PM Briceño meets UN Secretary General

Hon. John Briceño, Prime Minister and Minister of Finance, Economic Development, and Investment, met with H.E. António Guterres, Secretary-General of the United Nations. The Secretary-General welcomed the Prime Minister and expressed the UN’s commitment to continue assisting Belize. He commended Belize’s leadership within CARICOM and congratulated Belize for being elected to the United Nations Economic and Social Council. The Prime Minister expressed thanks to the Secretary-General for his work in advancing issues related to the equitable and just distribution of COVID19 vaccines, keeping climate change at the forefront of the international agenda, and discussed the urgent need to access concessionary financing for Small Island Developing States for the post COVID-19 pandemic recovery. The Prime Minister briefed the Secretary-General on Belize’s preparations of its counter-memorial to be filed at the International Court Justice and on bilateral relations with Guatemala. Concerning threats posed to Small Islands Developing States, the Secretary- General reiterated his commitment

to continue championing the call for more assistance for climate change mitigation and adaptation, and recommending raising financial assistance for adaptation to 50%. On the equitable distribution of COVID-19 vaccines, the Secretary-General has called for the production and distribution of 11 billion vaccines to all developing countries in order to ensure that everyone has access. The Prime Minister and the Secretary-General exchanged views on the delicate situation in Haiti and noted the need for an urgent resolution of the crisis. Hon. Briceño extended an invitation to the Secretary-General to visit Belize sometime in the near future. Accompanying the Prime Minister were Hon. Eamon Courtenay, Minister of Foreign Affairs, Foreign Trade and Immigration; H.E. Carlos Fuller, Ambassador and Permanent Representative of Belize to the UN; Ambassador Stuart Leslie, Cabinet Secretary and chief of staff in the Office of the Prime Minister; and Mr. Alfonso Gahona, minister counsellor.

Cabinet Brief Belmopan. 14th July 2021. 4:00 p.m. The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 13th July 2021. • Cabinet received a report from Hon. Jose Abelardo Mai, Minister of Agriculture & Enterprise, on his recent bilateral meeting with Dr. Victor Manuel Villalobos Arambula, Secretary of Agriculture of Mexico. Successful discussions were held on a number of issues ranging from the restart of the exportation of shrimp to Mexico, expansion of cattle exports into Mexico, collaboration on the production of soy beans as well as the possibility of collaboration on pitahaya and soursop production for export and additional support for Belize’s coconut and citrus industries. •

Hon. Michel Chebat, Minister of Health & Wellness, informed the Cabinet that as of Monday, 12th July 2021, 107,617 or 25% of Belizeans had received their first dose of the COVID-19 vaccine and 39,463 or 9% had been fully vaccinated. In the first week of the new vaccination campaign, a record 19,111 persons were vaccinated.

• After receiving an update on the number of new COVID-19 infections, Cabinet gave its approval to extend the lockdown in the southern villages of Barranco, Midway and Conejo until 31st July 2021. • Cabinet gave its approval for the upgrade of the water system in San Antonio Village in the Toledo District. This measure is being taken to meet current demand for water due to the number of residents in the village. • Cabinet approved the signing of the revised Constitutive Agreement of the Mundo Maya Organization and appointed Hon. Anthony Mahler, Minister of Tourism & Diaspora Relations, to sign the revised agreement on behalf of the Government. • Finally, Cabinet gave its approval for the Belize Intellectual Property Office (BELIPO) to adopt the Harmonized Database of acceptable goods and services for the classification of trademark applications. AGRIC TRADE TALKS WITH MEXICO Agriculture, Livestock, and Aquaculture discussed

GoB Release: Belize and Mexico held a bilateral working meeting in Chetumal, Quintana Roo, Mexico, on Thursday, July 8, 2021, led by Hon. Jose Abelardo Mai, Minister of Agriculture, and his Mexican counterpart, Victor Manuel Villalobos Arambula, Secretary of Agriculture. The meeting focused on partnership, cooperation and agreements between both countries and included discussions on technical topics such as agriculture, livestock, and aquaculture. The delegation discussed and agreed on cooperation in areas including livestock inspection, importation requirements, surveillance and genetics improvement; technical assistance for small farmers with various cash crops, including soursop, coconut, citrus and soybean; support for training and technical expertise to the Belize Agricultural Health Authority; facilitating agriculture extension personnel in areas such as field research, agro-processing and integrated crop and pest management; sharing of information by both countries on topography, soil mapping and climatology; and technical assistance in aquaculture management practices. Both Minister Mai and Secretary Villalobos deemed the event a great success. They made a firm commitment to use the occasion as a starting point for future bilateral meetings and greater cooperation in agriculture between the two countries. Secretary Villalobos stressed the fact that both countries are neighbours with a long history of amicable relations, noting the intention of the President of Mexico and his government to forge even closer ties

with regional partners and good neighbours like Belize. For his part, Minister Mai expressed gratitude to the Government of Mexico for the initiative of creating an opportunity where both agriculture ministries could meet and conveyed his thanks for the assistance Mexico will provide Belize in many different areas. Also present for the meeting were H.E. Martha Zamarripa Rivas, Ambassador of Mexico to Belize, agriculture officials and representatives from other related ministries of both countries.

EDITORIAL Circus Hermanos Osorio

T

his week has been exhausting because the sheer number of cataclysmic events unfolding is dizzying. Some of these events are evoking nostalgic feelings and memories of simpler times. Those days when we used to play marbles and tops, fly kites, and play ketch, and hide and seek in the streets till the lights came on. The streetlights were the universally understood signal that it was time to go home for tea and bed. Back in the day, if you learned your multiplication tables and passed your weekly spelling test your parents might take you out for a special treat to the circus. Circo Hermanos Osorio made its trek through Belize every year to the delight of young and old. It seems that those days are here again, and the biggest dilemma is merely deciding which wacky performance in this two-ring circus is the best. If one were to recall with clarity those famous circus clowns Choya and Cepillin whose hilarious antics made us laugh hysterically much to the chagrin of the ringmaster. Just as it is happening now, Choya and Cepillin would whack each other on the head repeatedly trying to steal candy away from the other. Cepillin throwing fly kicks and shooting Choya in the face with his toy gun, Choya throwing bricks on the clown car, slapping poor Cepillin till his head spun. The show would always end with both passed out on the floor drained from beating each other up. In the other ring there was an entire host of clowns, the famous Bozo, Platanito and Chuponcito. It is hard to remember exactly what they said that made the audience laugh so hard back then. However, now Bozo, Platanito and Chuponcito like to play Scientist, Epidemiologist, and Immunologist. They explain in great detail that vaccines are made in Mars by little green men bent on world domination. They also believe that broccoli and cauliflower are toxins and Chaya is poison. In fact, Chuponcito makes her elaborate presentation dressed up with two crowns on her head, a cape and scepter. It is all fun and games however, till someone gets hurt. The anti-vaxxers or pro-choice movement as they call themselves are irresponsible. Exhorting people to not take the vaccine based on baseless conspiracy theories imported from disturbed minds is dangerous. It is also against the law, at least two citizens have already been charged for the spreading of false information regarding Covid-19. Those media houses who are so desperate for viewership must remember that they are equally to blame in spreading false information. It seems that Chuponcito does not realize that she has a choice, vax, or swab. While these options may not be palatable to everyone, they are still viable options and a choice can be made. Life is often not only real, but rough. Everyday we are faced with countless choices to make, and we must choose oftentimes the lesser of the evils. Covid-19 came to Belize and now we must choose, to vaccinate and survive or to live in fear of death. As for Choya and Cepillin, that matter has been settled already in the court of public opinion. The delegates also made their choice and chose in their opinion the lesser of the two evils. Choya survived to lead another day, and Cepillin has taken his case to the international forum. Rehabilitation, he has not attained. Convicted of a violent attack, he has not learnt to control those impulses and continues to be violent. The fact that the victim was so intimidated as to withdraw the statement does not negate the incident. This is not the case of Bad Boy done good and turned benevolent leader and statesman. Rather it is more a case of conman on a new grift, trying to hustle his way to the top. He wants to reinvent himself as he has done so many times, now he styles himself as the new Malcom, the new Mandela, and the new Phillip Goldson. Yet, he can play the part to the international media, who still see him as Shyne and not the Smudge he has become. The vote on Sunday was to rid that Party from the likes of you. So son, you better take a seat. The jig is up, and you got to go!

sta semana ha sido agotadora porque la cantidad de acontecimientos cataclísmicos que se están produciendo es vertiginosa. Algunos de estos acontecimientos evocan sentimientos nostálgicos y recuerdos de tiempos más sencillos. Aquellos días en los que jugábamos a las canicas y a los trompos, volábamos cometas y jugábamos a las escondidas en las calles hasta que se encendían las luces. Las luces de la calle eran la señal universalmente entendida de que era hora de volver a casa para tomar el té y acostarse. Antes, si aprendías las tablas de multiplicar y aprobabas el examen semanal de ortografía, tus padres te llevaban al circo. El Circo Hermanos Osorio recorría cada año Belice para deleite de grandes y pequeños. Parece que esos días están aquí de nuevo, y el mayor dilema es simplemente decidir cuál es la mejor actuación de este circo de dos pistas. Si uno recordara con claridad a aquellos famosos payasos de circo Choya y Cepillin cuyas hilarantes payasadas nos hacían reír histéricamente para disgusto del maestro de ceremonias. Al igual que ocurre ahora, Choya y Cepillin se golpeaban mutuamente en la cabeza repetidamente intentando robarle caramelos al otro. Cepillin lanzando patadas de mosca y disparando a Choya en la cara con su pistola de juguete, Choya lanzando ladrillos sobre el coche del payaso, abofeteando al pobre Cepillin hasta que le daba vueltas la cabeza. El espectáculo siempre terminaba con ambos desmayados en el suelo agotados de tanto golpearse. En el otro cuadrilátero había toda una hueste de payasos, los famosos Bozo, Platanito y Chuponcito. Es difícil recordar exactamente lo que dijeron que hizo reír tanto al público de entonces. Sin embargo, ahora a Bozo, Platanito y Chuponcito les gusta jugar a ser científicos, epidemiólogos e inmunólogos. Explican con todo lujo de detalles que las vacunas las fabrican en Marte unos hombrecillos verdes empeñados en dominar el mundo. También creen que el brócoli y la coliflor son toxinas y que la Chaya es veneno. De hecho, Chuponcito hace su elaborada presentación vestida con dos coronas en la cabeza, una capa y un cetro. Sin embargo, todo es diversión y juego hasta que alguien sale herido. Los anti-vax o el movimiento prochoice, como se llaman a sí mismos, son irresponsables. Exhortar a la gente a no vacunarse basándose en teorías conspirativas sin fundamento importadas de mentes perturbadas es peligroso. También va en contra de la ley, al menos dos ciudadanos ya han sido acusados por la difusión de información falsa sobre Covid-19. Esos medios de comunicación que están tan desesperados por conseguir audiencia deben recordar que son igualmente culpables de difundir información falsa. Parece que Chuponcito no se da cuenta de que tiene una opción, vax o hisopo. Aunque estas opciones no sean agradables para todos, siguen siendo opciones viables y se puede elegir. La vida es a menudo no sólo real, sino dura. Todos los días nos enfrentamos a innumerables opciones, y a menudo debemos elegir el menor de los males. Covid-19 llegó a Belice y ahora debemos elegir, vacunar y sobrevivir o vivir con miedo a la muerte. En cuanto a Choya y Cepillin, ese asunto ya se ha resuelto en el tribunal de la opinión pública. Los delegados también hicieron su elección y eligieron, en su opinión, el menor de los dos males. Choya sobrevivió para liderar otro día, y Cepillin ha llevado su caso al foro internacional. La rehabilitación no la ha conseguido. Condenado por un ataque violento, no ha aprendido a controlar esos impulsos y sigue siendo violento. El hecho de que la víctima haya sido intimidada hasta el punto de retirar la declaración no invalida el incidente. No se trata de un caso de chico malo que se ha hecho bueno y se ha convertido en un líder y estadista benévolo. Se trata más bien de un caso de estafador en una nueva estafa que trata de abrirse camino hacia la cima. Quiere reinventarse a sí mismo, como ha hecho tantas veces, y ahora se presenta como el nuevo Malcom, el nuevo Mandela, el nuevo Phillip Goldson. Sin embargo, puede interpretar el papel ante los medios de comunicación internacionales que siguen viéndolo como Shyne y no como la sucia mancha en la que se ha convertido. La votación del domingo fue para librar al Partido de gente como tú. Así que hijo, será mejor que tomes asiento. Se acabó la fiesta y tienes que irte.

It is the opening of possibilities for our fisher folks, coastal communities, our young people, women and men looking for new ways of generating income capitalizing on the innovative and endless possibilities that our aquatic resources and spaces can provide.” Hon. Abner Andre Perez – Sitting of the House of Representatives The words of the new Minister of the Ministry of Blue Economy and Civil Aviation underscores the urgency to realize positive growth for our national economy and meaningful improvement to the quality of life for the Belizean people and stakeholders capitalizing on our blue resources to earn a livelihood. After a year of stagnation at the hands of the COVID-19 Pandemic and twelve long painful years of a wrong-headed approach to governance and economic development, this new People’s United Party administration is charged with an urgent mandate to act, an urgency to turn things around economically, and an urgency to unshackle the chains of a 52% poverty rate that the red party wreaked on our Belize. From ‘imagine the possibilities’ that were never realized to now turning a tide… a blue tide of realities for our people and country. Blue because the blue economy brings with it an innovative economy strategic plan with opportunities for diversification, growth and new life of prosperity for our nation’s people. The over 3000 legally licensed fisher folks who rise daily to help build a new Belize are deserving of recognition for the projected millions of Belize dollar earnings for the year 2021 and, consistently, those millions they have realized over the years. This has been and continues to be chiefly earned by our traditional fisheries of Queen Conch and Spiny Lobster. All of this will continue to thrive under the innovative, consultative and evidence based management of our Five Year Strategic Multi-Sectoral Management Plan geared at realizing a productive, resilient and vibrant, economy. In 2020, when the economy ground to a screeching halt at the hands of COVID-19 and tourism flat-lined, the blue economy reminded us all that our blue resources – our traditional ways of living – would always be there to sustain us. The streaks across our blue skies disappeared as flights stopped arriving, the airports and runways became veritable ghost towns, the restaurant tables were suddenly empty – no international tourists, no tour vans and buses meandering along our roads, no catamarans and water taxis zipping across our seas, the ancestral gods’ spirits once again took possession of ancestral Mayan sites as the pounding of visitors’ feet halted…. and there were no bums in beds… BUT our fisher folks were still at it. Their nets, fishing lines, dives and traps were bringing to the surface from our bountiful blue seas premium products that kept the blue dollars trickling in. Yes, it was an altered lifestyle and fishing season under the stringent Statutory Instruments of lockdowns and curfews but our blue resources were showing us with better care we can forever realize a better share. The data doesn’t lie. The 2020/21 spiny lobster season realized over 2.3Million pounds of live weight premium produce earning about 25Million dollars for that season, while just about one million pounds of market clean Queen Conch were exported to earn just over thirteen million Belize dollars. This year 2021/2022, we expect to surpass those earnings. While tourism boasts a rebound faster than expected, Blue Economy is equally optimistic. With new evidence based legislations and management regimes for shark, expansion for the finfish and multi-species finfish fishery, aggressive local and international investment relations for deep sea fishing, our blue resources present opportunities for real economic growth, a bounty of opportunities to turn the situation from unemployed and under-unemployed to employed gaining real income with an honest living and improved quality of life for our people. Recently, our Ministry’s partnership with key national and international civil

society organizations but most importantly with a fishers-for-fishers co-management approach, our traditional fishers stood alongside the Blue Economy Ministry as it launched our new management regime for sharks in Belize. The management structure publicized under the theme – ‘Recognizing partnerships for shark conservation and management in Belize’ moves Belize strongly along a path of continued protection and sustainable use of the resources of our World Heritage Site – the Belize Barrier Reef Reserve System, while securing that for another 10 thousand years our Reef will sustain our tradition of life and livelihood for our coastal communities and the wider population. The work to realize the new management structure highlights the conservation efforts being undertaken by researchers to collect data that will assist us to continue making informed management decisions. This work has contributed to the establishment of a 2-mile buffer area around the three atolls in Belize, prohibiting any form of shark fishing and restricting gear types. Through the donation from partners, the Fisheries Department is also equipped with DNA test kits which enables the Department to collect more scientific information on shark species and improve fisheries enforcement and compliance related to the shark fishery. In addition, we aim to improve the management of our multi-species finfish fishery through capacity building for stakeholders and finalization of a sustainable management plan. Finfish fishery management is a priority for our Administration and the Ministry of Blue Economy, fisheries managers, scientists and fishers. The sustainable use of finfish resources and aggressive efforts to explore the deep blue sustainably extracting our resources will alleviate pressures on our heavily exploited nearshore resources such as Spiny Lobster and Queen Conch, contribute to the resource and trade diversification for livelihood opportunities, while helping to ensure optimal and sustainable use of fishery resources in the face of climate change. This means ensuring our fisher folks are able to capitalize on these opportunities, while seeking suitable partnerships with international private sector. The goal is to strike a balance with our fishers continued ability to improve their capacities to participate, compete and earn premium value for their hard labour. For the Ministry, this also means realizing that we must step up and embrace the opportunities on the global fisheries market. Our traditional laid back business as usual approach has to be transformed into efficient and effective management, evidence based management structure, modernized business models, premium branding for our products and a commitment to stand strongly beside our Belizean resources users and fishers to realize fair price in a fair trade environment. This also means looking at our traditional partnerships with our national fishing cooperatives and fishing associations, ensuring they too are ready to embrace new business models, remain competitive by transforming old ways of operating, setting in place efficient and effective management, while working with our public sector sister agencies and Ministries to modernize antiquated legislations that may inhibit transformation to fit into the new ways of doing business. As a critical imperative, we are gearing our efforts to develop alternatives for our fishing and coastal communities. The Ministry of Blue Economy alongside the Belize Fisheries Department will continue our work with key partners in the development of an economically-sustainable and ecologically-friendly mari-culture industry and broader aquaculture sector. With the support from The Nature Conservancy, a Draft Mariculture Policy has been developed, which will guide the sustainable development of this sector, while contributing to alternative livelihood opportunities for coastal communities. All this diverse work is being engaged under an ideology of co-management and partnership. A tangible expression of that is the commitment to good governance in fisheries and engaging our partners. The first inaugural meeting of the Fisheries Council convened and is legally charged to advise on the sustainable management and use of resources. The multi-agency membership includes the representation of key stakeholders of government institutions, fisher folk organizations, multiple sectors of tourism, conservation and sustainable development alongside representatives from academia, NGO and a fisheries experts, cooperatives and associations. Even as we look to partnership for national management of our blue resources, we look to international ones for our work on combating climate change as forever a global challenge. Categorized as vulnerable along with our Caribbean small island development states, it is important for us in Belize to keep this global threat at the fore of our planning and operations. We have received approval from the Green Climate Fund for a Readiness and National Adaptation Plan Proposal titled “Enhancing Adaptation Planning and Increasing Climate Resilience in the Coastal Zone and Fisheries Sector in Belize”. The project will build the resilience of our coastal zone and fisheries sector through improved climate data and information gathering, assessments of impacts of climate change on select communities, mainstreaming of climate change considerations into the relevant plans and policies and strengthening of coastal and fisheries communities and organizations communication network for appropriate climate response. As a new and innovative Economy Ministry with the responsibility to manage our national blue capital, we recognize the importance of coastal zone management and marine biodiversity protection and conservation. Ours is not a haphazard approach but one that is based on empirical evidence, research and planning. For this reason, our Coastal Zone Management and Institute (CZMAI) plays an integral role in the development and implemental of our 5-year Multi-Sectoral National Blue Economy Strategic Plan. CZMAI will advance ocean-based solutions to climate change, while also informing a model for a productive, resilient and vibrant Blue Economy for Belize. The work includes efforts to: • Updating of the Belize National Marine Habitat Map, using satellite data and remote sensing science to properly assess the current status of our natural assets in the coastal zone with a view to determine its ability to support new opportunities in the blue space. • CZMAI and the UK’s National Oceanography Centre for a project entitled, “Determining Sea Grass Value to the Belizean Blue Economy comprehensively assess the Blue Carbon potential of seagrass ecosystems in key sites nationally. This will help to inform conservation priorities for these important ecosystems while also elevating the importance and role of sea grass in climate adaptation. • CZMAI and the Fisheries Department are implementing the Resilient Reefs Initiative (RRI) in Belize. The work again gears at building resilience for our natural blue resources, while ensuring our planning is inclusive of resource users. The Ministry of Natural Resources, Petroleum and Mining hereby notifies the public that the Lands and Survey Office in Belize City will be relocating to the corner of North Front Street and Queen Street, formerly the Paslow Building. The new Lands and Surveys Office in Belize City will be open starting Monday, July 19, 2021 from 9:00 a.m. to 5:00 p.m. Operations will continue at #137 Central American Boulevard through to Friday, July 16, 2021. The relocation is being done as part of the ministry’s continued efforts to improve accessibility and quality of services by creating a customer friendly environment. Capacity Building on ArcGIS and Satellite Imagery

On July 12 and 13, the Ministry of Natural Resources, Petroleum and Mining conducted a capacity building workshop for land inspectors countrywide on the use of satellite images for land inspection, at the Jaguar Lab, University of Belize, Belmopan Campus. This upgrade reinforces the ministry’s commitment to technology advancement in the field of land management. Immediately, it results in the direct benefit of timely service delivery and improved customer satisfaction. Plenty of UDP vile hit the UDP fans at their official shindig to verify if their party leader had leadership pedigree. All Faber needed was 2/3 of the 500 or so voters left in Belize who would vote UDP in an election. It was worse than expected by Faber--Fifty nine percent did NOT vote for Faber. Yet he Faber makes the media rounds that he deserves to be reinstated as the LOO since 41 percent voted for him—no care for normal democracy. This UDP acrobat flew past the reality of a not being wanted even by the party leftovers. Faber Lost. The Barrows equally lost. Shyne’s standard was to attain the two third votes from the deplorables. In his pre-recall campaign, he predicted effortlessly that Faber would be recalled. Shyne was 117 or so votes short. So what will happen to Shyne’s glam LOO license plates? Did Shyne get the LOO vehicle as well? How will Shyne’s pay be calculated? The dunciest of the five led by the con artist again holds the wildcard in this Ping-Pong Circo Hmnos UDP. At the very beginning of the recall morning one of the five spoke even if just to say nothing. Sista B: “unu kno how I behave.” Yes... she can be called the proxy representative or representative by proxy. At the recall circus mockery, Denise was caught trying to vote early and scurrying out for dear shame. See, Denise also infamously known as Sista B by a few people in Belize is wholsesomely culpable for anything ex-right Honourable PM Barrow lashed Belize with after 2008. B has always been the de facto Queen Square candidate. The dean of nothing never visited Queen Square. Such was the disrespect to many in Queen Square who allowed this on themselves. So when the constitution did not allow Dean Barrow to pretend at another term he HAD to in theory walk away. So they, the Barrows, had to find a way to at least remain relevant. They had to find a way to make their usual ends meet. Their table had been used to the best meats and breads. How could they survive? They had forgotten or most likely had never a job in their entitled life. This is the story. How could they electioneer the Mesopotamia and Queen Square voters list to ensure Barrow wins? Who were the two Barrows with the least shame to run in these constituencies to attempt to extend the Barrow legacy of shame and deceit? One billion five hundred million spent unconstitutionally with the help of certain public officers hired after 2008 is shame and deceit. Fact: July and August are the ONLY two months when already registered voters can be changed from one

constituency to another in the voters list. New registration continues unabated the entire year. Once a voter is in the list he/she can move after proof of 2 months residency at another house. The proof is a big loophole used by, for example, Panton, to squeak a win in an area where she is disliked. The Barrows did something similar. Who are in charge of the elections process in Belize? It is the public officers. They see to it that our sacred democracy is upheld. It is a seamless process and they must be commended at the end of each election. But the Barrows found how to get allegiance and weaponize it against the Belizean people. Over the last 13 years, they have hired cronies heedless to the IMF recommendations. Many of the cronies were mere ghost workers--they were paid to surf the internet the whole day, if they came in to work. So then these workers magically had to be sent to other districts to be a part of the election process which they did well thanks to themselves and to the eagle eyes of PUP scrutineers. Some of these pubic officers had transferred their residency and vote in either Mesopotamia or Queen’s Square. The law then allows for a Public Officer who is commissioned to work away from their constituency to vote by ‘proxy’. Via documentation a representative goes to the Public officer’s polling station to physically vote for the legitimately absent public officer. The public officer totally trusts that this vote will be consistent with his/her will. Who takes care of these Proxy votes in Queen’s Square? It is alleged that Sista B helps her voters in this process. She cannot take in all these proxy documents herself but she has often been seen with envelopes. Her nephew benefitted by the same but definitely he did not have the organizational savvy nor people talent. He relied heavily on the blessings of his uncle and the father he is trying to be son for. After the July 11 UDP recall mechanism, the blind delegates and most rabid of UDP’s reluctantly cast their vote for Faber or antiFaber. Leaving the UDP is worst for some individuals who are now pariahs in the new Belize planBelize society. UDP deplorables came out to vote against the Barrow 13 years of infamy and the remnant called Moses. It hurt the delegates to the core to keep the petty one but the Barrow Baggage is far greater. Now what to do? Shyne has said that he is willing to step aside if he is too much a distraction for the UDP. Sista B is well known to be a proxy representative or is it representative by proxy keeps threatening a bye-election. Faber shivers. Are there bye-elections coming up in Mesop and Queen’s Square? These constituencies deserve a representation. We know how the Barrows behave.

Minister Kareem Musa Post: On Laddie Gillett

My prayers are with the family and friends of young promising Laddie Gillett. The news of his death and the initial information of this use of force incident were particularly painful. They present difficult questions that must be answered. Every Belizean life lost, especially the untimely death of a minor, is a time for pause, soul searching and change. My heart goes out to the family. I had the difficult task of speaking to the parents of Laddie who are facing the waves of grief. This matter will be dealt with both criminally and departmentally by the Criminal Investigation Branch and the Professional Standards Branch. They will conduct a full investigation to bring uncompromising justice to this case. I stand with the loved ones, family members, community and right minded citizens who feel the loss of a Belizean child. I look forward to a speedy and transparent resolution for the sake of Laddie, his family, and for the compassionate Belize we all love and must protect.

Day one of the Minister of Home Affairs & New Growth Industries Hon Kareem Musa’s tour: On July 12th 2021, Hon Kareem Musa begun his national familiarization tour of the different police stations and police officers across the country beginning in the northern districts which would include Corozal and Orange Walk which were followed by a visit to San Pedro. Minister Musa is accompany by the Chief Executive Officer - Mr. Kevin Arthurs, the Commissioner of Police - Chester Williams, President of the BPD Association - Sgt. Jermaine Hyde & other support staff. During this tour, Minister Musa & the team, carried out an inspection of the guard in each districts, police stations inspection, group meeting with all the police officers, one & one discussions with police officers requesting audience, presentation by the Ministry of Health pertaining the national vaccination campaign, presentation by the president of BPD Association and media interviews. These tours are routine yet important for the security officers and public know that there is a connection between the government and public officers who cannot function in isolation from each other. In Covid times the job of the police has intensified. Thanks is always due to them for helping the Belize public go to sleep with a feeling of Belize being kept secure. More can be done but a lot is being done already, so a thank you is truly in deserved.

Road Rehabilitation in OW North Earlier this year, the Honorable Ramon Cervantes acquired support from the Government of the Republic of China (Taiwan) for the rehabilitation of the San Jose and Trial Farm village roads in Orange Walk. Area Representative for Orange Walk North and Minister of State in the Ministry of Foreign Affairs, Foreign Trade, and Immigration, Honourable Ramon Cervantes has begun this project which will see approximately 14 miles of rural road rehabilitated thus providing villagers with safer and accessible routes to vital social services. We would like to take the opportunity to express gratitude to both Taiwan and the Honorable Ramon Cervantes for this much needed contribution. The Ministry of Infrastructure Development & Housing, the Ministry of Tourism, and tourism stakeholders in Hopkins joined in a real collaborative effort to pave 1.2 miles of the Hopkins Road which had been left unpaved. This is what real partnership looks like, with long-lasting meaningful benefits to all. March Release: “Hon. Anthony Mahler, Minister of Tourism & Diaspora Relations (MTDR), Hon. Julius Espat, Minister of Infrastructure Development & Housing (MIDH), and Hon. Rodwell Ferguson, Minister of Public Utilities & Logistics met in Hopkins Village with key tourism stakeholders to discuss details about the paving of a portion of the Hopkins Road, south of Hopkins Village. A Memorandum of Understanding was signed today between MIDH, MTDR, the Belize Tourism Board (BTB), and private tourism businesses, the parties that will cover the cost of the road works. The approximate 1.2 Miles of road works is expected to cost BZ$ 850,000.00. The area to be paved is the portion from GariMaya Gift Shop (where the existing pavement ends) to Beaches and Dreams Hotel. This project will uplift the tourism infrastructure for the benefit of the Hopkins hotels and resorts in the area, as well as the residents of Hopkins, Sittee River, and surrounding communities. This decision is also critical for improving the visitor experience in one of Belize’s most important tourism destinations. The Hopkins Village Chairman, Mr. Orlando Augustine, was present for the discussions, along with CEOs Nicole Solano of the Ministry of Tourism and Diaspora Relations, and CEO Victor Espat of the Ministry of Infrastructure Development and Housing. BTB Chairman, Mr. Evan Tillett, and Marketing Advisor, Ms. Michelle Bowers were also in attendance, along with the Chief Engineer and Zone Engineer from the MIDH. Members of the Hopkins Village Council and various tourism stakeholders were all a part of the discussion for this important project.

THINK ABOUT IT UDP IS A MESS The UDP, which now must mean the United Democratic Party was a spectacle for Belizeans to witness during the past few weeks. Not a single official of the party emerged as a stable, mature, and intelligent person capable of ever running this nation. This is nothing short of a tragedy. A frightening disturbing tragedy. The fiasco unfolded with a short video showing Party Leader Patrick Faber conducting himself in a tantrum outburst against a young mother of his young child. This was not the first or second such situation of domestic violence by a man who would be king. Patrick Faber inherited a corrupt UDP, just weeks before the 11th November 2020, general elections. A mere thirty thousand UDP voters supported the party compared to eighty odd thousand Belizeans who voted for the People’s United Party. This was nothing short of a stinging rebuke and rejection of every foul thing the UDP has come to represent. Please bear in mind that for the almost thirteen years the UDP was in government Patrick Faber was a senior minister and member of cabinet. He is one hundred percent part of the blame for everything that went wrong with his government. The chairman of the UDP was Minister of Police and Attorney General. Not a single politician, public official or bloated contract recipient was ever investigated, much less arrested and charged. Apart from this, which by itself had enough to …….do any person in public and political life, there is now revealed the undemocratic and abysmal site of affairs inside the UDP. There were no legislation against corruption, none for controlling campaign finance, none for political reform, or public service officiary, and nothing to stem the stench of the cesspool at the lands department. His claim to fame was to stymie UNCAC so there would be no anti-corruption mechanism in place to hold the UDP accountable. Coming out of the mouth of none other than Patrick Faber, the UDP has systematically violated its own rules and regulations listed in its party constitution. He cites several examples in his interviews. One is that the selection of delegates were done in open violation of the rules. He mentioned Queen’s Square as one of the worst offenders. Their party delegates were handpicked in secret. Please note: Queen Square is the subject of serious complaints of bogus voters and voter fraud being widespread. Numerous persons who do not live in the constituency were placed at addresses to allow them to vote. This needs a criminal investigation. If UDP politicians engage in fraud, corruption and criminal activity with voters and the voters list, they will engage in criminal activities when they are in government. Of the five UDP elected persons in our Parliament, another is Denise Barrow. According to Patrick Faber, he has spoken to her about attending and taking part in the House of Representative affairs. She was elected to do so. Her response, she will resign and cause a bye-election. My goodness. Taking the voters and the Belizean people for fools. No one forced her to run. She must take part in the business of the House or move herself or be booted out in a recall. Another of the five UDP elected is Shyne Barrow. He is a rookie. He is a lot of talk but there is no depth, and understandingly so. He is already a cut above his four other UDP parliamentarians although that may not be much of a compliment. Sadly. because of who his father was and is, and as his deeds become more apparent, Shyne will be carrying a huge liability. The remaining two UDP parliamentarians are Hugo Pott and Tracy Taeger Panton. They have nothing to offer. The UDP as a political party is not just in a mess. They are the mess. THE CHAIRMAN OF THE PUP The chairman of the PUP was on the Party’s television show on Tuesday morning. As Minister of the Public Service and Reform, Henry Charles has a sufficient insight into the difficulties the government faces in its effort to mobilize the public officers. Minister Henry Charles provided nuff information and explanation on several key issues. The timing is also important as the new government was beginning to lose the information debate that is raging around a number of concerns. With no effective opposition around, there is still a need to regularly and constantly keep the people informed and aware of everything the government is doing and why. From a minor Statutory Instrument to proposed changes in our Constitution from “grocery bags” to why UDP apparatchiks are cluttered up in the public service, tell the people what is going on. ANOTHER POLICE KILLING

A child, 14 years of age is dead. Shot in the back by police in Placencia. The family is so grief-stricken they have not had time to express their anger and outrage. Initial reports reaching us is that two minors had just left a friend’s house and were hurrying to reach their home when police appeared in front of them, they turn and were running away when the fatal shot was fired. There are witnesses but nothing is expected to come of the latest outrage. We would hope that maybe the Solicitor General’s Office would cut and paste procedures from the British Police Handbook and stitch together some basic regulations of when and in what circumstances police are to take out their firearms. There are elements of the police department who are poorly trained and poorly supervised and are damaging an already poor relationship countrywide between police and the citizens. EMANCIPATION DAY Here comes Emancipation Day. A remembrance and celebration of when our ancestors were freed from slavery on 1st August 1838. The new and progressive PUP government has officially and legally made the 1st of August every year a national holiday. This big. This is a vey big decision in the history of our young nation. Slavery started popping up in a sketchy record in the 1720’s and grew from a few to a few thousands. Belize’s experience with slavery was different from the Caribbean Countries, Brazil and the USA. There slavery was plantation slavery. Ours was primarily to cut logwood and the mighty mahogany trees, which at the time were valuable products. What little historical records we have states that there were four slave rebellions back then in our tiny little settlement of Belize. The first rebellion was in 1765. The second rebellion was in 1768. Only 3 years after the first one and the record shows 23 slaves who rebelled escaped to one of our neighboring republics. 1773 was the biggest slave rebellion which started in the month of May and lasted for FIVE months. Our ancestors numbering more than 50 warriors captured 5 of the slave masters logging camps on the Belize River. Six slave masters were killed. The British had to send a battle ship from Jamaica in order to protect the slave masters who although they were armed were trembling in their British boots. Fourteen rebels were captured, the rest were never found. 1820 was the last recorded rebellion. The names of WILL and SHARPER are mentioned as leaders of the uprising which lasted for one month. The settlement was put on lockdown and martial law had to be declared. We are proud of our ancestors who preferred to die on their feet rather than living on their knees. Slaves were not allowed to read, not even the Holy Bible, so a lot of our history in Belize has never been recorded. But know this-we survived slavery and colonialism. If we can survive these we can survive anything. Especially, if “Jah is standing by our side…” By the way, Eric Williams, a George Price type who became Prime Minister of Trinidad & Tobago was a scholar and historian. He wrote two very important books: “From Columbus To Castro. The history of the Caribbean 1492-1969’ and ‘Capitalism and slavery’ which research confirms that slavery was ended because it was no longer economic to be feeding and securing slaves. It was not because of Religious or altruistic/humanitarian reasons. This year, on Monday 2nd August, we hope there will be some serious discussion on our past and the way forward for more than one hundred thousand creoles who as the children of slavery remain at the bottom of the social and economic ladder. Z The electrifying Zenaida Moya is back. Z is a former UDP major who fell from grace faster than a plummeting star with no little help from then Prime Minister Dean Barrow. Zenaida had called out Barrow saying he had no bolas. On Monday, Zenaida was a key speaker at a press conference for newly-formed movement-Belizeans for rights and justice, which include attorney Arthur Saldivar and doctors and warriors. They are fighting against any attempts to make Covid vaccination mandatory. AUDREY WANTS ANTI-VAXXERS ARRESTED On Tuesday morning on Love FM with pro vaccination host Rene and Troy, Audrey Matura as their guest made some incredible statements, among which she called for the arrest and jailing of anyone who caused panic with misinformation about mandatory vaccinations. Audrey also said the law and the constitution allow the government to force citizens to take the vaccination. The government has repeatedly stated they are not forcing anyone to vax.

July 15, 2021. 6:15 p.m. Today, Justice Marguerite Woodstock Riley, QC; Justice Sandra Minott- Phillips, QC; and Justice Peter Foster, QC were virtually sworn in to the Court of Appeal by Governor General H.E. Froyla Tzalam. Justice Marguerite Woodstock Riley of Barbados received a Bachelor of Laws from the University of the West Indies (UWI) and has been called to the bar in six countries. She has previously served as a judge of the high court. Justice Sandra Minott-Phillips, from Jamaica, also holds a Bachelor of Laws from UWI and has published several legal articles in the West Indies Law Journal. A national of St. Lucia, Justice Peter Foster, holds a Bachelors of Arts in Law from the University of North London and served as a High Court Judge in the British Virgin Islands and Anguilla. Justice Minnet Hafiz-Bertram, President of the Belize Court of Appeal (Ag.), and the Attorney General Hon. Magali Marin Young, SC were also in attendance.

MINISTERS TALKING ISSUES By Hilly Bennett In the past few days, The Whip Morning Show has been abuzz with traffic in the studio with public appearances by several of the People’s United Party high profile ministers. Minister Dolores Balderamos Garcia with the responsibility for Human Development and Indigenous Peoples Affairs, Minister Jose Abelardo Mai with the responsibility of Agriculture, Food Security and Enterprise, Minister Andre Perez with the responsibility for the Blue Economy and Civil Aviation and Minister Anthony Mahler with responsibility for Tourism and Diaspora Relations. A spirited conversation began on the 29th of June 2021 with Minister Garcia saluting the nation with vigour. “PUP all the way.”

The Minister then acknowledged the New Executive of the United Women’s Group (UWG) and President Osiely Mendez and President Marissa Cervantes of the Belize Youth Movement (BYM) and President Nigel Belisle of the Marshalls Corp. Minister Balderamos Garcia dealt with the intractable problem of domestic violence. The minister highlighted the Spotlight Initiative and the objective to curb gender-based violence in all its forms. A baseline study by a steering committee indicated that the response to domestic violence must be strengthened. The National Women’s Commission headed by Thea Garcia and other awareness mechanisms is charged with bringing to an end to the prevalence of gender-based violence. The conversation evolved into the Minister’s responsibility of Indigenous Peoples’ Affairs and the issue of Maya Customary Land Rights. Minister Garcia drew upon the 2007 ruling in the Supreme Court of Belize by the Honourable Chief Justice Abdulai Conteh. CJ Conteh rendered that Maya Customary Land Rights is preserved and evidence proffered by the Government of Belize and former Barrow/Faber administration did not extinguish those rights. The Government entered an appeal to Belize’s apex Court the Caribbean Court of Justice. In 2015 GOB signed a Consent Judgement of the CCJ with the then Claimants and the Appellant. The host of the Whip Morning Show asked what a Consent Judgment is. The Minister replied that “a Consent Judgement is not so much a settlement as an agreement by both sides that we are going to abide by this judgement because we both agree to it.” The CCJ Consent Order mandated that the Barrow/Faber government delimit, demarcate, and title or otherwise clarify and protect the territory in which the Maya

peoples have a communal property right, in accordance with their customary land use practices. Lisell Alamilla the then Minister of Forestry and the Barrow government failed to comply with the decision of the CCJ. The failure of the government to comply with the court order and subsequent failure to prevent ongoing incursions on Maya land resulted in a form of racial discrimination based on the Maya peoples’ status as Indigenous Persons and their nature of customary land rights. The FPIC Free Prior Informed Consent was not adhered to. The issue has been kicked down the road and the Briceño Government is tasked to give consideration to the CCJ ruling of 2015.

Next in the line-up of power hitters was Honourable Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprises. The paradigm shift in embracing Agriculture as an important component in the economic recovery process has resulted in 9.56% or BZ $237.7 million to the nation’s GDP surpassing both 2018 and 2019 measures. Notwithstanding the utter neglect by the red regime to this vital sector of the country. On his visit to the Whip Morning Show on Vibes Media, the minister was upbeat regarding a successful “crop over.” The produce planted in November and harvested up to the first week of June was profitable for the local farmers. A contributing factor was that no import license is issued once the farmers had products on the ground. Under the previous UDP, government licenses were issued ‘hand over fist’ even if the local farmers were reaping crops. Minister Mai insists that his decision on licenses will persist and assure better next year. Additionally, the minister is seeking assistance from international partners in acquiring 4-5 containers to store potatoes. This will enhance production resulting in less import of potato. Mai declared that the objective is to ensure our nation’s food is secure, that farmers and producers make a good living, and that our country can enjoy the benefits of our exports. Since Jose Mai have taken the helm of the agro productive sector neglect and abuse of the farmers and this sector is passé. The National Trade Commission have been installed and assignments have been issued with a focus on new trading blocs. Prime Minister John Briceño on his visit to Guatemala began the discussion for a Partial Scope Agreement with a view to lifting certain tariff barriers. The recent visit by the Minister of Agriculture, Food Security and Enterprises to Mexico was the seeking of a partnership in trade with Mexico. The diversification of export crops has created a new window of opportunity in the export market. Mai said, “That’s a priority for the Government. If you

look at Plan Belize, if you look at the agricultural policy it speaks to expanding trade in the region, Mexico and Central America.” The Minister continued that “it has taken leadership and a commitment to the planBelize goals to get us this far and there is much more to come.”

Honourable Andre Perez Minister of the Blue Economy and Civil Aviation accentuated the touristic and economic idea that is the Blue Economy. It is an economic portfolio that is a part of the wider economic portfolio of the Briceño Government. As explained, it attempts to enhance and add value to the country’s marine products. Minister Perez have a lived experience in tourism and is working in tandem with the Ministry of Tourism. There has been a lot of investment springing up in San Pedro. The Alai resort and Margaritaville hotel have given an economic boost, especially in the area of employment, to La Isla Bonita. Many other projects are in the pipeline for Belize Rural South. Minister Perez gave an overview of the islands of San Pedro and Caye Caulker, the realities, the hardships during the lockdown due to the COVID-19 pandemic and the successes being experienced today. Perez pronounced “fast forward to 2021, with a new government, tourism is vastly bouncing back. The projection look good for July and August. 70% in arrival compared to 2019 in the pre-COVID era which is beyond our projection. Twenty full International flights, this comes from a collaborative effort by all concerned.” The Minister implore the public “get vaccinated.” Perez suggested that the reason for the bounce back “is that we have the right people in place.” The work of the Blue Economy is in conformity to Plan Belize. Which Minister Perez alluded that “it is a living document.” Honourable Anthony Mahler Minister of Tourism and Diaspora Relations in 2005 characterized tourism as Belize’s economic juggernaut. Mahler said in the

publication Belize Today in 2005 that “It does not take a rocket scientist to figure out that tourism is big business. The numbers speak for themselves. Globally, tourism has become the driving force behind the economies of both developed and developing nations.” Today as the chief steward of the tourism sector Minister Mahler has not missed a beat of old. The minister has engaged his ministry with vigour and a sense of purpose. After overcoming glitches like the Bevans overload, Mahler has been constantly engaged in bringing tourism back on track. He attended a series of meetings with key players in the tourism industry in Miami. From June 20-25 the minister explored areas of collaboration in the promotion, marketing and rebuilding of the tourism industry. The pomp and circumstance of Carnival Vista call to port was clearly the signalling that cruise tourism is back. When asked for the surge to the tourism comeback the response was several factors. The major being the gung-ho approach to marketing the industry. Also, the fact that Belize is strategically located and the only English-speaking country in the Central American region. Belize has the largest Barrier Reef in this part of the hemisphere. The myriad of cultures, the extensive cave system, four atolls, the Mayan temples and many other wonderful touristic sites have attraction value. There is “revenge travel”, people are tired of being locked up. Importantly, ideas that was put on the table were collated and streamlined to realize the right fit in achieving targeted goals. Consequently, tourism in Belize is ready for the world and part of the mandate of planBelize. BACKGROUND The Government of Belize (GOB) is implementing a security programme with the overall objective to contribute to improving the quality of life of Belizeans and to support regional efforts that seek to combat crime. The key goal of the Belize Integral Security Programme (BISP) is to strengthen citizen security by providing support to those institutions directly engaged in maintaining national security. The Central American Bank for Economic Integration (CABEI), as part of the services it provides to its beneficiary member countries, is providing the total financing for the procurement of a consultant to fill the role of Procurement Officer in the framework of the Belize Integral Security Programme (BISP). The Ministry of Finance, Economic Development, and Investment will be responsible for the execution of the Programme and all its components, reporting all progress to CABEI and ensuring the execution of each component under the terms established for CABEI formulation and approval. The execution of BISP components will be carried out by the Co-Executors: Belize Police Department, Belize Defence Force, Belize Coast Guard and National Forensic Science Services. The General Objectives of the consultancy to be contracted is to ensure timely procurement of all Goods, Works, Services and Consultancies subject to CABEI’s Procurement Guidelines and Belize’s Procurement guidelines. The Ministry of Finance, Economic Development and Investment now invites interested consultants to present their expressions of interest along with their respective resume to participate in the selection process for the consultancy of a Procurement Officer with the Belize Integral Security Programme (BISP). SCOPE OF WORK The Procurement Officer is responsible for overall and day to day activities for the procurement of goods, services and consultancies subject to CABEI Procurement Guidelines and in accordance with the Project’s Operations Manual and the Loan Contract. The Procurement Officer will prepare Annual Procurement Plans (APP) and develop technical specifications for goods and services contained in the APP. In addition to preparing monthly Procurement Reports for the Project Coordinator, he/she will prepare Quarterly Reports, detailing the goods and services procured and funds disbursed for the previous period, problems found and how they were dealt with. He/she will also be responsible for contract administration. SUPERVISION AND REPORTING The Procurement Officer will work under the general guidance and report directly to the Project Coordinator. ACADEMIC QUALIFICATIONS AND EXPERIENCE The successful candidate shall have at least a Bachelor’s Degree in Business Administration, Business Management, Accounting, Finance, Economics, or other related discipline or Master’s degree in accounting, finance, economics, business administration, business management or other related disciplines. A minimum of five (5) years’ experience in procurement processes of goods, works and consulting services and prior project management training or experience will be considered an advantage. Experience working with Multilateral Banks and knowledge of CABEI’s procurement guidelines and procedures will be positively valued. Knowledge of written and spoken Spanish would be an asset. Malawi’s Survey Confirms AstraZeneca Vaccine Efficacy

By Lameck Masina, by VOA News BLANTYRE - In Malawi, a survey by the Ministry of Health to help ascertain the efficacy of AstraZeneca vaccine has shown its effectiveness in fighting the coronavirus. The survey was based on current hospital admissions of COVID-19 patients across the country. The preliminary results of the findings released Saturday 10th July were based on COVID-19 admissions between June 26 and July 8 of this year. These results show that over 80% of 227 COVID-19 patients admitted during the period were those not vaccinated. And those who have only had one AstraZeneca jab were 12% while those fully vaccinated only accounted for 4%. The secretary of the Ministry of Health, Dr. Charles Mwansambo, says it’s still too early to measure the effectiveness of the AstraZeneca vaccine based on these findings. “We are still vaccinating more and presently our vaccination status is still low. But what we have found out so far is that the majority of those that are coming in those that are not vaccinated,” he said. However, he says the findings would help end fears and doubts some Malawians had over the vaccine, which prevented them from getting vaccinated. Malawi has currently vaccinated about 400,000 people of the 11 million needed to reach herd immunity.
