The Lotteries Committee has pointed out TWELVE well-detailed points where Brads Gaming Group Limited(BGGL) has breached their contract with the government of Belize and thus qualify to have their contract revoked. This will be a TRUE nationalization of an industry that should belong to Belizeans. The planBelize government is being true to its commitment of ending Boledo’s exclusivity and making it benefit the people and nation of Belize. The BGGL has a deadline of Monday January 16 to reply.

MULTI-SECTORAL RESPONSE to New Year Violence

I will ensure that the public gets the best possible service in terms of citizen security. This is not the UDP(that reinstates rogue officers in a flash). Minister Kareem Musa responds to the media scrutiny by asking the media to note

that the Ministry of Home Affairs will leave nothing undone when it comes to offering the best service from the police who largely is made up of good officers. Minister Musa reminded that he serves and enjoys his position in cabinet at the Prime Minister’s whim. He will make do with what they have and will cleanse the department of officers who have eroded the confidence for so many years.

The public have come to expect a lot of the police department and Minister Musa’s Ministry. But the truth to crime and organized crime is that the multi-hands approach will be most successful. Like with wine this is a long process that unfortunately is not a Blue Bond type of negotiation. As the economy increases it rebound and strength, and education of our young continues its day to day operation society will see helplessness dwindle. Hope will instill and morph in real opportunity and quality of life will increase eroding the toxic fabric of the perceived need to do criminalities to survive.

The end of the task Minister Musa has is to make sure that the law-abiders in society have the safest of living. We ARE the majority and we want the criminals to be dealt with in a myriad of ways. These include the continued improvement of the economy lessens the need for criminal activity. The enhancement of the pilot free educational opportunity will permanently tweak a generation. Employment opportunities for the masses need to be a deliberate strategy for a workforce that will be needed by a growing economy.

The planBelize government knows this. So the improved vehicular presence, surveillance equipment and number of police officers are only a part of the solution for the overall picture. A greater number criminal events is dissuaded by have opportunities to have a better quality of life with law-abiding type of opportunities. Minister Mira is right in his statement where in Belmopan his words are mixed with actions. Increased police presence is one of the elements but increased education and economic opportunities is less ephemeral. The planBelize strategy to fighting crime is multisectoral and it has started to blossom. The lowering of the murder rate is an indicator. This past 2021 the number was marginally lower than 2021 and can be multiplied by the statistical reality that Belize has a larger population as well.

Let us work together! Let us provide for those who lose loved ones to the ravages of crime. Let us honor their memory by looking out for each other. If the community is a part of the police effort, then that will automatically and dramatically increase the positive element of crime-fighting and social improvement in Belize.

My heartfelt condolences go out to the families, friends, and loved ones of David and Jon Ramnarace, whose lives were tragically taken in the double murder in Belmopan City on New Year's Eve. My thoughts and prayers are with all those affected by this tragedy.

I offer my sincerest condolences to the families, friends, and loved ones of Michael Williams, whose life was tragically taken in a similar manner on December 30th, 2022. My thoughts and prayers are with all those grieving this loss.

I pray for the swift recovery of Vivian Belisle Ramnarace, Yemi Alberto, Selvin Teck, and Giovanni Sosa, who were injured in the incidents surrounding these deplorable acts of violence. My thoughts are with them and their loved ones during this difficult time.

As the area representative for Belmopan, I did not want to put out a statement without having concrete

plans for the immediate and long term future.

On January 1st, I met with the Commissioner of Police to chart a way forward. We agreed that starting immediately, there would be a continuous police presence in the Maya Mopan area and as soon as this week, a permanent Police Substation manned 24 hours a day would be established in the area along with its own mobile.

Furthermore, the commissioner assured me that the investigation would be thorough and without bias, and may the chips fall where they may.

To end I would like to ask for prayers for all the victims of these tragedies especially for Giovanni Sosa Melhado who is a valued member of our Salvapan commu-

Vivian Ramnarace

The untimely and tragic loss of Jon Ramnarace on New Year’s Eve has left the fisheries and conservation community shocked and devastated. Jon’s work in the past six years with our partners at WCS and most recently at TASA has been crucial in fisheries management and conservation. He has been a vital part of modernizing enforcement programs throughout Belize’s marine and terrestrial protected areas and has been instrumental in the development and implementation of key initiatives, such as the Fish Right, Eat Right app and OurFish app and the roll out of a vessel monitoring system (VMS) for the fisheries sector. Jon has also helped train protected areas staff throughout Belize and has been key in sharing Belize’s experience with enforcement technologies within the region, such as in Jamaica, Bahamas and Honduras. Jon was dynamic, a proficient professional, a good friend who was always willing to give a helping hand and most of all an exemplary family man. We will miss Jon and will remember him always.

Vivian Belisle Ramnarace has been a part of the Fisheries Department family for over 15 years and has been key in various programs and initiatives of the Department. She represents the Fisheries Department on the NEAC, World Heritage Sites/UNESCO and climate change committees/working groups, participates in assessments related to the EIA process, in mangrove restoration efforts, assists in the development of sectoral plans and policies for the Department and represents the Department nationally, regionally and globally in relation to environmental and climate change matters in Fisheries. She is a dedicated professional who is genuinely passionate about her work.

Both Jon and Viv are dear, much-loved members of our working family. We continue to pray for Vivian’s recovery and for healing and comfort for her and their beloved daughter. They have our full affection and support. The Belize Fisheries Department and the Ministry of Blue Economy and Civil Aviation offer our sincerest sympathies to Vivian, her and Jon’s dear daughter, and all the family and friends of Jon and David Ramnarace. We pray for fortitude for them in these most difficult times.

CRUCIAL HAULOVER CAUTION

The Ministry of Infrastructure Development & Housing announces the imposition of vehicular load restrictions for the Haulover Bridge. Commencing, Monday January 9, 2023, heavy, commercial, construction vehicles and heavy equipment shall not use the Haulover Bridge to enter or exit Belize City. More specifically, vehicles in excess of 22,000 pounds gross weight shall not use the Haulover Bridge.

Examples of vehicles that are NOT PERMITTED, effective Monday, January 9, 2023: loaded dump trucks, beverage trucks, dual rear-axle furniture trucks, dual rear-axle high-sided trucks, cement trucks, tow trucks, container and double container trucks, tow trucks and trailers with heavy machinery, multi- axle military trucks and tow trucks with any oversized loads. All vehicles with three or more axles (1 front and 2 rear axles), with the exception of passenger busses with valid Department of Transport permit routes are not permitted.

12 REASONS WHY

The New Year is already here and, by now, almost everyone is back to work. This Monday schools will reopen, and most everyone will be back to their regular routine and back to business as usual. Everyone except Brads Gaming Group Limited (BGGL) that is. On December 23, 2022, they were issued a five-page letter by the Lotteries Committee detailing the magnitude of their failure to comply with the conditions of their exclusive ten-year licence to conduct Government Lotteries. There is a total of a dozen reasons why the BGGL could have their exclusive license revoked. They have failed to use and sell tickets in the form prescribed by the Lotteries Committee. The tickets sold should bear the mark lodged at the Lotteries Committee and no mark has been lodged by the BGGL. There also is no evidence that the BGGL has a system that can collect, verify or record sales data accurately. Monthly reports for the months of November 30, 2021, to November 30, 2022, are still outstanding and those for the period between months ended March 31, 2020, and October 31, 2021 were done more than a year after they were due. Furthermore, these do not include submissions for expenses nor is there any indication that they have been submitted to the commissioner of Income Tax. The reports are all marked as internal documents and cannot then be used to show how the Government’s share was calculated. The last two, yearly financial audits have been late.

There is no evidence that an independent lottery expert has been hired to conduct an audit of the lottery process or the equipment in the last year or since the granting of the license. There has been no independent auditor to oversee the lottery draws since April 2020. The BGGL has failed to properly notify the Lotteries Committee of its agents, the Lotteries commission cites that of the 316 agents only 30 are properly named and so the rest are in contravention of Section 13 of the Lotteries Control Act. BGGL has failed to implement an internet-based electronic system that is accessible to the Lotteries Committee or the Belize Tax Services. In addition, the BGGL has failed to provide wireless hand-held devices for agents in those areas where the electronic system cannot be implemented. Since there is no internet-based electronic system, an audit by an internationally accredited body cannot happen, also a moot point is certification of the lottery process, system, software code and equipment. There has been no submission of a schedule for the maintenance of lottery equipment and infrastructure, therefore, the Lotteries Commission has no way of confirming if these have been maintained.

It seems that BGGL has taken for granted that they would continue with business as usual. However, the Lotteries Commission is charged with the task of ensuring both the transparency of the lotteries and gaming happening in Belize and is also charged with ensuring that the Government of Belize collects its due taxes and shares of profits. The twelve points set out by the Commission clearly show that the public who buy lottery, Fantasy 5 and Quick Pick are in danger of being affected by faulty equipment and non-transparent processes. The Government of Belize on the other hand cannot be sure that it is collecting the required taxes and profits due. It seems that Brads is the only one here hitting it big and refusing to comply. Perhaps this was shady business as usual in the past administration, and perhaps Brads became complacent and now feels entitled to continue with the status quo they had established. Still in all fairness, the Lotteries Commission has called on Brads to “say it ain’t so.” They have until January 16, 2023 to respond to the allegations of breach of contract and the revoking of their license.

El Año Nuevo ya está aquí y a estas alturas casi todo el mundo ha vuelto al trabajo. Este lunes volverán a abrir los colegios y casi todo el mundo volverá a su rutina habitual. Todo el mundo excepto Brads Gaming Group Limited (BGGL). El 23 de diciembre de 2022, el Comité de Loterías les remitió una carta de cinco páginas en la que se detallaba la magnitud de su incumplimiento de las condiciones de su licencia exclusiva de diez años para llevar a cabo Loterías del Gobierno. Hay un total de una docena de razones por las que la BGGL podría ver revocada su licencia exclusiva. No han utilizado ni vendido los billetes en la forma prescrita por el Comité de Loterías. Los billetes vendidos deberían llevar la marca depositada en el Comité de Loterías y la BGGL no ha depositado ninguna marca. Tampoco hay pruebas de que la BGGL disponga de un sistema que permita recopilar, verificar o registrar con exactitud los datos de las ventas. Los informes mensuales correspondientes a los meses comprendidos entre el 30 de noviembre de 2021 y el 30 de noviembre de 2022 siguen pendientes y los correspondientes al periodo comprendido entre el 31 de marzo de 2020 y el 31 de octubre de 2021 se realizaron más de un año después de su vencimiento. No ha habido ningún auditor independiente para supervisar los sorteos de lotería desde abril de 2020. La BGGL no ha notificado adecuadamente a la Comisión de Loterías sus agentes, la comisión de Loterías cita que dé los 316 agentes solo 30 están debidamente nombrados por lo que el resto contraviene la Sección 13 de la Ley de Control de Loterías. La BGGL no ha implantado un sistema electrónico basado en Internet que sea accesible a la Comisión de Loterías ni a los Servicios Fiscales de Belice. Además, la BGGL no ha proporcionado dispositivos portátiles inalámbricos a los agentes en aquellas zonas en las que no se puede implantar el sistema electrónico. Parece que la BGGL ha dado por sentado que continuaría con su actividad como de costumbre. Sin embargo, la Comisión de Loterías tiene la tarea de garantizar tanto la transparencia de las loterías y los juegos de azar que tienen lugar en Belice como la de asegurar de que el Gobierno de Belice recauda los impuestos y las participaciones en los beneficios que le corresponden. Los doce puntos expuestos por la Comisión muestran claramente que el público que compra lotería, Fantasy 5 y Quick Pick corre el peligro de verse afectado por equipos defectuosos y procesos no transparentes. BTB via Sustainable Tourism Contributes to Citizen Security

The Ministry of Home affairs in a truly Multisectoral approach was last seen handing over an award with E-Governance. Here they are with the Ministry of Tourism.

The Ministry of Tourism and Diaspora Relations (MTDR), through the Sustainable Tourism Programme II, handed over four (4) Utility Transport Vehicles (UTVs). These are part of scheduled program activities under Component (3) Institutional Strengthening geared towards the provision of tourism transportation security vehicles and are the final set of transportation vehicles to be handed over under the STPII. These UTVs will assist and improve on the destination management of the tourism sector.

The four UTVs were handed over by Honorable Anthony Mahler, Minister in the Ministry of Tourism and Diaspora Relations, on behalf of the Sustainable Tourism Program II (STPII). The UTVs, valued at $33,666.67 BZD each, will serve to support the Tourism Police Unit (TPU) to further strengthen their capabilities in providing support security services in the destinations of San Pedro (2) and Caye Caulker (1), as well as Caracol (1) in the Chiquibul Forest Reserve. In addition to the UTVs, a Honda 20 HP boat engine was handed over to the Police Department for the San Pedro Formation as a donation from the Belize Tourism Board.

Honorable Kareem Musa, Minister in the Ministry of Home Affairs and New Growth Industries, received the four UTVs on behalf of the Belize Police Department and Tourism Police Unit. On hand for the handover were MTDR CEO, Nicole Solano, Director of Tourism, Evan Tillett, Commissioner of Police, Chester Williams, as well as ASP Aliyson Mclaughlin in charge of the TPU.

The TPU, a specialized unit with the Belize Police Department, is mandated with policing the tourism industry countrywide and tasked with maintaining the safety and security of the visitors to these sites and other tourism facilities.

Calm Caribbean waters protected by the second largest barrier reef in the world, consistently warm weather that basically begs you to cool off in the water, and a long list of coastal villages each with their own seaside charm: Belize has basically everything a beach lover is looking for.

Except for lots of beaches. At least, the coastline isn’t exactly one long stretch of white sand, and the many cayes off the shore are more likely to be encircled by native mangrove to protect the small islands from seasonal hurricanes than to be a classic beach destination. While Belize does have beaches – and they are spectacular – they are rare and unique enough that it’s worth knowing their location in advance so you don’t arrive thinking every spot on the water will have what you’re looking for. There are certain parts of the country where more beaches are found, so if beach time is a priority, that’s where you should head.

Like the country’s culture and the rest of its natural landscape, Belize’s beaches are diverse, meaning you might be digging your toes into white sand at one while stepping over rocks on another. While the country is free of the kind of all-inclusive resorts that other Caribbean or Latin American countries might have, sometimes the best way to get in beach time is to book a hotel that has built out its own beach onsite.

Here are 7 of the best beaches Belize has to offer.

1. Secret Beach, Ambergris Caye

San Pedro on Ambergris Caye is the top tourism destination in the country, but up until recently, it didn’t really have the kind of beach for which the Caribbean is known. Over the past few years, a formerly local spot on the lee side of the island called Secret Beach has been developed into a proper beach destination, and while it is certainly no longer a secret, it’s more fun and more accessible than ever.

Renting a golf cart is the best way to reach Secret Beach, which is 4.5 miles north of San Pedro. Once you’ve made it through the pockmarked road that winds through the swamp, follow the sound of the music to the right to find the party scene. Grab a chair and a pińa colada at Pirate’s Not-So-Secret Beach Bar & Grill, or any of the other bars along the beachfront. It’s free to visit Secret Beach but not to use the various amenities therein.

The water here is calm, clear, and shallow. It’s great for snorkeling and other water activities and is as picturesque as they come. As the only proper public beach spot on Ambergris Caye, getting here before the day starts to heat up is the best way to beat the crowds. It can be a little bit rocky, and stingrays hide in the seagrass throughout Belize, so be sure to bring waterproof footwear for sensitive feet.

2. Placencia Beach

Placencia Beach extends from the village’s municipal pier up the peninsula, where many resorts enjoy the access it gives their guests. The bulk of the beach is at the end of Placencia’s famous boardwalk, which has colorful shops, restaurants and bars. Tipsy Tuna Sports Bar and Barefoot Beach Bar are two of the best spots situated directly on the beach – they can

either be entered via the boardwalk or directly from the sand.

During the day this is a family-friendly, local spot with a volleyball net that always seems to be in use. If you bring a towel or a chair, it’s great for lounging and watching the fishers come in and out, or taking dips into the water every so often. This is a public beach that’s free for anyone to use, and while nearby hotels may have their own sandy spit with water access, it can be fun to go where the locals gather to get to know who calls Placencia home. There is a lot of culture packed into this tiny town and it is worth exploring. Coppola’s property Turtle Inn, an inventive, high-end property has a beautiful beach of its own.

3. Turneffe Atoll Resort

Belize is home to three of the four atolls found in the entire Caribbean Sea and Turneffe Atoll offers some of the best beaches among them. Turneffe Atoll Resort is a top destination among fishing enthusiasts and adventurous divers, but the property itself has plenty to explore on its own, including a long stretch of beach on the east side of the island it occupies.

It takes a few hours to reach the resort by boat, but once there, this beach can be home when you’re not out on an excursion. It stretches from the arrival/departure dock around to the last accommodation. There is seasonal bird nesting at that far end and the staff will close it off when that’s the case. However, it’s a special experience to witness the life cycle of a seabird up close, so be sure to check out the nests from an appropriate distance.

The beach is great for swimming, and there are lounge chairs and hammocks perched along the water for guests to use. It’s the perfect place to relax in-between diving on the reef, fishing, or dining at the resort’s restaurant. Plus, there’s a bar on the beach right next to the pool, so you can indulge in cocktails as much as you desire. To get even more in touch with the beach, gather any coconuts fallen from palm trees and bring them back to the bar area: the resident dogs love to play with them.

4. Hopkins Village Beach

About 90 miles south of Belize City is the sleepy seaside village of Hopkins, which is home to a thriving Garifuna community and some of the best beaches in the country. Hopkins Village beach stretches along the entirety of the town, and even though private hotels and businesses are adjacent to the sea, the beach remains in public use no matter the location. Lounge chairs and hammocks are a different matter.

Hopkins Village Beach is predominantly sandy, though it can be steep to the water in some places. The sea is warm and refreshing, albeit somewhat murky compared to the crystal clearness of the barrier reef. No matter where you set up a place to relax, you are bound to meet interesting locals, be nearby delicious food, and get caught up in the pace of tropical paradise.

5. The Split, Caye Caulker

Caye Caulker is like the adventurous younger sibling of Ambergris Caye, a backpacker’s favorite where the motto – and way of life – is to go slow. The island is split in two by a channel called The Split, which is one of the top places in the country to go for a swim, snorkel for free, or just lounge and grab drinks at The Lazy Lizard bar and restaurant. There is always reggae music playing and locals and visitors alike have a great time enjoying Belize’s beautiful water.

Accessing the water is free, and it’s clear and clean. This is partly because it’s a channel impacted by the tides, so be sure to keep an eye on how strong the water is before getting in. Boats also use the channel to cross over the island, so stay aware of your surroundings in order to keep safe. Otherwise, grab a delicious drink, make some friends, and enjoy this special beach.

6. Big Rock Falls, Cayo

Not all of Belize’s swimming destinations are on the coast – in fact, there are many rivers, cenotes, and various other waterways with unique beaches of their own. One of the most popular spots is deep in the Cayo District on Belize’s western border in an area called Mountain Pine Ridge. Though not a sandy beach, this watering hole is fed by a huge waterfall surrounded by giant boulders ideal for relaxing, picnicking, and jumping in for a cool break from the sun.

Reaching Big Rock Falls is possible by car, horseback ride, and tour operator, and requires a very steep descent down a rickety set of stairs. Once at the bottom, careful footing is required over the smooth rocks to find a place to set up a towel or blanket. Tourists and locals often visit here, but it’s rarely crowded – which makes it one of the most photogenic beaches in Belize.

7. South Water Caye

South Water Caye is an island off the coast of Hopkins and Dangriga that is a

picture-perfect representation of tropical paradise. Palm trees, clear turquoise water, and of course, warm sandy beaches. The island is capped on either end by two resorts – Pelican Beach and Blue Marlin Lodge – each offering its own amenities and perks. But all visitors can enjoy the tranquil beach experience for which the caye is known, including snorkelers who can just walk in and out of the water at their leisure.

With direct flights to Belize City from about a dozen North American airports, this Central American country is a low-hassle hop for many travelers during the November to April high season.

Most visitors head directly to Belize’s Caribbean coastline. The country’s largest island, Ambergris Caye, sits next to Belize Barrier Reef -- the world’s second largest coral reef system. Margaritaville Beach Resort is set to open on the island in early 2023, and “eco-luxury” resort Alaia Belize opened in 2021.

Farther south, the Great Blue Hole -- a massive underwater sinkhole -- is an aquatic magnet for both scuba divers and aerial photographers.

But Belize offers way more than its enticing islands.

Lush rainforests, cave networks, winding rivers and rich Mayan archaeological sites invite exploration in a country that’s had an evolving sustainable tourism master plan since 2012. Ruins of the Mayan city of Altun Ha are just about an hour north of Belize City. Or farther west, Lamanai is one of Belize’s largest and most fascinating Mayan sites.

The Belize Tourism Board (BTB) today presented four heavy-duty specialized batteries to the Belize Defence Force (BDF). The equipment will assist the BDF to enhance its solar system, which powers its mobile communication system used by soldiers during foot patrols on the Barrio El Juda along the Belize/Guatemala border as well as the Caracol Archaeological Reserve.

The batteries were presented at Price Barracks on behalf of the BTB by Herman Blease, Security Liaison Officer, to Lieutenant Colonel Ricardo Leal, Acting Commander of the Belize Defence Force. The batteries are valued at over $4,000. The equipment will assist the BDF to keep Belize’s tourism corridors safe and secure.

Tourism Security Assessments

The Belize Tourism Board conducted countrywide tourism security assessments to develop a National Tourism Security Strategy. During the assessment exercise in Western Belize Destinations, the BTB team also participated in discussions with local governments, the Institute of Archaeology, Belize Defense Force, and the Belize Police Department.

Increased Cases COVID-19 & Respiratory Illnesses

December 30, 2022 - The Ministry of Health & Wellness (MOHW) informs the public that over the past two weeks there has been an increase in COVID-19 cases, from 69 cases reported over a seven-day period in the first week of December 2022 to 271 cases reported between December 19 and 27. The current projections from the Epidemiology Unit at the ministry show a rise in cases into the new year, with a peak by mid-January. the ministry also notes an increase in influenza (flu) cases that cause similar symptoms to COVID-19.

Currently, China is experiencing a significant increase in COVID-19 infections, with up to 32,000 cases per day and an average of 93 deaths per day, according to the Institute for Health Metrics and Evaluation. It is known that when a virus is circulating as fast and as widely as this is, there is a concern for mutations of the virus.

In Belize, the majority of the cases being reported are in the Belize District; however, there are increases in the other districts. Although the number of hospitalized cases has not overloaded the health system, there is always the possibility of this happening if public health measures are not being followed.

The ministry reminds the public that it is influenza season. One of the most effective ways to prevent the flu or a severe outcome of it is through vaccination. The flu vaccine is part of

the regular schedule of vaccines for children below five years of age, as well as the rest of the population. Please ensure that they complete their vaccine schedule. The elderly population and persons with medical conditions that can contribute to the severity of the flu should also get the flu vaccine. MOHW encourages taking the COVID-19 booster or vaccination if you have not yet done so.

The following preventative measures should be in place to help prevent the spread of the COVID-19 virus and other respiratory viruses:

1. Wash your hands frequently with soap and clean water

2. Sanitize hands regularly if not able to wash

3. Cough and sneeze into your sleeve and not your hands

4. Keep common surface areas (such as door knobs and countertops) clean and disinfected

5. If you are ill, limit contact with others as much as possible

6. Use a mask in enclosed places and social distance where needed

7. Avoid crowded places whenever possible

8. Visit your nearest health center if you are developing any flu-like symptoms. If symptoms continue or become more severe, visit your nearest health facility.

We will remember how the lowly Barrow had belched in the House of Representatives that Covid-19 was behind us. Well that was a lie as is his wont. Belizeans know better and we have been doing fine and can do better in terms of being vaccinated and taking care to being hygienic.

Government Lotteries Exclusive License 2020-2030

Dear Mr. Chee, We refer to the captioned license and write as set out hereunder.

The Lotteries Committee has again considered the question of Brads Gaming Group Limited’s (“BGGL”) compliance with the Conditions of the Exclusive License to conduct the Government Lotteries signed on the 26th June 2020.

The Lotteries Committee is considering whether BGGL has failed to comply with the conditions and/or regulations and in the manner listed below:

1. Tickets:

a. Appendix A: Conditions of License, Clause 1 states, “The Licensee shall use and sell tickets in the form prescribed by the Lotteries Committee.”

b. BGGL does not use and sell tickets in the form prescribed by the Lotteries Committee

2. Tickets mark:

a. Appendix A: Conditions of License, Clause 2 states, “Tickets sold shall bear the mark lodged with the Lotteries Committee.”

b. BGGL has not lodged a mark with the Lotteries Committee.

3. System for gathering sales data:

a. Appendix A: Conditions of License, Clause 3 states: “The licensee shall establish a system in tandem with the Income Tax Department and Lotteries Committee for the gathering of sales data”.

b. BGGL has not consulted with the Lotteries Committee on this system and the Lotteries Committee is unaware if and how BGGL collects, verifies and records accurate sales data.

4. Statement of Monthly Revenue Sales:

a. Appendix A: Conditions of License, Clause 4 states, “The licensee shall submit a statement of monthly Revenue Sales to the Commissioner of Income Tax and copied to the Lotteries Committee in the format approved by the Lotteries

Committee”.

b. Appendix A: Conditions of License, Clause 21 states, “Statement of monthly revenue sales shall include information of sales, commissions paid out to agents and expenses and by the end of the financial year a statement showing how the Government’s share of profit has been calculated.”

c. In November 2021 BGGL provided “Monthly Reports” for the period between months ended March 31, 2020 and October 31, 2021 which in some cases were done more than a year after the date they should have been provided and which do not include the monthly expenses. The Reports do not identify expenses. There is also no indication as to whether these “Monthly Reports” have been submitted to the Commissioner of Income Tax. Appended to the Monthly Reports you sent were copies of a Balance Sheet, Cash Flow statement and Income Statement. These are all marked “For Internal Use Only” and therefore could not be treated as showing how the Government’s share of profit has been calculated.

d. BGGL has failed to submit monthly reports for the months ending November 30, 2021 to November 30, 2022.

5. Late Submission of Audited Financial Statements:

a. Appendix A: Conditions of License, Clause 6 states, “The Licensee shall submit an Annual Audited Statement of accounts prepared by an independent auditor to the Commissioner of Income Tax and copied to the Lotteries Committee and Auditor General within three months of the close of the Licensee’s Financial year.”

b. Audited financial statements are due on or before July 1 every year. You would no doubt recall that the audited financial statements which were due on July 1, 2021 were submitted on November 8, 2021 and the audited financial statements which were due on July 1, 2022 were submitted on August 4, 2022.

6. Audit of Process and Equipment by Independent Lottery Expert:

a. Appendix A: Conditions of License, Clause 7 states, “The Licensee shall contract an independent lottery expert, with the approval of the Lotteries Committee, to conduct an audit of the lottery process and equipment to be conducted every 1 year. The cost shall be fully borne by the Licensee. A report shall be forwarded to Lotteries Committee by the expert, six (6) weeks after the completion of the audit.”

b. BGGL has failed to contract an independent lottery expert and by extension failing to conduct an audit of the lottery process and equipment for more than 1 year, or at all. Since the grant of the Licence BGGL has not attempted to obtain the approval of the Lotteries Committee to contract an independent lottery expert.

7. Auditing firm to oversee lottery draws:

a. Appendix A: Conditions of License, Clause 17 states, “The Licensee shall arrange with an independent auditing firm acceptable to the Lotteries Committee to provide oversight on lottery draws of which all costs shall be borne by the Licensee.”

b. BGGL has failed and/or refused to arrange with an independent auditing firm to provide oversight on lottery draws which you have conducted since 1st April 2020 and continue to conduct. BGGL has failed to submit the name of an independent auditing firm for this purpose to the Lotteries Committee for its approval.

8. Agents to be registered:

a. Regulation 21(3) of the Lotteries Control Regulations state: “(3) A licensee shall notify the Committee and the Commissioner of Police in writing of an appointment under sub regulation (l), within 7 days of the date of commencement of any representations as agent of the licensee”.

b. Appendix A: Conditions of License, Clause 18 states, “The Licensee shall appoint agents and shall register the names of his agents with the Lotteries Committee.”

c. Appendix B: Special Conditions of License, Clause 1.1A states, “The licensee may appoint agents to act on its behalf in the promotion of the lottery. The licensee shall notify the Lotteries Committee in writing of any such appointment requesting the endorsement of the person as an agent within 7 days of such appointment. Where the Lotteries Committee endorse a person as an agent, the Lotteries Committee shall inform the licensee of its endorsement in writing. Where the Lotteries Committee does not give its endorsement the appointment shall be revoked.

d. Pursuant to a request from the Secretary of the Lotteries Committee, on 7th December 2022 you submitted a spreadsheet identifying purported agents for Caribbean Gaming Co (Fantasy 5) and 369 Gaming Co. Ltd (Pick 3). You subsequently orally informed the Secretary that these persons are also agents of BGGL. There appear to be 316 agents listed on the spreadsheet but only approximately 30 of the agents are properly named. Most of the entries on the list appear to be the names of shops or supermarkets where tickets are sold. In many cases, there are no addresses for the shops or supermarkets.

e. BGGL has therefore failed to register its agents by notifying the Lotteries Committee in writing within 7 days of appointment. This is in circumstances where only persons who are authorized as agents may assist you in the conducting or promoting the lottery and where section 13 of the Lotteries Control Act criminalizes the use of persons other than duly appointed agents to assist in the conduct of lotteries business.

9. Access to Electronic System & Handheld Systems:

a. Appendix B: Special Conditions of License, Clause 1.1A states, “on or before March 31, 2021, the Licensee shall (a) implement an Internet-based electronic system to report on sales, commissions, payout data and reports of the lottery draw that as specified in special condition 14 (c) below, through an electronic network that is remotely accessible, in real time and all times, to the Lotteries Committee, the Belize Tax Services and any other agency as determined by the Lotteries Committee”.

b. BGGL has not implemented an internet based electronic system that is accessible to the Lotteries Committee or the Belize Tax Services. BGGL’s alleged failure to comply with this condition was raised at the meeting held on August 30, 2021 and was again raised a year later on 2nd August 2022 in Claim No. 262 of 2022 - Brads Gaming Group Ltd. v Hon. John Briceño & Anor. In response, BGGL sent to the Lotteries Committee for the first time a link which it claimed to be a link to the purported Internet Based Electronic System. The link however led to a website which was in a foreign language, which was nonfunctional and which appeared to be under construction.

c. The importance of the internet based electronic system is that it obviates risk to the financial viability of the operations of the lottery, quells any doubts as to the accuracy of the amounts paid to the Government as its profit share, and allows the Lot-

teries Committee to ascertain whether the lotteries are being conducted fairly. The failure to provide the internet based electronic has the opposite effect.

10. Handheld Systems:

a. Appendix B: Special Conditions of License, Clause 1.1b requires BGGL to, “…provide wireless hand-held devices for agents in areas where the electronic system cannot be implemented, to replace the use of written tickets.”

b. In some areas such as Benque Viejo del Carmen Town and Orange Walk Town written tickets are still in use as you have not provided wireless hand-held devices for this purpose. Despite the passage of more than 1 year and 9 months, wireless hand-held devices have not been provided for your agents.

11. Audit of Electronic System:

a. Appendix B: Special Conditions of License, Clauses 1.5 states, “The internet-based electronic system shall be audited by an International Accredited Body in accordance with clause 3 below”.

b. Appendix B: Special Conditions of License, Clauses 4.1 states “The licensee shall with the written approval of the Lotteries Committee, contract an accredited international certification body to conduct annual audits of, and certify, the lottery process, system, software code and equipment…”

c. BGGL has not caused an audit to be carried out of its internet-based electronic system. BGGL has also not contracted international certification body to conduct annual audits of, and certify, the lottery process, system, software code and equipment.

12. Submit a Schedule of Maintenance:

a. Appendix B: Special Conditions of License, Clause 6.2 (a) states, “the Licensee shall (a) submit a schedule of the details of any maintenance of lottery equipment and infrastructure, to the Lotteries Committee on an annual basis”

b. BGGL has failed and/or refused to submit a schedule. There is no indication that you have been maintaining the lottery equipment and infrastructure properly.

The Lotteries Committee had hoped that the BGGL would have taken steps to remedy these alleged breaches, particularly since the issue of breaches were highlighted in Claim No. 262 of 2022 - Brads Gaming Group Ltd. v Hon. John Briceño & Anor.

In view of the foregoing, the Lotteries Committee hereby notifies you that it intends to consider revoking BGGL’s license.

In the circumstances, the Lotteries Committee hereby calls upon you to submit a written response to the allegations of breach set out in this letter on or before the 16th day of January, 2023 stating whether you dispute the alleged breaches and if so indicating why it is you say you are in compliance, and otherwise stating why the Committee ought not to exercise its power to revoke your license.

RESCIND AND RENATIONALIZE BRADSLEDO! The Boledo and Sunday Lottery, historically, has been conjoined to the hips of the Belizean masses, mostly the disadvantaged lot, hoping to collect at the end of the proverbial rainbow. The games were siphoned away from government's control, by the stroke of the Red Piper's pen, the John Crow UDP Government, and the Minister of Economic Development, into the clutches of private management.

The Belize Times broke the story on March of 2009 that Anwar Barrow, the Prince of Bel-Air, son of " Ah me King Dean " had joined forces with Brads and they were gifted the monopoly of the Boledo. An appointed six-man " kangaroo" Lotteries Tender Committee made the egregious recommendations and opened the political spigot of the UDPs. Many Belizeans considered the awarding of the contract to Brads and his thunderously ‘silent’ partner as the epitome of cronyism and corruption. The entitled political pimps, UDP Cabinet Ministers and gutter-snipers flaunted, cavorted with the donor of the UDP’s gravy train at #2 Farmer’s Market at the foothills of Belcan Bridge.

The People’s United Party held a virtual press conference on Tuesday, November 3,2020 led by then Party Leader in opposition John Briceño accompanied by Cayo South Area Representative Julius Espat and the PUP Legal Advisor, Eamon Courtenay. Shocking revelations were made regarding shady money transfers that were made to companies believed to be owned or connected to the financial interest of Anwar Barrow and the cloudy deposits of over $7,000,000 to a bank account. Curiously, the license to operate, dated June 26,2020, was deemed to take effect on April 1,2020. Hence, the commencement date was backdated. John Briceño vouched to investigate the Bradsledo contract upon taking over the office of Government.

Prior to the privatization of the Boledo and Sunday Lottery licenses generated some $107,975.00 and sale of books was $899,257.04. Thereafter, the contract committed to $2 million per year. In a farcical press release the UDP stated that the main objectives for the privatization were to increase efficiency in which the Lottery was administered and to work towards the elimination of unregulated and illegal sales of the Lottery. Contrarily, Brads ran the system roughshod with no transparency, accountability and violated various terms of the contract.

Now, just at the start of 2023 it was revealed that The Lotteries Committee through the Investment Policy and Compliance Unit signed by the Chairperson Narda Garcia issued notice to the Managing Director of Brads Faming Group Ltd Kim Lee of a myriad of violations tantamount to breach of the Government Lotteries Exclusive License 2020-2030. BGGL failed to remedy the alleged breaches, notwithstanding they were highlighted in Claim NO. 262 of 2022 - Brads Gaming Group Ltd v John Briceño & Anor. Consequently, the Lotteries Committee notified Brads of the intent to consider revocation of BGGL's license. BGGL must respond to the allegations on or before the 16th day of January 2023.

Belizeans across the Jewel have been clamoring for the re-nationalization of the Boledo and Sunday Lottery and placing it in the proper context. It should serve the Belizean masses first and foremost and not the interest of the politically connected ‘Barrowcudas’ of the past. At the sitting of Parliament Cordel Hyde had urged Barrow to do the right thing and rescind the Brads contract. Seemingly, greedy maths or foolish maths misguided the imbeciles in the UDP. Information revealed that Brads and friends were raking in between 22 million and 30 million in profits per year. Considering the life of the contract those profits amounted to about 270 million dollars. Only a government of dunces(or closeted thieves) would forego that kind of money. This money could have gone to the masses hoping for a life-changing opportunity. The hopes and dreams are fast becoming a reality. Let the Boledo revenues be directed in the development of the people most in need. Tek back Wi Boledo!

Living Wages For 30K Belizeans

Minimum Wage Increases for All Categories of Workers

The Ministry of Rural Transformation, Community Development, Labour and Local Government notifies the public that in accordance with the Wages Council (Wages Regulation) (Consolidation) (Amendment) Order, 2022, Statutory Instrument No. 169 of 2022, and Wages Regulation (Manual Workers) (Amendment) Order 2022, Statutory Instrument No. 170 2022, the minimum wage for all categories of workers has increased to $5.00 per hour effective January 1, 2023.

This new increase in the minimum wage is part of the Government of Belize's overall strategy to combat poverty and reduce inequality, as outlined in Plan Belize. Having a minimum wage that allows working-class families the ability to provide a decent life for their families has positive implications for Belize’s sustainable development and advances the achievement of the United Nations Sustainable Development Goals, specifically goals 1, 2, 8 and 10, which address poverty alleviation, decent livelihood, decent work and the reduction of inequality. The last increase in the minimum wage occurred in 2012.

With the increase in consumer prices over the last decade and the recent global inflation crisis compounded by the COVID-19 pandemic, working-class families have been bearing the brunt of these economic shocks leading many into poverty.

The ministry affirms the International Labour Organization’s Minimum Wage Policy, which states that “the purpose of minimum wages is to protect workers against unduly low pay. They help ensure a just and equitable share of the fruits of progress to all, and a minimum living wage to all who are employed and in need of such protection.” Additionally, this increase in wages will result in tangible benefits for both businesses and workers. An increase in income in the hands of consumers will provide a stimulus to the Belizean economy through increased demand and consumption.

As part of this wage adjustment exercise, the Ministry of Labour is currently reviewing a wage-setting methodology that will be used periodically to determine future minimum wage increases.

The ministry thanks all stakeholders, including the Minimum Wage Task Force, for their engagement in this crucial process.

On November 25, 2021, Cabinet requested of the Ministry of Rural Transformation, Community Development, Labor and Local a

plan for the gradual implementation of the PlanBelize mandated promise to a five-dollar minimum wage. The minimum wage held at $3.30/hour had been phased over a five-year period between 2007 and 2012 with the raise effected on May 8, 2012. On March 2, 2022 ten years later, the Ministry appointed a Minimum Wage Task Force to oversee the implementation of the five-dollar minimum wage. The existing minimum wage ($3.30) for unskilled workers and workers engaged in elementary occupations was considered and reassessed by the Task Force in its implementation.

John Briceño in his New Year’s address to nation was emphatic that he was particularly proud that in 2023 there will be more money going into the pockets of 30,000 Belizean workers who are poised to enjoy a minimum wage of $5 per hour at the start of the New Year. This represents a 50% increase for one in every six of the lowest paid worker in Belize and a 93 million spread amongst the 30,000 workers.

However, the Belize Chamber of Commerce and Industry (BCCI) has expressed its objection to the increase citing a myriad of reasons. Dyon Elliott Chief Policy Analyst for BCCI, estimated a $200 million dollars raise to the

private sector wage bill as compared to the $93 million dollars pronounced by GOB. Elliott was also concerned because many businesses are still "in economic circles" and a lot of businesses are still getting back to normal. Interestingly, the BCCI understands that the $3.30 per hour is not a living wage, but insists that the economy is not ready to handle a full $5/hr minimum wage for all the workers. The increased earnings by the lowest-paid Belizeans will be spent yielding benefits to the business sector, a stipulation that is being skipped by the BCCI.

If set too high, minimum wage will be poorly complied with and/or have adverse employment effects. Therefore, a balance and evidence-based approach is necessary which takes into account, on one hand, the needs of the workers and their families, and on the other, the economic factors.

The ceremony in Port Loyola this morning to hand over a starter home to Miss Apolinaria Choc was a historic occasion. It marked the beginning of the handing over of starter homes to deserving families in an area which is the second largest division in Belize City and probably the division with the most marginalized Belizeans.

I therefore personally express sincere thanks to all those persons, who assisted in any way to make the handing over ceremony a reality.

The housing needs of Port Loyola is great. Public housing is a very urgent since for thirteen years the previous administration did absolutely nothing to provide deserving residents of the division with adequate housing. That’s despite the fact that millions of dollars were stolen by some members of the previous government in all types of corrupt schemes.

The previous administration’s version of housing for the lucky few was very weak Plycem structure without bathroom facilities, partition, ceiling, or electrical wiring. The government, taxpayers of this country however were charged a whopping price of over $40,000 for each of those inadequate buildings. The exorbitant prices were the result of malefices or massive corruption with housing for deserving families in Port Loyola and other divisions.

Am happy to state that those terrible days of housing construction for the needy are behind us.

The starter home for Miss Choc and other starter homes of this administration are structures that families can be proud of.

They are properly built concrete houses that include partition, ceiling, bathroom facilities, elec -

Most importantly the starter homes of this administration are being built in ways that make it easy for families to add one or more rooms, and at only $25.00 per week or $100.00 per month ambitious families can meet the payment for a concrete house they will own, and still be able to save a few dollars regularly to expand their structure.

It’s good to note that the average rate for a small room with everything in an open area is $25.00 weekly or $500.00 per month often without a private bathroom. It is also important to note that despite the high rental for a shelter one cannot own, once the payment cannot be made the occupants have to vacate the premises.

Starter homes being built by the government for deserving families in Port Loyola and other parts of the country are therefore a great offer. In Port Loyola, as in many other southside divisions, there is a genuine need for scores of starter homes.

The government, the Ministry of Infrastructure Development & Housing, and myself Area Representative for Port Loyola and the residents of all south side divisions in Belize City all agree on that important need.

Am therefore happy to state that the government, the Minister of MIDH, the Ministry, and myself have agreed on a number of steps that will

be taken to complete four additional starter homes in Port Loyola as soon as possible.

I am also happy to state that residents of Port Loyola will be receiving five starter homes in Burrel Boom shortly with five more such homes on the way.

Thanks is also extended to the government and MIDH for assisting the residents of Port Loyola with construction materials in a timely manner following damages to many homes by

Hurricane Lisa.

At this point I would like to say many thanks to Hon. Julius Espat Minister of Infrastructure Development & Housing and the staff of the Ministry including engineer Al Garcia for assisting with the upgrade of numerous streets across Port Loyola.

A lot has been achieved in the division with Minister Espat, MIDH, and myself working together. As a result of that good working relationship, we look forward to further street improvement and the completion of more starter homes in Port Loyola as early as possible.

Eulogy for Dad: Antonio Balona

No one was like our dad. He was our biggest inspiration and a true hero to us. Our family leaned on him during any tough times and he was a rock that never let us down.

That strength he possessed wasn’t flashy or in your face. In many ways, he was a quiet, unassuming man who just got on with things. But it was beneath the surface that his principles and determination lay. That was most evident in how he put God as his priority, us, his family and congregation, first and the way he made sure we were protected no matter what.

“Papa Tono” was born on February 18, 1946 to Jose and Isabella Balona in the village of San Antonio.

He lost his mother at the age of 1. He grew up with his grandparents Marcelina and Anastacio Tzib; who ensured and made all efforts to provide him with all his needs. He went to San Antonio Primary School and completed his elementary studies. His career as a teacher began as soon as he completed Standard 6 but his dreams and career as a teacher was later shattered. Opportunity, later came to his door to further his studies in Agriculture but the lack of support and income made it impossible for him.

From a young age, he began to work in the Chicle Industry and later as a mahogany seeker. He was the Captain of the Mahogany Seekers Crew. He spent as long as 3 months in the jungle and came back home to his family. He knew Mountain Pine Ridge and the Chiquibul Area like the palm of his hands.

At the age of 17 years, he found the love of his life, a young beautiful womanMiss Bibiana Canto. September 24, 1966 Antonio and Bibiana made their vows to love each other until death does part them. After their marriage, their journey together began in the humble home they had as their love nest in the village of San Antonio. To support his family, he worked as a Pine Sap Collector meanwhile his wife worked as a teacher. Later, their family started to grow as God sent them their children. God blessed their marriage with 13 children, 3 boys and 10 girls. Loving his wife and children was passion. He spread the love to his daughters-in-law and son-in-law, accepting and embracing them as his own children. His love never stopped; he shared it with his grand and great grandchildren and to his surroundings – neighbors, brothers in Christ and extended family.

In the 70’s, he moved from San Antonio Village to his present residence. He continued working in the Mahogany Industry to support his family. Challenges made him divert from logging to agriculture to support his family. He travelled to Belize City taking vegetable and fruits to sell. At the same time, he studied at El Instituto Tecnico Internacional de Relojeria de Mexico.

Antonio, was a wanderer but gave

his life to Christ at the age of 35. His life gave a complete turn as he placed God first in his life. He dedicated his life to Christ until his last moments of life. He was one of the founders of the Alfa Y Omega Church/Mission. Being a member of the Alfa Y Omega Central Church, he was the band, children and youth leader (all at the same time). He was an assistant pastor to Pastor Tito Cisneros and Rev. Rafael Balona. His love and passion to music and musical instruments; especially, the accordion and guitar made him write and compose music. He formed a musical band called Alfa Y Omega Band mainly form by his children.

At the same time, he volunteered working at the San Antonio United Pentecostal School as the General Manager. His work and dedication was admired by his children. Without any high degree studies he managed to work large calculations and documents working; all was done with the help and guidance of God. He was the General Manager of the school since September 1991. He did this work for 18 years.

In 2005, he was elected as the National President of Alfa Y Omega Mission. He visited the mission churches as soon as he became the national president. In September, 2005 while visiting the churches, he came across Alfa Y Omega Church in Camalote Village and found about the need of a pastor there. He started visiting the church and later became the pastor. He led the congregation and loved each members and church friends/visitors. He led the congregation until August 6, 2022. His dream and desire was to visit each church and grant them spiritual guidance with the word of God despite his health. Unfortunately, his health deteriorated as the days went by and was unable to visit the churches. Although, his body had weakened; his spiritual life did not weaken; he sought God every day until his last breath of life.

Papa Tono’s favorite things to do: fishing, swimming, horse riding, and hunting.

Favorite foods: Local chicken soup, peanuts, beef soup, cow foot soup.

We’ll always remember the good times as well: The meals we had together; travels to church; his family visits; family reunion; birthdays and New Year’s Day

with the entire family and how much he made us laugh. His advice and counseling will be cherished by biological and spiritual children.

It’s hard to imagine a life without him and we’ll miss him dearly. We’ll hold on to memories we made forever though…

Cayo Central Alex Balona. The People’s United Party led by Prime Minister John Briceño, Deputy Prime Minister Cordel Hyde, Party Chairman Henry C. Tejeda clocked 3:02:10 on his 50-mile ride from the Orange Walk Town Hall to the Mahogany St. junction on Central American Blvd in Belize City to win the $1,000 first prize, a trophy and a round trip ticket to the USA at the KREM New Years’ Junior Male Cycling Classic.

Tyler had won the sprint in the lead peloton of 8 riders, with Jamar Murry of the G-Flow team hard on his wheel to take the $300 second prize and trophy. Delton Rojas, riding unattached, pulled behind to win the $200 third prize.

Some 16 riders had suited up for the race, and Gutierrez took the first $50 prize from Belize Medical Associates at the Crooked Tree roundabout. Jamar Murry challenged the lead to win a Dutch Lady package from Santiago Castillo Ltd. at the Maxboro junction. Councillor Kaya Wins New Year Cycling Classic

Kaya Cattouse of the L.A. Sweat team won the KREM New Year’s Female Cycling Classic on Sunday morning, January 1. Kaya clocked 2:55:26 on her epic 50-mile ride from the Orange Walk Town Hall to the Mahogany St junction on Central American Blvd in Belize City to win the $1,000 first prize, a trophy and a round trip ticket to the USA.

Kaya dominated the race from the get-go, taking a $600 prize sponsored by Dream Valley Resort at the Tower Hill bridge, and two more station prizes at miles 45 and 40. She swept all the remaining station prizes on her solo flight to the city: a $50 prize from Belize Medical Associates at the Crooked Tree roundabout, a dinner for two at Bird’s Isle at Mile 30, a $200 prize offered by Brothers Habet at mile 20, and a Seven Seas vitamin package from Santiago Castillo Ltd. at the Mile 19 junction with the Old Northern Highway in Sand Hill.

She also collected two $500 prizes from Mayor Bernard Wagner at Los Lagos, and from the Holy Redeemer Credit Union at the Usher family home. She also won a food hamper from Grace Kennedy Belize Ltd., $150 worth of fuel from SOL Belize Ltd and two more prizes at the Pallotti overpass.

Valdez clocked 3:01:07 to win the $300 second prize, and Kedisha Francis rode in among the Junior males to claim the $200 third prize and a trophy in 3:04:47. Paulita Chavarria of Team Gonz pulled in almost 10 minutes later to take 4th place.
