SEDI SHAMED AT THE CCJ Belize City, Thursday 27, 2017 There is an old adage that goes - “A man who is his own lawyer, has a fool for a client.” This is the truth in the case of Minister of Foreign Affairs, Wilfred “Sedi” Elrington, a legal counsel at the Pitts and Elrington firm, who represented himself in a very troubling matter before the Caribbean Court of Justice (CCJ). The CCJ has ordered Elrington to return all titles and transfer documents belonging to Progresso Heights Limited within the next 30 days. Elrington, for his part, has maintained that he is not in possession of any of those documents. Furthermore, he claimed he had never received them.

However, in his written submissions to the CCJ, Eamon Courtenay S.C., established that the company had made deposits to Elrington’s account at the Bank of America in Miami Florida. These deposited cheques contained parcel numbers which corresponded with the parcels sold and needed to be transferred by Elrington. Additionally, Courtenay was

Continued from page 1 able to establish that Elrington had received the documents via registered mail receipts.

The judgment arose from a case brought against Elrington by Progresso Heights Limited, a company which had purchased over 2000 acres of property in the Corozal District and subdivided them for sale.

Elrington was not only its legal counsel but a 20% shareholder. However, in 2010 things allegedly went sour when he requested a loan from the company to start a business with his brother Hubert Elrington, and that loan request was rejected by the directors.

His relationship with the company reportedly became even more strained when his request to become a director of the company was not met. Elrington, it was revealed, began to accuse the company of mismanagement even though he was always furnished with the company’s financial statement. The company learned that he had lodged cautions against parcels of land it had already sold. This prevented the titles from being transferred to the purchasers. The company asked the Registrar several times to remove the cautions but those efforts failed, perhaps because of political interference.

The company then took the matter to the Supreme Court and then the Court of Appeal but to no avail. They learned that Elrington, who had assisted with the recording of transfers, mortgages and other closing documents, would not register any new documents even though he had been paid to do so. Furthermore, he would not return the documents in his possession.

This forced the company to return close to US $98,512.87 to the purchasers who were unable to receive their land title transfers.

Since 2010 the company has suffered severe damage to its reputation and has been unable to make any sales because of the blockage

by Elrington. IN an interview this week, attorney for Progresso Heights Eamon Courtenay S.C. explained, ““This is a most regrettable case.

Mr Elrington has abused his attorney client relationship and made my clients suffer serious financial loss. It is scandalous and outrageous. Decency demands that he does the right thing.”

It is not clear what will happen next. Elrington now has less than 30 days to return land titles allegedly valued at upwards of $1M.

Bar Association Moves on CJ Benjamin

Thursday, 27 July 2017 The Bar Association of Belize has moved against the Chief Justice of Belize, Hon. Kenneth Benjamin over outstanding Supreme Court judgments he has failed to deliver in reasonable time. It was reported last week that at its Annual General Meeting on Friday, the Bar would have voted on the issue which is a matter of grave concern.

High on their leaked agenda was the over two dozen outstanding judgments.

and five years or more but it appears that the two sides have come to an agreement that will see the CJ work feverishly to deliver those judgments by a certain deadline of some 90 days. That was one of the less dramatic course of actions on the table at the Association’s AGM. Other proposals on the table included asking for the head of the Supreme Court’s voluntary resignation or calling for his removal.

PUP DEFENDS CANE-FARMERS NO CUT in Fuel Subsidies

Thursday, 27 July 2017 The news went out just last week that the vindictive, uncaring Barrow administration was considering cutting fuel subsidies to cane-farmers in Belize. How heartless could this government be, cutting the only subsidy cane-farmers get at the exact time those farmers have to deal with the loss of preferential markets. If this were to happen, it would cripple the industry because of the exorbitantly high-cost of fuel and production. What is the Barrow administration thinking?

The People’s United Party immediately went on the offensive, rejecting any plan by government to further hurt small-farmers while always defending big business. In a release sent out early Monday morning, the PUP “condemned Government’s position of always targeting the small man while protecting big business. While the Barrow Administration through the Ministry of Agriculture speaks about doing away with fuel subsidies, claiming pressure from the International Financial Institutions,

2017 IFIs, they say nothing about the subsidies granted to ASR/BSI and Santander.”

The bad news came directly out of the Ministry of Agriculture, as CEO Jose Alpuche revealed that cutting fuel subsidies to farmers is indeed very much on the table. “I know for a fact that Government is coming under tremendous pressure by the IFIs to end the subsidies that they provide to sugar. Sugar is one of the only industries that obtains those levels of subsidies and Government is coming under increasing pressure to end those. It is a dialogue which we will have to have with them...”

While the Prime Minister was quick to deny any such discussion or intent, he has shown in the past that he cannot be trusted implicitly. Very often commitments made by the PM have been forgotten, or simply ignored. Very often he has backtracked or done a complete about turn on promises or proclamations made, without shame.

The PUP ends its release by demanding that “Government revisit any intention to cut fuel subsidies to cane-farmers, who produce arguably the best quality sugar in the region…this Barrow Administration must address these issues NOW…and MUST make decisions with the farmers, and not big business at heart.”

grown weary especially since, last year, the Chief Justice is said to have asked for precisely the same thing: time to catch up with the late judgments when the Bar first brought their concern to his attention. They insist that “at the very least, there is a presumption of a breach of the Constitutional right of the litigants to a fair hearing within a reasonable time.” After all, they especially are reminded that “justice delayed is justice denied.”

As to the question of how it will work out this time around, only time will tell since 90 days would mean producing one judgment every three days and there is apprehension that this could lead to questionable decisions made in haste.

It is a serious situation for the head of the judiciary to be called out in this manner by the Bar and they, while upset that the media got its hands on internal documents have not hesitated to underscore the importance of the issue at hand. In a release on Monday, the Bar wrote that it is “duty bound to do all within its statutory powers to seek the delivery of those judgments” and adds that it intends to work closely with the Judiciary while acknowledging “that the proper and efficient administration of justice must be the mutu-

al desire of both the Bar and the Judiciary.”

For now, it appears that the Chief Justice’s appointment will not come under review as a result of this difference but according to the Attorney General, Michael Peyrefitte, he will meet with both sides to ensure that a significant number of sound judgments are produced within the set time frame.

IT’S OFFICIAL: BRADLEY’S GONE…

Thursday, 27 July 2017 Darrell Bradley has been playing hard to get in Belize City, ignoring deadlines to submit his name for the mayoral seat. Unfortunately for Bradley, and certainly for the UDP, his hard to get stance has made him hard to want. And after he embarrassed the Prime Minister last week by refusing to take his calls, Barrow seems to have had enough.

U.S. SENT CASTRO A MESSAGE Thursday, 27 July 2017 After almost two months of having to hear absolutely ridiculous explanations for why the US yanked UDP Minister Edmond Castro’s Tourist and diplomatic Visas, Minister of Foreign Affairs Wilfred ‘Sedi’ Elrington finally provided some clarity this week, which included throwing his colleague completely under the bus.

At the end of May this year, Minister Castro announced quite casually that the US revoked his Visas. He and the Prime Minister then tag-teamed to downplay the obvious indictment of the Barrow Cabinet. They pretended that the visa-facilitating minister had no need to go to the United States – EVER - and that the Americans chose to revoke the minister’s visas two months BEFORE they expired just because...

But the Foreign Affairs Minister has no such delusions about what it all means. He told the media last Friday, “the United States has different mechanisms whereby it exerts pressure on individuals and on nations – sanctions, revocation of visa, prevention of people coming in for one reason or the other. This is standard fare. And they do it all the time in the Caribbean. If they have reasons to believe that for one reason or the other they don’t find a government official— if they are not desirous of having that person visit their country, they revoke their visa.

Two candidates in the UDP have submitted their names to fill the mayoral spot for the UDP. Sources inside the Party say that one – Dion Leslie, is a bit more palatable than the other, Phillip Willoughby, who has consistently demonstrated that he is not the brightest bulb in the shed. Amazingly, both Leslie and Willoughby have, after serving consecutive terms as Councillors, suddenly realized that the city is in an unholy mess. All of a sudden both are carrying out clean up campaigns, as if the city just now got dirty. All of a sudden they can see that our parks and programs are dilapidated and need help, that there are communities in the city which are covered in garbage. These two

men in the UDP who have ignored the people for years are suddenly very visible, all because they want to be Mayor.

It is not quite clear what is the position with Bradley. Sources close to his camp tell us that he knows he has lost any hope of returning to Caribbean Shores, so it is not believed he would do so. And now with the municipal option lost to him, what will he do?

It doesn’t seem that the Prime Minister cares at all. In the interview on Tuesday when asked about any special accommodations which would be made for Bradley, he stated, “In terms of my personal position absolutely not. I want to be clear. I don’t have any indication that Mr. Bradley intends to ask for any sort

of shifting of the dates to accommodate him. No. My knowledge is that he did not put in his name because he did not want to run again. And that’s that.”

That does indeed seem to be that…for Darrell Bradley and for the United Democratic party’s hopes in the Belize City municipal race.

Questions to Ministers Would the Member for Queen Square and Prime Minister please provide an update on the implementation of UNCAC in Belize? Could he say if there has been any REAL progress or if this commitment to teachers was just another of his famous rhetorical flourishes?

Would the Member for Orange Walk North and disgraced former Deputy Prime Minister please provide an accurate listing of land parcels appropriated by himself, his wife, his brothers, their wives and extended family members while he was Minister of Natural Resources?

Would the Member for Corozal Bay and Minister of Health please say if his new wife and daughter of his colleague from Cayo West will remain as Director of the Drug Inspectorate in the Ministry of Health, since he has for months now been advised that it is a conflict of interest?

Would the Member for Collet and Minister of Education please say if the money spent to take busloads of Collet voters to Hopkins came from his own pocket or from the Ministry of Education, since Petrocaribe can no longer fund these private parties?

Would the Member for Collet and Minister of Education please say why certain teachers have still not received their increment and commuting allowance, due over a year now? Can he say if this is another way of punishing those BNTU members and teachers who went on strike in October?

Would the Member for Pickstock and Minister of Foreign Affairs and Home Affairs please explain the situation in which the Caribbean Court of Justice has embarrassed him, ordering him to pay up $1M in land titles which he refused to return to a former client?

Would the Member for Belmopan and Minister of Defence please confirm or deny reports that one of his BFFs from Belmopan has been seen travelling to the Belize Central Prison where he has allegedly been meeting with William Danny Mason? If so could the Member say why he is maintaining contact with Mason? Another photo shoot maybe?

Would the legend in his own mind, the unelected Senator and current Minister of Agriculture please clarify the situation of fuel subsidies for cane-farmers being cut for the upcoming crop season? Could he say if that is part of the plan to refill government coffers which have run dry because of corruption and mismanagement?

Jason & Mason…

There’s this guy who’s always with the bloated Minister from Belmopan. He’s the same fellow who came up big in Immigration and is still going to Church every week to thank the good Lord his name didn’t come up in the Auditor-General’s report. Don’t know how they missed him. Anyway, this is the fellow we hear has been paying visits to the fat Minister’s BFF in Belize Central Prison lately. Very interesting. Maybe this guy is going on his own accord to find out what prison’s like in case he every goes there for an extended stay (still a very distinct possibility). Maybe he’s gone there to arrange another photoshoot for the fat Minister. That picture in Mason’s bed was a big hit, I hear – although maybe BIG is the wrong word to use in this context. Anyway…I’ll be digging into this just a lil bit more. Trust me I’ll be getting back to you.

Sedi on Eddie…

What a thing what a thing…good ole Sedi has put a hit on dutty Castro. I’d been hearing for some time that there’s a thing going on but didn’t believe it. I mean, who could believe that there are actually senior UDP players who think God-lose should take Castro’s place in Belize Rural North. Then I listened to an interview in which Sedi basically threw the three-dread wonder under the bus, stating that the US revoked his diplomatic and tourist Visas because they obviously wanted to send a message to him that they weren’t going to tolerate his actions. That’s a bold statement coming from the Foreign Minister, especially after his boss Dean Oliver basically claimed there was nothing off about the move by the US. Besides that, we’ve been hearing about meetings taking place between those who think that Castro’s political career is done and he needs to go. Interesting times ahead in the UDP. Trust me on that.

Another Taiwan loan…

How this greedy government must love Taiwan… or rather the Taiwanese bubby which seems to be disbursing milk every time we blink. In a release issued today, we learn that the Foreign Minister of Taiwan is visiting Belize. But that’s not the important thing. He also signed an MOU, or IOU if you like, with the Barrow administration giving them another $60M. The only explanation we get is that this money will be used “directly for the development of Belize.” What the hell does that mean exactly?

Where is all this money from Taiwan going? The CCJ says Sedi has a month to come up with $1M worth of land titles. Will the Taiwan money be going to pay Sedi’s Court judgment? The thing is we just don’t know.

Out of that $60M, Belizeans will have to pay back $40M – that’s another loan on the backs of the Belizean people easy as that. Sheesh my people when will we learn?

When will we stand up?

Anwar for Fort George…

The PUP Fort George Committee asked me to announce that they’re having a big-ass party to welcome the First Son to the Constituency. Seems the fellow told daddy that if he can give the deportee a constituency, then he can give him one too. So daddy decided to give him a run in Fort George. It’s probably the best news the committee has gotten for a long time. I swear when I passed there today they were hanging streamers and packing drinks for the party. No joke. This just gets better and better. Anwar for the UDP in Fort George. Let’s get this done quick, fast and hurry.

Philloughby…

Okay here’s something I never thought I’d say. I kinda feel sorry for the guy, especially since his own UDPs are turning on him, and it’s not the first time. I hear when the PM was told that Philloughby wanted to be Mayor he laughed so hard he hurt his back. Remember when they promised him a diplomatic posting if he’d walk away from Albert. He did, and they didn’t deliver. The poor guy is still stuck here in Belize, and the only diplomatic post he’s seen is on the US Embassy’s Facebook page. So there he is, begging for a damned bone from the UDP again, and they’re taking him for a clown. I hear the UDP Chairman has told insiders in the UDP that this won’t even get to Convention because they don’t have time or energy to waste on this dodobird. Their words not mine. But ouch. Sheesh. Can’t somebody give this guy a break. He has his Master’s from Galen, right? LOL. Okay let’s not go there. But seriously please. How about if we in the PUP endorse him? Support him? We really, really want Phillip to run for Mayor in Belize City. Just because we like him so much. No other reason. Pinky swear.

EDITORIAL The Best is Yet to Come

T

he people of Belize have been betrayed by the United Democratic Party, voted in on an anti-corruption platform in 2008. It is impossible to reconcile the reckless, feckless, brutally, unabashedly corrupt and worthless Barrow Administration of today with that bold yet humble, humanitarian, righteous, pious Barrow Administration of 2008. It frankly boggles the mind to experience today the possibilities that we never imagined back in 2008, so caught up in Mr. Barrow’s hype.

The now doddering Prime Minister is so much less of a man than he appeared back then when he was wildly swinging that two-sided machete – rhetorically, that is, because that machete, if it ever existed outside of the mind of this man desperate for power, disappeared on Election Day, never to be seen again.

The duplicity of Dean Oliver Barrow almost defies comprehension. On December 13th, 2016, the Prime Minister was presented with documents chronicling only one example of blatant corruption by his close friend and former Deputy Gaspar Vega. In just that one deal, Vega appropriated for himself 1600 acres of prime land in Carmelita. The documents were there, in hand, under DOB’s noble nose, so to speak. Back then, this is what he said – “…that is to be condemned out of hand. There's no need for any investigation. All I'm saying is we are prepared to accept what is wrong and we are prepared to ensure that consequences attach to the wrongdoer. That is the difference between this administration and the last administration."

Just this week again, DOB was asked about the Vega land corruption – not only that one in Carmelita but others which have emerged. This is what he said on Tuesday, July 26th, fully seven months after his first bold proclamation – “You would have to show me those documents. I don’t know what you’re talking about so I’m not going to comment on something that I have not even seen.”

About that compensation scheme which outrageously saw Gaspar Vega gift his son Andre $400,000 of taxpayer dollars and allegedly tens of millions to UDP cronies and affiliates, Barrow said only – “Surely there was in fact some investigation into the state of affairs. You would better speak to Dr. Barnett about how that’s coming along. I don’t have the facts immediately to hand.”

Firstly, the people of Belize must understand that there is NO investigation happening. Forget about any investigation. Secondly, Dr. Barnett will say nothing about any investigation, because there is no investigation. Just to hammer that point home. Thirdly, realize this – millions of dollars, not Dean Barrow’s personal millions, but our taxpayer dollars have been lost, FOREVER, and the man who leads this nation could not be less concerned about it.

Once you realize that Dean Barrow WILL NEVER act definitively on ANY act of corruption in his administration – NEVER, it has not happened and it will not happen – then as a people we know that we have reached the end of the line. When we have gotten to a point where our leaders and those who control our money do what they want when they want because there is no fear of repercussions or sanction, then we are in real trouble.

It is time for a change, but that change has to be REAL. It cannot be more of the same.

It cannot be the same soap opera with different characters. It is very safe to say that Belize and Belizeans have never experienced this level of wanton corruption and abuse – EVER. So the change must be powerful.

The People’s United Party has produced its good governance reform agenda and it is a must read. What it does is go to the core of what is wrong with our governance system and propose concrete, doable things to fix it.

One very important commitment by the PUP is this: “We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence.

Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet.

If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all.”

Currently there is no oversight body which can restrain the unscrupulous and greedy thugs in Mr. Barrow’s Cabinet – NONE. Every single body which should monitor, manage and muzzle this motley crew is appointed by and/or has a majority UDP/GOB representation. Mr. Barrow has put the rats to mind the cheese, deliberately. And how the people have suffered.

The PUP offers hope and change. The PUP offers systems which will limit its own power and place that power into the hands of the people, where it belongs. For too long our Ministers have acted like and have been treated like gods. It will not be easy for the people to trust after the betrayal. But with good, strong systems in place, and a commitment by our leaders in the PUP to do the right thing, the best, indeed, is yet to come.

Lo mejor está por venir La gente de Belice ha sido traicionada por el Partido Unido Democrático, elegido con una plataforma de lucha contra la corrupción en el 2008. Es imposible reconciliar la imprudente, irresponsable, brutal, descarada, corrupta e inútil administración de Barrow de hoy con esa humilde, humanitaria, justa y piadosa administración Barrow de 2008. Es francamente impresionante percatarse hoy en día de las posibilidades que nunca imaginamos en 2008, tan atrapados en el bombo del Sr. Barrow. El Primer Ministro ahora ya chocheando es mucho menos el hombre de lo que apareció en aquel entonces cuando violentamente balanceaba ese machete de dos filos – retóricamente, es decir, porque ese machete, si alguna vez existió fuera de la mente de este hombre desesperado por el poder, desapareció el día de las elecciones, nunca para ser visto otra vez.

La duplicidad de Dean Oliver Barrow casi desafía la comprensión. El 13 de diciembre de 2016, al Primer Ministro se le presentó documentos que relataban solo un ejemplo de la corrupción descarada de su amigo cercano y ex diputado Gaspar Vega.

Los documentos estaban allí, en mano, en las narices del noble Gobierno de Belice, por así decirlo. En ese entonces, esto es lo que dijo, "…que debe ser condenado de antemano. No es necesario cualquier investigación. Lo único que digo es que estamos dispuestos a aceptar lo que está mal y estamos preparados para asegurar de que el malhechor asuma las consecuencias. Esa es la diferencia entre esta administración y la administración pasada".

Solo esta semana una vez más, a Dean Oliver Barrow se le preguntó sobre la corrupción de tierras de Vega, no sólo el de Carmelita, pero otros que han surgido. Esto es lo que dijo el martes, 26 de julio 2017, solamente siete meses después de su primera proclamación audaz – "tienes que mostrarme los documentos. No sé de lo que estás hablando así que no voy a comentar sobre algo que no he visto aún" Sobre ese esquema de compensación en la que escandalosamente Gaspar Vega le obsequió a su hijo Andre $400.000 de los contribuyentes y al parecer decenas de millones a otros compinches y afiliados UDP, Barrow dijo – "seguramente habrán hecho alguna investigación sobre el estado de estos asuntos. Mejor sería que hablaran con la Dra. Barnett sobre cómo camina la investigación. No tengo información de los hechos inmediatamente en la mano".

En primer lugar, el pueblo Beliceño debe entender que no hay investigación. Olvídate de cualquier investigación. En segundo lugar, la Dra. Barnett no dirá nada acerca de cualquier investigación, porque no hay ninguna. Sólo para dejar en claro el asunto. En tercer lugar, dese cuenta – millones de dólares, no millones de Dean Barrow, pero nuestros dólares de contribuyentes se han perdido, para siempre, y el hombre que lidera esta nación no podría estar menos preocupado.

Una vez te des cuenta que Dean Barrow definitivamente nunca hará algo en contra de cualquier acto de corrupción en su administración – NUNCA, ni ha ocurrido y ni va a suceder – entonces como pueblo sabemos que hemos llegado al final de la cuerda.

Cuando hemos llegado a un punto donde nuestros líderes y quienes controlan nuestro dinero hacen lo que quieren cuando quieren porque no hay temor de repercusiones ni sanción, estamos en serios problemas.

Llego la hora de cambiar, pero el cambio tiene que ser REAL. No puede ser más de lo mismo. No puede ser la misma telenovela con diferentes personajes. Es muy acertado decir que Belice y los Beliceños nunca han experimentado este nivel de corrupción flagrante y abuso – NUNCA. Por eso el cambio debe ser potente.

ANKE DOEHM SHUNNED IN SAN PEDRO

On Friday, both Anke and David Doehm were released on bail of $10,000 each after a hearing before Justice Denis Hanomansingh. They had been denied bail at the Magistrate Court level the previous week after being arraigned for Cruelty to a Child. The DPP’s Office objected to bail primarily on the grounds that the couple had no real ties to Belize and were real flight risks. Operating a business on the island at any point in the future seems unlikely, and the adoptive father of Faye Lin Cannon’s three siblings (not David Doehm) has applied for custody. Still, Justice Hanomansingh granted bail and ordered that they must hand over their travel documents to the US Embassy.

While there is outrage at the couple being granted bail, there are also queries of why they were not charged for murder. When Police reported to the apartment and found the lifeless body of Faye Lin, both David and Anke were there. Investigators have claimed that the child was murdered in that apartment, by persons there. So why no murder charge?

In an interview granted after the arraignment of the couple last week, DPP Cheryl Lyn Vidal explained that before taking anybody to Court, “we

have to have evidence to show that an offence has been committed and that is the person who committed the offence. Of course here it is obvious that an offence has been committed. She did not die of natural causes. According to the Forensic Examiner she died from compression to her chest that was significant enough to produce her death.

So providing that the offence has been committed is not the difficult part. The difficult part is saying beyond a reasonable doubt who caused the death, who committed the offence. And that is where we are now with this investigation, trying to gather the information that would enable us to say that a particular person or more than one particular person working together brought about the death of Faye Lin. But we need to have specific evidence in relation to any person that we take before the Court. We can’t say for instance that they were the adults there, they were in the home, it must be them so let us take them before the Court. That, as I’m sure you appreciate, is not how this works.”

David and Anke Doehm are said to have left the island for good and we are told they will be living in Belize City until their trial.

Senate Hearings Cancelled Thursday, 27 July 2017 This week’s Senate Hearings on Immigration were cancelled by the Senate Select Committee after they could not determine through consensus that the witnesses summoned should testify. These were the audit team members who went into the Immigration Department and pored over their records to find the mass irregularities which the Auditor General Dorothy Bradley detailed in her reports.

Those Audit team members, who were scheduled to testify on Wednesday, included Zelda Hill, Jennifer Myvett and Shane Reneau. They showed up as did the entire press but the Senate Select Committee held a pre-hearing meeting to discuss whether or they would hear them or not. The morning meetings are a feature of the Senate Inquiry, where the Committee members discuss the business of the day before actually taking sworn testimony. This discussion lasted longer than normal, and when the Senators emerged, it was decided that the Committee would not oblige the auditors to give testimony.

Senator Aldo Salazar, the Chairman of the Senate Select Committee explained that the dilemma facing his fellow senators is whether or not it is appropriate to question the audit team who help the Auditor General to

Salazar told the press, “We really don't have consensus that we should really interview those persons as opposed to the auditor general herself, who has that constitutional responsibility to answer questions… The analogy has been made similar to say me. I'm an attorney; I give a legal opinion and I stand by that opinion. I sign it but inevitably we cannot do everything on our own. I have staff that helped me with research and then you go around me and question my staff when I'm really the person who's responsible. I'm the professional, I'm the responsible person for that opinion… That is where we have that lack of consensus, so that is why we didn't go ahead today."

Chairman Salazar, who has publicly indicated that the hearings should have already ended, conceded to the press that he does not have a say in the matter. It is the majority of the Committee who decides, and readers must wait and see if they will push for all those UDP politicians, who were named in the report, to come and respond.

It will be interesting to hear Immigration Minister Godwin Hulse try to convince the Senate that it is no longer able to abuse the Immigration Department's systems to commit the wholesale hustling exposed by Audit Reports. Among other topics, he will go before them and talk about what they've done after Elvin Penner and Won Hong Kim, to tighten oversight at the Department.

Wednesday, July 26 2017 The Sugar Industry Zafra in the North ended on June 16, 2017. Twenty-three thousand tons less of sugar cane were milled compared to last year but 11,000 tons more sugar was produced. This is a clear indication that the quality of sugarcane delivered by the farmers exceeded last year’s quality.

The final price for this year’s crop, $60.55, is a slight increase compared to last year’s price. This however is far less than what Mexican cane farmers received for their sugar price. Mexican farmers received payment of 747.80 pesos per ton of sugarcane, which is equivalent to $99.70BZD. Reports are that Belize’s next door neighbours, Guatemalan cane farmers, also received payments far above the price paid to Belizean cane farmers. So, while it appears that Belize ranks among the best in sugar cane quality in the region, farmers are being paid the lowest price in an environment of regionally excessive high cost of production.

The cane farmers are extremely concerned about the further reduction of prices in sugarcane which will come into effect in October of this year when

production quotas are lifted from European Beet Producers. Analyst believe that prices may go down as much as by 25-30%.

However, the greatest shock to cane-farmers came by way of a media interview with CEO in the Ministry of Agriculture Jose Alpuche on Tuesday, 18th July 2017 at a stakeholders’ meeting. Alpuche stated that government is under pressure from IFI’s to end the fuel subsidy to cane-farmers, stating - “we really don’t have the resources to provide support for farmers and I must be very clear about that…government is coming under tremendous pressure by IFI’s to end the subsidies that they provide for sugar,” said CEO Alpuche.

However, on Tuesday, 25th July the Prime Minister rejected that statement by Alpuche, saying that his government is not under any pressure to end the fuel subsidy program to cane farmers and that maybe it was poor CEO Alpuche who was under pressure. Man Beats Friend to Death

Marlon Peters Monday, July 24, 2017 Marlon Peters, 38-year-old employee of the Ministry of Works, was brutally beaten by his friend and co-worker on the evening of Friday, July 14th, 2017.

According to sources close to the family, Peters and his co-worker Errol Smith left work at 2:00pm and were socializing together but later that evening something went wrong and shortly before 5:00pm, the men got into an altercation.

A neighbor told the Belize Times that he saw Smith beating Peters repeatedly in front of his (Smith’s) home on Maxi Street in Santa Elena Town. According to the eyewitness report, Peters did not respond, even when beaten to the point that he lost consciousness.

“First I heard cursing up, and the boy Smith was cursing Marlon and then as Marlon get out of the vehicle the bway start to punch him in his face and beat him up and when Marlon drop, the bway continue kick him in his head. He didn’t want to stop, it looks like, and he just continue beat him more and kick him up,” the neighbor told us.

Community Hospital then later transported to the KHMH where he was in a coma and on Saturday morning at around 3:30 am, Peters succumbed to the injuries.

San Ignacio Police had initially detained Smith but later released him. On Monday, Deputy Officer Commanding San Ignacio Police, ASP Daniel Iche confirmed to the media that Smith was initially detained then released because Police did not receive an official statement from Peters: Iche also informed the media that Smith handed himself over on Monday in the presence of his attorney. The post mortem examination was conducted on Monday and revealed that Peters died as a result of blunt force trauma to the head.

A close friend of Peters told us that he will be remembered as a very hardworking man: “He used to work at Ministry of Works and on Saturday, he and his wife and children I used to see them every Saturday dah market dih sell seaweed. Since the incident, Smith has been sharing his feelings of remorse on his social media page. On Saturday, when Peters passed, Smith posted “Dear Lord, forgive me please.” Smith also shared that it wasn’t his intention and he can’t eat, can’t sleep and can’t think since the incident occurred.

Iche told the media that the files have been sent to the Director of Public Prosecutions who will advise the police on how to proceed with the case.

Castro Dodging Uncle Sam?

Thursday, July 27, 2017 The relationship between the US and UDP Minister Edmond Castro appears very strained, to the point that both parties seem to be avoiding each other. At the end of May, the controversial Minister’s US tourist and diplomatic Visas were revoked. He subsequently gave a totally bogus, ridiculous story about him not wanting to go to the US so that government just decided to revoke his Visas months before they were to expire.

While nobody in their right senses believed that story from Castro, who has been in one form of trouble or the other since becoming a Minister, the Prime Minister backed him up. It was not until the last week that Foreign Minister Wilfred Elrington clarified – and he would know as foreign minister – that the US was sending a message to Castro. “Clearly it is a signal from them that they are not happy with something in relation to Mr. Castro,” Elrington explained to the media.

And it is quite clear that there is some serious problem where Castro and the US are concerned. On June 15th, two weeks after the announcement of the revocation of Visas, the US inaugurated a clinic in the community of Double Head Cabbage as part of their Beyond the Horizon 2017 Project. Minister Edmond Castro, Area Representative of that constituency, was conspicuously absent.

And then just a week ago the community of Maypen got a long

awaited bridge, thanks to the largesse and skill of US Southcom. Maypen is in Minister Castro’s constituency. He was there with his usual hangers on, but not one representative from the US was present despite the fact that they actually built the bridge.

It is not clear whether the strained relations with Castro will affect the Belize/US dynamic. Under the Barrow Administration Belize has become somewhat of a beggar nation, depending on the US for just about everything. Just this week the

Standing Strong with our Belizean Workers I believe that the top priorities of any Prime Minister and any Cabinet are to keep our people safe, grow the Belizean economy and help more hardworking Belizeans improve their standard of living.

Regrettably, that is not the current situation in Belize. Our economy is just beginning to show a little recovery in the last quarter after a punishing recession. Of course we have no confidence that this first quarter recovery will lead to increasing growth in the second and third quarters because the fundamentals of our economy remain vulnerable. Our agro productive sector is just trying to recover and we enter what is supposed to be another active hurricane season.

Private sector growth continues to be limited by the increasing prices in fuel and our tourist season peaked in April, so tourist arrivals will start to decrease and the flights will start to roll back. Already a number of Belizeans who work in the seasonal tourism industry have started to look for jobs in the other sectors of our economy. Other seasonal industries like the sugar-cane industry have also finished harvesting and have closed the season until the end of this year, leaving bread winners without jobs. Adding to the stress of it all is the fact that next month they will be faced with those costly back to school expenses.

Could we have done more to shore up the Belizean economy? I think so. All that PetroCaribe money that was spent on tacos cheer and the like could have gone to offer support to our ailing productive sector. It could also have been used to look for a way to attract new investments and new trading opportunities. Training courses to help build capacity in our labour force should also have happened, but didn’t. Today 49 percent of our labour force has only a standard six level of education or less. If we are going to build an economy that provides sustainable growth, we have to do more to get our workers better trained with skills that will allow them to find employment across the sectors of our economy.

I believe all of us in leadership need to be seeking ways to address this concern: how are we going to rebuild and expand our economy if our workers lack the skills for the kinds of jobs that a small economy like Belize needs? We know that our goal must be to have more home-grown investment, but while we get better at this we have to look to foreign direct investment and the area that has been the most attractive for us in recent years is the call center sector and other service type jobs. Of course to get a job in this sector our workers must possess a minimum high school education. We cannot cut almost half of our working population out of a chance to participate in the new economy. We have to help. We have to provide high school equivalency courses for all our workers who can learn on their own time or through the Internet. We have to look at the relevant skills training programs and offer them at night in our neighbourhood community centers and schools. We should have been able to pay for this with PetroCaribe funds or from the $600 million from oil, but we didn’t.

We should plan for a new and adoptable economy, one that will benefit our Belizean workers. The more we dally the more we lose the opportunities being provided to take advantage of available markets in Mexico, Central America and the Caribbean and we will keep leaving our people behind.

For the sake of those workers, their families, and their communities, I urge the government to look at ways to better train our labour force. You owe this to our Belizean workers.

It is the right thing to do and it is the only way there will be a fairer society and the only way we can get on with the business of building a Belize that works for everyone.

BCC, BTL, BWS & TRANSPARENT BPO WIN IN BDFA INTEROFFICE FOOTBALL Belize City, July 19-20, 2017 The Belize City Council, Belize Telemedia, Belize Water Services and Transparent BPO all enjoyed wins in the Belize District Football Association’s (BDFA) interoffice competition at the MCC Garden last Wednesday and Thursday night.

In Game 1 Wednesday, Tourist Village/ Transparent BPO drilled Deportivo Los Halcones: 2–0, with Anthony “Buck” Arnold scoring in the 23rd minute, and Wendell Esquiliano scored in the 30th minute.

In Game 2 Wednesday, BCC won 1-0 against Fiscal Attraction FC, with a goal by Mario Chimal in the 65th minute.

Belize City, July 23, 2017 Kulture Yabra continues to lead the national over-40 football tournament even though they only picked up 1 point from a nil-zip draw with winless Pickstock Lake at the muddy MCC Garden on Sunday.

Yabra’s Maurice “Magic” Francis and Rufino Lin tested the Pickstock defense with the help of midfielders Joseph Guy, Norman Bonnel, Rudolph McKoy and Steve Young. The Pickstock defenders Shadrick Baptist, Francis Dunn and Karl Wellington helped their goalie deny the Yabra attacks until the long whistle.

Down at the other end, Pickstock’s Jermaine “Bowfoot” Zuniga and Edward “Billywhite” Rubio were still in search of their first win, and midfielders Anthony Codd, Herman “Chicken” Gentle, Alrick Smith and Guermo Fuentes created the plays in a vain attempt to make it happen, but the strikers just could not find the back of the net. Team Belize Finishes 5th in U-20 Women’s Volleyball Championship Belize City, July 22, 2017 Team Belize Under-20 volleyball girls ranked 5th in the Central American Under-20 volleyball championships hosted by the Belize Volleyball Association at the St. Catherine Academy auditorium last week, after winning only 2 of their 6 games.

PUP Griga Slate is READY

Monday, July 24, 2017 Party members, supporters, family and friends converged on the Holy Ghost Primary School grounds in Dangriga for the first in a series of contested conventions to elect municipal slates that will represent the Party in the March 2018 Municipal Elections. A total of ten aspirants (eight councillors and two mayoral candidates) vied for the 7 available seats.

After approximately two months of intense campaign, the polls opened at 9:00am and voters from across the town participated in the democratic process of electing their PUP municipal representatives. The occasional episodes of showers slightly affected the morning turnout but as the weather cleared up around noon, a constant flow of voters began to move into the grounds. As the close of polls approached, the campaign became spirited as campaign workers and candidates began to jostle to get in their late voter arrivals.

The day’s event was smooth and peaceful and as the polls closed at a little after 4:00p.m., the suspense of the counting began and everyone waited anxiously for the results. The wait, however, was not long and within hour and a half Party Chairman Henry Usher was ready to make the announcement. With well over 600 voters participating, the election results are as follows: MAYOR 1.

MY PERSPECTIVE

A FINE EFFORT PART II I have called the book “The Life, Times and Legacy of Dr. Karl Stanislaus Heusner” by June Amelia Heusner a fine effort. I think she has done a great job in not only providing biographical details, but also she has placed his life squarely within the context of then British Honduras in the early twentieth century so that readers can get a very strong sense of the era in which the good doctor served his country and went about his many colourful endeavours.

Naturally, much time has been spent by Ms. June putting together the facts about the many women and children of Dr. Heusner. One which I have found quite interesting is that his daughter Blandina, his first “outside” child with Elizabeth Myvett of Sibun River, went on to become Sister Mary Aquinas when she joined the Oblate Sisters of Providence in the US State of Maryland. Although Sister Aquinas was quite fair complexioned, she was seen as non-white, and because she was not born in wedlock this became a problem which her father tried to correct by legitimizing her late in his life. The racism and class consciousness in the United States and Belize at that time are thus very much in evidence.

Of note too is that Dr. Heusner became a devout Roman Catholic. He never missed early morning Mass at Holy Redeemer Cathedral, and in his distinguished career he was appointed a member of the Central Board of Health, a Justice of the Peace, a member of the Belize Town Board, a member of the Legislative Council and a member of the Social Welfare Committee. He was also a staunch supporter of the fight against colonialism and of the nationalist movement led by Richardson, Goldson, Smith, Price and other young leaders. Also, after his first wife Katharin died in 1941, he married Iris Usher Haylock in 1943, staying true to his character of being a real family man. Upon his death in 1960, many dignitaries accompanied his hearse to the cemetery, including Dr. Perez-Schofield, Dr. McCleary, Dr. Awe, Dr. Reneau, George Price and Alfred Betson. Strangely, although Dr. Heusner acknowledged all of his many children, many were excluded from his Will. Only his

wife Iris, and children Charles, Stephen, James, Daphne, and Thelma were included therein, relates Ms. June.

Most importantly, the text covers the major events of the first half of the twentieth century: World War I, the Ex-Servicemen's Riot of 1919, the Spanish Flu pandemic, the Great Depression, the devastating 1931 Hurricane, World War II, the Labour and Unemployed Association of Antonio Soberanis and Devaluation of the BH dollar. I am particularly impressed with the painstaking research that Ms. June has presented regarding health conditions in the colony.

There were many fires, hurricanes, and pestilences and conditions throughout this time were terrible, so that the population grew quite slowly. Over many years there were almost as many deaths as there were births. Malaria, Dengue, Cholera, Whooping Cough, Tuberculosis, Diphtheria, Sexually Transmitted Diseases, Polio, Beef Worm infestation and other ailments took a tremendous toll for a long time.

What stood out clearly to me was that the British colonial masters were parsimonious at best and downright stingy and callous at worst in providing for the health needs of Belizeans in those days.

Housing conditions were sub-human for the vast majority and water had to be barged into town in dry season, while the masters and mistresses enjoyed the southeast sea breezes along the foreshore. Ms. June ensured that she documented the population, births, deaths, and health budgets for each year from 1900 right up to 1960, and it tells quite a tale. I wish I could go into this more deeply, but alas, I will have to encourage all those interested in Belizean history to make sure they read Ms. June's book. For example, not until the year I was born did the health budget of colonial British Honduras exceed half a million dollars. I am sure I have not done justice to Ms. June's fine effort in this text about her grandfather and his times, but I take this opportunity to commend her and all those who assisted her in her endeavour. Needless to say I highly recommend “The Life, Times and Legacy of Dr. Karl Stanislaus Heusner.” Essential Reading.

Forging Partnerships. Impacting Lives

Just a Whole Bunch of Stuff...

As I sit here writing this, my head is even more screwed up than normal. I figure it’s a combination of too much input and too much efficiency required from a processor that’s old and worn and can’t keep up anymore. But it is what it is. And I have to do what I have to do. End of story. Well, no, actually the beginning of this week’s edition of my long, rambling tale.

Did I mention that I really don’t like Dean Barrow? I didn’t? Okay I’ll get to that in due course.

It has been my great regret to have had need to visit the KHMH on multiple occasions recently. No, this isn’t a rant about Pablo Marin, electrician turned Minister of Health who is currently on his honeymoon after marrying the daughter of his colleague, Minister Erwin Contreras. I wish them all well. Actually I don’t, but that’s neither here nor there. While I have heard the horror stories coming out of the KHMH, and have covered my share of them while in a past incarnation as a reporter, I have nothing but good things to say about those who I have encountered in this sadly deteriorating hospital.

Just today I stood in the corridor and every single orderly that passed bid me and my family a good morning – and not a grudging good morning but a pleasant greeting. Seriously I was frigging flabbergasted – in a good way. It makes a big difference. In similar fashion, every doctor I have encountered, every radiologist, every nurse, has been pleasant and efficient. My family has had need of different services at different times, including the Emergency Room, and we have been treated with courtesy and kindness.

There is a Dr. Pakeman there (certainly no relation to my friend Dorian because she seems so nice) who will not remember me, but I remember her because of her genuine manner and smiling efficiency. I guess this is my roundabout way of saying thank you to those persons at the KHMH who go above and beyond to care for those who may not want…but certainly need their care.

With that said – for the love of God could the Minister of Health please, please get his pampered ass off the heat-

ed seats of his fancy SUV and pay some attention to the KHMH which is – and he may not know this – the nation’s largest referral hospital. This facility needs some care and attention – stat. There is certainly a need for aesthetics because, my lerd…but more than that there is obviously a critical need for more space, more beds, more equipment, more staff. You get my point.

The truth is that very few can afford to jump on a jet plane and seek medical attention in the US or Europe every time they have a cough or a fever. Dean Oliver and Kim can. UDP Ministers certainly can. Well, except those whose Visas have been revoked because they were just too damned greedy and worthless and stupid. But that’s another story for another time. As I was saying, only a very few can travel abroad for medical attention. Only a few can visit private institutions for medical care. I’m not knocking any of those facilities. But they’re just damned expensive. And not even an aspirin gets opened without the glimpse of a credit card. Again, not knocking them…that’s their policy and it is what it is.

I guess my point is, if I can collect these damned runaway strands of emotion and angst – is that none of us wants to need medical care. We don’t choose to sit in public hospitals for hours and hours waiting for attention. We don’t get off on being told there are no beds available this week so we have to try again next week. We don’t love the myriad messes and hassles involved in seeking medical care from our public facilities.

For us, we have no other choice. It is all we have, in many cases the difference between life and death. So when we hear that there is a real scarcity of critical medication like Metformin used to treat Type 2 diabetes, and we know it to be true month after month, and we can’t even get the Ministry of Health to acknowledge much less address the situation, we get pissed. We are human.

I’m just sick of this uncaring bunch we’ve saddled ourselves with. It’s like they don’t care if people live or die. They don’t care if people eat or starve. They don’t care about us at all. They just don’t care. Every single UDP Minister has bettered himself during his term in office, and I mean it in a very derogatory way in case you were wondering. None of them understands what it feels like to be poor and hungry and desperate and out of options and devoid of hope.

Not one of them.

Something’s gotta give. Something’s gotta change.

WOMEN CAN MAKE THE DIFFERENCE The City and Town Council elections will be held on Wednesday, March 7th 2018 – one day before International Women’s Day. How different will the landscape of municipal decision-making be?

Currently, in the House of Representatives, there are two women (Minister/Area Representative Beverly Williams and Minister/Area Representative Tracy Panton); however, none of these women since being elected has ever advocated for legislative changes in the House that would advance women’s living environment in Belize. Women can bring a difference in leadership; therefore, when women are elected to office and do nothing to improve the living environment for women it is a betrayal to more than just the constituency of that woman area representative. It is gross neglect of the rights and needs of the majority of the population. No female, regardless of political affiliation, should be satisfied with this.

This UDP government with 9 years in office has done nothing to enhance the quality of life for women and young girls. In contrast, the PUP has been the party in Belize that has made legislative changes towards the attainment of gender equality. It has been the party that started the engagement of women in leadership positions at the national level. With the municipal elections, the party can start rebuilding its women platform.

The Corozal municipal slate has 1 woman out of its 6 councilors.

The Dangriga municipal slate has 4 women out of its 6 councilors. Orange Walk has 1 female councilor.

Belmopan has the President of the United Women’s Group competing to be the first female Mayor of Belmopan - this would be a phenomenal change. The Minister of National Defence and the area representative for Belmopan is an embarrassment to Belize and to Belmopan. He continues to influence the current Mayor of Belmopan who has done nothing for the women of Belmopan and the wider Belmopan constituency.

Administration of any municipality (town or city) is more than cement streets and roundabouts provided by

the national government. If we are to be honest with ourselves and take political blinders off, none of these loads of cement have minimized poverty and unemployment levels, stigma and discrimination or improved access to health care to name a few.

Administration of any municipality requires responsible management.

It involves ensuring access to education. It means better access to health care. It means constructive and positive extra curricular activities for our youth year-round. It means value for money for taxes paid. It means accountability and transparency woefully lacking in Belize City and Belmopan and in the government. It means meaningful consultation with the communities.

By no means is the rate of participation of women in these upcoming elections acceptable but it is a start to build on. It is not an easy decision for any woman to get actively engaged in electoral politics.

Notwithstanding a few exception of notable women participation, the political world in Belize has mostly been a man’s world. This male dominated political system has resulted in shouting matches, rude behavior and irrelevant rhetoric that turns off women. Any review of past House meetings confirms this circus type environment. Oftentimes, the male dominated conversations are derogatory and discriminatory to women. Additionally, campaign financing does not come easy for women or is far less accessible than it is for men.

When women engage in politics, it is because they are juggling family (home/household), work, other responsibilities and their politics. The decision to run is never one taken lightly by women.

Political parties have to do more if they are serious about engaging more women in governance and electoral politics. “The Old Boys Club” needs to disband and a bold change in electoral politics has to be made if more women are to be attracted to the national seats in the House.

This municipal election cycle, let’s be the change we want to see.

Port Loyola Gawn Blue By: Gilroy Usher Sr. I entered politics in the Port Loyola division because I could not sit by and watch the suffering of the people as a result of the arrogant, incompetent, victimizing and corrupt UDP Area Representative.

I entered politics because I believe the cry of the people of the Port Loyola Division for land, proper housing, better education, jobs, sporting events and equal treatment before the law is a just cause.

I believed, when I entered politics, that those were all achievable objectives, and ten years later my commitment to work to achieve those things for the people of this area is unshakeable.

The battle to free the residents of the Port Loyola Division from the clutches of the UDP Area Representative, who has proven himself to be a scamp more than anything, has been a long and difficult one but it has been marked with steady progress.

With the support of the people of Port Loyola, in 2012 I reduced the UDP victory in the division to 800 votes. Three years later, although my UDP opponent outspent me at least ten to one with PetroCaribe money, he won the 2015 general election by the skin of his teeth with a mere 73 votes. Because of the steady support I have been gaining in the Port Loyola Division by hard work for the people, I believe I forced the greedy and corrupt Boots to announce his retirement from electoral politics.

I will defeat whoever the UDP chooses to send next. We will cover them in a sea of blue. And when we win the next general election, we will use the words of Martin Luther King, Jr. in saying, “Free at last, free at last…Thank God almighty we are free at last.”

LAND When you send me to Belmopan I will keep my promise to make 1,000 house lots available for the people of the Port Loyola Division. If the Ministers can pay out $70M in corrupt land compensation schemes for themselves, their relatives and their political cronies, why can’t they use a couple million dollars of our own money to purchase

land between Belize City and Mile 23 on the highways to make lots available for the people?

Belize belongs to us the people, not just the ministers and their hangers on. If the Ministers can use government resources to own dozens of lots and thousands of acres of land, we must can get land to build our homes or farms.

HOUSING The state of the housing situation in Port Loyola and other parts of the country especially in Belize City shows how unconcerned this crowd in Belmopan is about the welfare of ordinary Belizeans. Although hundreds of poor families are living in very deplorable housing across the country, this government squandered more than $400 million from PetroCaribe without building a single durable house for the poor people of this nation. Instead of using the PetroCaribe money to build proper 2 and 3 bedroom low income houses for the people, this government is giving people shells for homes. They are giving us very weak plycem houses without ceilings, wiring or bathroom facilities, as if we don’t know about anything good while Boots and other crooked Ministers have used government resources to build dozens of large concrete houses for themselves.

The next PUP government will show this crowd in Belmopan how to build proper houses for the people. We will use the people’s money to build proper 2 and 3 bedroom concrete low income houses for you the Belizean people. With the PUP in Belmopan our people will no longer get all wet with the least rain in tiny, weak, and leaking plycem houses.

We in the PUP will also continue the Boost and the Pantry Program, but we will ensure that the families who need assistance the most are the ones who get it. Currently, these programs are politically tainted, so a lot of those who really need the help are not getting it either because they did not vote for the UDP during the last general election, or they will not vote for the UDP whenever elections are called. We will take the politics out of these programs, because we are about helping all our people who need help, and preserving the dignity of all our Belizeans.

THE STRUGGLE AGAINST UDP CORRUPTION By: Omar Silva As a Belizean I voice my concerns over the future of what is present day Belize considering the risky manipulation of the rule of law by the current political party in government.

While reaffirming my full support for the battle being waged presently by the Opposition People’s United Party, seen in its presence in the Senate Special Select Committee selectively unmasking persons at the ministerial level who are tangled in corrupt practices at the Immigration department, this is an obvious indication that corruption exist in just about all levels of this government, an outline of the painful reality of the current national situation.

The vigorous support seen more each day by Belizeans in the struggle against State sponsored corruption is a sustained effort which allows us to know that from the outside we have the image of a country that is struggling in a fight to get rid of mafias and cartels’ influence entrenched in the government. Other sectors, far from supporting these efforts, invest time and resources to fuel that battle, something that also heightens the concerns for those who see the need to correct this course.

As a person who has been in the media for over two decades like other journalists, we see clearly the fragility of the Belizean democracy and how fast it has been waning. I stressed the importance of maintaining the rule of law because I consider it currently an exception and not the rule, where the majority of the population has been marginalized from true justice over the last decade.

My portrayal of Belize under this UDP government is complemented by the numerous scandals that started as far back as 2008 when they rose to power. It is a testament that the United Democratic Party and their benefactors have successfully avoided justice in their open trafficking of

influence, manipulating the Police, possibly threatening prosecutors in their endeavours and manipulating the justice system, holding the contracts of judges to ransom - all to further their illicit enrichment.

The profile of this sad portrait is integrated with the proliferation of many other illicit ones, such as drug trafficking, gangs, smuggling and organized crime, which now stand as serious threats to our civil institutions and to those who lead efforts to gain ground in criminality.

However, the main concern of the Belizean people before these expressions of crime, is that there are still courageous Belizeans who are standing tall behind the People’s United Party to face this challenge against this tyrannical and dangerous UDP government. They have become the targets of attack and threat by government cronies - which gives true meaning to the reason why many who have been threatened have had to choose between life and death which they consider a true fence for the rule of law.

That, roughly, is the portrait that emerges from my summation and observation of this UDP governance since 2008 to present day Belize, although my views, far from being supported and shared by many, will be received with indifference and challenged by those in government circles.

This may be viewed as a collection of unfortunate words that reflect the deep lack of awareness or regard by Prime Minister Dean Barrow, not to know that mounting issues of corruption are sinking the nation deeper into misery and poverty and each day it is a step in that lamentable direction that would worsen the capability of his Government, because of the current juncture where we find ourselves.

The only thing that this situation demands from all Belizeans, is the determined support for efforts to eradicate corruption, whose tentacles, so far as can be seen within this government, remain intact.

Dos pandilleros más, según la FGR, también murieron al enfrentar a policías en el suroriental departamento de Usulután, uno en una isla de la ciudad costera de Jiquilisco y el otro en un área rural de

La Fiscalía no precisó sobre las circunstancias del hecho o si tiene relación con el accionar de las pandillas, señaladas de asesinar a policías, soldados y familiares de estos en represalia por las políticas de seguridad.

Con la muerte de Sánchez aumenta a 11 los agentes policiales asesinados en lo que va de 2017.

El viernes el director de la Policía, Howard Cotto, informó de que sumaban 10 los agentes asesinados en lo que va de año.

De acuerdo a las cifras oficiales, en el 2016 los policías asesinados en El Salvador fueron 47.

Según cifras oficiales a las que tuvo acceso, el 63.7 % de los 303 asesinatos de miembros de las fuerzas de seguridad que El Salvador registró entre el 2011 y el 2016 fueron perpetrados por las pandillas.

El Salvador es asediado por las pandillas Mara Salvatrucha (MS13) , Barrio 18 y otras minoritarias, que poseen más de 600 células en todo el país, y a las cuales el Gobierno atribuye la mayoría de los crímenes.

Preocupan métodos para transportar a inmigrantes en localidades de Estados Unidos.

Prensa Libre: 24 de Julio 2017 Funcionarios federales informaron este lunes que una décima persona murió después de haber sido encontrada en un remolque sofocante en Texas, en un fallido caso de contrabando de inmigrantes.

En un comunicado, los fiscales precisaron que la persona murió en un hospital. Casi 20 personas más que viajaban en el remolque fueron llevadas a hospitales en malas condiciones físicas —muchas de ellas con deshidratación extrema y síntomas de insolación— después de que fueron encontradas en el camión frente a una tienda Walmart de San Antonio el domingo tempra-

El conductor del camión de carga, mientras tanto, compareció este lunes en un tribunal en Texas. Los fiscales federales dijeron que James Mathew Bradley Jr., de 60 años, de Clearwater, Florida, será acusado formalmente el lunes más tarde.

Piden mantener TPS para haitianos y centroamericanos Defensores de los derechos de los inmigrantes en Los Ángeles hicieron un llamado a legisladores y al Gobierno de Donald Trump para que se mantenga el Estatuto de Protección Temporal (TPS) que protege a miles de inmigrantes, entre ellos más de 300 mil centroamericanos.

La manifestación de hoy hace parte de una estrategia nacional para dar a conocer a la administración Trump, el Congreso y la misma comunidad el aporte de los beneficiarios del TPS, que por años han pasado la rigurosa inspección de las autoridades federales.

Richard Durbin Jr., fiscal federal de la Corte del Distrito Oeste en Texas, afirmó que la muerte de los inmigrantes fue un “crimen cometido por personas despiadadas, indiferentes al bienestar de

la frágil carga que transportaban” .

Dos de los fallecidos tenían unos 15 años y el resto de los ocupantes del camión, entre 20 y 30 años, según la policía.

La causa exacta de las muertes será determinada por la Oficina del Médico Forense del condado Bexar.

Medios locales de San Antonio indicaron que las cámaras de seguridad del estacionamiento grabaron a varios vehículos que se acercaron al camión y se llevaron a personas, lo que apunta a que hubo más personas que hicieron el viaje dentro del vehículo.

Según datos proporcionados por el Departamento de Seguridad Nacional de Estados Unidos, en el 2016 hubo un total de 2 mil 110 investigaciones relacionadas con el tráfico de personas que conllevaron a la presentación de 1 mil 522 acusaciones penales.

La misma fuente señaló que se efectuaron 2.734 arrestos y más de 3.000 detenciones administrativas relacionadas con casos de trata de personas en el año fiscal 2016.

Recientemente la Patrulla Fronteriza en la zona de Laredo (Texas)

anunció un incremento en los intentos por infiltrar inmigrantes indocumentados al país provenientes de México en camiones de carga, como el caso de 44 personas de México y Guatemala que fueron detenidas el pasado 19 de junio.

Caso similar El 11 del mes en curso, un grupo de 12 migrantes indocumentados, entre ellos varios guatemaltecos, fue rescatado de un camión en Houston, Texas, en el cual fueron abandonados por traficantes de personas.

Según autoridades, los inmigrantes de origen mexicano, salvadoreño y guatemalteco, tenían unas 12 horas de estar encerrados en la parte de atrás del automotor, dentro del cual la temperatura era muy alta y corrían peligro de morir.

Rubén Pérez, Fiscal del condado de Harris, dijo a Univisión que agentes policiales fueron alertados de que personas pedían auxilio desde el interior del automotor.

Encuentran a 10 los inmigrantes muertos en Texas, en un camion Cont’do de pagina 18 señaló que no tenía aire acondicionado en funcionamiento.

Se trata de la más reciente tragedia en un caso de contrabando de inmigrantes. En uno de los peores casos registrados en Estados Unidos, 19 inmigrantes que iban encerrados murieron en 2003 cerca de Victoria, Texas.

De acuerdo a las entrevistas efectuadas a los sobrevivientes la tragedia ocurrida este fin de semana, pudo haber más de cien personas apiñadas en la unidad de carga durante la travesía, dijo el director interino del ICE, Thomas Homan.

Treinta y nueve personas se encontraban en el interior cuando llegaron los socorristas y se cree que el resto escapó o pidió a otros vehículos que los llevara hasta su próximo destino, dijeron las autoridades.

Algunos de los sobrevivientes dijeron a las autoridades que procedían de México y al parecer cuatro tenían entre 10 y 17 años, señaló Homan. Los investigadores no facilitaron detalles del lugar donde el camión comenzó su travesía o a dónde se dirigía.

Homan consideró improbable que la unidad fuera utilizada para llevar a los inmigrantes desde México. Afirmó que personas latinoamericanas que hacen tratos con redes de contrabandistas por lo general cruzan la frontera a pie y después los recoge algún conductor.

“Aun cuando el conductor está detenido, les puedo garantizar que hay muchas más personas a las que buscaremos para llevarlas a tribunales”, apuntó.

El Departamento de Seguridad Nacional asumió las investigaciones del caso. El titular de la agencia, John Kelly, dijo que el incidente muestra la brutalidad de las organizaciones traficantes de personas que “no tienen ningún respeto por la vida humana y a las que solo les interesan sus ganancias”.

El camión tenía matrícula de Iowa y estaba registrado con la compañía Pyle Transportation Inc., de Schaller, Iowa.

San Antonio se ubica a unos 240 kilómetros por tierra desde la frontera con México.

La temperatura en San Antonio alcanzó el sábado 38 grados centígrados (101 F) y no bajó de los 32 (90 F) hasta después de las 10 de la noche. El remolque no tenía funcionando su sistema de aire acondicionado, señaló Hood.

La tragedia salió a la luz después de que una persona del camión se acercó a un empleado de Walmart en el estacionamiento y le pidió agua el sábado por la noche o el domingo de madrugada, dijo McManus.

El empleado dio agua a la persona y llamó a la Policía, que encontró a los fallecidos y las personas desesperadas dentro del remolque.

Algunas de esas personas corrieron hacia los árboles, lo que provocó su búsqueda, señaló McManus.

Los investigadores revisaron las imágenes de las cámaras de vigilancia de la tienda y vieron la llegada de vehículos que recogían a personas del camión, según la Policía.

Walmart dijo el domingo en un comunicado que hacía lo que estaba a su alcance para colaborar con los investigadores.

El domingo en la noche, unas cien personas se reunieron en una iglesia en San Antonio para participar en una vigilia por los fallecidos.
