FORMER DIRECTOR OF IMMIGRATION TELLS ALL… UDP MINISTERS NAMED IN REVEALING TESTIMONY
Wednesday, January 11, 2017 Former Director of Immigration Maria Marin has been able to produce the list of UDP Ministers which caused her alarm as the then Acting Director of Immigration for the frequency with which they were recommending applicants for approval for immigration documents. That list is with the members of the Senate Select Committee, and they are refusing to release it to the press at this time, even though these are public hearings. In the Senate hearings, Marin made some alarming disclosures, and in the interest of accuracy, this newspaper has reproduced her comments verbatim. According to Marin, “As the Deputy Director, I was aware
of cases where we would have people coming in to the department, like what were referred to as agents, who would come in and bring in application forms…I experienced that there were requests that were coming for applications to be approved without having all the necessary requirements or supporting documents in some instances. There were situations where I was able to see that there were officers who were being approached by Ministers for what reason I don't know, but they went to them for - to take papers, and to accept papers - documents I guess, for applications. And, I also, as the Deputy, was

BARROW RACKS UP ANOTHER $100M DEBT FOR BELIZE
Belize City Wednesday 11 January, 2017 Uncertain economic times have become even more uncertain for Belize as the US Supreme Court, this week, rejected a request from GOB for certiorari in two arbitration settlements (GOB vs. Belize Social Development Ltd.; GOV vs. BCB and Belize Bank Ltd.), the cost of which total more than US$50 Million and is now enforceable with the Court's decision. Still, even with the decision being final, GOB says it will not pay a penny toward any of the arbitration costs, even though they are
the direct result of the Prime Minister’s arbitrary nationalization of BTL and his subsequent refusal to settle. According to GOB, the US courts have "no authority to overrule the CCJ [Caribbean Court of Justice] and certainly the Ashcroft companies can never collect those awards in Belize." Benno Kimmelman, the lead litigator for Sidney Austin LLP - New York, which represented the Ashcroft companies said while he was not able to comment directly on the government's release in which

Continued from page 1 it announced its decision to avoid paying the arbitration costs, government has an obligation under US law to pay the final judgments. He added, however, that as long as the judgments remain outstanding the arbitration awards will continue to accrue interest. He stated that there could also be other consequences for not paying such an obligation. He added, however, that in his experience, once a judgment is final and there is no chance for further appeal, the parties usually begin discussions on payment arrangements. That process has not yet started. Kimmelman also noted that in one of the two arbitration cases (GOB vs. BSDL), a request for discovery or disclosure of assets was made. This procedure allows parties who have obtained judgements to determine what assets are available to satisfy their judgements. The arbitration settlements also don't do much to help GOB's current efforts to restructure the 2038 "Barrowbond" and avoid a default on its next coupon payment due in February. GOB is expected to approach bondholders on Thursday with a consent solicitation seeking the 75 percent floor of bondholders necessary to commence restructuring. Financial Secretary Joseph Waight, in a letter to Bank of New York Mellon (trustee for the 2038 Bonds) sent last Friday, said GOB is seeking to amend the financial terms of the bonds. He also outlined Belize's current economic condition saying that when the bond was restructured in 2013, crucial assumptions regarding Belize's economic performance were used in setting the terms but the reality has been far different. Weak economic growth, Hurricane Earl, de-risking and arbitration settlements were listed among the factors making Belize's debt serviceable. Special advisor for bondholders, Charles Blitzer; Blitzer Consulting said the arbitration settlements are part of the big puzzle as GOB has an obligation to make those payments, just as it has an obligation to pay bondholders. According to Blitzer, the bondholder committee has been formed and recognized by the trustee. The Committee is composed of Greylock Capital Management, LLC, Grantham, Mayo, van Otterloo & Co. Viewers will remember vividly that when Godwin Hulse was the Minister in charge of Immigration, he preached from the pulpit of his personal attempts to reform the Department when the UDP’s Elvin Penner/Won Hong Kim scandal raged, and even through the visa hustle scandal. Well, Marin’s testimony suggests strongly that as he very often does, Hulse was only blowing hot air. When Senator Mark Lizarraga asked why even through her best attempts, she was not able to break that culture at the Immigration Department, she responded, “Like I said, we needed to have the support from the decision makers. Senator Lizarraga followed up, “So the failure to follow policies and procedures, you're saying, is that you did not have the support from the policy makers - from the politicians." Marin agreed, saying, “I did not feel that enough was being done, and therefore, I am saying that the support was not there.” When asked for her recommendations to improve the Immigration Department, Marin candidly stated, “for too long, we have talked the talk, but for too long, we have not walked the walk. And I think - I believe that if we really love this country, we need to walk that walk, from the top - the very top, to the very bottom. Because, even if you have genuine people, it is difficult for genuine people to function where that support is not there, when it doesn't exist, or where the support is half met. 'Oh, we're going to do this, and then, we don't finalize that process, and we don't commit to seeing from the beginning to the end, despite the fact that the work is getting done by those who really want to see a difference.” It remains to be seen how the spin doctors of the UDP will attempt to downplay and dispute the significance of Marin’s disclosures, as a career public officer who was once at the helm of the Immigration Department.
FUEL PRICE UP…BUTANE PRICE SKYROCKETS… Wednesday, 11 January 2017 There was no announcement by Government to announce its New Year’s gift of a pump price increase which shot the cost of Regular Fuel to its highest point in years. In Belmopan, the cost of Regular Fuel stood at $9.94 while in Corozal and Toledo the price shot past the $10.00 mark. The price for Diesel at the pump also jumped past $9.00, recorded at $9.07 in Belmopan. Prices for Premium mirror prices for Regular, but sources in the Ministry of Finance tell the Belize Times that within the next week the price for Premium fuel will shoot up. On the heels of that crippling price hike, GOB had another not so little surprise for Belizeans. Effective immediately, the price per 100lb. cylinder of butane skyrocketed up $15 – in Belize City, from $82 to $97 and in Belmopan from $84 to $99. The first month of the New Year isn’t even halfway and the budget hasn’t even been read. Yet Belizeans are already paying the cost for the Prime Minister’s total mismanagement of the economy. Belizeans are also paying the cost for the greed of UDP Ministers who have used their powers of office to guzzle at the trough. Whenever Belizeans pay $10 for a gallon of fuel, almost fully half of which go to GOB as taxes, they should remember Gaspar Vega who facilitated the payment of millions to his cronies and family members, including his own son. The higher costs of fuel and butane will significantly affect the productive sector, and every level of Belizeans. While our Ministers continue to live lavishly, the poorest Belizeans are being burdened with more taxes and the middle class has all but disappeared.

The Committee has been established as a vehicle for discussions with the Government of Belize and other creditors of Belize. According to Blitzer, the committee sees debt relief as only part of the solution. He said of the many things that need to be addressed, the restructuring should be seen in the context of a credible medium term program to adjust the economy and get it growing again while reducing creditor risk. Blitzer did not make any comment on the role of the International Monetary Fund (IMF) in such a program but it has been widely reported that bondholders were requesting that Belize enter an IMF program to ensure certain austerity measures. Prime Minister Dean Barrow, however, has skirted around the questions of IMF

involvement. In previous interviews, Barrow has also been vague when asked of GOB's intention to raise the General Sales Tax to 15 percent, raising import duties, and moving the zero rating off basic commodities. In the last two weeks, however, gas prices have gone up across the country followed by liquid petroleum gas, which saw a $15 increase per 100 pound cylinder just this week.

GUATS SAY SEDI AGREED TO SECRET SARSTOON AGREEMENT
Tuesday, January 10, 2017 Information now coming to light indicates that either Belizean authorities have withheld and continue to withhold critical information from the public or that Guatemala is lying. However, the Government of Belize has not sought to dispel any of the startling disclosures by Guatemala, so our readers can certainly read between the lines. The previous disclosure was that Guatemala had rejected the possibility of Confidence Building Measures for the Sarstoon and instead informed our government officials that they would simply implement a security protocol that would see Guatemala, out of courtesy, grant the Belize Defense Force access to the Sarstoon River for its changeover at the Cadenas observation post. There is evidence to suggest this is true, since our highest defence officials have confirmed that this is the position and will remain the position. The latest information also centers on the Sarstoon, that river which is named in our national anthem but which has been taken by Guatemala. An official Guatemalan document just surfacing affirms that during the Guatemalan Foreign Minister’s visit to Belize in July of 2015, “both foreign ministers committed to not inhabit or use the [Sarstoon] island until the International Court of Justice determines to whom it belongs.” Furthermore, “the foreign ministers debated that the observation post that Belize wants to install at the mouth of the Sarstoon River be a police manned post and not a military one, with the view to not increasing the military force in the vicinity of both countries, as well as promoting peace and avoiding incidents between both countries. The foreign ministers committed to negotiating and signing, in the short term, a standard operating protocol between the security forces of both countries.” The purpose of the visit of the Guatemalan Foreign Minister, Carlos Raúl Morales was participation in the OAS Adjacency Zone Office’s Culture of Peace Program that saw an art exhibition opened at the Bliss as well as a peace forum. At a joint press conference at the Radisson before those events, both foreign ministers indeed spoke a language of peace. Our Foreign Minister, Hon. Wilfred Elrington stated “The relationship at every level has been very good, very cordial, very peaceful and very calculated… not kneejerk. When we have difficult moments we call each other at the Foreign Ministry level, at the Prime Ministerial/Presidential level and at the technical level and we work it out. Belize’s military works side by side with the Guatemalan military…so we have a harmonious relationship that really is the envy of the world.” For his part, Guatemalan Foreign Minister Morales said, “We are very clear what exactly we want for our countries, and we know that our people in Guatemala and in Belize, in both countries, criticize Minister Elrington and myself because we have this partnership. But you know…I feel good, I feel very good, because I know I am promoting the peace, and this is more important for me.” But the press was more interested back then in the construction of the much delayed

Questions to Ministers
Would the Member for Queen Square and Prime Minister please say if he feels even the slightest bit of shame for allowing his over-extended and under-subsidized ego to cost the Belizean people so many hundreds of millions? Could he further say how government will pay that money when foreign reserves are already at a critical low?

Guardian Editor Finds Fatal RTA Funny! Tuesday, 10 January 2017 Late last week, Guardian Editor Alfonso Noble…charged and arraigned for knocking down and killing Gilbert Myers while he was allegedly under the influence of alcohol, made an incredibly insensitive, distasteful and offensive post on Facebook. Under a picture of him giving blood, Noble wrote, “A friend asked that I help out by giving blood today.” Noble was making direct and joking reference to the incident which claimed the life of Hattieville resident Gilbert Myers on Christmas Eve. The Guardian Editor, seen drinking that afternoon and evening, knocked down Myers at Mile 4 on the George Price Highway, killing him instantly. When Police arrived at the scene, Noble refused to give a blood or urine specimen so he could be tested for alcohol in his system. On December 28th, as he was arraigned on multiple charges of Manslaughter by Negligence, Causing Death by Careless Conduct, Driving Without Due Care and Attention and Failure to Provide a Specimen, Noble’s attorney Herbert Panton told the media that his client had refused to give blood to Police because he was a
Jehovah’s Witness. Social media outcry to the offensive post by Noble was immediate and critical. The Belize Times is reliably informed that Noble’s political bosses were informed and demanded that he remove the post as it was damaging to the UDP. Later that same evening, Noble would disable his Facebook page. Noble, a mouthpiece of the UDP has come under intense scrutiny for his demeanour following the accident. He was seen laughing as he left the Courtroom after his arraignment, with no hint of remorse for the fact that he had killed a man and left a family grieving his loss on Christmas Eve. There are also very reliable reports that as Myers lay dying on the scene of the accident Noble took photos with his phone which he later shared with close friends. Late this evening the Belize Times was able to confirm that two of Myers’ children were unable to return to school on Monday due to financial constraints. Myers’ was the sole breadwinner of the family.
BARROW CAN’T EVEN MANAGE GARBAGE Wednesday, 11 January 2017 While everything else is crumbling under the mismanagement of Prime Minister Dean Barrow and his administration, it has come to the nation’s attention that the PM’s incompetence in not solely in the area of fiscal responsibility. It has become apparent that this administration cannot even manage garbage. On Tuesday January 10th, the Government of Belize, incredibly, asked Belizeans if they could please generate less garbage while informing that the operator of the solid waste transfer stations and the Mile 24 Regional Sanitary Landfill, PASA Belize Limited, a Mexican company, had ceased operations effective January 9th. PASA had subcontracted the transfer of the waste to a Belize trucking company, Lopez Equipment Company Ltd. However, a dispute arose between the two that landed in Court and is ongoing. We came across the judgment for a claim “for investigation of affairs of Company” that was heard by Madame Justice Shona Griffith as far back as May 27, 2014. Lopez Equipment actually became
a shareholder of PASA and formed a part of a joint venture company hired for the design, construction and operation of the solid waste facilities in Belize. Lopez Equipment subsequently complained about the financial operations of PASA “in respect of moneys borrowed by the Defendant’s company from its shareholders along with requests made for further financial contributions.” Justice Griffith granted the requested investigation of the company and Continued on page 6

Tipping Point
t what point do we say enough? At what point do we decide that our leaders have done too much of what is wrong? At what point do we decide that if there is no drastic and real change, as opposed to optical change, our country is really screwed. At what point do we get enough of the blatant corruption, the arrogance, the greed, the mismanagement, the bad decisions and the violation of our people in every possible way? Our neighbours in Mexico, and as close as Chetumal, protested an increase in fuel cost at the pumps. They burned gas stations. They took to the streets, blocked roads. Lives were lost. Currently, with the increase, Premium fuel in Mexico costs $6.50BZD per gallon. Diesel, with the increase, costs $6.22BZD per gallon. And our neighbours protested in force. In Belize, currently, Regular Fuel costs $9.94 per gallon. Diesel costs $9.07 per gallon. In some parts of the country, Regular has reached the $10.00 mark. This is not because of any acquisition costs, or rise in freight or insurance. Government has so screwed up our economy that now it is forced to tax Belizeans through fuel. For every gallon of Regular fuel you buy today, GOB takes $4.63 in taxes. Almost half of what you pay for every gallon of fuel goes into the government’s coffers, to finance the greed and abuse of this government. Every weekend Pablo Marin and a medley of other UDP Ministers go shopping in Chetumal, gallivanting in their fancy 8-Cylinder gas-guzzling taxpayer funded rides. We pay. When Ministers and cronies go partying and drinking and wining and dining their sweethearts in their fancy government rides, we pay. We, normal Belizeans without the privileges of office, pay so that our Ministers and their families and their cronies and their CEOs can live lives of great comfort and even excess. But we meekly accept and murmur not. There was a time when Dean Barrow called for civil unrest. The People’s United Party will not travel down that road…not just yet. Back then, the UDP had infiltrated the unions for numbers, but the reality is that the fiery demonstrations which were such a feature of the PUP’s 2003-2008 term were mainly sparked by booze, drugs and cash. The UDPs rounded up their thugs from the city, fed them on alcohol and assorted other products and let them loose. It wasn’t a good time for the nation. We would want no repeat of those days, at least not in that fashion or with that incentive. But when do we get enough? The growing frustration of the people is palpable and real. We, as a nation, have seen the most outrageous and unprecedented abuses from our leaders in government. We have seen the repulsive arrogance which afflicts so many of the UDP supporters, transmitted like a sexual disease
from their leaders. We watched as the UDP’s Alfonso Noble destroyed a life while allegedly driving drunk. He took the life of a productive member of society, a hard-working man who couldn’t afford the bus to travel between his home in Hattieville and his workplace in the city. So he rode his bike. He was taking groceries to his wife and children on Christmas Eve when he was killed. As Gilbert Myers lay broken and bleeding on the ground Noble took pictures of him. As he emerged from the Courtroom following his arraignment he laughed. A few days after he was on Facebook, joking about the incident. We see those things and they hurt. That hurt breeds anger and frustration. Anger and frustration breed those things which we do not want to see, but which sometimes become inevitable. Cause and Effect! We see people like Gaspar Vega who is one of Belize’s wealthiest men. He stole from the people of this nation in which almost 50% of our people are very, very poor. There is evidence – a paper trail which shows what he did. He presided over a compensation scheme which saw millions paid out to UDP cronies, including his brother and his son. We have seen the lists of lands, thousands and thousands of acres, prime parcels gifted to his family members. We have seen the documents which detail a stinking scheme to grab hold of 1600 acres of crown land near Carmelita. A normal Belizean cannot get a piece of land or a house lot. But Vega shafted us. Yet he and his family remain wealthy. They remain high-society players. They drive around and live large and smile with us from behind the tinted glass of their luxury SUVs. And we boil. The greed of our government ministers has cost us dearly, as has the arrogance and blindness of our Prime Minister, Dean Barrow. We are forced to watch as the Minister who is known for little more than his shady ways is rewarded with his own substantive portfolio. We watch as a pool-table repairman has suddenly become a property manager with the best ‘product’ (maybe that part isn’t such a lie) and a millionaire. We watch as Minister Montero continues to grab up every parcel of land he can get hold of – like his colleague from Port Loyola, a true rags to riches story at our expense. And we watch our Prime Minister do nothing. Absolutely nothing! How long will we sit idly by? It is not for optics that the Prime Minister travels with bodyguards and is guarded like a President wherever he roams. George Price never needed that security entourage. Dean Barrow does. It is a sign of the times created by this government. Even the Prime Minister’s wife is guarded, as is the former Deputy Prime Minister, the current Deputy Prime Minister, the Minister of Defence and the Minister of his own Development in Port Loyola. They know why. But still they rise while we fall. When do we get enough? And what happens then?

Wednesday, January 11, 2017 On Tuesday, January 10, President of the Belize Tourism Industry Association Osmany Salas was selected as the NGO appointee to serve as Senator in the Upper House of the National Assembly. Salas, if government keeps its commitment, will shortly be officially appointed as the long awaited 13th Senator, believed to be critical to the oversight process and so long denied by Prime Minister Dean Barrow. Salas was selected through a voting process in which 27 NGOs in good-standing participated. He was victorious with 11 votes, while Edilberto Romero received 7 votes. Three other NGO representatives – Pablo Collado, Janelle Chanona and Donovan Reneau were in the race for 13th Senator as well, and it is believed that all would have been able to perform in the role which is absolutely essential for good democracy. Prime Minister Dean Barrow introduced the concept of a 13th Senator in 2008 in his Imagine the Possibilities manifesto. The platform then was good governance, a platform which has since been rubbished by the UDP’s complete abandonment of every one of its commitments to that

If the brave teachers of Belize, under the umbrella of the BNTU did not stand together in October 2016 and demand the 13th Senator, there would be no nomination to write about today. In the case of Belize City, garbage collection company Belize Waste Control has indicated that it collects some 115 tonnes of waste daily. The Authority is also assuring the public that it is working expeditiously to get the accumulated waste transferred to the Mile 24 regional sanitary landfill given that no waste should be accumulated there for this long. However, no timeline could be given as to when the matter will be resolved as BSWaMA says the contract with PASA is under review by the legal counsel in the Ministry of Natural Resources and the Attorney General’s Ministry. It was clarified though that there are other operators who can do the work so why has another company not been designated yet? The response was that the services provided by PASA were governed by a contract which has certain clauses that could be invoked. The spokesperson was quick to affirm that BSWaMA has met all its financial obligations with PASA to date.

RECKLESSNESS Tuesday, 10 January 2017 This evening a terse release from the Ministry of Economic Development and Petroleum informed the general public that the consultations on the Marine Multibeam and Sea Seep Survey, that were scheduled to be held at the Radisson Hotel in Belize City on January 18 and 25, 2017, have been cancelled. There was no explanation given and the word ‘cancelled’ was used as opposed to ‘postponed,’ suggesting that there will be no rescheduling in the short term. So why is GOB playing so cagey with what is obviously a pre-exploration survey in our waters? The economy is in dire straits. It is no secret. The Government of Belize admitted this in broad daylight in its pleading to bondholders recently in New York as it attempts to re-structure the socalled Superbond for the third time. The reason the economy is in dire straits is quite straight forward. Our usual exports have been doing poorly. The BNE oil wells have dried up. Also, the government has mismanaged the nation’s financial resources and increasing public debt to unsustainable levels. Underscoring this dismal situation however is the government’s reckless actions and decisions as it pertains to the economy. The government, it seems, is stubbornly insisting on destroying that last leg of our feeble economy: tourism. Our only saving grace and the only economic sector that has been doing well has been the tourism industry. Even this the government has forcefully undermined by going against the National Sustainable Tourism Master Plan and approving the Harvest Caye project near Placencia. But much more insidious than this is the government’s insistence on pursuing offshore oil exploration. After tourism stakeholders in San Pedro chased away the seismic boats and those who went to supposedly hold consultations after the fact, the government quietly in December 2016 announced that they will now be holding consultations on a multibeam survey that it ‘intends to complete.’ But there is something terribly wrong with this planned so-consultation. It does not appear that the government is taking the concerns and interests of Belizean stakeholders seriously. It is again,
in typical fashion, recklessly exposing our marine environment and our tourism industry to serious harm by continuing to pursue oil exploration activities in our waters. The consultation they were planning to hold demonstrates that they are not serious. For such a major issue as offshore oil exploration, one would expect that they would develop a proper consultation plan rather than just holding two meetings at night in Belize City away from the main tourism destinations of San Pedro, Caye Caulker, Hopkins and Placencia. It is highly questionable whether they understand what stakeholders mean and whether they see this as a crucial national issue. It appears that they are simply again going through the motions to check the consultation boxes and go about their merry way. This is a marketing exercise for what they have already decided. Even if those consultations had not been cancelled, they would probably only allow you one question and shut you down after that as they usually do at these farcical events. How does holding two public meetings at night constitute proper and genuine consultation? Perhaps we should question why they wanted to hold such consultations. What was their objective? If it is to encourage public participation in policy making and encourage greater citizen participation in good governance then they are way off the mark. Proper public participation requires the involvement of those affected by a decision in the decisions being taken. To exclude people in participating by holding only two meetings away from where key stakeholders are located sufficiently indicates a lack of genuine interest in public engagement. If there is no real opportunity for stakeholders to influence the process then it is a futile exercise. We are now sailing it seems in a sea of recklessness. Public consultation is more than holding a public meeting. There are many other events and activities that can and should be done. It should be carried out according to a plan. To proceed in the manner in which the government planned to do, to expose our most valuable marine resources to oil exploration without the benefit of deep and proper dialogue and debate is absolute recklessness.

they were menacingly confronted by the Guatemalan Armed Forces (GAF). During a morning meeting just before the July 27, 2015 press conference, Belize appeared to have appeased Guatemala. Morales reported to the Belizean press later that day that Elrington informed him that the FOB would not be a military base. “It is going to be a Coast Guard base that depends on the Police,” he said. However, nothing was said at that press conference about Belize’s Foreign Minister having committed to the non-occupation and use of the Sarstoon Island but if it is as Guatemala recorded in official documents after that trip in July 2015, then suddenly both Belize’s and Guatemala’s behaviour in relation to the Sarstoon since then is better understood. What happened thereafter as time progressed was that the Belize Government changed the proposed location of the FOB from Sarstoon Island to the mainland. It cited the island’s unsuitability for the location of a FOB. Guatemala, for its part, ramped up its aggression in defending its self-proclaimed sovereignty over the Island by blockading the Belize Territorial Volunteers and the media from freely docking at the island and traversing Belize’s portion of the Sarstoon River.

Somebody says he’s gone back into private practice full time and that is certainly believable based on the work, or lack thereof, in this dilapidated city. Buoyed by millions from a Municipal Bond and millions in grants and bailouts from a Central Government flush with Petrocaribe funds, Bradley wowed the country with what seemed to be unprecedented work. Since he followed on the hells of the disgraceful Zenaida Moya even one paved street would have been an improvement. But coffers bulging with millions, Bradley shone bright. But where is he now? Today he was sitting next to former acting Director of Immigration Maria Marin at the ongoing Senate inquiry. He was there last week as well, since Marin is his client and she is on the hot seat at the moment, being questioned about corruption in Immigration. Yesterday, Bradley was at Court in Belize City, representing a man charged for manslaughter by negligence in an RTA fatality. Meanwhile, the city has been abandoned by this once working hero. With the abrupt departure of Petrocaribe monies due to the sticky-fingered
tendencies of some in power, Bradley has no clue where to turn for the resources to do what has to be done in the city. All works appear to be halted. And if that is not bad enough, streets cemented less than a year ago are already breaking apart. Sidewalks built months ago are crumbling. Grills over gaping holes in cemented streets have disappeared, and no attempts have been made to fix those holes. When it rains, Belize City disappears underwater, since there is no adequate drainage. Streets which were not touched during the short-lived golden days of Mr. Bradley have deteriorated to the point where motorists drive them at their own risk. Streets in the Southside are covered in uncollected garbage. Where did you say you saw the Mayor? At Court…where he is a full-time practicing attorney. Bradley is perhaps the only Mayor fortunate enough to collect a full-time, very lucrative salary as Mayor, and then devote all his time to his private practice. How could that ever be considered right? A former UDP politician, Santino Castillo, had once said of Mayor Darrell Bradley that it is easy to get a lot done when you have access to millions to do it, but when that money is gone, and you have to pay it back, it is a different story. The glory days of Mayor Darrell Bradley and the UDP City Council are long gone, and the city is in terrible shape. What now, Mayor/Attorney Bradley?

Former Director of Immigration Tuesday, January 10, 2017 Maria Marin, the Former Director of Immigration, has confirmed to the nation what the Auditor General’s reports on the Department of Immigration and Nationality catalogued in detail. UDP Ministers intervened in applications for immigration documents, especially Visas. These letters of recommendation they sent was part of a culture within the Government that whichever applicant they endorsed, that applicant was expected to be approved for their Belizean documents in expedited fashion even if they did not qualify. Marin’s revelations came as part of her testimony to the Senate Select Committee, which has been holding public hearings to review the mass irregularities exposed by the Auditor General in her reports. In the 4th meeting of the Committee, Marin revealed under oath that the frequency with which Ministers were recommending applicants for visas was a red flag for her in the pursuit of a reformed department. Even though she was very careful in her word choice, this former senior Immigration official disclosed that there were past occurrences before her leadership of the Department with which she was not comfortable.
Under questioning from PUP Senator Eamon Courtenay, Marin said that she was careful in the way she approved visas. In one of those exchanges about her concerns with how the Department was being run. Senator Courtenay challenged her saying, “I'm just asking you whether you're aware of visas where persons who did not complete the requirements got visas. Marin responded, “...I was careful because there was indication of that, yes.” Courtenay then asked, “...In respect of nationality, the same?” She responded, “I was very careful of it because, yes, there was some indication that people were getting nationality out of the formal or official process.” What Marin is signalling is that persons who did not qualify were still approved for visas, nationalities and passports. In her testimony to the Senate, Marin asserted that she, as the Director of Immigration, was very strict in her approval of persons for the immigration documents. She said that she constantly had to hold meetings with senior immigration officials to get them to stop sending applications for her approval if that applicant did not meet all the requirements, including the documentation demanded by the application process for

She agreed with his suggestion saying, “And that was the culture that we were trying to remove. That was the culture we were trying to remove from the get go." Perhaps in an attempt to absolve those ministers who intervened, the UDP Senators very artfully challenged Auditor General Dorothy Bradley on her opinion that it was illegal for those Ministers to intervene at the Immigration Department. In her report, she shared her opinion, “Since the law does not provide for ministers to intervene in the visa process it was illegal for those ministers to have done so."

The Jaguars’ new head coach Richard Orlovski has prepared the Jaguars well and he said he was happy with their performance, and expects they will execute the plays they have practiced in the same way against the Central American competition. Last Friday night, the Jaguars won 2-0 over a Stann Creek district selection at the Carl Ramos Stadium in Dangriga. Belize’s top striker Deon Macaulay delivered the 1st goal in the 20th minute and Everald Trapp added a 2nd goal in the 27th minute. On Sunday at the Louisiana Field in Orange Walk, the Jaguars won again: 4-0! Macaulay scored a hat trick in the 1st half, with goals in the 26th, 36th and 45th minutes. THE 13TH SENATOR
We are now officially in the second week of the New Year and I am proud to say that the Council has continued with the provision of essential services without a break. As Mayor I’ve spent the last few days inspecting various works around town, including our drainage project on Cinderella Street, the paving of St. Peter’s Street and the paving of Slaughterhouse Street. I have never been one to boast, but I truly believe that the collaboration between our Council and the community is the most successful in the country, showing the most results. We have not been able to cement streets like in Belize City. That municipality had access to millions from a Municipal Bond and millions more in grants from a Central Government which wanted to look good in the city. But I have heard, like I’m sure so many have, the many complaints of streets recently cemented which are already breaking up. The major road leading to the Chetumal Street bridge which so many in the UDP boasted about is already sinking a couple months after being built. So many projects in so many municipalities have failed because those giving the orders high up are all about optics and all about bandaid repairs which look good but never last. Not to mention that the UDP decision-makers prefer to give major contracts to cronies who are not qualified to do the work. They seem to be more concerned with how much they can make off cutting corners than about providing quality service to the people. The same can be said for Belmopan. That municipality had the benefit of the Road Safety project which was to revitalize that community with an infusion of millions of dollars for needed infrastructure. I am pretty sure that those who gave us the money for that project and worked with our engineers had a
completely different concept of the result. I always wonder how lending agencies and our international partners continue to give money. Those who control that money in the government never seem to be able to do the right thing. Sometimes I am embarrassed that even the small projects get screwed up. I remember years ago in Orange Walk when a UDP administration took more than six months to construct one pedestrian ramp. And they had to build it twice to get it close to right. We have to get out of this culture of nepotism and cronyism and mediocrity. When we are able to source money from anywhere to assist our people, we need to do things right. We see it right here with the San Estevan Road. That was approved for paving years ago and still nothing. We see it in the road which passes through Orange Walk Town which is a lousy, substandard piece of work. I get a headache just looking at it. It could have been done better, at a lower cost. But the contractor was the nephew of the then Deputy Prime Minister Gaspar Vega. He has been one of the very privileged contractors. Here in Orange Walk we don’t operate like that. We can’t. We are answerable to our residents who provide the revenues to get all this work done. Everything you see happening in this municipality is because of a successful partnership – no gifts, no municipal bonds, no grants…no bailouts. We may not be able to do 100 streets at a time, but we will work hard and we will do what we can. And we will do it well. As Mayor, the people of Orange Walk Town can rest assured that I and my team don’t play politics. We don’t accept mediocrity. We don’t do cronyism. Whatever we do, we do it well because our people demand and deserve no less.

By: Eduardo Santos On Tuesday, the 10th of January 2017, the 13th Senator who will be a representative of the Non-Governmental Organizations will finally be elected. The election is slated to be held at the Belize Audubon Society where Donovan Reneau of the BCVI, Janelle Chanona of OCEANA Belize, Pablo Collado of Adopt a Child with Disability, Edilberto Romero of Bacongo and Osmany Salas of the BTIA will all be vying for the votes of the 27 organization that will be eligible to vote. Even before the first ballot has been cast there are a few persons who are crying foul since out of the 148 registered NGOs only 27 NGOs or 18.25% of all the NGOs will be able to vote. While we are all focusing on the election of the 13th Senator, some of us have conveniently forgotten what the catalyst was that made this a reality. In October of 2016, the Belize National Teachers Union staged a national protest since the Barrow Administration had reneged on its promise to implement a hike in the public servants’ increment. While the two sister unions (PSU and the APSSM) accepted the government decree in regards to the wage hike, the BNTU then issued a decree to the government and when it was not met, they conducted a nationwide shutdown. In response to their strike, Dean Barrow was forced to give in to the demands of the BNTU. One of these demands dealt with the implementation of the 13th Senator as stated in our constitution. If the BNTU had caved in and accepted the government proposal to implement the wage hike in April 2017, then a lot of the changes we are now seeing in
our government would not have happened. Some of the demands that have already been addressed are the signing of the UN Convention against Corruption; the appointment of a Special Senate Select Committee to make a full and proper investigation/ inquiry into the recent Auditor General’s Audit Report into the Immigration and Nationality Departments for the 2011-2013; the appointment of a 13th senator and the implementation of long awaited regulations in our labour laws. Without the sacrifice and commitment of our teachers, these reforms would have been only a figment of our imagination Don’t get me wrong. I love that we will finally be having the appointment of the final senator. All of the candidates are persons of integrity and would be assets to the legislative branch. It just saddens me that the persons who made this happen, the teachers of Belize, are not being heralded and acknowledged. This has been the first time in our history that the teachers, who are the guardians of our educational system, have taken the initiative in castigating our government as they would do to a wayward child. It seems that the contribution they made to strengthen our democracy has now been relegated to the dustbins of history. Without the valiant efforts of all the teachers who participated in the demonstration, our government would have now been developed into a full fledge tyranny. MY HATS OFF TO YOU TEACHERS WHO DEMONSTRATED TO KEEP OUR DEMOCRACY ALIVE. Late word coming out of the Belize Audubon Society’s conference room is that Mr. Osmany Salas was elected as the 13th Senator. I would like to congratulate Mr. Salas on his victory, and commend all those who participated in the process. You are all winners as you have shown that democracy is really alive in Belize. It is now time to buckle up and to ensure good governance, keeping our elected leaders accountable for their actions. Without a strong democracy, our Jewel by the sea will then be degraded into a truly deformed democracy.

THE FLOOD OF BLOOD….AND A HEAD
By: Norris Hall THERE is no tourniquet to stop the flood of blood that gushes, almost daily, from the veins of young men who are caught up in the criminal violence perpetuated by a gang culture. There is no bandaid to stop the spiraling crime rate that can be indirectly related to the escalating corruption that has become the norm with government officials. These so called white collar crimes invariably steal money that could be used to address the social ills that affect our young people who find themselves checkmated by the grips of poverty and hunger. With the social and economic decline in the society the crime rate mirrors a desperate human instinct for survival. There is no hope or expectation from the public that the Police Department will be able to singularly redeem us from our fear and paranoia as a result of the daily images of human blood flooding the nation’s streets, brought to us courtesy of the media. There is absolutely no need for them to apologize. They are simply reflecting the images of what our society has become. If you are nauseated, you can turn off your television or do what our politicians do, pretend that it isn’t happening and ignore the reality. Some actually feed from it! Depend on it! Contribute to it! The Police in general, have been stymied from acting professionally. They work in deplorable conditions. They are inadequately equipped. They work in an environment of untouchables. They are tools to protect the privileged class. If you listen keenly, you will hear that some have even become apologists to elevate their own careers. They are pawns. The government, from all appearances, is not serious about confronting the crime wave. In fact, the Prime Minister began an unsustainable “bromance” with the gangs. He has used them, in some instances, as political tools, as disposables, to intimidate voters. He made them feel that they had political muscle. It backfired. Further proof that the government is not serious about crime is the charade the Prime Minister has made in the political appointment of the previous and current Commissioners of Police who were never the sharpest tools in a box of other young officers with razor sharp talents. They have been frustrated and demoralized by the incompetence, and even the stupidity, of the current commissioner. The new Minister of State with responsibility for the Police was one of them. The current Commissioner has almost single handedly transformed the Police Department into a State Apparatus of the government. He virtually does only the bidding of his political bosses. They are the untouchables. He has made them so.
The Police Department has also failed in carrying out its Constitutional responsibility to uphold law and order without fear or favour. The Commissioner, as an officer of the courts, has abdicated his Constitutional responsibility in failing to display any form of initiative in dealing with this national crime crisis, not only as it relates to the now phenomenal crime statistics but also in investigating the ever mounting allegations, with strong evidence, as was revealed by the Auditor General about rampant crime and corruption in government. This includes a multi-million dollar land fraud scheme engineered and directed by the former Deputy Prime Minister, the apparent cover-ups in a massive criminal passport scandal and the cover-ups and inadequate professional police investigation into alleged cases of fraud and the bribery of senior politicians and police officers and the beheading of a Pastor. There is more to suggest evasive police tactics to avoid the proper investigations of anyone, no matter their status on the political food chain. There are two recent examples of clear-cut cases of manslaughter by negligence involving political stooges driving under the influence of cocaine and alcohol. It appears that the public has lost faith in the Police for the delivery of justice. There is an outcry for private investigations, especially as it relates to police cover-ups to avoid the investigation of Ministers, other government officials and the otherwise politically connected. Yet another of the numerous inactions by the police and the government was when a former Chief Immigration Officer, who is still in the employ of the government, recently had her U.S. visa revoked. Not even a “boo” was heard in the corridors of Belmopan. She is now CEO in another Ministry. The Police, in its operations, appear to be the protectors of the political and social class of elites in the society. In its pretense about maintaining law and order, it tries to give the impression that law and order are being played out on a level playing field but in reality, it discriminates against the poor and the dispossessed. This includes the high incidents of the arrests of young men for small quantities of marijuana (joints or roaches) that they use as an opiate to keep them “tranquilo” and to soothe their hungry bellies and their otherwise poor, hopeless and miserable lives. This is in harsh contrast to the pervasive millions of dollars lost in revenues due to government corruption that the police are paralyzed from touching. Corruption in government, rapes, burglaries, a small possession of marijuana and the gamut of other crimes and other illegal activities are all law and order issues. The Police are discriminatory in their role as the custodians of law and order. It is selective. There cannot be any social justice without criminal justice. Unless this is recognized by the government, unless this is recognized by the police and the
rest of the criminal justice system, as well as other agencies, there will continue to be a public feeling of disillusionment, discontent, a sense of political betrayal, a sense of being unevenly treated and prosecuted, in contrast to the cesspool of corruption in the seat of government. There is a growing discontent, as the gap widens between dishonest enrichment, the creation of an elitist class of the Barrow gentry and the rising tide of poverty and discontent. This powder keg below the poverty ridden, demeaning residential swamps of the nation, urban disintegration and the already blood flooded streets of this nation will explode. The fuse is only getting shorter. There is no official strategy. The recent pronouncements by the new Police Minister sound like he was seeing a mirage. There is no short term fix. The mushrooming crime wave now looms over us like an ominous hydrogen cloud. It has become too big an issue for an ill-equipped, ill prepared and incompetent national police that has become too complacent as it functions primarily as a political State Apparatus rather that than in its law and order function as is outlined in the Constitution. The police are now incapable of dealing with this national crisis. To deal with this epidemic that crosses politi-
cal, economic and social status requires honest and tough political will. Given the reality it will not happen. There are leading politicians in the government who are too tightly woven into the fabric of crime and corruption. This is an issue that is more than a national security crisis. It is obvious that the authorities do not seem to see it for what it is. They soon will. It is serious. It requires political will and openness. It requires a comprehensive, sustainable and long term approach. Major factors must include a drastic reduction in the rampant corruption that has overtaken the government and the retooling of the Police Department. The Police have to be made independent of political influences while working as a partner, and not as a functionary of the government for the restoration of law and order. It will require a better recruiting process without a requirement that recruits who apply to enter the Police Academy must have a recommendation from a Minister of Government. This is serious interference. This also taints the police’s ability to function in a fair and transparent manner in criminal investigations. It affects the ever increasing lack of professional discipline that is important for an effective law and order institution. Belize, like a runaway train moving towards a precipice, is rushing towards national anarchy. It all started back in 2007 when the Prime Minister, then in Opposition, called for civil disobedience. He got it. Now it is like the River of No Return. Will he do something or will he continue to do absolutely nothing to stop it? This is real!!!

de Miami El consorcio de empresas encargado de la construcción de la ampliación del canal de Panamá, liderado por Sacyr, ha elevado hasta 5.673 millones de dólares (5.386 millones de euros), el dinero que está dispuesto a reclamar por los sobrecostes y retrasos de la obra, según figura en el informe de auditoría de la Autoridad del Canal de Panamá (ACP), la entidad pública encargada de la explotación de la infraestructura. Fuentes de la constructora española explican que esa es la cantidad máxima que el consorcio podría demandar, aunque advierten que todavía no han decidido cuánto exigirán finalmente. Grupos Unidos por el Canal (GUPC) —el consorcio de empresas encargado de la construcción de las obras del tercer juego de esclusas, formado por la española Sacyr, la italiana Impregilo y la belga Jan de Nul— entregó la infraestructura del nuevo canal de Panamá el pasado 26 de junio, pero las reclamaciones por sobrecostes no dejan de crecer. El consorcio se ha reservado el derecho de interponer reclamaciones por un importe total de 5.673,57 millones de dólares (unos 5.386 millones de euros), según figura en las cuentas anuales de la Autoridad del Canal de Panamá (ACP), firmadas el pasado 15 de diciembre. De prosperar las reclamaciones, la desviación presupuestaria de las obras de ampliación del canal podrían duplicar el precio de licitación. El informe financiero del organismo público panameño, encargado de la gestión y explotación del canal, explica que el 10 de diciembre de 2016, GUPC comunicó al tribunal de arbitraje la existencia de dos nuevas solicitudes de arbitraje presentadas el pasado 8 de diciembre ante la Corte Internacional de Arbitraje de la Cámara de Comercio Internacional (CCI). La ACP estima que la cuantía conjunta de las dos nuevas solicitudes ante la corte internacional asciende a 4.989,8 millones de dólares. "Como consecuencia de estas solicitudes, el monto reclamado por GUPC aumentó de 3.227 millones de dólares a 5.673,5 millones de dólares", explica la Autoridad del Canal. Fuentes de Sacyr, que encabeza el consorcio con una participación del 41,6%, explican que el contrato de adjudicación fijaba una fecha límite, una vez puesto en funcionamiento el canal para fijar la cuantía máxima que se podía reclamar en el futuro. Por eso, GUPC ha presentado sus pretensiones máximas por los sobrecostes y retrasos para no perder derechos futuros. El grueso de las desviaciones se deben a la calidad del basalto, fallas inesperadas en los terrenos sobre los que se desarrollaron los trabajos, huelgas y cambios normativos. También hay desencuentros por las garantías concedidas por GUPC a la Autoridad del Canal. Casi el triple del precio de adjudicación En realidad, el consorcio ya ha presentado reclamaciones a la ACP pero estas aún están en una fase previa y aún no han sido resueltas por la Junta de Resolución de Conflictos. Las obras para la construcción del tercer juego de esclusas del canal de Panamá fueron adjudicadas en 2009 a GUPC por 3.118 millones de dólares, unos 2.960 millones de euros al cambio actual. El proyecto suponía un reto para el consorcio, que esperaba obtener grandes réditos con la obra y el prestigio que obtendría al finalizarla. Pero las desavenencias entre las partes, los retrasos y los sobrecostes hacen dudar de la rentabilidad del proyecto una vez finalizado. Las obras, incluso, fueron paralizadas en 2013 por discrepancias entre las partes sobre la cuantía de los sobrecostes. Unos meses antes de la entrega de la mayor obra de ingeniería del siglo XXI, el presidente de Sacyr, Manuel Manrique, situaba las reclamaciones del consorcio por retrasos y sobrecostes registrados durante la construcción de esta obra en unos 3.600 millones de dólares. El primer ejecutivo de la constructora española, que ha liderado el proyecto, advertía que

"Vengo a fortalecer los 75 años de relaciones diplomáticas con Honduras y seguiremos consolidando nuestros vínculos de amistad", declaró Tsai tras una reunión en Tegucigalpa con el presidente Juan Orlando Hernández. Pero el entorno económico es difícil para Ortega, debido a la reducción de la cooperación venezolana y la amenaza de legisladores de Estados Unidos de impulsar una ley que condicionaría los créditos de organismos multilaterales a que Managua realice cambios políticos. Entre el 2007 y el 2016 la cooperación venezolana sumó unos $4.800 millones, en virtud de un acuerdo de suministro de petróleo en condiciones ventajosas para Managua. Los fondos de la generosa cooperación de Caracas permitieron a Ortega impulsar programas sociales que redujeron la pobreza del 45 al 29% de la población, según cifras oficiales avaladas por el Banco Mundial. Sin embargo, tras la caída de precios del crudo, el flujo de esa ayuda ha decrecido en más de un 50%. El exministro de Guatemala Vielmann niega que urdiera un plan para asesinar a ocho presos
Madrid: 10 de Enero 2017 El expolítico, que tiene nacionalidad española, es juzgado en la Audiencia Nacional Carlos Vielmann, ministro de Gobernación –Interior- de Guatemala entre julio de 2004 y marzo de 2007, ha negado este martes en la Audiencia Nacional que ordenara, autorizara o permitiera el asesinato extrajudicial de ocho reclusos en dos penales del país centroamericano entre 2005 y 2006. El expolítico guatemalteco, que tiene la nacionalidad española desde 2009, se enfrenta a una petición fiscal de 160 años de prisión por los ocho asesinatos. La granja-penal El Pavón, en el municipio de Fraijanes, fue el escenario de siete de los ocho supuestos asesinatos extrajudiciales. El 25 de septiembre de 2006, la Policía Nacional Civil y el Ejército guatemalteco pusieron en marcha el Plan Pavo Real, cuyo objetivo oficial era recuperar la gestión del centro penitenciario, en manos de un
autodenominado “Comité de Orden y Disciplina”, un grupo de reclusos que desde la penitenciaría controlaban el tráfico de drogas, la falsificación de documentos y otras actividades delictivas. Según ha declarado Vielmman, se trataba de “un Estado dentro del Estado”. En la toma del penal, en el que participaron 3.000 agentes apoyados por tanquetas militares, siete de los supuestos líderes del Comité de Orden y Disciplina fueron asesinados a tiros pese a que se entregaron a las fuerzas policiales sin ofrecer resistencia. Algunos de los cadáveres presentaban tres tiros en el pecho. Sin embargo, sus camisetas no estaban agujereadas, lo que refuerza, según la fiscalía, la idea de que se urdió un montaje para encubrir los asesinatos extrajudiciales. Los hechos fueron denunciados por la Comisión Internacional contra la Impunidad de Guatemala. Según la Fiscalía de la Audiencia Nacional, el Plan Pavo Real, en el que participaron los principales mandos policiales y penitenciarios junto con el ministro Vielmann, tenía un “objetivo paralelo y oculto”: matar a los reos que lideraban el Comité. “Nunca participé en una actividad que llevara a la creación del Plan [Pavo Real]”, ha manifestado Vielmann a preguntas del fiscal Pedro Martínez Torrijos. Según él, el operativo se formó al amparo de una ley, la de fuerzas combinadas, aprobada por el Congreso guatemalteco. Esta norma permite coordinar a la Policía y al Ejército para dar apoyo al sistema penitenciario en casos de necesidad como motines. “Los ministros quedamos fuera del mando
por ley”, ha asegurado Vielmann, que se ha presentado ante el tribunal como un defensor de los derechos humanos. “Jamás iba a permitir que se ocultara cualquier situación indebida que se pudiera dar adentro. Tengo una hoja de vida que me ha costado hacer, he tenido éxito personal y empresarial, tengo una familia integrada, destituí a 1.200 policías, rompimos esquemas de corrupción, mi nombre no lo iba a manchar por matar a siete reclusos”, ha declarado Vielmann. La octava muerte se produjo en noviembre de 2015 en la cárcel de máxima seguridad El Infiernito, en el municipio de Morales. El recluso Edwin Santacruz, que se había fugado del penal, fue ejecutado sin juicio después de ser capturado en una vivienda en la que se había refugiado. El asesinato, según la fiscalía española, “se llevó a cabo con pleno conocimiento y consentimiento” de Vielmann. Los supuestos asesinos llegaron a poner entre las piernas del cadáver un revólver. Previamente habían estrellado contra una pared el coche en cuyo asiento del copiloto el reo recibió un disparo en la nuca. “Yo no recibí ninguna llamada sobre ese caso, tenga la certeza. Mi trayectoria ha sido con total apego y respeto a la ley, soy el último a quien podían llamar para eso. Lo habría denunciado inmediatamente”, ha dicho el exministro.
