Parham Posthumous Pardon: Tears Drawn For An End to Domestic Violence Governor-General, Froyla Tzalam, under the Government of Prime Minister John Briceno, on Sunday June 5, the 59th anniversary of the execution of Nora Parham, granted her a posthumous pardon. The long-anticipated event had in attendance Prime Minister John Briceño, Supreme Court Justice, Lisa Shoman, Speaker of the House, Valerie Woods, Minister of Human Development, Dolores Balderamos-Garcia, and Mayors Bernard Wagner of Belize City and Sheran Palacio of Belmopan. Prime Minister Briceño presented Parham’s eldest son, Harold Parham, with the Belizean National Flag. It was a moment to behold as the PM, expressed his government’s regret at the travesty that occurred so many decades ago, under colonial rule. The two men sobbed as they embraced on Sunday. Preceding that was the reading of the Instrument for the pardon by Cabinet Secretary, Stuart Leslie, who deputized as Acting Governor-General for Froyla Tzalam, who was attending the Queen’s Platinum Jubilee in London. The pardon was granted under Section 52 of the Belize Constitution, which empowers the Governor-General to grant a person pardon on the advice of the Belize Advisory Council. But the move to grant the posthumous pardon was spearheaded

by Minister Balderamos-Garcia, who submitted the notion in the House earlier this year, and with resounding support from the Cabinet, moved to get the overwhelming vote from both sides of the House in May. The pardon set out to erase the erroneous conviction and execution of Parham, 36, a mother of eight boys, which occurred on June 5, 1963 at Her Majesty’s Prison on Gaol Lane in Belize City. At 8:00am on that gloomy day,

Harold Parham later said publicly that he and his brothers believed their mother’s version of events, that she did not light the match that set Ketchell Trapp on fire. She admitted to spilling the kerosene on Trapp’s uniform when he went home the last day during which he beat her. She said she was ironing clothes when he began to hit her with a piece of stick and in trying to stave off the blows, the kerosene spilled on his clothes. She managed to free herself and

ran outside with Trapp in pursuit. Sometime after the assault, he went to the outhouse and lit a cigarette to smoke and that was when he set himself ablaze. “We always knew that she was innocent. So, we look at this as – they call it posthumous pardon - but what I hear mentioned also in the House (is) that it’s actually an exoneration of her character, and that was what we were striving for,” Harry Parham remarked after the ceremony. He shared that there was evidence that exists and that when a witness stood up in court to correct the contents of Trapp’s statement to the Police, she was charged with contempt of court. “Agripina Espejo, who was in her late teens at the time, said that she was inside the courtroom when she heard the police read Trapp’s declaration and she immediately rebutted that statement, that it had been changed. She said that they accused Nora of locking Trapp inside the latrine and lighting him on fire,” Harold Parham informed. He recalled the many occasions, sometimes in the dark of night when he and his brothers - all children at the time had to run to the police station in the various districts where Trapp was assigned as a police officer. When they got to the station, their request was for the police to go to their house and take Trapp away because he was beating their mother. One of those times, when they were living in San Ignacio, Trapp was doing duties at a night spot and reportedly kicked Nora Parham down a flight of stairs publicly. When onlookers picked her up, her face was bleeding, Harold recalled. He and his brothers take their mother’s example to implore the government to take whatever necessary actions to actively address the problem of domestic abuse. “Every major town in Belize should have some place manned with personnel that take these issues seriously and compassionately, where each case is recorded and appropriate action taken. They should now have a place they could depend on for counsel to deal with domestic issues and thus would be able to prevent similar occurrences, Harold Parham opined. Nora Parham is laid to rest at the Lord’s Ridge Cemetery at the entrance to Belize City. Her tomb is painted lavender, the colour designated to draw attention to domestic abuse and violence. A picture of her with her name is engraved on top in marble.

YOU CAN’T HAVE YOUR CARROT CAKE AND EAT IT TOO

T

he Minister of Health and Wellness has declared that in his expert opinion slaps render certain individuals slow. Science tells us that concussions can lead to brain trauma and can certainly cause impairment. Confusion, agitation, short attention span, difficulty following directions or understanding information, and disorientation are all manifestations of neuropsychological deficiencies. Therefore, as a public service announcement, we implore that anyone presenting these symptoms is rushed to the nearest NHI clinic or public hospital for treatment. The recent village council elections and House meetings have been rife with many such instances of extreme and unusual behaviour. The cause may simply be the result of hot tempers and frenzied desperation or may be the result of more serious issues as the result of blows to the face. The truth cannot be hidden, no matter how many independent slates Shiny and the UDP claim, the PUP is winning the village council elections. There are many UDP operatives coming forward with ludicrous stories of being assaulted by Ministers of Government. Pictures are even now circulating that prove that these are lies and that quite the opposite is true. UDP mouthpieces become quite aggressive when all hope of them winning evaporates in the hot blistering sun. This week there will be village council elections in the Orange Walk South constituency, in San Carlos village. It is a marvel how Shiny even found the village, but what is even more incredible is that he managed to coax Ms. Lupe from her hiding spot. The entertainer formerly known as Jamal, formerly from Young Money fame and, more recently, for his no-money approach to politics was seen in a field of carrots. He has used his non-existent agriculture experience to proclaim the carrots have gone bad. It is not uncommon for there to be a slight overproduction of crops that domestic consumption cannot absorb. During the previous administration, the spoilage had been massive due entirely to the fact that importation permits were given to cronies to make a quick profit. Farmers could not compete with cheaper products and their crops, mostly carrots and onions, would rot in the fields without Godwin ever even realizing the damage he had done. The carrot jokes have been all over social media. However, to be truthful the UDP and its members need to finally decide where they stand on the issue of violence and gender-based violence to be exact. The position they take must be firm and across the board no matter who is involved. Mr. August accepts being called out for his misogynistic behaviour at Teakettle. Hon. Tracey was most vociferous recently when she felt that members in the House were misogynistic and rude to her. However, she has been silent when either Shiny or Faber were dealing with allegations of gender-based violence. As a matter of fact, she has never said a word against her colleagues who have displayed such uncouth behaviour directed at other women, in her presence, in the House of Representatives. As a society, we must decide that we will stand against misogyny and oppression no matter who is the perpetrator. Should we choose only to stand against these social ills when it is politically or otherwise convenient, we must not be surprised that sooner, rather than later, they will negatively affect us. To Tracey, Alberto et al we say verily that you cannot have your carrot cake and eat it too.

NO PUEDES TENER TU PASTEL DE ZANAHORIA Y COMERLO TAMBIÉN

l Ministro de Sanidad y Bienestar ha declarado que, según su opinión experta, las bofetadas vuelven lentos a ciertos individuos. La ciencia nos dice que las conmociones cerebrales pueden provocar un traumatismo cerebral y, ciertamente, pueden causar un deterioro. La confusión, la agitación, la escasa capacidad de atención, la dificultad para seguir instrucciones o comprender información, la desorientación, son manifestaciones de deficiencias neuropsicológicas. Por lo tanto, como anuncio de servicio público, imploramos que cualquier persona que presente estos síntomas sea llevada rápidamente a la clínica del NHI o al hospital público más cercano para recibir tratamiento. Las recientes elecciones al consejo del pueblo y las reuniones de la Cámara han estado plagadas de muchos casos de comportamiento extremo e inusual. La causa puede ser simplemente el resultado de los ánimos caldeados y la desesperación frenética o puede ser el resultado de cuestiones más graves el resultado de golpes en la cara. MORE UDP: PRE-NOV 2020 CAPITAL HUSTLE Isodora Beaton parking lot was sold out by the UDP days before the 2020 November General Elections. It was an open secret that Belmopan was being systematically dissected for ANY land that the UDP City Council led by UDP Failed-Future, Khalid Belisle, and supported by Falling Star, John Saldivar. Pieces of Parks, greens, shoulders of boulevards, and the HillTop were all sold at ‘social prices’ to persons with the fullest of pockets. The perception is that some money was needed to pay off City Council SSB bills and oversalaried cronies. An added perception was that there was some type of quid pro quo for the plumping of the local UDP coffers. These were tranches earmarked for UDP campaign spending. If this story sounds repetitive or blasé, it is because it was done so often and each time infamously hidden and left to be unearthed later. The main beneficiary of the latest Isidoro Beaton slice was caught saying that nothing can be done about it now since he is in possession of the full absolute title. Belizeans that could not get a piece of land under the UDP fume. I am so angry! “Recently I found out that part of Isidoro Beaton Stadium was cut off and sold by the previous Mayor Khalid Belisle witnessed by his then secretary Ms. Moore. Every time we think that we have discovered all the parcels he sold, we find more. It is infuriating every time we discover another buffer sold, parks leased, other parcels paid for and no title, leaving this administration(PUP) with the mess. John Saldivar has publicly boasted about $500,000.00 spent on Bandits every year while running the Isidoro Stadium like his personal fiefdom. Did he know that Khalid had sold piece of it? Was he in agreement? Did he sign off on that deal? How can you say you support sports and cut off piece of a

I am asking this businessman that if he loves Belmopan, he should return this parcel of land to the Belmopan City Council and to the residents of this Capital City. from the rightful owners, the residents of Belmopan. Anyone who has attended a football game at the Isidoro knows that parking is a problem, people end up parking on the running path, and in any space available. All while right behind the stadium, the area set aside for PARKING has been sold. We need to fight to regain this park-

ing lot. We need it for sports. We need it for our City. I don’t know who should be more ashamed, the son of Belmopan, who turned Mayor and then callously sold his people’s land to a crony, or the businessman, who bought this valuable piece of land, even though it was an odious transaction. Did the Area Representative at the time know about the transaction? Will he denounce it and join the calls to return this land to the people of Belmopan? By your actions shall you be known. Words are easy, but actions reveal who you really are. The previous Mayor turned out to be a Judas who sold his birthright, the Isidoro Beaton Stadium land, for silver. The former Area Rep said nothing, and the businessman took the land. The last question is, what happened to the $200,000.00 that it was allegedly sold for? I own a team, in first division, I will fight for the parking lot. MINISTER OF CONSTITUTIONAL AND POLITICAL REFORM MEETS WITH UN REPRESENTATIVE Belmopan. June 9, 2022 Hon. Wellness, for their contributions to ensuring health and safety in rural water systems. Receiving the awards were Ms. Diana Locke, Country Representative, IOM; Mr. Randall Sheppard, Assistant Solicitor General, Attorney General’s Ministry; and Mr. John Bodden, Principal Public Health Inspector, Ministry of Health & Wellness. HONOURABLE JOHN BRICEÑO, PRIME MINISTER OF BELIZE PLENARY SESSION OF THE NINTH SUMMIT OF THE AMERICAS

9 June 2022 | Los Angeles “Building a Sustainable, Resilient, and Equitable Future”

His Excellency Joseph Biden – President of the United States of America, Heads of State and Government, Distinguished Representatives, Ladies and Gentlemen, We have gathered in the City of Angels.

The American city that most reflects the best and worst of the Americas. A city that is home to millions of citizens from every country in the western hemisphere. A melting pot. A melange. Un crisol de culturas A city in which too many have too much, and too many have too little. A mirror of the Americas in 2022. Los Angeles -- a beautiful city endowed with abundant riches, where ambition coupled with hard work makes real the promise of the American dream - that a decent living is possible for the majority. My friends we have come to this blessed place to refresh our collective will to do good, and to once again recommit ourselves to building a socially just Americas. From Barrow, Alaska in the north to Tierra del Fuego in the south, the peoples of the Americas await the outcome of this 9th Summit of the Americas. Their needs are many. Their hopes expectant. While our philosophies and approaches are divergent, our vision is the same: to build an Americas that works for all of us. But we are at a tipping point. The Americas and the world face existential threats. As leaders, we are called to make consequential choices which will irreversibly shape our collective future. Excellencies, will we continue to postpone the urgent action needed to reduce emissions, finance adaptation and mitigation and protect the most vulnerable countries and populations from the impact of climate change? We cannot. Will we implement practical and innovative measures to alleviate the crushing debt crisis? We must. Will we ensure that the socioeconomic devastation including the sharp rise in poverty, hunger and education loss caused by the pandemic do not result in a lost decade for the Americas with more irregular migration and insecurity? We can. Will we allow ourselves to be divided by failed cold war paradigms or will be meet the profound challenges united and with common purpose? We will. These are the questions which underpin the theme of this Ninth Summit of the Americas: “Building a Sustainable, Resilient, and Equitable Future”. How we respond to these questions will design our destiny. As we seek solutions, we know that money is not the problem. For example, in less than three months two countries in this hemisphere committed over $55 billion to Ukraine. The question is: how much will be pledged to finance the ambitious agendas we agree at this Summit? The future of the Western Hemisphere is a responsibility of all the countries of this hemisphere. Irrespective of our size, or GDP, or our system of governance, we all have a shared interest in a sustainable, resilient and equitable future. The power of the Summit of the Americas is the space it provides for all the countries of the Americas to dialogue and agree on joint actions. The Summit belongs to all of the Americas. It is therefore inexcusable that all countries of the Americas are not here, and the power of the Summit diminished by their absence. It is incomprehensible that we would isolate countries of the Americas which have provided strong leadership and contributed to the hemisphere on the critical issues of our time. Cuba has provided consistent, unmatched cooperation in health to almost two-thirds of the countries in this hemisphere including Belize. Cuban healthcare experts of the Henry Reeve Brigade were on the frontline in the very early and uncertain days of Belize’s COVID-19 response. Many Belizean doctors and healthcare professionals are trained in Cuba. The illegal blockade against Cuba is an affront to humanity. It continues to cause untold suffering. It is inconsistent with our values. In fact, it is unamerican. The time has come, Mr. President, to lift the blockade and to build bonds of friendship with the people of Cuba. Similarly, Venezuela has done so much toward energy security for the Caribbean region through its innovative financing programmes. Venezuela’s absence is unforgivable. Excellencies, at this most critical juncture when the future of our hemisphere is at stake, we stand divided. And that is why this Summit of the Americas should have been inclusive. Belize rejects the unilateral right of any country to impose exclusions. We assert, unequivocally, that the principle of inclusivity must be the touchstone of all future summits. Geography, not politics, defines the Americas. The Belizean people, like people across Latin America and the Caribbean, are weathering successive and simultaneous crises. Caribbean economies are in a precarious place because of our inherent vulnerabilities to external shocks, including exposure to climate change and devastating storms. But the pandemic and now the effects because of the war in Ukraine have further battered our economies. Notwithstanding the 6% recovery in global growth in 2021, CARICOM Member States, except for Guyana, recorded an average growth rate of 1 percent. A few Member States experienced even further GDP losses ranging from -1% to -6.3%. Member States were expected to record a stronger growth performance in 2022. But the effects of the war, rising inflation, rising oil costs and further supply chain disruptions have led the IMF to downgrade growth projection for the region. We cannot continue on this path. This regression was not of our making. We are ready to join our partners in the Americas to design measures that will provide urgent and targeted responses to arrest this decline. We have come to Los Angeles to agree specific deliverables on climate change, debt relief, access to concessionary financing, energy and food security. With firm commitments we can move forward. Now is the time for actions that are focused on achieving a sustainable, resilient and equitable future for the hemisphere. Action must include equitable access to vaccines and treatment for COVID-19 to end the acute phase of the pandemic and a strengthened and sustainably financed global health architecture. Action must include the Paris 2030 delivery agenda. We demand firm plans from developed countries for emissions reduction targets in line with the 1.5-degree centigrade Paris temperature goal, a plan to scale up climate finance beyond the floor of the US100 billion dollars annually through to 2025, and doubling of adaptation finance. Action must include finalization and use of a multidimensional vulnerability index to determine access to grants and concessional development finance, so that countries like ours can affordably finance our recovery and build resiliently. Action must include debt relief. Action must include a coordinated, multilateral response to the deepening food and energy crises including financing and technology transfer to support the acceleration to renewable energy. Action must include finding peace in the Ukraine. Today Belize affirms the integral role of democratic governance. Let there be no doubt about our unshakeable commitment thereto. The confluence of crises of our times requires all the countries of the hemisphere to work together in a spirit of solidarity and cooperation. As we work at this Ninth Summit of the Americas, lets us call to mind the words of El Libertador, Simon Bolivar: “En la unidad de nuestras naciones descansa el glorioso futuro de nuestros pueblos” “In the unity of our nations rests the glorious future of our peoples.” Thank you.

Eulogy for MARIA ELENA NOVELO

By Daisy Novelo Maria Elena Novelo, born Maria Elena Aguilar was gifted by God to her parents Daisy Halliday Aguilar and Rodolfo John Aguilar on August 19th 1953. She was the 3rd of 7 Siblings namely John aka (Rudy), Anthony (Tony), Lydia, Elizabeth (Liz), Jesus and Roman. She also had brothers Paul Schmidt and Alberto Aguilar. Mommy attended Holy Redeemer Primary school, and later started at Pallotti High School. Mommy didn’t actually get to finish high school, but after many years of mothering us, she did go back to school at St John’s Extension where she got her high school certificate. Mommy met our father Orlando Novelo Sr. during her time at Holy Redeemer as she was friends with one of his sisters. I don’t know if they fell madly in love or anything of the sort, I’m gonna have to ask daddy that question J… Mommy and Daddy later got married and had 6 children, Cleta, Sofia, Yolanda, Orlando Jr, Marcela and yours truly, Daisy. As the story goes, one of them wanted a son, so they kept trying until they had my brother Jr. After that luck, they decided to try for another boy and got Marcela and then me. Mommy said after that she said, “NO MORE.” She used to tell us that when she was pregnant with my brother, she prayed to GOD that he would give them a boy. When she was pregnant with Marcela and me, she said she didn’t pray for a boy like she did previously. I used to tell her, it’s no wonder I am such a handy woman around the house, because they wanted a boy. Lol, Mommy and Daddy didn’t stay together, but to this day, they remained friends. Mommy loved children, so much so that she volunteered at a preschool for a few years before actually getting some minor training to be a teacher. Back then, the requirements weren’t so, strenuous. Mommy was the principal of Pine Street pre-school for a time before leaving, and for a couple years, opened her own pre-school at our home. After being denied the certification she needed to keep her school open, she worked at Miss Bennett Pre-School for a bit. Mommy was a security guard with KBH security, she was a baker with Mr. Romeo Reyes and for a spell she was a stay at home mom. When I was about, 14 or 15 yrs. old, mommy went to the US. She wanted to be able to provide for us in a way that she could not do here. She lived with family friends and relatives and did in home nanny work with the children to be able to make money to send home to take care of us; I guess mostly the youngest 3 at this point. Mommy returned from the US in May 2012, the day before Mother’s Day. She surprised everyone on her return. She conspired with Marcela and me to get her home without anyone knowing or seeing her. And then on Mother’s Day, under the guise of celebrating all the mothers

in our family, we surprised everyone with her presence THAT was a really good and happy day. Mommy was never one to be doing nothing, so when she returned from the US, after a few months of just catching up with everyone, she started doing baby sitting out of her home. Mommy always said, “if you can party on Saturday night you can get up Sunday morning to go to church.” I can’t recall a day in my life that I saw my mom cry. If she did, she never let us see it, that is not until recently. Our Mother did everything possible to ensure that we would be taken care of, to give her family every opportunity that she could. Mommy was my rock; there was nothing I could not tell her. I think maybe she was that to all of us. Mommy also enjoyed a good celebration with her family around, there was no shortage of dancing and laughter.. and maybe some karaoke. She also was almost NEVER at home. Michael, my nephew, her first grandson or as he would say Her #1 grandson, once told her that he needs to call to make an appointment because whenever he comes to see her, she is never at home. Lol. Mommy sure had puppy foot.. lol.. as they say, when pan knock she is there. When I say mommy had puppy foot, I really mean that, mommy planned Chetumal trips at least 2 times a year, one for Easter and one for October for the long weekends. Eulogy for MARIA ELENA NOVELO Continued from page 9 a place to stay. And let me tell you, on these trips, when you see mommy, you will also see her partners in crime, Miss Chickie and Miss Obdulia. As soon as Mommy says “CHET”, they say, “let’s go.” Marcela remembers that she could call and tell Mommy to meet her at the bus terminal after work so they could go to Chet and Mommy would say “my bag done pack and ready to go” and by the time she gets to the terminal Mommy would be right there waiting on her. If Marcela and Cas would say, “let’s go to Hopkins”, Mommy say, “I am packed and ready to go.” If Sofia called and says, “mommy lets go with me”, Mommy would say, “I will be ready by the time you get here.” Mommy was always a woman on the go. Saturday morning was usually market day and Mommy would jump on her bicycle and head to market, from the night before she would ask Yolanda if she needed anything for the shop and the same can be said in the reverse when Yolanda would go to the market during the week. If you know my mom well, you know for every occasion, her house is dressed to the 9s. Valentines, Easter, September celebrations, the ever controversial Halloween.. and I can’t help but smile when I think of Miss Rhonda who would always avoid the house around that time because of the plastic spiders that mommy would have around the place… When it comes to the end of the year it goes without saying the house would be decked out for CHRISTMAS and I would ensure she has a tree put up. Although we would fight over what size the tree should be.. I wanted a HUGE ONE and she wanted just a little one. Lol.. one year she told me she would only get a table-top tree and I told her, “NO WAY.” You all know our mom as Maria, but I have heard her called by many names. As a child, I heard my grandma and her immediate Aguilar family call her Marlena,

my daddy calls her Nena, the guys that lived next door that became her friends called her Grans, most people call her Mar. Of course we call her Mom, Ma, and Mommy. Her grandchildren who constantly quarrel about who her favorite is, calls her granny, and more recently thanks to Elijah, Nana. Our mom bravely fought cancer over the last year, fighting when she could and holding tight to her faith when she couldn’t. Prayers and worship music kept her going many days when the pain was too much in the beginning. Thankfully, Mommy didn’t have much pain after those first couple months. We were able to make memories in this last year with her. It has not been easy seeing our mom, our superhero, the woman who never sat down for too long, not able to do all the things she normally does, but I am glad that she was blessed to have us to care for her through it all. Maria Elena Novelo – Marlena, Nena, Mom, Grandma, Nana – left her earthly home May 30th 2022, She leaves behind to mourn her loss, her Husband Orlando Novelo Sr. her 6 children, Cleta, Sofia, Yolanda, Orlando Jr, Marcela and Daisy, Her siblings, Elizabeth Romeo and Jesus Aguilar, and Paul Schmidt, Her Grandchildren, Michael, Lillian, Casie, Florence and Wellington, Vernicia, Ernesto, Leonoria and Tyrek, Stephen and Terry, Preston, Prestaja and Elijah, Her bonus Grand children: Michelle and Elenie. Elections & Boundaries Commission 9th June 2022

PRESS RELEASE The Elections and Boundaries Commission (Commission) informs of the appointment of Mr. Collet Montejo as a member of the Re-Division Task Force as supervisor of all fieldwork for the gathering and providing of all information for the consideration of the task force regarding the transport and other facilities of the divisions and as to its physical features and the distribution of the population throughout Belize as per Section 90 (2) of the Belize Constitution. This fieldwork will complement the work already being done by the technical experts in the areas of geographical information systems, legal studies, statistical analysis, and electoral management. The task force is ultimately responsible to make recommendations to the Elections and Boundaries Commission. Upon receipt of recommendations from the task force, the Commission is solely responsible in compliance with Section 90 of the Belize Constitution to make proposals to the National Assembly for boundary redistricting. The Commission continues to place high priority on this critical exercise which is expected to be concluded in the year 2023.

TAKING CARE OF OUR SOLDIERS PLANBELIZE STYLE After years of neglect and abandonment by the Barrow administration, the Belize Defence Force soldiers who are deployed to Camp Belizario now have a new kitchen and renovated building, complete with all amenities and suitable to hold meetings as well. The deplorable, unsanitary area at a smaller building behind the new one, surrounded by filth, was where the soldiers had to have their meals for over a decade, until the John Briceño Government took office in 2020 and the refurbishments started on the new building. This new one provides the opportunity now for the soldiers to not only eat in a decent environment, but also prepare their meals and do their butchering and storage. Minister of National Security,

Hon. Florencio Marin Jr. told the media that because the Government does not have much unlimited funds at their disposal, they are trying to pick the essential elements to provide for the soldiers. Almost $100,000 was invested in the building, which took painstaking effort to clean. “The big thing is the welfare of the soldiers and so whatever we can do to ensure that we improve the welfare of our soldiers, we are going to be pushing really hard,’’ Minister Marin said. Just as Belize is ramping up the care of those who take care of our border, reality of our existential case was hitting the International Court of Justice. Of course, this is devoid of public details as the rules of the ICJ prescribe.

Belize’s counter-memorial makes a robust defence of Belize’s sovereignty over its entire territory including islands and the pertaining maritime areas in accordance with international law. In accordance with the timetable announced by the Court, which was amended as a result of the pandemic, Guatemala submitted its memorial on December 8, 2020, and is due to submit its reply to Belize’s counter-memorial in December 2022. By Rick Moguel Rosado Most self-proclaimed political pundits, observers and the clueless class are claiming that the unpatriotic totally corrupt Belizean opposition is a clueless observer and an absent participant in national life. Auto-destructively ridding themselves of all that gave loyalty to other UDP defeated and defamed leaders, resting on their past criminal glories, their inability to garner candidates for village council elections and no national political victories has rendered the UDP as useless as a fifth wheel on a cart. Recent national memory of the UDP viciously, systematically, aggressively and remorselessly, destroying the social fabric of this nation that we love, so much, has made them as aggressive as an old dog without teeth. The UDP is at the crossroads of their existence. They need to go through some

necessary pain. Their biggest mistake was gearing their party into monarchical despotic tendencies with one powerful leader and unprepared minions with no loyalty to leader, nation, or people, just loyalty to greed and avarice. That despotic leader with a moribund presence in national life now has his absent shadow trying to emulate him, a job impossible for the son to perform. His messianic pretensions have hit barren soil and have only yielded grapes of wrath and underperformers with no salvageable national traits. When in power, the UDP government wielded absolute uncontrolled power and was hell bent and determined on consolidating that power by eliminating all opposition especially the People’s United Party even if it had to destroy Belize in the process. That was the sublimed message for all good citizens to rise to the occasion. They made their

voices heard. The UDP’s power hungry journey with not so clinical manipulation controlling Belize with an arrogance never before seen on our Central American Caribbean shores was halted. In the interim, they desecrated the philosophical bedrock on which Belize is built, our constitution, by allotting more power to themselves with self-serving amendments that did not contribute anything to the welfare of the nation. They packed the judiciary with their people, and they fired and victimized our PUP supporters wherever possible. The UDP had no fiscal responsibility nor discipline and birthed a vindictive government living beyond its means saddling our unborn grandchildren with oceans of debt surpassing billions of dollars and channelling that money into a few red pockets… and some tacos. The UDP always has an insatiable appetite for power and control even

as it harms and kills honest hard working Belizean farmers. Under the UDP, more people moved down the economic ladder than up. The illegal evasion of customs tariffs by highly-placed UDPs is now a matter of history rather than persecution. Belize was more dependent, less industrious and less ambitious and our national ideals were definitely chased out of Belmopan. Under the UDP, there were no national plans only shortterm political pay-off, with catastrophic long-term effects on our nation’s economic prosperity. This is not the kind of Belize our founding fathers envisioned; this is not the kind of Belize George Cadle Price dedicated his life to. This is not the kind of Belize I want my kids to grow up in. Our Belizean dream was turned into a national nightmare that was crushed by a contracting econo-

PUP, the greatest political party that Belize has ever had, went through some necessary meaningful growing pains, drastic change. It overcame an inner struggle perpetuated by an internal leadership crisis that was catapulted by the voice of the clamouring masses and a not-so-silent critical awakening. This was a difficult and sometimes self-inflicting pain yet healthy and necessary for the political survival of our party. This crucial and delicate political intersection demanded all our skill and tact to manoeuvre these treacherous uncharted waters and emerge as a true nationalistic People’s United Party. Thanks to our enlightened leadership, loyal and nationalistic partisan followers with a strong belief in social justice and our constitutional mandate to serve the people, we came out of the mess as a true and united PUP with a clearer head and a sharper vision. Now, we have unity of purpose and a mandated nostalgic return to our core PUP values where loyal and patriotic Belizeans give us reasons for existence. Today, the PUP is reenergized, reinvigorated and rejuvenated with grassroots fighting-energy stronger than ever. The PUP comeback does not center in Belmopan or in boardrooms. We no longer live in the dark Belizean hour of economic recession, unemployment, UDP/Covid induced stagnation. For our principles to take root in the next generation, we must offer genuine solutions that are relevant to this age. The PUP stands up for the countless Belizeans who worry about their utility bills, Belizeans who pay astronomical gasoline prices, Belizeans who can’t afford the basic food basket, Belizeans who are defenceless in the face of foreclosures, Mothers who used to receive substandard medical attention in the rapidly deteriorating UDP health care in government hospitals, Belizeans who lost hope in our government institutions. We are with them, because we are them. The PUP is Belize. We have consolidated our leadership, we have attracted young minds and voices and blended them with the wisdom and experienced leadership of our fathers to come

up with fresh answers and new approaches to old and new problems that are plaguing the homeland. All our PUP entities, with malice towards none, will be fortified with the resources, energy, focus, and determination to turn our timeless and altruistic PUP principles into new solutions for the future, Plan Belize. Today, Belize needs the PUP more than ever because we have the courage of our convictions and the strength of our words and actions. Never will our voices be diminished. They will be raised to the heavens and the stars and ricochet from the proud Rio Hondo to the scenic Sarstoon to the palmfringed cayes in defence of our citizens and the homeland. We would abscond our responsibility if we were to be silent while the UDP tries to return to the days of corruption, stealing and spending our country into the land of no return. Today, we are declaring an end to the era of the PUP looking backward. The era of apologizing for PUP mistakes of the past is now officially over. It is done. We have turned the page, we have paid the price and now we focus all our energy on serving the people and winning in the future. We boldly walk forward into a new dawn. We must now rely on our strength, our loyal supporters who work tirelessly every day, lovingly nurturing the Belizean family. We work around the clock, with all supporters, to meet the aggressive requirements that entail organizing the base of the new government of Belize. We made the fundamental and lasting changes necessary to reinvent the PUP for the long-term viability. We are going to meet the UDP headon. The PUP will assume its rightful position in Belize and defend and protect the people. We will be the constitutional voice of all the suffering Belizeans clamoring for social and economic justice. Odds don’t scare the PUP. We are used to working against the odds imposed on us by critics, pundits and the otherwise clueless class. We have gone against the odds when we faced down the mighty Colonial British Empire and the royal Belizeans when we fought for our Independence and we faced and defeated the all-powerful and corrupt UDP government. We know how to develop a team, implement a plan, and deliver a victory. We gave birth to a nation. We are confident in this journey because we are taking it with you. We gain strength in this journey, because we gain it from you. Our Renaissance has begun. Our opportunities lie before us, and our cause is as true today as when it first began in 1950. We are the strength of the weak, the voice of the voiceless, the champion of the poor, the striking arm of the victimized, the hope for all our faithful supporters, we are the Political Party of all nationalistic Belizeans disgusted with politics as usual. We enter a brave new world as warriors and not on our knees. You cannot come out of the economic crisis by borrowing more, the less Barrow the better. You cannot save the nation by victimizing followers. You do not become strong by destroying the weak. You do not become rich just by robbing the poor. This is unacceptable. So, in the best spirit of Rt. Hon. George Price, wake up and work and build the nation. Our country needs us.

GOVERNMENT OF BELIZE SECOND ROAD SAFETY PROJECT CONSULTANCY SERVICES FOR PROCUREMENT OFFICER REQUEST FOR EXPRESSIONS OF INTEREST The Government of Belize has received financing from the Caribbean Development Bank (CDB) towards the cost of the Second Road Safety Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of Government of Belize and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. THINK ABOUT IT IT MUST HAVE BEEN FRUSTRATION It must have been frustration and a degree of anger. How else to explain the utterance of the President of the Public Service Union. He was criticizing a decision of the government to employ a senior citizen and former government Minister on a one-year assignment to focus on the sugar cane industry. In his unwise statement, the head of the Public Service Union referred to the person as a “dinosaur” ...a most unfortunate choice of words. The context in which it was used is a dictionary definition of a “person that is outdated or obsolete because of failure to adopt to changing circumstances”. The use and the definition does not apply to the person appointed by government. But the intention is to disparage the person as being too old to be employed. The unnecessary criticism prompted the Prime Minister to respond. His response was aimed at the President of the P.S.U. as well as the leader of the UDP, which also criticized the appointment. Prime Minister Briceño pointed out that under UDP government a ninetyyear-old was employed as Chairman of the Belize Telemedia Ltd, then for over ten years at a whopping salary of almost quarter million per year. The Prime Minister reminded the media that there was no criticism from the P.S.U. and none from the talking heads popping up on TV by the UDP. The Prime Minister’s response was strong and stinging and exposed the mean and shallow thinking behind the unnecessary attack. The person requested by the Prime Minister to assist the government and people of Belize in the sugar cane concerns that are arising is none other than the one and only Florencio Marin, Sr. of Corozal. Florencio Marin is an awesome Belizean. Hailing from Corozal, he became an important part of Goerge Price’s and the peaceful, constructive revolution that led to our country becoming an independent nation. His contributions to the political, social and economic upliftment of the Northern districts are huge. His illustrious son and daughter should commission a biography of his multitude of achievements and contributions to the nation of Belize. Florencio is a solid human being. He is a born leader. He has grown and risen above the petty party politics that is manifestly being practiced by the present troop in charge of the opposition. Florencio is bigger than that and better than that. That is why he is lionized by Belizeans of all walks of life. His few detractors have not and cannot say he is not up to the task asked of him by the new government. No one cannot say he is not a capable and competent hombre. Getting things done is one of the many characteristics of Florencio Marin. And to the younger generation which knows so little of the country’s history and its heroes and sheroes, it is Florencio Marin, almost single-handed, who led and held the PUP together and built it back from the ashes of its first time defeat in 1984. How little we know of those who gave so much, that we might become the people whom destiny has dealt such fair opportunities. To Florencio and his wonderful and equally awesome wife, we are so proud of you, of all you have done for our party, our people and our country. NB: Sitting Bull stands out in early American history as the political and spiritual leader of the Sioux native Indians warriors. Under his leadership, General Custer and the U.S. Army were defeated at the famous battle of Little Big Horn. Photographs of Sitting Bull in the US Library of Congress show an uncanny resemblance between the great warrior and our great leader from Corozal. The feeble attempt to attack the government by criticizing Florencio Marin creates an interesting situation. Three of Belize’s small cadre of thinkers considered the issue worthy of response. The trinity consist of Sandra Coye, Nuri Muhammad and Bill Lindo. Sandra Coye is a brilliant intellectual. She seems to be born with a special cerebral gift. As analytical as any of the best professors in Nigeria, South Africa, USA, India, UK or Caribbean. It is an honour and a privilege when she calls the media and share her views. She called Nuri on the Krem morning show last week and corrected those who made sarcastic and disrespectful remarks of Florencio. She didn’t condescend to calling any of their names. She pointed to historical facts, such as with Asian culture. The elderly are highly regarded and respected. There is no country in the world being run by young people. Education alone is no match for wisdom. Wisdom comes with years of experience. Nuri Muhammed was unhesitatingly supporting Sandra’s words of wisdom, he marveled at the ignorant view on the issue. He explained Florencio’s illustrious life of service and dedication to people from Corozal to Toledo. Nuri is one of the few Belizeans who garnered years of experience working in public and private challenging employment. He did likewise in Los Angeles. California. Returning to Belize, despite his heavy work load and deep involve-

ment with the media, Nuri is grounded in youth work, prison rehabilitation and a tremendous asset to Belize in rewinding the gang culture. Bill Lindo, nephew to former UDP founder and Leader, Dean Lindo, Bill is a rebel economist. Though university trained in the USA, he is not a card carrying capitalist, to put it mildly. In his latest blog, Bill weighed in on social media to support the Prime Minister’s appointment of Florencio. With a stellar trio, completely unpolitical on the issue, there is a glimmer of hope for sense over nonsense from the opposition, they have it by the crocus bag full. But the P.S.U... Come on guys, you know you can do better than that. A POLICE IN POLITICS It is sad news. At a village council election last weekend a serving police lost her equilibrium. She turned up in a red blouse, she is alleged to have been with the UDP (red is their colour) campaign tent. She actually left the tent and went over to where the PUPs were gathered (blue is their colour). She had words with elected area representative and Minister of government, outspoken Julius Espat. It was all party politics. It ended up on social media and at a police station. The officer and her lawyer are now facing a lawsuit for defamation of Minister Espat’s character. The indefatigable media master, Commissioner Chester Williams was on the television news, seemingly flabbergasted that one of his officers should find herself in such a pickle. How could she ever forget her oath of office and the Police Rules against engaging in party politics? He said there would be an inquiry. On Thursday morning, 9th June, the said UDP lawyer is reported as being defiant on the matter. He stated his client, the police, would not apologize. Not only was he not going to apologize, he called Minister Espat a liar. He repeated the words liar, liar, liar. It sounds as if he is filled with hate. My! My! My! What is the public discourse coming to? We wonder how a Supreme Court Judge will view the whole matter if it comes to awarding monetary compensation for libel on the world wide web. Only the day before, the UDP Chairman was saying to a television question as to why just a few days from writing the Prime Minister to request information, and knowing the Prime Minister is out of the country. He wrote to the Governor General asking for same information. His reply – “I want to see if the Prime Minister will lie.” Oh mein! We hear monkey pox is going around but what must our children and young adults think? We really must call out such unnecessary public and behavior by public officials. Bad enough how they laureate us all in the assembly. But we must do better. MEXICO BOYCOTT The President of Mexico has boycotted the current Summit of Americas. Mexico is not the only nation to snub the USA. Bolivia, Antigua & Barbados, Honduras and even Guatemala will not attend. The USA which is hosting the tri-annual meeting of the Americas has been criticized for refusing to invite Cuba, Nicaragua and Venezuela. Belize, which is the present Chair of Caricom will attend, along with most of the english-speaking Caribbean countries. IN THE CASTLE OF MY SKIN George Lamming OCC, outstanding poet and novelist of Barbados left this earth for a better place a few days ago. He was a few days shy of 95 years. Prime Minister Mia Mottley praised her outstanding countryman and announced Lamming would be given an official funeral. We read his first novel “In The Castle Of My Skin” and his others “ The Pleasures Of Exile” and “The Emigrants” and found them educational and enjoyable. Lamming, for years has been considered as a great literary giant. SALVADOR- MASSIVE HUMAN RIGHTS VIOLATION El Salvador shocked the world last week when it was revealed that in two months their soldier and police rounded up over thirty thousand citizens and jailed them without any charges or Court appearance. The country has a violent history and gangs and violence was on the increase with citizens crying our for official action against criminals. They got more than they bargained for. Our impression is that Salvador, like Guatemala and Honduras, the soldiers and police are not into community policing or the rule of law or human rights. Ministry of Health & Wellness Clarifies Reports of Purported Hustle Belmopan. June 8, 2022. 5:30 The Ministry of Health & Wellness hereby clarifies misleading information reported through several media outlets on a purported “hustle” of fees for COVID-19 tests done at the land borders. Only unvaccinated persons who do not submit a negative COVID-19 test are required to submit a test before entering the country. A cashier is present from Monday to Friday to collect the fee charged and provide an official stamped government receipt at the completion of the transaction. On weekends or on any public and bank holidays when no cashier is present, a temporary handwritten receipt is provided and persons are asked to return on the following workday to be issued a government receipt to replace the temporary receipt. Regular reconciling and auditing of all test kits and receipts are done by respective regional finance officers countrywide. The ministry encourages the public to request a copy of their government receipt when conducting any government business.

NCC HOLDS INAUGURAL MEETING Today, June 1, 2022, the National Celebrations Commission (NCC) held its inaugural meeting at the House of Culture in Belize CIty to plan the events which will form a part of the 2022 September Celebrations. Third Handing Over Ceremony for the Beneficiaries of the Empowerment Project in Belize

On June 2, 2022, Ambassador Amalia Mai, CEO of the Ministry of Foreign Affairs and Foreign Trade; H.E David Kuan-Chou Chien, Ambassador of the Republic of China (Taiwan) to Belize; H.E. Rossana Briceño, Special Envoy for the Development of Families and Children; and other invited guests gathered for the third handing over ceremony to the beneficiaries of the project, “Enhancing the Economic Empowerment of Women in Latin America and the Caribbean in the COVID-19 Post-Pandemic Era: Technical Assistance for Women Employment, Entrepreneurship, and Financial Inclusion”. The project supports the implementation of vocational skills training through reputable organizations and institutions in Belize and supports

women’s empowerment for entrepreneurship. The four beneficiaries of this cycle include: • United Women’s Group Western Caucus for the Banana Fiber Creations Training, which will sustainably use banana peels that may be considered trash and repurposed for resale. • The Ministry of Education through the Institute for Technical and Vocational Education and Training (ITVET) Belize City for the construction of a student resource/social complex that will provide an outdoor space for vocational training. • Ministry of Tourism and Diaspora Relations for the Tourism MSMEs COVID-19 Resilience Program, which will provide diagnostic and relief

Today, the Government of Belize reaffirmed its commitment to the United Nations’ Decade of Action for Road Safety – 2021 to 2030. Chief executive officers from the ministries of Economic Development; Transport; Education; Health & Wellness, Infrastructure Development and Housing; Finance; and National Security, along with a representative from the Belizean Youth for Road Safety, signed a proclamation pledging support for the United Nations’ Decade of Action to reduce serious road traffic crashes and serious injuries on the highways by 50% by the year 2030. With loan funding received from the Caribbean Development Bank, Belize is executing its Second Road Safety Project using a multifaceted approach, including the United Nations Pillars of Action for Road Safety.

Road traffic injuries and deaths have significant negative impacts at all levels, as they place emotional, psychological and financial burden on families of crash victims. Unfortunately, as of April 30, 2022, 16 fatalities resulting from road traffic incidents have been recorded - an average of four per month. Currently, the post-crash care system only focuses on the important short-term goal of saving lives, concentrating on physical recovery; however, little attention has been given to the mental health effects on both victims and relatives. To address this, the Second Road Safety Project, through relevant stakeholders, will also strengthen the capacities of key Belizean professionals working in emergency services and post-crash care by imparting knowledge and skills in psychosocial support. The project continues to work closely with the previously mentioned ministries, and other critical stakeholders such as Police Traffic Unit, municipal traffic departments, Belize Emergency Response Team, the Pan American Health Organization, and other public and private stakeholders, teachers and community members, to reach its objective. Road safety is everybody’s business! Continue to encourage everyone to promote good road safety behaviour as one life lost is one life too many.

Request for Expressions of Interest The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$5,031,000.00 towards implementing the BNTF10 Country Project and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. The Belize Social Investment Fund (BSIF), the Executing Agency (EA), now wishes to procure consultancy services for the design and supervision of infrastructure works for the proposed Santa Cruz Government Preschool and Primary School Substitution Sub-project, Santa Cruz Village, Orange Walk District, Belize (Large Sub-project). The objective of the consultancy is to provide technical support to the EA during the implementation of the BNTF10 Country Project. Consulting firms will be required to review existing designs and estimates (where available); advise on scope and adequacy of sub-project intervention; and provide detailed designs, summary estimates, and priced activity schedules. The work must consider thematic areas such as gender and environmental assessments, and shall seek to integrate disaster mitigation measures into designs. Consulting firms will also be required to provide technical inspection of construction works. The duration of the assignment is expected to be for a period of approximately twenty-four (24) months. The BSIF now invites interested eligible consulting firms to submit Expressions of Interest (EOI) indicating qualifications and experience required to provide these Consultancy Services. Public Utilities Commission Press Release In exercise of the powers conferred upon it by the Public Utilities Commission Act, the Water Industry Act, the Water and Sewerage (Tariffs) Byelaws, and all other powers thereunto enabling, the Public Utilities Commission (hereinafter referred to as “the Commission”) hereby notifies the general public that it has made and issued the Belize Water Services Limited (BWSL) 2022 Annual Review Proceedings Initial Decision (hereinafter referred to as “the Initial Decision”). On May 3, 2022, BWSL made a submission for an Annual Review Proceeding under Article 27 of SI 67 of 2002 citing that they faced Exceptional Circumstances in its execution of its Business Plan with the financial effects caused by COVID-19. In its Submission, the Company claimed that rising input prices and lower sales revenues had resulted in an accelerating in the Mean Water Rate (MWR), and therefore requested the Commission approve an increase in revenue yields of 5% by changing the tariff structure and adding a fixed charge to non-residential customers. On June 2, 2022, the Commission made an Initial Decision, accepting the condition of Exceptional Circumstances as presented by BWSL, but made a determination that BWSL has scope to grow its business and lower its cost structure thereby maintaining the MWR below the currently approved $17.49 per 1,000 gallons. Therefore, the Decision of the Commission is that the Tariffs, Fees and Charges levied by BWSL will remain unchanged for the period April 1, 2022 to March 31, 2025. The Initial Decision may be viewed in its entirety at the offices of the Public Utilities Commission at #4 Princess Margret Drive, 2nd Floor Marina Towers, Belize City, or on the PUC website at www.puc.bz.
