PUP CALLS FOR OAS OBSERVERS… CAN’T TRUST THIS! Thursday, 07 June 2018 For the simple reason that the United Democratic Party has demonstrated that it cannot be trusted where the conduct of elections is concerned, PUP leader John Briceño has sent out a call for observers from the Organization of American States (OAS) to observe the long overdue re-registration exercise from the months of July to November 2018. In a letter written to Prime Minister Dean Barrow on May 30, 2018, the PUP states, “In keeping with our commitment to ensure that this process be managed in the most transparent way possible, the People’s United

Party believes that an observer mission from the Organization of American States is essential to achieving that objective. The OAS sent an important observer mission in 1997, when the last re-registration exercise was undertaken. The People’s United Party therefore suggests that your Government invites the OAS to send an observer mission to observe the registration process in the months of July to November.” It has long been believed that the

PUP CALLS FOR OAS OBSERVERS…

Continued from page 1 government has installed agents at key positions in the Elections & Boundaries Department which looks after the interests of the UDP. In fact, the conduct of the San Pedro Municipal elections in just the last two weeks was under intense scrutiny in the Supreme Court, and in the next week it is likely that Chief Justice Kenneth Benjamin may rule to declare that election null and void. On the stand in that Court, the Chief Elections Officer herself admitted to breaking the law by opening a sealed container of ballets in her office. And that is just one example. In a press briefing this week, PUP leader John Briceño pointed out the critical importance of an impartial body observing the re-registration process because already there are indications which are causing great concern. One of those, stated Briceño, is that “the Elections and Boundaries offices are operating without a Board. None of the Commissioners have been appointed. We have been calling their attention. We have written letters to the Prime Minister as to when these Commissioners are going to be named. We are very concerned because we believe

that the Election and Boundaries offices are being run by the political directorate.” Briceño is also concerned that some persons may be disenfranchised during the re-registration process. “Under the law, doing re-registration they need to go to every single village to make the process easier for Belizeans to get re-registered and we have been informed that they are not going to do that. That they are only going to certain villages and then everybody else has to come to those villages and they are citing budgetary concerns. But we can never spend too much money when it comes to protecting the democracy of Belize and the integrity of that voters list.” There has been no re-registration exercise in Belize for the past two decades, and the reality is that if there is no scrutiny of the process, its integrity WILL be compromised. The Belize Times spoke to PUP leader John Briceño today and he confirmed that he had received no response from the Prime Minister regarding the request for OAS observers. Briceño has stated that the Opposition will send a letter directly to the OAS if the PM fails to answer.

Death Toll Rises in Guatemala Thursday, 07 June 2018 Late reports today are that the search and recovery efforts in villages near Volcan de Fuego which erupted on Sunday has been put on hold due to dangerous conditions. The eruption spewed smoke miles into the air and released not only molten lava but a boiling mix of gases and ash which swept down on villages located near the base of it. Official stats today, Thursday, are that there are close to 100 persons confirmed dead, and 200 more who are missing and assumed dead. Thousands of persons have had to be evacuated and almost two million have been affected. At a press briefing held this week, PUP leader John Briceño expressed his solidarity and support, stating that “We join in mourning the loss of life and the immense suf-

fering being brought upon the people of Guatemala as a result of the recent volcanic eruptions. We call on the government and all Belizeans to offer whatever humanitarian assistance we can to our neighbour Guatemala and with support efforts by the government to provide assistance through regional organizations.” Following the disaster, the PUP issued a statement of solidarity, expressing that “at a time like this, we must put our differences aside and let our humanity rule. On Sunday, it was Guatemala. Today or tomorrow it can be us or any other country that is susceptible to natural disasters.” Individuals and organizations in Belize have already galvanized to gather and transport supplies which are needed immediately by those affected by the far-reaching effects of the eruption.

CAYO NORTH GAWN CLEAR!

Thursday, 07 June 2018 On Sunday afternoon, PUP supporters from Cayo North gathered at the Octavia Waight Center for a massive convention to endorse Michel ‘Micho’ Chebat for Cayo North. The PUP spirit and vibes were in full effect. Among the many party dignitaries present at the event were Florencio Marin Jr., Ramon ‘Monchi’ Cervantes Jr., Mike Espat, Kareem Musa and Party Leader John Briceño. PUP Party Chairman Henry Charles Usher officiated the endorsement ceremony where Chebat and his entire executive committee took the oath of office. Chebat in his address explained to the residents that the aim is to make life better for all Belizeans. Some of the plans for Cayo North include an upgrading of the San Ignacio Hospital to a fully functional hospital that provides all the services needed by the residents. Chebat also pledged to assist in making land and affordable housing opportunities available to the residents. “We will ensure that programs like BOOST are given to the people who most need it. Too many times we have people suffering because only party fanatics can access it. We will be different. We will ensure that the most vulnerable and most needy of our citizens will be the real beneficiaries of these services. We will establish a starter house program for the people of Cayo North to be able to get their land and a home….. It is time to act. We can do it by working together. I am confident that together we can do this.” Party supporters continued cheering as Chebat introduced Party Leader Briceño. Briceño expressed

his full confidence in Chebat, his committee, and the residents of Cayo North - “Thank you very much. I am honoured to be in Cayo North and I know that Micho Chebat will deliver Cayo North for the PUP in the next general election. The work continues and working together we can and we will deliver for the People’s United Party.” The highly energized convention culminated with several lucky winners going home with a free refrigerator, microwave and a flat screen television courtesy of Chebat and the Cayo North executive committee.

PM’S CHOICE FOR SUCCESSOR REVEALED? Thursday, 07 June 2018 There are reliable reports suggesting that Deputy Prime Minister Patrick Faber has been placed on suicide watch after Tuesday’s Cabinet meeting. In what we are told was a very hostile session, Corozal North Area Representative Hugo Patt was nominated by senior Minister and UDP whip Michael Finnegan to take over the UDP after Dean Barrow departs. Political observers know that Finnegan is the Prime Minister’s closest friend and confidante in Cabinet, and it is almost certain that the nomination of Patt by Finnegan was done with the full backing of Barrow. Sources inside Cabinet told the Belize Times that after the nomination Faber was hysterical, accusing Finnegan of betraying him. The high strung Deputy allegedly had to be taken out the room and walked up and down the corridor because he was calm enough to be invited back into the Cabinet Room.

In an interview with one media house following Cabinet, Patt confirmed that his name had been brought up in Cabinet as a successor to Barrow, and when queried by another media house he stated, “… any decision on my part to contest will require substantial discussion with my family and supporters of Corozal North.” On two occasions recently Patt, considered a junior Minister, has been named Acting Prime Minister while Mr. Barrow has been out of the country. On both those occasions the Deputy Prime Minister and the other aspiring Party Leader, John Saldivar, were passed over without apology or explanation by their political boss. While that was a clear sign that neither Faber nor Saldivar enjoyed their boss’ favour that was confirmed at the PM’s most recent press conference. When asked who he would choose as his successor – Faber or Saldivar – Barrow laughed out loud before pointing out that there was a third person who had expressed interest.

While Faber tends to become hysterical under fire, Saldivar has kept his real feelings close to his chest. However, sources in his camp say that he has taken the news very badly. Saldivar, whose star fell because of his association with con-man and accused murderer William Danny Mason, enjoyed a very brief come-up after municipal elections. But while the plump Minister has continued to believe

that he is a Big Deal, political pundits knew that he would never succeed the Prime Minister as head of the UDP. The Belize Times has been told by sources in the north that while Patt claims he has to discuss with family and constituents, the decision is a done deal and in the past weeks Patt has already been lobbying very discreetly to consolidate support in Cabinet.

Message from Hon. John Briceño, Leader of the Opposition

Planning a Productive Summer It’s June and while it means the official start of the hurricane season, it is also a month of celebration for thousands of young people who will be completing their studies from elementary school, high school and college. We hope that all who will graduate from primary and secondary school will continue their education. We also hope that those who graduate from our junior colleges will move on to complete their first degree. And to our university graduates, we wish you well as you start your new careers. While I join with everyone in congratulating our students, their parents, teachers and all who contributed in their academic success, I also appreciate the fact that the summer months can be very challenging for everyone. Many of our young people will be out of school for the next three months. For those who will continue with their education, the plans to meet those enormous back to school expenses will very soon begin. So while it is a time to celebrate it is also a time to plan for what is to come. Of course, with all those young people out of school for the next two or three months, parents will be looking for activities for their children. Among those activities that parents would like to see their teenaged children involved in, is a summer job. I have always believed that summer jobs are an important part of the development of our young people. Through summer work they can experience what it is like to have a job, make a little extra money to help with their books and school supplies and they may even develop some new skills. In our family business we hire students every summer because we believe it is good practice. So I would like to encourage all our businesses and even government to hire young people to work in summer jobs. For sure we in the PUP will be encouraging our 31 constituency chairpersons as well as our Secretariat to include students in our re-registration exercise during the months of July and August and I call on the Election and Boundaries Commission to do the same. As parents let us find meaningful activities for our young people to get involved with during the summer break. If not a summer job then perhaps summer camp, art and music classes or voluntary work with some charity organization. All these are activities that would keep our young people active as well as help get them through those lazy days of summer. Plus these are all character-building activities. Developing our young people and preparing them for the future is a part of building a Belize that works for everyone.

Belmopan CitCo Broke – Owes SSB $50K Thursday, 07 June 2018 The Belize Times has been able to confirm that the Belmopan City Council, which floated a municipal bond just months ago prior to municipal elections, owes the Social Security Board close to $50,000 in unpaid employee contributions. That means that while the Council has deducted the payment for the SSB from their employees, they have not paid it into the SSB. One source in the Council is claiming that monies have not been paid in since January 2018 but at press time we were unable to verify. It is also alleged that there was a meeting recently in which it was decided that the Council would be approached immediately and payment would be demanded. This newspaper has also been informed that the Council is in dire financial straits otherwise. Uncon-

firmed reports from staff members on condition of anonymity indicate that even making payroll recently has been difficult. The Belize Times has also been reliably informed that various major suppliers in Belmopan have cut off credit usually enjoyed by City Hall after arrears have gotten out of control. A staff member told us that they are now forced to purchase material little by little for cash. It is not quite clear how, just months after floating a bond, the Council now finds itself in such a state. Residents of Belmopan are still awaiting official reports of how the money received from floating the bond was spent, since most of the works done in Belmopan were carried out under the Road Traffic Safety Program through a loan taken by

Central government, and not by the Council. Over the weekend, an irate Belmopan City Council employee complained to the Times, claiming that while they are having problems being paid, the Council had no problem using resources to make Mayor Khalid Belisle’s wedding last week a spectacular affair. One informer jokingly told us that at one point persons thought that City Hall had relocated to a farm across the Sibun Bridge in St. Margaret’s, based on the amount of Council staff, vehicles and heavy equipment which were used to prepare for

the Mayor’s nuptials. The Belize Times will continue to investigate these reports and will provide a more comprehensive story in next week’s edition.

he situation in Guatemala remains very critical at this time, as there have been other explosions within the Volcan de Fuego following the unexpected, disastrous eruption on Sunday. Official statistics indicate that the death toll has risen to 75 persons, but there are still one hundred and ninety two persons missing and believed buried under ash and rubble. Only 23 of the 75 confirmed dead have been identified by Guatemala’s forensic service. Firefighters and others on the ground who have been frantically searching for survivors, or more likely the bodies of the missing, are themselves threatened by the dangerous conditions which persist, including the heat on the ground which is melting the soles of their boots. Since Sunday, there have been videos and images released which are nothing short of heart-breaking – bodies of entire families covered in the mixture of ash, rock and volcanic gases which is considered much more dangerous than lava. One particularly poignant image shows a father and his two children lying dead, while the mother lies just steps behind. All appear to have been consumed by the deadly flow from the volcano as they tried to run for safety together. The People’s United Party issued a statement of solidarity on Monday, urging nations to assist in any way possible to alleviate the suffering of the Guatemalan villagers. That appeal was also sent to the Government of Belize, which has so far issued no official statement on the disaster. In its release, the PUP states clearly – “At a time like this, we must put our differences aside and let our humanity rule. On Sunday, it was Guatemala. Today or tomorrow it can be us or any other country that is susceptible to natural disasters.” It is regrettable that the Barrow administration has not seen fit to express either condolences to or support for those affected by the disaster. In a time where more and more nations have been pummelled by natural disasters, and particularly as our own hurricane season opens, our government cannot be reticent or negligent when it comes to the offering of support or even humanitarian aid where possible. It is regrettable also that there are those of us who have taken to social media to express that we couldn’t care less about the disaster in Guatemala. One person wrote that “there could be ten eruptions and I wouldn’t give a damn.” Others have stated flippantly that God is punishing Guatemala for its unfounded claim on Belize. Still others say that Belize should not be wasting its time on prayers or support for the victims of the eruption, since we have our own problems closer to home. It is quite frankly amazing to see the cold and uncaring expressions toward a people who are already suffering so much from a disaster not of their own making. It is incredible to think that anybody could wish ill on persons in such a situation, much less maintain that stance after seeing the death and misery, grief and suffering visited on poor villagers as a result of the volcano’s eruption. Angst towards Guatemala is not irrational. That country has an unfounded claim on our territory, and in recent years has become aggressive in the extreme. In addition, tensions have been heightened by what seems to be an inexorable rush to referendum, and perhaps to the International Court of Justice. Our people’s dislike and distrust of Guatemala has perhaps been exacerbated by the negligence, neglect and incompetence of our own Foreign Minister. Under this Barrow Administration which has resisted multiple calls for Sedi Elrington’s resignation over his treatment of the claim, Belize has assumed a position of submission while Guatemala has become the big, bad bully. So to harbour ill feelings toward a neighbour which has shown every intention of doing everything within their power to claim our land is natural and entirely reasonable. But our humanity must demand that in the face of disaster, we can separate issues which are not related. The disaster which has struck Guatemala and has killed probably hundreds of its citizens (by the time the official death toll is finalized) and affected nearly two million others can be held separate from its government’s claim on our territory – by sheer virtue of our humanity. We must never lose sight of that humanity. We ask all Belizeans to join us in prayer for those who have been affected by the eruption and aftereffects of Volcan de Fuego. We ask that God protect those who continue to be under threat, and bring peace to families who have lost their loved ones. Today it is Guatemala. Tomorrow it could be Belize.

Barrow Telemedia Limited Axes Kremandala Thursday, 07 June 2018 It made the news last week when it was revealed that BTL had withdrawn all advertising from Kremandala – comprised of Krem TV, Krem Radio and Amandala, the newspaper with the country’s widest circulation and largest readership. But while it made the news, a move such as that should have come as no surprise since it will not be the first time that Government has sanctioned media-houses which it feels are not sufficiently adoring of the UDP/GOB.

Earlier this week, the PUP issued a release calling on the government to rescind the decision, since the Prime Minister has stated ad nauseam that BTL is not a private company, but belongs to the people of Belize who were actually forced to pay nearly $600M for it because of a behind closed doors agreement between the Prime Minister and Michael Ashcroft. BTL today issued the most ridiculous, poorly written, vague and non-responsive release ‘respond-

Rogue Cop Finally Charged

PC Leonard Albert Benjamin Thursday, 07 June 2018 Police reported via media chat group today that Police Constable Leonard Albert Benjamin, 27, of a Santa Elena Town address was formally arrested and charged for Aggravated Assault. The incident for which Benjamin was charged, a sensational one because he is a cop and it happened in front of the San Ignacio Police Station where he is posted, happened two weeks ago, on May 24, 2018. On that day, bystanders were shocked by an incident on the steps of the San Ignacio Police station. According to witnesses, two uniformed Police Officers attached to the San Ignacio Station got into a heated argument. After hurling words and threats at each other, one of the officers reportedly withdrew his licensed 9mm gun, pointed it at his colleague and cranked it. Sources tell the Belize Times that the argument was over a relationship with a woman Police Officer also attached to the San Ignacio Police Formation. The Belize Police department informed via the media chat group on Friday that the incident involving the two officers was handled internally. However, we were informed that PC Obed Arzu, who was threatened, had filed charges against PC 1994 Leonard Benjamin. Assistant Commissioner of Police Joseph Myvette in an interview with the media stated that Benjamin was charged internally and that Arzu did not initially request court action - “I have been informed that the constable requested no court action, but later on requested court action into the matter.” Witnesses explained to us that PC Arzu at no time indicated that he intended to settle the matter internally. In fact, he insisted on giving his official statement as the incident occurred. Both police officers and the woman Police Officer continue to work at the San Ignacio Police Station and are attached to the same unit. Notably, both Police Officers have their licensed weapon.

Major Hustling at Land Department Revealed! Thursday, 07 June 2018 There are reports of yet another significant hustling scheme being discovered at the Ministry of Natural Resources. Last week, the Government of Belize announced the termination of seven employees of the Ministry. In a short press release, the government listed the names of the public servants and informed that since they are no longer employed, they are not authorized to carry out any business for the Ministry. No details surrounding their terminations were released. However, inside sources have indicated to the Belize Times that shocking evidence of an alleged corruption scam was found that implicated the public officers. Among the officers fired was senior officer Amin Bobadilla who was working at the Belmopan Lands Department along with Manolo Toledano and Marla Longsworth. The other four terminated employees were from the Cayo, Belize City, Orange Walk and Corozal land offices - Evril Matute, Noel Centeno, Gustavo Gongora and Miguel Lopez. It is alleged that the officers were involved in land schemes with several Ministers of government who asked for specific favours. Among the many accusations are those of bribery, land fraud and the illegal sale of a parcel of land in San Pedro for which someone or some persons collected a whopping $300,000. The shocking revelations also implicated an employee from the San Ignacio lands office who was not terminated. In an official document provided to us, it is alleged that that employee would receive land applications but she would immediately then apply for the same land under the names of her relatives. Sounds familiar? The Belize Times has been informed that it was Lands Commissioner Wilbert Vallejos who requested an investigation into the incident. Other terminated public servants are being accused of bribing members of the public in order to provide services to them. Furthermore, we were informed that the San Ignacio Land Office is included in the ‘hotbed of corruption.” According to our sources, members of that department are deeply involved in the bribing of the public and the illegal sale and transfers of

land. Our source also explained that favours for Ministers was a ‘normal thing’ and that all staff members would immediately locate lands for them. Additionally, we are told, the officers were asked to ‘forge and manipulate’ abstracts without conducting any proper inspections. At least one of the terminated public officers, Miguel Lopez, is legally challenging the termination since he believes that he was discriminated against by Vallejos.

They have done the same to both Channel 5 and Plus Television, which receives absolutely no advertising

from any Government Ministry or department or statutory body after that station was perceived as being anti-government and anti-UDP – no ads or sponsorship from BTL, BEL, BWS, SSB, DFC or BAA. The government’s ban on Plus Television is so widespread that we understand that the media house has been removed completely from the Smartstream system, which is how government makes payments. It is that pettiness which ensures that nobody with any sense would believe that the ads ban on Kremandala did not arise out of instructions from the highest levels of the UDP. As the Prime Minister stated – what it is, is what it is.

RACE AGAIN Last year, just around the time when Britain’s Prince Harry and Meghan Markle got engaged to be married, I wrote a short piece called “This Race Thing,” in which I pondered on and shared some thoughts about the issues of race and ethnicity. They never seem to go away, do they? This past week we have seen the cancellation of an extremely popular television series in the United States due to the racist tweet of the show’s star, one Roseanne Barr. Incredibly, she thought nothing of cursing out a lady named Valerie Jarrett who used to work for President and Mrs. Obama during their White House tenure. And this was certainly not the first time; only that this time she surely got her comeuppance, and swiftly too. The boss of the TV network is an African American woman, and she was having none of it!! The ultimate price had to be paid. Ms. Barr later made a lame apology, saying it was only a joke and that “she loves all people.” Really??? Barr’s fatal bout of racist commentary was really bad. She tweeted something to the effect that a Muslim terror group and Planet of the Apes had a baby in the person of Ms. Jarrett. I have seen an opinion by a Muslim commentator who feels that not all forms of racism and discrimination are condemned equally. Americans, he said, can get away with being prejudiced against Muslims; though they increasingly cannot escape dire condemnation when they spew hatred against black people. This particular tweet by the actress Roseanne was especially “vile and dehumanizing,” in the view of so many. And I remember too when a white woman, who couldn’t contain her bigotry, called Michelle Obama “an ape in heels.” Again, it seems beyond comprehension that such racism and visceral hatred still exist in the United States and elsewhere. Just today I came across a news item from our own Caribbean which reports that sister country Antigua and Barbuda is the first Caribbean country to ratify the Inter-American Convention Against Racism, Racial Discrimination and Related Forms of Intolerance. The photo of five persons accompanying the news item prominently features Organization of Ameri-

can States Assistant Secretary General, Belizean Nestor Mendez, sporting a white guayabera. Also in the picture are Sir Ronald Sanders and Joy Dee Davis Lake of Antigua, OAS Secretary General Luis Almagro, and OAS President Andres Gonzalez. The instrument of ratification signed by Antiguan Prime Minister Gaston Browne was presented at a ceremony on June 1, 2018 at OAS headquarters in Washington DC. Ambassador Sanders was proud to say that his country is in the forefront of efforts to end discrimination based on race and any form of intolerance. Interesting to note is that twelve countries in the thirty-four member OAS have signed this new convention. They are Antigua and Barbuda, Argentina, Bolivia, Brazil, Chile, Columbia, Costa Rica, Ecuador, Haiti, Panama, Peru, and Uruguay. However, only three countries have taken the next step of ratifying the convention: Antigua and Barbuda, Costa Rica and Uruguay. Surely, Belize should sign and ratify this convention, but when we do so it must mean something. We have to make sure that we live the ideals embodied in the convention. It is all very well and good to join the bandwagon of signing up to another convention; but we must ensure that the ugly intolerance still seen in the United States and elsewhere is not given any sway here at home. I repeat that we in Belize pride ourselves on being a melting pot of diversity and tolerance. But we too know that ethnic and racial discrimination have not been fully eradicated. If by signing this convention we can take more meaningful steps to respect one another and reduce discrimination and intolerance, then let us sign and ratify the convention immediately. Non-discrimination and racial harmony are laudable ideals, and so let us do as Ambassador Sanders has encouraged. All countries of the Americas should “join the convention and thereby enhance the rights of all people, particularly minorities and races that have suffered discrimination and oppression” Once we have done so, let us live by what we have agreed to.

HOW WILL WE SOLVE OUR PLASTIC WASTE PROBLEMS? “Of all the waste we generate, plastics are perhaps the greatest symbol of our throwaway society. They are used, then forgotten, and they leave a terrible legacy”. –Zac Goldsmith– On June 5th we celebrate World Environment Day. This year the campaign is focused on stopping plastics pollution. On social media they use the theme: #BeatPlasticPollution. Such actions are crucial in the implementation of the 2030 Agenda for Sustainable Development and its SDGs, and the Paris Agreement on climate change, including through engaging in political advocacy, providing expertise and insights on potential policy choices as well as being directly responsible for the implementation of many of these decisions. At the moment, humanity makes about 300 million tons of plastic every year. And half of it is used only once (like bags and wrapping). Approximately 10% of it is recycled and the rest goes to garbage dumps/landfills and rivers. According to a recent study, 10 rivers (2 in Africa and 8 in Asia) transport 90% of all the plastic that ends up in oceans. The scale of pollution is awful and many of us don’t even realize how bad this situation is. As the planet mobilizes towards addressing the challenge of a plastic ocean, the only measure we took in Belize is the ban of Styrofoam by April 22nd 2019. Other countries in the world are mobilizing to ensure they become nations free of plastic bags and straws and polystyrenes takeaway boxes, among other undesirable plastics by the end of the present year. The ban on these plastics is an opportunity for us to help protect our planet and to strengthen our sustainable cultural practices. Over the time, our oceans have increasingly become dumping grounds for different types of waste, including sewage, industrial waste, chemicals, plastics and litter. An estimated 80% of marine pollution originates from land-based sources including wastewater and nutrients loadings. Worldwide, pollution in coastal waters has increased exponentially during the last decades due to population growth and the increasing number of anthropogenic activities. Coral reefs are particularly vulnerable to wastewater and nutrient pollution, which consequently threatens the health and well-being of hundreds of millions of people who depend on coral reef ecosystem services for nutrition, livelihoods and a safe living environment. With the influences of ocean warming and coral bleaching impacts, land-based pollution constitutes a significant additional threat that must be addressed with urgency. By now, it is just a question of which heart-rending image you choose. There is the hawksbill turtle struggling to free itself from a plastic bag. The sea of polystyrene trash floating over a Caribbean nature reserve. Or the sperm whale washed ashore in Belize, its stomach filled with plastic waste.

Pieces of plastic are sharp, brittle, toxic, and routinely found in the stomachs of dead fish, turtles, and marine mammals. Plastics can come with a range of hazardous additives and can act as a chemical sponge, soaking up and concentrating other pollutants. Marine species, including fish, seabirds and even marine mammals, can end up eating pieces of plastic, and at the same time get an additional dose of toxic chemicals. Since the introduction of mass-produced plastics in the early 20th century, humanity has produced an estimated 8,300 million tons of the stuff. Around three-quarters has been thrown away, and 80 per cent of that has drifted into the environment or gone into a landfill. Approximately, eight million tons a year end up in the ocean - that makes more than 5 trillion pieces and counting. It is an environmental catastrophe and a human one, too, as some people in parts of the developing world live ankle-deep in filthy, non-biodegrading plastic trash. The long-term health implications for all of us remain uncertain, as ingested plastic works its way up to the food chain. Everyone agrees something must be done. From banning plastic straws to rebooting recycling systems to harnessing plastic-munching bacteria, there is no shortage of touted solutions. It is less clear what would work best. But fixing the plastic waste crisis is going to take some

seriously joined-up thinking. If we make the wrong decisions now, we risk making the problem worse. If plastics didn’t exist, we would have to invent them. Generally made of oil-derived polymers, they can be hung with different chemical groups and spiced up with additives to give them wildly differing properties such as hardness, strength, density and heat-resistance. This makes them just the thing for everything including colorful, durable kids’ toys. We need to tackle the problem of marine debris head on. It’s not just an issue for the environmentally conscious. It is an issue that ultimately affects human health. Man is a top predator that feeds on a variety of ocean fish, shellfish and other marine species. We face the same risks as the killer whale and polar bear. While any plastic or polystyrene pellets that may have been clogging the gut of the fish that is nicely presented on our dinner plate have been long removed, the toxic contaminants originating from that debris remain stored in the flesh we are about to eat. Food for thought indeed. Some scientists are suggesting that burning plastic could be the most environmentally-friendly way to get rid of it. They base it on the fact that plastics are composed of a mixture of hydrocarbons with varying chain length, mainly long chain hydrocarbons. They support the theory that there is not big difference with other fuels apart from some halogens and Sulphur that can be removed from any emissions using ap-

propriate filters and sequesters. We should be sober in adopting solutions. Climate change and the loss of biodiversity remain our top environmental concerns, and we cannot afford to adopt plastic alternatives that increase, not decrease, our impact on the planet. A cotton tote bag or steel water bottle may generate higher carbon emissions over their lifetimes. A rush to bio-derived plastics may, as with bio-fuels, increase land cleared for crops. Plastics that degrade faster risk increasing the scourge of microplastic in the environment if not partnered with better waste management. Some solutions to reduce plastic pollution are specific actions policy makers can take to improve waste management, promote eco-friendly alternatives, educate consumers, enable voluntary reduction strategies and successfully implement bans or levies on the use and sale of single-use plastics, etc. World Environment Day 2018 is issuing a call to action to individuals, governments, the public and the private sector to examine joint solutions to reduce the heavy burden of plastic pollution on our natural places, our wildlife and our own health. REAL Good Governance Reform! Changing the Status Quo For the People’s United Party to restore the people’s confidence in any government after three terms of an abusive, corrupt and incompetent UDP, it must be serious about good governance reform. The Barrow administration has been the worst in history, allowing no REAL oversight and giving UDP Ministers powers which led to gross irregularities and abuses of process and people. The new People’s United Party government will do things differently. We will give power back to the people of the country who will elect us to represent them. We WILL: PUT POLITICS AND MINISTERIAL POWER IN THEIR PROPER PLACES: We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence. Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet. If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all. We will limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption. WE WILL: STRENGTHEN CHECKS AND BALANCES: We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget. We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandates and provide the appropriate support to the oversight responsibilities of the Public Accounts Committee and other oversight committees. WE WILL ENABLE: An EMPOWERED LEGISLATURE: The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees. We WILL establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building. The recent findings of 700 pages of unadulterated corruption in the Immigration Department lay bare for all to see the untold numbers of foreigners who received Belizean nationality by fraudulent means with the consequence being that these new fraudsters can and do vote in municipal and general elections, deciding for Belizeans who should be their government. Implement a fixed date for general elections similar to that of municipal elections Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public Introduce campaign financing legislation Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control. I ask you to join us. You can decide to be part of a team that could empower teachers to become what they were born to do, BE, soldiers fighting for the soul of a nation. Curriculum is a big word. It is thrown around, but at its core it involves paying attention to our students so that we can find the opportunities for inquiry, that we foster small group conversations, sincere negotiations that will harness multiple perspectives around complex issues. Deep down we aspire, not to teach to a curriculum, but to teach with a COMMUNITY. With Belizean Studies our classrooms can become laboratories for the imagination. Become a mindful space that puts compassion to practice. Education as a means to all things, as opposed to a means to an end. How do we know what we know? Five years ago, a special meeting was convened at our school St. John’s College. Our headmaster Yolanda Gongora welcomed Evan X Hyde who to that moment stood steadfast, for decades, calling for our school to pay meaningful attention to the teaching of African and Maya history. We learn best when we reach out to others. That encounter is an example of acknowledgement, a pedagogy of hope. Without hope, there can be no struggle. The relationship between educators and students is sacred. We must fight against the banking model of education; the dominant lies of minority achievement over lack of opportunity and access for the majority. This is not a political problem, it is a social problem. We face a cultural logic opportunity today, to embrace a new way. Again, I make a call, let us collaborate in a spirit of creativity, using the tools of technology to advance our educational compact with the people. The Resignation

I don’t know why rumours that I was resigning as Editor of the Belize Times seem to have excited some elements of the media. I don’t know why that would be news. I suspect it’s because those elements will make links which don’t exist, and assumptions which are completely untrue. But it is what it is. I was not let go from the paper. There is no bitter, or even sweet discord between me and the Party leadership. My decision to resign is not related to Patrick Andrews, who I maintain is an asshole of the highest order. Patrick’s claim that he was consulting with his attorney to sue over the contents of last week’s Sober Reflections is as stupid as he is. The truth is - people will say what they want and think what they will, and frankly I really don’t give a damn. Over the past two years I have been allowed free rein with this column. I have never had anybody watching over my shoulder, nor have I had to submit what I write to anybody for approval. That should be clear to those who read it. I tend to be a wild card in my thoughts and in my words. I’ve used this column to vent about my addiction to alcohol. I will miss being able to do that. I feel like it helped me and perhaps, just maybe, may have created food for thought in others like myself who struggle with that substance. But again, it is what it is. In this, which will be one of my last Sober Reflections – or maybe my absolute last depending on how many people I piss off with it, I have some things to get off my chest. I like John Briceño. Always have even when we don’t like each other very much. John has this approachable way about him and he is genuinely good with people. I’ve been around politics since 1997, and I’ve known a lot of politicians who pick up babies and hug people just for the photo op. Hell I remember Dean Barrow holding a child

from Port Loyola at arm’s length and then running for the hand sanitizer in his vehicle. That’s my story and I’m sticking to it. Anyway I digress. My point is that John Briceño does that shit because he likes it. He likes people. And people like him. He’s one of the good guys. But I believe that John is too nice. He does not have this cutthroat thing going on. He is not ruthless. He is not devious. He is not manipulative. All those good things. Let me see how I can put this very diplomatically. There are some real assholes in the PUP who would prefer to see the Party fall and fail rather than see John Briceño as leader. I’ve seen the moves happening. I’m sure John has too. I mean, he hasn’t won like 100 frigging elections by being politically obtuse. And he’s not a stupid guy. But this guy though. It’s like he loves those damned olive branches. And he believes in letting things play out. He doesn’t hold grudges and he’s been known to invite a Judas or two or three to his house to hang out. I mean…who does that shit? Seriously though, what’s happening in the PUP right now pisses me off, and maybe that’s the reason I’m leaving. In the months going into Municipal Elections the Party was as united as it has been in years. And when the PUP is united the UDP don’t stand a chance. So it hurts me when I see people doing things to undermine the leadership. I detest the bickering in the Party right now. I know a lot of it is actually being orchestrated to present this impression of real discord and a Party that is breaking up under John’s leadership. I see it happening. And I want to be no part of it. It is a disservice to the many thousands of true supporters who are depending on the Party to make their lives better and to fix things in the country. Serious. Earlier this week the Party Leader made the bold statement that the PUP is poised for victory. I believe it is. I really think it is. But a lot of people need to get their shit together and STFU. And in the words of my friend and spiritual guide Forrest Gump – that’s all I’m gonna say about that.

This week I start by sending prayers out to the people of Guatemala who have been affected by the eruption of a volcano near Antigua on Sunday. Almost 100 people have been confirmed dead and there are others still missing. I know that relations between both Belize and Guatemala are tense, but that cannot stop us for feeling sadness at the loss and suffering of people, many of whom are just poor farmers trying to make a living. It is a tragedy that we would not wish on anyone. The convention in Orange Walk East will be this weekend, on Sunday, and while I will not use this forum to campaign, I will say that I am confident that the people of the East will come out in numbers to vote for the person they feel represents real leadership – the person who will not only work for them now when there is a Convention but all the time, and the person who will represent them in the House of Representatives whenever general elections are called. I take this last opportunity to ask voters to come out. It is important that you exercise your right to choose who will represent you. The campaign leading up to this convention has been for the most part a very spirited but clean one. I know that there have been supporters from both sides who are very passionate about their candidates and passionate about politics. But I have kept sending out one message. We are one PUP family. There is nothing wrong with offering yourself to serve the people. That is an honourable thing. But whoever wins in Convention, we will need to get back to the business of winning the big election, and that will take teamwork and unity. As Belizeans we are taking a licking from the UDP. Just look at the price of fuel and imagine how that is affecting all of us, from regular drivers

to taxi and bus operators to our farmers. The Prime Minister seems to have no heart for our people. He just keeps raising taxes and increasing the burden on all of us. It is clear to all of us that he has no intention of changing anything. He is crippling us, all across the country. The issues of the people of the East are similar to those in the rest of the country – poverty, infrastructure, land access and access to quality health and education. The UDP has been unable to deliver. They have also been unable to deliver something which is a basic right. As a people we have the right to feel safe in our homes. We are supposed to be safe on the streets, and safe in our businesses. But none of us are safe, and we have seen crime go up to unprecedented levels. Criminals have become so brazen that they are going into businesses and robbing us in broad daylight. And if we resist they would not hesitate to kill us. Belize has become a lawless country under the UDP. The only hope we have for change is the People’s United Party. I remain convinced of that. In municipal elections we saw what a united PUP could do, as we managed to take control of both Corozal and Belize City. Our candidates are better. Our policies are better. Our leaders are more compassionate and we are committed to serving the people rather than serving ourselves. But we have to win. I urge all our people to keep that in mind always, to realize that we are family. Even families fight at times, but we cannot lose sight of the goal – serving the people. We cannot get consumed by our passions to the point that we see our own people as the enemy. The UDP is the enemy. And if we stick together, we will defeat the UDP. I am confident of that. Keep strong. Keep the faith. And I’ll see you on Sunday in Orange Walk East. Forward always with the PUP.

¿Qué es el Estado de Calamidad Pública y qué medidas ordena la Constitución? El Gobierno de Guatemala declaró Estado de Calamidad Pública en Chimaltenango, Escuintla y Sacatepéquez por la erupción del Volcán de Fuego del 3 de junio de 2018, el cual deberá conocer el Congreso. Prensa Libre: Guatemala 4 de Junio de 2018 Para responder dudas, aquí explicamos de qué se trata esta disposición en el caso de que sea aprobada. El Estado de Calamidad Pública es la tercera situación especial en la Ley de Orden Público y Estados de Excepción que se establece en el artículo 39 de la Constitución de la República de Guatemala. Según la ley, el Estado de Calamidad Pública será decretado por el Ejecutivo para evitar, en lo posible, daños de cualquier catástrofe que azote al país o a determinada área, así como para evitar o reducir sus efectos. 1. El artículo 15 especifica las medidas que el presidente de la República podrá tomar: Centralizar en la entidad o dependencia que el decreto señale, todos los servicios públicos, estatales y privados, en la forma y circunstancias que el estado de calamidad pública lo requiera. Cuando se trate de servicios que presten entidades de carácter internacional, se procederá de acuerdo con los convenios respectivos. 2. Limitar el derecho de libre locomoción, cambiando o manteniendo la residencia de las personas, estableciendo cordones sanitarios, limitando la circulación de vehículos o impidiendo la salida o entrada de personas en la zona afectada. 3. Exigir de los particulares el auxilio o cooperación que sean indispensables para el mejor control de la situación en la zona afectada. 4. Impedir concentraciones de personas y prohibir o suspender espectáculos públicos y cualquier clase de reuniones. 5. Establecer precios máximos o mínimos para los artículos de primera necesidad y evitar su acaparamiento. 6. Ordenar la evacuación de los habitantes de las regiones afectadas o que estén en peligro. 7. Dictar las medidas adecuadas para el resguardo de las fronteras internacionales. 8. Tomar todas las medidas necesarias para que la calamidad no se extienda a otras zonas para la protección de las personas y

La Coordinadora Nacional para la Reducción de Desastres (Conred) informó a mediodía las cifras de la emergencia en los tres departamentos más afectados por la erupción. Se contabilizan 65 incidentes, 33 fallecidos, 46 heridos, 3 mil 265 evacuados, 1 mil 711 evacuados y 1.7 millones de afectados. Además, hubo suspensión de servicio en el Aeropuerto Internacional La Aurora para que la pista de aterrizaje quedara limpia de arena y reanudó operaciones en la mañana. La Ruta Nacional 14 permanece cerrada, ya que el puente Las Lajas ha quedado sepultado por la lava.

OUR CHILDREN, OUR SOCIETY, OUR FUTURE In recent weeks we have seen a wave of armed robberies throughout the country. We have also been witness to savage murders by knife, machetes and guns on the streets of our cities and towns. In most of these cases the perpetrators are young men, sometimes very young boys. Most of the time, these crimes go unsolved. But what is pushing our young boys and men to the criminal world? Certainly there isn’t only one or a short answer to this problem. Some argue it is poverty, but there are many poor youth not engaged in crime. Some say it is fast money, but a murderer sometimes kills for vengeance. There are many theories about the state of crime in our beloved country. Quite likely it is a combination of many factors that have led us to this state of insecurity. Certainly, one of those factors is the social/family background of these young men and boys. Through no fault of their own, many boys today are being raised without the presence or the guidance of a father; no male figure to guide them through life’s traumas and challenges as they grow into manhood. How do I “patch� my bike tire, how do I fly a kite, how do I use an adjustable spanner? Even though they may not show it openly, many of these boys have a sense of loneliness, abandonment and very often anger. Even where fathers are present, some are not involved with their children, leaving all the nurturing and child rearing to the women of the family. There is only so much a

mother can offer her sons. A boy needs a father. It is however not limited to the family setting. Many children are often left at the mercy of the world as we would say, idly strolling the streets and getting into mischief at the end of the school day. Perhaps in doing their best to provide, the adults are at work and unable to attend to them during these lost hours. Teachers do their best to guide them, but again, their capacity to help is limited and with nothing else worthwhile to do, our children go astray and are pulled into the life of crime. We must stop laying blame on the Government and the Police for the state of crime in this country and acknowledge our role and responsibility as a part of the solution. We need more after school programs, more youth groups, more summer programs. Essentially, we need more investment of time, energy and yes – money in our youth: boys and girls. Surely this costs money, which is hard to come by in these trying economic times. But we must recognize that investing in our children is an investment in our future and the future of this nation. Sadly, we have lost many through the cracks already, but we can save many more. As a responsible society: the Government, the church, the school, the NGOs, all of us, each have a hand in the solution. Let’s make the sacrifice and investment in our girls and boys NOW! We will all reap the benefits. Let’s be the change we want to see. Connect.
