the Commission decides not to investigate these allegations and instead opts for a clean slate, then they are condoning the same issues they should be fighting. Many times parents seeking to obtain the proof of birth papers from the KHMH or other hospitals were being turned back and told that the bill had to be paid before the hospital would release the papers, which are of course needed to go the Vital Statistics office to register the child's birth. It seems we were not very successful because the practice apparently still goes on, and this causes great hardship and prevents this critical process in giving a child a legal identity. Hon. Habet made an impassioned case for removing road blocks for persons to register children's births. A child's very existence as a legal person depends on her/his birth having been registered, and there are too many problems encountered by Belizeans at the Vital Statistics office. About two weeks ago I happened to walk there to briefly see a family member who was in the queue. Henry from the PUP Secretariat met me on New Road and asked if that was where I was heading. When I answered 'yes,' he shook his head and said to me that 'up there da pure madness.' He wasn't wrong. When I climbed the stairs on Hyde's

I believe that she could have made some real changes at that place. Why do Belizeans from all over the country have to keep coming to Belize City for their documents ? Hon. Habet proposed that there should be Vital Statistics offices in every district in order to facilitate applications. Imagine someone coming all the way from Toledo, only to have to return later. It's a phenomenal waste of time and money, especially for poor people. I have to strongly second Hon. Habet's motion !! On the conclusion of his presentation in the House, the Prime Minister, for once, seemed gracious in receiving his proposal, and he asked Hon. Habet for a copy of his plea so as to pass it on to the Solicitor General's chambers for the necessary legislative and administrative changes. Let us sincerely hope that the government gets serious this time.

THINK ABOUT IT BARROW LOSES 3 MORE In the famous/infamous quotation of Malcolm X on the death of US President John Kennedy, the chickens have come home to roost. Dean Barrow has lost three more important court cases and has plunged poor Belize deeper into the abyss of debt. In another big blow to the poor taxpayers of Belize, the United States Supreme Court has ordered Dean Barrow to pay the Ashcroft group ONE HUNDRED MILLION DOLLARS more. This, in addition to the more than HALF A BILLION DOLLARS that Mr. Barrow was forced to give Ashcroft for unlawfully taking B.T.L. (a wealthy company now run by Barrow’s millionaire son). It is not known how much legal fees Barrow, his brother, his law partner, his exwife and the late Michael Young have all racked up in in what is now seen as senseless and arrogant governmental over-reach resulting in avoidable litigation. But what is known is that all these many, many millions will have to be paid by the people of Belize. These payouts on top of payouts come at precisely the time when the economy of Belize is in recession and on the verge of ruin. As we scribble the above lines with pain in our hearts, the news is announcing that butane cooking gas has sky-rocketed by an additional $15.00 and petrol, the infamous multiplier which impacts the cost of living, has gone up again to $10.00 for a gallon of regular gasoline. The name Dean Barrow is stink out dah street. It has become a curse word. Every one of his costly, unnecessary litigation has been overturned at the higher courts with massive costs to our country. DUPED, AGAIN On 15 December 2016 the Senate of Belize, or more correctly the UDP majority in the Senate approved the Special Agreement signed by the UDP government in December 2008. This Special Agreement is also called the Compromis and provides for Belize and Guatemala to agree to go to the International Court of Justice after holding a referendum in each country. As usual the government lied to the nation on the matter. The government said it was being done to show the international community that Belize is serious about going to the I.C.J. The truth is that what the Senate did was ratify a treaty between Belize and Guatemala to take the Guatemalan claim to the I.C.J. Only the Senate can ratify treaties. A treaty is a binding agreement between countries. There are international consequences for a country which violates a treaty. By forcing Belize to ratify the Treaty the government has condemned the people of Belize to being unable to come out of the referendum/I.C.J. matter. If Dean Barrow were to die in the next year or two, or become more ill and has to leave office, or is driven from office; the people of Belize or any new government could not say that the referendum need

not be held. Neither can Belize say it will not pursue the I.C.J. option. We are now bound by International law to do so. The question is, why have our British masters and puppet government seen it expedient to have us ratify a government’s decision made from December 2008? The other question is, has Guatemala ratified the Special Agreement in their Congress? Another question is why is Guatemala so confident of success in their claim at the I.C.J.? Why? Belizeans also need to ask themselves - why is it that Guatemala has a law for the past ten years with maps showing our national and international waters as their fishing territory, covering seas all the way up to the front of Punta Gorda. Ten years. These facts give Guatemala an upper hand and strengthen their claim at the ICJ. And why have they successfully taken control of our half of the Sarstoon River and are patrolling it for the past two years without a single formal protest from the Belize government or a report of violation of our sovereignty to the United Nations? CRIME - NO SOLUTIONS Last week there was one brutal gang murder in Punta Gorda. The previous week there were five murders over the long New Year’s weekend. One observation is that most of the killers and most of the victims are young people. Several were 19 years of age. This means that nine years ago on 7 February 2008 when Dean Barrow and the UDP became government, these killers were 8, 9 and 10 years of age. It means the absolute lack of any policy for the hundreds of little, unfortunate children who were deprived of an education, skills training and apprentice jobs in order to save them from a life of crime and early death. Wasted lives thanks to you know who. Most of the Belize City murders are happening on the Southside of Belize City where the UDP Ministers are long-time Area Representatives. Their practice of stealing taxpayers’ dollars and bribing voters for an election, then neglecting them for five years has reaped an ugly whirlwind - young criminals and wasted lives. Another observation is that the biggest and most murderous gang is the George Street gang. The George Street gang is in the Prime Minister’s Queen Square constituency. Most of the gang members are on his voters’ list. Is that not a frightening, disturbing situation? Mr. Barrow has been in Queen’s Square since 1984. He was there before any George Street killer was born. He was there when their parents were young people, 33 years ago. OMG! Doesn’t that say it all? What a shameful legacy. The New Year’s weekend murders highlighted the other shameful aspect of the murdering that goes on unabated. Not only have a thousand persons been murdered since Dean Barrow became Prime Minister in February 2008. The brutal fact is the total lack of any solution to the crime problem.

The only response the government could provide is to have the Police repeat the Prime Minister’s bland, hollow words, that there will be aggressive policing. Aggressive police action is another buzz word for unleashing brutality on the young people. Not a word about instilling hundreds of cameras. Not a word on more effective community policing. Not even a concerted ‘guns for money’ program to remove guns off the mean streets of the country. No increase in criminal investigators. There was even talk of the Police developing a strategic plan. After eight, no, nine years and a thousand corpses, the government is admitting it has no short term or medium term plan to tackle, curb and drastically reduce murders and gun violence. In the words of the American Hip Hop artist, Jay Z – it’s an epic fail. Epic! Monumental failure! THANKS TEACHERS The nation of Belize can hold its head high with pride that humble teachers of Belize stood up to a petty, victimizing and small minded government. And won! Not only did our teachers expose the arrogance and maladministration of the UDP government. But they publicly caused the high and mighty Prime Minister to eat his own vomit. Fearing riot and revolt the bully caved in and agreed to all eight of the teacher’s good governance demands. The teachers did it without getting trapped into the party politics that so easily consumes those who speak out or stand up for principles. Efforts to force teachers to cut short their Christmas and New Year’s holidays and return to classes on 3 January was trashed. Victimizing Patrick ‘Pibil’ Faber was made to look small and silly. Many school’s Boards of Management looked stupid for following Faber. They should resign. COCAINE IS COMING IN An increasing number of young persons are using cocaine. This is sad, very sad. While an outdated police system is harassing the young people, wasting the court’s time, and costing taxpayers to jail marijuana users, cocaine is destroying lives. Sad! INJUSTICE Injustice is this. An elderly man is riding his bicycle heading to Orange Walk Town. He is knocked down on the road and killed. A person is charged. Because of the huge backlog of cases in the Supreme Court the trial takes about three to four years. The person pleads guilty. The family is advised they can sue the insurance company. They are then advised that after one year from the date of the accident they cannot sue the insurance company. This is injustice. If there is a law that protects insurance companies and allows them to get away with this gangsterism, that law need to go. A young man borrowed money and

opened a pizza hut in Stann Creek. Like bad luck a fire burned his little wooden hut. Police and fire service investigations show no arson is involved. A white man from Miami arrives. He acts like Donald Trump, disdainful and disrespectful. He tells the young man he won’t get the eighty thousand dollars he is insured for. He offers twenty thousand, take it or leave it, in one week. The young man wants to sue so he can use the money to start over. He is told his insurance policy has a one year limit in which to claim. He learns this after the one year has passed. He is angry and wants revenge. Can’t blame him! This is injustice. Insurance in Belize is a racket. It is legalized theft like the third party insurance in which many victims of vehicle accidents don’t get a dime. Injustice! N.G.O.s NGO stands for Non-Governmental Organization. There are over 140 NGOs in Belize. There is a law which governs how these organizations must function and be accountable for monies and their objectives. Of the 140 NGOs, only 29 have been complying with the law. This is a sad tale of lack of accountability. Under which Minister does the portfolio of the NGOs fall? Such a Minister and his Chief Executive Officer are negligent. Under which House of Representatives Committee do NGOs fall for basic oversight? Oh! How slack is the running of our country. Where there is a slack, incompetent and corrupt government there will be a slack, incompetent and corrupt country. No wonder the Guatemalans have affectively taken over Belize’s half of the Sarstoon River for the past two years and the response to this major attack on Belize’s sovereignty and territorial integrity, the government has said and done NOTHING. By the time Belize reaches the ICJ (if we reach there) Toledo will be gone to Guatemala. ADIOS TO JUDGE GONZALEZ Supreme Court Judge John Troadio Gonzalez was not in Monday’s official ceremonies marking the opening of the 2017 Supreme Court calendar. Troadio quietly retired in mid-December 2016, having been blessed to see the retirement age of 75 years. The much loved Judge was a former Chief Magistrate, Director of Public Prosecutions and acted as Chief Justice on several occasions. We hope that a Belizean will be appointed to the vacant post. We note that there are several good, competent Belizeans who would do us proud as compared to some of the arrogant foreigners now judging over us. We consider the D.P.P Cheryl-Lyn Vidal a formidable candidate (she is a transplanted Belizean). Also available is Merlene Moody, a former Prosecutor, Director of the Family Court and Senior Magistrate. Godfrey Smith and Michel Chebat are top candidates as are several others in the private sector.

We all heard the Prime Minister on his New Year Speech - “So, ultimately, 2016 was in fact a year which illustrated the truism that things are never other than a mix: good with bad, progress with problems, advances with setbacks. But whenever the balance goes more to the minus side, I assure you that we will be Churchillian in our optimism that we can make opportunities out of difficulties. Thus it is that we march into 2017 certain that the next 12 months will produce a full national recovery.” Sometimes I wonder if he knows “Da fool di talk, but da no fool di listen”. He and his family and his closest buddies are all creaming on all those projects he talked about, while the Common Working Belizean (Los pobres somos mas) is out here suffering with high cost of living, no jobs or poorly paid jobs, no proper hospital care and medicines, no proper education system, high water/energy and communication cost and no land availability for the poor. We the people out here are seeing the hustling, the creaming, the suddenly rich families and buddies, poor guys suddenly owning several buildings and donating them to their daughter(s). BELIZEANS ARE WONDERING WHAT 2017 WILL BRING! As I wandered around the country during the Xmas and New Year seasons I spoke to several people that were wondering about the Belizean future in 2017. I spoke to farmers, workmen and women, business people, politicians (PUP and UDP), political supporters of both parties, teachers, housewives and househusbands, young people, etc. Everyone was concerned about our economic future being in jeopardy due to so much money being owed by this administration, far more than the last. Everyone was concerned about taxes being raised such as GST and Income Tax, also importation duties was a concern. Fuel prices it is believed will be thus, with transportation costs increasing again. The people generally thought that everything would increase except salaries thus making life much harder for the working Belizean. It is believed that 2 types of people won’t feel the economic dip - the very rich including Barrow, his family and buddies and also the very poor and lazy Belizeans that depend on the handouts and lee money given to them by the present UDP politicians. The people in between those 2 groups - “The working class” will suffer tremendously due to further mismanagement of the present “Bandits” regime. Belize “The Jewel” has attractions to attract capital but we must provide the necessary conditions. We must improve the business climate, our legal certainty, improve infrastructure and competitiveness. But the greatest challenges are to clean our dirty name internationally and stop having Ministries that are “Hot Beds of corruption”. We must show the world that we are serious and that the corrupt politicians and friends will be jailed! That is where you should begin Mr. P.M. It is not enough to fire them! Stop protecting them and lock them up! Then the people of Belize will stop wondering and believe in you once more. Maybe even your back will heal! I believe the devaluation of the Mexican currency will affect us as more Belizeans scramble to Chetumal, Botes and la Union to stretch their dollar. I don’t blame them. What will affect even more is when the Belize $ devalues. Belizeans are aware that this will be the climax of the UDP this year. Our Belizean dollar is already devalued in the black market – 1 US$ = 2.35 Bz$. Belizeans are wondering how much more it will devalue. Some economist friends are saying about 4 to one. When the new 1 billion dollar bills to be printed start circulating that’s when devaluation will start to get worse. History is repeating! You all remember what happened on December 31, 1949? We Belizeans should see 2017 as a year of many opportunities as no year is easy, but neither impossible. We Belizeans are all hardworking, visionary and we believe in ourselves. We must accept our corrupt government, for now, and hope for the best. We must unite and generate a lot of activity economically and politically. Let us not be pessimistic but accept our reality and work together to get out of this UDP mess. The private sector’s real obstacle is that they work alone with their own creativity. We need additional support from the GOB and Ministries, since to promote a business and attract investment it requires preparation and knowledge which demands resources and sources of financing. There are opportunities

in our country such as in the sectors of commercial, energy, infrastructure, public-private services, tourism, telecommunications, information systems, agribusiness and manufacturing. We need improvements not only on the roadworks network but what about the ports improvements and perhaps a new airport. The Philip Goldson in its totality need a resurfacing. Perhaps we should place our monies here and set aside the coastal road for a while. We need electrical expansion. Ambergris Caye’s submarine line is almost to full capacity. Caye Caulker needs to out their generators and perhaps obtain energy from the mainland. We need to create more of our own energy. What happen to wind energy at the Baldy Beacon? We need to develop it. We need to protect our rivers, sea and reefs from human contamination, thus we need to build more wastewater plants at the communities. A recent study shows that our precious Belize River water is really contaminated with heavy metals which could be attributed to human contamination or gold panning done by our neighbors. I heard the Prime Minister boast about most of the country having a water supply, which is useless if it is contaminated. The government need to implement the Water Act in order to ensure protection. Our agricultural areas need to invest in irrigation and thus boost production. We need to explore for oil to see if we have great reserves which we need to exploit carefully and responsibly. The country as a whole enjoys some 40% of protected areas which is our key attraction for tourism. We need to spend more money in the protection of the Environment. Our own Belizeans harvesting our Rosewood worth half million are fined in court only $1,000.00. The Guatemalans are entering our reserves and are harvesting trees, wildlife and gold. We need to protect more, as this is what tourism comes for and is what we are internationally renowned for. We have a lot to do but I wondering if it is possible under this Government. I’m also wondering how much longer this government will last! I’m also wondering when Belizeans will learn that the power lies in their hands! When will all Belizeans learn from our Teachers! WE WILL NOT PAY, SAYS A ROGUE GOV’T A HEFTY COST FOR BOMBAST AND STUPIDITY

By: Norris Hall IF only the Prime Minister of Belize would stop being a lawyer and begin to act like a statesman. His lawyering is costing the country too much. He should be more concerned about the national interest and less about his ego. If he would, the country would not be wallowing in a debt, some of it in foolhardy litigation that enriches his “people” while digging the nation deeper and deeper in almost irretrievable debt. This legalistic approach and the spate of defensive legal challenges undertaken by this government are ploys by the Prime Minister to continue to further enrich his inner circle of attorneys at the expense of the country. He has indicated that he is prepared to enter into legal entanglement. He totally disregards international conventions and treaties. He prefers the labyrinth of legal maneuvers. Most of the government cases are extremely costly but he prefers a legal battle at any cost, no matter how sticky and weak the government cases appear. In one instance he even amended the Constitution. That was when he pirated the national telephone company. But even so, we the people will spend the rest of our lives paying for that hijacking. A government that becomes too engrossed in litigation after litigation is not governing in accordance with the principles of democracy. This government prefers to dictate using Executive Orders which we call Statutory Instruments and by decree from the Courts when that is convenient. An example of this was the unconstitutional SI that limited free movement in the Southern border area of the country. This was to appease the Guatemalans. The Governor General was complicit. The whopping settlement for the nationalization of Belize Telemedia can never be justified. It was the refusal of the Barrow Administration to pay Mr. Ashcroft what was the real estimated market value of the telephone company. This resulted in a long, drawn-out and costly legal battle. The result is that the government ended up paying way too much for this ill-advised nationalization, but it was the Barrow way or no way. That money could have been used by a cash-strapped government to improve the social infrastructure such as schools and medical facilities. It was not worth it, no matter if the Prime Minister spins this like a top or to high heaven! It was not worth it. It will be recalled that he was not prepared to pay Mr. Ashcroft more than $150 million. He and his government ended up paying $557 million (more than $1/2 Billion) in a highly suspected settlement he worked out with Mr. Ashcroft in a private and secret meeting they had in Miami. No other government representative was present. This was highly irregular for the Prime Minister to be making private business deals over a national asset. The question that still lingers: Was there a quid pro quo? The Prime Minister and his government now find themselves in a new di-

lemma. They (well he) have refused to accept the ruling of an international tribunal in three new disputes in which the Prime Minister has been playing “malpago”.The Belize government must now pay nearly $100 million as a result of litigations brought against them. Two of them are related to the nationalization of BTL - one by Belize Social Development Ltd. and the other by Caribbean Investments Ltd. There are numerous International Conventions on the settlement of international awards by High Courts. It would appear that the Prime Minister is prepared for a long and costly legal entanglement that will not be worth it in cost to the people of Belize. Or perhaps he may again choose to travel to Miami or somewhere less obvious, to reach another private settlement with Mr. Ashcroft on the two Ashcroft Group of Companies in which his government has been entangled. We will never know. Why did the Prime Minister refuse to accept the rulings of the Tribunal in these two cases while accepting to settle the other? He did not explain during the House debate. It was he who had appealed to a U.S. Supreme Court against the initial ruling of the Tribunal - the same Tribunal that had jurisprudence over such matters and that are in accordance with the United Nations Convention on the Enforcement of Foreign Arbitration Awards. The ruling of the Court against the Belize Government, that it must pay $100 million to the companies is binding and enforceable. To indicate that his government was prepared to selectively settle only with Newco, would suggest that his government was an active participant in the arbitration. But the Prime Minister has declared that his government will defy the other two Court rulings that are consistent with international conventions and laws. The Prime Minister is again chasing after windmills. It is time for him to dismount from his high horse before further tarnishing, if that is possible, Belize’s already bad image and its double black eyes in the financial markets and other international circles. One of his many problems is that he does not seem to accept the sanctity of contracts, nor does he seem to have any regard for international conventions if they get in his hair. The Opposition has accused the Prime Minister of arrogance and accused him of ignoring a principle of natural law: “If you take someone’s asset you must pay for it”.The Prime Minister, in response replied with his old overworked and tired eight-year-old mantra that it is the PUP’s fault as if coming from an echo chamber. But it is not so-it is not so at all. With his incompetence and with the collapsing national economy under his watch, he continues to resort to the old gimmick of scapegoating. The irrational ego-driven decisions by the Prime Minister and his government are without clout and “backative”. His refusal to settle the recent U.S. Court’s rulings against his government is empty, but could be more costly, much more costly, than the original ruling.

With his bravado, it is the people of this country that will have to pay for his arrogance and stupidity. What the Prime Minister is doing is for optics only. He is trying to play hardball against a very sticky wicket. Challenging the enforcement of judgements and international arbitral awards is full of costly and convoluted legal arguments. There are also numerous methods for the enforcement of these Court orders. The laws governing the role of International Tribunals are all enshrined in international agreements and other UN Conventions. They are not easily challenged. We humbly recommend that the Prime Minister should eat cake rather than adding more burdens on the national debt crisis, or spend more of our money on more legal battles. They have become too costly with benefits only to his “people”. There are numerous ways to skin a cat as there are in enforcing International Court orders. In these recent cases, Belize will have to pay the High Court’s award or be held to ransom. There is a possibility that a High Court could order the seizure of national assets abroad including the dwindling foreign exchange reserve, the seizure of export earnings held in foreign banks, the blacklisting of Belize in financial markets - and a loss of investor confidence – both already self-inflicted damages. It

could also worsen the foreign exchange problem and harden the U.S. government’s resolve on de-risking. This Barrow Administration is playing high stakes poker but it cannot continue to bluff its way. Its unprecedented request for a third restructuring of the so-called “super bond” is not likely to happen given the current climate of uncertainty, the country’s dismal economic outlook and the government’s apparent disregard for the international rules and laws. This “super-bond” debt which has been grossly exacerbated by this government will very likely fall into the category of junk bonds - perhaps they wish it so. In the government budget presentation by the Prime Minister in March the prescription will include a mouthful of sugar-coated bitter pills. This is likely to include an increase in the Gross Receipts Tax and an increase in Social Security contributions. The PM will claim that he has nothing to do with the latter. But unlike the people of Mexico, or Jamaica, for instance, the people of Belize will not standup and protest against social injustices and the wrongheadedness on this government. They will simply hang-on hunky dory. This government is now generally perceived as being rogue.

EDITORIAL en Español Leyendas, Legados y Latrocinio

E

l domingo pasado el Partido Unido del Pueblo celebró el 98 aniversario del Muy Honorable George Price. Fue y es la leyenda del pueblo, un verdadero héroe Beliceño. Viajó por todos los rincones de la nación a pie, a caballo y en canoa, visitando a su pueblo en las zonas más remotas. Se sentó con ellos, hablaba con ellos y escuchaba. Él compartió sus comidas y ganó sus corazones porque en cada momento era uno de ellos. Era un hombre fuerte, pero nunca arrogante en esa fortaleza. Él no alardeaba su intelecto sobre cualquiera en su gabinete o afuera. No era altanero. Era un hombre tranquilo, un hombre humilde que tenía una visión inspirada por todo su pueblo y su Dios. Verdaderamente fue un hombre que lideraba prestando servicio. No era su mantra. Era su manera de vivir. Y después de una vida de servicio, dejó la política con la integridad intacta, pobre si se le juzga por los signos de riqueza material pero rico en todos los aspectos que deben tener importancia. Dean Barrow es la antítesis de George Price en prácticamente todos los sentidos. En 2016 Barrow se jactó que él ha ganado elecciones consecutivas en Queen Square sin nunca haber visitado el hogar de un solo votante, puesto que su hermana hace todo el trabajo en esa división. El Señor Price no habría entendido ese tipo de arrogancia tan manifiesta o ese desconecte con la gente. Ese desconecte es evidente no sólo en Queen Square, sino por todo el país. Hace unos años una tormenta devastó el sur de la ciudad de Belice. Aunque nunca lo había hecho, el Señor Barrow obviamente fue persuadido para hacer un recorrido rápido por Port Loyola. Nunca olvidaré la imagen de él sosteniendo a un niño a distancia, con la expresión de disgusto en la cara. Recuerdo pensando que estaba claro que no veía las horas de retirarse a la seguridad de su lujoso SUV para mojarse las manos con desinfectante. Es la talla del Señor Barrow. Él nunca será acusado de ser un hombre del pueblo, y claramente es una caracterización que nunca ha buscado. Él se contenta con regir desde arriba. No hay ninguna humildad en él y no tiene compasión. Él utiliza su arrogancia para intimidar y su prosa ensayada a confundir a quien fácilmente se deslumbra. El Señor Barrow, sin duda, nunca será considerado una leyenda salvo en círculos de la familia o en los círculos de los colegas políticos que se han enriquecido durante este tiempo glorioso para todos los UDPs – esto de hartarse sin restricciones del pesebre público. Y ah!, qué legado el que dejará cuando dando traspiés salga de su mandato. En la reunión de la Asamblea el viernes, rápidamente quedó claro que el Primer Ministro sigue viviendo dentro de una burbuja. Su arrogancia no se restringió. Este hombre ha llevado este país a los suelos. Este gobierno está

al punto donde se tiene grandes problemas por cumplir con la nómina de salario mensual y actualmente sobrevive, imponiendo más y más impuestos al combustible. Las generaciones futuras pagaran por el ego del Señor Barrow. Alaba a BTL, que está bajo el control de su hijo, mientras que ese dinosaurio se arrastra hacia la extinción, perdiendo servicio, clientes e ingresos a un ritmo prodigioso. Se paró en la Asamblea y dijo que él no le pagaría un centavo de ese nuevo juicio de $100M al llamado ‘demonio blanco'. Pero eso es una historia que sin duda hemos oído antes. Recuerdo las grandezas poéticas del Señor Barrow, marchando a la batalla en su corcel blanco, el Lord Ashcroft siendo el villano proverbial. Pero todos los Beliceños también recordarán cuando el Sr. Barrow dócilmente, sin murmurar, se fue a Miami para sentarse a cenar con Ashcroft. Fue en esta reunión secreta que el Primer Ministro, llevando a rastras al socio de su firma de abogados, le firmó un cheque en blanco al Señor Ashcroft – un cheque maldito en blanco. En la Asamblea el viernes el UDP se refirió al idiota que firmó un acuerdo con el Señor Ashcroft en aquel entonces – un acuerdo en el que a BTL se le garantizaba un rentabilidad de 15%. Pero si esa persona es un idiota - ¿qué entonces llamaría el UDP a la persona que firmó un cheque en blanco garantizándole al Señor Ashcroft un pago que sería determinado por un panel de arbitraje – sin importar cuánto fuera ese pago? Resultó siendo $557 M - $250 M de ese pago es interés. Después de todo el Señor Barrow le ha costado a Beliceños más de M $750 porque mientras él piensa que es muy brillante, eso es sólo en su propia mente. Mientras el Sr. Barrow renguea y tambalea hacia el pasto, su legado a los Beliceños es uno de deuda e impuestos, de recortes económicos y tiempos más difíciles que nunca. Y su legado es también uno de latrocinio y abuso enorme, catastrófico. Ya no podemos esquivar la verdad. El Señor Barrow debe haber estado consciente de lo que estaba sucediendo en su gabinete. Él no pudo haber sido tan ignorante de tan terrible delito. Su Vice Primer Ministro, el hombre que llamó amigo personal, fue sistemáticamente expoliando los bienes del pueblo Beliceño, enriqueciendo a su familia. El Primer Ministro tenía que saber. Y si entonces no sabía, lo sabe ahora y no hace nada. Y no es sólo el Señor Vega. Muchos ministros continúan sangrando nuestras arcas hasta secarlas, haciendo sus sucias maniobras preparándose para lo que con certeza será una gran derrota en las urnas. El Sr. Barrow ha de saber. Así que mientras celebramos la leyenda y el legado de un hombre como George Price, nos estremecemos al ver hasta donde hemos llegado bajo el régimen de un hombre como Dean Barrow – sin duda ninguna leyenda y legados distinguidos de que hablar. Feliz cumpleaños, Señor Price. Señor Barrow, usted nos ha fallado.

El gasoducto entre México y Centroamérica tiene entre los beneficiados a los sectores eléctricos y manufactureros. El alcance regional del proyecto tiene grandes expectativas, pero ¿puede extenderse al sur de Latinoamérica?

Forbes de Mexico: 16 de Enero 2017 El nuevo ga¬soducto que partirá de México y llegará a Honduras traerá diversos beneficios para el país cen¬troamericano y sus vecinos, como el impulso a sus industrias, generación de empleos y, sobre todo, el empode¬ramiento de su sector eléctrico, que no sólo generará ganancias para los gobiernos, sino también para la población. El gasoducto, que transportará gas natural, permitirá exportar el hidrocarburo a los países del Trián-gulo Norte (Guatemala, El Salvador y Honduras). En julio pasado se reunieron representantes de esos países en México para avanzar en la construcción de esta obra, que se prevé inicie en 2016, para comenzar a operar en 2019. Se trata de un proyecto que comenzó a gestarse a finales de la década de los años noventa y es hasta este momento que por fin se está concretando. Aunque recientemente Guate¬mala pasó por una crisis política, se espera que el cambio de presidente no afecte los planes del proyecto. “Podría retrasarse porque puede haber autorizaciones y compromisos presidenciales que necesiten ser retomados por el nuevo mandata¬rio. Pero el proyecto no tiene por qué ser cancelado”, opina Miriam Grunstein, académica asociada al México Center de la Rice University de Houston. En marzo de este año, el enton¬ces presidente de Guatemala, Otto Pérez Molina, firmó el acuerdo del gasoducto con el presidente de México, Enrique Peña Nieto, estando también presente Juan Orlando Hernández, presidente de Honduras. Para la reunión de julio, acudió José Miguel de la Vega Izeppi, Ministro de Energía y Minas de Guatemala. “La derrama de beneficios que traerá el gasoducto para los países centroamericanos es gigante, ya que puede originar industria, electrifica¬ción en zonas rurales, bajas tarifas de luz, generación de empleos e incluso combate a la pobreza y a los daños a la salud, porque en países pobres la gente usa la leña como energético. El gas natural se usa para construir plantas de ciclo combinado, con las cuales se pueden extender las redes de electrificación en zonas rurales y la electrificación funciona también para combatir problemas de inseguridad pública”, explica la académica. Esta idea es apoyada por Jo¬nathán Pinzón, director de Ope¬raciones de GreenMomentum y experto en temas de energía. “El principal sector beneficiado será el eléctrico, sobre todo en Guatemala, ya que 20% de sus importaciones son combustibles; aun cuando es productor de crudo, es un país alta¬mente dependiente de los productos refinados del petróleo incluyendo gas lp, coque, combustóleo, diésel y gasolina”, dice el experto. Del total de la capacidad instalada de la matriz energética de Guatema¬la, 40% es termoeléctricas, señala Pinzón, seguido por hidroeléctricas con 31%. Y hablando específicamen¬te de los combustibles fósiles que se usan para la generación de energía eléctrica, 18% es mediante carbón y 13% por combustóleo. Estos son el tipo de combustibles que pueden sustituirse por el gas natural, un hi¬drocarburo mucho menos contami¬nante y más barato. En Honduras sucede algo simi¬lar, ya que ahí 43% de su energía proviene de termoeléctricas (que son a combustóleo y diésel, princi¬palmente). Ese país no es productor de ningún combustible y le sería mucho más barato importar un carburante como el gas natural por un gasoducto que por barco, lo cual podría contribuir en la disminución de tarifas eléctricas. En el caso de El Salvador, es una nación que tampoco produce combustibles, es importador, y aunque su red eléctrica es peque¬ña, el gasoducto le traería muchos beneficios. “Tener una oferta de gas natural permitiría a nuestra industria modificar sus calderas, hornos y generadores de energía, los cuales actualmente utilizan búnker, diésel y gas propano. El gas natural es más limpio, más eficiente y más económico, lo que nos permitiría ser más competitivos”, comenta Javier Siman, presidente de la Asociación Salvadoreña de Industriales (ASI). Además, “la disponibilidad de gas natural en Centroamérica permitiría abatir las emisiones a la atmósfera (partículas suspendidas, SO, NOx, HC, CO y CO2), entre ellos los peli¬gros de los Gases de Efecto Inver¬nadero (GEI) que son los causantes del cambio climático”, expone Hugo Beteta, director de la Sede Subregio¬nal en México de la Cepal.

Gasoducto: un proyecto que ‘dará luz’ a México y Centroamérica

Playa del Carmen.- Cinco muertos y 15 heridos dejó un tiroteo registrado esta madrugada en el bar “Blue Parrot”, durante una fiesta del festival de música electrónica “BPM”. Según información del periodista Carlos Loret de Mola, que citó a fuentes del gobierno estatal, los fallecidos son cuatro hombres y una mujer. Dijo que uno de los 15 lesionados se encuentra muy grave. Señaló que tres de los fallecidos eran del cuerpo de seguridad del evento. Medios locales indican que habría al menos un extranjero entre las víctimas mortales. El perfil de Facebook del festival aclaró que "tras los reportes de tiroteos ocurridos esta madrugada en el Blue Parrot, todas las fiestas se cancelaron en tanto se desarrollan las investigaciones policiales". Posteriormente, la página del festival emitió un comunicado en el que confirmaron que tres miembros de su personal de seguridad murieron en la balacera, llevada a

Presidente Jimmy Morales, de la ilusión al desencanto Guatemala: 16 de Enero 2017 El presidente guatemalteco llega este sábado al primer año de su mandato con una popularidad del 20% y salpicado por los escándalos de corrupción de sus familiares. La elección como presidente de Guatemala de Jimmy Morales, un cómico de la televisión sin ninguna experiencia política, solo pudo ser posible por una suma de circunstancias atípicas con un denominador común: una corrupción escandalosa que terminó con su antecesor en el cargo, Otto Pérez Molina, y su plana mayor en la cárcel. El saqueo fue de tal dimensión que el jefe de la Comisión Internacional Contra la Impunidad en Guatemala (Cicig, patrocinada por la ONU), el magistrado colombiano Iván Velázquez, acuñó una frase para la posteridad: “El Partido Patriota [PP] fue una empresa criminal dedicada al expolio del Estado”. Antes de la renuncia de Pérez Molina y la entonces vicepresidenta, Roxana Baldetti, ni Jimmy Morales ni su partido, el FCNNación, fundado por los militares retirados más ultramontanos de la época de la guerra civil (19601996), aparecían en las encuestas. Pero la figura de un advenedizo cuyo lema de campaña era “Ni corrupto ni ladrón” creció vertiginosamente hasta alcanzar un triunfo arrollador en las urnas y llegar al poder hace hoy un año. Tras el primer curso de su mandato, el gobernante es percibido como un hombre con buena voluntad, pero inexperto y rodeado por tahúres del Misisipi que lo manejan a voluntad, para que las estructuras criminales incrustadas en todo el aparato estatal puedan continuar con sus tropelías. “Ha sido un año de mucha desilusión. Existían expectativas muy altas de cambio y lo que tenemos es una continuidad de los gobiernos corruptos, agravada por notorias deficiencias en temas vitales como la sanidad pública, la educación y una red vial en estado calamitoso”, resume el analista Manfredo Marroquín, de Acción Ciudadana, la división guatemalteca de Transparencia Internacional. Un juez retiró en septiembre el pasaporte a un hijo y un hermano del presidente. La justicia los investiga por el supuesto delito de presentar facturas a nombre de un restaurante muy ligado al mandatario y al partido de Gobierno por un desayuno colectivo de unos 12.000 dólares que no se llegó a celebrar. Y agrega: “el proyecto permitiría el suministro de gas natural a un precio competitivo. Esto sería la base para la transición, de una matriz eléctrica que hoy depende (entre un 40% y 60% en los países del Trián¬gulo Norte) de los derivados del petróleo y carbón, a una matriz no sólo más limpia, sino que posibilite la reducción de los precios de la energía eléctrica tanto a la industria, como al sector servicios y a los hogares”. Jonathán Pinzón considera que la región de Centroamérica encuentra atractivo el gasoducto porque podría tener acceso al gas natural a un precio similar al que se consigue en México. Algunas estimaciones para la importación vía marítima con plantas regasificadoras probable¬mente pondrían el precio en merca¬dos centroamericanos en 15 dólares/MMBTU. En Centroamérica el costo del combustóleo está alrededor de 25 dólares/MMBTU. “Además, para combustibles fósi¬les las plantas con mejor eficiencia térmica son las de ciclo combinado a gas natural (eficiencia del 50%) contra una carboeléctrica que sólo tiene una eficiencia de 34%. El otro punto es que se pueden usar distin¬tos combustibles para una misma tecnología de generación, de tal forma que el gas natural puede sus¬tituir al combustóleo en una planta de vapor y al diésel en una planta de turbogas, con una reducción impor¬tante en emisiones de CO2”, explica el especialista. Miriam Grunstein considera que hoy es un momento propicio para desarrollar ese mercado por el superávit de gas que está viviendo Estados Unidos. A través del sistema Los Ramones (que está en su fase 2 de construcción), México importará 2,500 millones de pies cúbicos de gas natural desde el sur de EU hasta el centro del país, donde existe la inter¬conexión con las regiones petroleras del sur mexicano, pero es importante mencionar que no todo el gas vendrá de EU, también se importa de Asia y otras regiones. También el tercer informe habla en su apartado 4.6.1 sobre asegu¬rar el abastecimiento del petróleo crudo, gas natural y petrolíferos que demanda el país. Dice que entre septiembre de 2014 y junio de 2015, la producción de gas natural prome¬dió 6,482 millones de pies cúbicos diarios, cantidad 0.1% mayor al nivel obtenido en el mismo periodo de los años precedentes. “En estos primeros años de gobierno, se han invertido más de 2,400 mdd en infraestructura de gasoductos y actualmente se desa¬rrollan otros seis: Gasoducto More¬los, Sásabe-Guaymas, Guaymas-El Oro, El Oro-Mazatlán, El Encino-To¬polobampo y Los Ramones Fase II. Proyectos que requerirán una inversión total de 5,131 millones de dólares y aportarán una longitud de 2,473 kilómetros al Sistema Nacional de Gasoductos”, expone el informe. El director de la Sede Subregio¬nal en México de la Cepal comenta que es difícil saber cuánta energía actualmente consume una empresa como una vidriera, por ejemplo. canos fue de alrededor de 13,000 mdd (una cifra semejante se esperaría en 2014 y una cifra menor, en 2015). “El 30% de esa factura va dedicada al sector industrial, ya sea en forma directa o por medio de compra de energía de origen térmico. A grosso modo, bajo las condiciones actuales de precios de los energéticos, el gas natural permitiría la reducción de la factura energética industrial en una cifra del orden de los 1,000 mdd”, dijo Beteta. Yara Argueta, empresaria indus¬trial de Guatemala, comenta que tiene mucho interés en la construc-ción del gasoducto, ya que esta obra se extenderá hasta su planta de pro¬ducción de pintura, y por esa razón participó como panelista en un foro latinoamericano de infraestructura con el tema de gas natural. “Mi empresa tendría dos gran¬des beneficios con el gas natural. El primero en costos y el segundo en impacto ambiental. En el primero, el precio de energía térmica se redu¬ciría cerca del 50%, esto haría que el costo de ener¬gía del mercado mayorista también baje. En cuanto al impacto ambiental, pri¬mero lograríamos menos emisiones de gases de efecto invernadero, lo cual nos ayuda con el financia¬miento que tenemos con el Banco Mundial debido a las condiciones del acuerdo; y, adicionalmente, el gas natural hace que el ambiente sea menos corrosi¬vo, lo cual reduce costos de mante¬nimiento de equipos e infraestruc¬tura”, explica la empresaria. Yara Argueta considera que hoy en día las empresas de manufactura de Guatemala no se encuentran preparadas para reconvertir sus procesos a gas natural porque se requiere de inversiones importantes para contar con las instalaciones adecuadas, sin embargo, afirma que el retorno de inversión se podría dar en 12 meses. Aunado a lo anterior, el especia¬lista de la Cepal asegura que para los países del Triángulo Norte los desafíos que vienen serán dos. Uno, el desarrollo de una legislación re¬gional moderna, que permita e incentive las inversiones regionales en gasoductos, terminales de recepción de GNL y plantas de generación eléctrica regional. Y dos, un esquema que permita la conformación de una empresa multinacional (una alianza público privada, quizás siguiendo el modelo de la EPR del SIEPAC, con inversiones de los cuatro países involucrados) para el desarrollo del primer gasoducto regional de América Latina. Las inversiones de estas obras en los países del Triangulo Norte serían del orden de 500 mdd. Límites para la red Los especialistas ven difícil que el gasoducto exporte gas natural al sur de Latinoamérica en un futuro. Grunstein opina que por la lejanía los costos de construcción de un gasoducto a otros países serían muy altos y que quizá convenga a esas naciones importar el hidro¬carburo de Asia. Jonathán Pinzón lo ve aún más complicado: “Más hacia el sur está Panamá, que colinda con Colombia y Venezuela, naciones productoras importantes de petróleo. Perú es un productor importante de gas natural. Y también tenemos a Costa Rica, que tiene una industria hidroeléctrica muy importante y que en este año generó casi toda su producción a partir de energías renovables”, explica el experto. En julio de este año, el Centro Nacional de Control de Energía (Cense), del Instituto Costarricense de Electricidad (ICE), expuso que durante el primer semestre de 2015, el país consiguió producir 98.5% de la electricidad con fuentes renova¬bles, como agua, viento, sol, biomasa y geotermia; es decir, sólo 1.5% de la electricidad consumida fue produ¬cida por centrales que funcionan a base de hidrocarburos. Aun así, el directivo de GreenMo¬mentum cree que el gas natural es un combustible de transición muy importante con un camino largo todavía por recorrer, antes de hablar de una industria de energías renova¬bles sólida.
