The planBelize government of Belize is putting its allout effort where it matters most—in our children, Belize’s future. Everything that is being done with the Blue Bond, MSME’s, Internationally, Climate Change, Multisectoral approach to Crime fighting, Infrastructure, Agricultural reform, Tourism advancements is all for nought if our population is not educated nor equipped with the most cutting edge methods, processes and skills. The Ministry led by Minister Francis Fonseca and his team at the Ministry of Education, Culture, Science, and Technology have been at the drawing board for many months now. The goal which is a dynamic one uses the research that is out there screaming at us to shift the educational system to one that prepares our children to enter the workforce. Parents know fully well that their children are overloaded, have inadequate homework and have to battle to keep up grades that often do not show what the child really knows.

In Minister’s Fonseca speech he highlighted this: “The world changes at a rapid pace and so what we teach and learn and how we teach and learn must constantly evolve. This reality calls for building adaptability, innovation and resilience. Therefore, curriculum, instruction and assessment must go beyond rote memory and general knowledge; they must be designed to promote deep learning, to focus on what students are able to do with the knowledge that they acquire and the extent to which they are able to think critically and to solve problems in a healthy, productive and sustainable manner. Furthermore, curriculum, instruction and assessment must be aligned to each other, they must integrate technology to increase impact, and they must be relevant to the needs of students and to national development.” The MoECST has been working at this gargantuan task at the same time as the Education Upliftment Project: where four government schools in Southside Belize City. Excelsior, Gwen Lizarraga, Maud Williams and Sadie Vernon will be among the first high schools to benefit from this pilot program, aiding students with free tuition and fees, essential educational resources and improved infrastructure, among others. Also, in an effort to enhance the quality of educational services across Belize, the Government of Belize and Digi have collab-

orated to launch Connect-ED - a Digi WiFi expansion project. The project will provide broadband internet service, including all necessary technical support, maintenance and monitoring, to 197 schools including rural communities. Eliminating the Digital Divide, Expanding & Enhancing Education! Additionally, the Ministry is moving ahead with the Healthy Start program which will see Feeding programs all across Belize. This is a needed initiative as students need to have nutrition to learn. At this point, the socio economic situation of Belize needs this. Our children need to learn now. In the Ministry of Education, Culture, Science and Technology under Minister Fonseca, Belize is showing planBelize progress by the minute and the National Curriculum is probably the biggest not even two years into this administration. Some important information: The unit plans and assessments will be accessible to principals, teachers, parents and students through the Ministry of Education’s National School Portal at www.501academy.edu.bz. The 2022-23 school year will serve as a transition pilot year for all preschools and primary schools as well as those secondary schools that decide to participate. By 2023-24 all schools from preschool to secondary should be following the new national curriculum framework.

Shrimp Industry: Positive Outlook Follows Lobster Stock Assessment July 27, 2022 - The Belize Aquaculture Limited and Vitali Alimentos, a Guatemalan animal feed company, has signed an agreement to grow quality shrimp post-larvae (PLs) stock to supply Belize’s shrimp industry. This follows recent improvements within the industry attributed to the infusion of technology and revised sanitation protocols for ponds, which have resulted in greatly improved productivity, reduced mortality and improved confidence, turning a new page for the once battered industry. Vitali Alimentos produces shrimp feed under the brand name ARECA and is now venturing into the shrimp industry in Belize by providing genetically superior, disease-free shrimp stock through an agreement with Belize Aquaculture Limited. These PLs are the same stock grown by CP Thailand’s shrimp company, which grow at faster rates than those currently found in Belize. This will guarantee a shrimp variety that will provide larger and better harvests and stock, ensuring the viability of the shrimp industry as it is in its present state of regeneration. In 2014, the shrimp industry was affected by Early Mortality Syndrome and has suffered since, with earnings plummeting from a high of BZ$90 million to BZ$10 million in 2016. However, with better pond technologies and advanced care protocols currently in place, as well as the attention of the Ministry of Agriculture, Food Security and Enterprise through steps such as leveraging market access to Mexico, the shrimp industry is looking to much positivity with Plan Belize in action. Just recently there was action in the Lobster industry. As per the release: “the Belize Fisheries Department held a National Spiny Lobster Stock Assessment Workshop from June 20–24, 2022 in Belize City in partnership with Environmental Defense Fund and with expert support from Cuba’s Centro de Investigaciones Pesqueras (CIP)/ Center for Fisheries Research). The workshop convened scientists, fishery managers, and other stakeholders to conduct a scientific assessment of the spiny lobster population in Belize to inform the sustainable management of the lobster fishery. The workshop benefited from expert technical support from Ms. Ofelia Morales Fadragas, a lobster expert from CIP; Dr. Kendra Karr, Senior Scientist from Environmental Defense Fund and input from representatives of the Belize Fisheries Department, Environmental Defense Fund, Toledo Institute for Development and Environment, Belize Audubon Society, Turneffe Atoll Sustainability Association, Wildlife Conservation Society, and The Nature Conservancy. During the workshop, participants analyzed the status of the lobster fishery based on fishery-dependent data collected over more than a decade, using scientific performance indicators and reference points defined as part of Belize’s adaptive management framework. The workshop also provided an opportunity for Ms. Morales Fadragas and fishery managers and scientists in Belize to exchange experiences and tools to improve spiny lobster management in the region, and to continue to promote ties between Cuba and Belize around marine conservation, fisheries management, and other priority areas for both countries. The exercise culminated in a cere-
mony held on Friday, June 24 at Best Western Plus Belize Biltmore Plaza in which Ms. Morales Fadragas presented the key findings of the lobster assessment. Remarks were provided by Ms. Kennedy Carrillo, CEO of the Ministry of Blue Economy and Civil Aviation; Mr. Rigoberto Quintana, Acting Fisheries Administrator; and Her Excellency Maria Caridad Balaguer Labrada, Ambassador of the Republic of Cuba to Belize. Belize Fisheries Department and the Ministry of Blue Economy and Civil Aviation would like to express its gratitude to Ms. Morales Fadragas, CIP, the Republic of Cuba, Environmental Defense Fund, and the workshop participants for supporting a robust assessment of the lobster population in Belize.” Seafood is making strides as also Taiwan has shown and making moves in interest of Belizean harvested seafood. “The Embassy is pleased to coordinate trade meetings between YEN & Brothers Enterprise CO., LTD., one of the biggest #seafood importers in #Taiwan, and Belizean major seafood exporters from May 25 to May 27. Ms Dana Tseng, Representative from YEN & Brothers, visited Independence Village of South #Belize, to discuss future cooperation with Belizean white #shrimp growers. In addition, she also met with representatives from “Northern Fishermen Co-operative Society Ltd.” in Belize City and “Fein Catch Ltd.” in La Democracia Village, to exchange their viewpoints about lobster trade between Taiwan and Belize. The Embassy will continue to bridge Taiwanese and Belizean companies to interact and communicate, and hence promote the economic ties between our two countries. We look forward to seeing more and more tasty Belizean seafood to be exported to Taiwanese customers. PlanBelize is an all-encompassing policy that seeks to benefit all. This means that the shrimp and lobster industries are an integral part of the drive to grow the economy as Belize grows out of poverty and into a country that works for everyone.

THE UDP KARENS
W
e had spoken about hindsight before. This week, allow us to touch on the blind side that seems prevalent on the opposite side of the House. This appears to exacerbate the persistent case of selective amnesia and nauseating whining that has now become chronic and acute. It seems that every good project that is being implemented by the People’s United Party government somehow is the brainchild of the United Democratic Party. Twenty months after they were unceremoniously ousted from power, and then twice more since then, it seems that all the beautiful projects that are now finally coming to fruition are the product of their hard work. Conversely, it appears that all the debt, mismanagement and general chaos have absolutely nothing to do with them. This is clearly on their blind side. There is an old Belizean Creole saying that says that they, “shud a mih, cud a mih, woulda mih…” The fact is that for thirteen long years they never did. There are facts and they do not let us lie. The records show that 1.5 Billion dollars were almost lost as a result of poor implementation by the previous UDP government. Resilient Rural Belize 40 Million, 60 Million in CABEI funding, and 60 Million more were left stagnant and that was earmarked for building schools. There was gross mismanagement, and lack of implementation and several loans and grants were on the verge of being cancelled because of sheer and obvious incompetence. The Petro Caribe funds were an all-out party and those funds they used freely to finance the pibil tacos, the bbq, the beers and parties. These monies were not used to the best advantage of the people of Belize. The monies lost are equivalent to the fiscal budget of an entire year for Belize. These monies could have aided us in the rebounding of our economy, the infrastructure projects alone are worth hundreds of millions and would have kept many of our most vulnerable people gainfully employed. Their focus was on borrowing and giving handouts thinking that easy money would have kept them in power for a fourth consecutive term. The UDP borrowed 1 million a day to keep us afloat and forgot that they had money to spend to keep Belizeans gainfully employed. These decisions cost the public officers ten per cent of their pay for close to a year and their increments are still on hold. If these Karens want to claim the projects being done now as their own twenty months after they left office, they need to also take responsibility for the mess they left behind. The idea is ludicrous, especially coming from a party with a track record of complete incompetence and fiscal mismanagement. They cannot even be given the gold star for full attendance or for good behaviour at the House. It is really disappointing to witness that this is the best the UDP can come up with. No one is convinced that the economic problems we are facing have nothing to do with them, Belize was in bad shape prior to the pandemic. Covid, in fact, just accelerated the inevitable, and the PUP stepped in just in time. They have done stellar work, with tangible results in every sector of the economy and it just keeps getting better. The Karens of the UDP need to recognize their mistakes, accept their faults and take note of how it's really done. Have a safe and blessed Emancipation Day.

a habíamos hablado de la retrospectiva. Esta semana, permítannos tocar el lado ciego que parece prevalecer en el lado opuesto de la Cámara. Esto parece exacerbar el persistente caso de amnesia selectiva y quejumbrosidad nauseabunda que ahora se ha vuelto crónica y aguda. Parece que todos los buenos proyectos que está llevando a cabo el gobierno del Partido Unido del Pueblo son, de alguna manera, obra del Partido Unido Democrático. Veinte meses después de que fueran expulsados del poder sin ceremonias, y luego dos veces más desde entonces, parece que todos los hermosos proyectos que ahora por fin se hacen realidad son producto de su duro trabajo. Por el contrario, parece que toda la deuda, la mala gestión y el caos general no tienen absolutamente nada que ver con ellos. Esto está claramente en su lado ciego. Hay un viejo dicho criollo beliceño que dice que ellos, "shud a mih, cud a mih, woulda mih..." El hecho es que durante trece largos años nunca lo hicieron. Hay hechos y no nos dejan mentir. Los registros muestran que casi se perdieron 1.500 millones de dólares como resultado de la mala implementación del anterior gobierno del UDP. En Belice Rural Resiliente se perdieron 40 millones, 60 millones en fondos del BCIE y otros 60 millones más, que estaban destinados a la construcción de escuelas. Hubo una gran mala gestión y falta de ejecución, y varios préstamos y subvenciones estuvieron a punto de ser cancelados por pura y evidente incompetencia. Los fondos de Petro Caribe fueron una fiesta total y esos fondos se usaron libremente para financiar los tacos pibil, las barbacoas, las cervezas y las fiestas. Estos dineros no se utilizaron en beneficio del pueblo de Belice. El dinero perdido equivale al presupuesto fiscal de todo un año para Belice. Estos dineros podrían habernos ayudado en la recuperación de nuestra economía, sólo los proyectos de infraestructura valen cientos de millones y habrían mantenido a muchas de nuestras personas más vulnerables con un empleo remunerado. Se concentraron en pedir préstamos y dar limosnas pensando que el dinero fácil los mantendría en el poder por un cuarto mandato consecutivo. El UDP pidió prestado 1 millón al día para mantenernos a flote y se olvidó de que tenía dinero que gastar para mantener a los beliceños con un empleo remunerado. Estas decisiones costaron a los funcionarios públicos el diez por ciento de su sueldo durante casi un año y sus incrementos siguen en suspenso. Si estos Karens quieren reclamar los proyectos que se están haciendo ahora como suyos veinte meses después de haber dejado el cargo, tienen que asumir también la responsabilidad por el desorden que dejaron. La idea es ridícula, especialmente viniendo de un partido con un historial de total incompetencia y mala gestión fiscal. Ni siquiera se les puede dar la estrella de oro por la asistencia completa o por el buen comportamiento en la Cámara. Es realmente decepcionante presenciar que esto es lo mejor que se le ocurre al UDP. Nadie está convencido de que los problemas económicos a los que nos enfrentamos no tengan nada que ver con ellos, Belice estaba en mal estado antes de la pandemia. De hecho, Covid sólo aceleró lo inevitable, y el PUP intervino justo a tiempo. Han realizado un trabajo estelar, con resultados tangibles en todos los sectores de la economía, y la situación sigue mejorando. Las Karens del UDP tienen que reconocer sus errores, aceptar sus faltas y tomar nota de cómo se hace realmente. Que tengan un seguro y bendito Día de la Emancipación.

Silent on Montero and his supposed plight back to Belize but expelling a staunch UDP supporter for pointing out gaping flaws; this is one of the new modus operandi of the remnants of the infamously incompetent and corrupt party. It is weird how Shyne and the carcass for change wish to remain relevant but at the same
time they do everything NOT to appeal to the masses. It may be true that Shyne is only motivated by a 20 seconds of fame at entertaining Blacks on US TV. People in Mesopotamia do not move Shyne. I wonder if he can spell the name of his constituency. Has anyone manage to Google down any records of Doctor Shyneless graduating from any real
educational institution with real grades? What we can find plenty about is about Nathania and the last day of the last Millennium just outside a night club. We can also find Shyne being slapped by a man and Shyne involved in GBV against his wife who retraction statement does not delete the records off the web. Today, there is a stark difference between the transparent planBelize government and a fear-mongering and lying group who are NOT being an Oppo-
sition that can help Belize move forward. They have no alternatives as even slim-win Tracy can be seen heckling her heart out desperate to be leader at the House. Thanks God the PUP of the day can provide its own check and balance like the most recent Social Security Board investment that drew the ire of the planBelize Cabinet. The PUP will make sure that the people’s money works for the people. The UDP hire Imer to overcharge for infrastructure so that he can contribute to the UDPs campaign needs.

Cabinet was briefed by the Ministry of Finance and the Ministry of Health and Wellness on the very serious public concerns raised in respect of the proposed Social Security Board (SSB) loan to Pharmacy Express Limited. Cabinet fully respects the autonomy of the SSB but supports the importance and necessity of ensuring that all relevant information regarding Pharmacy Express Limited is shared with SSB before a final decision is made in respect of the loan. Cabinet understands that SSB funds are the people’s money and should always be subject to the highest levels of care, scrutiny, transparency, and management. The Deputy Prime Minister and the Minister responsible for Religious Affairs reported to Cabinet about their successful meeting with church leaders during which they discussed the matter of holding a referendum on the legalization of cannabis. After learning of the outcome of the meeting, Cabinet accepted the recommendation to defer the referendum until further notice and to make the necessary amendments to the Cannabis legislation to ensure that the bill will only be enacted into law after the holding of the referendum. The Minister of Health & Wellness updated Cabinet on several health issues, including the ministry’s level of preparedness for the possibility of detection of the Monkeypox virus in Belize. Already, the virus has been detected in Mexico, the United States, Jamaica, and the Commonwealth of the Bahamas. Additionally, the minister reported on a case of polio detected in the United States and assured Cabinet of efforts to vaccinate children against polio to ensure that Belize returns to 95 percent of children in Belize vaccinated against polio. Cabinet welcomed the news from the Minister of Agriculture, Food Security and Enterprise that the shrimp industry is on the rebound. The minister reported to Cabinet that the current status of the industry, which was decimated by the Early Mortality Syndrome (EMS) disease detected in Belize in 2015, is reviving and has significantly improved prospects for the future. The Ministry of Agriculture projects that this year’s shrimp production could reach as high as 2.5 million pounds at a value of over BZ$12.5 million. Cabinet was provided with a written update on the status of COVID-19 vaccinations. Currently, there are more than 209,950 vaccines on hand. As of 26th July 2022, 227,767 persons or 52.9 percent had received at least one dose of the vaccine and 218,203 or 50.7 percent have been fully vaccinated. Of the population ages 12 to 17 years, 26,722 have received two doses of the vaccines and of the population five to 11 years, 5,626 or 7.6 percent of have received two doses. To date, 49,921 booster shots have been issued. Finally, Cabinet wishes all Belizeans a safe and Happy Emancipation Day, which will be celebrated on Monday, 1st August.

Prime Minister John Briceño National Anti-Money Laundering Committee Event
Keynote Address July 21, 2022 Good evening and thank you for joining us for this evening event. Now, I know this is supposed to be a cocktail and it is the start of the weekend, so I am fully aware that you are more interested in the social part of the program, so, I will do my best not to delay that important function. I join with others before in welcoming you to this official launch of the intensification of preparations for Belize’s 4th round mutual evaluation on money laundering, scheduled for December 2023. We say official launch because preparations were already underway, even before today. I am sure that Minister Coye mentioned to the members of the National Anti-Money Laundering Committee that this assessment is of high importance to Cabinet. We have seen the effects on national economies when countries are grey or blacklisted by the Financial Action Task Force, supposedly because of what is referred to as ‘strategic deficiencies in their anti-money laundering regimes.’ These countries are dubbed as high-risk for investments, havens for money-launderers, and undeserving of the right to properly participate in the global economy. The situation became even more volatile when the European Union decided that it would create its own blacklist, based on its own criteria. Today, small countries with limited resources are compelled to maneuver a maze of new (and sometimes conflicting) anti-money laundering directives, much more than ever before. I think we all agree that we must do all we can to combat money laundering and its offenses such as corruption and tax evasion but the process has become so discordant that the solutions bring their own problems and its own prejudices. Less wealthy nations like Belize bear the brunt of this fallout. It is small states like ours that have to deal with the issue of loss of correspondent banking services. The big banks that deal with us are often afraid of the vicious penalties that might be imposed on them for the smallest of infractions. These higher costs and fines are in many instances passed on to customers. The result of all this is that small countries that are trying to survive in the new world order find themselves being labeled and their reputations damaged. More disturbing is that a subset of society become victim to a kind of financial exclusion, meaning they have no access to bank accounts. This is just wrong. Responsible governments must confront these issues head-on, collectively, and individually. I can attest that during my tenure as chairman of CARICOM, we constantly rallied the developed countries to address these matters to promote real development in the region. Our counterparts in Latin America, Asia, Africa, and the Pacific have signaled the same. We continue to urge our various ambassadors to be unrelenting in their efforts to keep the dialogue going, hopeful that we can eventually achieve global consensus on a process that is less punitive and more productive. On the other hand, we recognize that financial crimes are crippling to good governance initiatives and destabilize our societies. My government has committed to reenergizing the Belizean economy, reducing the national debt, and securing the future for our children. This requires hard work and, yes, at times difficult choices. But imagine, after having invested so much, now being at the mercy of those who refuse to play by the rules, whose only aim is to fraudulently compromise what we worked so hard to achieve. For example, when millions were dying during the pandemic the fraudsters were devising new swindles, from COVID benefits to faulty equipment; the hustle included important things like PPEs, retroviral medicines, fake vaccine cards, whatever could be hustled. So, clearly, we must protect both the local and international financial systems to ensure that our investments are not misappropriated. In 2013, Belize had the unfortunate experience of being blacklisted during the 3rd Round CFATF review. To our credit, there was strong support on both sides of the aisle to remedy the shortcomings. But prevention is better than cure. Consequently, we have committed to doing whatever it takes to put Belize in a position to be successful during the 4th Round mutual evaluation process. Tonight, I want you to keep in mind that we value substance over form. My administration’s vision is not just to get a good assessment in December 2023 when that assessment team visits Belize, but to continuously promote a culture of transparency, diligence, and full compliance with the international standards. We are excited about the transformational opportunities that are within our reach. Our commitment to higher education, food security, a modern legal framework for local and international securities and other financial markets, improved housing and infrastructure and a vibrant tourism product will all combine to showcase the Jewel that is Belize. We are uniquely juxtaposed to be that bridge between Central America and the Caribbean, promoting new opportunities for unprecedented growth. We are confident that all this can and must occur in a pristine economic environment. Doing business, and doing business responsibly, are not contradictory, but complementary. Let me then express my gratitude for those cooperating and supporting nations and the international development organizations represented here this evening. Your support is not unnoticed, and we look forward to a continuous good working relationship. Special thanks to Mr. Andrew Dalip and the other presenters this evening. To our other guests, thank you for coming. We hope the atmosphere will be a relaxed one where we can have warm and honest dialogue. Thank you.

The Vision Statement as set out in the BELIZE EDUCATION SECTOR PLAN 2021-25 states as follows: “The Belize Education System will be inclusive, of high quality, accessible and equitable, technologically driven, and capable of fostering the development of good, productive Citizens. The system will be accountable and effective in providing the support necessary to allow students, regardless of individual or family characteristics, to achieve their full personal and academic potential and to contribute positively to national development.” The Ministry of Education is charged with the responsibility of ensuring that all Belizeans are given an opportunity to acquire the knowledge, skills and attitudes required for their own personal development and for full and active participation in the development of our nation. One of the primary domains under our Belize Education Strategy Plan is Transforming Teaching and Learning and one of the key result areas under this domain is curriculum transformation, ensuring that our teachers are teaching what matters and our students are learning what matters. As stated in our plan, “Curriculum is the foundation of education. On the surface, it is comprised of a list of topics, objectives and strategies that are used by teachers to deliver content and assist students in developing a prescribed set of skills; on a deeper level, it is society’s way of imparting the knowledge, capacities, beliefs and attitudes that will lead to a desired social and economic state. Therefore, when there is no alignment between the curriculum being delivered and the aspirations of a country, education becomes irrelevant and national development is compromised. The world changes at a rapid pace and so what we teach and learn and how we teach and learn must constantly evolve. This reality calls for building adaptability, innovation and resilience. Therefore, curriculum, instruction and assessment must go beyond rote memory and general knowledge; they must be designed to promote deep learning, to focus on what students are able to do with the knowledge that they acquire and the extent to which they are able to think critically and to solve problems in a healthy, productive and sustainable manner. Furthermore, curriculum, instruction and assessment must be aligned to each other, they must integrate technology to increase impact, and they must be relevant to the needs of students and to national development.” In addition to relevance of the curriculum
and availability of resources, there is the issue of curriculum overload at both the primary and secondary levels of education. Overloading includes having an excessive number of subjects as well as having an excessive number of learning outcomes within subject. The result is diminished returns, possibly evidenced by the poor performance on examinations. The solution is to streamline the curriculum while at the same time ensuring that those learning outcomes that are key to cognitive, emotional, physical and spiritual development are embedded and given adequate attention. Training of teachers in effective delivery of the curriculum, training of principals in instructional leadership and proper monitoring of curriculum delivery are also lacking. All of these issues must be addressed if students are to have a fair chance of achieving the goals and aspirations that they, their families, communities and the nation have set and are articulated in the national curriculum framework. So, let me summarise the Ministry of Education’s STRATEGIC RESPONSE: OBJECTIVE: reform the national curriculum so that students are able to gain the knowledge, skills, values and attitudes needed for personal and national development. EXPECTED OUTCOME: Belizean students will spend their time in school acquiring the knowledge, skills and attitudes that are needed for their personal development and the development of the nation. KEY CHALLENGES: unclear purpose of education, curriculum overload, misalignment with national goals and priorities, outdated content, reliance on examination syllabi, incoherence between and within levels of education. STRATEGIC ACTIONS: 1. Develop a National Curriculum Reform Framework based on international standards to guide the development of national curriculum at the pre-primary, primary and secondary levels of education with a focus on student competency. 2. Use the National Curricu-
lum Reform Framework to streamline the curriculum at the primary and secondary levels and to allow for in-depth acquisition of the literacy, numeracy, technological and critical thinking skills needed in the 21st Century. 3. Ensure that subjects which promote physical and mental wellness and sustainable human development, including the expressive arts, physical education, civics, Belizean History, African and Mayan History, gardening, agriculture, environmental education and entrepreneurship, are integrated into the national curriculum at all levels. 4. Develop a National School Portal and learning platform which we call the 501 Academy with quality resources for teachers and students to facilitate online and hybrid learning and appropriate implementation of the national curriculum. 5. Implement a revised and expanded national textbook program at the primary and secondary levels of education with learning resources that are aligned to the national curriculum. The Ministry of Education recognizes and acknowledges that there are pro’s and con’s, advantages and disadvantages to a more competency-based curriculum framework. We believe that it is more relevant to our national and economic development needs as a nation. We believe it is more flexible and produces more confident, motivated students with real world and life experiences. We believe it encourages critical thinking and a respect for diversity of thought and cultures. Some argue that traditional competency-based learning does not adequately prepare students for the future and minimizes the opportunity for social learning. This may have been true of com-

2022 petency-based learning 25 years ago, but this approach has evolved and come a long way over this time. The competency-based framework we are advancing is technologically driven, future oriented, and takes into account fully the critically important need for social learning, emotional intelligence, and mental wellness in education. THE WAY FORWARD: The Ministry of Education fully understands that with great change comes great responsibility. Work must now continue with the development of the subject-specific frameworks leading to the development of a virtual bank of unit plans and assessments that will support the implementation of the new national competency-based curriculum. The unit plans and assessments will be accessible to principals, teachers, parents and students through the Ministry of Education’s National School Portal at www.501academy. edu.bz. The 2022-23 school year will serve as a transition pilot year for all pre-schools and primary schools as well as those secondary schools that decide to participate. By 2023-24 all schools from preschool to secondary should be following the new national curriculum framework. CONCLUSION: I know that we are asking a lot of our education community, of our students, teachers, administrators, and families, particularly, as we return to the classroom after effectively 2 years of disrupted learning. Developing and implementing a new curriculum framework is not easy. If it were, it would have been done long ago. There will be some resistance and criticism as there always is with change but I am satisfied based on our widespread, meaningful consultations and my own experience at the helm of the Ministry of Education for some 7 years, that we are doing the right thing in the right way. Our existing curriculum framework is not meeting the needs of national development. It is failing the great majority of our students. We cannot waste another year. We cannot waste another $300M of public funds. I am calling on all Belizeans to join us in this national effort and cause. Our curriculum must have a SENSE OF PURPOSE and we must have a SENSE OF URGENCY as a nation and people.

BELIZE OBSERVES ITS 2ND EMANCIPATION DAY HOLIDAY The history books state that between 1662 and 1807, during the Transatlantic Slave Trade, Britain shipped 3.1 million Africans across the Atlantic Ocean. Africans were forcibly displaced, brought to British-owned colonies in the Caribbean, and sold as slaves to work on plantations. The first record of slaves arriving in Belize dates back to 1724. Over 20 million African men, women, and children were forced from their homelands on ships and brought to this region to work as slaves. But the slaves mounted countless revolts during the 18th and 19th centuries. They burned the plantations, abandoned their duties, and carried out violent uprisings against slave masters. There were also anti-slavery groups emerging in Britain, which condemned the poor living and working conditions of the slaves. Coupled with these were the growing abolition movement and the unwavering opposition voices who had economic interests in the Caribbean. The sustained resistance prompted the British Parliament to pass the Slavery Abolition Act in 1833. This meant that children under the age of six were free. The purchase and sale of African slaves by the British officially ended in 1807, but that did not end slavery itself. It was not until August 1, 1834 - one year after legislation was passed - that slavery ended in the British Caribbean. But slave masters still found a way to
delay the freedom of blacks. They forced the slaves into a period of apprenticeship, from 1833-1838 to allow them time to seek monetary compensation for the loss of their investments in the slave trade. Because the freed slaves had no land or businesses, the majority of them sought employment from their former masters at low wages. They also had little to no representation in the legislature. In 1985, August 1, Emancipation Day was declared a national holiday in the English-speaking Caribbean, but territories began to observe the day at different intervals. The observance of this holiday in Belize reportedly started in the 1800s, but it flopped because the organizers never gained the support to enact it as law at the time. The day was not recognized officially until the People's United Party took office and on January 8, 2021, two months after taking office, passed legislation during a Special Sitting of the House, making it a holiday. The proposal as per planBelize was made by the Minister responsible for public and bank holidays, Hon. Kareem Musa, for the installation of two holidays: George Price Day and Emancipation Day. In August of the same year, the day was observed as a public and bank holiday in Belize. Belize’s Minister of Education, Culture, Science, and Technology, Hon. Francis Fonseca has also gone on record to denounce slavery and what it stood for. He has described slavery as "the evilest chapter in all

2022 Detection of VaccineDerived Poliovirus Type 2 in the United States and Implications for Belize Belmopan, July 22, 2022. 6:30 p.m. On July 21, 2022, as a result of surveillance conducted in the United States of America, the New York State Department of Health reported the identification of a case of paralytic poliomyelitis in an unvaccinated individual in Rockland County, a vaccine-derived poliovirus type 2 (VDPV2). Polio is a disease of the central nervous system caused by three closely related polioviruses - types 1, 2 and 3 - and can cause paralytic poliomyelitis. It can sometimes spread in airborne droplets through close contact with infected persons (sneezing or coughing) or through exposure to throat and nose secretions. In 1994, the Americas became the first region in the world to be certified polio-free by the World Health Organization. The early detection of cases through the surveillance of acute flaccid paralysis in children under 15 years of age and maintaining high polio vaccination coverage is key to this achievement. No cases of wild poliovirus have been detected in the countries and territories of the Region of the Americas in over 30 years. In Belize, the last case of polio was diagnosed in 1981. Belize has managed to achieve and maintain over 95.0 % of anti-polio vaccination coverage except for the last two years due to the COVID-19 pandemic where the coverage has decreased to 78.8% in 2020 and 83.4 % in 2021. Unvaccinated persons may acquire the infection when in contact with the virus. It is spread seven to 10 days before and after experiencing signs and symptoms of the disease, which include fever, diarrhea, sore throat, upset stomach, headache, pain or stiffness in the neck, back and legs. There is no treatment for the disease. Immunization is the only protection against polio infection. The public is advised to review the children's immunization status and if not fully vaccinated, vaccines are available at health facilities and during mobile clinics. Detection and reporting of cases of any acute flaccid paralysis in children under 15 years of age to the health authorities are of utmost importance for early investigation and detection of cases.

Member of Parliament participates in extraordinary meeting of FOPREL in San Juan, Puerto Rico Honourable Ramon Cervantes, Minister of State in the Ministry of Foreign Affairs, Foreign Trade, and Immigration is attending the 27th Extraordinary Meeting of the Forum of Speakers and Presidents of the Parliaments of Central America, the Caribbean Basin and Mexico (FOPREL) in San Juan, Puerto Rico, on 24th and 25th July 202. 2. The official opening of the 27th Extraordinary Meeting of FOPREL, which is being held on the occasion of commemorating the 7Qth anniversary of the constitution of Puerto Rico and the opening of the first sub-headquarters of FOPREL, started on Sunday,24th July. Speakers, Presidents, and Members of Parliament discussed the role of parliaments in the implementation of the ''Collaborative Migration Management Strategy''; the perspective of collaboration of the parliaments of Central America, the Caribbean basin and Mexico in the areas of economic and social development; and the impact of climate factors, inequalities, political and technical, on food insecurity in the member countries of FOPREL. The meeting concludes with the signing of an Agreement on the sub-headquarters of FOPREL between the House of Representatives of Puerto Rico and FOPREL; and the Resolution on the accounting of the impacts of the crisis of the Food Systems arising from various conflicts. Belize Parliament is a member of FOPREL, which is a regional organization that is led by the heads of the legislative powers and congresses of member parliaments in Central America, the Caribbean basin and Mexico. IIt’s mission is to be a space for political dialogue, a forum to promote interparliamentary diplomacy and exchanges for the sharing of information and best practices and a link between the legislative, executive, judicial, civil society, and multilateral bodies. They’ll help you push for and realize your own” – Anonymous On Friday July 22, 2022, as the Area Representative for Port Loyola and Minister of State for Youth Sports, and Transport, I was humbled by the opportunity to be the Guest Speaker for a historic, motivational, and uplifting Spelling B at the Jane Usher basketball court in the division specifically for students of the area. The event was organized by the Port Alternative to Violence Project Innovators (Port AVP Innovators) and is an initiative of the Department of Youth Services (DYS) which is under the Ministry of Youth, Sports, and Transport. President of

Port AVP Innovators is Mrs. Natalie Augustine an employee of the Department of Youth Services. There were two categories for the Spelling B. Group I for primary school students ages 8 -11 and Group II for high school students ages 12- 16. Participants in Group I were from St. John’s Vianney, Holy Redeemer, Bernice Yorke, Queen Square, Wesley, and the Muslim Primary Schools. Group II had participants from Excelsior, Maud Williams, Gwen Lizarraga, Pallotti, Nazarene, Edward P. Yorke, and Wesley High Schools. First, second, and third place winners at the primary school level were Kimora Middleton from Wesley Primary School, Rhea Pitts from Bernice Yorke, and Tyrone Blades, Jr. from Holy Redeemer Primary School respectively. First, second, and third place winners for the high school category were Kyle Ventura from Nazarene High School, Fredrick Apolonio from Excelsior High School, and Jeniyah Welch from Edward P. Yorke respectively. All of the students who participated in the Spelling B received Back to School packages. There were also special prizes for the first, second place, and third place winners in

each of the two categories. The Spelling B for Port Loyola was possible as a result of the kind sponsorship of the Department of Youth Services, myself Area Representative for the division, Heritage Bank, the National Library Service and Information System, the National Committee for Families & Children, the Ministry of Home Affairs and New Growth Industries, and Aquatics Premium Water & Ice Co. among others. Spelling B’s are a very important tool in teaching the youths, the future leaders of the country, to be law-abiding and productive Belizeans. Spelling B’s encourage students to study hard to receive the best possi-
ble education. This puts them in a better position to uplift themselves and to achieve their dreams in life. Port AVP Innovators was started April 27, 2022. Its mandate is to provide opportunities, activities, and workshops within the community to discourage families from crime and violence. Plans are already underway to organize another activity in the area. Congratulations to all the winners, and sincere thanks to the Department of Youth Services, residents of Port Loyola, parents, students, learning institutions, sponsors, police, special guests, and all others, who assisted in any way to make the Spelling B a tremendous success.

THINK ABOUT IT THE CONSTITUTIONAL COMMISSION History in the making. That is what it is. The new government has proceeded with its campaign promise to set in motion a Commission to revise the Constitution of the nation. This is being done by two historic actions. A law to give legislative authority to the composition and terms of reference to a representative group of citizens and the actual appointment of the Commission. There is a Draft bill, already tabled in the National Assembly and already submitted to the Parliamentary Committee which has held its first public hearing this Monday. The Prime Minister has already appointed the Chairman to head the Commission. He is Anthony Chanona, an impressive and solid citizen and businessman who was also the best Mayor of the nation’s capital. He is not a lawyer but certainly has the intellectual acumen to appreciate what amending or inserting new provisions in a constitution entails. The People’s Constitutional Commission as the new law is named says, it is an Act to provide for the establishment of a People’s Constitutional Commission to draft and guide the process of promulgating a new Constitution for Belize or amendments to the Belize Constitution; “The functions of the commission shall be to—” (a) conduct a comprehensive review of the Belize Constitution and (b) prepare and submit to the Prime Minister, a final report on its findings of the review. The law also provides a long list of democratic, constitutional and legal principles as well as established policies and accepted issues that must be taken into account as the Commission goes about performing its tasks. The relatively short law also includes a Schedule which lists some 21 organizations and groups which are to nominate representatives to be members of the Commission. These include political parties, media, churches, trade unions, professions like the lawyers’ association, NGO’s, universities of Belize, Chamber of Commerce, business bureau, medical associations, Village Council Association, Women’s Commission, the Maya and Garinagu Councils and the LGBTQI+. We feel the final draft will include a few other organizations including some representative group for the Creole population. Leading up to our Independence in 1981, there was a group which travelled the country to get inputs into the proposed new constitution. Government representatives also travelled to Britain to participate in a Constitutional conference with British attorneys and officials. The result, one of the best constitutional documents in the English-speaking Caribbean. Belize’s Constitution benefited from the previous Constitutions of Jamaica, Trinidad and Guyana and several African countries which became independent in the early 1960’s. Their experiences in working their Constitutions were fine-tuned into ours. The writer who is contributing this column studied Constitutional Law at 3rd year at the University of the West Indies. So did three or four other lawyers, including Anthony Sylvestre and possibly Leeroy Banner. Constitutional law is a profound and complex area of law. It encompasses the functions of government officials and institutions as well as government Ministers, public officers and administrative functions. All of whom are restrained and subjected to a unique law – the Constitution – which is the Supreme Law and authority in our nation. The Prime Minister of Belize, his Cabinet and the Minister for the Constitutional Reform portfolio deserve major commendations for taking the bold and historic steps to establish a Commission to see how and in what ways we can improve our present Constitution. The road ahead won’t be easy, but it is one which must be travelled. Respect, Minister Henry Charles. ROGUE MAGISTRATE? As we go to press a disturbing report has come to our attention. It is that a Magistrate in one of the districts is accused of behaving maliciously and unprofessionally. That Magistrate is already the subject of several complaints. According to the information, she has instructed the police that whenever they arrest and charge anyone, they are not to bring that person to her court until after a period of 24 or 48 hours. This means persons in police custody are forced to spend and additional day or two days in police cells before they can reach court. Another complaint is that she, arbitrarily and based on her mood, she will transfer persons and their case to another court. The report reaching us is that on Wednesday evening, the Magistrate deliberately prevented the court staff from processing bail for two persons. There was no reason to have done so because although it was ten minutes after five o’clock, the court staff were quite agreeable to process bail.

Processing a bail takes no more than five minutes to put the name of the accused on the bail form, the name of the surety, the amount of the bail, the adjourned date and any conditions of the bail and have the two persons sign the form. The court staff were already processing the bail form when the Magistrate left her court and office to go into the staff office and instructed them not to process the bail. The two persons and their surety and their lawyers were present. The Magistrate did not even have the manners or courtesy to inform them of her unwarranted and unnecessary interference in processing a document. Any other Magistrate would have inquired if everything was going okay and that it was a good staff that was working a few minutes after five o’clock. What the Magistrate did means that the persons would have to remain in police custody until the following day. This is cruel and unbecoming of a person holding such a high office as a Magistrate. It was a cold and compassionless action. It was totally uncalled for and such a person in our view is unworthy to sit in judgement of the citizens of Belize. We understand a formal complaint will be made to the Chief Justice and Chief Magistrate, and copied to the Attorney General and the Bar Association. CREOLES ARE NOT AFRICANS The Creole ethnic group in Belize are indigenous to the country. This is because they are descended from a mixture of African slaves and British slave masters. Some of the history books that cover the period of slavery in Belize from 1724 to 1838, used such terms as free coloured, free blacks. This term covered a range of persons born in the territory of Belize in those days. In the first instance, this was between mostly white British men and black African women slaves. The children arising from this situation multiplied and married among themselves and this accounted for the large population in the small settlement at the mouth of the river which grew into a small territory, became a colonial country under British rule and finally became an independent nation in 1981. To repeat ourselves, Creoles are indigenous to the nation of Belize. They did not come here. They strung up out of the mixture of slave masters and slaves and thereafter. Unlike Mayas, who are of brown complexion (there are no white Mayas and there are no black Mayas). The Garinagu are primarily dark skinned and black skinned Belizeans. The Creoles, and this is the beauty of the Creoles, is that their skin colour ranges from almost clear to brown to dark brown to light black, blacker and blackest. The Creoles are a dynamic, awesome, ethnic group. They are leaderless and are not united. They are like the roots, trunk and leaves of a coconut tree (strong and awesome). They are like the mangrove, woven and interwoven with themselves and other mangrove trees (strong and resilient). God put them on this part of the Earth for some special, as yet unknown reason. So, Creoles are their own unique, special selves. They carry the blood and the DNA of mama Africa, but they are not Africans. In the same way they carry the blood and DNA of the British, but they are not Europeans. They are Creoles. It is time for them to take pride in themselves as a group and as the contributors to the rise of the nation state of Belize. On the 1st August, 1838, African slaves were freed from slavery by a law passed in the British Parliament. It applied to slaves all over the English-speaking Caribbean. One of the greatness of the man we now call the “Father of our Nation” is that he insisted that all of us, whatever our ethnicity, our colour, our race and our creed that we were all one people. On Monday, 1st August, 2022, all the peoples of Belize will have a national holiday along with the over 100,000 Creoles in the country because the government, for the first time in our history, passed a law to make the emancipation of slaves a worthwhile national holiday. AND WHAT ABOUT LORD RHABURN? Belize’s greatest songwriter, talented singer and performer and the king of Calypso music in the whole north and south and central America is right here with us in Belize City. Lord Rhaburn is not just an outstanding artist and performer. He is the greatest of them all. No other artist has ever produced the fantastic collection of songs that has endeared the hearts of Belizeans from the 1960s to the 2020s. Thank you, Lord Rhaburn. Thank you for all that you have done and all the sacrifices you and your family made and for all the hundreds and perhaps thousands of performances over the years here in Belize and to Belizeans in the diaspora. We would want to see, and if God is willing, that we set aside an event in the Independence Day program to honour you while yet you are here with us. Big respect to the Mighty Lord Rhaburn.

July 22, 2022 - The Government of Belize, in collaboration with the Ministry of Blue Economy and Civil Aviation (MBECA), the Food and Agriculture Organization of the United Nations (FAO) Representative for Jamaica, the Bahamas and Belize, and Belize’s National Designated Authority to the Green Climate Fund (GCF), today hosted the first Gender in Fisheries and Coastal Zone Consultation at the Best Western Plus Belize Biltmore Plaza in Belize City. The consultation is a deliverable of the GCF readiness project entitled, “Enhancing adaptation planning and increasing climate resilience in the coastal zone and fisheries sector of Belize.” The agenda includes an overview of the following:
1.) Belize National Climate Change Gender Action Plan 2022-2027; 2.) The National Gender Policy and Action Plan; and 3.) A gender analysis, strategy and action plan on gender mainstreaming in fisheries member states for the Caribbean Regional Fisheries Mechanism. This will assist the Coastal Zone and Fisheries Sector Gender Strategy development by analyzing Belize’s fisheries sector from a gender perspective and identifying Belize’s key gender responsive climate actions, performance indicators, targets and developmental impacts for the coastal zone and fisheries sector. The workshop will bring together key stakeholders, experts and policymakers from the coastal zone and fisheries sectors.
Belizean Foresters Remembered in Scotland Belmopan. July 27, 2022. During the Second World War, some 900 men from Belize (then British Honduras) sailed over 5,000 miles across the North Atlantic to fell timber in the forests of Scotland as part of the United Kingdom’s war efforts. On July 25, 2022, the legacy of these Belizean foresters, as well around 6,000 other men from across the Commonwealth, was commemorated with the opening of the Commonwealth Foresters’ Memorial at Pollok Park in Glasgow, Scotland. The perilous 14-day journey of the Belizean foresters to Scotland involved dodging Nazi U-boats and enduring cold temperatures. Once in Scotland, the men of the British Honduran Forestry Unit were assigned to several camps across the country. While carrying out their laborious work, the Belizean foresters experienced harsh weather and very basic living conditions. Additionally, the Belizeans grappled with the racial prejudices and suspicions of the local population. One of the Belizean foresters was Sam Martinez of Punta Gorda, who arrived to work in the forests of Scotland in 1942. Following the end of the war, he chose to settle in the city of Edinburgh to raise a family and became an active and beloved member of his community. Sam Martinez lived until the age of 106 and passed away in 2016. Attending the official opening of the Commonwealth Foresters’ Memorial was Carol Martinez, the daughter of Sam Martinez, and Yutsil Hoyo Diaz Martinez, his grandson. They were joined by Màiri McAllan, Minister for Environment of Scotland, and Jordan Craig, First Secretary at the Belize High Commission in London. The memorial features a plaque commemorating the legacy of Sam Martinez and the Belizean foresters as well as a mix of 100 trees to honour the Commonwealth. The species liquidambar was planted in recognition of Belize, where it can be found. Belize City, July 23, 2022 The Belize United won the Belize Tourist Board’s Anthony Mahler Under-13 Mundialito football championship, by a 3-2 victory over the Reality Youths in the finals at the MCC garden last Saturday morning, July 23. The BTB has organized the tournament in partnership with the National Sports Council and the Football Federation of Belize which began on May 14. After 8 weeks of regular competition and the playoffs, the tournament climaxed in the finals. Belize United won in a penalty shootout, after regulation and overtime ended in a nil-zip draw. Kaylon David, Jacob Joseph and Antwan Latchman lead the offensive, supported by Schae Gordon, Jonathan “Toto” Garay and Gilberto Perez at midfield. Marlon McClaren anchored the Reality Youths’ defense with Dennis Nuñez, Trani Rogers and Jermaine Williams, to help MVP goalkeeper Shane Vernon keep a clean slate through the first period. Tyler Gentle, Kadeem Oliva and Gilligion Nuñez led the Youths’ attacks down at the other end with the help of Shakeem King, Jaycee Williams and Harry Barcelona at midfield. But Herwin Godoy, Barack Morey, Eric Flores and Jayven Norales had locked off the backfield, and goalkeeper Jayden Fortune handled all shots at goal. In penalties, only Tyler Gentle and Dennis Nuñez scored for Reality Youths, as Jayden Fortune stopped the 2nd try, and the 3rd and 4th kickers missed the goal completely! NR Farmers’ Co-Operative To Receive Equipment
The Government of Belize (GOB), with financing of BZ$40 million from the International Fund for Agricultural Development (IFAD), the Green Climate Fund (GCF) and participating beneficiaries, has embarked on a six-year programme, Resilient Rural Belize (RRB), which aims to minimize the impacts of climatic and economic events on small farmers while supporting sustainable market access for their produce. The Programme Management Unit of the Be-Resilient Programme (PMU), acting through the Ministry of Finance, Economic Development and Investment (Lead Programme Agency) and working closely with the Ministry of Agriculture, Food Security and Enterprise, has overall responsibility for programme implementation, including the administration and implementation of the programme’s Matching Grant Fund (MGF), the main objective of which is to support the achievement of the programme objectives by co-financing investments that would improve, in volume and quality, small farmer agricultural production and safeguard food security in the context of existing and projected climate change effects. Working with producers’ organizations, the programme is providing support for the development of business plans, which identify proposed investments, including technical assistance and capacity building, aimed at achieving the above objectives, and which shall be used as the basis for accessing support from the Matching Grant Fund. As a follow-up to Matching Grant Fund Agreement signed on December 2nd, 2021, between the Government of Belize and the New River Farmers’ Co-operative Society Limited, located in San Carlos Village, Orange Walk District, the RRB Programme will provide support for a total amount of BZ$ 255,530.00. This money will be used by the members of the co-operative to become more resilient by working cooperatively and build an office, storage and marketing centre in the community, and to hire a marketing and administrative officer to manage customers and suppliers. It will support members to receive, sort, store and sell all the produce from 17 acres of onions and six acres of carrots to be cultivated both cooperatively and individually. Other activities will also include the financing of a capacity-building plan to improve management, reduce chemical use, improve water management for irrigation, quality control and enhance gender equity. The MGF also aims to increase the economic, social, and environmental resilience of the co-operative. It is expected that this investment will positively impact directly 29 households representing the 39 members of the co-operative. On Thursday, July 28, 2022, the New River Farmers’ Co-operative Society Limited was presented with office and processing equipment, to support this initiative. This equipment will include a printer, desktop computer, refrigerator and plastic crates. This equipment, valued at BZ$8,000.00, was handed over by Hon. José Abelardo Mai – Minister of Agriculture, Food Security and Enterprises – on behalf of the Resilient Rural Belize Programme, in compliance with the first phase of the implementation process.
CALL FOR PROPOSALS Consultancy to Develop a National Rural Development Strategy for Belize 1. PURPOSE The Ministry of Rural Transformation, Community Development, Labour & Local Government’soverarching ission is to contribute to Belize’s sustainable development by providing effective labour administration services, strengthening local governments, and facilitating an enabling environment for rural development. The Ministry of Rural Transformation has embarked on developing a new National RuralDevelopment Strategy (NRDS) that is both area-based and multi-sectoral. the NRDS would aim to alleviate the current ad hoc approach to rural development by establishing a multi-sectoral andcoordinated approach to not only reducing rural poverty but also improving rural residents’ cultural, social, political, and environmental well-being. 2. CONSULTANCY OBJECTIVES: The objective of the consultancy is to develop a national rural development strategy for Belize thatwill serve as a national framework to guide the rural sector’s development process by clearly identifying development strategies that result in poverty reduction and rural economic growth while enhancing local culture and conserving critical environmental resources. 3. SCOPE OF SERVICES To develop the strategy, the Consultant will conduct the following: a) At a high level, engage directly with relevant line Ministries for assessment and planning of the strategy framework. b) Assess the implementation deficit of the previous BRADS and identify lessons learned. c) Carry out a situational analysis of the social, economic and natural environment conditions of the rural sector based on an informed delineation. The issues to be considered/reported upon in the analysis should include, but not necessarily be limited to the following: i. Economy – identify critical elements of the rural economy including production, emerging commodities, off-farm employment, tourism, eco-tourism, main employers, livelihoods, labour force participation and overall economic opportunities. Establish clear linkages to the private sector and value chains for whatever opportunities that exist in various sectors. ii. Social development – produce a sex-disaggregated profile of the rural sector. Describe the supply and demand of health and education services, educational achievement, multidimensional poverty, and other relevant social issues of concern. iii. Infrastructure – identify needs and gaps in infrastructure including roads and public utilities that impact on the efficiency of production and quality of rural life. iv. Environment and natural resources – identify the state of the environment, degradation risks, resources for production inputs and climate change risks. d) Review secondary data including reports, studies, assessments, and relevant policy and legal documents including poverty assessments, census reports, labour surveys, etc. e) Collect primary data through participatory consultations with all categories of stakeholders in order to introduce the initiative, obtain feedback and gauge perception of need and strengthen buy-in. f) Prepare, validate, and submit a National Rural Development Strategy to the Ministry. 4. SUPERVISION/PROCESS MANAGEMENT The Consultant will report to the Chief Executive Officer or his designate. The Rural DevelopmentDepartment’s staff will assist the Consultant in coordinating activities such as meeting planning, stakeholder workshops, interaction with government Ministries and agencies, and general administrative matters. 5. THE BELIZE TIMES 2022 Registration Ceremony Held for Sayab Farmers CSL July 22, 2022 - The Ministry of Agriculture, Food Security and Enterprise announces that the Department of Co-operatives, responsible for the registration and regulation of co-operatives, today held a registration ceremony for Sayab Farmers Co-operative Society Limited. Under the department’s oversight, the new co-operative has transitioned from an ad hoc farmers’ group to a formal enterprise, and will now have access to auditing, conflict resolution services, and entrepreneurial development programs, among others. Based in San Antonio, Cayo District,
the co-operative engages in the production and marketing of vegetables, fruits and processed foods. It has 17 members, nine men and eight women, all from San Antonio. Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise, delivered the keynote address at the ceremony. REQUEST FOR EXPRESSION OF INTEREST The Government of Belize (GOB) through the Ministry of Finance, Economic Development, and Investment intends to contract a team to form a Central Execution Unit (CEU) to Manage the design, execution and monitoring of IDB financed projects in accordance with Government-defined policies and strategic planning. The CEU’s mission should be to provide assistance, when needed, and ensure their alignment with the sector policies established by the Government through the Ministry of Finance, Economic Development and Investment (MFEDI). It also seeks to lend efficacy to the portfolio of IDB financed projects by generating synergies and interactions and facilitating a rapid execution, as well as securing adherence and congruence with national public policies.
