OCEAN CONSERVATION On every occasion that Prime Minister John Briceño has been literally and figuratively on the world stage his message has been powerful and has caused political shockwaves. He has rocked the digital airwaves with his inspirational factbased words. What many miss is that each time PM Briceño is only selflessly seeking to better the lives of 400 thousand plus Belizeans. The world attention is Brata....the region also benefits as we share our Prime Minister with the world. Little niceties of note: PMs speeches are full of life changing proposals for women, men and children alike. PMs speeches are directly broadcast and streamed to all countries and this far-reaching. PM's speeches are inclusive of every sector of society. In his latest speech in Lisbon, Portugal and in official dialogue on the Ocean he made several important points. Prime Minister Briceño: “Belize has a long history in marine conservation through our regimes for sustainable fisheries, integrated coastal zone management and the establishment of Marine protected areas. To keep moving forward I would like to briefly discuss four areas: • The novelty by Belize in restructuring a national debt for Marine conservation. A first in the Americas and the single largest globally.” This success of this bond was largely due to the payment of an unstainable ‘superbond’ of over US$550M. Belize cut a massive twelve cent on every dollar thus lowering our debt to GDP ratio. • “Our Blue Bond negotiated concessionary finances which created the fiscal space and flexibility to allow for much needed social and

economic investment post pandemic. We negotiated a 45% hair cut saving almost US$250M, but only after we made some painful decisions.” • “Its innovation has allowed for the creation of finance permanence for marine conservation and efficient and effective management of our Blue Resources via the establishment of a conservation fund. This will be to the tune of approximately 100 million US dollars by 2040 and every year set aside approximately US$4 M for marine conservation. I am proud to announce that Belize through the Blue Bond will see 30% of our Ocean Space protected well before the global 30 by 30 targets. We are already at 20%! By recuperating and consolidating our natural spaces and ecosystems, we can secure productive and sustainable fisheries, grow our nature-based tourism sector, and strengthen our natural resilience to climate change for Belize!” Prime Minister Briceño penchant to look out for the environment is not a new thing. As a canero and man that knows about nature he has been at the forefront of Natural resources even before this administration. Saving the environment in the face of global climate change is a challenge that he will not back down from. Prime Minister Briceño continued: “But Co. Chairs, this is not enough. The countries that have created the problems we are facing because of the warming of our planet, need to do their part and make available the monies necessary to allow Small Island Development States have access to funding to be able to take the necessary mitigation and adaptation efforts.”
Belize Flag Removed from UDP-era BlackList The International Merchant Marine Registry of Belize (IMMARBE) is very happy to announce that the Belize Flag registry have been removed from the black list of the Paris MOU Performance List 2021. “Such achievement demonstrates IMMARBE's strong commitment and emphasis on its fundamental responsibility of protecting Human life at Sea and the environment by taking all necessary measures to not entertain the registration of substandard ships through our meticulous analysis on case- by-case basis,” they announced. As a flag state, Belize is now classified as Gray Listed Flag. This is deserving of congratulations to all the staff of IMMARBE, whom contributed to this result, both at the Head office in Belize and its network of Deputy Registrars worldwide. This new standing for Belize is an extraordinary example of good teamwork, dedication, and commitment to enhancing the standards of the International Ship's Register. One can recall stories of our flag being flown by ships all over the world while being involved in not so inspiring activities. These stories came from Asia, Africa and its countries of least good repute. The shame of that in the last 13 years like many other UDP-era induced scenarios have come to an end as Belize enters a planBelize predicted era of prosperity where everyone will be seen as winning in a Belize that works for everyone.

BELIZE GROWS 5.3 PERCENT The OECD grew just 0.1%
Just as Public Officers and teachers are getting 10percent of their salary reinstated the news that Belize’s economy grew by a remarkable 5.3% in the first three months of this year was announced by the Statistical Institute of Belize(SIB). This of course is when compared to the same period last year, and this is despite the fact that primary activities went down during that same period. What accounted for the growth was a boost in the secondary and tertiary sectors, according to the information coming from the SIB. This is remarkable given this by The Organisation for Economic Co-operation and Development (OECD): “In the first quarter of 2022, gross domestic product (GDP) in OECD rose by just 0.1% quarter-on-quarter according to provisional estimates, a sharp slowdown compared with the 1.2% increase in the fourth quarter of 2021. In the G7, quarter-on-quarter GDP growth turned negative in Q1 2022, falling by 0.1% compared with an increase of 1.2% in Q4 2021. The G7 result in the first quarter of 2022 reflects negative GDP growth in the United States (minus 0.4%), Italy (minus 0.2%) and Japan (minus 0.2%), as well as zero growth in France and weaker positive growth in the United Kingdom (0.8%) and Canada (1.4%) than in the previous quarter. Germany was the only G7 country where the pace of growth increased, with GDP growth of 0.2% in the first quarter of 2022 compared with a contraction of 0.3% in the previous quarter. Among other OECD countries for which data are available for the first quarter of 2022, Portugal and Austria recorded the highest increases in GDP compared with the previous quarter (2.6% and 2.5% respectively), followed by Hungary and Latvia (2.1% in both countries). Decreases were recorded in Norway (minus 1.0%), Chile (minus 0.8%), Costa Rica (minus 0.5%), Israel and Sweden (minus 0.4% in both countries) and Denmark (minus 0.1%).” Tertiary level goods and services, which are primarily the services sector of the economy, encompass a wide range of businesses, including financial institutions, schools, hotels, and restaurants, while the secondary sector has to do with goods production and industries, and the primary consists of raw materials. Using an adjusted base model that reflected its 2014 GDP, S.I.B. informed this week that for the period under review, Belize produced an estimated $1.213 billion in goods and services dollars, which represents $61.3 million more than in 2021. SIB Statistician, Christopher Hulse said this was a significant accomplishment that we recorded. “This represented the highest level of production for any first quarter on record. What this is saying is that the previous GDP had considerable under-coverage, so after we have made the adjustment, the level throughout the historical series has risen and now this is the highest first quarter we have observed in Belize."
SIB explained that it recalibrated its economic model based on the 2014 economy because the structure used to measure the GDP did not reflect a true picture. There was significant under coverage as industries were not being added, since the base mode of economy used was that of 2000. Hulse reported that Belize's latest figures showed that our performance had returned or surpassed the pre-COVID production registered in 2019. He broke down the figures like this: Tertiary would provide $749.2 million out of that $1.2 billion; secondary would be $183.9 million; primary would be $158.2 million, and taxes would be $122.1 million respectively. There was an 11.8% dip in revenues from bananas, a 31.2% decrease for citrus, caused mostly by a shortage of harvesters. Livestock recorded a 5% increase, but cattle decreased by 26.2%, and pig production increased by 22.3%. The primary sector did not decline by much - 1%, while the secondary and tertiary categories increased by 2.6% and 6% in that order. Interestingly, this is indicative of an economy that is becoming more developed. It tends to shift its focus from primary to secondary and tertiary industries. Of course, the cost of living also increased, as it has globally because of the soaring fuel prices. In Belize, the government has absorbed increases on fuel prices upon acquisition and has also offered subsidized prices to various groups in the productive sector, including tourism, the bus industry, and people in agriculture. And, as our GDP grew, so too did our imports and exports. We imported 50.5% more goods and we exported 37.4% more in the month of May alone.

e must this week give credit where it is due. Belize took centre stage at the BET awards and we must recognize that Belize's most notorious bad boy was responsible. As a rapper, Shyne had made a name for himself prior to having had some legal issues. In the world of entertainment, ten years is a long time to have spent away, especially at the critical point of the launching of his very first commercially viable album. For Shyne, there was no tour to promote his music, instead, he was shut behind bars and his musical career was inevitably cut short. However, we must give every devil his due and recognize that Shyne put Belize on the stage at the BET awards. On the global scene, the Prime Minister Hon. John Briceño has proudly represented Belize as the head of Caricom not only at The Summit of the Americas but also on other major international forums. During this trip, he has garnered commitments for close to fifty million dollars for various initiatives which are key for the development of our country. Since he has taken office each official trip he has made has garnered support for Belize from neighbours such as Guatemala and Mexico. These have committed not only to partnerships that are already yielding important trade benefits but also to technical support in areas such as agriculture and education. Mexico in particular has committed to expanding the Escuela Mexico technical program in the south. During this trip, Belize is in Europe as a shining example of our bold and innovative initiatives to stem the free fall of our economy due to the implementation of the Home Grown Economic Recovery Plan. The Belizean Blue Bond initiative is now internationally the model to follow. An entertainer or performer is a person who is paid to amuse an audience. Shyne is undoubtedly Belize's finest, and we must give him all the accolades and celebrate him as such. His rapping abilities, celebrity friends and red carpet appearances are not nearly enough to make him an effective Leader of the Opposition let alone Prime Minister of Belize. His own house is in complete shambles, and his party is at the lowest point it's ever been, by his father's own admission. He abandoned his party faithful to fly to an awards show to showcase a foreign celebrity friend. It is unfair to both men to try and compare them. They are as different as apples and oranges, one the national leader and statesman and the other a rapper and entertainer. Each one at the very top of his own game.

Como rapero, Shyne se había hecho un nombre antes de tener algunos problemas legales. En el mundo del espectáculo, diez años es mucho tiempo para estar alejado, especialmente en el momento crítico del lanzamiento de su primer álbum comercialmente viable. Para Shyne, no hubo gira para promocionar su música, sino que se le encerró entre rejas y su carrera musical se vio inevitablemente truncada. Sin embargo, debemos dar a cada diablo lo que le corresponde y reconocer que Shyne puso a Belice en el escenario de los premios BET. En la escena mundial, el Primer Ministro John Briceño ha representado con orgullo a Belice como jefe de la Caricom no sólo en la Cumbre de las Américas, sino también en otros importantes foros internacionales. Durante este viaje, ha conseguido compromisos por cerca de cincuenta millones de dólares para diversas iniciativas que son clave para el desarrollo de nuestro país. Village Council Elections 2022
Just off the Village Council Elections 2022, Belize’s fledgling democracy has two issues that history will deal with. One is the trouncing that planBelize and the People’s United Party has laid on the United Democratic Party. The other is the notion that Belize now has one mass party. Democracies are built on the idea that the candidates for government came from a pool of citizens who then undergo a free election to serve the people. The People’s United Party is the only mass party in Belize at the moment. The UDP has died a slow and agonizing death. There are three more villages in Toledo left to vote but the writing on the wall is there to see. UDP is no more a mass party. In November 2020, the People’s United Party won a historically decisive win that yielded a Super Majority in the House of Representative of twenty-six to five seats. The UDP’s seats were all in the city where with electioneering they managed to hold on. The masses of the people in Belize live in the rural areas where all constituencies were lost except for one—Corozal North. Four month later, the People’s United Party rode on planBelize and won the March 2021 municipal elections with an even larger gap than the previous General—64 PUP seats to 3. Fourteen months after, May-June 2022, and with an economy with a 5.3percent GDP growth in the first quarter, the PUP/planBelize really rolled back into the rural areas who had now grown planBelize Village council teams. The approval of the PUP was at stake and 146 of 187 villages had signed on to planBelize in a gap never before seen in Village Council elections. The UDP with only 23 villages of 190, 3 Municipal seats of 67 and 5 House of Representative Seats out of 31 have built a strong case that they are not a mass party any more. The constitution allows for the Opposition to have a check and balance on the party with the majority. This is non-existent in Belize. The Opposition is there to provide credible solutions to areas of concerns. This is non-existent. The constitutional Opposition and remnants of the once mass party have relegated themselves to use social media and Opposition-friendly media embedded everywhere to extremely embellish the narrative to their favour resulting in false news. The aforementioned media have faked gang truces, twisted the Prime Minister’s words, and given credit to the UDP whenever infrastructure is built or when the PUP government carved out the internationally awarded and acclaimed Blue Bond. Furthermore, this Opposition voted in favour of a Domestic Violence motion of zero-tolerance. The political sarcasm that was belched by the UDP was only beat by their tongue-in-cheek vote for the GBV motion—fake. To say that the UDP is extinct or in disarray or leaderless are all understatements. Today, the PUP is providing its own impetus to move Belize forward. The north star of the George Price inspired planBelize is engrained into every decision. Even the international community has taken note and Belize is summoned for a word on its best practices less than two years into it ascension to service to the people. The European Union, The Caribbean, Mexico, the United States, Latin America, Taiwan, and our very own Central America want to hear from Belize; they want to hear what John Briceño will say. Briceño has a team that has inspired Belizeans in a way that inevitably has been noticed around the world. The loss en masse of the United Democratic Party’s mass party’s status is actually a gain for Belize as planBelize grows in acclaim and in precise execution.

Launch of the Fuel Subsidy Program for Tour Operators and Tender Operators Belize City, Belize, June 30th, 2022- The Government of Belize and the Belize Tourism Board today launched a Fuel Subsidy Program to assist Tour Operators and Tender Operators. This joint initiative is a part of ongoing efforts by the Government of Belize to provide some relief to the current fuel price increases that are affecting countries, globally. In particular, the impacts of the increases in the price of fuel on industries such as tourism are significant, especially as the sector continues on its path to recovery after the effects of the COVID-19 Pandemic. Participating in the five-month fuel subsidy program will be 185 tour operators and tender operators from across the country, the majority of which are micro-, small- and medium-sized enterprises. Officially launching the program was Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations, who commented: “Tour operators are centric economic nodes that drive development and growth of tourism in any destination. It is in this regard that the government saw fit, that together with the Belize Tourism Board, it engages in a fuel subsidy program that would bring some relief for tour operators in this volatile fuel market.” Joining Minister Mahler at the Launch Ceremony, was Mr. Evan Tillett, Director of Tourism, Belize Tourism Board, and representing the Office of the Prime Minister was Mr. Lincoln Blake, Director of Investment Policy and Compliance Unit in the Ministry of Investment, Trade & Commerce. Prime Minister John Briceño Lisbon, Portugal, 28th June 2022 (In Support of the Implementation of Sustainable Development Goal 14)
We are here together in this beautiful city to share our experiences, agree to what will hopefully be ambitious steps to scale up our efforts to protect the health of our oceans and to collectively identify actions for the advancement of our 2030 agenda for the Oceans. We thank our hosts for their excellent hospitality. This conference is being convened at a critical time as nations large and small alike continue to face the existential threat being caused by Climate Change, a once in a century Pandemic, global inflation, disruption of the supply chains, food and energy insecurity and now the Russian invasion of Ukraine. Today, we must recognize the need for more definitive collective actions and solutions if we are to ensure the health and functionality of our oceans and the economic recovery and survival of our people. Now more than ever, we must preserve our oceans through targeted protection like overfishing, marine pollution and the destruction of marine habitats. Already ocean warming is contributing to an unprecedented loss of marine biodiversity. This threatens these highly unique ecosystems which support the billions of our people who rely on our oceans for their livelihood. Therefore, we must together tackle the crises of climate change and biodiversity loss, protect natural ecosystems, and restore the immediate and far-reaching decarbonization of the global economy. COP 26 saw intense deliberations but resulted in “watered down” decisions. While optimistic promises were made to slash emissions, Governments continue to approve new extraction projects that highly contribute to CO2 emissions now referred to as CARBON BOMBS. There is a huge disconnect between words and actions. So, amidst a climate crisis, we are on track to blow up our global carbon budget and trigger even more catastrophic levels of climate events.Simply put, we are about to ignite the carbon bomb. In Belize, we are doing our part to protect the ocean and I am proud to lead a Government that is advancing innovative and ambitious policies to ensure that current and future generations can benefit from its resources. Belize is also delivering through the world’s largest debt restructuring for marine conservation which we announced in partnership with The Nature Conservancy in November 2021. Consequently, like most small developing states, the realization of these global targets has been constrained by the lack of financing. Despite global commitments for climate financing and conservation, only a fraction has been made available to the Small Island Developing States, yet 100s of millions will be spent on projects directly undermining our target of 2 degrees. Since November, my Government has delivered on our first two commitments including the expansion of our Marine Protected Areas and the designation of all public lands within the Belize Barrier Reef Reserve System World Heritage Site as mangrove reserves. So while we certainly aren’t done yet, I am proud of the progress we have made and I assure you that we will continue this work until we have secured a healthy ocean for all. As the first country in the Americas to implement a marine bond which we call our Blue Bond, we are proud of our pioneering effort in this regard. By protecting our natural places and ecosystems, we can secure productive and resilient fisheries, grow our nature-based tourism sector, and strengthen our natural resilience to climate change, a crucial issue for Belize’s largely coastal based population. I wish I could tell you this was easy – it wasn’t. It required difficult financial sacrifices such as wage cuts and cuts in our national budget to successfully convince bondholders that we were willing to do what was necessary to successfully conclude this blue bond deal, but we did it for our people and because we must act to save our ocean. Ladies and Gentlemen, the Oceans and indeed the world, is running out of time. We must continue to advocate for real change. We must advance the opportunities in renewable energy. We cannot continue convening meetings stating the need to protect and sustainably manage our oceans but not taking the necessary actions. To quote the UN Secretary General Antonio Guterres: “This is a climate emergency. Climate scientists warn that we are ready perilously close to tipping points that could lead to cascading and irreversible climate impacts. Climate activists are sometimes depicted as dangerous radicals. But the truly dangerous radicals are the countries that are increasing production of fossil fuels. Investment in new fossil fuel infrastructure is moral and economic madness.” Excellencies Belize has already demonstrated considerable and commendable leadership in our response to Climate Change by identifying key ambitions and targets for the reductions of emissions and the protection of our coastal and ocean space. We demand action from those who have put us in this position. The self-interest of a few cannot come before the interest of the planet. Wendell Berry, renowned environmental activist and writer stated, “whether we and our politicians know it or not, nature is party to all our deals and decisions, and she has more votes, a longer memory and a sterner sense of justice than we do.” As leaders we must listen and act in the best interest of those we serve. I therefore call on everyone to join us to conserve the ocean for Belize and for all of Mother Earth. Thank you.

WHO ARE THE CORRUPT THIEVES?
Although he likes to play the righteous one, former Prime Minister, Dean Barrow opened up in a television interview late last week to admit to some of the things the UDP did when they were in government. In an open interview late last week, Barrow said that he was in control of his party and that meant that he had to accept responsibility for the members on his side who were stealing and misbehaving. But he said there was not enough evidence against them. "You could only deal with them when you have the evidence and that was a problem. It's not that I fooled myself into thinking that ministers weren't doing all sorts of things but it sounded like a poor excuse and I didn't mean it as an excuse." Barrow said he knew that corruption was happening in his government and had examples of scenarios that occurred when he knew someone was wholly wrong but said while there was factual guilt, legal
guilt was another matter that could not be proven. On the issue of the lottery contract that was raised in the House by the now Minister of Infrastructure Development, Julius Espat, Barrow had said he did not know the details of the lottery contract that was given to Brad's a company with ties to another outside of Belize that is said to be owned by his son, Anwar Barrow. But last week in the post-admin, he seemed to have all the details in order and was not ashamed to admit it now that he is out of office. "The contract that my administration gave to Brad's was a contract and a license to manage the government lotteries for and on behalf of the Government of Belize. No lotteries don’t belong to Brad's And the lottery tax that the current prime minister is seeking to apply to Brad's never, ever apply to government lotteries. Government lotteries belong to the government.
Government doesn't tax itself. This of course sounded-off like vintage sleaze legal jargon. Father and son Barrow also have differing views on Cuba and Venezuela. MSDCCDR-Forestry Department Sign 3rd-Party Responsible Agreement with CSFI/YCT
June 29, 2022 - The Ministry of Sustainable Development, Climate Change and Disaster Risk Management along with the Forest Department signed the “Third-Party Responsible Agreement” with Corozal Sustainable Future Initiative (CSFI) and Ya’axche Conservation Trust (YCT). The purpose of the agreement is to support the implementation of the project entitled Enhancing Jaguar Corridors and Strongholds through Improved Management and Threat Reduction. CSFI is the Forest Department’s primary partner in managing the North-Eastern Biological Corridor. They will be responsible for implementing component two of the project entitled Wildlife-Friendly Economy, which will establish a response team for wildlife–jaguar conflict. It will also support the efforts of the project to engage with local communities in the development of wildlife-friendly economic activities. CSFI will provide technical backstopping for the implementation of component two and will be directly responsible for the implementation of US$244,213. YCT will play a key role, in partnership with the Forest Department, as a responsible party under component three entitled Combatting Wildlife Crime and Unsustainable Hunting in six communities in the Southern Biological Corridor, specifically within the Mayan Golden Landscape. YCT has had a long-term presence in the Southern Biological Corridor where activities related to sustainable hunting will take place. They will provide technical backstopping for the implementation of this component and will be directly responsible for the implementation of US$155,213. The Enhancing Jaguar Corridors and Strongholds through Improved Management and Threat Reduction project is a 36-month project funded by the Global Environment Facility and implemented by the United Nations Development Programme. The total cost of this project is US$11,348,404.

Dean Barrow also admitted that his son has been unable to unite the UDP to make it a viable opposition. “I'm disappointed, I'm worried, I'm anxious, but my disappointment is ... directed at the situation and all those that are responsible for the situation. ... You will never have complete unity. There will always be dissension but Christ man, it is at a level now that is absolutely intolerable. ... My heart grieves for my son, for my party, but most of all for my country. ...You must have a strong two-party system. You must, no matter who da the government - have strong opposition. ... Bwai, our democracy is hanging by a thread." Of course, this is because of his UDP. Barrow came to this interview in defense of the Prince son who has been thrown under the proverbial bus by the LOO who would do anything for a smidgen of credibility. Everthing else that Barrow said was a smoke screen for the defense of the dude that lost lots of money at BTL—his prized son. But Barrow fell short to name the thieves in his incomplete terms of infamy. No resignation, no real confession and all that Barrow did was release hot air.

New Reward Program Strengthening UK Trade Ties/ Latin American Destinations Eye Expansion of Nature Tourism & Increased Airlift and Trade Awareness By Robin Murray, Will Payne, Sasha Wood Belize has pledged to work closely with the trade as it attempts to promote the destination among UK travellers. The Central American country has met with agents and tour operators including Audley Travel, Explora, Journey Latin America and Intrepid as it looks to drive visitor numbers after the pandemic. It is also planning a new rewards programme for UK travel agents, with more details to be announced later this year. Tourism minister Anthony Mahler said the country, along with neighbouring destinations, will continue to lobby airlines for a direct route from the UK to make the journey more straightforward. “If you live in the USA you probably know about Belize but in the UK that brand awareness is a little bit less, and we’re working with our partners here in the UK to improve it,” he said. The country has seen an increase in demand for branded properties in recent years, with the Alaia Belize – which has 150 luxury rooms – opening in 2021. The country will also introduce an Elope in Belize campaign, which will be rolled out through the trade and will focus on smaller weddings. Mahler also discussed the government’s plans to secure direct airlift from Europe to Belize. "This is really key for us," he added. "We are looking at the UK, the Netherlands and Spain and we are having conversations with KLM, BA, Tui and Condor," he said. "In the next 10 years we hope to attract 750,000-1,000,000 guests globally. From the UK we had 15,000 in 2019 which could increase to 17,000 this year, and if we secure more airlift and a direct flight that could easily double. We have 900 hotels with 9,000 rooms to ensure there is no over tourism and to keep within the boutique aesthetic of the island. There is also a maximum height limit of 250 rooms." Mahler added Belize’s landscape and history make it an attractive proposition for UK tourists. “We are home to the second largest-reef in the world and also three of the four atolls, the other being in Mexico, and of course the Great Blue Hole,” he said. “And we have over 200 offshore islands all across the country. We are rich with flora and fauna with a dense tropical rainforest, and we also have temples all over the country with the history of the Maya. We also speak English and have a diverse people. In terms of bang for your buck, I guarantee you’d be hard pressed to find a destination that offers all of that.” Speaking to TTG on Wednesday (15 June), director of toaurism Evan Tillett said a number of other trade
incentives will be launched in the next few months. "We are launching a number of rewards programmes later this year, after last year we did quite a lot of work with agent training schemes, which helped to refresh and revive our trade partners on our product offerings," he added. "We aim to have as just as many agents on the fam trips as we did previously before the pandemic."
Mahler was keen to stress that “sustainability is at the core of everything we do”, with the country in the process of “modernising” its sustainable tourism masterplan alongside the University of Belize. Growing Latin America’s market share of nature tourism was a major topic of discussion at Lata Expo’s ministerial think tank, attended by tourism ministers from across the region and
specialist tour operators. Attendees addressed the reasons why Latin America is not getting its fair share of the nature tourism market, despite being "the most biodiverse region on the planet", and offered solutions for improvement. Latin Routes’ director Martin Johnson said its data shows Asia and Africa are the region’s biggest competitors in terms of nature tourism, and connectivity is a huge issue for Latin America, with the frequency of flights giving other destinations, such as Kenya, an advantage. Marketing budgets have previously presented a problem in attracting new visitors, according to Belize’s tourism minister Anthony Mahler, who said: "Governments didn’t see the importance of tourism to their development, but that changed during the pandemic when 50% of GDP was missing and poverty skyrocketed." Kyte agreed: “Unlike Africa, Latin America is about immersive natural experiences rather than having the Big Five lined up on your second day. The Pantanal is falling into the same trap as India in fixating on specific animals,” he said. He added Belize still does not have a direct flight from the UK, which is a big challenge, but they are currently in talks with airlines to secure better connectivity. Ministers from Colombia, Belize and Ecuador joined tour operators including Journey Latin America and Pura Aventura and industry experts to discuss how Latin America can promote itself more effectively as a destination during a think-tank at Lata Expo on Wednesday afternoon (June 15). Ministry of Economic Development begins GCF Accreditation Process
June 22, 2022 - The Ministry of Economic Development (MED), Belize’s National Designated Authority (NDA) to the Green Climate Fund (GCF) and the Climate Finance Unit (CFU), is pleased to announce that the GCF has released a first readiness disbursement of US$300,000 for the ministry to seek GCF accreditation. The readiness project will see the MED undergo an accreditation gap assessment and development of an accompanying action plan to strengthen the entity’s current structure, including its fiduciary standards such as administration, finances, procurement, integrity, and transparency. Also, where relevant internally, some core recommendations from the gap assessment will be implemented that will see the restructuring of the ministry to further its spe-
cialized capacity in driving climate action through actionable mitigation and adaptation projects. The accreditation of the MED will enable the Government of Belize to access up to US$50 million in grant funding directly from the GCF and other international funding institutions while decreasing the dependency on other entities for access on its behalf. This will allow for more country ownership and national capacity to be built. Further, the Protect Areas Conservation Trust will act as the delivery partner and assist with the implementation of the project, valued at BZ$1.2 million, and will also support the Belize Social Investment Fund with pre- accreditation assistance and technical support for the Belize National Protected Areas System to access climate finance.

BELIZE ARCHAEOLOGY SYMPOSIUM 2022 Address by Minister Francis Fonseca SAN IGNACIO HOTEL - JUNE 28, 2022 Distinguished Guests, Members of the Board of Directors of the National Institute of Culture and History, Madam President of NICH Merilyn Young, Directors and Staff of the Institute of Archaeology, Presenters, Visitors, Students, Friends of Belize. Allow me to begin by congratulating all those who have worked so diligently to plan and organize this 18th Annual Belize Archaeology Symposium 2022. I want to particularly recognize and acknowledge the work of the outgoing Director of the Institute of Archaeology Dr. John Morris, the incoming Director Dr. Melissa Badillo and the entire team at IA. I also want to extend a special welcome to all the scholars, researchers, visitors, friends who have travelled from abroad to join us here over the next few days to share their work and research with Belize and the wider Archaeological and Anthropological community. Two years have passed since the last Symposium due to the Covid Pandemic that has upended our lives and our global community causing tremendous social and economic devastation. As we meet this week here in Belize, our global community remains very much in turmoil and uncertainty. The Covid Pandemic is now better managed but remains with us. Rising inflation and supply chain disruptions threaten our food and energy security and undermine the growth and development of our most vulnerable nation states. The Russian invasion of Ukraine has further exacerbated this already fragile and ominous economic outlook. Despite these challenges, we here in Belize look to the future with optimism and a sense of purpose and urgency. Belize has 8,867 square miles or 5, 674, 800 acres of land, 12 miles of territorial sea, 200 miles of Exclusive Economic Zone(EEZ), untold deposits of petroleum and valuable minerals, and the skill and ingenuity of a 200,000 strong labour force. It has geographic proximity to and shares the English language with the wealthiest country on earth. We have other large markets like Mexico in our immediate vicinity. We have inherited the preferred and familiar English common law legal system. We have a tourism product second to none. Amazing sand and sea. Awe inspiring Archaeological sites. We have a visionary farm to table agricultural policy and a renewed focus on Sustainable Development and the Blue Economy. Belize recently negotiated and announced its Blue Bonds Arrangement which is the first of its kind innovatively addressing three global emergencies, Sovereign Debt, Marine Conservation and Financing Flows to combat climate change. Belize’s Blue Bonds Arrangement has established a model for coordi-
nated and transparent conservation governance integrating state, community, NGO, and private sector best practices. The Blue Bonds Arrangement accelerates Belize’s Eco-Marine conservation programs, elevating the protection of our Barrier Reef System and protecting 30% of our ocean space. The comprehensive Marine Spatial Plan is fully funded for the benefit of long term national development including the wellbeing of fisher folk, coastal communities, tourism, and our cultural community. This year’s conference themes are: 1. Transformations, Transitional Expressions, and Adaptations during critical periods of Ancient Maya Civilization. 2. Archaeology in Belize-Research Investigation Results. How timely and relevant in a world undergoing rapid transformation and adapting to change in a time of crisis. Research and theories on the ancient Maya adapting and surviving over several millennia and their eventual fall can undoubtedly yield insightful models for examination and discussion. Societal changes in past civilizations can be instructive. Communal and conflict narratives as rationales for social and political changes are a lesson

2022 for policy makers as our own societies undergo significant shifts. Just as drought and war played a key role in the decline of the Maya Civilization, today our global community, particularly our poorest and most vulnerable states, continue to be threatened by a collective failure to take urgent, meaningful action on climate change as well as the actions and decisions of world leaders who have demonstrated little regard for human rights and the rule of law. We at NICH are extremely proud of this Annual Symposium. It provides a unique opportunity for sharing knowledge and information and for engaging in meaningful discourse on Archaeological, Anthropological, Social, Cultural, and Historical developments in Belize. Over the past year, NICH has been forced to become more efficient and effective in carrying out its mandate. We have had to retool and restructure in the face of significant budgetary constraints. Despite these challenges, we have invested significant resources in the development and maintenance of our Archaeological Reserves, the Museum Of Belize, the Bliss Center for the Performing Arts, and our Houses of Culture across the Country. BELIZE PARTICIPATES IN 52ND ANNUAL CDB MEETING AND IMF REGIONAL EVENT The Caribbean Development Bank (CDB) held its 52nd Board of Governors meeting in Providenciales, Turks and Caicos Islands, from June 13 to 16, 2022. Belize was represented by Hon. Christopher Coye, Minister of State, Ministry of Finance, Economic Development and Investment, as Alternate Governor of Belize to the CDB; and Dr. Osmond Martinez, CEO, Economic Development, as Belize's Executive Director to CDB. In addition to the annual report of activities and financial affairs of the Bank, the board discussed development challenges facing the region, including matters of project implementation, multi-dimensional vulnerability, global inflation, food and energy security, climate and concessionary finance. Minister Coye also held bilateral meetings with the United Kingdom, Canada and Suriname. The latter meetings were focused on advocating for Belize’s eligibility for financing from the International Development Association, an arm of the World Bank that aims to reduce poverty by offering highly concessionary loans for programs that boost economic growth, reduce inequalities and improve people’s living conditions. Thereafter, Minister Coye attended the International Monetary Fund’s (IMF) Capacity Building Partnerships for a More Resilient Caribbean meeting with Caribbean member countries on June 17, 2022, in Bridgetown, Barbados. This event centred on the IMF’s newly established Resiliency and Sustainability Trust in respect of which Belize, as a vulnerable small state, is eligible for up to US$94 million in long-term highly concessionary financing subject to certain qualifying criteria. These funds would allow Belize to make direct and impactful investments in climate change and pandemic preparedness measures, such as energy security, food security and climate adaptation.

PUBLIC AUCTION SALES: PROPERTIES The Belize Fisheries Department held a National Spiny Lobster Stock Assessment Workshop from June 20–24, 2022 in Belize City in partnership with Environmental Defense Fund and with expert support from Cuba’s Centro de Investigaciones Pesqueras (CIP)/ Center for Fisheries Research). The workshop convened scientists, fishery managers, and other stakeholders to conduct a scientific assessment of the spiny lobster population in Belize to inform the sustainable management of the lobster fishery. The workshop benefited from expert technical support from Ms. Ofelia Morales Fadragas, a lobster expert from CIP; Dr. Kendra Karr, Senior Scientist from Environmental Defense Fund and input from representatives of the Belize Fisheries Department, Environmental Defense Fund, Toledo Institute for Development and Environment, Belize Audubon Society, Turneffe Atoll Sustainability Association, Wildlife Conservation Society, and The Nature Conservancy. During the workshop, participants analyzed the status of the lobster fishery based on fishery-dependent data collected over more than a decade, using scientific performance indicators and reference points defined as part of Belize’s adaptive management framework. The workshop also provided an opportunity for Ms. Morales Fadragas and fishery managers and scientists in Belize to exchange experiences and tools to improve spiny lobster management in the region, and to continue to promote ties between Cuba and Belize around marine conservation, fisheries
management, and other priority areas for both countries. The exercise culminated in a ceremony held on Friday, June 24 at Best Western Plus Belize Biltmore Plaza in which Ms. Morales Fadragas presented the key findings of the lobster assessment. Remarks were provided by Ms. Kennedy Carrillo, CEO of the Ministry of Blue Economy and Civil Aviation; Mr. Rigoberto Quintana, Acting Fisheries Administrator; and Her Excellency Maria Caridad Balaguer Labrada, Ambassador of the Republic of Cuba to Belize. The first mandarin class officially started after the ceremony. Both CEO Kevin Arthurs and Deputy Commissioner Bart Jones thanked the Government of Taiwan and the Taiwan International Cooperation and Development Fund (TaiwanICDF), for providing police officers of Belize with the opportunities of taking Mandarin classes, as well as learning about the beauty of the Mandarin language and the culture of Taiwan. CEO Arthurs especially pointed out that
Mandarin has become one of the most important languages in the global community. Deputy Commissioner Jones encouraged all police officers to take the advantage of the classes to learn conversational Mandarin. H.E. Ambassador Chien expressed his gratitude to all officers of Belize Police Department for protecting and safeguarding the lives and property of Belizean people, and stated that the partnership and friendship between Belize and Taiwan is rock-solid and strong. Many bilateral projects and programs have been successfully implemented for the past 33 years. Qatar’s SG of Foreign Affairs Visits
Hon. Ramon Cervantes, Minister of State of Foreign Affairs, Foreign Trade and Immigration, today welcomed H.E. Dr. Ahmad Hassen Al-Hammadi, Secretary General of the Ministry of Foreign Affairs of the State of Qatar, on an official visit to Belize as part of a regional tour. The visit saw the signing of a Memorandum of Understanding for the Establishment of Political Consultations, which enabled the convening of the first political consultation meeting. Discussions focused on strengthening bilateral relations between both countries, economic and commercial affairs including investment and postCOVID economic recovery, regional and multilateral issues, and cooperation in areas of energy, education, and infrastructure. Government of Belize Receives an Extensive Profile to Transform its Food Systems The Caribbean Development Bank (CDB) held its 52nd Board of Governors meeting in Providenciales, Turks and Caicos Islands, from June 13 to 16, 2022. Belize was represented by Hon. Christopher Coye, Minister of State, Ministry of Finance, Economic Development and Investment, as Alternate Governor of Belize to the CDB; and Dr. Osmond Martinez, CEO, Economic Development, as Belize's Executive Director to CDB. In addition to the annual report of activities and financial affairs of the Bank, the board discussed development challenges facing the region, including matters of project implementation, multi-dimensional vulnerability, global inflation, food and energy security, climate and concessionary finance. Minister Coye also held bilateral meetings with the United Kingdom, Canada and Suriname. The latter meetings were focused on advocating for Belize’s eligibility for financing from the International Development Association, an arm of the World Bank that aims to reduce poverty by offering highly concessionary loans for programs that boost economic growth, reduce inequalities and improve people’s living conditions. Thereafter, Minister Coye attended the International Monetary Fund’s (IMF) Capacity Building Partnerships for a More Resilient Caribbean meeting with Caribbean member countries on June 17, 2022, in Bridgetown, Barbados. This event centred on the IMF’s newly established Resiliency and Sustainability Trust in respect of which Belize, as a vulnerable small state, is eligible for up to US$94 million in long-term highly concessionary financing subject to certain qualifying criteria. These funds would allow Belize to make direct and impactful investments in climate change and pandemic preparedness measures, such as energy security, food security and climate adaptation.

A bilateral meeting was also held with Hon. Julius Espat, Minister of Infrastructure Development and Housing, to explore cooperation in housing and infrastructure. The visit concluded with a symbolic handing-over ceremony for the Plant a Million Trees Initiative in which the Government of Belize donated five species of plants representative of Belize that can survive the environmental conditions of Qatar. This initiative forms part of Qatar’s goal to plant one million trees before the FIFA World Cup Qatar 2022.

THINK ABOUT IT PATT AND BARROW DID A WORTHLESS THING Last week, a judge of the Supreme Court handed down a decision that Hugo Patt was to be awarded one hundred and forty-five thousand dollars. This decision arose from the publication of the Report concerning the scandal that erupted over the previous government shenanigans with public property. It emerged that the UDP government had been selling government vehicles to former UDP Ministers and cronies at giveaway prices. The then Prime Minister as Minister of Finance was the one signing and approving the sales of government vehicles without going to a public auction or placing any public advertisement for sale of vehicles. In fact, it is unlawful to sell government vehicles which are in good condition or which are relatively new. Former UDP Minster, Hugo Patt was fingered as one of several persons who was approved by his Prime Minister to purchase an expensive government vehicle at a cheap price. When the Report of Inquiry into the scandal was made public, Patt sued as well as then Prime Minister, Dean Barrow. Their lawsuit was NOT that the vehicles were not sold at cheap prices. Their lawsuit was that the Report had adverse comments and statements and that they were not given an opportunity to respond. The law is that every person has a right to know what allegations or adverse comments are being said or published about them. And they have a right to be allowed to respond. The Supreme Court was simply upholding what is the law. The Supreme Court is NOT saying Patt did not buy an expensive government vehicle at a very cheap price. Neither is the court saying Barrow as Prime Minister did NOT approve all the questionable sales of government vehicles. As such, Patt and Barrow at no time are claiming that they are not guilty of serious wrong doing. They are simply hiding behind a legal technicality which required the investigating committee to have notified them of what would be in the Report, i.e., the Report findings and to ask them for their response to the Report. In Dean Barrow’s application to the Supreme Court, please note he was asking the court to quash the whole Report, meaning nothing in the Report was to remain public. The Supreme Court said NO WAY. The media has not been properly explaining what are the facts. This is important, so that the public can be clear as to what wrong doings were going on with government vehicles. We are a little disturbed with the reporting by Love FM. Their reports include extensive interviews with the former Prime Minister and gives the impression that somehow they won a victory in court. Neither he nor Patt went close to the real issue which is the cheap sale of expensive government vehicles by Barrow to his Ministers and political cronies. We hope the government lawyers will find grounds to appeal the amount of taxpayers’ money which have been awarded to Barrow and Patt. We consider the amounts excessive and the public are unhappy that they should get such money for a mere technicality, even though they had done a worthless thing. ANOTHER MISUNDERSTANDING A section of the local television media, in their news reported on a public interest matter. Their news report last week was to the effect – will such and such a person be fired for standing up to the Prime Minister. This is so false and so wrong. In a moment of urgency, the Prime Minister called a public officer concerning why a quantity of imported flowers and roses were held up at the Corozal border. The longer those imported items were delayed in the heat of the day, the quicker they were likely to dry up. This could result in a possible lawsuit to the government. The Prime Minister was alerted to the situation by one of his Ministers. When the Prime Minister called and spoke to the public officer, after a brief conversation, the public officer hung up on the Prime Minister. This is outrageous and unacceptable. The UDP and the Public Service Union are wrong and irresponsible to twist this situation into something else. They are succeeding in turning the matter into trying to make it solely an issue that the Prime Minister was attempting to force the public officer to allow the items into the country wrongfully. That is a side issue. If the P.M. or any Minister makes a request to a public officer to do something which the officer should not do, the officer can politely ask that the matter be taken up with his Head of Department or a more senior public officer. There is no excuse to cut short a telephone call from the Prime Minister of the country. The public officer should be disciplined. This is an important principle which must be made clear. No public officer can be rude, discourteous and unhelpful to any member of the public or any senior government official or Minister of government. We must have public officers who serve all of us in a professional manner with a degree of respect and helpfulness, or should we allow our country to sink further in the drain? HAPPY BIRTHDAY AMERICA On Monday, the 4th of July, the United States of America will celebrate its independence. This followed a formal Declaration of Independence in 1776 after successfully defeating the then colonial British government. America went on to become the most prosperous and, later on, the most powerful

nation on Earth. This otherwise impressive history has been checkered and stained with their support of rightwing dictatorship, their assassinations of left wing, socialists and progressive leaders around the world and their unwavering support of the brutality of the Israel government against Palestinians. America remains the most dynamic democracy in the world, with all its faults and its inability to rise above the partisan divide of the Republican and Democratic parties, which alternate between governing their nation. It is interesting that America’s neighbors to its south – Mexico and Central America have been living with major poverty and squalor for umpteen of decades with no substantial help from the USA. While in an instant, America commits billions of dollars to dubious wars, invasions, illegal occupations and destruction all across the globe. If you think the Russia/Ukraine war is an evil thing, think back on America’s horrific history. That said, happy Birthday America. PUBLIC SERVICE UNION – 100 YEARS Congratulations are in order to the leaders of the Public Service Union, its members and supporters as they celebrate their centenary. It is an honor and privilege to be a public officer, and we salute all public officers who work hard to help Belizeans get the services they deserve and who pay their salaries through taxes. We were thinking; one hundred years ago was 1922, a mere three years after the biggest riots occurred in tiny Belize Town by soldiers returning from the end of the first World War and determined not to tolerate British racism in our country. Whatever public service in existence in 1922 would have been small and would consist of mostly British personnel. There weren’t likely to have been any worker’s union at that time. The nationalist movement emerged in 1950 and grew on the extensive work and mobilization of the existing worker’s union. This is a pattern which repeated itself throughout the English-speaking Caribbean countries. For sure, in the 1940’s and 1950’s, all heads of government departments were British. Belize achieved self-government in 1965. The employees of the government were officially public servants. We are not certain when they changed from public servants to public officers. John Longworth, a career public officer who rose through the ranks to become a Permanent Secretary, is in his eighties or nineties and is alive with his sharp memory and is living in Belmopan. Other very knowledgeable public officers still around to help, with some history would be Jose Coye (former public officer and government Minister), Sandra Hall (former Permanent Secretary), William Bill Tillett (former PSU President and Permanent Secretary), Bobby Leslie, career public officer and Cabinet Secretary, Reynaldo Malick (former PSU President), David Cruz (former Diplomat and Permanent Secretary) and, perhaps, even David Gibson who was former Permanent Secretary and Financial Secretary, although he is still a relatively young man. COST OF LIVING – HUGE PROBLEM Covid, inflation and the Russia/Ukraine war has pushed the cost of goods and services in the world to ever increasing heights… Everybody di bawl. In Belize, we are feeling the financial pressure. It’s hard, it’s hard, especially back da yard. The authorities cannot throw up their hands in despair and frustration. The Prime Minister did a good thing against the punishing prices of diesel and regular gasoline. There has to be a dynamic committee which is constantly monitoring the prices of everything, especially food and foodstuffs and ingredients even if we need to subsidize basic food and constantly do price controls. Cost of living has become a huge burden, and there is no end in sight, so we must put up a fight. Every problem has a solution. FONTO, BADMAN, MAN A YAAD Man a Yaad? What di heck is that? Man a Yaad is presumably a Jamaican term, meaning a man in the yard, or da man rule the yard. We will ask and find out. For months, Man a Yaad has been one of the most popular drinks among young men, especially so called street youths. It is considered a sex drink, something like when Guiness was the sexually potent acceptable stout. “Guiness Brings Out the Power in You”.Ain’t talking about brain power or financial power. Man a Yaad has a high alcohol content. We need to hear from the Ministry of Health and certainly from the Medical Association, which jumped on the anti-marijuana band wagon. Then there is Bad Man. This too is a popular drink among workers and young persons. It is a strong alcoholic drink. We are told that there is a $3.00 small plastic bottle and a $5.00 small plastic bottle. These are selling like crazy. People are getting high, drunk on $3.00 strong rum. And there is Fonto. Fonto is tobacco leaf sold at Chinese shops, for like a shilling. It is used to wrap weed for smoking. These look like a terrible health problem, smoking tobacco leaf directly into the lungs along with cannabis. Again, we need to hear from the Ministry of Health. All equipment shall be maintained as per the guidelines of the manufacturer. 2. Inspect, clean, and test all components of the electrical distribution system, such as circuit breakers panels, and switch gears. 3. Inspect, clean, and test the fire alarm, door alarm, emergency lighting systems, and all lights and lens in the buildings. 4. Inspect, clean, and test the hydrogen detector system. 5. Repair or replace all electrical components relating to the distribution system, fire and door alarm systems, and lighting systems as needed during the routine monthly service. 6. Repair or replace all electrical components relating to lights, light fixtures, switches, and outlets as reported by the Customer, within three (3) working days of notification. 7. Immediately notify the customer of any urgent repairs that are needed for the emergency lights, fire alarm, door alarm, and breaker panels and take corrective action immediately or no later than 24 hours of notification of the customer. 8. Submission of reports after inspection and works have been completed. The reports should be submitted in both hard and electronic formats.

2022 Stakeholder Engagement Strategy & Action Plan Consultation for the Coastal Zone Areas and Fisheries Sector The Government of Belize through the Ministry of Blue Economy and Civil Aviation (MBECA), in collaboration with the Food and Agriculture Organization of the United Nations (FAO) Representative for Jamaica, the Bahamas and Belize, and Belize’s National Designated Authority to the Green Climate Fund (GCF) organized the 1st Consultation on Stakeholder Engagement Strategy & Action Plan for The Coastal Zone Areas and Fisheries Sector of Belize. The consultation took place on June 17, 2022, at the Radisson Fort George Hotel & Marina, Belize City. A part of the GCF readiness project entitled Enhancing adaptation planning and increasing climate resilience in the coastal zone and fisheries sector of Belize, the objectives of the consultation were to: • Provide an overview of existing stakeholder engagement structures in Belize; • Perform stakeholder analysis; and • Validate the Draft Stakeholder Engagement Strategy and Action Plan. This first consultation brought together key stakeholders including the Wildlife Conservation Society, Caribbean Regional Fisheries Mechanism, Belize Fishermen Cooperative Association, Ministry of Tourism, National Fishermen Producers Co-operative Society Ltd., Turneffe Atoll Sustainability Association, Belize Federation of Fishers, Caribbean Network of Fisherfolk Organizations, Belize Audubon Society and Oceana Belize. The participants provided input towards the draft stakeholder engagement strategy and action plan. A second consultation will take place on June 30, 2022.
Conch Season Closed The Belize Fisheries Department hereby informs all fishers and the Public that in accordance with Statutory Instrument No. 54 of 2012, the Honourable Andre Perez, Minister of Blue Economy and Civil Aviation will declare the Queen Conch (Strombus gigas) fishery closed at the close of business on June 26th, 2022. This is necessary due to the realization of the Queen Conch Production Quota for the 2021-2022 fishing season. The fishing community is advised that all conch fishing activities shall cease as of this date until the opening of the next fishing season on October 1st, 2022. The Belize Fisheries Department further advises all establishments and the Public to use, consume and dispose of all Queen Conch meat in their possession on or before June 26, 2022. Duties and Responsibilities The Project Engineers’ duties will include, but will not be limited to: • Review/ develop/ amend project designs and cost estimates as may be necessary. • Review/ develop/ amend bid documentation utilizing approved templates to include invitations to bidders, instructions to bidders, bidding forms, form of contract, drawings, specifications, bill of quantities, and other schedules, etc. • Assist the PEU during bid phase, including site visits with bidders, preparation of responses to queries raised by bidders, and the preparation and submission of a comprehensive bid report with recommendations. • Prepare and submit annual project workplans and budget. • Provide direction to and supervision of the day-to-day operations of the Project guided by the project documents and annual work plans. • Monitor contractors’ performance to verify that the works are being executed in accordance with the contract, and that the quality of materials and workmanship are in accordance with standard specifications and good engineering practices. • Review payment and completion certificates. • Keep account of project-related expenditure and disbursement activities. • Convene and document meetings with contractors, engineering consultants, and other relevant stakeholders as required for the purpose of coordinating activities.

Gilroy Usher, used his opportunity to address the graduates to further emphasize the importance of ambition, education, and dedication to achieve one’s dreams. For the benefit of the graduates and the entire audience I explained how those three things enabled me to transition from a person whose articles were often rejected for print by the local newspapers to being a regular writer for those same newspapers and later the editor for Labour Beacon and Pulse Newspapers. With ambition, education, and dedication Hon. Usher stated that he then proceeded to publish my own newspaper, Liberty, for a number of years. Today, I am the writer for the Grassroots column in the Reporter newspaper, and am also a frequent writer for this Belize Times newspaper. As the Guest Speaker, I urged the graduates to make use of the knowledge, experience, and skills acquired from GLHSED and to pursue their dreams in life to the fullest. At the conclusion of his remarks Hon. Usher also had the honor of informing Mr. Evanier Cruz that for being the Valedictorian for GLHSED Class of 2022, the Government of Belize awarded him a full scholarship to the University of Belize to pursue an Associate Degree in any subject that is offered by the institution The Salutatorian for the historic occasion was Miss Wilmer Acevedo. The Vote of Thanks was given by Miss Dezeriee Magandi. GLHSED is a very important institution. It gives many youths and adults, many of whom are working parents, the opportunity to further their education beyond the primary school level. Dr. Samuels supports making GLHSED a four-year institution. That would definitely make its graduates more competitive in the work place with graduates from high schools that offer four years of learning.
GRADUATES FROM GWEN LIZARRAGA HIGH SCHOOL EVENING DIVISION RECEIVE KEYS TO PURSUE THEIR DREAMS
By Hon. Gilroy Usher, Port Loyola On Friday June 10th graduation was held for over 50 students from Gwen Lizarraga High Evening Division (GLHSED) at St. Catherine’s Mercy Center in Belize City. Guest Speaker for the occasion was Dr. Sheldon Samuels National Coordinator, Adult and Continuing Education with the Ministry of Education and Culture. Special Guest for the event was yours truly, Hon. Gilroy Usher Minister of Youth, Sports, and Transport. In his address Dr. Samuels stated that ambition, education, and dedication are three of the most important things needed to achieve one’s dreams in life. Dr. Samuels then revealed how those three things enabled two youths - one a female person and the other a male person - to become good role models in the society today. To achieve her dreams in life of having a happy family and being a successful entrepreneur, the female person referred to as Sandra went through unbelievable hardships. Sandra had difficulty finding suitable employment as she only had a primary school education; as a single mother she was the victim of domestic abuse, and she had to leave her children with their grandparents to further her education. Sandra’s life took a turn for better after she enrolled with GLHSED. With that education she acquired the skills to make better decisions and is now an entrepreneur with a happy family. The male person Dr. Samuels referred to in his remarks used his time in prison in the United States to further his education beyond the high school level. Although the youth was deported to Belize after serving
his time, the individual did not allow that negative experience to keep him down. Committed to being of maximum assistance to at risk youths in the country, the individual gained employment with the Department of Youths Services over fifteen years ago. That individual is Mr. Kevin Cadle, and he is now the Director of the Department of Youth Services that is under the Ministry of Youth, Sports, and Transport. In concluding his address Dr. Samuels noted that GLHSED has equipped the graduates with the keys to open many doors and urged them to take advantage of those opportunities to achieve their

Representatives of the Ministry of Agriculture, Food Security and Enterprise are attending a Regional Meeting of Rural Youth in the SICA Region from June 16 to 18, 2022, in Panama. The purpose of the meeting is to dialogue and agree on action measures within the strategic framework 2022-2030 to promote the inclusion of rural youth according to conditions and specific priorities of the countries of the region, with a view to achieving development programmes with more relevance, inclusivity and sustainable rural programs for rural youth. The regional meeting is organized by the Secretariat of the Agricultural Council Central American (SECAC) and PROCASUR with support from the International Agriculture Development Fund (FIDA) and the Ministry of Agricultural Development of the Republic of Panama, in the project framework: Young Leaders of Territorial Rural Development in the SICA region. The meeting will combine sessions of discussion on various related topics, field visits and exchanges of experiences of rural youth supported by the Ministry of Agricultural Development of Panama (MIDA). The results of the regional meeting will feed the Strategy of Rural Youth for the SICA Region (2022-2030) and will contribute to the definition and adequacy of the lines of action, in linkage with learning and initiatives of rural development at the national level of the agricultural and rural sectors of countries within the region. June 21, 2022 - The Taiwan ICDF and the International Regional Organization for Plant and Animal Health (OIRSA), in collaboration with the Belize Agricultural Health Authority (BAHA), are holding a 4-day workshop on “Diagnosis of Fusarium Tropical Race 4 (Foc TR4) of banana and plantain” in Central Farm, Cayo District from June 21 to 24, 2022. This workshop offers training of the molecular detection of Foc TR4 for BAHA technicians, for the purpose of strengthening the Foc TR4 diagnostic capacity of the BAHA laboratory. Mr. Andrés Avalos of the Ministry of Agriculture, Livestock and Food in Guatemala was invited as an instructor for this 4-day training. During their remarks, Mr. Francisco Gutierrez of BAHA and Mr. Fermin Blanco, Country Representative for OIRSA in Belize, both thanked the Taiwan Government for its continued support of the agricultural development of Belize. The workshop is part of a pilot project that Taiwan is funding its allies in Central American region including Belize, to strengthen the banana disease prevention capacity through the cooperation with OIRSA. With banana being an important part of Belizean diet and export industry, Taiwan is committed to work with OIRSA and the Ministry of Agriculture, Food Security and Enterprise of Belize, to strengthen the expertise of diagnosing banana disease, as well as to ensure the sustainable development of banana growing in Belize.
