The pictures say it best. The Christmas spirit was amplified for many families who received a new home via the Ministry of Infrastructure and Housing Modular Houses Pilot Project. For these families receiving the keys to a new home just before Christmas, there was little that was pilot; it was a jovial reality. The government directly via Minister Julius Espat and the MIDH are following planBelize to the letter. The Government of Belize has promised 150 houses in the first phase of the pilot project to place houses into the lives of single parents and the very needy. “I made this promise months ago, and some of you didn’t believe me. But when I commit to something, my word is my bond.” - Hon. Julius Espat To qualify there is an application that can be gotten at housing.project@midh.gov.bz. Then there is vetting to fit the criteria for this first set of homes. A quick arithmetic would bring about five homes per constituency. The home-owners to-be would agree to pay twenty-five dollars per week for 10 years. The government absorbs the rest of the cost. It is easy to see the win in this situation that is unprecedented. Belizeans needy for a first home have gone from no-option during thirteen years of UDP tyranny to a house that will be home sweet home. The pictures seen are some of the houses issued in western Belize and in Dangriga. We Belizeans are working with the government to maintain the still convalescing economy on a path to sustainable grandeur which the statistics keep trending towards. As the economy improves more homes will be placed in the hands of Belizeans. The economic numbers show up the International Monetary Fund’s early forecast of practically no annual growth for Belize in 2021—just two percent. With historic sacrifice and unprecedented negotiations, Belize moved away from the brink of currency devaluation to, at this point, an annual Gross Domestic Product of a projected 12 percent. The Prime Minister described this as a “near miraculous comeback.” This statistical confidence is not an outlier; this confidence is motored by the 2nd and 3rd quarter GDP reports of 23 and 15 percent growth, respectively. This confidence has apparently arrived at a crescendo in the 4th quarter whose statistical numbers will surely romance the best economic minds. The chatter is that this Christmas is one not seen in the past few years, even pre-Covid. It all began in early October 2021 as Belize posted a virtual rapid-fire of majestic economic milestones that history is bound to erect individual pedestals for each achievement in its Hall of Fame for Financial Continued on page 5

MINISTRY OF INFRASTRUCTURE DEVELOPMENT AND HOUSING December 24, 2021 - The Ministry of Infrastructure Development and Housing informs the public that the retaining wall/ revetment constructed in 2009, which has been supporting the road structure near Mile 7 on the Philip Goldson Highway, was undermined last night by undercurrents of the Belize River. This has unfortunately reduced the effective width of the highway at this location and the roadway has been restricted to a one and half lane access until further notice. The public is, therefore, advised to exercise extreme caution and to observe all safety measures in place when approaching the area. The Ministry of Infrastructure Development has intervened to contain and control further undermining of the road structure and is actively reviewing several options to ensure a well-designed and permanent revetment is expeditiously installed where the existing retaining wall has failed. During the ongoing drafting of plans and procurement of imported materials, the ministry will widen a 300-foot section of the roadway to ensure that motorists may continue to move unimpeded and have safe access

on the highway. The ministry apologizes for the inconvenience and assures the public that it will provide updates on the progress of the design, procurement and construction of the new revetment wall.

he New Year is a time for meticulous evaluation, keen reflection, and most of all for making plans and steadfast resolutions. Over the last year, there have been many changes and not just in Government and Cabinet. There has been a definite change in the Belizean mindset. Almost 600 of our own have perished to Covid-19 and its many variants, and for most Belizeans this has been the catalyst for change. Belizeans are no longer complacent with their leadership, they question, they demand not just answers but solutions. The famous Belizean Backlash comes swift and often vicious as evidenced on the various social media platforms. It is safe to say that the electorate of Belize is informed and takes issues of national importance seriously, they are engaged and are participants in decision-making. The present government embraces this robust participation for they recognize that governance should be inclusive! Prime Minister Briceño and his Cabinet have managed incredible feats this past calendar year. The resuscitation of our economy alone has been an accomplishment even the International Monetary Fund (IMF) was forced to acknowledge as miraculous, and it was done strictly on Belizean terms. The Investment Summit came later this year as a booster shot to the economy to provide it with meaningful foreign investment and to create further employment and reduce poverty. On the health front, Belize has managed to cope with the ravages of Covid, where the health systems of larger and more advanced economies have collapsed. This has been accomplished by the procurement of vaccines that make it possible for every qualified Belizean to receive both vaccines and a booster jab. Unlike other countries in the region Belize has been able to source vaccines and offer all its residents full coverage. Testing, as part of a larger plan to reduce the spread and flatten the outbreaks, has been continuous. While other measures such as curfew and border closures have been less popular, they have been effective in combating the spread. With continuous education, vaccination, and sanitization efforts by public and private entities, it is the hope that face to face instruction in schools will be possible and further relaxation of protocols will become possible. The Government of Belize has been busy and productive in many sectors, the Agriculture Sector in particular, sustained Belize through the worst of the ravages of Covid. Simultaneously, Agriculture was able to feed us and become a significant foreign exchange earner largely due to the resurgence of cattle exports and increased initiatives for small farmers by the Ministry of Agriculture, Food Security and Enterprise. Just in time to close off a stellar year for the Ministry of Infrastructure Development and Housing, it made good on promises of affordable housing. Hundreds of miles in feeder roads, highways and rural access roads have been upgraded and improved this year, allowing easier access of farmers to the markets, children to school, and Belizeans to their work and home. Tourism, has rebounded, and even during the current wave, Belize has managed to stay afloat. The Ministers responsible for Tourism and Civil Aviation together work incessantly to bring new airlines to our friendly skies and visitors to our friendly shores. The Blue Bonds have managed to reduce our debt significantly. By all means and, on all fronts, Belize has not only managed to survive, but it is also beginning to thrive. There is room for much improvement. There are areas that require more work and effort. Belize and Belizeans are confident, but the magnitude of foreign investment coming in the next year also speaks to confidence in the Belizean Economy and People. This hope and confidence are backed by investment, and it has all been made possible because our Prime Minister Hon. John Briceño stands firm at the helm of our ship. He has demonstrated those storms come and go, but he remains steadfast with his Cabinet and steers us confidently around the storms. We face another year, but this time with a new Captain at the helm. While the dawn of a new year approaches, the skies finally break, and we can see the sun peeking out. We are almost there, out of the storm and into a new year, filled with hope, purpose and determination. Be safe. Be responsible...Happy New Year!!!

UN NUEVO CAPITÁN AL MANDO

l año nuevo es una época de evaluación meticulosa, de reflexión aguda y, sobre todo, de elaboración de planes y resoluciones firmes. En el pasado año ha habido muchos cambios, y no sólo en el Gobierno y el Gabinete. Ha habido un cambio definitivo en la mentalidad de los beliceños. Casi 600 de los nuestros han perecido a manos de Covid-19 y sus muchas variantes, y para la mayoría de los beliceños esto ha sido el catalizador del cambio. Los beliceños ya no son complacientes con sus dirigentes, sino que cuestionan y exigen no sólo respuestas, sino soluciones. El famoso contragolpe beliceño es rápido y a menudo despiadado, como se evidencia en las diversas plataformas de los medios sociales. Se puede afirmar que el electorado de Belice está informado y se toma en serio las cuestiones de importancia nacional, se compromete y participa en la toma de decisiones. El gobierno actual acepta esta sólida participación porque reconoce que la gobernanza debe ser inclusiva. El Primer Ministro Briceño y su Gabinete han logrado hazañas increíbles durante el año pasado. La reanimación de nuestra economía por si sola ha sido un logro que incluso el Fondo Monetario Internacional (FMI) se vio obligado a reconocer como milagroso, y se hizo estrictamente en términos beliceños. La Cumbre de Inversión llegó este año como un impulso a la economía para dotarla de una inversión extranjera significativa y para crear más empleo y reducir la pobreza. En el ámbito de la salud, Belice ha conseguido hacer frente a los estragos de Covid, donde los sistemas sanitarios de las economías más grandes y avanzadas se han colapsado. Esto se ha conseguido gracias a la adquisición de vacunas que hacen posible que todos los beliceños cualificados reciban tanto las vacunas básicas, así como una vacuna de refuerzo. A diferencia de otros países de la región, Belice ha podido abastecerse de vacunas y ofrecer a todos sus residentes una cobertura completa. Las pruebas, como parte de un plan más amplio para reducir la propagación y aplanar los brotes, han sido continuas. Aunque otras medidas, como el toque de queda y el cierre de fronteras, han sido menos populares, han sido eficaces para combatir la propagación. Con los continuos esfuerzos de educación, vacunación y saneamiento por parte de entidades públicas y privadas, se espera que sea posible la instrucción presencial en las escuelas y una mayor relajación de los protocolos. El Gobierno de Belice ha estado ocupado y ha sido productivo en muchos sectores; el sector agrícola, en particular, sostuvo a Belice durante los peores estragos de Covid. Al mismo tiempo, la agricultura pudo alimentarnos y convertirse en una importante fuente de ingresos en divisas, en gran parte gracias al resurgimiento de las exportaciones de ganado y al aumento de las iniciativas para los pequeños agricultores por parte del Ministerio de Agricultura, Seguridad Alimentaria y Empresa. Justo a tiempo para cerrar un año estelar, el Ministerio de Desarrollo de Infraestructuras y Vivienda cumplió sus promesas de viviendas asequibles. Este año se han modernizado y mejorado cientos de kilómetros de carreteras secundarias, autopistas y vías de acceso rural, lo que ha facilitado el acceso de los agricultores a los mercados, de los niños a la escuela y de los beliceños a su trabajo y a su hogar. El turismo se ha recuperado, e incluso durante la actual oleada, Belice ha conseguido mantenerse a flote. Los ministros responsables del turismo y la aviación civil trabajan juntos incesantemente para traer nuevas aerolíneas a nuestros cielos amistosos y visitantes a nuestras amables costas. Los Bonos Azules han conseguido reducir nuestra deuda de forma significativa. Por todos los medios y en todos los frentes, Belice no sólo ha conseguido sobrevivir, sino que está empezando a prosperar. Hay margen para mejorar mucho más. Hay áreas que requieren más trabajo y esfuerzo. Belice y los beliceños tienen confianza, pero la magnitud de las inversiones extranjeras que llegarán el próximo año también habla de la confianza en la economía y el pueblo beliceño. Esta esperanza y confianza están respaldadas por la inversión, y todo ello ha sido posible gracias a nuestro Primer Ministro, John Briceño, que se mantiene firme al frente de nuestro barco. Ha demostrado que las tormentas van y vienen, pero se mantiene firme con su Gabinete y nos dirige con confianza a través de las tormentas. Afrontamos otro año, pero esta vez con un nuevo capitán al timón. Mientras se acerca el amanecer de un nuevo año, los cielos finalmente se abren, y podemos ver el sol asomando. Ya casi hemos salido de la tormenta y entramos en un nuevo año, lleno de esperanza, propósito y determinación. Tengamos cuidado. Seamos responsables... ¡¡¡Feliz Año Nuevo!!!

success stories. It is long documented that crime is a symptom not only of societal dysfunction, and education system failure but also largely because of economic strife in a nation. This Christmas is being reported by the Commissioner of Police Williams as one where crime in general is down, gang activity is down and the bustling main business centres of our town were mostly without incident. Shoppers lived and are living the true old-fashioned Christmas. Even usually negative pro-UDP media had to admit that merchants and thus customers were in an economically booming environment not seen even before last year’s Covid Christmas lockdown. As homes are

build this will slowly improve families and the economy and thus it should lessen the crime situation. Just six months after the cuts to the teachers’ and public officers’ salaries, there are many signs that the sacrifice for Belize is bringing dividends beyond the Blue Bond. The transparency behind the Constituency Development Fund and the token Christmas stipend is only the beginning. There is much more coming from the Infrastructure ministry which is doing magic with very little money. So, as Belize becomes a bastion of accountability, planBelize continues to unfurl

its plans for Education, Sports, Health, Culture, Rural Development, Governance, Constitutional Reform, dispensation of Justice, improved and modernized Utilities and Transportation system. Belize is truly poised to show that the good Christmas of 2021 was no fluke. The bustling business is the proof that planBelize is throttling on all economic cylinders. So, as planBelize sloughs the ‘plan’ we are left with a Belize that works for everyone. 2022 will bring more homes as more Belizeans win, we all win!

JOHN BRICEÑO New Year Address 2022

My fellow Belizeans, The passage from one year to another carries symbolism and substance. As individuals, institutions, and nations, we measure time, mark accomplishments, mourn losses and map out fresh goals at this magical moment when the close of one-year ushers in a new one. This past year, the second year of a global pandemic which upended our sense of normalcy, has been marked with challenges. And for our small and vulnerable country, we have been tested in unthinkable ways. And yet in 2021, my Administration’s first full year in office, may well be the year we turned things around. In 2021, our people went back to work, evidenced by the dramatic fall in unemployment to 9.2%, with over 25,000 more Belizeans working than the year before. The Belizean economy rebounded, producing goods and services worth an additional $85m compared to 2020. Even the usually conservative IMF revised Belize’s projected growth for 2021 from 2 percent to a rate of 12.5 percent a near miraculous comeback. Our fight against the Covid-19 virus has been relentless – almost 400,000 tests have been administered, over 30,000 Belizeans have recovered, and the last wave has abated with an average of just 30 cases over the last 10 days. Painfully, 592 Belizeans have succumbed to the virus, and, like all Belizeans, I lament every single passing from this disease. In this battle, my Administration has spared no measure nor expense: from States of Emergencies, to rolling curfews, to 15 million dollars in additional spending by the MOHW, we believe that every single Belizean life is worth fighting for. Today, the risks of a more contagious variant – Omicron – compels us to take our vaccines and booster shots, to physical distance, wear masks and to always practice proper hygiene. As we say, watch your distance, wear your mask, and wash your hands regularly. Whatever successes we have achieved against Covid-19 belongs to our nurses, doctors, caregivers, and other frontline workers who have braved sickness and death to save lives and flatten the COVID-19 curve. On behalf of all Belizeans, I say to our nurses, doctors, and those on the front lines of this fight, thank you, we honour your selfless labor. 2021, spectacularly, brought the end of super bondage: the retirement of the super bond wiped away half a billion dollars from the public debt while redirecting resources to an internationally celebrated program of eco-marine conservation. And leading the way in a grand revolution in productivity and self-sustenance is the Ministry of Agriculture, Food Security and Enterprise. In just 12 months, record cattle exports have been achieved, and more attention given to small farmers and the agro-productive sector than in 13 years of UDP misgovernance. Our Tourism Ministry has worked diligently and added new airlines, significantly increased seats and worked to ensure that tourism workers were among the first to be vaccinated. Our tourism industry is robustly recovering. The BPO(Business Process Outsourcing) sector has experienced exponential growth and this year alone has created over 5000 new jobs in a world record in the growth of BPOs. If this spectacular rebound was possible from the rubble left us by the last administration, then, we should look to 2022 with optimism and confidence. My Cabinet and I, supported by the wider public service, resolve to pursue with even more vigour in 2022, the Manifesto pledges set out in PlanBelize and endorsed by the Belizean electorate 14 months ago. The work is well underway: for example, the construction and award of low-cost houses has commenced and will intensify in the New Year, with units programmed for distribution in all six districts among various locations. And the Infrastructure Ministry will escalate its program of road upgrade, bridge building, and rural streets and drains. The Ministry of Natural Resources has handed over 5338 leases and purchases and 6943 titles in 2021. In 2022, they anticipate the issuing of 7000 new lots to first time landowners. With the re-opening of schools, the Ministry of Education will expand the free secondary school initiative which will start with four schools in South Side Belize City as a part of our Education Upliftment Project. The thrust of the Ministry’s energy will be to recover the classroom time and lessons lost to the pandemic. And, starting 2022, we expect that bountiful dividends will flow from the recent Investment Summit we hosted last November. Forecasted Foreign Direct Investment flows for 2022 - 2025 is estimated to be about a billion dollars, accompanied by an estimated 15,000 new jobs. This will be significantly complemented with the mobilization and injection of local investment incentivized by the interest shown at the Investment Summit and the acceptance by the private sector of a new enabling environment being created. The safety of our communities and the well-being of the most vulnerable are core national priorities. We expect the recent addition of 220 police officers, the largest ever recruitment intake, will fortify the robust anti-crime crusade of our Home Affairs Team. This of course will be cushioned by policies that offer a pathway to reform, and initiatives that cater to our elderly, youth at risk and those seeking employment. On the broad canvas, Government reaffirms its cherished covenants of cooperation with the social partners, enabling the private sector and empowering our citizenry. My fellow Belizeans, the dreams we share, the values that draw us together, have never been more crucial to our national objectives. May this New Year bless our land and her remarkable people with peace, prosperity, health and wholeness. And with the guidance of our Creator may 2022 be a successful year. 07 7 Discurso de Año Nuevo Del Primer Ministro

JOHN BRICEÑO Mis compatriotas beliceños, El paso de un año a otro conlleva simbolismo y sustancia. Como individuos, instituciones y naciones, medimos el tiempo, marcamos los logros, lloramos las pérdidas y trazamos nuevos objetivos en este momento mágico en el que el cierre de un año da paso a uno nuevo. Este último año, el segundo de una pandemia mundial, que ha alterado nuestro sentido de la normalidad, ha estado marcado por los desafíos. Y para nuestro pequeño y vulnerable país, hemos sido puestos a prueba de formas impensables. Y, sin embargo, 2021, el primer año completo de mi Administración, bien puede ser el año en que cambiamos las cosas. En 2021, nuestra gente volvió a trabajar, como demuestra la drástica caída del desempleo al 9,2%, con 5.531 beliceños más trabajando que un año antes. La economía beliceña repuntó, produciendo bienes y servicios por un valor adicional de 85 (ochenta y cinco) millones de dólares en comparación con el 2020. Incluso el Fondo Monetario Internacional (FMI), normalmente conservador, revisó el crecimiento previsto de Belice para 2021 del 2 por ciento a una tasa del 12,5 por ciento… una recuperación casi milagrosa. En esta batalla, mi Administración no ha escatimado medidas ni gastos: desde los estados de emergencia, pasando por los toques de queda, hasta los quince millones de dólares de gasto adicional del Ministerio de Salud… creemos que vale la pena luchar por cada vida de los beliceños. Hoy en día, los riesgos de una variante más contagiosa -Omicron- nos obligan de nuevo a vacunarnos y a aplicar las vacunas de refuerzo, a mantener la distancia social, a llevar máscaras y a practicar siempre una higiene adecuada. Cualquier éxito que hayamos logrado contra el Covid-19 pertenece a nuestras enfermeras, médicos, cuidadores y otros trabajadores de primera línea que han desafiado la enfermedad y la muerte para salvar vidas y aplanar la curva del COVID-19. En nombre de todos los beliceños, honro su labor desinteresada. El año 2021 trajo consigo, de forma espectacular, el fin de la super obligación: la retirada del super bono eliminó 500 millones de dólares de la deuda pública, a la vez que redirigió los recursos a un programa de conservación eco-marino celebrado internacionalmente. Y a la cabeza de una gran revolución de la productividad y la autosuficiencia está el Ministerio de Agricultura, Seguridad Alimentaria y Empresa. En sólo 12 meses se ha conseguido un récord de exportaciones de ganado, y se ha prestado más atención a los pequeños agricultores y al sector agro-productivo que en 13 años de mala gobernanza del UDP. Nuestro Ministerio de Turismo ha trabajado con diligencia y ha añadido nuevas líneas aéreas, ha aumentado significativamente las plazas y ha trabajado para garantizar que los trabajadores del sector turístico estuvieran entre los primeros en ser vacunados. Nuestra industria turística se está recuperando de forma vigorosa. El sector de subcontratación de negocios mejor conocidos como BPO ha experimentado un crecimiento exponencial y solo este año ha creado más de 5000 nuevos empleos registrando un récord mundial en el crecimiento de BPO. Si este espectacular repunte fue posible desde los escombros que nos dejó la última Administración, entonces debemos mirar hacia el 2022 con optimismo y confianza. Mi Gabinete y yo, con el apoyo de la administración pública en general, estamos decididos a perseguir con mayor vigor en 2022 las promesas del Manifiesto aprobadas por el electorado beliceño hace 14 meses. El trabajo está bien encaminado: por ejemplo, la construcción y adjudicación de viviendas de bajo coste ha comenzado y se intensificará en el nuevo año, con unidades programadas para su distribución entre los 6 distritos. Y el Ministerio de Infraestructuras intensificará su programa de mejora de carreteras, construcción de puentes y calles y desagües rurales. El Ministerio de Recursos Naturales ha entregado 5338 arrendamientos y 6943 títulos en 2021 y prevé la entrega de 7500 nuevos lotes a los primeros propietarios en 2022. Con la reapertura de las escuelas, el Ministerio de Educación ampliará la iniciativa de escuelas secundarias gratuitas que comenzó en cuatro escuelas en 2021. El impulso del Ministerio será recuperar el tiempo de clase y las lecciones perdidas por la pandemia. Y, en 2022, esperamos que fluyan abundantes dividendos de la reciente Cumbre de Inversión que organizó el Gobierno. Los flujos de Inversión Extranjera Directa (IED) previstos para 2022 ascienden a un total de XX dólares, acompañados de una estimación de XX nuevos puestos de trabajo. Esto se complementará significativamente con la movilización e inyección de inversión local incentivada por el interés mostrado en la Cumbre de Inversiones y la aceptación por parte del sector privado de un nuevo entorno propicio que se está creando. Y, a partir de 2022, esperamos que fluyan abundantes dividendos de la reciente Cumbre de Inversiones organizada por el Gobierno el noviembre pasado. Se estima que los flujos de inversión extranjera directa previstos para 2022-22 estarán en al menos mil millones de dólares (un billón), acompañados de aproximadamente 15.000 nuevos empleos. Esto se complementará significativamente con la movilización e inyección de inversión local incentivada por el interés mostrado en la Cumbre de Inversiones y la aceptación por parte del sector privado de la creación de un nuevo entorno empresarial favorable. La seguridad de nuestras comunidades y el bienestar de los más vulnerables son prioridades nacionales fundamentales. Esperamos que la reciente incorporación de 220 (doscientos) agentes de policía refuerce la sólida cruzada contra la delincuencia de nuestro Equipo encargado de Asuntos Internos, amortiguada siempre por políticas que ofrecen una vía de reforma, e iniciativas que atienden a nuestros ancianos, a los jóvenes en situación de riesgo y a los que buscan empleo. En un plano más amplio, el Gobierno reafirma sus preciados pactos de cooperación con los interlocutores sociales, facilitando al sector privado y empoderando a nuestra ciudadanía. Transition to Hybrid Learning January 10 At the beginning of this academic year, the Ministry of Education, Culture, Science and Technology postponed the transition to hybrid learning because of a sharp rise in COVID-19 cases and the absence of approved vaccinations for our students. At the time of that announcement, the Ministry had also pledged to work on reopening some schools for hybrid learning, come October 4, 2021. In keeping with that pledge, the MoECST began giving the Green Light Certification to transition to hybrid learning for those schools who qualified. Additionally, and in accordance with the decision of Cabinet, all schools are expected to be open for hybrid learning starting January 10, 2022. Here’s an overview of how that’s going... Since late August of this year, all schools have been open. GREEN LIGHT GO! As of December 29, 419 Schools had applied to open for hybrid learning, 390 Schools had been approved to open for hybrid learning and 96 had Schools were open for hybrid learning.

NEW YEAR STATEMENT BY THE INCOMING CHAIRMAN OF THE CARIBBEAN COMMUNITY (CARICOM) HONOURABLE JOHN BRICEÑO PRIME MINISTER OF BELIZE We usher in 2022 with hope and optimism. The past two years have seen all plans constrained by the rampage of the COVID-19 virus which has caused social and economic turmoil. With the onset of the Omicron variant, the prospect for our recovery is hinged on the increased rate of vaccination, which is still alarmingly low in our Community. Further procrastination will only result in heightening the stress on health systems and personnel, and delaying the restoration of our economies. The Community is putting in place the platforms to drive growth and sustainable development with thoughtful and thorough strategies and plans, particularly in the key sectors of tourism, agriculture, and information and communications technology (ICT). These constitute the main drivers to create the environment for a resilient Caribbean Community. In that regard, the work

of the Community’s Special Ministerial Task Force on Food Production and Food Security will be of tremendous significance in the coming year. We must also work to advance our Regional Digital Development Strategy because if we have learnt anything over the past two years of this pandemic, it is that it we need an effective and efficient ICT sector. More widespread use of technology and mining the rich vein of creativity within our people must also be contributing factors in building that resilience that we need to stave off the effects of the existential threat of climate change.

The outcome of COP26 has neither provided us with sufficient time, space nor resources to confront what is already occurring in our Small Island and Low-lying Coastal Developing States (SIDS). We must draw on all our ingenuity, even as we advocate for the developed world to honour their pledges both on emissions and funds. To maximise the effect of our advocacy, the formation of strategic alliances is a key element. We will be seeking to build on the successful first CARICOM-Africa Summit which identified several mutual areas for common action, including climate change and the design of a Multidimensional Vulnerability Index that will allow for the inclusion of more than just income-based criteria to assess eligibility for concessionary finance. We welcome the approaches by our friends in the Pacific and the Indian Oceans, and look forward to

consolidating our partnership with them, as we make common cause with fellow SIDS. We will also be strengthening our links with Central America through the Central American Integration System (SICA), of which Belize is also a member with a focus on cooperation and a shared commitment to the development of our peoples. Within our Caribbean Community, the situation in Haiti commands our ongoing attention. The precarious political, social, economic and security situations present a formidable challenge. We will continue to reach out to all the stakeholders, as we seek to assist in resolving the issues and arriving at a Haitian-led solution. This is the only way forward for peace and stability. It is time for us to redouble our efforts towards building a stronger and more effective movement. In so doing, we must renew our commitment to the objectives set out in our Charter so that 2022 becomes the year we advance our integration movement to new and even greater accomplishments. 10 Ministry of Health & Wellness Warns of Omicron Variant of COVID-19 Belmopan. December 30, 2021. 11:00 a.m. The Ministry of Health & Wellness informs the public that the pattern of the COVID-19 cases has changed. Currently, the majority of cases present upper airway symptoms such as nasal congestion, runny nose and sore throat associated with a mild fever and/ or muscle aches and pains. The cases are increasing exponentially with a leap in the positivity rate from 2.5 to 16 in a very short period of time. While genomic sequencing is pending, epidemiologically, it appears to be the Omicron variant of COVID-19. Although cases are appearing to be mild when compared to the Delta variant, the rapid rise in cases in the country remains a significant concern and a threat to the health system. It is imperative that the public is aware that, clinically, the Omicron virus is in the country and therefore must strengthen public health and social measures at home and workplaces. The ministry urges the public to continue to follow strict public health and social measures by wearing a properly fitted face mask at all times in public, washing and sanitizing hands regularly, maintaining proper physical distance and avoiding crowds and enclosed areas. The public is reminded that gathering and socializing in large groups are prohibited, and that bars and nightclubs remain closed. The COVID-19 vaccines, including booster doses, remain very effective at preventing severe symptoms of this disease and death. Boosters are being offered at three months after the second dose of the twodose vaccines and two months after the Johnson & Johnson/ Janssen single-dose vaccine. Please speak to the ministry staff at any of the vaccine sites for more information. The Ministry of Health & Wellness implores the public to work together to protect the vulnerable population, ensure a safe reopening of schools and to stop the spread of COVID-19.

CONDUCTS eligibility interviews of new asylum seekers for Refugee Status Determination and family members in the application, in a thorough yet compassionate manner, using a range of interviewing techniques, in order to gather sufficiently accurate and detailed information to assess eligibility for Refugee Status. 5. CONDUCTS process to request security/background checks on asylum-seekers as a part of the process in adjudicating claims; carries out follow-up researches to verify information gleaned from interviews as needed. 6. ANALYZES the information gathered during interviews, identifies and uses other relevant documentation such as Country of Origin Information and security check; and interprets and applies appropriate policies, regulations, statutes, to make eligibility determinations. 7. PREPARES objective, well-argued, and reasoned assessments and recommendations with supporting evidence for granting refugee status to asylum seeker, in accordance with the Belize Refugees Act, for forwarding to the Refugees Eligibility Committee for their deliberation in granting Refugee Status to asylum seekers. 8. December 17, 2021 - The Department of Co-operatives held a registration ceremony for the Toledo Coconut Growers Co-operative Society Limited on December 16, 2021. This new co-operative has transitioned from an ad hoc farmers’ group to a formal enterprise under the oversight of the department. Its new status gives it access to auditing, conflict resolution services, and entrepreneurial development programs, among others. The co-operative will operate from Big Falls Village, Toledo. It has 22 members - 16 men and six women - from various villages and communities in the Toledo District. Collectively, they have planted 80 acres of coconut. THINK ABOUT IT THE NEW PUP-ONE YEAR In only one year, the new PUP government can take pride in what it has achieved. Last year, just before the November 11th general elections the then Prime Minister told Belizeans there “was no coin in the Realm”. Meaning that there was no money in the government. Meaning, he and his despicable and corrupt crew, government, had ‘broke’ the government. The country was in deep dodu. Dodu. It was a silly English phrase that no one quite understood. It was used deliberately to confuse. Unable to tell the nation straightup that his crooked Ali Baba and thirty thieves had squandered and wasted millions of dollars, he resorted to the unknown “no coin in the realm ‘nonsense’. To add insult to this monumental injury, the man responsible for it all, then uttered the ultimate hypocrisy. His heart bleed for the country- And he was sorry for whoever took over after his despised government was kicked out. He couldn’t have been thinking of the poor people of Belize or the many more thousands he had condemned to a life of poverty. He never cared for poor people. He wasn’t thinking of Johnny or Cordel or Team Belize who swept the electoral polls in a tsunami of popular support. He must have been thinking of the one Patrick Faber. He had come to despise Faber, regarding him as boyish/girlish and immature. A politician that was too pedestrian and mini-me-ish. As is now plain to see the one Barrow has left the UDP in a mess. A monumental mess. This pile of horse dung and bull shit is such a mess they are guaranteed to lose the next general elections. What a ‘shituation’. The people of Belize were left in a similar mess. But God does answer prayers. He has not abandoned the Belizeans people. The year 2021 would have been a living hell. Not only would there have been no coin in the realm but there would have been moaning and groaning and gnashing of teeth. Despite the covid pandemic the people of Belize have kept the faith. In one year’s time, the howling winds of despair have subsided; the raging waves have receded. It looks like we are gonna make it. An excellent overview of the nation’s position came in the form of the new Prime Minister’s New Year’s address. No bull, no purple prose, no polysyllables, no coin in the realm stupidness. It was a straight forward speech from a straight forward Prime Minister. A man who has no desire to deceive the nation or to impress with big words and fancy phrases. Truthfulness is always the bestfulness. The Prime Minister said 2021 was a year of problems and challenges. Problems are to be solved; challenges are to be surmounted. 2021 may well have been the year that we turned things around. 25,000 Belizeans were placed back in the work force. Even the dreadful, not to be trusted I.M.F is predicting that the good stewardship of the new government was likely to rachet up growth from the low of 2 percent to 12 ½ percent. The over half billion dollars bondage of the superbound debt has been blown away by the new government. This is an incredible big plus for our country. The Prime Minister noted that Cordel’s Ministry had distributed over 5 thousand land leases and granted land title to 6,942 citizens. Wow! And for 2022 almost 8,000 lots will be given to first time home owners. He said the low-cost housing project was well underway and for 2022 this very popular government programme by Julius Espat’s Ministry will be further funded and intensified in the New year. More homes for much more needy Belizeans. Working closely with the Private Sector and the Social Partners the Plan Belize Manifesto initiative will be put in place. The Education upliftment is now about to start with free schools on the Southside of neglected Belize City, as early as January. Omicron got the attention it deserves. This scourge on the world is heading this way. An alarming one million human beings are infected each day. Omicron, more highly infectious than Delta and the original covid 19 has hit the USA particularly hard. It is next door in Mexico. It is now at our door step The Prime Minister appealed to Belizeans to get vaccinated and stay vigilant with social distance, mask and constant sanitizing. Good advice. Follow it. The life you save may be your own, or that of your loved ones. The Prime Minister took time out to once again give his full respect to nurse, doctors, healthcare workers and those on the front lines. We owe you our continued health and our lives, thank you so, so much. The Prime Minister praised his Ministries of Health, Agriculture,

Tourism, Home Affairs and all those working in all the Ministries which helped to get us to where we are in these troubled and troubling times. And never forgetting the great need of our people, he referred to the job creating BPOs which is already racking up 5 thousand new jobs this year. And get this-from the Investment Summit and the several investment and economic initiatives there is the high possibility of as much as 15 thousand NEW JOBS coming this way. Yep, fifteen thousand. OUR CANE FARMERS ARE HEROES Our cane farmers are our heroes. In any fight against any one, they are our heroes. If they are fighting the banks, the government, the BSI, the ASR, they are our heroes. They are David and BSI/ASR are Goliath. BSI/ASR wants to sign the extension contract only up to end of April. The cane farmers want to sign only if it’s to 1st August. Shucks, it’s only three months-May, June, July difference. We support the farmers. The National Trade Union supports the cane farmers. The Teachers Union supports the cane farmers. The farmers of Belize support the cane farmers. The Fishermen and Fisherwomen support the cane farmers. George Price always supported the cane farmers. MEDICAL & DENTAL ASSN We like the Medical and Dental Association. We like how they have been speaking out and sharing their expert views on public issues. Dr. Uldine Wright is smart, articulate and speaks with words everyone can understand. Her recent views on Omicron as quoted by journalist Michelle Sutherland in the Reporter newspaper are sensible. Dr. Uldine’s Association by majority in a recent poll supports opening the Mexican/ Belize border. They gave good reasons. I don’t agree. I believe we need to be especially worried that the most contagious of all the coronavirus is the one heading this way-Omicron. If there is a fullscale invasion on our people, heaven help us all. I was disappointed with the Association stance against legalizing marijuana. I am disappointed that the Association has not yet condemned the sale and use of “fonto.” Fonto is now being imported into Belize by the bales. This is the actual tobacco leaves which weed smokers use to smoke marijuana. It is ten times more harmful than marijuana. The Association should also start talking to our young people about the harmful effects of alcohol. It is bad for our health. Very bad. And speaking of health, the Association needs to help us to eat healthy food. We can’t have a healthy population if we eating unhealthily. Tell us what are the healthy foods that we must eat. COVID AND CUBA The prestigious Caribbean newspaper, Jamaica Gleaner of the 30th December 2021 reports that the nation of Mexico has approved the use of a coronavirus vaccination manufactured by Cuban scientist, and called Abdala. This is big news—Momentous for our region. TUTU-TU Y YO Desmond Tutu has been laid to rest, in his beloved South Africa where he did so much to end the abhorrent evil racist government system called apartheid. Where millions of black Africans were kept in bondage in their own country by a small minority of white people. Those racist rulers had the full support of the British government, the U. S.A, Israel and Guatemala. Tutu had said that any government leader who did not oppose apartheid and embargoed the racist government were in fact supporting it. How true that turned out to be. Desmond Tutu was a Anglican priest. He became the Archbishop in Cape Town. He and the fiery Winnie Mandela, wife of the great Icon Nelson, became the international voices in rallying worldwide support to free Nelson Mandela who was in jail for 27 years. In the Spanish language, the words Tu y yo means you and I. Men like Nelson Mandela, Fidel Castro, Benito Juarez, Abraham Lincoln, Martin Luther King, even our George Price are special human beings. So was Desmond Tutu. We should use the passing of such a great champion uncompromising in their belief, fearless in standing up for justice. We call on those Belizeans who feel the need to stand up against wrongdoing, corruption in all forms, to fight for the growing numbers of poor people in Belize. Do so and do so now.

San Pedro Tigersharks win Lucas Oil basketball marathon

Belize City, December 18, 2021 The San Pedro Tigersharks won the $2,000 first prize in the Lucas Oil basketball quadrangular sponsored by Westrac Ltd at the Mexico Sports Center in Belize city on Saturday, December 18. The Tigersharks outlasted the Orange Walk Running Rebels 46-39 in the final game 6, led by Francis Arana and Earl “Bolo” Johnson with 13pts each. Jamal Kelly shot 10pts and Kurt Burgess, Keith Pollard, Orland Ferguson and Doug Penland tossed in a bucket apiece. Rasheed Reneau led the Rebels with 17pts, Clency Lopez added 9pts and Brian White, Lincey Lopez and Ryan Michael netted 4pts

each. The Tigersharks had also won 5243 over the Running Rebels in Game 1, as Jamal Kelly struck twice from outside the circle for 16pts, Johnson scored 9pts, and Arana added 8pts. SCHEDULE December 20, 2021 - The Ministry of Health & Wellness received an additional financial donation of US$460,000 from the Embassy of the Republic of China (Taiwan) during a ceremony held on December 18, 2021. This donation comes as part of the Picture Archiving and Communication System (PACS) project that has been implemented to assist in the upgrade of medical imaging systems at the Karl Heusner Memorial, Western Health Regional and Northern Health Regional hospitals. Computer and radiography equipment will be purchased to improve image quality and also to allow for more convenient storage and transfer of these images between these hos-

pitals. Hon. Michel Chebat, Minister of Health & Wellness, received the donation from H.E. David Kuan-Chou Chien, Ambassador of the Republic of China (Taiwan), during the Cayo North Culture Day in San Ignacio Town. The PACS project was signed and implemented in November 2019. The four-year project, made possible through the Republic of China (Taiwan), includes the procurement of specific medical equipment and training of personnel in radiology. The Ministry of Health & Wellness extends its gratitude and appreciation to the Government of the Republic of China (Taiwan) for their support to the ministry and people of Belize.

Postponement of the Reopening of Land Borders and Sea Ports

Belmopan December 22, 2021 - Based on the formal recommendations of the COVID-19 Advisory Committee, the Government of Belize hereby announces that the opening of the land borders and sea ports has been postponed to February 2022. Belize National Day Held at Expo 2020 Dubai Dubai, United Arab Emirates, November 30, 2021. Belize is participating in Expo 2020 Dubai which is being held under the theme, “Connecting Minds, Creating the Future” with the subthemes: Opportunity, Mobility and Sustainability and today, a delegation led by Minister, the Honourable Anthony Mahler, celebrated Belize’s National Day. EXPO Dubai provides opportunities to finding solutions to the pressing challenges of our time by offering a journey inside a universal theme through engaging and immersive activities. Countries can participate in one of the three subthemes and Belize is participating under the Opportunity theme to showcase Belize as an ideal destination for investments and trade. Belize’s participation comes on the heels of its first Investment Summit which saw investment potential with countries from around the world, including the United Arab Emirates (UAE), with whom we signed an Economic Cooperation Agreement (ECA) in 2019. The ECA establishes a framework for expanding the economic relationship between the two countries in a number of key areas; including investment, tourism, transportation, infrastructure and construction among

others. The Belize National Day featured remarks from the Minister of Tourism and Diaspora Relations, Anthony Mahler and the Minister of State of the UAE, H.E. Khalifa Shaheen Al Marar, who commented on Belize’s openness to investment opportunities that are tied to biodiversity and sustainable practices to protect the country’s ecosystem. The Belize National Day closed off with a dinner hosted by the UAE and a gift exchange by Minister Mahler who was presented with a key to the city. Scheduled to appear as the cultural entertainment from Belize was the Garifuna Collectives, who, unfortunately were not able to perform due to COVID-19 restrictions. The BISP will allow for the improvement of infrastructure and the provision of equipment for the Belize Defense Force (BDF), Belize Police Department (BPD), Belize Coast Guard (BCG) and the National Forensic Sciences Service (NFSS). Infrastructure works will include new construction as well as refurbishment and improvement of existing buildings. Surveillance and monitoring, mobilization, and specialized technical equipment will also be supplied to these institutions. The BISP is financed by the Central American Bank for Economic Integration (CABEI) through a loan facility with complementary input activities funded by the GOB. The Ministry of Finance, Economic Development, and Investment (MFEDI) is the executing body (EB) for the programme with policy direction and oversight provided by a program steering committee (PSC) comprised of representatives from the Office of the Prime Minister, Ministry of Economic Development, Ministry of Finance, Ministry of National Defense and Border Security, Ministry of Home Affairs and New Growth Industries, and Ministry of Infrastructure Development and Housing. Nº CABEI-CS-005-2147/2021 BACKGROUND The Government of Belize (GOB) is implementing a security programme with the overall objective to contribute to improving the quality of life of Belizeans and to support regional efforts that seek to combat crime. The key goal of the Belize Integral Security Programme (BISP) is to strengthen citizen security by providing support to those institutions directly engaged in maintaining national security. The Central American Bank for Economic Integration (CABEI), as part of the services it provides to its beneficiary member countries, is providing the total financing for the procurement of a consultant to fill the role of Procurement Officer in the framework of the Belize Integral Security Programme (BISP). The Ministry of Finance, Economic Development, and Investment will be responsible for the execution of the Programme and all its components, reporting all progress to CABEI and ensuring the execution of each component under the terms established for CABEI formulation and approval. The execution of BISP components will be carried out by the Co-Executors: Belize Police Department, Belize Defence Force, Belize Coast Guard and National Forensic Science Services. The General Objectives of the consultancy to be contracted is to provide general cleaning services for the office of the Programme Executing Unit. The Ministry of Finance, Economic Development and Investment now invites interested consultants to present their expressions of interest along with their respective resume to participate in the selection process for the consultancy of an Office Cleaner with the Belize Integral Security Programme (BISP). SCOPE OF WORK The Office Cleaner will be responsible to maintain the cleanliness and orderly conditions of all office spaces. In doing so the Office Cleaner must comply with the following functions:

The Assistant Project Engineer will be responsible for the duties & tasks listed below: (a) Assist with the preparation and submission of the terms of references for: the recruitment of the pre-investment for the design of the infrastructure projects; equipment specifications; the recruitment of the engineer consultants and contractors. Assist with the verification of the lands where the infrastructure works will be built and with the suppliers, the verification of the characteristics of the works to be executed, rehabilitated, and supervised. Respond to inquiries that may arise from such visits. (b) Assist with the management of the construction and/or rehabilitation contracts for the infrastructure works and the purchase of equipment in coordination with the Co-Executors. (c) Assist with the monitoring and evaluation of the effective implementation of infrastructure projects and equipment with each Co- executor; to be done through field inspections to ensure compliance with the implementation schedule and terms of reference agreed upon in the respective contracts with the expected quality specifications and design, drawings, and pre-investment product. (d) Support the evaluation processes required for the CABEI Mid Term, Ex-Post Evaluations, monthly reports and perform any other duties that may be assigned. 2. Supervision and Reporting: The Assistant Project Engineer will work under the general guidance and report directly to the Project Engineer and the Project Coordinator. The post will be based at the Office of the Project Executing Unit in Belmopan. 3. Bachelor’s degree in Civil/Construction/Structural Engineering or Architecture; Or Master’s degree in Civil/Construction/Structural Engineering or Architecture. Minimum of three (3) years professional working experience in position as an assistant supervisor of works of similar concrete buildings or of similar complexity done in Belize, Central American countries or the Caribbean. Minimum of three (3) years previous working experience in the review and preparation of designs/drawings/Bill of Quantities and Bidding Documents for construction works; in the last three (3) calendar years (2019- 2021). Experience in Project Management. Knowledge and skill in the use of MS Office and Microsoft Project. Minimum of three (3) years’ experience working with design and drafting Software (AutoCAD, etc.). Excellent written and oral communication skills in English. Ability to write and speak in Spanish. Reside in Belize during program execution and willingness to travel regularly to the project location. Member in good standing of the Association of Professional Engineers of Belize (APEB) or. Member in good standing of the Association of Professional Architects of Belize (APAB)

The duration of the consultancy is for 27 months. The post will be for one year, in the first instance, subject to an annual review and evaluation, Salary will be commensurate with the requirements of the post and the qualifications and experience of the selected candidate. SUPERVISION AND REPORTING The Office Cleaner will work under the general guidance of the Administrative Assistant and report directly to the Administrative Assistant and the Project Coordinator. The position will be based at the Project Executing Unit’s office located at #1904 Constitution Drive, 2nd floor, Unit#3, Belmopan City. ACADEMIC QUALIFICATIONS AND EXPERIENCE The consultant must submit documentation to support experience and academic qualifications • • • • • • • •

Minimum of a Primary School Certificate At least two (2) years’ experience in providing cleaning services in a professional organizational setting At least two (2) years’ experience in providing cleaning services in a domestic setting Have a “clean” police record In possession of a Social Security Card that is valid for employment in Belize Fluent in English Preferably living within the Belmopan Area At least one (1) letter of reference from previous employer
